    This pilot study project explored the problem of providing access to the nomadic worker who desires to connect a computer through network access points at a number of different locations within the SNL/NM campus as well as outside the campus. The design and prototype development gathered knowledge that may allow a design to be developed that could be extended to a larger number of SNL/NM network drop boxes. The focus was to provide a capability for a worker to access the SNL IRN from a network drop box (e.g. in a conference room) as easily as when accessing the computer network from the office normally used by the worker. Additional study was done on new methods to authenticate the off campus worker, and protect and control access to data.

    This exempt wholesale generator is the first major independent power producer in the state, and its power purchase agreement is one of the first signed with a Rural Electrification Administration utility. Fuel access made siting here a natural. In its first 22 months of operation, the Hartwell Energy Project, Hart County, Ga, has already put its advanced, high-temperature gas turbines through a vigorous workout: the strenuous dispatch regimen calls for multiple starts per day, and for on-line time that varies anywhere from 20 minutes to 18 hours at a stretch. And once on the grid, the turbines haven`t sauntered along at low power levels--97% of the operating time has been at full load. In spite of the demanding dispatch schedule, Hartwell has achieved a 98% availability factor since commercial startup. Being located at the interaction of major gas and oil pipelines, the 300-MW peaking facility`s fuel picture is one of inherent flexibility. Its two simple-cycle 7FA gas turbine/generators, supplied by General Electric Co (GE), Schenectady, NY, are dual-fuel capable, although to date, fuel oil has been burned only for testing purposes.

    The Arizona Governor’s Office of Energy Policy, in partnership with Tucson Electric Power (TEP), Tendril, and Next Phase Energy (NPE), formed the TEP Power Partners pilot project to demonstrate how residential customers could access their energy usage data and third party applications using data obtained from an Automatic Meter Reading (AMR) network. The project applied for and was awarded a Smart Grid Data Access grant through the U.S. Department of Energy. The project participants’ goal for Phase I is to actively engage 1,700 residential customers to demonstrate sustained participation, reduction in energy usage (kWh) and cost ($), and measure related aspects of customer satisfaction. This Demonstration report presents a summary of the findings, effectiveness, and customer satisfaction with the 15-month TEP Power Partners pilot project. The objective of the program is to provide residential customers with energy consumption data from AMR metering and empower these participants to better manage their electricity use. The pilot recruitment goals included migrating 700 existing customers from the completed Power Partners Demand Response Load Control Project (DRLC), and enrolling 1,000 new participants. Upon conclusion of the project on November 19, 2013; 1,390 Home Area Networks (HANs) were registered; 797 new participants installed a HAN; Survey respondents’ are satisfied with the program and found value with a variety of specific program components; Survey respondents report feeling greater control over their energy usage and report taking energy savings actions in their homes after participating in the program; On average, 43 % of the participants returned to the web portal monthly and 15% returned weekly; and An impact evaluation was completed by Opinion Dynamics and found average participant savings for the treatment period1 to be 2.3% of their household use during this period.2 In total, the program saved 163 MWh in the treatment period of 2013.

    Plethodontid salamanders of the genus Hydromantes capture prey using the most extreme tongue projection among salamanders, and can shoot the tongue a distance of 80% of body length in less than 20 msec. The tongue skeleton is projected from the body via an elastic-recoil mechanism that decouples muscle contraction from tongue projection, amplifying muscle power tenfold. We tested the hypothesis that the elastic-recoil mechanism also endows tongue projection with low thermal dependence by examining the kinematics and dynamics of tongue projection in Hydromantes platycephalus over a range of body temperatures (2-24°C). We found that H. platycephalus maintained tongue-projection performance over the tested temperature range and that tongue projection showed thermal independence (Q(10) values of 0.94-1.04) of all performance parameters including projection distance, average velocity, and peak instantaneous values of velocity, acceleration, and power. Nonelastic, muscle-powered tongue retraction, in contrast, responded to temperature changes significantly differently than elastic tongue projection; performance parameters of retraction displayed thermal dependence typical of muscle-powered movement (Q(10) values of 1.63-4.97). These results reveal that the elastic-recoil mechanism liberates tongue projection from the effects of temperature on muscle contractile rates. We suggest that relative thermal independence is a general characteristic of elastic-recoil mechanisms and may promote the evolution of these mechanisms in ectothermic animals. PMID:21953778

    The results of the Independent Orbiter Assessment (IOA) of the Failure Modes and Effects Analysis (FMEA) and Critical Items List (CIL) are presented. The IOA approach features a top-down analysis of the hardware to determine failure modes, criticality, and potential critical items. To preserve independence, this analysis was accomplished without reliance upon the results contained within the NASA FMEA/CIL documentation. This report documents the independent analysis results corresponding to the Orbiter Auxiliary Power Unit (APU). The APUs are required to provide power to the Orbiter hydraulics systems during ascent and entry flight phases for aerosurface actuation, main engine gimballing, landing gear extension, and other vital functions. For analysis purposes, the APU system was broken down into ten functional subsystems. Each level of hardware was evaluated and analyzed for possible failure modes and effects. Criticality was assigned based upon the severity of the effect for each failure mode. A preponderance of 1/1 criticality items were related to failures that allowed the hydrazine fuel to escape into the Orbiter aft compartment, creating a severe fire hazard, and failures that caused loss of the gas generator injector cooling system.

    The Independent Detector Testing Laboratory (IDTL) has been established by the Space Telescope Science Institute (STScI) and the Johns Hopkins University (JHU), and it will assist the Next Generation Space Telescope (NGST) mission in choosing and operating the best near-infrared detectors. The NGST is the centerpiece of the NASA Office of Space Science theme, the Astronomical Search for Origins, and the highest priority astronomy project for the next decade, according to the National Academy of Science. NGST will need to have the sensitivity to see the first light in the Universe to determine how galaxies formed in the web of dark matter that existed when the Universe was in its infancy (z ~10-20). To achieve this goal, the NGST Project must pursue an aggressive technology program and advance infrared detectors to performance levels beyond what is now possible. As part of this program, NASA has selected the IDTL to verify comparative performance between prototype NGST detectors developed by Rockwell Scientific (HgCdTe) and Raytheon (InSb). The IDTL is charged with obtaining an independent assessment of the ability of these two competing technologies to achieve the demanding specifications of the NGST program within the 0.6-5 μm bandpass and in an ultra-low background (<0.01 e-/s/pixel) environment. We describe the NGST Detector Characterization Project that is being performed in the IDTL. In this project, we will measure first-order detector parameters, i.e. dark current, read noise, QE, intra-pixel sensitivity, linearity, as functions of temperature, well size, and operational mode.

The IOA effort first completed an analysis of the Auxiliary Power Unit (APU) hardware, generating draft failure modes and potential critical items. To preserve independence, this analysis was accomplished without reliance upon the results contained within the NASA FMEA/CIL documentation. The IOA results were then compared to the NASA FMEA/CIL baseline with proposed Post 51-L updates included. A resolution of each discrepancy from the comparison is provided through additional analysis as required. This report documents the results of that comparison for the Orbiter APU hardware. The IOA product for the APU analysis, covering both APU hardware and APU electrical components, consisted of 344 failure mode worksheets that resulted in 178 potential critical items being identified. A comparison was made of the IOA product to the NASA APU hardware FMEA/CIL baseline which consisted of 184 FMEAs and 57 CIL items. The comparison identified 72 discrepancies.

    ORPC Maine, LLC, a wholly-owned subsidiary of Ocean Renewable Power Company, LLC (collectively ORPC), submits this Final Technical Report for the TidGen® Power System Commercialization Project (Project), partially funded by the U.S. Department of Energy (DE-EE0003647). The Project was built and operated in compliance with the Federal Energy Regulatory Commission (FERC) pilot project license (P-12711) and other permits and approvals needed for the Project. This report documents the methodologies, activities and results of the various phases of the Project, including design, engineering, procurement, assembly, installation, operation, licensing, environmental monitoring, retrieval, maintenance and repair. The Project represents a significant achievement for the renewable energy portfolio of the U.S. in general, and for the U.S. marine hydrokinetic (MHK) industry in particular. The stated Project goal was to advance, demonstrate and accelerate deployment and commercialization of ORPC’s tidal-current based hydrokinetic power generation system, including the energy extraction and conversion technology, associated power electronics, and interconnection equipment capable of reliably delivering electricity to the domestic power grid. ORPC achieved this goal by designing, building and operating the TidGen® Power System in 2012 and becoming the first federally licensed hydrokinetic tidal energy project to deliver electricity to a power grid under a power purchase agreement in North America. Located in Cobscook Bay between Eastport and Lubec, Maine, the TidGen® Power System was connected to the Bangor Hydro Electric utility grid at an on-shore station in North Lubec on September 13, 2012. ORPC obtained a FERC pilot project license for the Project on February 12, 2012 and the first Maine Department of Environmental Protection General Permit issued for a tidal energy project on January 31, 2012.     Ocean wave power can be a significant source of large‐scale, renewable energy for the US electrical grid. The Electrical Power Research Institute (EPRI) conservatively estimated that 20% of all US electricity could be generated by wave energy. Ocean Power Technologies, Inc. (OPT), with funding from private sources and the US Navy, developed the PowerBuoy to generate renewable energy from the readily available power in ocean waves. OPT's PowerBuoy converts the energy in ocean waves to electricity using the rise and fall of waves to move the buoy up and down (mechanical stroking) which drives an electric generator. This electricity is then conditioned and transmitted ashore as high‐voltage power via underwater cable. OPT's wave power generation system includes sophisticated techniques to automatically tune the system for efficient conversion of random wave energy into low cost green electricity, for disconnecting the system in large waves for hardware safety and protection, and for automatically restoring operation when wave conditions normalize. As the first utility scale wave power project in the US, the Wave Power Demonstration Project at Reedsport, OR, will consist of 10 PowerBuoys located 2.5 miles off the coast. This U.S. Department of Energy Grant funding along with funding from PNGC Power, an Oregon‐based electric power cooperative, was utilized for the design completion, fabrication, assembly and factory testing of the first PowerBuoy for the Reedsport project. At this time, the design and fabrication of this first PowerBuoy and factory testing of the power take‐off subsystem are complete; additionally the power take‐off subsystem has been successfully integrated into the spar.

  19. Forecast Inaccuracies in Power Plant Projects From Project Managers' Perspectives

    Guided by organizational theory, this phenomenological study explored the factors affecting forecast preparation and inaccuracies during the construction of fossil fuel-fired power plants in the United States. Forecast inaccuracies can create financial stress and uncertain profits during the project construction phase. A combination of purposeful and snowball sampling supported the selection of participants. Twenty project managers with over 15 years of experience in power generation and project experience across the United States were interviewed within a 2-month period. From the inductive codification and descriptive analysis, 5 themes emerged: (a) project monitoring, (b) cost control, (c) management review frequency, (d) factors to achieve a precise forecast, and (e) factors causing forecast inaccuracies. The findings of the study showed the factors necessary to achieve a precise forecast includes a detailed project schedule, accurate labor cost estimates, monthly project reviews and risk assessment, and proper utilization of accounting systems to monitor costs. The primary factors reported as causing forecast inaccuracies were cost overruns by subcontractors, scope gaps, labor cost and availability of labor, and equipment and material cost. Results of this study could improve planning accuracy and the effective use of resources during construction of power plants. The study results could contribute to social change by providing a framework to project managers to lessen forecast inaccuracies, and promote construction of power plants that will generate employment opportunities and economic development.

    One area where universities and industry can link is in the area of power systems reliability and quality - key concepts in the commercial, industrial and public sector engineering environments. Prairie View A&M University (PVAMU) has established a collaborative relationship with the University of'Texas at Arlington (UTA), NASA/Johnson Space Center (JSC), and EP&C Engineering and Technology Group (EP&C) a small disadvantage business that specializes in power quality and engineering services. The primary goal of this collaboration is to facilitate the development and implementation of a Strategic Integrated power/Systems Reliability and Curriculum Enhancement Program. The objectives of first phase of this work are: (a) to develop a course in power quality and reliability, (b) to use the campus of Prairie View A&M University as a laboratory for the study of systems reliability and quality issues, (c) to provide students with NASA/EPC shadowing and Internship experience. In this work, a course, titled "Reliability Analysis of Electrical Facilities" was developed and taught for two semesters. About thirty seven has benefited directly from this course. A laboratory accompanying the course was also developed. Four facilities at Prairie View A&M University were surveyed. Some tests that were performed are (i) earth-ground testing, (ii) voltage, amperage and harmonics of various panels in the buildings, (iii) checking the wire sizes to see if they were the right size for the load that they were carrying, (iv) vibration tests to test the status of the engines or chillers and water pumps, (v) infrared testing to the test arcing or misfiring of electrical or mechanical systems.

The elements of the CSTI High Capacity Power Project include Systems Analysis, Stirling Power Conversion, Thermoelectric Power Conversion, Thermal Management, Power Management, Systems Diagnostics, Environmental Interactions, and Material/Structural Development. Technology advancement in all elements is required to provide the growth capability, high reliability and 7 to 10 year lifetime demanded for future space nuclear power systems. The overall project with develop and demonstrate the technology base required to provide a wide range of modular power systems compatible with the SP-100 reactor which facilitates operation during lunar and planetary day/night cycles as well as allowing spacecraft operation at any attitude or distance from the sun.     Flower Power Inc. was set up to study the long term effects of blends of sunflower oil and diesel fuel on engine components. Tests to date have indicated that farm diesel tractors can be operated on blends of up to 50% sunflower oil and diesel fuel but that its continued use would appear to cause premature engine problems. While the results of the tests are encouraging, use of sunflower oil as a fuel is not yet recommended. Continued long term testing is needed to evaluate the performance of sunflower oil-diesel blends.

    The Nuclear Waste Policy Act of 1982 (Public Law 97-425), as amended by Public Law 100-203, December 22, 1987, established the Office of Civilian Radioactive Waste Management (OCRWM) within the Department of Energy (DOE), and directed the Office to investigate a site at Yucca Mountain, Nevada, to determine if this site is suitable for the construction of a repository for the disposal of high level nuclear waste. Work on site characterization has been under way for several years. Thus far, about $1.47 billion have been spent on Yucca Mountain programs. This work has been funded by Congressional appropriations from a Nuclear Waste Fund to which contributions have been made by electric utility ratepayers through electric utilities generating power from nuclear power stations. The Secretary of Energy and the Governor of the State of Nevada have appointed one person each to a panel to oversee an objective, independent financial and management evaluation of the Yucca Mountain Project.     The Minnesota Valley Alfalfa Producers (MnVAP), a farmer-owned cooperative, is leading a public/private effort to develop a $200 million integrated alfalfa processing and biomass energy system. MnVAP will produce and process 700,000 tons of alfalfa per year. A wide range of value-added alfalfa products, including electricity, will be produced at MnVAP`s facilities. The power plant will utilize integrated gasification combined-cycle (IGCC) power generation technology to produce 75 megawatts of baseload power. The Minnesota Agri-Power (MAP) project is a sustainable development project. It will invigorate the economy of southwestern Minnesota by maximizing the value added to a biomass resource and returning the benefits of ownership to the rural community. Products produced from the protein-rich leaf material may include feed pellets, liquefied protein supplements, pharmaceutical bases, and natural fragrances and dyes. The primary product to be produced from alfalfa stems will be electricity, as this was determined in a DOE-sponsored feasibility study to be the highest value use of the fibrous stem material. Air emissions from the power plant will be less harmful than emissions from fossil-fuel plants. In addition, the new production of alfalfa required by this project will improve the health of agricultural soil, water quality and wildlife habitat.

    The Manzanita Indian Reservation is located in southeastern San Diego County, California. The Tribe has long recognized that the Reservation has an abundant wind resource that could be commercially utilized to its benefit, and in 1995 the Tribe established the Manzanita Renewable Energy Office. Through the U.S. Department of Energy's Tribal Energy Program the Band received funds to install a hybrid renewable power system to provide electricity to one of the tribal community buildings, the Manzanita Activities Center (MAC building). The project began September 30, 1999 and was completed March 31, 2005. The system was designed and the equipment supplied by Northern Power Systems, Inc, an engineering company with expertise in renewable hybrid system design and development. Personnel of the National Renewable Energy Laboratory provided technical assistance in system design, and continued to provide technical assistance in system monitoring. The grid-connected renewable hybrid wind/photovoltaic system provides a demonstration of a solar/wind energy hybrid power-generating project on Manzanita Tribal land. During the system design phase, the National Renewable Energy Lab estimated that the wind turbine is expected to produce 10,000-kilowatt hours per year and the solar array 2,000-kilowatt hours per year. The hybrid system was designed to provide approximately 80 percent of the electricity used annually in the MAC building. The project proposed to demonstrate that this kind of a system design would provide highly reliable renewable power for community uses.

    The goal of the NASA Advanced Space Power Systems Project is to develop advanced, game changing technologies that will provide future NASA space exploration missions with safe, reliable, light weight and compact power generation and energy storage systems. The development effort is focused on maturing the technologies from a technology readiness level of approximately 23 to approximately 56 as defined in the NASA Procedural Requirement 7123.1B. Currently, the project is working on two critical technology areas: High specific energy batteries, and regenerative fuel cell systems with passive fluid management. Examples of target applications for these technologies are: extending the duration of extravehicular activities (EVA) with high specific energy and energy density batteries; providing reliable, long-life power for rovers with passive fuel cell and regenerative fuel cell systems that enable reduced system complexity. Recent results from the high energy battery and regenerative fuel cell technology development efforts will be presented. The technical approach, the key performance parameters and the technical results achieved to date in each of these new elements will be included. The Advanced Space Power Systems Project is part of the Game Changing Development Program under NASAs Space Technology Mission Directorate.

    The Hawaii Geothermal Generator Project is the first power plant in the State of Hawaii to be powered by geothermal energy. This plant, which is located in the Puna District on the Island of Hawaii, produces three (3) megawatts of electricity utilizing the steam phase from the geothermal well. This project represents the climax of the geophysical research efforts going on for two decades in the Hawaiian Islands which resulted in the discovery of a significant reservoir of geothermal energy which could be put to practical use. In 1978 the Department of Energy, in conjunction with the State of Hawaii, entered into negotiations to design and build a power plant. The purpose and objective of this plant was to demonstrate the feasibility of constructing and operating a geothermal power plant located in a remote volcanically active area. A contract was signed in mid 1978 between the Research Corporation of the University of Hawaii (RCUH) and the Department of Energy (DOE). To date, the DOE has provided 8.3 million dollars with the State of Hawaii and others contributing 2.1 million dollars. The cost of the project exceeded its original estimates by approximately 25%. These increases in cost were principally contributed to the higher cost for construction than was originally estimated. Second, the cost of procuring the various pieces of equipment exceed their estimates by 10 to 20 percent, and third, the engineering dollar per man hour rose 20 to 25 percent.

    Project X, a multi-megawatt proton source under development at Fermi National Accelerator Laboratory. The key element of the project is a superconducting (SC) 3GV continuous wave (CW) proton linac. The linac includes 5 types of SC accelerating cavities of two frequencies.(325 and 650MHz) The cavities consume up to 30 kW average RF power and need proper main couplers. Requirements and approach to the coupler design are discussed in the report. New cost effective schemes are described. Results of electrodynamics and thermal simulations are presented.

    The Tampa Electric Company Polk Power Station is a nominal 250 MW (net) Integrated Gasification Combined Cycle (IGCC) power plant located to the southeast of Tampa, Florida in Polk County, Florida. This project is being partially funded under the Department of Energy`s Clean Coal Technology Program pursuant to a Round II award. The Polk Power Station uses oxygen-blown, entrained-flow IGCC technology licensed from Texaco Development Corporation to demonstrate significant reductions of SO{sub 2} and NO{sub x} emissions when compared to existing and future conventional coal-fired power plants. In addition, this project demonstrates the technical feasibility of commercial scale IGCC and Hot Gas Clean Up (HGCU) technology. The Polk Power Station achieved ``first fire`` of the gasification system on schedule in mid-July, 1996. Since that time, significant advances have occurred in the operation of the entire IGCC train. This paper addresses the operating experiences which occurred in the start-up and shakedown phase of the plant. Also, with the plant being declared in commercial operation as of September 30, 1996, the paper discusses the challenges encountered in the early phases of commercial operation. Finally, the future plans for improving the reliability and efficiency of the Unit in the first quarter of 1997 and beyond, as well as plans for future alternate fuel test burns, are detailed. The presentation features an up-to-the-minute update on actual performance parameters achieved by the Polk Power Station. These parameters include overall Unit capacity, heat rate, and availability. In addition, the current status of the start-up activities for the HGCU portion of the plant is discussed.

The EPD and C hardware performs the functions of distributing, sensing, and controlling 28 volt DC power and of inverting, distributing, sensing, and controlling 117 volt 400 Hz AC power to all Orbiter subsystems from the three fuel cells in the Electrical Power Generation (EPG) subsystem. Volume 2 continues the presentation of IOA analysis worksheets and contains the potential critical items list.

    Duke Engineering & Services and the African Republic of Uganda have entered into a memorandum of understanding to explore the feasibility of installing one or more hydropower plants along the Nile River and building a 2,000 mile transmission line through southern Africa. The project`s participants say they envision a southern African electricity grid connecting all countries in the region. A team comprised of officials from DE&S, Edlow and SAD-ELEC will conduct a six-month, two-part study on the feasibility of linking the existing grid system in the region. The first part of the study will look at the feasibility of installing one or more independent hydropower plants along the Nile and other rivers in Uganda. The second part will explore the design, construction and operation of a transmission system to interconnect Uganda, through neighboring countries to the south and east, to the Republic of South Africa. The site for the proposed hydroelectric plant will determine the route of the transmission line.

    Weakness resulting from spinal muscular atrophy causes severe limitations in functional mobility. The early introduction of power mobility has potential to enhance development and mitigate disability. These outcomes are achieved by simulating normal skill acquisition and by promoting motor learning, visuospatial system development, self-exploration, cognition, and social development. There are few reports on early power mobility in spinal muscular atrophy, and it is typically not prescribed until school age. The authors evaluated 6 children under age 2 years with neuromuscular disease (5 spinal muscular atrophy, 1 congenital muscular dystrophy) for power mobility. Parents recorded the practice hours necessary to achieve independence using the Power Mobility Skills Checklist. Four children achieved independence in all items on the checklist by 7.9 months (range: 73-458 days). Introduction of early power mobility is feasible in spinal muscular atrophy patients under age 2 years and should be introduced in late infancy when children typically acquire locomotor skills.     The Michelob Light Eagle is seen here in flight over Rogers Dry Lake at the NASA Dryden Flight Research Center, Edwards, California. The Light Eagle and Daedalus human powered aircraft were testbeds for flight research conducted at Dryden between January 1987 and March 1988. These unique aircraft were designed and constructed by a group of students, professors, and alumni of the Massachusetts Institute of Technology within the context of the Daedalus project. The construction of the Light Eagle and Daedalus aircraft was funded primarily by the Anheuser Busch and United Technologies Corporations, respectively, with additional support from the Smithsonian Air and Space Museum, MIT, and a number of other sponsors. To celebrate the Greek myth of Daedalus, the man who constructed wings of wax and feathers to escape King Minos, the Daedalus project began with the goal of designing, building and testing a human-powered aircraft that could fly the mythical distance, 115 km. To achieve this goal, three aircraft were constructed. The Light Eagle was the prototype aircraft, weighing 92 pounds. On January 22, 1987, it set a closed course distance record of 59 km, which still stands. Also in January of 1987, the Light Eagle was powered by Lois McCallin to set the straight distance, the distance around a closed circuit, and the duration world records for the female division in human powered vehicles. Following this success, two more aircraft were built, the Daedalus 87 and Daedalus 88. Each aircraft weighed approximately 69 pounds. The Daedalus 88 aircraft was the ship that flew the 199 km from the Iraklion Air Force Base on Crete in the Mediterranean Sea, to the island of Santorini in 3 hours, 54 minutes.     The new approach was developed to analyze the failure causes in operation of linear facilities independent power supply sources (mini-CHP-plants) of gas-transmission system in Eastern part of Russia. Triggering conditions of ceiling operation substance temperature at condenser output were determined with mathematical simulation use of unsteady heat and mass transfer processes in condenser of mini-CHP-plants. Under these conditions the failure probability in operation of independent power supply sources is increased. Influence of environmental factors (in particular, ambient temperature) as well as output electric capability values of power plant on mini-CHP-plant operation reliability was analyzed. Values of mean time to failure and power plant failure density during operation in different regions of Eastern Siberia and Far East of Russia were received with use of numerical simulation results of heat and mass transfer processes at operation substance condensation.

    Obesity and fitness have been associated with older adults' physical independence. We aimed to investigate the independent and combined associations of physical fitness and adiposity, assessed by body mass index (BMI) and waist circumference (WC) with the projected ability for physical independence. A total of 3496 non-institutionalized older adults aged 65 and older (1167 male) were included in the analysis. BMI and WC were assessed and categorized according to established criteria. Physical fitness was evaluated with the Senior Fitness Test and individual test results were expressed as Z-scores. Projected ability for physical independence was assessed with the 12-item composite physical function scale. Logistic regression was used to estimate the odds ratio (OR) for being physically dependent. A total of 30.1 % of participants were classified as at risk for losing physical independence at age 90 years. Combined fitness and fatness analysis demonstrated that unfit older adults had increased odds ratio for being physically dependent in all BMI categories (normal: OR = 9.5, 95 %CI = 6.5-13.8; overweight: OR = 6.0, 95 %CI = 4.3-8.3; obese: OR = 6.7, 95 %CI = 4.6-10.0) and all WC categories (normal: OR = 10.4, 95%CI = 6.5-16.8; middle: OR = 6.2, 95 %CI = 4.1-9.3; upper: OR = 7.0, 95 %CI = 4.8-10.0) compared to fit participants that were of normal weight and fit participants with normal WC, respectively. No increased odds ratio was observed for fit participants that had increased BMI or WC. In conclusion, projected physical independence may be enhanced by a normal weight, a normal WC, or an increased physical fitness. Adiposity measures were not associated with physical independence, whereas fitness is independently related to physical independence. Independent of their weight and WC status, unfit older adults are at increased risk for losing physical independence. PMID:27146831

The IOA approach features a top-down analysis of the hardware to determine failure modes, criticality, and potential critical items. To preserve independence, this analysis was accomplished without reliance upon the results contained within the NASA FMEA/CIL documentation. This report documents the independent analysis results corresponding to the Orbiter Electrical Power Distribution and Control (EPD and C)/Electrical Power Generation (EPG) hardware. The EPD and C/EPG hardware is required for performing critical functions of cryogenic reactant storage, electrical power generation and product water distribution in the Orbiter. Specifically, the EPD and C/EPG hardware consists of the following components: Power Section Assembly (PSA); Reactant Control Subsystem (RCS); Thermal Control Subsystem (TCS); Water Removal Subsystem (WRS); and Power Reactant Storage and Distribution System (PRSDS). The IOA analysis process utilized available EPD and C/EPG hardware drawings and schematics for defining hardware assemblies, components, and hardware items. Each level of hardware was evaluated and analyzed for possible failure modes and effects. Criticality was assigned based upon the severity of the effect for each failure mode.

The goal is to make independent RF power measurements to test the accuracy of scanner-reported specific absorption rate (SAR) over the extraordinary range of operating conditions routinely encountered in MRI. Methods: A six channel, high dynamic range, real-time power profiling system was designed and built for monitoring power delivery during MRI up to 440 MHz. The system was calibrated and used in two 3 T scanners to measure power applied to human subjects during MRI scans. The results were compared with the scanner-reported SAR. Results: The new power measurement system has highly linear performance over a 90 dB dynamic range and a wide range of MRI duty cycles. It has about 0.1 dB insertion loss that does not interfere with scanner operation. The measurements of whole-body SAR in volunteers showed that scanner-reported SAR was significantly overestimated by up to about 2.2 fold. Conclusions: The new power monitor system can accurately and independently measure RF power deposition over the wide range of conditions routinely encountered during MRI.     Providing support in the form of information, advice and access to services or social events is promoted as beneficial for people newly diagnosed with dementia and their families. This paper reports on key findings from an evaluation of a post-diagnostic support pilot project in Scotland addressing local service gaps, namely information provision, emotional and practical support and maintaining community links. Twenty-seven participants (14 people newly diagnosed with dementia and 13 family carers) were interviewed at two time points: T1 shortly after joining the pilot project and T2 approximately six months later, to ascertain their views on existing services and the support offered by the pilot project. A comparative thematic analysis revealed that the project facilitated increased independence (associated with increased motivation and self-confidence) of people with dementia. The project illustrates what can be achieved if resources are targeted at providing individualised post-diagnostic support, particularly where there are service delivery gaps. PMID:24535818

Six of the criticality 1/1 failures are in two rotary and two pushbutton switches that control External Tank and Solid Rocket Booster separation. The other 6 criticality 1/1 failures are fuses, one each per Aft Power Control Assembly (APCA) 4, 5, and 6 and one each per Forward Power Control Assembly (FPCA) 1, 2, and 3, that supply power to certain Main Propulsion System (MPS) valves and Forward Reaction Control System (RCS) circuits.

    This report describes the characteristics of photovoltaic arrays that maybe suitable for use with nanosatellite electronic systems. It includes a thorough literature search on power management and distribution systems for satellites as small as microsatellites. The major conclusion to be drawn is that it is the total system, including satellite electronic system, photovoltaic systems, peak power tracker and the power management and distribution systems which need to be optimized. An example of a peak power tracker is given, and a novel series connected boost unit is described which might allow the system voltage to be increased if enough photovoltaic panels to operate the systems in real time is impractical. Finally, it is recommended that the development effort be oriented and expanded to include a peak power tracker and other power management and distribution systems.

The IOA approach features a top-down analysis of the hardware to determine failure modes, criticality, and potential critical items. To preserve independence, this analysis was accomplished without reliance upon the results contained within the NAA FMEA/CIL documentation. The independent analysis results corresponding to the Orbiter Electrical Power Generation (EPG)/Power Reactants Storage and Distribution (PRSD) System Hardware is documented. The EPG/PRSD hardware is required for performing critical functions of cryogenic hydrogen and oxygen storage and distribution to the Fuel Cell Powerplants (FCP) and Atmospheric Revitalization Pressure Control Subsystem (ARPCS).     This article analyzes the financial risks to utilities for purchasing power from independents. The conclusion of the author is that purchasing of power should not be considered a debt obligation, nor is it entirely risk free. Purchasing is, however, less risky than building. Utilities should be provided with financial incentives for purchasing independent power, such as an incremental return on equity, a formulaic higher component of equity, some combination of the two, or even an incentive fee successful power purchasing.

    Solar Dynamic power systems can offer many potential benefits to Earth orbiting satellites including high solar-to-electric efficiency, long life without performance degradation, and high power capability. A recent integrated system test of a 2 kilowatt SD power system in a simulated space environment has successfully demonstrated technology readiness for space flight. Conceptual design studies of SD power systems have addressed several potential mission applications: a 10 kilowatt LEO satellite, a low power Space Based Radar, and a 30 kilowatt GEO communications satellite. The studies show that with moderate component development, SD systems can exhibit excellent mass and deployed area characteristics. Using the conceptual design studies as a basis, a SD technology roadmap was generated which identifies the component advances necessary to assure SD systems a competitive advantage for future NASA, DOD, and commercial missions.

  12. Thermal Energy Corporation Combined Heat and Power Project

    To meet the planned heating and cooling load growth at the Texas Medical Center (TMC), Thermal Energy Corporation (TECO) implemented Phase 1 of a Master Plan to install an additional 32,000 tons of chilled water capacity, a 75,000 ton-hour (8.8 million gallon) Thermal Energy Storage (TES) tank, and a 48 MW Combined Heat and Power (CHP) system. The Department of Energy selected TMC for a $10 million grant award as part of the Financial Assistance Funding Opportunity Announcement, U.S. Department of Energy National Energy Technology, Recovery Act: Deployment of Combined Heat and Power (CHP) Systems, District Energy Systems, Waste Energy Recovery Systems, and Efficiency Industrial Equipment Funding Opportunity Number: DE-FOA-0000044 to support the installation of a new 48 MW CHP system at the TMC located just outside downtown Houston. As the largest medical center in the world, TMC is home to many of the nation's best hospitals, physicians, researchers, educational institutions, and health care providers. TMC provides care to approximately six million patients each year, and medical instruction to over 71,000 students. A medical center the size of TMC has enormous electricity and thermal energy demands to help it carry out its mission. Reliable, high-quality steam and chilled water are of utmost importance to the operations of its many facilities. For example, advanced medical equipment, laboratories, laundry facilities, space heating and cooling all rely on the generation of heat and power. As result of this project TECO provides this mission critical heating and cooling to TMC utilizing a system that is both energy-efficient and reliable since it provides the capability to run on power independent of the already strained regional electric grid. This allows the medical center to focus on its primary mission providing top quality medical care and instruction without worrying about excessive energy costs or the loss of heating and cooling due to the risk of power

The discrepancy between the number of IOA findings and NASA FMEAs can be partially explained by the different approaches used by IOA and NASA to group failure modes together to form one FMEA. Also, several IOA items represented inner tank components and ground operations failure modes which were not in the NASA baseline.

  14. Independent transmission system operators and their role in maintaining reliability in a restructured electric power industry

    This report summarizes the current status of proposals to form Independent System Operators (ISOs) to operate high-voltage transmission systems in the United States and reviews their potential role in maintaining bulk power system reliability. As background information, the likely new industry structure, nature of deregulated markets, and institutional framework for bulk power system reliability are reviewed. The report identifies issues related to the formation of ISOs and their roles in markets and in reliability, and describes potential policy directions for encouraging the formation of effective ISOs and ensuring bulk system reliability. Two appendices are provided, which address: (1) system operation arrangements in other countries, and (2) summaries of regional U.S. ISO proposals.

  15. Green Applications for Space Power Project

    Spacecraft propulsion and power for many decades has relied on Hydrazine monopropellant technology for auxiliary power units (APU), orbital circularization, orbit raising/lowering and attitude control. However, Hydrazine is toxic and therefore requires special ground handling procedures to ensure launch crew safety. The Swedish Company ECAPS has developed a technology based upon the propellant Ammonium Dinitramide (ADN) that offers higher performance, higher density and reduced ground handling support than Hydrazine. This blended propellant is called LMP-103S. Currently, the United States Air Force (USAF) is pursuing a technology based on Hydroxyl Ammonium Nitrate (HAN, otherwise known as AF-M315E) with industry partners Aerojet and Moog. Based on the advantages offered by these propellants, MSFC should explore powering APU's with these propellants. Due to the availability of space hardware, the principal investigator has found a collection of USAF hardware, that will act as a surrogate, which operates on a Hydrazine derivative. The F-16 fighter jet uses H-70 or 30% diluted Hydrazine for an Emergency Power Unit (EPU) which supplies power to the plane. The PI has acquired two EPU's from planes slated for destruction at the Davis Monthan AFB. This CIF will include a partnership with 2 other NASA Centers who are individually seeking seed funds from their respective organizations: Kennedy Space Center (KSC) and Dryden Flight Research Center (DFRC). KSC is preparing for future flights from their launch pads that will utilize green propellants and desire a low-cost testbed in which to test and calibrate new leak detection sensors. DFRC has access to F-16's which can be used by MSFC & KSC to perform a ground test that demonstrates emergency power supplied to the jet. Neither of the green propellant alternatives have been considered nor evaluated for an APU application. Work has already been accomplished to characterize and obtain the properties of these 2 propellants

  16. Independent management and financial review, Yucca Mountain Project, Nevada. Final report

    The Yucca Mountain Project is one part of the Department of Energy`s Office of Civilian Radioactive Waste Management Program (the Program) which was established by the Nuclear Waste Policy Act of 1982, and as amended in 1987. The Program`s goal is to site the nation`s first geologic repository for the permanent disposal of high-level nuclear waste, in the form of spent fuel rod assemblies, generated by the nuclear power industry and a smaller quantity of Government radioactive waste. The Program, which also encompasses the transportation system and the multipurpose canister system was not the subject of this Report. The subject of this Review was only the Yucca Mountain Project in Nevada. While the Review was directed toward the Yucca Mountain Project rather than the Program as a whole, there are certain elements of the Project which cannot be addressed except through discussion of some Program issues. An example is the Total System Life Cycle Cost addressed in Section 7 of this report. Where Program issues are discussed in this Report, the reader is reminded of the scope limitations of the National Association of Regulatory Utility Commissioners (NARUC) contract to review only the Yucca Mountain Project. The primary scope of the Review was to respond to the specific criteria contained in the NARUC scope of work. In responding to these criteria, the Review Team understood that some interested parties have expressed concern over the requirements of the Nuclear Waste Policy Act relative to the Yucca Mountain Project and the nature of activities currently being carried out by the Department of Energy at the Yucca Mountain Project site. The Review Team has attempted to analyze relevant portions of the Nuclear Waste Policy Act as Amended, but has not conducted a thorough analysis of this legislation that could lead to any specific legal conclusions about all aspects of it.

    General anesthetics are presumed to act in a distributed manner throughout the CNS. However, we found that microinjection of GABAA-receptor (GABAA-R) active anesthetics into a restricted locus in the rat brainstem, the mesopontine tegmental anesthesia area (MPTA), rapidly induces a reversible anesthesia-like state characterized by suppressed locomotion, atonia, anti-nociception and loss of consciousness. GABA-sensitive neurons in the MPTA may therefore have powerful control over major aspects of brain and spinal function. Tracer studies have shown that the MPTA projects to the rostromedial medulla, an important reticulospinal relay for pain modulation and motor control. It also projects directly to the spinal cord. But do individual MPTA neurons project to one or to both targets? We microinjected fluorogold into the rostromedial medulla and cholera toxin b-subunit into the spinal cord, or vice versa. Neurons that were double-labeled, and hence project to both targets, were intermingled with single-labeled neurons within the MPTA, and comprised only 11.5% of the total. MPTA neurons that project directly to the spinal cord were larger, on average, than those projecting to the rostromedial medulla, differed in shape, and were much more likely to express GABAA-alpha1Rs as assessed by receptor alpha-1 subunit immunoreactivity (51.4% vs. 18.9%). Thus, for the most part, separate and morphologically distinct populations of MPTA neurons project to the rostromedial medulla and to the spinal cord. Either or both may be involved in the modulation of nociception and the generation of atonia during the MPTA-induced anesthesia-like state. PMID:17395384

    This annual report has been prepared to present the status of the Pinon Pine Power Project, a nominal 104 MWe (gross) integrated gasification combined-cycle (IGCC) power plant addition to Sierra Pacific Power Company`s (SPPCo) system. This project will also serve as a demonstration project cost-shared by the US Department of Energy (DOE) and SPPCo under DOE`s Clean Coal Technology (CCT) Program. The goal of the CCT Program is to demonstrate advanced coal utilization technologies that are energy efficient and reliable and that are able to achieve substantial reductions in emissions as compared with existing coal technologies. The Pinon Pine Power Project will demonstrate an IGCC system utilizing the Kellogg-Rust-Westinghouse (KRW) fluidized-bed gasification process operating in an air-blown mode with in-bed desulfurization and hot gas clean-up with a western bituminous coal. The Pinon Pine Power Project will be constructed and operated at SPPCo`s Tracy Power Station, an existing power generation facility located on a rural 724-acre plot approximately 17 miles east of Reno, NV.

    NASA's Jupiter Icy Moons Orbiter (JIMO) mission would be faced with the challenging data transmission task of sending a 50 Mbps stream of science data back to Earth over a distance of 6.2 A.U. (9.3x10^8 km). This high data rate will require a transmitter power of 1 kW at 32 GHz which greatly exceeds the highest powers available from any currently existing space-qualified RF amplifiers. Initially, consideration was given to developing a space-qualified klystron or EIK because of the relatively narrow bandwidths implied by this data rate, but neither of these device types have any significant history of use in space.

    Two-reservoir thermochemical engines are established by using near-independent particles (including Maxwell-Boltzmann, Fermi-Dirac, and Bose-Einstein particles) as the working substance. Particle and heat fluxes can be formed based on the temperature and chemical potential gradients between two different reservoirs. A rectangular-type energy filter with width Γ is introduced for each engine to weaken the coupling between the particle and heat fluxes. The efficiency at maximum power of each particle system decreases monotonously from an upper bound η+ to a lower bound η- when Γ increases from 0 to ∞ . It is found that the η+ values for all three systems are bounded by ηC/2 ≤η+≤ηC/(2 -ηC ) due to strong coupling, where ηC is the Carnot efficiency. For the Bose-Einstein system, it is found that the upper bound is approximated by the Curzon-Ahlborn efficiency: ηCA=1 -√{1 -ηC } . When Γ →∞ , the intrinsic maximum powers are proportional to the square of the temperature difference of the two reservoirs for all three systems, and the corresponding lower bounds of efficiency at maximum power can be simplified in the same form of η-=ηC/[1 +a0(2 -ηC ) ] .

  5. Energy policy act of 1992 opens doors for independent geothermal power producers

    The Energy Policy Act of 1992 embraces and implements many of the actions recommended by the President in the National Energy Strategy. Independent geothermal power producers may be direct beneficiaries of 1) further deregulation of IPPs through their exemption from the provisions of the Public Utility Holding Company Act and 2) potentially freer access to utility-owned transmission facilities. However, these doors will not be fully opened to geothermal energy until this resource can compete with other fuels in cost considerations. While changes in public policy, such as inclusion of externalities in the price of power or financial penalties on carbon dioxide emissions, will level the playing field somewhat, reductions in cost will be the ultimate marketing tool. This is particularly critical in the economics of power derived from "new," as yet undiscovered reservoirs which will reflect the high costs of today's exploration methods. The Department of Energy's geothermal R&D program, in cooperation with industry, is undertaking, as described in this paper, to achieve the technology cost reductions needed to permit this resource to enjoy a status equal to or better than that of competing fuels at the utility least-cost bargaining table.

  6. Extraversion and fronto-posterior EEG spectral power gradient: an independent component analysis.

    Several studies show that the fronto-posterior EEG spectral power gradient is a stable individual characteristic related to personality. Whether this characteristic is specifically related to agentic extraversion and theta band of frequencies or is associated with a broader set of personality traits and frequency bands is a matter of debate, as well as the specific cortical regions contributing to this effect. To clarify these questions, we used group independent component analysis (ICA) and source localization techniques. Agentic extraversion was associated with higher theta activity in the default mode network's (DMN) posterior hub and lower theta activity in the orbitofrontal cortex (OFC). Regression analyses showed that theta activity predicted agentic extraversion better than other frequency bands and agentic extraversion predicted posterior versus frontal activity better than other personality dimensions. These results are taken to indicate higher tonic activity in OFC and lower activity in DMN in extraverts as compared to introverts. PMID:22234364

    Data generated from the Alum Innovative Exploration Project, one of several promising geothermal properties located in the middle to upper Miocene (~11-5 Ma, or million years BP) Silver Peak-Lone Mountain metamorphic core complex (SPCC) of the Walker Lane structural belt in Esmeralda County, west-central Nevada. The geothermal system at Alum is wholly concealed; its upper reaches discovered in the late 1970s during a regional thermal-gradient drilling campaign. The prospect boasts several shallow thermal-gradient (TG) boreholes with TG >75oC/km (and as high as 440oC/km) over 200-m intervals in the depth range 0-600 m. Possibly boiling water encountered at 239 m depth in one of these boreholes returned chemical- geothermometry values in the range 150-230oC. GeothermEx (2008) has estimated the electrical- generation capacity of the current Alum leasehold at 33 megawatts for 20 years; and the corresponding value for the broader thermal anomaly extending beyond the property at 73 megawatts for the same duration.

A resolution of each discrepancy from the comparison is provided through additional analysis as required. This report documents the results of that comparison for the Orbiter EPD and C hardware. The IOA product for the EPD and C analysis consisted of 1671 failure mode analysis worksheets that resulted in 468 potential critical items being identified. Comparison was made to the proposed NASA Post 51-L baseline which consisted of FMEAs and 158 CIL items. Volume 1 contains the EPD and C subsystem description, analysis results, ground rules and assumptions, and some of the IOA worksheets.

  9. Power politics: National energy strategies of the nuclear newly independent states of Armenia, Lithuania and Ukraine

    The successor states of Armenia, Lithuania and Ukraine arrived at independence facing extraordinary challenges in their energy sectors. Each state was a net importer, heavily dependent on cheap energy supplies, mostly from Russia. Each state also inherited a nuclear power complex over which it had not previously exercised full control. In the time period 1991--1996, each state attempted to impose coherence on the energy sector, selecting a new course for the pieces it had inherited from a much larger, highly integrated energy structure. Each state attempted to craft national energy policies in the midst of severe supply shocks and price shocks. Each state developed institutions to govern its nuclear power sector. The states' challenges were made even greater by the fact that they had few political or economic structures necessary for energy management, and sought to create those structures at the same time. This dissertation is a systematic, non-quantitative examination of how each state's energy policies developed during the 1991--1996 time period. The theoretical premise of the analysis (drawn from Statist realism) is that systemic variables---regional climate and energy vulnerability---provide the best explanations for the resulting energy policy decisions. The dependent variable is defined as creation and reform of energy institutions. The independent variables include domestic climate, regional climate, energy vulnerability and transnational assistance. All three states adopted rhetoric and legislation declaring energy a strategic sector. The evidence suggests that two of the states, Armenia and Lithuania, which faced tense regional climates and high levels of energy vulnerability, succeeded in actually treating energy strategically, approaching energy as a matter of national security or "high politics."   10. Multiproject baselines for evaluation of electric power projects

    Calculating greenhouse gas emissions reductions from climate change mitigation projects requires construction of a baseline that sets emissions levels that would have occurred without the project. This paper describes a standardized multiproject methodology for setting baselines, represented by the emissions rate (kg C/kWh), for electric power projects. A standardized methodology would reduce the transaction costs of projects. The most challenging aspect of setting multiproject emissions rates is determining the vintage and types of plants to include in the baseline and the stringency of the emissions rates to be considered, in order to balance the desire to encourage no- or low-carbon projects while maintaining environmental integrity. The criteria for selecting power plants to include in the baseline depend on characteristics of both the project and the electricity grid it serves. Two case studies illustrate the application of these concepts to the electric power grids in eastern India and South Africa. We use hypothetical, but realistic, climate change projects in each country to illustrate the use of the multiproject methodology, and note the further research required to fully understand the implications of the various choices in constructing and using these baselines.

    This is a report on the Raft River Geothermal-Power Pilot-Plant Project (Geothermal Plant), located near Malta, Idaho; the review took place between July 20 and July 27, 1979. The Geothermal Plant is part of the Department of Energy's (DOE) overall effort to help commercialize the operation of electric power plants using geothermal energy sources. Numerous reasons were found to commend management for its achievements on the project. Some of these are highlighted, including: (a) a well-qualified and professional management team; (b) effective cost control, performance, and project scheduling; and (c) an effective and efficient quality-assurance program. Problem areas delineated, along with recommendations for solution, include: (1) project planning; (2) facility design; (3) facility construction costs; (4) geothermal resource; (5) drilling program; (6) two facility construction safety hazards; and (7) health and safety program. Following the study of Burgess et al., the authors measured and compared the power-law exponent of mammographic backgrounds in tomosynthesis projections and reconstructed slices to investigate the effect of tomosynthesis imaging on background structure. Our data set consisted of 55 patient cases. For each case, regions of interest (ROIs) were extracted from both projection images and reconstructed slices. The periodogram of each ROI was computed by taking the squared modulus of the Fourier transform of the ROI. The power-law exponent was determined for each periodogram and averaged across all ROIs extracted from all projections or reconstructed slices for each patient data set. For the projections, the mean β averaged across the 55 cases was 3.06 (standard deviation of 0.21), while it was 2.87 (0.24) for the corresponding reconstructions. The difference in β for a given patient between the projection ROIs and the reconstructed ROIs averaged across the 55 cases was 0.194, which was statistically significant (p<0.001). The 95% CI for the difference between the mean value of β for the projections and reconstructions was [0.170, 0.218]. The results are consistent with the observation that the amount of breast structure in the tomosynthesis slice is reduced compared to projection mammography and that this may lead to improved lesion detectability.     Small power system technology as applied to power plants up to 10 MW in size was considered. Markets for small power systems were characterized and cost goals were established for the project. Candidate power plant system design concepts were selected for evaluation and preliminary performance and cost assessments were made. Breakeven capital costs were determined for leading contenders among the candidate systems. The potential use of small power systems in providing part of the demand for pumping power by the extensive aqueduct system of California, was studied. Criteria and methodologies were developed for the ranking of candidate power plant system design concepts. Experimental power plant concepts of 1 MW rating were studied to define a power plant configuration for subsequent detail design construction, testing and evaluation. Site selection criteria and ground rules were developed.

    There are high expectations for coated conductors in electric power applications such as superconducting magnetic energy storage (SMES) systems, power cables, and transformers owing to their ability to contribute to stabilizing and increasing the capacity of the electric power supply grid as well as to reducing CO2 emission as a result of their high critical-current characteristics. Research and development has been performed on wires/tapes and electric power devices worldwide. The Materials and Power Applications of Coated Conductors (M-PACC) Project is a five-year national project in Japan started in 2008, supported by the Ministry of Economy, Trade and Industry (METI) and the New Energy and Industrial Technology Development Organization (NEDO), to develop both coated conductors that meet market requirements and basic technologies for the above-mentioned power applications using coated conductors. In this article, research and development results are reviewed and compared with the interim/final targets of the project, and future prospects are discussed.

    Project Final Report for "100kW Energy Transfer Multiplexer Power Converter Prototype Development Project" prepared under DOE grant number DE-FG36-03GO13138. This project relates to the further development and prototype construction/evaluation for the Energy Transfer Multiplexer (ETM) power converter topology concept. The ETM uses a series resonant link to transfer energy from any phase of a multiphase input to any phase of a multiphase output, converting any input voltage and frequency to any output voltage and frequency. The basic form of the ETM converter consists of an eight (8)-switch matrix (six phase power switches and two ground power switches) and a series L-C resonant circuit. Electronic control of the switches allows energy to be transferred in the proper amount from any phase to any other phase. Depending upon the final circuit application, the switches may be either SCRs or IGBTs. The inherent characteristics of the ETM converter include the following: Power processing in either direction (bidirectional); Large voltage gain without the need of low frequency magnetics; High efficiency independent of output load and frequency; Wide bandwidth with fast transient response and; Operation as a current source. The ETM is able to synthesize true sinusoidal waveforms with low harmonic distortions. For a low power PM wind generation system, the ETM has the following characteristics and advantages: It provides voltage gain without the need of low frequency magnetics (DC inductors) and; It has constant high efficiency independent of the load. The ETM converter can be implemented into a PM wind power system with smaller size, reduced weight and lower cost. As a result of our analyses, the ETM offers wind power generation technology for the reduction of the cost and size as well as the increase in performance of low power, low wind speed power generation.     This report presents the results of the independent certified public accountants` audit of the Department of Energy`s Western Area Power Administration`s (Western) combined financial statements as of September 30, 1996. The auditors have expressed an unqualified opinion on the 1996 statements. The auditors` report on Western`s internal control structure disclosed two new reportable conditions and discussed the status of an unresolved condition from prior years. The new conditions involved the write-off of aging accounts receivable and the understatement of interest expense for inactive construction work orders. These reportable conditions are not considered to be material weaknesses. Western concurred with the audit recommendations and is responsible for necessary corrective actions. The auditors also considered the overview and performance measure data for completeness and material consistency with the basic financial statements as noted in the internal control report. The report also disclosed an additional reportable condition directed to the Bureau of Reclamation (Reclamation) which is not considered to be a material weakness. Reclamation concurred with the audit recommendation and is responsible for necessary corrective action. The auditors` report on Western`s compliance with laws and regulations disclosed two new instances of noncompliance involving interest charges on all construction costs funded with Federal appropriations and other capitalized costs. The report also discussed the status of one instance of noncompliance from prior years. Western provided concurrence and corrective action plans for all of these instances of noncompliance.

  5. Projected Savings and Workforce Transformation from Converting Independence at Home to a Medicare Benefit.

    The Independence at Home (IAH) Demonstration Year 1 results have confirmed earlier studies that showed the ability of home-based primary care (HBPC) to improve care and lower costs for Medicare's frailest beneficiaries. The first-year report showed IAH savings of 7.7% for all programs and 17% for the nine of 17 programs that surpassed the 5% mandatory savings threshold. Using these results as applied to the Medicare 5% claims file, the effect of expanding HBPC to the 2.2 million Medicare beneficiaries who are similar to IAH demonstration participants was projected. Total savings ranged from $12 billion to $53 billion depending on the speed and extent of dissemination of HBPC among this IAH-like population. Using a fixed growth rate, as hospitalists experienced in their first decade, 35% coverage would be achieved at the end of 10 years, with total 10-year savings through IAH reaching $37.5 billion and $17.3 billion accruing to the Centers for Medicare and Medicaid Services as a net reduction in overall expenditures, with $12.6 billion from Medicare Parts A and B savings.   6. US-VISIT Independent Verification and Validation Project: Test Bed Establishment Report

    This document describes the computational and data systems available at the Lawrence Livermore National Laboratory for use on the US-VISIT Independent Verification and Validation (IV&V) project. This system - composed of data, software and hardware - is designed to be as close as a representation of the operational ADIS system as is required to verify and validate US-VISIT methodologies. It is not required to reproduce the computational capabilities of the enterprise-class operational system. During FY10, the test bed was simplified from the FY09 version by reducing the number of database host computers from three to one, significantly reducing the maintenance and overhead while simultaneously increasing system throughput. During the current performance period, a database transfer was performed as a set of Data Pump Export files. The previous RMAN backup from 2007 required the availability of an AIX system which is not required when using data pump. Due to efficiencies in the new system and process, loading of the database refresh was able to be accomplished in a much shorter time frame than was previously required. The FY10 Oracle Test Bed now consists of a single Linux platform hosting two Oracle databases including the 2007 copy as well as the October 2010 refresh.

    The Kotzebue Wind Power Project is a joint undertaking of the U.S. Department of Energy (DOE); Kotzebue Electric Association (KEA); and the Alaska Energy Authority (AEA). The goal of the project is to develop, construct, and operate a wind power plant interconnected to a small isolated utility grid in an arctic climate in Northwest Alaska. The primary objective of KEA’s wind energy program is to bring more affordable electricity and jobs to remote Alaskan communities. DOE funding has allowed KEA to develop a multi-faceted approach to meet these objectives that includes wind project planning and development, technology transfer, and community outreach. The first wind turbines were installed in the summer of 1997 and the newest turbines were installed in the spring of 2007. The total installed capacity of the KEA wind power project is 1.16 MW with a total of 17 turbines rated between 65 kW and 100 kW. The operation of the wind power plant has resulted in a wind penetration on the utility system in excess of 35% during periods of low loads. This document and referenced attachments are presented as the final technical report for the U.S. Department of Energy (DOE) grant agreement DE-FG36-97GO10199. The policy debate on these issues has typically been conducted at a high level of generality. Critics of the private power industry assert that high debt leveraging confers an unfair competitive advantage by lowering the cost of capital, and that this leveraging is only possible because risks are shifted to the utility. Further, debt leveraging is claimed to be a threat to reliability. On the opposite side, it is argued that debt leveraging imposes costs and obligations not home by utilities, and so there is no financial advantage. The private producers also argue that on balance more risk is shifted away from utilities than to them, and that incentives for reliability are strong. In this study we examine the project finance mechanisms used in private power lending in detail, relying on a sample of actual loan documents. This review and its findings should be relevant to the further evolution of this debate. State regulatory commissions are likely to be interested in it, and Federal legislation to amend the Public Utility Holding Company Act (PUHCA) could require states to consider the implications of debt leveraging in relation to their oversight of utility power purchase programs.

    The proposed design of the MHD Power generator for the Billings MHD Demonstration Project is presented. The Billings MHD Demonstration Project, proposed by the MHD Development Corporation (MDC) for the U.S. Department of Energy`s Clean Coal Technology V Program, will demonstrate the significant environmental advantages and efficiency potential of MHD electric power generation. A diagonally-loaded, supersonic MHD generator channel is proposed. The generator channel has a thermal input of 250 MW, is 11 meters long and produces 28.5 MW gross power output at the nominal design operating condition. The gasdynamic, gas-side, and mechanical designs of the proposed generator are derived from the design of the 50 MW{sub t} proof-of-concept MHD generator, currently undergoing long duration testing at the CDIF test facility. The design and operation of the proposed generator will be typical of those anticipated in future commercial MHD generator channels.

    The Independent Safety Assessment described in this study report was performed to assess the safety of the design and launch plans anticipated by the U.S. Department of Defense (DOD) in 1993 for a Russian-built, U.S.-modified, TOPAZ-II space nuclear reactor power system. Its conclusions, and the bases for them, were intended to provide guidance for the U.S. Department of Energy (DOE) management in the event that the DOD requested authorization under section 91b. of the Atomic Energy Act of 1954, as amended, for possession and use (including ground testing and launch) of a nuclear-fueled, modified TOPAZ-II. The scientists and engineers who were engaged to perform this assessment are nationally-known nuclear safety experts in various disciplines. They met with participants in the TOPAZ-II program during the spring and summer of 1993 and produced a report based on their analysis of the proposed TOPAZ-II mission. Their conclusions were confined to the potential impact on public safety and did not include budgetary, reliability, or risk-benefit analyses.

    GEC ALSTHOM has acquired significant experience as an investor with large equity participating in private infrastructure projects. GEC ALSTHOM secured under a joint-venture with EDF the contract to design, finance, build, own, operate and transfer after 18 years the first 100 percent foreign equity power plant project in China, the 700 MW LAIBIN B project, after international competitive bidding. The total project cost amounts to 650 MUSD and the security package is complex and inventive. For the Chinese Government, the project constitutes a true scale test before finalizing the Act setting the legal framework for all future BOT projects in the country. The project, most notably, has been structured around commercial and foreign exchange obligations by the Regional Government but without any financial guarantee from it, nor from the Central Government nor from the State Bank of China, none of them being liable for the eventual reimbursement at the loans. Regarding political risks, COFACF has accepted to provide a cover to lenders against simply a general Letter of Support to the project by the Chinese authorities.

    In March 2005, the United States Coast Guard requested that Sandia National Laboratories provide a technical review and evaluation of the appropriateness and completeness of models, assumptions, analyses, and risk management options presented in the Cabrillo Port LNG Deepwater Port Independent Risk Assessment-Revision 1 (Cabrillo Port IRA). The goal of Sandia's technical evaluation of the Cabrillo Port IRA was to assist the Coast Guard in ensuring that the hazards to the public and property from a potential LNG spill during transfer, storage, and regasification operations were appropriately evaluated and estimated. Sandia was asked to review and evaluate the Cabrillo Port IRA results relative to the risk and safety analysis framework developed in the recent Sandia report, ''Guidance on Risk Analysis and Safety Implications of a Large Liquefied Natural Gas (LNG) Spill over Water''. That report provides a framework for assessing hazards and identifying approaches to minimize the consequences to people and property from an LNG spill over water. This report summarizes the results of the Sandia review of the Cabrillo Port IRA and supporting analyses. Based on our initial review, additional threat and hazard analyses, consequence modeling, and process safety considerations were suggested. The additional analyses recommended were conducted by the Cabrillo Port IRA authors in cooperation with Sandia and a technical review panel composed of representatives from the Coast Guard and the California State Lands Commission. The results from the additional analyses improved the understanding and confidence in the potential hazards and consequences to people and property from the proposed Cabrillo Port LNG Deepwater Port Project. The results of the Sandia review, the additional analyses and evaluations conducted, and the resolutions of suggested changes for inclusion in a final Cabrillo Port IRA are summarized in this report.

    The Mesaba Energy Project is a nominal 600 MW integrated gasification combine cycle power project located in Northeastern Minnesota. It was selected to receive financial assistance pursuant to code of federal regulations (?CFR?) 10 CFR 600 through a competitive solicitation under Round 2 of the Department of Energy?s Clean Coal Power Initiative, which had two stated goals: (1) to demonstrate advanced coal-based technologies that can be commercialized at electric utility scale, and (2) to accelerate the likelihood of deploying demonstrated technologies for widespread commercial use in the electric power sector. The Project was selected in 2004 to receive a total of $36 million. The DOE portion that was equally cost shared in Budget Period 1 amounted to about $22.5 million. Budget Period 1 activities focused on the Project Definition Phase and included: project development, preliminary engineering, environmental permitting, regulatory approvals and financing to reach financial close and start of construction. The Project is based on ConocoPhillips? E-Gas? Technology and is designed to be fuel flexible with the ability to process sub-bituminous coal, a blend of sub-bituminous coal and petroleum coke and Illinois # 6 bituminous coal. Major objectives include the establishment of a reference plant design for Integrated Gasification Combined Cycle (?IGCC?) technology featuring advanced full slurry quench, multiple train gasification, integration of the air separation unit, and the demonstration of 90% operational availability and improved thermal efficiency relative to previous demonstration projects. In addition, the Project would demonstrate substantial environmental benefits, as compared with conventional technology, through dramatically lower emissions of sulfur dioxide, nitrogen oxides, volatile organic compounds, carbon monoxide, particulate matter and mercury.   20. Performance Analysis of XCPC Powered Solar Cooling Demonstration Project

    A solar thermal cooling system using novel non-tracking External Compound Parabolic Concentrators (XCPC) has been built at the University of California, Merced and operated for two cooling seasons. Its performance in providing power for space cooling has been analyzed. This solar cooling system is comprised of 53.3 m2 of XCPC trough collectors which are used to power a 23 kW double effect (LiBr) absorption chiller. This is the first system that combines both XCPC and absorption chilling technologies. Performance of the system was measured in both sunny and cloudy conditions, with both clean and dirty collectors. It was found that these collectors are well suited at providing thermal power to drive absorption cooling systems and that both the coinciding of available thermal power with cooling demand and the simplicity of the XCPC collectors compared to other solar thermal collectors makes them a highly attractive candidate for cooling projects.

  6. High power RF systems for the BNL ERL project

    The Energy Recovery Linac (ERL) project, now under construction at Brookhaven National Laboratory, requires two high power RF systems. The first RF system is for the 703.75 MHz superconducting electron gun. The RF power from this system is used to drive nearly half an Ampere of beam current to 2 MeV. There is no provision to recover any of this energy so the minimum amplifier power is 1 MW. It consists of 1 MW CW klystron, transmitter and power supplies, 1 MW circulator, 1 MW dummy load and a two-way power splitter. The second RF system is for the 703.75 MHz superconducting cavity. The system accelerates the beam to 54.7 MeV and recovers this energy. It will provide up to 50 kW of CW RF power to the cavity. It consists of 50 kW transmitter, circulator, and dummy load. This paper describes the two high power RF systems and presents the test data for both.

    In the spring of 2000, the National Renewable Energy Laboratory issued a Request for Proposal for the construction of small-scale (300 kilowatt [kW] to 1 megawatt [MW]) geothermal power plants in the western United States. Five projects were selected for funding. Of these five, subcontracts have been completed for three, and preliminary design work is being conducted. The three projects currently under contract represent a variety of concepts and locations: a 1-MW evaporatively enhanced, air-cooled binary-cycle plant in Nevada; a 1-MW water-cooled Kalina-cycle plant in New Mexico; and a 750-kW low-temperature flash plant in Utah. All three also incorporate direct heating: onion dehydration, heating for a fish hatchery, and greenhouse heating, respectively. These projects are expected to begin operation between April 2002 and September 2003. In each case, detailed data on performance and costs will be taken over a 3-year period.

    A technical and economic feasibility study of the engineering aspects of a hybrid wood-fired geothermal electrical generating plant is presented. The proposed plant location is in Lassen County, California, near the Wendel Amedee Known Geothermal Resource Area. This power plant uses moderate temperature geothermal fluid to augment the heat supplied from a wood waste fired boiler. This report defines major plant systems for implementation into the plant conceptual design and provides sufficient design information for development of budgetary cost estimates. Emphasis is placed on incorporation of geothermal heat into the power generation process. Plant systems are designed and selected based on economic justification and on proven performance. The culminating economic analysis provides the financial information to establish the incentives for construction of the plant. The study concludes that geothermal energy and energy from wood can be combined in a power generating plant to yield attractive project economics.

By eliminating the shoot-through current path in a NOT-AND logic, the simulation ensures that the proposed structure reduces the power consumption significantly by 60.5% for two line pulse width and by 88.6% for ten line pulse width from the previous programmable pulse width shift register. The power consumption of 12 shift registers is measured at 0.235 mW, independently of programmed pulse widths.

  12. Tracy Power Station -- Unit No. 4, Pinon Pine Power Project Public Design Report

    This Public Design Report describes the Pinon Pine Project which will be located at the Sierra Pacific Power Company`s (SPPCO) Tracy Station near Reno, Nevada. The integrated gasification combined-cycle (IGCC) plant is designed to process 880 tones per day (TPD) of bituminous coal producing approximately 107 gross megawatts of electric power (MWe). This project is receiving cost-sharing from the US Department of Energy (DOE) in accordance with DOE Cooperative Agreement DE-FC2192MC29309. The plant incorporates the Kellogg-Rust-Westinghouse (KRW) fluidized bed gasification technology which produces a low-Btu gas which is used as fuel in a combined cycle power plant which has been modified to accommodate the fuel gas produced by an air-blown gasifier. The gasification system also includes hot gas removal of particulates and sulfur compounds from the fuel gas resulting in a plant with exceptionally low atmospheric emissions. Desulfurization is accomplished by a combination of limestone injection into the KRW fluidized bed gasifier and by a transport reactor system. Particulate removal is accomplished by high efficiency cyclones and a barrier filter. The Pinon Pine Project Schedule is divided into three phases. Phase I includes permitting and preliminary design. Phase II, which overlaps Phase I, covers detailed design, procurement, and construction. Phase III will cover the initial operation and demonstration portion of the project.

    How the plasma membrane is bent to accommodate clathrin-independent endocytosis remains uncertain. Recent studies suggest Shiga and cholera toxin induce membrane curvature required for their uptake into clathrin-independent carriers by binding and cross-linking multiple copies of their glycosphingolipid receptors on the plasma membrane. But it remains unclear if toxin-induced sphingolipid crosslinking provides sufficient mechanical force for deforming the plasma membrane, or if host cell factors also contribute to this process. To test this, we imaged the uptake of cholera toxin B-subunit into surface-derived tubular invaginations. We found that cholera toxin mutants that bind to only one glycosphingolipid receptor accumulated in tubules, and that toxin binding was entirely dispensable for membrane tubulations to form. Unexpectedly, the driving force for tubule extension was supplied by the combination of microtubules, dynein and dynactin, thus defining a novel mechanism for generating membrane curvature during clathrin-independent endocytosis.     Twenty-eight geothermal areas in Kenya were evaluated and prioritized for development. The prioritization was based on the potential size, resource temperature, level of exploration risk, location, and exploration/development costs for each geothermal area. Suswa, Eburru and Arus are found to offer the best short-term prospects for successful private power development. It was found that cost per kill developed are significantly lower for the larger (50MW) than for smaller-sized (10 or 20 NW) projects. In addition to plant size, the cost per kill developed is seen to be a function of resource temperature, generation mode (binary or flash cycle) and transmission distance.

    The results of the Independent Orbiter Assessment (IOA) of the Failure Modes and Effects Analysis (FMEA) and Critical Items List (CIL) are presented. The IOA approach features a top-down analysis of the Electrical Power Distribution and Control (EPD and C)/Remote Manipulator System (RMS) hardware to determine failure modes, criticality, and potential critical items. To preserve independence, this analysis was accomplished without reliance upon the results contained in the NASA FMEA/CIL documentation. This report documents the results of the independent analysis of the EPD and C/RMS (both port and starboard) hardware. The EPD and C/RMS subsystem hardware provides the electrical power and power control circuitry required to safely deploy, operate, control, and stow or guillotine and jettison two (one port and one starboard) RMSs. The EPD and C/RMS subsystem is subdivided into the four following functional divisions: Remote Manipulator Arm; Manipulator Deploy Control; Manipulator Latch Control; Manipulator Arm Shoulder Jettison; and Retention Arm Jettison. The IOA analysis process utilized available EPD and C/RMS hardware drawings and schematics for defining hardware assemblies, components, and hardware items. Each level of hardware was evaluated and analyzed for possible failure modes and effects. Criticality was assigned based on the severity of the effect for each failure mode.

    The NASA Technology Utilization (TU) Office is sponsoring a multiyear, multiphase demonstration program to assess the technology developed under the DOE/NASA automotive Stirling engine (ASE) program with engines installed in various Air Force vehicles while being evaluated by independent third parties under realistic conditions. This paper reviews the operational history of Phase 1 with a Mod 1 Stirling engine installed in an Air Force multistop van in a variety of missions. Ten months of operation were with Air Force personnel at Langley Air Force Base, Virginia, where over 1100 hr and 4000 mi were logged on the Langley flight line. The Stirling-powered van operated on unleaded gasoline, JP-4 aircraft fuel, and diesel fuel at Langley Air Force Base. Two months of operation were completed with Deere and Company personnel in the Moline, Illinois area where over 175 hr and 2650 mi were logged on a Deere mail delivery route.

    This report includes a Benefit-Cost Study for Distribution Automation (DA) at Georgia Power Company, an Evaluation of two communication systems for Distribution Automation, and Development and Evaluation of a standards-based interface between an AM/FM system and SCADA. The Benefit-Cost Study addresses the functional requirements and performance of the major Distribution Automation functions under GPC`s conditions. Five implementation scenarios for Distribution Automation are analyzed. The performance of the DA functions is simulated for four prototype GPC substations in the Carrollton and Tucker areas. The results of the simulation are extrapolated for the entire GPC distribution system. A number of reliability related functions along with real-time modeling and volt/var control functions are recommended for implementation at GPC. GPC has installed two pilot communication systems for Distribution Automation. Both pilot systems use proprietary radio technologies for communications with pole-top power system devices and customer meters. One of these systems, in the Carrollton area, uses a Metricom{trademark} UtiliNet{trademark} radio system, and the other, in the Tucker area, uses a CellNet{trademark} Data Systems, Inc. CellNet radio system. The performance of these two systems is described and evaluated in the project. The advantages and disadvantages of the communication systems for the recommended distribution automation system at GPC are analyzed. A transfer format from a mapping and facilities database to a SCADA database for the Georgia Power Company was developed and tested for the project. The mapping and facilities database is implemented as an Oracle database in the ARC/Info AM/FM/GIS application by ESRI, and the SCADA database is implemented on the OASyS 5.0 SCADA platform provided by Valmet Automation. The National Transfer Format (NTF) is the vehicle for the transfer of data from the GIS to the SCADA system.

    The IGCC facility being built by Sierra Pacific Power Company (SPPCo) at their Tracy Station in Nevada is one of three IGCC facilities being cost-shared by the US Department of Energy (DOE) under their Clean Coal Technology Program. The specific technology to be demonstrated in SPPCo`s Round Four Project, known as the Pinon Pine IGCC Project, includes the KRW air blown pressurized fluidized bed gasification process with hot gas cleanup coupled with a combined cycle facility based on a new GE 6FA gas turbine. Construction of the 100 MW IGCC facility began in February 1995 and the first firing of the gas turbine occurred as scheduled on August 15, 1996 with natural gas. Mechanical completion of the gasifier and other outstanding work is due in January 1997. Following the startup of the plant, the project will enter a 42 month operating and testing period during which low sulfur western and high sulfur eastern or midwestern coals will be processed.

    We seek to develop accelerator-driven subcritical (ADS) nuclear power stations operating at more than 5 to 10 GW in an inherently safe region below criticality, generating no greenhouse gases, producing minimal nuclear waste and no byproducts that are useful to rogue nations or terrorists, incinerating waste from conventional nuclear reactors, and efficiently using abundant thorium fuel that does not need enrichment. First, the feasibility of the accelerator technology must be demonstrated. Fermilab is developing concepts for Project X, which would use a superconducting RF (SRF) linear proton accelerator to provide beams for particle physics at the intensity and energy frontiers. We propose to extend this linac design to serve as a prototype for a practical accelerator that can drive several ADS reactors at once and also provide beams for reactor development.

    The Young Engineers and Scientists (YES) Program is a community partnership between Southwest Research Institute (SwRI), and local high schools in San Antonio, Texas (USA). YES has been highly successful during the past 14 years, and YES 2K6 continued this trend. It provides talented high school juniors and seniors a bridge between classroom instruction and real-world, research experiences in physical sciences and engineering. YES 2K6 consists of two parts: 1) a three-week summer workshop and 2) a mentorship where students complete individual research projects during their academic year. The intensive workshop is held at SwRI where students experience the research environment first-hand. They also develop skills and acquire tools for solving scientific problems, attend mini-courses and seminars on electronics, computers and the Internet, careers, science ethics, and other topics; and select individual research projects to be completed during the academic year. YES 2K6 students developed a website for the Magnetospheric Multiscale (MMS) Mission from the perspective of a high school student. The collegial mentorship takes place during their academic year where students complete individual research projects under the guidance of their mentors and earn honors credit. At the end of the school year, students publicly present and display their work at their schools. This acknowledges their accomplishments and spreads career awareness to other students and teachers. Over the past 14 years, all YES graduates have entered college, several have worked for SwRI, and three scientific publications have resulted. Student evaluations indicate the benefits of YES for their academic preparation and choice of college majors. We acknowledge E/PO funding from the NASA MMS Mission and local charitable foundations.

  3. Women's independent access to productive resources: fish ponds in the Oxbow Lakes Project, Bangladesh.

    This article analyzes the experiences of women in acquiring user rights to fish ponds on government owned lands in the Oxbow Lakes Project in Bangladesh. The analysis describes the significance, functioning, and problems of women in fish farming. The field reports were based on the authors' involvement in implementation of the extension of fishing rights to women during 6 weeks/year over 4 years. Analysis was based on observations and discussions during project implementation and on a survey conducted in March 1997. The project involved land reforms that transferred rights to a group of poor people. Most of the lakes had been overfished. The poor fishers were organized into Lake Fishing Teams (LFTs) with the right to culture and harvest fish in lakes that were under common property management. In late 1994, at least 50% of the women were included in the Fish Farming Groups (FFGs) to manage fish culture in ponds constructed in shallow areas of the lake shore. The proportion of women was increased to 75% in 1994-95 and favored women-headed households. By March 1997, there were 510 members of FFGs, of whom 84% were single, poor women. Women had low participation in fish sales and netting and guarding the harvest. Women in mixed gender groups complained that men dominated the key decision-making and financial areas. Production averaged 1500 kg/hectare in 1995-96. FFGs had higher expenses for feed and fertilizer than LFTs. This endeavor earned higher per capita income than poultry raising. All women groups performed better than mixed groups. These groups increased assertiveness and self-confidence. PMID:12179931

    The Bonneville Power Administration (BPA) contracted with the Pacific Northwest National Laboratory (PNNL) to provide technical analytical support for system-wide fish passage information (BPA Project No. 2006-010-00). The goal of this project was to produce rigorous technical analysis products using independent analysts and anonymous peer reviewers. In the past, regional parties have interacted with a single entity, the Fish Passage Center to access the data, analyses, and coordination related to fish passage. This project provided an independent technical source for non-routine fish passage analyses while allowing routine support functions to be performed by other well-qualified entities.

    A high-altitude, battery-powered, propeller-driven aircraft was designed and is being built by undergraduate students at California State University, Northridge. The aircraft will fly at an altitude of 104,000 ft at Mach 0.2 (190 ft/sec) and will be instrumented to record flight performance data, including low Reynolds number propeller and airfoil information. This project will demonstrate the feasibility of electric-powered flight in a low-density, low-temperature Earth environment that models the atmosphere of Mars. Data collected will be used to design a Mars aircraft to investigate the surface of Mars prior to manned missions. The instrumented payload and the mission profile for the high-altitude Earth flight were determined. Detailed aerodynamic and structural analyses were performed. Control, tracking, and data recording subsystems were developed. Materials were obtained and fabrication begun. The aircraft has a 32-ft wing span, a wing area of 105 sq ft, is 17.5 ft long, has a 12-in payload bay, and weighs 42 lb. It is composed primarily of lightweight materials, including Mylar, and composite materials, including graphite/epoxy and aramid core honeycomb sandwich. Low-altitude flight testing to check guidance and control systems and to calibrate data-gathering instruments will take place this summer, followed shortly by the 104,000-ft flight.

    The Western Area Power Administration (Western) was founded by the Department of Energy Organization Act of 1977 to market and transmit federal hydroelectric power in 15 western states outside the Pacific Northwest, which is served by the Bonneville Power Administration. Western is divided into four independent Customer Service Regions including the Sierra Nevada Region (Sierra Nevada), the focus of this report. The Central Valley Project (CVP) and the Washoe Project provide the primary power resources marketed by Sierra Nevada. Sierra Nevada also purchases and markets power generated by the Bonneville Power Administration, Pacific Gas and Electric (PG&E), and various power pools. Sierra Nevada currently markets approximately 1,480 megawatts of power to 77 customers in northern and central California. These customers include investor-owned utilities, public utilities, government agencies, military bases, and irrigation districts. Methods and conclusions from an economic analysis are summarized concerning distributional effects of alternative actions that Sierra Nevada could take with it`s new marketing plan.

  7. Independence and merger of thalamocortical channels within macaque monkey primary visual cortex: anatomy of interlaminar projections.

    An important issue in understanding the function of primary visual cortex in the macaque monkey is how the several efferent neuron groups projecting to extrastriate cortex acquire their different response properties. To assist our understanding of this issue, we have compared the anatomical distribution of V1 intrinsic relays that carry information derived from magno- (M) and parvocellular (P) divisions of the dorsal lateral geniculate nucleus between thalamic recipient neurons and interareal efferent neuron groups within area V1. We used small, iontophoretic injections of biocytin placed in individual cortical laminae of area V1 to trace orthograde and retrograde inter- and intralaminar projections. In either the same or adjacent sections, the tissue was reacted for cytochrome oxidase (CO), which provides important landmarks for different efferent neuron populations located in CO rich blobs and CO poor interblobs in laminae 2/3, as well as defining clear boundaries for the populations of efferent neurons in laminae 4A and 4B. This study shows that the interblobs, but not the blobs, receive direct input from thalamic recipient 4C neurons; the interblobs receive relays from mid 4C neurons (believed to receive convergent M and P inputs), while blobs receive indirect inputs from either M or P (or both) pathways through layers 4B (which receives M relays from layer 4C alpha) and 4A (which receives P relays directly from the thalamus as well as from layer 4C beta). The property of orientation selectivity, most prominent in the interblob regions and in layer 4B, may have a common origin from oriented lateral projections made by mid 4C spiny stellate neurons. While layer 4B efferents may emphasize M characteristics and layer 4A efferents emphasize P characteristics, the dendrites of their constituent pyramidal neurons may provide anatomical access to the other channel since both blob and interblob regions in layers 2/3 have anatomical access to M and P driven relays

    This annual summary report, prepared by the Nye County Nuclear Waste Repository Project Office (NWRPO), summarizes the activities that were performed during the period from May 1, 1997 to April 30, 1998. These activities were conducted in support of the Independent Scientific Investigation Program (ISIP) of Nye County at the Yucca Mountain Site (YMS). The Nye County NWRPO is responsible for protecting the health and safety of the Nye County residents. NWRPO`s on-site representative is responsible for designing and implementing the Independent Scientific Investigation Program (ISIP). Major objectives of the ISIP include: Investigating key issues related to conceptual design and performance of the repository that can have major impact on human health, safety, and the environment; identifying areas not being addressed adequately by the Department of Energy (DOE). Nye County has identified several key scientific issues of concern that may affect repository design and performance which were not being adequately addressed by DOE. Nye County has been conducting its own independent study to evaluate the significance of these issues. This report summarizes the results of monitoring from two boreholes and the Exploratory Studies Facility (ESF) tunnel that have been instrumented by Nye County since March and April of 1995. The preliminary data and interpretations presented in this report do not constitute and should not be considered as the official position of Nye County. The ISIP presently includes borehole and tunnel instrumentation, monitoring, data analysis, and numerical modeling activities to address the concerns of Nye County.

    The nature of Bayesian Ying-Yang harmony learning is reexamined from an information theoretic perspective. Not only its ability for model selection and regularization is explained with new insights, but also discussions are made on its relations and differences from the studies of minimum description length (MDL), Bayesian approach, the bit-back based MDL, Akaike information criterion (AIC), maximum likelihood, information geometry, Helmholtz machines, and variational approximation. Moreover, a generalized projection geometry is introduced for further understanding such a new mechanism.     The report presents the results of the independent certified public accountants` audit of the Southeastern Federal Power Program`s (SEFPP) combined financial statements of assets; Federal investment and liabilities; and the related combined statements of revenues, expenses and accumulated net revenues, and cash flows. The auditors` report on SEFPP`s internal control structure disclosed no new reportable conditions directed to the Southeastern Power Administration. However, the report did disclose a reportable condition directed to the Army Corps of Engineers (Corps). The reportable condition was regarding the conversion of the Corps` financial management system to a system that was not designed to properly account for the allocation of plant investment to multi-purpose projects. The Corps concurred with recommendations made to correct the deficiency. The auditors` report on SEFPP`s compliance with laws and regulations disclosed no new instances of noncompliance. A noncompliance related to not recovering workers` compensation benefits in power rates reported in prior years remains uncorrected. Based on KPMG`s unqualified opinion and the review of their audit work, the Office of Inspector General believes the financial statements fairly present the financial condition and results of operations of the SEFPP for the period under audit.

    Aim The high variability of “centre-specific” documentation required by Independent Ethics Committee (IEC) plays a role in the time required for activation of participating centres of multicentre clinical trials. This study (a) provides a picture of the different activities, structural requirements and resources dedicated to the operation of the local IEC in Italy; (b) defines a detailed list of “centre-specific” documents considered as essential by the IEC for issuing its opinion and (c) suggests a “single document” to reduce the variability of the “centre-specific” documents required by the IEC. Methodology Two surveys were conducted through the portal of National Monitoring Centre of Clinical Trials (https://oss-sper-clin.agenziafarmaco.it/). The first survey focused on the local IEC resources and on the “centre-specific” documentation that local IEC required from the Sponsor and local Principal Investigator (PI). The second focused on “single document” required in the form of statements from the Sponsor and the PI. Answers were discussed and extended during regular scheduled teleconferences and plenary meeting. Principal Findings From 22/07/2009 to 15/12/2009, and from 19/04/2010 to 14/05/2010, 131 and 125 IECs responded to the first and the second surveys, respectively. 67% and 51% of IECs consider the structural requirements and the staff dedicated to the activity of the IECs as sufficient, respectively. Most of the IECs consider the “centre-specific” documentation as necessary for issuing the opinion, and a high percentage of IECs consider the proposed documentation as acceptable in substitution to any other “centre-specific” documentation already in use. Conclusions The harmonization of IECs practice in Italy is the first step to facilitate multicentre clinical trials. To address these issues, we developed gLOD—a test of co-segregation that, for large samples, models chromosome-specific IBD statistics as a collection of stationary Gaussian processes. With this simple model, the parametric bootstrap yields an accurate and rapid assessment of significance—the genome-wide corrected P-value. Furthermore, we show that (i) under the null hypothesis, the limiting distribution of the gLOD is the standard Gumbel distribution; (ii) our parametric bootstrap simulator is approximately 40 000 times faster than gene-dropping methods, and it is more powerful than methods that approximate the adjusted P-value; and, (iii) the gLOD has the same statistical power as the widely used maximum Kong and Cox LOD. Thus, our approach gives researchers the ability to determine quickly and accurately the significance of most large-scale IBD scans, which may contain multiple traits, thousands of families and tens of thousands of DNA sequences.   16. Development of a High Reliability Compact Air Independent PEMFC Power System

    Autonomous Underwater Vehicles (AUV's) have received increasing attention in recent years as military and commercial users look for means to maintain a mobile and persistent presence in the undersea world. Compact, neutrally buoyant power systems are needed for both small and large vehicles. Historically, batteries have been employed in these applications, but the energy density and therefore mission duration are limited with current battery technologies. Vehicles with stored energy requirements greater than approximately 10 kWh have an alternate means to get long duration power. High efficiency Proton Exchange Membrane (PEM) fuel cell systems utilizing pure hydrogen and oxygen reactants show the potential for an order of magnitude energy density improvement over batteries as long as the subsystems are compact. One key aspect to achieving a compact and energy dense system is the design of the fuel cell balance of plant (BOP). Recent fuel cell work, initially focused on NASA applications requiring high reliability, has developed systems that can meet target power and energy densities. Passive flow through systems using ejector driven reactant (EDR) circulation have been developed to provide high reactant flow and water management within the stack, with minimal parasitic losses compared to blowers. The ejectors and recirculation loops, along with valves and other BOP instrumentation, have been incorporated within the stack end plate. In addition, components for water management and reactant conditioning have been incorporated within the stack to further minimize the BOP. These BOP systems are thermally and functionally integrated into the stack hardware and fit into the small volumes required for AUV and future NASA applications to maximize the volume available for reactants.     The groundwater and soil in the vicinity of the C-400 Building at the Paducah Gaseous Diffusion Plant (PGDP), is contaminated with substantial quantities of industrial solvents, primarily trichoroethene (TCE). This solvent 'source' is recognized as a significant challenge and an important remediation target in the overall environmental cleanup strategy for PGDP. Thus, the cleanup of the C-400 TCE Source is a principal focus for the Department of Energy (DOE) and its contractors, and for PGDP regulators and stakeholders. Using a formal investigation, feasibility study and decision process, Electrical Resistance Heating (ERH) was selected for the treatment of the soil and groundwater in the vicinity of C-400. ERH was selected as an interim action to remove 'a significant portion of the contaminant mass of TCE at the C-400 Cleaning Building area through treatment' with the longer term goal of reducing 'the period the TCE concentration in groundwater remains above its Maximum Contaminant Level (MCL).' ERH is a thermal treatment that enhances the removal of TCE and related solvents from soil and groundwater. The heterogeneous conditions at PGDP, particularly the high permeability regional gravel aquifer (RGA), are challenging to ERH. Thus, a phased approach is being followed to implement this relatively expensive and complex remediation technology. Conceptually, the phased approach encourages safety and efficiency by providing a 'lessons learned' process and allowing appropriate adjustments to be identified and implemented prior to follow-on phase(s) of treatment. More specifically, early deployment targeted portions of the challenging RGA treatment zone with relatively little contamination reducing the risk of adverse collateral impacts from underperformance in terms of heating and capture. Because of the importance and scope of the C-400 TCE source remediation activities, DOE chartered an Independent Technical Review (ITR) in 2007 to assess the C-400 ERH plans prior

    Theoretical principles of using solid fuel for organizing independent power supply to small settlements and industrial consumers are considered. Thermogravimetric experiments have been carried out for a few types of wood with determining the universal kinetic parameters characterizing the pyrolysis process. A procedure for describing the solid fuel thermal decomposition process has been proposed that is based on writing the equations of four independent parallel thermal decomposition reactions for each component of the initial raw material. A software package has been developed using which the calorific value, composition, and volume of the gas produced in the thermal conversion of solid fuels can be estimated. The impact of operating parameters on the synthesis gas composition has been evaluated. It has been found that increasing the thermal conversion temperature results in a higher calorific value of the obtained gas per unit weight of the feedstock. A qualitative and quantitative comparison of the computational model and the results obtained during experimental studies on the existing gasifier has been carried out. It is shown that the parameters of gas obtained on the test bench are consistent with the calculated ones in both the amount of gas and its chemical energy. The combined-cycle power plant flow chart involving the biomass gasification process has been numerically simulated in the Aspen Plus computer program, and calculations aimed at determining the optimal operating parameters of different thermal process circuit components and of the entire CCP system were performed.

  19. Superstorm Sandy and the Verdant Power RITE Project

    On October 29, 2012 Superstorm Sandy (formerly Hurricane Sandy) made landfall in New Jersey. One of the deadliest, and second-costliest hurricane in US history, Sandy was the largest Atlantic hurricane on record, with a diameter of 1,800 km. It was this unprecedented size, extreme central low pressure, and full-moon timing that created a storm surge which inundated New York City with record-breaking water levels, resulting in tremendous destruction of buildings and infrastructure. At its RITE (Roosevelt Island Tidal Energy) Project in New York City's East River, Verdant Power has been installing demonstration and commercial turbine systems since 2005, along with performing related environmental monitoring and measurements. The RITE site is located in the East Channel of the East River, on the east side of Roosevelt Island. All along the East River, large areas of the adjacent boroughs were impacted by Sandy, including flooding of the subway tunnels under the river. When Sandy struck, Verdant had recently concluded a two-week in-water test at RITE of a new rotor for its Gen5 KHPS (Kinetic Hydropower System) turbine, with funding assistance by partners NYSERDA and the US Department of Energy. While the turbine had already been removed from its mounting in the river bottom in September, Verdant continued to operate two water measurement instruments in the river. These acoustic Doppler current profilers (ADCPs) measure the 3-D water velocity at various heights in the water column, and are also equipped to provide water level data. Verdant is interested in the effects such an extreme storm could have on turbines and other equipment installed in this river reach, as is planned by Verdant under a 10-year commercial pilot project licensed by the Federal Energy Regulatory Commission (FERC) for up to 30 turbines.     NASA Glenn Research Center (GRC), the Department of Energy (DOE), and Stirling Technology Company (STC) are developing a Stirling convertor for an advanced radioisotope power system to provide spacecraft on-board electric power for NASA deep space missions. NASA GRC is conducting an in-house project to provide convertor, component, and materials testing and evaluation in support of the overall power system development. A first characterization of the DOE/STC 55-We Stirling Technology Demonstration Convertor (TDC) under the expected launch random vibration environment was recently completed in the NASA GRC Structural Dynamics Laboratory. Two TDCs also completed an initial electromagnetic interference (EMI) characterization at NASA GRC while being tested in a synchronized, opposed configuration. Materials testing is underway to support a life assessment of the heater head, and magnet characterization and aging tests have been initiated. Test facilities are now being established for an independent convertor performance verification and technology development. A preliminary Failure Mode Effect Analysis (FMEA), initial finite element analysis (FEA) for the linear alternator, ionizing radiation survivability assessment, and radiator parametric study have also been completed. This paper will discuss the status, plans, and results to date for these efforts.

  1. Power and uneven globalization: Coalitions and energy trade dependence in the newly independent states of Europe

    The economies of the European former Soviet Union were dependent upon energy subsidies in the form of virtually free oil and natural gas imports from Russia, the loss of which implied dramatic shocks to domestic production structures, and the maintenance of which implied continued policy concessions to Russia. Yet some of these states actively pursued integration into the global economy while others sought to maintain the shelter of domestic markets and Russian energy subsidies. While the economic costs of openness and restructuring would be high in all cases in the short term, it is the political costs of openness and restructuring that determine the policy of the state. Where the high costs of restructuring are borne by a politically disenfranchised group, a consensus coalition can emerge in favor of rapid restructuring and energy reorientation. Where the benefits of the status quo accrue to a well-organized coalition closely allied with the state, a consensus coalition emerges in favor of maintenance of energy subsidies from and political relationship with Russia. Where the costs of restructuring are borne broadly or by a well-organized minority group, power oscillation and fragmentation will lead to inconsistent policy and slow progress toward energy reorientation and reform. Integrating a state-in-society approach to coalition formation within the field of international political economy, the author argues that states dominated by globalist-liberalizing-nationalist coalitions were able to implement energy trade reorientation by politically disenfranchising the ethnic minorities who populated the sector most vulnerable to energy contraction, heavy industry. These "globalizers," Estonia and Latvia, bore the high costs of restructuring industries and importing energy at world prices. Belarus, dominated by pro-Moscow-statist-leftist coalitions, sought to preserve energy subsidies through political and economic reintegration with Russia. States ruled by divided

    The Chiyoda Thoroughbred CT-121 flue gas desulfurization (FGD) process at Georgia Power`s Plant Yates completed a two year demonstration of its capabilities in late 1994 under both high- and low-particulate loading conditions. This $43 million demonstration was co-funded by Southern Company, the Electric Power Research Institute and the DOE under the auspices of the US Department of Energy`s Round II Innovative Clean Coal Technology (ICCT) program. The focus of the Yates Project was to demonstrate several cost-saving modifications to Chiyoda`s already efficient CT-121 process. These modifications included: the extensive use of fiberglass reinforced plastics (FRP) in the construction of the scrubber vessel and other associated vessels, the elimination of flue gas reheat through the use of an FRP wet chimney, and reliable operation without a spare absorber module. This paper focuses on the testing results from the last trimester of the second phase of testing (high-ash loading). Specifically, operation under elevated ash loading conditions, the effects of low- and high-sulfur coal, air toxics verification testing results and unexpected improvements in byproduct gypsum quality are discussed.

    The various activities that have been conducted by Union in the Redondo Creek area while attempting to develop the resource for a 50 MW power plant are described. The results of the geologic work, drilling activities and reservoir studies are summarized. In addition, sections discussing the historical costs for Union's involvement with the project, production engineering (for anticipated surface equipment), and environmental work are included. Nineteen geothermal wells have been drilled in the Redondo Creek area of the Valles Caldera: a prominent geologic feature of the Jemez mountains consisting of Pliocene and Pleistocene age volcanics. The Redondo Creek area is within a complex longitudinal graben on the northwest flank of the resurgent structural dome of Redondo Peak and Redondo Border. The major graben faults, with associated fracturing, are geologically plausible candidates for permeable and productive zones in the reservoir. The distribution of such permeable zones is too erratic and the locations too imprecisely known to offer an attractive drilling target. Log analysis indicates there is a preferred mean fracture strike of N31W in the upper portion of Redondo Creek wells. This is approximately perpendicular to the major structure in the area, the northeast-striking Redondo Creek graben. The geothermal fluid found in the Redondo Creek reservoir is relatively benign with low brine concentrations and moderate H/sub 2/S concentrations. Geothermometer calculations indicate that the reservoir temperature generally lies between 500/sup 0/F and 600/sup 0/F, with near wellbore flashing occurring during the majority of the wells' production.

  8. Using Place-Based Independent Class Projects as a Means to Hone Research Skills and Prepare a Future Geospatial Workforce

    It is never too early to bring in your own research into teaching. Considerable efforts have been made globally to introduce STEM research themes in K12 environments. These efforts a laudable as they help to create STEM identity in students and get students excited to pursue higher education. The task of a post-secondary educator is to build on that excitement and ensure that the students who enter higher education come out knowledgeable, skilled, and employable. At the University of Alaska Fairbanks we have structured our geospatial curricula to include place-based, independent research projects in several semester-long classes. These class-projects serve as mini capstone research experiences that take a student through the entire process of research including: identifying a problem or need; building a hypothesis; formulating the science question; searching, acquiring, and processing data; analyzing and interpreting the research results; and presenting the outcomes in written and oral format to a peer group. Over a decade of experience has shown that students tend to engage and perform well when the research addresses an authentic problem they can relate to and take ownership of. Over 150 student-lead class projects using a variety of freely available datasets have contributed not only to preparing the future workforce, but also to enhancing the research profile of UAF. We extended the same model to a summer internship program where graduate students who have gone through the experience of an in-class research project serve as mentors for undergraduate interns. Even the condensed time frame yields positive outcomes including joint publications between faculty, staff, graduate students and undergraduate students in the peer-reviewed literature.

  9. Calculation of Dilational and Uniaxial Shear Potentials of Ge by a State-Independent Many-Body Projection Technique

    Utilizing state-independent projection operators, we present a new optical conductivity formula for cyclotron transition in the system of electrons interacting anisotropically with phonons. The line-shape factor appearing in the conductivity tensor contains the many body effects for electrons and phonons. Applying this formula, we determine the two deformation potentials (dilation potential Ξd and uniaxial shear potential Ξu) of Ge in the quantum limit. By fitting the present theoretical values with the experimental data of Murase, Enjouji and Otsuka [J. Phys. Soc. Jpn. 29 (1970) 1248] and Kobori, Ohyama and Otsuka [J. Phys. Soc. Jpn. 59 (1990) 2141], we obtain Ξu=17.0±0.6 eV and Ξd=-10.88±0.47 eV.

  10. AmI and Deployment Considerations in AAL Services Provision for Elderly Independent Living: The MonAMI Project

    The MonAMI project aims to investigate the feasibility of the deployment of open platforms for Ambient Assisted Living (AAL) services provision based on Ambient Intelligence (AmI) and to test user acceptance and the usability of the services. Services were designed to provide support in the areas of environmental control, security, well-being and leisure. These services were installed and evaluated in a Spanish geriatric residence. The participants included elderly persons with disabilities, nursing home care givers and informal carers. The concept of the open platform proved to be satisfactory for the provision of the services in a context aware framework. Furthermore, the usability of the technology was viewed positively and the overall results indicate that this system has the potential to prolong independent living at home for elderly people with disabilities. Deployment was proven successful and awareness of open-platform AAL service delivery was raised in local communities throughout Europe. PMID:23857262
