    In addition to the current NASA manned programs, the maturation of Space Station and the introduction of the Space Exploration programs are anticipated to add substantially to the number and variety of data and documentation at NASA Johnson Space Center (JSC). This growth in the next decade has been estimated at five to ten fold compared to the current numbers. There will be an increased requirement for the tracking and currency of space program data and documents with National pressures to realize economic benefits from the research and technological developments of space programs. From a global perspective the demand for NASA's technical data and documentation is anticipated to increase at local, national, and international levels. The primary users will be government, industry, and academia. In our present national strategy, NASA's research and technology will assume a great role in the revitalization of the economy and gaining international competitiveness. Thus, greater demand will be placed on NASA's data and documentation resources. In this paper the strategies and procedures developed by DDMS, Inc., to accommodate the present and future information utilization needs are presented. The DDMS, Inc., strategies and procedures rely on understanding user requirements, library management issues, and technological applications for acquiring, searching, storing, and retrieving specific information accurately and quickly. The proposed approach responds to changing customer requirements and product deliveries. The unique features of the proposed strategy include: (1) To establish customer driven data and documentation management through an innovative and unique methods to identify needs and requirements. (2) To implement a structured process which responds to user needs, aimed at minimizing costs and maximizing services, resulting in increased productivity.     The strategic importance of integrated information systems and resources for academic medical centers should not be underestimated. Ten years ago, the National Library of Medicine in collaboration with the Association of Academic Medical Centers initiated the Integrated Advanced Information Management System (IAIMS) program to assist academic medical centers in defining a process for addressing deficiencies in their information environments. The authors give a brief history of the IAIMS program, and they describe both the characteristics of an integrated information environment and the technical and organizational structures necessary to create such an environment. Strategies some institutions have used to implement integrated information systems are also outlined. Finally, the authors discuss the role of librarians in integrated information system design.     The issue of global change is international in scope. A body of international organizations oversees the worldwide coordination of research and policy initiatives. In the US the National Science and Technology Council (NSTC) was established in November of 1993 to provide coordination of science, space, and technology policies throughout the federal government. NSTC is organized into nine proposed committees. The Committee on Environmental and Natural Resources (CERN) oversees the US Department of Energy`s Global Change Research Program (USGCRP). As part of the USGCRP, the US Department of Energy`s Global Change Research Program aims to improve the understanding of Earth systems and to strengthen the scientific basis for the evaluation of policy and government action in response to potential global environmental changes. This paper examines the information and data management roles of several international and national programs, including Oak Ridge National Laboratory`s (ORNL`s) global change information programs. An emphasis will be placed on the Carbon Dioxide Information Analysis Center (CDIAC), which also serves as the World Data Center-A for Atmospheric Trace Gases.

    Goddard Space Flight Center (GSFC) on site and leased warehouses contain thousands of items of ground support equipment (GSE) and flight hardware including spacecraft, scaffolding, computer racks, stands, holding fixtures, test equipment, spares, etc. The control of these warehouses, and the management, accountability, and control of the items within them, is accomplished by the Logistics Management Division. To facilitate this management and tracking effort, the Logistics and Transportation Management Branch, is developing a system to provide warehouse personnel, property owners, and managers with storage and inventory information. This paper will describe that PC-based system and address how it will improve GSFC warehouse and storage management.

    The Disaster Information Management Research Center (DIMRC) develops and provides access to health information resources and technology for disaster preparedness, response, and recovery. DIMRC focuses on maintaining access to health information at all phases of disasters, developing innovative products and services for emergency personnel, conducting research to support disaster health information management, and collaborating with other agencies and communities. Several tools are available to help emergency responders in hazardous materials or chemical, biological, radiological, or nuclear incidents. Access to the literature is made available through PubMed and the Resource Guide for Disaster Medicine and Public Health, with links to online documents and resources from numerous organizations and government agencies. In addition, DIMRC supports the Disaster Information Specialist Program, a collaborative effort to explore and promote the role of librarians and information specialists in the provision of disaster-related information resources to the workforce and communities.   1. Information System Success Model for Customer Relationship Management System in Health Promotion Centers

    Objectives Intensified competitiveness in the healthcare industry has increased the number of healthcare centers and propelled the introduction of customer relationship management (CRM) systems to meet diverse customer demands. This study aimed to develop the information system success model of the CRM system by investigating previously proposed indicators within the model. Methods The evaluation areas of the CRM system includes three areas: the system characteristics area (system quality, information quality, and service quality), the user area (perceived usefulness and user satisfaction), and the performance area (personal performance and organizational performance). Detailed evaluation criteria of the three areas were developed, and its validity was verified by a survey administered to CRM system users in 13 nationwide health promotion centers. The survey data were analyzed by the structural equation modeling method, and the results confirmed that the model is feasible. Results Information quality and service quality showed a statistically significant relationship with perceived usefulness and user satisfaction. Consequently, the perceived usefulness and user satisfaction had significant influence on individual performance as well as an indirect influence on organizational performance. Conclusions This study extends the research area on information success from general information systems to CRM systems in health promotion centers applying a previous information success model. This lays a foundation for evaluating health promotion center systems and provides a useful guide for successful implementation of hospital CRM systems. PMID:23882416

    In 2008, the National Library of Medicine (NLM) established the Disaster Information Management Research Center (DIMRC). Prior to 2008, NLM had a long history of involvement in providing health information for disaster management. Aware of this legacy and moved by the catastrophic aftermath of Hurricane Katrina, the NLM long range plan (Charting a Course for the 21st Century: NLM’s Long Range Plan 2006–2016) called for creation of a center to show “a strong commitment to disaster remediation and to provide a platform for demonstrating how libraries and librarians can be part of the solution to this national problem”. NLM was urged to “ensure continuous access to health information and effective use of libraries and librarians when disasters occur”. In response to this charge, NLM has undertaken substantial efforts to ensure that medical libraries have plans for the continuity of their operations, librarians are trained to understand their roles in preparedness and response, online disaster health information resources are available for many audiences and in multiple formats, and research is conducted on tools to enhance the exchange of critical information during and following disasters.     The Information Management Toolkit (ImTK) Consortium is an open source initiative to develop robust, freely available tools related to the information management needs of basic, clinical, and translational research. An open source framework and agile programming methodology can enable distributed software development while an open architecture will encourage interoperability across different environments. The ISIS Center has conceptualized a prototype data sharing network that simulates a multi-center environment based on a federated data access model. This model includes the development of software tools to enable efficient exchange, sharing, management, and analysis of multimedia medical information such as clinical information, images, and bioinformatics data from multiple data sources. The envisioned ImTK data environment will include an open architecture and data model implementation that complies with existing standards such as Digital Imaging and Communications (DICOM), Health Level 7 (HL7), and the technical framework and workflow defined by the Integrating the Healthcare Enterprise (IHE) Information Technology Infrastructure initiative, mainly the Cross Enterprise Document Sharing (XDS) specifications.

    The Management Information and Decision Support Environment (MIDSE) is a research activity to build and test a prototype of a generic human interface on the Johnson Space Center (JSC) Information Network (CIN). The existing interfaces were developed specifically to support operations rather than the type of data which management could use. The diversity of the many interfaces and their relative difficulty discouraged occasional users from attempting to use them for their purposes. The MIDSE activity approached this problem by designing and building an interface to one JSC data base - the personnel statistics tables of the NASA Personnel and Payroll System (NPPS). The interface was designed against the following requirements: generic (use with any relational NOMAD data base); easy to learn (intuitive operations for new users); easy to use (efficient operations for experienced users); self-documenting (help facility which informs users about the data base structure as well as the operation of the interface); and low maintenance (easy configuration to new applications). A prototype interface entitled the JSC Management Information Systems (JSCMIS) was produced. It resides on CIN/PROFS and is available to JSC management who request it. The interface has passed management review and is ready for early use. Three kinds of data are now available: personnel statistics, personnel register, and plan/actual cost.

    A management information system (MIS) provides a means for collecting, reporting, and analyzing data from all segments of an organization. Such systems are common in business but rare in libraries. The Houston Academy of Medicine-Texas Medical Center Library developed an MIS that operates on a system of networked IBM PCs and Paradox, a commercial database software package. The data collected in the system include monthly reports, client profile information, and data collected at the time of service requests. The MIS assists with enforcement of library policies, ensures that correct information is recorded, and provides reports for library managers. It also can be used to help answer a variety of ad hoc questions. Future plans call for the development of an MIS that could be adapted to other libraries' needs, and a decision-support interface that would facilitate access to the data contained in the MIS databases.     The Johnson Space Center Management Information System (JSCMIS) is an interface to computer data bases at the NASA Johnson Space Center which allows an authorized user to browse and retrieve information from a variety of sources with minimum effort. The User's Guide to JSCMIS is the supplement to the JSCMIS Research Report which details the objectives, the architecture, and implementation of the interface. It is a tutorial on how to use the interface and a reference for details about it. The guide is structured like an extended JSCMIS session, describing all of the interface features and how to use them. It also contains an appendix with each of the standard FORMATs currently included in the interface. Users may review them to decide which FORMAT most suits their needs.

    Increasingly sophisticated National Aeronautics and Space Administration (NASA) Earth science missions have driven their associated data and data management systems from providing simple point-to-point archiving and retrieval to performing user-responsive distributed multisensor information extraction. To fully maximize the use of remote-sensor-generated Earth science data, NASA recognized the need for data systems that provide data access and manipulation capabilities responsive to research brought forth by advancing scientific analysis and the need to maximize the use and usability of the data. The decision by NASA to purposely evolve the Earth Observing System Data and Information System (EOSDIS) at the Goddard Space Flight Center (GSFC) Earth Sciences (GES) Data and Information Services Center (DISC) and other information management facilities was timely and appropriate. The GES DISC evolution was focused on replacing the EOSDIS Core System (ECS) by reusing the In-house developed disk-based Simple, Scalable, Script-based Science Product Archive (S4PA) data management system and migrating data to the disk archives.   13. Visiatome: The French Discovery and Information Center on Radioactive Waste Management

    The French radioactive waste management act of December 30, 1991, included two key provisions. It initiated a major research program with three areas of investigation concerning high-level long-lived radioactive waste management routes, and called for the Government to submit a legislative proposal to Parliament within 15 years (by 2006) specifying the policy guidelines adopted. Considering the sensitive nature of the subject, the questions surrounding the issue of radioactive waste, and the social, economic and environmental concerns for present and future generations, the Government has inaugurated, in 2005, a nationwide public debate on these issues between the submittal of the research reports and the parliamentary discussion of the proposed law. In this context, the CEA has decided to concentrate at Marcoule the expertise and experience acquired in the area of radioactive waste management and to make it available to stakeholders and to the public. A scientific cultural center, Visiatome, has been built to inform the public and facilitate the acceptance of nuclear energy and radioactive waste management by presenting the subject in a manner adapted to the level of knowledge of the visitors. A modern, fun and interactive exhibition of 600 m{sup 2} allows visitors to find out more about energy, waste products, sources of radioactive waste, their treatment and where they are stored, natural and artificial radioactivity, effects of radiation on mankind. It also offers a media library, an auditorium for group discussions and teaching rooms for school groups with the aim of encouraging students to discover science through enjoyment. Visiatome has received several thousand visitors since it was opened to the public on April 10, 2005, and the initial results of this experience can now be reviewed: the design principles of the center and its permanent exhibits, the characteristics of the visitors and their perception of the subjects presented.     Slovenia has plans to build a repository for low- and medium-radioactive waste by 2013, the location in the very neighborhood of nuclear power plant is almost chosen, but the final approval hasn't been granted yet. The main obstacle is public opinion. Public information activities are therefore vitally important. One of the most important players in this area in Slovenia is Nuclear Training Center in Ljubljana. Though its main task is training of nuclear professionals, it has a significant role in dissemination of knowledge about radioactivity and nuclear technology also among general public. Public information is focused on youngsters. Almost one half of every generation of schoolchildren in Slovenia visits the Information center yearly and in May 2007, we have celebrated the 100,000. visitor since its opening. Live lectures, exhibition, publications and laboratory demonstrations are offered. To measure the opinion of youngsters about nuclear power and get a feed-back for our activities about 1000 youngsters are polled every year since 1993 using the same basic set of questions. The paper describes the information strategy, types of lectures and information materials, permanent exhibition with the most important exhibits. Furthermore, the results of yearly polls of our visitors and comparison with relevant Euro-barometer polls are presented. (authors)

    A major need stated by the NASA Earth science research strategy is to develop long-term, consistent, and calibrated data and products that are valid across multiple missions and satellite sensors. (NASA Solicitation for Making Earth System data records for Use in Research Environments (MEaSUREs) 2006-2010) Selected projects create long term records of a given parameter, called Earth Science Data Records (ESDRs), based on mature algorithms that bring together continuous multi-sensor data. ESDRs, associated algorithms, vetted by the appropriate community, are archived at a NASA affiliated data center for archive, stewardship, and distribution. This presentation describes the NASA GSFC Earth Science Data and Information Services Center (GES DISC) approach to managing the MEaSUREs ESDR datasets assigned to GES DISC. (Energy/water cycle related and atmospheric composition ESDRs) GES DISC will utilize its experience to integrate existing and proven reusable data management components to accommodate the new ESDRs. Components include a data archive system (S4PA), a data discovery and access system (Mirador), and various web services for data access. In addition, if determined to be useful to the user community, the Giovanni data exploration tool will be made available to ESDRs. The GES DISC data integration methodology to be used for the MEaSUREs datasets is presented. The goals of this presentation are to share an approach to ESDR integration, and initiate discussions amongst the data centers, data managers and data providers for the purpose of gaining efficiencies in data management for MEaSUREs projects.

    The Cryogenic Information Center (CIC) is a not-for-profit corporation dedicated to preserving and distributing cryogenic information to government, industry, and academia. The heart of the CIC is a uniform source of cryogenic data including analyses, design, materials and processes, and test information traceable back to the Cryogenic Data Center of the former National Bureau of Standards. The electronic database is a national treasure containing over 146,000 specific bibliographic citations of cryogenic literature and thermophysical property data dating back to 1829. A new technical/bibliographic inquiry service can perform searches and technical analyses. The Cryogenic Material Properties (CMP) Program consists of computer codes using empirical equations to determine thermophysical material properties with emphasis on the 4-300K range. CMP's objective is to develop a user-friendly standard material property database using the best available data so government and industry can conduct more accurate analyses. The CIC serves to benefit researchers, engineers, and technologists in cryogenics and cryogenic engineering, whether they are new or experienced in the field.

    The Department of Medicine at Loyola University Medical Center (LUMC) of Chicago has implemented a local area network (LAN) based Patient Information Management System (PIMS) as part of its integrated departmental database management system. PIMS consists of related database applications encompassing demographic information, current medications, problem lists, clinical data, prior events, and on-line procedure results. Integration into the existing departmental database system permits PIMS to capture and manipulate data in other departmental applications. Standardization of clinical data is accomplished through three data tables that verify diagnosis codes, procedures codes and a standardized set of clinical data elements. The modularity of the system, coupled with standardized data formats, allowed the development of a Patient Information Protocol System (PIPS). PIPS, a userdefinable protocol processor, provides physicians with individualized data entry or review screens customized for their specific research protocols or practice habits. Physician feedback indicates that the PIMS/PIPS combination enhances their ability to collect and review specific patient information by filtering large amount of clinical data.

This paper discusses the application components that comprise the PIMS system, the challenges that influenced its design and architecture, and the selected technologies it employs.     The report is an overview of the information-analytical system designed to assure radiation safety of workers. The system was implemented in the Northwest Radioactive Waste Management Center 'SevRAO' (which is a branch of the Federal State Unitary Enterprise 'Radioactive Waste Management Enterprise RosRAO'). The center is located in the Northwest Russia. In respect to 'SevRAO', the Federal Medical-Biological Agency is the regulatory body, which deals with issues of radiation control. The main document to regulate radiation control is 'Reference levels of radiation factors in radioactive wastes management center'. This document contains about 250 parameters. We have developed a software tool to simplify control of these parameters. The software includes: input interface, the database, dose calculating module and analytical block. Input interface is used to enter radiation environment data. Dose calculating module calculates the dose on the route. Analytical block optimizes and analyzes radiation situation maps. Much attention is paid to the GUI and graphical representation of results. The operator can enter the route at the industrial site or watch the fluctuations of the dose rate field on the map. Most of the results are presented in a visual form. Here we present some analytical tasks, such as comparison of the dose rate in some point with control levels at this point, to be solved for the purpose of radiation safety control. The program helps to identify points making the largest contribution to the collective dose of the personnel. The tool can automatically calculate the route with the lowest dose, compare and choose the best route. The program uses several options to visualize the radiation environment at the industrial site. This system will be useful for radiation monitoring services during the operation, planning of works and development of scenarios.     As new remote sensing data and geographic information system (GIS) technology becomes available, it is increasingly possible to develop and provide effective products, services, and tools to the emergency management community. GIS technology has become increasingly affordable and provides the ability to capture, organize, manipulate, display, and analyze complex collections of geographic data and information. The Pacific Disaster Center (PDC) has historically provided decision support products and services to local, state, federal, and regional emergency managers in the Pacific Region to assist in all four phases of disaster management: mitigation, preparation, response, and recovery. The PDC's current mission includes the integration of scientific knowledge, remote sensing data and tools, modeling and simulation technology, weather analysis, digital and information technology, and systems engineering processes in support of the disaster management community.     Epilepsy is a chronic neurological condition that requires active self-management to reduce personal and population burden. The Managing Epilepsy Well Network, funded by the US Centers for Disease Control and Prevention, conducts research on epilepsy self-management. There is an urgent need to develop an integrated informatics platform to maximize the secondary use of existing Managing Epilepsy Well Network data. We have implemented multiple steps to develop an informatics platform, including: (a) a survey of existing outcome data, (b) identification of common data elements, and (c) an integrated database using an epilepsy domain ontology to reconcile data heterogeneity. The informatics platform enables assessment of epilepsy self-management samples by site and in aggregate to support data interpretations for clinical care and ongoing epilepsy self-management research. The Managing Epilepsy Well informatics platform is expected to help advance epilepsy self-management, improve health outcomes, and has potential application in other thematic research networks.     New technologies may be required to integrate the National Institutes of Health’s Patient Reported Outcome Management Information System (PROMIS) into multi-center clinical trials. To better understand this need, we identified likely PROMIS reporting formats, developed a multi-center clinical trial process model, and identified gaps between current capabilities and those necessary for PROMIS. These results were evaluated by key trial constituencies. Issues reported by principal investigators fell into two categories: acceptance by key regulators and the scientific community, and usability for researchers and clinicians. Issues reported by the coordinating center, participating sites, and study subjects were those faced when integrating new technologies into existing clinical trial systems. We then defined elements of a PROMIS Tool Kit required for integrating PROMIS into a multi-center clinical trial environment. The requirements identified in this study serve as a framework for future investigators in the design, development, implementation, and operation of PROMIS Tool Kit technologies. PMID:20703765

Can one see any evidence that the world is getting warmer? What coastal-zone areas are more sensitive to potential sea-level rise from an accelerated melting of glaciers? What is El Nino and how does it affect the earth`s climate? These are among the thousands of questions to which ORNL data analysts respond every year. Recently, the topic of global environmental change, including climate change, has grown in importance. At ORNL researchers have improved their understanding of the science underlying this major environmental issue. At the same time the Laboratory is playing a pivotal role in directing the data and information management activities for what some researchers consider the most information-intensive science project ever undertaken. Long one of the world`s leading energy R&D facilities, ORNL has more recently emerged as one of the preeminent environmental research centers in the world. Within ORNL`s Environmental Sciences Division, the Environmental Information Analysis Program was established to serve as a focal point for the assimilation of data related to global environmental change. The three major components of the program are the Atmospheric Radiation Measurement Archive, the National Aeronautics and Space Administration`s Earth Observing System Data and Information System Distributed Active Archive Center, and the Carbon Dioxide Information Analysis Center (CDIAC).     The National Weather Service's River Forecast Centers (RFCs), located throughout the US, produce operational streamflow forecasts for short term application and long-term lead forecasts at selected locations. These forecasts are targeted for a variety of users, including water supply management, flood control, hydropower production, navigation, and recreation. This presentation highlights the challenges and successes associated with the use of RFC produced ensemble streamflow predictions (ESP) in generating system operations forecasts over the past four years for Snohomish County Public Utility District #1's (SnoPUD) Henry Jackson hydropower system. This research documents a multiyear collaboration between SnoPUD and academic researchers. The collaboration began with a proof of concept study in 2007 and evolved into a weekly decision support activity that has been ongoing since 2008 ( documented in Alemu et al. 2010). The Alemu et al. paper demonstrates the usefulness of ESP forecasts in hydropower operations decision making. This paper focuses on the value of forecasts and a decision support system (DSS) in improving skills in operating reservoir systems. During the application period, the model provided weekly guidance on meeting operational objectives and a probabilistic approach to quantifying system vulnerability during critical periods such as floods and drought. The ESP forecasts and the DSS were heavily used during periods of uncertainty and less so during periods of high system constraint or low system risk.

The system has been developed for use in a multi-specialty group practice and includes three primary components: 1) a patient-centered telephone-linked communication system; 2) a web-based alert reporting and nurse case-management system; and 3) EMR-based provider communication to support clinical decision making at the point-of-care. The system offers a model for a new level of connectivity for health information that supports customized monitoring, IT-enabled nurse case-managers, and the delivery of longitudinal data to clinicians to support the care of children with persistent asthma.     The application of telecommunications and telecomputing was investigated as a means of reducing NASA's consumption of natural resources and the proliferation of paper copies of correspondence. The feasibility, operational advantages, and limitations of decentralized (remote) neighborhood offices (NOC) linked through an electronic network are demonstrated. These offices are joined to a management information system for correspondence tracking, and to an administrative office center service based on the use of magnetic medium word processing typewriters which handle the daily typing load. In connection with an augmented teleconference network, a uniform means is provided for creating, storing, and retrieving administrative documents, records, and data, while simultaneously permitting users of the system to track their status. Information will be transferred without using paper - merely through digital electronic communication and display, as a step toward the establishment of an agency-wide electronic mail system.

    Computing architectures using distributed processing and distributed databases are increasingly becoming considered acceptable solutions for advanced data processing systems. This is occurring even though there is still considerable professional debate as to what truly'' distributed computing actually is and despite the relative lack of advanced relational database management software (RDBMS) capable of meeting database and system integrity requirements for developing reliable integrated systems. This study investigates the functionally of ORACLE data base management software that is performing distributed processing between a MicroVAX/VMS minicomputer and three MS-DOS-based microcomputers. The ORACLE database resides on the MicroVAX and is accessed from the microcomputers with ORACLE SQL*NET, DECnet, and ORACLE PC TOOL PACKS. Data gathered during the study reveals that there is a demonstrable decrease in CPU demand on the MicroVAX, due to distributed processing'', when the ORACLE PC Tools are used to access the database as opposed to database access from dumb'' terminals. Also discovered were several hardware/software constraints that must be considered in implementing various software modules. The results of the study indicate that this distributed data processing architecture is becoming sufficiently mature, reliable, and should be considered for developing applications that reduce processing on central hosts. 33 refs., 2 figs.

    As NASA's lead center for rocket propulsion testing, the John C. Stennis Space Center (SSC) monitors and assesses the off-site impacts of such testing through its Environmental Office (SSC-EO) using acoustical models and ancillary data. The SSC-EO has developed a geographical database, called the SSC Environmental Geographic Information System (SSC-EGIS), that covers an eight-county area bordering the NASA facility. Through the SSC-EGIS, the Enivronmental Office inventories, assesses, and manages the nearly 139,000 acres that comprise Stennis Space Center and its surrounding acoustical buffer zone. The SSC-EGIS contains in-house data as well as a wide range of data obtained from outside sources, including private agencies and local, county, state, and U.S. government agencies. The database comprises cadastral/geodetic, hydrology, infrastructure, geo-political, physical geography, and socio-economic vector and raster layers. The imagery contained in the database is varied, including low-resolution imagery, such as Landsat TM and SPOT; high-resolution imagery, such as IKONOS and AVIRIS; and aerial photographs. The SSC-EGIS has been an integral part of several major projects and the model upon which similar EGIS's will be developed for other NASA facilities. The Corps of Engineers utilized the SSC-EGIS in a plan to establish wetland mitigation sites within the SSC buffer zone. Mississippi State University employed the SSC-EGIS in a preliminary study to evaluate public access points within the buffer zone. The SSC-EO has also expressly used the SSC-EGIS to assess noise pollution modeling, land management/wetland mitigation assessment, environmental hazards mapping, and protected areas mapping for archaeological sites and for threatened and endangered species habitats. The SSC-EO has several active and planned projects that will also make use of the SSC-EGIS during this and the coming fiscal year.

A key design goal is to allow its databases to be filled and maintained by users with a minimum of central management. SolarData, designated as the Solar Physics discipline node for the NASA Space Physics Data System, is a community-based active catalogue for solar data archives.     I flew to Washington last week, a trip rich in distributed information management. Buying tickets, at the gate, in flight, landing and at the baggage claim, myriad messages about my reservation, the weather, our flight plans, gates, bags and so forth flew among a variety of travel agency, airline and Federal Aviation Administration (FAA) computers and personnel. By and large, each kind of information ran on a particular application, often specialized to own data formats and communications network. I went to Washington to attend an FAA meeting on System-Wide Information Management (SWIM) for the National Airspace System (NAS) (http://www.nasarchitecture.faa.gov/Tutorials/NAS101.cfm). NAS (and its information infrastructure, SWIM) is an attempt to bring greater regularity, efficiency and uniformity to the collection of stovepipe applications now used to manage air traffic. Current systems hold information about flight plans, flight trajectories, weather, air turbulence, current and forecast weather, radar summaries, hazardous condition warnings, airport and airspace capacity constraints, temporary flight restrictions, and so forth. Information moving among these stovepipe systems is usually mediated by people (for example, air traffic controllers) or single-purpose applications. People, whose intelligence is critical for difficult tasks and unusual circumstances, are not as efficient as computers for tasks that can be automated. Better information sharing can lead to higher system capacity, more efficient utilization and safer operations. Better information sharing through greater automation is possible though not necessarily easy.

    The hospital materials management function--ensuring that goods and services get from a source to an end user--encompasses many areas of the hospital and can significantly affect hospital costs. Performing this function in a manner that will keep costs down and ensure adequate cash flow requires effective management of a large amount of information from a variety of sources. To effectively coordinate such information, most hospitals have implemented some form of materials management information system (MMIS). These systems can be used to automate or facilitate functions such as purchasing, accounting, inventory management, and patient supply charges. In this study, we evaluated seven MMISs from seven vendors, focusing on the functional capabilities of each system and the quality of the service and support provided by the vendor. This Evaluation is intended to (1) assist hospitals purchasing an MMIS by educating materials managers about the capabilities, benefits, and limitations of MMISs and (2) educate clinical engineers and information system managers about the scope of materials management within a healthcare facility. Because software products cannot be evaluated in the same manner as most devices typically included in Health Devices Evaluations, our standard Evaluation protocol was not applicable for this technology. Instead, we based our ratings on our observations (e.g., during site visits), interviews we conducted with current users of each system, and information provided by the vendor (e.g., in response to a request for information [RFI]). It provides not only on-line access, but also schedules procurement actions, monitors their progress, and updates Forecast Award Dates. Except for a few computational routines coded in FORTRAN, the majority of the systems is coded in a high level language called NATURAL. A relational Data Base Management System called ADABAS is utilized. Certain fields, called descriptors, are set up on each file to allow the selection of records based on a specified value or range of values.     Most executives today agree that their efforts should be focused on growing the lifetime value of their customers. Yet few companies have come to terms with the implications of that idea for their marketing management. Oldsmobile, for example, enjoyed outstanding brand equity with many customers through the 1980s. But as the century wore further on, the people who loved the Olds got downright old. So why did General Motors spend so many years and so much money trying to reposition and refurbish the tired,tarnished brand? Why didn't GM managers instead move younger buyers along a path of less resistance, toward another of the brands in GM's stable--or even launch a wholly new brand geared to their tastes? Catering to new customers, even at the expense of the brand, would surely have been the path to profits. The reason, argue the authors, is that in large consumer-goods companies like General Motors, brands are the raison d'etre. They are the focus of decision making and the basis of accountability. But this overwhelming focus on growing brand equity is inconsistent with the goal of growing customer equity. Drawing on a wide range of current examples, the authors offer seven tactics that will put brands in the service of growing customer equity. These include replacing traditional brand managers with a new position--the customer segment manager; targeting brands to as narrow an audience as possible; developing the capability and the mind-set to hand off customers from one brand to another within the company; and changing the way brand equity is measured by basing calculations on individual, rather than average, customer data. This report describes the methodology and presents an application of this methodology to a Pressurized Water Reactor (PWR) with a large dry containment. A risk-important severe accident sequence for a PWR is used to examine the capability of the existing measurements to supply the necessary information. This paper examines the question by considering the results of field studies of information risk management practices at organizations and in supply chains. The organizations investigated differ greatly in the degree of coupling from a general and information risk management standpoint, as well as in the levels of internal awareness and activity regarding information risk management.     The report spans the three year period beginning in June of 2001 and ending June of 2004. Joint Interdisciplinary Earth Science Information Center's (JIESIC) primary purpose has been to carry out research in support of the Global Change Data Center and other Earth science laboratories at Goddard involved in Earth science, remote sensing and applications data and information services. The purpose is to extend the usage of NASA Earth Observing System data, microwave data and other Earth observing data. JIESIC projects fall within the following categories: research and development; STW and WW prototyping; science data, information products and services; and science algorithm support. JIESIC facilitates extending the utility of NASA's Earth System Enterprise (ESE) data, information products and services to better meet the science data and information needs of a number of science and applications user communities, including domain users such as discipline Earth scientists, interdisciplinary Earth scientists, Earth science applications users and educators.

  12. Corporate information management guidance

    At the request of the Department of Energy`s (DOE) Information Management (IM) Council, IM representatives from nearly all Headquarters (HQ) organizations have been meeting over the past year as the Corporate Guidance Group (CGG) to develop useful and sound corporate information management (IM) guidance. The ability of the Department`s IM community to develop such unified guidance continues to be critical to the success of future Departmental IM planning processes and the establishment of a well-coordinated IM environment between Headquarters and field organizations. This report, with 26 specific corporate IM guidance items documented and unanimously agreed to, as well as 12 items recommended for further development and 3 items deferred for future consideration, represents a highly successful effort by the IM community. The effort has proven that the diverse DOE organizations can put aside individual preferences and work together towards a common and mutually beneficial goal. In examining most areas and issues associated with information management in the Department, they have developed specific, far-reaching, and useful guidance. The IM representatives recommend that the documented guidance items provided in this report and approved by the DOE IM Council be followed by all IM organizations. The representatives also strongly recommend that the guidance process developed by the CGG be the single process for developing corporate IM guidance.

  13. Scientific Data Management Center for Enabling Technologies

    Managing scientific data has been identified by the scientific community as one of the most important emerging needs because of the sheer volume and increasing complexity of data being collected. Effectively generating, managing, and analyzing this information requires a comprehensive, end-to-end approach to data management that encompasses all of the stages from the initial data acquisition to the final analysis of the data. Fortunately, the data management problems encountered by most scientific domains are common enough to be addressed through shared technology solutions. Based on community input, we have identified three significant requirements. First, more efficient access to storage systems is needed. In particular, parallel file system and I/O system improvements are needed to write and read large volumes of data without slowing a simulation, analysis, or visualization engine. These processes are complicated by the fact that scientific data are structured differently for specific application domains, and are stored in specialized file formats. Second, scientists require technologies to facilitate better understanding of their data, in particular the ability to effectively perform complex data analysis and searches over extremely large data sets. Specialized feature discovery and statistical analysis techniques are needed before the data can be understood or visualized. Furthermore, interactive analysis requires techniques for efficiently selecting subsets of the data. Finally, generating the data, collecting and storing the results, keeping track of data provenance, data post-processing, and analysis of results is a tedious, fragmented process. Tools for automation of this process in a robust, tractable, and recoverable fashion are required to enhance scientific exploration.     The Training Management Information System (TMIS) is an integrated information system for all training related activities. TMIS is at the leading edge of training information systems used in the nuclear industry. The database contains all the necessary records to confirm the department's adherence to accreditation criteria and houses all test questions, student records and information needed to evaluate the training process. The key to the TMIS system is that the impact of any change (i.e., procedure change, new equipment, safety incident in the commercial nuclear industry, etc.) can be tracked throughout the training process. This ensures the best training can be performed that meets the needs of the employees. TMIS is comprised of six functional areas: Job and Task Analysis, Training Materials Design and Development, Exam Management, Student Records/Scheduling, Evaluation, and Commitment Tracking. The system consists of a VAX 6320 Cluster with IBM and MacIntosh computers tied into an ethernet with the VAX. Other peripherals are also tied into the system: Exam Generation Stations to include mark sense readers for test grading, Production PC's for Desk-Top Publishing of Training Material, and PC Image Workstations. 5 figs.

    ''Legacy Management Requires Information'' describes the goal(s) of the US Department of Energy's Office of Legacy Management (LM) relative to maintaining critical records and the way those goals are being addressed at Hanford. The paper discusses the current practices for document control, as well as the use of modern databases for both storing and accessing the data to support cleanup decisions. In addition to the information goals of LM, the Hanford Federal Facility Agreement and Consent Order, known as the ''Tri-Party Agreement'' (TPA) is one of the main drivers in documentation and data management. The TPA, which specifies discrete milestones for cleaning up the Hanford Site, is a legally binding agreement among the US Department of Energy (DOE), the Washington State Department of Ecology (Ecology), and the US Environmental Protection Agency (EPA). The TPA requires that DOE provide the lead regulatory agency with the results of analytical laboratory and non-laboratory tests/readings to help guide them in making decisions. The Agreement also calls for each signatory to preserve--for at least ten years after the Agreement has ended--all of the records in its or its contractors, possession related to sampling, analysis, investigations, and monitoring conducted. The tools used at Hanford to meet TPA requirements are also the tools that can satisfy the needs of LM.

    Information Resource Management (ERM) is the label given to the various approaches used to foster greater accountability for the use of computing resources. It is a corporate philosophy that treats information as it would its other resources. There is a reorientation from simply expenditures to considering the value of the data stored on that hardware. Accountability for computing resources is expanding beyond just the data processing (DP) or management information systems (MIS) manager to include senior organization management and user management. Management`s goal for office automation is being refocused from saving money to improving productivity. A model developed by Richard Nolan (1982) illustrates the basic evolution of computer use in organizations. Computer Era: (1) Initiation (computer acquisition), (2) Contagion (intense system development), (3) Control (proliferation of management controls). Data Resource Era: (4) Integration (user service orientation), (5) Data Administration (corporate value of information), (6) Maturity (strategic approach to information technology). The first three stages mark the growth of traditional data processing and management information systems departments. The development of the IRM philosophy in an organization involves the restructuring of the DP organization and new management techniques. The three stages of the Data Resource Era represent the evolution of IRM. This paper examines each of them in greater detail.

    Broad-based geoscience instruction melding the Earth, space, and information technology sciences has been identified as an effective way to take advantage of the new jobs created by technological innovations in natural resources management. Based on this paradigm, the University of Hyderabad in India is developing a Centre of Earth and Space Sciences that will be linked to the university's super-computing facility. The proposed center will provide the basic science underpinnings for the Earth, space, and information technology sciences; develop new methodologies for the utilization of natural resources such as water, soils, sediments, minerals, and biota; mitigate the adverse consequences of natural hazards; and design innovative ways of incorporating scientific information into the legislative and administrative processes. For these reasons, the ethos and the innovatively designed management structure of the center would be of particular relevance to the developing countries. India holds 17% of the world's human population, and 30% of its farm animals, but only about 2% of the planet's water resources. Water will hence constitute the core concern of the center, because ecologically sustainable, socially equitable, and economically viable management of water resources of the country holds the key to the quality of life (drinking water, sanitation, and health), food security, and industrial development of the country. The center will be focused on interdisciplinary basic and pure applied research that is relevant to the practical needs of India as a developing country. These include, for example, climate prediction, since India is heavily dependent on the monsoon system, and satellite remote sensing of soil moisture, since agriculture is still a principal source of livelihood in India. The center will perform research and development in areas such as data assimilation and validation, and identification of new sensors to be mounted on the Indian meteorological

  8. Terminal weather information management

    Since the mid-1960's, microburst/windshear events have caused at least 30 aircraft accidents and incidents and have killed more than 600 people in the United States alone. This study evaluated alternative means of alerting an airline crew to the presence of microburst/windshear events in the terminal area. Of particular interest was the relative effectiveness of conventional and data link ground-to-air transmissions of ground-based radar and low-level windshear sensing information on microburst/windshear avoidance. The Advanced Concepts Flight Simulator located at Ames Research Center was employed in a line oriented simulation of a scheduled round-trip airline flight from Salt Lake City to Denver Stapleton Airport. Actual weather en route and in the terminal area was simulated using recorded data. The microburst/windshear incident of July 11, 1988 was re-created for the Denver area operations. Six experienced airline crews currently flying scheduled routes were employed as test subjects for each of three groups: (1) A baseline group which received alerts via conventional air traffic control (ATC) tower transmissions; (2) An experimental group which received alerts/events displayed visually and aurally in the cockpit six miles (approx. 2 min.) from the microburst event; and (3) An additional experimental group received displayed alerts/events 23 linear miles (approx. 7 min.) from the microburst event. Analyses of crew communications and decision times showed a marked improvement in both situation awareness and decision-making with visually displayed ground-based radar information. Substantial reductions in the variability of decision times among crews in the visual display groups were also found. These findings suggest that crew performance will be enhanced and individual differences among crews due to differences in training and prior experience are significantly reduced by providing real-time, graphic display of terminal weather hazards.

    The rescue crews have been searching for the woman for nearly a week. Hurricane Katrina devastated Hancock County, the southernmost point in Mississippi, and the woman had stayed through the storm in her beach house. There is little hope of finding her alive; the search teams know she is gone because the house is gone. Late at night in the art classroom of the school that is serving as the county s emergency operations center, Craig Harvey is discussing the search with the center s commander. Harvey is the Chief Operating Officer of a unique company called NVision Solutions Inc., based at NASA s Stennis Space Center in Bay St. Louis, only a couple of miles away. He and his entire staff have set up a volunteer operation in the art room, supporting the emergency management efforts using technology and capabilities the company developed through its NASA partnerships. As he talks to the commander, Harvey feels an idea taking shape that might lead them to the woman s location. Working with surface elevation data and hydrological principles, Harvey creates a map showing how the floodwaters from the storm would have flowed along the topography of the region around the woman s former home. Using the map, search crews find the woman s body in 15 minutes. Recovering individuals who have been lost is a sad reality of emergency management in the wake of a disaster like Hurricane Katrina in 2005. But the sooner answers can be provided, the sooner a community s overall recovery can take place. When damage is extensive, resources are scattered, and people are in dire need of food, shelter, and medical assistance, the speed and efficiency of emergency operations can be the key to limiting the impact of a disaster and speeding the process of recovery. And a key to quick and effective emergency planning and response is geographic information.   11. Management of Adult Syphilis: Key Questions to Inform the 2015 Centers for Disease Control and Prevention Sexually Transmitted Diseases Treatment Guidelines.

    A panel of experts generated 8 "key questions" in the management of adult syphilis. A systematic literature review was conducted and tables of evidence were constructed to answer these important questions. Penicillin is the drug of choice to treat syphilis. Doxycycline to treat early and late latent syphilis is an acceptable alternate option if penicillin cannot be used. There is no added benefit to enhanced antimicrobial therapy when treating human immunodeficiency virus-infected persons with syphilis. If a patient misses a dose of penicillin in a course of weekly therapy for late syphilis, clinical experience suggests that an interval of 10-14 days between doses might be acceptable before restarting the sequence of injections. Pharmacologic considerations suggest that an interval of 7-9 days between doses, if feasible, may be more optimal. Missed doses are not acceptable for pregnant women. A cerebrospinal fluid examination to diagnose neurosyphilis is recommended in persons diagnosed with tertiary syphilis (eg, cardiovascular syphilis or late benign syphilis), persons with neurological signs or symptoms consistent with neurosyphilis, and asymptomatic persons whose serological titers do not decline appropriately following recommended therapy and in whom reinfection is ruled out. Infection and reinfection rates, particularly among men who have sex with men, are high. Frequent serological screening of this population appears to be the most cost-efficient intervention. The Centers for Disease Control and Prevention continues to recommend the use of the traditional rapid plasma reagin-based screening algorithm. The positive predictive value for syphilis associated with an isolated unconfirmed reactive treponemal chemiluminescence assay or enzyme immunoassay is low if the epidemiological risk and clinical probability for syphilis are low.     A comprehensive audit of drug information centers (DICs) was conducted to obtain information on sources of funding, staffing, information resources, computerization, workload, and scope of services and activities and to examine the role of DICs in education, patient care, and research. Responses were obtained from 98 of the 121 DICs surveyed. The scope of activities and services varied considerably between centers and depended on such factors as source of funding, size of institution, academic affiliation, staffing, and workload. Many DICs are involved in writing newsletters, preparing information for pharmacy and therapeutics committee meetings, developing and updating formularies, and providing contract services to other organizations. The patient-care activities of DICs include providing consultations, performing drug-use reviews, monitoring adverse drug reactions, and coordinating investigational drug studies; DICs are also involved in training undergraduate and graduate pharmacy students and residents and conducting research projects. Large workloads and lack of time were cited most often as factors limiting DIC participation in patient-care, educational, and research activities. Because DICs are involved in a wide variety of educational, research, and patient-care activities, more emphasis should be placed on documenting the costs of these services in relation to their benefits to the institution. Strong centralized cultures exist due to attention from their members, whose faithfulness in turn relies on the supply of information. Here we discuss a culture evolution model on a planar geometry that takes into account aspects of the feedback between information spreading and its maintenance. Features of the model are highlighted by comparing it to cultural spreading in ancient and medieval Europe, where it suggests in particular that long-lived centers should be located in geographically remote regions.   17. Operating and Managing a Backup Control Center

    Due to the criticality of continuous mission operations, some control centers must plan for alternate locations in the event an emergency shuts down the primary control center. Johnson Space Center (JSC) in Houston, Texas is the Mission Control Center (MCC) for the International Space Station (ISS). Due to Houston s proximity to the Gulf of Mexico, JSC is prone to threats from hurricanes which could cause flooding, wind damage, and electrical outages to the buildings supporting the MCC. Marshall Space Flight Center (MSFC) has the capability to be the Backup Control Center for the ISS if the situation is needed. While the MSFC Huntsville Operations Support Center (HOSC) does house the BCC, the prime customer and operator of the ISS is still the JSC flight operations team. To satisfy the customer and maintain continuous mission operations, the BCC has critical infrastructure that hosts ISS ground systems and flight operations equipment that mirrors the prime mission control facility. However, a complete duplicate of Mission Control Center in another remote location is very expensive to recreate. The HOSC has infrastructure and services that MCC utilized for its backup control center to reduce the costs of a somewhat redundant service. While labor talents are equivalent, experiences are not. Certain operations are maintained in a redundant mode, while others are simply maintained as single string with adequate sparing levels of equipment. Personnel at the BCC facility must be trained and certified to an adequate level on primary MCC systems. Negotiations with the customer were done to match requirements with existing capabilities, and to prioritize resources for appropriate level of service. Because some of these systems are shared, an activation of the backup control center will cause a suspension of scheduled HOSC activities that may share resources needed by the BCC.   8. Information Requirements for Health Information Exchange Supported Communication between Emergency Departments and Poison Control Centers

    We analyzed audio recordings of telephone calls between emergency departments (EDs) and poison control centers (PCCs) in order to describe the information requirements for health information exchange. Analysis included a random sample of 120 poison exposure cases involving ED-PCC communication that occurred during 2009. We identified 52 information types characterized as patient or provider information, exposure information, ED assessment and treatment/ management, or PCC consultation. These information types constitute a focused subset of information that should be shared in the context of emergency treatment for poison exposure. Up to 60% of the information types identified in the analysis of call recordings can be represented using existing clinical terminology. In order to accomplish standards-based health information exchange between EDs and PCCs using data coded according to a standard clinical terminology system, it is necessary to define appropriate terms, information models and value sets.     A Propagation Information Center is in the process of being established at the University of Colorado with connections to NAPEX and to the NASA program at Colodado University (CU) for Interdisciplinary Research in Telecommunications Policy and Technology Issues. The Propagation Information Center was conceived as a response to several items in the Science Review of the NASA Propagation Program carried out in September of 1986 by a distinguished panel of experts. The program for the Center is conceived as including archival aspects: a memory of past work by NAPEX members; accounts of relevant research activities around the world; papers published in pertinent areas of propagation; and pertinent propagation data files. Duties of the Center should include: exchanging information on future plans with research organizations around the world; scanning the literature for possible contributions; carrying out quick response studies requested by program management; conducting customer surveys of users; preparing a quarterly newsletter to help maintain communication amongst program participants; and assisting students and faculty who are working on policy issues for NASA in the propagation field.

    The requirements for the management of information at the International Atomic Energy Agency (IAEA) and its Department of Safeguards are rapidly changing. Historically, the Department of Safeguards has had the requirement to process large volumes of conventional safeguards information. An information management system is currently in place that adequately handles the IAEA`s conventional safeguards data needs. In the post-Iraq environment, however, there is a growing need to expand the IAEA information management capability to include unconventional forms of information. These data include environmental sampling results, photographs, video film, lists of machine tools, and open-source materials such as unclassified publications. The US Department of Energy (DOE) has responded to this information management need by implementing the Safeguards Information Management Systems (SIMS) initiative. SIMS was created by the DOE to anticipate and respond to IAEA information management needs through a multilaboratory initiative that will utilize an integrated approach to develop and deploy technology in a timely and cost-effective manner. The DOE will use the SIMS initiative to coordinate US information management activities that support the IAEA Department of Safeguards.

    Since the emergence of electronic publications in the early 1990s, astronomy has played a pioneering role in the development and implementation of new capabilities and services. As a data center, the CDS contributed significantly to this evolution: a synergy between data centers and journal editors started in the 1990s with the publication of large tables and data sets in electronic form and contributed to an efficient linking of publications with existing databases like SIMBAD or NED. This collaborative work, carried out in practice by information scientists, illustrates a new role for us who now have to deal with both editor and database requirements. After a short description of the CDS, we present our peculiar responsibilities related to the publication process: ensuring, prior to publication, that the link from selected objects quoted by the authors in their papers to the SIMBAD database is correct and maintained in the long term, that the tables and their complete descriptions are accessible through VizieR, and that the data and bibliography are correctly entered in SIMBAD. The Dictionary of Nomenclature, which plays an important role in these procedures, is briefly presented. Finally, the skills we developed for these activities are shortly discussed.

  20. Managing the risks of on-site health centers.

    This review sought to assess compliance concerns, determine risk management strategies, and identify opportunities for future research to contribute to employers' understanding of the laws and regulations that apply to on-site care. A comprehensive review of databases, professional organizations' websites, and journals resulted in 22 publications reporting on the consequences of noncompliance among on-site health centers accepted for inclusion. None of those studies reported a study design or quantifiable outcome data. Two noncompliance themes were repeated among the publications. First, direct penalties included fines, civil actions, loss of licensure, and, potentially, criminal charges. Second, noncompliance also resulted in indirect costs such as employee mistrust and lowered standards of care, which jeopardize on-site health centers' ability to demonstrate a return on investment. Further research with rigorous methodology is needed to inform employer decisions about on-site health services and associated risk management. PMID:22017191

    NASA's GSFC Earth Sciences (GES) Data and Information and Data Services Center (DISC) manages the archive, distribution and data access for atmospheric composition data from AURA'S OMI, MLS, and hopefully one day, HIRDLS instruments, as well as heritage datasets from TOMS, UARS, MODIS, and AIRS. This data is currently archived in the GES Distributed Active Archive Center (DAAC). The GES DISC has begun the development of a community driven data management system that's sole purpose is to manage and provide value added services to NASA's Atmospheric Composition (AC) Data. This system, called the Atmospheric Composition Data and Information Services Center (ACDISC) will provide access all AC datasets from the above mentioned instruments, as well as AC datasets residing at remote archive sites (e.g, LaRC DAAC) The goals of the ACDISC are to: 1) Provide a data center for Atmospheric Scientists, guided by Atmospheric Scientists; 2) Be absolutely responsive to the data and data service needs of the Atmospheric Composition (AC) community; 3) Provide services (i.e., expertise) that will facilitate the effortless access to and usage of AC data; 4) Collaborate with AC scientists to facilitate the use of data from multiple sensors for long term atmospheric research. The ACDISC is an AC specific, user driven, multi-sensor, on-line, easy access archive and distribution system employing data analysis and visualization, data mining, and other user requested techniques that facilitate science data usage. The purpose of this presentation is to provide the evolution path that the GES DISC in order to better serve AC data, and also to receive continued community feedback and further foster collaboration with AC data users and providers.

  3. User-Centered Indexing for Adaptive Information Access

    We are focusing on information access tasks characterized by large volume of hypermedia connected technical documents, a need for rapid and effective access to familiar information, and long-term interaction with evolving information. The problem for technical users is to build and maintain a personalized task-oriented model of the information to quickly access relevant information. We propose a solution which provides user-centered adaptive information retrieval and navigation. This solution supports users in customizing information access over time. It is complementary to information discovery methods which provide access to new information, since it lets users customize future access to previously found information. It relies on a technique, called Adaptive Relevance Network, which creates and maintains a complex indexing structure to represent personal user's information access maps organized by concepts. This technique is integrated within the Adaptive HyperMan system, which helps NASA Space Shuttle flight controllers organize and access large amount of information. It allows users to select and mark any part of a document as interesting, and to index that part with user-defined concepts. Users can then do subsequent retrieval of marked portions of documents. This functionality allows users to define and access personal collections of information, which are dynamically computed. The system also supports collaborative review by letting users share group access maps. The adaptive relevance network provides long-term adaptation based both on usage and on explicit user input. The indexing structure is dynamic and evolves over time. Leading and generalization support flexible retrieval of information under similar concepts. The network is geared towards more recent information access, and automatically manages its size in order to maintain rapid access when scaling up to large hypermedia space. We present results of simulated learning experiments.

This Center would be a free-standing, not-for-profit, public-private partnership that would be responsible for operating one or more (in large states) Regional Health Information Technology Extension Centers (Extension Centers) along with several Regional Health Information Exchanges (HIEs) and one or more Regional Health Information Data Centers (Data Centers). We believe that if these features and functions could be developed, deployed, and integrated statewide, the health and welfare of the citizens of the state could be improved while simultaneously reducing the costs associated with the provision of care.     This report provides the results of a panel study conducted into the technology requirements for information management in support of application domains of particular government interest, including digital libraries, mission operations, and scientific research. The panel concluded that it was desirable to have a coordinated program of R&D that pursues a science of information management focused on an environment typified by applications of government interest - highly distributed with very large amounts of data and a high degree of heterogeneity of sources, data, and users.

    The National Space Science Data Center (NSSDC) was established by NASA in 1964 to provide for the preservation and dissemination of scientific data from NASA missions. It has evolved to support distributed, active archives that were established in the Planetary, Astrophysics, and Heliophysics disciplines through a series of Memoranda of Understanding. The disciplines took over responsibility for working with new projects to acquire and distribute data for community researchers while the NSSDC remained vital as a deep archive. Since 2000, NSSDC has been using the Archive Information Package to preserve data over the long term. As part of its effort to streamline the ingest of data into the deep archive, the NSSDC developed and implemented a data model of desired and required metadata in XML. This process, in use for roughly five years now, has been successfully used to support the identification and ingest of data into the NSSDC archive, most notably those data from the Planetary Data System (PDS) submitted under PDS3. A series of software packages (X-ware) were developed to handle the submission of data from the PDS nodes utilizing a volume structure. An XML submission manifest is generated at the PDS provider site prior to delivery to NSSDC. The manifest ensures the fidelity of PDS data delivered to NSSDC. Preservation metadata is captured in an XML object when NSSDC archives the data. With the recent adoption by the PDS of the XML-based PDS4 data model, there is an opportunity for the NSSDC to provide additional services to the PDS such as the preservation, tracking, and restoration of individual products (e.g., a specific data file or document), which was unfeasible in the previous PDS3 system. The NSSDC is modifying and further streamlining its data ingest process to take advantage of the PDS4 model, an important consideration given the ever-increasing amount of data being generated and archived by orbiting missions at the Moon and Mars, other active projects

We also present a classification of these techniques based on their characteristics.     MIMS, Medical Information Management System is an interactive, general purpose information storage and retrieval system. It was first designed to be used in medical data management, and can be used to handle all aspects of data related to patient care. Other areas of application for MIMS include: managing occupational safety data in the public and private sectors; handling judicial information where speed and accuracy are high priorities; systemizing purchasing and procurement systems; and analyzing organizational cost structures. Because of its free format design, MIMS can offer immediate assistance where manipulation of large data bases is required. File structures, data categories, field lengths and formats, including alphabetic and/or numeric, are all user defined. The user can quickly and efficiently extract, display, and analyze the data. Three means of extracting data are provided: certain short items of information, such as social security numbers, can be used to uniquely identify each record for quick access; records can be selected which match conditions defined by the user; and specific categories of data can be selected. Data may be displayed and analyzed in several ways which include: generating tabular information assembled from comparison of all the records on the system; generating statistical information on numeric data such as means, standard deviations and standard errors; and displaying formatted listings of output data. The MIMS program is written in Microsoft FORTRAN-77. It was designed to operate on IBM Personal Computers and compatibles running under PC or MS DOS 2.00 or higher. MIMS was developed in 1987.

    As the overall manager and integrator of International Space Station (ISS) science payloads and experiments, the Payload Operations Integration Center (POIC) at Marshall Space Flight Center had a critical need to provide an information management system for exchange and management of ISS payload files as well as to coordinate ISS payload related operational changes. The POIC's information management system has a fundamental requirement to provide secure operational access not only to users physically located at the POIC, but also to provide collaborative access to remote experimenters and International Partners. The Payload Information Management System (PIMS) is a ground based electronic document configuration management and workflow system that was built to service that need. Functionally, PIMS provides the following document management related capabilities: 1. File access control, storage and retrieval from a central repository vault. 2. Collect supplemental data about files in the vault. 3. File exchange with a PMS GUI client, or any FTP connection. 4. Files placement into an FTP accessible dropbox for pickup by interfacing facilities, included files transmitted for spacecraft uplink. 5. Transmission of email messages to users notifying them of new version availability. 6. Polling of intermediate facility dropboxes for files that will automatically be processed by PIMS. 7.     In 1989, NASA's Langley Research Center (LaRC) initiated the High-Speed Airframe Integration Research (HiSAIR) Program to develop and demonstrate an integrated environment for high-speed aircraft design using advanced multidisciplinary analysis and optimization procedures. The major goals of this program were to evolve the interactions among disciplines and promote sharing of information, to provide a timely exchange of information among aeronautical disciplines, and to increase the awareness of the effects each discipline has upon other disciplines. LaRC historically has emphasized the advancement of analysis techniques. HiSAIR was founded to synthesize these advanced methods into a multidisciplinary design process emphasizing information feedback among disciplines and optimization. Crucial to the development of such an environment are the definition of the required data exchanges and the methodology for both recording the information and providing the exchanges in a timely manner. These requirements demand extensive use of data management techniques, graphic visualization, and interactive computing. HiSAIR represents the first attempt at LaRC to promote interdisciplinary information exchange on a large scale using advanced data management methodologies combined with state-of-the-art, scientific visualization techniques on graphics workstations in a distributed computing environment.     Patient management information tracks general facts about the location of the patient and the providers assigned to care for the patient. The Clinical Data Repository at Columbia Presbyterian Medical Center employs a generic schema to record patient management events. The schema is extremely simple, yet can support several different views of patient information, as required by different applications: a longitudinal view of patient visits, including both inpatient and outpatient encounters; a visit-oriented view, to record facts related to a current encounter; a location-based view to provide a census of a nursing ward; and a provider-based view to give a list of the patients currently being cared for by a given clinician. We first examine how information technology enables health informatics, supporting information management and knowledge creation through its four cornerstones. Success factors in using informatics are covered next, including human factors, the role of trained health informaticians, and the importance of matching informatics initiatives with business goals and establishing and measuring value. We demonstrate the potential effect of the Internet on health services through such e-health applications as enterprise-wide patient records, state-of-the-art call centers, and data repositories. For current evidence that informatics is already improving health, we turn to such topics as disease management, telehealth, patient safety, and decision support.   20. Virtual Network Configuration Management System for Data Center Operations and Management

    Virtualization technologies are widely deployed in data centers to improve system utilization. However, they increase the workload for operators, who have to manage the structure of virtual networks in data centers. A virtual-network management system which automates the integration of the configurations of the virtual networks is provided. The proposed system collects the configurations from server virtualization platforms and VLAN-supported switches, and integrates these configurations according to a newly developed XML-based management information model for virtual-network configurations. Preliminary evaluations show that the proposed system helps operators by reducing the time to acquire the configurations from devices and correct the inconsistency of operators' configuration management database by about 40 percent. Further, they also show that the proposed system has excellent scalability; the system takes less than 20 minutes to acquire the virtual-network configurations from a large scale network that includes 300 virtual machines. These results imply that the proposed system is effective for improving the configuration management process for virtual networks in data centers.

    The Earth Observing System (EOS) is an integral part of the National Aeronautics and Space Administration's (NASA's) Earth Science Enterprise (ESE). ESE is a long-term global change research program designed to improve our understanding of the Earth's interrelated processes involving the atmosphere, oceans, land surfaces, and polar regions. Data from EOS instruments and other Earth science measurement systems are useful in understanding the causes and processes of global climate change and the consequences of human activities. The EOS Data and Information System (EOSDIS) provides a structure for data management and user services for products derived from EOS satellite instruments and other NASA Earth science data. Within the EOSDIS framework, the Distributed Active Archive Centers (DAACs) have been established to provide expertise in one or more Earth science disciplines. The DAACs and cooperating data centers provide data and information services to support the global change research community. Much of the development of the DAACs has been in anticipation of the enormous amount of data expected from EOS instruments to be launched within the next two decades. Terra, the EOS flagship launched in December 1999, is the first of a series of EOS satellites to carry several instruments with multispectral capabilities. Some data products from these instruments are now available from several of the DAACs. These and other data products can be ordered through the EOS Data Gateway (EDG) and DAAC-specific online ordering systems.

    The Information Model is the foundation on which an Information System is built. It defines the entities to be processed, their attributes, and the relationships that add meaning. The development and subsequent management of the Information Model is the single most significant factor for the development of a successful information system. A framework of tools has been developed that supports the management of an information model with the rigor typically afforded to software development. This framework provides for evolutionary and collaborative development independent of system implementation choices. Once captured, the modeling information can be exported to common languages for the generation of documentation, application databases, and software code that supports both traditional and semantic web applications. This framework is being successfully used for several science information modeling projects including those for the Planetary Data System (PDS), the International Planetary Data Alliance (IPDA), the National Cancer Institute's Early Detection Research Network (EDRN), and several Consultative Committee for Space Data Systems (CCSDS) projects. The objective of the Space Physics Archive Search and Exchange (SPASE) program is to promote collaboration and coordination of archiving activity for the Space Plasma Physics community and ensure the compatibility of the architectures used for a global distributed system and the individual data centers. Over the past several years, the SPASE data model working group has made great progress in developing the SPASE Data Model and supporting artifacts including a data dictionary, XML Schema, and two ontologies.     The value of high-throughput genomic research is dramatically enhanced by association with key patient data. These data are generally available but of disparate quality and not typically directly associated. A system that could bring these disparate data sources into a common resource connected with functional genomic data would be tremendously advantageous. However, the integration of clinical and accurate interpretation of the generated functional genomic data requires the development of information management systems capable of effectively capturing the data as well as tools to make that data accessible to the laboratory scientist or to the clinician. In this review these challenges and current information technology solutions associated with the management, storage and analysis of high-throughput data are highlighted. It is suggested that the development of a pharmacogenomic data management system which integrates public and proprietary databases, clinical datasets, and data mining tools embedded in a high-performance computing environment should include the following components: parallel processing systems, storage technologies, network technologies, databases and database management systems (DBMS), and application services.     After reviewing the recent popularization of the information transmission and processing technologies, which are supported by the progress of electronics, the authors describe that by the introduction of the opto-electronics into the information technology, the possibility of applying the artificial intelligence (AI) technique to the mechanization of the information management has emerged. It is pointed out that althuogh AI deals with problems in the mental world, its basic methodology relies upon the verification by evidence, so the experiment on computers become indispensable for the study of AI. The authors also describe that as computers operate by the program, the basic intelligence which is concerned in AI is that expressed by languages. This results in the fact that the main tool of AI is the logical proof and it involves an intrinsic limitation. To answer a question “Why do you employ AI in your problem solving”, one must have ill-structured problems and intend to conduct deep studies on the thinking and the inference, and the memory and the knowledge-representation. Finally the authors discuss the application of AI technique to the information management. The possibility of the expert-system, processing of the query, and the necessity of document knowledge-base are stated.

    In 1988-89, Indiana University became the first public university to implement responsibility-centered management (RCM) comprehensively. This article describes and assesses the implementation of RCM on the core campus of Indiana University School of Nursing in Indianapolis. It describes how RCM encouraged an information-rich environment, particularly with the advent of economic modeling; decision making linked to strategic goals/objectives; and a performance-based reward structure (e.g., merit pay increases and incentive plans). It ends with a discussion about the worth of RCM and the changes that frame-work produced, particularly in reconceptualizing the roles of the business officer and dean. The most profound consequence of RCM may be the effect it has in encouraging rethinking of what it means to be a school of nursing at this point in time. PMID:10932994

    On the high plateau of modern computer hardware, software systems are arising that are more than fast data processors or glorified adding machines-they are information refineries that can transform mere facts into knowledge on a vast scale. For instance, information-refining programs might transform the low-level data that described a hospital patient, transportation network or factory into a high-level synopsis. They might convert electronic file cabinets full of data into authoritative discussions of the objects or events (patient histories, wildflowers or automobile accidents) contained in those files. The development of information refineries is intimately bound up with the growing role of parallelism in computer science. Parallel hardware consisting of multiple subcomputers in a single box has increased the computing power available to users. Parallel software makes it possible to tap this power, and frequently it offers elegant solutions to complex information-management problems. The author and investigators elsewhere have been exploring a number of approaches to building such information refineries. Two kinds of machine hold promise: the information filter, which transforms an incoming stream of data into higher-level knowledge, and the smart data base, which sorts out interesting patterns from records of many similar objects or event.

    Information security management for healthcare enterprises is complex as well as mission critical. Information technology requests from clinical users are of such urgency that the information office should do its best to achieve as many user requests as possible at a high service level using swift security policies. This research proposes the Agile Enterprise Regulation Architecture (AERA) of information security management for healthcare enterprises to implement as part of the electronic health record process.     The thirty-year-old United States Long Term Ecological Research Network has developed extensive metadata to document their scientific data. Standard and interoperable metadata is a core component of the data-driven analytical solutions developed by this research network Content management systems offer an affordable solution for rapid deployment of metadata centered information management systems. We developed a customized integrative metadata management system based on the Drupal content management system technology. Building on knowledge and experience with the Sevilleta and Luquillo Long Term Ecological Research sites, we successfully deployed the first two medium-scale customized prototypes. In this paper, we describe the vision behind our Drupal based information management instances, and list the features offered through these Drupal based systems. We also outline the plans to expand the information services offered through these metadata centered management systems. We will conclude with the growing list of participants deploying similar instances.

    Throughout the history of Biosphere 2, the collecting and recording of biological data has been sporadic. Currently no active effort to administer and record regular biological surveys is being made. Also, there is no central location, such as an on-site data library, where all records from various studies have been archived. As a research institute, good, complete data records are at the core of all Biosphere 2's scientific endeavors. It is therefore imperative that an effective data management system be implemented within the management and research departments as soon as possible. Establishing this system would require three general phases: (1) Design/implement a new archiving/management program (including storage, cataloging and retrieval systems); (2) Organize and input baseline and intermediate data from existing archives; and (3) Maintain records by inputting new data.

    The Internet is becoming the preferred method for disseminating scientific data from a variety of disciplines. This has resulted in information overload on the part of the scientists, who are unable to query all of the relevant sources, even if they knew where to find them, what they contained, how to interact with them, and how to interpret the results. Thus instead of benefiting from this information rich environment, scientists become experts on a small number of sources and use those sources almost exclusively. Enabling information based scientific advances, in domains such as functional genomics, requires fully utilizing all available information. We are developing an end-to-end solution using leading-edge automatic wrapper generation, mediated query, and agent technology that will allow scientists to interact with more information sources than currently possible. Furthermore, by taking a workflow-based approach to this problem, we allow them to easily adjust the dataflow between the various sources to address their specific research needs.

    In May 1977 the newly constructed Creighton University Bio-Information Center, costing over $4 million and containing more than 57,000 square feet of space, officially began to provide services. This facility houses three educational support programs--the Health Sciences Library, the Learning Resources Center, and the Biomedical Communications Center--that primarily serve the University's health sciences schools of medicine, dentistry, pharmacy, nursing, and allied health, and the University's major teaching hospital, Saint Joseph Hospital. This article begins with a brief history of the development of the library and is chiefly concerned with the Health Sciences Library and the Learning Resources Center. Criteria formulated during the design phase of the Bio-Information Center are identified. A description of the center and its services, with an emphasis on the application of these criteria, is set forth.   10. Quality of Prostate Cancer Treatment Information on Cancer Center Websites

    Introduction Cancer center websites are trusted sources of internet information about treatment options for prostate cancer. The quality of information on these websites is unknown. The objective of this study was to evaluate the quality of information on cancer center websites addressing prostate cancer treatment options, outcomes, and toxicity. Materials and methods We evaluated the websites of all National Cancer Institute-designated cancer centers to determine if sufficient information was provided to address eleven decision-specific knowledge questions from the validated Early Prostate Cancer Treatment Decision Quality Instrument. We recorded the number of questions addressed, the number of clicks to reach the prostate cancer-specific webpage, evaluation time, and Spanish and mobile accessibility. Correlation between evaluation time and questions addressed were calculated using the Pearson coefficient. Results Sixty-three websites were reviewed. Eighty percent had a prostate cancer-specific webpage reached in a median of three clicks. The average evaluation time was 6.5 minutes. Information was available in Spanish on 24% of sites and 59% were mobile friendly. Websites provided sufficient information to address, on average, 19% of questions. No website addressed all questions. Evaluation time correlated with the number of questions addressed (R2 = 0.42, p < 0.001). Conclusions Cancer center websites provide insufficient information for men with localized prostate cancer due to a lack of information about and direct comparison of specific treatment outcomes and toxicities. Information is also less accessible in Spanish and on mobile devices. These data can be used to improve the quality and accessibility of prostate cancer treatment information on cancer center websites. PMID:27226941
