    As a result of improved capabilities obtained through current computer technologies, application programs and expert systems, Enterprises are being designed or upgraded to be highly integrated and automated information systems. To design or modify Enterprises, it is necessary to first define what functions are to be performed within the Enterprise, identify which functions are potential candidates for automation, and what automated or expert systems are available, or must be developed, to accomplish the selected function. Second, it is necessary to define and analyze the informational requirements for each function along with the informational relationships among the functions so that a database structure can be established to support the Enterprise. To perform this type of system design, an integrated set of analysis tools is required to support the information analysis process. The IDEAL (Integrated Design and Engineering Analysis Languages) methodology provides this integrated set of tools and is discussed.

    The ability of a country to follow sustainable development paths is determined to a large extent by the capacity or capabilities of its people and its institutions. Specifically, capacity-building in the UNCED terminology encompasses the country's human, scientific, technological, organizational, institutional, and resource capabilities. A fundamental goal of capacity-building is to enhance the ability to pose, evaluate and address crucial questions related to policy choices and methods of implementation among development options. As a result the United Nations Conference on Environment and Development (UNCED) Agenda 21 planning process has identified the need for better methods by which information can be transferred between industrialized nations and developing nations. The reasons for better methods of information transfer include facilitating decisions related to sustainable development and building the capacity of developing nations to better plan their future in both an economical and environmentally sound manner. This paper is a discussion on mechanisms for providing information and technologies available for presenting the information to a variety of cultures and levels of technical literacy. Consideration is given to access to information technology as well as to the cost to the user. One concept discussed includes an Engineering Partnership'' which brings together the talents and resources of private consulting engineers, corporations, non-profit professional organizations, government agencies and funding institution which work in partnership with each other and associates in developing countries. Concepts which are related to information technologies include a hypertext based, user configurable cultural translator and information navigator and the use of multi-media technologies to educate engineers about the concepts of sustainability, and the adaptation of the concept of metabolism to creating industrial systems.

According to analysis of input and output data, tables and reports in connection with equipment maintenance process, relationships between entity and attribute is found out, and E-R diagram is drawed and relational database table is established.     The Facilities Engineering and Architectural Branch is responsible for the design and maintenance of buildings, laboratories, and civil structures. In order to improve efficiency and quality, the FEAB has dedicated itself to establishing a data infrastructure based on Geographic Information Systems, GIs. The value of GIS was explained in an article dating back to 1980 entitled "Need for a Multipurpose Cadastre which stated, "There is a critical need for a better land-information system in the United States to improve land-conveyance procedures, furnish a basis for equitable taxation, and provide much-needed information for resource management and environmental planning." Scientists and engineers both point to GIS as the solution. What is GIS? According to most text books, Geographic Information Systems is a class of software that stores, manages, and analyzes mapable features on, above, or below the surface of the earth. GIS software is basically database management software to the management of spatial data and information. Simply put, Geographic Information Systems manage, analyze, chart, graph, and map spatial information. At the outset, I was given goals and expectations from my branch and from my mentor with regards to the further implementation of GIs. Those goals are as follows: (1) Continue the development of GIS for the underground structures. (2) Extract and export annotated data from AutoCAD drawing files and construct a database (to serve as a prototype for future work). (3) Examine existing underground record drawings to determine existing and non-existing underground tanks. Once this data was collected and analyzed, I set out on the task of creating a user-friendly database that could be assessed by all members of the branch. It was important that the database be built using programs that most employees already possess, ruling out most AutoCAD-based viewers.     The easy monitoring systems of contact and non-contact living body information for preventing the the Sudden Infant Death Syndrome (SIDS) were proposed as an alternative monitoring system of the infant's vital information. As for the contact monitoring system, respiration sensor, ECG electrodes, thermistor and IC signal processor were integrated into babies' nappy holder. This contact-monitoring unit has RF transmission function and the obtained data are analyzed in real time by PC. In non-contact mortaring system, the infrared thermo camera was used. The surrounding of the infant's mouth and nose is monitored and the respiration rate is obtained by thermal image processing of its temperature change image of expired air. This proposed system of in-sleep infant's vital information monitoring system and unit are very effective as not only infant's condition monitoring but also nursing person's one.

Agriculture GIS has several applications, such as agricultural capability analysis, land conservation, market analysis, or whole farming planning. Forestry GIs can be used for timber assessment and management, harvest scheduling and planning, environmental impact assessment, and pest management. GIS when used in wildlife applications enables the user to assess and manage habitats, identify and track endangered and rare species, and monitor impact assessment.

    This article describes the development of a Tuberculosis Informations Management in Kanagawa Prefecture. Although the informations management was very complicated and troublesome, it saves labor thanks to computerised management of data, and allows the preparation of various documents. This system uses tuberculosis surveillance informations developed by the Ministry of Health, Labour and Welfare. By using this system, it has become possible not only to improve the work efficiency, but we also to deliver timely and appropriate followup care to patients and their contacts. Moreover, access to necessary data and statistical informations, in the form of Excel spreadsheets, was possible in this system. Besides saving labor power, the system provides various informations needed for the evaluation of the tuberculosis situation in jurisdictional area.     The paper presents algorithm of decision making for development strategy of information systems. The process of development is planned taking into account the internal and external factors of the enterprise which affect the prospects of development of both the information system and the whole enterprise. The initial state of the system must be taken into account. The total risk is the criterion for selecting the strategy. The risk is calculated using statistical and fuzzy data of system's parameters. These data are summarized by means of the function of uncertainty. The software for the realization of the algorithm of decision making on choosing the development strategy of information system is developed and created in this paper.

    Since 2010, the state of Rhineland-Palatinate in Germany has developed a cultural landscape information system as a process to secure and further enrich aggregate data about its cultural assets. In an open dialogue between governing authorities and citizens, the intention of the project is an active cooperation of public and private actors. A cultural landscape information system called KuLIS was designed as a web platform, combining semantic wiki software with a geographic information system. Based on data sets from public administrations, the information about cultural assets can be extended and enhanced by interested participants. The developed infrastructure facilitates local information accumulation through a crowdsourcing approach. This capability offers new possibilities for e-governance and open data developments. The collaborative approach allows governing authorities to manage and supervise official data, while public participation enables affordable information acquisition. Gathered cultural heritage information can provide incentives for touristic valorisation of communities or concepts for strengthening regional identification. It can also influence political decisions in defining significant cultural regions worth of protecting from industrial influences. The presented cultural landscape information allows citizens to influence the statewide development of cultural landscapes in a democratic way.

    An aim of research described in the article was to evaluate usefulness of the university information system, which precedes its reorganization. The study was conducted among representatives of all stakeholders - system users: candidates, students and university authorities. A need of system users expressed in the study: change of the approach in its construction - from purely information to procedural, it is consistent with a current process approach in systems design, intensified by the fashionable service oriented architecture (SOA). This thread was developed by conducting literature research and analysis of student information systems best practices. As a result the processes were selected and described, which implementation may assist the university system. Research result can be used by system designers for its improvement.

    Experience in the development of a geographic information system to support the CARETS project has confirmed the considerable advantages that may accrue by paralleling the system development with a rational and balanced system production effort which permits the integration of the education and training of users with interim deliverable products to them. Those advantages include support for a long-term staff plan that recognizes substantial staff changes through system development and implementation, a fiscal plan that provides continuity in resources necessary for total system development, and a feedback system which allows the user to communicate his experiences in using the system. Thus far balance between system development and system production has not been achieved because of continuing large-scale spatial data processing requirements coupled with strong and insistent demands from users for immediately deliverable products from the system. That imbalance has refocussed staffing and fiscal plans from long-term system development to short- and near-term production requirements, continuously extends total system development time, and increases the possibility that later system development may reduce the usefulness of current interim products.

    A domain ontology can be used to drive the development of a science information system and enable system interoperability and science data correlation. A domain ontology defines the data structures, the metadata for the science interpretation of the data, and the metadata that describes the context within which the data was captured, processed, and archived. In addition the ontology defines the organization of the data and their relationships. These definitions can be used to configure a registry-base information system from generic system components, generate schemas for data labeling and validation, and write standards documents for a variety of audiences. The resulting information system catalogs and tracks ingested data and allows the periodic harvesting of the registered metadata for sophisticated web-based search applications. An independent ontology and the data driven paradigm also allow the evolution of the domain’s information model independent from the system’s infrastructure. The Planetary Data System (PDS) is executing a plan to move the PDS to a fully online, federated system. This plan addresses new demands on the system including increasing data volume and complexity and number of missions. This poster provides an overview of the planetary science ontology and the data driven paradigm being used to development the PDS 2010 information system.

  10. A Model-Driven Development Method for Management Information Systems

    Traditionally, a Management Information System (MIS) has been developed without using formal methods. By the informal methods, the MIS is developed on its lifecycle without having any models. It causes many problems such as lack of the reliability of system design specifications. In order to overcome these problems, a model theory approach was proposed. The approach is based on an idea that a system can be modeled by automata and set theory. However, it is very difficult to generate automata of the system to be developed right from the start. On the other hand, there is a model-driven development method that can flexibly correspond to changes of business logics or implementing technologies. In the model-driven development, a system is modeled using a modeling language such as UML. This paper proposes a new development method for management information systems applying the model-driven development method to a component of the model theory approach. The experiment has shown that a reduced amount of efforts is more than 30% of all the efforts.

In addition to being a major upgraded automated data processing system, the CIS is a management philosophy which recognizes data as a valuable corporate resource and which distinguishes between data and selected data, or information. It further recognizes that different users need different kinds of information. Plans for CIS development are discussed. It will offer its users not just after-the-fact data, but timely information in a format that is meaningful and useful to the particular user, so that the information can be applied in planning, controlling, and decision making by all levels of management. In effect, CIS will help the corporation itself to function as a total, integrated system by typing together administrative activities through information exchange. The CIS supports the operational, tactical control, and strategic planning functions of the corporation.     This study aims to improve a medical module which provides a real-time medical information flow about pre-hospital processes that gives health care in disasters; transferring, storing and processing the records that are in electronic media and over internet as a part of disaster information systems. In this study which is handled within the frame of providing information flow among professionals in a disaster case, to supply the coordination of healthcare team and transferring complete information to specified people at real time, Microsoft Access database and SQL query language were used to inform database applications. System was prepared on Microsoft .Net platform using C# language. Disaster information system-medical module was designed to be used in disaster area, field hospital, nearby hospitals, temporary inhabiting areas like tent city, vehicles that are used for dispatch, and providing information flow between medical officials and data centres. For fast recording of the disaster victim data, accessing to database which was used by health care professionals was provided (or granted) among analysing process steps and creating minimal datasets.     Ocean information management is of great importance as it has been employed in many areas of ocean science and technology. However, the developments of Ocean Information Systems (OISs) often suffer from low efficiency because of repetitive work and continuous modifications caused by dynamic requirements. In this paper, the basic requirements of OISs are analyzed first, and then a novel platform DPOI is proposed to improve development efficiency and enhance software quality of OISs by providing off-the-shelf resources. In the platform, the OIS is decomposed hierarchically into a set of modules, which can be reused in different system developments. These modules include the acquisition middleware and data loader that collect data from instruments and files respectively, the database that stores data consistently, the components that support fast application generation, the web services that make the data from distributed sources syntactical by use of predefined schemas and the configuration toolkit that enables software customization. With the assistance of the development platform, the software development needs no programming and the development procedure is thus accelerated greatly. We have applied the development platform in practical developments and evaluated its efficiency in several development practices and different development approaches. The results show that DPOI significantly improves development efficiency and software quality.

    In this paper, the authors introduce an In-Vehicle Information System (IVIS) which will manage messages from a variety of Advanced Traveler Information Services (ATIS) devices which can be installed in a road vehicle. The IVIS serves as the interface between the driver and the driving information environment. Increasingly, aftermarket systems, such as routing and navigation aids, are becoming available which can be added to vehicles to aid in travel and/or the conduct of business in the vehicle. The installation of multiple devices, each with its own driver interface, increases the likelihood of driver distraction and thus the risk of an accident. The goal of this project is the development of a fully-integrated IVIS which will filter, prioritize and display highway and vehicle information safely and efficiently, while also providing an integrated driver interface to a variety of ATIS information sources. Because these devices will be integrated into IVIS as components, they are referred to in this paper as IVIS subsystems. Such a system, using modern digital technology, will tailor information both to the driver`s needs and to the driving environment. A variety of other efforts, both in the Us and abroad, either have been completed or are nearing completion, and the results of these efforts will be incorporated into this present system. IVIS must perform three high level functions (Tufano, et al, 1997). It must (1) interact with (ATIS) subsystems, (2) management information, and (3) interact with the driver. To safely develop and evaluate such a device, a platform must be devised which permits testing in an off-road setting.

    The architecture of the Earth Observing System (EOS), a major component of NASA's contribution to the U.S. Global Change Research Program, is described with emphasis on its development strategy. It is noted that the EOS is comprised of a scientific research program, a space measurement system, and an EOS Data and Information System (EOSDIS). Details are presented concerning the EOS program and its candidate instruments. Major components of EOS include Version 0 (V0) built on existing Distributed Active Archive Centers (DAACs), the EOSDIS core system (ECS), DAAC-unique functions, science computing facilities (SCF), and independent verification validation of the ECS. Requirements for EODIS are also reviewed noting that, among other requirements, it must keep up with an orbital average data rate of more than 30 Mbps as well as store, distribute, and manage information about tens of Petabytes of data during and after the 15-year mission.

    Nanji Islands National Natural Reserve is a very representatively marine protected area (MPA) in China. The MPA is built for protecting shellfish, algae and their inhabit environment. The purpose of this paper is to develop a special geographical information system to manage the biodiversity data and environment data. Basic geographic data are collected by topographic maps, chart maps and high resolution remote sensing. More than four times survey data are collected since 1992, including shellfish and macro benthic algae species data, water body and tide flat environment data. All of geographic data and biodiversity data are imported into geodatabase created with ArcGIS. Then some applied function is developed for display, manage and analyze the basic geographic and biodiversity data. Finally, some applications with Nanji Islands biodiversity geographical information system are showed.

Information systems specifically discussed include: international nuclear information system (INIS); Nuclear Science Abstract (NSA); EURATOM; AGRIS; AGRINDEX; Information Retrieval Limited (IRL); IFIS (International Food Information Service); Chemical Abstracts Service (CAS); MEDLARS; and TITUS. 3 methods of international information transfer are discussed: commercial transactions; negotiated (bilateral) barter arrangements; and contribution to internationally managed systems. Technical, economic, and professional objectives support the rationale for international cooperation.     Various initiatives are currently in preparation or ongoing at the European level to improve information systems in Earth Sciences and oceanographic systems are at the forefront of these efforts. Europe is playing a leading role in the Group on Earth Observation (GEO) that aims to implement the Global Earth Observation System of Systems (GEOSS). The GEO Architecture and Data Committee, oversees the development of the GEOSS Common Infrastructure (GCI) which consists of a web-based portal, a clearinghouse for searching data, information and services, registries containing information about GEOSS components and associated standards and best practices. This development is detailed in the various tasks of the GEO Work Plan . Several European projects in the marine domain funded under the research framework program participate in the development of the GEOSS. EMODNET is another initiative to develop a system that will allow a better identification and access to marine data that are being collected, that will permit the identification of data gaps and that will shape a data collection and monitoring infrastructure directly suited to multiple applications. A number of measures have already been taken at EU level - the INSPIRE Directive obliges Member States to facilitate discovery of data holdings, the Environmental Information Directive requires them to release the data when asked, the Public Sector Information Directive facilitates the re-use of public data and the revised Data Collection Regulation has improved the availability of fisheries data. Moreover, prototype marine data catalogues and quality procedures for measurement laboratories have been developed through successive EU research programmes. EMODNET is complementary to other EU initiatives in the marine domain.     A comprehensive patient information datafile of 320 topics has been developed, subserving the domains of medicine, surgery, gynaecology and paediatrics. The system was designed as loose-leaf sheets capable of being photocopied, as well as a computer-based datafile. In a four-practice study, 73% of consecutive general practice attenders could be issued with the relevant disorder or procedure information sheet. With a questionnaire return rate of 79%, 886 patients rated the three criteria of readability, understandability and usefulness of their leaflets as very or quite easy and very or quite useful in more than 94% of instances. This system could be a valuable adjunct to patient education in both general and hospital practice settings. PMID:8976889

    The integrated medical supply inventory control system introduced in this study is a hybrid system that is shaped by the nature of medical supply, usage and storage capacity limitations of health care facilities. The system links demand, service provided at the clinic, health care service provider's information, inventory storage data and decision support tools into an integrated information system. ABC analysis method, economic order quantity model, two-bin method and safety stock concept are applied as decision support models to tackle inventory management issues at health care facilities. In the decision support module, each medical item and storage location has been scrutinised to determine the best-fit inventory control policy. The pilot case study demonstrates that the integrated medical supply information system holds several advantages for inventory managers, since it entails benefits of deploying enterprise information systems to manage medical supply and better patient services.

    A wearable device is an electronic device miniaturized to a wearable size with computing and wireless communication functions. In this study, we have applied a communication system using ultrasonic waves to a wearable device. Ultrasonic waves are safe for the human body and do not cause the malfunction of electronic equipment. In addition, communication using ultrasonic waves is effective for preventing “skimming” because ultrasonic waves can transmit through the human body and have a large attenuation in air. Wearable devices can also be used in areas where electromagnetic waves are limited. We have developed an experimental prototype device. The prototype contains a one-chip microcomputer used to verify the size and battery consumption of the wearable device. As a result, the developed prototype realized bidirectional communication with a suitable device size and power consumption. The communication speed corresponds to 250 kbps. This value is equivalent to that of a conventional IC card system using electromagnetic waves. With this proposed system, we can achive various practical applications that can maintain absolute privacy while transmitting information through the human body.

    Spill Management Information System (SMIS) is a geographic information system (GIS)-based decision support system designed to effectively manage the risks associated with accidental or intentional releases of a hazardous material into an inland waterway. SMIS provides critical planning and impact information to emergency responders in anticipation of, or following such an incident. SMIS couples GIS and database management systems (DBMS) with the 2-D surface water model CE-QUAL-W2 Version 3.1 and the air contaminant model Computer-Aided Management of Emergency Operations (CAMEO) while retaining full GIS risk analysis and interpretive capabilities. Live 'real-time' data links are established within the spill management software to utilize current meteorological information and flowrates within the waterway. Capabilities include rapid modification of modeling conditions to allow for immediate scenario analysis and evaluation of 'what-if' scenarios.     This paper describes the Development Database of a Software Engineering Environment (SEE), that couples reuse and object-oriented technologies. We propose a classification model for the repository of reusable components that is a support for an efficient retrieval mechanism, and a reusable component model that considers components of large and low-granularity levels (e.g., application frameworks and methods of a given class). The reusable component model is based on the underlying idea that development components are not operational components since they do not have the same purpose. This model first represents each component as an aggregation of other sub-components, together with all information needed for its retrieval (e.g., classification and facets), its under-standing (e.g., informal functional description) and its dependencies with other development components, in particular the applications in which it occurs, since applications are considered also as abstract development components. This approach was tested thanks to an existing application which was loaded into the SEE. From that moment, it was possible to regenerate a new application in a reasonably short time. Moreover, the existence of a retrieval tool permits to validate the development components classification, but also put forward the importance of the qualification step. In particular, the versioning should be carefully processed.     PEEX, as a long-term multidisciplinary integrated study, needs a systems design of a relevant information background. The idea of development of an Integrated Land Information System (ILIS) for the region as an initial step of future advanced integrated observing systems is considered as a promising way. The ILIS could serve (1) for introduction of a unified system of classification and quantification of environment, ecosystems and landscapes; (2) as a benchmark for tracing the dynamics of land use - land cover and ecosystems parameters, particularly for forests; (3) as a systems background for empirical assessment of indicators of an interest (e.g., components of biogeochemical cycles); (4) comparisons, harmonizing and mutual constraints of the results obtained by different methods; (5) for parameterization of surface fluxes for the 'atmosphere-land' system; (6) for use in divers models and for models' validation; (7) for downscaling of available information to a required scale; (8) for understanding of gradients for up-scaling of "point" data, etc. The ILIS is presented in form of multi-layer and multi-scale GIS that includes a hybrid land cover (HLC) by a definite date and corresponding legends and attributive databases. The HLC is based on relevant combination of a "multi" remote sensing concept that includes sensors of different type and resolution and ground data. The ILIS includes inter alia (1) general geographical and biophysical description of the territory (landscapes, soil, vegetation, hydrology, bioclimatic zones, permafrost etc.); (2) diverse datasets of measurements in situ; (3) sets of empirical and semi-empirical aggregation and auxiliary models, (4) data on different inventories and surveys (forest inventory, land account, results of forest monitoring); (5) spatial and temporal description of anthropogenic and natural disturbances; (5) climatic data with relevant temporal resolution etc. The ILIS should include only the data with known

As the complexity of the systems are still growing, and the so-called software crisis still not solved, it is urgent to provide a framework mixing the two paradigms. This paper presents an elegant attempt in this direction through our Recursive Object-Oriented Method (ROOM) in which a top-down approach divides the complexity of the system and an object oriented method studies a given level of abstraction. Illustrating this recursive schema with a simple example, we demonstrate that we achieve the goal of creating loosely coupled and reusable components.

We took a longitudinal approach to analysing the development of Botswana’s health information systems. Objectives: We aimed to: (i) trace the development of the national health information systems in Botswana (ii) identify pitfalls during development and prospects that could be maximized to strengthen the system; and (iii) draw lessons for Botswana and other countries working on establishing or improving their health information systems. Methods: This article is based on data collected through document analysis and key informant interviews with policy makers, senior managers and staff of the Ministry of Health and senior officers from various stakeholder organizations. Results: Lack of central coordination, weak leadership, weak policy and regulatory frameworks, and inadequate resources limited development of the national health information systems in Botswana. Lack of attention to issues of organizational structure is one of the major pitfalls. Conclusion: The ongoing reorganization of the Ministry of Health provides opportunity to reposition the health information system function. By using strategies of data collection, working environment observation, applying use-case modeling, and conferences of Joint Application Design (JAD) to complete the system requirement analysis and design. The Admission Care Management Information System (ACMIS) mainly included: (1) Admission nursing management information system. (2) Inter-shift meeting information management system. (3) The linkage of drug management system and physical examination record system. The framework contained qualitative and quantitative components that provided both formative and summative elements of the evaluation. System evaluation was to apply information success model, and developed questionnaire of consisting nurses’ acceptance and satisfaction. The results of questionnaires were users’ satisfaction, the perceived self-involvement, age and information quality were positively to personal and organizational effectiveness.     The Water Resources Division of the U.S. Geological Survey is developing a National Water Information System (NWIS) that will integrate and replace its existing water data and information systems of the National Water Data Storage and Retrieval System, National Water Data Exchange, National Water-Use Information, and Water Resources Scientific Information Center programs. It will be a distributed data system operated as part of the Division 's Distributed Information System, which is a network of computers linked together through a national telecommunication network known as GEONET. The NWIS is being developed as a series of prototypes that will be integrated as they are completed to allow the development and implementation of the system in a phased manner. It also is being developed in a distributed manner using personnel who work under the coordination of a central NWIS Project Office. Work on the development of the NWIS began in 1983 and it is scheduled for completion in 1990. This document presents an overall plan for the design, development, implementation, and operation of the system. Detailed discussions are presented on each of these phases of the NWIS life cycle. The planning, quality assurance, and configuration management phases of the life cycle also are discussed. The plan is intended to be a working document for use by NWIS management and participants in its design and development and to assist offices of the Division in planning and preparing for installation and operation of the system.     The integral digital information on the waters of Slovenia is developed. This is a system of aggregated, verified and logically integrated information on the state of waters in Slovenia, the pressures on the water environments and its protection. Data sources are national information evidence and monitoring systems managed by public service organisations and other expert institutions. The information system is a source for planning in water management, environmental state reporting, and performance indicators evaluation. It is based on country based catchment register. The system incorporates 31 information thematic layers that are organised in the DPSIR (driving forces, pressure, state, impact, and response) system. Data for the information themes are organised with the AutoCad MAP 4.5 GIS tool and prepared for browsing with Internet.

    Many hospital information systems have been developed and implemented to collect clinical data from the bedside and have used the information to improve patient care. Because of a growing awareness that the use of clinical information improves quality of care and patient outcomes, measuring tools (electronic and paper based) have been developed, but most of them require multiple steps of data collection and analysis. This necessitated the development of a Web-based Nursing Practice and Research Information Management System that processes clinical nursing data to measure nurses' delivery of care and its impact on patient outcomes and provides useful information to clinicians, administrators, researchers, and policy makers at the point of care. This pilot study developed a computer algorithm based on a falls prevention protocol and programmed the prototype Web-based Nursing Practice and Research Information Management System. It successfully measured performance of nursing care delivered and its impact on patient outcomes successfully using clinical nursing data from the study site. Although Nursing Practice and Research Information Management System was tested with small data sets, results of study revealed that it has the potential to measure nurses' delivery of care and its impact on patient outcomes, while pinpointing components of nursing process in need of improvement. On the other hand the research and development of the Internet of Things, which is an information network to connect objects, with the full capacity to perceive objects, and having the capabilities of reliable transmission and intelligence processing for information, allows us to obtain real-time information of anything. The application of the Internet of Things in field information online monitoring is an effective solution for present wired sensor monitoring system, which has much more disadvantages, such as high cost, the problems of laying lines and so on. In this paper, a novel field information monitoring system based on the Internet of Things is proposed. It can satisfy the requirements of multi-point measurement, mobility, convenience in the field information monitoring process. The whole structure of system is given and the key designs of system design are described in the hardware and software aspect. The studies have expanded current field information measurement methods and strengthen the application of the Internet of Things.

    It is reported that digital dashboard systems in hospitals provide a user interface (UI) that can centrally manage and retrieve various information related to patients in a single screen, support the decision-making of medical professionals on a real time basis by integrating the scattered medical information systems and core work flows, enhance the competence and decision-making ability of medical professionals, and reduce the probability of misdiagnosis. However, the digital dashboard systems of hospitals reported to date have some limitations when medical professionals use them to generally treat inpatients, because those were limitedly used for the work process of certain departments or developed to improve specific disease-related indicators. Seoul National University Bundang Hospital developed a new concept of EMR system to overcome such limitations. The system allows medical professionals to easily access all information on inpatients and effectively retrieve important information from any part of the hospital by displaying inpatient information in the form of digital dashboard.     Background: This study defines necessary data elements required for the research information system in the domain of health, and its level of accountability to national health research indicators from the experts’ perspective is being explored. Methods: This qualitative study was conducted based on comparative approach using the focus group method. Data were collected through 6 semi-structured group discussions held at the Undersecretary for Research and Technology, Ministry of Health and Medical Education, Tehran, Iran. For this study, 48 researchers were selected for the group discussions. All interviews and group discussions were recorded and transcribed. The Data analysis was performed simultaneously using Strauss and Corbin method. Results: Based on content analysis, the necessary data elements identified for the National Health Research Information System designed for all databases were the following: organizations, researchers, journals, articles, research projects and dissertations. Also, extracted from the focus group discussion were three main themes regarding data elements of these databases for the National Health Research Information System: 1) essential elements for each database 2) the system’s data elements accountability to the national indicators in the domain of health research and 3) recommendations in the direction of optimizing the data. Conclusions: The results obtained from this study can serve as a valuable source in designing research information system in the domain of health within the country and in the region as well.     We developed an IT triage system for collecting disaster medical information in real time. FeliCa cards and card readers are used to obtain the number and cond ition of patients. The system is composed of two elements. First, the number of patie nts for each triage level and the accepted number of patients in each diagnosis and treatment department are obtained in real time, including response for changing triage level. Second, this information can be shared among hospitals, the administration, and residents in real time who are searching for their family. A disaster drill utiliz ing this system was held at the University of Yamanashi Hospital with 450 participants.

    Clinical computing application development at Columbia-Presbyterian Medical Center has been limited by the lack of a flexible programming environment that supports multiple client user platforms. The World Wide Web offers a potential solution, with its multifunction servers, multiplatform clients, and use of standard protocols for displaying information. The authors are now using the Web, coupled with their own local clinical data server and vocabulary server, to carry out rapid prototype development of clinical information systems. They have developed one such prototype system that can be run on most popular computing platforms from anywhere on the Internet. The Web paradigm allows easy integration of clinical information with other local and Internet-based information sources. The Web also simplifies many aspects of application design; for example, it includes facilities for the use of encryption to meet the authors' security and confidentiality requirements. The prototype currently runs on only the Web server in the Department of Medical Informatics at Columbia University, but it could be run on other Web servers that access the authors' clinical data and vocabulary servers. It could also be adapted to access clinical information from other systems with similar server capabilities. This paper describes the problems and how the Personal Software Process (PSP) and Team Software Process (TSP2) manage this problem and then typical performance results are discussed.     The Lab for Energy and Environment (LFEE) at MIT is developing a Geographic Information System (GIS) for carbon management. The GIS will store, integrate, and manipulate information relating to the components of carbon management systems. Additionally, the GIS can be used to interpret and analyze the effect of developing these systems. In the first year of this three year project, we focused on two tasks: (1) specifying the system design--defining in detail the GIS data requirements, the types of analyses that can be conducted, and the forms of output we will produce, as well as designing the computer architecture of the GIS and (2) creating the ''core'' datasets--identifying data sources and converting them into a form accessible by the GIS.

    Co-design is a new trend in the social world which tries to capture different ideas in order to use the most appropriate features for a system. In this paper, co-design of two information system methodologies is regarded; rapid application development (RAD) and effective technical and human implementation of computer-based systems (ETHICS). We tried to consider the characteristics of these methodologies to see the possibility of having a co-design or combination of them for developing an information system. To reach this purpose, four different aspects of them are analyzed: social or technical approach, user participation and user involvement, job satisfaction, and overcoming change resistance. Finally, a case study using the quantitative method is analyzed in order to examine the possibility of co-design using these factors. The paper concludes that RAD and ETHICS are appropriate to be co-designed and brings some suggestions for the co-design.

Amberlite IR-45, an aminated styrene divinyl benzene matrix, was investigated to determine the influence of design parameters of sorber particle size, process flow rate, CO2 partial pressure, total pressure, and bed designs. CO2 capacity and energy requirements for a 4-man size system were related mathematically to important operational parameters. Some fundamental studies in CO2 sorber capacity, energy requirements, and process operation were also performed.

    Objectives The Web-based integrated public healthcare information system (PHIS) of Korea was planned and developed from 2005 to 2010, and it is being used in 3,501 regional health organizations. This paper introduces and discusses development and performance of the system. Methods We reviewed and examined documents about the development process and performance of the newly integrated PHIS. The resources we analyzed the national plan for public healthcare, information strategy for PHIS, usage and performance reports of the system. Results The integrated PHIS included 19 functional business areas, 47 detailed health programs, and 48 inter-organizational tasks. The new PHIS improved the efficiency and effectiveness of the business process and inter-organizational business, and enhanced user satisfaction. Economic benefits were obtained from five categories: labor, health education and monitoring, clinical information management, administration and civil service, and system maintenance. The system was certified by a patent from the Korean Intellectual Property Office and accredited as an ISO 9001. It was also reviewed and received preliminary comments about its originality, advancement, and business applicability from the Patent Cooperation Treaty. It has been found to enhance the quality of policy decision-making about regional healthcare at the self-governing local government level. Conclusions PHIS, a Web-based integrated system, has contributed to the improvement of regional healthcare services of Korea. However, when it comes to an appropriate evolution, the needs and changing environments of community-level healthcare service and IT infrastructure should be analyzed properly in advance.   14. Developing an Approach to Prioritize River Restoration using Data Extracted from Flood Risk Information System Databases.

    Prioritizing river restoration requires information on river geometry. In many states in the US detailed river geometry has been collected for floodplain mapping and is available in Flood Risk Information Systems (FRIS). In particular, North Carolina has, for its 100 Counties, developed a database of numerous HEC-RAS models which are available through its Flood Risk Information System (FRIS). These models that include over 260 variables were developed and updated by numerous contractors. They contain detailed surveyed or LiDAR derived cross-sections and modeled flood extents for different extreme event return periods. In this work, over 4700 HEC-RAS models' data was integrated and upscaled to utilize detailed cross-section information and 100-year modelled flood extent information to enable river restoration prioritization for the entire state of North Carolina. We developed procedures to extract geomorphic properties such as entrenchment ratio, incision ratio, etc. from these models. Entrenchment ratio quantifies the vertical containment of rivers and thereby their vulnerability to flooding and incision ratio quantifies the depth per unit width. A map of entrenchment ratio for the whole state was derived by linking these model results to a geodatabase. A ranking of highly entrenched counties enabling prioritization for flood allowance and mitigation was obtained. The results were shared through HydroShare and web maps developed for their visualization using Google Maps Engine API.

    This thesis examines the contrasting approaches taken in the development and implementation of computer based information systems at two water districts. The first water district, a relatively large organization, employed only professionals to plan and closely monitor its information system installation. Eventually, the installation was completed ahead of schedule and below the estimated cost. The second water district, a relatively small organization, primarily used in-house to plan and install its information system. This project experienced time and cost overruns. Besides personnel factors, the following issues affected the markedly different experiences of these two districts: (1) planning; (2) implementation management; and (3) the degree of end user involvement in the project. The goal of this thesis is to assist organizations that may be planning similar projects by analyzing the successes of and mistakes made by these two water districts.

These operational innovations are geared toward managing knowledge efficiently and accessing all available information by embracing advances in bioinformatics and allied fields. The specific components of the proposed KM system are (1) a database to archive hepatitis C virus (HCV) treatment data in a structured format and retrieve information in a query-capable manner and (2) an automated analysis tool to inform trial design elements for HCV drug development. The proposed framework is intended to benefit drug development by increasing efficiency of dose selection and improving the consistency of advice from US Food and Drug Administration (FDA). It is also hoped that the framework will encourage collaboration among FDA, industry, and academic scientists to guide the HCV drug development process using model-based quantitative analysis techniques.     Unknown to most radiology professionals, the Veterans Administration (VA) is implementing an automated radiology information system as an integrated component of its Decentralized Hospital Computer Program. The basic design has been evaluated and refined over the past 5 years. It is now becoming available in all 172 VA medical facilities. Radiology services are provided in a complex management and fiscal environment. The primary purpose of the information system is to improve the efficient processing, performance, and reporting of requests for radiologic consultations and procedures. The automatic capturing of demographic and medical statistics will provide local and national managers more complete data with which to plan future financial, equipment, and personnel requirements. The VA radiology module has the potential to influence the shape of all future systems, commercial and public. This report describes the development of this radiology information system, its current status, and its potential impact on the largest health care system in the country.     In recent years, multi-spectral data have been widely used to prospect the source rock or source region of porphyry copper deposits. In this paper, we present a system to extract the information of alteration mineral from multi-spectral data. The system is developed with the Visual C# 2010 and IDL8.0 platform, and is able to process the ASTER multi-spectral data which is a new multiband file after layer stacking. Based on the principal component analysis, the ASTER data is processed automatically in this system. The result shows two components, the classified information of argillic- and phyllic-altered mineral assemblage and propylitization mineral assemblage. Compared with the traditional processes, the system not only lowers the threshold of the application of remote sensing technology, but also improves the work efficiency significantly.

    A MS-Windows based electronic procedure system, called OPIS (Operational Procedure Information System), was developed. The system consists of two parts, the editor, for 'writing' the procedure and the notepad application, for the usage of the procedures by the crew during training and flight. The system is based on standardized, structured procedure format and language. It allows the embedding of sketches, photos, animated graphics and video sequences and the access to off-nominal procedures by linkage to an appropriate database. The system facilitates the work with procedures of different degrees of detail, depending on the training status of the crew. The development of a 'language module' for the automatic translation of the procedures, for example into Russian, is planned.

    Experimental and analytic studies were conducted with molecular sieve sorbents to provide basic design information, and to develop a system design technique for regenerable CO2-removal systems for manned spacecraft. Single sorbate equilibrium data were obtained over a wide range of conditions for CO2, water, nitrogen, and oxygen on several molecular sieve and silica gel sorbents. The coadsorption of CO2 with water preloads, and with oxygen and nitrogen was experimentally evaluated. Mass-transfer, and some limited heat-transfer performance evaluations were accomplished under representative operating conditions, including the coadsorption of CO2 and water. CO2-removal system performance prediction capability was derived.

The data will be stored in an object-oriented relational database (created in MySQL(R)) located on a secure server at NASA ARC.     This paper presents results of the development and application of a web-based information system, Jeddah CIS, for assisting decision makers in the management of Jeddah coastal waters, in Saudi Arabia. The system will support coastal planning, management of navigation and tackle pollution due to accidents. The system was developed primarily to nowcast in quasi-real time and to deliver short-term forecasts of water levels, current velocities and waves with high spatial and temporal resolution for the area near Jeddah. Therefor it will hasten response when adverse weather conditions prevail. The Jeddah-CIS integrates sensors transmitting in real time, meteorological, oceanographic and water quality parameters and operational models for flow and waves. It also provides interactive tools using advanced visualization techniques to facilitate dissemination of information. The system relies on open source software and has been designed to facilitate the integration of additional components for enhanced information processing, data evaluation and generation of higher water level, current velocity and wave for the general public. Jeddah-CIS has been operational since 2013. Extensions of the system to speed operations and improving the accuracy of the predictions to the public are currently underway.

    The purpose of this study is to establish a reference for image acquisition for completing a standard brain for diverse Korean population, and to develop database management system that saves and manages acquired brain images and personal information of subjects. 3D MP-RAGE (Magnetization Prepared Rapid Gradient Echo) technique which has excellent Signal to Noise Ratio (SNR) and Contrast to Noise Ratio (CNR) as well as reduces image acquisition time was selected for anatomical image acquisition, and parameter values were obtained for the optimal image acquisition. Using these standards, image data of 121 young adults (early twenties) were obtained and stored in the system. System was designed to obtain, save, and manage not only anatomical image data but also subjects' basic demographic factors, medical history, handedness inventory, state-trait anxiety inventory, A-type personality inventory, self-assessment depression inventory, mini-mental state examination, intelligence test, and results of personality test via a survey questionnaire. Additionally this system was designed to have functions of saving, inserting, deleting, searching, and printing image data and personal information of subjects, and to have accessibility to them as well as automatic connection setup with ODBC. This newly developed system may have major contribution to the completion of a standard brain for diverse Korean population since it can save and manage their image data and personal information.

    The National Integrated Drought Information System (NIDIS) is in the process of developing drought early warning systems in areas of the U.S. where the coordination of drought information is critically needed. These regional drought early warning systems will become the backbone of a national drought early warning information system. Plans for the first drought early warning system started in the fall of 2008 in the Upper Colorado River Basin (UCRB), with an initial focus on the water supply in the head waters region of the Colorado River and the impacts of changes in the water supply on the UCRB. Since the establishment of the UCRB drought early warning system, other regional programs have begun in the Apalachicola-Chattahoochee-Flint River Basin, four regions in the state of California, the Southern Plains, and the Four Corners region. (At this time these are considered pilot drought early warning programs, not full-fledged drought early warning systems such as the UCRB.) Activities in each of these regions are tailored to the needs of stakeholders, and all incorporate hydrometeorological predictions. However, in all of these areas NIDIS has not focused on the specific needs of coastal ecosystems during times of drought. Over the past year, NIDIS has started a pilot drought early warning system that addresses drought in the coastal ecosystems of North and South Carolina. This pilot is being developed in partnership with the Carolinas Integrated Sciences and Assessments (CISA), a NOAA Regional Sciences and Assessments program housed at the University of South Carolina. Currently the focus of the Carolinas pilot includes the promotion of enhanced drought impact reporting to better understand the impacts of low flows on coastal ecosystems and the development of a USGS real-time salinity network for a few coastal gage stations in the Carolinas. Such a development approach allows for quick adaptation to serve multiple Programs, although initial deployment is for an ALS module. OPIS core functionality will involve a Web-based annual solicitation of project and technology data directly from ALS Principal Investigators (PIs) through customized data collection forms. Data provided by PIs will be reviewed by a Technical Task Monitor (TTM) before posting the information to OPIS for ALS Community viewing via the Web. Such Annual Reports will be permanent, citable references within OPIS. OPlS core functionality will also include Project Home Sites, which will allow PIS to provide updated technology information to the Community in between Annual Report updates. All data will be stored in an object-oriented relational database, created in MySQL(Reistered Trademark) and located on a secure server at NASA Ames Research Center (ARC). Upon launch, OPlS can be utilized by Managers to identify research and technology development (R&TD) gaps and to assess task performance.     Health services are increasingly under pressure to develop information systems that are responsive to changing health needs and appropriate to service objectives. Developing an essential data set provides managers with a clearly defined set of indicators for monitoring and evaluating services. This article describes a process that resulted in the creation of an essential data set at district level. This had a significant impact on neighbouring districts and resulted in the development of a regional essential data set, which in turn helped to influence the creation of a provincial and then national essential data set. Four key lessons may be drawn from the process. The development of an essential data set both requires and can contribute to a process that allows the reporting requirements to be adjusted over time in response to changing circumstances. In addition, it contributes to (and requires) the integration of programme reporting requirements into a coherent information system. While the case study describes a bottom-up approach, a top-down consultative process is advocated because it establishes a framework within which information needs can be reviewed. Lastly, the use of surveys can aid efforts to keep the essential elements to a minimum. In conclusion, the development of an essential data set contributes to strengthening health services because it necessitates dialogue between programme managers and defines indicators to be monitored by them.     The process of developing a Motif Graphical User Interface for the Global Land Information System (GLIS) involved incorporating user requirements, in-house visual and functional design requirements, and Open Software Foundation (OSF) Motif style guide standards. Motif user interface windows have been developed using the software to support Motif window functions war written using the C programming language. The GLIS architecture was modified to support multiple servers and remote handlers running the X Window System by forming a network of servers and handlers connected by TCP/IP communications. In April 1993, prior to release the GLIS graphical user interface and system architecture modifications were test by developers and users located at the EROS Data Center and 11 beta test sites across the country.

This paper also analysed the economic feasibility of the ILIS based on the Information Economics approach.     In this paper, we presented a new security approach to provide security measures and features in both healthcare information systems (PACS, RIS/HIS), and electronic patient record (EPR). We introduced two security components, certificate authoring (CA) system and patient record digital signature management (DSPR) system, as well as electronic envelope technology, into the current hospital healthcare information infrastructure to provide security measures and functions such as confidential or privacy, authenticity, integrity, reliability, non-repudiation, and authentication for in-house healthcare information systems daily operating, and EPR exchanging among the hospitals or healthcare administration levels, and the DSPR component manages the all the digital signatures of patient medical records signed through using an-symmetry key encryption technologies. The electronic envelopes used for EPR exchanging are created based on the information of signers, digital signatures, and identifications of patient records stored in CAS and DSMS, as well as the destinations and the remote users. The CAS and DSMS were developed and integrated into a RIS-integrated PACS, and the integration of these new security components is seamless and painless.     The National Integrated Drought Information System (NIDIS) Act of 2006 (P.L. 109-430) charged NIDIS with developing the leadership and partnerships necessary to implement an integrated national drought monitoring and forecasting system that creates a drought "early warning system". The drought early warning information system should be capable of providing accurate, timely and integrated information on drought conditions at the relevant spatial scale to facilitate proactive decisions aimed at minimizing the economic, social and ecosystem losses associated with drought. As part of this effort, NIDIS has held Regional Drought Outlook Forums in several regions of the U.S. The purpose of the Forums is to inform practices that reduce vulnerability to drought through an interactive and collaborative process that includes the users of the information. The Forums have focused on providing detailed assessments of present conditions and impacts, comparisons with past drought events, and seasonal predictions including discussion of the state and expected evolution of the El Niño Southern Oscillation phenomena. Regional Climate Outlook Forums (RCOFs) that include close interaction between information providers and users are not a new concept, however. RCOFs started in Africa in the 1990s in response to the 1997-98 El Niño and have since expanded to South America, Asia, the Pacific islands, and the Caribbean. As a result of feedback from the RCOFs a large body of research has gone into improving seasonal forecasts and the capacity of the users to apply the information in a way that improves their decision-making. Over time, it has become clear that more is involved than just improving the interaction between the climate forecasters and decision-makers.     Among the key recommendations of a recent WCRP Workshop on Drought Predictability and Prediction in a Changing Climate is the development of an experimental global drought information system (GDIS). The timeliness of such an effort is evidenced by the wide aITay of relevant ongoing national and international (as well as regional and continental scale) efforts to provide drought information, including the US and North American drought monitors, and various integrating activities such as GEO and the Global Drought Portal. The workshop will review current capabilities and needs, and focus on the steps necessary to develop a GDIS that will build upon the extensive worldwide investments that have already been made in developing drought monitoring (including new space-based observations), drought risk management, and climate prediction capahilities.

    It is essential to manage sewerage ledgers as information when maintaining and controlling sewerage, one of the infrastructures of cities. The Bureau of Sewerage developed the full scale Sewerage Mapping and Information System (SEMIS), the first trial done by a local government in this country and has operated it since 1985. Before the development the questionnaires were conducted to survey the use of sewerage ledgers by staffs engaged in sewage works, and means of improving how to prepare plans of sewerage were considered based on them. Employing these means the Bureau made a database of plans and descriptions which comprise sewerage ledgers, and then constructed the computer system which manages it comprehensively. The details of the development and the system outline are described.

This waste, primarily consisting of remediated burial sites and building demolition debris, is disposed at the Environmental Restoration Disposal Facility (ERDF), which is located in the center of the Hanford Site (an approximately 1460 square kilometers site). WMIS uses a combination of bar-code scanning, hand-held computers, and strategic employment of a radio frequency identification (RFID) tag system to track each waste shipment from waste generation to disposal. The new algorithm used to validation compared with ground station and radar data for Busan city flood case at August 25, 2014.

    finally mathematical models that constitute a mathematization of the underlying environmental processes, and which are indispensable for attaining sound and trustworthy wildfire forecasts, just as their meteorological counterparts are exploited to yield meaningful weather forecasts. As a very first step towards the development of a full-fledged wildfire information system, we demonstrate how MODIS imagery, Anderson fuel maps and geographic information can be combined to achieve meaningful wildfire forecasts given the current extent of the considered wildfire. Such a high-level integration is illustrated for a wildfire that swept through a natural area in Arizona, United States, near the border with New Mexico, between days 148 and 166 of the year 2011. Taking into account the spatial discreteness of the exploited information, which follows from its storage in geographical information systems, we rely upon a spatially discrete mathematical model, i.e. a coupled-map lattice, for mimicking the spatio-temporal wildfire propagation that can be extended in a next stage. Since setting up a full-fledged wildfire information system requires a highly multidisciplinary approach in which foresters, mathematicians, computer scientists, physicists, ecologists and others need to be involved, we hope to stimulate the joint efforts in accomplishing this task by means of our contribution.

    Managing drought risk requires information on past droughts, current hydrological conditions and how they are expected to evolve in the coming weeks to months to years, as well as the prospects for substantial changes in the character of drought in the coming decades to centuries. Such information is currently limited, often confined to particular regions or political boundaries, coming from a variety of different sources with at times conflicting information. In short, there is currently no global, authoritative, and consistent information on drought that is easily accessible to all users. In light of this, the WCRP and GEO, among other organizations have recommended the development of an experimental global drought information system (GDIS), with a real time monitoring and prediction system playing a central role. Here we review the challenges of producing reliable and useful predictions of drought world-wide. We in particular focus on the role of SST forcing. Issues that will be examined include the competing/reinforcing impacts of the different ocean basins, the modulating/amplifying influences of land-atmosphere feedbacks, and the importance of internal atmospheric noise in quantifying the uncertainties of drought predictions.

    Quality control (QC) process is performed to detect and correct errors in the laboratory, of which systematic errors are repeated and affect all the laboratory process thereafter. This makes it necessary for all the laboratories to detect and correct errors effectively and efficiently. We developed an on-line quality assurance system for detection and correction of systematic error, and linked it to the Unity Plus/Pro (Bio-Rad Laboratories, Irvine, USA), a commercially available quality management system. The laboratory information system based on the client-server paradigm was developed using NCR3600 (NCR, West Columbia, USA) as the server and database for server was Oracle 7.2 (Oracle, Belmont, USA) and development tool was Powerbuilder (Powersoft Burlignton, UK). Each QC material is registered and gets its own identification number and tested the same way as patient sample. The resulting QC data is entered into the Unity Plus/Pro program by in-house data entering program or by manual input. With the implementation of in-house laboratory information system (LIS) and linking it to Unity Plus/Pro, we could apply Westgard's multi-rule for higher error detection rate, resulting in more systematic and precise quality assurance for laboratory product, as well as complementary to conventional external quality assessment.   5. Development of an Information Projection Interface using a Projector-Camera System

    This paper proposes an interface system that enables a user to input and obtain information position-freely within a certain area of the environment with a projector-camera system. Hand-waving detected in the image is used as a cue to start the system, to distinguish gestures based on the user's intension of operation from other daily-life motions, and to specify the position of the user's hand. Hand-waving detection is implemented based on combination of background subtraction method and skin color extraction. In addition, we focus on changes of brightness value in each pixel. The user's hand is tracked using a particle filter algorithm. The user designates the projection area freely on a plane in the environment with his/her hand. The projector mounted on a pan-tilt unit projects information according to the user's designation. Then, the user's fingertip is detected using simple template matching and he/she interacts with the projected information to input commands without any devices. As one of applications, we have developed an interface system to operate electrical appliances (TV) intuitively in a daily life scene.

    Southern Kyrgyzstan is part of the tectonically active mountain ranges of the Tien Shan. The study area is located at the Eastern rim of the Fergana Basin representing a densely populated region where large landslides regularly endanger human lives and infrastructure. Therefore, GIS-based landslide susceptibility and hazard analysis is of great importance requiring detailed assessment of past landslide activity at regional scale. In Kyrgyzstan, information on past landslide activity is less available than in other more developed and researched regions of the world. Although landslide investigations were conducted since the 1950s, they have been drastically reduced since Kyrgyzstan's independence from the former Soviet Union in 1991 accompanied by loss of existing information. During the last years, information on landslides has been made publicly available mostly in form of derivatives, such as landslide hazard maps. All of these investigations have been limited to inhabited areas with known landslide danger. The presented research has the goal to develop a GIS-based approach for establishing a dynamic landslide inventory information system which allows efficient integration of the existing heterogeneous landslide data. They consist of reports prepared by Kyrgyz authorities as a result of field campaigns supported by visual interpretation of aerial photographs. These reports vary greatly in their spatial and temporal reliability as well as the format of the contained landslide data. This information has been complemented by multi-temporal satellite remote sensing data analysis carried out by the GFZ Potsdam aiming at interactive mapping of slopes affected by long-term complex landslide processes as well as developing an automated approach for landslide identification for the last 25 years. The used satellite remote sensing data provide a spatially continuous information base, partially with high temporal resolution, and thus enable creation of a dynamic landslide

With adaptive implementation and low cost, the system which possesses the advantages of real-time, efficiency and elaboration is able to collect status and data of the monitors, locate the monitors, and provide services with web server, video server and locating server via local network. Using an intranet computer, the clinical and device management staffs can access the status and parameters of monitors. Applications of this system provide convenience and save human resource for clinical departments, as well as promote the efficiency, accuracy and elaboration for the device management.     Introduction: Given the large volume of data generated in hospitals, in order to efficiently management them; using hospital information system (HIS) is critical. User participation is one of the major factors in the success of HIS that in turn leads Information needs and processes to be correctly predicted and also their commitment to the development of HIS to be augmented. The purpose of this study is to investigate the participation rate of users in different stages of HIS development as well as to identify the factors affecting it. Method and materials: This is a descriptive–cross sectional study which was inducted in 2014. The study population consists of 140 HIS users (from different types of job including physicians, nurses, laboratory, radiology and HIM staffs) from Teaching Hospitals Affiliated to Urmia University of Medical Sciences. Data were collected using a self-structured questionnaire which was estimated as both reliable and valid. The data were analyzed by SPSS software descriptive statistics and analytical statistics (t-test and chi-square). Results: The highest participation rate of users in the four-stage development of the HIS was related to the implementation phase (2.88) and the lowest participation rate was related to analysis (1.23). The test results showed that the rate of user participation was not satisfactory in none of the stages of development (P< 0.05). The most important factors in increasing user participation include established teamwork from end-users and the support of top managers from HIS development. Conclusion: According to the results obtained from the study, it seems that health care administrators must have a detailed plan for user participation prior to the development and purchase of HIS so that they identify the real needs as well as increase their commitment and motivations to develop, maintain and upgrade the system, and in this way, the success of the system will be assured.     The Information Systems Analysis and Development (ISAD) Team of the Safeguards Systems Group at Los Alamos National Laboratory (LANL) has been developing web based information and knowledge management systems for sixteen years. Our vision is to rapidly and cost effectively provide knowledge management solutions in the form of interactive information systems that help customers organize, archive, post and retrieve nonproliferation and safeguards knowledge and information vital to their success. The team has developed several comprehensive information systems that assist users in the betterment and growth of their organizations and programs. Through our information systems, users are able to streamline operations, increase productivity, and share and access information from diverse geographic locations. The ISAD team is also producing interactive visual models. Interactive visual models provide many benefits to customers beyond the scope of traditional full-scale modeling. We have the ability to simulate a vision that a customer may propose, without the time constraints of traditional engineering modeling tools. Our interactive visual models can be used to access specialized training areas, controlled areas, and highly radioactive areas, as well as review site-specific training for complex facilities, and asset management. Like the information systems that the ISAD team develops, these models can be shared and accessed from any location with access to the internet. The purpose of this paper is to elaborate on the capabilities of information systems and interactive visual models as well as consider the possibility of combining the two capabilities to provide the next generation of infonnation systems. The collection, processing, and integration of data in new ways can contribute to the security of the nation by providing indicators and information for timely action to decrease the traditional and new nuclear threats.     Information Communication Technology (ICT) revolution brought opportunities and challenges to developing countries in their efforts to strengthen the Health Management Information Systems (HMIS). In the wake of globalisation, developing countries have no choice but to take advantage of the opportunities and face the challenges. The last decades saw developing countries taking action to strengthen and modernise their HMIS using the existing ICT. Due to poor economic and communication infrastructure, the process has been limited to national and provincial/region levels leaving behind majority of health workers living in remote/rural areas. Even those with access do not get maximum benefit from ICT advancements due to inadequacies in data quality and lack of data utilisation. Therefore, developing countries need to make deliberate efforts to address constraints threatening to increase technology gap between urban minority and rural majority by setting up favourable policies and appropriate strategies. Concurrently, strategies to improve data quality and utilisation should be instituted to ensure that HMIS has positive impact on people's health. Potential strength from private sector and opportunities for sharing experiences among developing countries should be utilised.     Increasingly, Earth science research must make effective use of interdisciplinary data sources and processes. Non-interoperability impedes sharing of data and computing resources. Standards from the Open Geospatial Consortium (OGC) and other organizations are the basis for successfully deploying a seamless, distributed information infrastructure for the geosciences. Collaborative development of the standards has proven effective in reducing barriers to standards adoption. Standards are the basis for the success of the Internet and the World Wide Web. A standard describes a set of rules that have been agreed to in some consensus forum, such as the Internet Engineering Task Force (IETF), the International Organization for Standardization (ISO), or the OGC. As described in The Importance of Going Open, “non-interoperability causes organizations to spend much more than necessary on geospatial information technology development”. In the context of e-Science, the National Science Foundation’s Cyberinfrastructure Council argues that “The use of standards creates economies of scale and scope for developing and deploying common resources, tools, software, and services that enhance the use of cyberinfrastructure in multiple science and engineering communities.” Barriers to adoption include misperceptions and misuse of standards. “Adhering to standards costs more” - typically this statement is made when a research program considers implementing standards as a one-time modification to an existing system. Multiple economic studies have shown lower development costs when using standards over the life of a project. “Standards stifle innovation” - a key decision in research is to consider what assumptions to consider fixed and what to challenge. The long history of standards in research, e.g., SI units, is fundamental to assessing repeatable results by independent researchers.     The detection of accidentally or illegal marine oil discharges in the German territorial waters of the North Sea and Baltic Sea is of great importance for combating of oil spills and protection of the marine ecosystem. Therefore the German Federal Ministry of Transport set up an airborne surveillance system consisting of two Dornier DO 228-212 aircrafts equipped with a Side-Looking Airborne Radar (SLAR), a IR/UV sensor, a Microwave Radiometer (MWR) for quantification and a Laser-Flurosensor (LFS) for classification purposes of the oil spills. The flight parameters and the remote sensing data are stored in a database during the flight. A Pollution Observation Log is completed by the operator consisting of information about the detected oil spill (e.g. position, length, width) and several other information about the flight (e.g. name of navigator, name of observer). The objective was to develop an oil spill information system which integrates the described data, metadata and includes visualization and spatial analysis capabilities. The metadata are essential for further statistical analysis in spatial and temporal domains of oil spill occurrences and of the surveillance itself. It should facilitate the communication and distribution of metadata between the administrative bodies and partners of the German oil spill surveillance system. A connection between a GIS and the database allows to use the powerful visualization and spatial analysis functionality of the GIS in conjunction with the oil spill database.

    The Consortium of Universities for the Advancement of Hydrologic Sciences (CUAHSI) Hydrologic Information System (HIS) project includes extensive development of data storage and delivery tools and standards including WaterML (a language for sharing hydrologic data sets via web services); and HIS Server (a software tool set for delivering WaterML from a server); These and other CUASHI HIS tools have been under development and deployment for several years and together, present a relatively complete software “stack” to support the consistent storage and delivery of hydrologic and other environmental observation data. This presentation describes the development of a new HIS software tool called “HydroDesktop” and the development of an online open source software development community to update and maintain the software. HydroDesktop is a local (i.e. not server-based) client side software tool that ultimately will run on multiple operating systems and will provide a highly usable level of access to HIS services. The software provides many key capabilities including data query, map-based visualization, data download, local data maintenance, editing, graphing, data export to selected model-specific data formats, linkage with integrated modeling systems such as OpenMI, and ultimately upload to HIS servers from the local desktop software. As the software is presently in the early stages of development, this presentation will focus on design approach and paradigm and is viewed as an opportunity to encourage participation in the open development community. Indeed, recognizing the value of community based code development as a means of ensuring end-user adoption, this project has adopted an “iterative” or “spiral” software development approach which will be described in this presentation.

This Controlled Vocabulary is used in a spell-checking filter for uploading existing free text data and for on-line entry of new data by physicians. The Controlled Vocabulary consists of a reference file, keyed by code, and an inverted word index file to access it. It is currently loaded with an in-house produced set of medication codes and SNOMED Level 1 Disease codes supplemented by additional user entries.

  5. Open source challenges for hospital information system (HIS) in developing countries: a pilot project in Mali

    Background We are currently witnessing a significant increase in use of Open Source tools in the field of health. Our study aims to research the potential of these software packages for developing countries. Our experiment was conducted at the Centre Hospitalier Mere Enfant in Mali. Methods After reviewing several Open Source tools in the field of hospital information systems, Mediboard software was chosen for our study. To ensure the completeness of Mediboard in relation to the functionality required for a hospital information system, its features were compared to those of a well-defined comprehensive record management tool set up at the University Hospital "La Timone" of Marseilles in France. It was then installed on two Linux servers: a first server for testing and validation of different modules, and a second one for the deployed full implementation. After several months of use, we have evaluated the usability aspects of the system including feedback from end-users through a questionnaire. Results Initial results showed the potential of Open Source in the field of health IT for developing countries like Mali. Five main modules have been fully implemented: patient administrative and medical records management of hospital activities, tracking of practitioners' activities, infrastructure management and the billing system. This last component of the system has been fully developed by the local Mali team. The evaluation showed that the system is broadly accepted by all the users who participated in the study. 77% of the participants found the system useful; 85% found it easy; 100% of them believe the system increases the reliability of data. The same proportion encourages the continuation of the experiment and its expansion throughout the hospital. Conclusions In light of the results, we can conclude that the objective of our study was reached.     The purpose of this study is to develop a new system to get and share some data of a patient which are required for a radiological examination not using an electronic medical chart or a radiological information system (RIS), and also to demonstrate that this system is operated on cloud technology. I used Java Enterprise Edition (Java EE) as a programing language and MySQL as a server software, and I used two laptops as hardware for client computer and server computer. For cloud computing, I hired a server of Google App Engine for Java (GAE). As a result, I could get some data of the patient required at his/her examination instantly using this system. This system also helps to improve the efficiency of examination. For example, it has been useful when I want to decide radiographic condition or to create CT images such as multi-planar reconstruction (MPR) or volume rendering (VR). When it comes to cloud computing, the GAE was used experimentally due to some legal restrictions. From the above points it is clear that this system has played an important role in radiological examinations, but there has been still few things which I have to resolve for cloud computing.   7. Development and testing of an information monitoring and diagnostic system for large commercial buildings

    Large commercial buildings generally do not operate at economically achievable levels of energy efficiency. Performance monitoring projects have shown whole-building energy savings of 20% or more through improved operation and maintenance practices. The opportunity for O and M savings is related to systemic problems associated with the lack of feedback available from current Energy Management and Control Systems (EMCS). Today's EMCS are designed for control, with limited capabilities in sensing, archiving, data analysis, diagnostics, and data visualization. This paper discussed a multi-year, multi-institutional project to develop and demonstrate an Information Monitoring and Diagnostics System (IMDS). The system is designed to address common O and M problems and the needs of office building owners and property managers to address these problems. The IMDS includes about 50 points of whole-building and cooling plant data, plus a set of standard diagnostics plots to evaluate key performance metrics and curves. Five unique features of the project are (1) sophisticated building operators and engineers as users, (2) permanent installation, (3) high-quality sensing, (4) high-frequency data archives, and (5) top-down design (i.e., whole building, system, and component data). The system does not provide control functions. The authors review the installation and early results from the use of the IMDS. An office building demonstration site was selected because of the technical reputation and interest of the chief engineer and on-site operator. The authors also discuss the technology adoption process and decisions involved in such innovations.

    Background: Each year, around 1.2 million people die in the road traffic incidents. Reducing traffic accidents requires an exact understanding of the risk factors associated with traffic patterns and behaviors. Properly analyzing these factors calls for a comprehensive system for collecting and processing accident data. Objectives: The aim of this study was to develop a minimum data set (MDS) for an information management system to study traffic accidents in Iran. Materials and Methods: This descriptive, cross-sectional study was performed in 2014. Data were collected from the traffic police, trauma centers, medical emergency centers, and via the internet. The investigated resources for this study were forms, databases, and documents retrieved from the internet. Forms and databases were identical, and one sample of each was evaluated. The related internet-sourced data were evaluated in their entirety. Data were collected using three checklists. In order to arrive at a consensus about the data elements, the decision Delphi technique was applied using questionnaires. The content validity and reliability of the questionnaires were assessed by experts’ opinions and the test-retest method, respectively. Results: An (MDS) of a traffic accident information management system was assigned to three sections: a minimum data set for traffic police with six classes, including 118 data elements; a trauma center with five data classes, including 57 data elements; and a medical emergency center, with 11 classes, including 64 data elements. Conclusions: Planning for the prevention of traffic accidents requires standardized data. As the foundation for crash prevention efforts, existing standard data infrastructures present policymakers and government officials with a great opportunity to strengthen and integrate existing accident information systems to better track road traffic injuries and fatalities.     This paper will discuss a two and a half year long project undertaken to develop an English-language interface for the geographical information system GRASS. The work was carried out for NASA by a small business, Netrologic, based in San Diego, California, under Phase 1 and 2 Small Business Innovative Research contracts. We consider here the potential value of this system whose current functionality addresses numerical, categorical and boolean raster layers and includes the display of point sets defined by constraints on one or more layers, answers yes/no and numerical questions, and creates statistical reports. It also handles complex queries and lexical ambiguities, and allows temporarily switching to UNIX or GRASS.

    With the constant implementation of complex and restrictive state and federal clean air laws, a facility must have a comprehensive understanding of the types and amount of emissions associated with the facility`s operations. Knowledge of the facility`s emissions is essential to assess the operational impacts of current and upcoming legislation. Lawrence Livermore National Laboratory (LLNL), located in California, is regulated by federal, state, and local air quality agencies. Of most concern to the facility is California`s Assembly Bill 2588 (also known as the {open_quotes}Air Toxics Hot Spots{close_quotes} program) and the federal Title III, Title V, and Title VI provisions of the Clean Air Act as amended in 1990. Because of the complex regulatory requirements, LLNL needed a system to calculate and classify air emissions by each applicable regulatory program. This paper outlines the development of LLNL`s comprehensive emissions inventory known as the Emissions Measurement and Information Tracking System (EMITS).

    The Tool for Assessment and Planning (the Tool) assists public health teams in designing child health information integration projects from planning through early implementation. The tool is a companion to Integration of Newborn Screening and Genetic Services Systems with Other Maternal and Child Health Systems: A Sourcebook for Planning and Development (the Sourcebook). The Tool and the Sourcebook focus on 9 key elements considered critical to supporting information systems integration. The 9 key elements are: leadership, project governance, project management, stakeholder involvement, organizational and technical strategies, technical support and coordination, financial support and management, policy support, and evaluation. Project teams can use the Tool to assess their organizational readiness and capacity by examining the critical components and strategies required to support success based on the 9 key elements. The questions are intended to promote discussion among project team members and to identify specific action steps. The Tool includes a planning matrix to track those action steps and to identify accountable personnel. Strategically examining the critical elements and documenting next steps increases the likelihood of a successful integration project. PMID:15643358

    The business in the enterprise is closely related with the information system to such an extent that the business activities are difficult without the information system. The system design technique that considers the business process well, and that enables a quick system development is requested. In addition, the demand for the development cost is also severe than before. To cope with the current situation, the modeling technology named BPM(Business Process Management/Modeling)is drawing attention and becoming important as a key technology. BPM is a technology to model business activities as business processes and visualize them to improve the business efficiency. However, a general methodology to develop the information system using the analysis result of BPM doesn't exist, and a few development cases are reported. This paper proposes an information system development method combining business process modeling with executable modeling. In this paper we describe a guideline to support consistency of development and development efficiency and the framework enabling to develop the information system from model. We have prototyped the information system with the proposed method and our experience has shown that the methodology is valuable.

    Comparison of financial indices helps to illustrate differences in operations and efficiency among similar hospitals. Outlier data tend to influence statistical indices, and so detection of outliers is desirable. Development of a methodology for financial outlier detection using information systems will help to reduce the time and effort required, eliminate the subjective elements in detection of outlier data, and improve the efficiency and quality of analysis. The purpose of this research was to develop such a methodology. Financial outliers were defined based on a case model. An outlier-detection method using the distances between cases in multi-dimensional space is proposed. Experiments using three diagnosis groups indicated successful detection of cases for which the profitability and income structure differed from other cases.     Significant advances have been made in the last decade in the areas of Geographic Information Systems (GIS) and spatial analysis technology, both in hardware and software. Science user requirements are so problem specific that currently no single system can satisfy all of the needs. The work presented here forms part of a conceptual framework for an all-encompassing science-user workstation system. While definition and development of the system as a whole will take several years, it is intended that small scale projects such as the current work will address some of the more short term needs. Such projects can provide a quick mechanism to integrate tools into the workstation environment forming a larger, more complete hydrologic analysis platform. Described here are two components that are very important to the practical use of remote sensing and digital map data in hydrology. Described here is a graph-theoretic technique to rasterize elevation contour maps. Also described is a system to manipulate synthetic aperture radar (SAR) data files and extract soil moisture data.

    The Critical Zone Observatory (CZO) program is a collaborative effort to advance scientific understanding of multi-scale environmental interactions in the critical zone from bedrock to the atmospheric boundary layer. CZO sites use a mix of established and novel data collection methods to examine hydrogeochemical and physical processes in the critical zone. Publishing, analyzing and archiving these data in a consistent and integrated manner across all CZO sites is challenging due to the inherent heterogeneity in data collection and processing techniques. A goal of the CZO program is an integrated data management model across all CZO sites that can be used to discover, browse, retrieve and unambiguously interpret CZO data. This paper describes the ongoing development of such a system by a team comprising data managers from each CZO site and cyberinfrastructure researchers. The design follows a uniform, standards-based approach that draws on experience and software developed in related NSF-supported cyberinfrastructure projects (LTER, CUAHSI HIS, EarthChem, etc.) We describe the information model used (adapted from CUAHSI's observations data model), present a web based mechanism for publishing CZO point observations data, and discuss potential extensions of the publication model to other types of data. In this system each CZO site maintains its own data management system, and generates human- and computer-readable “display files” that follow an agreed upon format and contain necessary metadata. The display files reside on individual CZO web sites, but are harvested by a centralized CZO application that parses the files, identifying and validating new data and related metadata, ultimately loading the new data on to a CZO-modified version of the CUAHSI Observations Data Model.     The overall objective of this work is the development of a District Information System (DIS) which could be used by stakeholders for the purposes of a district day-to-day water management as well as for planning and strategic decisionmaking. The DIS was developed from a GIS-based modeling approach, which integrates a generic crop model and a hydraulic model of the transport/distribution system, using land use maps generated by Landsat TM imagery. The main sub-objectives are: (i) the development of an operational algorithm to retrieve crop evapotranspiration from remote sensing data, (ii) the development of an information system with friendly user interface for the data base, the crop module and the hydraulic module and (iii) the analysis and validation of management scenarios from model simulations predicting the respective behavior. The Lake Karla watershed is used in this study, but the overall methodology could be used as a basis for future analysis elsewhere. Surface Energy Balance Algorithm for Land (SEBAL) was used to derive monthly actual evapotranspiration (ET) values from Landsat TM imagery. Meteorological data from the archives of the Institute for Research and Technology, Thessaly (I.RE.TE.TH) has also been used. The methodology was developed using high quality Landsat TM images during 2007 growing season. Monthly ET values are used as an input to CROPWAT model. Outputs of CROPWAT model are then used as input for WEAP model. The developed scenario is based on the actual situation of the surface irrigation network of the Local Administration of Land Reclamation (LALR) of Pinios for the year of 2007. The DIS is calibrated with observed data of this year and the district parameterization is conducted based on the actual operation of the network. The operation of the surface irrigation network of Pinios LALR is simulated using Technologismiki Works, while the operation of closed pipe irrigation network of Lake Karla LALR is simulated using Watercad.     Geographic information systems (GIS) allow an investigator the capability to merge and analyze numerous types of country-level resource data. Hypothetical resource analysis applications in Senegal were conducted to illustrate the utility of a GIS for development planning and resource monitoring. Map and attribute data for soils, vegetation, population, infrastructure, and administrative units were merged to form a database within a GIS. Several models were implemented using a GIS to: analyze development potential for sustainable dryland agriculture; prioritize where agricultural development should occur based upon a regional food budget; and monitor dynamic events with remote sensing. The steps for implementing a GIS analysis are described and illustrated, and the use of a GIS for conducting an economic analysis is outlined. Using a GIS for analysis and display of results opens new methods of communication between resource scientists and decision makers. Analyses yielding country-wide map output and detailed statistical data for each level of administration provide the advantage of a single system that can serve a variety of users.

    For species that have no or limited information on genetic variation and adaptability to nonnative sites, there is a need for seed collection guidelines based on biological, climatological, and/or geographical criteria. Twenty-eight hardwood species are currently grown for reforestation purposes at the East Tennessee State Nursery. The majority of these species have had no genetic testing to define guidelines for seed collection location and can be distributed to sites that have a very different environment than that of seed origin(s). Poor survival and/or growth may result if seedlings are not adapted to environmental conditions at the planting location. To address this problem, 30 yr of Tennessee county precipitation and minimum temperature data were analyzed and grouped using a centroid hierarchical cluster analysis. The weather data and elevational data were entered into a Geographic Information System (GIS) and separately layered over Bailey's Ecoregions to develop a seed zone system for Tennessee. The seed zones can be used as a practical guideline for collecting seeds to ensure that the resulting seedlings will be adapted to planting environments.

    The Department of Energy (DOE) faces a challenging environmental management effort, including environmental protection, environmental restoration, waste management, and decommissioning. This effort requires extensive sampling and analysis to determine the type and level of contamination and the appropriate technology for cleanup, and to verify compliance with environmental regulations. Data obtained from these sampling and analysis activities are used to support environmental management decisions. Confidence in the data is critical, having legal, regulatory, and therefore, economic impact. To promote quality in the planning, management, and performance of these sampling and analysis operations, DOE's Office of Environmental Management (EM) has established the National Analytical Management Program (NAMP). With a focus on reducing the estimated costs of over $200M per year for EM's analytical services, NAMP has been charged with developing products that will decrease the costs for DOE complex-wide environmental management while maintaining quality in all aspects of the analytical data generation. As part of this thrust to streamline operations, NAMP is developing centralized information systems that will allow DOE complex personnel to share information about EM contacts at the various sites, pertinent methodologies for environmental restoration and waste management, costs of analyses, and performance of contracted laboratories.

    The recent availability of timely synoptic earth imagery from the Earth Resources Technology Satellites (ERTS) provides a wealth of information for the monitoring and management of vital natural resources. Formal language definitions and syntax interpretation algorithms were adapted to provide a flexible, computer information system for the maintenance of resource interpretation of imagery. These techniques are incorporated, together with image analysis functions, into an Interactive Resource Information Management and Analysis System, IRIMAS, which is implemented on a Texas Instruments 980A minicomputer system augmented with a dynamic color display for image presentation.     Recent studies suggest that, if society can do no better than the commitments it's already made to reducing greenhouse gases, we will achieve a 2C threshold by 2030 and a 3C threshold by 2050 [e.g., Jackson et al., 2015]. Given that a global average of 2C or 3C translates to about three times that (6C, 9C) over continents, this portends a future of on-going climate change for generations to come, with all of its concomitant struggles in adapting. It also portends a global society looking increasingly at ways to mitigate the cause(s) of climate change. Recent events have propelled that to some extent already, but it is likely we will see more as time goes on. Nevertheless, there is a huge difference between making commitments and achieving them. Nations, states, cities, resource managers, energy interests, and other invested parties will be looking at ways to reduce emissions, driven either by markets, taxes, or other relevant policies. Anticipating this need, WMO has begun developing an implementation plan for an Integrated Global Greenhouse Gas Information System (IG3IS). To work effectively, an IG3IS must integrate high quality observations from multiple and varied platforms, incorporate observation-based information from transport models, and deliver useful information at sub-continental, policy-relevant scales. Existing surface-based networks, emerging networks in developing countries, and new aircraft-based measurements and satellite observations make a difference, but additional observations and improved transport modeling are critical. This presentation will look at what is available, what the gaps are, and how IG3IS intends to address them.

Particular attention is paid to the concept of end-to-end systems and their repetitive population within the total system. High level program goals are reviewed and related to more explicit system requirements and user needs. Emphasis is placed on the utility and cost effectiveness of data system services from a user standpoint. Productivity, as a quantitative goal, in both development and operational phases is also addressed. Critical aspects of the approach to successful development of the data management system are discussed along with recommendations important to advanced development activities. Current and planned activity in both technology and advanced development areas are reviewed with emphasis on their importance to program success.

  7. Development and Evaluation of Disaster Information Management System Using Digital Pens and Tabletop User Interfaces

    Most traditional disaster information systems are necessary to post expert staff with high computer literacy to operate the system quickly and correctly in the tense situation when a disaster occurs. However, in the current disaster response system of local governments, it is not easy for local governments to post such expert staff because they are struggling with staff cuts due to administrative and fiscal reform. In this research, we propose a disaster information management system that can be easily operated, even under the disorderly conditions of a disaster, by municipal personnel in charge of disaster management. This system achieves usability enabling easy input of damage information, even by local government staff with no expertise, by using a digital pen and tabletop user interface. Evaluation was conducted by prospective users using a prototype, and the evaluation results are satisfactory with regard to the function and operationality of the proposed system.

    In June 1991, the MITRE Corporation submitted a series of recommendations as part of a Marshall Space Flight Center (MSFC) Management Information System Requirements Study, initiated by the Information Systems Office (ISO). A major recommendation of the study was to develop an Executive Information System (EIS) for MSFC executives. ISO was directed, by center management, to proceed with the development of a Center-Wide Executive Information System. Existing EIS prototypes, developed by the Space Shuttle Projects Office and the Payload Projects Office, were reviewed. These existing MSFC prototypes were considered not to encompass the required functionality needed on a center-wide basis. A follow-up study by MITRE provided top-level system requirements. These were later incorporated into a final requirements specification document by Boeing Computer Support Services.

    To establish safe, precise, and minimally invasive surgery, Computer Aided Surgery (CAS) systems, such as intra-operative imaging and navigation system to detect the location of the target of therapy, and surgical robot system, are very powerful tools. There is strong need to combine these CAS systems for fusion of advanced diagnosis and treatment technologies. In this paper, we introduce our new method to register the intraoperative imaging information, robotic surgery system, and patient using surgical navigation system. Using our Open-MRI navigation system and laser surgery system for neurosurgery, we can make registration between these system and patient precisely. The experimental result shows that the error on the registration between image data and the laser surgery system is low enough to fulfill the requirement of laser surgery system in the use of high-resolution image data. This system realizes the safe, precise and minimally invasive neurosurgery by the combination of intra-operative diagnosis and advanced therapeutic device.

    The Global Hydrology Resource Center (GHRC) is developing an enterprise information system to manage and better serve data for Hurricane and Severe Storm Sentinel (HS3), a NASA airborne field campaign. HS3 is a multiyear campaign aimed at helping scientists understand the physical processes that contribute to hurricane intensification. For in-depth analysis, HS3 encompasses not only airborne data but also variety of in-situ, satellite, simulation, and flight report data. Thus, HS3 provides a unique challenge in information system design. The GHRC team is experienced with previous airborne campaigns to handle such challenge. Many supplementary information and reports collected during the mission include information rich contents that provide mission snapshots. In particular, flight information, instrument status, weather reports, and summary statistics offer vital knowledge about the corresponding science data. Furthermore, such information help narrow the science data of interest. Therefore, the GHRC team is building HS3 information system that augments the current GHRC data management framework to support search and discover of airborne science data with interactive visual exploration. Specifically, the HS3 information system is developing a tool to visually playback mission flights along with other traditional search and discover interfaces. This playback capability allows the users to follow the flight in time and visualize collected data. The flight summary and analyzed information are also presented during the playback. If the observed data is of interest, then they can order the data from GHRC using the interface. The users will be able to order just the data for the part of the flight that they are interested in. This presentation will demonstrate use of visual exploration to data download along with other components that comprise the HS3 information system.

The primary mission objective is to successfully develop and deliver a single flight system to the Martian surface, demonstrating entry, descent and landing. The EEIS is a set of functions distributed throughout the flight, ground and Mission Operation Systems (MOS) that inter-operate in order to control, collect, transport, process, store and analyze the uplink and downlink information flows of the mission. Coherence between the mission systems is achieved though the EEIS architecture.   18. Environmental Characteristics and Geographic Information System Applications for the Development of Nutrient Thresholds in Oklahoma Streams

    The U.S.Environmental Protection Agency has developed nutrient criteria using ecoregions to manage and protect rivers and streams in the United States. Individual states and tribes are encouraged by the U.S. Environmental Protection Agency to modify or improve upon the ecoregion approach. The Oklahoma Water Resources Board uses a dichotomous process that stratifies streams using environmental characteristics such as stream order and stream slope. This process is called the Use Support Assessment Protocols, subchapter15. The Use Support Assessment Protocols can be used to identify streams threatened by excessive amounts of nutrients, dependant upon a beneficial use designation for each stream. The Use Support Assessment Protocols, subchapter 15 uses nutrient and environmental characteristic thresholds developed from a study conducted in the Netherlands, but the Oklahoma Water Resources Board wants to modify the thresholds to reflect hydrologic and ecological conditions relevant to Oklahoma streams and rivers. Environmental characteristics thought to affect impairment from nutrient concentrations in Oklahoma streams and rivers were determined for 798 water-quality sites in Oklahoma. Nutrient, chlorophyll, water-properties, and location data were retrieved from the U.S. Environmental Protection Agency STORET database including data from the U.S. Geological Survey, Oklahoma Conservation Commission, and Oklahoma Water Resources Board. Drainage-basin area, stream order, stream slope, and land-use proportions were determined for each site using a Geographic Information System. The methods, procedures, and data sets used to determine the environmental characteristics are described.

The primary objectives of the workshop was to explore whether it was possible to establish common information elements that would describe the operation and impact of renewable energy projects in developing countries. The workshop provided a forum for development program managers to discuss the information they would like to receive about renewable energy projects and to determine whether common data could be agreed on to facilitate information exchange among development organizations. Such information could be shared among institutions and used to make informed judyments on the economic, technical, and social feasibility of the technologies.   3. Treating asthma by the guidelines: developing a medication management information system for use in primary care.

    The aim of this study was to develop, implement, and assess an automated asthma medication management information system (MMIS) that provides patient-specific evaluative guidance based on 1997 NAEPP clinical consensus guidelines. MMIS was developed and implemented in primary care settings within a pediatric asthma disease management program. MMIS infrastructure featured a centralized database with Internet access. MMIS collects detailed patient asthma medication data, evaluates pharmacotherapy relative to practitioner-reported disease severity, symptom control and model of guideline-recommended severity-appropriate medications and produces a patient-specific "curbside consult" feedback report. A system algorithm translates actual detailed medication data into actual severity-specific medication-class combinations. A table-driven computer program compares actual medication-class combinations to a guideline-based medication-class combinations model. Methodology determines whether the patient was prescribed a "severity-appropriate" amount or an amount "more" or "less" medication than indicated for patient's reported severity. Feedback messages comment on comparison. Missing data, unrecognized amounts of controller medication or unrecognized medication combinations create error cases. Post hoc review analyzed error cases to determine prevalence of non-guideline medicating practices among these practitioners. Proportion of valid and error cases across two clinical visits before and after post hoc clinical review were measured, as well as proportion of severity-appropriate, out-of-severity and non-guideline medications. MMIS produced a valid feedback report for 83% of patient visits. Missing data accounted for 60% of error cases. Practitioners used severity-appropriate medications for 60% of cases. When non-severity-appropriate medications were used they tended to be "too much" rather than "too little" (22%, 5%), suggesting appropriate use of guideline-recommended "step

    The Information Adaptive System (IAS) is an element of the NASA End-to-End Data System (NEEDS) Phase II and is focused toward onboard image processing. The IAS is a data preprocessing system which is closely coupled to the sensor system. Some of the functions planned for the IAS include sensor response nonuniformity correction, geometric correction, data set selection, data formatting, packetization, and adaptive system control. The inclusion of these sensor data preprocessing functions onboard the spacecraft will significantly improve the extraction of information from the sensor data in a timely and cost effective manner, and provide the opportunity to design sensor systems which can be reconfigured in near real-time for optimum performance. The purpose of this paper is to present the preliminary design of the IAS and the plans for its development.

    One of the keys to environmental management is to understand the impact and interaction of people with natural resources as a means to improve human welfare and the consequent environmental sustainability for future generations. In terms of water management one of the on-going challenges is to assess what impact interventions in agriculture, and in particularly different irrigation strategies, will have on livelihoods and water resources in the landscape. Whilst global and national policy provide the overall vision of desired outcomes for environmental management, agricultural development and water use strategies they are often presented with local challenges to embed these policies in the reality on the ground, with different stakeholder groups. The concept that government agencies, advocacy organizations, and private citizens should work together to identify mutually acceptable solutions to environmental and water resource issues is increasing in prominence. Participatory spatial engagement techniques linked to geographic information systems (commonly termed participatory GIS (PGIS)) offers one solution to facilitate such stakeholder dialogues in an efficient and consultative manner. In the context of agricultural water management multi-scale PGIS techniques have recently been piloted as part of the ‘Agricultural Water Management Solutions’ project to investigate the current use and dependencies of water by small-holder farmers a watershed in Tanzania. The piloted approach then developed PGIS scenarios describing the effects on livelihoods and water resources in the watershed when introducing different management technologies. These relatively rapid PGIS multi-scale methods show promise for assessing current and possible future agriculture water management technologies in terms of their bio-physical and socio-economic impacts at the watershed scale.     Objective: To independently research and develop an electronic information system for safety administration of newborns in the rooming-in care, and to investigate the effects of its clinical application. Methods: By VS 2010 SQL SERVER 2005 database and adopting Microsoft visual programming tool, an interactive mobile information system was established, with integrating data, information and knowledge with using information structures, information processes and information technology. From July 2011 to July 2012, totally 210 newborns from the rooming-in care of the Obstetrics Department of the Second Affiliated Hospital of Nantong University were chosen and randomly divided into two groups: the information system monitoring group (110 cases) and the regular monitoring group (100 cases). Incidence of abnormal events and degree of satisfaction were recorded and calculated. Results: ① The wireless electronic information system has four main functions including risk scaling display, identity recognition display, nursing round notes board and health education board; ② statistically significant differences were found between the two groups both on the active or passive discovery rate of abnormal events occurred in the newborns (P<0.05) and the satisfaction degree of the mothers and their families (P<0.05); ③ the system was sensitive and reliable, and the wireless transmission of information was correct and safety.     Background: Orthopedic injuries are the most common types of injuries. To identify the main causes of injuries, collecting data in a standard manner at the national level are needed, which justifies necessity of making a minimum data set (MDS). Objectives: The aim of this study was to develop an MDS of the information management system for orthopedic injuries in Iran. Materials and Methods: This descriptive cross-sectional study was performed in 2013. Data were collected from hospitals affiliated with Tehran University of Medical Sciences that had orthopedic department, medical documents centers, legal medicine centers, emergency centers, internet access, and library. Investigated documents were orthopedic injury records in 2012, documents that retrieved from the internet, and printed materials. Records with Random sampling by S22-S99 categories from ICD-10 were selected and the related internet-sourced data were evaluated entirely. Data were collected using a checklist. In order to make a consensus about the data elements, the decision Delphi technique was applied by a questionnaire. The content validity and reliability of the questionnaire were assessed by expert’s opinions and test-retest method, respectively. Results: An MDS of orthopedic injuries were assigned to two categories: administrative category with six classes including 142 data elements, and clinical category with 17 classes including 250 data elements. Conclusions: This study showed that some of the essential data elements included in other country’s MDS or required for organizations and healthcare providers were not included. Therefore, a complete list of an MDS elements was created. Existence of comprehensive data concerning the causes and mechanisms of injuries informs public health policy-makers about injuries occurrence and enables them to take rationale measures to deal with these problems.     In this paper, we present an approach in implementing intelligent information retrieval systems. We have constructed a multilingual information system which combines both image and text retrieval. We have developed an English/Chinese text retrieval tool on the WWW, and later incorporated an image retrieval tool based on associated multilingual captions. The system allows the general public to locate and keep abreast of information about Singapore. It has a novel user interface which accepts queries that are expressed in English, Chinese and mixed text into its database. The titles, summaries, URLs and the matching scores of retrieved documents will then be returned, and a thumbnail will be displayed as well if an image document is retrieved.

    We describe more than a decade's experience with inhouse development and operation of a clinical laboratory computer system written in the MUMPS programming language for a 1000 bed teaching hospital. The JHLIS is a networked minicomputer system that supports accessioning, instrument monitoring, and result reporting for over 3000 specimens and 30,000 test results daily. Development and operation of the system accounts for 6% of the budget of the laboratories which have had a 70% increase in workload over the past decade. Our experience with purchased MUMPS software maintained and enhanced inhouse suggests an attractive alternative to lengthy inhouse development.

The database contains all the necessary records to confirm the department's adherence to accreditation criteria and houses all test questions, student records and information needed to evaluate the training process. The key to the TMIS system is that the impact of any change (i.e., procedure change, new equipment, safety incident in the commercial nuclear industry, etc.) can be tracked throughout the training process. This ensures the best training can be performed that meets the needs of the employees. TMIS is comprised of six functional areas: Job and Task Analysis, Training Materials Design and Development, Exam Management, Student Records/Scheduling, Evaluation, and Commitment Tracking. The system consists of a VAX 6320 Cluster with IBM and MacIntosh computers tied into an ethernet with the VAX.     The adoption of Information and Communication Technologies (ICT) in environmental management has become a significant demand nowadays with the rapid growth of environmental information. This paper presents a prototype Environmental Management Information System (EMIS) that was developed to provide a systematic way of managing environmental data and human resources of an environmental organization. The system was designed using programming languages, a Database Management System (DBMS) and other technologies and programming tools and combines information from the relational database in order to achieve the principal goals of the environmental organization. The developed application can be used to store and elaborate information regarding: human resources data, environmental projects, observations, reports, data about the protected species, environmental measurements of pollutant factors or other kinds of analytical measurements and also the financial data of the organization. Furthermore, the system supports the visualization of spatial data structures by using geographic information systems (GIS) and web mapping technologies.     Between 2008 and 2035 global energy demand is expected to grow by 53%. While most industry-level analyses of manufacturing in the United States (U.S.) have traditionally focused on high energy consumers such as the petroleum, chemical, paper, primary metal, and food sectors, the remaining sectors account for the majority of establishments in the U.S. Specifically, of the establishments participating in the Energy Information Administration's Manufacturing Energy Consumption Survey in 2006, the non-energy intensive" sectors still consumed 4*109 GJ of energy, i.e., one-quarter of the energy consumed by the manufacturing sectors, which is enough to power 98 million homes for a year. The increasing use of renewable energy sources and the introduction of energy-efficient technologies in manufacturing operations support the advancement towards a cleaner future, but having a good understanding of how the systems and processes function can reduce the environmental burden even further. To facilitate this, methods are developed to model the energy of manufacturing across three hierarchical levels: production equipment, factory operations, and industry; these methods are used to accurately assess the current state and provide effective recommendations to further reduce energy consumption. First, the energy consumption of production equipment is characterized to provide machine operators and product designers with viable methods to estimate the environmental impact of the manufacturing phase of a product. The energy model of production equipment is tested and found to have an average accuracy of 97% for a product requiring machining with a variable material removal rate profile. However, changing the use of production equipment alone will not result in an optimal solution since machines are part of a larger system. Using an advanced historical data and archiving system, sequential query language (SQL) links to key databases and object embedding with live data links in a spreadsheet, Atlas is bridging its process control and information systems to give the plant useful information easily via a windows-type PC interface. Atlas Processing is Pennzoil's largest refinery. The vision for the plant information system was to provide the refinery with ready access to: operating data from the distributed control system; laboratory data; accounting throughputs and yields; tank gauges and volumes; and production and scheduling model information.     Aircraft gas-turbine engine data are available from a variety of sources including on-board sensor measurements, maintenance histories, and component models. An ultimate goal of Propulsion Health Management (PHM) is to maximize the amount of meaningful information that can be extracted from disparate data sources to obtain comprehensive diagnostic and prognostic knowledge regarding the health of the engine. Data Fusion is the integration of data or information from multiple sources, to achieve improved accuracy and more specific inferences than can be obtained from the use of a single sensor alone. The basic tenet underlying the data/information fusion concept is to leverage all available information to enhance diagnostic visibility, increase diagnostic reliability and reduce the number of diagnostic false alarms. This paper describes a basic PHM Data Fusion architecture being developed in alignment with the NASA C17 Propulsion Health Management (PHM) Flight Test program. The challenge of how to maximize the meaningful information extracted from disparate data sources to obtain enhanced diagnostic and prognostic information regarding the health and condition of the engine is the primary goal of this endeavor. To address this challenge, NASA Glenn Research Center (GRC), NASA Dryden Flight Research Center (DFRC) and Pratt & Whitney (P&W) have formed a team with several small innovative technology companies to plan and conduct a research project in the area of data fusion as applied to PHM. Methodologies being developed and evaluated have been drawn from a wide range of areas including artificial intelligence, pattern recognition, statistical estimation, and fuzzy logic. This paper will provide a broad overview of this work, discuss some of the methodologies employed and give some illustrative examples.

    forecasts are bias corrected, downscaled and used as inputs to the VIC LSM as well as forecasts based on ESP and CPC official seasonal outlook. For Africa, data from a combination of remote sensing (TMPA-based precipitation, land cover characteristics) and GFS analysis fields (temperature and wind) are used to monitor drought using our soil moisture drought index as well as 1, 3 and and 6-month SPI. River discharge is also estimated at over 900 locations. Seasonal forecasts have been developed using CFSv2 climate forecasts following the approaches used over CONUS. We will discuss the performance of the system to evaluate the depiction of drought over various scales, from regional to the African continent, and over a number of years to capture multiple drought events. Furthermore, the hindcasts from the seasonal drought forecast system are analyzed to assess the ability of seasonal climate models to detect drought on-set and its recovery. Finally, we will discuss whether our ADM provides a pathway to a Global Drought Information System, a goal of the WCRP Drought Task Force.

However, many challenges in this area still remain. One of such challenges is to how to let world-wide decision makers obtain accurate and timely drought information. Current agriculture drought information systems in the world are limited in many aspects, such as only regional or country level coverage, very coarse spatial and temporal resolutions, no on-demand drought information product generation and download services, no online analysis tools, no interoperability with other systems, and ineffective agriculture drought monitoring and forecasting. Leveraging the latest advances in geospatial Web service, interoperability and cyber-infrastructure technologies and the availability of near real-time global remote sensing data, we aims at providing a solution to those problems by building an open, interoperable, standard-compliant, and Web-service-based global agriculture drought monitoring and forecasting system (GADMFS) (http://gis.csiss.gmu.edu/GADMFS/). GADMFS will provide world-wide users with timely, on-demand, and ready-to-use agricultural drought data and information products as well as improved global agriculture drought monitoring, prediction and analysis services. For the monitoring purpose, the system lively links to near real-time satellite remote sensing data sources from NASA and NOAA and relies on drought related remotely sensed physical and biophysical parameters, such as soil moisture and drought-related vegetation indices (VIs, e.g., NDVI) to provide the current conditions of global agricultural drought at high resolutions (up to 500m spatial and daily temporal) to world-wide users on demand.   14. Nuclear criticality information system

    The nuclear criticality safety program at LLNL began in the 1950's with a critical measurements program which produced benchmark data until the late 1960's. This same time period saw the rapid development of computer technology useful for both computer modeling of fissile systems and for computer-aided management and display of the computational benchmark data. Database management grew in importance as the amount of information increased and as experimental programs were terminated. Within the criticality safety program at LLNL we began at that time to develop a computer library of benchmark data for validation of computer codes and cross sections. As part of this effort, we prepared a computer-based bibliography of criticality measurements on relatively simple systems. However, it is only now that some of these computer-based resources can be made available to the nuclear criticality safety community at large. This technology transfer is being accomplished by the DOE Technology Information System (TIS), a dedicated, advanced information system. The NCIS database is described.

    This paper illustrates and discusses the key issues of the geographical information system (GIS) developed by the Unit of Veterinary Epidemiology of the Veneto region (CREV), defined according to user needs, spatial data (availability, accessibility and applicability), development, technical aspects, inter-institutional relationships, constraints and policies. GeoCREV, the support system for decision-making, was designed to integrate geographic information and veterinary laboratory data with the main aim to develop a sub-national, spatial data infrastructure (SDI) for the veterinary services of the Veneto region in north-eastern Italy. Its implementation required (i) collection of data and information; (ii) building a geodatabase; and (iii) development of a WebGIS application. Tools for the management, collection, validation and dissemination of the results (public access and limited access) were developed. The modular concept facilitates the updating and development of the system according to user needs and data availability. The GIS management practices that were followed to develop the system are outlined, followed by a detailed discussion of the key elements of the GIS implementation process (data model, technical aspects, inter-institutional relationship, user dimension and institutional framework).     The wireless mobile service with a high bit rate using CDMA-1X EVDO is now widely used in Korea. Mobile devices are also increasingly being used as the conventional communication mechanism. We have developed a web-based mobile system that communicates patient information and images, using CDMA-1X EVDO for emergency diagnosis. It is composed of a Mobile web application system using the Microsoft Windows 2003 server and an internet information service. Also, a mobile web PACS used for a database managing patient information and images was developed by using Microsoft access 2003. A wireless mobile emergency patient information and imaging communication system is developed by using Microsoft Visual Studio.NET, and JPEG 2000 ActiveX control for PDA phone was developed by using the Microsoft Embedded Visual C++. Also, the CDMA-1X EVDO is used for connections between mobile web servers and the PDA phone. This system allows fast access to the patient information database, storing both medical images and patient information anytime and anywhere. Especially, images were compressed into a JPEG2000 format and transmitted from a mobile web PACS inside the hospital to the radiologist using a PDA phone located outside the hospital. Also, this system shows radiological images as well as physiological signal data, including blood pressure, vital signs and so on, in the web browser of the PDA phone so radiologists can diagnose more effectively. Also, we acquired good results using an RW-6100 PDA phone used in the university hospital system of the Sinchon Severance Hospital in Korea.

    System components are presented that are being implemented to augment teleoperated systems by providing both force and tactile information to the human operator. The concept proposed is the control of a manipulator to perform tasks; i.e., flight line maintenance and repair of combat aircraft or satellites while under the control of a human operator at a remote location to maintain mission effectiveness in a hostile environment. The human would control the motion of the manipulator via a master system with information from the remote site being fed back by direct stimulation of the humans sensory mechanisms or by graphic interpretation of displays. We are interested in providing the operator feedback of position, force, auditory, vision, and tactile information to aide in the human's cognitive ability to control the manipulator. This sensory information from the remote site would then be presented to the operator in such a manner as to enhance his performance while providing him a sense of being present at the remote location, this is known as telepresence. Also discussed is the research done by the Human Sensory Feedback (HSF) facility at the Armstrong Laboratory to provide tactile and proprioceptive feedback to the operator. The system components of this system includes tactile sensor and stimulators, dexterous robotic hands, and the control of positioning and operating industrial robots with exoskeletal mechanisms.

    This report summarizes the chronology, results, and lessons learned from the development of the SSFF-MIS. This system has been nearly two years in development and has yielded some valuable insights into specialized MIS development. General: In December of 1994, the Camber Corporation and Science Applications International Corporation (SAIC) were contracted to design, develop, and implement a MIS for Marshall Space Flight Center's Space Station Furnace Facility Project. The system was to be accessible from both EBM-Compatible PC and Macintosh platforms. The system was required to contain data manually entered into the MIS as well as data imported from other MSFC sources. Electronic interfaces were established for each data source and retrieval was to be performed at prescribed time intervals. The SOW requirement that predominantly drove the development software selection was the dual-platform (IBM-PC and Macintosh) requirement. The requirement that the system would be maintained by Government personnel influenced the selection of Commercial Off-the-shelf software because of its inherent stability and readily available documentation and support. Microsoft FoxPro Professional 2.6 for Windows and Macintosh was selected as the development tool. This is a software development tool that has been in use for many years. It is stable and powerful. Microsoft has since released the replacement for this product, Microsoft Visual FoxPro, but at the time of this development, it was only available on the Windows platform. The initial contract included included the requirement for capabilities relating to the Work- and Organizational Breakdown Structures, cost (plan and actuals), workforce (plan and actuals), critical path scheduling, trend analysis, procurements and contracts, interface to manufacturing, Safety and Mission Assurance, risk analysis, and technical performance indicators.     Earth Scientists lack adequate tools for quantifying complex relationships between existing data layers and studying and modeling the dynamic interactions of these data layers. There is a need for an earth systems tool to manipulate multi-layered, heterogeneous data sets that are spatially indexed, such as sensor imagery and maps, easily and intelligently in a single system. The system can access and manipulate data from multiple sensor sources, maps, and from a learned object hierarchy using an advanced knowledge-based geographical information system. A prototype Knowledge-Based Geographic Information System (KBGIS) was recently constructed. Many of the system internals are well developed, but the system lacks an adequate user interface. A methodology is described for developing an intelligent user interface and extending KBGIS to interconnect with existing NASA systems, such as imagery from the Land Analysis System (LAS), atmospheric data in Common Data Format (CDF), and visualization of complex data with the National Space Science Data Center Graphics System. This would allow NASA to quickly explore the utility of such a system, given the ability to transfer data in and out of KBGIS easily. The use and maintenance of the object hierarchies as polymorphic data types brings, to data management, a while new set of problems and issues, few of which have been explored above the prototype level.

    Use of clinical simulation in the design and evaluation of eHealth systems and applications has increased during the last decade. This paper describes a methodological approach for using clinical simulations in the design and evaluation of clinical information systems. The method is based on experiences from more than 20 clinical simulation studies conducted at the ITX-lab in the Capital Region of Denmark during the last 5 years. A ten-step approach to conducting simulations is presented in this paper. To illustrate the approach, a clinical simulation study concerning implementation of Digital Clinical Practice Guidelines in a prototype planning and coordination module is presented. In the case study potential benefits were assessed in a full-scale simulation test including 18 health care professionals. The results showed that health care professionals can benefit from such a module. Unintended consequences concerning terminology and changes in the division of responsibility amongst healthcare professionals were also identified, and questions were raised concerning future workflow across sector borders. Furthermore unexpected new possible benefits concerning improved communication, content of information in discharge letters and quality management emerged during the testing.     The development and implementation of a data management front-end system for use with a LANDSAT based information system that facilitates the processsing of both LANDSAT and ancillary data was examined. The final tasks, reported on here, involved; (1) the implementation of the VICAR image processing software system at Penn State and the development of a user-friendly front-end for this system; (2) the implementation of JPL-developed software based on VICAR, for mosaicking LANDSAT scenes; (3) the creation and storage of a mosiac of 1981 summer LANDSAT data for the entire state of Pennsylvania; (4) demonstrations of the defoliation assessment procedure for Perry and Centre Counties, and presentation of the results at the 1982 National Gypsy Moth Review Meeting, and (5) the training of Pennsylvania Bureau of Forestry personnel in the use of the defoliation analysis system.

    The article represents research results about the knowledge base development for the intellectual information system for the bankruptcy risk assessment of the enterprise. It is described the process analysis of the knowledge base development; the main process stages, some problems and their solutions are given. The article introduces the connectionist model for the bankruptcy risk assessment based on the analysis of industrial enterprise financial accounting. The basis for this connectionist model is a three-layer perceptron with the back propagation of error algorithm. The knowledge base for the intellectual information system consists of processed information and the processing operation method represented as the connectionist model. The article represents the structure of the intellectual information system, the knowledge base, and the information processing algorithm for neural network training. The paper shows mean values of 10 indexes for industrial enterprises; with the help of them it is possible to carry out a financial analysis of industrial enterprises and identify correctly the current situation for well-timed managerial decisions. Results are given about neural network testing on the data of both bankrupt and financially strong enterprises, which were not included into training and test sets.

    This paper addresses key developments in the evolution of information systems over the past five decades. Major areas covered include the growth of imaging sensors from such pioneering devices as the iconoscope and orthicon which ushered in television, through a wide range of vidicon tubes, to the solid-state arrays which characterize current systems; the phenomenal expansion of electronic communications from telegraph and telephone wires, through the introduction of broadcast and microwave relay services, to the present era of worldwide satellite communications and data networks; and the key role of digital computers from their ancient precursors like the abacus and the mechanical calculating engines, through the appearance of the first large-scale electronic computers and their transistorized successors, to the rapid proliferation of miniaturized processors which impact every aspect of aerospace systems today.

    To meet the needs of management of medical case information and biospecimen simultaneously, we developed a novel medical case information system integrating with biospecimen management. The database established by MS SQL Server 2000 covered, basic information, clinical diagnosis, imaging diagnosis, pathological diagnosis and clinical treatment of patient; physicochemical property, inventory management and laboratory analysis of biospecimen; users log and data maintenance. The client application developed by Visual C++ 6.0 was used to implement medical case and biospecimen management, which was based on Client/Server model. This system can perform input, browse, inquest, summary of case and related biospecimen information, and can automatically synthesize case-records based on the database. Management of not only a long-term follow-up on individual, but also of grouped cases organized according to the aim of research can be achieved by the system. This system can improve the efficiency and quality of clinical researches while biospecimens are used coordinately. It realizes synthesized and dynamic management of medical case and biospecimen, which may be considered as a new management platform. PMID:20481307
