    This report is the Fourth Annual Summary of the Research Program of the Geodynamics Branch. The branch is located within the Laboratory for Terrestrial Physics of the Space and Earth Sciences Directorate of the Goddard Space Flight Center. The research activities of the branch staff cover a broad spectrum of geoscience disciplines including: tectonophysics, space geodesy, geopotential field modeling, and dynamic oceanography. The NASA programs which are supported by the work described in this document include the Geodynamics and Ocean Programs, the Crustal Dynamics Project and the proposed Ocean Topography Experiment (TOPEX).     Mr. James Zakrajsek, chief of the Mechanical Components Branch, gave an overview of research conducted by the branch. Branch members perform basic research on mechanical components and systems, including gears and bearings, turbine seals, structural and thermal barrier seals, and space mechanisms. The research is focused on propulsion systems for present and advanced aerospace vehicles. For rotorcraft and conventional aircraft, we conduct research to develop technology needed to enable the design of low noise, ultra safe geared drive systems. We develop and validate analytical models for gear crack propagation, gear dynamics and noise, gear diagnostics, bearing dynamics, and thermal analyses of gear systems using experimental data from various component test rigs. In seal research we develop and test advanced turbine seal concepts to increase efficiency and durability of turbine engines. We perform experimental and analytical research to develop advanced thermal barrier seals and structural seals for current and next generation space vehicles. Our space mechanisms research involves fundamental investigation of lubricants, materials, components and mechanisms for deep space and planetary environments.

    The Lunar and Planetary research program led by Dr John (Jack) Salisbury in the 1960s at the United States Air Force Cambridge Research Laboratories (AFCRL) investigated the surface characteristics of Solar System bodies. The Branch was one of the first groups to measure the infrared spectra of likely surface materials in the laboratory under appropriate vacuum and temperature conditions. The spectral atlases created from the results were then compared to photometric and spectral measurements obtained from ground- and balloon-based telescopes to infer the mineral compositions and physical conditions of the regoliths of the Moon, Mars and asteroids. Starting from scratch, the Branch initially sponsored observations of other groups while its in-house facilities were being constructed. The earliest contracted efforts include the spatially-resolved mapping of the Moon in the first half of the 1960s by Richard W. Shorthill and John W. Saari of the Boeing Scientific Research Laboratories in Seattle. This effort ultimately produced isophotal and isothermal contour maps of the Moon during a lunation and time-resolved thermal images of the eclipsed Moon. The Branch also sponsored probe rocket-based experiments flown by Riccardo Giacconi and his group at American Science and Engineering Inc. that produced the first observations of X-ray stars in 1962 and later the first interferometric measurement of the ozone and C02 emission in the upper atmosphere. The Branch also made early use of balloon-based measurements. This was a singular set of experiments, as these observations are among the very few mid-infrared astronomical measurements obtained from a balloon platform. Notable results of the AFCRL balloon flights were the mid-infrared spectra of the spatially-resolved Moon obtained with the University of Denver mid-infrared spectrometer on the Branch's balloon-borne 61-cm telescope during a 1968 flight.     The basic trends in the evolution of influenza A and B in the Russian Federation during the epidemic seasons of 2006-2009 were studied on the basis of an antigenic analysis of 1774 Influenza isolated at the Research Institute of Influenza (RII), North-Western Branch, Russian Academy of Medical Sciences, and sent from resting bases (the regional centers of the Russian Inspectorate for the Protection of Consumer Rights and Human Welfare, which collaborate with the RII). Although the trends in the substitution of representative strains generally coincide with the world patterns, the authors revealed some specific features of the antigenic drift of influenza viruses in the Russian Federation and regional varieties. Data on some biological properties and those of the antigenic analysis of the first pandemic influenza A(H1NI)v strains isolated at the RII from Saint Petersburg patients in July-August 2009 are also given in the paper.     The psychosocial sequelae of craniofacial disfigurement may have as great an impact on the patient as the strictly physical aspects of the problem. Very little systematic work has been focused directly on these effects. The following broad recommendations would constitute initial research steps in this field: Development of satisfactory measures of physical attractiveness and their use in studies to explore the role of craniofacial features in over-all physical attractiveness. The establishment of valid metrics for assessing the severity of craniofacial anomalies through the use of both physiologic and behavioral measures, thus constructing a broader definition of what constitutes a craniofacial handicap. Studies of the relationships among physiologic and behavioral variables using recently developed statistical techniques and computer methods to determine the psychosocial consequences of craniofacial disfigurement. Studies of the process through which persons with various types of malocclusion decide to seek and complete treatment. The studies would include the patients' demographic characteristics, self-perceptions, perceptions of them by others, and the complex patient-clinician interactions during the treatment programs.     This report contains information on the activities of the Artificial Intelligence Research Branch (FIA) at NASA Ames Research Center (ARC) in 1992, as well as planned work in 1993. These activities span a range from basic scientific research through engineering development to fielded NASA applications, particularly those applications that are enabled by basic research carried out in FIA. Work is conducted in-house and through collaborative partners in academia and industry. All of our work has research themes with a dual commitment to technical excellence and applicability to NASA short, medium, and long-term problems. FIA acts as the Agency's lead organization for research aspects of artificial intelligence, working closely with a second research laboratory at the Jet Propulsion Laboratory (JPL) and AI applications groups throughout all NASA centers. This report is organized along three major research themes: (1) Planning and Scheduling: deciding on a sequence of actions to achieve a set of complex goals and determining when to execute those actions and how to allocate resources to carry them out; (2) Machine Learning: techniques for forming theories about natural and man-made phenomena; and for improving the problem-solving performance of computational systems over time; and (3) Research on the acquisition, representation, and utilization of knowledge in support of diagnosis design of engineered systems and analysis of actual systems.

    The methods and concepts of watershed research, originally applied in an experimental or monitoring mode to relatively small catchments, are increasingly being used at larger scales and for specific applied problems. Research at Oak Ridge National Laboratory, the Tennessee Valley Authority, the US Forest Service, and other agencies and institutions participating in this symposium reflects research over a broad range of spatial scales that is being integrated through large-scale experiments along with computer modeling and graphical interfaces. These research projects address the basic atmospheric, geophysical, biogeochemical, and biological processes that regulate the responses of forested ecosystems to natural environmental variation and anthropogenic stresses. Regional and global issues addressed by presentations include emissions of carbon dioxide, methane, and other hydrocarbons; deposition of sulfate, nitrate, and mercury; land-use changes; biological diversity; droughts; and water quality. The reports presented in this symposium illustrate a wide range of methods and approaches and focus more on concepts and techniques than on a specific physical site. Sites and projects that have contributed research results to this symposium include Walker Branch Watershed (DOE), the Coweeta Hydrologic Laboratory and LTER site (USFS and NSF), Great Smoky Mountains National Park (research funded by NPS, TVA, and EPRI), Imnavait Creek, Alaska (DOE), the TVA-Norris Whole-tree Facility (TVA and EPRI), and DOE`s Biomass Program.

    The NASA Langley Aeroelasticity Branch is involved in a number of research programs related to fixed wing aeroelasticity and aeroservoelasticity. These ongoing efforts are summarized here, and include aeroelastic tailoring of subsonic transport wing structures, experimental and numerical assessment of truss-braced wing flutter and limit cycle oscillations, and numerical modeling of high speed civil transport configurations. Efforts devoted to verification, validation, and uncertainty quantification of aeroelastic physics in a workshop setting are also discussed. The feasibility of certain future civil transport configurations will depend on the ability to understand and control complex aeroelastic phenomena, a goal that the Aeroelasticity Branch is well-positioned to contribute through these programs.

    The NASA research grant to Wilberforce University enabled us to establish the Research Institute for Technical Careers (RITC) in order to improve the teaching of science and engineering at Wilberforce. The major components of the research grant are infrastructure development, establishment of the Wilberforce Intensive Summer Experience (WISE), and Joint Research Collaborations with NASA Scientists. (A) Infrastructure Development. The NASA grant has enabled us to improve the standard of our chemistry laboratory and establish the electronics, design, and robotics laboratories. These laboratories have significantly improved the level of instruction at Wilberforce University. (B) Wilberforce Intensive Summer Experience (WISE). The WISE program is a science and engineering bridge program for prefreshman students. It is an intensive academic experience designed to strengthen students' knowledge in mathematics, science, engineering, computing skills, and writing. (C) Joint Collaboration. Another feature of the grant is research collaborations between NASA Scientists and Wilberforce University Scientists. These collaborations have enabled our faculty and students to conduct research at NASA Lewis during the summer and publish research findings in various journals and scientific proceedings.

    The National Space Biomedical Research Institute (NSBRI) sponsors and performs fundamental and applied space biomedical research with the mission of leading a world-class, national effort in integrated, critical path space biomedical research that supports NASA's Human Exploration and Development of Space (HEDS) Strategic Plan. It focuses on the enabling of long-term human presence in, development of, and exploration of space.     The path of the total solar eclipse across the United States on August 21, 2017 crosses the Pisgah Astronomical Research Institute (PARI) located in western North Carolina. The partial eclipse begins at about 17:08 UT, followed by the nearly 2 minute total eclipse which begins at about 18:37 UT. The PARI campus includes radio and optical telescopes, as well as earth science instruments that include a seismometer, geomagnetometer, EarthScope Plate Boundary Observatory, time standards, and several weather stations. The instruments stream data to the PARI website and will be available for the eclipse. In anticipation of the 2017 solar eclipse, we present the instruments and infrastructure of the PARI campus. We invite astronomers to explore the use of the PARI campus as a site for their own instruments and/or the use of instruments already located at PARI.

    The Mesoscale Atmospheric Processes Research Program is a program of integrated studies which are to achieve an improved understanding of the basic behavior of the atmosphere through the use of remotely sensed data and space technology. The program consist of four elements: (1) special observations and analysis of mesoscale systems; (20 the development of quanitative algorithms to use remotely sensed observations; (3) the development of new observing systems; and (4) numerical modeling. The Severe Storms Branch objectives are the improvement of the understanding, diagnosis, and prediction of a wide range of atmospheric storms, which includes severe thunderstorms, tornadoes, flash floods, tropical cyclones, and winter snowstorms. The research often shed light upon various aspects of local weather, such as fog, sea breezes, air pollution, showers, and other products of nonsevere cumulus cloud clusters. The part of the program devoted to boundary layer processes, gust front interactions, and soil moisture detection from satellites gives insights into storm growth and behavior.

Her research is focused on the host immune response to Pseudomonas aeruginosa and its role in ocular infections. Dr Hazlett has been funded continuously by the NIH by R01 support for 34 years. She is currently principal investigator of two R01 grants from the National Eye Institute that study pathogenesis of P. aeruginosa in the eye. Dr Hazlett oversees four Course Directors who lead Year 1 medical student teaching, in addition to two graduate course directors.     In this paper we present the fusion related activities of the Plasma Physics Division at the Ioffe Institute. The first experiments on lower hybrid current drive (LHCD) in a spherical tokamak performed at the Globus-M tokamak (R = 0.36 m, a = 0.24 m, Bt = 0.4 T, Ip = 200 kA) with a novel poloidally oriented grill resulted in an RF driven current of up to 30 kA at (100 kW, 2.5 GHz), exceeding the modelling predictions. At the FT-2 tokamak (R = 0.56 m, a = 0.08 m, Bt = 3 T, Ip = 30 kA) experiments with a traditional toroidally oriented grill revealed no strong dependence of the LHCD density limit on the H/D ratio in spite of LH resonance densities differing by a factor of 3. Microwave Doppler reflectometry (DR) at the Globus-M, and DR and heavy ion beam probe measurements at the tokamak TUMAN-3M (R = 0.53 m, a = 0.24 m, Bt = 1.0 T, Ip = 190 kA) demonstrated geodesic acoustic mode (GAM) suppression at the L to H transition. Observations at FT-2 using Doppler Enhanced Scattering showed that the GAM amplitude is anti-correlated both spatially and temporally to the drift turbulence level and electron thermal diffusivity. For the first time turbulence amplitude modulation at the GAM frequency was found both experimentally and in global gyrokinetic modelling. A model of the L-H transition is proposed based on this effect. The loss mechanisms of energetic ions' (EI) were investigated in the neutral beam injection (NBI) experiments on Globus-M and TUMAN-3M. Empirical scaling of the 2.45 MeV DD neutron rate for the two devices shows a strong dependence on toroidal field Bt1.29 and plasma current Ip1.34 justifying the Bt and Ip increase by a factor of 2.5 for the proposed upgrade of Globus-M. Bursts of ˜1 MHz Alfvenic type oscillations correlating with sawtooth crashes were observed in ohmic TUMAN-3M discharges.     My own career path has been non-traditional and I ended up at a primarily undergraduate institution by pure accident. However, teaching at a small college has been extremely rewarding to me, since I get to know and interact with my students, have an opportunity to work with them one-on-one and promote their intellectual growth and sense of social responsibility. One of the growing trends at undergraduate institutions in the past decade has been the crucial role of undergraduate research as part of the teaching process and the training of future scientists. There are several liberal arts institutions that expect research-active Faculty who can mentor undergraduate research activities. Often faculty members at these institutions consider their roles as teacher-scholars with no boundary between these two primary activities. A researcher who is in touch with the developments in his/her own field and contributes to new knowledge in the field is likely to be a more exciting teacher in the classroom and share the excitement of discovery with the students. At undergraduate institutions, there is generally very good support available for faculty development projects in both teaching and research. Often, there is a generous research leave program as well. For those who like advising and mentoring undergraduates and a teaching and learning centered paradigm, I will recommend a career at an undergraduate institution. In my presentation, I will talk about how one can prepare for such a career.

    Clinical research activities at academic medical centers are challenging to oversee. Without effective research administration, a continually evolving set of regulatory and institutional requirements can divert investigator and study team attention away from a focus on scientific gain, study conduct, and patient safety. However, even when the need for research administration is recognized, there can be struggles over what form it should take. Central research administration may be viewed negatively, with individual groups preferring to maintain autonomy over processes. Conversely, a proliferation of individualized approaches across an institution can create inefficiencies or invite risk. This article describes experiences establishing a unified research support office at the Duke University School of Medicine based on a framework of customer support. The Duke Office of Clinical Research was formed in 2012 with a vision that research administration at academic medical centers should help clinical investigators navigate the complex research environment and operationalize research ideas. The office provides an array of services that have received high satisfaction ratings. The authors describe the ongoing culture change necessary for success of the unified research support office. Lessons learned from implementation of the Duke Office of Clinical Research may serve as a model for other institutions undergoing a similar transition. PMID:27125563

Among infrastructures favoring translational research, centralized facilities characterized by shared, multidisciplinary use of expensive laboratory instrumentation, or by complex computer hardware and software and/or by high professional skills are necessary to maintain or improve institutional scientific competitiveness. The success or failure of a shared resource program also depends on the choice of appropriate institutional policies and requires an effective institutional governance regarding decisions on staffing, existence and composition of advisory committees, policies and of defined mechanisms of reporting, budgeting and financial support of each resource. Shared Resources represent a widely diffused model to sustain cancer research; in fact, web sites from an impressive number of research Institutes and Universities in the U.S. contain pages dedicated to the SR that have been established in each Center, making a complete view of the situation impossible. However, a nation-wide overview of how Cancer Centers develop SR programs is available on the web site for NCI-designated Cancer Centers in the U.S., while in Europe, information is available for individual Cancer centers. This article will briefly summarize the institutional policies, the organizational needs, the characteristics, scientific aims, and future developments of SRs necessary to develop effective translational research programs in oncology.In fact, the physical build-up of SRs per se is not sufficient for the successful translation of biomedical research. This special interest session for college and university physics and astronomy faculty, post-docs, and graduate students provided a forum to discuss the motivations, strategies, methodology, and publication routes for improving astronomy education through conducting rigorous science education research. Topics for discussion targeted the value of various education research questions, strengths and weaknesses of several different research design methodologies, strategies to successfully obtain Institutional Review Board approval to conduct education research on human subjects, and become more aware of how education research articles are created for publication in journals such as the Astronomy Education Review.

    Undergraduate research experiences have motivated many physics majors to continue their studies at the graduate level. The Department of Physics and Astronomy at SUNY Geneseo, a primarily undergraduate institution, recognizes this simple reality and is committed to ensuring research opportunities are available to interested majors beginning as early as their freshman year. Every year for more than a decade, as many as two dozen students and 8 faculty members have worked on projects related to high energy density physics and inertial confinement fusion during the summer months and the academic year. By working with their research sponsors, it has been possible to identify an impressive number of projects suitable for an institution such as Geneseo. These projects tend to be hands-on and require teamwork and innovation to be successful. They also take advantage of in-house capabilities such as the 2 MV tandem pelletron accelerator, a scanning electron microscope, a duoplasmatron ion deposition system and a 64 processor computing cluster. The end products of their efforts are utilized at the sponsoring facilities in support of nationally recognized programs. In this talk, I will discuss a number of these projects and point out what made them attractive and appropriate for an institution like Geneseo, the direct and indirect benefits of the research opportunities for the students and faculty, and how the national programs benefited from the cost-effective use of undergraduate research. In addition, I will discuss the importance of exposure for both students and faculty mentors to the larger scientific community through posters presentations at annual meetings such as the DPP and DNP. Finally, I will address the need for even greater research opportunities for undergraduate students in the future and the importance of establishing longer ``educational pipelines'' to satisfy the ever growing need for top-tier scientists and engineers in industry, academia and the

    This is a second annual research report of the UNLV Information Science Research Institute. It includes the annual OCR Technology Assessment test results and gives an overview of other ISRI projects. In the Assessment test the relationship between character accuracy and page quality, skew, resolution, and font features is investigated. Measures of significance to text retrieval applications are presented. Two voting systems were tested, both able to correct large percentages of OCR errors but limited when processing degraded text. A new version of ISRI experimental tools used to test foreign language OCR systems is introduced. An overview of the interest in the relationship between OCR accuracy and retrieval effectiveness is also presented.

    The Laboratory's Institutional Research and Development (IR and D) Program was established in 1984 to foster exploratory work to advance science and technology, disciplinary research to develop innovative solutions to support our national defense and energy missions. In FY 1988, the IR and D Program was funded by a 2% assessment on the Laboratory's operating budget. Our policy is to use these funds for researching innovative ideas in LLNL's areas of expertise and for developing new areas of expertise that we perceive to be in the national interest. The technical and scientific accomplishments of each project and of each institute funded this year are presented in this report. The projects were selected because they are expected to advance research in important areas that are too basic or too time consuming to be funded by the developmental programs or because they are somewhat risky projects that have the promise of high payoff. We are continually reappraising the IR and D Program. In particular, we seek new candidates for the Director's Initiatives, and we constantly reassess the work in progress. Each year, we make adjustments to further the Laboratory's policy of using the IR and D Program to fund innovative ideas with high potential for enhancing programmatic activities of national importance.

    The Materials Research Institute (MRI) is the newest of the University/LLNL Institutes and began operating in March 1997. The MRI is one of five Institutes reporting to the LLNL University Relations Program (URP), all of which have as their primary goal to facilitate university interactions at LLNL. This report covers the period from the opening of the MRI through the end of FY98 (September 30, 1998). The purpose of this report is to emphasize both the science that has been accomplished, as well as the LLNL and university people who were involved. The MRI is concentrating on projects, which highlight and utilize the Laboratory's unique facilities and expertise. Our goal is to enable the best university research to enhance Laboratory programs in the area of cutting-edge materials science. The MRI is focusing on three primary areas of materials research: Biomaterials (organic/inorganic interfaces, biomemetic processes, materials with improved biological response, DNA materials science); Electro/Optical Materials (laser materials and nonlinear optical materials, semiconductor devices, nanostructured materials); and Metals/Organics (equation of state of metals, synthesis of unique materials, high explosives/polymers). In particular we are supporting projects that will enable the MRI to begin to make a distinctive name for itself within the scientific community and will develop techniques applicable to LLNL's core mission. This report is organized along the lines of these three topic areas. A fundamental goal of the MRI is to nucleate discussion and interaction between Lab and university researchers, and among Lab researchers from different LLNL Directorates. This is accomplished through our weekly seminar series, special seminar series such as Biomaterials and Applications of High Pressure Science, conferences and workshops, our extensive visitors program and MRI lunches.     The Research Institute for Advanced Computer Science (RIACS) carries out basic research and technology development in computer science, in support of the National Aeronautics and Space Administration's missions. RIACS is located at the NASA Ames Research Center. It currently operates under a multiple year grant/cooperative agreement that began on October 1, 1997 and is up for renewal in the year 2002. Ames has been designated NASA's Center of Excellence in Information Technology. In this capacity, Ames is charged with the responsibility to build an Information Technology Research Program that is preeminent within NASA. RIACS serves as a bridge between NASA Ames and the academic community, and RIACS scientists and visitors work in close collaboration with NASA scientists. RIACS has the additional goal of broadening the base of researchers in these areas of importance to the nation's space and aeronautics enterprises. RIACS research focuses on the three cornerstones of information technology research necessary to meet the future challenges of NASA missions: (1) Automated Reasoning for Autonomous Systems. Techniques are being developed enabling spacecraft that will be self-guiding and self-correcting to the extent that they will require little or no human intervention. Such craft will be equipped to independently solve problems as they arise, and fulfill their missions with minimum direction from Earth; (2) Human-Centered Computing.     The project of an interdisciplinary research institute in Senegal was initiated in 1993 in Senegal (West Africa) and became a template for a similar project in the US in 1999. Since then, numerous meetings and presentations have been held at various national and international institutions, workshops and conferences. The current development of this partnership includes drafts for a full design of all systems at each facility, as well as the physics, applied health and educational programs to be implemented. The Senegal facility was conceived for scientific capacity building and equally to act as a focal point aimed at using the local scientific expertise. An anticipated outcome would be a contribution to the reduction of an ever-growing brain drain process suffered by the country, and the African continent in general. The development of the project led also to a strong African orientation of the facility: built for international collaboration, it is to be a pan-African endeavor and to serve primarily African countries. The facility received a presidential approval in a 2003 meeting and will develop an interdisciplinary program centered on a strong materials science research which will also allow for the establishment of an advanced analytical (physical chemistry) laboratory. A central part of the facility will be linked to state-of-the art accelerator mass spectrometry, cyclotron and low energy electromagnetic accelerator systems. )

  18. Southwest Research Institute intensified detector development capability

    Imaging detectors for wavelengths between 10 nm and 105 nm generally rely on microchannel plates (MCPs) to provide photon detection (via the photo-electric effect) and charge amplification. This is because silicon-based detectors (CCD or APS) have near zero quantum detection efficiency (QDE) over this wavelength regime. Combining a MCP based intensifier tube with a silicon detector creates a detector system that can be tuned to the wavelength regime of interest for a variety of applications. Intensified detectors are used in a variety of scientific (e.g. Solar Physics) and commercial applications (spectroscopic test instrumentation, night vision goggles, low intensity cameras, etc.). Building an intensified detector requires the mastery of a variety of technologies involved in integrating and testing of these detector systems. We report on an internally funded development program within the Southwest Research Institute to architect, design, integrate, and test intensified imaging detectors for space-based applications. Through a rigorous hardware program the effort is developing and maturing the technologies necessary to build and test a large format (2k × 2k) UV intensified CCD detector. The intensified CCD is designed around a commercially available CCD that is optically coupled to a UV Intensifier Tube from Sensor Sciences, LLC. The program aims to demonstrate, through hardware validation, the ability to architect and execute the integration steps necessary to produce detector systems suitable for space-based applications.

    Pisgah Astronomical Research Institute (PARI) is a not-for-profit public foundation in North Carolina dedicated to providing hands-on educational and research opportunities for a broad cross-section of users in science, technology, engineering and math (STEM) disciplines. In November 2007 a Workshop on a National Plan for Preserving Astronomical Photographic Data (2009ASPC,410,33O, Osborn, W. & Robbins, L) was held at PARI. The result was the establishment of the Astronomical Photographic Data Archive (APDA) at PARI. In late 2013 PARI began ALP (Astronomy Legacy Project). ALP's purpose is to digitize an extensive set of twentieth century photographic astronomical data housed in APDA. Because of the wide range of types of plates, plate dimensions and emulsions found among the 40+ collections, plate digitization will require a versatile set of scanners and digitizing instruments. Internet crowdfunding was used to assist in the purchase of additional digitization equipment that were described at AstroPlate2014 Plate Preservation Workshop (www.astroplate.cz) held in Prague, CZ, March, 2014. Equipment purchased included an Epson Expression 11000XL scanner and two Nikon D800E cameras. These digital instruments will compliment a STScI GAMMA scanner now located in APDA. GAMMA will be adapted to use an electroluminescence light source and a digital camera with a telecentric lens to achieve high-speed high-resolution scanning. The 1μm precision XY stage of GAMMA will allow very precise positioning of the plate stage. Multiple overlapping CCD images of small sections of each plate, tiles, will be combined using a photo-mosaic process similar to one used in Harvard's DASCH project. Implementation of a software pipeline for the creation of a SQL database containing plate images and metadata will be based upon APPLAUSE as described by Tuvikene at AstroPlate2014 (www.astroplate.cz/programs/).

  3. Spacecraft computer technology at Southwest Research Institute

    Southwest Research Institute (SwRI) has developed and delivered spacecraft computers for a number of different near-Earth-orbit spacecraft including shuttle experiments and SDIO free-flyer experiments. We describe the evolution of the basic SwRI spacecraft computer design from those weighing in at 20 to 25 lb and using 20 to 30 W to newer models weighing less than 5 lb and using only about 5 W, yet delivering twice the processing throughput. Because of their reduced size, weight, and power, these newer designs are especially applicable to planetary instrument requirements. The basis of our design evolution has been the availability of more powerful processor chip sets and the development of higher density packaging technology, coupled with more aggressive design strategies in incorporating high-density FPGA technology and use of high-density memory chips. In addition to reductions in size, weight, and power, the newer designs also address the necessity of survival in the harsh radiation environment of space. Spurred by participation in such programs as MSTI, LACE, RME, Delta 181, Delta Star, and RADARSAT, our designs have evolved in response to program demands to be small, low-powered units, radiation tolerant enough to be suitable for both Earth-orbit microsats and for planetary instruments. Present designs already include MIL-STD-1750 and Multi-Chip Module (MCM) technology with near-term plans to include RISC processors and higher-density MCM's. Long term plans include development of whole-core processors on one or two MCM's.

    Pisgah Astronomical Research Institute (PARI), a former NASA tracking station located in western North Carolina, has been offering programs, campus, and instrument use for undergraduate research and learning experiences since 2000. Over these years, PARI has collaborated with universities and colleges in the Southeastern U.S. Sharing its campus with institutions of higher learning is a priority for PARI as part of its mission to "to providing hands-on educational and research opportunities for a broad cross-section of users in science, technology, engineering and math (STEM) disciplines."PARI is a 200 acre campus for environmental, earth, geological, physical, and astronomical sciences. For example, the PARI 26-m and 4.6-m radio telescopes are excellent for teaching electromagnetic theory, spectroscopy, atomic and molecular emission processes, and general physics and astronomy concepts. The PARI campus has lab and office space, data centers with high speed internet, distance learning capabilities, radio and optical telescopes, earth science sensors, housing and cafeteria.Also, the campus is in an excellent spot for environmental and biological sciences lab and classroom experiences for students. The campus has the capability to put power and Internet access almost anywhere on its 200 acre campus so experiments can be set up in a protected area of a national forest. For example, Earthscope operates a Plate Boundary Observatory sensor on campus to measure plate tectonic motion. And, Clemson University has an instrument measuring winds and temperatures in the Thermsophere. The use of thePARI campus is limited only by the creativity faculty to provide a rich educational environment for their students. An overview of PARI will be presented along with a summary of programs, and a summary of undergraduate research experiences over the past 15 years. Access to PARI and collaboration possibilities will be presented.

    This report is a summary of the work performed under Department of Energy contract FG19-87BC14126 during the period February 22, 1987 to February 21, 1990. During that period the Stanford University Petroleum Research Institute has published twenty-two technical reports and professional papers. This report presents in general terms the scope of work of SUPRI which is divided in five main projects: reservoir properties, in-situ combustion, improvement of steam injection by additives, well-to-well formation evaluation, and field support services. The results obtained during the period of performance of the contract are then presented in the form of abstracts from the technical reports and papers written during the period of performance.

  14. Invasive Species Science Branch: research and management tools for controlling invasive species

    Invasive, nonnative species of plants, animals, and disease organisms adversely affect the ecosystems they enter. Like “biological wildfires,” they can quickly spread and affect nearly all terrestrial and aquatic ecosystems. Invasive species have become one of the greatest environmental challenges of the 21st century in economic, environmental, and human health costs, with an estimated effect in the United States of more than $120 billion per year. Managers of the Department of the Interior and other public and private lands often rank invasive species as their top resource management problem. The Invasive Species Science Branch of the Fort Collins Science Center provides research and technical assistance relating to management concerns for invasive species, including understanding how these species are introduced, identifying areas vulnerable to invasion, forecasting invasions, and developing control methods. To disseminate this information, branch scientists are developing platforms to share invasive species information with DOI cooperators, other agency partners, and the public. From these and other data, branch scientists are constructing models to understand and predict invasive species distributions for more effective management. The branch also has extensive herpetological and population biology expertise that is applied to harmful reptile invaders such as the Brown Treesnake on Guam and Burmese Python in Florida.

    The Aquatic Systems Branch at the Fort Collins Science Center is a group of scientists dedicated to advancing interdisciplinary science and providing science support to solve water-related environmental issues. Natural resource managers have an increasing need for scientific information and stakeholders face enormous challenges of increasing and competing demands for water. Our scientists are leaders in ecological flows, riparian ecology, hydroscape ecology, ecosystem management, and contaminant biology. The Aquatic Systems Branch employs and develops state-of-the-science approaches in field investigations, laboratory experiments, remote sensing, simulation and predictive modeling, and decision support tools. We use the aquatic experimental laboratory, the greenhouse, the botanical garden and other advanced facilities to conduct unique research. Our scientists pursue research on the ground, in the rivers, and in the skies, generating and testing hypotheses and collecting quantitative information to support planning and design in natural resource management and aquatic restoration.

  16. Institutional Conflict of Interest Policies at U.S. Academic Research Institutions

    Purpose Institutional conflicts of interest (ICOIs) occur when the institution or leaders with authority to act on behalf of the institution have conflicts of interest (COIs) that may threaten the objectivity, integrity, or trustworthiness of research because they could impact institutional decision making. The purpose of this study was to gather and analyze information about the ICOI policies of the top 100 U.S. academic research institutions, ranked according to total research funding. Method From May–June 2014, the authors attempted to obtain ICOI policy information for the top 100 U.S. academic research institutions from publicly available Web sites or via e-mail inquiry. If an ICOI policy was not found, the institutions' online COI policies were examined. Data on each institution's total research funding, national funding rank, public versus private status, and involvement in clinical research were collected. The authors developed a coding system for categorizing the ICOI policies and used it to code the policies for nine items. Interrater agreement and P values were assessed. Results Only 28/100 (28.0%) institutions had an ICOI policy. ICOI policies varied among the 28 institutions. Having an ICOI policy was positively associated with total research funding and national funding ranking but not with public versus private status or involvement in clinical research. Conclusions Although most U.S. medical schools have policies that address ICOIs, most of the top academic research institutions do not. Federal regulation and guidance may be necessary to encourage institutions to adopt ICOI policies and establish a standard form of ICOI review. PMID:26535868

    The advent of magnetic resonance imaging, which safely allows in vivo quantification of anatomical and physiological features of the brain, has revolutionized pediatric neuroscience. Longitudinal studies are useful for the characterization of developmental trajectories (ie, changes in imaging measures by age). Developmental trajectories (as opposed to static measures) have proven to have greater power in discriminating healthy from clinical groups and in predicting cognitive/behavioral measures, such as IQ. Here we summarize results from an ongoing longitudinal pediatric neuroimaging study that has been conducted at the Child Psychiatry Branch of the National Institute of Mental Health since 1989. Developmental trajectories of structural MRI brain measures from healthy youth are compared and contrasted with trajectories in attention-deficit/hyperactivity disorder (ADHD) and childhood-onset schizophrenia. Across ages 5–25 years, in both healthy and clinical populations, white matter volumes increase and gray matter volumes follow an inverted U trajectory, with peak size occurring at different times in different regions. At a group level, differences related to psychopathology are seen for gray and white matter volumes, rates of change, and for interconnectedness among disparate brain regions. PMID:25195638

    Purpose: Multi-institutional collaborations are necessary in order to create large and robust data sets that are needed to answer important comparative effectiveness research (CER) questions. Before scientific work can begin, a complex maze of administrative and regulatory requirements must be efficiently navigated to avoid project delays. Innovation: Staff from research, regulatory, and administrative teams involved in three HMO Research Network (HMORN) multi-institutional collaborations developed and employed novel approaches: to secure and maintain Institutional Review Board (IRB) approvals; to enable data sharing, and to expedite subawards for two data-only minimal risk studies. These novel approaches accelerated required processes and approvals while maintaining regulatory, human subjects, and institutional protections. Credibility: Outcomes from the processes described here are compared with processes outlined in the research and regulatory literature and with processes that have been used in previous multisite research collaborations. Conclusion and Discussion: Research, regulatory, and administrative staff are essential contributors to the success of multi-institutional collaborations. Their flexibility, creativity, and effective communication skills can lead to the development of efficient approaches to achieving the necessary oversight for these complex projects. Elements of these specific strategies can be adapted and used by other research networks. Other efforts in these areas should be evaluated and shared. The processes that help develop a “learning research system” play an important and complementary role in sustaining multi-institutional research collaborations. PMID:25848593

    Simple Summary This study analyzed the membership of animal experimentation oversight committees at leading U.S. research institutions. We found the leadership and general membership of these committees to be dominated by animal researchers and the remainder of the committees to be largely comprised of other institutional representatives. These arrangements may contribute to previously-documented committee biases in favor of approving animal experiments and dilute input from the few members representing animal welfare and the interests of the general public. Abstract Institutional Animal Care and Use Committees (IACUCs) were created to review, approve and oversee animal experiments and to balance the interests of researchers, animals, institutions and the general public. This study analyzed the overall membership of IACUCs at leading U.S. research institutions. We found that these committees and their leadership are comprised of a preponderance of animal researchers, as well as other members who are affiliated with each institution; some of whom also work in animal laboratories. This overwhelming presence of animal research and institutional interests may dilute input from the few IACUC members representing animal welfare and the general public, contribute to previously-documented committee bias in favor of approving animal experiments and reduce the overall objectivity and effectiveness of the oversight system.   1. Exploring Institutional Research Ethics Systems: A Case Study From Uganda

    Background The increasing globalization of research drives a need for greater research ethics capacity in low resource countries. Several programs have attempted to expand research ethics capacity by training individuals, but few have focused on broader research ethics systems and institutions. This study describes and applies an institutional research ethics model to assess the institutional research ethics capacity of Makerere University College of Heath Sciences (MakCHS) in 2011. Methods Internal and external stakeholders conducted the assessment of MakCHS using the multidimensional Octagon framework. Five methods were used to collect data on current ethical processes and institutional relationships. Results MakCHS scored in the mid range on all Octagon domains, with some variation between external and internal assessments. The external Octagon scores suggest that MakCHS’s areas of strengths are in identity, structure, relevance, target groups, and working environment; needs are greater in the areas of production, competence, and systems of finance and administration. Discrepancies in external and internal assessment can serve as a useful platform to shape ongoing discussions and strategic efforts. Conclusions The assessment identified strengths, opportunities, and challenges for institutional research ethics capacity at MakCHS. We believe this systematic approach was helpful in evaluating research ethics needs and provides a benchmark for institutions to measure progress over time. PMID:26594648
