    Gainers and Losers are always associated with large scale hydrological infrastructure construction, such as dams, canals and water treatment facilities. Since most of these projects are public services and public goods, Some of these uneven impacts cannot fully be solved by markets. This paper tried to explore whether the governments are paying any effort to balance the uneven distributional impacts caused by dam construction or not. It showed that dam construction brought an average 2% decrease in per capita tax revenue in the upstream counties, a 30% increase in the dam-location counties and an insignificant increase in downstream counties. Similar distributional impacts were observed for other outcome variables. like rural income and agricultural crop yields, though the impacts differ across different crops. The paper also found some balancing efforts from inter-governmental transfers to reduce the unevenly distributed impacts caused by dam construction. However, overall the inter-governmental fiscal transfer efforts were not large enough to fully correct those uneven distributions, reflected from a 2% decrease of per capita GDP in upstream counties and increase of per capita GDP in local and downstream counties. This paper may shed some lights on the governmental considerations in the decision making process for large hydrological infrastructures.

    Idaho National Laboratory (INL) is a Department of Energy (DOE) multi-program national laboratory that conducts research and development in all DOE mission areas. Like all other federal laboratories, INL has a statutory, technology transfer mission to make its capabilities and technologies available to federal agencies, state and local governments, universities, and industry. To fulfill this mission, INL encourages its scientific, engineering, and technical staff to disclose new inventions and creations to ensure the resulting intellectual property is captured, protected, and available to others who might benefit from it. As part of the mission, intellectual property is licensed to industrial partners for commercialization, job creation, and delivering the benefits of federally funded technology to consumers. In some cases, unique capabilities are made available to other federal agencies, international organizations, domestic and foreign commercial entities, or small businesses to solve specific technical challenges. INL employees work cooperatively with researchers and technical staff from the university and industrial sectors to further development of emerging technologies. In this multinational global economy, INL is contributing to the development of the next generation of engineers and scientists by licensing software to educational institutions throughout the world. This report is a catalog of select INL technology transfer and commercialization transactions and research agreements that were executed during this past year. The size and diversity of INL technical resources, coupled with the large number of relationships with other organizations, virtually ensures that a report of this nature will fail to capture all interactions.     An increase in the activities of the Office of Research and Technology Applications (ORTA) is reported. Most of the additional effort has been directed to the regional electric utility initiative, but intensive efforts have been applied to the commercialization of a compact synchrotron storage ring for x-ray lithography applications. At least six laboratory technologies are reported as having been transferred or being in the process of transfer. Laboratory accelerator technology is being applied to study radiation effects, and reactor technology is being applied for designing space reactors. Technologies being transferred and emerging technologies are described. The role of the ORTA and the technology transfer process are briefly described, and application assessment records are given for a number of technologies. A mini-incubator facility is also described.   20. Pinelands national reserve: An intergovernmental approach to nature preservation

    The Pinelands National Reserve was created in 1978 when private interests and federal, state, and local governments allied to protect 378,000 ha (935,000 acres) of New Jersey's Pine Barrens from encroaching development. An intergovernmental authority, the Pinelands Commission, manages the reserve by implementing a regional plan to guide development away from environmentally sensitive areas and into designated growth centers. Through transferable development rights, financial gains from development in growth centers are used to compensate owners and localities in the reserve who might otherwise have developed their lands. The national reserve strategy contrasts with other federal strategies for preserving unique environments in which the federal government exercises exclusive control (e.g., national parks, monuments, and recreation areas). This article describes the strategy applied in the Pinelands and discusses the conditions in which it may be more or less effective than other strategies used to protect unique or valued landscapes. It then compares the Pinelands model with the strategies and conditions of california's Redwood National Park and Point Reyes National Seashore to develop propositions about the circumstances in which one or another strategy is more likely to be viable. Finally, it applies these propositions to the possibilities for future forest preservation in New England.

  20. The impacts of intergovernmental grants on municipal infrastructure: Evidence from the Canada-Quebec infrastructure works 2000 program.

    This article reports the results of a study on the outcomes of the Canada-Quebec Infrastructure Works 2000 Program (CQIWP), an infrastructure grant program to Quebec municipalities. The focus of this study is on the effects of the CQIWP on municipal investment and physical conditions of drinking water systems and, as such, it goes beyond the usual emphasis on the fiscal consequences of intergovernmental grants. The study results show that the CQIWP was an efficient tool to induce municipalities to increase investment and to reduce the number of aqueduct breakdowns. In light of these findings, this study suggests that upper levels of governments can rely on infrastructure grants to fill the gap in municipal investment and, therefore, to improve the availability and quality of municipal infrastructure.     OBJECTIVE To analyze the dynamics of operation of the Bipartite Committees in health care in the Brazilian states. METHODS The research included visits to 24 states, direct observation, document analysis, and performance of semi-structured interviews with state and local leaders. The characterization of each committee was performed between 2007 and 2010, and four dimensions were considered: (i) level of institutionality, classified as advanced, intermediate, or incipient; (ii) agenda of intergovernmental negotiations, classified as diversified/restricted, adapted/not adapted to the reality of each state, and shared/unshared between the state and municipalities; (iii) political processes, considering the character and scope of intergovernmental relations; and (iv) capacity of operation, assessed as high, moderate, or low. RESULTS Ten committees had advanced level of institutionality. The agenda of the negotiations was diversified in all states, and most of them were adapted to the state reality. However, one-third of the committees showed power inequalities between the government levels. Cooperative and interactive intergovernmental relations predominated in 54.0% of the states. The level of institutionality, scope of negotiations, and political processes influenced Bipartite Committees’ ability to formulate policies and coordinate health care at the federal level. Bipartite Committees with a high capacity of operation predominated in the South and Southeast regions, while those with a low capacity of operations predominated in the North and Northeast. CONCLUSIONS The regional differences in operation among Bipartite Interagency Committees suggest the influence of historical-structural variables (socioeconomic development, geographic barriers, characteristics of the health care system) in their capacity of intergovernmental health care management.     The Intergovernmental Panel on Climate Change (IPCC), established in 1988, issued its Fourth Assessment Report in 2007. The IPCC has been influential in the debate over anthropogenic climate change. It has become the de facto voice of the mainstream scientific community, as the world seeks to understand the findings of climate science and their relevance to public policy. The primary purpose of the IPCC is to provide an authoritative assessment of results from climate science as an input to policymakers. Its mandate is to assess research, not to do research. Its reports are policy-relevant but not policy-prescriptive. The IPCC assessment reports are rightly regarded as the gold standard in climate science. They are well-suited for use as references for experts and textbooks for graduate students. However, as a source of information for the public, students and educators, the IPCC reports are far from optimal. They are written almost entirely by scientists. They tend to be long, detailed, technical, and full of jargon. In addition, the reports appear at intervals of about 5 years. Thus, the IPCC is not nimble and cannot respond quickly to new scientific developments. The IPCC is also not especially adept at communication, so its reports can be difficult to read and mysterious to non-specialists. As a result, the IPCC reports often need translation into plain language and interpretation for a wide variety of potential users. This presentation, by an IPCC Coordinating Lead Author, surveys a variety of recent and planned efforts to mine the IPCC reports as a rich source of scientific knowledge that should be made more accessible to the wider world.

All of them have powerful research infrastructures and laboratories which are used by an extensive network of scientists.     A program to complete the design, construction and demonstration of a PEMFC system fuelled by Ethanol, LPG or NG for telecom applications was initiated in October 2007. Early in the program the economics for Ethanol were shown to be unfeasible and permission was given by DOE to focus on LPG only. The design and construction of a prototype unit was completed in Jun 2009 using commercially available PEM FC stack from Ballard Power Systems. During the course of testing, the high pressure drop of the stack was shown to be problematic in terms of control and stability of the reformer. Also, due to the power requirements for air compression the overall efficiency of the system was shown to be lower than a similar system using internally developed low pressure drop FC stack. In Q3 2009, the decision was made to change to the Plug power stack and a second prototype was built and tested. Overall net efficiency was shown to be 31.5% at 3 kW output. Total output of the system is 6 kW. Using the new stack hardware, material cost reduction of 63% was achieved over the previous Alpha design. During a November 2009 review meeting Plug Power proposed and was granted permission, to demonstrate the new, commercial version of Plug Power's telecom system at CERL. As this product was also being tested as part of a DOE Topic 7A program, this part of the program was transferred to the Topic 7A program. In Q32008, the scope of work of this program was expanded to include a National Grid demonstration project of a micro-CHP system using hightemperature PEM technology. The Gensys Blue system was cleared for unattended operation, grid connection, and power generation in Aug 2009 at Union College in NY state. The system continues to operate providing power and heat to Beuth House. The system is being continually evaluated and improvements to hardware and controls will be implemented as more is learned about the system's operation.     The past decade provides a useful window through which to examine whether states are likely to provide health care leadership. During this era, states were given increased discretion to set health care policy, they had the financial resources to encourage innovation, and their administrative capacity was at its strongest ever. Despite the favorable conditions, however, states were reluctant to spend their own funds on programs for the uninsured, their efforts to make private insurance more affordable for the small business community were disappointing, and their efforts to regulate the managed care industry fell short. At the same time, though, the most promising innovations over the past decade were in programs financed primarily with federal dollars, administered primarily by state officials, and advanced by an intergovernmental partnership in which administrators at different levels of government prod each other to try and do more. This sort of intergovernmental partnership provides the best model for innovative health policy leadership. PMID:12836885

    An increasing stream of monitoring activities is entering the public sector. This article analyzes the perceived impacts of monitoring activities on intergovernmental relationships. Our theoretical framework is based on three approaches to monitoring and intergovernmental relationships, namely, a rational, a political, and a cultural perspective. Our empirical insights are based on two Dutch case studies, namely, the Ecological Monitoring Network and the Water in Focus reports. The conclusion is that monitoring activities have an impact on intergovernmental relationships in terms of standardizing working processes and methods, formalizing information relationships, ritualizing activities, and developing shared concepts ("common grammar"). An important challenge is to deal with the politicization of intergovernmental relationships, because monitoring reports can also stimulate political discussions about funding, the design of the instrument, administrative burdens, and supervisory relationships.     The model proposed by Gardner, Fierlbeck and Levy offers an innovative and compelling framework for moving past the dysfunction of the current intergovernmental relationship in health. It provides a viable role for the federal government and a means to shift our attention on improving health outcomes relative to past provincial performance. At the same time there are important questions about how both federal leadership and population health is understood and justified within the model. The history of federal leadership in health reform is questioned as to both its necessity and its effectiveness. One must also confront the possibility that federal disengagement from contentious intergovernmental issues may be emerging as a more permanent feature of federal-provincial relations in Canada. For the focus on population health to be effective, it must, in the first instance, take into account the necessity of focussing population health interventions for the most marginalized populations and the need to focus those interventions on the socio-economic determinants of health that exist outside of the healthcare system.     The International Committee of the Red Cross (ICRC) is today a staunch proponent of the need for humanitarian organisations to remain independent of state interests, yet it deliberately solicited intergovernmental intervention in international relief after the First World War of 1914-18. This paper examines why an organisation committed to upholding the independence and impartiality of humanitarian action might still choose to partner with governmental bodies. It also highlights the historical beginnings of a linkage between international aid and geopolitics. To secure governmental funding for refugee relief during the 1920s, the ICRC argued that the humanitarian crises of the post-war years were a threat to the political and social stability of Europe. While this has become axiomatic, the interwar history of the ICRC demonstrates that the perceived connection between relief and geopolitical stability is historically constructed, and that it must continue to be asserted persuasively to be effective.     The Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) is interested in assessing the potential economic impacts of its portfolio of subprograms on national employment and income. A special purpose version of the IMPLAN input-output model called ImBuild II is used in this study of 20 subprograms of the Weatherization and Intergovernmental Program contained in the EERE final FY 2005 budget request to the Office of Management and Budget on February 2, 2004. Energy savings, investments, and impacts on U.S. national employment and earned income are reported by subprogram for selected years to the year 2030. Energy savings and investments from these subprograms have the potential of creating a total of 228,000 jobs and about $3.1 billion in earned income (2003$) by the year 2030.

    The Affordable Care Act (ACA) was enacted, and continues to operate, under conditions of political polarization. In this article, we argue that the law's intergovernmental structure has amplified political conflict over its implementation by distributing governing authority to political actors at both levels of the American federal system. We review the ways in which the law's demands for institutional coordination between federal and state governments (and especially the role it preserves for governors and state legislatures) have created difficulties for rolling out health-insurance exchanges and expanding the Medicaid program. By way of contrast, we show how the institutional design of the ACA's regulatory reforms of the insurance market, which diminish the reform's political salience, has allowed for considerably less friction during the implementation process. This article thus highlights the implications of multi-level institutional designs for the post-enactment politics of major reforms. PMID:24508181

    Abrupt transitions of regional climate in response to the gradual rise in atmospheric greenhouse gas concentrations are notoriously difficult to foresee. However, such events could be particularly challenging in view of the capacity required for society and ecosystems to adapt to them. We present, to our knowledge, the first systematic screening of the massive climate model ensemble informing the recent Intergovernmental Panel on Climate Change report, and reveal evidence of 37 forced regional abrupt changes in the ocean, sea ice, snow cover, permafrost, and terrestrial biosphere that arise after a certain global temperature increase. Eighteen out of 37 events occur for global warming levels of less than 2°, a threshold sometimes presented as a safe limit. Although most models predict one or more such events, any specific occurrence typically appears in only a few models. We find no compelling evidence for a general relation between the overall number of abrupt shifts and the level of global warming. However, we do note that abrupt changes in ocean circulation occur more often for moderate warming (less than 2°), whereas over land they occur more often for warming larger than 2°. Using a basic proportion test, however, we find that the number of abrupt shifts identified in Representative Concentration Pathway (RCP) 8.5 scenarios is significantly larger than in other scenarios of lower radiative forcing. This suggests the potential for a gradual trend of destabilization of the climate with respect to such shifts, due to increasing global mean temperature change. PMID:26460042

    Changes in population health status are known to influence government fiscal transfers both in terms of lost tax revenue and increased expenditure for health and social services. To estimate the fiscal impact of changes in morbidity and mortality attributed to rotavirus immunisation, we developed a government perspective model to estimate discounted net tax revenue for Ghana and Vietnam. The model derived the impact of rotavirus morbidity and mortality on lifetime productive capacity and related tax transfers, and demand for government transfers in relation to education and healthcare in immunised and non-immunised cohorts. The discounted age-specific net tax revenue was derived by deducting transfers from gross taxes and discounting for time preference. In Ghana, taking into account immunisation costs, tax and transfers, the estimated net discounted tax for the immunised cohort was estimated to generate $2.6 billion in net taxes up to age 65. In Vietnam, the net revenue attributed to the immunised cohort reached $55.17 billion suggesting an incremental benefit of approximately $29 million. We posit that the government perspective fiscal framework described here is a valid approach for estimating how governments benefit from investments in immunisation that can be considered supplementary to conventional cost-effectiveness approaches for defining value.     The radiative effects from increased concentrations of well-mixed greenhouse gases (WMGHGs) represent the most significant and best understood anthropogenic forcing of the climate system. The most comprehensive tools for simulating past and future climates influenced by WMGHGs are fully coupled atmosphere-ocean general circulation models (AOGCMs). Because of the importance of WMGHGs as forcing agents it is essential that AOGCMs compute the radiative forcing by these gases as accurately as possible. We present the results of a radiative transfer model intercomparison between the forcings computed by the radiative parameterizations of AOGCMs and by benchmark line-by-line (LBL) codes. The comparison is focused on forcing by CO2, CH4, N2O, CFC-11, CFC-12, and the increased H2O expected in warmer climates. The models included in the intercomparison include several LBL codes and most of the global models submitted to the Intergovernmental Panel on Climate Change (IPCC) Fourth Assessment Report (AR4). In general, the LBL models are in excellent agreement with each other. However, in many cases, there are substantial discrepancies among the AOGCMs and between the AOGCMs and LBL codes. In some cases this is because the AOGCMs neglect particular absorbers, in particular the near-infrared effects of CH4 and N2O, while in others it is due to the methods for modeling the radiative processes. The biases in the AOGCM forcings are generally largest at the surface level. We quantify these differences and discuss the implications for interpreting variations in forcing and response across the multimodel ensemble of AOGCM simulations assembled for the IPCC AR4.

    As recently as the 1950s, global climate models, or GCMs, did not exist, and the notion that man-made carbon dioxide might lead to significant climate change was not regarded as a serious possibility by most experts. Today, of course, the prospect or threat of exactly this type of climate change dominates the science and ranks among the most pressing issues confronting all mankind. Indeed, the prevailing scientific view throughout the first half of the twentieth century was that adding carbon dioxide to the atmosphere would have only a negligible effect on climate. The science of climate change caused by atmospheric carbon dioxide changes has thus undergone a genuine revolution. An extraordinarily rapid development of global climate models has also characterized this period, especially in the three decades since about 1980. In these three decades, the number of GCMs has greatly increased, and their physical and computational aspects have both markedly improved. Modeling progress has been enabled by many scientific advances, of course, but especially by a massive increase in available computer power, with supercomputer speeds increasing by roughly a factor of a million in the three decades from about 1980 to 2010. This technological advance has permitted a rapid increase in the physical comprehensiveness of GCMs as well as in spatial computational resolution. In short, GCMs have dramatically evolved over time, in exactly the same recent period as popular interest and scientific concern about anthropogenic climate change have markedly increased. In parallel, a unique international organization, the Intergovernmental Panel on Climate Change, or IPCC, has also recently come into being and also evolved rapidly. Today, the IPCC has become widely respected and globally influential.     The Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES) offers major opportunities to enhance scientific collaboration and advance global environmental sustainability. IPBES was established in 2012 as an independent intergovernmental body dedicated to assessing the state of the planet's biodiversity, its ecosystems, and the essential services they provide to society. IPBES has four functions: 1) identify and prioritize key scientific information needed for policymakers and catalyze efforts to generate new knowledge by engaging relevant scientific, policy and funding organizations; 2) perform regular and timely assessments of knowledge on biodiversity and ecosystem services and their interlinkages; 3) support policy formulation and implementation by identifying policy-relevant tools and methodologies; and 4) prioritize key capacity-building needs to improve the science-policy interface and catalyze related financing. To date, IPBES has brought together representatives of 124 countries at three annual plenary meetings and numerous panel meetings about specific assessments. This presentation will summarize IPBES' opportunities and achievements to date. These include a conceptual framework for IPBES processes and products, an assessment of the status of pollination and pollinators associated with food production, draft reports on scenario analyses and capacity building, and scoping for assessments of land degradation and restoration and of biodiversity in five regions of the world. IPBES provides natural and social scientists and other experts with important opportunities to support collaborative, science-based environmental decision-making at global to local scales. The presentation will conclude by describing opportunities to participate as expert panel members, contributors to assessments, and reviewers.

  14. How certain is 'certain'? Exploring how the English-language media reported the use of calibrated language in the Intergovernmental Panel on Climate Change's Fifth Assessment Report.

    This article presents findings from an analysis of English-language media reports following the publication of the fifth Intergovernmental Panel on Climate Change Assessment Report in September 2013. Focusing on the way they reported the Intergovernmental Panel on Climate Change's use of 'calibrated' language, we find that of 1906 articles relating to the issuing of the report only 272 articles (14.27%) convey the use of a deliberate and systematic verbal scale. The Intergovernmental Panel on Climate Change's carefully calibrated language was rarely discussed or explicated, but in some instances scientists, political actors or journalists would attempt to contextualise or elaborate on the reported findings by using analogies to other scientific principles or examples of taking action despite uncertainty. We consider those analogies in terms of their efficacy in communicating (un)certainty. PMID:25847719
