  2. Distribution of Mosquito Larvae on Kosrae Island, Kosrae State, the Federated States of Micronesia

    Surveys of mosquito larvae were carried out in six areas of Kosrae Island, Kosrae State, the Federated States of Micronesia in December 2009 and June 2012. A total of 962 larvae of six species were collected from 106 natural and artificial habitats. They were identified as Aedes aegypti, Ae. albopictus, Ae. marshallensis, Culex quinquefasciatus, Cx. annulirostris, and Cx. kusaiensis. This is the first report from Kosrae Island for three of these species—Ae. marshallensis, Cx. quinquefasciatus, and Cx. annulirostris. The most abundant species was Ae. albopictus, followed by Ae. marshallensis, and these two species were found in all areas. Relatively large numbers of Cx. quinquefasciatus and Cx. kusaiensis were found in five areas. Fewer Cx. annulirostris were found, and only in three areas. Aedes aegypti larvae were collected from a single habitat at Tafunsak in 2009. To prevent the outbreak of dengue fever, environmental management should focus on the destruction, alteration, disposal and recycling of containers that produce larger numbers of adult Aedes mosquitoes.   4. Estimating the freshwater-lens thickness of atoll islands in the Federated States of Micronesia

    The water resources of the 32 atolls of the Federated States of Micronesia (FSM) are under continual threat from El Niño-induced droughts and other natural hazards. With government policies emphasizing sustainable development of atoll-island communities, local managers are in need of tools for predicting changes in the availability of fresh groundwater, which communities depend upon during droughts that incapacitate rain-catchment systems. An application of a recently developed, readily portable algebraic model is demonstrated here, to estimate the freshwater-lens thickness of atoll islands in the FSM, a key component of FSM groundwater resource assessment. Specifically, the model provides estimates of the lens thickness of atoll islands in the FSM during normal and drought conditions. The model was tested for use in the FSM through comparison with available lens data under both average rainfall conditions and intense drought conditions, and then applied to major islands of each atoll within the FSM. Results indicate that out of 105 major islands on FSM atolls, only six would likely retain sufficient groundwater to sustain the local community during an intense drought.

    The lens of fresh ground water on Pingelap Island, Pingelap Atoll contains about 384 million gallons of potable water. Recharge to the freshwater lens is estimated to be 230,000 gallons per day on the basis of an average annual rainfall of 160 inches. The long-term average sustainable yield is estimated to be about 69,000 gallons per day. The estimated demand for water is about 50,000 gallons per day. Shallow-vertical-tube wells or horizontal-infiltration wells could be used to develop the freshwater lens. The effect of development on the lens can be determined by monitoring the chloride concentration of water from a network of shallow-water-table wells and deep driven wells. The ground-water resource on Pingelap can be used in conjunction with individual rainwater-catchment systems: rainwater can be used for drinking and cooking, and ground water can be used for sanitary uses. When rainwater-catchment systems fail during extended dry periods, ground water would be available to meet the total demand.

    Two species of Aedes (Stegomyia) were collected in response to the first chikungunya virus (CHIKV) outbreak on Yap Island: the native species Ae. hensilli Farner and the introduced species Ae. aegypti (L.). Fourteen CHIKV-positive mosquito pools were detected. Six pools were composed of female Ae. hensilli, six pools were composed of female Ae. aegypti, one pool was composed of male Ae. hensilli, and one pool contained female specimens identified as Ae. (Stg.) spp. Infection rates were not significantly different between female Ae. hensilli and Ae. aegypti. The occurrence of human cases in all areas of Yap Island and the greater number of sites that yielded virus from Ae. hensilli combined with the ubiquitous distribution of this species incriminate Ae. hensilli as the most important vector of CHIKV during the outbreak. Phylogenic analysis shows that virus strains on Yap are members of the Asia lineage and closely related to strains currently circulating in the Caribbean. PMID:25404070

    The Alaska Department of Fish and Game, Habitat and Restoration Division, conducted surveys of anadromous fish streams on Afognak Island from July 6 to September 1, 1992. These surveys focused on Afognak Native Corporation and Afognak Joint Venture lands in order to document anadromous fish distribution and habitat on private lands throughout the spill area. 167 new anadromous fish streams were documented totalling approximately 56 km (35 miles). Dolly Varden and coho salmon were the principal fish species found, followed by pink salmon, sockeye salmon, chum salmon, rainbow trout, stickleback and sculpin. The study additionally found 34 streams that have a high potential for rehabilitation.

    This study explores factors associated with the allocation offederal expenditures by states and examines the implications of theseexpenditures on the state by state distribution of incomes. Theallocation of federal expenditures is functionally oriented toward theobjectives for which various government programs are set up. Thegeographical distribution of federal expenditures, therefore, washistorically considered to be a problem incidental to governmentactivity. Because of this, relatively little attention was given tothe question of why some states receive more federal allocation thanothers. In addition, the implications of this pattern of allocationamong the several states have not been intensively investigated.

    The Pacific region has 7500 islands spread over 30 million sq. km of ocean; 500 islands are inhabited. Small countries and territories in the region generally experience low to moderate mortality, moderate to high fertility, uneven population distribution fueled by internal migration and urbanization, and weak economic resource bases. Unemployment, high population density, and environmental pollution and resource depletion also plague some countries. To best assess regional needs for assistance, the UNFPA reviewed its Pacific program and strategy in 1991. The UNFPA subsequently committed US$18 million to support a comprehensive multisectoral program over 1992-96. 64% of the budget has been earmarked for maternal and child health/family planning and information, education, and communication programs. Population, environment, and technical cooperation components will also be included in addition to other UNFPA workplan categories. Programs will be culturally sensitive and carried out by both governments and nongovernmental organizations. Population information is an essential contributory aspect of socioeconomic development.     The Atomic Energy Act of 1954 established, and later Congressional amendments have confirmed, that except in areas which have been explicitly granted to the states, the federal government possesses preemptive authority to regulate radiation hazards associated with the development and use of atomic energy. Since the passage of the original Act, numerous decisions by the courts have reaffirmed the legitimacy of federal preemption, and have defined and redefined its scope. In this study, the aim is to explore the underlying issues involved in federal preemption of radiation-hazard regulation, and to recommend actions that the Department of Energy and other agencies and groups should consider undertaking in the near term to protect the preemption principle. Appropriate roles of the states are discussed, as well as recent state-level activities and their rationale, and several current arenas in which state-federal conflicts about regulation of hazards are being played out. The emphasis here is on four particular arenas that are now important arenas of conflict, but the issues discussed are far broader in scope. These four arenas are: state-level moratorium activity; emergency planning for reactors; conflicts arising from state financial regulation; and inroads in federal preemption through litigation under state law.

    The Rhode Island State Briefing Book is one of a series of state briefing books on low-level radioactive waste management practices. It has been prepared to assist state and federal agency officials in planning for safe low-level radioactive waste disposal. The report contains a profile of low-level radioactive waste generators in Rhode Island. The profile is the result of a survey of radioactive material licensees in Rhode Island. The briefing book also contains a comprehensive assessment of low-level radioactive waste management issues and concerns as defined by all major interested parties including industry, government, the media, and interest groups. The assessment was developed through personal communications with representatives of interested parties, and through a review of media sources. Lastly, the briefing book provides demographic and socioeconomic data and a discussion of relevant government agencies and activities, all of which may affect waste management practices in Rhode Island.

    Telemedicine (other than costly long distance telephone and facsimile messages) in the Federated States of Micronesia (FSM) started approximately 4 years ago with the establishment of Internet access in the State of Yap. A local access, for medical use only, via already established trunk lines maintained by Continental Airlines was established. It provided a connection to CompuServe at a baud rate of 300 bps. FSM TeleCom provided this free service. While this connection was slow, it allowed medical staff at Yap State Hospital to send and receive text based e-mail regarding patient management. By its use interest was generated in both medical and non-medical individuals to develop a commercial full scale Internet service. In March 1996, TeleCom became a full scale commercial Internet Service Provider in Yap. Rates were reasonable and the CompuServe access was phased out. The full scale internet allowed medical personnel to engage in telemedicine activities, including email; email attachments; the search and retrieval of medical literature; transmission to medical specialists of X-rays, ECG's and other images; and real-time teleconferencing over the Internet with both audio and video. In addition, to the improvement of medical care, this allowed for greater efficiency in arranging referral of patients for medical treatment outside of the FSM. PMID:11588919

  19. Groundwater Resource Vulnerability for Small Island Developing States

    Groundwater constitutes the majority of naturally-occurring freshwater supply on many small islands. However, in addition to potential impacts of climate change and population growth that may compromise water supply and demand on small islands, Small Island Developing States (SIDS) often lack hydrogeological data for characterizing aquifers and have limited institutional means for managing the groundwater resource. As part of UNESCO-IHP's Transboundary Water Assessment Programme (TWAP), an assessment of groundwater systems on 43 SIDS was undertaken. This SIDS assessment represents the first baseline global assessment of the status of groundwater in SIDS, covering all major island states of the world with an area less than 50,000 km2. As many SIDS comprise multiple islands with different hydrogeologic settings, a representative island from each SIDS was chosen to represent the majority of the population. Data were compiled from publications, accessible datasets and a questionnaire distributed to collect local expertise. A total of 74 variables were defined for each SIDS, according to the level of confidence in the data (i.e. high confidence when based on specific studies and low confidence when inferred). These variables represent the current hydrogeologic conditions for each island and were used to define indicators that characterise vulnerability. Recharge was modelled for both current and future projected climate change for the 2060s using regionally downscaled data for each SIDS to identify islands likely to experience significant stress due to changes in recharge. The assessment results were categorized based on island type to identify trends in hydrogeologic conditions and vulnerability for similar island types. Despite limitations and uncertainty in the data used in the assessment, the results provide a broad assessment of current and future groundwater resource vulnerability for SIDS throughout the world.

    Sector Wide Approaches (SWAps) have increasingly been implemented in countries around the world as a mechanism for effective delivery of health sector funding from various sources. Despite the global focus on aid effectiveness, SWAps have been under-examined. In 2007, the Solomon Islands and development partners began discussing a health SWAp making the Solomon Islands one of the first fragile states globally to adopt a SWAp. This paper explores the establishment and implementation of a health SWAp in the Solomon Islands as a specific case study with lessons learned for the region as well as for aid architecture in fragile states more generally. Tensions between donors and the government impeded agreement and early implementation and country ownership of the SWAp idea was muted. Since mid-2009, however, the Solomon Islands SWAp has made strong progress with greater government ownership and with more focus on partnership and harmonisation rather than on funding mechanisms. The SWAp mechanism has been a challenge for the capacity-constrained Solomon Islands health sector and for development partners familiar with other aid modalities, but current momentum suggests that the SWAp will have a positive impact on adherence to agreed aid effectiveness principles.     Iceland and Trinidad and Tobago are small open, high-income island economies with very specific resource-use patterns. This article presents a material flow analysis (MFA) for the two countries covering a time period of nearly five decades. Both countries have a narrow domestic resource base, their economy being largely based on the exploitation of one or two key resources for export production. In the case of Trinidad and Tobago, the physical economy is dominated by oil and natural gas extraction and petrochemical industries, whereas Iceland's economy for centuries has been based on fisheries. More recently, abundant hydropower and geothermal heat were the basis for the establishment of large export-oriented metal processing industries, which fully depend on imported raw materials and make use of domestic renewable electricity. Both countries are highly dependent on these natural resources and vulnerable to overexploitation and price developments. We show how the export-oriented industries lead to high and growing levels of per capita material and energy use and carbon dioxide emissions resulting from large amounts of processing wastes and energy consumption in production processes. The example of small open economies with an industrial production system focused on few, but abundant, key resources and of comparatively low complexity provides interesting insights of how resource endowment paired with availability or absence of infrastructure and specific institutional arrangements drives domestic resource-use patterns. This also contributes to a better understanding and interpretation of MFA indicators, such as domestic material consumption. PMID:25505367

    Current federal hazardous and low-level radioactive waste management policies fail to balance national concerns for policy consistency with state concerns for equity, discretion, and adequate resources. Failure to balance these competing values has resulted in {open_quotes}policy gridlock{close_quotes} - exemplified by conflicts over the Resource Conservation and Recovery Act and the Low-Level Radioactive Waste Policy Acts. Both conflicts have resulted in recent U.S. Supreme Court litigation. After reviewing federal-state conflict in hazardous and low-level radioactive waste management, we propose that the solution to gridlock lies in modifying conjoint federalism. Conjoint federalism allows for joint responsibility for waste policy between federal and state governments, with state programs meeting minimum standards set by federal programs. However, conjoint federalism does not currently allow for sufficient state discretion, which is paramount for successful waste management programs. Specifically, Congress should expand conjoint federalism, to allow states to charge differential fees on imported hazardous waste as is done for low-level radioactive waste. This expansion would encourage waste minimization and better interstate planning.

    In connection with studies of the practicability of conversion of saline water to fresh water, the U. S. Geological Survey assembled data on the occurrence, distribution, quantity, and chemical quality of saline waters as of 1955 for a report entitled, "Preliminary survey of the saline water resources of the United States" to be released when completed as a U. S. Geological Survey Water Supply Paper 1374. This report comprises data for New York State. Saline water is defined herein as any mixture of fresh and salt water having more than 1,000 parts per million (ppm) of dissolved solids. In the Nation as a whole there are, of course, all gradations of salinity from 1,000 ppm up to the 30,000 to 35,000 ppm characteristic of sea water, and the even higher salinities of certain natural brines. Sea water, and other water of comparable salinity, will be referred to here as "sea water" or "high-chloride water". This report contains two parts: one for Long Island, Staten Island, and Manhattan, N. Y., and the other for Upstate New York. Figure 1 shows the locations of the places named and important occurrences of saline water in and near Long Island. Tables 1 and 2 list, respectively, well data and chemical analyses for selected wells in Long Island, Staten Island, and Manhattan, N. Y.; tables 3 and 4 list, respectively, well data and chemical analyses for selected wells in Upstate New York. For many samples, only the chloride concentration and not the total dissolved solids has been determined. However, it is safe to assume that the total dissolved solids in natural water are substantially in excess of 1,000 ppm where the chloride is at or nearly at this concentration.

    Stem cell policy in the United States is an amalgam of federal and state policies. The scientific development of human pluripotent embryonic stem cells (ESCs) triggered a contentious national stem cell policy debate during the administration of President George W. Bush. The Bush "compromise" that allowed federal funding to study only a very limited number of ESC derived cell lines did not satisfy either the researchers or the patient advocates who saw great medical potential being stifled. Neither more restrictive legislation nor expansion of federal funding proved politically possible and the federal impasse opened the door for a variety of state-based experiments. In 2004, California became the largest and most influential state venture into stem cell research by passing "Prop 71," a voter initiative that created a new stem cell agency and funded it with $3 billion. Several states followed suit with similar programs to protect the right of investigators to do stem cell research and in some cases to invest state funding in such projects. Other states devised legislation to restrict stem cell research and in five states, criminal penalties were included. Thus, the US stem cell policy is a patchwork of multiple, often conflicting, state and federal policies. PMID:27587447

    The understanding of graphene-metal interfaces is of utmost importance in graphene transport phenomena. To probe this interface we use time- and angle-resolved two-photon photoemission to map the bound, unoccupied electronic structure of the weakly coupled graphene/Ir(111) system. The energy, dispersion, and lifetime of the lowest three image-potential states are measured. In addition, the weak interaction between Ir and the smooth, epitaxial graphene permits observation of resonant transitions from an unquenched Shockley-type surface state of the Ir substrate to graphene/Ir image-potential states. The image-potential-state lifetimes are comparable to those of mid-gap clean metal surfaces. Evidence of localization of the excited image-state electrons on single-atom-layer graphene islands is provided by coverage-dependent measurements.

    The Reagan Administration sought to decentralize many federal programs by (1) consolidating categorical grants into black grants; (2) reducing their funding; and (3) relying more upon state fiscal support. This study examines the effects of this decentralist policy upon the federal family planning program. Two periods are analyzed: (1) FY 1976-1981, the period immediately prior to the Reagan Administration and (2) FY 1982-1987, the period during the Reagan Administration. Findings show that a more decentralized program produced less responsiveness to individual state needs for family planning, and that these effects could have been predicted from the previous period.     Medicaid has been subject to reconsiderations of the proper role of government in providing for the health and welfare of populations over recent decades. Over the last decade in particular, a number of states have transferred many functions that they once performed to private entities, including, in a number of cases, express policymaking functions. The Patient Protection and Affordable Care Act (ACA) takes some crucial steps towards readjusting the equilibrium of Medicaid. Rather than further prioritizing the market in its reforms, it gives the federal government stronger charge of Medicaid policy, refocusing the program more directly on expanding eligibility and providing secure care for beneficiaries in the process. I argue that this reprioritization is in better keeping with the purpose of Medicaid, in contradistinction to the market-driven reforms undertaken during the Bush administration and sought by some states today. It does, however, shift more power from the states to the federal government. This has raised concerns not only from states that oppose the new health reform law, but also from a number that support it. These two groups of states share a desire for greater flexibility in their Medicaid programs than the ACA permits. Yet only one of these groups should be permitted to use federal Medicaid funds to make the reforms they seek. Federal administrations need to be particularly careful, when considering whether to grant state Medicaid waiver requests, to uphold Medicaid's purpose of giving lower-income Americans genuine access to the same health care that other Americans receive.     The author discusses some of the present and future hazardous waste management regulatory initiatives and also presents some of his personal views on hazardous waste management. The primary federal statute governing the regulation of solid and hazardous wastes is the Resource Conservation and Recovery Act (RCRA). Subtitle C of RCRA, relating to hazardous waste management, has evolved into a command and control approach for hazardous waste generators and waste management facilities. The EPA, under RCRA, may authorize a state to administer and enforce a state hazardous waste program in lieu of the federal Subtitle C program.

    Distracted driving has burgeoned with the proliferation of cell phones, global positioning systems and other in-vehicle and personal electronic devices. Annually more than 3,300 people are killed and an additional 400,000 are injured in the United States in distracted driving crashes. The United States (U.S.) federal and state governments have responded to this public health problem with policies and laws; however, a more comprehensive and more effective approach is still needed. Some restrictions on the use of electronic devices while driving by federal employees and some voluntary guidelines and recommendations have been issued. Public opinion polls show support for addressing the issue of distracted driving with state laws. The majority of states have laws banning text messaging while driving and prohibiting the use of an electronic device by teenage or novice drivers. Some states prohibit all drivers from using a hand-held cellphone. Currently no state has a total ban on the use of personal electronic devices while driving. Successful past traffic safety campaigns changing driver behavior have demonstrated the necessity to adopt a "three Es" approach of Enactment of a law, Education of the public about the law, and rigorous Enforcement of the law. Experience reveals that this approach, along with future federal regulation of in-vehicle electronic devices and the employment of technology to limit the use of electronic devices while driving, is needed to alter personal behavior in order to reduce distractions and keep drivers focused on the driving task.     The Clinton administration filed suit to close six marijuana buyers' clubs in California more than a year after Proposition 215, permitting medical use of the drug, was passed. This action was taken against six clubs: Cannabis Cultivators Club, Flower Therapy, Marin Alliance for Medical Marijuana, Oakland Cannabis Buyers' Cooperative, Santa Cruz Buyers' Club, and Ukiah Buyers' Club. Although Proposition 215 gives persons with a documented need for the drug a legal right to use it in California, the Federal prohibitions for its use still violates Federal law. In practice, social users can usually obtain marijuana while many patients who need it have no source from which to buy it.     Most American studies report higher police officer suicide rates in comparison to age-matched populations. In the Federal Republic of Germany police organizations are comprised of Federal Customs, 16 state police, and 2 federal police organizations. A survey carried out in 1997 yielded higher suicide rates for police officers also in Germany in comparison to rates of the comparable age group (25 per 100,000 vs 20 per 100,000). The most commonly used suicide method was firearms (66-71%). Hypotheses often attribute this high suicidality among police officers to higher work stress than in other professions. Other hypotheses implicate individual variables such as psychiatric illnesses, alcoholism, and interpersonal and marital problems. A transactional model might explain these different views.   19. U.S. State and Federal Laws Targeting Distracted Driving

    Distracted driving has burgeoned with the proliferation of cell phones, global positioning systems and other in-vehicle and personal electronic devices. Annually more than 3,300 people are killed and an additional 400,000 are injured in the United States in distracted driving crashes. The United States (U.S.) federal and state governments have responded to this public health problem with policies and laws; however, a more comprehensive and more effective approach is still needed. Some restrictions on the use of electronic devices while driving by federal employees and some voluntary guidelines and recommendations have been issued. Public opinion polls show support for addressing the issue of distracted driving with state laws. The majority of states have laws banning text messaging while driving and prohibiting the use of an electronic device by teenage or novice drivers. Some states prohibit all drivers from using a hand-held cellphone. Currently no state has a total ban on the use of personal electronic devices while driving. Successful past traffic safety campaigns changing driver behavior have demonstrated the necessity to adopt a “three Es” approach of Enactment of a law, Education of the public about the law, and rigorous Enforcement of the law. Experience reveals that this approach, along with future federal regulation of in-vehicle electronic devices and the employment of technology to limit the use of electronic devices while driving, is needed to alter personal behavior in order to reduce distractions and keep drivers focused on the driving task.     Fauna of Cladocera (Crustacea: Branchiopoda) of Sabah state of Malaysia, Borneo Island, was evaluated for the first time. Samples from 40 locations were studied, and 31 species of Cladocera were revealed, including three species of Sididae, one species of Daphnidae, one species of Moinidae, four species of Macrothricidae, two species of Ilyocryptidae, and 20 species of Chydoridae. One species of Ilyocryptidae, Ilyocryptus yooni Jeong, Kotov and Lee, 2012, is recorded for Malaysia for the first time, and one more, Anthalona sp., is probably new for science. Of 31 species recorded for Sabah, only three are true planktonic species and 28 are substrate-associated species. Absence of large natural lakes, habitats with most rich cladoceran fauna, can be an important factor limiting diversity of Cladocera in Sabah. PMID:26623748

  7. Mining Claim Activity on Federal Land in the United States

    Several statistical compilations of mining claim activity on Federal land derived from the Bureau of Land Management's LR2000 database have previously been published by the U.S Geological Survey (USGS). The work in the 1990s did not include Arkansas or Florida. None of the previous reports included Alaska because it is stored in a separate database (Alaska Land Information System) and is in a different format. This report includes data for all states for which there are Federal mining claim records, beginning in 1976 and continuing to the present. The intent is to update the spatial and statistical data associated with this report on an annual basis, beginning with 2005 data. The statistics compiled from the databases are counts of the number of active mining claims in a section of land each year from 1976 to the present for all states within the United States. Claim statistics are subset by lode and placer types, as well as a dataset summarizing all claims including mill site and tunnel site claims. One table presents data by case type, case status, and number of claims in a section. This report includes a spatial database for each state in which mining claims were recorded, except North Dakota, which only has had two claims. A field is present that allows the statistical data to be joined to the spatial databases so that spatial displays and analysis can be done by using appropriate geographic information system (GIS) software. The data show how mining claim activity has changed in intensity, space, and time. Variations can be examined on a state, as well as a national level. The data are tied to a section of land, approximately 640 acres, which allows it to be used at regional, as well as local scale. The data only pertain to Federal land and mineral estate that was open to mining claim location at the time the claims were staked.

    This report reviews federal and state hazardous waste regulatory programs that govern the management of chemical weapons or chemical warfare agents. It addresses state programs in the eight states with chemical weapon storage facilities managed by the U.S. Army: Alabama, Arkansas, Colorado, Indiana, Kentucky, Maryland, Oregon, and Utah. It also includes discussions on 32 additional states or jurisdictions with known or suspected chemical weapons or chemical warfare agent presence (e.g., disposal sites containing chemical agent identification sets): Alaska, Arizona, California, Florida, Georgia, Hawaii, Idaho, Illinois, Iowa, Kansas, Louisiana, Massachusetts, Michigan, Mississippi, Missouri, Nebraska, Nevada, New Jersey, New Mexico, New York, North Carolina, Ohio, Pennsylvania, South Carolina, South Dakota, Tennessee, Texas, the U.S. Virgin Islands, Virginia, Washington, Washington, D.C., and Wyoming. Resource Conservation and Recovery Act (RCRA) hazardous waste programs are reviewed to determine whether chemical weapons or chemical warfare agents are listed hazardous wastes or otherwise defined or identified as hazardous wastes. Because the U.S. Environmental Protection Agency (EPA) military munitions rule specifically addresses the management of chemical munitions, this report also indicates whether a state has adopted the rule and whether the resulting state regulations have been authorized by EPA. Many states have adopted parts or all of the EPA munitions rule but have not yet received authorization from EPA to implement the rule. In these cases, the states may enforce the adopted munitions rule provisions under state law, but these provisions are not federally enforceable.

    Washington State's geothermal potential is wide spread. Hot springs and five strato volcanoes existing throughout the Cascade Range, limited hot spring activity on the Olympic Peninsula, and broad reaching, low temperature geothermal resources found in the Columbia Basin comprise the extent of Washington's known geothermal resources. Determination of resource ownership is the first step in proceeding with geothermal exploration and development activities. The federal and state processes are examined from pre-lease activity through leasing and post-lease development concerns. Plans, permits, licenses, and other requirements are addressed for the federal, state, and local level. Lease, permit, and other forms for a number of geothermal exploration and development activities are included. A map of public lands and another displaying the measured geothermal resources throughout the state are provided.
