  3. The Assignment of Workers to Jobs in an Economy with Coordination Frictions

    ERIC Educational Resources Information Center

    2005-01-01

This paper studies the assignment of heterogeneous workers to heterogeneous jobs. Owing to the anonymity of a large labor market, workers use mixed strategies when applying for jobs. This randomness generates coordination frictions. Two workers may apply for a particular job, whereas an identical job gets no applications. The model generates…

  4. Development and Application of ANN Model for Worker Assignment into Virtual Cells of Large Sized Configurations

    NASA Astrophysics Data System (ADS)

    2010-10-01

This paper presents an extended version of study already undertaken on development of an artificial neural networks (ANNs) model for assigning workforce into virtual cells under virtual cellular manufacturing systems (VCMS) environments. Previously, the same authors have introduced this concept and applied it to virtual cells of two-cell configuration and the results demonstrated that ANNs could be a worth applying tool for carrying out workforce assignments. In this attempt, three-cell configurations problems are considered for worker assignment task. Virtual cells are formed under dual resource constraint (DRC) context in which the number of available workers is less than the total number of machines available. Since worker assignment tasks are quite non-linear and highly dynamic in nature under varying inputs & conditions and, in parallel, ANNs have the ability to model complex relationships between inputs and outputs and find similar patterns effectively, an attempt was earlier made to employ ANNs into the above task. In this paper, the multilayered perceptron with feed forward (MLP-FF) neural network model has been reused for worker assignment tasks of three-cell configurations under DRC context and its performance at different time periods has been analyzed. The previously proposed worker assignment model has been reconfigured and cell formation solutions available for three-cell configuration in the literature are used in combination to generate datasets for training ANNs framework. Finally, results of the study have been presented and discussed.

  5. Consensus Assignments for Water Vapor Lines Not Assigned on the HITRAN Database: 13,200 to 16,500/cm

    NASA Technical Reports Server (NTRS)

Giver, Lawerence P.; Chackerian, Charles, Jr.; Freedman, Richard S.; Varanasi, Prasad; Gore, Warren (Technical Monitor)

    2000-01-01

There are nearly 800 water Vapor-lines in the 13,200-16,500/cm region that do not have rovibrational assignments in the HITRAN database. The positions and intensities in the database were determined by Mandin et al., but assignments could not be determined at that time. Polyansky, et al. have now assigned over 600 of the unassigned lines in the 11,200-16,500/cm region. Schwenke has also given rovibrational assignments to many of these unassigned lines throughout the visible and near-infrared. Both articles changed the assignments of some HITRAN lines. Carleer et al. extend assignments to some weaker lines measured by them on new spectra with excellent signal/noise. However, some lines measured by Mandin et al. were omitted by Carleer, et al. because of blends due to lower spectral resolution. The rovibrational assignments of Polyansky et al. completely agree with those in Schwenke's article for only about 200 lines. However, Schwenke's ab initio line list is available on his internet site (http://ccf.arc.nasa.gov/-dschwenke). A detailed comparison of the Polyansky et al.line list, the Carleer et al.line list, and Schwenke's ab initio line list shows a larger number of agreements. In many cases the disagreement is only about the vibrational and/or rotational upper level, while there is agreement on the lower state assignment and energy level, "E", which is of primary importance for atmospheric applications. We will present a line list of "consensus" assignments in the 13,200-16,500/cm region for consideration of inclusion on the HITRAN and GEISA databases. This will substantially reduce the number of unassigned lines on the databases in this spectral region.

The infrared spectrum of hot water observed in a sunspot has been assigned. The high temperature of the sunspot (3200 K) gave rise to a highly congested pure rotational spectrum in the 10-micrometer region that involved energy levels at least halfway to dissociation. Traditional spectroscopy, based on perturbation theory, is inadequate for this problem. Instead, accurate variational solutions of the vibration-rotation Schrödinger equation were used to make assignments, revealing unexpected features, including rotational difference bands and fewer degeneracies than anticipated. These results indicate that a shift away from perturbation theory to first principles calculations is necessary in order to assign spectra of hot polyatomic molecules such as water. PMID:9219686

The Guidelines for Biosafety Training Programs for Workers Assigned to BSL-3 Research Laboratories were developed by biosafety professionals who oversee training programs for the 2 national biocontainment laboratories (NBLs) and the 13 regional biocontainment laboratories (RBLs) that participate in the National Institute of Allergy and Infectious Diseases (NIAID) NBL/RBL Network. These guidelines provide a general training framework for biosafety level 3 (BSL-3) high-containment laboratories, identify key training concepts, and outline training methodologies designed to standardize base knowledge, understanding, and technical competence of laboratory personnel working in high-containment laboratories. Emphasis is placed on building a culture of risk assessment-based safety through competency training designed to enhance understanding and recognition of potential biological hazards as well as methods for controlling these hazards. These guidelines may be of value to other institutions and academic research laboratories that are developing biosafety training programs for BSL-3 research. PMID:23477631

Frontline workers have a great deal to contribute to improving environmental sustainability of their employers and the health of workers and patients. This article discusses a national project of the Healthcare Career Advancement Program, funded by the U.S. Department of Labor to support green jobs development. Implementation was accomplished through a labor/management collaboration between union locals and 11 employers in four regions throughout the United States. The project developed and implemented a model of training and education for environmental service workers and other frontline health-care workers in hospital settings that supported systems change and built new roles for these workers. It empowered them to contribute to triple bottom line outcomes in support of People (patients, workers, the community), Planet (environmental sustainability and a lower carbon footprint), and Profit (cost savings for the institutions). In the process workers more clearly articulated their important role as a part of the healthcare team and learned how they could contribute to improved patient and worker health and safety. The high-resolution spectra (0.012 cm-1) of the 3ν1+ ν2combination band of hypochlorous acid HO35(37)Cl in the near infrared (∼11 478 cm-1) have been measured using a titanium:sapphire intracavity laser absorption (ICLA) spectrometer. Line assignments, absolute intensities, and the total band intensity for both isotopomers are reported. In the course of the band analysis twoKabranches (Ka= 2,3) were found to be perturbed via low-order Fermi-type (anharmonic) resonances by a dark perturber which has been identified to be the 2ν1+ 2ν2+ 3ν3state. The data are compared with intensity predictions from simple empirical models and discussed with regard to detection limits for this molecule in the near infrared spectral region of the atmosphere.

Welling and Wellegehausen (1977) have reported a list of Na2 and Li2 lines (belonging to B-X and A-X systems) which lase when vapors of these dimers are pumped with an Ar(+) or Kr(+) laser. A description is presented of a fluorescence study of the A-X system of the (Li-7)2 molecule excited by a Kr(+) laser (6471 A). The optically pumped laser lines are identified as P and R doublets in two different fluorescence series. The conditions which favor lasing action of these lines are pointed out. All but one of the known optically pumped laser lines of (Li-7)2 along with their assignments are presented in a table. For each pumping line, several additional wavelengths are listed which satisfy the condition for laser oscillations and which might well lase well under slightly improved conditions.

Nearly 4800 features of ammonia between 6300 and 7000 cm-1 with intensities ≥4×10-24 cm-1/(molecule·cm-2) at 296 K were measured using 16 pure NH3 spectra recorded at various temperatures (296-185 K) with the McMath-Pierce Fourier Transform Spectrometer at Kitt Peak National Observatory, AZ. The line positions and intensities were retrieved by fitting individual spectra based on a Voigt line shape profile and then averaging the values to form the experimental linelist. The integrated intensity of the region was 4.68×10-19 cm-1/(molecule·cm-2) at 296 K. Empirical lower state energies were also estimated for 3567 absorption line features using line intensities retrieved from 10 spectra recorded at gas temperature between 185 and 233 K. Finally, using Ground State Combination Differences (GSCDs) and the empirical lower state energy estimates, the quantum assignments were determined for 1096 transitions in the room temperature linelist, along with empirical upper state energies for 434 levels. The assignments correspond to seven vibrational states, as confirmed from recent ab initio calculations. The resulting composite database of 14NH3 line parameters will provide experimental constraints to ab initio calculations and support remote sensing of gaseous bodies including the atmospheres of Earth, (exo)planets, brown dwarfs, and other astrophysical environments.

The aim of study is to suggest a job rotation schedule by developing a mathematical model in order to reduce cumulative workload from the successive use of the same body region. Workload assessment using rapid entire body assessment (REBA) was performed for the model in three automotive assembly lines of chassis, trim, and finishing to identify which body part exposed to relatively high workloads at workstations. The workloads were incorporated to the model to develop a job rotation schedule. The proposed schedules prevent the exposure to high workloads successively on the same body region and minimized between-worker variance in cumulative daily workload. Whereas some of workers were successively assigned to high workload workstation under no job rotation and serial job rotation. This model would help to reduce the potential for work-related musculoskeletal disorders (WMSDs) without additional cost for engineering work, although it may need more computational time and relative complex job rotation sequences. Dumortier, P; De Vuyst, P; Strauss, P; Yernault, J C

    1990-01-01

Asbestos body (AB) concentrations in bronchoalveolar lavage samples of 15 brake lining (BL) workers exposed only to chrysotile have been determined and compared with those from 44 asbestos cement (AC) workers extensively exposed to amphiboles. The mean AB concentrations (263 +/- 802 and 842 +/- 2086 AB/ml respectively) for those groups did not differ significantly but were much higher than those found in control groups. Analytical electron microscopy of asbestos body cores showed that in the BL group 95.6% were chrysotile fibres whereas in the AC group amphiboles accounted for 93.1%. The size characteristics of the central fibres differed for chrysotile and amphibole AB, the former being shorter and thinner. Examination of repeated bronchoalveolar lavage samples showed that the mechanisms of clearance of chrysotile fibres do not affect AB concentration for at least 10 months after cessation of exposure. It thus appears that routine counting of ABs in BAL allows the assessment of current or recent occupational exposures to asbestos. Exposures to chrysotile lead to AB concentrations comparable with those encountered in exposures to amphiboles. Images PMID:2155652

A field study in an automotive supply industry company was conducted to explore age-differentiated strain of assembly line workers. Subjective and objective data from 23 female workers aged between 27 and 57 years were collected at the workplace belt buckle assembly during morning shifts. Subjects with medication or chronic diseases affecting heart rate and breath rate were excluded. For subjective data generation different questionnaires were used. Before the Work Ability Index and the Munich Chronotype Questionnaire were completed by the subjects. Short questionnaires (strain-ratings, NASA-TLX) directly at begin and end of the work were used for obtaining shift-related data. During the whole shift (6 a.m. - 2.45 p.m.) bodily functions were logged with a wireless chest strap. In addition, the motion of the hand-arm-system was recorded for 30 times, 3 minutes each after a fixed time-schedule. First results show that younger subjects need significant less time for assembly (mean = 14.940 s) compared to older subjects (mean = 17.040 s; t(472.026) = -9.278 , p < 0.01). PMID:22317519

The second WW domain (WW2) of CA150, a human transcriptional activator, forms amyloid fibrils in vitro under physiological conditions. Based on experimental constraints from MAS NMR spectroscopy experiments, alanine scanning and electron microscopy, a structural model of CA150.WW2 amyloid fibrils was calculated earlier. Here, the assignment strategy is presented and suggested as a general approach for proteins that show intermediate line width. The (13)C,(13)C correlation experiments were recorded on fully or partially (13)C-labelled fibrils. The earlier (13)C assignment (26 residues) was extended to 34 of the 40 residues by direct (13)C-excitation experiments by using a deuterated sample that showed strongly improved line width. A 3D HNC-TEDOR (transferred-echo double-resonance) experiment with deuterated CA150.WW2 fibrils yielded 14 amide nitrogen and proton resonance assignments. The obtained chemical shifts were compared with the chemical shifts determined with the natively folded WW domain. TALOS (Torsion angle likelihood obtained from shift and sequence similarity) predictions confirmed that, under physiological conditions, the fibrillar form of CA150.WW2 adopts a significantly different beta structure than the native WW-domain fold. Experience in hearing loss at Utah State Prison in noise-hazard and non-noise-hazard areas suggested a matched-pair study of these two groups. The study of noise induced hearing loss and its relation to age has become more and more of scientific and economic interest in the past few years. Since the creation of OSHA and the enforcement of its standards, great strides have been undertaken at USP to protect the worker in noise areas, with both noise abatement and hearing protection. The need became apparent for a measurement of this progress and a comparison on hearing loss between the two worker groups. A retrospective chart study was designed utilizing one hundred pairs of workers matched for age, sex and initial hearing loss. The results suggest no significant difference between the two groups during one year of exposure. PMID:7055083

    2015-01-01

When user fee exemptions were introduced for children under five years of age in Niger, front-line staff in the health system were not consulted in advance, and various obstacles seriously hindered the policy's implementation. Health workers developed two types of coping strategies. The first dealt with shortcomings of the policy implementation process related to management tools, drug stocks, co-existence of the fee exemption and cost recovery systems, and, above all, supply management for medicines (ordering from private companies, issuing makeshift prescriptions). The second involved clientelism, circumvention of regulations, and misappropriation of resources. Adverse effects have arisen due to both the failings of the health system and the practices of health workers. These include a focus on the commercial management of patients, the most 'costly' of whom sometimes find themselves being refused treatment, patients roaming in search of medicines and treatment, and a decline in quality of care. A 2391-bp cDNA encoding a novel human hsp70, named hsp70 RY, is described. It was cloned from a cDNA library constructed using mRNA derived from an established EBV-transformed B cell line from a patient with leukocyte adhesion molecule deficiency. hsp70 RY is 701 amino acids long, has the characteristic N-terminal ATP-binding domain and the C-terminal peptide binding domain, and contains four potential N-glycosylation sites. Northern blotting revealed a single mRNA species of 3.0 kb in total RNA prepared from the patient's EBV cell line. In situ hybridization localized the single copy hsp70 RY gene to the long arm of chromosome 5 at 5q31.1-5q31.2. 30 refs., 2 figs.

We aimed to evaluate the interference of 50 Hz extremely low frequency electromagnetic field (ELF-EMF) occupational exposure on the neurobehavior tests of workers performing tour-inspection close to transformers and distribution power lines. Occupational short-term "spot" measurements were carried out. 310 inspection workers and 300 logistics staff were selected as exposure and control. The neurobehavior tests were performed through computer-based neurobehavior evaluation system, including mental arithmetic, curve coincide, simple visual reaction time, visual retention, auditory digit span and pursuit aiming. In 500 kV areas electric field intensity at 71.98% of total measured 590 spots were above 5 kV/m (national occupational standard), while in 220 kV areas electric field intensity at 15.69% of total 701 spots were above 5 kV/m. Magnetic field flux density at all the spots was below 1,000 μT (ICNIRP occupational standard). The neurobehavior score changes showed no statistical significance. Results of neurobehavior tests among different age, seniority groups showed no significant changes. Neurobehavior changes caused by daily repeated ELF-EMF exposure were not observed in the current study. PMID:24379132

Two interacting vibrational modes ν6 and ν8 of 13C species of formic acid have been studied with high resolution FTIR spectroscopy in the range 900-1300 cm -1 with an instrumental resolution of 0.0018 cm -1. More than 10 000 lines have been assigned and fitted with a RMS deviation of 0.00024 cm -1. The band centers, as well as the rotational, quartic and sextic centrifugal distortion parameters and 6 interaction parameters have been determined. The obtained parameters have enabled the assignments of 24 FIR laser emissions of this molecule observed previously by Dangoisse and Glorieux [D. Dangoisse, P. Glorieux, J. Mol. Spectrosc. 92 (1982) 283-297], Luis et al. [G.M.R.S. Luis, E.M. Telles, A. Scalabrin, D. Pereira, IEEE J. Quantum. Electron. QE-34 (1998) 767-769], and Bertolini et al. [A. Bertolini, G. Stigma by association, also referred to as “courtesy stigma,” involves public disapproval evoked as a consequence of associating with stigmatized persons. While a small number of sociological studies have shown how stigma by association limits the social support and social opportunities available to family members, there is a paucity of research examining this phenomenon among the large network of persons who provide health and social services to stigmatized groups. This paper presents results from a primarily qualitative study of the work-place experiences of a purposive sample of staff from an organization providing services to sex workers. The findings suggest that stigma by association has an impact on staff health because it shapes both the workplace environment as well as staff perceptions of others' support. At the same time, it is evident that some staff, owing to their more advantaged social location, are better able to manage courtesy stigma than others. PMID:24289946

Ethnographic research on the clinical encounter has focused almost exclusively on what happens in exam rooms-particularly patient-provider interactions-leaving much to be understood about other actors within the clinic. As part of a larger ethnographic study examining the impact of colonialism, transnational migration, discrimination, and gender relations on Chuukese migrant women's reproductive and sexual health outcomes in Guam, I conducted eight months of participant observation in three publicly funded health clinics, 24 interviews with health care workers, and 15 life-history interviews with Chuukese women between September 2012 and February 2014. Findings demonstrated differential treatment of Chuukese patients by front-line workers (FLWs), who engaged in "boundary work" with these patients. Further, care varied by clinic space and the actors in that space. This differential treatment and variation in care impacted Chuukese women's access to and experiences with health care in Guam. Utilizing the concept of "deservingness," this analysis unpacks how FLWs, like Lipsky's "street-level bureaucrats," are influenced by bureaucratic, biomedical, and community hierarchies, all contributing to differential patient treatment. This study concludes by calling for more integrated analyses of clinical environments which utilize Lipsky's concept to include community narratives of "deservingness" and incorporate the influence of clinic and community stratification. Complementary DNAs spanning the entire coding region of the rat parathyroid hormone/parathyroid hormone-related peptide receptor (PTHR) were isolated from a rat osteosarcoma (UMR 106) cell-line cDNA library. The longest of these clones (rPTHrec4) was used to chromosomally assign the PTHR gene in the human, rat, and mouse genomes. By somatic cell hybrid analysis, the gene was localized to human chromosome 3 and rat chromosome 8; by in situ hybridization, the gene was mapped to human chromosome 3p21.1-p22 and to mouse chromosome 9 band F; and by interspecific backcross analysis, the Pthr gene segregated with the transferrin (Trf) gene in chromosome 9 band F. Mouse chromosome 9 and rat chromosome 8 are known to be highly homologous and to also show synteny conservation with human chromosome 3. These three chromosomes share the transferrin gene (TF), the myosin light polypeptide 3 gene (MYL3), and the acelpeptide hydrolase gene (APEH). These results add a fourth gene, the PTHR gene, to the synteny group conserved in these chromosomes. 34 refs., 7 figs. 1 tab.

Davidson, John B.; Andrisani, Dominick, II

    1994-01-01

This report presents the development of the gain weighted eigenspace assignment methodology. This provides a designer with a systematic methodology for trading off eigenvector placement versus gain magnitudes, while still maintaining desired closed-loop eigenvalue locations. This is accomplished by forming a cost function composed of a scalar measure of error between desired and achievable eigenvectors and a scalar measure of gain magnitude, determining analytical expressions for the gradients, and solving for the optimal solution by numerical iteration. For this development the scalar measure of gain magnitude is chosen to be a weighted sum of the squares of all the individual elements of the feedback gain matrix. An example is presented to demonstrate the method. In this example, solutions yielding achievable eigenvectors close to the desired eigenvectors are obtained with significant reductions in gain magnitude compared to a solution obtained using a previously developed eigenspace (eigenstructure) assignment method.

How clients come to be assigned representative payees and/or conservators to manage their funds is not well understood. We compared clients assigned a payee during a clinical trial of a money management-based intervention to those not assigned payees and examined antecedents to payee assignment. One year after randomization, significantly more clients assigned to the ATM money management intervention were assigned payees than participants in the control condition (10 of 47 vs. 2 of 43; p=.02); those assigned payees had lower baseline GAF scores and participated more in study therapies. Several ATM clients were assigned payees after third parties paid more attention to clients’ finances, and others after having negotiated storage of their funds with the ATM money manager during the study. Assignment of payees appears to be influenced by whether third parties critically attend to how clients’ manage funds and by clients’ receptiveness to having a payee. PMID:23765182

NMR resonance peak assignment is one of the key steps in solving an NMR protein structure. The assignment process links resonance peaks to individual residues of the target protein sequence, providing the prerequisite for establishing intra- and inter-residue spatial relationships between atoms. The assignment process is tedious and time-consuming, which could take many weeks. Though there exist a number of computer programs to assist the assignment process, many NMR labs are still doing the assignments manually to ensure quality. This paper presents (1) a new scoring system for mapping spin systems to residues, (2) an automated adjacency information extraction procedure from NMR spectra, and (3) a very fast assignment algorithm based on our previous proposed greedy filtering method and a maximum matching algorithm to automate the assignment process. The computational tests on 70 instances of (pseudo) experimental NMR data of 14 proteins demonstrate that the new score scheme has much better discerning power with the aid of adjacency information between spin systems simulated across various NMR spectra. Typically, with automated extraction of adjacency information, our method achieves nearly complete assignments for most of the proteins. The experiment shows very promising perspective that the fast automated assignment algorithm together with the new score scheme and automated adjacency extraction may be ready for practical use. Economic development involves a structural transformation in the way people are allocated to tasks. There is a shift from self-provision to market exchange, facilitating specialization. There is also a shift from self-employment to wage employment in large firms and organizations, driven by innovation and increasing returns to scale. Changes in allocation mechanisms require changes in norms and attitudes. Because different labor assignment domains coexist, conflicts arise among norms that apply to different domains, possibly resulting in dysfunctional outcomes. I argue that religion, humanism, and schools have all played an important historical role in fostering the changes in social norms and attitudes that are needed to accompany structural changes in the way economies allocate workers to tasks. A new interactive computer software package for eigenvalue/eigenvector assignment using constant state feedback is described. The package consists of ten subprograms, each associated with a specific design objective, accessible from a main control program. Using this package, primary design objectives of assigning eigenvalues and approximating eigenvectors are first achieved. Then secondary design objectives, including modification of specific eigenvector components, reduction in specified elements of the feedback gain matrix, and reduction in eigensystem sensitivity to changes in plant parameters, are addressed. These secondary objectives are achieved by a systematic modification of the assigned eigenvectors in a small region about the initial assignment. In addition, the program implements the use of spectral assignment procedures with reduced-order system models. Program modes are described and illustrated by numerical examples.

Aims and objectives To identify common catalysts of worker-to-worker violence and incivility in hospital settings. Background Worker-to-worker violence and incivility are prevalent forms of mistreatment in healthcare workplaces. These are forms of counterproductive work behaviour that can lead to negative outcomes for employees, patients and the organisation overall. Identifying the factors that lead to co-worker mistreatment is a critical first step in the development of interventions targeting these behaviours. Design Retrospective descriptive study. Methods Qualitative content analysis was conducted on the total sample (n = 141) of employee incident reports of worker-to-worker violence and incivility that were documented in 2011 at a large American hospital system. Results More than 50% of the incidents involved nurses, and the majority of incidents did not involve physical violence. Two primary themes emerged from the analysis: Work Behaviour and Work Organisation. Incidents in the Work Behaviour category were often sparked by unprofessional behaviour, disagreement over responsibilities for work tasks or methods of patient care, and dissatisfaction with a co-worker’s performance. Incidents in the Work Organisation category involved conflicts or aggression arising from failure to following protocol, patient assignments, limited resources and high workload. Conclusion Incidents of worker-to-worker violence and incivility stemmed from dissatisfaction with employee behaviour or from organisational practices or work constraints. These incident descriptions reflect worker dissatisfaction and frustration, resulting from poor communication and collaboration between employees, all of which threaten work productivity. A number of node assignment schemes, both static and dynamic, are explored for the Algorithm to Architecture Mapping Model (ATAMM). The architecture under consideration consists of heterogeneous processors and implements dataflow models of real-time applications. Terminology is developed for heterogeneous computing. New definitions are added to the ATAMM for token and assignment classifications. It is proved that a periodic execution is possible for dataflow graphs. Assignment algorithms are developed and proved. A design procedure is described for satisfying an objective function in an heterogeneous architecture. Several examples are provided for illustration.

In order to reduce stress on assignment personnel (detailers) and ensure maximum fairness and consistency in the Navy's personnel assignment process, The Navy Military Personnel Command (NMPC) has begun to explore the potential use of expert systems to supplement current manual and computerized distribution methods. The Detailer's Assistant expert system is being developed to improve the detailers' ability to satisfy the needs of their constituents and Navy management. An initial prototype of the Detailer's Assistant is now being evaluated. Numerous upgrades and extensions should lead to an operational system in the near future. Further development to a production system will involve additional research in machine learning, intelligent database methods, and cooperating expert systems.

Product distribution theory is a new collective intelligence-based framework for analyzing and controlling distributed systems. Its usefulness in distributed stochastic optimization is illustrated here through an airline fleet assignment problem. This problem involves the allocation of aircraft to a set of flights legs in order to meet passenger demand, while satisfying a variety of linear and non-linear constraints. Over the course of the day, the routing of each aircraft is determined in order to minimize the number of required flights for a given fleet. The associated flow continuity and aircraft count constraints have led researchers to focus on obtaining quasi-optimal solutions, especially at larger scales. In this paper, the authors propose the application of this new stochastic optimization algorithm to a non-linear objective cold start fleet assignment problem. Results show that the optimizer can successfully solve such highly-constrained problems (130 variables, 184 constraints).

    NASA Technical Reports Server (NTRS)

    2000-01-01

IA novel approach for the refinement of finite-element-based analytical models of flexible structures is presented. The proposed approach models the possible refinements in the mass, damping, and stiffness matrices of the finite element model in the form of a constant gain feedback with acceleration, velocity, and displacement measurements, respectively. Once the free elements of the structural matrices have been defined, the problem of model refinement reduces to obtaining position, velocity, and acceleration gain matrices with appropriate sparsity that reassign a desired subset of the eigenvalues of the model, along with partial mode shapes, from their baseline values to those obtained from system identification test data. A sequential procedure is used to assign one conjugate pair of eigenvalues at each step using symmetric output feedback gain matrices, and the eigenvectors are partially assigned, while ensuring that the eigenvalues assigned in the previous steps are not disturbed. The procedure can also impose that gain matrices be dissipative to guarantee the stability of the refined model. A numerical example, involving finite element model refinement for a structural testbed at NASA Langley Research Center (Controls-Structures-Interaction Evolutionary model) is presented to demonstrate the feasibility of the proposed approach.

Worker-to-worker (Type III) violence is prevalent in health care settings and has potential adverse consequences for employees and organizations. Little research has examined perpetrator characteristics of this type of violence. The current study is a descriptive examination of the common demographic and work-related characteristics of perpetrators of Type III workplace violence among hospital workers. Analysis was based on documented incidents of Type III violence reported within a large hospital system from 2010 to 2012. Nurses were involved as either the perpetrator or target in the five most common perpetrator–target dyads. Incidence rate ratios revealed that patient care associates and nurses were significantly more likely to be perpetrators than other job titles. By examining characteristics of perpetrators and common worker dyads involved in Type III workplace violence, hospital stakeholders and unit supervisors have a starting point to develop strategies for reducing conflict between workers. 1. Using HL7 in hospital staff assignments.

    PubMed

    Unluturk, Mehmet S

    2014-02-01

Hospital staff assignments are the instructions that allocate the hospital staff members to the hospital beds. Currently, hospital administrators make the assignments without accessing the information regarding the occupancy of the hospital beds and the acuity of the patient. As a result, administrators cannot distinguish between occupied and unoccupied beds, and may therefore assign staff to unoccupied beds. This gives rise to uneven and inefficient staff assignments. In this paper, the hospital admission-discharge-transfer (ADT) system is employed both as a data source and an assignment device to create staff assignments. When the patient data is newly added or modified, the ADT system updates the assignment software client with the relevant data. Based on the relevant data, the assignment software client is able to construct staff assignments in a more efficient way. PMID:24480165

    2010-01-01

A wide range of research areas in molecular biology and medical biochemistry require a reliable enzyme classification system, e.g., drug design, metabolic network reconstruction and system biology. When research scientists in the above mentioned areas wish to unambiguously refer to an enzyme and its function, the EC number introduced by the Nomenclature Committee of the International Union of Biochemistry and Molecular Biology (IUBMB) is used. However, each and every one of these applications is critically dependent upon the consistency and reliability of the underlying data for success. We have developed tools for the validation of the EC number classification scheme. In this paper, we present validated data of 3788 enzymatic reactions including 229 sub-subclasses of the EC classification system. Over 80% agreement was found between our assignment and the EC classification. For 61 (i.e., only 2.5%) reactions we found that their assignment was inconsistent with the rules of the nomenclature committee; they have to be transferred to other sub-subclasses. We demonstrate that our validation results can be used to initiate corrections and improvements to the EC number classification scheme. PMID:20126531

    2008-02-01

A review of the vibrational assignments for 2-iodopyridine has been proposed based on the FT-Raman (3500-50 cm -1) and IR (4000-400 cm -1) spectral measurements. Equilibrium geometries and vibrational frequencies have been computed from a variety of electronic structure methods: the ab initio (RHF), six DFT (BLYP, BP86, B3LYP, B3P86, B3PW91 and SVWN) and MP2 methods using 3-21G*, LANL2DZ and DGDZVP basis sets. A normal coordinate analysis has been carried out: the normal modes and their couplings are characterized in terms of potential energy distributions (PEDs). The comparison of assignments for pyridine and halopyridines shows that several of the normal modes arise from coupled vibrations in 2-iodopyridine. The BP86 and B3LYP methods with LANL2DZ basis set have performed reasonably well in reproducing the observed spectra, demonstrating that the LANL2DZ basis set (with effective core potential representations of electrons near the nuclei for post-third row atoms) is suitable for 2-iodopyridine.

Building on a recent method by Matthews and co-workers [1], we developed a new and efficient algorithm to assign methyl resonances from sparse and ambiguous NMR data. The new algorithm (FLAMEnGO: Fuzzy Logic Assignment of MEthyl GrOups) uses Monte Carlo sampling in conjunction with fuzzy logic to obtain the assignment of methyl resonances at high fidelity. Furthermore, we demonstrate that the inclusion of paramagnetic relaxation enhancement (PRE) data in the assignment strategy increases the percentage of correct assignments with sparse NOE data. Using synthetic tests and experimental data we show that this new approach provides up to ∼80% correct assignments with only 30% of methyl-methyl NOE data. In the experimental case of ubiquitin, PRE data from two spin labeled sites improve the percentage of assigned methyl groups up to ∼91%. This new strategy promises to further expand methyl group NMR spectroscopy to very large macromolecular systems. PMID:22134225

Figures from the U.S. Department of Labor show that low-wage or marginalized workers are more likely to be injured on the job and suffer more work-related medical conditions than better-paid workers. Despite an increasingly hostile organizing climate, market globalization, and corporate downsizing, significant progress has been made in organizing marginalized workers. A multifaceted, comprehensive organizing strategy, incorporating union-building strategies that include (but are not limited to) safety and health, must be used by unions to successfully organize marginalized workers and obtain the first contract. A surge of interest in unmanned systems has exposed many new and challenging research problems across many fields of engineering and mathematics. These systems have the potential of transforming our society by replacing dangerous and dirty jobs with networks of moving machines. This vision is fundamentally separate from the modern view of robotics in that sophisticated behavior is realizable not by increasing individual vehicle complexity, but instead through collaborative teaming that relies on collective perception, abstraction, decision making, and manipulation. Obvious examples where collective robotics will make an impact include planetary exploration, space structure assembly, remote and undersea mining, hazardous material handling and clean-up, and search and rescue. Nonetheless, the phenomenon driving this technology trend is the increasing reliance of the US military on unmanned vehicles, specifically, aircraft. Only a few years ago, following years of resistance to the use of unmanned systems, the military and civilian leadership in the United States reversed itself and have recently demonstrated surprisingly broad acceptance of increasingly pervasive use of unmanned platforms in defense surveillance, and even attack. However, as rapidly as unmanned systems have gained acceptance, the defense research community has discovered the technical pitfalls that lie ahead, especially for operating collective groups of unmanned platforms. A great deal of talent and energy has been devoted to solving these technical problems, which tend to fall into two categories: resource allocation of vehicles to objectives, and path planning of vehicle trajectories. An extensive amount of research has been conducted in each direction, yet, surprisingly, very little work has considered the integrated problem of assignment and path planning. This dissertation presents a framework for studying integrated assignment and path planning and then moves on to suggest an exact

The Department of Energy (DOE) is in the process of defining the magnitude and diversity of Decontamination and Decommissioning (D&D) obligations at its numerous sites. The DOE believes that existing technologies are inadequate to solve many challenging problems such as how to decontaminate structures and equipment cost effectively, what to do with materials and wastes generated, and how to adequately protect workers and the environment. Preliminary estimates show a tremendous need for effective use of resources over a relatively long period (over 30 years). Several technologies are being investigated which can potentially reduce D&D costs while providing appropriate protection to DOE workers. The DOE recognizes that traditional methods used by the EPA in hazardous waste site clean up activities are insufficient to provide the needed protection and worker productivity demanded by DOE D&D programs. As a consequence, new clothing and equipment which can adequately protect workers while providing increases in worker productivity are being sought for implementation at DOE sites. This project will result in the development of an Advanced Worker Protection System (AWPS). The AWPS will be built around a life support backpack that uses liquid air to provide cooling as well as breathing gas to the worker. The backpack will be combined with advanced protective garments, advanced liquid cooling garment, respirator, communications, and support equipment to provide improved worker protection, simplified system maintenance, and dramatically improve worker productivity through longer duration work cycles. Phase I of the project has resulted in a full scale prototype Advanced Worker Protection Ensemble (AWPE, everything the worker will wear), with sub-scale support equipment, suitable for integrated testing and preliminary evaluation. Phase II will culminate in a full scale, certified, pre-production AWPS and a site demonstration.

The amended Immigration Control Act of 1990 focused on 1) redefinition of the resident status of foreign nationals, 2) clarification of immigration regulations, and 3) countermeasures to cope with the problem of illegal migrant workers. Tough penalties were introduced for illegal employment. The reform paved the way for third generation Nikkei (foreigners of Japanese ancestry) and also opened the door to non-Nikkei married to second generation Nikkei to reside in the country. The migration of Nikkei workers to Japan dates back to the beginning of the 1980s. The Technical Intern Training Program introduced in 1993 also opened a legal channel for the employment of unskilled or semi-skilled foreigners. The categories of foreign workers were heavily concentrated in the automobile and electric appliances industries, mostly as assembly line workers. Foreign students and clandestine workers had a wider dispersion in the labor force than the Nikkei. Students often find work in the urban service sector while attending school. Clandestine male workers predominate in the construction industry as unskilled workers. According to the size of firms, small firms had had the most acute labor shortages in the past 15 years prior to 1994, especially in the late 1980s. The Immigration Law of 1990 brought major changes in the hiring practices of large firms that began hiring legal workers such as the Nikkei, while small firms continued hiring clandestine workers from Asian countries. Foreign workers also earned almost as much as native part-time workers and sometimes even outstripped native seasonal workers. In terms of wages, Nikkei South Americans were on the top followed by Pakistanis, Bangladeshis, Sri Lankans, Nepalese, Ghanians, and Iranians on the bottom. Unskilled foreign workers generally had a high turnover rate with the Nikkei showing the lowest rate. Only 7% of the Nikkei changed jobs more than four times vs. 16-17% of foreign students and 21% of clandestine workers. PMID

Worker satisfaction improved significantly as a consequence of the provision of the assigned and participative standards with performance feedback in a repetitive industrial production task. The maximum improvement in worker satisfaction was found for the participative standard and feedback condition. Only this condition had a significant positive effect on worker job attitudes. Monetary incentive, when provided with an assigned or participative standard with feedback, added no incremental worker satisfaction or job attitudes gain. The participative standard with feedback condition emerges as the optimum strategy for improving worker satisfaction and job attitudes in a repetitive industrial production task. PMID:12745697

  18. Using rule-based shot dose assignment in model-based MPC applications

    NASA Astrophysics Data System (ADS)

    2014-10-01

Shrinking feature sizes and the need for tighter CD (Critical Dimension) control require the introduction of new technologies in mask making processes. One of those methods is the dose assignment of individual shots on VSB (Variable Shaped Beam) mask writers to compensate CD non-linearity effects and improve dose edge slope. Using increased dose levels only for most critical features, generally only for the smallest CDs on a mask, the change in mask write time is minimal while the increase in image quality can be significant. This paper describes a method combining rule-based shot dose assignment with model-based shot size correction. This combination proves to be very efficient in correcting mask linearity errors while also improving dose edge slope of small features. Shot dose assignment is based on tables assigning certain dose levels to a range of feature sizes. The dose to feature size assignment is derived from mask measurements in such a way that shape corrections are kept to a minimum. For example, if a 50nm drawn line on mask results in a 45nm chrome line using nominal dose, a dose level is chosen which is closest to getting the line back on target. Since CD non-linearity is different for lines, line-ends and contacts, different tables are generated for the different shape categories. The actual dose assignment is done via DRC rules in a pre-processing step before executing the shape correction in the MPC engine. Dose assignment to line ends can be restricted to critical line/space dimensions since it might not be required for all line ends. In addition, adding dose assignment to a wide range of line ends might increase shot count which is undesirable. The dose assignment algorithm is very flexible and can be adjusted based on the type of layer and the best balance between accuracy and shot count. These methods can be optimized for the number of dose levels available for specific mask writers. The MPC engine now needs to be able to handle different dose

  5. [Vaccinal prophylaxis against tetanus and hepatitis B: difficulties in application of law and actual status of workers' protection in Lombardy among workers of building sector].

    PubMed

    Dorso, M I; Gallo, E; Rocca, S; Latocca, R; Cesana, G

    2012-01-01

Vaccinal prophylaxis is a preventive action which is compulsory, if available and useful for health protection of workers exposed to biological work risk. Definition andrealization of compulsory vaccinal campaigns is assigned by law to Occupational Health Doctor. We report a research carried out in 135 firms of building sector on 2158 workers exposed to biological work risk and concerning their vaccinal status against Tetanus and Hepatitis B. We found that only in a part of firms a plan of vaccination has been activated among workers exposed to biological work risk and, if activated, these plans frequently were partial and incomplete. Vaccinal protections among workers therefore resulted insufficient especially among foreigners workers and among workers active in first aid and emergency work teams. We think that a more active role of Occupational Health Doctors in promotion and realization of vaccinal campaigns is necessary for medico-legal and scientific reasons. PMID:23405710

  6. A polyhedral approach to a constrained assignment problem

    SciTech Connect

    Hefner, A.; Kleinschmidt, P.

    1994-12-31

We consider the following problem (called the Master/Slave-Matching Problem): Given an undirected bipartite graph G(V, E) with bipartition V = W {union} U and a digraph D = (U, A). A Master/Slave-matching in G is a matching in G such that for every arc (u, v) {element_of} A the node v is matched whenever the node u is matched. The problem is, to find a Master/Slave-matching of maximum cardinality. The motivation for the study of this problem arises from the area of manpower scheduling where one tries to assign workers to jobs such that the assigned jobs satisfy certain dependence constraints. Let k be the maximum size of a (weakly) connected component of D. First we show that the problem is NP-hard and remains NP-hard even if k = 3. Second we focus on the case k = 2: We use polyhedral combinatorics to establish a min-max equation which well-characterizes the cardinality of a maximum Master/Slave-matching. This equation can be viewed as a generalization of Konig`s min-max theorem. Finally, we show (for k = 2) how the weighted Master/Slave-Matching Problem (where every edge e {element_of} E has a nonnegative weight) can be transformed to the (non-bipartite) weighted Matching Problem.

    SciTech Connect

    Caldwell, B.; Duncan, P.; Myers, J.

    1995-10-01

This project describes the development of an Advanced Worker Protection System (AWPS) which will include a life-support backpack with liquid air for cooling and as a supply of breathing gas, protective clothing, respirators, communications, and support equipment.

Objective: To estimate blood lead level (BLL) and to assess the features of lead toxicity among lead acid battery (LAB) industrial workers. Methods: This prospective study was carried out in the medical centre of PCSIR Laboratories, Karachi from March 2012 – March 2013. Fifty LAB industry workers, males and females between 17-65 years were included in the study. They were divided into group 1 with 40 workers- directly related and group 2 with 10 workers –indirectly related, (administration staff members) to LAB manufacture. Detailed history, complete physical examination and BLL estimation by flameless atomic absorption spectrophotometer was done. Results: Total 34 patients in group 1 and 3 patients in group 2 had elevated BLL. Comparison of group 1 and 2 revealed anemia (40v/s4), bone pain (38v/s7), abdominal pain (38 v/s 2), nausea (32v/s6), head ache & irritability (24v/s6), weakness & lethargy (21v/s6), tremors (13v/s0) insomnia (5v/s4), lead line (4v/s 0) and blood pressure above 140/90 mm of Hg (12v/s0) respectively. Conclusion: High blood lead level and features attributable to lead toxicity were prevalent among LAB industry workers of Karachi. PMID:26430401

    SciTech Connect

    Macdonald, J.M.; Nekimken, H.L.; Hermes, R.E.; Castro, J.M.; Evans, M.E.

    1996-10-01

Lead-lined gloves used during the processing of nuclear materials within gloveboxes is an example of a barrier. To help prevent work contamination, current practice includes visual inspection and radiological monitoring of each glove on a regular basis. One administrative control requires radiological workers to monitor their hands upon removal form the glovebox gloves. In reality, either a catastrophic glove failure or the formation of pinholes can cause contamination which is detected after the fact. Real-time monitoring of glove integrity during use would help prevent the spread of contamination, minimize decontamination costs, and protect the glovebox worker. Another benefit of real-time monitoring is remotely alerting proper personnel of a glovebox glove breech. One of the most exciting aspects of this technology is the rapid detection of a breech in the glovebox glove. A puncture to a glove can be detected followed by an alert to a worker in less than a second. The benefits of a real-time monitoring system for glove integrity are immense. Examples of benefits using this new glove are: reducing work stoppage, personnel contamination, glovebox glove replacements, and the filing of costly reports. The primary application of this technology at Los Alamos National Laboratory would be protecting the worker with these newly designed lead-lined gloves.

    NASA Technical Reports Server (NTRS)

    Kantak, Anil; Kantak, Anil

    2006-01-01

A computer program automates the process of selecting unbiased peer reviewers of research proposals submitted to NASA. Heretofore, such selection has been performed by manual searching of two large databases subject to a set of assignment rules. One database lists proposals and proposers; the other database lists potential reviewers. The manual search takes an average of several weeks per proposal. In contrast, the present software can perform the selection in seconds. The program begins by selecting one entry from each database, then applying the assignment rules to this pair of entries. If and only if all the assignment rules are satisfied, the chosen reviewer is assigned to the chosen proposal. The assignment rules enforced by the program are (1) a maximum allowable number of proposals assigned to a single reviewer; (2) a maximum allowable number of reviewers assigned to a single proposal; (3) if the proposing team includes a member affiliated with an industry, then the reviewer must not be affiliated with any industry; and (4) the reviewer must not be a member of the proposing team or affiliated with the same institution as that of a member of the proposing team.

  12. Optimal processor assignment for pipeline computations

The availability of large scale multitasked parallel architectures introduces the following processor assignment problem for pipelined computations. Given a set of tasks and their precedence constraints, along with their experimentally determined individual responses times for different processor sizes, find an assignment of processor to tasks. Two objectives are of interest: minimal response given a throughput requirement, and maximal throughput given a response time requirement. These assignment problems differ considerably from the classical mapping problem in which several tasks share a processor; instead, it is assumed that a large number of processors are to be assigned to a relatively small number of tasks. Efficient assignment algorithms were developed for different classes of task structures. For a p processor system and a series parallel precedence graph with n constituent tasks, an O(np2) algorithm is provided that finds the optimal assignment for the response time optimization problem; it was found that the assignment optimizing the constrained throughput in O(np2log p) time. Special cases of linear, independent, and tree graphs are also considered.

Ethyl alcohol (ethanol) is known to possess a pair of closely spaced excited torsional substates (gauche+, gauche-) at an energy of approximately 57 K above the ground (trans) torsional substate. We report an extended analysis of some gauche - gauche+ Q-branch ((Delta)J = 0) transitions with a three-substate fixed frame axis method (FFAM) Hamiltonian. Our approach accounts for complex trans-gauche interactions for the first time. In addition, we are able to obtain intensities for perturbed rotational transitions, and to determine the trans to gauche+ separation to be 1185399.1 MHz. A complete ground state rotational-torsional partition function accounting for the previously neglected gauche substates is presented. Based on our analysis, a total of 14 U lines obtained towards Orion KL can now be assigned to gauche substates of ethanol. Analysis of these lines yields a rotational temperature of 223 K and a total (trans + gauche) column density of 7.0 x 10(exp 15)/sq cm. The column density is in reasonable agreement with the recent value of 2-3 x 10(exp 15)/sq cm based on observations of trans-ethanol by Ohishi et al., although there is some disparity in the rotational temperatures. Eight additional U lines in the literature are assigned to transitions of gauche ethanol.

The Extend Hungary Method (EHM) is presented to solve the assignment problem that the number of UAVs is larger than that of targets. The target assignment is modeling and the motivations are minimize the distance of the UAV fleet, maximize the survivability of the UAV fleet, maximize the number of UAVs assigned to each target and maximize the number of target attacked. An algorithm for arriving simultaneously is presented by combination of the EHM. Simulation results demonstrating the feasibility of the approach are presented. The approach could be easily applied into other multi-robot cooperative mission.

  5. Quantum probability assignment limited by relativistic causality.

Quantum theory has nonlocal correlations, which bothered Einstein, but found to satisfy relativistic causality. Correlation for a shared quantum state manifests itself, in the standard quantum framework, by joint probability distributions that can be obtained by applying state reduction and probability assignment that is called Born rule. Quantum correlations, which show nonlocality when the shared state has an entanglement, can be changed if we apply different probability assignment rule. As a result, the amount of nonlocality in quantum correlation will be changed. The issue is whether the change of the rule of quantum probability assignment breaks relativistic causality. We have shown that Born rule on quantum measurement is derived by requiring relativistic causality condition. This shows how the relativistic causality limits the upper bound of quantum nonlocality through quantum probability assignment. PMID:26971717

    1997-01-01

This paper is part of a broader discussion on the need for more in-depth study of workers' health surveillance practices, which are most often developed empirically, without well-defined theoretical or technical foundations. The paper presents a concept of surveillance in workers' health as a fulcrum for actions in the relationship between the work process and health. It emphasizes the exposure-based perspective involved in the epidemiological approach. Risk situations and effects are placed in spatial and technological context. The model provides an interdisciplinary approach with a technological, social, and epidemiological basis in a three-dimensional structure. A matrix for planning actions in workers' health surveillance is also presented, focusing on the connections between effects, risks, territory, and activities. PMID:10886936
