    Section 112 of Title III (Air Toxics) of the Clean Air Act (CAA) as amended in 1990 identifies a list of 189 hazardous air pollutants (HAP's) and requires the U.S. Environmental Protection Agency (EPA) to publish, within 1 year of enactment, an initial list of all categories and subcategories of major and area sources of HAP's. The purpose of this report is to (1) describe the methodology used to identify sources that emit HAP's, (2) document the technical references that support EPA's conclusion that one or more of the listed HAP's is emitted from a specified source category, (3) provide broad descriptions of the categories of major sources included on the initial list, and (4) present the responses to public comments received regarding a preliminary draft list of source categories that was published in the Federal Register on June 21, 1991.

    The United States Department of Energy (DOE) has declared that all Hanford plutonium production- and operations-related information generated between 1944 and 1972 is declassified. Any documents found and deemed useful for meeting Hanford Environmental Dose Reconstruction (HEDR) objectives may be declassified with or without deletions in accordance with DOE guidance by Authorized Derivative Declassifiers. The September 1992, letter report, Declassifications Requested by the Technical Steering Panel of Hanford Documents Produced 1944--1960, (PNWD-2024 HEDR UC-707), provides an important milestone toward achieving a complete listing of documents that may be useful to the HEDR Project. The attached listing of approximately 7,000 currently classified Hanford-originated documents relative to Hanford Production Facilities Operations between 1961 and 1972 fulfills TSP Directive 89-3. This list does not include such titles as the Irradiation Processing Department, Chemical Processing Department, and Hanford Laboratory Operations monthly reports generated after 1960 which have been previously declassified with minor deletions and made publicly available. Also Kaiser Engineers Hanford (KEH) Document Control determined that no KEH documents generated between January 1, 1961 and December 31, 1972 are currently classified. Titles which address work for others have not been included because Hanford Site contractors currently having custodial responsibility for these documents do not have the authority to determine whether other than their own staff have on file an appropriate need-to-know. Furthermore, these documents do not normally contain information relative to Hanford Site operations.

Law enforcement officers filed DVIRs in 54% of the cases (n = 191), more often when injury occurred (p < .01) and the defendant had prior court contact (p < .05).     The Permit Compliance System (PCS) is an Environmental Protection Agency (EPA) national computerized management information system that records water-discharge permit data on more than 64,000 wastewater treatment facilities nationwide. This system automates entry, updating, and retrieval of National Pollutant Discharge Elimination System (NPDES) data and tracks permit issuance, permit limits, monitoring data, and other data pertaining to facilities regulated under NPDES. The Permit Compliance System (PCS) Facility Address and Permit Information File contains primary mailing address information as well as permit number, facility type, and cognizant official for all active NPDES permitted facilities, general facility and permit events (e.g., issuance and expiration dates, types of ownership code, SIC code, and location including longitude and latitude) for all active NPDES permitted facilities for the most recent year. There are approximately 49,000 industrial facilities and 15,000 municipal facilities regulated by NPDES. This data is updated twice a year. The diskette contains only major facilities which are facilities having a design or actual flow of one million gallons per day or greater, a service population of 10,000 or greater, or a significant impact on water quality, i.e., with a potential for toxic discharge, located close to a drinking water intake, discharging into stressed receiving waters, or requiring advanced treatment. Approximately 7100 permits are issued to major facilities. Municipal and non-municipal facilities not meeting the above requirements are categorized as minor.

  7. The impact of hospital accreditation on clinical documentation compliance: a life cycle explanation using interrupted time series analysis

    Objective To evaluate whether accredited hospitals maintain quality and patient safety standards over the accreditation cycle by testing a life cycle explanation of accreditation on quality measures. Four distinct phases of the accreditation life cycle were defined based on the Joint Commission International process. Predictions concerning the time series trend of compliance during each phase were specified and tested. Design Interrupted time series (ITS) regression analysis of 23 quality and accreditation compliance measures. Setting A 150-bed multispecialty hospital in Abu Dhabi, UAE. Participants Each month (over 48 months) a simple random sample of 24% of patient records was audited, resulting in 276 000 observations collected from 12 000 patient records, drawn from a population of 50 000. Intervention(s) The impact of hospital accreditation on the 23 quality measures was observed for 48 months, 1 year preaccreditation (2009) and 3-year postaccreditation (2010–2012). Main outcome measure(s) The Life Cycle Model was evaluated by aggregating the data for 23 quality measures to produce a composite score (YC) and fitting an ITS regression equation to the unweighted monthly mean of the series. Results The four phases of the life cycle are as follows: the initiation phase, the presurvey phase, the postaccreditation slump phase and the stagnation phase. The Life Cycle Model explains 87% of the variation in quality compliance measures (R2=0.87). The ITS model not only contains three significant variables (β1, β2 and β3) (p≤0.001), but also the size of the coefficients indicates that the effects of these variables are substantial (β1=2.19, β2=−3.95 (95% CI −6.39 to −1.51) and β3=−2.16 (95% CI −2.52 to −1.80). Conclusions Although there was a reduction in compliance immediately after the accreditation survey, the lack of subsequent fading in quality performance should be a reassurance to researchers, managers, clinicians and accreditors

  8. Compliance of NHS dental practice websites in Wales before and after the introduction of the GDC document 'Principles of ethical advertising'.

    Objectives To evaluate the compliance of NHS dental practice websites in Wales, UK, with the 2012 GDC document Principles of ethical advertising, before its introduction (2011) and again after its introduction (2014).Methods All practices in Wales with an NHS contract and dental practice website were identified. The content of the website was evaluated to determine if it complied with the principles outlined in the 2012 GDC document Principles of Ethical Advertising.Results Twenty-five percent of the 446 practices sampled in 2011 had a website, compared to 44% of the 436 practices sampled in 2014. The principles best complied with were; displaying the name, geographic address, and telephone number of the practice (100% for both years). None of the websites compared the qualifications or skills of its practitioners to others, therefore 100% complied with this principle. Displaying team members' professional qualification and the country from which this is obtained was fairly well represented; 92% and 61% respectively in 2014; an improvement from only 50% and 49% respectively in 2011. Principles worst complied with were displaying the GDC's address (3% 2011; 9% 2014) or link to the GDC website (11% 2011; 7% 2014) and details of the practice complaints procedure (1% 2011; 5% 2014). Overall, no practice complied with all of the compulsory principles.Conclusion In both 2011 and 2014 no practice website was compliant with all the principles outlined in the 2012 GDC document Principles of ethical advertising. Reflecting results from previous studies, this study showed that compliance is slowly improving, yet over 4 years after the introduction of the mandatory principles, it remains that no practice website is 100% compliant. It shows spring name, surface temperature in degrees Fahrenheit and degrees Celsius; USGS Professional Paper 492 number, USGS Circular 790 number, NOAA number, north to south on each degree of latitude and longitude of the listed. USGS 1:250,000-scale (AMS) map; and the USGS topographic map coverage, 1:63360- or 1:62500-scale (15-minute) or 1:24000-scale (7.5-minute) quadrangle also included is an alphabetized list showing only the spring name and the State in which it is located. Unnamed springs are omitted. The list includes natural surface hydrothermal features: springs, pools, mud pots, mud volcanoes, geysers, fumaroles, and steam vents at temperature of 20{sup 0}C (68[sup 0}F) or greater. It does not include wells or mines, except at sites where they supplement or replace natural vents presently or recently active, or, in some places, where orifices are not distinguishable as natural or artificial.     The Columbia River Comprehensive Impact Assessment (CRCIA) Project seeks to estimate the current risk from the Columbia River resulting from past and present Hanford activities. To resolve the question of the current risk, it is necessary for the CRCIA Project to have access to any classified information that may be relevant to this study. The purpose of this report is to present the results of the search for relevant classified information. There are two classified matter control centers operated by two prime contractors at the Hanford Site. One is operated by Pacific Northwest Laboratory (PNL) and the other is operated by Westinghouse Hanford Company (WHC). Only the WHC collection contained information relevant to a study of the Columbia River in the time frame of interest: January 1, 1973 through June 20, 1994. A list of the classified documents in the WHC collection is maintained in the WHC Classified Document Control database. The WHC Classified Document Control database was searched. The search criteria were the dates of interest and the basic keywords used for the CRCIA Project`s data compendium (Eslinger et al. 1994). All Hanford-generated, Hanford-related entries that were applicable to the CRCIA Project and the dates of interest were provided. The resulting list of 477 titles comprises the Appendix of this report. The information give for each title is exactly as it appears in the database. Any inconsistencies are the result of duplicating the database.

At the Pantex Plant, we have taken the approach, that unless we can demonstrate compliance, we are not necessarily in compliance. This paper is intended to illustrate how the Pantex Plant has designed its various programs to demonstrate compliance with environmental statutes, regulations, and permit provisions. A major emphasis is to have permit provisions that are objective and measurable so as to aid in demonstrating compliance. In conjunction with unambiguous permit provisions, appropriate management systems are required to provide the necessary records for this documentation.

    The Space Telecommunications Radio System (STRS) defines an open architecture for software defined radios. This document describes the testing methodology to aid in determining the degree of compliance to the STRS architecture. Non-compliances are reported to the software and hardware developers as well as the NASA project manager so that any non-compliances may be fixed or waivers issued. Since the software developers may be divided into those that provide the operating environment including the operating system and STRS infrastructure (OE) and those that supply the waveform applications, the tests are divided accordingly. The static tests are also divided by the availability of an automated tool that determines whether the source code and configuration files contain the appropriate items. Thus, there are six separate step-by-step test procedures described as well as the corresponding requirements that they test. The six types of STRS compliance tests are: STRS application automated testing, STRS infrastructure automated testing, STRS infrastructure testing by compiling WFCCN with the infrastructure, STRS configuration file testing, STRS application manual code testing, and STRS infrastructure manual code testing. Examples of the input and output of the scripts are shown in the appendices as well as more specific information about what to configure and test in WFCCN for non-compliance. In addition, each STRS requirement is listed and the type of testing briefly described. Attached is also a set of guidelines on what to look for in addition to the requirements to aid in the document review process.

DOE-RL submitted a Notice of Intent to comply with this permit to the EPA in accordance with the General Permit requirements on October 1, 1992. On February 14, 1994, EPA issued a Storm Water General Permit Coverage Notice (WA-R-00-Al 7F). The Hanford Site Storm Water Pollution Prevention Plan (SWPPP) (WHC-SD-EN-EV-02 1) was certified by DOE-RL on September 24, 1996, in compliance with Part 4.B(i) of the General Permit. As required by General Permit, Section 4, Part D, Section 4.c, an annual report must be developed by DOE-RL and retained onsite to verify that the requirements listed in the General Permit are implemented. This document fulfills the requirement to prepare an annual report and contains the results of inspections of the storm water discharges listed in Appendix B. This report also describes the methods used to conduct the Storm Water Comprehensive Site Compliance Evaluation (SWCSCE) as required in the General Permit, Part 4, Section D.4.c; summarizes the results of the compliance evaluation; and documents significant leaks and spills. The time frames for this SWCSCE report is July 1, 1997 through June 30, 1998. There were no significant spills or leaks during this reporting period.

    The U.S. Army maintains an environmental compliance program that identifies compliance problems before they are cited as violations by the U.S. Environmental Protection Agency (USEPA). Beginning in 1985, Major Army Commands (MACOMs) were required to conduct comprehensive environmental assessments at all installations on a 4-year cycle. The installations must also conduct a mid-cycle internal assessment. Because each MACOM was developing a separate assessment system, the Army mandated, through Army Regulation 200-1, one unified Army-wide assessment mechanism. The resulting system combines Federal, Department of Defense (DOD), and Army environmental regulations, along with good management practices and risk-management information, into a series of checklists that show legal requirements and which specific items or operations to review. Each assessment protocol lists a point of contact to help assessors review the checklist items as effectively as possible. The Worldwide Environmental Compliance Assessment System (ECAS) manual incorporates existing checklists from USEPA and private industry. It also integrates information from the Overseas Environmental Baseline Guidance Document (OEBGD), published by DOD in October 1992. Additionally, Worldwide ECAS includes pertinent information from Army Regulations, DOD Directives and Instructions, and it cites good management practices for an overall environmental review.     Objective To compare consistency of adverse drug reaction (ADR) data in publicly available product information documents for brand drugs, between the USA and Europe. To assess the usefulness of information for prescribers and patients. Design A comparison review of product information documents for antidepressants and anticonvulsants concurrently marketed by the same pharmaceutical company in the USA and Europe. Setting For each drug, data were extracted from the US Product Inserts and the European Summary of Product Characteristics documents between 09/2013 and 01/2015. Participants Individuals contributing ADR information to product information documents. Main outcomes measures All ADRs reported in product information sections 5 and 6 (USA), and 4·4 and 4·8 (Europe). Results Twelve brand drugs—24 paired documents—were included. On average, there were 77 more ADRs reported in the USA compared with in the European product information document, with a median number of 201 ADRs (range: 65–425) and 114 (range: 56–265), respectively. More product information documents in the USA reported information on the source of evidence (10 vs 5) and risk (9 vs 5) for greater than 80% of ADRs included in the document. There was negligible information included regarding duration, severity, reversibility or recurrence of ADRs. On average, only 29% of ADR terms were reported in both paired documents. Conclusions Product information documents contained a large number of ADRs, but lacked contextual data and information important to patients and prescribers, such as duration, severity and reversibility. The ADR profile was found to be inconsistently reported between the USA and Europe, for the same drug. Identifying, selecting, summarising and presenting multidimensional harm data should be underpinned by practical evidence-based guidelines.     The uses of compliance measurements in linear fracture mechanics are discussed as a technique for determining the crack-extension force vs load, specimen dimensions, and elastic constants. Some practical examples of application are given, including specimen and transducer descriptions, experimental procedure, instrumentation, calculations, measurement precautions, friction effects, and data reduction. The limitations and advantages of compliance measurements are discussed. It is pointed out that good results can be obtained by the compliance method when its measurement precision is not lower than that required for Young's modulus.

    This document provides an examination of various aspects of the Occupational Safety and Health Administration (OSHA)Carcinogen Policy. To satisfy the dimensions of the Policy's broad, general nature, a two-fold approach was taken. Throughout, the focus is on the possible effects of the Policy's implementation, but this is first approached as it generally will effect research and compliance activities across broad industry sectors, while specific impacts on DOE are addressed separately. To overview and integrate these approaches, and to provide a quick reference for further information, an outline of information is presented. General or industry-wide applications are addressed both in the Summary and Overview of the Policy (Chapters I and II) and in the discussion of the Model Standard (Chapter V). Also included is a copy of the Policy itself in the General Industry Standards and interpretations Change 10. Sections specifically addressed to the major concerns of DOE and its contractors are a discussion of implications for action regarding the synthetic fuels program, a comparison of the OSHA Model Regulations and the FE OSH Manual Standards for Carcinogens, and finally, a list of known carcinogens in coal gasification/liquefaction. Together, these elements illustrate the broad scope of the policy's impact, which economic and other constraining consequences begin to become visible.     On November 15, 1990, the Clean Air Act (CAA) was amended and a list of 189 compounds that are considered to be Hazardous Air Pollutants (HAPs) was included. These pollutants are to be regulated through the development of Toxics Methods, which include Maximum Achievable Control Technology (MACT) Standards, and New Source Performance Standards (NSPS). In support of these Federal regulations, audit materials are developed, validated, and provided to State and local agencies to ensure high quality source emissions compliance data. These performance evaluation samples have traditionally been requested from the Stationary Source Compliance Test Coordinator of the Environmental Protection Agencies (EPA's) National Exposure Research Laboratory (NERL) by the regulatory agency for who the compliance test is being conducted. As of January 1, 1998, the Stationary Source Compliance Audit Program (SSCAP) was taken over by the EPA's Emission Measurement Center (EMC) and many changes instituted. These modifications to the program provide a more effective and efficient way to implement the performance evaluations.

The "crowdsourcing" of science on a global scale, however, arguably began in the early modern era. This essay examines the lists of specimen suppliers, the artifacts of a worldwide collecting campaign, published by the London apothecary James Petiver at the turn of the eighteenth century. Listing suppliers helped Petiver advertise his status as a global specimen broker in the Republic of Letters. However, publicly listing his sources drew criticism over the social character of his collecting project, while lists became synonymous with the debasement of learning in polemics over natural history.     This document describes the elements, schedule, roles, and responsibilities of the Lawrence Berkeley National Laboratory (LBNL) Environmental Compliance Audit & Assessment Program (ECAAP). The ECAAP has been developed to meet the requirements of DOE Order 450.1A,1 and Executive Order 13423.2 These referenced Orders stipulate that government agencies must develop environmental compliance audit programs to monitor and improve compliance with environmental regulations. As stated specifically in the DOE Order, as a part of a DOE facility's Environmental Management System (EMS), 'An environmental compliance audit and review program that identifies compliance deficiencies and root causes of non-compliance' shall be developed and implemented. The ECAAP has also been developed to satisfy LBNL's institutional technical assurance assessment requirements promulgated in the Environment, Safety and Health (ES&H) Self-Assessment Program (LBNL/PUB-5344) and described by the ES&H Technical Assurance Program (TAP) Manual (LBNL/PUB-913E). The ES&H TAP Manual provides the framework for systematic reviews of ES&H programs with the intent to provide assurance that these programs comply with their guiding regulations, are effective, and are properly implemented. As required by the DOE and Executive Orders and by LBNL's TAP, the goal of the ECAAP is to identify environmental regulatory compliance deficiencies and to determine their respective causes.     The federal government has created numerous programs to combat fraud and abuse. The government now encourages healthcare facilities to have a corporate compliance program (CCP), a plan that reduces the chances that the facility will violate laws or regulations. A CCP is an organization-wide program comprised of a code of conduct and written policies, internal monitoring and auditing standards, employee training, feedback mechanisms and other features, all designed to prevent and detect violations of governmental laws, regulations and policies. It is a system or method ensuring that employees understand and will comply with laws that apply to what they do every day. Seven factors, based on federal sentencing guidelines, provide the framework for developing a CCP. First, a facility must establish rules that are reasonably capable of reducing criminal conduct. Second, high-level personnel must oversee the compliance effort. Third, a facility must use due care in delegating authority in the compliance initiative. Fourth, standards must be communicated effectively to employees, and fifth, a facility must take reasonable steps to achieve compliance. Sixth, standards must be enforced consistently across the organization and last, standards must be modified or changed for reported concerns, to ensure they are not repeated. PROMINA Health System, Inc. in Atlanta, Ga., designed a program to meet federal guidelines. It started with a self-assessment to define its areas or risk. Next, it created the internal structure and assigned organizational responsibility for running the CCP. PROMINA then developed standards of business and professional conduct, established vehicles of communication and trained employees on the standards.     On September 9, 1992, the US Environmental Protection Agency (EPA) issued General Permit No. WA-R-00-OOOF, Authorization to Discharge Under the National Pollutant Discharge Elimination System (NPDES) for Storm Water Discharges Associated with Industrial Activity to the US Department of Energy, Richland Operations Office (RL). RL submitted a Notice of Intent to comply with this permit to EPA in conformance with the General Permit requirements on October 1, 1992. On February 14, 1994, EPA issued a Storm Water General Permit Coverage Notice and assigned WA-R-00-Al7F as the Hanford Site`s National Pollutant Discharge Elimination System (NPDES) storm water permit number. The Hanford Site Storm Water Pollution Prevention Plan (SWPPP) (WHC 1996a) was certified by J. E Rasmussen, Director Environmental Assurance, RL, on September 24, 1996, in compliance with Part IV.B(i) of the General Permit. As required by General Permit No. WA-R-00-OOOF (WA-R-00-Al7F), Section IV, Part D, Section 4.c, an annual report must be developed by RL and retained on site to verify that the requirements listed in the General Permit are being implemented. The previous Hanford Site Storm Plater Comprehensive Site Compliance Evaluation Report (WHC 1996b) addressed the period from July 1995 through June 1996. This document fulfills the requirement to prepare an annual report and contains the results of inspections of the storm water outfalls listed in the SWPPP (WHC 1996a).     An important step in data stewardship is planning not only for how data will be acquired, processed and analyzed, but how data will be documented, preserved and shared. The Integrated Earth Data Applications (IEDA) Facility has developed multi-tiered web applications that assist investigators in both planning for data curation and demonstrating that their data has been made available. The IEDA Data Management Plan Tool is designed to help investigators create Data Management Plans for NSF proposals. It guides users through all relevant steps and allows them to provide relevant information about expected data types and products and select appropriate repositories for data curation. The product of the tool is a PDF that can be added to NSF proposals. A list of potential data repositories for a broad range of geoscience data types (geophysical, geochemical, climate, oceanographic, biological) is provided, but users can enter other repositories if desired. A dashboard interface allows users to manage multiple data management plans, retrieve previous versions, create new plans based on previous submissions, and link submitted plans to their funded NSF awards. A fully featured implementation of this tool is available at http://www.iedadata.org/compliance/plan. With an increasing focus on data compliance, IEDA is also developing a Data Compliance Reporting Tool. The Data Compliance Reporting Tool allows users to search for data inventoried within IEDA data systems (EarthChem and Marine Geoscience Data System) by award number and provides basic metadata and links to those data sets.       To meet the demand to track regulatory compliance requirements for oil and gas facilities, C-K Associates, Inc. and Conoco Inc. Natural Gas and Gas Products Department developed a customized relational database. The Compliance Tracking System (CTS), a Microsoft Access database, is designed to insure compliance with all applicable federally-enforceable air quality standards. Currently, compliance is insured through work practices, operating procedures, maintenance, and testing; however, associated documentation may be less formalized, especially for work practice standards and unmanned operations. Title V Operating Permits required by the 1990 Clean Air Act Amendments created the specific need for documentation of such compliance. Title V programs require annual compliance certification and semi-annual reports of compliance monitoring with signature by a responsible official. The CTS compiles applicable standards as well as monitoring, recordkeeping, and reporting requirements. A responsible party (primary and secondary) for each compliance action is assigned. Multiple tickler functions within the system provide notice of upcoming or past-due compliance actions. Systems flexibility is demonstrated through various sort mechanisms. Compliance items can be managed and documented through work orders generated by the CTS. This paper will present how the CTS was developed as an environmental management system and populated for a natural gas plant operating under a Title V permit. The system was expanded to include water quality, waste, and emergency reporting requirements to become a multi-discipline environmental compliance tool for the facility. Regulatory requirements were re-formatted to action items pertinent to field operations. The compliance actions were assigned to fit within current procedures whenever possible. Examples are presented for each media with emphasis on federally-enforceable Title V requirements.

      Most schemes for the accreditation (e.g. United Kingdom Accreditation Service) and certification (e.g. BS EN ISO 9002) of laboratories include a requirement to establish and maintain procedures for the management and control of documents generated internally. Such documents include policy statements, procedures, specifications, and some notices and memoranda. Organisations benefit from using agreed and approved information and from knowing that staff are using agreed and approved methods in their operating procedures. Document control systems are likely to become compulsory as accreditation schemes, such as Clinical Pathology Accreditation (CPA) for clinical microbiology laboratories, align with international standards. The Technical Services Division (TSD) in PHLS Headquarters has been developing a control system for various documents that it issues to the PHLS and control of documentation that forms the TSD quality system. The document control system has recently developed into a document management system that provides a mechanism for managing all documents generated or received by the division. TSD's approach is described here to provide laboratories and other organisations with ideas for how they could set up or develop their own document management system to improve accessibility to information.       The Ecological Monitoring and Compliance program, funded through the U.S. Department of Energy, National Nuclear Security Administration Nevada Operations Office, monitors the ecosystem of the Nevada Test Site (NTS) and ensures compliance with laws and regulations pertaining to NTS biota. This report summarizes the program's activities conducted by Bechtel Nevada (BN) during fiscal year 2002. Program activities included: (1) biological surveys at proposed construction sites, (2) desert tortoise compliance, (3) ecosystem mapping and data management, (4) sensitive species and unique habitat monitoring, and (5) biological monitoring at the HAZMAT Spill Center. Biological surveys for the presence of sensitive species and important biological resources were conducted for 26 NTS projects. These projects have the potential to disturb a total of 374 acres. Thirteen of the projects were in desert tortoise habitat, and 13.38 acres of desert tortoise habitat were disturbed. No tortoises were found in or displaced from project areas, and no tortoises were accidentally injured or killed at project areas or along paved roads. Compilation of historical wildlife data continued this year in efforts to develop faunal distribution maps for the NTS. Photographs associated with the NTS ecological landform units sampled to create the NTS vegetation maps were cataloged for future retrieval and analysis. The list of sensitive plant species for which long-term population monitoring is scheduled was revised. Six vascular plants and five mosses were added to the list. Plant density estimates from ten populations of Astragalus beatleyae were collected, and eight known populations of Eriogonum concinnum were visited to assess plant and habitat status. Minimal field monitoring of western burrowing owl burrows occurred. A report relating to the ecology of the western burrowing owl on the Nevada Test Site was prepared which summarizes four years of data collected on this species' distribution

      The Uranium Mill Tailings Radiation Control Act (UMTRCA) of 1978, Public Law 95-604 (PL95-604), grants the Secretary of Energy the authority and responsibility to perform such actions as are necessary to minimize radiation health hazards and other environmental hazards caused by inactive uranium mill sites. This Technical Approach Document (TAD) describes the general technical approaches and design criteria adopted by the US Department of Energy (DOE) in order to implement remedial action plans (RAPS) and final designs that comply with EPA standards. It does not address the technical approaches necessary for aquifer restoration at processing sites; a guidance document, currently in preparation, will describe aquifer restoration concerns and technical protocols. This document is a second revision to the original document issued in May 1986; the revision has been made in response to changes to the groundwater standards of 40 CFR 192, Subparts A--C, proposed by EPA as draft standards. New sections were added to define the design approaches and designs necessary to comply with the groundwater standards. These new sections are in addition to changes made throughout the document to reflect current procedures, especially in cover design, water resources protection, and alternate site selection; only minor revisions were made to some of the sections. Although protected in helium filled glass cases, the documents are subject to damage from light vibration and humidity. The photometer is a CCD detector used as the electronic film for the camera system's scanning camera which mechanically scans the document line by line and acquires a series of images, each representing a one square inch portion of the document. Perkin-Elmer Corporation's photometer is capable of detecting changes in contrast, shape or other indicators of degradation with 5 to 10 times the sensitivity of the human eye. A Vicom image processing computer receives the data from the photometer stores it and manipulates it, allowing comparison of electronic images over time to detect changes.
