  1. VRLane: a desktop virtual safety management program for underground coal mine

    VR technologies, which generate immersive, interactive, and three-dimensional (3D) environments, are seldom applied to coal mine safety work management. In this paper, a new method that combined the VR technologies with underground mine safety management system was explored. A desktop virtual safety management program for underground coal mine, called VRLane, was developed. The paper mainly concerned about the current research advance in VR, system design, key techniques and system application. Two important techniques were introduced in the paper. Firstly, an algorithm was designed and implemented, with which the 3D laneway models and equipment models can be built on the basis of the latest mine 2D drawings automatically, whereas common VR programs established 3D environment by using 3DS Max or the other 3D modeling software packages with which laneway models were built manually and laboriously. Secondly, VRLane realized system integration with underground industrial automation. VRLane not only described a realistic 3D laneway environment, but also described the status of the coal mining, with functions of displaying the run states and related parameters of equipment, per-alarming the abnormal mining events, and animating mine cars, mine workers, or long-wall shearers. The system, with advantages of cheap, dynamic, easy to maintenance, provided a useful tool for safety production management in coal mine.

    CAVSIM is a three-dimensional, axisymmetric model for resource recovery and cavity growth during underground coal gasification (UCG). CAVSIM is capable of following the evolution of the cavity from near startup to exhaustion, and couples explicitly wall and roof surface growth to material and energy balances in the underlying rubble zones. Growth mechanisms are allowed to change smoothly as the system evolves from a small, relatively empty cavity low in the coal seam to a large,more » almost completely rubble-filled cavity extending high into the overburden rock. The model is applicable to nonswelling coals of arbitrary seam thickness and can handle a variety of gas injection flow schedules or compositions. Water influx from the coal aquifer is calculated by a gravity drainage-permeation submodel which is integrated into the general solution. The cavity is considered to consist of up to three distinct rubble zones and a void space at the top. Resistance to gas flow injected from a stationary source at the cavity floor is assumed to be concentrated in the ash pile, which builds up around the source, and also the overburden rubble which accumulates on top of this ash once overburden rock is exposed at the cavity top. Char rubble zones at the cavity side and edges are assumed to be highly permeable. Flow of injected gas through the ash to char rubble piles and the void space is coupled by material and energy balances to cavity growth at the rubble/coal, void/coal and void/rock interfaces. One preprocessor and two postprocessor programs are included - SPALL calculates one-dimensional mean spalling rates of coal or rock surfaces exposed to high temperatures and generates CAVSIM input: TAB reads CAVSIM binary output files and generates ASCII tables of selected data for display; and PLOT produces dot matrix printer or HP printer plots from TAB output.« less

    The purpose of the Clean Coal Technology Programs: Program Update 2009 is to provide an updated status of the U.S. Department of Energy (DOE) commercial-scale demonstrations of clean coal technologies (CCT). These demonstrations have been performed under the Clean Coal Technology Demonstration Program (CCTDP), the Power Plant Improvement Initiative (PPII), and the Clean Coal Power Initiative (CCPI). Program Update 2009 provides: (1) a discussion of the role of clean coal technology demonstrations in improving the nation’s energy security and reliability, while protecting the environment using the nation’s most abundant energy resource—coal; (2) a summary of the funding and costs of the demonstrations; and (3) an overview of the technologies being demonstrated, along with fact sheets for projects that are active, recently completed, or recently discontinued.

    In 1974, the U.S. Bureau of Land Management began the Energy Minerals Rehabilitation Inventory and Analysis (EMRIA) Program, now known as the Coal Hydrologic Investigations Program, to collect detailed information on water and other resources of proposed coal-lease areas. The U.S. Geological Survey has been collecting water-resource information for the U.S. Bureau of Land Management since the program was started. This report summarizes the U.S. Bureau of Land Management's hydrologic information needs in the different stages of the land-use planning and coal-leasing process and presents an evaluation of the use of the U.S. Geological Survey's precipitation-runoff model from a Bureau of Land Management perspective. Information collected by the U.S. Geological Survey for precipitation, surface water, ground water, and water quality has been used extensively in environmental assessments and site-specific analyses for coal leasing. The U.S. Geological Survey also has been calibrating a precipitation-runoff model used to estimate the surface discharge of ungaged basins in northwestern Colorado. A test of the model shows that it will provide surface-discharge estimates for ungaged basins within the accuracy required for the U.S. Bureau of Land Management's land-use planning and coal-leasing process. However, the model is most effective when applied by an experienced user. In addition, more verification of the model is needed before it will accurately predict the impacts of coal mining on surface water.

    Although remarkable progress has been made in developing technologies for the clean and efficient utilization of coal, the biggest challenge in the utilization of coal is still the protection of the environment. Specifically, electric utilities face increasingly stringent restriction on the emissions of NO{sub x} and SO{sub x}, new mercury emission standards, and mounting pressure for the mitigation of CO{sub 2} emissions, an environmental challenge that is greater than any they have previously faced. The Utah Clean Coal Program addressed issues related to innovations for existing power plants including retrofit technologies for carbon capture and sequestration (CCS) or green field plants with CCS. The Program focused on the following areas: simulation, mercury control, oxycoal combustion, gasification, sequestration, chemical looping combustion, materials investigations and student research experiences. The goal of this program was to begin to integrate the experimental and simulation activities and to partner with NETL researchers to integrate the Program's results with those at NETL, using simulation as the vehicle for integration and innovation. The investigators also committed to training students in coal utilization technology tuned to the environmental constraints that we face in the future; to this end the Program supported approximately 12 graduate students toward the completion of their graduate degree in addition to numerous undergraduate students. With the increased importance of coal for energy independence, training of graduate and undergraduate students in the development of new technologies is critical.

A secondary objective is to assist other CCP generating states (particularly neighboring states) in establishing CCP use programs within their states. The goal of the CCP extension program at OSU is to work with CCP stakeholders to increase the overall CCP state utilization rate to more than 30% by the year 2005. The program aims to increase FGD utilization for Ohio to more than 20% by the year 2005. The increased utilization rates are expected to be achieved through increased use of CCPs for highway, mine reclamation, agricultural, manufacturing, and other civil engineering uses. In order to accomplish these objectives and goals, the highly successful CCP pilot extension program previously in place at the university has been expanded and adopted by the university as a part of its outreach and engagement mission. The extension program is an innovative technology transfer program with multiple sponsors. The program is a collaborative effort between The Ohio State University (College of Engineering and University Extension Service), United States Department of Energy's National Energy Technology Laboratory, Ohio Department of Development's Coal Development Office, and trade associations such as the American Coal Ash Association as well as the Midwest Coal Ash Association. Industry co-sponsors include American Electric Power, Dravo Lime Company, and ISG Resources. Implementation of the proposed project results in both direct and indirect as well as societal benefits.     CoalVal is a menu-driven Windows program that produces cost-of-mining analyses of mine-modeled coal resources. Geological modeling of the coal beds and some degree of mine planning, from basic prefeasibility to advanced, must already have been performed before this program can be used. United States Geological Survey mine planning is done from a very basic, prefeasibility standpoint, but the accuracy of CoalVal's output is a reflection of the accuracy of the data entered, both for mine costs and mine planning. The mining cost analysis is done by using mine cost models designed for the commonly employed, surface and underground mining methods utilized in the United States. CoalVal requires a Microsoft Windows? 98 or Windows? XP operating system and a minimum of 1 gigabyte of random access memory to perform operations. It will not operate on Microsoft Vista?, Windows? 7, or Macintosh? operating systems. The program will summarize the evaluation of an unlimited number of coal seams, haulage zones, tax entities, or other area delineations for a given coal property, coalfield, or basin. When the reader opens the CoalVal publication from the USGS website, options are provided to download the CoalVal publication manual and the CoalVal Program.     This final project report presents the activities and accomplishments of the ''Coal Combustion Products Extension Program'' conducted at The Ohio State University from August 1, 2000 to June 30, 2005 to advance the beneficial uses of coal combustion products (CCPs) in highway and construction, mine reclamation, agricultural, and manufacturing sectors. The objective of this technology transfer/research program at The Ohio State University was to promote the increased use of Ohio CCPs (fly ash, FGD material, bottom ash, and boiler slag) in applications that are technically sound, environmentally benign, and commercially competitive. The project objective was accomplished by housing the CCP Extension Program within The Ohio State University College of Engineering with support from the university Extension Service and The Ohio State University Research Foundation. Dr. Tarunjit S. Butalia, an internationally reputed CCP expert and registered professional engineer, was the program coordinator. The program coordinator acted as liaison among CCP stakeholders in the state, produced information sheets, provided expertise in the field to those who desired it, sponsored and co-sponsored seminars, meetings, and speaking at these events, and generally worked to promote knowledge about the productive and proper application of CCPs as useful raw materials. The major accomplishments of the program were: (1) Increase in FGD material utilization rate from 8% in 1997 to more than 20% in 2005, and an increase in overall CCP utilization rate of 21% in 1997 to just under 30% in 2005 for the State of Ohio. (2) Recognition as a ''voice of trust'' among Ohio and national CCP stakeholders (particularly regulatory agencies). (3) Establishment of a national and international reputation, especially for the use of FGD materials and fly ash in construction applications.     The Clean Coal Technology (CCT) Program is a unique partnership between the federal government and industry that has as its primary goal the successful introduction of new clean coal utilization technologies into the energy marketplace. Clean coal technologies being demonstrated under the CCT Program are establishing a technology base that will enable the nation to meet more stringent energy and environmental goals. Most of the, demonstrations are being conducted at commercial scale, in actual user environments, and under circumstances typical of commercial operations. These features allow the potential of the technologies to be evaluated in their intended commercial applications. Each application addresses one of the following four market sectors: advanced electric power generation; environmental control devices; coal processing for clean fuels; and industrial applications. The purpose of this report is fourfold: Explain the CCT program as a model for successful joint government industry partnership for selecting and demonstrating technologies that have promise for adaptation to the energy marketplace; set forth the process by which the process has been implemented and the changes that have been made to improve that process; outline efforts employed to inform potential users and other interested parties about the technologies being developed; and examine some of the questions which must be considered in determining if the CCT Program model can be applied to other programs.

    The Clean Coal Technology Demonstration Program (CCT Program) is a $7.14 billion cost-shared industry/government technology development effort. The program is to demonstrate a new generation of advanced coal-based technologies, with the most promising technologies being moved into the domestic and international marketplace. Clean coal technologies being demonstrated under the CCT program are creating the technology base that allows the nation to meet its energy and environmental goals efficiently and reliably. The fact that most of the demonstrations are being conducted at commercial scale, in actual user environments, and under conditions typical of commercial operations allows the potential of the technologies to be evaluated in their intended commercial applications. The technologies are categorized into four market sectors: advanced electric power generation systems; environmental control devices; coal processing equipment for clean fuels; and industrial technologies. Sections of this report describe the following: Role of the Program; Program implementation; Funding and costs; The road to commercial realization; Results from completed projects; Results and accomplishments from ongoing projects; and Project fact sheets.   4. Managing coal combustion residues in mines

    Burning coal in electric utility plants produces, in addition to power, residues that contain constituents which may be harmful to the environment. The management of large volumes of coal combustion residues (CCRs) is a challenge for utilities, because they must either place the CCRs in landfills, surface impoundments, or mines, or find alternative uses for the material. This study focuses on the placement of CCRs in active and abandoned coal mines. The Committee on Mine Placement of Coal Combustion Wastes of the National Research Council believes that placement of CCRs in mines as part of the reclamation process may be a viable option for the disposal of this material as long as the placement is properly planned and carried out in a manner that avoids significant adverse environmental and health impacts. This report discusses a variety of steps that are involved in planning and managing the use of CCRs as minefills, including an integrated process of CCR characterization and site characterization, management and engineering design of placement activities, and design and implementation of monitoring to reduce the risk of contamination moving from the mine site to the ambient environment. Enforceable federal standards are needed for the disposal of CCRs in minefills to ensure that states have adequate, explicit authority and that they implement minimum safeguards. 267 refs., 6 apps.

    The Clean Coal Technology Demonstration Program (known as the CCT Program) reached a significant milestone in 1996 with the completion of 20 of the 39 active projects. The CCT Program is responding to a need to demonstrate and deploy a portfolio of technologies that will assure the U.S. recoverable coal reserves of 297 billion tons could continue to supply the nation`s energy needs economically and in a manner that meets the nation`s environmental objectives. This portfolio of technologies includes environmental control devices that contributed to meeting the accords on transboundary air pollution recommended by the Special Envoys on Acid Rain in 1986. Operational, technical, environmental, and economic performance information and data are now flowing from highly efficient, low-emission, advanced power generation technologies that will enable coal to retain its prominent role into the next millennium. Further, advanced technologies are emerging that will enhance the competitive use of coal in the industrial sector, such as in steelmaking. Coal processing technologies will enable the entire coal resource base to be used while complying with environmental requirements. These technologies are producing products used by utilities and industrial processes. The capability to coproduce products, such as liquid and solid fuels, electricity, and chemicals, is being demonstrated at a commercial scale by projects in the CCT Program. In summary, this portfolio of technologies is satisfying the national need to maintain a multifuel energy mix in which coal is a key component because of its low-cost, availability, and abundant supply within the nation`s borders.

The United States has been a pioneer in this area with a major clean-air bill that became law in the early 1970s and amended in the late 1970s. In the mid-1980s, the U.S. embarked on a program to develop new clean-coal technologies, which would provide a cost-effective means of further reducing gaseous emissions from fossil-fired power facilities.     The Clean Coal Technology Demonstration Program (also referred to as the CCT Program) is a $6.9 billion cost-shared industry/government technology development effort. The program is to demonstrate a new generation of advanced coal-based technologies, with the most promising technologies being moved into the domestic and international marketplace. Technology has a vital role in ensuring that coal can continue to serve U.S. energy interests and enhance opportunities for economic growth and employment while meeting the national committment to a clean and healthy global environment. These technologies are being advanced through the CCT Program. The CCT Program supports three substantive national objectives: ensuring a sustainable environment through technology; enhancing energy efficiency and reliability; providing opportunities for economic growth and employment. The technologies being demonstrated under the CCT Program reduce the emissions of sulfur oxides, nitrogen oxides, greenhouse gases, hazardous air pollutants, solid and liquid wastes, and other emissions resulting from coal use or conversion to other fuel forms. These emissions reductions are achieved with efficiencies greater than or equal to currently available technologies.

    The "Coal Ash Corrosion Resistant Materials Testing Program" is being conducted by The Babcock & Wilcox Company (B&W), the U.S. Department of Energy (DOE) and the Ohio Coal Development Office (OCDO) at Reliant Energy's Niles plant in Niles, Ohio to provide full-scale, in-situ testing of recently developed boiler superheater materials. Fireside corrosion is a key issue for improving efficiency of new coal fired power plants and improving service life in existing plants. In November 1998, B&W began development of a system to permit testing of advanced tube materials at metal temperatures typical of advanced supercritical steam temperatures (1100°F and higher) in a boiler exhibiting coal ash corrosive conditions. Several materials producers including Oak Ridge National Laboratory (ORNL) contributed advanced materials to the project. In the spring of 1999 a system consisting of three identical sections, each containing multiple segments of twelve different materials, was installed. The sections are cooled by reheat steam, and are located just above the furnace entrance in Niles' Unit #1, a 110 MWe unit firing high sulfur Ohio coal. In November 2001 the first section was removed for thorough metallurgical evaluation after 33 months of operation. The second and third sections remain in service and the second is expected to be removed in the fall of 2003; the last is tentatively planned for the fall of 2004. This paper describes the program; its importance; the design, fabrication, installation and operation of the test system; materials utilized; experience to date; and results of the evaluation of the first section.

The Clean Air Act Amendments of 1990 (Public Law 101-549, Section 409) as supplemented by a requirement in the Energy Policy Act of 1992 (Public Law 102-486, Section 1331(f)) requires that the Secretary of Energy, acting through the Trade Promotion Coordinating Committee Subgroup on Clean Coal Technologies, submit a report to Congress with information on the status of recommendations made in the US Department of Energy, Clean Coal Technology Export Programs, Report to the United States Congress, February 1992. Specific emphasis is placed on the adequacy of financial assistance for export of CCTS. This report fulfills the requirements of the Act. In addition, although this report focuses on CCT power projects, the issues it raises about the financing of these projects are also relevant to other CCT projects such as industrial applications or coal preparation, as well as to a much broader range of energy and environmental technology projects worldwide.

    This report summarizes the progress made during the August 1, 2006 - May 31, 2008 award period under Cooperative Agreement DE-FC26-05NT42614 for the U. S. Department of Energy/National Energy Technology Laboratory (USDOE/NETL) entitled 'SECA Coal Based Systems'. The initial overall objective of this program was to design, develop, and demonstrate multi-MW integrated gasification fuel cell (IGFC) power plants with >50% overall efficiency from coal (HHV) to AC power. The focus of the program was to develop low-cost, high performance, modular solid oxide fuel cell (SOFC) technology to support coal gas IGFC power systems. After a detailed GE internal review of the SOFC technology, the program was de-scoped at GE's request. The primary objective of this program was then focused on developing a performance degradation mitigation path for high performing, cost-effective solid oxide fuel cells (SOFCs). There were two initial major objectives in this program. These were: (1) Develop and optimize a design of a >100 MWe integrated gasification fuel cell (IGFC) power plant; (2) Resolve identified barrier issues concerning the long-term economic performance of SOFC. The program focused on designing and cost estimating the IGFC system and resolving technical and economic barrier issues relating to SOFC. In doing so, manufacturing options for SOFC cells were evaluated, options for constructing stacks based upon various cell configurations identified, and key performance characteristics were identified. Key factors affecting SOFC performance degradation for cells in contact with metallic interconnects were be studied and a fundamental understanding of associated mechanisms was developed using a fixed materials set. Experiments and modeling were carried out to identify key processes/steps affecting cell performance degradation under SOFC operating conditions.     The Rocketdyne Division of Rockwell International Corporation is conducting a program for the engineering, fabrication, and testing of an experimental/prototype high-capacity, high-pressure centrifugal slurry feed pump for coal liquefaction purposes. The abrasion problems in a centrifugal slurry pump are primarily due to the manner in which the hard, solid particles contained in the slurry are transported through the hydraulic flow passages within the pump. The abrasive particles can create scraping, grinding, cutting, and sandblasting effects on the various exposed parts of the pump. These critical areas involving abrasion and impact erosion wear problems in a centrifugal pump are being addressed by Rocketdyne. The mechanisms of abrasion and erosion are being studied through hydrodynamic analysis, materials evaluation, and advanced design concepts.

    Development of new catalysts is a promising approach to more efficient coal liquefaction. It has been recognized that catalysts are superior to supported catalysts for primary liquefaction of coals, because the control of initial coal dissolution or depolymerization requires intimate contact between the catalyst and coal. This research is a fundamental and exploratory study on catalytic coal liquefaction, with the emphasis on the development of novel bimetallic dispersed catalysts for temperature-programmed liquefaction. The ultimate goal of the present research is to develop novel catalytic hydroliquefaction process using highly active dispersed catalysts. The primary objective of this research is to develop novel bimetallic dispersed catalysts from organometallic molecular that can be used in low precursors concentrations (< 1 %) but exhibit high activity for efficient hydroliquefaction of coals under temperature-programmed conditions. The major technical approaches are, first, to prepare the desired heteronuclear organometallic molecules as catalyst precursors that contain covalently bound, two different metal atoms and sulfur in a single molecule. Such precursors will generate finely dispersed bimetallic catalysts such as Fe-Mo, Co-Mo and Ni-Mo binary sulfides upon thermal decomposition. The second major technical approach is to perform the liquefaction of coals unpregnated with the organometallic precursors under temperature-programmed conditions, where the programmed heat-up serves as a step for both catalyst activation and coal pretreatment or preconversion. Two to three different complexes for each of the Fe-Mo, Co-Mo, and Ni-Mo combinations will be prepared. Initial catalyst screening tests will be conducted using a subbituminous coal and a bituminous coal. Effects of coal rank and solvents will be examined with the selected bimetallic catalysts which showed much higher activity than the dispersed catalysts from conventional precursors.

    The Dairy Herd Management Program has served both dairymen and veterinarians very well over the past several years under a variety of conditions. A number of veterinarians have used the Dairy Herd Management Program to provide computerized dairy record service to their clients. In many of these situations, clients have decided to purchase a computer system of their own after discovering the value of having improved, computerized dairy records. The Dairy Herd Management Program is able to efficiently handle data from large dairies without disrupting daily record-keeping routines. With this data, useful reports are generated that measure actual reproductive performance against target levels or goals. Because the Dairy Herd Management Program focuses on specific time intervals and includes data from culled cows, trends or drops in reproductive performance are more quickly detected so that corrective action can be taken to minimize economic losses. The Dairy Herd Management Program's strong points include batch entry of data, an inclusive yet flexible Vet Check List of cows to be examined, and a detailed, comprehensive Reproductive Summary report. Its major weakness is the lack of a custom report generator for specific situations or conditions. This problem is being addressed in the new version. With the improvements scheduled for the new version, the Dairy Herd Management Program should be able to meet all of the needs of dairy managers and veterinarians alike, as well as become a powerful tool for conducting dairy reproductive field trials and research.     The Program Management Tool (PMT) is a comprehensive, Web-enabled business intelligence software tool for assisting program and project managers within NASA enterprises in gathering, comprehending, and disseminating information on the progress of their programs and projects. The PMT provides planning and management support for implementing NASA programmatic and project management processes and requirements. It provides an online environment for program and line management to develop, communicate, and manage their programs, projects, and tasks in a comprehensive tool suite. The information managed by use of the PMT can include monthly reports as well as data on goals, deliverables, milestones, business processes, personnel, task plans, monthly reports, and budgetary allocations. The PMT provides an intuitive and enhanced Web interface to automate the tedious process of gathering and sharing monthly progress reports, task plans, financial data, and other information on project resources based on technical, schedule, budget, and management criteria and merits. The PMT is consistent with the latest Web standards and software practices, including the use of Extensible Markup Language (XML) for exchanging data and the WebDAV (Web Distributed Authoring and Versioning) protocol for collaborative management of documents. The PMT provides graphical displays of resource allocations in the form of bar and pie charts using Microsoft Excel Visual Basic for Application (VBA) libraries.     The goal of the Colorado Plateau Coal Assessment program is to provide an overview of the geologic setting, distribution, resources, and quality of Cretaceous coal in the Colorado Plateau. This assessment, which is part of the US Geological Survey's National Coal Resource Assessment Program, is different from previous coal assessments in that the major emphasis is placed on coals that are most likely to provide energy over the next few decades. The data is also being collected and stored in digital format that can be updated as new information becomes available. Environmental factors may eventually control how coal will be mined, and determine to what extent measures will be implemented to reduce trace element emissions. In the future, increased emphasis will also be placed on coal combustion products and the challenges of waste product disposal or utilization. Therefore, coal quality characterization is an important aspect of the coal assessment program in that it provides important data that will influence future utilization of this resource. The Colorado Plateau study is being completed in cooperation with the US Bureau of Land Management, US Forest Service, Arizona Geological Survey, Colorado Geological Survey, New Mexico Bureau of Mines and Mineral Resources, and the Utah Geological Survey. Restrictions on coal thickness and overburden will be applied to the resource calculations and the resources will be categorized by land ownership. In some areas these studies will also delineate areas where coal mining may be restricted because of land use, industrial, social, or environmental factors. Emphasis is being placed on areas where the coal is controlled by the Federal Government.

    Coal is the most abundant domestic energy resource in the United States. The Fossil Energy Organization within the US Department of Energy (DOE) has been supporting a coal liquefaction program to develop improved technologies to convert coal to clean and cost-effective liquid fuels to complement the dwindling supply of domestic petroleum crude. The goal of this program is to produce coal liquids that are competitive with crude at $20 to $25 per barrel. Indirect and direct liquefaction routes are the two technologies being pursued under the DOE coal liquefaction program. This paper will give an overview of the DOE indirect liquefaction program. More detailed discussions will be given to the F-T diesel and DME fuels which have shown great promises as clean burning alternative diesel fuels. The authors also will briefly discuss the economics of indirect liquefaction and the hurdles and opportunities for the early commercial deployment of these technologies. Discussions will be preceded by two brief reviews on the liquid versus gas phase reactors and the natural gas versus coal based indirect liquefaction.

    The International Coal Statistics Data Base (ICSD) is a microcomputer-based system which contains information related to international coal trade. This includes coal production, consumption, imports and exports information. The ICSD is a secondary data base, meaning that information contained therein is derived entirely from other primary sources. It uses dBase III+ and Lotus 1-2-3 to locate, report and display data. The system is used for analysis in preparing the Annual Prospects for World Coal Trade (DOE/EIA-0363) publication. The ICSD system is menu driven and also permits the user who is familiar with dBase and Lotus operations to leave the menu structure to perform independent queries. Documentation for the ICSD consists of three manuals -- the User's Guide, the Operations Manual, and the Program Maintenance Manual. This Program Maintenance Manual provides the information necessary to maintain and update the ICSD system. Two major types of program maintenance documentation are presented in this manual. The first is the source code for the dBase III+ routines and related non-dBase programs used in operating the ICSD. The second is listings of the major component database field structures. This document describes the LBNL Issues Management Program and prescribes the process for issues identification, tracking, resolution, closure, validation, and effectiveness of corrective actions. Issues that are governed by this program include program and performance deficiencies or nonconformances that may be identified through employee discovery, internal or external oversight assessment findings, suggested process improvements and associated actions that require formal corrective action. Issues may also be identified in and/or may result in Root Cause Analysis (RCA) reports, Price Anderson Amendment Act (PAAA) reports, Occurrence Reporting and Processing System (ORPS) reports, Accident Investigation reports, assessment reports, and External Oversight reports. The scope of these issues may include issues of both high and low significance as well as adverse conditions that meet the reporting requirements of the University of California (UC) Assurance Plan for LBNL or other reporting entities (e.g., U.S. Environmental Protection Agency, U.S. Department of Energy).     Having worked in the Employees and Commercial Payments Branch of the Financial Management Division for the past 3 summers, I have seen the many changes that have occurred within the NASA organization. As I return each summer, I find that new programs and systems have been adapted to better serve the needs of the Center and of the Agency. The NASA Agency has transformed itself the past couple years with the implementation of the Integrated Financial Management Program (IFMP). IFMP is designed to allow the Agency to improve its management of its Financial, Physical, and Human Resources through the use of multiple enterprise module applications. With my mentor, Joseph Kan, being the branch chief of the Employees and Commercial Payments Branch, I have been exposed to several modules, such as Travel Manager, WebTads, and Core Financial/SAP, which were implemented in the last couple of years under the IFMP. The implementation of these agency-wide systems has sometimes proven to be troublesome. Prior to IFMP, each NASA Center utilizes their own systems for Payroll, Travel, Accounts Payable, etc. But with the implementation of the Integrated Financial Management Program, all the "legacy" systems had to be eliminated. As a result, a great deal of enhancement and preparation work is necessary to ease the transformation from the old systems to the new. All this work occurs simultaneously; for example, e-Payroll will "go live" in several months, but a system like Travel Manager will need to have information upgraded within the system to meet the requirements set by Headquarters. My assignments this summer have given me the opportunity to become involved with such work. So far, I have been given the opportunity to participate in projects resulting from a congressional request, several bankcard reconciliations, updating routing lists for Travel Manager, updating the majordomo list for Travel Manager approvers and point of contacts, and a NASA Headquarters project involving

    The Development Program to Support Industrial Coal Gasification is on schedule. The efforts have centered on collecting background information and data, planning, and getting the experimental program underway. The three principal objectives in Task I-A were accomplished. The technical literature was reviewed, the coals and binders to be employed were selected, and tests and testing equipment to be used in evaluating agglomerates were developed. The entire Erie Mining facility design was reviewed and a large portion of the fluidized-bed coal gasification plant design was completed. Much of the work in Task I will be experimental. Wafer-briquette and roll-briquette screening tests will be performed. In Task II, work on the fluidized-bed gasification plant design will be completed and work on a plant design involving entrained-flow gasifiers will be initiated.

The offeror was to identify the specific application or applications, toward which his development efforts would be directed; define and substantiate the technical, economic, and environmental criteria for the selected application; and conduct such component design, development, integration, and tests as deemed necessary to fulfill this objective. Specifically, the offeror was to choose a system through which ingenious methods of grouping subcomponents into integrated systems accomplishes the following: (1) Preserve the inherent power density and performance advantages of gas turbine systems. (2) System must be capable of meeting or exceeding existing and expected environmental regulations for the proposed application. (3) System must offer a considerable improvement over coal-fueled systems which are commercial, have been demonstrated, or are being demonstrated.     In November of 1998, Babcock and Wilcox (B and W) began development of a system to permit testing of several advanced tube materials at metal temperatures typical of advanced supercritical steam conditions of 1100 F and higher in a boiler exhibiting coal ash corrosive conditions. The U.S. Department of Energy (DOE), the Ohio Coal Development Office (OCDO), B and W, and First Energy's Ohio Edison jointly fund the project. CONSOL Energy Company is also participating as an advisor. Several materials producers including Oak Ridge National Laboratory (ORNL) contributed advanced materials to the project. The coal-ash corrosion resistant materials test program will provide full scale, in-situ testing of recently developed boiler superheater and reheater tube materials. These newer materials may be capable of operating at higher steam temperatures while resisting external/fire-side corrosion. For high sulfur coal applications, this is a key issue for advanced cycle pulverized coal-fired plants. Fireside corrosion is also a critical issue for many existing plants. Previous testing of high temperature materials in the United States has been based primarily on using laboratory test coupons. The test coupons did not operate at conditions representative of a high sulfur coal-fired boiler. Testing outside of the United States has been with low sulfur coal or natural gas firing and has not addressed corrosion issues. This test program takes place in an actual operating boiler and is expected to confirm the performance of these materials with high sulfur coal. The system consists of three identical sections, each containing multiple pieces of twelve different materials. They are cooled by reheater steam, and are located just above the furnace exit in Ohio Edison's Niles Unit No.1, a 110 MWe unit firing high sulfur Ohio coal.     National interest in the combustion of wood and wood/coal mixtures is growing rapidly in response to the world-wide concern for global warming, the US concern for SO{sub 2} and NOx emissions, and regional interest in expanding the utilization of forest products and byproducts. Throughout the forest product sector, combustion of wood and wood byproducts is widely practiced. Numerous small combustors for use by the homeowner to burn seasoned firewood are on the market. Lumber and paper mills produce large amounts of raw wood wastes, which many of them combust in industrial boilers to provide process heat and mechanical energy for their operations. In the case of both small and large combustors, the feed systems, burners, thermal recovery systems and flues have been specially designed for 100% wood use. Within the industrial and utility coal-fired boiler sector, furnaces are designed for 100% coal combustion and there is very little experience with wood/coal cofiring in these systems. Moreover, what experience is out there has not been documented in the open literature. Thus, it is proving very difficult for operators of coal-fired boilers to join quickly the national effort to increase wood firing. To provide assistance in this direction, the Northeastern Area State and Private Forestry Program of the US Department of Agriculture Forest Service has initiated a program with the University of Pittsburgh to demonstrate wood/coal cofiring into stoker and fluid-bed boilers in the western Pennsylvania region. The first project under this program was a demonstration at the traveling-grate stoker boiler of the Pittsburgh Brewing Company.     One of the projects selected for funding is a project for the design, construction, and operation of a nominal 90 ton-per-day 14-megawatt electrical (MWe), diesel engine-based, combined-cycle demonstration plant using coal-water fuels (CWF). The project, named the Coal Diesel Combined-Cycle Project, is to be located at a power generation facility at Easton Utilities Commission`s Plant No. 2 in Easton, Talbot County, Maryland, and will use Cooper-Bessemer diesel engine technology. The integrated system performance to be demonstrated will involve all of the subsystems, including coal-cleaning and slurrying systems; a selective catalytic reduction (SCR) unit, a dry flue gas scrubber, and a baghouse; two modified diesel engines; a heat recovery steam generation system; a steam cycle; and the required balance of plant systems. The base feedstock for the project is bituminous coal from Ohio. The purpose of this Comprehensive Report is to comply with Public Law 102-154, which directs the DOE to prepare a full and comprehensive report to Congress on each project selected for award under the CCT-V Program.

    The New York State Electric & Gas Corporation (NYSEG) demonstrated a combination of technologies at its Milliken Station in Lansing, New York, designed to: (1) achieve high sulfur dioxide (SO2) capture efficiency, (2) bring nitrogen oxide (NOx) emissions into compliance with Clean Air Act Amendments of 1990 (CAAA), (3) maintain high station efficiency, and (4) eliminate waste water discharge. This project is part of the U.S. Department of Energy’s (DOE) Clean Coal Technology Demonstration Program (CCTDP) established to address energy and environmental concerns related to coal use. DOE sought cost-shared partnerships with industry through five nationally competed solicitations to accelerate commercialization of the most promising advance coal-based power generation and pollution control technologies. The CCTDP, valued at over five billion dollars, has significantly leveraged federal funding by forging effective partnerships founded on sound principles. For every federal dollar invested, CCTDP participants have invested two dollars. These participants include utilities, technology developers, state governments, and research organizations. The project presented here was one of nine selected in January 1991 from 33 proposals submitted in response to the program’s fourth solicitation.

    On February 22, 1988, DOE issued Program Opportunity Notice (PON) Number-DE-PS01-88FE61530 for Round II of the CCT Program. The purpose of the PON was to solicit proposals to conduct cost-shared ICCT projects to demonstrate technologies that are capable of being commercialized in the 1990s, that are more cost-effective than current technologies, and that are capable of achieving significant reduction of SO[sub 2] and/or NO[sub x] emissions from existing coal burning facilities, particularly those that contribute to transboundary and interstate pollution. The Combustion Engineering (C-E) Integrated Coal Gasification Combined Cycle (IGCC) Repowering Project was one of 16 proposals selected by DOE for negotiation of cost-shared federal funding support from among the 55 proposals that were received in response to the PON. The ICCT Program has developed a three-level strategy for complying with the National Environmental Policy Act (NEPA) that is consistent with the President's Council on Environmental Quality regulations implementing NEPA (40 CFR 1500-1508) and the DOE guidelines for compliance with NEPA (10 CFR 1021). The strategy includes the consideration of programmatic and project-specific environmental impacts during and subsequent to the reject selection process.

Understanding the range of potential risks helps one to avoid or manage the risks. A PM must choose which risks to accept to reduce fire fighting, must meet the expectations of stakeholders consistently, and avoid falling into costly "black holes" that may open. A good risk management process provides the PM more confidence to seize opportunities save money, meet schedule, even improve relationships with people important to the program. Evidence of managing risk and sound internal controls can mean better support from superiors for the program by building a trust and reputation from being on top of issues. Risk managers have an obligation to provide the PM with the best information possible to allow the benefits to be realized (Small Business Consortium, 2004). The Institute for Chartered Accountants in England and Wales sees very important benefits for companies in providing better information about what they do to assess and manage key business risks. Such information will: a) provide practical forward-looking information; b) reduce the cost of capital; c) encourage better risk management; and d) improve accountability for stewardship, investor protection and the usefulness of financial reporting. We are particularly convinced that enhanced risk reporting will help listed companies obtain capital at the lowest possible cost (The Institute of Chartered Accountants in England &Wales, June 2002). Risk managers can take a significant role in quantifying the success of their department and communicating those figures to executive (program) management levels while pushing for a broader risk management role. Overall, risk managers must show that risk management work matters in the most crucial place-the bottom line- as they prove risk management can be a profit center (Sullivan, 2004).

    At present most of the blending works are guided by experience or linear-programming (LP) which can not reflect the coal complicated characteristics properly. Experimental and theoretical research work shows that most of the coal blend properties can not always be measured as a linear function of the properties of the individual coals in the blend. The authors introduced nonlinear functions or processes (including neural network and fuzzy mathematics), established on the experiments directed by the authors and other researchers, to quantitatively describe the complex coal blend parameters. Finally nonlinear-programming (NLP) mathematical modeling of coal blend is introduced and utilized in the Hangzhou Coal Blending Center. Predictions based on the new method resulted in different results from the ones based on LP modeling. The authors concludes that it is very important to introduce NLP modeling, instead of NL modeling, into the work of coal blending.

The Uranium Mill Tailings Remedial Action (UMTRA) Project Office has prepared a ``Groundwater Protection Management Program Plan`` (groundwater protection plan) of sufficient scope and detail to reflect the program`s significance and address the seven activities required in DOE Order 5400.1, Chapter 3, for special program planning. The groundwater protection plan highlights the methods designed to preserve, protect, and monitor groundwater resources at UMTRA Project processing and disposal sites. The plan includes an overview of the remedial action status at the 24 designated processing sites and identifies project technical guidance documents and site-specific documents for the UMTRA groundwater protection management program. In addition, the groundwater protection plan addresses the general information required to develop a water resources protection strategy at the permanent disposal sites. Finally, the plan describes ongoing activities that are in various stages of development at UMTRA sites (long-term care at disposal sites and groundwater restoration at processing sites). This plan will be reviewed annually and updated every 3 years in accordance with DOE Order 5400.1.

    A DOE-funded study is underway to determine the optimum refinery processing schemes for producing transportation fuels that will meet CAAA regulations from direct and indirect coal liquids. The study consists of three major parts: pilot plant testing of critical upgrading processes, linear programming analysis of different processing schemes, and engine emission testing of final products. Currently, fractions of a direct coal liquid produced form bituminous coal are being tested in sequence of pilot plant upgrading processes. This work is discussed in a separate paper. The linear programming model, which is the subject of this paper, has been completed for the petroleum refinery and is being modified to handle coal liquids based on the pilot plant test results. Preliminary coal liquid evaluation studies indicate that, if a refinery expansion scenario is adopted, then the marginal value of the coal liquid (over the base petroleum crude) is $3-4/bbl.

    West Virginia's 62 minable coal seams exhibit diverse quality, providing the coal user with a choice of grades to meet specifications for various applications. The West Virginia Geological and Economic Survey maintains a growing computer data base of quality information on these coals. They used the data base to develop computer-generated regional coal quality maps (scale, 1:500,000). Geostatistical analysis of coal quality data using semi-varigrams and kriging helps us determine whether sufficient geographic control is available for mapping. The data base has been used to search for samples meeting specifications provided by potential customers for West Virginia coal. These specifications are either analytical parameters in the data base or parameters that can be calculated from the data base. The result is a listing of samples, with areas and seams that meet the specifications. Target-point maps can be computer-generated, showing the locations of samples meeting specifications.

    This final report summarizes the Health Program under the Solvent Refined Coal (SRC) Process Contract from January 1, 1976 through December 31, 1981 with particular emphasis on the period January 1, 1980 through December 31, 1981. The major areas of activity within the Health program were: an industrial hygiene monitoring program, a clinical medical examination program, a personal hygiene and educational program, an epidemiology program, and a toxicological program. The industrial hygiene monitoring program during the past two years continued evaluation of occupational exposures to various air contaminants. The major emphasis was directed to the development, refinement and implementation of the skin contamination evaluation project. The medical examination program continued to indicate the absence of discernible occupationally related changes in employee medical profiles. In addition, appreciable effort was expended on efforts to develop a single layered garment which would prevent the appearance of black specks on the anterior thighs of plant operators working in areas of high particulate concentrations. The employee personal hygiene and educational program was extended to include both temporary and contract personnel. An epidemiology program was initiated during the period and efforts were concentrated primarily on program design and data collection. In the toxicological program, acute and genetic studies were completed on most of the SRC-II materials but no studies were initiated in the SRC-I portion of the program because of unavailability of test materials.

    Clinical trials were conducted with hyperbaric oxygenation in the management of vibration sickness in 30 coal miners, 42 to 47 years of age. Assessment of the results of symptomatology and objective laboratory criteria (tetrapolar finger rheography, occulsion plethysmography) demonstrate market improvements in the treated subjects. Headaches disappeared or diminished in intensity, irritability, and fatigability became less pronounced, sleep improved, and the emotional status of the workers provided additional confirmation of the salubrious effects. Among the more pronounced objective findings were the increase in the filling volume and in the blood flow of the peripheral vasculature, and a three-fold decrease in peripheral vascular resistance (from 97 + or 18.2 mm/m1/100 g/min in untreated controls, to 29.0 + or - 6.4 mm/ml/100 g/min in the treated subjects).

    The long-term objective of this task is to develop a transformational energy production technology by in- situ thermal treatment of a coal seam for the production of substitute natural gas and/or liquid transportation fuels while leaving much of the coal’s carbon in the ground. This process converts coal to a high-efficiency, low-greenhouse gas (GHG) emitting fuel. It holds the potential of providing environmentally acceptable access to previously unusable coal resources. This task focused on three areas: Experimental. The Underground Coal Thermal Treatment (UCTT) team focused on experiments at two scales, bench-top and slightly larger, to develop data to understand the feasibility of a UCTT process as well as to develop validation/uncertainty quantification (V/UQ) data for the simulation team. Simulation. The investigators completed development of High Performance Computing (HPC) simulations of UCTT. This built on our simulation developments over the course of the task and included the application of Computational Fluid Dynamics (CFD)- based tools to perform HPC simulations of a realistically sized domain representative of an actual coal field located in Utah. CO2 storage. In order to help determine the amount of CO2 that can be sequestered in a coal formation that has undergone UCTT, adsorption isotherms were performed on coals treated to 325, 450, and 600°C with slow heating rates. Raw material was sourced from the Sufco (Utah), Carlinville (Illinois), and North Antelope (Wyoming) mines. The study indicated that adsorptive capacity for the coals increased with treatment temperature and that coals treated to 325°C showed less or similar capacity to the untreated coals.

    Many Pacific Basin countries rely on oil for electricity production. Alternative fuel sources such as coal, which is available in the Pacific Basin, can help mitigate adverse impacts of sudden price increases or supply disruptions. Coal combustion produces solid and potentially hazardous wastes of concern to environmental regulators and utility managers. This paper identifies issues associated with managing coal combustion wastes in the Pacific Basin, using the state of Hawaii as a case study. Hawaii is typical of many Pacific Basin locations in that it depends on oil, has limited sites, for waste management operations, and is subject to domestic and international waste management regulations. The paper discusses coal-fired utility wastes, environmental impacts of coal combustion waste disposal, and regulatory requirements that impact coal waste management. From this baseline, potential on- and off-island options for coal waste management are identified. Waste management costs are estimated and non-quantifiable issues are addressed for each option. Many options are applicable across the Pacific Rim and may serve as a basis for future fuel-use decisions.

    Development of new catalysts is a promising approach to more efficient coal liquefaction. It has been recognized that dispersed catalysts are superior to supported catalysts for primary liquefaction of coals, because the control of initial coal dissolution or depolymerization requires intimate contact between the catalyst and coal. This research is a fundamental and exploratory study on catalytic coal liquefaction, with the emphasis on exploring novel bimetallic dispersed catalysts for coal liquefaction and the effectiveness of temperature-programmed liquefaction using dispersed catalysts. The primary objective of this research was to explore novel bimetallic dispersed catalysts from organometallic molecular precursors, that could be used in low concentrations but exhibit relatively high activity for efficient hydroliquefaction of coals under temperature-programmed conditions. We have synthesized and tested various catalyst precursors in liquefaction of subbituminous and bituminous coals and in model compound studies to examine how do the composition and structure of the catalytic precursors affect their effectiveness for coal liquefaction under different reaction conditions, and how do these factors affect their catalytic functions for hydrogenation of polyaromatic hydrocarbons, for cleavage of C-C bonds in polycyclic systems such as 4-(1-naphthylmethyl)bibenzyl, for hydrogenolysis of C-O bond such as that in dinaphthylether, for hydrodeoxygenation of phenolic compounds and other oxygen-containing compounds such as xanthene, and for hydrodesulfurization of polycyclic sulfur compounds such as dibenzothiophene. The novel bimetallic and monometallic precursors synthesized and tested in this project include various Mo- and Fe-based compounds.

With the subsequent passage of the Clean Air Act Amendments and growing concern with global climate change, the emphasis of the Program shifted in the later rounds to highly efficient technologies. This report is divided into six chapters. Chapter 1 introduces the report. Chapter 2 provides a background of the CCT Program including the legislative history, the projects currently in the program, and the lessons that have been learned from the five rounds to date. Chapter 3 discusses the commercial potential of the technologies represented in the program and is based on a continuing series of interviews that have been conducted by the Department of Energy to solicit the views of senior management in those companies and organizations that will be making or affecting commercial decisions on the use of these technologies. Chapter 4 provides an accounting of the funds that have been appropriated for the CCT Program. Chapter 5 presents the options available for the Government to further assist in the commercial implementation of these technologies.     Work during this period focused on the preparation for DOE`s Morgantown Energy Technology Center (METC) of a final Environmental Assessment (EA) for the Externally Fired Combined Cycle (EFCC) Project in Warren, Pennsylvania. Proposed by the Pennsylvania Electric Company (Penelec) and selected by DOE in the fifth solicitation of the CCT Program, the project would be sited at one of the two units at Penelec`s Warren Station. The EFCC Project proposes to replace two existing boilers with a new {open_quotes}power island{close_quotes} consisting of a staged coal combustor, slag screen, heat exchanger, an indirectly fired gas turbine, and a heat recovery steam generator. Subsequently, Unit 2 would operate in combined-cycle mode using the new gas turbine and the existing steam turbine simultaneously. The gas turbine would generate 25 megawatts of electricity so that Unit 2 output would increase from the existing 48 megawatts generated by the steam turbine to a total of 73 megawatts. Operation of a conventional flue gas desulfurization dry scrubber as part of the EFCC technology is expected to decrease SO{sub 2} emissions by 90% per kilowatt-hour of electricity generated, and NO{sub x} emissions are anticipated to be 60% less per kilowatt-hour of electricity generated because of the staged combustor. Because the EFCC technology would be more efficient, less carbon dioxide (CO{sub 2}) would be emitted to the atmosphere per kilowatt-hour of electricity produced.

    This report presents estimates of coal-bearing acreage and coal tonnage in environmentally-sensitive areas. The analysis was conducted to provide data for rulemaking by the Federal Office of Surface Mining (Watson and others, 1995). The rulemaking clarifies conditions under which coal can be mined in environmentally-sensitive areas. The area of the U.S. is about 2.3 billion acres. Contained within that acreage are certain environmentally-sensitive and unique areas (including parks, forests, and various other Federal land preserves). These areas are afforded special protection under Federal and State law. Altogether these protected areas occupy about 400 million acres. This report assesses coal acreage and coal tonnage in these protected Federal land preserves. Results are presented in the form of 8 map-displays prepared using GIS methods at a national scale. Tables and charts that accompany each map provide estimates of the total acreage in Federal land preserve units that overlap or fall within coal fields, coal-bearing acreage in each unit, and coal tonnage in each unit. Summary charts, compiled from the maps, indicate that about 8% of the Nation's coal reserves are located within environmentally-sensitive Federal land preserves.

    The proposed project would result in a combined-cycle power plant with lower emissions and higher efficiency than most existing coal-fired power plants of comparable size. The net plant heat rate (energy content of the fuel input per useable electrical generation output; i.e., Btu/kilowatt hour) for the new repowered unit would be a 21% improvement over the existing unit, while reducing SO{sub 2} emissions by greater than 90% and limiting NO{sub x} emissions by greater than 85% over that produced by conventional coal-fired boilers. The technology, which relies on gasified coal, is capable of producing as much as 25% more electricity from a given amount of coal than today`s conventional coal-burning methods. Besides having the positive environmental benefit of producing less pollutants per unit of power generated, the higher overall efficiency of the proposed CGCC project encourages greater utilization to meet base load requirements in order to realize the associated economic benefits. This greater utilization (i.e., increased capacity factor) of a cleaner operating plant has global environmental benefits in that it is likely that such power would replace power currently being produced by less efficient plants emitting a greater volume of pollutants per unit of power generated.

    The Passamaquoddy Technology Recovery Scrubber{trademark} was conceived and developed specifically to address two problems experienced by the Dragon cement plant; meeting increasingly stringent gas emission limits for sulfur dioxide, and disposing of kiln dust, containing alkali oxides, which had to be wasted in order to avoid kiln operating and product quality problems. The idea involved making the kiln dust into a slurry in order to leach out the species (primarily potassium and sulfur) which rendered it unacceptable for return to kiln feed. This slurry, the liquid part of which is an alkaline solution, acts as a scrubbing reagent for SO{sub 2} in the flue gas while CO{sub 2} in the gas serves to precipitate soluble calcium and release sulfate for combination with the potassium. The effect of the process is to scrub SO{sub 2} from kiln flue gas, extract the volatile species from the dust allowing it to be returned to the kiln, and yield a leachate comprising potassium sulfate which can be crystallized (using heat recovered from the flue gas) and sold as fertilizer. Apart from widespread application in the cement industry, it was evident that, if the process could be demonstrated, its potential would extend to any plant burning fossil fuel where an alkaline waste either occurs intrinsically or can be juxtaposed. Obvious candidates appeared to include the pulp and paper industry and waste incineration. The chemistry was proved in a 1/100th scale pilot plant using actual kiln dust and a slip stream of kiln gas. A full scale demonstration installation was commissioned in 1989 by CDN (USA), the owners of the Dragon plant with the financial support of the US Department of Energy under its innovative Clean Coal Technology Program.

    The Clean Coal Technology Demonstration Program (CCT Program), a model of government and industry cooperation, responds to the Department of Energy's (DOE) mission to foster a secure and reliable energy system that is environmentally and economically sustainable. The CCT Program represents an investment of over $5.2 billion in advanced coal-based technology, with industry and state governments providing an unprecedented 66 percent of the funding. With 26 of the 38 active projects having completed operations, the CCT Program has yielded clean coal technologies (CCTs) that are capable of meeting existing and emerging environmental regulations and competing in a deregulated electric power marketplace. The CCT Program is providing a portfolio of technologies that will assure that U.S. recoverable coal reserves of 274 billion tons can continue to supply the nation's energy needs economically and in an environmentally sound manner. As the nation embarks on a new millennium, many of the clean coal technologies have realized commercial application. Industry stands ready to respond to the energy and environmental demands of the 21st century, both domestically and internationally, For existing power plants, there are cost-effective environmental control devices to control sulfur dioxide (S02), nitrogen oxides (NO,), and particulate matter (PM). Also ready is a new generation of technologies that can produce electricity and other commodities, such as steam and synthetic gas, and provide efficiencies and environmental performance responsive to global climate change concerns.     As government funding grows scarce, competition between the national laboratories is increasing dramatically. In this era of tougher competition, there is no for resistance to change. There must instead be a uniform commitment to improving the overall quality of our products (research and technology) and an increased focus on our customers` needs. There has been an ongoing effort to bring the principles of total quality management (TQM) to all Energy Systems employees to help them better prepare for future changes while responding to the pressures on federal budgets. The need exists for instituting a vigorous program of education and training to an understanding of the techniques needed to improve and initiate a change in organizational culture. The TQM facilitator is responsible for educating the work force on the benefits of self-managed work teams, designing a program of instruction for implementation, and thus getting TQM off the ground at the worker and first-line supervisory levels so that the benefits can flow back up. This program plan presents a conceptual model for TQM in the form of a hot air balloon. In this model, there are numerous factors which can individually and collectively impede the progress of TQM within the division and the Laboratory. When these factors are addressed and corrected, the benefits of TQM become more visible. As this occurs, it is hoped that workers and management alike will grasp the ``total quality`` concept as an acceptable agent for change and continual improvement. TQM can then rise to the occasion and take its rightful place as an integral and valid step in the Laboratory`s formula for survival.

    Background: In China, over 80% of all work-related deaths in the mining industry occur in coal mines and human factors constitute 85% of the direct causes of coal mine accidents, which indicates that significant shortcomings currently exist in the safety behavior management of Chinese coal mine workers. We aimed to verify the impact of human psychological behavior in coal mine accidents systematically through experimental study, theoretical analysis and management application. Methods: Four test instruments (Sensory and cognitive capacity test, Sixteen-Personal Factor Questionnaire, Symptom Checklist 90 Questionnaire and the supervisors’ evaluation) were employed from November 2013 to June 2014 to identify unsafe behavior factors, the self-established Questionnaire of Safety Behavior Norms (QSBN) was also used to propose the safety behavior countermeasures of coal mine employees. Results: The mental health of most coal mine workers’ is relatively poor. The sensory and cognitive capacity of those in different work posts varies greatly, as does the sense of responsibility. Workers are susceptible to external influences, and score low in site management. When the 16-PF and SCL-90 sensory and cognitive assessments were combined, the psychological index predictive power was greatest for estimating sense of efficiency and degree of satisfaction in internal evaluations, while at the same time lowest for estimating control of introversion-extroversion and stress character. Conclusion: The psychological indicators can predict part of employee safety behavior, and assist a coal mine enterprise to recruit staff, develop occupational safety norms and improve the working environment. For the purpose of this analysis, the Tennessee bituminous coal field was divided into five regions: Cumberland Block, Wartburg Basin, Northern Cumberland Plateau, Southern Cumberland Plateau, and Walden Ridge South. For each of the five regions, three to five model mines were developed to represent the range of mining activities including underground mines, mountaintop removal mines, contour mines, auger mines, and area mines. A model preparation plant and tipple facility were developed to characterize the impacts associated with the storing, processing, and loading of coal in the five regions.

    On May 22, 2000, as required by Congress in its 1980 Amendments to the Resource Conservation and Recovery Act (RCRA), the U.S. Environmental Protection Agency (EPA) issued a Regulatory Determination on Wastes from the Combustion of Fossil Fuels. On the basis of information contained in its 1999 Report to Congress: Wastes from the Combustion of Fossil Fuels, the EPA concluded that coal combustion wastes (CCWs), also known as coal combustion by-products (CCBs), did not warrant regulation under Subtitle C of RCRA, and it retained the existing hazardous waste exemption for these materials under RCRA Section 3001(b)(3)(C). However, the EPA also determined that national regulations under Subtitle D of RCRA were warranted for CCWs that are disposed of in landfills or surface impoundments. The EPA made this determination in part on the basis of its findings that 'present disposal practices are such that, in 1995, these wastes were being managed in 40 percent to 70 percent of landfills and surface impoundments without reasonable controls in place, particularly in the area of groundwater monitoring; and while there have been substantive improvements in state regulatory programs, we have also identified gaps in State oversight' (EPA 2000). The 1999 Report to Congress (RTC), however, may not have reflected the changes in CCW disposal practices that occurred since the cutoff date (1995) of its database and subsequent developments. The U.S. Department of Energy (DOE) and the EPA discussed this issue and decided to conduct a joint DOE/EPA study to collect new information on the recent CCW management practices by the power industry. It was agreed that such information would provide a perspective on the chronological adoption of control measures in CCW units based on State regulations. A team of experts from the EPA, industry, and DOE (with support from Argonne National Laboratory) was established to develop a mutually acceptable approach for collecting and analyzing data on CCW

    Repository-Based Software Engineering Program (RBSE) is a National Aeronautics and Space Administration (NASA) sponsored program dedicated to introducing and supporting common, effective approaches to software engineering practices. The process of conceiving, designing, building, and maintaining software systems by using existing software assets that are stored in a specialized operational reuse library or repository, accessible to system designers, is the foundation of the program. In addition to operating a software repository, RBSE promotes (1) software engineering technology transfer, (2) academic and instructional support of reuse programs, (3) the use of common software engineering standards and practices, (4) software reuse technology research, and (5) interoperability between reuse libraries. This Program Management Plan (PMP) is intended to communicate program goals and objectives, describe major work areas, and define a management report and control process. This process will assist the Program Manager, University of Houston at Clear Lake (UHCL) in tracking work progress and describing major program activities to NASA management. The goal of this PMP is to make managing the RBSE program a relatively easy process that improves the work of all team members. The PMP describes work areas addressed and work efforts being accomplished by the program; however, it is not intended as a complete description of the program. Its focus is on providing management tools and management processes for monitoring, evaluating, and administering the program; and it includes schedules for charting milestones and deliveries of program products.     The Clean Coal Technology (CCT) Program is an exemplary model of a successful collaboration between industry and government to develop advanced clean coal technologies that will both sustain and expand coal usage for electrical power production and materials manufacturing. Begun in 1985, the program has included five national competitive solicitations over a period of nine years. These solicitations have resulted in forty-five projects covering twenty-one states with a total capital investment of almost $7 billion. The goal of the program has been to demonstrate the next generation of advanced coal based technologies and to transfer these technologies to individual companies in the domestic and international market place. This study was commissioned by the CCT Program to evaluate technology transfer mechanisms used in other programs that can be used to stimulate the commercialization of the CCT Program`s technologies. Los Alamos National Laboratory (LANL) was selected for this task because of its involvement in the Natural Gas and Oil Technology Partnership, which is sponsored by the DOE Office of Fossil Energy. The mission of the Partnership is to coordinate the development and transfer of technologies developed at DOE national laboratories to the U.S. petroleum industry. The intent of this study is to examine the structure of the Partnership and evaluate the applicability of this structure to the CCT Program.

    Senior management of TransAlta Utilities Corp. (TAU) Calgary, Alberta, Canada, was highly dissatisfied with the fact that even though the distribution line clearance budget had been increased an average 35 percent a year between 1978 and 1984, there were few if any discernible positive results. Tree-related power outages kept increasing and budget requests from the field kept increasing. In searching for a solution TAU had to deal with the concept that the right level of funding can only be determined through an inventory of tree work. This inventory is comprised of two factors, the number of trees in proximity to the power lines and the local growth rates. Based on the inventory of a hired consultant, a 12-year budget projection was established. The period covered entailed a six-year, first-cycle or catch up phase, and a six-year, second-cycle maintenance phase. In implementing the new vegetation management program in 1986, TAU decided to contact each landowner directly to obtain consent to undertake the tree work. The intent was to reduce the risk of claims while maximizing tree removals. Complaints and claims were dramatically reduced and currently run at about one per 1,000 landowners and budgets have dropped back to the 1985 levels as predicted for the maintenance phase.

    This project will demonstrate Integrated Gasification Combined Cycle (IGCC) technology in a commercial application by the repowering of an existing City Water, Light and Power (CWL P) Plant in Springfield, Illinois. The project duration will be 126 months, including a 63-month demonstration period. The estimated cost of the project is $270,700,000 of which $129,357,204 will be funded by DOE. The IGCC system will consist of CE's air-blown, entrained-flow, two-stage, pressurized coal gasifier; an advanced hot gas cleanup process; a combustion turbine modified to use low Btu coal gas; and all necessary coal handling equipment. An existing 25-MWe steam turbine and associated equipment will also be part of the IGCC system. The result of repowering will be an IGCC power plant with low environmental emissions and high net plant efficiency. The repowering will increase plant output by 40 MWe through addition of the combustion turbine, thus providing a total IGCC capacity of a nominal 65 MWe. 3 figs., 2 tabs.

    This 4.5-year project consisted of routine analytical support to DOE`s direct liquefaction process development effort (the Base Program), and an extensive effort to develop, demonstrate, and apply new analytical methods for the characterization of liquefaction process streams (the Participants Program). The objective of the Base Program was to support the on-going DOE direct coal liquefaction process development program. Feed, process, and product samples were used to assess process operations, product quality, and the effects of process variables, and to direct future testing. The primary objective of the Participants Program was to identify and demonstrate analytical methods for use in support of liquefaction process development, and in so doing, provide a bridge between process design, and development, and operation and analytical chemistry. To achieve this objective, novel analytical methods were evaluated for application to direct coal liquefaction-derived materials. CONSOL teamed with 24 research groups in the program. Well-defined and characterized samples of coal liquefaction process-derived materials were provided to each group. CONSOL made an evaluation of each analytical technique. During the performance of this project, we obtained analyses on samples from numerous process development and research programs and we evaluated a variety of analytical techniques for their usefulness in supporting liquefaction process development. Because of the diverse nature of this program, we provide here an annotated bibliography of the technical reports, publications, and formal presentations that resulted from this program to serve as a comprehensive summary of contract activities.

  8. Cooperative Research Program in Coal-Waste Liquefaction

    The results of a feasibility study for a demonstration plant for the liquefaction of waste plastic and tires and the coprocessing of these waste polymers with coal are presented. The study was conducted by a committee that included nine representatives from the CFFS, six from the U.S. Department of Energy - Federal Energy Technology Center (FETC), and four from Burns and Roe, Inc. The study included: (1) An assessment of current recycling practices, particularly feedstock recycling in Germany; (2) A review of pertinent research, and a survey of feedstock availability for various types of waste polymers; and (3) A conceptual design for a demonstration plant was developed and an economic analysis for various feedstock mixes. The base case for feedstock scenarios was chosen to be 200 tons per day of waste plastic and 100 tons per day of waste tires. For this base case with oil priced at $20 per barrel, the return on investment (ROI) was found to range from 9% to 20%, using tipping fees for waste plastic and tires typical of those existing in the U.S. The most profitable feedstock appeared to waste plastic alone, with a plant processing 300 t/d of plastic yielding ROI's from 13 to 27 %, depending on the tipping fees for waste plastic. Feedstock recycling of tires was highly dependent on the price that could be obtained for recovered carbon. Addition of even relatively small amounts (20 t/d) of coal to waste plastic and/or coal feeds lowered the ROI's substantially. It should also be noted that increasing the size of the plant significantly improved all ROI's. For example, increasing plant size from 300 t/d to1200 t/d approximately doubles the estimated ROI's for a waste plastic feedstock.

  9. Coal Waste Artificial Reef Program, Phase 4B

    The chemical composition of the coal waste materials and of the leachates obtained from EPA and ASTM procedures should classify these materials as nonhazardous. Analysis of the changes in chemical composition were determined and found that the flux of calcium decreases rapidly after the initial exposure to seawater and an enrichment of Mg occurs indicating an ion exchange process. The lack of significant changes in the concentrations of elements of environmental concern in the surface sections of blocks suggest that diffusion of these elements occurs at an extremely slow rate. Both the Conesville and IPALCO blocks have maintained their structural integrity after being in the ocean for over three years. The measurements of compressive strength, sound velocity, and density all indicate stable or slightly increasing trends. Suitability of coal waste blocks as material for reef construction was assessed by making measurements of different attributes of the biological colonization processes. Comparisons were made with similar measurements on blocks of concrete (commonly used in reefs) and also on the nearby Fire Island Reef, a conventional artificial reef established 20 years. Fishes, crabs, and immature lobsters moved into the new reef within a few weeks of construction. Quantitative comparisons of population parameters of the cunner fish including length distributions, sex-ratio, growth rate, and survival and mortality rates between the resident populations of the Coal Waste Reef and of the Fire Island Reef showed no differences, except the cunner on the new reef appeared to be growing at a greater rate. Potential toxicity of chemical components of blocks, such as trace amounts of heavy metals, is a prime concern. Numbers of acute bioassays were made for toxicity effects and longer aquarium experiments measured elemental uptake into the bodies of test organisms, including fish.

    A national program is recommended for research, development, and demonstration (RD and D) of improved technologies for the enviromentally acceptable use of low-rank coals. RD and D project recommendations are outlined in all applicable technology areas, including extraction, transportation, preparation, handling and storage, conventional combustion and environmental control technology, fluidized bed combustion, gasification, liquefaction, and pyrolysis. Basic research topics are identified separately, as well as a series of crosscutting research activities addressing environmental, economic, and regulatory issues. The recommended RD and D activities are classified into Priority I and Priority II categories, reflecting their relative urgency and potential impact on the advancement of low-rank coal development. Summaries of ongoing research projects on low-rank coals in the US are presented in an Appendix, and the relationships of these ongoing efforts to the recommended RD and D program are discussed.

    Sodium oxybate, also known as gamma-hydroxybutyric acid (GHB), was discovered in 1960 and has been described both as a therapeutic agent with high medical value and, more recently, a substance of abuse. The naturally occurring form of this drug is found in various body tissues but has been studied most extensively in the CNS where its possible function as a neurotransmitter continues to be studied. Sodium oxybate has been approved in different countries for such varied uses as general anaesthesia, the treatment of alcohol withdrawal and addiction, and, most recently, cataplexy associated with narcolepsy. During the 1980s, easy access to GHB-containing products led to various unapproved uses, including weight loss, bodybuilding and the treatment of sleeplessness, sometimes with serious long-term effects. The availability of these unapproved and unregulated forms of the drug led to GHB and its analogues being popularised as substances of abuse and subsequent notoriety as agents used in drug-facilitated sexual assault, or 'date rape', eventually leading to the prohibition of GHB sales in the US. Legal efforts to control the sale and distribution of GHB and its analogues nearly prevented the clinical development of sodium oxybate for narcolepsy in the US. However, following extensive discussions with a variety of interested parties, a satisfactory solution was devised, including legislative action and the development of the Xyrem Risk Management Program. Amendments to the US Controlled Substances Act made GHB a schedule I drug, but also contained provisions that allow US FDA-approved products to be placed under schedule III. This unique, bifurcated schedule for sodium oxybate/GHB allowed the clinical development of sodium oxybate to proceed and, in July 2002, it was approved by the FDA as an orphan drug for the treatment of cataplexy in patients with narcolepsy as Xyrem(sodium oxybate) oral solution.     The objective of the original Request for Proposal was to establish the technological bases necessary for the subsequent commercial development and deployment of advanced coal-fueled gas turbine power systems by the private sector. The offeror was to identify the specific application or applications, toward which his development efforts would be directed; define and substantiate the technical, economic, and environmental criteria for the selected application; and conduct such component design, development, integration, and tests as deemed necessary to fulfill this objective. Specifically, the offeror was to choose a system through which ingenious methods of grouping subcomponents into integrated systems accomplishes the following: (1) Preserve the inherent power density and performance advantages of gas turbine systems. (2) System must be capable of meeting or exceeding existing and expected environmental regulations for the proposed application.   19. Novel bimetallic dispersed catalysts for temperature-programmed coal liquefaction

    The objective of this project is to explore bimetallic dispersed catalysts for more efficient coal liquefaction. Coal liquefaction involves cleavage of methylene, dimethylene and ether bridges connecting various aromatic units and the reactions of various oxygen functional groups. This paper describes recent results on (1) hydrodeoxygenation of O-containing polycyclic model compounds using novel organometallic catalyst precursors; and (2) activity and selectivity of dispersed Fe catalysts from organometallic and inorganic precursors for hydrocracking of 4-(1-naphthylmethyl) bibenzyl. The results showed that some iron containing catalysts have higher activity in the sulfur-free form, contrary to conventional wisdom. Adding sulfur to Fe precursors with Cp-ligands decreased the activity of the resulting catalyst. This is in distinct contrast to the cases with iron pentacarbonyl and superfine Fe{sub 2}O{sub 3}, where S addition increased their catalytic activity substantially. A positive correlation between sulfur addition and increased activity can be seen, but a reversed trend between Fe cluster size and hydrocracking conversion could be observed, for carbonyl-type Fe precursors. It is apparent that the activity and selectivity of Fe catalysts for NMBB conversion depends strongly on both the type of ligand environment, the oxidation state and the number of intermetal bonds in the molecular precursor.

    Spontaneous combustion of coal releases a wide range of airborne pollutants which, in high concentrations, may be hazardous to health. Little is known about how the effects on health change in relation to the release of multiple substances. This article reports an incident in which a stockpile of coal released potentially harmful gases into the environment. Although the resultant health effects reported were few, the co-ordinated response by local authorities and health authorities highlighted the advantage of a multidisciplinary approach. Public health departments need to be aware of major chemical hazards within their district. Prompt environmental monitoring and exposure measurement needs to be arranged as this is crucial to making an appropriate response. Updated registers are needed from private companies and public bodies; who can provide timely measurements of chemical hazards. Health districts with more than one local authority may benefit from pooling resources and knowledge in order to prepare for such an incident. PMID:10787025

    Field leachate samples are being collected from coal combustion product (CCP) management sites from several geographic locations in the United States to provide broad characterization of major and trace constituents in the leachate. In addition, speciation of arsenic, selenium, chromium, and mercury in the leachates is being determined. Through 2003, 35 samples were collected at 14 sites representing a variety of CCP types, management approaches, and source coals. Samples have been collected from leachate wells, leachate collection systems, drive-point piezometers, lysimeters, the ash/water interface at impoundments, impoundment outfalls and inlets, and seeps. Additional sampling at 23 sites has been conducted in 2004 or is planned for 2005. First-year results suggest distinct differences in the chemical composition of leachate from landfills and impoundments, and from bituminous and subbituminous coals. Concentrations of most constituents were generally higher in landfill leachate than in impoundment leachate. Sulfate, sodium, aluminum, molybdenum, vanadium, cadmium, mercury and selenium concentrations were higher in leachates for ash from subbituminous source coal. Calcium, boron, lithium, strontium, arsenic, antimony, and nickel were higher for ash from bituminous source coal. These variations will be explored in more detail when additional data from the 2004 and 2005 samples become available.

    The United States Bureau of Mines (USBM) developed SPONCOM to aid in the assessment of the spontaneous combustion risk of an underground mining operation. A prior knowledge of the spontaneous combustion risk of the coal and factors that increase that risk can be useful in the planning and development of proactive monitoring, ventilation, and prevention plans for the mining operation. Interactive data input screens prompt the user for information about the coal`s chemical and physical properties, the geologic and mining conditions encountered in the mining of the coal, and the mining practices employed. During the input process, {open_quote}expand{close_quote} screens provide the user with specific information on each input parameter. This information includes a description of the parameter and its effect on the overall spontaneous combustion risk. The program logic determines the coal`s relative spontaneous combustion potential, based on the coal`s proximate and ultimate analyses, and heating value. The program then evaluates the impact of the coal properties, geologic and mining conditions, and mining practices on the spontaneous combustion risk of the mining operation. The program output provides details on each factor that increases the risk of spontaneous combustion.

The principal objective of the program is to provide lead technical support to CORO in its capacity as manager of the DOE power-system program. The Argonne OTEC Program is divided into three components: the first deals with development of heat exchangers and other components of OTEC power systems, the second with development of biofouling counter-measures and corrosion-resistant materials for these components in seawater service, and the third with environmental and climatic impacts of OTEC power-system operation.     Chronic disease management has been a rapidly growing entity in the 21st century as a strategy for managing chronic illnesses in large populations. However, experience has shown that disease management programs have not been able to demonstrate their financial value. The objectives of disease management programs are to create quality benchmarks, such as principles and guidelines, and to establish a uniform set of metrics and a standardized methodology for evaluating them. In order to illuminate the essence of disease management and its components, as well as the complexity and the problematic nature of performing economic calculations of their profitability and value, we collected data from several reports that dealt with the economic intervention of disease management programs. The disease management economic evaluation is composed of a series of steps, including the following major categories: data/information technology, information generation, assessment/recommendations, actionable customer plans, and program assessment/reassessment. We demonstrate the elements necessary for economic analysis. Disease management is one of the most innovative tools in the managed care environment and is still in the process of being defined. Therefore, objectives should include the creation of quality measures, such as principles and guidelines, and the establishment of a uniform set of metrics and a standardized methodology for evaluating them.     Disease management programs offer the benefits of lower disease occurrence, improved patient care, and lower healthcare costs. In such programs, the key mechanism used to identify individuals at risk for targeted diseases is the data warehouse. This article surveys recent warehousing techniques from HMOs to map out critical issues relating to the preparation, design, and implementation of a successful data warehouse. Discussions of scope, data cleansing, and storage management are included in depicting warehouse preparation and design; data implementation options are contrasted. Examples are provided of data warehouse execution in disease management programs that identify members with preexisting illnesses, as well as those exhibiting high-risk conditions. The proper deployment of successful data warehouses in disease management programs benefits both the organization and the member. Organizations benefit from decreased medical costs; members benefit through an improved quality of life through disease-specific care. PMID:11452582

  3. Design manual for management of solid by-products from advanced coal technologies

    Developing coal conversion technologies face major obstacles in byproduct management. This project has developed several management strategies based on field trials of small-scale landfills in an earlier phase of the project, as well as on published/unpublished sources detailing regulatory issues, current industry practice, and reuse opportunities. Field testing, which forms the basis for several of the disposal alternatives presented in this design manual, was limited to byproducts from Ca-based dry SO{sub 2} control technologies, circulating fluidized bed combustion ash, and bubbling bed fluidized bed combustion ash. Data on byproducts from other advanced coal technologies and on reuse opportunities are drawn from other sources (citations following Chapter 3). Field results from the 5 test cases examined under this project, together with results from other ongoing research, provide a basis for predictive modeling of long-term performance of some advanced coal byproducts on exposure to ambient environment. This manual is intended to provide a reference database and development plan for designing, permitting, and operating facilities where advanced coal technology byproducts are managed.

    Development of new catalysts is a promising approach to more efficient coal liquefaction. It has been recognized that catalysts are superior to supported catalysts for primary liquefaction of coals, because the control of initial coal dissolution or depolymerization requires intimate contact between the catalyst and coal. This research is a fundamental and exploratory study on catalytic coal liquefaction, with the emphasis on the development of novel bimetallic dispersed catalysts for temperature-programmed liquefaction. The ultimate goal of the present research is to develop novel catalytic hydroliquefaction process using highly active dispersed catalysts. The primary objective of this research is to develop novel bimetallic dispersed catalysts from organometallic molecular that can be used in low precursors concentrations (< 1 %) but exhibit high activity for efficient hydroliquefaction of coals under temperature-programmed conditions. The major technical approaches are, first, to prepare the desired heteronuclear organometallic molecules as catalyst precursors that contain covalently bound, two different metal atoms and sulfur in a single molecule. Such precursors will generate finely dispersed bimetallic catalysts such as Fe-Mo, Co-Mo and Ni-Mo binary sulfides upon thermal decomposition. The second major technical approach is to perform the liquefaction of coals unpregnated with the organometallic precursors under temperature-programmed conditions, where the programmed heat-up serves as a step for both catalyst activation and coal pretreatment or preconversion. Two to three different complexes for each of the Fe-Mo, Co-Mo, and Ni-Mo combinations will be prepared. Initial catalyst screening tests will be conducted using a subbituminous coal and a bituminous coal. Effects of coal rank and solvents will be examined with the selected bimetallic catalysts which showed much higher activity than the dispersed catalysts from conventional precursors.

    This 4.5-year project consisted of routine analytical support to DOE`s direct liquefaction process development effort (the Base Program), and an extensive effort to develop, demonstate, and apply new analytical methods for the characterization of liquefaction process streams (the Participants Program). The objective of the Base Program was to support the on-going DOE direct coal liquefaction process development program. Feed, process, and product samples were used to assess process operations, product quality, and the effects of process variables, and to direct future testing. The primary objective of the Participants Program was to identify and demonstrate analytical methods for use in support of liquefaction process develpment, and in so doing, provide a bridge between process design, development, and operation and analytical chemistry. To achieve this direct coal liquefaction-derived materials. CONSOL made an evaluation of each analytical technique. During the performance of this project, we obtained analyses on samples from numerous process development and research programs and we evaluated a variety of analytical techniques for their usefulness in supporting liquefaction process development. Because of the diverse nature of this program, we provide here an annotated bibliography of the technical reports, publications, and formal presentations that resulted from this program to serve as a comprehensive summary of contract activities.
