    This task supports the allowance of technical assistance to fuel-cell component and system developers as directed by the DOE. This task includes testing of novel materials and participation in the further development and validation of single cell test protocols. This task also covers technical assistance to DOE Working Groups, the U.S. Council for Automotive Research (USCAR) and the USCAR/DOE Driving Research and Innovation for Vehicle efficiency and Energy sustainability (U.S. Drive) Fuel Cell Technology Team. Assistance includes technical validation of new fuel cell materials and methods, single cell fuel cell testing to support the development of targets and test protocols, and regular advisory participation in other working groups and reviews. This assistance is made available to PEM fuel cell developers by request and DOE Approval. The objectives are to: (1) Support technically, as directed by DOE, fuel cell component and system developers; (2) Assess fuel cell materials and components and give feedback to developers; (3) Assist the DOE Durability Working Group with the development of various new material durability Testing protocols; and (4) Provide support to the U.S. Council for Automotive Research (USCAR) and the USCAR/DOE Fuel Cell Technology Team. FY2012 specific technical objectives are: (1) Evaluate novel MPL materials; (2) Develop of startup/ shutdown protocol; (3) Test the impact of hydrophobic treatment on graphite bi-polar plates; (4) Perform complete diagnostics on metal bi-polar plates for corrosion; and (5) Participate and lead efforts in the DOE Working Groups.

    The author of the article came to conclusion that in view of electronics breakthrough, nanotechnology and genetic engineering development it is necessary to reconsider the system of emergency care, anesthesia and intensive care service on the battlefield, reduction of the influence of pathologic factors and secure evacuation to special treatment department. One of the main criteria is constant improvement of material and technical equipment for heavy rescue. Necessity of dislocation, problems with communications infrastructure, poor medical gas supply are the main problems which cause the necessity of development of special equipment which must be equal characteristics and security level of analogues, used in peace time. The last equipment can not be used by troops for various reasons. Probably, due to the absence mass sanitary loss, reduction of medical service in consequence of material and technical equipment must be proven. It is necessary to emphasize, that the department of anaesthesia and intensive care of the Ministry of Defence of the Russian Federation copes with the tasks of war and peacetime throughout the history.     Final Technical Report: Electromagnetic Pump Insulation Materials Development and Testing (Report # DOEGEHB00613) summarizes the information gathered from the analysis of the 160 m3/min EM Pump insulation that was tested in 2000-2002 and additional evaluations of new resilient, engineered insulation system evaluated and tested at both GRC and ANL. This report provides information on Tasks 1 and 2 of the entire project. This report also provides information in three broad areas: Historical and current data; Conclusions based on test data; and Insulation specifications for use in EM Pumps. The research for Task 2 builds upon Task 1: Update EM Pump Databank, which is summarized within this report. Where research for Task 3 and 4 Next-Generation EM Pump Analysis Tools identified parameters or analysis model that benefits Task 2 research, those items are noted within this report. The important design variables for the manufacture and operation of an EM Pump that the insulation research can evaluate are: space constraints; voltage capability of insulation system; maximum flux density through iron; flow rate and outlet pressure; efficiency and manufacturability.     This project covers four CRADAS (Cooperative Research and Development Agreements) which were initiated in 1991 and 1993. The two CRADAS with the state of Tennessee and the state of Florida were to provide technical assistance to small manufacturers in those states and the CRADA with the Tennessee Technology Foundation was to engage in joint economic development activities within the state. These three CRADAS do not fit the traditional definition of CRADAS and would be administered by other agreement mechanisms, today. But in these early days of technology transfer efforts, the CRADA mechanism was already developed and usable. The CRADA with Coors Ceramics is a good example of a CRADA and was used to develop nondestructive testing technology for ceramic component inspection. The report describes the background of this project, its economic impact, and its benefits to the U. S. Department of Energy.

    The preparation of small-scale-Production crucibles by plasma-spraying of TRIBOCOR onto niobium is continuing. Microwave heat-treatment of this size crucible has been demonstrated successfully. Conventional plasma-spray coating appears to offer advantages over ``vacuum`` plasma-spraying for preparing the coatings. Encapsulant/stucco ``shells`` for ``casketing`` boron carbide (B{sub 4}C) or silicon carbide (SiC) results in consistent attainment of the necessary {ge}2100C processing temperatures for these nonoxide materials. Gelcasting is an excellent technique for making shapes with both B{sub 4}C and SiC. Tiles of B{sub 4}C were prepared and will be microwave sintered soon.

    Technical textiles are used in various fields of applications, ranging from small scale (e.g. medical applications) to large scale products (e.g. aerospace applications). The development of new products is often complex and time consuming, due to multiple interacting parameters. These interacting parameters are production process related and also a result of the textile structure and used material. A huge number of iteration steps are necessary to adjust the process parameter to finalize the new fabric structure. A design method is developed to support the systematic development of technical textiles and to reduce iteration steps. The design method is subdivided into six steps, starting from the identification of the requirements. The fabric characteristics vary depending on the field of application. If possible, benchmarks are tested. A suitable fabric production technology needs to be selected. The aim of the method is to support a development team within the technology selection without restricting the textile developer. After a suitable technology is selected, the transformation and correlation between input and output parameters follows. This generates the information for the production of the structure. Afterwards, the first prototype can be produced and tested. The resulting characteristics are compared with the initial product requirements.

    NASA Marshall Space Flight Center (MSFC) and the Agency as a whole are currently engaged in a number of in-space manufacturing (ISM) activities that have the potential to reduce launch costs, enhance crew safety, and provide the capabilities needed to undertake long-duration spaceflight. The recent 3D Printing in Zero-G experiment conducted on board the International Space Station (ISS) demonstrated that parts of acrylonitrile butadiene styrene (ABS) plastic can be manufactured in microgravity using fused deposition modeling (FDM). This project represents the beginning of the development of a capability that is critical to future NASA missions. Current and future ISM activities will require the development of baseline material properties to facilitate design, analysis, and certification of materials manufactured using in-space techniques. The purpose of this technical interchange meeting (TIM) was to bring together MSFC practitioners and experts in materials characterization and development of baseline material properties for emerging technologies to advise the ISM team as we progress toward the development of material design values, standards, and acceptance criteria for materials manufactured in space. The overall objective of the TIM was to leverage MSFC's shared experiences and collective knowledge in advanced manufacturing and materials development to construct a path forward for the establishment of baseline material properties, standards development, and certification activities related to ISM. Participants were asked to help identify research and development activities that will (1) accelerate acceptance and adoption of ISM techniques among the aerospace design community; (2) benefit future NASA programs, commercial technology developments, and national needs; and (3) provide opportunities and avenues for further collaboration.

    The Materials and Processes Technical Information System (MAPTIS) is a collection of materials data which was computerized and is available to engineers in the aerospace community involved in the design and development of spacecraft and related hardware. Consisting of various database segments, MAPTIS provides the user with information such as material properties, test data derived from tests specifically conducted for qualification of materials for use in space, verification and control, project management, material information, and various administrative requirements. A recent addition to the project management segment consists of materials data derived from the LDEF flight. This tremendous quantity of data consists of both pre-flight and post-flight data in such diverse areas as optical/thermal, mechanical and electrical properties, atomic concentration surface analysis data, as well as general data such as sample placement on the satellite, A-O flux, equivalent sun hours, etc. Each data point is referenced to the primary investigator(s) and the published paper from which the data was taken. The MAPTIS system is envisioned to become the central location for all LDEF materials data. This paper consists of multiple parts, comprising a general overview of the MAPTIS System and the types of data contained within, and the specific LDEF data element and the data contained in that segment.

    The FMA Linear Pocket Feeder (LPF) is a positive displacement feed system in which the pressure seal is developed by a set of mechanical labyrinth seals between the piston rings and the sealing tube. The pressure seal is completely independent of the type and size of coal used. The LPF can maintain a pressure difference with no coal in the system and can achieve steady state operation in less than a minute after startup. Coal flow rate can be changed while the LPF is operating at design speed and operating pressure with no effect on the LPF's performance. The LPF has the potential for operating on all types and sizes of coal as long as they are free flowing. The existing LPF will be upgraded utilizing the knowledge gained during the previous 330 hours of operation. The loading station will be redesigned to allow the infeed of coarse coal in such a manner that minimum degradation occurs during entry into the pockets of the feeder and feed of pulverized coal in a way that minimizes entrapment of air under the coal charge to allow quicker settling.   5. Technical Education Outreach in Materials Science and Technology Based on NASA's Materials Research

    The grant NAG-1 -2125, Technical Education Outreach in Materials Science and Technology, based on NASA s Materials Research, involves collaborative effort among the National Aeronautics and Space Administration s Langley Research Center (NASA-LaRC), Norfolk State University (NSU), national research centers, private industry, technical societies, colleges and universities. The collaboration aims to strengthen math, science and technology education by providing outreach related to materials science and technology (MST). The goal of the project is to transfer new developments from LaRC s Center for Excellence for Structures and Materials and other NASA materials research into technical education across the nation to provide educational outreach and strengthen technical education. To achieve this goal we are employing two main strategies: 1) development of the gateway website and 2) using the National Educators Workshop: Update in Engineering Materials, Science and Technology (NEW:Updates). We have also participated in a number of national projects, presented talks at technical meetings and published articles aimed at improving k-12 technical education. Through the three years of this project the NSU team developed the successful MST-Online site and continued to upgrade and update it as our limited resources permitted. Three annual NEW:Updates conducted from 2000 though 2002 overcame the challenges presented first by the September 11,2001 terrorist attacks and the slow U.S. economy and still managed to conduct very effective workshops and expand our outreach efforts. Plans began on NEW:Update 2003 to be hosted by NASA Langley as a part of the celebration of the Centennial of Controlled Flight.

    A preliminary Long Duration Exposure Facility (LDEF) Materials Data Base was developed by the LDEF Materials Special Investigation Group (MSIG). The LDEF Materials Data Base is envisioned to eventually contain the wide variety and vast quantity of materials data generated from LDEF. The data is searchable by optical, thermal, and mechanical properties, exposure parameters (such as atomic oxygen flux) and author(s) or principal investigator(s). Tne LDEF Materials Data Base was incorporated into the Materials and Processes Technical Information System (MAPTIS). MAPTIS is a collection of materials data which has been computerized and is available to engineers, designers, and researchers in the aerospace community involved in the design and development of spacecraft and related hardware. The LDEF Materials Data Base is described and step-by-step example searches using the data base are included. Information on how to become an authorized user of the system is included.

In particular, thermal protection materials were constantly tested and evaluated for thermal shock resistance, high-temperature dimensional stability, and tolerance to hostile environmental effects. The analytical laboratory at the Thermal Protection Materials Branch (TPMB), NASA-Ames played an integral part in the process of materials development of high temperature aerospace applications.     A project was initiated to develop, implement, and evaluate a prototype component for self-pacing, individualized instruction on basic materials science. Results of this project indicate that systematically developed, self-paced instruction provides an effective means for orienting nontraditional college students and secondary students, especially minorities, to both engineering technology and basic materials science. In addition, students using such a system gain greater chances for mastering subject matter than with conventional modes of instruction.

    The primary objectives of this subcontract are for Specialized Technology Resources, Inc., to work with U.S.-based PV module manufacturers representing crystalline silicon, polycrystalline silicon, amorphous silicon, copper indium diselenide (CIS), and other state-of-the-art thin-film technologies to develop formulations, production processes, prototype and qualify new low-cost, high-performance photovoltaic module encapsulants/packaging materials. The manufacturers will assist in identifying each materials' deficiencies while undergoing development, and then ultimately in qualifying the final optimized materials designed to specifically meet their requirements. Upon completion of this program, new low-cost, high-performance, PV module encapsulant/packaging materials will be qualified, by one or more end-users, for their specific application. Information gathering on topics related to thin-film module technology, including device performance/failure analysis, glass stability, and de vice encapsulation, has been completed. This information has provided concepts and considerations for module failure analysis, accelerated testing design, and encapsulation formulation strategy for thin-film modules.

    The main goal of this contract is to develop a catalyst and technology that will produce iC{sub 4=} directly from coal-derived syngas and that is capable of using a lower H{sub 2}/CO ratio (0.5 to 1.0). The research will identify and optimize the key catalyst and process characteristics that give improved performance for CO conversion by a non-Fischer-Tropsch process. This report, which is the Technical Progress Report No. 4 for contract DE-AC22-91PC90042, covers the testing of various ZrO{sub 2}-based catalyst systems designed to examine the effects of catalyst preparation and process variables, especially the H{sub 2}/CO ratio. Testing of sol-gel ZrO{sub 2} catalysts with 1 or 2% cesium (Cs) addition indicates decreased stability at a H{sub 2}:CO ratio of 0.5. The addition of cobalt (Co) or copper (Cu) to the base ZrO{sub 2} catalyst results in a small activity gain, but a selectivity loss. This gain in Cu catalyst activity is mostly due to increased methane production. The Co catalyst shifts selectivity toward saturated products. The addition of water to the feed stream had a beneficial effect on stability. The addition of a basic clay had no effect on the activity or selectivity.

    This technical basis document was developed to support RPP-23429, Preliminary Documented Safety Analysis for the Demonstration Bulk Vitrification System (PDSA) and RPP-23479, Preliminary Documented Safety Analysis for the Contact-Handled Transuranic Mixed (CH-TRUM) Waste Facility. The main document describes the risk binning process and the technical basis for assigning risk bins to the representative accidents involving the release of dried radioactive waste materials from the Demonstration Bulk Vitrification System (DBVS) and to the associated represented hazardous conditions. Appendices D through F provide the technical basis for assigning risk bins to the representative dried waste release accident and associated represented hazardous conditions for the Contact-Handled Transuranic Mixed (CH-TRUM) Waste Packaging Unit (WPU). The risk binning process uses an evaluation of the frequency and consequence of a given representative accident or represented hazardous condition to determine the need for safety structures, systems, and components (SSC) and technical safety requirement (TSR)-level controls. A representative accident or a represented hazardous condition is assigned to a risk bin based on the potential radiological and toxicological consequences to the public and the collocated worker. Note that the risk binning process is not applied to facility workers because credible hazardous conditions with the potential for significant facility worker consequences are considered for safety-significant SSCs and/or TSR-level controls regardless of their estimated frequency. The controls for protection of the facility workers are described in RPP-23429 and RPP-23479. Determination of the need for safety-class SSCs was performed in accordance with DOE-STD-3009-94, Preparation Guide for US. Department of Energy Nonreactor Nuclear Facility Documented Safety Analyses, as described below.

    For the 2010 ANS Embedded Topical Meeting on Decommissioning, Decontamination and Reutilization and Technology, Savannah River National Laboratory's Mike Serrato reported initial information on the newly developed specialty grout materials necessary to satisfy all requirements associated with in-situ decommissioning of P-Reactor and R-Reactor at the U.S. Department of Energy's Savannah River Site. Since that report, both projects have been successfully completed and extensive test data on both fresh properties and cured properties has been gathered and analyzed for a total of almost 191,150 m{sup 3} (250,000 yd{sup 3}) of new materials placed. The focus of this paper is to describe the (1) special grout mix for filling the P-Reactor vessel (RV) and (2) the new flowable structural fill materials used to fill the below grade portions of the facilities. With a wealth of data now in hand, this paper also captures the test results and reports on the performance of these new materials. Both reactors were constructed and entered service in the early 1950s, producing weapons grade materials for the nation's defense nuclear program. R-Reactor was shut down in 1964 and the P-Reactor in 1991. In-situ decommissioning (ISD) was selected for both facilities and performed as Comprehensive Environmental Response, Compensations and Liability Act actions (an early action for P-Reactor and a removal action for R-Reactor), beginning in October 2009. The U.S. Department of Energy concept for ISD is to physically stabilize and isolate intact, structurally robust facilities that are no longer needed for their original purpose of producing (reactor facilities), processing (isotope separation facilities), or storing radioactive materials. Funding for accelerated decommissioning was provided under the American Recovery and Reinvestment Act. Decommissioning of both facilities was completed in September 2011. This instrumentation, which is presently in use at an APS x-ray undulator beam line operated by the DuPont-Northwestern-Dow Collaborative Access Team, is used for x-ray measurements of surface, interface, thin film and nano-structures.

    Among the most pressing problems constraining the development of geothermal energy is the lack of satisfactory component and system reliability. This is due to the unavailability, on a commercial scale, of cost-effective materials that can function in a wide range of geothermal environments and to the unavailability of a comprehensive body of directly related test data or materials selection experience. In 1976, the GHTD started the Geothermal Materials Program to address materials-related problems, and since 1978 Brookhaven National Laboratory has provided technical and managerial assistance in the implementation of the effort. Major successes have been attained in the development of elastomers for high-temperature applications and in the use of polymer concrete liners for corrosion protection. Both technologies have been successfully transferred to industry. Current efforts in metallic and nonmetallic materials development and corrosion protection will be summarized. In the metals area, testing of a series of experimental stainless steels has led to compositions which show a very remarkable resistance to pitting corrosion in hot chloride electrolytes. Combinations of molybdenum and nitrogen are very beneficial. Alternate materials for line shaft pump bearings have been identified through tests in simulated hot brine. Cermets and carbides show promise of extending pump life. A series of drill bit steels has been examined for fatigue and hot fracture toughness. The work has indicated alloys with properties that exceed those of materials now in use. A major finding in the nonmetallic materials area has been the development of fluorinated elastomers for use in statis seals at temperatures greater than 300 C. Field testing has just commenced, but based upon laboratory results, the work is very promising. Commercialization of this material is underway.     Adhesives, coatings, and inks were selected for evaluation based on literature search and possible production applications. A differential photocalorimeter was used to measure degree of cure and allow prediction of optimum processing conditions. UV cure equipment were characterized and the ability to size equipment to specific materials cure needs established. Adhesion tests procedures were developed for the adhesives and solvent resistance testing procedures developed for the coatings and inks.

    This report describes progress made during the final phase of our DOE-funded program on Nanostructured Magnetic Materials. This period was quite productive, resulting in the submission of three papers and presentation of three talks at international conferences and three seminars at research institutions. Our DOE-funded research efforts were directed toward studies of magnetism at surfaces and interfaces in high-quality, well-characterized materials prepared by Molecular Beam Epitaxy (MBE) and sputtering.   10. Thermoelectric materials development

    A systematic search for advanced thermoelectric materials was initiated at JPL several years ago to evaluate candidate materials which includes consideration of the following property attributes: (1) semiconducting properties; (2) large Seebeck coefficient; (3) high carrier mobility and high electrical conductivity; (4) low lattice thermal conductivity; and (5) chemical stability and low vapor pressure. Through this candidate screening process, JPL identified several families of materials as promising candidates for improved thermoelectric materials including the skutterudite family. As part of an ongoing effort to develop skutterudite materials with lower thermal conductivity values, several solid solutions and filled skutterudite materials were investigated under the effort sponsored by DOE. The efforts have primarily focused on: (1) study of existence and properties of solid solutions between the binary compounds CoSb3 and IrSb3, and RuSb2Te, and (2) CeFe(4-x)Sb12 based filled compositions. For the solid solutions, the lattice thermal conductivity reduction was expected to be reduced by the introduction of the Te and Ru atoms while in the case of CeFe(4-x)Ru(x)Sb12 based filled compositions. For the solid solutions, the lattice thermal conductivity reduction was expected to be reduced by the introduction of the Te and Ru atoms while in the case of CeFe(4-x)Ru(x)Sb12 filled compositions, the reduction would be caused by the rattling of Ce atoms located in the empty voids of the skutterudite structure and the substitution of Fe for Ru. The details of the sample preparation and characterization of their thermoelectric properties are reported in this report.

    The Observatorio Astrofísico de Javalambre (OAJ) is a new astronomical facility in Spain particularly conceived for carrying out large sky surveys with two unprecedented telescopes of unusually large fields of view: the JST/T250, a 2.55 m telescope of 3 deg field of view, and the JAST/T80, an 83 cm telescope of 2 deg field of view. The most immediate objective of the two telescopes for the next years is carrying out two unique photometric surveys of several thousand square degrees, J-PAS and J-PLUS, each of them with a wide range of scientific applications, like e.g. large structure cosmology and Dark Energy, galaxy evolution, supernovae, Milky Way structure, exoplanets, among many others. To do that, JST and JAST will be equipped with panoramic cameras under development within the J-PAS collaboration, JPCam and T80Cam respectively, which make use of large format (˜10k×10k) CCDs covering the entire focal plane. This poster summarizes the activities and major scientific and technical developments carried out in CEFCA and at the OAJ, highlighting the following four main areas: a) Assessment and management of external developments, b) Developments carried out in CEFCA, c) Implementation and commissioning of OAJ systems, and d) Maintenance, training, support and technical assistance in day and night operations at the OAJ.

    A technical assessment of the critical issues and problem areas for high heat flux materials and components (HHFMC) in magnetic fusion devices shows these problems to be of critical importance for the successful operation of near-term fusion experiments and for the feasibility and attractiveness of long-term fusion reactors. A number of subgroups were formed to assess the critical HHFMC issues along the following major lines: (1) source conditions, (2) systems integration, (3) materials and processes, (4) thermal hydraulics, (5) thermomechanical response, (6) electromagnetic response, (7) instrumentation and control, and (8) test facilities. The details of the technical assessment are presented in eight chapters. The primary technical issues and needs for each area are highlighted.

    Organic photorefractive materials were evaluated for application in a reversible holographic memory system. Representative indigo and thioindigo derivatives and several stilbene derivatives were studied as well as 15, 16-dialkyldihydropyrene derivatives the following goals were achieved: (1) the successful writing of phase holograms in a thioindigo/polymer gel system, (2) the successful writing and erasing of phase holograms in a variety of indigo/polymer gel and indigo/solid polymer systems, and (3) the identification of indigoid dyes and 15, 16-dialkyldihydropyrene derivatives as materials potentially suitable for utilization in an operational system. Photochemical studies of the stilbene, indigo, thioindigo, and dialkyldihydropyrene derivatives in solution and in a variety of polymer matrix materials were conducted with the goal of optimizing the photorefractive behavior of the chemical system as a whole. The spectroscopic properties required of optimal photorefractive materials were identified, and it was shown that both the indigoid dyes and the dialkyldihydropyrenes closely match the required properties.

    Materials with potential applications in reflective and refractive solar dynamic concentrators are tested for resistance to atomic oxygen degradation. It is found that inorganic coatings such as MgF2, SiO(x), and ITO provide excellent protection for reflective surfaces while organic materials are much more susceptible to erosion and mass loss. Of the organic polymers tested, the silicones have the highest intrinsic resistance to atomic oxygen degradation.

    Goal is to develop a catalyst and technology that will produce iC{sub 4}{double_bond} directly from coal-derived syngas and that is capable of using a lower H{sub 2}/CO ratio (0.5 to 1.0). This report covers the testing of various zirconia (ZrO{sub 2}) based catalyst systems designed to examine effects of catalyst preparation and process variables, especially feed additives. Testing sol-gel ZrO{sub 2} catalysts calcined at 475 C instead of 500 C increases the isobutene yield. Supporting zirconia on high-surface-area sol-gel silica or silica-alumina results in low activity catalysts. Addition of ethylene, propylene, ethanol to feed produces hydrogenation, dimerization, and metathesis products, but little or no isobutene.

    The goals of this project are to develop a catalyst and process for the conversion of syngas to isobutanol. The research will identify and optimize key catalyst and process characteristics. In addition, the commercial potential of the new process will be evaluated by an economic analysis. This report describes the preparation and testing of a variety of potential higher alcohols synthesis catalysts based on a bifunctional formulation consisting of a noble metal dehydrogenation function on a basic mixed metal oxide support. A pilot plant catalyst screening test using a 10/1 methanol/ethanol feed blend has been used to identify a new class of catalysts that afford higher selectivities and productivities. of the desired isobutanol and other C{sub 4+}, products than the Cu/Zn/Al oxide methanol synthesis catalyst that is being used as a baseline for this work. 2% Pd or Pt on a Zn/Mn/Zr oxide support and 2% Pd on a Zn/Mn/Cr support have given the best performances to date. In addition to isobutanol, these catalysts afford significant quantities of isobutyraldehyde and methyl isobutyrate. In order to elucidate the reaction pathway occurring with this class of catalyst, the 2%Pd on Zn/Mn/Zr oxide catalyst has been evaluated over a range of space velocities. It has been found that isobutanol and higher oxygenates yields increase with decreasing space velocity at ethanol conversions greater than 90%. This suggests that this catalyst is capable of converting methanol alone to higher alcohols. This is different from the result obtained with the Cu/Zn/Al oxide baseline catalyst, which showed no change in product yields at high ethanol conversions. Therefore, further effort will be focussed on the development of these noble metal/basic metal oxide catalysts for this application.

    The objectives for this thin-film copper-indium-diselenide (CIS) solar cell project cover the following areas: Develop and characterize buffer layers for CIS-based solar cell; grow and characterize chemical-bath deposition of Znx Cd1-xS buffer layers grown on CIGS absorbers; study effects of buffer-layer processing on CIGS thin films characterized by the dual-beam optical modulation technique; grow epitaxial CuInSe2 at high temperature; study the defect structure of CGS by photoluminescence spectroscopy; investigate deep-level defects in Cu(In,Ga)Se2 solar cells by deep-level transient spectroscopy; conduct thermodynamic modeling of the isothermal 500 C section of the Cu-In-Se system using a defect model; form alpha-CuInSe2 by rapid thermal processing of a stacked binary compound bilayer; investigate pulsed non-melt laser annealing on the film properties and performance of Cu(In,Ga)Se2 solar cells; and conduct device modeling and simulation of CIGS solar cells.

    The main goal of this contract is to develop a catalyst and technology that will produce iC4{sub 4}{sup =} directly from coal-derived syngas and that is capable of using a lower H{sub 2}/CO ratio (0.5 to 1.0). The research will identify and optimize the key catalyst and process characteristics that give improved performance for CO conversion by a non-Fischer-Tropsch process. This report, which is Quarterly Report No. 5 for contract DE-AC22-91PC90042, covers the testing of various zirconia (ZrO{sub 2}) and bismuth oxide (Bi{sub 2}O{sub 3}) based catalyst systems designed to examine the effects of catalyst preparation and process variables, especially the H{sub 2}/Co ratio. Testing of sol-gel ZrO{sub 2} catalysts with lanthanum (La) or yttrium (Y) addition indicates a decrease in isobutene yield. An attempt to increase catalyst surface area by impregnating Zr on a sol-gel SiO{sub 2} catalyst was unsuccessful. A Bi{sub 2}O{sub 3} catalyst was very low in activity as a result of complete reduction to Bi metal. Increasing the H{sub 2}/CO ratio to 2:1 slightly increased the isobutene yield and improved catalyst stability.

    Nuclear propulsion systems for spacecraft applications present numerous technical challenges for propulsion systems. They have been the focus of a recent NRA. Challenges inclue: a nuclear reactor subsystem to produce thermal energy; a power conversion subsystem to convert the thermal energy into electrical energy; a propulsion subsystem that utilizes Hall effect thrusters; thruster technologies and high temperature materials to support subsystems. The MSFC Electrostatic Levitation (ESL) Facility provides an ideal platform for the study of high temperature and reactive materials. An overview of the facility and its capabilities will be presented.

  15. Materials Development: Pitfalls, Successes, and Lessons

    The incorporation of new or improved materials in aerospace systems, or indeed any systems, can yield tremendous payoffs in the system performance or cost, and in many cases can be enabling for a mission or concept. However, the availability of new materials requires advance development, and too often this is neglected or postponed, leaving a project or mission with little choice. In too many cases, the immediate reaction is to use what was used before; this usually turns out not to be possible and results in large sums of money, and amounts of time, being expended on reinvention rather than development of a material with extended capabilities. Material innovation and development is time consuming, with some common wisdom claiming that the timeline is at least 20 years. This time expands considerably when development is stopped and restarted, or knowledge is lost. Down selection of materials is necessary, especially as the Technical Readiness Level (TRL) increases. However, the costs must be considered and approaches should be taken to retain knowledge and allow for restarting the development process. Regardless of the exact time required, it is clear that it is necessary to have materials, at all stages of development, in a research and development pipeline and available for maturation as required. This talk will discuss some of theses issues, including some of the elements for a development path for materials. Some history of materials developments will be included. The usefulness of computational materials science, as a route to decreasing material development time, will be an important element of this discussion. Collaboration with outside institutions and nations is also critical for innovation, but raises the issues of intellectual property and protections, and national security (ITAR rules, for example).

    Technical guidance to support the formulation and comparison of possible siting criteria for nuclear power plants has been developed in four areas: (1) consequences of hypothetical severe nuclear-power-plant accidents, (2) characteristics of population distributions about current reactor sites, (3) site availability within the continental United States, and (4) socioeconomic impacts of reactor siting. The impact on consequences of source-term magnitude, meteorology, population distribution, and emergency response have been analyzed. Population distributions about current sites were analyzed to identify statistical characteristics, time trends, and regional differences. A site-availability data bank was constructed for the continential United States. The data bank contains information about population densities, seismicity, topography, water availability, and land-use restrictions. Finally, the socioeconomic impacts of rural-industrialization projects, energy boomtowns, and nuclear power plants were examined to determine their nature, magnitude, and dependence on site demography and remoteness.

    Materials International Space Station Experiment (MISSE) data is now being collected and distributed through the Materials and Processes Technical Information System (MAPTIS) at Marshall Space Flight Center in Huntsville, Alabama. MISSE data has been instrumental in many programs and continues to be an important source of data for the space community. To facilitate great access to the MISSE data the International Space Station (ISS) program office and MAPTIS are working to gather this data into a central location. The MISSE database contains information about materials, samples, and flights along with pictures, pdfs, excel files, word documents, and other files types. Major capabilities of the system are: access control, browsing, searching, reports, and record comparison. The search capabilities will search within any searchable files so even if the desired meta-data has not been associated data can still be retrieved. Other functionality will continue to be added to the MISSE database as the Athena Platform is expanded

    The Technical Division on Reference Materials (TDRM) of AOAC INTERNATIONAL recommends policy and criteria to facilitate the development and use of reference materials (RMs) in the validation, implementation, and routine use of AOAC INTERNATIONAL methods. To aid analysts in these areas, TDRM has developed a searchable online database to identify RMs suitable for use with AOAC Official Methods of Analysis(SM) (OMA). RMs can be queried by analyte, by analyte and matrix, or by the selection of an OMA, based on analytes and matrixes described within the scope of the selected method. Only essential information is included in the database, to maximize usefulness and minimize the effort required to keep information current. Additional information, such as measurement uncertainty and purchasing instructions, is available through a link to the producer's Web site, when that information is available online. Data sets are solicited on a voluntary basis from National Metrology Institutes and accredited producers.     The development of an advanced thermoelectric material for radioisotope thermoelectric generator (RTG) applications is reported. A number of materials were explored. The bulk of the effort, however, was devoted to improving silicon germanium alloys by the addition of gallium phosphide, the synthesis and evaluation of lanthanum chrome sulfide and the formulation of various mixtures of lanthanum sulfide and chrome sulfide. It is found that each of these materials exhibits promise as a thermoelectric material.

    About 27 million tons of asphalt and nearly twenty times this much aggregate are consumed each year to build and maintain over two million miles of roads in this country. Over a cycle of about 12 years on the average, these roads must be reworked and much of these millions of tons of rock and asphalt cannot be reused with present recycling technology. Instead, much of the maintenance is accomplished by placing thick layers (hot-mix overlays) of new material on top of the failed material. This results in considerable waste of material, both in terms of quality aggregate and in terms of asphalt binder. In addition, the new asphalt binder represents a significant source of potential energy. The main impediment to recycling asphalt binder is the poorly developed science of recycling agent composition and, as a result, optimum recycling agents are not available. An excellent recycling agent should not only be able to reduce the viscosity of the aged material, but it must also be able to restore compatibility. The properties of the old material and recycling agent must be compatible to give both good initial properties and aging characteristics, and this must be understood. The agent must also be inexpensive and easily manufactured. A large quantity of potential feedstock for the production of recycling agents is available and much of it is now fed to cokers. This material could be recovered by supercritical extraction which is an existing refinery technology. A supercritical pilot plant is available at Texas A&M and has been used to produce fractions for study. The objective of this research is to establish the technical feasibility of determining the specifications and operating parameters necessary to produce high quality recycling agents which will allow most old asphalt-based road material to be recycled.

Well-educated employees are expected to have general communication, reasoning, problem-solving, and behavioral skills in addition to occupation-specific technical knowledge. Furthermore, technical and vocational education materials must meet the needs of various contexts each with its own unique array of factors which must be accommodated. To assist in the process of materials development, this paper presents a comprehensive and contextualized model as a guide for curricular developers. This model was formed through the synthesis of two theoretical and four applied models, with the outline of the applied models occurring as part of a national evaluation of the National Science Foundation's Advanced Technological Education Program.     The objectives of this program are to provide design criteria, techniques, materials, and test methods to ensure control of absolute and differential charging of spacecraft surfaces. The control of absolute and differential charging of spacecraft cannot be effected without the development of new and improved or modified materials or techniques that will provide electrical continuity over the surface of the spacecraft. The materials' photoemission, secondary emission, thermooptical, physical, and electrical properties in the space vacuum environment both in the presence and absence of electrical stress and ultraviolet, electron, and particulate radiation, are important to the achievement of charge control.     The DOE Energy Materials Coordinating Committee (EMaCC) serves primarily to enhance coordination among the Department's materials programs and to further effective use of materials expertise within the Department. These functions are accomplished through the exchange of budgetary and planning information among program managers and through technical meetings/workshops on selected topics involving both DOE and major contractors. In addition, EMaCC assists in obtaining materials-related inputs for both intra- and interagency compilations. Topical subcommittees of the EMaCC are responsible for conducting seminars and otherwise facilitating information flow between DOE organizational units in materials areas of particular importance to the Department. The EMaCC Terms of Reference were recently modified and developed into a Charter that was approved on June 5, 2003. As a result of this reorganization, the existing subcommittees were disbanded and new subcommittees are being formed.

    Metallic materials play a vital role in the development of advanced engineering systems for industrial applications. In this paper, the recent development of two metallic alloy families will be briefly reviewed: (1) ordered intermetallics, and (2) bulk metallic glasses. Ordered intermetallic alloys based on aluminides and silicides possess many promising properties for structural use at elevated temperatures in hostile environments. This is because these alloys have excellent oxidation and corrosion resistance, high temperature strength, and relatively low material density. Bulk metallic glasses containing multiple alloying elements constitute a new and exciting class of metallic materials with attractive mechanical, chemical, and magnetic properties for structural and functional use. Recent development indicates that bulk metallic glasses with high glass forming ability can be readily produced by conventional melting and casting techniques.

    A consensus has been emerging during the past several years that illicit trafficking of nuclear materials is a problem that needs a more focused international response. One possible component of a program to combat illicit trafficking is nuclear forensics whereby intercepted nuclear materials are analyzed to provide clues for answering attribution questions. In this report we focus on international cooperation that is specifically addressing the development of nuclear forensics. First we will describe the role of the Nuclear Smuggling International Technical Working Group (ITWG) in developing nuclear forensics, and then we will present some specific examples of cooperative work by the Institute for Transuranium Elements of the European Commission with various European states. Recognizing the potential importance of a nuclear forensics capability, the P-8 countries in 1995 encouraged technical experts to evaluate the role of nuclear forensics in combating nuclear smuggling and possibly developing mechanisms for international cooperation. As a result, an International Conference on Nuclear Smuggling Forensic Analysis was held in November, 1995, at Lawrence Livermore National Laboratory to investigate technical cooperation on nuclear forensics. The International Conference provided a unique mix of scientists, law enforcement, and intelligence experts from 14 countries and organizations. All participants were invited to make presentations, and the format of the Conference was designed to encourage open discussion and broad participation.

    In the past few years there has been a growing interest in lightweight metal foams. Demands for weight reduction, improved fuel efficiency, and increased passenger safety in automobiles now has manufacturers seriously considering the use of metal foams, in contrast to a few years ago, when the same materials would have been ruled out for technical or economical reasons. The objective of this program was to advance the development and use of steel foam materials, by demonstrating the advantages of these novel lightweight materials in selected generic applications. Progress was made in defining materials and process parameters; characterization of physical and mechanical properties; and fabrication and testing of generic steel foam-filled shapes with compositions from 2.5 wt.% to 0.7 wt.% carbon. A means of producing steel foam shapes with uniform long range porosity levels of 50 to 60 percent was demonstrated and verified with NDE methods. Steel foam integrated beams, cylinders and plates were mechanically tested and demonstrated advantages in bend stiffness, bend resistance, and crush energy absorption. Methods of joining by welding, adhesive bonding, and mechanical fastening were investigated. It is important to keep in mind that steel foam is a conventional material in an unconventional form. A substantial amount of physical and mechanical properties are presented throughout the report and in a properties database at the end of the report to support designer's in applying steel foam in unconventional ways.

The research performed at the Tufts Electro-Optics Technology Center (EOTC) has identified and solved nearly all the significant problems, as discussed below in this final technical report. There still remains, however, one important problem to be solved--i.e., to better understand the science of deposition processes and thereby develop and optimize one or more production-worthy deposition processes that could be used for the practical production of affordable, variable reflectivity electrochromic windows. Therefore, it is recommended that such studies be carried out with the goals of: (1) determining the probable practical limits of performance; and, very importantly, (2) to develop and optimize deposition processes that could be used for the practical production of affordable electrochromic windows.

    The Idaho National Engineering Laboratory (INEL) has initiated the design and development of a novel pulsed accelerator-based, active interrogation concept. The proposed concept, referred to as the Material Identification Technology (MIT), enables rapid (between accelerator pulses), non-destructive, elemental composition analysis of both nuclear and non-nuclear materials. Applications of this technique include material monitoring in support of counter-proliferation activities, such as export controls (at domestic and international inspection locations), SNM controls, nuclear weapon dismantlement, and chemical weapon verification. Material Identification Technology combines a pulsed, X-ray source (an electron accelerator) and a gamma detection system. The accelerator must maximize neutron production (pulse width, beam current, beam energy, and repetition rate) and minimize photon dose to the object. Current available accelerator technology can meet these requirements. The detection system must include detectors which provide adequate gamma energy resolution capability, rapid recovery after the initial X-ray interrogation pulse, and multiple single gamma event detection between accelerator pulses. Further research is required to develop the detection system. This report provides the initial feasibility assessment of the MIT concept.

    A systematic search for advanced thermoelectric materials was initiated at JPL several years ago to evaluate candidate materials which includes consideration of the following property attributes: (1) semiconducting properties; (2) large Seebeck coefficient; (3) high carrier mobility and high electrical conductivity; (4) low lattice thermal conductivity; and (5) chemical stability and low vapor pressure. Through this candidate screening process, JPL identified several families of materials as promising candidates for improved thermoelectric materials including the skutterudite family. There are several programs supporting various phases of the effort on these materials. As part of an ongoing effort to develop skutterudite materials with lower thermal conductivity values, several solid solutions and filled skutterudite materials were investigated under the effort sponsored by DOE. The efforts have primarily focused on: (1) study of existence and properties of solid solutions between the binary compounds CoSb{sub 3} and IrSb{sub 3}, and RuSb{sub 2}Te, and (2) CeFe{sub 4{minus}x}Sb{sub 12} based filled compositions. For the solid solutions, the lattice thermal conductivity reduction was expected to be reduced by the introduction of the Te and Ru atoms while in the case of CeFe{sub 4{minus}x}Ru{sub x}Sb{sub 12} based filled compositions. For the solid solutions, the lattice thermal conductivity reduction was expected to be reduced by the introduction of the Te and Ru atoms while in the case of CeFe{sub 4{minus}x}Ru{sub x}Sb{sub 12} filled compositions, the reduction would be caused by the rattling of Ce atoms located in the empty voids of the skutterudite structure and the substitution of Fe for Ru. The details of the sample preparation and characterization of their thermoelectric properties are reported in this report.

    About every 12 years, asphalt roads must be reworked, and this is usually done by placing thick layers (hot-mix overlays) of new material on top of failed material, resulting in considerable waste of material and use of new asphalt binder. A good recycling agent is needed, not only to reduce the viscosity of the aged material but also to restore compatibility. Objective is to establish the technical feasibility (Phase I) of determining the specifications and operating parameters for producing high quality recycling agents which will allow most/all the old asphalt-based road material to be recycled. It is expected that supercritical fractionation can be used. The advanced road aging simulation procedure will be used to study aging of blends of old asphalt and recycling agents.

  20. How physical alteration of technic materials affects mobility and phytoavailabilty of metals in urban soils?

    One fundamental characteristic distinguishing urban soils from natural soils is the presence of technic materials or artefacts underlining the influence of human activity. These technic materials have different nature (organic or inorganic) and origins. They contribute to the enrichment of the soil solution by metallic trace elements. The present study aims to determine the effect of physical alteration of the technic coarse fraction on the bioavailability of metallic trace elements in urban Technosols. In general, results show that physical alteration increases the metallic trace elements water extractible concentrations of technic materials. The ability of lettuce to accumulate metallic trace elements, even at low concentrations, underlines the capacity of technic materials to contaminate the anthropised soil solution by bioavailable metals. The highest metal levels, accumulated by the various organs of the lettuce (leaves and roots), were measured in plants grown in presence of metallic particles mixtures. This indicates that the majority of metallic trace elements released by this technic constituent is bioavailable and explains the low plant biomass obtained. The abundant part of metallic trace elements released by the other technic constituents (building materials, bones, wood, plastic and fabric-paper) remains less bioavailable. Under anthropised soil conditions, technic materials have a significant effect on the metallic trace elements behavior. They impact the flow of these metallic elements in Technosols, which can increase their bioavailability and, therefore, the contamination of the food chain. PMID:26999750

    This technical note summarizes the current US Army Corps of Engineers state of practice in dewatering dredged material. State-of-practice dewatering methods are currently in full-scale use by one or more Corps of Engineers District Offices as contrasted with state-of-the-art methods, which may not have been demonstrated in full-scale applications. The Corps of Engineers conducted research to investigate state-of-the-art dredged material dewatering techniques under the Dredged Material Research Program (DMRP). Based on DMRP research, a number of dewatering methods have been recommended for implementation. The purpose of this note is to describe which of the dewatering practices recommended by DMRP research have been implemented and to determine whether these practices work as well in full-scale applications as was envisioned based on research studies. Also, innovative dewatering techniques developed or applied by the Districts is documented to encourage further investigation and possible use.

  2. Engineered Materials for Cesium and Strontium Storage Final Technical Report

    Closing the nuclear fuel cycle requires reprocessing spent fuel to recover the long-lived components that still have useful energy content while immobilizing the remnant waste fission products in stable forms. At the genesis of this project, next generation spent fuel reprocessing methods were being developed as part of the U.S. Department of Energy's Advanced Fuel Cycle Initiative. One of these processes was focused on solvent extraction schemes to isolate cesium (Cs) and strontium (Sr) from spent nuclear fuel. Isolating these isotopes for short-term decay storage eases the design requirements for long-term repository disposal; a significant amount of the radiation and decay heat in fission product waste comes from Cs-137 and Sr-90. For the purposes of this project, the Fission Product Extraction (FPEX) process is being considered to be the baseline extraction method. The objective of this project was to evaluate the nature and behavior of candidate materials for cesium and strontium immobilization; this will include assessments with minor additions of yttrium, barium, and rubidium in these materials. More specifically, the proposed research achieved the following objectives (as stated in the original proposal): (1) Synthesize simulated storage ceramics for Cs and Sr using an existing labscale steam reformer at Purdue University. The simulated storage materials will include aluminosilicates, zirconates and other stable ceramics with the potential for high Cs and Sr loading. (2) Characterize the immobilization performance, phase structure, thermal properties and stability of the simulated storage ceramics. The ceramic products will be stable oxide powders and will be characterized to quantify their leach resistance, phase structure, and thermophysical properties. The research progressed in two stages.     The US Department of Energy (DOE) and the Nuclear Energy Agency of the Organization for Economic Cooperation and Development/Nuclear Energy Agency (OECD/NEA) began to act on their recognition of the importance of education in nuclear literacy, specifically in radioactive waste management (RWM), several years ago. To address this Goal for nuclear literacy, the US DOE; through the Information and Education Division of the Office of Civilian Radioactive Waste Management (OCRWM) and in cooperation with the OECD/NEA, organized an ``International Workshop on Education in the Field of Radioactive Waste Management`` in Engelberg, Switzerland in June of 1991. To this end, a grant to support nuclear literacy and RWM was written and funded by the OCRWM and the education division of the DOE Yucca Mountain Office in 1990. The over-riding Goal of that workshop and the DOE grant was to find ways of raising the level of nuclear literacy in the general public through educational programs in radioactive waste management (RWM). The two Main Objectives of the workshop were: first, to contribute to an information base for education systems, on global aspects of radioactive waste management; and second, to achieve international consensus on the basic tools and methods required to develop the information base. These two objectives also became the principal objectives of the DOE International Workshops grant. In other words, the global and local (Nevada) objectives were one and the same. Workshop overviews and accomplishments are summarized in this report.

    This article examines the non-technical skills approach to enhancing operational safety, with particular reference to anaesthesia. Training and assessing the non-technical skills of staff in safety-critical occupations is accepted by high-risk industries, most notably aviation, but has only recently been adopted in health care. These authors explain the background to the concept of non-technical skills that was first adopted in relation to the behaviours of airline pilots and could enhance or jeopardise safety. Then, this article considers one particular non-technical skills framework for doctors, the Anaesthetists' Non-Technical Skills (ANTS) taxonomy and behaviour-rating tool. This was the first non-technical skills framework specifically designed for anaesthetists, and the authors explain how ANTS was designed as well as its use for selection, training and assessment. Finally, the article mentions similar tools available for surgeons (NOTSS) and scrub nurses (SPLINTS), as well as research activities to develop behavioural rating systems for obstetric anaesthetists and anaesthetic assistants.   13. Historical and technical developments of potassium resources.

    The mining of soluble potassium salts (potash) is essential for manufacturing fertilizers required to ensure continuous production of crops and hence global food security. As of 2014, potash is mined predominantly in the northern hemisphere, where large deposits occur. Production tonnage and prices do not take into account the needs of the farmers of the poorest countries. Consequently, soils of some regions of the southern hemisphere are currently being depleted of potassium due to the expansion and intensification of agriculture coupled with the lack of affordable potash. Moving away from mined salts towards locally available resources of potassium, such as K-bearing silicates, could be one option to improve this situation. Overall, the global potash production system and its sustainability warrant discussion. In this contribution we examine the history of potash production and discuss the different sources and technologies used throughout the centuries. In particular, we highlight the political and economic conditions that favored the development of one specific technology over another. We identified a pattern of needs driving innovation. We show that as needs evolved throughout history, alternatives to soluble salts have been used to obtain K-fertilizers. Those alternatives may meet the incoming needs of our century, providing the regulatory and advisory practices that prevailed in the 20th century are revised. PMID:25302446

    Since 1973, Albany International Research Co. has been engaged by NASA-JSC under Contract No. NAS9-13673 to conduct studies aimed at developing fibers and flexible structures made therefrom which would provide improved flame resistance over existing commercially available materials in oxygen enriched atmospheres. A portion of the crew bay area life support system and crew equipment for the space shuttle was initially designed to function at a 30% oxygen, 70% nitrogen atmosphere at 9 psia pressure. This oxygen concentration imposed certain fire safety and smoke generation requirements which could not be completely met by commonly accepted textiles. Potentially useful new polymers were investigated both for fire safety and mechanical properties. During the course of the work, three candidate fibers were studied and evaluated and the results of each of these efforts are summarized.

    Case of different sizes and shapes for teaching technical writing to engineers at Wayne State University have been developed. The case approach was adopted for some assignments because sophomores and juniors lacked technical expertise and professional knowledge of the engineering world. Cases were found to be good exercises, providing realistic practice in specific writing tasks or isolating particular skills in the composing process. A special kind of case which narrates the experiences of one technical person engaged in the problem-solving process in a professional rhetorical situation was developed. This type of long, realistic fiction is called a an "holistic" case. Rather than asking students to role-play a character, an holistic case realistically encompasses the whole of the technical writing process. It allows students to experience the total communication act in which the technical task and data are fully integrated into the rhetorical situation and gives an opportunity to perform in a realistic context, using skills and knowledge required in communication on the job. It is believed that the holistic case most fully exploits the advantages of the case method for students of professional communication.

    Between the computer-knowledgeable {open_quotes}techie{close_quotes} and the technical writer is a chasm created by differences in knowledge bases and skills. Although this gap is widened by misunderstandings and misconceptions of system development roles, it is bridged by mutual need and dual appreciation. Often the editor/writer is {open_quotes}behind{close_quotes} from beginning to end. The writer normally joins the team after the programmers are well into system development and do not want to {open_quotes}waste time{close_quotes} discussing fundamentals. The writer is usually excluded from technical discussions because it is assumed that he/she would not understand anyway. Later in the system development cycle, the writer has no time to polish the documentation before a new version of the software is issued which implies that the documentation must be revised. Nevertheless, the editor/writer`s product is critical for the end-user`s appreciation of the software, a fact which promotes unity to complete the comprehensive package of software and documentation. This paper explores the planks in the bridge that spans the chasm between developers and their fundamental PR agents, the technical editors/writers. This paper defines approaches (e.g., The Circling Theory) and techniques (Bold Thrust!) employed for effective communication -- between software developer and technical writer as well as between the software and the end-user.

    Since the early 1950s, the number of international measurement standards for anchoring stable isotope delta scales has mushroomed from 3 to more than 30, expanding to more than 25 chemical elements. With the development of new instrumentation, along with new and improved measurement procedures for studying naturally occurring isotopic abundance variations in natural and technical samples, the number of internationally distributed, secondary isotopic reference materials with a specified delta value has blossomed in the last six decades to more than 150 materials. More than half of these isotopic reference materials were produced for isotope-delta measurements of seven elements: H, Li, B, C, N, O, and S. The number of isotopic reference materials for other, heavier elements has grown considerably over the last decade. Nevertheless, even primary international measurement standards for isotope-delta measurements are still needed for some elements, including Mg, Fe, Te, Sb, Mo, and Ge. It is recommended that authors publish the delta values of internationally distributed, secondary isotopic reference materials that were used for anchoring their measurement results to the respective primary stable isotope scale.

The study also established a program for zero gravity experiments and the required developmental efforts.     The goal of this article is to provide a focused overview of technical skills education inside the operating room (OR), opportunities for learning outside of the OR (with a focus on simulation), and methods for measuring technical skills. In addition, the authors review the role of maintenance of certification in continuing education and quality improvement and consider the role that simulation plays in this process. The perspectives on teaching in the OR of both residents and faculty going into the case affect the learning environment, and preoperative interactions between attendings and residents to establish learning needs and goals are important. Furthermore, in regards to attending surgeons improving their skills, interaction with more experienced peers and feedback during and after a procedure can be beneficial. Simulation is increasingly being utilized as an education tool outside of the OR. Training in plastic surgery is poised to exploit simulation in multiple technical areas. There is potential to utilize these simulation environments to collect real-time data, such as motion, visual focus, and pressure. How to incorporate technical skill evaluation results in ways that are most beneficial for learning should be the focus of future research and curriculum development. Finally, simulation could be better utilized as a mechanism for both self and peer evaluation and assessment for continuing education and quality improvement. Professional development for faculty and surgery trainees on how to engage with simulation for teaching and learning and how to translate these experiences into improving patient care will be required.     The Next Generation Space Telescope (NGST) is part of the Origins program and is the key mission to discover the origins of galaxies in the Universe. It is essential that scientific requirements be translated into technical specifications at the beginning of the program and that there is technical participation by astronomers in the design and modeling of the observatory. During the active time period of this grant, the PI participated in the NGST program at GSFC by participating in the development of the Design Reference Mission, the development of the full end-to-end model of the observatory, the design trade-off based on the modeling, the Science Instrument Module definition and modeling, the study of proto-mission and test-bed development, and by participating in meetings including quarterly reviews and support of the NGST SWG. This work was documented in a series of NGST Monographs that are available on the NGST web site.

(2) Accounting and Control Technologies - (a) Microcalorimetry - Now operating 256-pixel array at LANL. We are in the process of tuning detector parameters to improve and optimize performance. Preliminary measurements show approximate number of live pixels is similar to that observed previously at NIST. Continuing to study contribution to systematic error from uncertainties in tabulated gamma-ray energies. (b) Electrochemical Sensor - Testing of sensors fashioned from different precursor materials continued. SEM analysis of all used sensors has been or will be performed. (c) Lead Slowing Down Spectrometer - Ongoing perturbation calculations are providing information on the fundamental systematic error limits of LSDS. In order to achieve separating the contribution of Pu and 235U to the signal, there will need to be tight controls on systematic errors. Continuing to look into a He4 detector. Research into local construction of a He4 detector continued. We have started to apply the algorithm to test the LSDS using experimental data from previous RPI measurements. PNNL also developed a plan to address the lack of statistics in the MCNP modeling of the NGSI 64 assemblies. The ISU graduate student built and tested a fission chamber to gain experience with them. (d) Fast Neutron Imaging to Quantify Nuclear Materials - The imaging detector design was modified for each pixel to have an 8 x 8 pixel array. In order to secure investor confidence and successfully accelerate the marketability of carbon capture technologies, it is critical that risk management decision tools be developed in parallel with numerical simulation capabilities and uncertainty quantification efforts. Specific topics for discussion included the technical viability and development needs associated with the waste forms and/or disposal facilities. The expected end result of the session was an in-depth (so far as the limited time would allow) discussion of key issues by the session participants. The session chairs expressed allowance for, and encouragement of, alternative points of view, as well as encouragement for discussion of any relevant topics not addressed in the paper presentations. It was not the intent of this session to recommend or advocate any one technology over another.

    Both UV stabilized poly (ethylene terephthalate) (PET) polyvinylidiene fluoride films were produced, characterized, and tested to establish a data base of predicting life cycles and upgrading the cost/performance ratio of heliostat enclosures. Laminated aluminized PET, protected and unprotected by a thin layer of resin was studied as suitable reflector material. Procedures and results of weathering tests are presented. Methods for bonding plastic films, specularly optimized film reflectors, and the mechanism of a weathering degradation are discussed. Data on the flammability of plastic films are included.

    The FY 2011 accomplishments in Phase I development of the Nuclear Concrete Materials Database to support the Light Water Reactor Sustainability Program are summarized. The database has been developed using the ORNL materials database infrastructure established for the Gen IV Materials Handbook to achieve cost reduction and development efficiency. In this Phase I development, the database has been successfully designed and constructed to manage documents in the Portable Document Format generated from the Structural Materials Handbook that contains nuclear concrete materials data and related information. The completion of the Phase I database has established a solid foundation for Phase II development, in which a digital database will be designed and constructed to manage nuclear concrete materials data in various digitized formats to facilitate electronic and mathematical processing for analysis, modeling, and design applications.

    The development of Ge/Si quantum dots with high spatial precision has been pursued, with the goal of developing a platform for “spintronics bandgap materials”. Quantum dots assemblies were grown by molecular beam epitaxy on carbon-templated silicon substrates. These structures were characterized by atomic force microscopy. Vertically gated structures were created on systems with up to six well-defined quantum dots with a controlled geometric arrangement, and low-temperature (mK) transport experiments were performed. These experiments showed evidence for a crossover from diamagnetic to Zeeman energy shifts in resonant tunneling of electrons through electronic states in the quantum dots.

    Thorium-232 reference materials having a matrix similar to soil and uranium-mill tailings are necessary for ensuring uniform standardization among measurements performed by remedial-action contractors. A task was undertaken by the Technical Measurements Center (TMC) to prepare some 200 pounds each of three different concentrations of Th-232 reference material by diluting a thorium ore with soil. Target values for Th-232 content were 70, 30, and 10 pCi/g. The recommended thorium-232 concentrations for the three reference materials are 71.2 +- 2.0 pCi/g, 30.5 +- 0.6 pCi/g, and 10.2 +- 0.3 pCi/g.

    The growing demand on PET methodology for a variety of applications ranging from clinical use to fundamental studies triggers research and development of PET scanners providing better spatial resolution and sensitivity. These efforts are primarily focused on the development of advanced PET detector solutions and on the developments of new scintillation materials as well. However Lu containing scintillation materials introduced in the last century such as LSO, LYSO, LuAP, LuYAP crystals still remain the best PET species in spite of the recent developments of bright, fast but relatively low density lanthanum bromide scintillators. At the same time Lu based materials have several drawbacks which are high temperature of crystallization and relatively high cost compared to alkali-halide scintillation materials. Here we describe recent results in the development of new scintillation materials for PET application.

Attention is given to the characterization of interlaminar crack growth in composites by means of the double cantilever beam specimen, the characterization of delamination resistance in toughened resin composites, the effect of impact damage and open holes on the compressive strength of tough resin/high strain fiber laminates, the effect of matrix and fiber properties on compression failure mechanisms and impact resistance, the relation of toughened neat resin properties to advanced composite mechanical properties, and constituent and composite properties' relationships in thermosetting matrices.     Current reference fusion development scenarios assume the sequential achievement of key milestones. Firstly, the qualification of the plasma physics basis in ITER, together with the qualification of materials for in-vessel components in IFMIF. Secondly, the qualification of components and processes in DEMO. However, the circumstances, within which fusion development planning is undertaken, are changing, and it is becoming reasonable to plan on the assumption that within 20 years ITER and IFMIF will have been successful and the world will be eager for clean, secure energy supplies. This motivates supplementing the reference scenario with the consideration of reduced targets for the economic performance of a first generation of fusion power plants that could be deployed as early as possible, and so reduced targets for the technical performance of early DEMOs. The implications of the reference scenario and variants for fusion materials development are considerable, and these are discussed in this paper.

    In this paper, the results of an IEA-Workshop on Strategy and Planning of Fusion Materials Research and Development (R&D), held in October 1998 in Risø Denmark are summarised and further developed. Essential performance targets for materials to be used in first wall/breeding blanket components have been defined for the major materials groups under discussion: ferritic-martensitic steels, vanadium alloys and ceramic composites of the SiC/SiC-type. R&D strategies are proposed for their further development and qualification as reactor-relevant materials. The important role of existing irradiation facilities (mainly fission reactors) for materials testing within the next decade is described, and the limits for the transfer of results from such simulation experiments to fusion-relevant conditions are addressed. The importance of a fusion-relevant high-intensity neutron source for the development of structural as well as breeding and special purpose materials is elaborated and the reasons for the selection of an accelerator-driven D-Li-neutron source - the International Fusion Materials Irradiation Facility (IFMIF) - as an appropriate test bed are explained. Finally the necessity to execute the materials programme for fusion in close international collaboration, presently promoted by the International Energy Agency, IEA is emphasised.

    Future hydrogen-fired or oxy-fuel turbines will likely experience an enormous level of thermal and mechanical loading, as turbine inlet temperatures (TIT) approach 1425-1760C (2600-3200F) with pressures of 300-625 psig, respectively. Maintaining the structural integrity of future turbine components under these extreme conditions will require (1) durable thermal barrier coatings (TBCs), (2) high temperature creep resistant metal substrates, and (3) effective cooling techniques. While advances in substrate materials have been limited for the past decades, thermal protection of turbine airfoils in future hydrogen-fired and oxy-fuel turbines will rely primarily on collective advances in the TBCs and aerothermal cooling. To support the advanced turbine technology development, the Office of Research and Development (ORD) at National Energy Technology Laboratory (NETL) has continued its collaborative research efforts with the University of Pittsburgh and West Virginia University, while working in conjunction with commercial material and coating suppliers. This paper presents the technical accomplishments that were made during FY09 in the initial areas of advanced materials, aerothermal heat transfer and non-destructive evaluation techniques for use in advanced land-based turbine applications in the Materials and Component Development for Advanced Turbine Systems project, and introduces three new technology areas high temperature overlayer coating development, diffusion barrier coating development, and oxide dispersion strengthened (ODS) alloy development that are being conducted in this effort.

The purpose of the system definition efforts was to identify and define candidate SPS concepts and to evaluate the concepts in terms of technical and cost factors. Although the system definition efforts consisted primarily of evaluation and assessment of alternative technical approaches, a reference system was also defined to facilitate economic, environmental, and societal assessments by the Department of Energy. This reference system was designed to deliver 5 GW of electrical power to the utility grid.     Lunar exploration requires scientific and engineering studies using standardized testing procedures that ultimately support flight certification of technologies and hardware. It is necessary to anticipate the range of source materials and environmental constraints that are expected on the Moon and Mars, and to evaluate in-situ resource utilization (ISRU) coupled with testing and development. Physical properties of the regolith dominate processes such as excavation and drilling, while chemical properties dominate processes such as elemental extraction. We describe here the development of standardized lunar regolith simulant (SLRS) materials that are traceable interlaboratory standards for testing and technology development. These SLRS materials must simulate the lunar regolith in terms of physical, chemical, and mineralogical properties. A comprehensive simulant development program has been outlined and is in progress. In many cases, the development of new technology presents the best hope for ensuring a substantive reduction in risk to the environment and improved worker/public safety within realistic financial constraints. Five major remediation and waste management problem areas have been identified to date within the DOE weapons complex; Contaminant Plume Containment and Remediation; Mixed Waste Characterization, Treatment, and Disposal; High-Level Waste Tank Remediation; Landfill Stabilization; and Facility Transitioning, Decommissioning, and Final Disposition. New technologies to address these problem areas are demonstrated to the point that they are proven to work and that they can be transferred to the private sector end-users. This bibliography contains information on scientific and technical reports sponsored by the Office of Environmental Management from its inception in 1989 through June 1994.     Recently, a solid-phase plant bioassay was developed to test sediment for contaminants that are potentially phytotoxic and may be bioaccumulated by plants (Folsom and Lee 1981a; Folsom, Lee, and Bates 1981). The solid-phase plant bioassay was shown to be an excellent tool for predicting whether or not contaminants (e.g., zinc and cadmium) were potentially bioaccumulated by the saltwater plant S. alterniflora. Folsom and Lee (1981a) pointed out, however, that the DTPA extraction data indicated that plant uptake from air-dried oxidized saltwater sediment would be substantially greater than from the same saltwater sediment under flooded reduced conditions. In addition, they suspected greater plant uptake once the excess salts were leached out and the sediments were dried. This technical note reports results of modifications to the original solid-phase plant bioassay to pursue this assumption.

    All aerospace systems require power management and distribution (PMAD) between the energy and power source and the loads. The PMAD subsystem can be broadly described as the conditioning and control of unregulated power from the energy source and its transmission to a power bus for distribution to the intended loads. All power and control circuits for PMAD require electrical components for switching, energy storage, voltage-to-current transformation, filtering, regulation, protection, and isolation. Advanced electrical materials and component development technology is a key technology to increasing the power density, efficiency, reliability, and operating temperature of the PMAD. The primary means to develop advanced electrical components is to develop new and/or significantly improved electronic materials for capacitors, magnetic components, and semiconductor switches and diodes. The next important step is to develop the processing techniques to fabricate electrical and electronic components that exceed the specifications of presently available state-of-the-art components. The NASA Glenn Research Center's advanced electrical materials and component development technology task is focused on the following three areas: 1) New and/or improved dielectric materials for the development of power capacitors with increased capacitance volumetric efficiency, energy density, and operating temperature; 2) New and/or improved high-frequency, high-temperature soft magnetic materials for the development of transformers and inductors with increased power density, energy density, electrical efficiency, and operating temperature; 3) Packaged high-temperature, high-power density, high-voltage, and low-loss SiC diodes and switches.

  20. CIBS Solar Cell Development Final Scientific/Technical Report

    Efforts to fabricate and study a new photovoltaic material, copper indium boron diselenide (CuInxB1-xSe2 or CIBS), were undertaken. Attempts to prepare CIBS using sputtering deposition techniques resulted in segregation of boron from the rest of elements in the material. CIBS nanocrystals were prepared from the reaction of elemental Se with CuCl, InCl3, and boric acid in solution, but the product material quickly decomposed upon heating that was required in attempts to convert the nanocrystals into a thin film. The investigation of the reasons for the lack of CIBS material stability led to new structure-property studies of closely-related photovoltaic systems as well as studies of new solar cell materials and processing methods that could enhance the development of next-generation solar technologies. A detailed compositional study of CuIn1-xAlxSe2 (CIAS, a system closely related to CIBS) revealed a non-linear correlation between crystal lattice size and the Al/(In+Al) ratios with dual-phase formation being observed. A new nanocrystal-to-thin-film processing method was developed for the preparation of CuIn1-xGaxSe2 (CIGS) thin films in which colloidal Se particles are sprayed in contact with CuIn1-xGaxS2 nanoparticles and heated in an argon atmosphere with no other Se source in the system. The process is non-vacuum and does not require toxic gases such as Se vapor or H2Se. Expertise gained from these studies was applied to new research in the preparation of thin-film pyrite FeS2, an attractive earth-abundant candidate material for next-generation photovoltaics. Three methods successfully produced pure pyrite FeS2 films: sulfurization of sputtered Fe films, chemical bath deposition, and sulfurization of Fe2O3 sol-gel precursors. The last method produced pinhole-free films that may be viable for device development. Nickel, platinum, and possibly carbon would appear to serve as good ohmic contact materials.     This paper focuses on an early stage of developing curricular materials to support students' learning of scientific inquiry. The materials being developed and tested, called Classroom FeederWatch (CFW), aimed to support science inquiry and were developed by a collaborative team of private curriculum developers and scientists (ornithologists). Inquiry dimensions were influenced at the outset by the newly released National Science Education Standards (National Research Council, Washington, DC: National Academy Press, 1996) and by prior successful experiences of ornithologists with inquiry experiences for adults. Despite hopes that CFW materials would assist middle school students to learn inquiry, evaluation findings showed little increase in students' understanding of inquiry or the ability to plan and conduct inquiry. We learned that improvements to inquiry dimensions of the curriculum required aligning activities more closely with practices that reflected the work of scientists in the discipline, integrating learning of content knowledge with learning about inquiry, and adjusting evaluation protocols to more accurately assess inquiry as represented in the Standards. Discussion highlights the influence of the Standards on development of inquiry dimensions of the materials, including the way in which initial application of the Standards to the early version of CFW materials may have restricted the engagement of both students and teachers in conducting science inquiry.

    The Material Recovery and Waste Form Development (MRWFD) Campaign under the U.S. Department of Energy (DOE) Fuel Cycle Technologies (FCT) Program is responsible for developing advanced separation and waste form technologies to support the various fuel cycle options defined in the DOE Nuclear Energy Research and Development Roadmap, Report to Congress, April 2010. The FY 2015 Accomplishments Report provides a highlight of the results of the research and development (R&D) efforts performed within the MRWFD Campaign in FY-14. Each section contains a high-level overview of the activities, results, technical point of contact, applicable references, and documents produced during the fiscal year. This report briefly outlines campaign management and integration activities, but primarily focuses on the many technical accomplishments made during FY-15. The campaign continued to utilize an engineering driven-science-based approach to maintain relevance and focus. There was increased emphasis on development of technologies that support near-term applications that are relevant to the current once-through fuel cycle.

    The 1989 workshop report entitled Workshop on Production and Uses of Simulated Lunar Materials and the Lunar Regolith Simulant Materials: Recommendations for Standardization, Production, and Usage, NASA Technical Publication identify and reinforced a need for a set of standards and requirements for the production and usage of the lunar simulant materials. As NASA need prepares to return to the moon, a set of requirements have been developed for simulant materials and methods to produce and measure those simulants have been defined. Addressed in the requirements document are: 1) a method for evaluating the quality of any simulant of a regolith, 2) the minimum Characteristics for simulants of lunar regolith, and 3) a method to produce lunar regolith simulants needed for NASA's exploration mission. A method to evaluate new and current simulants has also been rigorously defined through the mathematics of Figures of Merit (FoM), a concept new to simulant development. A single FoM is conceptually an algorithm defining a single characteristic of a simulant and provides a clear comparison of that characteristic for both the simulant and a reference material. Included as an intrinsic part of the algorithm is a minimum acceptable performance for the characteristic of interest. The algorithms for the FoM for Standard Lunar Regolith Simulants are also explicitly keyed to a recommended method to make lunar simulants.
