    2006-09-01

This Topical Issue contains works presented at the 21st Nordic Semiconductor Meeting (21NSM) held at Sundvolden, Norway, 18-19 August 2005. The institutions supporting 21NSM were: University of Oslo, SINTEF, the Norwegian Defense Research Establishment and Vestfold University College. The Nordic Semiconductor Meeting has become an international forum that has been held every other year in a relay fashion in Denmark, Finland, Iceland, Norway and Sweden. The focus of the meeting has been on original research and science being carried out on semiconductor materials, devices and systems. Reports on industrial activity have usually been featured at the meetings. The topics have ranged from fundamental research on point defects in a semiconductor to system architecture of semiconductor electronic devices. For the last five meetings the proceedings have been printed in a dedicated volume of Physica Scripta in the Topical Issue series. The papers in this Topical Issue have undergone critical peer review and we wish to thank the reviewers and the authors for their cooperation, which has been instrumental in meeting the expected high standards of the series. The range of topics covered by this volume is broad, reflecting the call for papers; most of the papers have an element of materials science and the largest portion of these deal with other semiconductor materials other than silicon. The 21NSM was supported by the following sponsors: Renewable Energy Corporation (REC), EMF III-V Innovations (EMF), and the Nordic Research Board (NordForsk). 2015-12-01

November 10, 2015, marked the 40th anniversary of the sinking of the S. S. Edmund Fitzgerald, a Great Lakes bulk cargo freighter that suddenly and mysteriously sank during a severe winter storm on Lake Superior. A year after the sinking, Canadian folksinger Gordon Lightfoot wrote and recorded the ballad "The Wreck of the Edmund Fitzgerald." The song became an international hit that made the event the most well-known and controversial shipping disaster on the Great Lakes. The purpose of this article is to commemorate the anniversary of this tragedy by bringing it to the attention of a new generation of students, namely those enrolled in our introductory physics courses. Since most of our students were not yet born when the ship sank, we first establish a historical context for them by providing detailed information about the ship's final voyage and wreckage site. (Lyrics from Lightfoot's ballad headline each of these sections.) We then focus on "rogue waves" and the principle of superposition to produce a simple simulation of the conditions that might have resulted in the giant freighter's sudden sinking.

    de Santiago, Manuel

    2014-01-01

This second approach to the doctrine and thinking of Edmund D. Pellegrino presents the basics of the author's proposal to reform medical ethics, based on the rehabilitation of beneficence principle in health care. It describes the research and interest of our bioethicist towards the concept of 'good' of the patient and his four components. Pellegrino's classic concepts of 'healing' and 'help' are also analyzed, as distinctive aspects of the new ethics structure. Ultimately, the debate about the identity of Medicine is also introduced, along with the concepts of essentialism and its social constructivism, a capital issue for the author for the future of Medicine. 18. Edmund Pellegrino's philosophy and ethics of medicine: an overview.

    PubMed

    Sulmasy, Daniel P

    2014-06-01

It might seem ironic that the author in this mini-symposium who knew Edmund Pellegrino the best should be the one whose essay is the least personal, eschewing anecdote and reminiscence and concentrating on the substance of his scholarly contribution. I think, however, that for Ed, an exposition of his ideas would be the most fitting tribute one could offer. Accordingly, I will attempt to outline his main ideas and bring together his disparate writings in a constructive manner. I do this firstly because there really is no other such brief exposition of his main ideas anywhere in the bioethics literature. Moreover, Pellegrino himself made no attempt to provide an explicit synthesis of his various writings on various topics, and so I will attempt to make explicit a number of implicit connections.Lastly, inasmuch as bioethics has developed dramatically as a field over the last 40 years, there may be young scholars who are unfamiliar with Pellegrino’s truly seminal work. A brief overview of his body of scholarship might spur them togo to the primary sources. If I succeed in interesting such persons in reading the work of Edmund Pellegrino, or inspire others to look again at that work with fresh eyes, I believe they will be richly rewarded. PMID:25109090

  20. Normal development and experimental embryology: Edmund Beecher Wilson and Amphioxus.

    PubMed

    Lowe, James W E

    2016-06-01

This paper concerns the concept of normal development, and how it is enacted in experimental procedures. To that end, I use an historical case study to assess the three ways in which normal development is and has been produced, used, and interpreted in the practice of experimental biology. I argue that each of these approaches involves different processes of abstraction, which manage biological variation differently. I then document the way in which Edmund Beecher Wilson, a key contributor to late-nineteenth century experimental embryology, approached the study of normal development and show that his work does not fit any of the three established categories in the taxonomy. On the basis of this new case study, I present a new interpretation of normal development as a methodological norm which operates as a technical condition in various experimental systems. I close by suggesting the questions, and ways of investigating developmental biology, that are opened up by this perspective. PMID:27054569

    2007-07-01

The first ever symposium dedicated solely to drug delivery to the nail following topical application was held on the 2nd April 2007, in London, UK, organised by Dr Clive Roper (Charles River Laboratories, Scotland) and Dr Sudaxshina Murdan (School of Pharmacy, University of London, UK), under the auspices of Skin Forum. The 1-day meeting was attended by approximately 35 delegates from industry, academia and hospitals, and provided a much-needed forum for the presentation and discussion of research and problems in this emerging field. Topical drug delivery is especially suitable for onychomycosis (fungal infections of the nail plate and/or nail bed) and nail psoriasis, which affect 2 - 13 and 1 - 3% of the general population, respectively, and make up the bulk of nail disorders. Topical therapy would avoid the adverse events and drug interactions of systemic antifungal agents and the pain of injection when antipsoriatic agents are injected into affected nail folds. However, successful topical therapy is extremely challenging due to the very low permeability of the nail plate. Five speakers spoke about various aspects of topical drug delivery to the nail, including review of the nail plate structure, function, diseases, their existing therapies (systemic and topical), limitations and global sales. The need for effective topical drug delivery to the nail to overcome the problems associated with present treatment, and the fact that there are few topical formulations available for the treatment of nail fungal infections and psoriasis, and the even fewer effective formulations, was highlighted. Students in science, particularly in physics, face a fascinating and challenging future. Scientists have proposed very interesting theories, which describe the microscopic and macroscopic world fairly well, trying to match the quantum regime with cosmological scales. Between the extremes of this scenario, biological phenomena in all their complexity take place, challenging the laws we observe in the atomic and sub-atomic world. More and more accurate and complex experiments have been devised and these are now going to test the paradigms of physics. Notable experiments include: the Large Hadronic Collider (LHC), which is going to shed light on the physics of the Standard Model of Particles and its extensions; the Planck-Herschel satellites, which target a very precise measurement of the properties of our Universe; and the Free Electron Lasers facilities, which produce high-brilliance, ultrafast X-ray pulses, allowing the investigation of the fundamental processes of solid state physics, chemistry, and biology. These projects are the result of huge collaborations spread across the world, involving scientists belonging to different and complementary research fields: physicists, chemists, biologists and others, keen to make the best of these extraordinary laboratories. Even though each branch of science is experiencing a process of growing specialization, it is very important to keep an eye on the global picture, remaining aware of the deep interconnections between inherent fields. This is even more crucial for students who are beginning their research careers. These considerations motivated PhD students and young post-docs connected to the Roman scientific research area to organize a conference, to establish the background and the network for interactions and collaborations. This resulted in the 1st and 2nd Young Researchers Meetings in Rome (http://ryrm.roma2.infn.it), one day conferences aimed primarily at graduate students and post-docs, working in physics in Italy

'Retrospective views on our planet's future' - This was the theme of a tandem of meetings held by Past Global Changes (PAGES; http://www.pages-igbp.org), a project of the International Geosphere-Biosphere Programme (IGBP). It reflects the philosophy of PAGES and its community of scientists that the past holds the key to better projections of the future. Climatic and environmental evidence from the past can be used to sharpen future projections of global change, thereby informing political and societal decisions on mitigation and adaptation. Young scientists are critical to the future of this endeavour, which we call 'paleoscience'. Their scientific knowledge, interdisciplinarity, international collaboration, and leadership skills will be required if this field is to continue to thrive. Meanwhile, it is also important to remember that science develops not only by applying new strategies and new tools to make new observations, but also by building upon existing knowledge. Modern research in paleoscience began around fifty years ago, and one could say that the third generation of researchers is now emerging. It is a wise investment to ensure that existing skills and knowledge are transferred to this generation. This will enable them to lead the science towards new accomplishments, and to make important contributions towards the wider field of global change science. Motivated by such considerations, PAGES organized its first Young Scientists Meeting (YSM), held in Corvallis (Oregon, USA) in July 2009 (http://www.pages-osm.org/ysm/index.html). The meeting took place immediately before the much larger 3rd PAGES Open Science Meeting (OSM; http://www.pages-osm.org/osm/index.html). Recent years have witnessed a growing number of people practising sports both at professional and amateur level. This trend led to a progressive rise in the incidence and prevalence of acute and chronic hip damage. The treatment of hip disease in subjects practising sports is a major challenge for the orthopaedic surgeon. The evaluation of patients, in particular those of young age with high functional demands, is inevitably complex and should be performed with a multidisciplinary approach; from a surgical point of view, it is essential to carefully assess whether the indication is towards conservative surgery or hip replacement surgery. The advent of arthroscopic surgery in recent years has allowed us to improve our knowledge of hip joint diseases, such as femoroacetabular impingement that is typical of sports and overuse activity. A correct and early diagnosis of the disease can direct the patient promptly to a conservative surgical treatment that could reduce the progression of degenerative pathology. However, when the joint is permanently damaged, the only reliable solution remains prosthetic surgery, leading to a series of issues that the orthopaedic surgeon should be able to master, leading to a thoughtful decision on, for example, which implant to use, which biomaterials, which surgical approach or which sport to practise after surgery. This supplement contains selected contributions stemming from the work performed by internationally recognised experts in the field and presented during the 1st European Hip Sport Meeting held in Bologna on May 19th, 20th, 2016 that we had the honour to co-chair. We hope that these contributions will help the orthopaedic surgeon, the sports physician and physiotherapist in their day-to-day practice, and will help in fulfilling our ultimate aim to improve the knowledge of the hip pathology related to sports and overuse activities. Translating perceived market value for pharmaceutical products into a willingness to pay remains the key factor in ensuring market access and return on investment. How price is managed in the context of new market entrants or new approval settings can create complex challenges, and further complexity is added through diverse global reimbursement structures and the myriad of stakeholders involved at every step of value identification. SMi's 21st Annual Meeting on European Pricing and Reimbursement presented a program focused on the measures being taken by European healthcare systems as they seek to facilitate access to the latest treatments while delivering value for payers and patients. Supporting patient access to life-changing medicines is a challenge, and funders are responding in many different ways; however, while the pharma industry continues to focus its efforts on high cost drugs that treat diseases of the few, the disconnect will be not be resolved. The speakers and delegates at the annual meeting believe success is possible by focusing on value for patients, driven by provider experience, scale and learning. Instead of simply lowering costs, companies, providers and payers can more adequately contribute to the goals of funders as well as the treatment needs of patients. PMID:26583303

Melanie Klein invited us into the phenomenology of the schizoid dilemma through her depictions of the paranoid-schizoid position. By inserting his recursive arrows, Bion extended this conceptualization, showing us the folly of believing that we can ever entirely move beyond the frightening fantasies and realities of social exclusion and isolation. The 21st century has brought, along with the explosion of technology, an expulsion from the social order of many children who have found refuge from isolation and humiliation in the more accessible and less terrifying world of media and technological invention. What may look like narcissism can mask a terrible underlying schizoid failure to enter into the human race. This is the realm of fantasy run amok, where desire becomes alien and alienated such that one is haunted and hunted down by its very possibility. In this universe, conceptualizations from Klein, Bion, and Lacan help us to locate the individual who has become caught in a massive psychic retreat such that there is no subject because there are no objects. To illustrate, I describe my work with a young man who is living in a terrible "zombie zone" where people are not real and therefore are incomprehensible and terribly dangerous. The poignancy of his dilemma is heartbreaking. Perhaps that is one lesson we can still take from our old fairy tales: when one's heart can be broken by another's plight, then comes the possibility of a healing, an entry through that piercing of what had been impenetrable. 2011-01-01

The National Academies are working with several other groups to develop new National Science Education Standards, with the intention that they will be adopted by all states. It is critical that the science education community uses these new standards when planning teacher professional development and understands the potential implementation challenges. As a first step in developing these new standards, the National Research Council (NRC) recently published a draft Framework for Science Education. This framework describes the major scientific ideas and practices that all students should be familiar with by the end of high school. Following recommendations from the NRC Report "Taking Science to School” (NRC, 2007), it emphasizes the importance of integrating science practices with the learning of science content. These same recommendations influenced the recently revised New Jersey Science Education Standards. Thus, the revised New Jersey standards can be valuable as a case study for curriculum developers and professional development providers. While collaborating with the New Jersey Department of Education on the development of these revised science standards, we identified two critical needs for successful implementation. First, we found that many currently used science activities must be adapted to meet the revised standards and that new activities must be developed. Second, teacher professional development is needed to model the integration of science practices with the learning of science content. With support from the National Space Grant Foundation we developed a week-long Astronomy Institute, which was presented in the summers of 2009 and 2010. We will briefly describe our professional development model and how it helped teachers to bridge the gap between the standards and their current classroom practice. We will provide examples of astronomy activities that were either adapted or developed to meet the new standards. Finally, we will briefly discuss the

Finite amount of fossil fuel, global warming, increasing demand of energies in emerging countries tend to promote new sources of energies to meet the needs of the coming centuries. Despite their attractiveness, renewable energies will not be sufficient both because of intermittency but also because of the pressure they would put on conventional materials. Thus nuclear energy with both fission and fusion reactors remain the main potential source of clean energy for the coming centuries. France has made a strong commitment to fusion reactor through ITER program. But following and sharing Euratom vision on fusion, France supports the academic program on Inertial Fusion Confinement with direct drive and especially the shock ignition scheme which is heavily studied among the French academic community. LMJ a defense facility for nuclear deterrence is also open to academic community along with a unique PW class laser PETAL. Research on fusion at LMJ-PETAL is one of the designated topics for experiments on the facility. Pairing with other smaller European facilities such as Orion, PALS or LULI2000, LMJ-PETAL will bring new and exciting results and contribution in fusion science in the coming years.

Much has been accomplished internationally in the past decade to harmonise the much of the process of post-marketing drug risk detection. However, formidable challenges exist in harmonising analytical approaches to such data and in leveraging international database resources to improve the quality of such data. In addition, international challenges continue in the arena of drug risk management once a specific risk has been detected. Especially problematic are the questions of appropriate methodology and metrics to assess the public health impact of our risk management techniques. Finally, international challenges remain in the world of drug risk communication to practitioners, dispensers, and patients. The primary challenge confronting us is that of providing easily accessible, understandable, unbiased information on drug risk to these communities so that truly informed decisions about medicines can be made at the individual patient level. Only by meeting internationally these challenges in drug risk detection, management, and communication can our citizens know how to best use these wonderful pharmacological gifts to which we now have access. Survival rates after allogeneic hematopoietic cell transplantation (HCT) for Fanconi anemia (FA) have increased dramatically since 2000. However, the use of autologous stem cell gene therapy, whereby the patient's own blood stem cells are modified to express the wild-type gene product, could potentially avoid the early and late complications of allogeneic HCT. Over the last decades, gene therapy has experienced a high degree of optimism interrupted by periods of diminished expectation. Optimism stems from recent examples of successful gene correction in several congenital immunodeficiencies, whereas diminished expectations come from the realization that gene therapy will not be free of side effects. The goal of the 1st International Fanconi Anemia Gene Therapy Working Group Meeting was to determine the optimal strategy for moving stem cell gene therapy into clinical trials for individuals with FA. To this end, key investigators examined vector design, transduction method, criteria for large-scale clinical-grade vector manufacture, hematopoietic cell preparation, and eligibility criteria for FA patients most likely to benefit. The report summarizes the roadmap for the development of gene therapy for FA. PMID:21540837

This research reveals that John Milton employed an allusion to the aurora borealis in the epic poem Paradise Lost which has not been recognised in more than three centuries of scholarly analysis. It further disproves the long-held belief, made popular by the astronomer Edmund Halley, that no notable aurora was visible in England in the seventeenth century. A study of the personal Latin diary of the Elizabethan historian William Camden shows that the famous aurora of 1621 was visible in England. While Pierre Gassendi has been credited with creation of the term 'aurora borealis' based on his report of the 1621 aurora, this study reaffirms a neglected analysis from 1986 that established the term originated with Galileo in 1619.

Ongoing NASA-funded and privately funded studies continue to indicate that an opportunity exists for a second generation supersonic commercial airliner, or High-Speed Civil Transport (HSCT), to become a key part of the 21st century international air transportation system. Long distance air travel is projected to increase at about 5 percent per annum over the next two decades. This projection suggests that by the year 2015, more than 600,000 passengers per day will be traveling long distances, predominantly over water. These routes would be among the most desirable for an HSCT as part of the international air transportation system. Beyond the year 2000, this portion of the air transportation market is projected to be the fastest growing segment.

Infection with dengue virus is a major public health problem in the Asia-Pacific region and throughout tropical and sub-tropical regions of the world. Vaccination represents a major opportunity to control dengue and several candidate vaccines are in development. Experts in dengue and in vaccine introduction gathered for a two day meeting during which they examined the challenges inherent to the introduction of a dengue vaccine into the national immunisation programmes of countries of the Asia-Pacific. The aim was to develop a series of recommendations to reduce the delay between vaccine licensure and vaccine introduction. Major recommendations arising from the meeting included: ascertaining and publicising the full burden and cost of dengue; changing the perception of dengue in non-endemic countries to help generate global support for dengue vaccination; ensuring high quality active surveillance systems and diagnostics; and identifying sustainable sources of funding, both to support vaccine introduction and to maintain the vaccination programme. The attendees at the meeting were in agreement that with the introduction of an effective vaccine, dengue is a disease that could be controlled, and that in order to ensure a vaccine is introduced as rapidly as possible, there is a need to start preparing now. A growing workforce of behavior analysts provides services to individuals with autism and intellectual disabilities as legislative initiatives have spurred a growth of funding options to support these services. Though many opportunities currently exist for serving individuals with autism, the growing demand for these services may wane or, at some point, the growth in service providers will meet that demand. Other consumer groups could benefit from behavior analytic services, but typically have limited access to qualified providers. Individuals with dementia and traumatic brain injury are used as example consumer groups to illustrate the necessary tasks for a behavior analyst to expand their scope of practice to a new population. This paper provides strategies for developing competence and creating employment opportunities with new consumer groups. PMID:23326626

  20. The old care paradigm is dead, long live the new sustainable care paradigm: how can GP commissioning consortia meet the demand challenges of 21st century healthcare?

    PubMed

    Mackenzie, James

    2011-07-01

There are many challenges facing the health system in the 21st century - the majority of which are related to managing demand for health services. To meet these challenges emerging GP commissioning consortia will need to take a new approach to commissioning health services - an approach that moves beyond the current acute-centred curative paradigm of care to a new sustainable paradigm of care that focuses on primary care, integrated services and upstream prevention to manage demand. A key part of this shift is the recognition that the health system does not operate in a vacuum and that strategic commissioning decisions must take account of wider determinants of health and well-being, and operate within the finite limits of the planet's natural resources. The sustainable development principle of balancing financial, social and environmental considerations is crucial in managing demand for health services and ensuring that the health system is resilient to risks of resource uncertainty and a changing climate. Building sustainability into the governance and contracting processes of GP commissioning consortia will help deliver efficiency savings, impact on system productivity, manage system risk and help manage demand through the health co-benefits of taking a whole systems approach to commissioning decisions. Commissioning services from providers committed to corporate social responsibility and sustainable business practices allows us to move beyond a health system that cures people reactively to one in which the health of individuals and populations is managed proactively through prevention and education. The opportunity to build sustainability principles into the culture of GP commissioning consortia upfront should be seized now to ensure the new model of commissioning endures and is fit for the future. 2016-01-01

Following previous metronomic meetings in Marseille (2011), Milano (2014), and Mumbai (2016), the first Latin American metronomic meeting was held in the School of Medical Sciences, National University of Rosario, Rosario, Argentina on 27 and 28 of May, 2016. For the first time, clinicians and researchers with experience in the field of metronomics, coming from different countries in Latin America, had the opportunity of presenting and discussing their work. The talks were organised in three main sessions related to experience in the pre-clinical, and clinical (paediatric and adult) areas. The different presentations demonstrated that the fields of metronomic chemotherapy and repurposing drugs in oncology, known as metronomics, constitute a branch of cancer therapy in permanent evolution, which have strong groups working in Latin America, both in the preclinical and the clinical settings including large, adequately designed randomised studies. It was shown that metronomics offers treatments, which, whether they are combined or not with the standard therapeutic approaches, are not only effective but also minimally toxic, with the consequent improvement of the patient’s quality of life, and inexpensive, a feature very important in low resource clinical settings. The potential use of metronomic chemotherapy was proposed as a cost/effective treatment in low-/middle-income countries, for adjuvant therapy in selected tumours. The fundamental role of the governmental agencies and non-governmental alliances, as the Metronomic Global Health Initiative, in supporting this research with public interest was underlined. 2006-07-01

OMS'05 is the first international conference wholly dedicated to optical microsystems. It was organized by the European Optical Society (EOS) in the frame of its international topical meeting activity and was held in Italy, September 2005, amidst the wonderful scenery of the Island of Capri. A possible definition of an optical microsystem is a complex system, able to perform one or more sensing and actuation functions, where optical devices are integrated in a smart way with electronic, mechanical and sensing components by taking advantage of the progress in micro- and nano-technologies. The increasing interest in this field arises from the expected applications that would significantly improve the quality of life. The list of possibilities offered by the optical microsystem enabling technologies is very long and seems to increase day by day. We are not only thinking about the next generation of optical telecommunication networks and computers, but also about low-cost, compact microsystems for environmental monitoring, in order to improve safety in the avionic and automotive fields, medical diagnostics and proteomic/genomic studies, or just finding general applications in several industrial fields. The goal of the conference was to involve scientists and young researchers from the main public and private laboratories, giving them the opportunity to present new scientific results and compare their know-how in the exciting and emerging field of optical microsystems. We believe that we succeeded in this. More than 200 scientists from all over the world attended the conference. We had more than 100 oral presentations and approximately 20 from the keynote lectures and invited speeches. It was an opportunity to define the most recent progress carried out in the field and to outline the possible road-map leading to the expected results in the industrial and social fields. We strongly believe that research and technology are closely interconnected at present and cannot

    2013-05-01

Many countries have made significant investments in nuclear medicine (NM) technology with the acquisition of modern equipment and establishment of facilities, however, often appropriate training is not considered as part of these investments. Training for NM professionals is continually evolving, with a need to meet changing requirements in the workforce. Even places where established higher education courses are available, these do not necessarily cater to the practical component of training and the ever-changing technology that is central to medical imaging. The continuing advances in NM technology and growth of applications in quantitative clinical assessment place increases the pressure on technologists to learn and practice new techniques. Not only is training to understand new concepts limited but often there is inadequate training in the basics of NM and this can be a major constraint to the effective use of the evolving technology. Developing appropriate training programs for the broader international NM community is one of the goals of the International Atomic Energy Agency (IAEA). A particularly successful and relevant development has been the program on 'distance assisted training (DAT) for NM professionals'. The development of DAT was initiated in the 1990s through Australian Government funding, administered under auspices of the IAEA through its Regional Cooperative Agreement, involving most countries in Asia that are Member States of the IAEA. The project has resulted in the development of a set of training modules which are designed for use under direct supervision in the workplace, delivered through means of distance-learning. The program has undergone several revisions and peer reviews with the current version providing a comprehensive training package that is now available online. DAT has been utilized widely in Asia or the Pacific region, Latin America, and parts of Africa and Europe. Currently there are approximately 1000 registered participants

The population of St Lucia was 123,000 in 1986, with an annual growth rate of 2%. The infant mortality rate stands at 22.2/1000 live births, and life expectancy is 70.3 years for males and 74.9 years for females. The literacy rate is 78%. St Lucia's labor force is allocated as follows: agriculture, 36.6%; industry and commerce, 20.1%; and services, 18.1%. The gross national product (GNP) was US$146 million in 1985, with an annual growth rate of 3% and a per capita GNP of $1071. St Lucia is a parliamentary democracy modeled on the British Westminster system. The island is divided into 16 parishes and 1 urban area (the capital, Castries). St Lucia is currently a politically stable country, although the high level of youth unemployment is a cause for concern. Ongoing stability may depend on the government's ability to provide services such as jobs and housing. The economy has evolved from a monocrop sugar plantation type to a diversified economy based on agriculture, industry, and tourism. Agriculture, dominated by the banana industry, is characterized by the participation of a large number of small and medium-sized enterprises. Industry is being encouraged through the provision of incentives such as tax rebates. The government is attempting to maintain a sound investment climate through a tripartite dialogue with the private sector and trade unions. Overall economic policy is predicated on the attraction of sound investments, by both local and foreign entities, to accelerate the rate of economic growth, solve the unemployment problem, and generate a solid balance-of-payments position. The National Research Council (NRC) of the National Academies of Science recently published a report of its vision of toxicity testing in the 21st century. The report proposes that the current toxicity testing paradigm that depends upon whole-animal tests be replaced with a strategy based upon in vitro tests, in silico models and evaluations of toxicity at the human population level. These goals are intended to set in motion changes that will transform risk assessment into a process in which adverse effects on public health are predicted by quantitative structure-activity relationship (QSAR) models and data from suites of high-throughput in vitro tests. The potential roles for whole-animal testing in this futuristic vision are both various and undefined. A symposium was convened at the annual meeting of the Neurobehavioral Teratology Society in Rio Grande, Puerto Rico in June, 2009 to discuss the potential challenges and opportunities for behavioral scientists in developing and/or altering this strategy toward the ultimate goal of protecting public health from hazardous chemicals. R. Kavlock described the NRC vision, introduced the concept of the 'toxicity pathway' (a central guiding principle of the NRC vision), and described the current status of an initial implementation this approach with the EPA's ToxCast(R) program. K. Crofton described a pathway based upon disruption of thyroid hormone metabolism during development, including agents, targets, and outcomes linked by this mode of action. P. Bushnell proposed a pathway linking the neural targets and cellular to behavioral effects of acute exposure to organic solvents, whose predictive power is limited by our incomplete understanding of the complex CNS circuitry that mediates the behavioral responses to solvents. B. Weiss cautioned the audience regarding a pathway approach to toxicity testing, using the example of the developmental toxicity of phthalates, whose effects on mammalian sexual differentiation would

  11. Plans for Testing the NREL Unsteady Aerodynamics Experiment 10m Diameter HAWT in the NASA Ames Wind Tunnel: Minutes, Conclusions, and Revised Text Matrix from the 1st Science Panel Meeting

    SciTech Connect

    Simms, D.; Schreck, S.; Hand, M.; Fingersh, L.; Cotrell, J.; Pierce, K.; Robinson, M.

    2000-08-28

Currently, the NREL Unsteady Aerodynamics Experiment (UAE) research turbine is scheduled to enter the NASA Ames 80-ft x 120-ft wind tunnel in early 2000. To prepare for this 3-week test, a Science Panel meeting was convened at the National Wind Technology Center (NWTC) in October 1998. During this meeting, the Science Panel and representatives from the wind energy community provided numerous detailed recommendations regarding test activities and priorities. The Unsteady Aerodynamics team of the NWTC condensed this guidance and drafted a detailed test plan. This test plan represents an attempt to balance diverse recommendations received from the Science Panel meeting, while taking into account multiple constraints imposed by the UAE research turbine, the NASA Ames 80-ft x 120-ft wind tunnel, and other sources. The NREL-NASA Ames wind tunnel tests will primarily be focused on obtaining rotating blade pressure data. NREL has been making these types of measurements since 1987 and has considerable experience in doing so. The purpose of this wind tunnel test is to acquire accurate quantitative aerodynamic and structural measurements, on a wind turbine that is geometrically and dynamically representative of full-scale machines, in an environment free from pronounced inflow anomalies. These data will be exploited to develop and validate enhanced engineering models for designing and analyzing advanced wind energy machines.

    1994-01-01

This is a spaceborne radar image of the area surrounding St. Louis, Missouri, where the Mississippi and Missouri Rivers come together. The city of St. Louis is the bright gold area within a bend in the Mississippi River at the lower center of the image. The rivers show up as dark blue sinuous lines. Urbanized areas appear bright gold and forested areas are shown as a brownish color. Several bridges can be seen spanning the river near downtown St. Louis. The Missouri River flows east, from left to right, across the center of the image, and meets the Mississippi River, which flows from top to bottom of the image. A small stretch of the Illinois River is shown at the top of the image where it merges with the Mississippi. The Mississippi forms the state boundary between Illinois (to the right) and Missouri (to the left). Flat farmland areas within the river floodplains appear blue on the image. The major roadways that pass through the area can be seen radiating out from, and encircling, the city of St. Louis. These highways, the rivers and the bridges help maintain St. Louis' reputation as the 'Gateway to the West.

In June 2007, representatives from federal, state, and academic institutions met to discuss the role of innovative science, technology, and policy in meeting future energy and water demands in the Snake-Columbia River Basin. Conference members assessed the state-of-the-science, technology, and associated research to develop cost-effective and environmentally sound methodologies and technologies to maximize the production of energy and availability of water and to minimize the consumption of both water and energy in the Snake-Columbia River system. Information on all phases of science and technology development, theoretical analysis, laboratory experiments, pilot tests, and field applications were relevant topics for discussion. An overview of current management needs was presented the first day. On the second day, five focus groups were created: ? Energy Generation and Use ? Water Allocation and Use ? Energy/Water Storage ? Environmental Considerations ? Social, Economic, Political, and Regulatory Considerations. Each group started with a list of status items and trends, and discussed the future challenges and research needed to reach four goals: ? Balance energy production and resource consumption ? Balance water availability and competing needs ? Balance water consumption/energy production and competing needs ? Balance environmental impacts and water use/energy production ? Balance costs and benefits of water use. The resulting initiatives were further broken down into three categories of importance: critical, important, and nice to do but could be delayed. Each initiative was assigned a number of dots to show a more refined ranking. The results of each focus group are given in the pages that follow. These results are intended to help local and regional researchers 1. Develop a technical strategy for developing cost-effective science and technology to predict, measure, monitor, purify, conserve, and store water and to maximize power generation, storage, and

    PubMed

Fan, Shuqiong; Miao, Fen; Ma, Ruiqing; Li, Ye; Huang, Xuhui

    2015-08-01

Abnormal ST segment is an important parameter for the diagnosis of myocardial ischemia and other heart diseases. As most abnormal ST segments sustain for only a few seconds, it is impractical for the doctors to detect and classify abnormal ones manually on time. Even though many ST segment classification algorithms are proposed to meet the rising demand of automatic myocardial ischemia diagnosis, they are often with lower recognition rate. The aim of this study is to detect abnormal ST segments precisely and classify them into more categories, and thus provide more detailed category information to help the clinicians make decisions. This study sums up ten common abnormal ST segments according to the clinical ECG records and proposes a morphological classification algorithm of ST segment based on multi-features. This algorithm consists of two parts: Feature points extraction and ST segment classification. In the first part, R wave is detected by using the 2B-spline wavelet transform, and mode-filtering method and morphological characteristics are used for other feature points extraction. In the ST segment classification process, ST segment level, variance, slope value, number of convex/concave points and other feature parameters are employed to classify the ST segment. This algorithm can classify abnormal ST segments into ten categories above. We evaluated the performance of the proposed algorithm based on ECG data in the European ST-T database. The global recognition rate of 92.7% and the best accuracy of 97% demonstrated the effectiveness of the proposed solution. PMID:26737618

The ethnic make up is almost all black African with some British, Portuguese, and Lebanese. The religions are primarily Anglican, with evangelical Protestant and Catholic minorities. Infant mortality stands at 41/1000. The government is a constitutional monarchy with a Westminster type parliament. There is a governor, a prime minister, a cabinet, an 11 -member appointed upper house and a 11- member elected house of representatives. The gross national product is $83 million and the annual growth rate is 4.6%. There are no natural resources, and agricultural products include sugarcane, cotton, peanuts, and vegetables. Industry is made up of manufacturing 12.9%, transport and communications 13%, construction 9.1% and hotels and restaurants 4.5%. The Federation of St. Kitts and Nevis became independent in 1983. The government diversified the agriculture by planting other crops than sugar, producing gelled ethanol, and developing a cane spirits liquor. Tourism has grown the most and in 1987 passed sugar as the main source of income. International aid will assist in finishing a road that will open the southeast area of St. Kitts for construction of hotels, where some of the best beaches are located. PMID:12178070

    2002-01-01

The catastrophic eruption of Mt. St. Helens 20 years ago today (on May 18, 1980), ranks among the most important natural events of the twentieth century in the United States. Because Mt. St. Helens is in a remote area of the Cascades Mountains, only a few people were killed by the eruption, but property damage and destruction totaled in the billions of dollars. Mount St. Helens is an example of a composite or stratovolcano. These are explosive volcanoes that are generally steep-sided, symmetrical cones built up by the accumulation of debris from previous eruptions and consist of alternating layers of lava flows, volcanic ash and cinder. Some of the most photographed mountains in the world are stratovolcanoes, including Mount Fuji in Japan, Mount Cotopaxi in Ecuador, Mount Hood in Oregon, and Mount Rainier in Washington. The recently erupting Mount Usu on the island of Hokkaido in Japan is also a stratovolcano. Stratovolcanoes are characterized by having plumbing systems that move magma from a chamber deep within the Earth's crust to vents at the surface. The height of Mt. St. Helens was reduced from about 2950 m (9677 ft) to about 2550 m (8364 ft) as a result of the explosive eruption on the morning of May 18. The eruption sent a column of dust and ash upwards more than 25 km into the atmosphere, and shock waves from the blast knocked down almost every tree within 10 km of the central crater. Massive avalanches and mudflows, generated by the near-instantaneous melting of deep snowpacks on the flanks of the mountain, devastated an area more than 20 km to the north and east of the former summit, and rivers choked with all sorts of debris were flooded more than 100 km away. The area of almost total destruction was about 600 sq. km. Ash from the eruption cloud was rapidly blown to the northeast and east producing lightning which started many small forest fires. An erie darkness caused by the cloud enveloped the landscape more than 200 km from the blast area, and ash
