    Funding used to support a portion of the Nuclear Engineering Educational Activities. Upgrade of teaching labs, student support to attend professional conferences, salary support for graduate students. The US Department of Energy (DOE) has funded Purdue University School of Nuclear Engineering during the period of five academic years covered in this report starting in the academic year 1996-97 and ending in the academic year 2000-2001. The total amount of funding for the grant received from DOE is $416K. In the 1990's, Nuclear Engineering Education in the US experienced a significant slow down. Student enrollment, research support, number of degrees at all levels (BS, MS, and PhD), number of accredited programs, University Research and Training Reactors, all went through a decline to alarmingly low levels. Several departments closed down, while some were amalgamated with other academic units (Mechanical Engineering, Chemical Engineering, etc). The School of Nuclear Engineering at Purdue University faced a major challenge when in the mid 90's our total undergraduate enrollment for the Sophomore, Junior and Senior Years dropped in the low 30's. The DOE Matching Grant program greatly strengthened Purdue's commitment to the Nuclear Engineering discipline and has helped to dramatically improve our undergraduate and graduate enrollment, attract new faculty and raise the School of Nuclear Engineering status within the University and in the National scene (our undergraduate enrollment has actually tripled and stands at an all time high of over 90 students; total enrollment currently exceeds 110 students). In this final technical report we outline and summarize how the grant was expended at Purdue University.

    The Department of Energy (DOE) last week took what it hopes will amount to a giant step toward solving its massive nuclear waste cleanup problem by funding the first round of 139 grants for basic research at universities and DOE labs. The $47 million Environmental management Science program, created last year by Congress, has been embraced by DOE as a fresh approach to a mind-boggling problem-the billions of liters of chemicals, radioactive waste, tainted water, and polluted soils, and hectares of contaminated buildings left by 50 years of weapons research at DOE sites. DOE officials hope that these grants are only the first installment in a long-term effort to tap the best scientific minds to solve real-world environmental problems.

    The Department of Energy/Industry Matching Grant was used to help improve nuclear engineering and science education at the University of Missouri-Rolla. The funds helped in the areas of recruitment and retention. Funds allowed the department to give scholarships to over 100 students (names included). Funds were also used for equipment upgrade and research, including two computers with peripherals, two NaI detectors, and a thermoluminescent dosimeter.

    The Mississippi DOE EPSCoR planning grant committee identified three focus areas for a proposal submitted on January 25, 1995, to the US DOE: Human Resource Development, Environmental Synergisms from Fuel Mixtures of Tire Particles and Low Rank Coals, and Energy Efficient Heat Transfer Equipment and Materials. In the human resources are, efforts were undertaken to identify and develop linkages with educational institutions, national laboratories, and industries and to identify strategies for attracting and involving students in areas leading to technical careers. The fuel mixtures project was directed toward developing ways to combine scrap tire particles and lignite coal into a blended fuel that could be used in electric power generation. In the energy efficient heat transfer area, analytical and experimental investigations were planned to increase the efficiency of heat exchangers and insulating materials.

    DOE grant DE-SC0005904 was allocated to fund the faculty development, curriculum development and travel to support the four institutions of the Connecticut State University System’s (CSUS) Initiative for Nanotechnology-related Equipment, Faculty Development and Curriculum Development. DOE grant DE-SC0005072 was also awarded for this program. In 2010, CSUS had identified the establishment of nanotechnology programs and infrastructure as a priority. At that time, the system set the goal of establishing an academic initiative in nanotechnology for the CSUS, beginning with the development of a series of courses at the graduate level. Implementation was planned via a collaborative effort including faculty from all four of the CSUS campuses. The CSUS Nanotechnology Working Group [CSUS NWG] was established to accomplish this goal. A faculty member from the Physics Department at Southern Connecticut State University [SCSU] was assigned the task of organizing and coordinating the work of the CSUS NWG. Representatives from each of the four CSUS campuses were appointed to join the CSUS NWG with the following initial representation: SCSU [Physics and Biology], Western Connecticut State University (WCSU) [Chemistry], Eastern Connecticut State University (ECSU) [Chemistry] and Central Connecticut State University (CCSU) [Chemistry. As a further outcome it was determined that this collaborative effort would lead to the establishment of a formal nanotechnology center, serving as the nucleus of CSUS student and faculty learning and research. This CSUS Nanotechnology Center [CSUS-NC] was to be located at Southern Connecticut State University (SCSU). The goal of this grant was to provide funding for curriculum and faculty development necessary to facilitate the development and implementation of a collaborative Graduate Certificate in Nanotechnology for the Connecticut State University System.     This report covers research activities, major results and publications supported by DE-SC-000-1481. This project was funded by the DOE OFES-NNSA HEDLP program. It was a joint research program between Rice University and the University of Texas at Austin. The physics of relativistic plasmas was investigated in the context of ultra-intense laser irradiation of high-Z solid targets. Laser experiments using the Texas Petawatt Laser were performed in the summers of 2011, 2012 and 2013. Numerical simulations of laser-plasma interactions were performed using Monte Carlo and Particle-in-Cell codes to design and support these experiments. Astrophysical applications of these results were also investigated.

    With the support of the DOE-OFES Early Career Award and the Tufts startup support the PI has developed experimental and analytical expertise on the electromechanical characterization of Low Temperature Superconductor (LTS) and High Temperature Superconductor (HTS) for high magnetic field applications. These superconducting wires and cables are used in fusion and high-energy physics magnet applications. In a short period of time, the PI has built a laboratory and research group with unique capabilities that include both experimental and numerical modeling effort to improve the design and performance of superconducting cables and magnets. All the projects in the PI’s laboratory explore the fundamental electromechanical behavior of superconductors but the types of materials, geometries and operating conditions are chosen to be directly relevant to real machines, in particular fusion machines like ITER.

    Maine EPSCoR has developed a five year plan to further improve Maine`s research and education capacity in the field of Energy. The initiatives of this Energy Education and Research Plan are integrated with other major science policy initiatives in the state, specifically the state`s Science and Technology Strategic Plan (1992), the NSF Statewide Systemic Initiative (1992), and the Report of the Maine Commission on Comprehensive Energy Planning. The plan was developed with the support of US Department of Energy and State of Maine funds. The planning process was led by the Maine DOE EPSCoR planning committee of Maine EPSCoR. Researchers, educators, and business people assisted the committee in the development of the plan. This plan draws from priorities established by focus groups, the strengths and weaknesses revealed by the resource assessment, and the suggestions offered in the solicited research and education briefs. The plan outlines strategies for the improvement of energy education, communication networks, support of individual research, and the formation of collaborative research groups in targeted areas. Five energy-related areas have been targeted for possible development of collaborative research groups: Energy Technology Research, Energy and the Environment, the Gulf of Maine and Its Watershed, the Human Genome, and Renewable Energy. The targeted areas are not boundaries limiting the extent of collaborations to be pursued but represent research themes through which the state`s resources can be combined and improved.

    The Montana DOE/EPSCoR planning process has made significant changes in the state of Montana. This is exemplified by notification from the Department of Energy`s Experimental Program to Stimulate Competitive Research (DOE/EPSCoR) recommendation to fund Montana`s 1992 graduate traineeship grant proposal in the amount of $500,000. This is a new award to Montana. DOE traineeship reviewers recognized that our planning grant enabled us to develop linkages and build the foundation for a competitive energy-related research and traineeship program in Montana. During the planning, we identified three major focus areas: Energy Resource Base, Energy Production, and Environmental Effects. For each focus area, we detailed specific problem areas that the trainees may research. We also created MORE, a consortium of industrial affiliates, state organizations, the Montana University System (MUS), tribal colleges, and DOE national laboratories. MORE and our state-wide Research and Education Workshop improved and solidified working relationships. We received numerous letters of support. DOE reviewers endorsed our traineeship application process. They praised the linkage of each traineeship with a faculty advisor, and the preference for teams of faculty members and two or more students. ``Particularly commendable`` were our programs to involve Native American educators and the ``leveraging effect`` of this on the human resources in the state. Finally, the DOE reviewers indicated that cost-sharing via support of Native Americans was creative and positive.

    These guidelines establish a uniform reporting system (URS) for grants and cooperative agreements. The purpose is to simplify reporting requirements, standardize reporting, and ensure that no assistance recipient submits more reports than needed to achieve accountability for public funds. This system replaces the many reporting procedures previously imposed by DOE component organizations. Uniform terminology and data elements will minimize ambiguity of meaning and intent. A glossary of terms is provided. A checklist is used to identify all reporting requirements at the time of award. The recipient is encouraged to discuss the requirements before the time of award in order to ensure that they are appropriate. The Guidelines describe planning forms which can be included in the Federal assistance application or proposal to present the planned approach and desired results. Flexibility has been built into the system to ensure that the information requested is relative to the activity performed. A recipient of Federal assistance submits information only once in each reporting period. The reporting system provides recipients with a formal method for identifying problems, including those originated by the Federal government. For purposes of illustration, a hypothetical project - partially funded by DOE under a cooperative agreement - using all the Program Management forms is presented in Part II, Program Management. Part III, Technical Information uses a research grant to illustrate Technical Reporting. Appendix B provides a complete example of the reporting requirements on a research grant.

    The DOE/Industry Matching Grant Program is designed to encourage collaborative support for nuclear engineering education as well as research between the nation's nuclear industry and the U.S. Department of Energy (DOE). Despite a serious decline in student enrollments in the 1980s and 1990s, the discipline of nuclear engineering remained important to the advancement of the mission goals of DOE. The program is designed to ensure that academic programs in nuclear engineering are maintained and enhanced in universities throughout the U.S. At Penn State, the Matching Grant Program played a critical role in the survival of the Nuclear Engineering degree programs. Funds were used in a variety of ways to support both undergraduate and graduate students directly. Some of these included providing seed funding for new graduate research initiatives, funding the development of new course materials, supporting new teaching facilities, maintenance and purchase of teaching laboratory equipment, and providing undergraduate scholarships, graduate fellowships, and wage payroll positions for students.

    Project: Theoretical and Experimental Research in Weak, Electromagnetic and Strong Interactions: Investigators: S. Nandi, K.S. Babu, F. Rizatdinova Institution: Oklahoma State University, Stillwater, OK 74078 This completed project focused on the cutting edge research in theoretical and experimental high energy physics. In theoretical high energy physics, the two investigators (Nandi and Babu) worked on a variety of topics in model-building and phenomenological aspects of elementary particle physics. This includes unification of particles and forces, neutrino physics, Higgs boson physics, proton decay, supersymmetry, and collider physics. Novel physics ideas beyond the Standard Model with testable consequences at the LHC have been proposed. These ideas have stimulated the experimental community to look for new signals. The contributions of the experimental high energy physics group has been at the D0 experiment at the Fermilab Tevatraon and the ATLAS experiment at the Large Hadron Collider. At the D0 experiment, the main focus was search for the Higgs boson in the WH channel, where improved limits were obtained. At the LHC, the OSU group has made significant contributions to the top quark physics, and the calibration of the b-tagging algorithms. The group is also involved in the pixel detector upgrade. This DOE supported grant has resulted in 5 PhD degrees during the past three years. Three postdoctoral fellows were supported as well. In theoretical research over 40 refereed publications have resulted in the past three years, with several involving graduate students and postdoctoral fellows. It also resulted in over 30 conference presentations in the same time period. We are also involved in outreach activities through the Quarknet program, where we engage Oklahoma school teachers and students in our research.

    Globally, the poor are consistently at greater risk of suffering from depression and anxiety. Yet in resource-poor countries, mental health remains a neglected topic. This interdisciplinary study explored the potential for a poverty alleviation programme to contribute to breaking the vicious cycle between poverty and common mental disorders (CMD). Quantitatively, beneficiaries of a cash-transfer programme were found to have a lower risk of CMD. Qualitative interviews indicated that Child Support Grants acted as a psychological safety net, but that negative stereotypes of grant recipients could detract from the positive mental health outcomes of the grants. It was concluded that poverty alleviation programmes such as cash transfers could have both positive and negative impacts on mental health. In order to achieve mental health benefits for programme beneficiaries, aspects of programme design and implementation that promote mental health should be enhanced and aspects detrimental to mental health modified. Topics explored through this project include: Decisions involving disposal of mixed, low-level, and transuranic (TRU) waste and disposition of nuclear materials. Decisions involving DOE budget requests and their effect on environmental cleanup and compliance at DOE facilities. Strategies to treat mixed, low-level, and transuranic (TRU) waste and their effect on individual sites in the complex. Changes to the FFCA site treatment plans as a result of proposals in DOE's Accelerating Cleanup: Paths to Closure strategy and contractor integration analysis. Interstate waste and materials shipments. Reforms to existing RCRA and CERCLA regulations/guidance to address regulatory overlap and risks posed by DOE wastes. The overarching theme of this project is to help the Department improve coordination of its major program decisions with Governors' offices and state regulators and to ensure such decisions reflect input from these key state officials and stakeholders. This report summarizes activities conducted during the quarter from December 31, 1997 through April 30, 1998 under the NGA project.     The DOE Industry Matching Grant Program, which began in 1992, is designed to encourage collaborative support for nuclear engineering education as well as research between the nation's nuclear industry and the U.S. Department of Energy (DOE). Over the past two decades nuclear engineering programs in the United States have witnessed a serious decline in student enrollments, number of faculty members and support from their host universities. Despite this decline, the discipline of nuclear engineering remains important to the advancement of the mission goals of the U.S. Department of Energy. These academic programs are also critically important in maintaining a viable workforce for the nation's nuclear industry. As conceived by Commonwealth Edison, this program has focused on creating a partnership between DOE and private sector businesses, which employ nuclear engineers. The program is designed to ensure that academic programs in nuclear engineering are maintained and enhanced in universities throughout the United States.

    Final Report - Assurance is given that monies received through the matching grant were, in general, disburse as outlined in the original proposal. Specifically, the grant funded graduate students who participated in the nuclear engineering course opinions. The contract provided for a number of research stipends and student salaries for graduates working with industrial partners affiliated with the CENTER/NEP program (i.e., Envirocare, E-cubed, Aerotest, Little Mountain/Boeing). When necessary, supplies were purchased that supported these student activities. No funds were distributed for faculty or staff salaries.

The work accomplished by the NGA project team during the past four months can be categorized as follows: maintained open communication with DOE on a variety of activities and issues within the DOE environmental management complex; and maintained communication with NGA Federal Facilities Compliance Task Force members regarding DOE efforts to formulate a configuration for mixed low-level waste and low-level treatment and disposal, DOE activities in the area of the Hazardous Waste Identification Rule, and DOE's proposed National Dialogue.

  10. From one to one million: How does community structure track disturbance across time and space?

    The rate and severity of disturbances to the biosphere have been increasing over the last millennium due in part to anthropogenic effects, and the results of these disturbances are of increasing interest to the scientific and public communities. This project examines the impact of acidification and global warming on communities across a spectrum of temporal and spatial scales in both modern and fossil systems. Twenty datasets were selected from published zoo- and phyto-plankton literature to represent a temporal and spatial gradient, from small lakes to the open ocean, and from one year to one million years. Each dataset is associated with a proxy for an environmental disturbance (isotopes, pH, sedimentology, etc.) and consists of 15-300 samples across the interval of disturbance. To test the biotic changes induced by disturbance, community structure is measured by quantifying species-abundance distributions using rank-abundance curves and ordinations. A community consists of the individuals present in a given location at a given time, and the relative abundance of different species serves as a proxy for resource-partitioning. Disturbances cause a change in resource-partitioning, either by changing resource availability or by removing/adding species which compete for those resources. Therefore, shifts in resource-partitioning resulting from disturbance can be tracked by changes in community composition. Prior to an environmental disturbance, communities typically consist of many species that evenly partition resources and thereby abundance. After a disturbance, communities are dominated by a few species that can tolerate or thrive in the new conditions. Non-metric multi-dimensional scaling and Bray-Curtis polar ordinations reveal a progression from pre-disturbance communities, through the disturbance, and into the eventual recovery, which may or may not resemble the pre-disturbance communities.     DOE funding was used to investigate the role of the phosphotransferase system (PTS) in the symbiotic, nodulating bacterium Sinorhizobium meliloti. This system is well studied in several bacterial species. However, it's organization and function in S. meliloti is substantially different than in the those other, well-studied bacteria. The S. meliloti PTS, through our DOE-funded work, has become a model for how this important signal transduction system works in the a-proteobacteria. We have found that the PTS is relatively simple, used for only signal transduction and not transport, and is involved in regulation of carbon metabolism in response to carbon availability and nitrogen availability.

    The year 2008 resulted in 99 scans that were funded through NIH agencies. An additional 43 MRI scans were funded by industry. Over 250 scans were acquired by various investigators as pilot data to be used for future grant applications. While these numbers are modest in comparison to most busy research MRI Centers, they are in line with that of a newly established MRI research facility. The initial 12-18 months of operation were primarily dedicated to establishing new IRB approved research studies, and acquiring pilot data for future grant applications. During the year 2009 the MRI Center continued to show positive growth with respect to funded studies and the number of scan sessions. The number of NIH sponsored scans increased to 242 and the number of industry funded studies climbed to 81. This more than doubled our numbers of funded scans over the previous year. In addition, 398 scans were acquired as pilot data; most of which were fMRI's. The MRI Center continued to expand with additional researchers who were interested in probing the brain's response to chronic pain. Other studies looked at regions of brain activation in patients with impulsivity disorders; including smokers. A large majority of the imaging studies were focused on the brain; however, the MRI Center continued to accommodate the needs of various types of investigators, who studied various types of human pathology. Studies of porcine cardiac function and myocardial perfusion were performed. Another study of ultra-fast acute abdominal MRI in children was underway; eventually leading to publication in AJR. These non-neuro type research projects allowed the MRI Center to expand upon the depth and breadth of service that has now become available to researchers at UVM. The UVM MRI Center became the first clinical/research site in North America to install dual radio frequency (RF) amplifiers on a 3T MRI system.     The purpose of this research was to develop a telerobotic master device consisting of a 7-axis backdrivable robotic arm, and a pressure-sensitive grip-controller integrated with a Compact Remote Console (CRC), thus creating a highly functional teleoperation station targeted to control a 6-axis industrial robotic arm and dexterous robotic hand to be used for demolition work in a nuclear setting. We successfully completed the development of one of the world?s smallest brushless motor controllers due partially to funding through this grant. These controllers are used to drive the motors in the master robotic arm. We also completed the development of an improved model of a highly advanced 4 degree-of-freedom arm ? this same arm is the core component in the teleoperation system. The WAM arm and a 3-axis gimbals were integrated with a commercially available CRC at our consultant?s lab at University of Tennessee. Additional support hardware and software were combined to tie the master control system to an existing industrial robot in the lab. A master controller for a dexterous hand was developed and became an integral part of the gimbals handle. Control algorithms were developed and the software was written and implemented. The entire system was then debugged and tested. Results of the prototype system are promising. The WAM Arm, gimbals, hand controller and CRC were successful integrated. Testing of the system to control the 6-axis industrial arm and prototype dexterous hand showed great potential. Relatively simple tasks were successfully performed at slow speeds. Some of the testing was hampered by problems with the slave dexterous hand. This is a prototype hand being developed by Barrett under a different Phase II program. Potential improvements and advancements to the system include improving the control code, and integration of a 2nd master controller arm in order to drive a 2nd slave arm and hand. Geometry (be it simple 3D shapes or higher dimensional manifolds) is indeed a central and challenging issue from the modeling and computational perspective in several sciences such as mechanics, biology, molecular dynamics, geophysics, as well as engineering. From digital maps of our world, virtual car crash simulation, predictive animation of carbon nano-tubes, to trajectory design of space missions, knowing how to process and animate digital geometry is key in many cross-disciplinary research areas.

  20. Audit of departmental receipt of final deliverables for grant awards

    To help meet legislatively mandated and programmatic mission requirements, the Department of Energy (DOE) awards grants to colleges and universities, state and local governments, individuals, small businesses, and non-profit corporations. As of July 15, 1996, the DOE was responsible for administering over 7,400 grants with purposes ranging from basic research to weatherizing homes. The Government`s share of these grants was about $8 billion. The objective of this audit was to determine whether the DOE received final deliverables, detailing grantee accomplishments and expenditure of funds, in accordance with Federal and Departmental policies and procedures. The Code of Federal Regulations requires that grants benefit the general public. This is demonstrated through technical and/or financial reports that each grantee is usually required to deliver. These reports describe the final results of the grant effort. In spite of this requirement, many grantees did not provide final technical and/or financial reports. For example, at the five procurement offices audited, it is projected that the Department had not received final deliverables on 718 inactive grants valued at about $232 million. In other cases, officials inappropriately extended performance periods so that the grant instrument would continue to be classified as active. This non-reporting occurred because the Department did not effectively implement existing procedures or establish other monitoring procedures that ensured grantees fulfilled their grant obligations. Specifically, the Department did not establish procedures to withhold payment if a grantee failed to comply with grant terms and conditions. In addition, the Department did not defer additional awards to grantees that had not met the tenons and conditions of prior grants and inappropriately extended grant performance periods for excessive periods of time. Further, Departmental personnel waived reporting requirements in order to close out grant awards.

    The South Carolina DOE/EPSCoR Energy Related Research Development Grant was used to develop a comprehensive inventory of the existing energy related research and assets within the State. Faculty leaders, mentors, and young faculty having energy related interests were identified and brought together to form interdisciplinary teams for the development of the research implementation proposal. A DOE/EPSCoR Advisory Board was formed to provide input from energy experts. A review of the existing strengths, such as amount of funding, number of graduate students supervised, number of refereed publications, number of postdoctoral personnel, and the nature and impact of the research on the State of South Carolina allowed for the identification of target areas for research development. These areas included groundwater modeling and environmental restoration. Workshops, seminars, and informal meetings were held in connection with the planning grant. These activities allowed for the establishment of linkages with several DOE laboratories and the development of research cluster proposals which were included in the South Carolina DOE/EPSCoR Research Implementation Proposal submitted March 1, 1993. A summary of these activities is provided herein.

    The DOE-Utility Nuclear Power Engineering Education Matching Grant Program has been established to support the education of students in Nuclear Engineering Programs to maintain a knowledgeable workforce in the United States in order to keep nuclear power as a viable component in a mix of energy sources for the country. The involvement of the utility industry ensures that this grant program satisfies the needs and requirements of local nuclear energy producers and at the same time establishes a strong linkage between education and day-to-day nuclear power generation. As of 1997, seventeen pairs of university-utility partners existed. UMCP was never a member of that group of universities, but applied for the first time with a proposal to Baltimore Gas and Electric Company in January 1999 [1]. This proposal was generously granted by BG&E [2,3] in the form of a gift in the amount of $25,000 from BG&E's Corporate Contribution Program. Upon the arrival of a newly appointed Director of Administration in the Department of Materials and Nuclear Engineering, the BG&E check was deposited into the University's Maryland Foundation Fund. The receipt of the letter and the check enabled UMCP to apply for DOE's matching funds in the same amount by a proposal.

    Abstract for the Final Technical Report, DOE Grant DE-FG02-98ER54496 An X-pinch plasma is produced by driving a high current (100-500 kiloamperes) through two or more fine wires that cross and touch at a point, forming an X in the case of two wires. The wires explode because of the high current, and then the resulting plasma is imploded radially inward by the magnetic field from the current. When the imploding material briefly stagnates at very small radius and high density, an intense burst of x-rays is produced and the plasma disassembles as rapidly as it imploded. When this project began, we could confidently state that at its minimum radius, X pinch plasmas made from such materials as titanium and molybdenum might be as hot as 10,000,000 K and had densities almost as high as the solid wire density, but their X-ray pulse durations were below one billionth of a second. We could also say that the X pinch was useful for point-projection imaging of rapidly changing objects, such as exploding wires, with high resolution, indicative of a very small X-ray source spot size. We can now confidently say that X-pinch plasma temperatures at the moment of the X-ray burst are 10-25 million K in titanium, molybdenum and several other wire X-pinches based upon the spectrum of emitted X-rays in the radiation burst. By the same means, as well as from the penetration of X-rays through the dense plasma, we know that ion densities are close to or higher than one-tenth of the density of the original (solid) wire material in molybdenum and a few other X-pinch plasmas. Furthermore, using the diffraction of X-rays radiated by the X-pinch when it reaches minimum radius, we have determined that the x-ray source size is about 1 thousandth of a millimeter for such wire materials as molybdenum and niobium, while it is 2-10 times larger for tungsten, titanium and aluminum wires. Finally, using a very high speed X-ray imaging “streak camera,” we have determined that X pinch X-ray pulses can

    The DOE and the NASULGC have agreed to have closer cooperation with the purpose of expanding the access of the DOE to the research and Extension capacities of the state universities and land-grant colleges. The objective of this expanded cooperation will be to provide access to Extension and Outreach Systems for delivering products and services of the DOE research and development programs and to develop partnerships in research that will increase the productivity of DOE and NASULGC-affiliated institution research programs. NASULGC is uniquely qualified to partner with the DOE because they represent each of the institutions involved in the national extension system. Five projects have been developed to initiate the expanded cooperation between DOE/EERE and BAA/NASULGC. In some cases, these are pilot projects designed to develop information that can support broadened cooperation. They are offered for action by the BAA to the EERE Board. Agreement on the initiation of these projects will result in their implementation during the 2004 calendar year. At midyear and at the end of 2004, those responsible for each of the projects will provide an accounting of activities and assessment of results for expanding energy education, research and technical assistance.     The following pages describe the high energy physics program at the University of Arizona which was funded by DOE grant DE-FG03-95ER40906, for the period 1 February 1995 to 31 January 2004. In this report, emphasis was placed on more recent accomplishments. This grant was divided into two tasks, a theory task (Task A) and an experimental task (Task B but called Task C early in the grant period) with separate budgets. Faculty supported by this grant, for at least part of this period, include, for the theory task, Adrian Patrascioiu (now deceased), Ina Sarcevic, and Douglas Toussaint., and, for the experimental task, Elliott Cheu, Geoffrey Forden, Kenneth Johns, John Rutherfoord, Michael Shupe, and Erich Varnes. Grant monitors from the Germantown DOE office, overseeing our grant, changed over the years. Dr. Marvin Gettner covered the first years and then he retired from the DOE. Dr. Patrick Rapp worked with us for just a few years and then left for a position at the University of Puerto Rico. Dr. Kathleen Turner took his place and continues as our grant monitor. The next section of this report covers the activities of the theory task (Task A) and the last section the activities of the experimental task (Task B).

    The Northeast Regional Cancer Institute conducted cancer surveillance in Northeast Pennsylvania using data from the institute's population-based regional cancer registry and the Pennsylvania Cancer Registry. The results of this surveillance have been used to set priorities for research and outreach activities at the Cancer Institute and selected results have been reported to medical professionals at member hospitals and in the community. One consistent observation of this surveillance was that colorectal cancer was unusually common in Northeast Pennsylvania; incidence was approximately 25% higher than the rate published for NCI's Surveillance Epidemiology and End Results (SEER) Program. In addition, death rates form colorectal cancer in several counties in this region were above the 90Th percentile for colorectal cancer mortality in the United States. As a result of these observations, several activities have been developed to increase awareness of colorectal cancer and the value of screening for this cancer in both the lay and medical communities. Funding from this grant also provided support for a population-based study of cancer risk factors, screening practices, and related behaviors. This project continues beyond the termination of the present grant with funding from other sources. This project gathers data from a representative sample of adults residing in a six county area of Northeast Pennsylvania. Analyses conducted to date of the established risk factors for colorectal cancer have not revealed an explanation for the high incidence of this cancer in this population.

    This report summarizes the findings and accomplishments of work performed under DOE Grant Agreement No. DE-FG02-06ER64168. The focus of the work was the analysis of in situ observations collected by the University of North Dakota Citation research aircraft during the Mixed-Phase Arctic Cloud Experiment (M-PACE). This project was conducted in 2004 along the North Slope of Alaska. The objectives of the research were: to characterize certain microphysical properties of clouds sampled during M-PACE, including spatial variability, precipitation formation, ice multiplication; to examine instrument performance and certain data processing algorithms; and to collaborate with other M-PACE investigators on case study analyses. A summary of the findings of the first two objectives is given here in parts 1 and 2; full results are contained in reports listed in part 3 of this report. The collaborative efforts are described in the publications listed in part 3.

    This document presents an overview of the results of the DOE's support of experimental research into the structure and interactions of the negative ion of hydrogen conducted by the Department of Physics and Astronomy of the University of New Mexico at the Los Alamos National Laboratory. The work involves many collaborations with scientists from both institutions, as well as others. Although official DOE support for this work began in 1977, the experiment that led to it was done in 1971, near the time the 800 MeV linear accelerator at Los Alamos (LAMPF) first came on line. Until the mid nineties, the work was performed using the relativistic beam at LAMPF. The most recent results were obtained using the 35 keV injector beam for the Ground Test Accelerator at Los Alamos. A list of all published results from this work is presented.

The project focused on experimental studies of spatially indirect excitons in coupled quantum wells, with the aim of understanding the quantum physics of these particles, including such effects as pattern formation due to electron-hole charge separation, the Mott plasma-insulator transition, luminescence up-conversion through field-assisted tunneling, luminescence line shifts due to many-body renormalization and magnetic field effects on tunneling, and proposed effects such as Bose-Einstein condensation of indirect excitons and phase separation of bright and dark indirect excitons. Significant results are summarized here and the relation to other work is discussed.

    The primary research effort supported by Grant No. DOE DEFG02-97ER62366 titled ''Retrieval of Cloud Fraction and Type Using Broadband Diffuse and Total Shortwave Irradiance Measurements'' was application of clear-sky identification and cloud fraction estimation algorithms developed by Charles N. Long and Thomas P. Ackerman to the downwelling total, direct and diffuse shortwave irradiance measurements made at all of the central, boundary, and extended facilities of the DOE Atmospheric Radiation Measurement (ARM) Program Southern Great Plains (SOP) site. Goals of the research were finalization and publication of the two algorithms in the peer-reviewed literature and operational application of them to all of aforementioned data streams from the ARM SGP site. The clear-sky identification algorithm was published as Long and Ackerman (2000) in the Journal of Geophysical Research, while a description of the cloud fraction estimation algorithm made it to the scientific literature as Long et al. (1999) in the Proceedings of the 10th American Meteorological Association Conference on Atmospheric Radiation held in Madison, Wisconsin. The cloud fraction estimation algorithm relies on empirical relationships between the outputs of the clear-sky identification algorithm and cloud fraction; as such, the cloud fraction estimation algorithm requires significant amounts of data both to properly develop the empirical relationships and to thoroughly test them. With this perspective in mind the major focus of our research efforts in the later half of the project became the operational implementation of the clear-sky identification algorithm on DOE ARM SGP data so that we could develop the data set necessary for final tuning of the cloud fraction estimation algorithm in research extending beyond the lifetime of the project.

The funds for this program include industrial partner funds which were matched, or nearly matched by DOE-NE. The industrial partner was Commonwealth Edison, which changed its corporate structure and name to Exelon during the course of the contract. The funds from the contract were used to support nuclear engineering educational needs, including undergraduate and graduate students support, purchase of laboratory equipment, support for seminar speakers and conferences, and support for new faculty members. The funds were instrumental in maintaining a first quality nuclear engineering educational program at the University of Illinois.

    Both the Maori of New Zealand and the Orang Asli of Malaysia are indigenous peoples who have been subjected to prejudice, discrimination and displacement in its various forms by other ethnic groups in their respective countries. However, owing to changes in the socio-political climate, they have been granted rights (including legal privileges) in more recent times. Data pertaining to the health and socio-economic status of the Maori and the Orang Asli are analysed to see if the granting of legal privileges has made any difference for the two communities. One conclusion is that legal privileges (and the granting of special status) do not appear to work well in terms of reducing health and socio-economic gaps. PMID:20443525

    Federal health services grants amounted to about $1.8 billion in fiscal year 1985. The total amount was about $100 million less, about 6 percent, than in 1980. Reductions in the health planning program accounted for most of the decline in absolute dollars. The four formula grants to State agencies amounted to about $1.0 billion in 1985, about 60 percent of the total. The largest formula grants were for maternal and child health services and for alcohol, drug abuse, and mental health services. Project grants to selected State and local agencies amounted to about $.8 billion. There was 12 such grants in 1985 (compared with 34 in 1980). The largest, for community health services, equaled almost half the total. In real, inflation-adjusted dollars, the decline in Federal funds for these programs exceeded a third during the 5-year period. The overall dollar total in real terms in 1985 approximated the 1970 level. The ratio of formula grants to project grants in 1985 was similar to that in 1965. Studies of the impact of changes in Federal grants have found that while the development of health programs has been seriously constrained in most cases, their nature has not been substantially altered. In some cases broader program approaches and allocations have been favored. Established modes of operations and administration have generally been strengthened. Some efficiencies but few savings in administration have been identified. Replacement of reduced Federal funding by the States has been modest but has increased over time, especially for direct service activities. These changes reflect the important influence of professionalism in the health fields and the varying strengths of political interest and influence among program supporters.     We have finished the third year of a three year grant cycle with the U.S. Department of Energy for which we were given a five month extension (U.S. D.O.E. Grant No. DEFG02-96ER41015). This document is the fi nal report for this grant and covers the period from November 1, 2010 to April 30, 2013. The Maryland program is administered as a single task with Professor Nicholas Hadley as Principal Investigator. The Maryland experimental HEP group is focused on two major research areas. We are members of the CMS experiment at the LHC at CERN working on the physics of the Energy Frontier. We are also analyzing the data from the Babar experiment at SLAC while doing design work and R&D towards a Super B experiment as part of the Intensity Frontier. We have recently joined the LHCb experiment at CERN. We concluded our activities on the D experiment at Fermilab in 2009.

Finally, it should be noted that the work conducted by Professor Puckett and his students Sarah Williams and Chris Algieri and described in this final report for DOE grant # DE-FC02-03ER25579 is closely related to work performed by Professor Puckett and his students under the auspices of Professor Puckett's DOE SciDAC grant DE-FC02-01ER25473 An Algorithmic and Software Framework for Applied Partial Differential Equations: A DOE SciDAC Integrated Software Infrastructure Center (ISIC). Dr. Colella was the lead PI for this SciDAC grant, which was comprised of several research groups from DOE national laboratories and five university PI's from five different universities. In theory Professor Puckett tried to use funds from the SciDAC grant to support work directly involved in implementing algorithms developed by members of his research group at UCD as software that might be of use to Puckett's SciDAC CoPIs. (For example, see the work reported in Section 2.2.2 of this final report.) However, since there is considerable lead time spent developing such algorithms before they are ready to become `software' and research plans and goals change as the research progresses, Professor Puckett supported each member of his research group partially with funds from the SciDAC APDEC ISIC DE-FC02-01ER25473 and partially with funds from this DOE MICS grant DE-FC02-03ER25579. This has necessarily resulted in a significant overlap of project areas that were funded by both grants.     This grant was proposed to be supplemental funding for a conference which would be documented by publication of conference information in the AWM Newsletter, and then inclusion of the Proceedings and other information generated in a book. The conference was held and documented in the AWM Newsletter (Vol. 29, No. 6; Vol. 30, No. 1 (attached)). Work is in progress on the extensive and complicated related publication which involves 50 authors beyond those from the conference. The Celebration was held at the Mathematical Sciences Research Institute in Berkeley, Calif. It was attended by over 100 women and men mathematicians. Plenary talks, panels, and poster sessions were held.

    OAK-B135 We have made significant progress during the past grant period in several key areas of the UCLA and national Fusion Theory Program. This impressive body of work includes both fundamental and applied contributions to MHD and turbulence in DIII-D and Electric Tokamak plasmas, and also to Z-pinches, particularly with respect to the effect of flows on these phenomena. We have successfully carried out interpretive and predictive global gyrokinetic particle-in-cell calculations of DIII-D discharges. We have cemented our participation in the gyrokinetic PIC effort of the SciDAC Plasma Microturbulence Project through working membership in the Summit Gyrokinetic PIC Team. We have continued to teach advanced courses at UCLA pertaining to computational plasma physics and to foster interaction with students and junior researchers. We have in fact graduated 2 Ph. D. students during the past grant period. The research carried out during that time has resulted in many publications in the premier plasma physics and fusion energy sciences journals and in several invited oral communications at major conferences such as Sherwood, Transport Task Force (TTF), the annual meetings of the Division of Plasma Physics of the American Physical Society, of the European Physical Society, and the 2002 IAEA Fusion Energy Conference, FEC 2002. Many of these have been authored and co-authored with experimentalists at DIII-D.

    The Grant DE-FG-02-00ER54712, ?Experimental Studies of Collisionless Reconnection Processes in Plasmas?, financed within the DoE/NSF, spanned a period from September , 2003 to August, 2007. It partly supported an MIT Research scientist, two graduate students and material expenses. The grant enabled the operation of a basic plasma physics experiment (on magnetic reconnection) at the MIT Plasma Science and Fusion Center and the MIT Physics Department. A strong educational component characterized this work throughout, with the participation of a large number of graduate and undergraduate students and interns to the experimental activities. The study of the collisionless magnetic reconnection constituted the primary work carried out under this grant. The investigations utilized two magnetic configurations with distinct boundary conditions. Both configurations were based upon the Versatile Toroidal Facility (VTF). The first configuration is characterized by open boundary conditions where the magnetic field lines interface directly with the vacuum vessel walls. The reconnection dynamics for this configuration has been methodically characterized and it has been shown that kinetic effects related to trapped electron trajectories are responsible for the high rates of reconnection observed [7]. This type of reconnection has not been investigated before. Nevertheless, the results are directly relevant to observations by the Wind spacecraft of fast reconnection deep in the Earth magnetotail [9]. The second configuration was developed to be specifically relevant to numerical simulations of magnetic reconnection, allowing the magnetic field-lines to be contained inside the device. The configuration is compatible with the presence of large current sheets in the reconnection region and reconnection is observed in fast powerful bursts. These reconnection events facilitate the first experimental investigations of the physics governing the spontaneous onset of fast reconnection [12
