Audit of departmental receipt of final deliverables for grant awards

To help meet legislatively mandated and programmatic mission requirements, the Department of Energy (DOE) awards grants to colleges and universities, state and local governments, individuals, small businesses, and non-profit corporations. As of July 15, 1996, the DOE was responsible for administering over 7,400 grants with purposes ranging from basic research to weatherizing homes. The Government`s share of these grants was about $8 billion. The objective of this audit was to determine whether the DOE received final deliverables, detailing grantee accomplishments and expenditure of funds, in accordance with Federal and Departmental policies and procedures. The Code of Federal Regulations requires that grants benefit the general public. This is demonstrated through technical and/or financial reports that each grantee is usually required to deliver. These reports describe the final results of the grant effort. In spite of this requirement, many grantees did not provide final technical and/or financial reports. For example, at the five procurement offices audited, it is projected that the Department had not received final deliverables on 718 inactive grants valued at about $232 million. In other cases, officials inappropriately extended performance periods so that the grant instrument would continue to be classified as active. This non-reporting occurred because the Department did not effectively implement existing procedures or establish other monitoring procedures that ensured grantees fulfilled their grant obligations. Specifically, the Department did not establish procedures to withhold payment if a grantee failed to comply with grant terms and conditions. In addition, the Department did not defer additional awards to grantees that had not met the tenons and conditions of prior grants and inappropriately extended grant performance periods for excessive periods of time. Further, Departmental personnel waived reporting requirements in order to close out grant awards.

Surgery is a labor-intensive, time-consuming profession. Young faculty members in surgery are saddled with many clinical time constraints that often allow precious few moments for academic pursuits. Consequently, K award submissions from surgeons trail nonsurgeons. The National Institutes of Health (NIH), however, is actively trying to encourage participation of surgeons in basic science research, translational research, clinical outcomes research, and even in prevention/control research. But, at the same time, the NIH has newly implemented a policy that has made the grant review process more restrictive by only allowing 2 submissions of any grant application. It is imperative, therefore, for junior faculty surgeons to learn grantsmanship and have the ability to construct succinct, competitive K award grants. Although most of this information is public knowledge and made available by the NIH itself, many of the practical points presented here are tailored to the special needs of clinically active surgical researchers. A Community Translational Research Pilot Grants Program to Facilitate Community-Academic Partnerships: Lessons From Colorado's Clinical Translational Science Awards

Background National growth in translational research has increased the need for practical tools to improve how academic institutions engage communities in research. Methods One used by the Colorado Clinical and Translational Sciences Institute (CCTSI) to target investments in community-based translational research on health disparities is a Community Engagement (CE) Pilot Grants program. Innovative in design, the program accepts proposals from either community or academic applicants, requires that at least half of requested grant funds go to the community partner, and offers two funding tracks: One to develop new communityacademic partnerships (up to $10,000), the other to strengthen existing partnerships through community translational research projects (up to $30,000). Results and Conclusion We have seen early success in both traditional and capacity building metrics: the initial investment of $272,742 in our first cycle led to over $2.8 million dollars in additional grant funding, with grantees reporting strengthening capacity of their communityacademic partnerships and the rigor and relevance of their research.

NIH announced today the awarding of 10 new Centers for Population Health and Health Disparities, designed to better understand and address inequities associated with the two leading causes of death in the United States cancer and heart disease. The program is supported by NCI, NHLBI and the Office of Behavioral and Social Sciences Research. NCI and NHLBI will each contribute $10 million per year in grant funding over the next five years for $100 million in total funding, and OBSSR will provide support for annual meetings.

EPA needs to improve its oversight of air pollution control grant expenditures

At the request of the Chairman, Subcommittee on Oversight and Investigations, House Committee on Energy and Commerce, GAO reviewed EPA's procedures for ensuring grantee compliance with Section 105 provisions and EPA regulations and determined whether grantees are, in fact, meeting these requirements. GAO reviewed all 235 grants awarded from fiscal years 1979 through 1982 at 3 of EPA's 10 regional offices to determine whether consultation, supplementing, and level-of-effort requirements were being met. Those grants represented about 35% of the $340 million in grant funds awarded nationwide during that 4-year period. GAO also reviewed fiscal year 1982 expenditures (the latest data available at the time of GAO's review) for six grantees - two in each of the three regions - to determine whether the grant funds were properly spent and reported. GAO also visited three other grantees for further review after determining that EPA records did not contain a justification as to why those grantees' levels of effort had not been maintained. GAO found that the three EPA regions reviewed were consulting with state officials and were satisfied that supplanting did not occur, as required by the Clean Air Act. On the other hand, GAO found that two of the three EPA regions had not ensured that all grantees complied with the level-of-effort requirement of the act or EPA's reporting requirements. EPA officials believed the problems GAO found could exist in other regions not included in this review.

The 21 Space Grant Programs represent a broad range of organizational structures which operate programs ranging in size from single university organizations to organizations including up to 41 members involving a composite of industrial organizations such as state agencies, and universities. Some of the space grant awards were made to organizations already in existence with on-going programs while other awards were made to consortia newly formed for the purpose of applying to the Space Grant Program. The workshop on organization and management of Space Grant Programs provided an opportunity for directors and program representatives to discuss and compare the relative advantages and disadvantages of the various models being used. Congress enacted the National Space Grant College and Fellowship Program (also known as Space Grant). NASA's Space Grant Program funds education, research, and public service programs in all 50 States, the District of Columbia, and the Commonwealth of Puerto Rico through 52 university-based Space Grant consortia. These consortia form a network of colleges and universities, industry partners, State and local Government agencies, other Federal agencies, museum and science centers, and nonprofit organizations, all with interests in aerospace education, research, and training. Space Grant programs emphasize the diversity of human resources, the participation of students in research, and the communication of the benefits of science and technology to the general public. Each year approximately one-third of the NASA Space Grant funds support scholarships and fellowships for United States students at the undergraduate and graduate levels. Typically, at least 20 percent of these awards go to students from underrepresented groups, and at least 40 percent go to women. Most Space Grant student awards include a mentored research experience with university faculty or NASA scientists or engineers. Space Grant consortia also fund curriculum enhancement and faculty development programs. Consortia members administer precollege and public service education programs in their States. The 52 consortia typically leverage NASA funds with matching contributions from State, local, and other university sources, which more than double the NASA funding. The following pages describe the high energy physics program at the University of Arizona which was funded by DOE grant DE-FG03-95ER40906, for the period 1 February 1995 to 31 January 2004. In this report, emphasis was placed on more recent accomplishments. This grant was divided into two tasks, a theory task (Task A) and an experimental task (Task B but called Task C early in the grant period) with separate budgets. Faculty supported by this grant, for at least part of this period, include, for the theory task, Adrian Patrascioiu (now deceased), Ina Sarcevic, and Douglas Toussaint., and, for the experimental task, Elliott Cheu, Geoffrey Forden, Kenneth Johns, John Rutherfoord, Michael Shupe, and Erich Varnes. Grant monitors from the Germantown DOE office, overseeing our grant, changed over the years. Dr. Marvin Gettner covered the first years and then he retired from the DOE. Dr. Patrick Rapp worked with us for just a few years and then left for a position at the University of Puerto Rico. Dr. Kathleen Turner took his place and continues as our grant monitor. The next section of this report covers the activities of the theory task (Task A) and the last section the activities of the experimental task (Task B).

RACE, ETHNICITY, AND NIH RESEARCH AWARDS

We investigated the association between a U.S. National Institutes of Health (NIH) R01 applicants self-identified race or ethnicity and the probability of receiving an award by using data from the NIH IMPAC II grant database, the Thomson Reuters Web of Science, and other sources. Although proposals with strong priority scores were equally likely to be funded regardless of race, we find that Asians are 4 percentage points and black or African-American applicants are 13 percentage points less likely to receive NIH investigator-initiated research funding compared with whites. After controlling for the applicants educational background, country of origin, training, previous research awards, publication record, and employer characteristics, we find that black or African-American applicants remain 10 percentage points less likely than whites to be awarded NIH research funding. Our results suggest some leverage points for policy intervention.

National Aeronautics and Space Administration in 1989, the National Space Grant College and Fellowship Program (also known as Space Grant) contributes to the nation's science enterprise by funding research, education, and public service projects through a national network of 52 university-based Space Grant consortia. These consortia administer programs in all 50 states, the District of Columbia, and Puerto Rico. In 1998, the consortia's 703 affiliates include 493 academic institutions and 62 businesses. Other partners include state and local government agencies, other federal agencies, and nonprofit organizations. Space Grant celebrates its tenth year of service in 1999. Since its inception, Space Grant has awarded over 12,000 U.S. citizens with tuition assistance in science, engineering, and related fields of study. Approximately twenty percent of these awards were to students from underrepresented groups and approximately thirty-five percent were to women. The majority of Space Grant student awards include a mentored research experience with university faculty or NASA scientists. Space Grant funds curriculum enhancement and faculty development as well. Space Grant colleges and universities also administer precollege and public service education programs that help to meet the education needs of their states. The Space Grant consortia have leveraged federal funds to more than double the Space Grant budget with matching contributions from state and local sources. Space Grant encourages collaboration among departments, across institutions, and with business and industry. All Space Grant programs emphasize the diversity of human resources, the participation of students in research, and the communication of the benefits of science and technology to the general public.

Since 2002, the US Environmental Protection Agency (EPA) has been funding research on the environmental aspects of nanotechnology through its Science to Achieve Results (STAR) grants program. In total, more than $25 million has been awarded for 86 research projects on the environmental applications and implications of nanotechnology. In the applications area, grantees have produced promising results in green manufacturing, remediation, sensors, and treatment using nanotechnology and nanomaterials. Although there are many potential benefits of nanotechnology, there has also been increasing concern about the environmental and health effects of nanomaterials, and there are significant gaps in the data needed to address these concerns. Hill, science reporter for The Oregonian, have won the American Geophysical Union's 2000 awards for science journalism.Witze won the Walter Sullivan Award for Excellence in Science WritingFeatures for her story, Paradise Submerged, which was published on July 12, 1999. The award was established in 1989 in honor of its first recipient, Walter Sullivan, science writer of The New York Times. Systemic Changes in the Undergraduate Chemistry Curriculum Program Awards

The National Science Foundation has awarded over 10 million in awards to four coalitions in the first round of full awards in the Systemic Changes in the Undergraduate Chemistry Curriculum program. Overall, more than 50 institutions, ranging from large universities to four-year and community colleges, are formally involved in these projects. Each of the projects will involve five years of curricular development and evaluation and dissemination of the results by the participating institutions, as described in the abstracts below. We encourage faculty who are interested in becoming involved in any of these projects to contact the appropriate coalition. In addition, we expect to begin offering an emphasis in 1997 under the Course and Curriculum Development program in which faculty can request funds to assist them in adapting and adopting at their own institutions curricular innovations that have been developed by these coalitions. Another round of proposals for full awards was accepted in June of 1995, and we expect to make one more award in the program during FY1996. We do not expect to accept proposals for either planning or full grants in this program in June of 1996. However, the regular Course and Curriculum Development program will continue to accept and fund proposals requesting support for smaller-scale changes in the chemistry curriculum. These materials, focused on the first two years of the chemistry curriculum, start with interdisciplinary questions important to students and to society (the molecular basis of life, the environment, technology), and in answering them develop an appreciation of how science is actually done. This approach is designed to reach a broader student audience more effectively than do traditional courses, an audience that includes students who are members of groups traditionally underrepresented in science, nonscience majors, and those taking chemistry as a supporting course, as well as chemistry majors. By providing a model for students preparing for careers in teaching, this approach has an impact on Teacher Preparation Programs. Collaboration among faculty from different disciplines and a number of institutions supports and reinforces those who want to make changes. These leading liberal arts colleges (Beloit, Carleton, Colorado, Grinnell, Hope, Kalamazoo, Knox, Lawrence, Macalester, Rhodes, Spelman, St. Olaf, Wooster) and research universities (Chicago, Washington - St. Louis) already have experience working together on chemistry curricular reform. At the Hamburg General Assembly of the International Union of Geodesy and Geophysics (IUGG), the International Association of Hydrological Sciences (IAHS) appointed an Ad Hoc Award Committee consisting of I. The charge to the committee was to develop recommendations to use $13,000 presented to IAHS by the Exeter Scientific Assembly Organizing Committee in memory of the late L. J. Tison. The IAHS Bureau approved an annual prize to recognize the scientific contributions of young hydrologists to IAHS, with $750 of investment income used for an annual Tison Award in accordance with the following rules: The IAHS Tison Award aims to promote excellence in research by young hydrologists. During the tenure of this award, the recipient (David Harker) conducted areas of research which resulted in the award of a doctorate degree (August 1999) from the University of Wyoming. The primary science activity was investigation of silicate dust mineralogy in comets, particularly comet C/1995 O1 (Hale-Bopp). Determination of the dust mineralogy permits us to address an important astrophysical question of relevance to the origins and evolution of solar systems, "Do comets contain relic interstellar dust grains? Since, comets represent the frozen reservoirs of primitive proto-solar dust and ice, we can gain insight into the problem of understanding the formation of protoplanetesimals in the. early solar nebula. Mid-infrared spectrophotometry (7 - 14 micron, R approx. = 180 - 360) of Hale-Bopp was obtained with the NASA/Ames HIFOGS at four distinct epochs pre- and post- perihelion ion from 1996 October through 1997 June. These observations were conducted at the Wyoming Infrared Observatory and the NASA Infrared Telescope Facility, and were supported by funds from this training grant. The emission at mid-IR wavelengths in cometary comae arises from carbon grains, and small silicate grains which produce resonance features. Hale-Bopp had the strongest silicate feature observed from any comet to date. Theoretical calculations utilizing Mie Scattering Theory were employed to construct Synthetic cometary spectra to fit with the observed HIFOGS 10 microns spectral feature of Hale-Bopp. Our analysis suggests that the observed spectra can be modeled with the Hanner grain size distribution peaked at alpha((sub p) = 0.2 microns of fractal porous grains with porosity parameter D = 2.5. This model spectrum also fits photometry points in the 3 - 5 microns region. Comparison with the ISO SWS spectrum of Hale-Bopp obtained 1996 October reveals that the crystalline olivine grains must be at it temperature hotter than computed from Mie theory.

Grants totaling $1,290,837 were awarded during FY 1979 to 60 program participants in Illinois, Indiana, Michigan, Minnesota, Ohio and Wisconsin. Review showed that some grantees misused grant monies and did not comply with grant provisions primarily due to insufficient on-site monitoring of the grantees' progress and expenditures. Recommendations to achieve the objectives of the program were: more timely and systematic monitoring; curtail or stop funds for grant projects with unsatisfactory progress or of questionable merit; substantiate expenditures by grantees before disbursing grant funds; and consider increasing program management capability by staffing alternatives. The U.S. NASA Space Grant College and Fellowship Program, congressionally mandated in 1987, consists of two phases. Phase I consisted of the designation of 21 university consortia as 'Space Grant Colleges/Consortia' which received support from NASA to conduct programs to achieve, maintain, and advance a balanced program of research capability, curriculum, and public service. Program descriptions for phase II are given. This phase is designed to broaden participation in the Space Grant Program by targeting states that currently are not as involved in NASA programs as are the states for which phase I was constructed. Under phase II, states will compete in either the Programs Grants or the Capability Enhancement Grants category. Only one proposal per state will be accepted with the state determining in which category it will compete. The amount of total award, $150,000, is the same in both categories and includes funds for university-administered fellowship programs.

Duggal, a widely respected member of the international cosmic ray community, was a member of the scientific staff of the Bartol Research Foundation for 22 years prior to his untimely death in 1982 at the age of 50. In his memory an award has been established by his colleagues and friends to honor outstanding work by a young scientist in the field of cosmic ray physics. The first biennial award, consisting of $1,000 and a plaque, will be presented at the 19th International Cosmic Ray Conference (ICRC), to be held in La Jolla, Calif., August 10-24, 1985.The intent of this award is to inspire young cosmic ray scientists at an early stage of their careers. The recipient will not have attained the age of 36 on January 1 of the year of the ICRC at which the award will be presented. Subject to this limitation, any person from anywhere in the world who has contributed to the field of cosmic ray physics is eligible for consideration. The Impact of Research Grant Funding on Scientific Productivity*

In this paper, we estimate the impact of receiving an NIH grant on subsequent publications and citations. Our sample consists of all applications (unsuccessful as well as successful) to the NIH from 1980 to 2000 for standard research grants (R01s). Both OLS and IV estimates show that receipt of an NIH research grant (worth roughly $1.7 million) leads to only one additional publication over the next five years, which corresponds to a 7 percent increase. The limited impact of NIH grants is consistent with a model in which the market for research funding is competitive, so that the loss of an NIH grant simply causes researchers to shift to another source of funding.

Writing a grant is a hefty undertaking. Start by surrounding yourself with a successful mentor and accompanying team with a good track record. Get organized, select clear goals and objectives to your project. Once the foundation for the grant is set, begin by generating a robust hypothesis. Once your hypothesis is clearly defined, you should contact the project officer of the specific grant for which you are applying; they can help identify if the proposal meets an area of need. The basic components of a grant include the following: the face page, which highlights the key contributors; followed by table of contents; abstract; biographical sketches, which are minicurriculum vitae; budget; research plan, which is composed mostly of background, significance, and specific aims; and lastly, references cited. Be sure to follow specific formatting. Use resources including the internet to find an appropriate grant. Finally, given the confines of a busy surgical practice and the significant amount of work necessary to complete a grant, it is essential that the work begins early and well in advance of the proposed deadline. The Small Business Innovation Research (SBIR) program enables DOE to obtain effective, innovative solutions to important problems through the private sector, which has a commercial incentive to pursue the resulting technology and bring it to the marketplace. The growing number of awardees, many of them started in business in response to SBIR solicitations, is becoming a significant resource for the solution of high risk, high technology problems for the Department. As detailed here, this publication describes the technical efforts for SBIR Phase 1 awards in 1994. It is intended for the educated layman, and may be of particular interest to potential investors who wish to get in on the ground floor of exciting opportunities. Contained in this booklet are abstracts of the Phase 1 awards made in FY 1994 under the DOE SBIR program. The 212 Phase 1 projects described here were selected in a highly competitive process from a total of 2,276 grant applications received in response to the 1994 DOE annual SBIR Solicitation. The selections for awards were made on scientific and technical merit, as judged against the specific criteria listed in the Solicitation. Conclusions were reached on the basis of detailed reports returned by reviewers drawn from DOE laboratories, universities, private industry, and government. (Any discrepancies noted in prior DOE releases naming the firms selected for awards are due either to the firm changing its name after the award selection or to the firm not proceeding to a signed grant.) It is expected that between one-third and one-half of the Phase 1 projects will be continued into Phase 2. The work described in the abstracts is novel, high-risk research, but the benefits will also be potentially high if the objectives are met. Brief comments on the potential applications are given after each abstract. Individuals and organizations with an interest in the research described are encouraged to contact the appropriate small business directly.

Currently, the New York Sea Grant (NYSG) is a cooperative program of the State University of New York (SUNY) and Cornell University. On the homepage, visitors can look over sections that include "Extension", "Research", "Education", "Publications", and "Theme Areas". The "Theme Areas" is a good place to start, as it features topical material on coastal processes and hazards, fisheries, and aquatic invasive species. This article highlights the research presented at the inaugural meeting of Alcoholism and Stress: A Framework for future Treatment Strategies. This meeting was held on May 6-8, 2008 in Volterra, Italy. It is an international meeting dedicated to developing preventive strategies and pharmacotherapeutic remedies for stress- and alcohol-related disorders. For the first time, the National Institute on Alcohol Abuse and Alcoholism (NIAAA) conferred a Young Investigator Award to promote the work of young researchers and highlight their outstanding achievements in the fields of addiction medicine and stress disorders. Since social work dissertation grants are a relatively new trend, students face many challenges in identifying, preparing, and submitting dissertation grants. Lack of resources and experiences, difficulties in protecting time for grant writing, and the uncertainty of success can hinder work on dissertation grants. Thus, this article provides an overview of dissertation grants, including a review of grant mechanisms, suggestions for preparing grants in the context of program milestones, and identifying institutional infrastructure to facilitate submissions. Strategies discussed include how to learn about funding priorities, how to establish timelines to account for grant deadlines, and how to use peer reviews to guide the revision process.

A Million Comet Pieces

This infrared image from NASA's Spitzer Space Telescope shows the broken Comet 73P/Schwassman-Wachmann 3 skimming along a trail of debris left during its multiple trips around the sun. The flame-like objects are the comet's fragments and their tails, while the dusty comet trail is the line bridging the fragments.

Comet 73P /Schwassman-Wachmann 3 began to splinter apart in 1995 during one of its voyages around the sweltering sun. Since then, the comet has continued to disintegrate into dozens of fragments, at least 36 of which can be seen here. Astronomers believe the icy comet cracked due the thermal stress from the sun.

The Spitzer image provides the best look yet at the trail of debris left in the comet's wake after its 1995 breakup. The observatory's infrared eyes were able to see the dusty comet bits and pieces, which are warmed by sunlight and glow at infrared wavelengths. This comet debris ranges in size from pebbles to large boulders. When Earth passes near this rocky trail every year, the comet rubble burns up in our atmosphere, lighting up the sky in meteor showers. In 2022, Earth is expected to cross close to the comet's trail, producing a noticeable meteor shower.

Astronomers are studying the Spitzer image for clues to the comet's composition and how it fell apart. Like NASA's Deep Impact experiment, in which a probe smashed into comet Tempel 1, the cracked Comet 73P/Schwassman-Wachmann 3 provides a perfect laboratory for studying the pristine interior of a comet.

This image was taken from May 4 to May 6 by Spitzer's multi-band imaging photometer, using its 24-micron wavelength channel.
