Maternal Life International (MLI) has been awarded a US$273,000 grant by Bristol-Myers Squibb to implement a parish-nurse program for AIDS prevention and care in 25 communities in Swaziland, Africa. The program was developed by MLI in collaboration with Dr. Cynthia Gustafson and will provide a range of services, including hospice/home-based care for AIDS patients, HIV testing and counseling, and HIV/AIDS community education. The parish-nurse model reflects a holistic approach to health care inclusive of the spiritual and social dimensions of AIDS care. According to MLI, the starting point for the program begins with acknowledging the life and dignity of the human person. Moreover, the program will work together with the Roman Catholic Church of Swaziland, 25 parish nurses initially trained in the parish-nurse model. In addition, MLI has initiated projects in Cameroon, Malawi, Ghana and Yucatan State in Mexico in addition to its work in Swaziland. PMID:12349743

A U.S. District Court jury in New York awarded $1.28 million to Robert J. Disanto, who was dismissed from McGraw-Hill Inc., based on his HIV infection. The company contended that Disanto did not qualify for Americans with Disabilities Act (ADA) protection because his HIV infection and depression did not substantially limit his ability to work. The judge disagreed claiming that Disanto had impairments that substantially limited his work activity, but he could still fully perform the essential functions of his job if he had been given a reasonable accommodation. If the judge signs off on the jurors' decision, an ADA cap of $200,000 on punitive damages may reduce the award of $1.28 million. PMID:11366637

Man with AIDS is awarded $1 million for abuse in jail.

Pedro Sosa, arrested for public intoxication, successfully sued the Jefferson County Department of Corrections and three prison guards. A Federal jury awarded Sosa $1,180,000 for the abuse and mistreatment he endured during an overnight stay in the county jail. Sosa, who is living with AIDS, was never given a sobriety test, and the charge of intoxication was later dismissed. However, Sosa was strip-searched, denied the use of a toilet, shackled to his bed, kicked and threatened, and ridiculed about his homosexuality and HIV status. The suit charged that Sosa's Eighth Amendment protection against cruel and unusual punishment had been violated. The Fourth Amendment's protection against unreasonable strip-searches and the Americans with Disabilities Act's (ADA) protection against differential treatment based on disability were also cited. The jury found the Department of Corrections liable and the three guards responsible for actual and punitive damages. The county is still determining if it will appeal. PMID:11363260

IDEAS Grants Program The Initiative to Develop Education through Astronomy and Space Science (IDEAS) is a grant program that funds start-up educational outreach projects which team educators with astronomers and space scientists. The purpose of the program is to provide grants to enhance science education through astronomy and space science. IDEAS was developed in 1991 by the NASA Astrophysics Division to create more opportunities for scientists to share their knowledge and excitement about astronomy and space science with students, educators, and the general public. Today, the program is administered by the Space Telescope Science Institute (STScI) and coordinated by the Office of Public Outreach on behalf of NASA. The IDEAS grants program encourages scientists to team with educators to undertake projects that promote greater mathematical, technological, and scientific literacy. The primary target of the IDEAS projects is the K-12 community of teachers, pre-service teachers, and students, as well as the general public. Funding for IDEAS grants is available in two sizes: small and large. Small grants up to a maximum of \\10,000. Large grants up to a maximicrons of \\40,000 Preference will be given to requests for small grants with high leverage/impact. Funds may be used to support local travel, materials, stipends, etc. Funding for equipment is discouraged but allowed in exceptional circumstances. The following pages describe the high energy physics program at the University of Arizona which was funded by DOE grant DE-FG03-95ER40906, for the period 1 February 1995 to 31 January 2004. In this report, emphasis was placed on more recent accomplishments. This grant was divided into two tasks, a theory task (Task A) and an experimental task (Task B but called Task C early in the grant period) with separate budgets. Faculty supported by this grant, for at least part of this period, include, for the theory task, Adrian Patrascioiu (now deceased), Ina Sarcevic, and Douglas Toussaint., and, for the experimental task, Elliott Cheu, Geoffrey Forden, Kenneth Johns, John Rutherfoord, Michael Shupe, and Erich Varnes. Grant monitors from the Germantown DOE office, overseeing our grant, changed over the years. Dr. Marvin Gettner covered the first years and then he retired from the DOE. Dr. Patrick Rapp worked with us for just a few years and then left for a position at the University of Puerto Rico. Dr. Kathleen Turner took his place and continues as our grant monitor. The next section of this report covers the activities of the theory task (Task A) and the last section the activities of the experimental task (Task B).

National Aeronautics and Space Administration in 1989, the National Space Grant College and Fellowship Program (also known as Space Grant) contributes to the nation's science enterprise by funding research, education, and public service projects through a national network of 52 university-based Space Grant consortia. These consortia administer programs in all 50 states, the District of Columbia, and Puerto Rico. In 1998, the consortia's 703 affiliates include 493 academic institutions and 62 businesses. Other partners include state and local government agencies, other federal agencies, and nonprofit organizations. Space Grant celebrates its tenth year of service in 1999. Since its inception, Space Grant has awarded over 12,000 U.S. citizens with tuition assistance in science, engineering, and related fields of study. Approximately twenty percent of these awards were to students from underrepresented groups and approximately thirty-five percent were to women. The majority of Space Grant student awards include a mentored research experience with university faculty or NASA scientists. Space Grant funds curriculum enhancement and faculty development as well. Space Grant colleges and universities also administer precollege and public service education programs that help to meet the education needs of their states. The Space Grant consortia have leveraged federal funds to more than double the Space Grant budget with matching contributions from state and local sources. Space Grant encourages collaboration among departments, across institutions, and with business and industry. All Space Grant programs emphasize the diversity of human resources, the participation of students in research, and the communication of the benefits of science and technology to the general public.

Nominations are now being accepted for the Alan T. Waterman Award, which annually recognizes an outstanding young scientist in the forefront of science. The award, named for the first director of the National Science Foundation (NSF), was established by Congress in 1975 to mark the agency's silver anniversary.Candidates for the 1987 award must be U.S. citizens and must be 35 years old or younger (or not be more than 5 years beyond receipt of the Ph.D. degree) by December 31, 1986. Candidates should have completed sufficient scientific or engineering research to have demonstrated, through personal accomplishments, outstanding capability and exceptional promise for significant future achievement, the award committee says. The All Weather ARrival and Departure (AWARD) program is supported by the European Commission under the Brite-EuRam III structure. Following the VERSATILE preparation program, it started on June 1996 and is planned to finish end of 1999. The program consortium consists of ten partners such as a major airline, aircraft and equipment manufacturers, research and tests centers, and an university. Contractors from France, Germany, Great Britain, Italy and The Netherlands are coordinated by Sextant Avionique. AWARD main objective is to demonstrate the efficiency of vision systems under adverse weather conditions. In order to evaluate the added benefits of these concepts within aircraft operations of approach, landing, taxi and takeoff, two applications are developed: (1) Enhanced Vision System (EVS) based on Head Up Display enhancement with Forward Looking Infrared (FLIR) and Millimeter Wave Radar (MMWR) images. (2) Synthetic Vision System (SVS) displaying an overlaid symbology on a perspective presentation of the environment, thanks to the combination of database and accurate positioning systems. The evaluation of these two tests systems will focus on: (1) Performance and human acceptability aspects. They will be appreciated according to human factors criteria as well as an integration within realistic environments. The NLR Research Flight Simulator and the DLR ATTAS flight test aircraft will be used. (2) Reliability, integrity aspects thanks to a theoretical certification/system study which will propose guidelines for certification, and will address impact on the system architecture. The paper addresses the work structure of AWARD in order to show what are the keypoints addressed in this program.

The Office of Minority Health (OMH) was established in December 1985 in response to recommendations developed by the Secretary's Task Force on Black and Minority Health. Originally, OMH's mission emphasized six health problems identified by the Task Force as priority areas: cancer, cardiovascular disease and stroke; chemical dependency; diabetes; homicide, suicide, and unintentional injuries; and infant mortality and low birth weight. OMH added HIV infection to the six health priority areas after epidemiologic data showed that the representation of blacks and Hispanics was disproportionately high among persons reported with AIDS. Strategies to eliminate or reduce high-risk behaviors associated with HIV infection need to mobilize racial and ethnic minority communities and rebuild social networks in order to foster sustained behavioral changes. OMH created the Minority HIV Education/Prevention Grant Program to demonstrate the effectiveness of strategies to expand the activities of minority community-based and national organizations involved in HIV education and prevention, as well as to encourage innovative approaches to address appropriately the diversities within and among minority populations. In 1988, grants totaling $1.4 million were awarded to four national and 23 community-based minority organizations. Project workers conduct information, education, and prevention interventions directed to specific groups within racial and ethnic minority communities. Interventions include education and prevention training, information activities, developing educational materials, and providing technical assistance. Project innovations include conducting HIV education and prevention training for families at home, presenting a play produced and performed by local teenagers, and developing a workshop and a manual to help minority service organizations to recruit and train volunteer staff members.(ABSTRACT TRUNCATED AT 250 WORDS)

The Ocean Sciences Section presented the following outstanding student paper awards at the 1998 AGU-ASLO Ocean Sciences Meeting in San Diego, California, last February. Juli M. Berwald presented a poster titled The Packet Model for the Downwelling Average Cosine of Irradiance in the Ocean, coauthored by C. D. Mobley and D. A. Kiefer. Juli received her B.A. in mathematics from Amherst College in 1989. Her doctoral research at the University of Southern California focused on understanding relationships between the inherent and apparent optical properties in the ocean. Most of her work is based on results from radiative transfer calculations which mathematically describe how water and particles affect the magnitude and direction of radiance in the ocean. The Lamina Model of the Downwelling Average Cosine of Irradiance, which formed the basis of her AGU presentation, will be incorporated into a new model for reflectance in the ocean. Juli has also developed models of the average cosine of irradiance in which the effects of scattering and absorption on the shape of the underwater light field are individually identified. In addition, she has investigated the effects of raman scattering on the average cosine and the diffuse attenuation coefficient throughout the water column and into the asymptotic field. Juli's graduate work has been supported by a NASA fellowship in Global Change.

Many National Science Foundation grants will be reduced this year as a result of a provision in H.R. 3299. The provision stems from disagreement between the Congress and the administration on how to make budget deficit cuts required by the Gramm-Rudman-Hollings budget law. An agreement was made to cut $4.55 billion through a reduction in discretionary spending, by what amounts to 1.4% across-the-board. The cuts will affect all discretionary federal domestic and defense programs.

The award, established in 1989 by the Planetary Sciences Section, is presented to an individual who makes an outstanding contribution to the field of planetary science.In the beginning, scientists including Galileo studied the solar system by staring through a tube with glass elements called a telescope. This panchromatic instrument demonstrated existence and motion of objects and revealed features such as craters and clouds. Small research grants, or R03 grants, provide limited, short-term support for individual research projects. R03s may be an excellent means of support for projects by nutrition scientists at all stages in their careers. The National Cancer Institute (NCI) has awarded roughly one-half of all nutrition-related NIH R03 grants in the period from 2005 to 2010. A detailed review of the recent NCI grant portfolio identified potential strategies for successful applications. Projects that addressed important nutrition and cancer issues had feasible and appropriate specific aims, were innovative, and were based on sound concepts were most positively viewed by reviewers. Furthermore, applicants with suitable expertise, training, mentorship, and records of accomplishment who, when appropriate, collaborated with investigators with complementary knowledge and skills were more likely to receive higher priority scores. The Space Station will funded at only about half of the $767 million requested in the 1988 budget for the National Aeronautics and Space Administration (NASA), and overall the agency will receive $8,856 billion for the current fiscal year (FY) in the deficit-reduction package passed by Congress in late December. Despite an earlier complaint that reductions in the space station budget would kill the program and an apparent lack of support from the White House, NASA's official reaction was full of good cheer.NASA will be able to use the $425 million in two installments, $200 million now and $225 million in June. In October, NASA administrator James Fletcher stated in a letter to Senator Jake Garn (R-Utah) that if the space station received no more than $440 million, he would recommend termination of the program. But after the budget was approved, NASA said that the $425 million reflected the strong commitment of the President and the Congress to proceed with the development of a space station. A recent request to President Reagan from congressional proponents of the station for a letter of support for the multibillion dollar project was declined.

Report: NSF Instrumentation and Laboratory Improvement Grants in Chemistry

The 1996 awards in chemistry under the Instrumentation and Laboratory Improvement Program (ILI) of the Division of Undergraduate Education (DUE) have been announced and are listed below. The ILI program provides matching funds in the range of 5,000 to 100,000 for purchasing equipment for laboratory improvement. Since the recipient institution must provide matching funds equaling or exceeding the NSF award, the supported projects range in cost from 10,000 to over 200,000. The 311 chemistry proposals requesting 13 million constituted 21% of the total number of proposals submitted to the ILI program. A total of 3.9 million was awarded in support of 110 projects in chemistry. The instruments requested most frequently were high field NMRs, GC/MS instruments, computers for data analysis, and FT-IRs; next most commonly requested were UV-vis spectrophotometers, followed by HPLCs, lasers, computers for molecular modeling, AAs, and GCs. In addition, one award was made this year in chemistry within the Leadership in Laboratory Development category. The next deadline for submission of ILI proposals is November 14, 1997. Guidelines for the preparation of proposals are found in the DUE Program Announcement (NSF 96-10), which may be obtained by calling (703) 306-1666 or by e-mail: undergrad@nsf.gov. The effects of limiting punitive damage awards.

In response to concerns that jury awards in tort cases are excessive and unpredictable, nearly every state legislature has enacted some version of tort reform that is intended to curb extravagant damage awards. One of the most important and controversial reforms involves capping (or limiting) the maximum punitive damage award. We conducted a jury analogue study to assess the impact of this reform. In particular, we examined the possibility that capping punitive awards would cause jurors to inflate their compensatory awards to satisfy their desires to punish the defendant, particularly in situations where the defendant's conduct was highly reprehensible. Relative to a condition in which punitive damages were unlimited, caps on punitive damages did not result in inflation of compensatory awards. However, jurors who had no option to award punitive damages assessed compensatory damages at a significantly higher level than did jurors who had the opportunity to do so. Plaintiff entities, awards, and decision justifications in a toxic tort case

The ecological composition of plaintiff entities may vary in size and sociographics in toxic tort litigation. The amount of awards and the justifications for those awards in the various plaintiff situations are unknown. Consolidation which is procedurally distinct from class consolidation procedurally distinct from class action is an alternative litigation strategy for mass torts. Jury decision making in consolidated actions has not been extensively examined by social scientific, legal, or communication researchers. Awards and decision justifications were gathered from two populations of surrogate jurors. Subjects were asked to decide on the amount of money to award a single plaintiff or a small aggregate, small group, large aggregate or large group of plaintiffs in a written summary of a hypothetical toxic substance case. Respondents were asked to explain the reason(s) for their award decisions. The average award in each situation was in the mid-point area of a range from zero to one million dollars. The amount implies that on average respondents were inclined to give all plaintiff entities approximately $500,000. The justifications for the awards were organized into the following nine categories determined by the application of Toulmin's model of argument: (1) Company Attribution - CA; (2) Employee Attribution - EA; (3) Attribution to Both Employee and Company - BA; (4) Evaluation Pro-Plaintiff-EPP; (5) Evaluation Pro-Defendant - EPD; (6) Sufficient Compensation - SC; (7) Company Attribution/Sufficient Compensation - CASC; (8) Employee Attribution/Sufficient Compensation - EASC; and (9) Both Attribution/Sufficient Compensation - BASC. The classifications revealed a categorical advantage for the plaintiff(s). Respondents provided justifications beyond strict attributions of responsibility to the parties involved. Attribution of responsibility to the employee was a consistent basis for monetary decisions for subjects who decided not to award any compensation.

Connecting Community With Campus to Address Cancer Health Disparities: A Community Grants Program Model

Background With growing interest in the CBPR approach to cancer health disparities research, mechanisms are needed to support adherence to its principles. The Carolina Community Network (CCN), 1 of 25 Community Network Programs funded by the National Cancer Institute (NCI), developed a model for providing funds to community-based organizations. Objectives This paper presents the rationale and structure of a Community Grants Program (CGP) model, describes the steps taken to implement the program, and discusses the lessons learned and recommendations for using the grants model for CBPR. Methods Three types of projectscancer education, implementation of an evidence-based intervention, and the development of communityacademic research partnershipscould be supported by a community grant. The CGP consists of four phases: Pre-award, peer-review process, post-award, and project implementation. Results The CGP serves as a catalyst for developing and maintaining communityacademic partnerships through its incorporation of CBPR principles. Conclusions Providing small grants to community-based organizations can identify organizations to serve as community research partners, fostering the CBPR approach in the development of communityacademic partnerships by sharing resources and building capacity.

At the AGU 1992 Spring Meeting in Montreal, Margaret Wei-Mei Chen will be presented with the Space Physics and Aeronomy section's F.L. Scarf Award for outstanding dissertation research that contributes directly to solar-planetary science. Chen will receive a cash award of $1,000 and present an invited paper on the subject of her dissertation in a SPA-Magnetospheric Physics session at the meeting.Chen received her Ph.D. in physics from the University of California, Los Angeles, in September 1990. Her dissertation on The Polar Wind and Ionic Outflow involved the oretical analysis, numerical simulations, and comparison with observational data. Advised by Maha Ashour-Abdalla, Chen incorporated kinetic processes such as ion heating into a macroscopic hydrodynamical model of the polar wind in order to investigate non-classical effects in the polar wind. She also worked closely on this subject with Thomas E. Holzer of the NCAR High Altitude Observatory. In collaboration with William K. Peterson of Lockheed and Thomas E. Moore of NASA Marshall Space Flight Center, Chen analyzed measurements from the Dynamics Explorer 1 spacecraft of upflowing ion streams in the polar cap region. These data were used to guide the theoretical modeling.

Intended to serve as a national information center, SGNIS is structured as a database and provides "a comprehensive collection of research publications and education materials ... on zebra mussels and other aquatic nuisance species." The database is searchable by Title, Authors, Organization, Date of publication, or Keywords (subject), and typical returns provide hyperlinks to abstracts, and in come cases, the full text (.pdf format) of published articles. Opportunities for Small Nutrition-Related Cancer Research Grants (R03) from the National Cancer Institute1

Small research grants, or R03 grants, provide limited, short-term support for individual research projects. R03s may be an excellent means of support for projects by nutrition scientists at all stages in their careers. The National Cancer Institute (NCI) has awarded roughly one-half of all nutrition-related NIH R03 grants in the period from 2005 to 2010. A detailed review of the recent NCI grant portfolio identified potential strategies for successful applications. Projects that addressed important nutrition and cancer issues had feasible and appropriate specific aims, were innovative, and were based on sound concepts were most positively viewed by reviewers. Furthermore, applicants with suitable expertise, training, mentorship, and records of accomplishment who, when appropriate, collaborated with investigators with complementary knowledge and skills were more likely to receive higher priority scores.

Lawrence Berkeley National Laboratory was awarded eight Environmental Management Science Program (EMSP) research grants in Fiscal Year 1996. This report summarizes the progress of each grant in addressing significant DOE site cleanup issues after completion of the first year of research. The technical progress made to date in each of the research projects is described in greater detail in individual progress reports. The focus of the research projects covers a diversity of areas relevant to site cleanup, including bioremediation, health effects, characterization, and mixed waste. Some of the projects cut across a number of focus areas. Three of the projects are directed toward characterization and monitoring at the Idaho National Engineering and Environmental Laboratory, as a test case for application to other sites.
