Conflicts of interest among committee members in the National Academies’ genetically engineered crop study

The National Academies of Sciences, Engineering and Medicine (NASEM) publishes numerous reports each year that are received with high esteem by the scientific community and public policy makers. The NASEM has internal standards for selecting committee members that author its reports, mostly from academia, and vetting conflicts of interest. This study examines whether there were any financial conflicts of interest (COIs) among the twenty invited committee members who wrote the 2016 report on genetically engineered (GE) crops. Our results showed that six panel members had one or more reportable financial COIs, none of which were disclosed in the report. We also report on institutional COIs held by the NASEM related to the report. The difference between our findings and the NASEM reporting standards are discussed. PMID:28245228

Section of Cybernetics in Mining of Mining Committee of Polish Academy of Science (PAN) has been created by PAN Mining Committee in 1969. It was a section in Mining Committee of PAN, whose operation range included widely understood issues of automation, telecommunication and informatics in mining industry. The main operation method of the Section was to organize the periodic conferences dedicated to issues of control systems in mining. The first conference took place in 1971 in Katowice. Together with new (the current one) term of office of Mining Committee of PAN this Section ceased to exist. The paper presents (pro memoria) over 40 year long conference output of this Section that functioned within the scope of operation of Mining Committee of PAN up to 12th January 2016.

Despite the American Academy of Pediatrics' (AAP) strong endorsement for breastfeeding, most infants in the United States are fed some infant formula by the time they are 2 months old. The AAP Committee on Nutrition has strongly advocated iron fortification of infant formulas since 1969 as a way of reducing the prevalence of iron-deficiency anemia and its attendant sequelae during the first year.1 The 1976 statement titled "Iron Supplementation for Infants" delineated the rationale for iron supplementation, proposed daily dosages of iron, and summarized potential sources of iron in the infant diet.2 In 1989, the AAP Committee on Nutrition published a statement that addressed the issue of iron-fortified infant formulas3 and concluded that there was no convincing contraindication to iron-supplemented formulas and that continued use of "low-iron" formulas posed an unacceptable risk for iron deficiency during infancy. The current statement represents a scientific update and synthesis of the 1976 and 1989 statements with recommendations about the use of iron-fortified and low-iron formulas in term infants.

The bill passed in April 2007 by the German parliament aims to confer democratic legitimacy on the German Ethics Committee (deutscher Ethikrat) which has replaced the former National Ethics Committee (nationaler Ethikrat) set up in 2001. This law results from a wide debate which began in 2005 within the political parties about the role in democracy of the bodies charged with advising the people's representatives in the areas of biotechnology and modern medicine. In this article, the author explains why it was necessary to confer a certain democratic legitimacy on the new Ethics Committee and analyses the relation that exists between the democratic principle, the work of this type of committee and the national institutional structure retained to stimulate the debate and advise the political decision-makers, and even to prepare legislation concerning bioethics.

The statement on informed consent, parental permission, and patient assent has a long and extraordinary history. The first draft of this document, prepared by William G. Bartholome, MD, was presented to the original American Academy of Pediatrics (AAP) Committee on Bioethics in 1985. Bill put his soul into the manuscript and has watched over it carefully ever since. Now, a decade later, those who have worked on its continued development and urged its adoption as Academy policy applaud its publication. No one is more gratified than its primary author and champion. Those who have had the privilege to know Dr Bartholome share his sense of accomplishment, but cannot help but experience a cruel sense of irony. Just as the work Bill considers his most important contribution has become available for public appreciation, Dr Bartholome suffers from a serious illness that threatens his life. Bill always wanted "the experience, perspective, and power of children" to be taken most seriously. Through the years of the statement's revisions and re-presentation within the Academy, Bill "had faith in the power of the text and the ideas it contained, ... that its time would come." The statement embodies Bill Bartholome's dedication to children. Throughout his career, he worked to make medicine and medical research safer and more friendly for children. The AAP and its Committee on Bioethics, on behalf of all our colleagues, extend heartful thanks to Dr William G. Bartholome for helping us more fully appreciate that children are in the process of becoming, in his words, "intelligent, observant, capable, and responsible persons" who deserve our utmost respect.

The American Academy of Ophthalmology and Otolaryngology grew steadily during its 82-year existence, and since 1979, the American Academy of Ophthalmology has had an accelerated increase in membership and activity. In 1995, as the Academy approached its centennial, the AAO had more than 20,000 members and an annual budget of more than +26 million. Total registration for the 1994 Annual meeting was slightly more than 27,000, an all-time high. Instruction Courses numbered 450,300 scientific papers were presented, and 130 posters were displayed. The original postgraduate course in 1921 served as the predecessor to the more than 700 hours of instruction presented at the 1994 Annual Meeting. The original committee of four was the predecessor of what has become the Secretariats of the Academy. The popular Home Study Courses were the forerunners of the Academy's programs, formulated and supervised by the Education Secretaries. The Clinical Education Programs include the Basic and Clinical Science Courses, Focal Points, Continuing Ophthalmic Video Education, Manuels, Regional Update Courses, Special Focus/Skills Courses, Monographs, PROvision, slide scripts, and other programs produced for allied health personnel, medical students, and other physicians. The Secretaries originate, produce, and oversee all the important functions of the Academy. The individuals who have served the Academy as Secretaries through the years have been dedicated volunteers. Their contributions have been incalculable. In recent years, the various Secretaries have been ably assisted by Associate Secretaries, Advisory Committees, and Subcommittees, spreading the workload of each Secretary. Credit for the success of the Academy's endeavors, while under the guidance of the Secretaries, also must be given to the Academy's many committee chairs and committee members who have diligently worked to achieve their goals and objectives. Summary of the Report of the U.S. National Research Council's Committee on Human Spaceflight

Human spaceflight is considered by many to be the ultimate human endeavor in space—a pursuit to determine just how far human beings can venture into the cosmos and to understand what it is we will find and what we can do as a species in space. The U.S. National Research Council’s Committee on Human Spaceflight was charged to examine carefully and thoroughly the rationale for and value of human spaceflight in as broad a context as possible. Whereas the financial benefit of the peaceful uses of outer space, such as using space-based assets for communication systems or weather prediction, might be clear and the scientific benefits of the robotic exploration of our cosmos might be compelling, understanding the extent to which the world needs or desires human spaceflight requires a much more nuanced and complex assessment. This paper will focus on this committee’s assessment of these questions and describe the findings and recommendations of the committee’s report—in particular, examining the long-term goals and direction of a sustainable future for human spaceflight. The report, which will be released in Spring 2014, examines the rationales and benefits of human spaceflight—in the context the needs of science, industry, international relations and partnerships, and the public good—and a sustainable pathway approach to human deep space exploration. The talk would present the committee's understanding of the rationales, pathways, and decision rules that could enable and guide future planning of human space exploration. This US-NRC study was requested by the U.S. Congress and supported by the National Aeronautics and Space Administration (NASA). Conducted over 18 months, a committee of experts, drawn from diverse areas of expertise spanning the National Academies system, the study: • Considered the goals for human spaceflight and the expected value of NASA’s human spaceflight activities in the context of national goals, • Solicited broadly-based, but

The collection of W.A. Karawajew is one of the richest and most famous ant collections of the World. Much of this collection consists of dry mounted specimens, including types of about 550 taxa, housed in the Shmalhausen Institute of Zoology of the National Academy of Sciences of Ukraine (Kiev). Nevertheless, we located a considerable part of Karawajew's collection, containing about 25,000 specimens in alcohol, that is preserved in the National Museum of Natural History of the National Academy of Sciences of Ukraine (Kiev). The latter material was recently examined and we found types of 24 taxa. This type material was partly mounted, re-ordered and catalogued. In this paper we present a catalogue of these type specimens housed in the National Museum of Natural History.

The title describes the two tasks summarized in this report. The remainder of the report contains information on meetings held or to be held on the subjects. The US National Committee for Rock Mechanics (USNC/RM) provides for US participation in international activities in rock mechanics, principally through adherence to the International Society for Rock Mechanics (ISRM). It also keeps the US rock mechanics community informed about new programs directed toward major areas of national concern in which rock mechanics problems represent critical or limiting factors, such as energy resources, excavation, underground storage and waste disposal, and reactor siting. The committeemore » also guides or produces advisory studies and reports on problem areas in rock mechanics. A new panel under the auspices of the US National Committee for Rock Mechanics has been appointed to conduct a study on Conceptual Models of Fluid Infiltration in Fractured Media. The study has health and environmental applications related to the underground flow of pollutants through fractured rock in and around mines and waste repositories. Support of the study has been received from the US Nuclear Regulatory Commission and the Department of Energy`s Yucca Mountain Project Office. The new study builds on the success of a recent USNC/RM report entitled Rock Fractures and Fluid Flow: Contemporary Understanding and Applications (National Academy Press, 1996, 551 pp.). On April 20, 2004, the US National Academy of Sciences selected 72 new members and 18 foreign associates from 13 countries, including Dr. Cesarsky, in recognition of their distinguished and continuing achievements in original research. This brought the total number of active members to 1,949, among which 351 foreign associates. The US National Academy of Sciences (NAS) is a private, non-profit, self-perpetuating society of distinguished scholars engaged in scientific and engineering research, dedicated to the furtherance of science and technology and to their use for the general welfare. Upon the authority of the charter granted to it by the Congress in 1863, the Academy has a mandate that requires it to advise the federal government on scientific and technical matters. Election to the NAS is considered one of the highest honours that can be accorded a scientist or engineer. "It is a great honour. I am extremely happy about it," says Catherine Cesarsky. "It comes at a time when we are very engaged in a fruitful collaboration with our American partners for the construction of the Atacama Large Millimeter Array, certainly one of the largest ground-based astronomy projects of the next decade." Among its distinguished members, the National Academy includes 83 astronomers. Catherine Cesarsky was elected in recognition of her role as a pioneer of space infrared astronomy and a leader of European physics and astronomy. "She has made seminal contributions to the study of star formation in near and distant galaxies, the cosmic infrared background, and the confinement and acceleration of cosmic rays", states the nomination form. "The election of Catherine Cesarsky to the US National Academy of Sciences is most appropriate", declares Piet van der Kruit, President of ESO's Council. Occupant protection policies for children younger than 2 years on aircraft are inconsistent with all other national policies on safe transportation. Children younger than 2 years are not required to be restrained or secured on aircraft during takeoff, landing, and conditions of turbulence. They are permitted to be held on the lap of an adult. Preventable injuries and deaths have occurred in children younger than 2 years who were unrestrained in aircraft during survivable crashes and conditions of turbulence. The American Academy of Pediatrics recommends a mandatory federal requirement for restraint use for children on aircraft. The Academy further recommends that parents ensure that a seat is available for all children during aircraft transport and follow current recommendations for restraint use for all children. Physicians play a significant role in counseling families, advocating for public policy mandates, and encouraging technologic research that will improve protection of children in aircraft.

Based on the growing importance of community engagement and the recognition of its importance by the American Association of Colleges of Pharmacy (AACP), the committee offers several examples of community engagement activities for consideration and replication by our academy and beyond. These activities, including those of winning institutions of the Lawrence J. Weaver Transformational Community Engagement Award, can be mapped to the core components of community engagement presented in Table 1. The committee, using an implementation readiness framework, provides the reader with insight into the challenges that may impact successful community engagement and encourages our academy to continue its work to support faculty capacity in this area. Toward that end, the committee offers a policy statement that encourages schools and colleges of pharmacy to have an office or designate a faculty member whose focus is specifically on community engagement. The committee also offers a recommendation that the core components be included in the criteria for the Weaver Award.

In France the role of the French National Medicines Assessment Committee, which is a part of the French National Authority for Health (HAS), is to evaluate the expected performance of new drugs in comparison with that of existing drug or non-drug treatments. This process includes evaluation of degree of innovation generally based on whether the drug can be considered as possibly, likely or certain to represent a factor of progress. However innovation and progress are not always synonymous. Progress is defined in terms of improvement in efficacy or tolerance determined by estimating the impact of the new product in comparison with existing modalities on the health of a subgroup of patients that can be readily defined, identified and studied. In general the committee considers any originality as positive since a new chemical or pharmacological class or a new mechanism of action may allow treatment of patients that did not respond to or tolerate existing products. However, when confronted with a concept without clear clinical benefits, the committee must distinguish between true and false innovation so that deliberation focuses more on recognition and quantification of progress than on systematic evaluation of innovation.

The National Academies of Sciences, Engineering and Medicine conducted a rapid turn-around comprehensive review of recent medical literature on The Health Effects of Cannabis and Cannabinoids. The 16-member committee adopted the key features of a systematic review process, conducting an extensive search of relevant databases and considered 10,000 recent abstracts to determine their relevance. Primacy was given to recently published systematic reviews and primary research that studied one of the committee's 11 prioritized health endpoints- therapeutic effects; cancer incidence; cardiometabolic risk; respiratory disease; immune function; injury and death; prenatal, perinatal and postnatal outcomes; psychosocial outcomes; mental health; problem Cannabis use; and Cannabis use and abuse of other substances. The committee developed standard language to categorize the weight of evidence regarding whether Cannabis or cannabinoids use for therapeutic purposes are an effective or ineffective treatment for the prioritized health endpoints of interest. In the Therapeutics chapter reviewed here, the report concluded that there was conclusive or substantial evidence that Cannabis or cannabinoids are effective for the treatment of pain in adults; chemotherapy-induced nausea and vomiting and spasticity associated with multiple sclerosis. Moderate evidence was found for secondary sleep disturbances. The evidence supporting improvement in appetite, Tourette syndrome, anxiety, posttraumatic stress disorder, cancer, irritable bowel syndrome, epilepsy and a variety of neurodegenerative disorders was described as limited, insufficient or absent. A chapter of the NASEM report enumerated multiple barriers to conducting research on Cannabis in the US that may explain the paucity of positive therapeutic benefits in the published literature to date. The possible loss to the People's Republic of China of important U.S. nuclear-weapons-related information has aroused concern about interactions of scientists employed by the national laboratories with foreign nationals. As a result, the National Academies assembled a committee to examine the roles of the national laboratories, the contribution of foreign interactions to the fulfillment of those roles, the risks and benefits of scientific openness in this context, and the merits and liabilities of the specific policies being implemented or proposed with respect to contacts with foreign nationals. The committee concluded that there are many aspects of the work at the laboratories that benefit from or even demand the opportunity for foreign interactions. The committee recommended five principles for guiding policy: (1) Maintain balance. Policy governing international dialogue by laboratory staff should seek to encourage international engagement in some areas, while tightly controlling it in others. (2) Educate staff. Security procedures should be clear, easy to follow, and serve an understandable purpose. (3) Streamline procedures. Good science is compatible with good security if there is intelligent line management both at the labs and in Washington, which applies effective tools for security in a sensible fashion. (4) Focus efforts. DOE should focus its efforts governing tightened security for information. The greatest attention should obviously be provided to the protection of classified information by appropriate physical and cybersecurity measures, and by personnel procedures and training. (5) Beware of prejudice against foreigners. Over the past half-century foreign-born individuals have contributed broadly and profoundly to national security through their work at the national laboratories.

Compelling evidence indicates that the incidence of chronic kidney disease (CKD) is increasing because of an aging population and a higher prevalence of cardiovascular disease, diabetes, and hypertension. Nutrition management of patients with CKD requires early disease recognition, appropriate interpretation of the markers and stages of CKD, and collaboration with other health care practitioners. Better management of CKD can slow its progression, prevent metabolic complications, and reduce cardiovascular related outcomes. Caring for patients with CKD necessitates specialized knowledge and skills to meet the challenges associated with this growing epidemic. The Academy of Nutrition and Dietetics Renal Dietitians Practice Group and the National Kidney Foundation Council on Renal Nutrition, with guidance from the Academy of Nutrition and Dietetics Quality Management Committee, have updated the 2009 Standards of Practice in Nutrition Care and Standards of Professional Performance as a tool for registered dietitian nutritionists working in nephrology nutrition to assess their current skill levels and to identify areas for additional professional development in this practice area. The Standards of Practice apply to the care of patients/clients with kidney disease. The Standards of Professional Performance consist of six domains of professionalism, including: Quality in Practice, Competence and Accountability, Provision of Services, Application of Research, Communication and Application of Knowledge, and Utilization and Management of Resources. Within each standard, specific indicators provide measurable action statements that illustrate how nephrology nutrition principles can be applied to practice. The indicators describe three skill levels (ie, competent, proficient, and expert) for registered dietitian nutritionists working in nephrology nutrition. VLA Expansion Project Gets Strong Endorsement From National Committee

A project to expand the National Science Foundation's famed Very Large Array (VLA) radio telescope, improving its scientific capabilities tenfold, has received strong endorsement from a prestigous national panel of astronomers given the task of setting priorities for astronomical projects in the next decade. The Astronomy and Astrophysics Survey Committee, established by the National Research Council, the working arm of the National Academy of Sciences, gave the VLA Expansion one of the top ratings among proposed ground-based observatory projects in a report issued today. Center of the VLA "This ranking by the Survey Committee, which heard from hundreds of astronomers around the country, shows that the astronomical community places great importance on expanding the VLA," said Paul Vanden Bout, Director of the National Radio Astronomy Observatory (NRAO). "The VLA is a unique and critical resource for the world's astronomers, and the VLA Expansion Project will ensure that scientists have a state-of-the-art tool to meet the astronomical research challenges of the 21st Century," Vanden Bout added. The Survey Committee report listed the Expanded VLA as an important contributor to new understanding in three high-priority research areas for the next decade: studies of star and planet formation; research into black holes; and unraveling details about the "dawn of the modern universe." The VLA Expansion Project will use modern electronics and computer technology to greatly improve the VLA's ability to observe faint celestial objects and to analyze their radio emissions. A set of eight new dish antennas, added to the current 27-antenna system, will allow the VLA to produce images with ten times greater detail. The project will build on the VLA's current infrastructure, including its 230-ton dish antennas, the railroad tracks for moving those antennas, and the existing buildings and access roads. An eight-year follow-up national study of medical school and general hospital ethics committees in Japan

Background Ethics committees and their system of research protocol peer-review are currently used worldwide. To ensure an international standard for research ethics and safety, however, data is needed on the quality and function of each nation's ethics committees. The purpose of this study was to describe the characteristics and developments of ethics committees established at medical schools and general hospitals in Japan. Methods This study consisted of four national surveys sent twice over a period of eight years to two separate samples. The first target was the ethics committees of all 80 medical schools and the second target was all general hospitals with over 300 beds in Japan (n = 1457 in 1996 and n = 1491 in 2002). Instruments contained four sections: (1) committee structure, (2) frequency of annual meetings, (3) committee function, and (4) existence of a set of guidelines for the refusal of blood transfusion by Jehovah's Witnesses. Results Committee structure was overall interdisciplinary. Frequency of annual meetings increased significantly for both medical school and hospital ethics committees over the eight years. The primary activities for medical school and hospital ethics committees were research protocol reviews and policy making. Results also showed a significant increase in the use of ethical guidelines, particularly those related to the refusal of blood transfusion by Jehovah's Witnesses, among both medical school and hospital ethics committees. Conclusion Overall findings indicated a greater recognized degree of responsibilities and an increase in workload for Japanese ethics committees. PMID:17598923

Palivizumab was licensed in June 1998 by the US Food and Drug Administration for prevention of serious lower respiratory tract disease caused by respiratory syncytial virus (RSV) in pediatric patients who are at increased risk of severe disease. Safety and efficacy have been established for infants born at or before 35 weeks' gestation with or without chronic lung disease of prematurity and for infants and children with hemodynamically significant heart disease. The American Academy of Pediatrics (AAP) published a policy statement on the use of palivizumab in November 1998 (American Academy of Pediatrics, Committee on Infectious Diseases and Committee on Fetus and Newborn. Pediatrics. 1998;102[5]:1211-1216) and revised it in December 2003 (American Academy of Pediatrics, Committee on Infectious Diseases and Committee on Fetus and Newborn. Pediatrics. 2003;112[6 pt 1]:1442-1446), and an AAP technical report on palivizumab was published in 2003 (Meissner HC, Long SS; American Academy of Pediatrics, Committee on Infectious Diseases and Committee on Fetus and Newborn. Pediatrics. 2003;112[6 pt 1]:1447-1452). On the basis of the availability of additional data regarding seasonality of RSV disease as well as the limitations in available data on risk factors for identifying children who are at increased risk of serious RSV lower respiratory tract disease, AAP recommendations for immunoprophylaxis have been updated in an effort to ensure optimal balance of benefit and cost from this expensive intervention. This statement updates and replaces the 2003 AAP statement and the 2006 Red Book and is consistent with the 2009 Red Book recommendations.

The United Kingdom has many bodies that play their part in carrying out the work of national ethics committees, but its nearest equivalent of a U.S. presidential bioethics commission is the Nuffield Council on Bioethics, established in 1991. The Council is charged with examining ethical questions raised by developments in biological and medical research, publishing reports, and making representations to appropriate bodies in order to respond to or anticipate public concern. It is a nongovernment organization with no defined or guaranteed channels of influence. It has no authority merely by virtue of the position it holds. Rather, it has established relational authority based on its reputation. Unlike the U.S. bioethics commission, it is not part of executive government, nor is it constituted to contribute to the legislative branch, as does the French Comité Consultatif National d'Ethique. Its nongovernmental status notwithstanding, the Nuffield Council's work affects the U.K. government and the British public, and the Council has achieved international recognition for its reports. I was the chairperson from 2012 to 2017 and draw on my experience in this piece to consider three key audiences: governments, publics, and the international community. © 2017 The Hastings Center.

We describe the digital library (DL) for the National Advisory Committee for Aeronautics (NACA), the NACA Technical Report Server (NACATRS). The predecessor organization for the National Aeronautics and Space Administration (NASA), NACA existed from 1915 until 1958. The primary manifestation of NACA's research was the NACA report series. We describe the process of converting this collection of reports to digital format and making it available on the World Wide Web (WWW) and is a node in the NASA Technical Report Server (NTRS). We describe the current state of the project, the resulting DL technology developed from the project, and the future plans for NACATRS.

It is the position of the Academy of Nutrition and Dietetics that all people should have consistent access to an appropriately nutritious diet of food and water, coupled with a sanitary environment, adequate health services, and care that ensure a healthy and active life for all household members. The Academy supports policies, systems, programs, and practices that work with developing nations to achieve nutrition security and self-sufficiency while being environmentally and economically sustainable. For nations to achieve nutrition security, all people must have access to a variety of nutritious foods and potable drinking water; knowledge, resources, and skills for healthy living; prevention, treatment, and care for diseases affecting nutrition status; and safety-net systems during crisis situations, such as natural disasters or deleterious social and political systems. More than 2 billion people are micronutrient deficient; 1.5 billion people are overweight or obese; 870 million people have inadequate food energy intake; and 783 million people lack potable drinking water. Adequate nutrient intake is a concern, independent of weight status. Although this article focuses on nutritional deficiencies in developing nations, global solutions for excesses and deficiencies need to be addressed. In an effort to achieve nutrition security, lifestyles, policies, and systems (eg, food, water, health, energy, education/knowledge, and economic) contributing to sustainable resource use, environmental management, health promotion, economic stability, and positive social environments are required. Food and nutrition practitioners can get involved in promoting and implementing effective and sustainable policies, systems, programs, and practices that support individual, community, and national efforts. In his speech, the president shared his plans to give science and technology a central role in the nation's future and an immediate place in America's economic renewal. He outlined steps he is taking to increase research spending, achieve energy independence, and improve science education. In accordance with act of Congress, approved March 3, 1915, as amended (U.S.C., title 50, .sw 151), which established the National Advisory Committee for Aeronautics, the Committee submits its Forty-fourth Annual Report for the fiscal year 1958. This is the Committee's final report to the Congress. The National Aeronautics and Space Act of 1958 (Public Law 85-568) provides in section 301 that the NACA "shall cease to exist" and "all functions, powers, duties, and obligations, and all real and personal property, personnel (other than members of the Committee), funds, and records of the NACA shall be transferred to the National Aeronautics and Space Administration. The aforesaid act provides that "this section shall take effect 90 days after the date of the enactment of this act, or on any earlier date on which the Administrator shall determining and announce by proclamation published in the Federal Register, that the Administration has been organized and is prepared to discharge the duties and exercise the power conferred upon it by this act." The Administrator, Hon. T. Keith Glennan has advised the Committee of his intention to issue such proclamation, effective October 1,1958.

The National Academy of Sciences-National Research Council Twin Registry (NAS-NRC Twin Registry) is a comprehensive registry of White male twin pairs born in the USA between 1917 and 1927, both of the twins having served in the military. The purpose was medical research and ultimately improved clinical care. The cohort was assembled in the early 1960s with identification of approximately 16 000 twin pairs, review of service records, a brief mailed questionnaire assessing zygosity, and a health survey largely comparable to questionnaires used at that time with Scandinavian twin registries. Subsequent large-scale data collection occurred in 1974, 1985 and 1998, repeating the health survey and including information on education, employment history and earnings. Self-reported data have been supplemented with mortality, disability and medical data through record linkage. Globally, ethical issues in research are becoming of major importance, being well established in developed countries with little information about research ethics committees (RECs) in Africa to assess whether these committees are actually improving the protection of human research participants. To describe the establishment, structure, function, operations and outcome of the Medical Research Ethics Committee (MREC) of the National Research Center (NRC) of Egypt from 2003 to 2011. The committee established its regulatory rules for human and animal research ethics based on the Declaration of Helsinki 2000-2008 and WHO regulations 2000-2011. There were 974 protocols revised in the 7 years (2005-2011). The outcome of the committee discussions was to clear 262 of the protocols without conditions. A full 556 were cleared conditionally upon completion of modifications. Another 118 were deferred pending action and further consideration at a subsequent meeting. And 16 researchers did not reply, while 22 protocols were rejected. Since 2005, the MREC in NRC Egypt has built up considerable experience of evaluating the ethical issues arising within the field of medical research.

The Geotechnical Board, a part of the US National Research Council, which is the operating arm of the National Academy of Sciences and the National Academy of Engineering, serves to advise the federal government and others on issues where geotechnology can have an impact, such as environmental remediation and infrastructure development. The board met three times during the reporting period to review current projects and to initiate activities that move the knowledge base of geotechnology forward. The Space Station Program will be the most ambitious space project the nation has ever undertaken; will require tens of billions of dollars; and will entwine for many years the space program with those of international partners. It must have enduring stable support across administrations, and the support must be generous. The current Space Shuttle is barely adequate for the limited purpose of deploying the Space Station, and it is inadequate to meet broader national needs in space. The Committee recommends in the strongest terms that the Shuttle be upgraded with new improved solid rocket motors, that it be supplemented with expendable launch vehicles, and that a heavy lift launch vehicle be developed for use in the latter half of the 1990s. The Committee strongly recommends that NASA prepare a new Space Station Program cost estimate in conjunction with the Program Requirements Review scheduled for early next year by NASA. The exercise should address the full range of uncertainties in the current Program, some of which are discussed in the report.

The process of transforming the Bulgarian Academy of Sciences and Arts, founded in 1869 as a Bulgarian Learned Society, into a national research center began in 1940 and was significantly accelerated in 1944, immediately after the coup d''état of September 9, 1944, called during the last 50 years a ''socialist revolution''. Strong pressure was exerted on the Bulgarian ''bourgeois intelligentsia'' by the new Fatherland Front ruling circles controlled by the communists. Closing down of the old and appointing a new ''progressive'' Academy was also discussed. The urgent actions of the Executive Council of the Academy prevented these plans. A number of progressive-minded scholars and artists were elected to the Bulgarian Academy of Sciences and Arts in January 1945 and July 1946, and a plan for reorganizing the Academy was approved in November 1945. This opening stage of self-restructuring of the Academy was crossed out by the Law of the Bulgarian Academy of Sciences of 1947. By this law the Academy was transformed into a governmental organization, but some academic autonomy and respect for the academic traditions were preserved. Only two and a half years later, however, when the Bulgarian Communist Party had an absolute majority in the Parliament and the ''open building of socialism in the People''s Republic of Bulgaria'' had been already announced, a new, completely totalitarian, Law on the Bulgarian Academy of Sciences was passed.

Screening programs for genetic diseases and characteristics have multiplied in the last 50 years. 'Genetic Screening: Programs, Principles, and Research' is the report of the Committee for the Study of Inborn Errors of Metabolism (SIEM Committee) commissioned by the Division of Medical Sciences of the National Research Council at the National Academy of Sciences in Washington, DC, published in 1975. The report is considered a classic in the field worldwide, therefore it was thought appropriate 30 years later to present the Committee's modus operandi and bring the Committee's recommendations to the attention of those involved in genetics, including organizational, educational, legal, and research aspects of genetic screening. The Committee's report anticipated many of the legal, ethical, economic, social, medical, and policy aspects of genetic screening. The recommendations are current, and future committees should be familiar with them. In 1975 the Committee stated: 'As new screening tests are devised, they should be carefully reviewed. If the experimental rate of discovery of new genetic characteristics means an accelerating rate of appearance of new screening tests, now is the time to develop the medical and social apparatus to accommodate what later on may otherwise turn out to be unmanageable growth.' What a prophetic statement that was. If the Committee's recommendations had been implemented on time, there would be today a federal agency in existence, responsive and responsible to carry out the programs and support research on various aspects of genetic screening, including implementation of a federal law that protects consumers from discrimination by their employers and the insurance industry on the basis of genetic information. Evidence strongly supports that to improve breastfeeding practices it is needed to strengthen actions of promotion, protection and support. To achieve this goal, it is necessary to establish a multisectoral national policy that includes elements such as design, implementation, monitoring and evaluation of programs and policies, funding research, advocacy to develop political willingness, and the promotion of breastfeeding from the national to municipal level, all coordinated by a central level. It is until now that Mexico has initiated a reform process to the establish a National Strategy for Breastfeeding Action. This strategy, is the result not only of the consistent scientific evidence on clear and strong benefits of breastfeeding on population health and the development of human capital, but also for the alarming data of deterioration of breastfeeding practices in the country. The comprehensive implementation of the National Strategy for Breastfeeding Action that includes the establishment of a national committee, intra- and inter-sectoral coordination of actions, setting clear goals and monitoring the International Code of Marketing of Breast-Milk Substitutes, is the awaiting responsibility of the public health agenda of the country.

To evaluate the sonographers' knowledge of the National Technical Committee of Ultrasound's recommendations concerning second trimester ultrasound. Anonymous questionnaire was sent by e-mails containing 25 questions about demographic elements, the practice of second trimester ultrasound and the recommendations of the National Technical Committee of Ultrasound about second trimester ultrasound. Six hundred and eighty-four responses were obtained. Six hundred and fifty-three upon 684 (95%) of respondents practice second trimester ultrasound and 635 upon 653 (97%) know about the existence of the report of the National Technical Committee of Ultrasound. The rates of correct answers concerning recommended biometrical images vary between 97% for the biparietal diameter and head circumference, 98% for abdominal circumference and 100% for the femur length. While for morphological images, rates vary between 52% and 100%. A subgroup analysis (whether the respondents have already read the recommendations or not) showed that those who had read the recommendations have significantly better results than those who did not. Those who have already read the recommendations have better knowledge and global knowledge can be improved. National recommendations serve to promote a policy of quality assurance of ultrasound and may be used in medicolegal issues. The societies that make recommendations should more diffuse their work and practitioners should make effort to pursue the continuing medical education and to implement the recommendations. For the past half-century, issues relating to the ethical conduct of human research have focused largely on the domain of medical, and more recently social-psychological research. The modern regime of applied ethics, emerging as it has from the Nuremberg trials and certain other historical antecedents, applies the key principles of: autonomy, respect for persons, beneficence, non-maleficence, and justice to human beings who enter trials of experimental drugs and devices (Martensen in J Hist Med Allied Sci 56(2):168-175, 2001). Institutions such as Institutional Review Boards (in the U.S.) and Ethics Committees (in Europe and elsewhere) oversee most governmentally-funded medical research around the world, in more than a hundred nations that are signers of the Declaration of Helsinki (World Medical Association 2008). Increasingly, research outside of medicine has been recognized to pose potential risks to human subjects of experiments. Ethics committees now operate in the US, Canada, the U.K. and Australia to oversee all governmental-funded research, and in other jurisdictions, the range of research covered by such committees is expanding. Social science, anthropology, and other fields are falling under more clear directives to conduct a formal ethical review for basic research involving human participants (Federman et al. in Responsible research: a systems approach to protecting research participants. National Academies Press, Washington, 2003, p. 36). The legal and institutional response for protecting human subjects in the course of developing non-medical technologies, engineering, and design is currently vague, but some universities are establishing ethics committees to oversee their human subjects research even where the experiments involved are non-medical and not technically covered by the Declaration of Helsinki. In The Netherlands, as in most of Europe, Asia, Latin America, or Africa, no laws mandate an ethical review of non-medical research. Yet, nearly 2

This joint position paper of the American Academy of Clinical Neuropsychology and the National Academy of Neuropsychology sets forth our position on appropriate standards and conventions for computerized neuropsychological assessment devices (CNADs). In this paper, we first define CNADs and distinguish them from examiner-administered neuropsychological instruments. We then set forth position statements on eight key issues relevant to the development and use of CNADs in the healthcare setting. These statements address (a) device marketing and performance claims made by developers of CNADs; (b) issues involved in appropriate end-users for administration and interpretation of CNADs; (c) technical (hardware/software/firmware) issues; (d) privacy, data security, identity verification, and testing environment; (e) psychometric development issues, especially reliability, and validity; (f) cultural, experiential, and disability factors affecting examinee interaction with CNADs; (g) use of computerized testing and reporting services; and (h) the need for checks on response validity and effort in the CNAD environment. This paper is intended to provide guidance for test developers and users of CNADs that will promote accurate and appropriate use of computerized tests in a way that maximizes clinical utility and minimizes risks of misuse. The positions taken in this paper are put forth with an eye toward balancing the need to make validated CNADs accessible to otherwise underserved patients with the need to ensure that such tests are developed and utilized competently, appropriately, and with due concern for patient welfare and quality of care.
