    This document defines the waste certification program being developed for implementation at Oak Ridge National Laboratory (ORNL). The document describes the program structure, logic, and methodology for certification of ORNL wastes. The purpose of the waste certification program is to provide assurance that wastes are properly characterized and that the Waste Acceptance Criteria (WAC) for receiving facilities are met. The program meets the waste certification requirements outlined in U.S. Department of Energy (DOE) Order 5820.2A, Radioactive Waste Management, and ensures that 40 CFR documentation requirements for waste characterization are met for mixed (both radioactive and hazardous) and hazardous (including polychlorinated biphenyls) waste. Program activities will be conducted according to ORNL Level 1 document requirements.

    The US Department of Energy (DOE) has requested that all DOE facilities handling defense transuranic (TRU) waste develop and implement a program whereby all TRU waste will be contained, stored, and shipped to the Waste Isolation Pilot Plant (WIPP) in accordance with the requirements set forth in the DOE certification documents WIPP-DOE-069, 114, 120, 137, 157, and 158. The program described in this report describes how Oak Ridge National Laboratory (ORNL) intends to comply with these requirements and the techniques and procedures used to ensure that ORNL TRU wastes are certifiable for shipment to WIPP. This document describes the program for certification of newly generated (NG) contact-handled transuranic (CH-TRU) waste. Previsions have been made for addenda, which will extend the coverage of this document to include certification of stored CH-TRU and NG and stored remote-handled transuranic (RH-TRU) waste, as necessary. 24 refs., 11 figs., 4 tabs.

    The Wind Turbine Research Program conducted for the U.S. Department of Energy (DOE) by the National Renewable Energy Laboratory (NREL) employs a comprehensive engineering development process which includes regular design, testing, and documentation reviews throughout the process. This process follows accepted international procedures, including the International Standards Organization ISO 9001. International wind turbine certification practice typically requires a review of only the final design and testing results of a wind turbine system. Using this approach, if the design does not meet requirements, the designer is faced with the lengthy and inefficient process of rerunning engineering calculations or tests or even redesigning major components. NREL has recognized the similarity between its development process and international certification practice and has integrated the two. The result is a comprehensive engineering development process, which enables subcontractors participating in the DOE/NREL Wind Turbine Research Program to develop a mature product, which is ready for commercialization and certification.

    The Oak Ridge National Laboratory (ORNL) is required by Department of Energy (DOE) Order 5820.2A to package its transuranic (TRU) waste to comply with waste acceptance criteria (WAC) for the Waste Isolation Pilot Plant (WIPP). TRU wastes are defined in DOE Order 5820.A as those radioactive wastes that are contaminated with alpha-emitting transuranium radionuclides having half-lives greater than 20 years and concentrations greater than 100 nCi/g at the time of the assay. In addition, ORNL handles U{sup 233}, Cm{sup 244}, and Cf{sup 252} as TRU waste radionuclides. The ORNL Transuranic Waste Certification Program was established to ensure that all TRU waste at ORNL is packaged to meet the required transportation and storage criteria for shipping to and storage at the WIPP. The objective of this document is to describe the methods that will be used at ORNL to package contact handled-transuranic (CH-TRU) waste to meet the criteria set forth in the WIPP certification requirements documents. This document addresses newly generated (NG) CH-TRU waste. Stored CH-TRU will be repackaged. This document is organized to provide a brief overview of waste generation operations at ORNL, along with details on data management for CH-TRU waste. The methods used to implement this plan are discussed briefly along with the responsibilities and authorities of applicable organizations. Techniques used for waste data collection, records control, and data archiving are defined. Procedures for the procurement and handling of waste containers are also described along with related quality control methods. 11 refs., 3 figs.

    This Waste Management/Waste Certification (C) Plan, written for the Environmental Restoration (ER) Program at Oak Ridge National Laboratory (ORNL), outlines the criteria and methodologies to be used in the management of waste generated during ORNL ER field activities. Other agreed upon methods may be used in the management of waste with consultation with ER and Waste Management Organization. The intent of this plan is to provide information for the minimization, handling, and disposal of waste generated by ER activities. This plan contains provisions for the safe and effective management of waste consistent with the U.S. Environmental Protection Agency`s (EPA`s) guidance. The approach to devising the spectrum of dynamic and climatic environments, the formulation of test durations, and the relative significance of the formal certification test program compared with development testing and acceptance testing are reviewed.     Edward Waters College is submitting a final report covering the grant period from January 1999 - April 30, 2000. The Teacher re-certification program at Edward Waters College created a high quality professional development opportunity for middle and high school science teachers which will contribute to the improvement of science education and the use of innovation technologies in the classroom for years to come. The following goals and objectives were met and exceeded during the grant period. 1) A focused and relevant educational technology curriculum based on National Science Education Standard and state-of-the art educational resources that are accepted as one of the qualifications for re-certification in the scientific discipline in Duval County, Florida. 2) The program goal was to recertify 40 middle and high school science teachers over a two- year period. This goal was met and exceeded the projected number by recertifying over 80 middle and high school science and math teachers over a two-year period. 3) Teachers that were recertified were given an opportunity to public information that they developed on EWC's Web page or develop a web page of their own. Area schools were made aware of this information through various forms of communication with the teachers in Duval County School District, i.e., flyers sent from EWC to participants, school newspapers, word of mouth, etc. 4) A multimedia technology resource lab is available at EWC for use as a "Learning Lab" for class field trips by Duval County teachers.

  1. Certification Programs for Criminalists - Historical Development.

    Certification is the process by which individual practitioners of a profession are deemed competent, by a peer review process, to practice that profession. Criminalistics is a rather young profession, and until the recent publicity occasioned by a myriad of television dramas and documentaries, a rather obscure one. There has been little oversight of the profession and little call for such oversight until the 1970s. The calls for oversight primarily came from those outside the profession and with only a peripheral interest in the profession. In response, the profession itself began to consider the development of a process of self-review and to establish certification criteria (a) by which the competence of practitioners could be assessed in a way that would be acceptable to practitioners; (b) equitable to the diverse jobs requirements of various practitioners; useful for external evaluation by users of professional services; and, above all, (c) be a realistic method to evaluate the ability of the practitioner to engage in the professional practice of forensic science. Professional certification of criminalists was first suggested at a meeting of the California Association of Criminalists (CAC) in 1975. This initial proposal was taken to the broader national criminalistics community through the efforts of the Criminalistics Certification Study Committee (CCSC) beginning in 1976. Subjected in 1978 to a national referendum of practitioners, CCSC's proposal was rejected. Undaunted by national rejection, in 1986 the CAC renewed efforts to develop a certification process for its members, which resulted in the offering of the first certification examination in 1989. Since the initial certification examination by the CAC, certification of criminalists has evolved through the activities of the American Board of Criminalistics (ABC). The intent of this effort is to ensure that those oversight functions, which properly belonged to the WCO, moved with that function; but retain an independent oversight function outside of the LWS Organization ensuring the potential for introduction of organizational bias, regarding programmatic and technical issues, is minimized. The Waste Certification Program (WCP) itself has been modified to allow the waste certification function to be performed by any of the personnel within the LWS Waste Acceptance/Certification functional area. However, a single individual may not perform both the technical waste acceptance review and the final certification review on the same 2109 data package. Those reviews must be performed by separate individuals in a peer review process. There will continue to be a designated WCO who will have lead programmatic responsibility for the WCP and will exercise overall program operational oversite as well as determine the overall requirements of the certification program. The quality assurance organization will perform independent, outside oversight to ensure that any organizational bias does not degrade the integrity of the waste certification process. The core elements of the previous WCP have been retained, however, the terms and process structure have been modified.. There are now two ''control points,'' (1) the data package enters the waste certification process with the signature of the Generator Interface/Generator Interface Equivalent (GI/GIE), (2) the package is ''certified'', thus exiting the process.     In 1982, the US Navy undertook a project to upgrade shipboard rigging and load-handling operations by establishing a formal crane certification program. The program, which incorporated several features of the Navy's long successful submarine safety program, involved procedures for crane operation, including operator training and qualification, as well as procedures for maintenance, inspection, and testing of rigging and load-handling equipment. Special provisions were made for handling of critical loads, such as nuclear material. This project is quite relevant to the commercial nuclear industry, in particular, the areas of maintenance, inspection, testing, and certification. Just what impact this program will have on crane-related accident statistics in future years is only a subject of conjecture at this point, since the program has only recently been implemented. Regardless of these statistics, there can be little doubt that the overall effect of such a program on load-handling operations will be a beneficial one.

    The National Certification Standard for the Geothermal Heat Pump Industry adds to the understanding of the barriers to rapid growth of the geothermal heat pump (GHP) industry by bringing together for the first time an analysis of the roles and responsibilities of each of the individual job tasks involved in the design and installation of GHP systems. The standard addresses applicable qualifications for all primary personnel involved in the design, installation, commissioning, operation and maintenance of GHP systems, including their knowledge, skills and abilities. The resulting standard serves as a foundation for subsequent development of curriculum, training and certification programs, which are not included in the scope of this project, but are briefly addressed in the standard to describe ways in which the standard developed in this project may form a foundation to support further progress in accomplishing those other efforts. Follow-on efforts may use the standard developed in this project to improve the technical effectiveness and economic feasibility of curriculum development and training programs for GHP industry personnel, by providing a more complete and objective assessment of the individual job tasks necessary for successful implementation of GHP systems. When incorporated into future certification programs for GHP personnel, the standard will facilitate increased consumer confidence in GHP technology, reduce the potential for improperly installed GHP systems, and assure GHP system quality and performance, all of which benefit the public through improved energy efficiency and mitigated environmental impacts of the heating and cooling of homes and businesses.

    Lawrence Livermore and Los Alamos National Laboratories have developed a common framework and key elements of a national certification methodology called Quantification of Margins and Uncertainties (QMU). A spectrum from senior managers to weapons designers has been engaged in this activity at the two laboratories for on the order of a year to codify this methodology in an overarching and integrated paper. Following is the certification paper that has evolved. In the process of writing this paper, an important outcome has been the realization that a joint Livermore/Los Alamos workshop on QMU, focusing on clearly identifying and quantifying differences between approaches between the two labs plus developing an even stronger technical foundation on methodology, will be valuable. Later in FY03, such a joint laboratory workshop will be held. One of the outcomes of this workshop will be a new version of this certification paper. A comprehensive approach to certification must include specification of problem scope, development of system baseline models, formulation of standards of performance assessment, and effective procedures for peer review and documentation. This document concentrates on the assessment and peer review aspects of the problem. In addressing these points, a central role is played by a 'watch list' for weapons derived from credible failure modes and performance gate analyses. The watch list must reflect our best assessment of factors that are critical to weapons performance. High fidelity experiments and calculations as well as full exploitation of archival test data are essential to this process. Peer review, advisory groups and red teams play an important role in confirming the validity of the watch list. The framework for certification developed by the Laboratories has many basic features in common, but some significant differences in the detailed technical implementation of the overall methodology remain. On top of the basic education, postgraduate training is an important factor for continuously maintaining as well as improving the workforce qualification level. Advanced training often provides certification of the acquired skills. This paper analyses the status quo of international certification programs in the sector of eHealth (EU, US, Global). It uses available literature and observations from international educational expert's workgroups. It identifies gaps regarding certifications in eHealth and suggests steps for solutions. Despite little attention to legal and financial eHealth related content in certification programs in the EU as well as a low degree of harmonization of international certifications in general, there are strong activities especially in the international scope towards personal certification programs in eHealth. In response to this need, the University of Missouri-Columbia, with assistance from Brookhaven National Laboratory, is initiating a Graduate Certificate Program in Nuclear Safeguards Technology: Students seeking advanced degrees in a variety of technical areas will complete a required sequence of courses in order to receive the certification.     Digital camera systems are a key component in the production of reliable, geometrically accurate, high-resolution geospatial products. These systems have replaced film imaging in photogrammetric data capturing. Today, we see a proliferation of imaging sensors collecting photographs in different ground resolutions, spectral bands, swath sizes, radiometric characteristics, accuracies and carried on different mobile platforms. In addition, these imaging sensors are combined with navigational tools (such as GPS and IMU), active sensors such as laser scanning and powerful processing tools to obtain high quality geospatial products. The quality (accuracy, completeness, consistency, etc.) of these geospatial products is based on the use of calibrated, high-quality digital camera systems. The new survey regulations of the state of Israel specify the quality requirements for each geospatial product including: maps at different scales and for different purposes, elevation models, orthophotographs, three-dimensional models at different levels of details (LOD) and more. In addition, the regulations require that digital camera systems used for mapping purposes should be certified using a rigorous mapping systems certification and validation process which is specified in the Director General Instructions. The Director General Instructions for digital camera systems certification specify a two-step process as follows: 1. Theoretical analysis of system components that includes: study of the accuracy of each component and an integrative error propagation evaluation, examination of the radiometric and spectral response curves for the imaging sensors, the calibration requirements, and the working procedures. 2. Empirical study of the digital mapping system that examines a typical project (product scale, flight height, number and configuration of ground control points and process).     Our nation lacks a critical mass of professionals trained to prevent and respond to food- and animal-related emergencies. Training veterinarians provides an immediate means of addressing this shortage of experts. Achievement of critical mass to effectively address animal-related emergencies is expedited by concurrent training of professionals and graduate students in related areas. Purdue University offers a Web-based Graduate Certificate in Veterinary Homeland Security to address this special area of need. The program is a collaborative effort among the Purdue University School of Veterinary Medicine, the Purdue Homeland Security Institute, the Indiana State Board of Animal Health, the Indiana State Police, and others with the overall goal of increasing capacity and preparedness to manage animal-related emergencies. Individuals with expertise in veterinary medicine, public health, animal science, or homeland security are encouraged to participate. The Web-based system allows courses to be delivered efficiently and effectively around the world and allows participants to continue their graduate education while maintaining full-time jobs. Participants enhance their understanding of natural and intentional threats to animal health, strengthen their skills in managing animal-health emergencies, and develop problem-solving expertise to become effective members of animal emergency response teams and of their communities. Students receive graduate credit from Purdue University that can be used toward the certificate and toward an advanced graduate degree. Currently, 70 participants from 28 states; Washington, DC; Singapore; and Bermuda are enrolled. PMID:18723810

    The demand for registered health information administrators continues to outpace the available supply of credentialed graduates. One solution to address this shortfall has been the availability of postbaccalaureate certificate programs. A health information administration department at an academic health sciences center, which has historically offered a traditional bachelor of science degree in health information administration, has offered a postbaccalaureate certificate program in health information administration since 2001. As part of the program's ongoing quality review/performance improvement process, program faculty conducted an analysis to determine whether success on the registered health information administrator (RHIA) certification examination was the same, regardless of the program type or method of course delivery. Results of this analysis demonstrated that the postbaccalaureate certificate program is a viable alternative for producing successful health information administration graduates, increasing program enrollment, and increasing the number of RHIAs in the workforce. Health information administration programs may consider a postbaccalaureate certificate program as a way to increase the number of graduates and in turn increase the health information administration workforce.     A critical component of the National Spatial Data Infrastructure (NSDI) is Framework. Framework provides a base on which to collect, register, and integrate geospatial information accurately and consistently. The Federal Geographic Data Committee (FGDC) proposed that Framework include geodetic control, orthoimagery, elevation, transportation, hydrography, governmental units, and cadastral data. The Mapping Science Committee of the National Research Council recommends that geodetic control, orthoimagery, and elevation data become the critical foundation of the NSDI. The National Digital Orthophoto Program (NDOP) is a working model on how Federal, State, and local government, as well as private industry, can participate to develop the orthoimagery Framework for the Nation.

    Objective. To evaluate the success of a teaching certificate program by qualitatively evaluating the content and extent of participants’ reflections. Methods. Two investigators independently identified themes within midpoint and final reflection essays across six program years. Each essay was evaluated to determine the extent of reflection in prompted teaching-related topic areas (strengths, weaknesses, assessment, feedback). Results. Twenty-eight themes were identified within 132 essays. Common themes encompassed content delivery, student assessment, personal successes, and challenges encountered. Deep reflection was exhibited, with 48% of essays achieving the highest level of critical reflection. Extent of reflection trended higher from midpoint to final essays, with significant increases in the strengths and feedback areas. Conclusion. The teaching certificate program fostered critical reflection and self-reported positive behavior change in teaching, thus providing a high-quality professional development opportunity. Such programs should strongly consider emphasizing critical reflection through required reflective exercises at multiple points within program curricula. PMID:26941436

    The purpose of this article is twofold: (1) to announce the findings of the job task analysis as well as national training and education standards for health and wellness coaching (HWC) that have been developed by the large-scale, collaborative efforts of the National Consortium for Credentialing Health and Wellness Coaches (NCCHWC) and (2) to invite commentary from the public. The rapid proliferation of individuals and organizations using the terms of health and/or wellness coaches and the propagation of private industry and academic coach training and education programs endeavoring to prepare these coaches has created an urgent and pressing need for national standards for use of the term health and wellness coach, as well as minimal requirements for training, education, and certification. Professionalizing the field with national standards brings a clear and consistent definition of health and wellness coaching and accepted practice standards that are uniform across the field.     The study investigated a relationship between National Board certification and perceived use of developmentally appropriate practices (DAP). A self-developed survey, the Early-childhood Teacher Inventory of Practices, was e-mailed to participants. Participants included 246 non-National Board-certified (non-NBCT) and 135 National Board-certified (NBCT) early childhood teachers. Descriptives were reported for age, years of teaching experience, grade level currently teaching, ethnicity, degree type, certification type, and degree level. Inferential statistics were used to understand the differences between perceived use of DAP. NBCTs scored significantly higher than non-NBCTs in three of the four target areas and on the total of the scale. Pearson product-moment corelations were used to determine a relationship between years of experience or level of education and NBCTs’ perceived use of DAP. Years of experience were significantly related, but level of education was not. The findings indicate that NBCT teachers perceive they incorporate more developmentally appropriate practices into their teaching than do non-NBCT teachers. PMID:23626399

    This study investigated the National Board for Professional Teaching Standards' (NBPTS) assessment process in order to identify, quantify, and substantiate possible learning outcomes from the participants. One hundred and twenty candidates for the Adolescent and Young Adult Science (AYA Science) Certificate were studied over a 2-year period using the recurrent institutional cycle research design. This quasi-experimental methodology allowed for the collection of both cross-sectional and longitudinal data insuring a good measure of internal validity regarding observed changes both between and within group means. Multiple assessors scored transcripts of structured interviews with each teacher using the NBPTS' assessment framework according to the 13 standards accomplished science teaching. The scores (aggregated to the group level) provided the quantitative evidence of teacher learning in this study. Significant changes in mean scores from pre to post are reported at the overall, standard group, and individual standard levels. Findings suggest that the intervention had an overall effect size of .475 upon candidates' understanding of science teaching related knowledge. More specifically, most learning was associated with the standards of Scientific Inquiry and Assessment. The results support the hypothesis that the certification process is an effective standards based professional learning opportunity. The learning outcomes discussed in this report (including the identification of Dynamic, Technical, and Deferred Learning categories) should inform debate between educational stakeholders regarding the financial and ideological support of National Board certification as a means of improving teacher quality, provide suggestions for the improvement of the assessment process, and contribute insight into the current divisive state of science education in public education.

A 15-item survey instrument was administered to all 2014-2015 participants of the Indiana Pharmacy Teaching Certificate (IPTeC) program. Results. One hundred percent of IPTeC program participants (83/83) responded to the survey. The majority of participants indicated that having a professional mentor was either very important (52%) or important (47%) to their professional development and preferred to choose their own professional mentor (53%). Mentor characteristics rated as highly important by mentees included having similar clinical practice interests (82%), having similar research interests (66%), and being available to meet face-to-face (90%). Age, race, and gender of the mentor were not rated by mentees as important. Conclusion. Teaching certificate program participants place high importance on having a professional mentor. Mentorship of pharmacists completing TCPs should be a priority for current pharmacy faculty members so adequate guidance is available to future pharmacy educators. PMID:27170813

    Nearly 1,000 professions are regulated in one or more of the 50 states. Behavior analysis is not regulated as a distinct profession except in Florida. Typically, the regulation of behavior analysis is subsumed within other professions (such as psychology) whose practices often differ considerably from those of behavior analysis. This paper provides an overview of the common methods of regulation and discusses the pros and cons of regulating behavior analysis independently of other professions. It also describes how one state agency in Florida has regulated behavior analysts through the Behavior Analysis Certification Program, with a historical summary of the development of the training curriculum and certification examination and description of current efforts to refine and expand the regulation of behavior analysts.     As a result of various program initiatives, the U.S. generated and will continue to generate waste contaminated with radioactive materials. Because of increased awareness of the risks and special requirements to safely manage long-lived alpha-emitting radionuclides, a new category of radioactive waste, transuranic (TRU) waste, was adopted in 1970. Heads of Field Elements can determine that other alpha-contaminated wastes, peculiar to a specific site, must be managed as transuranic waste{close_quotes}. TRU waste is generated and stored at various DOE sites around the country. In December 1993, the National Transuranic Program Office (NTPO) was established as part of the Carlsbad Area Office (CAO) to integrate and coordinate the diverse organizational elements that contribute to the complex-wide management of TRU waste. Numerous sites with small TRU waste inventories are also part of the national TRU waste system. The majority of TRU waste is also contaminated with hazardous materials and is thus considered mixed waste. Mixed waste must be managed in compliance with all federal, state, and local regulations that are applicable to the radioactive and/or hazardous component of the waste. Each generator site is responsible for the management of its respective waste. Sites must plan and implement programs to minimize, characterize, package, treat, store, ship, and dispose of all TRU waste; construct required waste management facilities and equipment; obtain permits; perform site-specific National Environmental Policy Act (NEPA) analyses; conduct environmental studies; perform laboratory analyses; and certify that waste meets appropriate disposal facility criteria. Due to the toxicity and long half-lives of TRU radionuclides, TRU waste must be disposed in a manner that offers greater confinement than shallow land burial.

In addition, many of these states are or have been subject to great political, sociological and economic changes. Consequently, any new schemes must be considered within the context of national or even international changes. Europe has its own special problems, and many of these are particularly pertinent when considering human factors certification programs. Although these problems must also be considered in the wider context of change, it is usually very difficult to identify which forces are pressing in support of human factors aspects and which forces are resisting change. There are a large number of aspects which must be taken into account if human factors certification programs are to be successfully implemented. Certification programs would be new ventures, and like many new ventures it will be essential to ensure that managers have the skills, commitment and experience to manage the programs effectively. However, they must always be aware of the content and the degree of certainty to which the human factors principles can be applied - as Debons and Horne have carefully described. It will be essential to avoid the well known pitfalls which occur in the implementation of performance appraisal schemes. While most appraisal schemes are usually extremely well thought out, they often do not produce good results because they are not implemented properly and staff therefore do not have faith in them. If the manager does not have the commitment and interest in his/her staff as human beings, then the schemes will not be effective. Thus, one aspect of considering human factors certification schemes is within the context of a managed organization.     A post-baccalaureate certificate program in diagnostic molecular sciences was created in 1995 by the Diagnostic Genetic Sciences Program in the School of Allied Health at the University of Connecticut. The required on-campus lecture and laboratory courses include basic laboratory techniques, health care issues, cell biology, immunology, human genetics, research, management, and molecular diagnostic techniques and laboratory in molecular diagnostics. These courses precede a 6-month, full-time practicum at an affiliated full-service molecular laboratory. The practicum includes amplification and blotting methods, a research project, and a choice of specialized electives including DNA sequencing, mutagenesis, in situ hybridization methods, or molecular diagnostic applications in microbiology. Graduates of the program are immediately eligible to sit for the National Credentialing Agency examination in molecular biology to obtain the credential Clinical Laboratory Specialist in Molecular Biology (CLSp(MB).     This paper reports recent efforts by the Department of Environmental, Earth and Geospatial Sciences faculty at North Carolina Central University (NCCU) to develop a leading geospatial sciences program that will be considered a model for other Historically Black College/University (HBCU) peers nationally. NCCU was established in 1909 and is the nation’s first state supported public liberal arts college funded for African Americans. In the most recent annual ranking of America’s best black colleges by the US News and World Report (Best Colleges 2010), NCCU was ranked 10th in the nation. As one of only two HBCUs in the southeast offering an undergraduate degree in Geography (McKee, J.O. and C. V. Dixon. Geography in Historically Black Colleges/ Universities in the Southeast, in The Role of the South in Making of American Geography: Centennial of the AAG, 2004), NCCU is uniquely positioned to positively affect talent and diversity of the geospatial discipline in the future.     Coffee agroecosystems are critical to the success of conservation efforts in Latin America because of their ecological and economic importance. Coffee certification programs may offer one way to protect biodiversity and maintain farmer livelihoods. Established coffee certification programs fall into three distinct, but not mutually exclusive categories: organic, fair trade, and shade. The results of previous studies demonstrate that shade certification can benefit biodiversity, but it remains unclear whether a farmer's participation in any certification program can provide both ecological and economic benefits. To assess the value of coffee certification for conservation efforts in the region, we examined economic and ecological aspects of coffee production for eight coffee cooperatives in Chiapas, Mexico, that were certified organic, certified organic and fair trade, or uncertified. We compared vegetation and ant and bird diversity in coffee farms and forests, and interviewed farmers to determine coffee yield, gross revenue from coffee production, and area in coffee production. Although there are no shade-certified farms in the study region, we used vegetation data to determine whether cooperatives would qualify for shade certification. We found no differences in vegetation characteristics, ant or bird species richness, or fraction of forest fauna in farms based on certification. Farmers with organic and organic and fair-trade certification had more land under cultivation and in some cases higher revenue than uncertified farmers. Coffee production area did not vary among farm types. No cooperative passed shade-coffee certification standards because the plantations lacked vertical stratification, yet vegetation variables for shade certification significantly correlated with ant and bird diversity.     Certification for healthcare institutions in Mexico is ruled by 2009 standards homologated with the Joint Commission International criteria. Nowadays, healthcare requires of medical equipment and devices, so it has become necessary to implement guidelines for its adequate management in order to reach the highest level of quality and safety at the lowest cost. The objective of this work was to develop a Medical and Laboratory Equipment Management Program, oriented to the improvement of quality, effectiveness and efficiency of the technological resources in order to meet the certification requirements. The result of this work allows to have an auto evaluation tool that focuses the efforts of the National Institute for Respiratory Diseases to the achievement of the new requirements established for the certification.     Objective 1: Provide regulators with a methodology for development of airworthiness requirements for certification of UAS. a) Rationale: a comprehensive methodology does not currently exist to support development of regulation for certification of UAS. Regulation is essential to enable routine access to the NAS. b) Approach: 1) assess existing approaches and classification schemes for deriving acceptable means of compliance to airworthiness requirements. 2) investigate a service-based approach to classification of UAS. 3) conduct comparative analysis of different methodologies. 4) work with FAA to determine best approach and conduct case study. 5) participate in regulatory/standards organizations developing safety and performance requirements for UAS. Objective 2: Provide regulators and industry with hazard and risk-related data to support criteria for UAS type design. a) Rationale: There is presently little UAS specific data (incident, accident, and reliability), especially in a civil context, to support risk assessment and development of standards and regulation. b) Approach: Identify gaps in existing data, provide measured data as needed, and formulate recommendations by: 1) evaluating UAS incident/accident data collection efforts and determining additional support necessary for regulation. 2) assessing UAS-specific hazards and risks. 3) evaluating need for reliability data for UAS-unique systems, components and subsystem, and determining additional measurement requirements. 4) developing guidance and best practices for UAS type design.

  4. Longitudinal Association of Registered Nurse National Nursing Specialty Certification and Patient Falls in Acute Care Hospitals

    Background Researchers have studied inpatient falls in relation to aspects of nurse staffing, focusing primarily on staffing levels and proportion of nursing care hours provided by registered nurses (RNs). Less attention has been paid to other nursing characteristics, such as RN national nursing specialty certification. Objective The aim of the study was to examine the relationship over time between changes in RN national nursing specialty certification rates and changes in total patient fall rates at the patient care unit level. Methods We used longitudinal data with standardized variable definitions across sites from the National Database of Nursing Quality Indicators. The sample consisted of 7,583 units in 903 hospitals. Relationships over time were examined using multilevel (units nested in hospitals) latent growth curve modeling. Results The model indices indicated a good fit of the data to the model. At the unit level, there was a small statistically significant inverse relationship (r = −.08, p = .04) between RN national nursing specialty certification rates and total fall rates; increases in specialty certification rates over time tended to be associated with improvements in total fall rates over time. Discussion Our findings may be supportive of promoting national nursing specialty certification as a means of improving patient safety. Future study recommendations are (a) modeling organizational leadership, culture, and climate as mediating variables between national specialty certification rates and patient outcomes and (b) investigating the association of patient safety and specific national nursing specialty certifications which test plans include patient safety, quality improvement, and diffusion of innovation methods in their certifying examinations.
