Transportation system has contributed significantly to the development of human civilization; on the other hand it has an enormous impact on the ambient air quality in several ways. In this paper the air and noise pollution at selected sites along three sections of National Highway was monitored. Pakistan National Highway Authority has started a Highway Improvement program for rehabilitations and maintenance of National highways to improve the traffic flows, and would ultimately improve the air quality along highways. The ambient air quality and noise level was monitored at nine different locations along these sections of highways to quantify the air pollution. The duration of monitoring at individual location was 72 h. The most of the sampling points were near the urban or village population, schools or hospitals, in order to quantify the air pollution at most affected locations along these roads. A database consisting of information regarding the source of emission, local metrology and air quality may be created to assess the profile of air quality in the area.

The Public Health Service and the National Highway Traffic Safety Administration share the responsibility for problems related to injury prevention and control regarding the alcohol-impaired operation of motor vehicles. NHTSA activities have evolved over several decades within a general framework which emphasizes community-based systems. The National Highway Traffic Safety Administration is promoting program activities that stress community-level involvement in problems of alcohol and highway use. The public health approach to the mortality and morbidity resulting from alcohol use and motor vehicle operation entails examining and promoting those activities that address human factors. Techniques for Effective Alcohol Management (TEAM) is a cooperative effort representing sports, entertainment, insurance, vehicle manufacturer, and other organizations and agencies building community coalitions. The Centers for Disease Control is establishing research and collaborating centers to stimulate studies and exchange information on injury-related research. Alcohol countermeasures programs include training for law enforcement and legal officials, technology development efforts, and changes in laws applied to use of alcohol and other drugs. Outreach and networking activities have encouraged the initiation and coordination of community level groups active in promoting highway safety with regard to the use of alcohol. Statistical method changes are being discussed for surveillance of motor vehicle-related injuries for Health Objectives for the Nation for the Year 2000. NHTSA data systems being discussed are thought to be more timely and more sensitive to crash activity than methods now in use.(ABSTRACT TRUNCATED AT 250 WORDS) PMID:3141961

A comparison of personal exposure to air pollutants in different travel modes on national highways in India.

People often travel a long distance on highways to the nearest city for professional/business activities. However, relatively few publications on passenger exposure to pollutants on highways in India or elsewhere are available. The aim of this study was to examine the contribution of different travel modes to passengers' pollutant exposure for a long distance travel on a national highway in India. We measured PM 2.5 and CO exposure levels of the passengers over 200km on a national highway using two portable air monitors, EVM-7 and EPAM-5000. Personal concentration exposures and per min-, per hour-, per trip- and round trip mass exposures for three travel modes were calculated for 9 trips. Association between pollutants and weather variables were evaluated using levels Spearman correlation. ANOVA was carried out to evaluate the influence of travel mode, the timing of trips, temperature and RH on personal exposures. On an average, PM 2.5 personal concentration exposure levels were highest in the car (85.41±61.85μgm -3 ), followed by the bus (75.08±55.39μgm -3 ) and lowest in the car (ac) (54.43±34.09μgm -3 ). In contrast, CO personal exposure was highest in the car (ac) (1.81±1.3ppm). Travel mode explained the highest variability for CO (18.1%), CO 2 (9.9%), PM 2.5 (1.2%) exposures. In-city mass exposures were higher than trip averages; PM 2.5 :1.21-1.22, 1.13-1.19 and 1.03-1.28 times; CO: 1.20-1.57, 1.37-2.10 and 1.76-2.22 times for bus, car and car (ac) respectively. Traveling by car (ac) results in the lowest PM 2.5 exposures, although it exposes the passenger to high CO level. Avoiding national highways passing through cities can reduce up to 25% PM 2.5 and 50% CO mass exposures. This information can be useful for increasing environmental awareness among the passengers and for framing better pollution control strategies on highways. Copyright © 2017 Elsevier B.V. A study to determine the impact of two alternative construction plans for proposed interchange between the existing Interstate Highway 26 and Interstate Highway 526 in the Filbin Creek drainage basin near North Charleston, South Carolina was performed by the U.S. Geological Survey, in cooperation with the South Carolina Department of Highways and Public Transportation. A computerized reservoir routing technique was used to route synthetic flood hydrographs through the basin system. Simulation results indicate that the new roadway will cause little or no change in water-surface elevations downstream of Interstate Highway 26. Upstream of Interstate Highway 26, approximately 0.5 foot of backwater will be created by either alternative during a 100-year flood as a result of the Interstate Highway 526 embankments and structures. During spring 2006, talus from the toe area of a rock-block slide of about 800,000 m3 buried California State Highway 140, one of the main routes into heavily-visited Yosemite National Park, USA. Closure of the highway for 92 days caused business losses of about 4.8 million USD. The rock slide, composed of slate and phyllite, moved slowly downslope from April to June 2006, creating a fresh head scarp with 9-12 m of displacement. Movement of the main rock slide, a re-activation of an older slide, was triggered by an exceptionally wet spring 2006, following a very wet spring 2005. As of autumn 2006, most of the main slide appeared to be at rest, although rocks occasionally continued to fall from steep, fractured rock masses at the toe area of the slide. Future behavior of the slide is difficult to predict, but possible scenarios range from continued scattered rock fall to complete rapid failure of the entire mass. Although unlikely except under very destabilizing circumstances, a worst-case, rapid failure of the entire rock slide could extend across the Merced River, damming the river and creating a reservoir. As a temporary measure, traffic has been rerouted to the opposite side of the Merced River at about the same elevation as the buried section of Highway 140. A state-of-the-art monitoring system has been installed to detect movement in the steep talus slope, movement of the main slide mass, local strong ground motion from regional earthquakes, and sudden changes in stream levels, possibly indicating damming of the river by slide material. ?? 2008 Springer-Verlag.

Assessing biological effects from highway-runoff constituents

local ecosystem were reviewed to provide information on (1) the suitability of the existing data for a quantitative national synthesis, (2) the methods available to study the effects of highway runoff on local ecosystems, and (3) the potential for adverse effects on the roadside environment and receiving waters. Although many biological studies have been done, the use of different methods and a general lack of sufficient documentation precludes a quantitative national synthesis on the basis of the existing data. The Federal Highway Administration, the U.S. Environmental Protection Agency, the U.S. Geological Survey, the Intergovernmental Task Force on Monitoring Water Quality, and the National Resources Conservation Service all have developed and documented methods for assessing the effects of contaminants on ecosystems in receiving waters. These published methods can be used to formulate a set of protocols to provide consistent information from highway-runoff studies. Review of the literature indicates (qualitatively) that highway runoff (even from highways with high traffic volume) may not usually be acutely toxic. Tissue analysis and community assessments, however, indicate effects from highway- runoff sediments near discharge points (even from sites near highways with relatively low traffic volumes). At many sites, elevated concentrations of highway-runoff constituents were measured in tissues of species associated with aquatic sediments. Community assessments also indicate decreases in the diversity and productivity of aquatic ecosystems at some sites receiving highway runoff. These results are not definitive, however, and depend on many site-specific criteria that were not sufficiently documented in most of the studies reviewed.

Temporary Losses of Highway Capacity and Impacts on Performance

Traffic congestion and its impacts significantly affect the nation's economic performance and the public's quality of life. In most urban areas, travel demand routinely exceeds highway capacity during peak periods. In addition, events such as crashes, vehicle breakdowns, work zones, adverse weather, and suboptimal signal timing cause temporary capacity losses, often worsening the conditions on already congested highway networks. The impacts of these temporary capacity losses include delay, reduced mobility, and reduced reliability of the highway system. They can also cause drivers to re-route or reschedule trips. Prior to this study, no nationwide estimates of temporary losses of highway capacitymore » had been made by type of capacity-reducing event. Such information is vital to formulating sound public policies for the highway infrastructure and its operation. This study is an initial attempt to provide nationwide estimates of the capacity losses and delay caused by temporary capacity-reducing events. The objective of this study was to develop and implement methods for producing national-level estimates of the loss of capacity on the nation's highway facilities due to temporary phenomena as well as estimates of the impacts of such losses. The estimates produced by this study roughly indicate the magnitude of problems that are likely be addressed by the Congress during the next re-authorization of the Surface Transportation Programs. The scope of the study includes all urban and rural freeways and principal arterials in the nation's highway system for 1999. Specifically, this study attempts to quantify the extent of temporary capacity losses due to crashes, breakdowns, work zones, weather, and sub-optimal signal timing. These events can cause impacts such as capacity reduction, delays, trip rescheduling, rerouting, reduced mobility, and reduced reliability. Renewable energy and power cooperation between China and six Latin American nations

China has been entitled the biggest supplier and largest market of renewable energy for the past few years. With One Belt and One Road initiative carrying on, the China’s renewable energy industry is looking for opportunities across the world. Latin America, which has rich renewable energy resources and urge demand for a cleaner and more sustainable energy system, may become an important target market for China. The prospect and potential of renewable energy cooperation between China and Latin America are promising. In this paper, six Latin American nations of varied background were selected as study cases. Their nation profile, energy resources, power market, and energy development trends were analysed, and the cooperation prospect and potential between these nations and China in renewable energy sector were discussed. The results indicate that Argentina and Bolivia are most potential cooperation partners, and project development and equipment manufacturing of non-hydro renewable energy, along with power grid upgrading are the prioritized areas. In addition, recommendations and solutions addressing the issues and challenges incurred in the current bilateral energy cooperation between China and Latin American nations were proposed.

This paper summarizes the impact of the Loma Prieta earthquake on highway systems. City streets, urban freeways, county roads, state routes, and the national highway system were all affected. There was damage to bridges, roads, tunnels, and other highway structures. The most serious damage occurred in the cities of San Francisco and Oakland, 60 miles from the fault rupture. The cost to repair and replace highways damaged by this earthquake was $2 billion. About half of this cost was to replace the Cypress Viaduct, a long, elevated double-deck expressway that had a devastating collapse which resulted in 42 deaths and 108 injuries. The earthquake also resulted in some positive changes for highway systems. Research on bridges and earthquakes began to be funded at a much higher level. Retrofit programs were started to upgrade the seismic performance of the nation's highways. The Loma Prieta earthquake changed earthquake policy and engineering practice for highway departments not only in California, but all over the world.

A National highway and urban runoff waterquality metadatabase was developed by the U.S. Geological Survey in cooperation with the Federal Highway Administration as part of the National Highway Runoff Water-Quality Data and Methodology Synthesis (NDAMS). The database was designed to catalog available literature and to document results of the synthesis in a format that would facilitate current and future research on highway and urban runoff. This report documents the design and implementation of the NDAMS relational database, which was designed to provide a catalog of available information and the results of an assessment of the available data. All the citations and the metadata collected during the review process are presented in a stratified metadatabase that contains citations for relevant publications, abstracts (or previa), and reportreview metadata for a sample of selected reports that document results of runoff quality investigations. The database is referred to as a metadatabase because it contains information about available data sets rather than a record of the original data. The database contains the metadata needed to evaluate and characterize how valid, current, complete, comparable, and technically defensible published and available information may be when evaluated for application to the different dataquality objectives as defined by decision makers. This database is a relational database, in that all information is ultimately linked to a given citation in the catalog of available reports. The main database file contains 86 tables consisting of 29 data tables, 11 association tables, and 46 domain tables. The data tables all link to a particular citation, and each data table is focused on one aspect of the information collected in the literature search and the evaluation of available information. Guidelines for the seismic design of highway bridges are given. The guidelines are the recommendations of a team of nationally recognized experts which included consulting engineers, academicians, State highway, and Federal agency representatives from throughout the United States. The guidelines are comprehensive in nature and they embody several new concepts which are significant departures from existing design provisions. An extensive commentary documenting the basis for the guidelines and an example demonstrating their use are included. A draft of the guidelines was used to seismically redesign twenty-one bridges. The practice of incorporating certain waste products into highway construction and repair materials (CRMs) has become more popular. These practices have prompted the National Academy of Science, National Cooperative Highway Research Program (NCHRP) to research the possible impacts of these CRMs on the quality of surface and ground waters. State department of transportations (DOTs) are currently experimenting with use of ground tire rubber ( crumb rubber) in bituminous construction and as a crack sealer. Crumb rubber asphalt concrete (CR-AC) leachates contain a mixture of organic and metallic contaminants. Benzothiazole and 2(3H)-benzothiazolone (organic compounds used in tire rubber manufacturing) and the metals mercury and aluminum were leached in potentially harmful concentrations (exceeding toxic concentrations for aquatic toxicity tests). CR-AC leachate exhibited moderate to high toxicity for algae ( Selenastrum capriconutum) and moderate toxicity for water fleas ( Daphnia magna). Benzothiazole was readily removed from CR-AC leachate by the environmental processes of soil sorption, volatilization, and biodegradation. Metals, which do not volatilize or photochemically or biologically degrade, were removed from the leachate by soil sorption. Contaminants from CR-AC leachates are thus degraded or retarded in their transport through nearby soils and ground waters.

Spatial data are important for interpretation of water-quality information on a regional or national scale. Geographic information systems (GIS) facilitate interpretation and integration of spatial data. The geographic information and data compiled for the conterminous United States during the National Highway Runoff Water-Quality Data and Methodology Synthesis project is described in this document, which also includes information on the structure, file types, and the geographic information in the data files. This 'geodata' directory contains two subdirectories, labeled 'gisdata' and 'gisimage.' The 'gisdata' directory contains ArcInfo coverages, ArcInfo export files, shapefiles (used in ArcView), Spatial Data Transfer Standard Topological Vector Profile format files, and meta files in subdirectories organized by file type. The 'gisimage' directory contains the GIS data in common image-file formats. The spatial geodata includes two rain-zone region maps and a map of national ecosystems originally published by the U.S. Environmental Protection Agency; regional estimates of mean annual streamflow, and water hardness published by the Federal Highway Administration; and mean monthly temperature, mean annual precipitation, and mean monthly snowfall modified from data published by the National Climatic Data Center and made available to the public by the Oregon Climate Service at Oregon State University. These GIS files were compiled for qualitative spatial analysis of available data on a national and(or) regional scale and therefore should be considered as qualitative representations, not precise geographic location information.

The U.S. Geological Survey (USGS), in cooperation with U.S. Department of Transportation Federal Highway Administration and the Massachusetts Department of Transportation, conducted a field study from September 2005 through September 2007 to characterize the quality of highway runoff for a wide range of constituents. The highways studied had annual average daily traffic (AADT) volumes from about 3,000 to more than 190,000 vehicles per day. Highway-monitoring stations were installed at 12 locations in Massachusetts on 8 highways. The 12 monitoring stations were subdivided into 4 primary, 4 secondary, and 4 test stations. Each site contained a 100-percent impervious drainage area that included two or more catch basins sharing a common outflow pipe. Paired primary and secondary stations were located within a few miles of each other on a limited-access section of the same highway. Most of the data were collected at the primary and secondary stations, which were located on four principal highways (Route 119, Route 2, Interstate 495, and Interstate 95). The secondary stations were operated simultaneously with the primary stations for at least a year. Data from the four test stations (Route 8, Interstate 195, Interstate 190, and Interstate 93) were used to determine the transferability of the data collected from the principal highways to other highways characterized by different construction techniques, land use, and geography. Automatic-monitoring techniques were used to collect composite samples of highway runoff and make continuous measurements of several physical characteristics. Flowweighted samples of highway runoff were collected automatically during approximately 140 rain and mixed rain, sleet, and snowstorms. These samples were analyzed for physical characteristics and concentrations of 6 dissolved major ions, total nutrients, 8 total-recoverable metals, suspended sediment, and 85 semivolatile organic compounds (SVOCs), which include priority polyaromatic

Methodology and significance of studies of atmospheric deposition in highway runoff

Atmospheric deposition and the processes that are involved in causing and altering atmospheric deposition in relation to highway surfaces and runoff were evaluated nationwide. Wet deposition is more easily monitored than dry deposition, and data on wet deposition are available for major elements and water properties (constituents affecting acid deposition) from the inter-agency National Atmospheric Deposition Program/ National Trends Network (NADP/NTN). Many trace constituents (metals and organic compounds) of interest in highway runoff loads, however, are not included in the NADP/NTN. Dry deposition, which constitutes a large part of total atmospheric deposition for many constituents in highway runoff loads, is difficult to monitor accurately. Dry-deposition rates are not widely available.Many of the highway-runoff investigations that have addressed atmospheric-deposition sources have had flawed investigative designs or problems with methodology. Some results may be incorrect because of reliance on time-aggregated data collected during a period of changing atmospheric emissions. None of the investigations used methods that could accurately quantify the part of highway runoff load that can be attributed to ambient atmospheric deposition. Lack of information about accurate ambient deposition rates and runoff loads was part of the problem. Samples collected to compute the rates and loads were collected without clean-sampling methods or sampler protocols, and without quality-assurance procedures that could validate the data. Massbudget calculations comparing deposition and runoff did not consider loss of deposited material during on-highway processing. Loss of deposited particles from highway travel lanes could be large, as has been determined in labeled particle studies, because of resuspension caused by turbulence from passing traffic. Although a cause of resuspension of large particles, traffic turbulence may increase the rate of deposition for small particles and

In the case of highway traffic noise, propagating sound is influenced by the ground over which it travels, whether it is the pavement itself or the ground between the highway and nearby communities. Properly accounting for ground type in modeling can increase accuracy in noise impact determinations and noise abatement design. Pavement-specific effective flow resistivity values are being investigated for inclusion in the Federal Highway Administration Traffic Noise Model, which uses these values in the sound propagation algorithms and currently applies a single effective flow resistivity value to all pavement. Pavement-specific effective flow resistivity values were obtained by applying a modified version of the American National Standards Institute S1.18 standard. The data analysis process was tailored to allow for increased sensitivity and extraction of effective flow resistivity values for a broad range of pavements (sound absorptive to reflective). For porous pavements (sound absorptive), it was determined that examination of the measured data can reveal influence from an underlying structure. Use of such techniques can aid in the design of quieter pavements.

Several deformation phases in tectonically active Himalayas have rendered the rock masses very complex in terms of structure, lithology and degree of metamorphism. Again, anthropogenic activities such as roads, tunnels and other civil engineering constructions have led to a state of disequilibrium which in many cases, results in failure of rock masses. National Highway-05 around Jhakri area in India is a major connecting route to the China border in the hilly terrains of the state Himachal Pradesh. It cuts through the Himalayan rocks and has a hazardous history of landslides destroying human lives and interrupting communication very frequently. As a contribution towards the mitigation process, a study has been carried out along the highway to analyse kinematic stability and qualitative estimation of rock mass condition through rock mass classification systems. The kinematic analysis shows that the rock slopes are prone to planar and wedge failure. Rock mass rating for most of the locations lies between 7 and 34, representing a poor rock mass quality (Class IV), whereas slope mass rating is more disperse and ranges from 11 to 52 for most of the slopes (Class III, IV and V).

Transportation is vital to the U.S. economy and society. As such, U.S. Presidents have repeatedly stated that the nation needs to reduce dependence on petroleum, especially for the highway transportation sector. Throughout history, highway transportation fuel transitions have been completed successfully both in United States and abroad. Other attempts have failed, as described in Appendix A: Historical Highway Fuel Transitions. Planning for a transition is critical because the changes can affect our nation's ability to compete in the world market. A transition will take many years to complete. While it is tempting to make quick decisions about the new fuel(s)more » of choice, it is preferable and necessary to analyze all the pertinent criteria to ensure that correct decisions are made. Doing so will reduce the number of changes in highway fuel(s). Obviously, changes may become necessary because of occurrences such as significant technology breakthroughs or major world events. With any and all of the possible transitions to new fuel(s), the total replacement of gasoline and diesel fuels is not expected. These conventional fuels are envisioned to coexist with the new fuel(s) for decades, while the revised fuel and vehicle infrastructures are implemented. The transition process must analyze the needs of the primary 'players,' which consist of the customers, the government, the fuel industry, and the automotive industry. To maximize the probability of future successes, the prime considerations of these groups must be addressed. Section 2 presents a succinct outline of the Checklist. This study examines the effect of highway capital investments on highway fatalities. We used state-level data from the 48 contiguous states in the United States from 1968 through 2010 to estimate the effects on highway fatalities of capital expenditures and highway capital stock. We estimated these effects by controlling for a set of control variables together with state and year dummy variables and state-specific linear time trends. We found that capital expenditures and capital stock had significant and negative effects on highway fatalities. States faced with declines in gas tax revenues have already cut back drastically on spending on roads including on maintenance and capital outlay. If this trend continues, it may undermine traffic safety. While states and local governments are currently fiscally strained, it is important for them to continue investments in roadways to enhance traffic safety and, more significantly, to save lives. PLUS highway is the largest concessionary in Malaysia. The study on PLUS highway development, in order to overcome the demand for efficient road transportation, is crucial. If the highways have better interconnected network, it will help the economic activities such as trade to increase. If economic activities are increasing, the benefit will come to the people and state. In its turn, it will help the leaders to plan and conduct national development program. In this paper, network analysis approach will be used to study the in-coming traffic burden during the year of 2013. The highway network linking all the toll plazas is a dynamic network. The objective of this study is to learn and understand about highway network in terms of the in-coming traffic burden entering to each toll plazas along PLUS highway. For this purpose, the filtered network topology based on the forest of all possible minimum spanning trees is used. The in-coming traffic burden of a city is represented by the number of cars passing through the corresponding toll plaza. To interpret the filtered network, centrality measures such as degree centrality, betweenness centrality, closeness centrality, eigenvector centrality are used. An overall centrality will be proposed if those four measures are assumed to have the same role. Based on the results, some suggestions and recommendations for PLUS highway network development will be delivered to PLUS highway management.

The Qinling panda subspecies (Ailuropoda melanoleuca qinlingensis) is highly endangered with fewer than 350 individuals inhabiting the Qinling Mountains. Previous studies have indicated that giant pandas are exposed to heavy metals, and a possible source is vehicle emission. The concentrations of Cu, Zn, Mn, Pb, Cr, Ni, Cd, Hg, and As in soil samples collected from sites along a major highway bisecting the panda's habitat were analyzed to investigate whether the highway was an important source of metal contamination. There were 11 sites along a 30-km stretch of the 108th National Highway, and at each site, soil samples were taken at four distances from the highway (0, 50, 100, and 300 m) and at three soil depths (0, 5, 10 cm). Concentrations of all metals except As exceeded background levels, and concentrations of Cu, Zn, Mn, Pb, and Cd decreased significantly with increasing distance from the highway. Geo-accumulation index indicated that topsoil next to the highway was moderately contaminated with Pb and Zn, whereas topsoil up to 300 m away from the highway was extremely contaminated with Cd. The potential ecological risk index demonstrated that this area was in a high degree of ecological hazards, which were also due to serious Cd contamination. And, the hazard quotient indicated that Cd, Pb, and Mn especially Cd could pose the health risk to giant pandas. Multivariate analyses demonstrated that the highway was the main source of Cd, Pb, and Zn and also put some influence on Mn. The study has confirmed that traffic does contaminate roadside soils and poses a potential threat to the health of pandas. This should not be ignored when the conservation and management of pandas is considered.

The transportation sector includes many subcategories--for example, on-highway, off-highway, and non-highway. Use of fuel for off-highway purposes is not well documented, nor is the number of off-highway vehicles. The number of and fuel usage for on-highway and aviation, marine, and rail categories are much better documented than for off-highway land-based use. Several sources document off-highway fuel use under specific conditions--such as use by application (e.g., recreation) or by fuel type (e.g., gasoline). There is, however, no single source that documents the total fuel used off-highway and the number of vehicles that use the fuel. This report estimates the fuel usagemore » and number of vehicles/equipment for the off-highway category. No new data have been collected nor new models developed to estimate the off-highway data--this study is limited in scope to using data that already exist. In this report, unless they are being quoted from a source that uses different terminology, the terms are used as listed below. (1) ''On-highway/on-road'' includes land-based transport used on the highway system or other paved roadways. (2) ''Off-highway/off-road'' includes land-based transport not using the highway system or other paved roadways. (3) ''Non-highway/non-road'' includes other modes not traveling on highways such as aviation, marine, and rail. It should be noted that the term ''transportation'' as used in this study is not typical. Generally, ''transportation'' is understood to mean the movement of people or goods from one point to another. Some of the off-highway equipment included in this study doesn't transport either people or goods, but it has utility in movement (e.g., a forklift or a lawn mower). Along these lines, a chain saw also has utility in movement, but it cannot transport itself (i.e., it must be carried) because it does not have wheels. Major flooding in the lower Pearl River basin in recent years has caused extensive damage to homes and highways in the area. In 1980 and 1983, Interstate Highway 10 and U.S. Highway 190 were overtopped. In 1983, the Interstate Highway 10 crossing was seriously damaged by the flood. The U.S. Geological Survey, in cooperation with the Louisiana Department of Transportation and Development, Office of Highways, used a two-dimensional finite-element surface-water flow model to evaluate the effects the proposed embankment modifications at Interstate Highway 10 and U.S. Highway 90 on the water-surface elevations in the lower Pearl River flood plain near Slidell, Louisiana. The proposed modifications that were considered for the 1983 flood are: (1) Removal of all highway embankments, the natural condition, (2) extension of the West Pearl River bridge by 1,000 feet at U.S. Highway 90, (3) construction of a new 250-foot bridge opening in the U.S. Highways 190 and 90, west of the intersection of the highways. The proposed highway bridge modifications also incorporated lowering of ground-surface elevations under the new bridges to sea level. The modification that provided the largest reduction in backwater, about 35 percent, was a new bridge in Interstate Highway 10. The modification of the West Pearl River bridge at U.S. Highway 90 and replacement of the bridge in U.S. Highway 190 provide about a 25% reduction in backwater each. For the other modification conditions that required structural modifications, maximum backwater computed on the west side of the flood plain ranges from 0.0 to 0.8 foot and on the east side from 0.0 to 0.6 foot. Results show that although backwater is greater on the west side of the flood plain than on the east side, upstream of highway embankments, backwater decreases more rapidly in the upstream direction on the west side of the flood plain than on the east side. Analysis of the proposed modifications indicates that backwater would still occur on

Objectives. We describe an emerging public health concern regarding silicosis in the fast-growing highway repair industry. Methods. We examined highway construction trends, silicosis surveillance case data, and environmental exposure data to evaluate the risk of silicosis among highway repair workers. We reviewed silicosis case data from the construction industry in 3 states that have silicosis registries, and we conducted environmental monitoring for silica at highway repair work sites. Results. Our findings indicate that a large population of highway workers is at risk of developing silicosis from exposure to crystalline silica. Conclusions. Exposure control methods, medical screenings, protective health standards, and safety-related contract language are necessary for preventing future occupational disease problems among highway repair workers. Calculating sediment discharge from a highway construction site in central Pennsylvania

The Pennsylvania Department of Transportation, the Federal Highway Administration, and the U.S. Geological Survey have cooperated in a study to evaluate two methods of predicting sediment yields during highway construction. Sediment yields were calculated using the Universal Soil Loss and the Younkin Sediment Prediction Equations. Results were compared to the actual measured values, and standard errors and coefficients of correlation were calculated. Sediment discharge from the construction area was determined for storms that occurred during construction of Interstate 81 in a 0.38-square mile basin near Harrisburg, Pennsylvania. Precipitation data tabulated included total rainfall, maximum 30-minute rainfall, kinetic energy, and the erosive index of the precipitation. Highway construction data tabulated included the area disturbed by clearing and grubbing, the area in cuts and fills, the average depths of cuts and fills, the area seeded and mulched, and the area paved. Using the Universal Soil Loss Equation, sediment discharge from the construction area was calculated for storms. The standard error of estimate was 0.40 (about 105 percent), and the coefficient of correlation was 0.79. Sediment discharge from the construction area was also calculated using the Younkin Equation. The standard error of estimate of 0.42 (about 110 percent), and the coefficient of correlation of 0.77 are comparable to those from the Universal Soil Loss Equation.

In late 2004, as part of American Coal Ash Association's (ACAA) strategic planning process, a plan was approved by its Board of Directors implementing a 'green highways' concept which emphasized use of coal combustion products (CCPs) in highways in a variety of ways including being used alone, in combination with other forms of CCPs, and combined with non ash materials. The incentives behind the developed concept were the derived advantages from beneficial technical economic and environmental impacts. At this same time, unknown to ACCA, EPA Region 3 in Philadelphia was working with the Wetlands and Watershed Work Group, a non-profit organization involved in wetlands policy and management along with the Federal Highway Administration (FHWA) on their own Green Highways initiative. These groups were planning a conference, the 'Green Highway Forum'. This was held in College Park, Maryland at the University of Maryland, Nov 8-10 2005. At the conference a draft 'roadmap' was presented as a guide to executive level participants bringing the diverse viewpoints of many agencies and interest groups together. There is a need to assess the risk of exposure to metals via roadside dust in Vietnam where many people live along the road/highways and are constantly exposed to roadside dust. In this study, we collected dust samples at 55 locations along two major Highways in north-east Vietnam, which passed through different land use areas. Samples were sieved into three different particle sizes and analyzed for concentrations of eight metals using a X-ray fluorescence instrument. The concentrations and environmental indices (EF, I geo ) of metals were used to evaluate the degree of pollution in the samples. Among different land uses, industrial areas could be highly polluted with heavy metals in roadside dust, followed by commerce and power plants. Additionally, the traffic density probably played an important role; higher concentrations were observed in samples from Highway No. 5 where traffic is several times higher than Highway No. 18. According to the risk assessment, Cr poses the highest noncarcinogenic risk even though the health hazard index values of assessed heavy metals in this study were within the acceptable range. Our assessment also found that the risk of exposure to heavy metals through roadside dust is much higher for children than for adults.

Decision makers need viable methods for the interpretation of local, regional, and national-highway runoff and urban-stormwater data including flows, concentrations and loads of chemical constituents and sediment, potential effects on receiving waters, and the potential effectiveness of various best management practices (BMPs). Valid (useful for intended purposes), current, and technically defensible stormwater-runoff models are needed to interpret data collected in field studies, to support existing highway and urban-runoffplanning processes, to meet National Pollutant Discharge Elimination System (NPDES) requirements, and to provide methods for computation of Total Maximum Daily Loads (TMDLs) systematically and economically. Historically, conceptual, simulation, empirical, and statistical models of varying levels of detail, complexity, and uncertainty have been used to meet various data-quality objectives in the decision-making processes necessary for the planning, design, construction, and maintenance of highways and for other land-use applications. Water-quality simulation models attempt a detailed representation of the physical processes and mechanisms at a given site. Empirical and statistical regional water-quality assessment models provide a more general picture of water quality or changes in water quality over a region. All these modeling techniques share one common aspect-their predictive ability is poor without suitable site-specific data for calibration. To properly apply the correct model, one must understand the classification of variables, the unique characteristics of water-resources data, and the concept of population structure and analysis. Classifying variables being used to analyze data may determine which statistical methods are appropriate for data analysis. An understanding of the characteristics of water-resources data is necessary to evaluate the applicability of different statistical methods, to interpret the results of these techniques

In a globalized world, establishing successful cooperation between people from different nations is becoming increasingly important. We present results from a comprehensive investigation of cross-societal cooperation in one-shot prisoner's dilemmas involving population-representative samples from six countries and identify crucial facilitators of and obstacles to cooperation. In interactions involving mutual knowledge about only the other players' nationalities, we demonstrate that people hold strong and transnationally shared expectations (i.e., stereotypes) concerning the cooperation level of interaction partners from other countries. These expectations are the strongest determinants of participant cooperation. Paradoxically, however, they turn out to be incorrect stereotypes that even correlate negatively with reality. In addition to erroneous expectations, participants' cooperation behavior is driven by (shared) social preferences that vary according to the interaction partner's nationality. In the cross-societal context, these social preferences are influenced by differences in wealth and ingroup favoritism, as well as effects of specific country combinations but not by spatial distance between nations.

Traffic congestion and its impacts significantly affect the nation's economic performance and the public's quality of life. In most urban areas, travel demand routinely exceeds highway capacity during peak periods. In addition, events such as crashes, vehicle breakdowns, work zones, adverse weather, railroad crossings, large trucks loading/unloading in urban areas, and other factors such as toll collection facilities and sub-optimal signal timing cause temporary capacity losses, often worsening the conditions on already congested highway networks. The impacts of these temporary capacity losses include delay, reduced mobility, and reduced reliability of the highway system. They can also cause drivers to re-routemore » or reschedule trips. Such information is vital to formulating sound public policies for the highway infrastructure and its operation. In response to this need, Oak Ridge National Laboratory, sponsored by the Federal Highway Administration (FHWA), made an initial attempt to provide nationwide estimates of the capacity losses and delay caused by temporary capacity-reducing events (Chin et al. 2002). This study, called the Temporary Loss of Capacity (TLC) study, estimated capacity loss and delay on freeways and principal arterials resulting from fatal and non-fatal crashes, vehicle breakdowns, and adverse weather, including snow, ice, and fog. In addition, it estimated capacity loss and delay caused by sub-optimal signal timing at intersections on principal arterials. It also included rough estimates of capacity loss and delay on Interstates due to highway construction and maintenance work zones. Capacity loss and delay were estimated for calendar year 1999, except for work zone estimates, which were estimated for May 2001 to May 2002 due to data availability limitations. Road runoff is recognized as a substantial nonpoint source of contamination to the aquatic environment. Highway seasonal first flushes contain particularly high concentrations of pollutants. To fully account for the toxicity potential of the runoff, the cumulative effects of the pollutants should be assessed, ideally by biological analyses. Acute toxicity tests with were used to measure the toxicity of runoff from three major highway sections in Israel for 2 yr. Highway first flushes resulted in the mortality of all tested individuals within 24 to 48 h. A first flush collected from Highway 4 (traffic volume: 81,200 cars d) remained toxic even after dilution to <5% (48 h EC <5%). Synthetic solutions with metal concentrations corresponding to highways' first flushes revealed a synergistic adverse effect on survival and a potential additive effect of nonmetal pollutants in the runoff. Because daphnids and other invertebrates constitute the base of the aquatic food chain, detrimental effects of highway runoff may propagate to higher levels of biological organization. The observed high potential of environmental contamination warrants the control of highway runoff in proximity to natural watercourses. Emergency Highway Landings in General Aviation and the Possible Role of Media Reports.

To examine the causes and factors of airplane landings on highways and the dangers to occupants of vehicles on the ground. The U.S. National Transportation Safety Board online database provided 133 accidents involving a highway landing dating from 2000 to 2013. Supplemental information was sought in online media archives, which reported on 53 of these accidents. Collisions with highway-related objects, other options for landing, and witness accounts were added categories extracted from the narrative statements and media reports. Highway landings occur mostly due to mechanical failures, ineffective preflight or in-flight planning, and fuel exhaustion, in addition to a lack of alternate landing options for a pilot of a fixed-wing aircraft. Most of the landings (N = 108) lead to minor or no injuries at all. A significant proportion of 7 out of 19 collisions with powerlines resulted in a fatality, as opposed to other types of accidents. Collisions with motor vehicles (N = 29) caused minor (N = 23) and serious (N = 2) injuries to people on the ground. Main online media archives covered less than half of all accidents (39.8%). While highway landings are not a recommended landing alternative, mitigation strategies should include a focus on avoiding powerlines and vehicles on the ground. Impact of highway construction on water bodies: a geospatial assessment.

India has witnessed a massive infrastructure boom in the past few years. One of such projects is National Highway-7 (NH-7), a North-South highway connecting Kanyakumari, Tamil Nadu, to Varanasi, Uttar Pradesh, traversing many water bodies. The present study aims to assess the pre- and post-construction impact due to existing, new and widened NH-7 on the physical status of the water bodies, using remote sensing techniques. Satellite images spanning 22 years were procured and analysed for change detection in land use and land cover within the waterbodies. The study indicates that construction activities have led to transformation within the water bodies regarding reduction in area and inter-changing of land use and land cover classes, in turn leading to siltation and reduction of recharge.

This report is designed to document the analysis process and estimation models currently used by the Federal Highway Administration (FHWA) to estimate the off-highway gasoline consumption and public sector fuel consumption. An overview of the entire FHWA attribution process is provided along with specifics related to the latest update (2008) on the Off-Highway Gasoline Use Model and the Public Use of Gasoline Model. The Off-Highway Gasoline Use Model is made up of five individual modules, one for each of the off-highway categories: agricultural, industrial and commercial, construction, aviation, and marine. This 2008 update of the off-highway models was the secondmore » major update (the first model update was conducted during 2002-2003) after they were originally developed in mid-1990. The agricultural model methodology, specifically, underwent a significant revision because of changes in data availability since 2003. Some revision to the model was necessary due to removal of certain data elements used in the original estimation method. The revised agricultural model also made use of some newly available information, published by the data source agency in recent years. The other model methodologies were not drastically changed, though many data elements were updated to improve the accuracy of these models. Note that components in the Public Use of Gasoline Model were not updated in 2008. A major challenge in updating estimation methods applied by the public-use model is that they would have to rely on significant new data collection efforts. In addition, due to resource limitation, several components of the models (both off-highway and public-us models) that utilized regression modeling approaches were not recalibrated under the 2008 study. An investigation of the Environmental Protection Agency's NONROAD2005 model was also carried out under the 2008 model update. Cooperation without culture? The null effect of generalized trust on intentional homicide: a cross-national panel analysis, 1995-2009.

Sociologists, political scientists, and economists all suggest that culture plays a pivotal role in the development of large-scale cooperation. In this study, I used generalized trust as a measure of culture to explore if and how culture impacts intentional homicide, my operationalization of cooperation. I compiled multiple cross-national data sets and used pooled time-series linear regression, single-equation instrumental-variables linear regression, and fixed- and random-effects estimation techniques on an unbalanced panel of 118 countries and 232 observations spread over a 15-year time period. Results suggest that culture and large-scale cooperation form a tenuous relationship, while economic factors such as development, inequality, and geopolitics appear to drive large-scale cooperation.

The donation of tissues and organs increases significantly when tissue banks and organ transplant organizations work together in the procurement of organs and tissues at donor sources (hospitals, coroners system, organ procurement agencies, and funeral homes, among others). To achieve this important goal, national competent health authorities should considered the establishment of a mechanism that promote the widest possible cooperation between tissue banks and organ transplant organizations with hospitals, research medical institutions, universities, and other medical institutions and facilities. One of the issues that can facilitate this cooperation is the establishment of a coding and traceability system that could identify all tissues and organs used in transplant activities carried out in any country. The promotion of national, regional, and international cooperation between tissue banks and organ transplant organizations would enable the sharing of relevant information that could be important for medical practice and scientific studies carried out by many countries, particularly for those countries with a weak health care system.

Brain tumor recurrence in children treated with growth hormone: the National Cooperative Growth Study experience.

As of October 1993 the National Cooperative Growth Study included 1262 children with brain tumor who were treated with growth hormone. The type of brain tumor was specified in 947 (75%) of these children. The most common types were glioma, medulloblastoma, and craniopharyngioma, accounting for 91.3% of all those for which type was specified. Brain tumor recurred in 83 (6.6%) of the 1262 children over a total of 6115 patient-years at risk. The frequencies of tumor recurrence in children with low-grade glioma (18.1%), medulloblastoma (7.2%), and craniopharyngioma (6.4%) are lower than those in published reports of tumor recurrence in the general pediatric population with the same types of tumors. The analysis cannot conclusively show that no increased risk of tumor recurrence exists, however, because of the potential incompleteness of data reporting in the National Cooperative Growth Study. Nevertheless the findings are reassuring that children with the more common types of brain tumor who are treated with growth hormone do not seem to be at excessive risk for tumor recurrence.

Migration and control of purple loosestrife (Lythrum salicaria L.) along highway corridors

The east-west density gradient and the pattern and mode of migration of the wetland exotic, purple loosestrife ( Lythrum salicaria L.), were assessed in a survey of populations along the New York State Thruway from Albany to Buffalo to determine if the highway corridor contributed to the spread of this species. During the peak flowering season of late July to early August, individual colonies of purple loosestrife were identified and categorized into three size classes in parallel belt transects consisting of the median strip and highway rights-of-way on the north and south sides of the road. Data were also collected on the presence of colonies adjacent to the corridor and on highway drainage patterns. Although a distinct east-west density gradient existed in the corridor, it corresponded to the gradient on adjacent lands and was greatly influenced by a major infestation at Montezuma National Wildlife Refuge. The disturbed highway corridor served as a migration route for purple loosestrife, but topographic features dictated that this migration was a short-distance rather than long-distance process. Ditch and culvert drainage patterns increased the ability of purple loosestrife to migrate to new wetland sites. Management strategies proposed to reduce the spread of this wetland threat include minimizing disturbance, pulling by hand, spraying with glyphosate, disking, and mowing.
