The purpose of this paper is to express the rationale for continued technological and scientific development of the modeling and simulation process for the defense industry. The defense industry, along with a variety of other industries, is currently being forced into making sacrifices in response to the current economic hardships. These sacrifices, which may not compromise the safety of our nation, nor jeopardize our current standing as the world peace officer, must be concentrated in areas which will withstand the needs of the changing world. Therefore, the need for cost effective alternatives of defense issues must be examined. This paper provides support that the modeling and simulation process is an economically feasible process which will ensure our nation's safety as well as provide and keep up with the future technological developments and demands required by the defense industry. The outline of this paper is as follows: introduction, which defines and describes the modeling and simulation process; discussion, which details the purpose and benefits of modeling and simulation and provides specific examples of how the process has been successful; and conclusion, which summarizes the specifics of modeling and simulation of defense issues and lends the support for its continued use in the defense arena.

The implication is that some engineers are involved with building peaceful infrastructure whereas others contribute to destruction. This brings to mind the question: what is the proper role for engineers in the creation of weapons and defenses against them? In particular, should engineers specializing in biology or medicine be involved in the defense industry? After all, bioengineers are supposed to be builders or healers rather than warriors or destroyers.

The National Missile Defense System utilizes UHF and X-band radars for search, track and discrimination, and interceptors that use long-wave infrared sensors to identify and home on attacking warheads. The radars and infrared sensors in the missile defense system perform at near the theoretical limits predicted by physics. However, in spite of the fantastic technical advances in sensor technology, signal processing, and computational support functions, the National Missile Defense System cannot be expected to ever work in realistic combat environments. This talk will describe why these impressive technologies can never deliver on the promise of a credible defense against long-range ballistic missiles.

This paper reviews the historical and current response of the United States to threats to its world leadership in scientific endeavors, with particular attention to the National Defense Education Act of 1958. The current status of the United States in mathematics, science, and engineering education is reviewed with respect to K-12 student achievement, K-12 teacher quality, numbers of degrees granted, and other indicators of international competitiveness. Concluding that we are a nation in peril, recommendations are made to enhance the likelihood that the United States will retain its preeminent position in science and technology and, therefore, provide for the national defense and economic wellbeing of citizens in an information age and global economy.

An overview of the industrial diamond industry is provided. More than 90 percent of the industrial diamond consumed in the U.S. and the rest of the world is manufactured diamond. Ireland, Japan, Russia, and the U.S. produce 75 percent of the global industrial diamond output. In 2000, the U.S. was the largest market for industrial diamond. Industrial diamond applications, prices for industrial diamonds, imports and exports of industrial diamonds, the National Defense Stockpile of industrial diamonds, and the outlook for the industrial diamond market are discussed.

Countermeasures to the US National Missile Defense

One of the key technical questions about national missile defenses is whether they can be expected to work under real-world conditions if the attacker takes steps to defeat the defense. This talk will discuss steps that an emerging missile state could take to confuse, overwhelm, or otherwise defeat the planned US NMD system developed by the Clinton administration. It will consider three such ``countermeasures" that would be within the technical capability of a state that could develop and deploy a long-range missile capable of reaching the United States, which is the threat the NMD system is intended to defend against. The talk will be based on the April 2000 report ``Countermeasures: A Technical Evaluation of the Operational Effectiveness of the Planned US National Missile Defense System," which was co-authored by the speaker and 10 other physicists and engineers. Although the talk will refer to the ground-based NMD system under development, the conclusions are applicable to any mid-course NMD system using hit-to-kill infrared-homing interceptors, regardless of their basing mode. The three countermeasures considered are: (1) biological weapons deployed on 100 or more small bomblets, or submunitions, that would be released shortly after the boost phase; (2) nuclear warheads with anti-simulation balloon decoys, in which the attacker disguises the warhead by enclosing it in an aluminum-coated mylar balloon and releasing it along with a large number of otherwise similar but empty balloons; and (3) nuclear warheads with cooled shrouds, in which the attacker foils the kill vehicle's homing process by covering each nuclear warhead with a double-walled cone containing liquid nitrogen.

Workforce diversity is a growing concern at a global level and enlightened economic self-interest and corporate image compels industries to leverage it as a competitive advantage. The US aerospace and defense industry (US ADI) addresses workforce diversity through socially responsible diversity management. Prior research into the topic of approaching workforce diversity as a business rationale and a moral imperative has been limited. Scharmer and Kaufer's (2013) Theory U guided this longitudinal explanatory quantitative study, leading from the future as it emerged relative to socially responsible diversity management to compel industry to remove blind spots and co-create an economy that benefits all by promoting workforce diversity as a dual agenda. This study filled a research gap investigating the business case for diversity as a dual agenda in aerospace industry science, technology, engineering, and mathematics (STEM) disciplines. The study also investigated the America COMPETES Act as a moderator of the relationship between historically black colleges and universities (HBCUs) and industry. Data was retrieved for secondary data analysis from the National Science Foundation (NSF) and other public government services and agency websites. Two hypotheses were tested using quantitative analysis including descriptive statistics, linear regression, ANOVA, and two factor analysis. The statistical results were analyzed and deductive logic employed to develop conclusions for the study. There was a significant relationship found between both predictors and socially responsible diversity management. The results reinforce the necessity for the aerospace defense industry to promote the dual agenda of the business case for diversity as complementary; not as competing mandates.

Space industrialization (or commercialization) has the potential to be a major player in America's space program. If this potential is to be realized, however, industrialization efforts must be considered within the context of the other major portions of the space program: shuttle, space station, and civil remote sensing. Further, development efforts must be based upon a sound scientific and technical understanding of the products and processes, and there must be a trained cadre of dedicated individuals willing to devote time and effort to this effort. There remain considerable risks and uncertainties. Given all this, the best path to follow would seem to be a long term, balanced commitment, emphasizing government, industry, and academia partnerships. Several points are addressed: (1) the place of space industrialization in the overall national space program; (2) the meaning of space industrialization with respect to the historic, national aims of space; and (3) specifically what is being industrialized.

The globalization of the arms industry entails a significant shift away from traditional, single-country patterns of weapons production toward internationalization of the development, production, and marketing of arms. While wholly indigenous armaments production may be on the decline, multinational arms production - through collaboration on individual weapon systems and increasingly via interfirm linkages across the international arms industry - appears actually to be expanding. Malpractice liability and defensive medicine: a national survey of neurosurgeons.

Concern over rising healthcare expenditures has led to increased scrutiny of medical practices. As medical liability and malpractice risk rise to crisis levels, the medical-legal environment has contributed to the practice of defensive medicine as practitioners attempt to mitigate liability risk. High-risk specialties, such as neurosurgery, are particularly affected and neurosurgeons have altered their practices to lessen medical-legal risk. We present the first national survey of American neurosurgeons' perceptions of malpractice liability and defensive medicine practices. A validated, 51-question online-survey was sent to 3344 practicing U.S. neurosurgeon members of the American Association of Neurological Surgeons, which represents 76% of neurosurgeons in academic and private practices. A total of 1028 surveys were completed (31% response rate) by neurosurgeons representing diverse sub-specialty practices. Respondents engaged in defensive medicine practices by ordering additional imaging studies (72%), laboratory tests (67%), referring patients to consultants (66%), or prescribing medications (40%). Malpractice premiums were considered a "major or extreme" burden by 64% of respondents which resulted in 45% of respondents eliminating high-risk procedures from their practice due to liability concerns. Concerns and perceptions about medical liability lead practitioners to practice defensive medicine. As a result, diagnostic testing, consultations and imaging studies are ordered to satisfy a perceived legal risk, resulting in higher healthcare expenditures. To minimize malpractice risk, some neurosurgeons have eliminated high-risk procedures. Left unchecked, concerns over medical liability will further defensive medicine practices, limit patient access to care, and increase the cost of healthcare delivery in the United States.

It does so, not as an end unto itself, but in support of its mission, which is to protect the national security of the country. In part, this is accomplished by 'supporting the warfighter,' and in part, by supporting the national leaders of the country. In accomplishing these ends, a careful balance must be achieved to ensure the Department has the necessary technology to successfully carry out its mission, without the imposition of 'an industrial policy.' Nor can the Department afford the creation of an artificial market, which only it will support, if alternative industrial markets will suffice.

The Office of Defense Programs (DP) was the first US Department of Energy (DOE) Cognizant Secretarial Office (CSO) to attempt to benchmark private industries for best-in-class practices in the field of pollution prevention. Defense Programs` intent in this effort is to identify and bring to DOE field offices strategic and technological tools that have helped private companies minimize waste and prevent pollution. Defense Programs` premier benchmarking study focused on business practices and process improvements used to implement exceptional pollution prevention programs in four privately owned companies. The current interest in implementing partnerships information exchange, and technology transfer with the privatemore » sector prompted DP to continue to seek best practices in the area of pollution prevention through a second benchmarking endeavor in May 1994. This report presents the results of that effort. The decision was made to select host facilities that own processes similar to those at DOE plants and laboratories, that have programs that have been recognized on a local or national level, that have an interest in partnering with the Department on an information-sharing basis, and that are located in proximity to each other. The DP benchmarking team assessed the pollution prevention programs of five companies in the Chicago area--GE Plastics, Navistar, Northrop Corporation, Sundstrand and Caterpillar. At all facilities visited, Ozone Depleting Compounds (ODCs), hazardous wastes, releases under the Superfund Amendments and Reauthorization Act (SARA), waste water and non-hazardous wastes are being eliminated, replaced, reduced, recycled and reused whenever practicable.« less

For Americans, the nature of warfare changed on September 11, 2001. Our national security henceforth will require distributed defense. One extreme of distributed defense is represented by fully deployed military troops responding to a threat from a hostile nation state. At the other extreme is a country of 'citizen soldiers', with families and communities securing their common defense through heightened awareness, engagement as good neighbors, and local support of and cooperation with local law enforcement, emergency and health care providers. Technologies - for information exploitation, biological agent detection, health care surveillance, and security - will be critical to ensuring success in distributed defense.

The purpose of this paper is to present the unofficial and unsanctioned opinions of a Visiting Scientist at Lawrence Livermore National Laboratory on the values of LLNL and the other National Labs. The basic founding value and goal of the National Labs is big-budget scientific research, along with smaller-budget scientific research that cannot easily be done elsewhere. The most important example in the latter category is classified defense-related research. The historical guiding light here is the Manhattan Project. This endeavor was unique in human history, and might remain so. The scientific expertise and wealth of an entire nation was tappedmore » in a project that was huge beyond reckoning, with no advance guarantee of success. It was in many respects a clash of scientific titans, with a large supporting cast, collaborating toward a single well-defined goal. Never had scientists received so much respect, so much money, and so much intellectual freedom to pursue scientific progress. And never was the gap between theory and implementation so rapidly narrowed, with results that changed the world, completely. Enormous resources are spent at the national or international level on large-scale scientific projects. LLNL has the most powerful computer in the world, Blue Gene/L. (Oops, Los Alamos just seized the title with Roadrunner; such titles regularly change hands.) LLNL also has the largest laser in the world, the National Ignition Facility (NIF). Lawrence Berkeley National Lab (LBNL) has the most powerful microscope in the world. Not only is it beyond the resources of most large corporations to make such expenditures, but the risk exceeds the possible rewards for those corporations that could. Nor can most small countries afford to finance large scientific projects, and not even the richest can afford largess, especially if Congress is under major budget pressure. Technology Access for Product Innovation (TAP-IN), the largest technology deployment project funded by TRP, was competitively selected through a national solicitation for proposals. TAP-IN was created to help companies access and apply defense technologies and help defense-dependent companies enter new commercial markets. Defense technologies included technologies developed by DoD, DOE, NASA, and their contractors. TAP-IN was structured to provide region-based technology access services that were able to draw on technology resources nationwide. TAP-IN provided expert assistance in all stages of the commercialization process from concept through prototype design to capital sourcing and marketing strategy. TAP-IN helped companies locate new technology, identify business partners, secure financing, develop ideas for new products, identify new markets, license technology, solve technical problems, and develop company-specific applications of federal technology. TAP-IN leveraged NASA's existing commercial technology network to create an integrated national network of organizations that assisted companies in every state. In addition to NASA's six regional technology transfer centers (RTTCs), TAP-IN included business and technology development organizations in every state, the Industrial Designers Society of America, and the Federal Laboratory Consortium (FLC).

The paper discusses a short but important period in the history of pharmaceutical industry with regard to Slovakia. The complicated post-war situation required peremptory interventions from the state, which attempted to secure the operation of strategic firms by means of National Administration Boards and nationalization. The firms which were nationalized by this measure were managed by the Ministry of Industry. They included also the pharmaceutical firms nationalized in Slovakia. Six years ago, the Defense Science Board (DSB) initiated a review of the concept, technical basis, program content, and missions of the National Aerospace Plane (NASP) program. The report was completed in Sep. 1988, and the recommendations contributed to strengthening the technical efforts in the NASP program. Since then, substantial technological progress has been made in the technology development phase (Phase 2) of the program. Phase 2 of the program is currently scheduled to end in late Fiscal Year 1993, with a decision whether to proceed to the experimental flight vehicle phase (Phase 3) to be made at that time. This decision will be a very significant one for the Department of Defense (DoD) and the National Aeronautics and Space Administration (NASA). In February of this year, the DSB was chartered to revisit the NASP program to assess the degree to which the many technical challenges of the program have been resolved, or are likely to be resolved by the end of Phase 2.

This study examines the determinants of spending on social security programs. We draw predictions from industrialism and dependency theories for the explanation of social security programs. The explanations are tested with data on seventy-five nations, representative of core, semipheripheral and peripheral nations. Industrialization variables such as the percentage of older adults and economic productivity have strong effects in models involving all nations, as does multinational corporate (MNC) penetration in extraction, particularly when region is controlled; such penetration is negatively associated with spending on social security. We then look at industrialism and dependency effects for peripheral and non-core nations alone. The effects of all industrialization variables, except economic productivity, appear insignificant for peripheral nations, while the effects of region and multinational corporate penetration in extractive and agricultural industries appears significant. Models involving all non-core nations (peripheral and semi-peripheral) look more like models for all nations than for peripheral nations alone.

In defense of industry-physician relationships.

The objective was to examine the economic, ethical, and legal foundations for conflict of interest restrictions between physicians and pharmaceutical and medical device industries ("industry"). Recently academic medical centers and professional organizations have adopted policies that restrict permissible interactions between industry and physicians. The motive is to avoid financial conflicts of interest that compromise core values of altruism and fiduciary relationships. Productive relationships between industry and physicians provide novel drugs and devices of immense benefit to society. The issues are opposing views of medical economics, profit motives, medical professionalism, and extent to which interactions should be lawfully restricted. Industry goals are congruent with those of physicians: patient welfare, safety, and running a profitable business. Profits are necessary to develop drugs and devices. Physician collaborators invent products, refine them, and provide feedback and so are appropriately paid. Marketing is necessary to bring approved products to patients. Economic realities limit the extent to which physicians treat their patients altruistically and as fiduciaries. Providing excellent service to patients may be a more realistic standard. Statements from industry and the American College of Surgeons appropriately guide professional behavior. Preservation of industry-physician relationships is vital to maintain medical innovation and progress.

The Government-Industry Data Exchange Program (GIDEP) was originated in 1959 by the Army, Navy, and Air Force Ballistic Missile Agencies. Known at that time as IDEP--Interservice Data Exchange Program--its intent was to eliminate duplicate testing of parts and components by disseminating pertinent test data among Department of Defense contractors and various government agencies. In 1966 both the National Aeronautics and Space Administration and the Canadian Military Electronics Standards Agency (CAMESA) recognized the value of the data provided by the program and became participants. Today, GIDEP provides the interchange of specialized technical data to all the military services, participating government contractors and numerous government agencies such as the Atomic Energy Commission, Federal Aviation Administration, Defense Supply Agency, and the Small Business Administration.

As part of comprehensive joint medical surveillance measures outlined by the Department of Defense, the US Army Center for Health Promotion and Preventive Medicine (USACHPPM) is beginning to assess environmental health threats to continental US military installations. A common theme in comprehensive joint medical surveillance, in support of Force Health Protection, is the identification and assessment of potential environmental health hazards, and the evaluation and documentation of actual exposures in both a continental US and outside a continental US setting. For the continental US assessments, the USACHPPM has utilized the US Environmental Protection Agency (EPA) database for risk management plans in accordance with Public Law 106-40, and the toxic release inventory database, in a state-of the art geographic information systems based program, termed the Consequence Assessment and Management Tool Set, or CATS, for assessing homeland industrial chemical hazards outside the military gates. As an example, the US EPA toxic release inventory and risk management plans databases are queried to determine the types and locations of industries surrounding a continental US military installation. Contaminants of concern are then ranked with respect to known toxicological and physical hazards, where they are then subject to applicable downwind hazard simulations using applicable meteorological and climatological data sets. The composite downwind hazard areas are mapped in relation to emergency response planning guidelines (ERPG), which were developed by the American Industrial Hygiene Association to assist emergency response personnel planning for catastrophic chemical releases. In addition, other geographic referenced data such as transportation routes, satellite imagery and population data are included in the operational, equipment, and morale risk assessment and management process. This study evaluates the economic consequences of hypothetical foot-and-mouth disease releases from the future National Bio and Agro Defense Facility in Manhattan, Kansas. Using an economic framework that estimates the impacts to agricultural firms and consumers, quantifies costs to non-agricultural activities in the epidemiologically impacted region, and assesses costs of response to the government, we find the distribution of economic impacts to be very significant. Furthermore, agricultural firms and consumers bear most of the impacts followed by the government and the regional non-agricultural firms. PMID:26114546

This paper analyzes the asymmetry in the international relations as refers to the recognition of industrial property rights in the pharmaceutical industry. It focuses on the impact of such relations upon the access to ARV medication, an issue of worldwide interest due to its connection with the development of the nations. Clashing interests and the position taken by some countries in their patent laws point to a scenario less favorable for the access of peripheral countries to anti-HIV/AIDS medication. On the other hand, it seems that the success of the Brazilian STD/AIDS program in negotiating ARV prices will open new possibilities. The solution may be the internal strengthening of the National States and the active role played by the Agencies of the United Nations System in defense of the collective human interests.

Space industrialization is defined as the use of space flight and the space environment for commercial or utilitarian purposes in contrast to other uses such as gains in basic scientific knowledge, national defense, or exploration. Some unique attributes of space that make it amenable to industrial use include overview of the earth, the 'zero gravity' effect, potential for near perfect vacuum, unlimited reservoir for disposal of waste products, availability of essentially uninterrupted flow of solar energy, and the 'perpetual motion' characteristic of orbital mechanics. The role of human participation in assembling and maintaining the large sophisticated systems that will be required for future space industrialization needs is considered.

Display research has comprised a substantial portion of the defense investment in new technology for national security for the past 13 years. These investments have been made by the separate service departments and, especially, via several Defense Research Projects Agency (DARPA) programs, known collectively as the High Definition Systems (HDS) Program (which ended in 2001) and via the Office of the Secretary of Defense (OSD) Defense Production Act (DPA) Title III Program (efforts ended in 2000). Using input from the Army, Navy, and Air Force to focus research and identify insertion opportunities, DARPA and the Title III Program Office have made investments to develop the national technology base and manufacturing infrastructure necessary to meet the twin challenge of providing affordable displays in current systems and enabling the DoD strategy of winning future conflicts by getting more information to all participants during the battle. These completed DARPA and DPA research and infrastructure programs are reviewed. Service investments have been and are being made to transition display technology; examples are described. Display science and technology (S&T) visions are documented for each service to assist the identification of areas meriting consideration for future defense research.

To develop integrated policies for mobilization preparedness, planners require estimates and projections of available productive capacity during national emergency conditions. This report develops projections of national emergency operating capacity (EOC) for 458 US manufacturing industries at the 4-digit Standard Industrial Classification (SIC) level. These measures are intended for use in planning models that are designed to predict the demands for detailed industry sectors that would occur under conditions such as a military mobilization or a major national disaster. This report is part of an ongoing series of studies prepared by the Pacific Northwest National Laboratory to support mobilization planning studiesmore » of the Federal Emergency Planning Agency/US Department of Defense (FEMA/DOD). Earlier sets of EOC estimates were developed in 1985 and 1991. This study presents estimates of EOC through 2005. As in the 1991 study, projections of capacity were based upon extrapolations of equipment capital stocks. The methodology uses time series regression models based on industry data to obtain a response function of industry capital stock to levels of industrial output. The distributed lag coefficients of these response function are then used with projected outputs to extrapolate the 1994 level of EOC. Projections of industrial outputs were taken from the intermediate-term forecast of the US economy prepared by INFORUM (Interindustry Forecasting Model, University of Maryland) in the spring of 1996.« less

In defensive medicine, practice is motivated by legal rather than medical reasons. Previous studies have analyzed the correlation between perceived medico-legal risk and defensive behavior among neurosurgeons in the United States, Canada, and South Africa, but not yet in Europe. The aim of this study is to explore perceived liability burdens and self-reported defensive behaviors among neurosurgeons in the Netherlands and compare their practices with their non-European counterparts. A survey was sent to 136 neurosurgeons. The survey included questions from several domains: surgeon characteristics, patient demographics, type of practice, surgeon liability profile, policy coverage, defensive practices, and perception of the liability environment. Survey responses were analyzed and summarized. Forty-five neurosurgeons filled out the questionnaire (response rate of 33.1%). Almost half (n = 20) reported paying less than 5% of their income to annual malpractice premiums. Nearly all respondents view their insurance premiums as a minor or no burden (n = 42) and are confident that in their coverage is sufficient (n = 41). Most neurosurgeons (n = 38) do not see patients as "potential lawsuits". Relative to their American peers, Dutch neurosurgeons view their insurance premiums as less burdensome, their patients as a smaller legal threat, and their practice as less risky in general. They are sued less often and engage in fewer defensive behaviors than their non-European counterparts. The medico-legal climate in the Netherlands may contribute to this difference.

The US National Strategy for Suicide Prevention (National Strategy) described 11 goals across multiple areas, including suicide surveillance. Consistent with these goals, the Department of Defense (DoD) has engaged aggressively in the area of suicide surveillance. The DoD's population-based surveillance system, the DoD Suicide Event Report (DoDSER) collects information on suicides and suicide attempts for all branches of the military. Data collected includes suicide event details, treatment history, military and psychosocial history, and psychosocial stressors at the time of the event. Lessons learned from the DoDSER program are shared to assist other public health professionals working to address the National Strategy objectives.

Some Western analysts argue that European security would stabilize if nations shifted to forces and doctrines that left them structurally incapable of conducting offensive military actions. Some, including American scholar Gene Sharp, have even called for replacing traditional military forces with plans for civilian-based resistance. Purely defensive postures would be reassuring to neighboring states, all of these theorists say, but such defenses would still be strong enough to defeat an attack if deterrence failed. Australia’s first national level quantitative environmental justice assessment of industrial air pollution

This study presents the first national level quantitative environmental justice assessment of industrial air pollution in Australia. Specifically, our analysis links the spatial distribution of sites and emissions associated with industrial pollution sources derived from the National Pollution Inventory, to Indigenous status and social disadvantage characteristics of communities derived from Australian Bureau of Statistics indicators. Our results reveal a clear national pattern of environmental injustice based on the locations of industrial pollution sources, as well as volume, and toxicity of air pollution released at these locations. Communities with the highest number of polluting sites, emission volume, and toxicity-weighted air emissions indicate significantly greater proportions of Indigenous population and higher levels of socio-economic disadvantage. The quantities and toxicities of industrial air pollution are particularly higher in communities with the lowest levels of educational attainment and occupational status. These findings emphasize the need for more detailed analysis in specific regions and communities where socially disadvantaged groups are disproportionately impacted by industrial air pollution. Our empirical findings also underscore the growing necessity to incorporate environmental justice considerations in environmental planning and policy-making in Australia.

The objective of this study was to assess the ecological association of dietary tryptophan intake and suicide rates across industrialized nations. Tryptophan, an essential amino acid, is the rate-limiting precursor of serotonin biosynthesis. The serotonergic system has been strongly implicated in the neurobiology of suicide. Contemporary male and female suicide rates for the general population (42 countries) and the elderly (38 countries) were correlated with national estimates of dietary tryptophan intake. Measures of tryptophan intake were significantly negatively associated to national suicide rates. Controlling for national affluence, total alcohol consumption and happiness levels slightly attenuated these associations, but left all of them negative. The effect is an ecological (group-level) finding. Estimated per capita tryptophan supply is only a proxy for actual consumption. Developed nations ranking high in dietary tryptophan intake rank low in suicide rates, independent of national wealth, alcohol intake and happiness.

Research was conducted with West Moberly First Nations, Halfway First Nation and the Treaty 8 Tribal Association (located in northeastern British Columbia, Canada) on effective engagement in environmental assessment processes. As part of this research, we examined the perspectives of a subset of resource industry proponents and their consultants, as well as staff from the British Columbia Environmental Assessment Office on their experiences with the requirement to consult with Canada's indigenous peoples. Research into the perspectives of industry proponents and consultants is almost non-existent, yet industry and governments are key participants within environmental assessments. This research found that industry proponentsmore » were disenfranchised by the British Columbia environmental assessment process and its mechanisms for consulting with First Nations, and that they sought changes to that process. Their concerns and their implications are documented and some recommendations are offered for addressing those concerns. Understanding industry and government views on First Nations engagement could suggest not only potential improvements in EA processes that facilitate all parties but provide common grounds for mutually engaging to resolve challenges.« less

The identification of chemicals that pose the greatest threat to human health from incidental releases is a cornerstone in public health preparedness for chemical threats. The present study developed and applied a methodology for the risk analysis and prioritization of industrial chemicals to identify the most significant chemicals that pose a threat to public health in Finland. The prioritization criteria included acute and chronic health hazards, physicochemical and environmental hazards, national production and use quantities, the physicochemical properties of the substances, and the history of substance-related incidents. The presented methodology enabled a systematic review and prioritization of industrial chemicals for the purpose of national public health preparedness for chemical incidents.

Asthma is one of the most common chronic diseases in childhood and its prevalence has been increasing within industrializing nations. The contribution of ambient pollutants to asthma symptomatology has been explored in some countries through epidemiological investigations, molecular analysis and monitoring functional outcomes. The health effects of rising environmental pollution have been of increasing concern in industrializing nations with rising urbanization patterns. This review article provides an overview of the link between pediatric asthma and exposure to rising sources of urban air pollution. It primarily focuses on the asthma-specific effects of sulfur dioxide, nitrogen dioxide, ozone and particulate matter. Worldwide trends of asthma prevalence are also provided which detail the prominent rise in asthma symptoms in many urban areas of Africa, Latin America and Asia. The molecular and functional correlation of ambient pollutants with asthma-specific airway inflammation in the pediatric population are also highlighted. The final aspect of the review considers the correlation of motor vehicle, industrial and cooking energy sources, ascribed as the major emitters among the pollutants in urban settings, with asthma epidemiology in children. © The Author 2014. The United Nations have studied how the oil and gas resource classification developed jointly by the SPE, the World Petroleum Congress (WPC) and the American Association of Petroleum Geologists (AAPG) could be harmonized with the United Nations Framework Classification (UNFC) for Solid Fuel and Mineral Resources (1). The United Nations has continued to build on this and other works, with support from many relevant international organizations, with the objective of updating the UNFC to apply to the extractive industries. The result is the United Nations Framework Classification for Energy and Mineral Resources (2) that this paper will present. Reserves and resources are categorized with respect to three sets of criteria: ??? Economic and commercial viability ??? Field project status and feasibility ??? The level of geologic knowledge The field project status criteria are readily recognized as the ones highlighted in the SPE/WPC/AAPG classification system of 2000. The geologic criteria absorb the rich traditions that form the primary basis for the Russian classification system, and the ones used to delimit, in part, proved reserves. Economic and commercial criteria facilitate the use of the classification in general, and reflect the commercial considerations used to delimit proved reserves in particular. The classification system will help to develop a common understanding of reserves and resources for all the extractive industries and will assist: ??? International and national resources management to secure supplies; ??? Industries' management of business processes to achieve efficiency in exploration and production; and ??? An appropriate basis for documenting the value of reserves and resources in financial statements.

To assess the US packaged food industry's progress from 2009 to 2014, when the National Salt Reduction Initiative had voluntary, category-specific sodium targets with the goal of reducing sodium in packaged and restaurant foods by 25% over 5 years. Using the National Salt Reduction Initiative Packaged Food Database, we assessed target achievement and change in sales-weighted mean sodium density in top-selling products in 61 food categories in 2009 (n = 6336), 2012 (n = 6898), and 2014 (n = 7396). In 2009, when the targets were established, no categories met National Salt Reduction Initiative 2012 or 2014 targets. By 2014, 26% of categories met 2012 targets and 3% met 2014 targets. From 2009 to 2014, the sales-weighted mean sodium density declined significantly in almost half of all food categories (43%; 26/61 categories). Overall, sales-weighted mean sodium density declined significantly (by 6.8%; P < .001). National target setting with monitoring through a partnership of local, state, and national health organizations proved feasible, but industry progress was modest. The US Food and Drug Administration's proposed voluntary targets will be an important step in achieving more substantial sodium reductions.

The U.S. Department of Energy (DOE), National Nuclear Security Administration Nevada Site Office is responsible for environmental restoration (ER) at the Nevada National Security Site (NNSS). This includes remediation at Industrial Sites where past nuclear testing activities and activities that supported nuclear testing may have or are known to have resulted in the release of contaminants into the environment. Industrial Sites at the NNSS have included nuclear facilities that supported the nuclear rocket/missile development programs, gas stations, landfills, spill sites, ordnance sites, and numerous other waste disposal and release sites. The NNSS Industrial Sites activities neared completion at the endmore » of fiscal year 2011 while other activities required under the Federal Facility Agreement and Consent Order (FFACO) and part of the same NNSS ER Project are forecasted to extend to 2027 or beyond. With the majority of Industrial Sites corrective action units (CAUs) completed (more than 250 CAUs and over 1,800 corrective action sites), it was determined that an activity closeout process should be implemented to ensure that the work completed over the past 15 years is well documented in a comprehensive and concise summary. While the process used to close each individual CAU is described in approved documents, no single document describes in summary fashion the work completed to close the many individual Industrial Sites. The activity closeout process will be used to develop an Industrial Sites closeout document that describes these years of work. This document will summarize the number of Industrial Sites closed under the FFACO and provide general descriptions of projects, contaminants removed, and sites closed in place with corresponding Use Restrictions. Other pertinent information related to Industrial Sites work such as the project history, closure decisions, historical declarations, remediation strategies, and final CAU status will be included in the
