National Institutes of Health principal investigators reported their perceptions of the ethical defensibility, prevalence in their field, and their personal willingness to engage in questionable research practices (QRPs). Using ethical defensibility ratings, an exploratory factor analysis yielded a two-factor solution: behaviors considered unambiguously ethically indefensible and behaviors whose ethical defensibility was more ambiguous. In addition, increasing perceptions that QRPs affect science predicted reduced acceptability of QRPs, whereas increasing beliefs that QRPs are normative or necessary for career success predicted increased acceptability of QRPs. Perceptions that QRPs are risky were unrelated to QRP acceptability but predicted reduced extramural funding (i.e., researchers' lifetime extramural grants and total funding secured). These results identify risk (i.e., beliefs that QRPs are normative to stay competitive in one's field) and protective factors (i.e., beliefs that QRPs have a significant negative impact on society) related to QRP endorsement that could inform educational interventions for training research scientists.

The purpose of this paper is to present the unofficial and unsanctioned opinions of a Visiting Scientist at Lawrence Livermore National Laboratory on the values of LLNL and the other National Labs. The basic founding value and goal of the National Labs is big-budget scientific research, along with smaller-budget scientific research that cannot easily be done elsewhere. The most important example in the latter category is classified defense-related research. The historical guiding light here is the Manhattan Project. This endeavor was unique in human history, and might remain so. The scientific expertise and wealth of an entire nation was tappedmore » in a project that was huge beyond reckoning, with no advance guarantee of success. It was in many respects a clash of scientific titans, with a large supporting cast, collaborating toward a single well-defined goal. Never had scientists received so much respect, so much money, and so much intellectual freedom to pursue scientific progress. And never was the gap between theory and implementation so rapidly narrowed, with results that changed the world, completely. Enormous resources are spent at the national or international level on large-scale scientific projects. LLNL has the most powerful computer in the world, Blue Gene/L. (Oops, Los Alamos just seized the title with Roadrunner; such titles regularly change hands.) LLNL also has the largest laser in the world, the National Ignition Facility (NIF). Lawrence Berkeley National Lab (LBNL) has the most powerful microscope in the world. Not only is it beyond the resources of most large corporations to make such expenditures, but the risk exceeds the possible rewards for those corporations that could. Nor can most small countries afford to finance large scientific projects, and not even the richest can afford largess, especially if Congress is under major budget pressure. The National Missile Defense System utilizes UHF and X-band radars for search, track and discrimination, and interceptors that use long-wave infrared sensors to identify and home on attacking warheads. The radars and infrared sensors in the missile defense system perform at near the theoretical limits predicted by physics. However, in spite of the fantastic technical advances in sensor technology, signal processing, and computational support functions, the National Missile Defense System cannot be expected to ever work in realistic combat environments. This talk will describe why these impressive technologies can never deliver on the promise of a credible defense against long-range ballistic missiles.

Beryllium--important for national defense

Beryllium is one of the lightest and stiffest metals, but there was little industrial demand for it until the 1930s and 1940s when the aerospace, defense, and nuclear sectors began using beryllium and its compounds. Beryllium is now classified by the U.S. Department of Defense as a strategic and critical material because it is used in products that are vital to national security. The oxide form of beryllium was identified in 1797, and scientists first isolated metallic beryllium in 1828. The United States is the world's leading source of beryllium. A single mine at Spor Mountain, Utah, produced more than 85 percent of the beryllium mined worldwide in 2010. China produced most of the remainder, and less than 2 percent came from Mozambique and other countries. National stockpiles also provide significant amounts of beryllium for processing. To help predict where future beryllium supplies might be located, U.S.Geological Survey (USGS) scientists study how and where beryllium resources are concentrated in Earth's crust and use that knowledge to assess the likelihood that undiscovered beryllium resources may exist. Techniques to assess mineral resources have been developed by the USGS to support the stewardship of Federal lands and to better evaluate mineral resource availability in a global context. The USGS also compiles statistics and information on the worldwide supply of, demand for, and flow of beryllium. These data are used to inform U.S. national policymaking.

Modern neuromodulatory techniques for military applications have been explored for the past decade, with an intent to optimize operator performance and, ultimately, to improve overall military effectiveness. In light of potential military applications, some researchers have voiced concern about national security agency involvement in this area of research, and possible exploitation of research findings to support military objectives. The aim of this article is to examine the U.S. Department of Defense's interest in and application of neuromodulation. We explored articles, cases, and historical context to identify critical considerations of debate concerning dual use (i.e., national security and civilian) technologies, specifically focusing on non-invasive brain stimulation (NIBS). We review the background and recent examples of DoD-sponsored neuromodulation research, framed in the more general context of research that aims to optimize and/or rehabilitate human performance. We propose that concerns about military exploitation of neuromodulatory science and technology are not unique, but rather are part of a larger philosophic debate pertaining to military application of human performance science and technology. We consider unique aspects of the Department of Defense research enterprise--which includes programs crucial to the advancement of military medicine--and why it is well-situated to fund and perform such research. We conclude that debate concerning DoD investment in human performance research must recognize the significant potential for dual use (civilian, medical) benefit as well as the need for civilian scientific insight and influence. Military interests in the health and performance of service members provide research funding and impetus to dual use applications that will benefit the civilian community. Countermeasures to the US National Missile Defense

One of the key technical questions about national missile defenses is whether they can be expected to work under real-world conditions if the attacker takes steps to defeat the defense. This talk will discuss steps that an emerging missile state could take to confuse, overwhelm, or otherwise defeat the planned US NMD system developed by the Clinton administration. It will consider three such ``countermeasures" that would be within the technical capability of a state that could develop and deploy a long-range missile capable of reaching the United States, which is the threat the NMD system is intended to defend against. The talk will be based on the April 2000 report ``Countermeasures: A Technical Evaluation of the Operational Effectiveness of the Planned US National Missile Defense System," which was co-authored by the speaker and 10 other physicists and engineers. Although the talk will refer to the ground-based NMD system under development, the conclusions are applicable to any mid-course NMD system using hit-to-kill infrared-homing interceptors, regardless of their basing mode. The three countermeasures considered are: (1) biological weapons deployed on 100 or more small bomblets, or submunitions, that would be released shortly after the boost phase; (2) nuclear warheads with anti-simulation balloon decoys, in which the attacker disguises the warhead by enclosing it in an aluminum-coated mylar balloon and releasing it along with a large number of otherwise similar but empty balloons; and (3) nuclear warheads with cooled shrouds, in which the attacker foils the kill vehicle's homing process by covering each nuclear warhead with a double-walled cone containing liquid nitrogen.

Here, we summarize an effort to develop a global oil and gas infrastructure (GOGI) taxonomy and geodatabase, using a combination of big data computing, custom search and data integration algorithms, and expert driven spatio-temporal analytics to identify, access, and evaluate open oil and gas data resources and uncertainty trends worldwide. This approach leveraged custom National Energy Technology Laboratory (NETL) tools and capabilities in collaboration with Environmental Defense Fund (EDF) and Carbon Limits subject matter expertise, to identify over 380 datasets and integrate more than 4.8 million features into the GOGI database. Malpractice liability and defensive medicine: a national survey of neurosurgeons.

Concern over rising healthcare expenditures has led to increased scrutiny of medical practices. As medical liability and malpractice risk rise to crisis levels, the medical-legal environment has contributed to the practice of defensive medicine as practitioners attempt to mitigate liability risk. High-risk specialties, such as neurosurgery, are particularly affected and neurosurgeons have altered their practices to lessen medical-legal risk. We present the first national survey of American neurosurgeons' perceptions of malpractice liability and defensive medicine practices. A validated, 51-question online-survey was sent to 3344 practicing U.S. neurosurgeon members of the American Association of Neurological Surgeons, which represents 76% of neurosurgeons in academic and private practices. A total of 1028 surveys were completed (31% response rate) by neurosurgeons representing diverse sub-specialty practices. Respondents engaged in defensive medicine practices by ordering additional imaging studies (72%), laboratory tests (67%), referring patients to consultants (66%), or prescribing medications (40%). Malpractice premiums were considered a "major or extreme" burden by 64% of respondents which resulted in 45% of respondents eliminating high-risk procedures from their practice due to liability concerns. Concerns and perceptions about medical liability lead practitioners to practice defensive medicine. As a result, diagnostic testing, consultations and imaging studies are ordered to satisfy a perceived legal risk, resulting in higher healthcare expenditures. To minimize malpractice risk, some neurosurgeons have eliminated high-risk procedures. Left unchecked, concerns over medical liability will further defensive medicine practices, limit patient access to care, and increase the cost of healthcare delivery in the United States.

Using input from the Army, Navy, and Air Force to focus research and identify insertion opportunities, DARPA and the Title III Program Office have made investments to develop the national technology base and manufacturing infrastructure necessary to meet the twin challenge of providing affordable displays in current systems and enabling the DoD strategy of winning future conflicts by getting more information to all participants during the battle. These research programs are reviewed and opportunities for applications are described. Future technology development, transfer, and transition requirements are identified. Strategy and vision are documented to assist the identification of areas meriting further consideration.

The US Department of Defense Hemorrhage and Resuscitation Research and Development Program brings together US Department of Defense efforts and is coordinated with efforts of our other federal government, industry, international, and university-based partners. Military medical research has led to advances in both military and civilian trauma care. A sustained effort will be required to continue to advance the care of severely injured trauma patients.

For Americans, the nature of warfare changed on September 11, 2001. Our national security henceforth will require distributed defense. One extreme of distributed defense is represented by fully deployed military troops responding to a threat from a hostile nation state. At the other extreme is a country of 'citizen soldiers', with families and communities securing their common defense through heightened awareness, engagement as good neighbors, and local support of and cooperation with local law enforcement, emergency and health care providers. Technologies - for information exploitation, biological agent detection, health care surveillance, and security - will be critical to ensuring success in distributed defense.

Does self-defense training prevent sexual violence against women?

Self-defense classes are offered across the nation as a strategy for reducing women's vulnerability to sexual assault. Yet there has been little systematic research assessing the effectiveness of these classes. In this article, I use data from a mixed methods study of a 10-week, university-based, feminist self-defense class to examine the effectiveness of self-defense training over a 1-year follow-up period. My analyses indicate that women who participate in self-defense training are less likely to experience sexual assault and are more confident in their ability to effectively resist assault than similar women who have not taken such a class.

To describe the profile and the scientific output of physical therapists researchers holding a research productivity fellowship (PQ) from the Brazilian National Council of Scientific and Technological Development (Conselho Nacional de Desenvolvimento Científico e Tecnológico-CNPq). This is a cross-sectional study, which has evaluated the Lattes Curriculum of all PQ physiotherapy researchers registered at CNPq holding a research productivity fellowship in the period of 2010. The variables analyzed were: gender, geographic and institutional distribution, duration since doctorate defense, research productivity fellowship level, scientific output until 2010 and the H index in Scopus(®) and ISI databases. A total of 55 PQ from the CNPq were identified in the area of knowledge of Physical Therapy and Occupational Therapy, being 81.8% from the Southeast region of Brazil. They were predominantly female (61.8%), with research productivity fellowship level PQ2 (74.5%), and with average time since doctorate defense of 10.1 (±4.1) years. A total of 2.381 articles were published, with average of 42.5 (±18.9) articles/researcher. The average of articles published after doctorate defense was 39.40 (±18.9) articles/researchers with a mean output of 4.2 (±2.0) articles/year. We found 304 articles indexed in the Scopus(®) database with 2.463 citations, and 222 articles indexed in the Web of Science with 1.805 citations. The articles were published in 481 journals, being 244 (50.7%) of them listed on JCR-web. The researchers presented a median 5 of the H index in the Scopus(®) database, and a median 3 in ISI. The scientific output of the researchers with research productivity fellowship in the field of physical therapy stands out in their indicators, since the figures are very promising for a relatively young area and as it can be observed by the amount of published articles and citations obtained by the national and international research community.

The report was completed in Sep. 1988, and the recommendations contributed to strengthening the technical efforts in the NASP program. Since then, substantial technological progress has been made in the technology development phase (Phase 2) of the program. Phase 2 of the program is currently scheduled to end in late Fiscal Year 1993, with a decision whether to proceed to the experimental flight vehicle phase (Phase 3) to be made at that time. This decision will be a very significant one for the Department of Defense (DoD) and the National Aeronautics and Space Administration (NASA). In February of this year, the DSB was chartered to revisit the NASP program to assess the degree to which the many technical challenges of the program have been resolved, or are likely to be resolved by the end of Phase 2.

The fourth annual Extremity War Injuries (EWI) Symposium addressed ongoing challenges and opportunities in the management of combat-related musculoskeletal injury. The symposium, which also examined host-nation care and disaster preparedness and response, defined opportunities for synergy between several organizations with similar missions and goals. Within the Department of Defense, the Orthopaedic Extremity Trauma Research Program (OETRP) has funded basic research related to a series of protocols first identified and validated at prior EWI symposia. A well-funded clinical research arm of OETRP has been developed to help translate and validate research advances from each of the protocols. The Armed Forces Institute for Regenerative Medicine, a consortium of academic research institutions, employs a tissue-engineering approach to EWI challenges, particularly with regard to tissue loss. Programs within the National Institute of Arthritis and Musculoskeletal and Skin Diseases and throughout the National Institutes of Health have also expanded tissue-engineering efforts by emphasizing robust mechanistic basic science programs. Much of the clinical care delivered by US military medical personnel and nongovernmental agencies has been to host-nation populations; coordinating delivery to maximize the number of injured who receive care requires understanding of the breadth and scope of resources available within the war zone. Similarly, providing the most comprehensive care to the greatest number of injured in the context of domestic mass casualty requires discussion and planning by all groups involved.

This study evaluates the economic consequences of hypothetical foot-and-mouth disease releases from the future National Bio and Agro Defense Facility in Manhattan, Kansas. Using an economic framework that estimates the impacts to agricultural firms and consumers, quantifies costs to non-agricultural activities in the epidemiologically impacted region, and assesses costs of response to the government, we find the distribution of economic impacts to be very significant. Furthermore, agricultural firms and consumers bear most of the impacts followed by the government and the regional non-agricultural firms. PMID:26114546

With the continuous development of network technology and the rapid spread of the Internet, computer networks have been around the world every corner. However, the network attacks frequently occur. The ARP protocol vulnerability is one of the most common vulnerabilities in the TCP / IP four-layer architecture. The network protocol vulnerabilities can lead to the intrusion and attack of the information system, and disable or disable the normal defense function of the system [1]. At present, ARP spoofing Trojans spread widely in the LAN, the network security to run a huge hidden danger, is the primary threat to LAN security. In this paper, the author summarizes the research status and the key technologies involved in ARP protocol, analyzes the formation mechanism of ARP protocol vulnerability, and analyzes the feasibility of the attack technique. Based on the summary of the common defensive methods, the advantages and disadvantages of each defense method. At the same time, the current defense method is improved, and the advantage of the improved defense algorithm is given. At the end of this paper, the appropriate test method is selected and the test environment is set up. Experiment and test are carried out for each proposed improved defense algorithm.

Developing a Research Strategy for Suicide Prevention in the Department of Defense

Abstract In response to the elevated rate of suicide among U.S. service members, a congressionally mandated task force recommended that the U.S. Department of Defense (DoD) create a unified, comprehensive strategic plan for suicide prevention research to ensure that DoD–funded studies align with DoD's goals. To help meet this objective, a RAND study cataloged the research funded by DoD and other entities that is directly relevant to military personnel, examined the extent to which current research maps to DoD's strategic research needs, and provided recommendations to ensure that proposed research strategies align with the national research strategy and integrate with DoD's data collection and program evaluation strategies. The study found that although DoD is one of the largest U.S. funders of research related to suicide prevention, its current funding priorities do not consistently reflect its research needs. The study indexed each of 12 research goals according to rankings of importance, effectiveness, cultural acceptability, cost, and learning potential provided by experts who participated in a multistep elicitation exercise. The results revealed that research funding is overwhelmingly allocated to prevention goals already considered by experts to be effective. Other goals considered by experts to be important and appropriate for the military context receive relatively little funding and have been the subject of relatively few studies, meaning that there is still much to learn about these strategies. Furthermore, DoD, like other organizations, suffers from a research–to–practice gap. The most promising results from studies funded by DoD and other entities do not always find their way to those responsible for implementing suicide prevention programs that serve military personnel. The RAND study recommended approaches to thoughtfully integrate the latest research findings into DoD's operating procedures to ensure that evidence–based approaches can benefit

Picking up the Shield is an interesting and enlightening account of the evolution of strategic nuclear doctrine. It puts the offense-defense relationship into a historical perspective that lends important insight into the ongoing debate over strategic defenses. Although this debate centers on the active defenses contemplated by the strategic defense initiative, Lt Col Michael G. Ruotsala makes the point that passive defenses are also an important component of strategic defense. He sees the inherent passive defenses of the Triad as being a key to maintaining offense-oriented deterrence, and he makes a good case for survivable Peacekeeper basing and a smallmore » mobile intercontinental ballistic missile (ICBM) to enhance deterrence and pave the way for active defense. Although the future may hold a strategic defense with new, even revolutionary, weapons, any future program will embody old concepts of offense and defense. For the foreseeable future, offensive strategic forces will continue to play a dominant role in US defense policy. However, strategic defenses are consistent with US strategic doctrine. More important for deterrence, defenses are consistent with Soviet doctrine. Clearly, complementing roles for both the offense and defense are critical for developing a doctrine that enhances deterrence of a nuclear exchange between the United States and the Soviet Union. In defensive medicine, practice is motivated by legal rather than medical reasons. Previous studies have analyzed the correlation between perceived medico-legal risk and defensive behavior among neurosurgeons in the United States, Canada, and South Africa, but not yet in Europe. The aim of this study is to explore perceived liability burdens and self-reported defensive behaviors among neurosurgeons in the Netherlands and compare their practices with their non-European counterparts. A survey was sent to 136 neurosurgeons. The survey included questions from several domains: surgeon characteristics, patient demographics, type of practice, surgeon liability profile, policy coverage, defensive practices, and perception of the liability environment. Survey responses were analyzed and summarized. Forty-five neurosurgeons filled out the questionnaire (response rate of 33.1%). Almost half (n = 20) reported paying less than 5% of their income to annual malpractice premiums. Nearly all respondents view their insurance premiums as a minor or no burden (n = 42) and are confident that in their coverage is sufficient (n = 41). Most neurosurgeons (n = 38) do not see patients as "potential lawsuits". Relative to their American peers, Dutch neurosurgeons view their insurance premiums as less burdensome, their patients as a smaller legal threat, and their practice as less risky in general. They are sued less often and engage in fewer defensive behaviors than their non-European counterparts. The medico-legal climate in the Netherlands may contribute to this difference.

The US National Strategy for Suicide Prevention (National Strategy) described 11 goals across multiple areas, including suicide surveillance. Consistent with these goals, the Department of Defense (DoD) has engaged aggressively in the area of suicide surveillance. The DoD's population-based surveillance system, the DoD Suicide Event Report (DoDSER) collects information on suicides and suicide attempts for all branches of the military. Data collected includes suicide event details, treatment history, military and psychosocial history, and psychosocial stressors at the time of the event. Lessons learned from the DoDSER program are shared to assist other public health professionals working to address the National Strategy objectives.

Rice, a first cereal crop whose draft genome sequence from two subspecies (japonica-type cv. Nipponbare and indica-type 93-11) was available in 2002, along with its almost complete genome sequence in 2005, has drawn the attention of researchers worldwide because of its immense impact on human existence. One of the most critical research areas in rice is to discern the self-defense mechanism(s), an innate property of all living organisms. The last few decades have seen scattered research into rice responses to diverse environmental stimuli and stress factors. Our understanding on rice self-defense mechanism has increased considerably with accelerated research during recent years mainly due to identification and characterization of several defense/stress-related components, genes, proteins and secondary metabolites. As these identified components have been used to study the defense/stress pathways, their compilation in this review will undoubtedly help rice (and others) researchers to effectively use them as a potential marker for better understanding, and ultimately, in defining rice (and plant) self-defense response pathways.

The Department of Energy, National Nuclear Security Administration (NNSA), Office of Defense Nuclear Nonproliferation Research and Development (DNN R&D/NA-22) possesses, in part, the mission to develop technologies in support of nuclear security efforts in coordination with other U.S. government entities, such as the Department of Defense and the Department of Homeland Security. DNN R&D has long supported research in nuclear detection at national labs, universities, and through the small business innovation research (SBIR) program. Research topics supported include advanced detector materials and electronics, detection algorithm development, and advanced gamma/neutron detection systems. Neutron and gamma imaging, defined as the directional detection of radiation as opposed to radiography, provides advanced detection capabilities for the NNSA mission in areas of emergency response, international safeguards, and nuclear arms control treaty monitoring and verification. A technical and programmatic overview of efforts in this field of research will be summarized.

To increase trauma-related research and elevate trauma on the national research agenda, the National Trauma Institute (NTI) issued calls for proposals, selected funding recipients, and coordinated 16 federally funded (Department of Defense) trauma research awards over a 4-year period. We sought to collect and describe the lessons learned from this activity to inform future researchers of barriers and facilitators. Fifteen principal investigators participated in semistructured interviews focused on study management issues such as securing institutional approvals, screening and enrollment, multisite trials management, project funding, staffing, and institutional support. NTI Science Committee meeting minutes and study management data were included in the analysis. Simple descriptive statistics were generated and textual data were analyzed for common themes. Principal investigators reported challenges in obtaining institutional approvals, delays in study initiation, screening and enrollment, multisite management, and study funding. Most were able to successfully resolve challenges and have been productive in terms of scholarly publications, securing additional research funding, and training future trauma investigators. Lessons learned in the conduct of the first two funding rounds managed by NTI are instructive in four key areas: regulatory processes, multisite coordination, adequate funding, and the importance of an established research infrastructure to ensure study success. Recommendations for addressing institution-related and investigator-related challenges are discussed along with ongoing advocacy efforts to secure sustained federal funding of a national trauma research program commensurate with the burden of injury.

The Department of Defense (DOD), Breast Cancer Research Program (BCRP) was established in 1993. Since its inception, Congress has appropriated more than 878 million dollars for the BCRP, a unique public-private partnership between the DOD, consumer advocacy, and scientific communities which has funded approximately 1,800 breast cancer research grants. Through this partnership, the BCRP designed a model program for consumer involvement in scientific peer review. This paper describes the BCRP's approach to the processes of recruitment, selection, and preparation of consumers for this expanded role. Further, factors critical to program implementation, such as effective program management, ongoing process improvement, strong program leadership, and allocation of resources, that led to the BCRP's success in developing the previously undefined role of breast cancer survivors as members of scientific peer review panels are discussed. The BCRP demonstrates the feasibility and unique contributions of consumers in scientific peer review and provides a critical foundation for future efforts to ensure consumer involvement in scientific research programs.

Through a partnership with the National Institute of Neurological Disorders and Stroke (NINDS), National Institutes of Health (NIH), and Department of Defense (DoD), the development of Sport-Related Concussion (SRC) Common Data Elements (CDEs) was initiated. The aim of this collaboration was to increase the efficiency and effectiveness of clinical research studies and clinical treatment outcomes, increase data quality, facilitate data sharing across studies, reduce study start-up time, more effectively aggregate information into metadata results, and educate new clinical investigators. The SRC CDE Working Group consisted of 34 worldwide experts in concussion from varied fields of related expertise, divided into three Subgroups: Acute (<72 hours post-concussion), Subacute (3 days-3 months post-concussion) and Persistent/Chronic (>3 months post-concussion). To develop CDEs, the Subgroups reviewed various domains, and then selected from, refined, and added to existing CDEs, case report forms and field-tested data elements from national registries and funded research studies. Recommendations were posted to the NINDS CDE Website for Public Review from February 2017 to April 2017. Following an internal Working Group review of recommendations, along with consideration of comments received from the Public Review period, the first iteration (Version 1.0) of the NINDS SRC CDEs was completed in June 2017. The recommendations include Core and Supplemental - Highly Recommended CDEs for cognitive data elements and symptom checklists, as well as other outcomes and endpoints (e.g., vestibular, oculomotor, balance, anxiety, depression) and sample case report forms (e.g., injury reporting, demographics, concussion history) for domains typically included in clinical research studies. Near-Earth Objects (NEOs) are asteroids and comets whose heliocentric orbits tend to approach or cross Earth's heliocentric orbit. NEOs of various sizes periodically collide with Earth, and efforts are currently underway to discover, track, and characterize NEOs so that those on Earth-impacting trajectories are discovered far enough in advance that we would have opportunities to deflect or destroy them prior to Earth impact, if warranted. We will describe current efforts by the National Aeronautics and Space Administration (NASA) and the National Nuclear Security Administration (NNSA) to assess options for energetic methods of deflecting or destroying hazardous NEOs. These methods include kinetic impactors, which are spacecraft designed to collide with an NEO and thereby alter the NEO's trajectory, and nuclear engineering devices, which are used to rapidly vaporize a layer of NEO surface material. Depending on the amount of energy imparted, this can result in either deflection of the NEO via alteration of its trajectory, or robust disruption of the NEO and dispersal of the remaining fragments. We have studied the efficacies and limitations of these techniques in simulations, and have combined the techniques with corresponding spacecraft designs and mission designs. From those results we have generalized planetary defense mission design strategies and drawn conclusions that are applicable to a range of plausible scenarios. We will present and summarize our research efforts to date, and describe approaches to carrying out planetary defense missions with energetic NEO deflection or disruption techniques.

This report records the work and contributions of the NITRD-funded Bio-Inspired Approaches to Moving-Target Defense Strategies project performed by Pacific Northwest National Laboratory under the technical guidance of the National Security Agency’s R6 division. The project has incorporated a number of bio-inspired cyber defensive technologies within an elastic framework provided by the Digital Ants. This project has created the first scalable, real-world prototype of the Digital Ants Framework (DAF)[11] and integrated five technologies into this flexible, decentralized framework: (1) Ant-Based Cyber Defense (ABCD), (2) Behavioral Indicators, (3) Bioinformatic Clas- sification, (4) Moving-Target Reconfiguration, and (5) Ambient Collaboration. The DAF canmore » be used operationally to decentralize many such data intensive applications that normally rely on collection of large amounts of data in a central repository. In this work, we have shown how these component applications may be decentralized and may perform analysis at the edge. Operationally, this will enable analytics to scale far beyond current limitations while not suffering from the bandwidth or computational limitations of centralized analysis. This effort has advanced the R6 Cyber Security research program to secure digital infrastructures by developing a dynamic means to adaptively defend complex cyber systems. Modeling and simulation: A key to future defense technology

The purpose of this paper is to express the rationale for continued technological and scientific development of the modeling and simulation process for the defense industry. The defense industry, along with a variety of other industries, is currently being forced into making sacrifices in response to the current economic hardships. These sacrifices, which may not compromise the safety of our nation, nor jeopardize our current standing as the world peace officer, must be concentrated in areas which will withstand the needs of the changing world. Therefore, the need for cost effective alternatives of defense issues must be examined. This paper provides support that the modeling and simulation process is an economically feasible process which will ensure our nation's safety as well as provide and keep up with the future technological developments and demands required by the defense industry. The outline of this paper is as follows: introduction, which defines and describes the modeling and simulation process; discussion, which details the purpose and benefits of modeling and simulation and provides specific examples of how the process has been successful; and conclusion, which summarizes the specifics of modeling and simulation of defense issues and lends the support for its continued use in the defense arena.

In response to the lobbying efforts of the women's advocacy movement, in 1993 Congress authorized funds for a substantial increase in support of new and promising research aimed at the eradication of breast cancer. This appropriation resulted in a major expansion of the United States Army Medical Research and Materiel Command, Department of Defense Breast Cancer Research Program. The Office of Congressionally Directed Medical Research Programs was established within the United States Army Medical Research and Materiel Command to facilitate the management of the expanded extramural research program. Since that time, the programs have grown to include not just breast cancer but also prostate cancer, ovarian cancer, and neurofibromatosis. The unique appropriations to the Office of Congressionally Directed Medical Research Programs has resulted in a number of programmatic innovations. These include development of unique mechanisms of grant support, inclusion of consumer advocates on peer and programmatic review panels, and the introduction of criteria-based evaluation and scoring in peer review. This article describes these novel scientific management strategies and outlines their success in meeting program visions and goals.

Style Questionnaire-40 translated into French, but not validated, assessed defenses and defense style. Descriptive, comparative and correlational analysis was carried out using Statistica software - version 10. The alcohol-dependent people preferentially use emotion focused coping blame and less the problem focused coping humor. The highest immature defense is acting out. Correlational analyses confirm the presence of some significant relationships between defense style and some coping strategies. Thus, the mature style is the only defense style, which is linked with the problem focused strategy humor, and another one coping called distraction. Some singular relationships were found with these two dimensions of coping. Alcohol and drug disengagement show particularly strong relationships with immature defenses such as projection and somatization. Another singular result is indicated by a negative relationship between immature defenses autistic fantasy with the strategy expression of feelings. This study found a significant number of relationships between defensive styles, defenses and coping strategies. This research also highlights the value of an integrative approach of defense mechanisms for the analysis of defensive functioning of people with alcohol dependence. Indeed, the relationships between these elements are consistent and allow understanding the defensive operation as a whole to promote a new adapted means of support. With the ending of the National Electronic Clinical Trial and Research Network (NECTAR) pilot programs and the abridgement of Clinical Research Associate initiative, the National Institutes of Health Roadmap presents a strategic shift for practice-based research networks from direct funding of a harmonized national infrastructure of cooperating research networks to a model of local engagement of primary care clinics performing practice-based research under the aegis of regional academic health centers through Clinical and Translational Science Awards. Although this may present important opportunities for partnering between community practices and large health centers, for primary care researchers, the promise of a transformational change that brings a unified national primary care community into the clinical research enterprise seems likely to remain unfulfilled.

The National Ignition Facility (NIF) is the largest and most energetic laser in the world contained in a complex the size of a football stadium. From the initial laser pulse, provided by telecommunication style infrared nanoJoule pulsed lasers, to the final 192 laser beams (1.8 Mega Joules total energy in the ultraviolet) converging on a target the size of a pencil eraser, laser safety is of paramount concern. In addition to this, there are numerous high-powered (Class 3B and 4) diagnostic lasers in use that can potentially send their laser radiation travelling throughout the facility. With individual beam paths ofmore » up to 1500 meters and a workforce of more than one thousand, the potential for exposure is significant. Simple laser safety practices utilized in typical laser labs just don't apply. To mitigate these hazards, NIF incorporates a multi layered approach to laser safety or 'Defense in Depth.' Most typical high-powered laser operations are contained and controlled within a single room using relatively simplistic controls to protect both the worker and the public. Laser workers are trained, use a standard operating procedure, and are required to wear Personal Protective Equipment (PPE) such as Laser Protective Eyewear (LPE) if the system is not fully enclosed. Non-workers are protected by means of posting the room with a warning sign and a flashing light. In the best of cases, a Safety Interlock System (SIS) will be employed which will 'safe' the laser in the case of unauthorized access. This type of laser operation is relatively easy to employ and manage. As the operation becomes more complex, higher levels of control are required to ensure personnel safety. Examples requiring enhanced controls are outdoor and multi-room laser operations. At the NIF there are 192 beam lines and numerous other Class 4 diagnostic lasers that can potentially deliver their hazardous energy to locations far from the laser source. The Research Focus of Nations: Economic vs. Altruistic Motivations

What motivates the research strategies of nations and institutions? We suggest that research primarily serves two masters–altruism and economic growth. Some nations focus more research in altruistic (or non-economic) fields while others focus more research in fields associated with economic growth. What causes this difference? Are there characteristics that would suggest why a nation is more aligned with altruism or economic growth? To answer this question, we have identified nine major fields of research by analyzing the publication activity of 4429 institutions using Scopus data. Two fields of research are clearly altruistic (there is relatively little involvement by industry) and two fields are clearly aligned with economic growth. The altruistic vs. economic nature of nations based on their publication profiles across these fields is correlated with national indicators on wealth, education, capitalism, individualism, power, religion, and language. While previous research has suggested that national research strategy is aligned with national wealth, our analysis shows that national wealth is not highly correlated with the tradeoff between altruistic and economic motives. Instead, the tradeoff is largely captured by a culture of individualism. Accordingly, implications for national research strategies are discussed. PMID:28056043

Contrary to its original conceptualization, research has found that emotional demands do not lead to burnout in nurses. According to psychoanalytic theory, unconscious defense mechanisms may protect nurses from conscious awareness of work-related anxiety. This prevents self-report and may explain research findings. The maturity of defense style influences how anxiety is managed. Immature defenses prevent the conscious processing necessary for resolution of anxiety. Therefore, it is hypothesized that the use of immature defenses will lead to emotional exhaustion. This cross-sectional study used questionnaires to explore the defense mechanisms of 87 Intensive Therapy Unit nurses. Although the sample endorsed a predominantly mature defense style, the use of immature defenses predicted emotional exhaustion. Also, lower levels of reported stress associated with emotional demands predicted emotional exhaustion. Although this strongly implies the mediating role of immature defense mechanisms, the results were not statistically significant.

The methodological defense of realism scrutinized.

I revisit an older defense of scientific realism, the methodological defense, a defense developed by both Popper and Feyerabend. The methodological defense of realism concerns the attitude of scientists, not philosophers of science. The methodological defense is as follows: a commitment to realism leads scientists to pursue the truth, which in turn is apt to put them in a better position to get at the truth. In contrast, anti-realists lack the tenacity required to develop a theory to its fullest. As a consequence, they are less likely to get at the truth. My aim is to show that the methodological defense is flawed. I argue that a commitment to realism does not always benefit science, and that there is reason to believe that a research community with both realists and anti-realists in it may be better suited to advancing science. A case study of the Copernican Revolution in astronomy supports this claim. Copyright © 2015 Elsevier Ltd. All rights reserved.

Demeter's Resilience: an International Food Defense exercise.

The National Center for Food Protection and Defense (NCFPD), which is led by the University of Minnesota, hosted an international food defense exercise on 27 to 29 May 2008. Established in 2004, NCFPD is a Department of Homeland Security Center of Excellence with the mission of defending the food system through research and education. Tabletop exercises are practice-based scenarios intended to mimic real life experiences. The objective of the exercise discussed in this article was to facilitate discussion to increase awareness among exercise participants of both the threat that would be posed by an intentional attack on the food supply and the international impact of such an attack. Through facilitated discussion, exercise participants agreed on the following themes: (i) recognition of a foodborne disease outbreak is driven by the characteristics of the illness rather than the actual number of ill individuals; (ii) during the course of a foodborne outbreak there are generally multiple levels of communication; (iii) a common case definition for a foodborne disease is difficult to develop on a global scale; and (iv) the safety and health of all individuals is the number one priority of all parties involved. Several challenges were faced during the development of the exercise, but these were overcome to produce a more robust exercise. The following discussion will provide an overview of the challenges and the strategies used to overcome them. The lessons learned provide insight into how to plan, prepare, and host an international food defense exercise.
