This handbook provides guidance and assistance to NASA officials in carrying out their responsibilities under the National Environmental Policy Act and the applicable NASA procedures (14 CFR 1216.3, Attachment A to NMI 8800.7). The handbook, as was contemplated by the regulations of the Council on Environmental Quality, stresses the need for environmental analysis from the time of early planning through environmental assessment and environmental impact statement preparation to implementation of the subject action, and provides for necessary follow up. It stresses the need for NASA officials to draw upon all the appropriate disciplines from the natural and social sciences plus the environmental design arts in planning and decision making on actions which may have an impact on the human environment. The handbook is applicable to NASA Headquarters and field installations.

Under Executive Order 12898, Federal Actions to Address Environmental Justice in Minority Populations and Low-Income Populations, the Department of Energy (DOE) and Sandia National Laboratories New Mexico (SNL) are required to identify and address, as appropriate, disproportionately high, adverse human health or environmental effects of their activities on minority and low-income populations. The National Environmental Policy Act (NEPA) also requires that environmental justice issues be identified and addressed. This presents a challenge for SNL because it is located in a culturally diverse area. Successfully addressing potential impacts is contingent upon accurately identifying them through objective analysis of demographic information. However,more » an effective public participation process, which is necessarily subjective, is also needed to understand the subtle nuances of diverse populations that can contribute to a potential impact, yet are not always accounted for in a strict demographic profile. Typically, there is little or no coordination between these two disparate processes. This report proposes a five-step method for reconciling these processes and uses a hypothetical case study to illustrate the method. A demographic analysis and community profile of the population within 50 miles of SNL were developed to support the environmental justice analysis process and enhance SNL`s NEPA and public involvement programs. This report focuses on developing a methodology for identifying potentially impacted populations. / Antarctica has been set aside by the international community for protection as a natural reserve and a place for scientific research. Through the Antarctic Treaty of 1961, the signing nations agreed to cooperate in protecting the antarctic environment, in conducting scientific studies, and in abstaining from the exercise of territorial claims. The 1991 signing of the Protocol on Environmental Protection to the Antarctic Treaty (Protocol) by representatives of the 26 nations comprising the Antarctic Treaty Consultative Parties (Parties) significantly strengthened environmental protection measures for the continent. The Protocol required ratification by each of the governments individually prior to official implementation. The US government ratified the Protocol by passage of the Antarctic Science, Tourism, and Conservation Act of 1997. Japan completed the process by ratifying the Protocol on December 15, 1997. US government actions undertaken in Antarctica are subject to the requirements of both the Protocol and the US National Environmental Policy Act (NEPA). There are differences in the scope and intent of the Protocol and NEPA; however, both require environmental impact assessment (EIA) as part of the planning process for proposed actions that have the potential for environmental impacts. In this paper we describe the two instruments and highlight key similarities and differences with particular attention to EIA. Through this comparison of the EIA requirements of NEPA and the Protocol, we show how the requirements of each can be used in concert to provide enhanced environmental protection for the antarctic environment. NEPA applies only to actions of the US government; therefore, because NEPA includes certain desirable attributes that have been refined and clarified through numerous court cases, and because the Protocol is just entering implementation internationally, some recommendations are made for strengthening the procedural requirements of the Protocol

The federal environmental review process under the National Environmental Policy Act of 1969 (NEPA) can be complex and time consuming. Currently, a geothermal developer may have to complete the NEPA process multiple times during the development of a geothermal project. One mechanism to reduce the timeframe of the federal environmental review process for activities that do not have a significant environmental impact is the use of Categorical Exclusions (CXs), which can exempt projects from having to complete an Environmental Assessment or Environmental Impact Statement. This study focuses primarily on the CX process and its applicability to geothermal exploration. In thismore » paper, we: Provide generalized background information on CXs, including previous NEPA reports addressing CXs, the process for developing CXs, and the role of extraordinary circumstances; Examine the history of the Bureau of Land Management's (BLM) geothermal CXs; Compare current CXs for oil, gas, and geothermal energy; Describe bills proposing new statutory CXs; Examine the possibility of standardizing geothermal CXs across federal agencies; and Present analysis from the Geothermal NEPA Database and other sources on the potential for new geothermal exploration CXs. As part of this study, we reviewed Environmental Assessments (EAs) conducted in response to 20 geothermal exploration drilling permit applications (Geothermal Drilling Permits or Notices of Intents) since the year 2001, the majority of which are from the last 5 years. All 20 EAs reviewed for this study resulted in a Finding of No Significant Impact (FONSI). While many of these FONS's involved proponent proposed or federal agency required mitigation, this still suggests it may be appropriate to create or expand an exploration drilling CX for geothermal, which would have a significant impact on reducing geothermal exploration timelines and up-front costs. The rationale for evaluating Namibian environmental flows is essentially that of ensuring ‘the maintenance of ecosystems, essential ecological processes and biological diversity’ and the sustainable utilisation of natural resources as promoted in clause 95 of the Namibian Constitution. Recent policy and legislative reforms have created a unique opportunity for Namibia to incorporate environmental sensitivity clauses such as those to ensure adequate environmental flows for river systems. The Second National Development Plan and the National Water Policy White Paper form the basis for the new Water Resources Management Act, promulgated in December 2004. The National Water Policy includes a basic principle headed “Ecosystem values and sustainability” that stresses that the management of water resources needs to harmonise human and environmental requirements, recognising the role of water in supporting the ecosystem. One of the strategies given to ensure environmental and economic sustainability reads: “Ensure that in-stream flows are adequate both in terms of quality and quantity to sustain the ecosystem”. Although the water policy clearly states that: “The legislation will provide for determining an environmental water reserve for freshwater sources before they can be used to supply other demands than domestic and subsistence livestock watering”, there is now no direct mention of environmental flows in the new Water Act. This paper explores to what extent the need for the determination of environmental water needs has been incorporated into Namibian policies, legislation and development plans. It makes recommendations, pertinent to the Namibian situation, of what needs to be done to ensure that environmental water requirements are taken into account in future planning, operation and management of Namibia’s precious water resources.

This document describes the US Department of Energy's (DOE) Hanford Site environment. It is updated each year and is intended to provide a consistent description of the Hanford Site environment for the many NEPA documents being prepared by DOE contractors. No conclusions or recommendations are provided. This year's report is the eleventh revision of the original document published in 1988 and is (until replaced by the 12th revision) the only version that is relevant for use in the preparation of Hanford NEPA; SEPA and CERCLA documents. The two chapters included in this document (Chapters 4 and 6) are numbered tomore » correspond to the chapters where such information is presented in environmental impact statements (EISs) and other Site-related NEPA or CERCLA documentation. Both environmental governance1 and education governance 2 occupy contested territory in contemporary US political discourse. Environmental education (EE) policy has emerged at this intersection and taken on aspects of both controversies. Central to debates surrounding environmental education are still unresolved issues concerning the role of the federal government in education, the role of education in citizen-making, and the role of the public in environmental governance. As a case study of the politics of environmental education policy, I explore these issues as they relate to the National Environmental Education Act of 1990,3 attempts at its reauthorization, its continued appropriations, and its current state of policy stasis. The political controversy over the federal role in environmental education is an appropriate case study of environmental education politics insofar as it reflects the different positions held by actor groups with regard to the definition, efficacy, and legitimacy of environmental education. At the core of these debates, as we will see, is a definitional crisis---that is, there is no common understanding across the relevant actor groups as to what environmental education is, or should be. I suggest here that this definitional issue can be best understood as having technical, ideological, and structural components4---all of which are mutually reinforcing and thus perpetuate the stasis in federal environmental education policy. 1I rely on Durant, Fiorino and O'leary's definition of environmental governance in Environmental Governance Reconsidered ; "In the term environmental governance, we refer to the increasingly collaborative nature of [environmental and natural resource] policy formulation and implementation. As more and more individuals express themselves with tattoos and body piercings and push the envelope on what is deemed appropriate in the workplace, employers have an increased need for creation and enforcement of reasonable dress codes and appearance policies. As with any employment policy or practice, an appearance policy must be implemented and enforced without regard to an individual's race, color, sex, national origin, religion, disability, age, or any other protected status. A policy governing dress and appearance based on the business needs of an employer that is applied fairly and consistently and does not have a disproportionate effect on any protected class will generally be upheld if challenged in court. By examining some of the more common legal challenges to dress codes and how courts have resolved the disputes, health care managers can avoid many potential problems. This article, the third part of a 3-part examination of dress codes and appearance policies, focuses on the issues of race and national origin under the Civil Rights Act, disability under the Americans With Disabilities Act, and employees' rights to engage in concerted activities under the National Labor Relations Act. Pertinent court cases that provide guidance for employers are addressed.

Linking research and policy to ensure children's environmental health.

The U.S. Environmental Protection Agency (U.S. EPA) has made protecting children's environmental health its highest priority. Data on how and when children may be at risk are vital for accomplishing this goal. Recent examples of the link between research and policy include U.S. EPA actions to carry out the recommendations of the National Academy of Sciences on pesticides in children's food, reduce and prevent childhood lead poisoning, and revise national ambient air quality standards for ozone and particulate matter. Today, the Food Quality Protection Act (FQPA), which makes protecting children from pesticide residues in food a national priority, is contributing to the growing need for data for decision making. Further impetus comes from provisions in the FQPA and 1996 Safe Drinking Water Act Amendments for establishing a screening and testing program for potential risks from endocrine disruptors. Another factor is the analysis that will be required under President William J. Clinton's executive order directing all federal agencies, for the first time, to reduce environmental health and safety risks to children. Success of the U.S. international commitment to protect children is directly tied to the strength and availability of environmental data. To meet such challenges, the U.S. EPA is revising key science policies, expanding research opportunities, and adding to the public's right-to-know tools. In this dynamic climate, there are growing opportunities for the research community to play a greater role in helping ensure the well-being of children living today and in generations to come. Public opinion and environmental policy output: a cross-national analysis of energy policies in Europe

This article studies how public opinion is associated with the introduction of renewable energy policies in Europe. While research increasingly seeks to model the link between public opinion and environmental policies, the empirical evidence is largely based on a single case: the US. This limits the generalizability of findings and we argue accordingly for a systematic, quantitative study of how public opinion drives environmental policies in another context. Theoretically, we combine arguments behind the political survival of democratic leaders with electoral success and environmental politics. Ultimately, we suggest that office-seeking leaders introduce policies that seem favorable to the domestic audience; if the public prefers environmental protection, the government introduces such policies in turn. The main contribution of this research is the cross-country empirical analysis, where we combine data on the public’s environmental attitudes and renewable energy policy outputs in a European context between 1974 and 2015. We show that as public opinion shifts towards prioritizing the environment, there is a significant and positive effect on the rate of renewable energy policy outputs by governments in Europe. To our knowledge, this is the first systematic, quantitative study of public opinion and environmental policies across a large set of countries, and we demonstrate that the mechanisms behind the introduction of renewable energy policies follow major trends across European states.

Volatility and Uncertainty in Environmental Policy

Environmental policy is increasingly implemented via market mechanisms. While this is in many ways a great success for the economics profession, a number of questions remain. In this dissertation, I empirically explore the question of what will happen as environmental outcomes are coupled to potentially volatile market phenomena, whether policies can insulate environmental outcomes and market shocks, and policymakers should act to mitigate such volatility. I use a variety of empirical methods including reduced form and structural econometrics as well as theoretical models to consider a variety of policy, market, and institutional contexts. The effectiveness of market interventions depends on the context and on the policy mechanism. In particular, energy markets are characterized by low demand elasticities and kinked supply curves which are very flat below a capacity constraint (elastic) and very steep above it (inelastic). This means that a quantity-based policy that acts on demand, such as releasing additional pollution emission allowances from a reserved fund would be an effective way to constrain price shocks in a cap-and-trade system. However, a quantity-based policy that lowers the need for inframarginal supply, such as using ethanol as an oil product substitute to mitigate oil shocks, would be ineffective. Similarly, the benefits of such interventions depends on the macroeconomic impacts of price shocks from the sector. Relatedly, I show that a liability rule designed to reduce risk from low-probability, high-consequence oil spills have very low compliance costs.

Policy silences: why Canada needs a National First Nations, Inuit and Métis health policy.

Despite attempts, policy silences continue to create barriers to addressing the healthcare needs of First Nations, Inuit and Métis. The purpose of this article is to answer the question, if what we have in Canada is an Aboriginal health policy patchwork that fails to address inequities, then what would a Healthy Aboriginal Health Policy framework look like? The data collected included federal, provincial and territorial health policies and legislation that contain Aboriginal, First Nation, Inuit and/or Métis-specific provisions available on the internet. Key websites included the Parliamentary Library, federal, provincial and territorial health and Aboriginal websites, as well as the Department of Justice Canada, Statistics Canada and the Aboriginal Canada Portal. The Indian Act gives the Governor in Council the authority to make health regulations. The First Nations and Inuit Health Branch (FNIHB) of Health Canada historically provided health services to First Nations and Inuit, as a matter of policy. FNIHB's policies are few, and apply only to Status Indians and Inuit. Health legislation in 2 territories and 4 provinces contain no provision to clarify their responsibilities. In provinces where provisions exist, they broadly focus on jurisdiction. Few Aboriginal-specific policies and policy frameworks exist. Generally, these apply to some Aboriginal peoples and exclude others. Although some Aboriginal-specific provisions exist in some legislation, and some policies are in place, significant gaps and jurisdictional ambiguities remain. This policy patchwork perpetuates confusion. A national First Nation, Inuit and Métis policy framework is needed to address this issue.

A central feature of modern government is its role in designing welfare improving policies to address and correct market failures stemming from externalities and public goods. The rationale for most modern environmental regulations stems from the failure of markets to efficiently allocate goods and services. Yet, as with any policy, distributional effects are important there exist clear winners and losers. Despite the clear theoretical justification for environmental and energy policy, empirical work credibly identifying both the source and consequences of these externalities as well as the distributional effects of existing policies remains in its infancy. My dissertation focuses on the development of empirical methods to investigate the role of environmental and energy policy in addressing market failures as well as exploring the distributional implications of these policies. These questions are important not only as a justification for government intervention into markets but also for understanding how distributional consequences may shape the design and implementation of these policies. My dissertation investigates these questions in the context of programs and policies that are important in their own right. Chapters 1 and 2 of my dissertation explore the economic costs and distributional implications associated with the largest environmental regulatory program in the United States, the Clean Air Act. Chapters 3 and 4 examine the social costs of air pollution in the context of transportation externalities, showing how effective transportation policy has additional co-benefits in the form of environmental policy. My dissertation remains unified in both its subject matter and methodological approach -- using unique sources of data and sound research designs to understand important issues in environmental policy.

Framework for Informed Policy Making Using Data from National Environmental Observatories

Large-scale environmental changes pose challenges that straddle environmental, economic, and social boundaries. As we design and implement climate adaptation strategies at the Federal, state, local, and tribal levels, accessible and usable data are essential for implementing actions that are informed by the best available information. Data-intensive science has been heralded as an enabler for scientific breakthroughs powered by advanced computing capabilities and interoperable data systems. Those same capabilities can be applied to data and information systems that facilitate the transformation of data into highly processed products. At the interface of scientifically informed public policy and data intensive science lies the potential for producers of credible, integrated, multi-scalar environmental data like the National Ecological Observatory Network (NEON) and its partners to capitalize on data and informatics interoperability initiatives that enable the integration of environmental data from across credible data sources. NSF's large-scale environmental observatories such as NEON and the Ocean Observatories Initiative (OOI) are designed to provide high-quality, long-term environmental data for research. These data are also meant to be repurposed for operational needs that like risk management, vulnerability assessments, resource management, and others. The proposed USDA Agriculture Research Service (ARS) Long Term Agro-ecosystem Research (LTAR) network is another example of such an environmental observatory that will produce credible data for environmental / agricultural forecasting and informing policy. To facilitate data fusion across observatories, there is a growing call for observation systems to more closely coordinate and standardize how variables are measured. Together with observation standards, cyberinfrastructure standards enable the proliferation of an ecosystem of applications that utilize diverse, high-quality, credible data. Interoperability

Despite a general decrease in Dutch environmental emission trends, it remains difficult to comply with European Union (EU) environmental policy targets. Furthermore, environmental issues have become increasingly complex and entangled with society. Therefore, Dutch environmental policy follows a pragmatic line by adopting a flexible approach for compliance, rather than aiming at further reduction at the source of emission. This may be politically useful in order to adequately reach EU targets, but restoration of environmental conditions may be delayed. However, due to the complexity of today's environmental issues, the restoration of environmental conditions might not be the only standard for a proper policy approach. Consequently this raises the question how the Dutch pragmatic approach to compliance qualifies in a broader policy assessment. In order to answer this question, we adapt a policy assessment framework, developed by Hemerijck and Hazeu (Bestuurskunde 13(2), 2004), based on the dimensions of legitimacy and policy logic. We apply this framework for three environmental policy assessments: flexible instruments in climate policy, fine-tuning of national and local measures to meet air quality standards, and derogation for the Nitrate Directive. We conclude with general assessment notes on the appliance of flexible instruments in environmental policy, showing that a broad and comprehensive perspective can help to understand the arguments to put such policy instruments into place and to identify trade-offs between assessment criteria.

This document contains the analysis details and summary of analyses conducted to evaluate the environmental impacts for the Resumption of Transient Fuel and Materials Testing Program. It provides an assessment of the impacts for the two action alternatives being evaluated in the environmental assessment. These alternatives are (1) resumption of transient testing using the Transient Reactor Test Facility (TREAT) at Idaho National Laboratory (INL) and (2) conducting transient testing using the Annular Core Research Reactor (ACRR) at Sandia National Laboratory in New Mexico (SNL/NM). Analyses are provided for radiologic emissions, other air emissions, soil contamination, and groundwater contamination that couldmore » occur (1) during normal operations, (2) as a result of accidents in one of the facilities, and (3) during transport. It does not include an assessment of the biotic, cultural resources, waste generation, or other impacts that could result from the resumption of transient testing. Analyses were conducted by technical professionals at INL and SNL/NM as noted throughout this report. The analyses are based on bounding radionuclide inventories, with the same inventories used for test materials by both alternatives and different inventories for the TREAT Reactor and ACRR. An upper value on the number of tests was assumed, with a test frequency determined by the realistic turn-around times required between experiments. The estimates provided for impacts during normal operations are based on historical emission rates and projected usage rates; therefore, they are bounding. Estimated doses for members of the public, collocated workers, and facility workers that could be incurred as a result of an accident are very conservative. They do not credit safety systems or administrative procedures (such as evacuation plans or use of personal protective equipment) that could be used to limit worker doses. Evaluating National Environmental Sustainability: Performance Measures and Influential Factors for OECD-Member Countries featuring Canadian Performance and Policy Implications

This research reviews five studies that evaluate national environmental sustainability with composite indices; performs uncertainty and sensitivity analyses of techniques for building a composite index; completes principal components factor analysis to help build subindices measuring waste and pollution, sustainable energy, sustainable food, nature conservation, and sustainable cities (Due to its current importance, the greenhouse gases (GHG) indicator is included individually as another policy measure.); analyses factors that seem to influence performance: climate, population growth, population density, economic output, technological development, industrial structure, energy prices, environmental governance, pollution abatement and control expenditures, and environmental pricing; and explores Canadian policy implications of the results. The techniques to build composite indices include performance indicator selection, missing data treatment, normalisation technique, scale-effect adjustments, weights, and aggregation method. Scale-effect adjustments and normalisation method are significant sources of uncertainty inducing 68% of the observed variation in a country's final rank at the 95% level of confidence. Choice of indicators also introduces substantial variation as well. To compensate for this variation, the current study recommends that a composite index should always be analysed with other policy subindices and individual indicators. Moreover, the connection between population and consumption indicates that per capita scale-effect adjustments should be used for certain indicators. Rather than ranking normalisation, studies should use a method that retains information from the raw indicator values. Multiple regression and cluster analyses indicate economic output, environmental governance, and energy prices are major influential factors, with energy prices the most important. Geothermal Induced Seismicity National Environmental Policy Act Review

In 2016, the U.S. Bureau of Land Management (BLM) contracted with the National Renewable Energy Laboratory (NREL) to assist the BLM in developing and building upon tools to better understand and evaluate induced seismicity caused by geothermal projects. This review of NEPA documents for four geothermal injection or EGS projects reveals the variety of approaches to analyzing and mitigating induced seismicity. With the exception of the Geysers, where induced seismicity has been observed and monitored for an extended period of time due to large volumes of water being piped in to recharge the hydrothermal reservoir, induced seismicity caused by geothermalmore » projects is a relative new area of study. As this review highlights, determining the level of mitigation required for induced seismic events has varied based on project location, when the review took place, whether the project utilized the International Energy Agency or DOE IS protocols, and the federal agency conducting the review. While the NEPA reviews were relatively consistent for seismic monitoring and historical evaluation of seismic events near the project location, the requirements for public outreach and mitigation for induced seismic events once stimulation has begun varied considerably between the four projects. Not all of the projects were required to notify specific community groups or local government entities before beginning the project, and only one of the reviews specifically stated the project proponent would hold meetings with the public to answer questions or address concerns.« less

Reducing Environmental Allergic Triggers: Policy Issues.

The implementation of policies to reduce environmental allergic triggers can be an important adjunct to optimal patient care for allergic rhinitis and allergic asthma. Policies at the local level in schools and other public as well as private buildings can make an impact on disease morbidity. Occupational exposures for allergens have not yet been met with the same rigorous policy standards applied for exposures to toxicants by Occupational Safety and Health Administration. Further benefit may be obtained through policies by local, county, state, and national governments, and possibly through international cooperative agreements. The reduction of allergenic exposures can and should be affected by policies with strong scientific, evidence-based derivation. However, a judicious application of the precautionary principle may be needed in circumstances where the health effect of inaction could lead to more serious threats to vulnerable populations with allergic disease. This commentary covers the scientific basis, current implementation, knowledge gaps, and pro/con views on policy issues in reducing environmental allergic triggers. Numerous socio-cultural, economic and political factors including the current epidemic of ethnic and religious conflicts act in concert in predisposing to and enabling the ongoing catastrophe of accident and injuries in Nigeria. Methods Using the "policymaker", Microsoft-Windows® based software, the information generated on accidents and injuries and emergency health care in Nigeria from literature review, content analysis of relevant documents, expert interviewing and consensus opinion, a model National Emergency Health Policy was designed and analyzed. A major point of analysis for the policy is the current political feasibility of the policy including its opportunities and obstacles in the country. Results A model National Emergency Health Policy with policy goals, objectives, programs and evaluation benchmarks was generated. Critical analyses of potential policy problems, associated multiple players, diverging interests and implementation guidelines were developed. Conclusions "Political health modeling" a term proposed here would be invaluable to policy makers and scholars in developing countries in assessing the political feasibility of policy managing. Political modeling applied to the development of a NEHP in Nigeria would empower policy makers and the policy making process and would ensure a sustainable emergency health policy in Nigeria. National Renewable Energy Policy in a Global World

Increasing trade of renewable energy products has significantly contributed to reducing the costs of renewable energy sources, but at the same time, it has generated protectionist policies, which may negatively affect the trend of the cost reduction. Although a few recent studies examined the rise of renewable energy protectionism and trade disputes, they are limited in addressing the conflict between the original goal of traditional renewable energy policies and the new protectionist policies under the globalized renewable energy industry. To fill this gap, this dissertation explores how the globalized renewable energy industry has changed national renewable energy policies. Through three analyses, three aspects of the globalized renewable energy industry are examined: the rise of multinational corporations, international interactions among actors, and the changes of the global and domestic market conditions. First analysis investigates how multinational renewable energy corporations have affected national policies. A content analysis of the annual reports of 15 solar photovoltaic multinational corporation shows that solar multinationals have been influenced by national policies and have adapted to the changes rather than having attempted to change national policies. Second analysis examines how diverse actors have framed renewable energy trade issues through a network analysis of the Chinese solar panel issue in the United States. The result shows that the Chinese solar panel issue was framed differently from the traditional environmental frame of renewable energy, being dominated by multinational corporations headquartered in other countries. Third analysis explores what has caused the increasing diversity in national renewable energy policies through the case studies of the U.S. and South Korea. Cross-national comparison of environmental and policy correlates of obesity in Europe.

Despite the growing agreement that modern environments fuel increased food consumption and decreased physical activity, few studies have addressed environmental and policy correlates of obesity. This study describes obesity patterns across Europe and identifies macroenvironmental factors associated with obesity prevalence at a national level. Data on obesity prevalence and indicators of the physical, economic, and policy environment were assembled from international databases for 24 European countries. Coefficient estimates between overall, male, and female obesity prevalence and each independent variable were calculated using linear regression. The obesity prevalence varied widely across countries and between genders with higher values in Central and Eastern European countries and lower values in France, Italy, and some Scandinavian countries. Statistically significant inverse associations were observed between overall and female obesity prevalence and variables from the following domains: economic (real domestic product), food (available fat), urbanization (urban population), transport (passenger cars, price of gasoline, motorways), and policy (governance indicators). There was also a negative association between overall obesity and available fruits/vegetables, and between female obesity and single-member households. Male obesity was inversely associated with available fruits/vegetables and density of motorways. The magnitude of the coefficient estimates suggests stronger associations for female obesity than for male obesity in all cases. This exploratory study suggests a need to conduct additional research examining the role of obesogenic environments in European countries, with a special focus on policy-related variables, and to further study gender-specific differences in obesity and its correlates.

The goal of this Act is to establish medium and longterm housing policy for Venezuela. The policy is to be implemented by both the private and public sectors and has as targets the provision of housing for 700,000 families between 1989 and 1994, 1,000,000 families between 1994 and 1999, and 1,300,00 families between 1999 and 2004. The priority for the public sector will be provision of housing assistance to families earning under the amount of 3 minimum monthly wages. Priority will also be given to areas that are strategic for decentralization programs and that have a deficit of housing. Assistance is to consist of comprehensive housing programs and can include provision of plots of land with basic services, housing units, loans for constructing and purchasing housing, houses to be leased or sold, rent subsidies, and technical and legal services. Beneficiaries must be contributors to the housing savings program and, in general, not own a house, although special assistance is available for remodeling and enlarging housing. Beneficiaries will receive assistance on the basis of family income and the housing solution provided. Housing assistance is to be financed by the following: 1) 5% of the government's yearly budget; 2) compulsory housing savings of workers in both the public and private sectors consisting of an amount equal to 3% of monthly wages not in excess of the amount of 10 minimum monthly wages, 1% paid by workers and 2% paid by employers; 3) cash reserve resources of mortgage institutions; and 4) private sector funds. Funds obtained from these different sources are to be used for different purposes, as specified by the Act. In addition, the Act also authorizes the government to exempt from payment of various taxes persons involved in the housing projects contemplated by the Act. Attempts to meet biodiversity goals through application of the mitigation hierarchy have gained wide traction globally with increased development of public policy, lending standards, and corporate practices. With interest in biodiversity offsets increasing in Latin America, we seek to strengthen the basis for policy development through a review of major environmental licensing policy frameworks in Argentina, Brazil, Chile, Colombia, Mexico, Peru and Venezuela. Here we focused our review on an examination of national level policies to evaluate to which degree current provisions promote positive environmental outcomes. All the surveyed countries have national-level Environmental Impact Assessment laws or regulations that cover the habitats present in their territories. Although most countries enable the use of offsets only Brazil, Colombia, Mexico and Peru explicitly require their implementation. Our review has shown that while advancing quite detailed offset policies, most countries do not seem to have strong requirements regarding impact avoidance. Despite this deficiency most countries have a strong foundation from which to develop policy for biodiversity offsets, but several issues require further guidance, including how best to: (1) ensure conformance with the mitigation hierarchy; (2) identify the most environmentally preferable offsets within a landscape context; (3) determine appropriate mitigation replacement ratios; and (4) ensure appropriate time and effort is given to monitor offset performance. Impact of environmental discourses on public health policy arrangements: a comparative study in the UK and Flanders, (Belgium).

Theoretically inspired by discursive institutionalism and multi-level governance, this paper assesses the extent to which 'environmental health' has emerged as a new discourse at European level, the effects it has had on national public health governance in two European countries, and what mechanisms have triggered or hindered these effects. Comparison of the dynamics in public health policy arrangements in Flanders (Belgium) and the UK, nations influenced by both international and European environmental health discourses. The Policy Arrangement Approach was the analytical framework used to structure the results of this textual analysis. Despite their shared focus on environmental health, Belgium and the UK display quite different approaches to environmental health governance. While Belgium works on environmental health in a predominantly top-down approach, the UK has developed a more inward-facing approach to environmental health policies. The cases of the UK and Belgium show that, although these countries respond similarly to internationally agreed charters and both are members of the European Union, national differences in environmental health policies persist, mainly due to pre-existing national policy arrangements and the activities of national institutions. Background: Alongside the major health risks posed by environmental pollution in China are recent achievements on several environmental issues that have affluent Western nations racing to catch up. The country has propelled itself to a position of leadership in clean energy and efficiency, for instance, with important consequences for public health. Objectives: We comment on China’s challenges and recent accomplishments in addressing environmental problems from domestic pollution to global climate change. We compare China’s commitment to clean energy technology with that of other leading nations and discuss key achievements in other areas, including vehicle efficiency standards and transportation policy. Discussion: We discuss policy directions that would secure much-needed improvements to environmental quality and health in China, along with actions that could motivate global action on issues of energy conservation and pollution reduction. Conclusions: A comprehensive regulatory and institutional framework for environmental policy is within reach in China but will require addressing major hurdles such as the lack of an independent monitoring mechanism and the need for greater transparency and enforcement in environmental matters. Meanwhile, China can continue to set important examples by investing in renewable energy, improving energy efficiency, and limiting greenhouse gas emissions. PMID:21402514

National income and environmental concern: Observations from 35 countries.

National income produces mixed impacts on public environmental concern. In a cross-national survey, environmental concern was measured in terms of propensity to act and environmental risk perception. Results of a multilevel regression analysis show that these two measures respond to gross domestic product per capita in opposite ways. Citizens of advanced industrial countries are more likely than those of lower-income countries to contribute to environmental protection. However, they are less likely to see the harmful impacts on the environment as very dangerous. Using an indicator of national adaptive capacity, this article demonstrates that environmental risk perception is a function of a country's estimated capacity for coping with condition changes. The stronger sense of collective security among citizens of wealthier nations offers a possible explanation for the negative effects of national income. These results indicate the complex relationship between development and public environmental concern across countries. © The Author(s) 2015.

Applying gene flow science to environmental policy needs: a boundary work perspective.

One application of gene flow science is the policy arena. In this article, we describe two examples in which the topic of gene flow has entered into the U.S. national environmental policymaking process: regulation of genetically engineered crops and clarification of the jurisdictional scope of the Clean Water Act. We summarize both current scientific understanding and the legal context within which gene flow science has relevance. We also discuss the process by which scientific knowledge has been synthesized and communicated to decision-makers in these two contexts utilizing the concept of 'boundary work'. Boundary organizations, the work they engage in to bridge the worlds of science, policy, and practice, and the boundary objects they produce to translate scientific knowledge existed in both examples. However, the specific activities and attributes of the objects produced varied based on the needs of the decision-makers. We close with suggestions for how scientists can contribute to or engage in boundary work with policymakers.

Integrating Susceptibility into Environmental Policy: An Analysis of the National Ambient Air Quality Standard for Lead

Susceptibility to chemical toxins has not been adequately addressed in risk assessment methodologies. As a result, environmental policies may fail to meet their fundamental goal of protecting the public from harm. This study examines how characterization of risk may change when susceptibility is explicitly considered in policy development; in particular we examine the process used by the U.S. Environmental Protection Agency (EPA) to set a National Ambient Air Quality Standard (NAAQS) for lead. To determine a NAAQS, EPA estimated air lead-related decreases in child neurocognitive function through a combination of multiple data elements including concentration-response (CR) functions. In this article, we present alternative scenarios for determining a lead NAAQS using CR functions developed in populations more susceptible to lead toxicity due to socioeconomic disadvantage. The use of CR functions developed in susceptible groups resulted in cognitive decrements greater than original EPA estimates. EPA’s analysis suggested that a standard level of 0.15 µg/m3 would fulfill decision criteria, but by incorporating susceptibility we found that options for the standard could reasonably be extended to lower levels. The use of data developed in susceptible populations would result in the selection of a more protective NAAQS under the same decision framework applied by EPA. Results are used to frame discussion regarding why cumulative risk assessment methodologies are needed to help inform policy development. PMID:22690184

A critical analysis of the South African Disaster Management Act and Policy Framework.

The promulgation of the South African Disaster Management Act No. 57 of 2002 and the National Disaster Management Policy Framework of 2005 placed South Africa at the international forefront by integrating disaster risk reduction into all spheres of government through a decentralised approach. Yet, good policy and legislation do not necessarily translate into good practice. This paper provides a critical analysis of the Act and Policy Framework. Using qualitative research methods, it analyses the attitudes and perceptions of senior public officials on all levels of government, the private sector and academia. The study finds that one of the weakest aspects of the Act and Framework is the absence of clear guidance to local municipalities. The placement of the disaster risk management function on all tiers of government remains problematic, funding is inadequate and overall knowledge and capacities for disaster risk reduction are insufficient. © 2014 The Author(s). Municipal Solid Waste Management (MSWM) is considered to be one of the most serious environmental issues in the Philippines. The annual waste generation was estimated at 10.6 million tonnes in 2012 and this is expected to double in 2025. The Republic Act (RA) No. 9003, widely known as the Ecological Solid Waste Management Act of 2000, provides the required policy framework, institutional mechanisms and mandate to the Local Government Units (LGUs) to achieve 25% waste reduction target through establishing an integrated solid waste management plan based on the 3Rs (reduce, reuse and recycling). Although the initial impact of the LGUs is still very limited in implementing the national mandate, this article highlights the successful experiences of Cebu, the second largest city in the Philippines, in reducing its MSW generation by more than 30% in the past three years. This study also explores the implementation process, innovative actions taken by the Cebu City Government in implementing the national mandate at local level and identifies the factors that influence the policy implementation. The findings suggest that the impacts of the national mandate can be achieved if the LGUs have the high degree of political commitment, planning and development of effective local strategies in a collaborative manner to meet with local conditions, partnership building with other stakeholders, capacity development, adequate financing and incentives, and in the close monitoring and evaluation of performance. The Global Hydrology and Climate Center and NASA's Marshall Space Flight Center conducted a fact-finding case study for the Data Management Working Group (DMWG), now referred to as the Data and Information Working Group (DIWG), of the U.S. Global Change Research Program (USGCRP) to determine the feasibility of an interagency National Environmental Change Information System (NECIS). In order to better understand the data and information needs of policy and decision makers at the national, state, and local level, the DIWG asked the case study team to choose a regional water resources issue in the southeastern United States that had an impact on a diverse group of stakeholders. The southeastern United States was also of interest because the region experiences interannual climatic variations and impacts due to El Nino and La Nina. Jointly, with input from the DIWG, a focus on future water resources planning in the Apalachicola-Chattahoochee-Flint (ACF) River basins of Alabama, Georgia, and Florida was selected. A tristate compact and water allocation formula is currently being negotiated between the states and U.S. Army Corps of Engineers (COE) that will affect the availability of water among competing uses within the ACF River basin. All major reservoirs on the ACF are federally owned and operated by the U.S. Army COE. A similar two-state negotiation is ongoing that addresses the water allocations in the adjacent Alabama-Coosa-Tallapoosa (ACT) River basin, which extends from northwest Georgia to Mobile Bay. The ACF and ACT basins are the subject of a comprehensive river basin study involving many stakeholders. The key objectives of this case study were to identify specific data and information needs of key stakeholders in the ACF region, determine what capabilities are needed to provide the most practical response to these user requests, and to identify any limitations in the use of federal data and information. This dissertation explores the role and design of environmental technology policy when environmental innovation is embodied in emerging environmental technologies such as photovoltaic cells or fuel cells. The dissertation consists of three individual studies, all of which use a simplified, general model industry between an emerging environmental technology and an entrenched, more-polluting technology. It clarifies the situations in which environmental technology policy can achieve high welfare and those in which it cannot; and it separates the possible situations an emerging environmental technology might face into four scenarios, each with its own technology policy recommendations. The second study attempts to clarify which of two factors is having a larger limiting effect on private investment in photovoltaics: the failure to internalize the environmental costs of fossil fuel electricity generation or a broad set of innovation market failures that apply to innovation irrespective of environmental concerns. The study indicates that innovation market failures are probably having a significantly larger impact than incomplete internalization. The third study explores the effectiveness of adoption subsidies at encouraging private-sector innovation. The conclusion is that adoption subsidies probably have only a limited effect on long-term, private-sector research. Two important general conclusions of the dissertation are (1) that optimal technology policy should begin with technology-push measures and end with demand-pull measures; and (2) that the technological response to internalization instruments, such as emissions taxes, may be highly nonlinear.

The US Department of Energy (DOE) is issuing this document, entitled Guidance on Public Participation for US Department of Energy Environmental Restoration Activities, to summarize policy and provide guidance for public participation in environmental restoration activities at DOE Headquarters, Field Offices, facilities, and laboratories. While the Office of Environmental Restoration and Waste Management (EM) has environmental restoration responsibility for the majority of DOE sites and facilities, other DOE Project Offices have similar responsibilities at their sites and facilities. This guidance is applicable to all environment restoration activities conducted by or for DOE under the Comprehensive Environmental Response, Compensation, and Liabilitymore » Act of 1980 (CERCLA) as amended by the Superfund Amendments and Reauthorization Act of 1986 (SARA); the Resource Conservation and Recovery Act of 1976 (RCRA) as amended by the Hazardous and Solid Waste Amendments of 1984 (HSWA) (corrective actions only); and the National Environmental Policy Act of 1969 (NEPA). This guidance also is applicable to CERCLA remedial action programs under the Uranium Mill Tailings Radiation Control Act of 1978 and the Formerly Utilized Sites Remedial Action Program, where DOE is the designated lead. The primary objectives of this guidance document are as follows: acclimate DOE staff to a changing culture that emphasizes the importance of public participation activities; provide direction on implementing these public participation activities; and, provide consistent guidance for all DOE Field Offices and facilities. The purpose of this document is to provide guidance on conducting effective public participation activities for environmental restoration activities under CERCLA; RCRA corrective actions under sections 3004(u), 3004(v), and 3008(h); and NEPA public participation activities.« less

Current university undergraduate students in environmental sciences and engineering are the next generation of environmental protection practitioners. Recognizing this, Cornell's Biological and Environmental Engineering department has developed a popular class, Watershed Engineering (BEE 473), specifically designed to bridge the too-common gap between water resources policy and state-of-art science and technology. Weekly homework assignments are to design real-life solutions to actual water resources problems, often with the objective of applying storm water policies to local situations. Where appropriate, usually in conjunction with recent amendments to the Federal Clean Water Act, this course introduces water resource protection tools and concepts developed in the Cornell Soil and Water Lab. Here we present several examples of how we build bridges between university classrooms and the complex world of water resources policy.

Recently, environmental pollution concerns have been increased in Korea more than ever before. So, The Ministry of Environment and the National Institute of Environmental Research(NIER) in Korea has forged a policy that can effectively reduce the environmental pollutants emitted from each business sectors. This policy nicknamed the "Integrated Environmental Management Act" will be implemented from January 2017. It is to consolidate the management method of each environment media (such as water/atmosphere, etc.) and discharge facility into single authorization and/or permission system for entire installation. In particular, it is the environmental management system in according to the "Act on Integrated Management of Environmental Pollution Facilities" that encourages active participation of companies, grant customized emission permits by considering the ambient environmental condition as well as best available techniques, and review the permitted items periodically. Throughout this optimal management policy, we expect the minimization of the environmental effect by reducing the production and emission of pollutants. The integrated environmental management system is a scientific and advanced whole new management system and it is also a policy that considers the environment and human health effect in a synthetically, and minimizes the emission of pollutants by applying the best available techniques. In this presentation, we will talk about the Korea's transition stage to IPCC(integrated pollution prevention and control) and introduce the whole new Integrated Environmental Management system of Korea.

As work begins on the development of a new National Energy Strategy (NES), the role of energy models is becoming increasingly important. Such models are needed to determine and assess both the short and long term effects of new policy initiatives on U.S. energy supply and demand. A central purpose of the model is to translate overall energy strategy goals into policy options while identifying potential costs and environmental benefits. Three models currently being utilized in the NES process are described, followed by a detailed listing of the publicly identified NES goals. These goals are then viewed in light of the basic modeling scenarios that were proposed as part of the NES development process.

The Endangered Species Act of 1973 is one of the nation's most significant and most controversial environmental laws. Over three-and-a-half decades, it has profoundly influenced both private and federal agency behavior. As the scope of that influence has come to be recognized, a law that is ostensibly to be guided by science has inevitably become entangled in politics. The generality of many of the law's key provisions has produced continuing uncertainty and conflict over some basic issues. Among these are what species or other taxa are potentially subject to the Act's protections, what the extent of those protections is, and whether the Act's ultimate goal of recovery is one that is being effectively achieved. New challenges face the administrators of this law, including that of incorporating climate change considerations into the decisions made under the Act, and responding to the information made available by recent advances in genetics. This paper provides a brief overview of the Endangered Species Act's history and its key provisions, and a more in-depth look at some of the current and recurrent controversies that have attended its implementation.

Recent public recognition that children are different from adults in their exposures and susceptibilities to environmental contaminants has its roots in work that began >46 years ago, when the American Academy of Pediatrics (APA) established a standing committee to focus on children's radiation exposures. We summarize the history of that important committee, now the AAP Committee on Environmental Health, including its statements and the 1999 publication of the AAP Handbook of Pediatric Environmental Health, and describe the recent emergence of federal and state legislative and executive actions to evaluate explicitly environmental health risks to children. As a result in large part of these efforts, numerous knowledge gaps about children's health and the environment are currently being addressed. Government efforts began in the 1970s to reduce childhood lead poisoning and to monitor birth defects and cancer. In the 1990s, federal efforts accelerated with the Food Quality Protection Act, an executive order on children's environmental health, the Agency for Toxic Substances and Disease Registry/Environmental Protection Agency Pediatric Environmental Health Specialty Units, and National Institute of Environmental Health Sciences/Environmental Protection Agency Centers of Excellence in Research in Children's Environmental Health. In this decade, the Children's Environmental Health Act authorized the National Children's Study, which has the potential to address a number of critical questions about children's exposure and health. The federal government has expanded efforts in control and prevention of childhood asthma and in tracking of asthma, birth defects, and other diseases that are linked to the environment. Efforts continue on familiar problems such as the eradication of lead poisoning, but new issues, such as prevention of childhood exposure to carcinogens and neurotoxins other than lead, and emerging issues, such as endocrine disruptors and pediatric drug

National quality indicators and policies from 15 countries leading in adult end-of-life care: a systematic environmental scan.

The importance of measuring the quality of end-of-life care provision is undisputed, but determining how best to achieve this is yet to be confirmed. This study sought to identify and describe national end-of-life care quality indicators and supporting policies used by countries leading in their end-of-life care provision. A systematic environmental scan that included a web search to identify relevant national policies and indicators; hand searching for additional materials; information from experts listed for the top 10 (n=15) countries ranked in the 'quality of care' category of the 2015 Quality of Death Index study; and snowballing from Index experts. Ten countries (66%) have national policy support for end-of-life care measurement, five have national indicator sets, with two indicator sets suitable for all service providers. No countries mandate indicator use, and there is limited evidence of consumer engagement in development of indicators. Two thirds of the 128 identified indicators are outcomes measures (62%), and 38% are process measures. Most indicators pertain to symptom management (38%), social care (32%) or care delivery (27%). Measurement of end-of-life care quality varies globally and rarely covers all care domains or service providers.
