The role of remote sensing data as it relates to a three-component land management planning system (geographic information, data base management, and planning model) can be understood only when user requirements are known. Personnel at the San Juan National Forest in southwestern Colorado were interviewed to determine data needs for managing and monitoring timber, rangelands, wildlife, fisheries, soils, water, geology and recreation facilities. While all the information required for land management planning cannot be obtained using remote sensing techniques, valuable information can be provided for the geographic information system. A wide range of sensors such as small and large format cameras, synthetic aperture radar, and LANDSAT data should be utilized. Because of the detail and accuracy required, high altitude color infrared photography should serve as the baseline data base and be supplemented and updated with data from the other sensors.

The background and sociological aspects of the combined U.S. Forest Service and National Park Service Wilderness Aircraft Overflight Study (WACOS) are presented. The WACOS broaches a new area of research by combining aspects of outdoor recreation sociology and aircraft noise response studies. The tasks faced create new challenges and require innovative solutions. Background information on the WACOS is presented with special emphasis on sociological considerations. At the time of this writing, no data have yet been collected, so this paper will present background information, related issues, and plans for data collection. Some recent studies indicate that managers of Forest Service wildernesses and National Park Service areas consider aircraft overflights to be a problem to their users in some areas. Additional relevant background research from outdoor recreation sociology is discussed, followed by presentation of the authors' opinions of the most salient sociological issues faced by this study. The goals and desired end products are identified next, followed by a review of the methods anticipated to be used to obtain these results. Finally, a discussion and conclusion section is provided.

The maintenance of a timely, reliable and accurate spatial database on current forest ecosystem conditions and changes is essential to characterize and assess forest resources and support sustainable forest management. Information for such a database can be obtained only through a continuous forest inventory. The National Forest Continuous Inventory (NFCI) is the first level of China's three-tiered inventory system. The NFCI is administered by the State Forestry Administration; data are acquired by five inventory institutions around the country. Several important components of the database include land type, forest classification and ageclass/ age-group. The NFCI database in China is constructed based on 5-year inventory periods, resulting in some of the data not being timely when reports are issued. To address this problem, a forest growth simulation model has been developed to update the database for years between the periodic inventories. In order to aid in forest plan design and management, a three-dimensional virtual reality system of forest landscapes for selected units in the database (compartment or sub-compartment) has also been developed based on Virtual Reality Modeling Language. In addition, a transparent internet publishing system for a spatial database based on open source WebGIS (UMN Map Server) has been designed and utilized to enhance public understanding and encourage free participation of interested parties in the development, implementation, and planning of sustainable forest management.

Management of federal public forests to meet sustainability goals and multiple use regulations is an immense challenge. To succeed, we suggest use of formal decision science procedures and tools in the context of structured decision making (SDM). SDM entails four stages: problem structuring (framing the problem and defining objectives and evaluation criteria), problem analysis (defining alternatives, evaluating likely consequences, identifying key uncertainties, and analyzing tradeoffs), decision point (identifying the preferred alternative), and implementation and monitoring the preferred alternative with adaptive management feedbacks. We list a wide array of models, techniques, and tools available for each stage, and provide three case studies of their selected use in National Forest land management and project plans. Successful use of SDM involves participation by decision-makers, analysts, scientists, and stakeholders. We suggest specific areas for training and instituting SDM to foster transparency, rigor, clarity, and inclusiveness in formal decision processes regarding management of national forests.

The USDA Forest Service 2008 Planning Rule requires Forest plans to provide a strategic vision for maintaining the sustainability of ecological, economic, and social systems across USFS lands through the identification of desired conditions and objectives. In this paper we show how knowledge-based systems can be efficiently used to evaluate disparate natural resource information to assess desired conditions and related objectives in Forest planning. We use the Ecosystem Management Decision Support (EMDS) system (http://www.institute.redlands.edu/emds/), which facilitates development of both logic-based models for evaluating ecosystem sustainability (desired conditions) and decision models to identify priority areas for integrated landscape restoration (objectives). The study area for our analysis spans 1,057 subwatersheds within western Montana and northern Idaho. Results of our study suggest that knowledge-based systems such as EMDS are well suited to both strategic and tactical planning and that the following points merit consideration in future National Forest (and other land management) planning efforts: 1) Logic models provide a consistent, transparent, and reproducible method for evaluating broad propositions about ecosystem sustainability such as: are watershed integrity, ecosystem and species diversity, social opportunities, and economic integrity in good shape across a planning area? The ability to evaluate such propositions in a formal logic framework also allows users the opportunity to evaluate statistical changes in outcomes over time, which could be very useful for regional and national reporting purposes and for addressing litigation; 2) The use of logic and decision models in strategic and tactical Forest planning provides a repository for expert knowledge (corporate memory) that is critical to the evaluation and management of ecosystem sustainability over time. Forests cannot be managed sustainably without reliable data to inform decisions. National Forest Inventories (NFI) tend to report national statistics, with sub-national stratification based on domestic ecological classification systems. It is becoming increasingly important to be able to report statistics on ecosystems that span international borders, as global change and globalization expand stakeholders' spheres of concern. The state of a transnational ecosystem can only be properly assessed by examining the entire ecosystem. In global forest resource assessments, it may be useful to break national statistics down by ecosystem, especially for large countries. The Inventory and Monitoring Working Group (IMWG) of the North American Forest Commission (NAFC) has begun developing a harmonized North American Forest Database (NAFD) for managing forest inventory data, enabling consistent, continental-scale forest assessment supporting ecosystem-level reporting and relational queries. The first iteration of the database contains data describing 1.9 billion ha, including 677.5 million ha of forest. Data harmonization is made challenging by the existence of definitions and methodologies tailored to suit national circumstances, emerging from each country's professional forestry development. This paper reports the methods used to synchronize three national forest inventories, starting with a small suite of variables and attributes.

Reducing Emissions from Deforestation and Forest Degradation (REDD) is an effort to create a financial value for the carbon stored in forests, offering incentives for developing countries to reduce emissions from forested lands and invest in low-carbon paths to sustainable development. "REDD+" goes beyond deforestation and forest degradation, and includes the role of conservation, sustainable management of forests and enhancement of forest carbon stocks. In the framework of getting countries ready for REDD+, the UN-REDD Programme assists developing countries to prepare and implement national REDD+ strategies. For the monitoring, reporting and verification, FAO supports the countries to develop national satellite forest monitoring systems that allow for credible measurement, reporting and verification (MRV) of REDD+ activities. These are among the most critical elements for the successful implementation of any REDD+ mechanism. The UN-REDD Programme through a joint effort of FAO and Brazil's National Space Agency, INPE, is supporting countries to develop cost- effective, robust and compatible national monitoring and MRV systems, providing tools, methodologies, training and knowledge sharing that help countries to strengthen their technical and institutional capacity for effective MRV systems. To develop strong nationally-owned forest monitoring systems, technical and institutional capacity building is key. The UN-REDD Programme, through FAO, has taken on intensive training together with INPE, and has provided technical help and assistance for in-country training and implementation for national satellite forest monitoring. Effects of national forest-management regimes on unprotected forests of the Himalaya.

Globally, deforestation continues, and although protected areas effectively protect forests, the majority of forests are not in protected areas. Thus, how effective are different management regimes to avoid deforestation in non-protected forests? We sought to assess the effectiveness of different national forest-management regimes to safeguard forests outside protected areas. We compared 2000-2014 deforestation rates across the temperate forests of 5 countries in the Himalaya (Bhutan, Nepal, China, India, and Myanmar) of which 13% are protected. We reviewed the literature to characterize forest management regimes in each country and conducted a quasi-experimental analysis to measure differences in deforestation of unprotected forests among countries and states in India. Countries varied in both overarching forest-management goals and specific tenure arrangements and policies for unprotected forests, from policies emphasizing economic development to those focused on forest conservation. Deforestation rates differed up to 1.4% between countries, even after accounting for local determinants of deforestation, such as human population density, market access, and topography. The highest deforestation rates were associated with forest policies aimed at maximizing profits and unstable tenure regimes. Deforestation in national forest-management regimes that emphasized conservation and community management were relatively low. In India results were consistent with the national-level results. We interpreted our results in the context of the broader literature on decentralized, community-based natural resource management, and our findings emphasize that the type and quality of community-based forestry programs and the degree to which they are oriented toward sustainable use rather than economic development are important for forest protection. National Scale Monitoring Reporting and Verification of Deforestation and Forest Degradation in Guyana

Monitoring deforestation and forest degradation at national scale has been identified as a national priority under Guyana's REDD+ Programme. Based on Guyana's MRV (Monitoring Reporting and Verification) System Roadmap developed in 2009, Guyana sought to establish a comprehensive, national system to monitor, report and verify forest carbon emissions resulting from deforestation and forest degradation in Guyana. To date, four national annual assessments have been conducted: 2010, 2011, 2012 and 2013. Monitoring of forest change in 2010 was completed with medium resolution imagery, mainly Landsat 5. In 2011, assessment was conducted using a combination of Landsat (5 and 7) and for the first time, 5m high resolution imagery, with RapidEye coverage for approximately half of Guyana where majority of land use changes were taking place. Forest change in 2013 was determined using high resolution imagery for the whole of Guyana. The current method is an automated-assisted process of careful systematic manual interpretation of satellite imagery to identify deforestation based on different drivers of change. The minimum mapping unit (MMU) for deforestation is 1 ha (Guyana's forest definition) and a country-specific definition of 0.25 ha for degradation. The total forested area of Guyana is estimated as 18.39 million hectares (ha). In 2012 as planned, Guyana's forest area was reevaluated using RapidEye 5 m imagery. Deforestation in 2013 is estimated at 12 733 ha which equates to a total deforestation rate of 0.068%. Significant progress was made in 2012 and 2013, in mapping forest degradation. The area of forest degradation as measured by interpretation of 5 m RapidEye satellite imagery in 2013 was 4 352 ha. All results are subject to accuracy assessment and independent third party verification.

A precise record in conjunction with ongoing monitoring of carbon pools constitutes essentials inputs for the continuous modernization of an ever- dynamic science such as climate change. This is particularly important in forested ecosystems for which accurate field archives are available and can be used in combination with historic satellite imagery to obtain spatially explicit estimates of several indicators that can be used in the assessment of said carbon pools. Many forest disturbance processes limit storage of carbon in forested ecosystems and thereby reduce those systems' capacity to mitigate changes in the global climate system. A component of the US National Forest System's (NFS) comprehensive plan for carbon monitoring includes accounting for mapped disturbances, such as fires, harvests, and insect activity. A long-term time series of maps that show the timing, extent, type, and magnitude of disturbances going back to 1990 has been prepared for the United States Forest Service (USFS) Northern Region, and is currently under preparation for the rest of the NFS regions covering more than 75 million hectares. Our mapping approach starts with an automated initial detection of annual disturbances using imagery captured within the growing season from the Landsat archive. Through a meticulous process, the initial detections are then visually inspected, manually corrected and labeled using various USFS ancillary datasets and Google Earth high-resolution historic imagery. We prepared multitemporal models of percent canopy cover and live tree carbon (T/ha) that were calibrated with extensive (in excess of 2000 locations) field data from the US Forest Service Forest Inventory and Analysis program (FIA). The models were then applied to all the years of the radiometrically corrected and normalized Landsat time series in order to provide annual spatially explicit estimates of the magnitude of change in terms of these two attributes. Efficient forest fire management is a key element for alleviating the catastrophic impacts of wildfires. Overall, the effective response to fire events necessitates adequate planning and preparedness before the start of the fire season, as well as quantifying the environmental impacts in case of wildfires. Moreover, the estimation of fire danger provides crucial information required for the optimal allocation and distribution of the available resources. The Greek National Observatory of Forest Fires (NOFFi)—established by the Greek Forestry Service in collaboration with the Laboratory of Forest Management and Remote Sensing of the Aristotle University of Thessaloniki and the International Balkan Center—aims to develop a series of modern products and services for supporting the efficient forest fire prevention management in Greece and the Balkan region, as well as to stimulate the development of transnational fire prevention and impacts mitigation policies. More specifically, NOFFi provides three main fire-related products and services: a) a remote sensing-based fuel type mapping methodology, b) a semi-automatic burned area mapping service, and c) a dynamically updatable fire danger index providing mid- to long-term predictions. The fuel type mapping methodology was developed and applied across the country, following an object-oriented approach and using Landsat 8 OLI satellite imagery. The results showcase the effectiveness of the generated methodology in obtaining highly accurate fuel type maps on a national level. The burned area mapping methodology was developed as a semi-automatic object-based classification process, carefully crafted to minimize user interaction and, hence, be easily applicable on a near real-time operational level as well as for mapping historical events. In 1990, both the U.S. Geological Survey and U.S. Bureau of Mines were contacted by the Chugach National Forest (CNF) for the purpose of providing mineral resource information for the CNF Master Plan during the planning period fiscal years 1991-1994. This information is to address the terms and requirements of the 1986 Settlement Agreement and to provide mineral and geologic information useful to the CNF for making land-use decisions. In early 1992 an Interagency Agreement between the U.S. Geological Survey, the U.S. Bureau of Mines and the Chugach National Forest was signed. In this agreement the U.S. Geological Survey is to provide a report which estimates the undiscovered mineral endowments of the 'special' study area and to identify the potential for mineral discovery and development. The U.S. Bureau of Mines was to prepare a report updating the discovered mineral endowment of the Special Study Area. These reports are now published (Roe and Balen, 1994; Nelson and others, 1994). This geologic map is a component of the U.S. Geological Survey contribution to the overall project.

A century ago, tigers were considered pests in Myanmar. Hunters claimed thousands, yet populations persisted. In the past century, because of habitat loss and prey depletion, coupled with the recent demand for traditional medicines, tiger populations have been reduced to a few hundred individuals. As a first step toward long-term planning for tigers, and to guide efforts to increase protected area coverage, the Myanmar government in 1998 initiated a project to develop a revised National Tiger Action Plan. Extensive surveys confirmed tigers in only 4 of 17 survey locations. Significant populations are thought to persist in the far North and far South of the country, where large, intact forests offer the potential for tiger recovery. With partnerships and collaborations, tiger populations can be protected in the short term (<5 years) by expanding protected areas and corridors, mobilizing enforcement staff to reduce poaching of tigers and prey, and amending existing wildlife legislation in accordance with international laws. Over the long term (5-20 years), recovery of Myanmar’s tiger populations will depend on increasing support from local people, zoning tiger areas to reduce habitat loss and disturbance, and maintaining connectivity of existing national and transboundary forests. Characterizing the amount and configuration of forests can provide insights into habitat quality, biodiversity, and land use. The establishment of protected areas can be a mechanism for maintaining large, contiguous areas of forests, and the loss and fragmentation of forest habitat is a potential threat to Canada's national park system. Using the Earth Observation for Sustainable Development of Forests (EOSD) land cover product (EOSD LC 2000), we characterize the circa 2000 forest patterns in 26 of Canada's national parks and compare these to forest patterns in the ecological units surrounding these parks, referred to as the greater park ecosystem (GPE). Five landscape pattern metrics were analyzed: number of forest patches, mean forest patch size (hectare), standard deviation of forest patch size (hectare), mean forest patch perimeter-to-area ratio (meters per hectare), and edge density of forest patches (meters per hectare). An assumption is often made that forests within park boundaries are less fragmented than the surrounding GPE, as indicated by fewer forest patches, a larger mean forest patch size, less variability in forest patch size, a lower perimeter-to-area ratio, and lower forest edge density. Of the 26 national parks we analyzed, 58% had significantly fewer patches, 46% had a significantly larger mean forest patch size (23% were not significantly different), and 46% had a significantly smaller standard deviation of forest patch size (31% were not significantly different), relative to their GPEs. For forest patch perimeter-to-area ratio and forest edge density, equal proportions of parks had values that were significantly larger or smaller than their respective GPEs and no clear trend emerged. In summary, all the national parks we analyzed, with the exception of the Georgian Bay Islands, were found to be significantly different from their corresponding GPE for at least one of the five metrics assessed, and 50% of the 26 parks were significantly

Substantial investments in fuel management activities on national forests in the western US are part of a national strategy to reduce human and ecological losses from catastrophic wildfire and create fire resilient landscapes. Prioritizing these investments within and among national forests remains a challenge, partly because a comprehensive assessment that establishes the current wildfire risk and exposure does not exist, making it difficult to identify national priorities and target specific areas for fuel management. To gain a broader understanding of wildfire exposure in the national forest system, we analyzed an array of simulated and empirical data on wildfire activity and fuel treatment investments on the 82 western US national forests. We first summarized recent fire data to examine variation among the Forests in ignition frequency and burned area in relation to investments in fuel reduction treatments. We then used simulation modeling to analyze fine-scale spatial variation in burn probability and intensity. We also estimated the probability of a mega-fire event on each of the Forests, and the transmission of fires ignited on national forests to the surrounding urban interface. The analysis showed a good correspondence between recent area burned and predictions from the simulation models. The modeling also illustrated the magnitude of the variation in both burn probability and intensity among and within Forests. Simulated burn probabilities in most instances were lower than historical, reflecting fire exclusion on many national forests. Simulated wildfire transmission from national forests to the urban interface was highly variable among the Forests. We discuss how the results of the study can be used to prioritize investments in hazardous fuel reduction within a comprehensive multi-scale risk management framework. Published by Elsevier Ltd.

It is one in a series of adaptive management plans designed to achieve TNC's mission toward the protection and enhancement of native wildlife and habitat. The 'Terrestrial Forest Management Plan for Palmyra Atoll' focuses on ecosystem integrity and specifically identifies and addresses issues related to assessing the status and distribution of resources, as well as the pressures acting upon them, most specifically nonnative and potentially invasive species. The plan, which presents strategies for increasing ecosystem integrity, provides a framework to implement and track the progress of conservation and restoration goals related to terrestrial resources on Palmyra Atoll. The report in its present form is intended to be an overview of what is known about historical and current forest resources; it is not an exhaustive review of all available literature relevant to forest management but an attempt to assemble as much information specific to Palmyra Atoll as possible. Palmyra Atoll is one of the Northern Line Islands in the Pacific Ocean southwest of the Hawai`ian Islands. It consists of many heavily vegetated islets arranged in a horseshoe pattern around four lagoons and surrounded by a coral reef. The terrestrial ecosystem consists of three primary native vegetation types: Pisonia grandis forest, coastal strand forest, and grassland. Among these vegetation types, the health and extent of Pisonia grandis forest is of particular concern. Overall, the three vegetation types support 25 native plant species (two of which may be extirpated), 14 species of sea birds, six shore birds, at least one native reptile, at least seven native insects, and six native land crabs. The rugged landscapes of northern Idaho and western Montana support biodiverse ecosystems, and provide a variety of natural resources and services for human communities. However, the benefits provided by these ecosystems may be at risk as changing climate magnifies existing stressors and allows new stressors to emerge. Preparation for and response to these potential changes can be most effectively addressed through multi-stakeholder partnerships, evaluating vulnerability of important resources to climate change, and developing response and preparation strategies for managing key natural resources in a changing world. This project will support climate-smart conservation and management across forests of northern Idaho and western Montana through three main components: (1) fostering partnerships among scientists, land managers, regional landowners, conservation practitioners, and the public; (2) assessing the vulnerability of a suite of regionally important resources to climate change and other stressors; and (3) creating a portfolio of adaptation strategies and actions to help resource managers prepare for and respond to the likely impacts of climate change. The results of this project will be used to inform the upcoming land management plan revisions for national forests, helping ensure that the most effective and robust conservation and management strategies are implemented to preserve our natural resources.

African forest elephants are difficult to observe in the dense vegetation, and previous studies have relied upon indirect methods to estimate population sizes. Using multilocus genotyping of noninvasively collected samples, we performed a genetic survey of the forest elephant population at Kakum National Park, Ghana. We estimated population size, sex ratio and genetic variability from our data, then combined this information with field observations to divide the population into age groups. Our population size estimate was very close to that obtained using dung counts, the most commonly used indirect method of estimating the population sizes of forest elephant populations. As their habitat is fragmented by expanding human populations, management will be increasingly important to the persistence of forest elephant populations. The data that can be obtained from noninvasively collected samples will help managers plan for the conservation of this keystone species.

A universal turnaround has been detected in many countries of the World from shrinking to expanding forests. The forest area of western Europe expanded already in the 19th century. Such early trends of forest resources cannot be associated with the rapid rise of atmospheric carbon dioxide nor with the anthropogenic climate change, which have taken place since the mid 20th century. Modern, most recent spatial patterns of forest expansions and contractions do not correlate with the geography of climate trends nor with dry versus moist areas. Instead, the forest resources trends of nations correlate positively with UNDP Human Development Index. This indicates that forest resources of nations have improved along with progress in human well-being. Highly developed countries apply modern agricultural methods on good farmlands and abandon marginal lands, which become available for forest expansion. Developed countries invest in sustainable programs of forest management and nature protection. Our findings are significant for predicting the future of the terrestrial carbon sink. They suggest that the large sink of carbon recently observed in forests of the World will persist, if the well-being of people continues to improve. However, despite the positive trends in domestic forests, developed nations increasingly outsource their biomass needs abroad through international trade, and all nations rely on unsustainable energy use and wasteful patterns of material consumption.

The rise in the living standards of the Greeks created, especially since 1970, along with other needs and the need for second or holiday home since 1990 after finding the first house on the outskirts of large urban centers. Trying to find land for the creation of new resorts or new type of permanent residences (maisonettes with or without garden, depending on the financial position of each) had the painful consequence of wasteful and uncontrolled use of land, without a program, without the fundamental rules of land planning and the final creation was usually unsightly buildings. The costs were to pay as usually the forest rural lands. The national spatial planning of land use requires that we know the existing land uses in this country, and based on that we can design and decide their land uses on the future in a rational way. On final practical level, this planning leads to mark the boundaries of specific areas of land that are permitted and may change uses. For this reason, one of the most valuable "tools" of that final marking the boundaries is also the forest maps. The paper aims the investigation to determine the modern views on the issues of Cadastre and Land Management with an ulterior view to placing the bases for creating a building plan of an immediate completion of forest maps. Sustainable development as a term denoting a policy of continued economic and social development that does not involve the destruction of the environment and natural resources, but rather guarantees their rational viability.

Management personnel of the Fremont-Winema National Forest in southern Oregon were interested in investigating how selective cutting or fuel load reduction treatments affect forest carbon sinks and as an ancillary product, fire risk. This study was constructed with the objective of providing this information to the forest administrators, as well as to satisfy a directive to study carbon management, a component of the 2004 NASA's Application Division Program Plan. During the summer of 2004, a request for decision support tools by the forest management was addressed by a NASA sponsored student-led, student-run internship group called DEVELOP. This full-time10-week program was designed to be an introduction to work done by earth scientists, professional business / client relationships and the facilities available at NASA Ames. Four college and graduate students from varying educational backgrounds designed the study and implementation plan. The team collected data for five consecutive days in Oregon throughout the Fremont-Winema forest and the surrounding terrain, consisting of soil sampling for underground carbon dynamics, fire model and vegetation map validation. The goal of the carbon management component of the project was to model current carbon levels, then to gauge the effect of fuel load reduction treatments. To study carbon dynamics, MODIS derived fraction photosynthetically active radiation (FPAR) maps, regional climate data, and Landsat 5 generated dominant vegetation species and land cover maps were used in conjunction with the NASA - Carnegie-Ames-Stanford-Approach (CASA) model. To address fire risk the dominant vegetation species map was used to estimate fuel load based on species biomass in conjunction with a mosaic of digital elevation models (DEMs) as components to the creation of an Anderson-inspired fuel map, a rate of spread in meters/minute map and a flame length map using ArcMap 9 and FlamMap. The National Environmental Policy Act (NEPA) requires U.S. Forest Service planning processes to be conducted by interdisciplinary teams of resource specialists to analyze and disclose the likely environmental impacts of proposed natural resource management actions on Forest Service lands. Multiple challenges associated with these processes have been a source of frustration for the agency. One of these challenges involves administrative appeals through which public entities can challenge a Forest Service decision following a NEPA process. These appeals instigate an internal review process and can result in an affirmation of the Forest Service decision, a reversal of that decision, or additionalmore » work that re-initiates all or part of the NEPA process. We examine the best predictors of appeals and their outcomes on a representative sample of 489 Forest Service NEPA processes that were decided between 2007 and 2009. While certain factors associated with pre-existing social contexts (such as a history of controversy) or pre-determined elements of a proposed action (such as the extraction of forest products) predispose certain processes to a higher risk of appeals, other practices and process-related strategies within the control of the agency also appear to bear meaningful influence on the occurrence of appeals and their outcomes. Appeals and their outcomes were most strongly related to programmatic, structural (turnover of personnel in particular), and relationship risks (both internal and external) within the processes, suggesting the need for greater focus within the agency on cultivating positive internal and external relationships to manage the risk of appeals. -- Highlights: ► We examined appeals and their outcomes on 489 U.S. Forest Service NEPA processes. ► Project type, context, team turnover, and personal relationships predicted appeals. ► External relationship management and staff turnover best predicted appeal outcomes. ► Positive internal and

Postfire Forest Recovery in California's National Forests

Due to fire suppression policies and other management practices over the last century, many low- to mid-elevation forest types in the Sierra Nevada have accumulated high fuel loads that promote stand-replacing high-intensity fires. Current and future projected trends in climate are predicted to increase the occurrence of such fires. We established over 1,000 plots in a range of elevations, environments, forest types, climate zones and fire severity classes to provide insight into the factors that promote natural tree regeneration after wildfires, the limiting factors in species establishment, and the differences in post-fire responses of conifers and hardwoods. We employed a standardized protocol that measured site characteristics, seedling densities, and woody plant growth. Preliminary results reveal that fire severity generally has a unimodal relationship with rates of natural regeneration, although effects of site and local environment act to modulate the shape of the relationship. Above low to moderate severities, natural regeneration rates of all tree species decrease with increasing severity, possibly due to a combination of factors including seed mortality, increasing distance to the nearest living seed tree, and more severe microclimatic conditions. Though hardwoods (oaks) are able to both seed and resprout from top-killed root crowns in a postfire environment, conifers still have the numerical advantage over hardwoods through seeding alone. We did not find evidence that shrubs have a strong either facilitative or competitive effect on conifer seedling establishment or growth in the first five years of forest recovery. Understanding forest recovery and regeneration processes after high severity fires is critical to appropriately applying management strategies on National Forest lands.

Earth Observation data provide numerous information on the earth and its phenomena from space/satellite. They also offer the ability to compile and analyze information at global or local scales in a timely manner. However, to use them, it is important to develop methods that can enable the extraction of the desired information. Such methods should be robust and consistent enough to be considered for national monitoring systems. At the University of Maryland, the Global Land Analysis and Discovery (GLAD) Laboratory, led by Dr. Hansen, has developed automatic methods using Landsat data that have been applied for the Global Forest Change (GFC) in collaboration with the World Resources Institute (WRI), Google and others to providing information on tree cover loss throughout the global on a yearly basis, and on a daily basis a tree cover loss alert system to improve transparency and accessible at GFW Initiative (Global Forest Watch) website. Following the increasing interest in utilizing the GFC data, the GLAD Laboratory is working closely with national governments of different countries to reinforce their capacities in using the data in the best way and implementing the methodological framework for supporting their national forest monitoring, notification, and reporting (MNV) system. More precisely, the Lab supports step by step the countries in developing their reference emission levels and/or forest reference levels based on the country-specific needs, goals, and requirements, including the definition of the forest. Once in place, the methodology can easily be extended to different applications, such as monitoring the droughts events, etc. Here, we present the work accomplished with the national agencies of some countries in Africa, like Cameroon, Republic of Congo and Madagascar with the support of the Silva-Carbon and USAID-CARPE Programs and WRI. Backgrounds, Material and Methods To meet the demands of sustainable forest management and international commitments, European nations have designed a variety of forest-monitoring systems for specific needs. While the majority of countries are committed to independent, single-purpose inventorying, a minority of countries have merged their single-purpose forest inventory systems into integrated forest resource inventories. The statistical efficiencies of the Bavarian, Slovene and Swedish integrated forest resource inventory designs are investigated with the various statistical parameters of the variables of growing stock volume, shares of damaged trees, and deadwood volume. The parameters are derived by using the estimators for the given inventory designs. The required sample sizes are derived via the general formula for non-stratified independent samples and via statistical power analyses. The cost effectiveness of the designs is compared via two simple cost effectiveness ratios. Results In terms of precision, the most illustrative parameters of the variables are relative standard errors; their values range between 1% and 3% if the variables’ variations are low (s%<80%) and are higher in the case of higher variations. A comparison of the actual and required sample sizes shows that the actual sample sizes were deliberately set high to provide precise estimates for the majority of variables and strata. In turn, the successive inventories are statistically efficient, because they allow detecting the mean changes of variables with powers higher than 90%; the highest precision is attained for the changes of growing stock volume and the lowest for the changes of the shares of damaged trees. Two indicators of cost effectiveness also show that the time input spent for measuring one variable decreases with the complexity of inventories. On the one hand, forest policy decisions involve uncertainty, long time scales, and complex natural systems and processes. On the other hand, such decisions encompass social, political, and cultural systems that are evolving in response to forces such as globalization. Until recently, forest policy was heavily influenced by the scientific community and various economic models of optimal resource use. However, growing environmental awareness and acceptance of participatory democracy models in policy formulation have forced the public authorities to introduce new participatory mechanisms to manage forest resources. Most often, the efforts to include the public in policy formulation can be described using the lower rungs of Arnstein’s public participation typology. This paper presents an approach that incorporates stakeholder preferences into forest land-use policy using the Analytic Hierarchy Process (AHP). An illustrative case of regional forest-policy formulation in Australia is used to demonstrate the approach. Carbon uptake by mature Amazon forests has mitigated Amazon nations' carbon emissions.

Several independent lines of evidence suggest that Amazon forests have provided a significant carbon sink service, and also that the Amazon carbon sink in intact, mature forests may now be threatened as a result of different processes. There has however been no work done to quantify non-land-use-change forest carbon fluxes on a national basis within Amazonia, or to place these national fluxes and their possible changes in the context of the major anthropogenic carbon fluxes in the region. Here we present a first attempt to interpret results from ground-based monitoring of mature forest carbon fluxes in a biogeographically, politically, and temporally differentiated way. Specifically, using results from a large long-term network of forest plots, we estimate the Amazon biomass carbon balance over the last three decades for the different regions and nine nations of Amazonia, and evaluate the magnitude and trajectory of these differentiated balances in relation to major national anthropogenic carbon emissions. The sink of carbon into mature forests has been remarkably geographically ubiquitous across Amazonia, being substantial and persistent in each of the five biogeographic regions within Amazonia. Between 1980 and 2010, it has more than mitigated the fossil fuel emissions of every single national economy, except that of Venezuela. For most nations (Bolivia, Colombia, Ecuador, French Guiana, Guyana, Peru, Suriname) the sink has probably additionally mitigated all anthropogenic carbon emissions due to Amazon deforestation and other land use change. While the sink has weakened in some regions since 2000, our analysis suggests that Amazon nations which are able to conserve large areas of natural and semi-natural landscape still contribute globally-significant carbon sequestration. Mature forests across all of Amazonia have contributed significantly to mitigating climate change for decades. Yet Amazon nations have not directly benefited from providing this global scale
