Landscape-level green infrastructure creates a network of natural and semi-natural areas that protects and enhances ecosystem services, regenerative capacities, and ecological dynamism over long timeframes. It can also enhance quality of life and certain economic activity. Highways create a network for moving goods and services efficiently, enabling commerce, and improving mobility. A fundamentally profound conflict exists between transportation planning and green infrastructure planning because they both seek to create connected, functioning networks across the same landscapes and regions, but transportation networks, especially in the form of highways, fragment and disconnect green infrastructure networks. A key opportunity has emerged in the United States during the last ten years with the promotion of measures to link transportation and environmental concerns. In this article we examined the potential benefits and challenges of linking landscape-level green infrastructure planning and implementation with integrated transportation planning and highway project development in the United States policy context. This was done by establishing a conceptual model that identified logical flow lines from planning to implementation as well as the potential interconnectors between green infrastructure and highway infrastructure. We analyzed the relationship of these activities through literature review, policy analysis, and a case study of a suburban Maryland, USA landscape. We found that regionally developed and adopted green infrastructure plans can be instrumental in creating more responsive regional transportation plans and streamlining the project environmental review process while enabling better outcomes by enabling more targeted mitigation. In order for benefits to occur, however, landscape-scale green infrastructure assessments and plans must be in place before integrated transportation planning and highway project development occurs. Transportation system has contributed significantly to the development of human civilization; on the other hand it has an enormous impact on the ambient air quality in several ways. In this paper the air and noise pollution at selected sites along three sections of National Highway was monitored. Pakistan National Highway Authority has started a Highway Improvement program for rehabilitations and maintenance of National highways to improve the traffic flows, and would ultimately improve the air quality along highways. The ambient air quality and noise level was monitored at nine different locations along these sections of highways to quantify the air pollution. The duration of monitoring at individual location was 72 h. The most of the sampling points were near the urban or village population, schools or hospitals, in order to quantify the air pollution at most affected locations along these roads. A database consisting of information regarding the source of emission, local metrology and air quality may be created to assess the profile of air quality in the area.

Safe and affordable operations of traffic routes constitute the two main criteria for transportation planning in landslide-prone terrain. A right balancing of these often conflicting priorities requires profound knowledge of landslide locations across highway networks and the costs caused by landslides in the past (e.g., Saha et al., 2005). Much of the direct costs affecting transportation departments relate to capital investments for landslide repair or mitigation and operational expenditures in connection with maintenance works. A systematic collection and inventory of such data sets combined with an acquisition of hazard information on vulnerable road sections is still rarely the case in engineering practice. This is despite significant cost impacts and budgetary burdens, especially in peripheral mountain areas where financial resources are naturally limited (e.g., Klose et al., 2014). The present contribution introduces a regional inventory of landslides along highways in the Harz Mountains, NW Germany. As subset of a landslide database for the entire country, this focused GIS-based inventory has been compiled in close collaboration with the Lower Saxony Department of Transportation. The inventory includes data sets gathered by archive studies and relies on high-quality information sources such as maintenance protocols, geotechnical reports, and documents from tendering, controlling, and accounting. A mapping tool in ArcGIS format is used to specify and visualize road sections affected by landslides. This spatial information on hazard exposure is complemented by narrative risk profiles for landslide sites showing a long history of damage events. By summarizing the occurrence dates of landslides, the associated damages, and the types and costs of repair or prevention, such risk profiles are useful to

In late 2004, as part of American Coal Ash Association's (ACAA) strategic planning process, a plan was approved by its Board of Directors implementing a 'green highways' concept which emphasized use of coal combustion products (CCPs) in highways in a variety of ways including being used alone, in combination with other forms of CCPs, and combined with non ash materials. The incentives behind the developed concept were the derived advantages from beneficial technical economic and environmental impacts. Although the primary use of fly ash is concrete, other forms of CCPs could be considered for more non-traditional highway applications. For example,more » these might include soils stabilization, binders for in-place pavement recycling, use in flowable fills, aggregates, source materials for structural fills and embankments, components in manufactured soils, and for granular base courses beneath pavements. At this same time, unknown to ACCA, EPA Region 3 in Philadelphia was working with the Wetlands and Watershed Work Group, a non-profit organization involved in wetlands policy and management along with the Federal Highway Administration (FHWA) on their own Green Highways initiative. These groups were planning a conference, the 'Green Highway Forum'. This was held in College Park, Maryland at the University of Maryland, Nov 8-10 2005. At the conference a draft 'roadmap' was presented as a guide to executive level participants bringing the diverse viewpoints of many agencies and interest groups together. PLUS highway is the largest concessionary in Malaysia. The study on PLUS highway development, in order to overcome the demand for efficient road transportation, is crucial. If the highways have better interconnected network, it will help the economic activities such as trade to increase. If economic activities are increasing, the benefit will come to the people and state. In its turn, it will help the leaders to plan and conduct national development program. In this paper, network analysis approach will be used to study the in-coming traffic burden during the year of 2013. The highway network linking all the toll plazas is a dynamic network. The objective of this study is to learn and understand about highway network in terms of the in-coming traffic burden entering to each toll plazas along PLUS highway. For this purpose, the filtered network topology based on the forest of all possible minimum spanning trees is used. The in-coming traffic burden of a city is represented by the number of cars passing through the corresponding toll plaza. To interpret the filtered network, centrality measures such as degree centrality, betweenness centrality, closeness centrality, eigenvector centrality are used. An overall centrality will be proposed if those four measures are assumed to have the same role. Based on the results, some suggestions and recommendations for PLUS highway network development will be delivered to PLUS highway management.

A comparison of personal exposure to air pollutants in different travel modes on national highways in India.

People often travel a long distance on highways to the nearest city for professional/business activities. However, relatively few publications on passenger exposure to pollutants on highways in India or elsewhere are available. The aim of this study was to examine the contribution of different travel modes to passengers' pollutant exposure for a long distance travel on a national highway in India. We measured PM 2.5 and CO exposure levels of the passengers over 200km on a national highway using two portable air monitors, EVM-7 and EPAM-5000. Personal concentration exposures and per min-, per hour-, per trip- and round trip mass exposures for three travel modes were calculated for 9 trips. Association between pollutants and weather variables were evaluated using levels Spearman correlation. ANOVA was carried out to evaluate the influence of travel mode, the timing of trips, temperature and RH on personal exposures. On an average, PM 2.5 personal concentration exposure levels were highest in the car (85.41±61.85μgm -3 ), followed by the bus (75.08±55.39μgm -3 ) and lowest in the car (ac) (54.43±34.09μgm -3 ). In contrast, CO personal exposure was highest in the car (ac) (1.81±1.3ppm). Travel mode explained the highest variability for CO (18.1%), CO 2 (9.9%), PM 2.5 (1.2%) exposures. In-city mass exposures were higher than trip averages; PM 2.5 :1.21-1.22, 1.13-1.19 and 1.03-1.28 times; CO: 1.20-1.57, 1.37-2.10 and 1.76-2.22 times for bus, car and car (ac) respectively. Traveling by car (ac) results in the lowest PM 2.5 exposures, although it exposes the passenger to high CO level. Avoiding national highways passing through cities can reduce up to 25% PM 2.5 and 50% CO mass exposures. Transportation is vital to the U.S. economy and society. As such, U.S. Presidents have repeatedly stated that the nation needs to reduce dependence on petroleum, especially for the highway transportation sector. Throughout history, highway transportation fuel transitions have been completed successfully both in United States and abroad. Other attempts have failed, as described in Appendix A: Historical Highway Fuel Transitions. Planning for a transition is critical because the changes can affect our nation's ability to compete in the world market. A transition will take many years to complete. While it is tempting to make quick decisions about the new fuel(s)more » of choice, it is preferable and necessary to analyze all the pertinent criteria to ensure that correct decisions are made. Doing so will reduce the number of changes in highway fuel(s). Obviously, changes may become necessary because of occurrences such as significant technology breakthroughs or major world events. With any and all of the possible transitions to new fuel(s), the total replacement of gasoline and diesel fuels is not expected. These conventional fuels are envisioned to coexist with the new fuel(s) for decades, while the revised fuel and vehicle infrastructures are implemented. The transition process must analyze the needs of the primary 'players,' which consist of the customers, the government, the fuel industry, and the automotive industry. To maximize the probability of future successes, the prime considerations of these groups must be addressed. Section 2 presents a succinct outline of the Checklist. In the actual context of modernization and development of the road and railway infrastructure of Romania, we have to make some expropriation works. These works can assure the legal basis on which a said patch will be transferred from a private owner to the ownership of the Romanian state in order to be used for public interest, while the original owner would receive compensation for the patch of land. In this paper we wish to address the particularities of expropriation for highways and regional planning that provide the legal basis by which an estate passes from private property to state ownership in the public interest needs, none the less compensation being paid. In 2006-2007 began the first works of expropriation of land, on the Arad-Timisoara motorway section, under Government Decision no. 1546/2006. The motorway section we will bring up for discussion in 2016 is situated in the administrative-territorial division Galda de Jos, Alba Iulia County. For patches affected by the highway corridor, if it is to expropriate part of the patch, the cadastral documentation has to be established individually for each resulting lot, respectively for the lot/lots that remain in the ownership of the original owner, but also for the expropriated lot.

During spring 2006, talus from the toe area of a rock-block slide of about 800,000 m3 buried California State Highway 140, one of the main routes into heavily-visited Yosemite National Park, USA. Closure of the highway for 92 days caused business losses of about 4.8 million USD. The rock slide, composed of slate and phyllite, moved slowly downslope from April to June 2006, creating a fresh head scarp with 9-12 m of displacement. Movement of the main rock slide, a re-activation of an older slide, was triggered by an exceptionally wet spring 2006, following a very wet spring 2005. As of autumn 2006, most of the main slide appeared to be at rest, although rocks occasionally continued to fall from steep, fractured rock masses at the toe area of the slide. Future behavior of the slide is difficult to predict, but possible scenarios range from continued scattered rock fall to complete rapid failure of the entire mass. Although unlikely except under very destabilizing circumstances, a worst-case, rapid failure of the entire rock slide could extend across the Merced River, damming the river and creating a reservoir. As a temporary measure, traffic has been rerouted to the opposite side of the Merced River at about the same elevation as the buried section of Highway 140. A state-of-the-art monitoring system has been installed to detect movement in the steep talus slope, movement of the main slide mass, local strong ground motion from regional earthquakes, and sudden changes in stream levels, possibly indicating damming of the river by slide material. ?? 2008 Springer-Verlag.

Highway infrastructure is a prerequisite for a functioning economy and social life. Highways, often prone to congestion and disruption, are one of the aspects of a modern transport network that require maximum efficiency if an integrated transport network, and sustainable mobility, is to be achieved. Assessing the condition of highway structures, to plan subsequent maintenance, is essential to allow the long-term functioning of a road network. Optimizing the methods used for such assessment will lead to better information being obtained about the road and underlying ground conditions. The condition of highway structures will be affected by a number of factors, including the properties of the highway pavement, the supporting sub-base and the subgrade (natural ground), and the ability to obtain good information about the entire road structure, from pavement to subgrade, allows appropriate maintenance programs to be planned. The maintenance of highway pavements causes considerable cost and in many cases obstruction to traffic flow. In this situation, methods that provide information on the present condition of pavement structure non-destructively and economically are of great interest. It has been shown that Ground-Penetrating-Radar (GPR), which is a Non Destructive Technique (NDT), can deliver information that is useful for the planning of pavement maintenance activities. More specifically GPR is used by pavement engineers in order to determine physical properties and characteristics of the pavement structure, information that is valuable for the assessment of pavement condition. This work gives an overview on the practical application of GPR using examples from highway asphalt pavements monitoring. local ecosystem were reviewed to provide information on (1) the suitability of the existing data for a quantitative national synthesis, (2) the methods available to study the effects of highway runoff on local ecosystems, and (3) the potential for adverse effects on the roadside environment and receiving waters. Although many biological studies have been done, the use of different methods and a general lack of sufficient documentation precludes a quantitative national synthesis on the basis of the existing data. The Federal Highway Administration, the U.S. Environmental Protection Agency, the U.S. Geological Survey, the Intergovernmental Task Force on Monitoring Water Quality, and the National Resources Conservation Service all have developed and documented methods for assessing the effects of contaminants on ecosystems in receiving waters. These published methods can be used to formulate a set of protocols to provide consistent information from highway-runoff studies. Review of the literature indicates (qualitatively) that highway runoff (even from highways with high traffic volume) may not usually be acutely toxic. Tissue analysis and community assessments, however, indicate effects from highway- runoff sediments near discharge points (even from sites near highways with relatively low traffic volumes). At many sites, elevated concentrations of highway-runoff constituents were measured in tissues of species associated with aquatic sediments. Community assessments also indicate decreases in the diversity and productivity of aquatic ecosystems at some sites receiving highway runoff. These results are not definitive, however, and depend on many site-specific criteria that were not sufficiently documented in most of the studies reviewed.

Temporary Losses of Highway Capacity and Impacts on Performance

Traffic congestion and its impacts significantly affect the nation's economic performance and the public's quality of life. In most urban areas, travel demand routinely exceeds highway capacity during peak periods. In addition, events such as crashes, vehicle breakdowns, work zones, adverse weather, and suboptimal signal timing cause temporary capacity losses, often worsening the conditions on already congested highway networks. The impacts of these temporary capacity losses include delay, reduced mobility, and reduced reliability of the highway system. They can also cause drivers to re-route or reschedule trips. Prior to this study, no nationwide estimates of temporary losses of highway capacitymore » had been made by type of capacity-reducing event. Such information is vital to formulating sound public policies for the highway infrastructure and its operation. This study is an initial attempt to provide nationwide estimates of the capacity losses and delay caused by temporary capacity-reducing events. The objective of this study was to develop and implement methods for producing national-level estimates of the loss of capacity on the nation's highway facilities due to temporary phenomena as well as estimates of the impacts of such losses. The estimates produced by this study roughly indicate the magnitude of problems that are likely be addressed by the Congress during the next re-authorization of the Surface Transportation Programs. The scope of the study includes all urban and rural freeways and principal arterials in the nation's highway system for 1999. Specifically, this study attempts to quantify the extent of temporary capacity losses due to crashes, breakdowns, work zones, weather, and sub-optimal signal timing. These events can cause impacts such as capacity reduction, delays, trip rescheduling, rerouting, reduced mobility, and reduced reliability. Emergency Highway Landings in General Aviation and the Possible Role of Media Reports.

To examine the causes and factors of airplane landings on highways and the dangers to occupants of vehicles on the ground. The U.S. National Transportation Safety Board online database provided 133 accidents involving a highway landing dating from 2000 to 2013. Supplemental information was sought in online media archives, which reported on 53 of these accidents. Collisions with highway-related objects, other options for landing, and witness accounts were added categories extracted from the narrative statements and media reports. Highway landings occur mostly due to mechanical failures, ineffective preflight or in-flight planning, and fuel exhaustion, in addition to a lack of alternate landing options for a pilot of a fixed-wing aircraft. Most of the landings (N = 108) lead to minor or no injuries at all. A significant proportion of 7 out of 19 collisions with powerlines resulted in a fatality, as opposed to other types of accidents. Collisions with motor vehicles (N = 29) caused minor (N = 23) and serious (N = 2) injuries to people on the ground. Main online media archives covered less than half of all accidents (39.8%). While highway landings are not a recommended landing alternative, mitigation strategies should include a focus on avoiding powerlines and vehicles on the ground. This paper summarizes the impact of the Loma Prieta earthquake on highway systems. City streets, urban freeways, county roads, state routes, and the national highway system were all affected. There was damage to bridges, roads, tunnels, and other highway structures. The most serious damage occurred in the cities of San Francisco and Oakland, 60 miles from the fault rupture. The cost to repair and replace highways damaged by this earthquake was $2 billion. About half of this cost was to replace the Cypress Viaduct, a long, elevated double-deck expressway that had a devastating collapse which resulted in 42 deaths and 108 injuries. The earthquake also resulted in some positive changes for highway systems. Research on bridges and earthquakes began to be funded at a much higher level. Retrofit programs were started to upgrade the seismic performance of the nation's highways. The Loma Prieta earthquake changed earthquake policy and engineering practice for highway departments not only in California, but all over the world.

The natural environment affects the construction of desert highways. Conversely, highway construction affects the natural environment and puts the ecological environment at a disadvantage. To satisfy the variety and hierarchy of desert highway construction and discover the spatio-temporal distribution of the natural environment and its effect on highway construction engineering, an assessment of the natural regional divisions of desert highways in China is carried out for the first time. Based on the general principles and method for the natural region division, the principles, method and index system for desert highway assessment is put forward by combining the desert highway construction features and the azonal differentiation law. The index system combines the dominant indicator and four auxiliary indicators. The dominant indicator is defined by the desert’s comprehensive state index and the auxiliary indicators include the sand dune height, the blown sand strength, the vegetation coverage ratio and the annual average temperature difference. First the region is divided according to the dominant indicator. Then the region boundaries are amended according to the four auxiliary indicators. Finally the natural region division map for desert highway assessment is presented. The Chinese desert highways can be divided into three sections: the east medium effect region, the middle medium-severe effect region, and the west slight-medium effect region. The natural region division map effectively paves the way for the route planning, design, construction, maintenance and ongoing management of desert highways, and further helps environmental protection. Decision makers need viable methods for the interpretation of local, regional, and national-highway runoff and urban-stormwater data including flows, concentrations and loads of chemical constituents and sediment, potential effects on receiving waters, and the potential effectiveness of various best management practices (BMPs). Valid (useful for intended purposes), current, and technically defensible stormwater-runoff models are needed to interpret data collected in field studies, to support existing highway and urban-runoffplanning processes, to meet National Pollutant Discharge Elimination System (NPDES) requirements, and to provide methods for computation of Total Maximum Daily Loads (TMDLs) systematically and economically. Historically, conceptual, simulation, empirical, and statistical models of varying levels of detail, complexity, and uncertainty have been used to meet various data-quality objectives in the decision-making processes necessary for the planning, design, construction, and maintenance of highways and for other land-use applications. Water-quality simulation models attempt a detailed representation of the physical processes and mechanisms at a given site. Empirical and statistical regional water-quality assessment models provide a more general picture of water quality or changes in water quality over a region. All these modeling techniques share one common aspect-their predictive ability is poor without suitable site-specific data for calibration. To properly apply the correct model, one must understand the classification of variables, the unique characteristics of water-resources data, and the concept of population structure and analysis. Classifying variables being used to analyze data may determine which statistical methods are appropriate for data analysis. An understanding of the characteristics of water-resources data is necessary to evaluate the applicability of different statistical methods, to interpret the results of these techniques

Spatial data are important for interpretation of water-quality information on a regional or national scale. Geographic information systems (GIS) facilitate interpretation and integration of spatial data. The geographic information and data compiled for the conterminous United States during the National Highway Runoff Water-Quality Data and Methodology Synthesis project is described in this document, which also includes information on the structure, file types, and the geographic information in the data files. This 'geodata' directory contains two subdirectories, labeled 'gisdata' and 'gisimage.' The 'gisdata' directory contains ArcInfo coverages, ArcInfo export files, shapefiles (used in ArcView), Spatial Data Transfer Standard Topological Vector Profile format files, and meta files in subdirectories organized by file type. The 'gisimage' directory contains the GIS data in common image-file formats. The spatial geodata includes two rain-zone region maps and a map of national ecosystems originally published by the U.S. Environmental Protection Agency; regional estimates of mean annual streamflow, and water hardness published by the Federal Highway Administration; and mean monthly temperature, mean annual precipitation, and mean monthly snowfall modified from data published by the National Climatic Data Center and made available to the public by the Oregon Climate Service at Oregon State University. These GIS files were compiled for qualitative spatial analysis of available data on a national and(or) regional scale and therefore should be considered as qualitative representations, not precise geographic location information.

A study to determine the impact of two alternative construction plans for proposed interchange between the existing Interstate Highway 26 and Interstate Highway 526 in the Filbin Creek drainage basin near North Charleston, South Carolina was performed by the U.S. Geological Survey, in cooperation with the South Carolina Department of Highways and Public Transportation. A computerized reservoir routing technique was used to route synthetic flood hydrographs through the basin system. Simulation results indicate that the new roadway will cause little or no change in water-surface elevations downstream of Interstate Highway 26. Upstream of Interstate Highway 26, approximately 0.5 foot of backwater will be created by either alternative during a 100-year flood as a result of the Interstate Highway 526 embankments and structures. The Public Health Service and the National Highway Traffic Safety Administration share the responsibility for problems related to injury prevention and control regarding the alcohol-impaired operation of motor vehicles. NHTSA activities have evolved over several decades within a general framework which emphasizes community-based systems. The National Highway Traffic Safety Administration is promoting program activities that stress community-level involvement in problems of alcohol and highway use. The public health approach to the mortality and morbidity resulting from alcohol use and motor vehicle operation entails examining and promoting those activities that address human factors. Techniques for Effective Alcohol Management (TEAM) is a cooperative effort representing sports, entertainment, insurance, vehicle manufacturer, and other organizations and agencies building community coalitions. The Centers for Disease Control is establishing research and collaborating centers to stimulate studies and exchange information on injury-related research. Alcohol countermeasures programs include training for law enforcement and legal officials, technology development efforts, and changes in laws applied to use of alcohol and other drugs. Outreach and networking activities have encouraged the initiation and coordination of community level groups active in promoting highway safety with regard to the use of alcohol. Statistical method changes are being discussed for surveillance of motor vehicle-related injuries for Health Objectives for the Nation for the Year 2000. This article discusses an application of the ecological planning model proposed by Van Riet and Cooks. The various steps outlined in this model have been applied to Kruger National Park in South Africa. The natural features of Kruger National Park, which form the basis of such an ecological planning exercise and from which the various land use categories, values, and zoning classes can be determined, are discussed in detail. The suitability of each of the various features is analyzed and a final zoning proposal for Kruger National Park is suggested. Furthermore a method for selecting a site for a new camp is illustrated by referring to the site for the new Mopane rest camp which is now under construction in the Kruger National Park. The conclusion is reached that the proposed ecological planning model can be used successfully in planning conservation areas such as Kruger National Park and for the selection of the most desirable sites for the establishment of new rest camps. Its suitability as a practical model in such planning exercises is proven by the fact that the siting proposals of two new camps based on this model have been accepted by the National Parks Board, the controlling body of Kruger National Park.

Methodology and significance of studies of atmospheric deposition in highway runoff

Atmospheric deposition and the processes that are involved in causing and altering atmospheric deposition in relation to highway surfaces and runoff were evaluated nationwide. Wet deposition is more easily monitored than dry deposition, and data on wet deposition are available for major elements and water properties (constituents affecting acid deposition) from the inter-agency National Atmospheric Deposition Program/ National Trends Network (NADP/NTN). Many trace constituents (metals and organic compounds) of interest in highway runoff loads, however, are not included in the NADP/NTN. Dry deposition, which constitutes a large part of total atmospheric deposition for many constituents in highway runoff loads, is difficult to monitor accurately. Dry-deposition rates are not widely available.Many of the highway-runoff investigations that have addressed atmospheric-deposition sources have had flawed investigative designs or problems with methodology. Some results may be incorrect because of reliance on time-aggregated data collected during a period of changing atmospheric emissions. None of the investigations used methods that could accurately quantify the part of highway runoff load that can be attributed to ambient atmospheric deposition. Lack of information about accurate ambient deposition rates and runoff loads was part of the problem. Samples collected to compute the rates and loads were collected without clean-sampling methods or sampler protocols, and without quality-assurance procedures that could validate the data. Massbudget calculations comparing deposition and runoff did not consider loss of deposited material during on-highway processing. Loss of deposited particles from highway travel lanes could be large, as has been determined in labeled particle studies, because of resuspension caused by turbulence from passing traffic. Although a cause of resuspension of large particles, traffic turbulence may increase the rate of deposition for small particles and

Effective flow resistivity of highway pavements.

In the case of highway traffic noise, propagating sound is influenced by the ground over which it travels, whether it is the pavement itself or the ground between the highway and nearby communities. Properly accounting for ground type in modeling can increase accuracy in noise impact determinations and noise abatement design. Pavement-specific effective flow resistivity values are being investigated for inclusion in the Federal Highway Administration Traffic Noise Model, which uses these values in the sound propagation algorithms and currently applies a single effective flow resistivity value to all pavement. Pavement-specific effective flow resistivity values were obtained by applying a modified version of the American National Standards Institute S1.18 standard. The data analysis process was tailored to allow for increased sensitivity and extraction of effective flow resistivity values for a broad range of pavements (sound absorptive to reflective). For porous pavements (sound absorptive), it was determined that examination of the measured data can reveal influence from an underlying structure. Use of such techniques can aid in the design of quieter pavements.

Developing such a plan required a broad spectrum of experience and disciplines. The Strategic Plan team needed the participation of industry, government, and academia. The plan provides, if followed, a means for the U.S. to maintain technical excellence and world leadership in rocket propulsion. Several deformation phases in tectonically active Himalayas have rendered the rock masses very complex in terms of structure, lithology and degree of metamorphism. Again, anthropogenic activities such as roads, tunnels and other civil engineering constructions have led to a state of disequilibrium which in many cases, results in failure of rock masses. National Highway-05 around Jhakri area in India is a major connecting route to the China border in the hilly terrains of the state Himachal Pradesh. It cuts through the Himalayan rocks and has a hazardous history of landslides destroying human lives and interrupting communication very frequently. As a contribution towards the mitigation process, a study has been carried out along the highway to analyse kinematic stability and qualitative estimation of rock mass condition through rock mass classification systems. The kinematic analysis shows that the rock slopes are prone to planar and wedge failure. Rock mass rating for most of the locations lies between 7 and 34, representing a poor rock mass quality (Class IV), whereas slope mass rating is more disperse and ranges from 11 to 52 for most of the slopes (Class III, IV and V).

As part of the Conceptual Design Report (CDR) for the National Ignition Facility (NIF), scientists from Lawrence Livermore National Laboratory (LLNL), Los Alamos National Laboratory (LANL), Sandia National Laboratory (SNL), the University of Rochester's Laboratory for Laser Energetics (UR/LLE), and EG&G formed an NIF Target Diagnostics Working Group. The purpose of the Target Diagnostics Working Group is to prepare conceptual designs of target diagnostics for inclusion in the facility CDR and to determine how these specifications impact the CDR. To accomplish this, a subgroup has directed its efforts at constructing an approximate experimental plan for the ignition campaign of the NIF CDR. The results of this effort are contained in this document, the Experimental Plan for achieving fusion ignition in the NIF. This group initially concentrated on the flow-down requirements of the experimental campaign leading to ignition, which will dominate the initial efforts of the NIF. It is envisaged, however, that before ignition, there will be parallel campaigns supporting weapons physics, weapons effects, and other research. This plan was developed by analyzing the sequence of activities required to finally fire the laser at the level of power and precision necessary to achieve the conditions of an ignition hohlraum target, and to then use our experience in activating and running Nova experiments to estimate the rate of completing these activities.

This study examines the effect of highway capital investments on highway fatalities. We used state-level data from the 48 contiguous states in the United States from 1968 through 2010 to estimate the effects on highway fatalities of capital expenditures and highway capital stock. We estimated these effects by controlling for a set of control variables together with state and year dummy variables and state-specific linear time trends. We found that capital expenditures and capital stock had significant and negative effects on highway fatalities. States faced with declines in gas tax revenues have already cut back drastically on spending on roads including on maintenance and capital outlay. If this trend continues, it may undermine traffic safety. While states and local governments are currently fiscally strained, it is important for them to continue investments in roadways to enhance traffic safety and, more significantly, to save lives. Cost overrun is an increase of cost of project from approved budget which was signed by parties at the time of tender. Cost overrun in construction of highway projects is a common problem worldwide and construction industry of Pakistan is also facing this crucial problem of cost overrun in highway projects of Pakistan. The main objective of this research is to identify the causative factors of cost overrun in highway projects of Sindh province of Pakistan. A well designed questionnaire was developed based on 64 common factors of cost overrun from literature review. Developed questionnaire was distributed among selected 30 experts from owner/client, designer/consultant and contractor who have experience more than 20 years’ experience in highway projects. The collected data was statistical analyzed. After analysis results showed that delay process in payment by client, inadequate planning, client interference, poor contract management, delay of decision making, change of scope of project and financial problems faced by client were most causative factors of cost overrun in highway projects. This research will provide alertness to stakeholders of highway projects of Sindh province to avoid cost overrun in projects.

The Qinling panda subspecies (Ailuropoda melanoleuca qinlingensis) is highly endangered with fewer than 350 individuals inhabiting the Qinling Mountains. Previous studies have indicated that giant pandas are exposed to heavy metals, and a possible source is vehicle emission. The concentrations of Cu, Zn, Mn, Pb, Cr, Ni, Cd, Hg, and As in soil samples collected from sites along a major highway bisecting the panda's habitat were analyzed to investigate whether the highway was an important source of metal contamination. There were 11 sites along a 30-km stretch of the 108th National Highway, and at each site, soil samples were taken at four distances from the highway (0, 50, 100, and 300 m) and at three soil depths (0, 5, 10 cm). Concentrations of all metals except As exceeded background levels, and concentrations of Cu, Zn, Mn, Pb, and Cd decreased significantly with increasing distance from the highway. Geo-accumulation index indicated that topsoil next to the highway was moderately contaminated with Pb and Zn, whereas topsoil up to 300 m away from the highway was extremely contaminated with Cd. The potential ecological risk index demonstrated that this area was in a high degree of ecological hazards, which were also due to serious Cd contamination. And, the hazard quotient indicated that Cd, Pb, and Mn especially Cd could pose the health risk to giant pandas. Multivariate analyses demonstrated that the highway was the main source of Cd, Pb, and Zn and also put some influence on Mn. The study has confirmed that traffic does contaminate roadside soils and poses a potential threat to the health of pandas. This should not be ignored when the conservation and management of pandas is considered.

The transportation sector includes many subcategories--for example, on-highway, off-highway, and non-highway. Use of fuel for off-highway purposes is not well documented, nor is the number of off-highway vehicles. The number of and fuel usage for on-highway and aviation, marine, and rail categories are much better documented than for off-highway land-based use. Several sources document off-highway fuel use under specific conditions--such as use by application (e.g., recreation) or by fuel type (e.g., gasoline). There is, however, no single source that documents the total fuel used off-highway and the number of vehicles that use the fuel. This report estimates the fuel usagemore » and number of vehicles/equipment for the off-highway category. No new data have been collected nor new models developed to estimate the off-highway data--this study is limited in scope to using data that already exist. In this report, unless they are being quoted from a source that uses different terminology, the terms are used as listed below. (1) ''On-highway/on-road'' includes land-based transport used on the highway system or other paved roadways. (2) ''Off-highway/off-road'' includes land-based transport not using the highway system or other paved roadways. (3) ''Non-highway/non-road'' includes other modes not traveling on highways such as aviation, marine, and rail. It should be noted that the term ''transportation'' as used in this study is not typical. Generally, ''transportation'' is understood to mean the movement of people or goods from one point to another. Some of the off-highway equipment included in this study doesn't transport either people or goods, but it has utility in movement (e.g., a forklift or a lawn mower). Along these lines, a chain saw also has utility in movement, but it cannot transport itself (i.e., it must be carried) because it does not have wheels. Research in Europe, as documented by an FHWA/AASHTO European Scan Tour held in May 2004, and recent activity in Arizona and California, has fostered much interest in ``quiet pavements.'' On September 14-16, 2004, an FHWA sponsored Roadmap to Quieter Highways workshop was held at Purdue University. Participants were from the disciplines of pavement, safety, and noise from FHWA, State departments of transportation, industry (paving associations, general contractors, tire, and vehicle manufacturers), and academia. After several breakout sessions in the areas of policy, construction, maintenance, analysis (measurement and prediction), research, and design, the group had identified the knowledge gaps and developed a plan to fill those gaps. Several activities have been implemented based on the Roadmap to Quieter Highways. An Expert Task Group was formed to provide a draft provisional standard for the measurement methodologies, e.g., source, wayside, pavement absorption. A Tire/Pavement 101 workshop is being developed to educate pavement practitioners in noise concepts and noise practitioners in pavement concepts. A Tire/Pavement Noise clearinghouse is being developed as a one-stop location for all current tire/pavement noise or quiet pavement activities. Several research studies have been started and a second workshop will be held in 2006 to assess progress of the Roadmap.

The Quinault Indian Nation (Nation) initiated this study on conservation and production of renewable energy because this approach created the opportunity: • To become self-sufficient and gain greater control over the energy the Nation uses; • To generate jobs and businesses for its members; • To better manage, sustain, and protect its resources; • To express the cultural values of the Nation in an important new arena. The Nation has relatively small energy needs. These needs are concentrated at two separate points: the Quinault Beach Resort and Casino (QBRC) and Taholah on the Quinault Indian Reservation (QIR). Except for themore » town of Queets, energy needs are small and scattered. The needs vary greatly over the season. The small scale, widely dispersed, and variable nature of these needs presents a unique challenge to the Nation. Meeting these needs requires a resource and technology that is flexible, effective, and portable. Conservation is the most cost-effective way to meet any need. It is especially effective in a situation like this where production would leave a high per unit cost. This plan is based on first gaining energy savings through conservation. Major savings are possible through: 1. Upgrading home appliances on the QIR. 2. Weatherizing homes and facilities. 3. Changes in lighting/ventilation in the QBRC pool room. These elements of the plan are already being implemented and promise to save the Nation around a quarter of its present costs. Wood biomass is the best resource available to the QIN for energy production either on-site or for commercial development. It is abundant, flexible and portable. Its harvesting has high job potential and these jobs are a good fit for the present “skill set” of the QIN. This plan focuses on using wood biomass to produce energy and other value-added products. Our study considered various technologies and approaches to using wood for energy. We considered production for both on-site and commercial

Climate adaptation planning in practice: an evaluation of adaptation plans from three developed nations

Formal planning for climate change adaptation is emerging rapidly at a range of geo-political scales. This first generation of adaptation plans provides useful information regarding how institutions are framing the issue of adaptation and the range of processes that are recognized as being part of an adaptation response. To better understand adaptation planning among developed nations, a set of 57 adaptation plans from Australia, the United Kingdom and the United States was evaluated against a suite of 19 planning processes identified from existing guidance instruments for adaptation planning. Total scores among evaluated plans ranged from 16% of the maximum possiblemore » score to 61%, with an average of 37%. These results suggest adaptation plans are largely under-developed. Critical weaknesses in adaptation planning are related to limited consideration for non-climatic factors as well as neglect for issues of adaptive capacity including entitlements to various forms of capital needed for effective adaptation. Such gaps in planning suggest there are opportunities for institutions to make better use of existing guidance for adaptation planning and the need to consider the broader governance context in which adaptation will occur. In addition, the adaptation options prescribed by adaptation plans reflect a preferential bias toward low-risk capacity-building (72% of identified options) over the delivery of specific actions to reduce vulnerability. To the extent these findings are representative of the state of developed nation adaptation planning, there appear to be significant deficiencies in climate change preparedness, even among those nations often assumed to have the greatest adaptive capacity.« less

We reviewed silicosis case data from the construction industry in 3 states that have silicosis registries, and we conducted environmental monitoring for silica at highway repair work sites. Results. Our findings indicate that a large population of highway workers is at risk of developing silicosis from exposure to crystalline silica. Conclusions. Exposure control methods, medical screenings, protective health standards, and safety-related contract language are necessary for preventing future occupational disease problems among highway repair workers. In Thailand, antimicrobial resistance has formed a small component of national drug policies and strategies on emerging infectious diseases. However, poor coordination and a lack of national goals and monitoring and evaluation platforms have reduced the effectiveness of the corresponding national actions. On the basis of local evidence and with the strong participation of relevant stakeholders, the first national strategic plan on antimicrobial resistance has been developed in Thailand. Before the development of the plan, ineffective coordination meant that antimicrobial resistance profiles produced at sentinel hospitals were not used effectively for clinical decision-making. There was no integrated system for the surveillance of antimicrobial resistance, no system for monitoring consumption of antimicrobial drugs by humans, livestock and pets and little public awareness of antimicrobial resistance. In August 2016, the Thai government endorsed a national strategic plan on antimicrobial resistance that comprised six strategic actions and five targets. A national steering committee guides the plan's implementation and a module to assess the prevalence of household antibiotic use and antimicrobial resistance awareness has been embedded into the biennial national health survey. A national system for the surveillance of antimicrobial consumption has also been initiated. Strong political commitment, national ownership and adequate multisectoral institutional capacities will be essential for the effective implementation of the national plan. A robust monitoring and evaluation platform now contributes to evidence-based interventions. An integrated system for the surveillance of antimicrobial resistance still needs to be established.

There is a need to assess the risk of exposure to metals via roadside dust in Vietnam where many people live along the road/highways and are constantly exposed to roadside dust. In this study, we collected dust samples at 55 locations along two major Highways in north-east Vietnam, which passed through different land use areas. Samples were sieved into three different particle sizes and analyzed for concentrations of eight metals using a X-ray fluorescence instrument. The concentrations and environmental indices (EF, I geo ) of metals were used to evaluate the degree of pollution in the samples. Among different land uses, industrial areas could be highly polluted with heavy metals in roadside dust, followed by commerce and power plants. Additionally, the traffic density probably played an important role; higher concentrations were observed in samples from Highway No. 5 where traffic is several times higher than Highway No. 18. According to the risk assessment, Cr poses the highest noncarcinogenic risk even though the health hazard index values of assessed heavy metals in this study were within the acceptable range. Our assessment also found that the risk of exposure to heavy metals through roadside dust is much higher for children than for adults.

Globally, the United Sates Government is one of the largest providers of environmental and Earth-system data. As the nation's Earth observation capacity has grown, so have the complexity and challenges associated with managing Earth observation systems and related data holdings. In July 2014, the White House Office of Science and Technology Policy released the first-ever National Plan for Civil Earth Observations to address these challenges. The Plan provides a portfolio management-based framework for maximizing the value of Federal Earth observations. The Plan identifies Federal priorities for Earth observations and improved management of their data. Through routine assessments, expanding data management efforts, interagency planning, and international collaboration, OSTP and its partner agencies will seek ensure the continued provision of and access to key Earth observation data, which support a broad range of public services and research programs. The presenters will provide a detailed review of the components of the National Plan, its impacts across the Federal agencies involved in Earth observations, and associated efforts to enable interagency coordination.

Traffic congestion and its impacts significantly affect the nation's economic performance and the public's quality of life. In most urban areas, travel demand routinely exceeds highway capacity during peak periods. In addition, events such as crashes, vehicle breakdowns, work zones, adverse weather, railroad crossings, large trucks loading/unloading in urban areas, and other factors such as toll collection facilities and sub-optimal signal timing cause temporary capacity losses, often worsening the conditions on already congested highway networks. The impacts of these temporary capacity losses include delay, reduced mobility, and reduced reliability of the highway system. They can also cause drivers to re-routemore » or reschedule trips. Such information is vital to formulating sound public policies for the highway infrastructure and its operation. In response to this need, Oak Ridge National Laboratory, sponsored by the Federal Highway Administration (FHWA), made an initial attempt to provide nationwide estimates of the capacity losses and delay caused by temporary capacity-reducing events (Chin et al. 2002). This study, called the Temporary Loss of Capacity (TLC) study, estimated capacity loss and delay on freeways and principal arterials resulting from fatal and non-fatal crashes, vehicle breakdowns, and adverse weather, including snow, ice, and fog. In addition, it estimated capacity loss and delay caused by sub-optimal signal timing at intersections on principal arterials. It also included rough estimates of capacity loss and delay on Interstates due to highway construction and maintenance work zones. Capacity loss and delay were estimated for calendar year 1999, except for work zone estimates, which were estimated for May 2001 to May 2002 due to data availability limitations. Coastal areas typically have high social and economic development and are likely to suffer huge losses due to tropical cyclones. These cyclones have a great impact on the transportation network, but there have been a limited number of studies about tropical-cyclone-induced transportation network functional damages, especially in Asia. This study develops an innovative measurement and analytical tool for highway network functional damage and risk in the context of a tropical cyclone, with which we explored the critical spatial characteristics of tropical cyclones with regard to functional damage to a highway network by developing linear regression models to quantify their relationship. Furthermore, we assessed the network's functional risk and calculated the return periods under different damage levels. In our analyses, we consider the real-world highway network of Hainan province, China. Our results illustrate that the most important spatial characteristics were location (in particular, the midlands), travel distance, landfalling status, and origin coordinates. However, the trajectory direction did not obviously affect the results. Our analyses indicate that the highway network of Hainan province may suffer from a 90% functional damage scenario every 4.28 years. These results have critical policy implications for the transport sector in reference to emergency planning and disaster reduction. © 2015 Society for Risk Analysis.

Road runoff is recognized as a substantial nonpoint source of contamination to the aquatic environment. Highway seasonal first flushes contain particularly high concentrations of pollutants. To fully account for the toxicity potential of the runoff, the cumulative effects of the pollutants should be assessed, ideally by biological analyses. Acute toxicity tests with were used to measure the toxicity of runoff from three major highway sections in Israel for 2 yr. Highway first flushes resulted in the mortality of all tested individuals within 24 to 48 h. A first flush collected from Highway 4 (traffic volume: 81,200 cars d) remained toxic even after dilution to <5% (48 h EC <5%). Synthetic solutions with metal concentrations corresponding to highways' first flushes revealed a synergistic adverse effect on survival and a potential additive effect of nonmetal pollutants in the runoff. Because daphnids and other invertebrates constitute the base of the aquatic food chain, detrimental effects of highway runoff may propagate to higher levels of biological organization. The observed high potential of environmental contamination warrants the control of highway runoff in proximity to natural watercourses. The FY 2000-2004 Institutional Plan provides an overview of the Ernest Orlando Lawrence Berkeley National Laboratory (Berkeley Lab, the Laboratory) mission, strategic plan, initiatives, and the resources required to fulfill its role in support of national needs in fundamental science and technology, energy resources, and environmental quality. To advance the Department of Energy's ongoing efforts to define the Integrated Laboratory System, the Berkeley Lab Institutional Plan reflects the strategic elements of our planning efforts. The Institutional Plan is a management report that supports the Department of Energy's mission and programs and is an element of the Department of Energy's strategicmore » management planning activities, developed through an annual planning process. The Plan supports the Government Performance and Results Act of 1993 and complements the performance-based contract between the Department of Energy and the Regents of the University of California. It identifies technical and administrative directions in the context of the national energy policy and research needs and the Department of Energy's program planning initiatives. Preparation of the plan is coordinated by the Office of Planning and Communications from information contributed by Berkeley Lab's scientific and support divisions.« less
