The transportation sector includes many subcategories--for example, on-highway, off-highway, and non-highway. Use of fuel for off-highway purposes is not well documented, nor is the number of off-highway vehicles. The number of and fuel usage for on-highway and aviation, marine, and rail categories are much better documented than for off-highway land-based use. Several sources document off-highway fuel use under specific conditions--such as use by application (e.g., recreation) or by fuel type (e.g., gasoline). There is, however, no single source that documents the total fuel used off-highway and the number of vehicles that use the fuel. This report estimates the fuel usagemore » and number of vehicles/equipment for the off-highway category. No new data have been collected nor new models developed to estimate the off-highway data--this study is limited in scope to using data that already exist. In this report, unless they are being quoted from a source that uses different terminology, the terms are used as listed below. (1) ''On-highway/on-road'' includes land-based transport used on the highway system or other paved roadways. (2) ''Off-highway/off-road'' includes land-based transport not using the highway system or other paved roadways. (3) ''Non-highway/non-road'' includes other modes not traveling on highways such as aviation, marine, and rail. It should be noted that the term ''transportation'' as used in this study is not typical. Generally, ''transportation'' is understood to mean the movement of people or goods from one point to another. Some of the off-highway equipment included in this study doesn't transport either people or goods, but it has utility in movement (e.g., a forklift or a lawn mower). Along these lines, a chain saw also has utility in movement, but it cannot transport itself (i.e., it must be carried) because it does not have wheels. Study on highway transportation greenhouse effect external cost estimation in China

This paper focuses on estimating highway transportation greenhouse gas emission volume and greenhouse gas external cost in China. At first, composition and characteristics of greenhouse gases were analysed about highway transportation emissions. Secondly, an improved model of emission volume was presented on basis of highway transportation energy consumption, which may be calculated by virtue of main affecting factors such as the annual average operation miles of each type of the motor vehicles and the unit consumption level. the model of emission volume was constructed which considered not only the availability of energy consumption statistics of highway transportation but also the greenhouse gas emission factors of various fuel types issued by IPCC. Finally, the external cost estimation model was established about highway transportation greenhouse gas emission which combined emission volume with the unit external cost of CO2 emissions. An example was executed to confirm presented model which ranged from 2011 to 2015 Year in China. The calculated result shows that the highway transportation total emission volume and greenhouse gas external cost are growing up, but the unit turnover external cost is steadily declining. On the whole overall, the situation is still grim about highway transportation greenhouse gas emission, and the green transportation strategy should be put into effect as soon as possible.

Transportation system has contributed significantly to the development of human civilization; on the other hand it has an enormous impact on the ambient air quality in several ways. In this paper the air and noise pollution at selected sites along three sections of National Highway was monitored. Pakistan National Highway Authority has started a Highway Improvement program for rehabilitations and maintenance of National highways to improve the traffic flows, and would ultimately improve the air quality along highways. The ambient air quality and noise level was monitored at nine different locations along these sections of highways to quantify the air pollution. The duration of monitoring at individual location was 72 h. The most of the sampling points were near the urban or village population, schools or hospitals, in order to quantify the air pollution at most affected locations along these roads. A database consisting of information regarding the source of emission, local metrology and air quality may be created to assess the profile of air quality in the area.

The National Aeronautics and Space Administration (NASA), Federal Aviation Administration, as well as state, industry, and academia partners have joined forces to pursue the NASA National General Aviation Roadmap leading to a Small Aircraft Transportation System (SATS). This long-term strategic undertaking has a goal to bring next-generation technologies and improve air access to small communities. The envisioned outcome is to improve travel between remote communities and transportation centers in urban areas by utilizing a new generation of single-pilot light planes for personal and business transportation between the nation's 5,400 public use general aviation airports. Current NASA investments in aircraft technologies are enabling industry to bring affordable, safe, and easy-to-use features to the marketplace, including "Highway in the Sky" glass cockpit operating capabilities, affordable crash worthy composite airframes, more efficient IFR flight training, and revolutionary engines. To facilitate this initiative, a comprehensive upgrade of public infrastructure must be planned, coordinated, and implemented within the framework of the national air transportation system. State partnerships are proposed to coordinate research support in key public infrastructure areas. Ultimately, SATS may permit more than tripling aviation system throughput capacity by tapping the under-utilized general aviation facilities to achieve the national goal of doorstep-to-destination travel at four times the speed of highways for the nation's suburban, rural, and remote communities.

Transportation is vital to the U.S. economy and society. As such, U.S. Presidents have repeatedly stated that the nation needs to reduce dependence on petroleum, especially for the highway transportation sector. Throughout history, highway transportation fuel transitions have been completed successfully both in United States and abroad. Other attempts have failed, as described in Appendix A: Historical Highway Fuel Transitions. Planning for a transition is critical because the changes can affect our nation's ability to compete in the world market. A transition will take many years to complete. While it is tempting to make quick decisions about the new fuel(s)more » of choice, it is preferable and necessary to analyze all the pertinent criteria to ensure that correct decisions are made. Doing so will reduce the number of changes in highway fuel(s). Obviously, changes may become necessary because of occurrences such as significant technology breakthroughs or major world events. With any and all of the possible transitions to new fuel(s), the total replacement of gasoline and diesel fuels is not expected. These conventional fuels are envisioned to coexist with the new fuel(s) for decades, while the revised fuel and vehicle infrastructures are implemented. The transition process must analyze the needs of the primary 'players,' which consist of the customers, the government, the fuel industry, and the automotive industry. To maximize the probability of future successes, the prime considerations of these groups must be addressed. Section 2 presents a succinct outline of the Checklist. Section 3 provides a brief discussion about the groupings on the Checklist.« less

Traffic congestion and its impacts significantly affect the nation's economic performance and the public's quality of life. In most urban areas, travel demand routinely exceeds highway capacity during peak periods. In addition, events such as crashes, vehicle breakdowns, work zones, adverse weather, and suboptimal signal timing cause temporary capacity losses, often worsening the conditions on already congested highway networks. The impacts of these temporary capacity losses include delay, reduced mobility, and reduced reliability of the highway system. They can also cause drivers to re-route or reschedule trips. Prior to this study, no nationwide estimates of temporary losses of highway capacitymore » had been made by type of capacity-reducing event. Such information is vital to formulating sound public policies for the highway infrastructure and its operation. This study is an initial attempt to provide nationwide estimates of the capacity losses and delay caused by temporary capacity-reducing events. The objective of this study was to develop and implement methods for producing national-level estimates of the loss of capacity on the nation's highway facilities due to temporary phenomena as well as estimates of the impacts of such losses. The estimates produced by this study roughly indicate the magnitude of problems that are likely be addressed by the Congress during the next re-authorization of the Surface Transportation Programs. The scope of the study includes all urban and rural freeways and principal arterials in the nation's highway system for 1999. Specifically, this study attempts to quantify the extent of temporary capacity losses due to crashes, breakdowns, work zones, weather, and sub-optimal signal timing. These events can cause impacts such as capacity reduction, delays, trip rescheduling, rerouting, reduced mobility, and reduced reliability. This study focuses on the reduction of capacity and resulting delays caused by the temporary events

A two-dimensional depth-averaged, finite-difference, numerical model was used to simulate tidal circulation and mass transport in the Port Royal Sound. South Carolina, estuarine system. The purpose of the study was to demonstrate the utility of the Surface-Water. Integrated. Flow and Transport model (SWIFT2D) for evaluating changes in circulation patterns and mass transport caused by highway-crossing embankments. A model of subregion of Port Royal Sound including the highway crossings and having a grid size of 61 m (200ft) was derived from a 183-m (600-ft) model of the entire Port Royal Sound estuarine system. The 183-m model was used to compute boundary-value data for the 61-m submodel, which was then used to simulate flow conditions with and without the highway embankments in place. The numerical simulations show that, with the highway embankment in place, mass transport between the Broad River and Battery Creek is reduced and mass transport between the Beaufort River and Battery Creek is increased. The net result is that mass transport into and out of upper Battery Creek is reduced. The presence of the embankments also alters circulation patterns within Battery Creek.

PLUS highway is the largest concessionary in Malaysia. The study on PLUS highway development, in order to overcome the demand for efficient road transportation, is crucial. If the highways have better interconnected network, it will help the economic activities such as trade to increase. If economic activities are increasing, the benefit will come to the people and state. In its turn, it will help the leaders to plan and conduct national development program. In this paper, network analysis approach will be used to study the in-coming traffic burden during the year of 2013. The highway network linking all the toll plazas is a dynamic network. The objective of this study is to learn and understand about highway network in terms of the in-coming traffic burden entering to each toll plazas along PLUS highway. For this purpose, the filtered network topology based on the forest of all possible minimum spanning trees is used. The in-coming traffic burden of a city is represented by the number of cars passing through the corresponding toll plaza. To interpret the filtered network, centrality measures such as degree centrality, betweenness centrality, closeness centrality, eigenvector centrality are used. An overall centrality will be proposed if those four measures are assumed to have the same role. Based on the results, some suggestions and recommendations for PLUS highway network development will be delivered to PLUS highway management.

People often travel a long distance on highways to the nearest city for professional/business activities. However, relatively few publications on passenger exposure to pollutants on highways in India or elsewhere are available. The aim of this study was to examine the contribution of different travel modes to passengers' pollutant exposure for a long distance travel on a national highway in India. We measured PM 2.5 and CO exposure levels of the passengers over 200km on a national highway using two portable air monitors, EVM-7 and EPAM-5000. Personal concentration exposures and per min-, per hour-, per trip- and round trip mass exposures for three travel modes were calculated for 9 trips. Association between pollutants and weather variables were evaluated using levels Spearman correlation. ANOVA was carried out to evaluate the influence of travel mode, the timing of trips, temperature and RH on personal exposures. On an average, PM 2.5 personal concentration exposure levels were highest in the car (85.41±61.85μgm -3 ), followed by the bus (75.08±55.39μgm -3 ) and lowest in the car (ac) (54.43±34.09μgm -3 ). In contrast, CO personal exposure was highest in the car (ac) (1.81±1.3ppm). Travel mode explained the highest variability for CO (18.1%), CO 2 (9.9%), PM 2.5 (1.2%) exposures. In-city mass exposures were higher than trip averages; PM 2.5 :1.21-1.22, 1.13-1.19 and 1.03-1.28 times; CO: 1.20-1.57, 1.37-2.10 and 1.76-2.22 times for bus, car and car (ac) respectively. Traveling by car (ac) results in the lowest PM 2.5 exposures, although it exposes the passenger to high CO level. Avoiding national highways passing through cities can reduce up to 25% PM 2.5 and 50% CO mass exposures. This information can be useful for increasing environmental awareness among the passengers and for framing better pollution control strategies on highways. Copyright © 2017 Elsevier B.V. Smart technologies enabling connection among vehicles and between vehicles and infrastructure as well as vehicle automation to assist human operators are receiving significant attention as a means for improving road transportation systems by reducing fuel consumption - and related emissions - while also providing additional benefits through improving overall traffic safety and efficiency. For truck applications, which are currently responsible for nearly three-quarters of the total U.S. freight energy use and greenhouse gas (GHG) emissions, platooning has been identified as an early feature for connected and automated vehicles (CAVs) that could provide significant fuel savings and improved traffic safety andmore » efficiency without radical design or technology changes compared to existing vehicles. A statistical analysis was performed based on a large collection of real-world U.S. truck usage data to estimate the fraction of total miles that are technically suitable for platooning. In particular, our analysis focuses on estimating 'platoonable' mileage based on overall highway vehicle use and prolonged high-velocity traveling, and established that about 65% of the total miles driven by combination trucks from this data sample could be driven in platoon formation, leading to a 4% reduction in total truck fuel consumption. This technical potential for 'platoonable' miles in the United States provides an upper bound for scenario analysis considering fleet willingness and convenience to platoon as an estimate of overall benefits of early adoption of connected and automated vehicle technologies. A benefit analysis is proposed to assess the overall potential for energy savings and emissions mitigation by widespread implementation of highway platooning for trucks.« less

Natural avalanches and transportation: A case study from Glacier National Park, Montana, USA

In January 2004, two natural avalanches (destructive class 3) derailed a freight train in John F. Stevens Canyon, on the southern boundary of Glacier National Park. The railroad tracks were closed for 29 hours due to cleanup and lingering avalanche hazard, backing up 112km of trains and shutting down Amtrak’s passenger service. The incident marked the fourth time in three winters that natural avalanches have disrupted transportation in the canyon, which is also the route of U.S. Highway 2. It was the latest in a 94-year history of accidents that includes three fatalities and the destruction of a major highway bridge. Despite that history and the presence of over 40 avalanche paths in the 16km canyon, mitigation is limited to nine railroad snow sheds and occasional highway closures. This case study examines natural avalanche cycles of the past 28 winters using data from field observations, a Natural Resources Conservation Service (NRCS) SNOTEL station, and data collected since 2001 at a high-elevation weather station. The avalanches occurred when storms with sustained snowfall buried a persistent near-surface faceted layer and/or were followed by rain-on-snow or dramatic warming (as much as 21oC in 30 minutes). Natural avalanche activity peaked when temperatures clustered near freezing (mean of -1.5oC at 1800m elev.). Avalanches initiated through rapid loading, rain falling on new snow, and/ or temperature-related changes in the mechanical properties of slabs. Lastly, the case study describes how recent incidents have prompted a unique partnership of land management agencies, private corporations and non-profit organizations to develop an avalanche mitigation program for the transportation corridor.

The article defines the criteria for optimality and objective functions that reflect the requirements for the road network. The most fully satisfying condition for optimality is the minimization of road and transport costs. We adopted this indicator as a criterion of optimality in the economic-mathematical model of a network of highways. Studies have shown that each offset point in the optimal binding road network is associated with all other corresponding points in the directions providing the least financial costs necessary to move passengers and cargo from this point to the other corresponding points. The article presents general principles for constructing an optimal network of roads.

The highway transport system as contrasted with other modes of transportation is quite unique in that the users of the system are responsible for the guidance and control functions of the vehicle. Research has shown that improved forms of motorist information, such as highway signs and markings, can enhance the predictability and reliability of the driving task. Test and evaluation of promising new concepts in motorist information must preceed widespread endorsement and implementation on our highway system. This paper reviews the merits and limitations of presently available human factor research techniques--laboratory, instrumented vehicle and traffic performance studies on operational facilities--for evaluating the efficacy of motorist information concepts. Specific examples are given to demonstrate the utility and the interrelationships of the alternative research techniques and there is a discussion of the most pressing immediate and future needs for improved highway signing and road marking research methodology.

State Departments of Transportation (S-DOT's) periodically allocate budget for safety upgrades at railroad-highway crossings. Efficient resource allocation is crucial for reducing accidents at railroad-highway crossings and increasing railroad as well as highway transportation safety. While a specific method is not restricted to S-DOT's, sorting type of procedures are recommended by the Federal Railroad Administration (FRA), United States Department of Transportation for the resource allocation problem. In this study, a generic mathematical model is proposed for the resource allocation problem for railroad-highway crossing safety upgrades. The proposed approach is compared to sorting based methods for safety upgrades of public at-grade railroad-highway crossings in Tennessee. The comparison shows that the proposed mathematical modeling approach is more efficient than sorting methods in reducing accidents and severity. Copyright © 2012 Elsevier Ltd. All rights reserved.

Smart technologies enabling connection among vehicles and between vehicles and infrastructure as well as vehicle automation to assist human operators are receiving significant attention as means for improving road transportation systems by reducing fuel consumption - and related emissions - while also providing additional benefits through improving overall traffic safety and efficiency. For truck applications, currently responsible for nearly three-quarters of the total U.S. freight energy use and greenhouse gas (GHG) emissions, platooning has been identified as an early feature for connected and automated vehicles (CAVs) that could provide significant fuel savings and improved traffic safety and efficiency without radicalmore » design or technology changes compared to existing vehicles. A statistical analysis was performed based on a large collection of real-world U.S. truck usage data to estimate the fraction of total miles that are technically suitable for platooning. In particular, our analysis focuses on estimating 'platoonable' mileage based on overall highway vehicle use and prolonged high-velocity traveling, establishing that about 65% of the total miles driven by combination trucks could be driven in platoon formation, leading to a 4% reduction in total truck fuel consumption. This technical potential for 'platoonable' miles in the U.S. provides an upper bound for scenario analysis considering fleet willingness to platoon as an estimate of overall benefits of early adoption of CAV technologies. A benefit analysis is proposed to assess the overall potential for energy savings and emissions mitigation by widespread implementation of highway platooning for trucks.« less

During spring 2006, talus from the toe area of a rock-block slide of about 800,000 m3 buried California State Highway 140, one of the main routes into heavily-visited Yosemite National Park, USA. Closure of the highway for 92 days caused business losses of about 4.8 million USD. The rock slide, composed of slate and phyllite, moved slowly downslope from April to June 2006, creating a fresh head scarp with 9-12 m of displacement. Movement of the main rock slide, a re-activation of an older slide, was triggered by an exceptionally wet spring 2006, following a very wet spring 2005. As of autumn 2006, most of the main slide appeared to be at rest, although rocks occasionally continued to fall from steep, fractured rock masses at the toe area of the slide. Future behavior of the slide is difficult to predict, but possible scenarios range from continued scattered rock fall to complete rapid failure of the entire mass. Although unlikely except under very destabilizing circumstances, a worst-case, rapid failure of the entire rock slide could extend across the Merced River, damming the river and creating a reservoir. As a temporary measure, traffic has been rerouted to the opposite side of the Merced River at about the same elevation as the buried section of Highway 140. A state-of-the-art monitoring system has been installed to detect movement in the steep talus slope, movement of the main slide mass, local strong ground motion from regional earthquakes, and sudden changes in stream levels, possibly indicating damming of the river by slide material. ?? 2008 Springer-Verlag.

Assessing biological effects from highway-runoff constituents

local ecosystem were reviewed to provide information on (1) the suitability of the existing data for a quantitative national synthesis, (2) the methods available to study the effects of highway runoff on local ecosystems, and (3) the potential for adverse effects on the roadside environment and receiving waters. Although many biological studies have been done, the use of different methods and a general lack of sufficient documentation precludes a quantitative national synthesis on the basis of the existing data. The Federal Highway Administration, the U.S. Environmental Protection Agency, the U.S. Geological Survey, the Intergovernmental Task Force on Monitoring Water Quality, and the National Resources Conservation Service all have developed and documented methods for assessing the effects of contaminants on ecosystems in receiving waters. These published methods can be used to formulate a set of protocols to provide consistent information from highway-runoff studies. Review of the literature indicates (qualitatively) that highway runoff (even from highways with high traffic volume) may not usually be acutely toxic. Tissue analysis and community assessments, however, indicate effects from highway- runoff sediments near discharge points (even from sites near highways with relatively low traffic volumes). At many sites, elevated concentrations of highway-runoff constituents were measured in tissues of species associated with aquatic sediments. Community assessments also indicate decreases in the diversity and productivity of aquatic ecosystems at some sites receiving highway runoff. These results are not definitive, however, and depend on many site-specific criteria that were not sufficiently documented in most of the studies reviewed.

Emergency Highway Landings in General Aviation and the Possible Role of Media Reports.

To examine the causes and factors of airplane landings on highways and the dangers to occupants of vehicles on the ground. The U.S. National Transportation Safety Board online database provided 133 accidents involving a highway landing dating from 2000 to 2013. Supplemental information was sought in online media archives, which reported on 53 of these accidents. Collisions with highway-related objects, other options for landing, and witness accounts were added categories extracted from the narrative statements and media reports. Highway landings occur mostly due to mechanical failures, ineffective preflight or in-flight planning, and fuel exhaustion, in addition to a lack of alternate landing options for a pilot of a fixed-wing aircraft. Most of the landings (N = 108) lead to minor or no injuries at all. A significant proportion of 7 out of 19 collisions with powerlines resulted in a fatality, as opposed to other types of accidents. Collisions with motor vehicles (N = 29) caused minor (N = 23) and serious (N = 2) injuries to people on the ground. Main online media archives covered less than half of all accidents (39.8%). While highway landings are not a recommended landing alternative, mitigation strategies should include a focus on avoiding powerlines and vehicles on the ground. The Transportation Energy Data Book: Edition 11 is a statistical compendium prepared and published by Oak Ridge National Laboratory (ORNL) under contract with the Office of Transportation Technologies in the Department of Energy (DOE). Designed for use as a desk-top reference, the data book represents an assembly and display of statistics and information that characterize transportation activity, and presents data on other factors that influence transportation energy use. The purpose of this document is to present relevant statistical data in the form of tables and graphs. Each of the major transportation modes - highway, air, water, rail, pipeline - is treated in separate chapters or sections. Chapter 1 compares U.S. transportation data with data from seven other countries. Aggregate energy use and energy supply data for all modes are presented in Chapter 2. The highway mode, which accounts for over three-fourths of total transportation energy consumption, is dealt with in Chapter 3. Topics in this chapter include automobiles, trucks, buses, fleet automobiles, Federal standards, fuel economies, and household data. Chapter 4 is a new addition to the data book series, containing information on alternative fuels and alternatively-fueled vehicles. The last chapter, Chapter 5, covers each of the nonhighway modes: air, water, pipeline, and rail, respectively.

Highway infrastructure is a prerequisite for a functioning economy and social life. Highways, often prone to congestion and disruption, are one of the aspects of a modern transport network that require maximum efficiency if an integrated transport network, and sustainable mobility, is to be achieved. Assessing the condition of highway structures, to plan subsequent maintenance, is essential to allow the long-term functioning of a road network. Optimizing the methods used for such assessment will lead to better information being obtained about the road and underlying ground conditions. The condition of highway structures will be affected by a number of factors, including the properties of the highway pavement, the supporting sub-base and the subgrade (natural ground), and the ability to obtain good information about the entire road structure, from pavement to subgrade, allows appropriate maintenance programs to be planned. The maintenance of highway pavements causes considerable cost and in many cases obstruction to traffic flow. In this situation, methods that provide information on the present condition of pavement structure non-destructively and economically are of great interest. It has been shown that Ground-Penetrating-Radar (GPR), which is a Non Destructive Technique (NDT), can deliver information that is useful for the planning of pavement maintenance activities. More specifically GPR is used by pavement engineers in order to determine physical properties and characteristics of the pavement structure, information that is valuable for the assessment of pavement condition. This work gives an overview on the practical application of GPR using examples from highway asphalt pavements monitoring. This paper summarizes the impact of the Loma Prieta earthquake on highway systems. City streets, urban freeways, county roads, state routes, and the national highway system were all affected. There was damage to bridges, roads, tunnels, and other highway structures. The most serious damage occurred in the cities of San Francisco and Oakland, 60 miles from the fault rupture. The cost to repair and replace highways damaged by this earthquake was $2 billion. About half of this cost was to replace the Cypress Viaduct, a long, elevated double-deck expressway that had a devastating collapse which resulted in 42 deaths and 108 injuries. The earthquake also resulted in some positive changes for highway systems. Research on bridges and earthquakes began to be funded at a much higher level. Retrofit programs were started to upgrade the seismic performance of the nation's highways. The Loma Prieta earthquake changed earthquake policy and engineering practice for highway departments not only in California, but all over the world.
