Energy conservation and environmental protection is the basic policy of China, and is an important part of ecological civilization construction. The industrial boilers in China are featured by large quantity, wide distribution, high energy consumption and heavy environmental pollution, which are key problems faced by energy conservation and environmental protection in China. Meanwhile, industrial boilers are important equipment for national economy and people’s daily life, and energy conservation gets through all segments from type selection, purchase, installation and acceptance to fuel management, operation, maintenance and service. China began to implement such national mandatory standards and regulations for industrial boiler as GB24500-2009 The Minimum Allowable Values of Energy Efficiency and Energy Efficiency Grades of Industrial Boilers and TSG G002-2010 Supervision Regulation on Energy-Saving Technology for Boilers since 2009, which obviously promote the development of energy conservation of industrial boilers, but there are also some problems with the rapid development of technologies for energy conservation of industrial boilers. In this paper, the implementation of energy efficiency standards for industrial boilers in China and the significance are analyzed based on survey data, and some suggestions are proposed for the energy efficiency standards for industrial boilers.

Optical storage is a new and growing area of technology that can serve to meet some of the mass storage needs of the computer industry. Optical storage is characterized by information being stored and retrieved by means of diode lasers. When most people refer to optical storage, they mean rotating disk media, but there are 1 or 2 products that use lasers to read and write to tape. Optical media also usually means removable media. Because of its removability, there is a recognized need for standardization, both of the media and of the recording method. Industry standards can come about in one or more different ways. An industry supported body can sanction and publish a formal standard. A company may ship enough of a product that it so dominates an application or industry that it acquires 'standard' status without an official sanction. Such de facto standards are almost always copied by other companies with varying degrees of success. A governmental body can issue a rule or law that requires conformance to a standard. The standard may have been created by the government, or adopted from among many proposed by industry. These are often known as de jure standards. Standards are either open or proprietary. If approved by a government or sanctioning body, the standard is open. A de facto standard may be either open or proprietary. Optical media is too new to have de facto standards accepted by the marketplace yet. The proliferation of non-compatible media types in the last 5 years of optical market development have convinced many of the need for recognized media standards.

To enhance the preparedness of graduates from the Biochemistry and Biotechnology (BCBT) Major at Minnesota State University Moorhead for employment in the bioscience industry we have developed a new Industry certificate program. The BCBT Industry Certificate was developed to address specific skill sets that local, regional, and national industry experts identified as lacking in new B.S. and B.A. biochemistry graduates. The industry certificate addresses concerns related to working in a regulated industry such as Good Laboratory Practices, Good Manufacturing Practices, and working in a Quality System. In this article we specifically describe how we developed a validation course that uses Standard Operating Procedures to describe grading policy and laboratory notebook requirements in an effort to better prepare students to transition into industry careers. © 2013 by The International Union of Biochemistry and Molecular Biology.

The purpose of this article is twofold: (1) to announce the findings of the job task analysis as well as national training and education standards for health and wellness coaching (HWC) that have been developed by the large-scale, collaborative efforts of the National Consortium for Credentialing Health and Wellness Coaches (NCCHWC) and (2) to invite commentary from the public. The rapid proliferation of individuals and organizations using the terms of health and/or wellness coaches and the propagation of private industry and academic coach training and education programs endeavoring to prepare these coaches has created an urgent and pressing need for national standards for use of the term health and wellness coach, as well as minimal requirements for training, education, and certification. Professionalizing the field with national standards brings a clear and consistent definition of health and wellness coaching and accepted practice standards that are uniform across the field. In addition, clear standards allow for uniform curricular criteria to ensure a minimal benchmark for education, training, and skills and knowledge evaluation of professional health and wellness coaches. OSHA is confirming the effective date of its direct final rule that revises a number of standards for general industry that refer to national consensus standards. The direct final rule states that it would become effective on March 13, 2008 unless OSHA receives significant adverse comment on these revisions by January 14, 2008. OSHA received no adverse comments by that date and, therefore, is confirming that the rule will become effective on March 13, 2008.

Leading-edge hardware and software to store, retrieve, process, analyze, visualize, and interpret geoscience and petroleum data are improving continuously. A babel of definitions and formats for common industry data items limits the overall effectiveness of these computer-aided exploration and production tools. Custom data conversion required to load applications causes delays and exposes data content to error and degradation. Emerging industry-wide standards for management of geoscience and petroleum-related data are poised to overcome long-standing internal barriers to the full exploitation of these high-tech hardware/software systems. Industry technical organizations, such as AAPG, SEG, and API, have been actively pursuing industry-wide standards formore » data transfer, data definitions, and data models. These standard-defining groups are non-fee and solicit active participation from the entire petroleum community. The status of the most active of these groups is presented here. Data transfer standards are being pursued within AAPG (AAPG-B Data Transfer Standard), API (DLIS, for log data) and SEG (SEG-DEF, for seismic data). Space industrialization: A national perspective

Space industrialization (or commercialization) has the potential to be a major player in America's space program. If this potential is to be realized, however, industrialization efforts must be considered within the context of the other major portions of the space program: shuttle, space station, and civil remote sensing. Further, development efforts must be based upon a sound scientific and technical understanding of the products and processes, and there must be a trained cadre of dedicated individuals willing to devote time and effort to this effort. There remain considerable risks and uncertainties. Given all this, the best path to follow would seem to be a long term, balanced commitment, emphasizing government, industry, and academia partnerships. Several points are addressed: (1) the place of space industrialization in the overall national space program; (2) the meaning of space industrialization with respect to the historic, national aims of space; and (3) specifically what is being industrialized.

...The U.S. Department of Energy (DOE) is amending its energy conservation standards for small, large, and very large water-cooled and evaporatively-cooled commercial package air conditioners, and variable refrigerant flow (VRF) water-source heat pumps less than 17,000 Btu/h. DOE is adopting new energy conservation standards for computer room air conditioners and VRF water-source heat pumps with a cooling capacity at or greater than 135,000 Btu/h and less than 760,000 Btu/h. Pursuant to the Energy Policy and Conservation Act of 1975 (EPCA), as amended, DOE must assess whether the uniform national standards for these covered equipment need to be updated each time the corresponding industry standard--the American National Standards Institute (ANSI)/American Society of Heating, Refrigerating, and Air- Conditioning Engineers (ASHRAE)/Illuminating Engineering Society of North America (IESNA) Standard 90.1 (ASHRAE Standard 90.1)--is amended, which most recently occurred on October 29, 2010. The levels DOE is adopting are the same as the efficiency levels specified in ASHRAE Standard 90.1-2010. DOE has determined that the ASHRAE Standard 90.1- 2010 efficiency levels for the equipment types listed above are more stringent than existing Federal energy conservation standards and will result in economic and energy savings compared existing energy conservation standards. Furthermore, DOE has concluded that clear and convincing evidence does not exist, as would justify more-stringent standard levels than the efficiency levels in ASHRAE Standard 90.1-2010 for any of the equipment classes. DOE is also updating the current Federal test procedures or, for certain equipment, adopting new test procedures to incorporate by reference the most current versions of the relevant industry test procedures specified in ASHRAE Standard 90.1- 2010. Furthermore, DOE is adopting additional test procedure provisions to include with modification certain instructions from Air- Conditioning, Heating

Imagery and textual communications among healthcare information systems, medical imaging equipment, and picture archiving and communication systems (PACS) have always been difficult as each of these components varies with platforms, modalities, and manufacturers. With the emerging of industry standards, it become feasible to integrate all these heterogeneous, disparate medical images and textual data. This paper describes two such major industry standards: Health Level 7 (HL7) and ACR/NEMA. In conforming to the HL7 standard, we are able to share medical information between the hospital information systems, radiology information systems, and PACS. By adapting the ACR/NEMA 2.0 standard, we also can convert medical images generated from a variety of modalities and manufacturers to its standardized data format. The conversion is based on the data dictionary defined in the ACR/NEMA 2.0 document.

The mission of the National Ignition Facility is to achieve ignition and gain in inertial confinement fusion targets in the laboratory. The facility will be used for defense applications such as weapons physics and weapons effects testing, and for civilian applications such as fusion energy development and fundamental studies of matter at high temperatures and densities. The National Ignition Facility construction project will require the best of our construction industries and its success will depend on the best products offered by hundreds of the nation's high technology companies. Three-fourths of the construction costs will be invested in industry. This article reviews the design, cost and schedule, and required industrial involvement associated with the construction project.

In this direct final rule, the Agency is removing several references to consensus standards that have requirements that duplicate, or are comparable to, other OSHA rules; this action includes correcting a paragraph citation in one of these OSHA rules. The Agency also is removing a reference to American Welding Society standard A3.0-1969 ("Terms and Definitions") in its general-industry welding standards. This rulemaking is a continuation of OSHA's ongoing effort to update references to consensus and industry standards used throughout its rules.

Since the early 20th Century, technical and professional societies have developed standards within their areas of expertise addressing aspects of their industries which they feel would benefit from a degree of standardization. From the beginning, the use of these standards was strictly voluntary. It did not take jurisdictional authorities long, however, to recognize that application of these voluntary standards enhanced public safety, as well as leveling the playing field in trade. Hence, laws were passed mandating their use. Purchasers of goods and services also recognized the advantages of standardization, and began requiring the use of standards in their procurement contracts. But how do jurisdictions and purchasers know that the standard they are mandating is a broad-based industry standard, or a narrowly focused set of rules which only apply to one company or institution, thereby giving them an unfair advantage? The answer is "consensus", and a unified approach in achieving it.

An Internet-based system for fast, remote certification of high-dose radiation sources against the US national standard is being constructed at the National Institute of Standards and Technology (NIST). The new service will establish traceability (through transfer dosimetry) in real time at a lower cost by using automated routines and the Internet. A prototype of this service was successfully demonstrated in 2000 at the American Society for Testing and Materials (ASTM) Dosimetry Workshop in San Diego. Despite this impressive accomplishment, new developments demanded that several aspects of the service be modified. The new service has been completely redesigned to address these new demands and ensure greater accessibility. A description of the hardware and software configurations of this service as well as the communication and information management aspects will be presented. The Internet-based transfer certification program will provide industry with 24-h, 7-day-per-week, on-demand certifications, immediate turnaround times, and lower cost, ultimately improving the quality of the manufacturing process.

Ambient noise levels in mobile audiometric testing facilities: compliance with industry standards.

Excessive ambient noise levels in audiometric test booths may elevate and therefore invalidate hearing thresholds of employees included in a hearing conservation program. This study was conducted to determine if a sample of mobile test vans and trailers operating in the Midwest met the 1983 Occupational Safety and Health Administration (OSHA) maximum permissible ambient noise levels (MPANLs), the MPANLs in the American National Standards Institute (ANSI) S3.1-1991, and the suggested National Hearing Conservation Association (NHCA) values. Ambient noise levels were measured in 13 audiometric test booths contained in 12 different industrial mobile test vans and trailers operating in the Midwest. Results indicated that all 13 (100%) of the industrial mobile test vans and trailers evaluated complied with 1983 OSHA permissible levels and the NHCA 1996 recommended levels. With regard to the 1991 ANSI MPANLs, 5 (38%) of the 13 booths were in compliance at all frequencies. Those that failed did so at 125, 250, and 500 Hz. It appears that the NHCA levels need to be used for all hearing conservation programs with respect to compliance for noise levels in mobile audiometric test booths.

This large volume describes all the forms of radio research done at the National Bureau of Standards (now, National Institute of Standards and Technology) from its founding in 1901 until about 1980. The volume truly reflects its subtitle; it describes in great detail research in radio propagation and all its connections with geophysics and geospace, but also radio as instrument for discovery and application in meteorology, navigation, and in standards of measurement and testing in electronics.The book is a bit unwieldy and some of its chapters will be of most interest to former NBS employees. For example, there is a lengthy chapter on the transfer of radio research work from Washington, D.C, to Boulder, Colo., in the early 1950s, complete with photostat of the quit claim deed to NBS from the Boulder Chamber of Commerce. On the other hand, radio research developed and flourished in this country in the early days at industrial (Bell Telephone, General Electric, Westinghouse) and government (NBS, Naval Research Laboratory) labs more than in academia, and it is very interesting to learn how the labs interacted and to read details of the organizational structure. I can attest personally to the great difficulties in locating materials concerning radio history. While we have numerous volumes devoted to certain popular radio heroes, little is available concerning government radio pioneers such as L. W. Austin, who directed the U.S. Navy's radio research for many years while situated physically at the Bureau of Standards, or J. H. Dellinger, long-time chief of the Radio Section and head spokesman on radio for the U.S. government until the 1930s.

The paper discusses a short but important period in the history of pharmaceutical industry with regard to Slovakia. The complicated post-war situation required peremptory interventions from the state, which attempted to secure the operation of strategic firms by means of National Administration Boards and nationalization. The firms which were nationalized by this measure were managed by the Ministry of Industry. They included also the pharmaceutical firms nationalized in Slovakia. Standardization is playing an increasingly important role in reducing greenhouse gas emission and in climatic change adaptation, especially in the “three” greenhouse gas emission aspects (measurement, report, verification). Standardization has become one of the most important ways in mitigating the global climate change. Standardization Administration of China (SAC) has taken many productive measures in actively promoting standardization work to cope with climate change. In April 2014, SAC officially approved the establishment of “National Carbon Emission Management Standardization Technical Committee” In November 2015, SAC officially issued the first 11 national standards on carbon management including <Industrial Enterprises>> and the requirements of the greenhouse gas emissions accounting and reporting in 10 sectors including power generation, power grid, iron and steel, chemical engineering, electrolytic aluminum, magnesium smelting, plate glass, cement, ceramics and civil aviation, which proposes unified requirements of “what to calculate and how to calculate” the greenhouse gas emission for enterprises. This paper focuses on the detailed interpretation of the main contents of the first 11 national standards, so as to provide technical supports for users of the standards and to comprehensively promote the emission reduction of greenhouse gas at the enterprise level.

Developing global health technology standards: what can other industries teach us?

Background There is a lack of effective and affordable technologies to address health needs in the developing world. One way to address problems of innovation and affordability is to design global health technologies to follow agreed-upon standards. This Debate article argues that we can better develop standards for global health technologies if we learn lessons from other industries. Discussion The article’s Background section begins by explaining why standards are needed in global health. For example, if global health technologies can be modularized into independent interfacing parts, these parts can then interact via well-defined standards in a “plug and play” fashion. This can avoid development of mutually incompatible solutions by different organizations, speed the pace of innovation, unlock health systems from single providers and approaches, and lower barriers to entry. The Background then gives a brief primer on standards and discusses incentives for health standards. The article’s Discussion section begins with brief relevant cases of standards development from other industries, including electricity, container shipping, CD standards, Universal Serial Bus (USB), and the Internet. It then explores lessons from these and other industries that suggest how to develop standards for global health technologies. The remainder of the Discussion considers intellectual property and regulatory issues and standards-based global health business models, and ends with a checklist of considerations for health standards development leaders. (The associated Additional file discusses observations from standards development for cell phones and semiconductors, as well as challenges in the standards development process itself.) Throughout the article, point-of-care diagnostics are used as an illustrative example. An initiative is already underway to explore standardized diagnostics platforms. Multinational corporate penetration, industrialism, region, and social security expenditures: a cross-national analysis.

This study examines the determinants of spending on social security programs. We draw predictions from industrialism and dependency theories for the explanation of social security programs. The explanations are tested with data on seventy-five nations, representative of core, semipheripheral and peripheral nations. Industrialization variables such as the percentage of older adults and economic productivity have strong effects in models involving all nations, as does multinational corporate (MNC) penetration in extraction, particularly when region is controlled; such penetration is negatively associated with spending on social security. We then look at industrialism and dependency effects for peripheral and non-core nations alone. The effects of all industrialization variables, except economic productivity, appear insignificant for peripheral nations, while the effects of region and multinational corporate penetration in extractive and agricultural industries appears significant. Models involving all non-core nations (peripheral and semi-peripheral) look more like models for all nations than for peripheral nations alone.

ASA supports the development of standards by serving as the secretariat for standards committees of the American National Standards Institute (ANSI). The program is organized through four ANSI technical committees (S1, S2, S3, and S12) and one administrative committee (ASACOS). S1 deals with physical acoustics, S2 deals with shock and vibration, S3 deals with physiological and psychological acoustics, and S12 deals with noise. ASACOS is the ASA Committee on Standards. The program has three primary tasks: (1) the development of National Standards (ANSI Standards), (2) the national adoption of an international standard (ANSI NAIS Standards), (3) providing the USA input to the development of International Standards (ISO and IEC Standards). At every level the main work is accomplished in Working Groups (WG) that are ''staffed'' by hundreds of volunteers--mainly ASA members from its various technical committees such as Noise, Physical Acoustics, Architectural Acoustics, Psychological and Physiological Acoustics, etc. Overall, the Standards Program involves more ASA members than does any other single function of the Society except meetings and it is the biggest outreach function of ASA affecting the health, welfare, and economic well-being of large segments of the population, the business and industrial community, and government at all levels.

Background: Asbestos-related diseases (ARD) are occupational hazards with high mortality rates. To identify asbestos exposure by previous occupation is the main issue for ARD compensation for workers. This study aimed to identify risk groups by applying standard classifications of industries and occupations to a national database of compensated ARD victims in Japan. Methods: We identified occupations that carry a risk of asbestos exposure according to the International Standard Industrial Classification of All Economic Activities (ISIC). ARD compensation data from Japan between 2006 and 2013 were retrieved. Each compensated worker was classified by job section and group according to the ISIC code. Risk ratios for compensation were calculated according to the percentage of workers compensated because of ARD in each ISIC category. Results: In total, there were 6,916 workers with ARD who received compensation in Japan between 2008 and 2013. ISIC classification section F (construction) had the highest compensated risk ratio of 6.3. Section C (manufacturing) and section F (construction) had the largest number of compensated workers (2,868 and 3,463, respectively). In the manufacturing section C, 9 out of 13 divisions had a risk ratio of more than 1. For ISIC divisions in the construction section, construction of buildings (division 41) had the highest number of workers registering claims (2,504). Conclusion: ISIC classification of occupations that are at risk of developing ARD can be used to identify the actual risk of workers’ compensation at the national level. The World Health Organization has developed ambient air quality guidelines at levels considered to be safe or of acceptable risk for human health. These guidelines are meant to support governments in defining national standards. It is unclear how they are followed. We compiled an inventory of ambient air quality standards for 194 countries worldwide for six air pollutants: PM 2.5 , PM 10 , ozone, nitrogen dioxide, sulphur dioxide and carbon monoxide. We conducted literature and internet searches and asked country representatives about national ambient air quality standards. We found information on 170 countries including 57 countries that did not set any air quality standards. Levels varied greatly by country and by pollutant. Ambient air quality standards for PM 2.5 , PM 10 and SO 2 poorly complied with WHO guideline values. The agreement was higher for CO, SO 2 (10-min averaging time) and NO 2 . Regulatory differences mirror the differences in air quality and the related burden of disease around the globe. Governments worldwide should adopt science based air quality standards and clean air management plans to continuously improve air quality locally, nationally, and globally.

National standards in science education: Teacher perceptions regarding utilization

The purpose of this naturalistic study was to determine what factors most influence middle school science teachers' intentions to utilize or ignore national standards, as a toot for reform in their classrooms, schools, or districts. Results indicate. that teachers with. minimal training were unlikely to use national standards documents due to their perceptions of a lack of support from peers, administrators and a high-stakes state accountability system. Teachers with more extensive training were more inclined to use national standards documents as philosophical guides for reform because they believed in the validity of the recommendations. Implications are discussed, chief among them that short-term professional development may actually do more harm than good if teachers retain or develop unexamined misconceptions about national standards recommendations as a result. In addition, due to the concerns expressed by teachers regarding state curriculum mandates and standardized testing, this study indicates that changes in these external factors must be instituted before teachers will commit themselves to standards-based reforms. It is suggested that staff development focus on opportunities for reflection and application which will promote conceptual change in teachers. A model predicated on the notion that the process of implementing reform is essentially an issue of promoting conceptual change in teachers is proposed. This model, termed the Reform Implementation as Conceptual Change, or RICC, focuses specifically on the cognitive processes teachers may go through when they are exposed to an innovation such as national standards. Stages such as integrated application, accommodation, assimilation, disconnection, and false accommodation, are described. The impact that professional development and training may have on the likelihood that teachers will experience these various stages is also discussed. This model serves as a theoretical framework for explaining why some

Standards are an important component of national and international trade. We depend upon standards to assure that manufactured parts will work together, wherever they are made, and that we speak the same technical language, no matter what language we speak. Understanding is important in order to know when to take exceptions to or tailor the standard to fit the job. Standards that are used in contamination control have increased in numbers over the years as more industries have had to improve their manufacturing processes to enhance reliability or yields of products. Some older standards have been revised to include new technologies, and many new standards have been developed. Some of the new standards were written for specific industries while others apply to many industries. Many government standards have been replaced with standards from nongovernmental standards organizations. This trend has been encouraged by U.S. law that requires the government to use commercial standards where possible. This paper reviews some of the more important standards for the aerospace industry, such as IEST-STD-CC1246 and ISO 14644-1, that have been published in recent years. Benefits, usage, and problems with some standards will be discussed. Some standards are referenced, and websites of some standards organizations are listed.

The FGDC has developed a draft National Shoreline Data Content Standard that provides a framework for shoreline data development, sharing of data, and shoreline data transformation and fusion. The FGDC Coastal and Marine Spatial Data Subcommittee, chaired by the National Oceanic and Atmospheric Administration (NOAA), sponsored development of the draft standard. The FGDC Coordination Group, comprised of representatives of Federal agencies, has approved releasing this draft standard for public review and comment. The draft National Shoreline Data Content Standard defines attributes or elements that are common for shoreline data development and provides suggested domains for the elements. The functional scope includes definition of data models, schemas, entities, relationships, definitions, and crosswalks to related standards. The draft National Shoreline Data Content Standard is intended to enhance the shoreline framework by providing technical guidance on shoreline semantics, data structures and their relationships to builders and users of shoreline data. The geographical scope of the draft standard comprises all shorelines of navigable waters within the United States and its territories. The primary intended users of the National Shoreline Data Content Standard are the mapping, shoreline engineering, coastal zone management, flood insurance, and natural resource management communities. The FGDC invites all stakeholders to comment on this draft standard to ensure that it meets their needs. Some aspects of research development and production of quantum frequency standards, carried out in QUARTZ Research and Production Association (RPA), Gorky, U.S.S.R., were investigated for the last 25 to 30 years. During this period a number of rubidium and hydrogen frequency standards, based on the active maser, were developed and put into production. The first industrial model of a passive hydrogen maser was designed in the last years. Besides frequency standards for a wide application range, RPA QUARTZ investigates metrological frequency standards--cesium standards with cavity length 1.9 m and hydrogen masers with a flexible storage bulb.

The Prevalence of Short Sleep Duration by Industry and Occupation in the National Health Interview Survey

Study Objectives: To explore whether employment in industries likely to have non-standard work schedules (e.g., manufacturing and service) and occupations with long work-weeks (e.g., managerial/ professional, sales, and transportation) is associated with an increased risk of short sleep duration. Design: Cross-sectional epidemiologic survey. Setting: Household-based face-to-face survey of civilian, non-institutionalized US residents. Participants: Sample adults interviewed for the National Health Interview Survey in 1985 or 1990 (N = 74,734) or between 2004 and 2007 (N = 110,422). Most analyses focused on civilian employed workers interviewed between 2004 and 2007 (N = 66,099). Interventions: N/A Measurements and Results: The weighted prevalence of self-reported short sleep duration, defined as ≤6 h per day, among civilian employed workers from 2004-2007 was 29.9%. Among industry categories, the prevalence of short sleep duration was greatest for management of companies and enterprises (40.5%), followed by transportation/warehousing (37.1%) and manufacturing (34.8%). Occupational categories with the highest prevalence included production occupations in the transportation/warehousing industry, and installation, maintenance, and repair occupations in both the transportation/warehousing industry and the manufacturing industry. In the combined sample from 1985 and 1990, 24.2% of workers reported short sleep duration; the prevalence of short sleep duration was significantly lower during this earlier time period compared to 2004–2007 for 7 of 8 industrial sectors. Conclusions: Self-reported short sleep duration among US workers varies by industry and occupation, and has increased over the past two decades. These findings suggest the need for further exploration of the relationship between work and sleep, and development of targeted interventions for specific industry/occupation groups. The Standard Assembly-Line Manufacturing Industry Simulation (SAMIS) program was originally developed to model a hypothetical U. S. industry which manufactures silicon solar modules for use in electricity generation. The SAMIS program has now been generalized to the extent that it should be useful for simulating many different production-line manufacturing industries and companies. The most important capability of SAMIS is its ability to "simulate" an industry based on a model developed by the user with the aid of the SAMIS program. The results of the simulation are a set of financial reports which detail the requirements, including quantities and cost, of the companies and processes which comprise the industry. SAMIS provides a fair, consistent, and reliable means of comparing manufacturing processes being developed by numerous independent efforts. It can also be used to assess the industry-wide impact of changes in financial parameters, such as cost of resources and services, inflation rates, interest rates, tax policies, and required return on equity. Because of the large amount of data needed to describe an industry, a major portion of SAMIS is dedicated to data entry and maintenance. This activity in SAMIS is referred to as model management. Model management requires a significant amount of interaction through a system of "prompts" which make it possible for persons not familiar with computers, or the SAMIS program, to provide all of the data necessary to perform a simulation. SAMIS is written in TURBO PASCAL (version 2.0 required for compilation) and requires 10 meg of hard disk space, an 8087 coprocessor, and an IBM color graphics monitor. Executables and source code are provided. SAMIS was originally developed in 1978; the IBM PC version was developed in 1985. Release 6.1 was made available in 1986, and includes the PC-IPEG program.

Pharmaceutical companies increasingly perform clinical trials in developing nations. Governments of host nations see the trials as a way to provide otherwise unaffordable medical care, while trial sponsors are drawn to those countries by lower costs, the prevalence of diseases rare in developed nations, and large numbers of impoverished patients. Local governments, however, fail to police trials, and the FDA does not monitor trials in foreign countries, resulting in the routine violation of international standards for the protection of human subjects. This Note proposes independent accreditation of those institutions involved in clinical trials--the institutional review boards which oversee trial protocol; the organizations, such as pharmaceutical companies, which sponsor the trials; and the research organizations that conduct the trials. Accreditation, similar to that used in the footwear and apparel industries, would increase the transparency of pharmaceutical trials and would enable the United States government and consumers to hold trial sponsors accountable for their actions.

The questionnaire was adopted so as to investigate the attitudes and recognition of the manufacture eneprises of TCM diagnosis, treatment and rehabilitation equipment (DTRE) to the technical standards of, relevant products. It was found that the construction of the industrial standard and the national standard was lagged behind on TCM DTRE. Under the new situation, the enterprises are highly willing to participate in the development of the industrial, national and international standards and have a certain of understanding on the standard development. Nearly 80 % of enterprises believed that it was necessary to set up the relevant mirror organization for the development of industrial, national and international standard of TCM DITRE. In the future, the standard construction of TCM DTRE must face to the new situation. The constant increasing of the enterprises. and scientific research organizations in the standard construction must promote the development of TCM DTRE.

The majority of industrial wireless automation designs now being deployed or being considered for deployment are based on three different standards . Aside from these industrial automation standards, users must also be cognizant of the underlying wireless network standards IEEE 802.11, IEEE 802.15.4, and IEEE 802.15.3a and their interactions with the three principal industrial automation protocols mentioned previously. A study was conducted to obtain information on the performance of materials and components in operational solar industrial process heat (PH) systems, and to provide recommendations for the development of standards including evaluative test procedures for materials and components. A workshop was sponsored by the National Institute of Standards and Technology, the Cancer Diagnosis Program of the National Cancer Institute, the Food and Drug Administration, and the College of American Pathologists to address the need for a reference material for Her2 gene protein testing. It was agreed that such a standard was desirable and necessary to ensure the reliability of Her2 testing to qualify patients for trastuzumab therapy. Two standards consisting of well characterized cell lines will be produced, 1 that will be a National Institute of Standards and Technology-certifiable standard, and 1 that will be a commercially developed standard for use in all Her2 testing. It was also agreed that all Her2 testing must be performed on samples fixed only in 10% buffered formalin, as specified in the Food and Drug Administration-approved testing methods. Participants agreed to plan strategies to educate pathologists, clinicians, and laboratories about the need and use of such a standard. A National Committee for Clinical Laboratory Standards guideline for the use of the standard reference material will be created to facilitate this process.

Photonics is defined as the generation, manipulation, transport, detection, and use of light information and energy whose quantum unit is the photon. The range of applications of phonics extends from energy generation to detection to communication and information processing. Photonics is at the heart of today's communication systems, from the laser that generates the digital information transported along a fiber- optic cable to the detector that decodes the information. Whether the transmitted information is a phone call from across the street or across the globe, photonics brings it to you. Where your health is concerned, photonics allows physicians to do minimally invasive surgery using fiber-optic endoscopes and lasers. Researches using spectroscopy and microscopy are pushing the frontiers of biotechnology in activities as widespread as diagnosing disease and probing the mysteries of the genetic code. Advanced sensing and imaging techniques monitor the environment, gathering data on crops and forests, analyzing the ocean's currents and contents, and probing the atmosphere of pollutants. Transportation needs are being impacted by photonic sensors and laser rangefinders that will soon monitor and control the traffic on our nation's highways. Numerous studies have shown that healthcare professionals are exposed to psychological distress. However, since most of these studies assessed psychological distress using self-reporting questionnaires, the magnitude of the problem is largely unknown. We evaluated the risks of mood disorders, anxiety disorders, sleep disorders, and any psychiatric disorders in workers in healthcare industry using Korea National Health Insurance (NHI) claims data from 2014, which are based on actual diagnoses instead of self-evaluation. We used Korea 2014 NHI claims data and classified employees as workers in the healthcare industry, based on companies in the NHI database that were registered with hospitals, clinics, public healthcare, and other medical services. To estimate the standardized prevalence of the selected mental health disorders, we calculated the prevalence of diseases in each age group and sex using the age distribution of the Korea population. To compare the risk of selected mental disorders among workers in the healthcare industry with those in other industries, we considered age, sex, and income quartile characteristics and conducted propensity scored matching. In the matching study, workers in healthcare industry had higher odds ratios for mood disorders (1.13, 95% CI: 1.11-1.15), anxiety disorders (1.15, 95% CI: 1.13-1.17), sleep disorders (2.21, 95% CI: 2.18-2.24), and any psychiatric disorders (1.44, 95% CI: 1.43-1.46) than the reference group did. Among workers in healthcare industry, females had higher prevalence of psychiatric disorders than males, but the odds ratios for psychiatric disorders, compared to the reference group, were higher in male workers in healthcare industry than in females. The prevalence of mood disorders, anxiety disorders, sleep disorders, and all psychiatric disorders for workers in the healthcare industry was higher than that of other Korean workers. The strikingly high prevalence of sleep disorders could be related to the frequent

Australia’s first national level quantitative environmental justice assessment of industrial air pollution

This study presents the first national level quantitative environmental justice assessment of industrial air pollution in Australia. Specifically, our analysis links the spatial distribution of sites and emissions associated with industrial pollution sources derived from the National Pollution Inventory, to Indigenous status and social disadvantage characteristics of communities derived from Australian Bureau of Statistics indicators. Our results reveal a clear national pattern of environmental injustice based on the locations of industrial pollution sources, as well as volume, and toxicity of air pollution released at these locations. Communities with the highest number of polluting sites, emission volume, and toxicity-weighted air emissions indicate significantly greater proportions of Indigenous population and higher levels of socio-economic disadvantage. The quantities and toxicities of industrial air pollution are particularly higher in communities with the lowest levels of educational attainment and occupational status. These findings emphasize the need for more detailed analysis in specific regions and communities where socially disadvantaged groups are disproportionately impacted by industrial air pollution. Our empirical findings also underscore the growing necessity to incorporate environmental justice considerations in environmental planning and policy-making in Australia.

National standard setting for quality of care in general practice: attitudes of general practitioners and response to a set of standards.

The Nederlands Huisartsen Genootschap (NHG), the college of general practitioners in the Netherlands, has begun a national programme of standard setting for the quality of care in general practice. When the standards have been drawn up and assessed they are disseminated via the journal Huisarts en Wetenschap. In a survey, carried out among a randomized sample of 10% of all general practitioners, attitudes towards national standard setting in general and to the first set of standards (diabetes care) were studied. The response was 70% (453 doctors). A majority of the respondents said they were well informed about the national standard setting initiatives instigated by the NHG (71%) and about the content of the first standards (77%). The general practitioners had a positive attitude towards the setting of national standards for quality of care, and this was particularly true for doctors who were members of the NHG. Although a large majority of doctors said they agreed with most of the guidelines in the diabetes standards fewer respondents were actually working to the guidelines and some of the standards are certain to meet with a lot of resistance. A better knowledge of the standards and a more positive attitude to the process of national standard setting correlated with a more positive attitude to the guidelines formulated in the diabetes standards. The results could serve as a starting point for an exchange of views about standard setting in general practice in other countries. PMID:2265001

Dietary tryptophan intake and suicide rate in industrialized nations.

The objective of this study was to assess the ecological association of dietary tryptophan intake and suicide rates across industrialized nations. Tryptophan, an essential amino acid, is the rate-limiting precursor of serotonin biosynthesis. The serotonergic system has been strongly implicated in the neurobiology of suicide. Contemporary male and female suicide rates for the general population (42 countries) and the elderly (38 countries) were correlated with national estimates of dietary tryptophan intake. Measures of tryptophan intake were significantly negatively associated to national suicide rates. Controlling for national affluence, total alcohol consumption and happiness levels slightly attenuated these associations, but left all of them negative. The effect is an ecological (group-level) finding. Estimated per capita tryptophan supply is only a proxy for actual consumption. Developed nations ranking high in dietary tryptophan intake rank low in suicide rates, independent of national wealth, alcohol intake and happiness.

Research was conducted with West Moberly First Nations, Halfway First Nation and the Treaty 8 Tribal Association (located in northeastern British Columbia, Canada) on effective engagement in environmental assessment processes. As part of this research, we examined the perspectives of a subset of resource industry proponents and their consultants, as well as staff from the British Columbia Environmental Assessment Office on their experiences with the requirement to consult with Canada's indigenous peoples. Research into the perspectives of industry proponents and consultants is almost non-existent, yet industry and governments are key participants within environmental assessments. This research found that industry proponentsmore » were disenfranchised by the British Columbia environmental assessment process and its mechanisms for consulting with First Nations, and that they sought changes to that process. Their concerns and their implications are documented and some recommendations are offered for addressing those concerns. Understanding industry and government views on First Nations engagement could suggest not only potential improvements in EA processes that facilitate all parties but provide common grounds for mutually engaging to resolve challenges.« less

The identification of chemicals that pose the greatest threat to human health from incidental releases is a cornerstone in public health preparedness for chemical threats. The present study developed and applied a methodology for the risk analysis and prioritization of industrial chemicals to identify the most significant chemicals that pose a threat to public health in Finland. The prioritization criteria included acute and chronic health hazards, physicochemical and environmental hazards, national production and use quantities, the physicochemical properties of the substances, and the history of substance-related incidents. The presented methodology enabled a systematic review and prioritization of industrial chemicals for the purpose of national public health preparedness for chemical incidents.

Asthma is one of the most common chronic diseases in childhood and its prevalence has been increasing within industrializing nations. The contribution of ambient pollutants to asthma symptomatology has been explored in some countries through epidemiological investigations, molecular analysis and monitoring functional outcomes. The health effects of rising environmental pollution have been of increasing concern in industrializing nations with rising urbanization patterns. This review article provides an overview of the link between pediatric asthma and exposure to rising sources of urban air pollution. It primarily focuses on the asthma-specific effects of sulfur dioxide, nitrogen dioxide, ozone and particulate matter. Worldwide trends of asthma prevalence are also provided which detail the prominent rise in asthma symptoms in many urban areas of Africa, Latin America and Asia. The molecular and functional correlation of ambient pollutants with asthma-specific airway inflammation in the pediatric population are also highlighted. The final aspect of the review considers the correlation of motor vehicle, industrial and cooking energy sources, ascribed as the major emitters among the pollutants in urban settings, with asthma epidemiology in children. © The Author 2014. The concept of a framework for data and information linkages among producers and users, known as a National Spatial Data Infrastructure (NSDI), is built upon four corners: data, technology, institutions, and standards. Standards are paramount to increase the efficiency and effectiveness of the NSDI. Historically, data standards and specifications have been developed with a very limited scope - they were parochial, and even competitive in nature, and promoted the sharing of data and information within only a small community at the expense of more open sharing across many communities. Today, an approach is needed to grow and evolve standards to support open systems and provide consistency and uniformity among data producers. There are several significant ongoing activities in geospatial data standards: transfer or exchange, metadata, and data content. In addition, standards in other areas are under discussion, including data quality, data models, and data collection.

To determine whether current job is a reasonable surrogate for usual job. Data from the 2010 National Health Interview Survey were utilized to determine concordance between current and usual jobs for workers employed within the past year. Concordance was quantitated by kappa values for both simple and detailed industry and occupational groups. Good agreement is considered to be present when kappa values exceed 60. Overall kappa values ± standard errors were 74.5 ± 0.5 for simple industry, 72.4 ± 0.5 for detailed industry, 76.3 ± 0.4 for simple occupation, 73.7 ± 0.5 for detailed occupation, and 80.4 ± 0.6 for very broad occupational class. Sixty-five of 73 detailed industry groups and 78 of 81 detailed occupation groups evaluated had good agreement between current and usual jobs. Current job can often serve as a reliable surrogate for usual job in epidemiologic studies.

Comparison of national space debris mitigation standards

Several national organizations of the space faring nations have established Space Debris Mitigation Standards or Handbooks to promote efforts to deal with the space debris issue. This paper introduces the characteristics of each document and compares the structure, items and level of requirements. The contents of these standards may be slightly different from each other but the fundamental principles are almost the same; they are (1) prevention of on-orbit breakups, (2) removal of mission terminated spacecraft from the useful orbit regions, and (3) limiting the objects released during normal operations. The Inter-Agency Space Debris Coordination Committee has contributed considerably to this trend. The Committee also found out by its recent survey that some commercial companies have begun to adopt the debris mitigation measures for their projects. However, the number of organizations that have initiated this kind of self-control is still limited, so the next challenge of the Committee is to promote the Space Debris Mitigation Guidelines world-wide. IADC initiated this project in October 1999 and a draft is being circulated among the member agencies.

Selected science: an industry campaign to undermine an OSHA hexavalent chromium standard

While exposure to hexavalent chromium (Cr(VI)) has been associated with increased lung cancer risk for more than 50 years, the chemical is not currently regulated by the U.S. Occupational Safety and Health Administration (OSHA) on the basis of its carcinogenicity. The agency was petitioned in 1993 and sued in 1997 and 2002 to lower the workplace Cr(VI) exposure limit, resulting in a court order to issue a final standard by February 2006. Faced with the threat of stronger regulation, the chromium industry initiated an effort to challenge the scientific evidence supporting a more protective standard. This effort included the use of "product defense" consultants to conduct post hoc analyses of a publicly-funded study to challenge results viewed unfavorably by the industry. The industry also commissioned a study of the mortality experience of workers at four low-exposure chromium plants, but did not make the results available to OSHA in a timely manner, despite multiple agency requests for precisely these sorts of data. The commissioned study found a statistically significant elevation in lung cancer risk among Cr(VI)-exposed workers at levels far below the current standard. This finding changed when the multi-plant cohort was divided into two statistically underpowered components and then published separately. The findings of the first paper published have been used by the chromium industry to attempt to slow OSHA's standard setting process. The second paper was withheld from OSHA until it was accepted for publication in a scientific journal, after the rulemaking record had closed. Studies funded by private sponsors that seek to influence public regulatory proceedings should be subject to the same access and reporting provisions as those applied to publicly funded science. Parties in regulatory proceedings should be required to disclose whether the studies were performed by researchers who had the right to present their findings without the sponsor's consent or

The importance and need for full compliant implementation of NIMS nationwide was clearly demonstrated during the Hurricane Katrina event, which was clearly expressed in Secretary Chertoff's October 4, 2005 letter addressed to the State's governors. It states, ''Hurricane Katrina was a stark reminder of how critical it is for our nation to approach incident management in a coordinated, consistent, and efficient manner. We must be able to come together, at all levels of government, to prevent, prepare for, respond to, and recover from any emergency or disaster. Our operations must be seamless and based on common incident management doctrine, becausemore » the challenges we face as a nation are far greater than capabilities of any one jurisdiction.'' The NIMS is a system/architecture for organizing response on a ''national'' level. It incorporations ICS as a main component of that structure (i.e., it institutionalizes ICS in NIMS). In a paper published on the NIMS Website, the following statements were made: ''NIMS represents a core set of doctrine, principles, terminology, and organizational processes to enable effective, efficient and collaborative incident management at all levels. To provide the framework for interoperability and compatibility, the NIMS is based on a balance between flexibility and standardization.'' Thus the NIC is challenged with the need to adopt quality SDO generated standards to support NIMS compliance, but in doing so maintain the flexibility necessary so that response operations can be tailored for the specific jurisdictional and geographical needs across the nation. To explore whether employment in industries likely to have non-standard work schedules (e.g., manufacturing and service) and occupations with long work-weeks (e.g., managerial/professional, sales, and transportation) is associated with an increased risk of short sleep duration. Cross-sectional epidemiologic survey. Household-based face-to-face survey of civilian, non-institutionalized US residents. Sample adults interviewed for the National Health Interview Survey in 1985 or 1990 (N = 74,734) or between 2004 and 2007 (N = 110,422). Most analyses focused on civilian employed workers interviewed between 2004 and 2007 (N = 66,099). N/A. The weighted prevalence of self-reported short sleep duration, defined as < or = 6 h per day, among civilian employed workers from 2004-2007 was 29.9%. Among industry categories, the prevalence of short sleep duration was greatest for management of companies and enterprises (40.5%), followed by transportation/warehousing (37.1%) and manufacturing (34.8%). Occupational categories with the highest prevalence included production occupations in the transportation/warehousing industry, and installation, maintenance, and repair occupations in both the transportation/warehousing industry and the manufacturing industry. In the combined sample from 1985 and 1990, 24.2% of workers reported short sleep duration; the prevalence of short sleep duration was significantly lower during this earlier time period compared to 2004-2007 for 7 of 8 industrial sectors. Self-reported short sleep duration among US workers varies by industry and occupation, and has increased over the past two decades. These findings suggest the need for further exploration of the relationship between work and sleep, and development of targeted interventions for specific industry/occupation groups.

Since the ASEAN Economic Community (AEC) is released, the opportunity to expand market share has become very open, but the level of competition is also very high. Standardization is believed to be an important factor in seizing opportunities in the AEC’s era and other free trade agreements in the future. Standardization activities in industry can be proven by obtaining certification of SNI (Indonesian National Standard). This is a challenge for SMEs, considering that currently only 20% of SMEs had SNI certification both product and process. This research will be designed a model of readiness assessment to obtain SNI certification for SMEs. The stages of model development used an innovative approach by Roger (2003). Variables that affect the readiness of SMEs are obtained from product certification requirements established by BSN (National Standardization Agency) and LSPro (Certification body). This model will be used for mapping the readiness for SNI certification of SMEs’product. The level of readiness of SMEs is determined by the percentage of compliance with those requirements. Based on the result of this study, the five variables are determined as main aspects to assess SME readiness. For model validation, trials were conducted on Batik SMEs in Laweyan Surakarta.

The United Nations have studied how the oil and gas resource classification developed jointly by the SPE, the World Petroleum Congress (WPC) and the American Association of Petroleum Geologists (AAPG) could be harmonized with the United Nations Framework Classification (UNFC) for Solid Fuel and Mineral Resources (1). The United Nations has continued to build on this and other works, with support from many relevant international organizations, with the objective of updating the UNFC to apply to the extractive industries. The result is the United Nations Framework Classification for Energy and Mineral Resources (2) that this paper will present. Reserves and resources are categorized with respect to three sets of criteria: ??? Economic and commercial viability ??? Field project status and feasibility ??? The level of geologic knowledge The field project status criteria are readily recognized as the ones highlighted in the SPE/WPC/AAPG classification system of 2000. The geologic criteria absorb the rich traditions that form the primary basis for the Russian classification system, and the ones used to delimit, in part, proved reserves. Economic and commercial criteria facilitate the use of the classification in general, and reflect the commercial considerations used to delimit proved reserves in particular. The classification system will help to develop a common understanding of reserves and resources for all the extractive industries and will assist: ??? International and national resources management to secure supplies; ??? Industries' management of business processes to achieve efficiency in exploration and production; and ??? An appropriate basis for documenting the value of reserves and resources in financial statements.

International documentary standards and comparison of national physical measurement standards for the calibration of accelerometers

The documentary standards defining internationally adopted methodologies and protocols for calibrating transducers used to measure vibration are currently developed under the International Organization for Standardization (ISO) Technical Committee 108 Sub Committee 3 (Use and calibration of vibration and shock measuring instruments). Recent revisions of the documentary standards on primary methods for the calibration of accelerometers used to measure rectilinear motion have been completed. These standards can be, and have been, used as references in the technical protocols of key international and regional comparisons between National Measurement Institutes (NMIs) on the calibration of accelerometers. These key comparisons are occurring in part as a result of the creation of the Mutual Recognition Arrangement between NMIs which has appendices that document the uncertainties, and the comparisons completed in support of the uncertainties, claimed by the National Laboratories that are signatories of the MRA. The measurements for the first international and the first Interamerican System of Metrology (SIM) regional key comparisons in vibration have been completed. These intercomparisons were promulgated via the relatively new Consultative Committee for Acoustics, Ultrasound and Vibration (CCAUV) of the International Committee for Weights and Measures (CIPM) and SIM Metrology Working Group (MWG) 9, respectively.

Around the world, there are different providers of timestamp (mobile, radio or television operators, satellites of the GPS network, astronomical measurements, etc.), however, the source of the legal time for a country is either the national metrology institute or another designated laboratory. This activity requires a time standard based on an atomic time scale. The International Bureau of Weights and Measures (BIPM) calculates a weighted average of the time kept in more than 60 nations and produces a single international time scale, called Coordinated Universal Time (UTC). This article presents the current time scale that generates Legal Time for the Republic of Colombia produced by the Instituto Nacional de Metrología (INM) using the time and frequency national standard, a cesium atomic oscillator. It also illustrates how important it is for the academic, scientific and industrial communities, as well as the general public, to be synchronized with this time scale, which is traceable to the International System (SI) of units, through international comparisons that are made in real time.

How Much Can Non-industry Standard Measurement Methodologies Benefit Methane Reduction Programs?

In recent years, energy sector methane emissions have been recorded in large part by applying modern non-industry-standard techniques. Industry may lack the regulatory flexibility to use such techniques, or in some cases may not understand the possible associated economic advantage. As progressive jurisdictions move from estimation and towards routine measurement, the research community should provide guidance to help regulators and companies measure more effectively, and economically if possible. In this study, we outline a modelling experiment in which we explore the integration of non-industry-standard measurement techniques as part of a generalized compliance measurement program. The study was not intended to be exhaustive, or to recommend particular combinations, but instead to explore the inter-relationships between methodologies, development type, compliance practice. We first defined the role, applicable scale, detection limits, working distances, and approximate deployment cost of several measurement methodologies. We then considered a variety of development types differing mainly in footprint, density, and emissions "profile". Using a Monte Carlo approach, we evaluated the effect of these various factors on the cost and confidence of the compliance measurement program. We found that when added individually, some of the research techniques were indeed able to deliver an improvement in cost and/or confidence when used alongside industry-standard Optical Gas Imaging. When applied in combination, the ideal fraction of each measurement technique depended on development type, emission profile, and whether confidence or cost was more important. Results suggest that measurement cost and confidence could be improved if energy companies exploited a wider range of measurement techniques, and in a manner tailored to each development. US Food Industry Progress During the National Salt Reduction Initiative: 2009-2014.

To assess the US packaged food industry's progress from 2009 to 2014, when the National Salt Reduction Initiative had voluntary, category-specific sodium targets with the goal of reducing sodium in packaged and restaurant foods by 25% over 5 years. Using the National Salt Reduction Initiative Packaged Food Database, we assessed target achievement and change in sales-weighted mean sodium density in top-selling products in 61 food categories in 2009 (n = 6336), 2012 (n = 6898), and 2014 (n = 7396). In 2009, when the targets were established, no categories met National Salt Reduction Initiative 2012 or 2014 targets. By 2014, 26% of categories met 2012 targets and 3% met 2014 targets. From 2009 to 2014, the sales-weighted mean sodium density declined significantly in almost half of all food categories (43%; 26/61 categories). Overall, sales-weighted mean sodium density declined significantly (by 6.8%; P < .001). National target setting with monitoring through a partnership of local, state, and national health organizations proved feasible, but industry progress was modest. The US Food and Drug Administration's proposed voluntary targets will be an important step in achieving more substantial sodium reductions.

This Necessary and Sufficient (N and S) set of standards is for Other Industrial, Radiological, and Non-Radiological Hazard Facilities at Oak Ridge National Laboratory (ORNL). These facility classifications are based on a laboratory-wide approach to classify facilities by hazard category. An analysis of the hazards associated with the facilities at ORNL was conducted in 1993. To identify standards appropriate for these Other Industrial, Radiological, and Non-Radiological Hazard Facilities, the activities conducted in these facilities were assessed, and the hazards associated with the activities were identified. A preliminary hazards list was distributed to all ORNL organizations. The hazards identified in priormore » hazard analyses are contained in the list, and a category of other was provided in each general hazard area. A workshop to assist organizations in properly completing the list was held. The U.S. Department of Energy (DOE), National Nuclear Security Administration Nevada Site Office is responsible for environmental restoration (ER) at the Nevada National Security Site (NNSS). This includes remediation at Industrial Sites where past nuclear testing activities and activities that supported nuclear testing may have or are known to have resulted in the release of contaminants into the environment. Industrial Sites at the NNSS have included nuclear facilities that supported the nuclear rocket/missile development programs, gas stations, landfills, spill sites, ordnance sites, and numerous other waste disposal and release sites. The NNSS Industrial Sites activities neared completion at the endmore » of fiscal year 2011 while other activities required under the Federal Facility Agreement and Consent Order (FFACO) and part of the same NNSS ER Project are forecasted to extend to 2027 or beyond. With the majority of Industrial Sites corrective action units (CAUs) completed (more than 250 CAUs and over 1,800 corrective action sites), it was determined that an activity closeout process should be implemented to ensure that the work completed over the past 15 years is well documented in a comprehensive and concise summary. While the process used to close each individual CAU is described in approved documents, no single document describes in summary fashion the work completed to close the many individual Industrial Sites. The activity closeout process will be used to develop an Industrial Sites closeout document that describes these years of work. This document will summarize the number of Industrial Sites closed under the FFACO and provide general descriptions of projects, contaminants removed, and sites closed in place with corresponding Use Restrictions. Therefore, Nantong should persist in innovation driven, focus on the cultivation and development of new industries, to provide new impetus to Nantong’s economic vitality and development. In 2007, Australia published standardized terminology and definitions for three levels of thickened fluids used in the management of dysphagia. This study examined the thickness of the current Australian National Fluid Standards rheologically (i.e. viscosity, yield stress) and correlated these results with the "fork test", as described in the national standards. Clinicians who prescribe or work with thickened liquids and laypersons were recruited to categorize 15 different thickened fluids of known viscosities using the fork test. The mean apparent viscosity and the yield stress for each fluid category were calculated. Clear responses were obtained by both clinicians and laypersons for very thin fluids (< 90 mPa.s) and very thick fluids (> 1150 mPa.s), but large variations of responses were seen for intermediate viscosities. Measures of viscosity and yield stress were important in allocating liquids to different categories. Three bands of fluid viscosity with distinct intermediate band gaps and associated yield stress measures were clearly identifiable and are proposed as objective complements to the Australian National Standards. The "fork test" provides rudimentary information about both viscosity and yield stress, but is an inexact measure of both variables.

PACS industry in Korea has been rapidly growing, since government had supported collaborative PACS project between industry and university hospital. In the beginning, PACS industry had focused on developing peripheral PACS solutions, while the Korea PACS society was being formed. A few companies had started developing and installing domestic large-scale full-PACS system for teaching hospitals. Several years later, many hospitals have installed full-PACS system with national policy of reimbursement for PACS exams in November 1999. Both experiences of full-PACS installation and national policy generated tremendous intellectual and technological expertise about PACS at all levels, clinical, hospital management, education, and industrial sectors. There are now more than 20 domestic PACS companies. They have enough experiences which are capable of installing a truly full-PACS system for large-scale teaching hospitals. As an example, a domestic company had installed more than 40 full-PACS systems within 2-3 years. Enough experiences of full-PACS installation in Korea lead PACS industry to start exporting their full-PACS solutions. However, further understanding and timely implementation of continuously evolving international standard and integrated healthcare enterprise concepts may be necessary for international leading of PACS technologies for the future.

A reference standard calibrated in the International Units is needed for the quality control of hepatitis A vaccine. Thus, National Institutes for Food and Drug Control launched a project to establish a non-adsorbed inactivated hepatitis A vaccine reference as the working standard calibrated against the 1st International Standard (IS). Two national standard candidates (NSCs) were obtained from two manufacturers, and designated as NSC A (lyophilized form) and NSC B (liquid form). Six laboratories participated in the collaborative study and were asked to use their in-house validated enzyme-linked immunosorbent assay methods to detect hepatitis A vaccine antigen content. Although both exhibited good parallelism and linear relationship with IS, NSC B showed a better agreement among laboratories than NSC A. And based on suitability of the candidates, NSC B was selected. The accelerated degradation study showed that NSC B was stable at the storage temperature (≤-70 °C). Therefore NSC B was approved as the first Chinese national antigen standard for inactivated hepatitis A vaccine, with an assigned antigen content of 70 IU/ml. Copyright © 2016 The Authors. In September 2007 national standard manual was finalized and officially announced as the minimal quality requirements for all medical laboratories in the country. Apart from auditing laboratories, Reference Health Laboratory has performed benchmarking auditing of medical laboratory network (surveys) in provinces. 12th benchmarks performed in Tehran and Alborz provinces, Iran in 2010 in three stages. We tried to compare different processes, their quality and accordance with national standard measures between public and private hospital laboratories. The assessment tool was a standardized checklist consists of 164 questions. Analyzing process show although in most cases implementing the standard requirements are more prominent in private laboratories, there is still a long way to complete fulfillment of requirements, and it takes a lot of effort. Differences between laboratories in public and private sectors especially in laboratory personnel and management process are significant. Probably lack of motivation, plays a key role in obtaining less desirable results in laboratories in public sectors. PMID:23514840

This paper is part of a special series of publications regarding gasoline toxicology testing and gasoline risk management; this article covers regulations, standards, and industry practices concerning gasoline risk management. Gasoline is one of the highest volume liquid fuel products produced globally. In the U.S., gasoline production in 2013 was the highest on record (API, 2013). Regulations such as those pursuant to the Clean Air Act (CAA) (Clean Air Act, 2012: § 7401, et seq.) and many others provide the U.S. federal government with extensive authority to regulate gasoline composition, manufacture, storage, transportation and distribution practices, worker and consumer exposure, product labeling, and emissions from engines and other sources designed to operate on this fuel. The entire gasoline lifecycle-from manufacture, through distribution, to end-use-is subject to detailed, complex, and overlapping regulatory schemes intended to protect human health, welfare, and the environment. In addition to these legal requirements, industry has implemented a broad array of voluntary standards and best management practices to ensure that risks from gasoline manufacturing, distribution, and use are minimized. Secondary standards laboratories for ionizing radiation calibrations: The national laboratory interests

The national laboratories are probable candidates to serve as secondary standards laboratories for the federal sector. Representatives of the major Department of Energy laboratories were polled concerning attitudes toward a secondary laboratory structure. Generally, the need for secondary laboratories was recognized and the development of such a program was encouraged. The secondary laboratories should be reviewed and inspected by the National Bureau of Standards. They should offer all of the essential, and preferably additional, calibration services in the field of radiological health protection. The selection of secondary laboratories should be based on economic and geographic criteria and/or be voluntary.

Environmental justice implications of industrial hazardous waste generation in India: a national scale analysis

While rising air and water pollution have become issues of widespread public concern in India, the relationship between spatial distribution of environmental pollution and social disadvantage has received less attention. This lack of attention becomes particularly relevant in the context of industrial pollution, as India continues to pursue industrial development policies without sufficient regard to its adverse social impacts. This letter examines industrial pollution in India from an environmental justice (EJ) perspective by presenting a national scale study of social inequities in the distribution of industrial hazardous waste generation. Our analysis connects district-level data from the 2009 National Inventory of Hazardous Waste Generating Industries with variables representing urbanization, social disadvantage, and socioeconomic status from the 2011 Census of India. Our results indicate that more urbanized and densely populated districts with a higher proportion of socially and economically disadvantaged residents are significantly more likely to generate hazardous waste. The quantity of hazardous waste generated is significantly higher in more urbanized but sparsely populated districts with a higher proportion of economically disadvantaged households, after accounting for other relevant explanatory factors such as literacy and social disadvantage. These findings underscore the growing need to incorporate EJ considerations in future industrial development and waste management in India.

Increasingly, medical school policies limit pharmaceutical representatives' access to students and gifts from drugmakers, but little is known about how these policies affect student attitudes toward industry. To assess interactions between trainees and the pharmaceutical industry, and to determine whether learning environment characteristics influence students' practices and attitudes. We conducted a cross-sectional survey with a nationally-representative sample of first- and fourth-year medical students and third-year residents, stratified by medical school, including ≥ 14 randomly selected trainees at each level per school. We measured frequency of industry interactions and attitudes regarding how such interactions affect medical training and the profession. Chi-squared tests assessed bivariate linear trend, and hierarchical logistic regression models were fitted to assess associations between trainees' attitudes and their schools' National Institutes of Health (NIH) funding levels and American Medical Student Association (AMSA) PharmFree Scorecard grades reflecting industry-related conflict of interest policies. Among 1,610 student (49.3 % response rate) and 739 resident (43.1 %) respondents, industry-sponsored gifts were common, rising from 33.0 % (first-year students) to 56.8 % (fourth-year students) and 54 % (residents) (p < 0.001). These gifts included meals outside the hospital (reported by 5 % first-year students, 13.4 % fourth-year students, 27.5 % residents (p < 0.001)) and free drug samples (reported by 7.4 % first-year students, 14.1 % fourth-year students, 14.3 % residents (p < 0.001)). The perception that industry interactions lead to bias was prevalent, but the belief that physicians receive valuable education through these interactions increased (64.1 % to 67.5 % to 79.8 %, p < 0.001). Students in schools receiving more NIH funding reported industry gifts less often (OR = 0.51, 95 % CI: 0.38-0.68, p < 0.001), but the

The pharmaceutical industry associations, as it happened with other businesses, had a significant rise during the dictatorship of Primo de Rivera and II Republic. The 'Cámara Nacional de Industrias Químicas', in Barcelona, represented the national chemical industry to its ultimate assimilation by the 'Organización Sindical' in 1939. In this association, matters relating to pharmaceutical products -- which we will especially deal with in this work -- were managed by the 'Unión Nacional de Laboratorios Químico-Farmacéuticos', which defended the interests of pharmaceutical companies in the presence of government authorities, using the resources and mechanisms also managed by business pressure groups. The inclusion of industrial pharmacy in the Chemical lobby separated the pharmaceutical industry from traditional exercise and its corporate environment. this created ups and downs, conflicts of interests and finally, love and hate relationships with their colleagues of the pharmacy work placement and, of course, with the association that represented them: the 'Unión Farmacéutica Nacional'.

The effects of air emission and solid waste restrictions on production costs and resource use by industry is investigated. A linear program is developed to analyze how resource use, production cost, and waste discharges in different types of production may be affected by resource limiting policies of the government. The method is applied to modeling ethylene and ammonia plants at the design stage. Results show that the effects of increasingly restrictive wastewater effluent standards on increased energy use were small in both plants. Plant models were developed for other industries and the program estimated effects of wastewater discharge policies on production costs of industry.

Adoption of the National CLAS Standards by State Mental Health Agencies: A Nationwide Policy Analysis.

This study reports the extent to which states have adopted the national culturally and linguistically appropriate services (CLAS) standards. Officials from public mental health agencies in the 50 states, Washington, D.C., and Puerto Rico were contacted between January and June 2016 to obtain information about adoption of CLAS standards in current policies. Each policy was coded through thematic analysis to determine its correspondence with any of the 14 national CLAS standards, which are grouped into three domains. Officials from 47 states and territories (90%) responded. Eight states (17%) reported adopting all national CLAS standards. Ten (23%) had adopted no CLAS policies, five (12%) had adopted policies under one domain, three (7%) under two domains, and 25 (58%) under all three domains. Most states do not have policies that meet all CLAS standards, raising questions about how CLAS standards should be adopted.

The early procedures and algorithms for National digital orthophoto generation in National Digital Orthophoto Program (NDOP) were based on earlier USGS mapping operations, such as field control, aerotriangulation (derived in the early 1920's), the quarter-quadrangle-centered (3.75 minutes of longitude and latitude in geographic extent), 1:40,000 aerial photographs, and 2.5 D digital elevation models. However, large-scale city orthophotos using early procedures have disclosed many shortcomings, e.g., ghost image, occlusion, shadow. Thus, to provide the technical base (algorithms, procedure) and experience needed for city large-scale digital orthophoto creation is essential for the near future national large-scale digital orthophoto deployment and the revision of the Standards for National Large-scale City Digital Orthophoto in National Digital Orthophoto Program (NDOP). This paper will report our initial research results as follows: (1) High-precision 3D city DSM generation through LIDAR data processing, (2) Spatial objects/features extraction through surface material information and high-accuracy 3D DSM data, (3) 3D city model development, (4) Algorithm development for generation of DTM-based orthophoto, and DBM-based orthophoto, (5) True orthophoto generation by merging DBM-based orthophoto and DTM-based orthophoto, and (6) Automatic mosaic by optimizing and combining imagery from many perspectives.

Australians are not equally protected from industrial air pollution

Australian air pollution standards are set at national and state levels for a number of chemicals harmful to human health. However, these standards do not need to be met when ad hoc pollution licences are issued by state environment agencies. This situation results in a highly unequal distribution of air pollution between towns and cities, and across the country. This paper examines these pollution regulations through two case studies, specifically considering the ability of the regulatory regime to protect human health from lead and sulphur dioxide pollution in the communities located around smelters. It also considers how the proposed National Clean Air Agreement, once enacted, might serve to reduce this pollution equity problem. Through the case studies we show that there are at least three discrete concerns relating to the current licencing system. They are: non-onerous emission thresholds for polluting industry; temporal averaging thresholds masking emission spikes; and ineffective penalties for breaching licence agreements. In conclusion, we propose a set of new, legally-binding national minimum standards for industrial air pollutants must be developed and enforced, which can only be modified by more (not less) stringent state licence arrangements.

A study of software standards used in the avionics industry

Within the past decade, software has become an increasingly common element in computing systems. In particular, the role of software used in the aerospace industry, especially in life- or safety-critical applications, is rapidly expanding. This intensifies the need to use effective techniques for achieving and verifying the reliability of avionics software. Although certain software development processes and techniques are mandated by government regulating agencies, no one methodology has been shown to consistently produce reliable software. The knowledge base for designing reliable software simply has not reached the maturity of its hardware counterpart. In an effort to increase our understanding of software, the Langley Research Center conducted a series of experiments over 15 years with the goal of understanding why and how software fails. As part of this program, the effectiveness of current industry standards for the development of avionics is being investigated. This study involves the generation of a controlled environment to conduct scientific experiments on software processes.

Analysis of household refrigerators for different testing standards

This study highlights the salient differences among various testing standards for household refrigerator-freezers and proposes a methodology for predicting the performance of a single evaporator-based vapor-compression refrigeration system (either refrigerator or freezer) from one test standard (where the test data are available-the reference case) to another (the alternative case). The standards studied during this investigation include the Australian-New Zealand Standard (ANZS), the International Standard (ISO), the American National Standard (ANSI), the Japanese Industrial Standard (JIS), and the Chinese National Standard (CNS). A simple analysis in conjunction with the BICYCLE model (Bansal and Rice 1993) is used to calculate the energymore » consumption of two refrigerator cabinets from the reference case to the alternative cases. The proposed analysis includes the effect of door openings (as required by the JIS) as well as defrost heaters. The analytical results are found to agree reasonably well with the experimental observations for translating energy consumption information from one standard to another.« less

The successful expansion of development, innovation, and production within the aeronautics industry during the 20th century was facilitated by collaboration of government agencies with the commercial aviation companies. One of the initial products conceived from the collaboration was the ANC-5 Bulletin, first published in 1937. The ANC-5 Bulletin had intended to standardize the requirements of various government agencies in the design of aircraft structure. The national space policy shift in priority for NASA with an emphasis on transferring the travel to low earth orbit to commercial space providers highlights an opportunity and a need for the national and global space industries. The same collaboration and standardization that is documented and maintained by the industry within MIL-HDBK-5 (MMPDS-01) and MIL-HBDK-17 (nonmetallic mechanical properties) can also be exploited to standardize the thermal performance properties, processing methods, test methods, and analytical methods for use in aircraft and spacecraft design and associated propulsion systems. In addition to the definition of thermal performance description and standardization, the standardization for test methods and analysis for extreme environments (high temperature, cryogenics, deep space radiation, etc) would also be highly valuable to the industry. Its subsequent revisions and conversion to MIL-HDBK-5 and then MMPDS-01 established and then expanded to contain standardized mechanical property design values and other related design information for metallic materials used in aircraft, missiles, and space vehicles. It also includes guidance on standardization of composition, processing, and analytical methods for presentation and inclusion into the handbook. This standardization enabled an expansion of the technologies to provide efficiency and reliability to the consumers. It can be established that many individual programs within the government agencies have been overcome with development costs

Today's Malaysia has more than 70 companies that are actively involved in composite activities. The activities are ranging from various business sectors, using different technology and material. Composites has been used in a wide range of applications in Malaysia and contributes to growth in a diverse range of industry value chains from utilities through to boat building, manufacturing and industrial applications, aerospace, consumer products and construction products. Thus, a key part of this strategy is the establishment of the National Composites Centre (NCC), which will bring together dynamic companies and enterprising academics to develop new technologies for the design and rapid manufacture of high-quality composite products.

On Business-Driven IT Security Management and Mismatches between Security Requirements in Firms, Industry Standards and Research Work

Industry managers have long recognized the vital importance of information security for their businesses, but at the same time they perceived security as a technology-driven rather then a business-driven field. Today, this notion is changing and security management is shifting from technology- to business-oriented approaches. Whereas there is evidence of this shift in the literature, this paper argues that security standards and academic work have not yet taken it fully into account. We examine whether this disconnect has lead to a misalignment of IT security requirements in businesses versus industry standards and academic research. We conducted 13 interviews with practitioners from 9 different firms to investigate this question. The results present evidence for a significant gap between security requirements in industry standards and actually reported security vulnerabilities. We further find mismatches between the prioritization of security factors in businesses, standards and real-world threats. We conclude that security in companies serves the business need of protecting information availability to keep the business running at all times.

CAD Services: an Industry Standard Interface for Mechanical CAD Interoperability

Most organizations seek to design and develop new products in increasingly shorter time periods. At the same time, increased performance demands require a team-based multidisciplinary design process that may span several organizations. One approach to meet these demands is to use 'Geometry Centric' design. In this approach, design engineers team their efforts through one united representation of the design that is usually captured in a CAD system. Standards-based interfaces are critical to provide uniform, simple, distributed services that enable the 'Geometry Centric' design approach. This paper describes an industry-wide effort, under the Object Management Group's (OMG) Manufacturing Domain Task Force, to define interfaces that enable the interoperability of CAD, Computer Aided Manufacturing (CAM), and Computer Aided Engineering (CAE) tools. This critical link to enable 'Geometry Centric' design is called: Cad Services V1.0. This paper discusses the features of this standard and proposed application.

By developing evidence-based, national Expert Standards, agreed-upon by an association of nursing professionals, the German Care Science participates in the international discussion. Up to now, five National Expert Standards on relevant care-related topics have been developed and have been widely implemented in Care Practice. However, sufficient evaluations of these Expert Standards are still required, especially from an economic perspective. The following paper addresses this topic by performing a cost-benefit analysis for the National Expert Standard Prophylaxis of Pressure Ulcers. The authors demonstrate which costs are caused by the implementation of this National Expert Standard for a residential care agency providing services. The benefit of the implementation of the Expert Standard is then being compared to its cost for a period of three years. The evaluation concludes that, in consideration of opportunity costs, the introduction of the National Expert Standard Prophylaxis of Pressure Ulcers appears economically viable for the residential care agency only if the rate of pressure ulcers in the reference agency can be lowered at least by 26.48%. In this case, when exclusively considering direct benefits and direct costs, a positive impact of the implementation will be achieved.
