This occasional paper analyzes the general security issues and trends relating to maritime trafficking of radiological and nuclear material using small vessels, minor ports, and unchecked areas of coastline existing in the Eastern Indian Ocean Region today. By the Eastern Indian Ocean Region is meant the area starting from the tip of the Indian peninsula in the west to the Straits of Malacca in the east. It lays focus on the potential sources of nuclear or radiological material that may be trafficked here. It further undertakes a study of the terrorist groups active in the region as well as themore » multinational or national interdiction organizations that have been created to counter maritime threats. It also seeks to discern the various technologies for detecting materials of concern available in the area. Finally, it ascertains possible methods and technologies to improve the maritime security system in the region.« less

The illegal immigration connected to traffic and criminal activity is creating problems in Europe. Maritime surveillance is one of the most problematic dimensions.The political decision and the international agreement of the development of VTMS and the AIS are a first step towards securing the maritime traffic and protecting the maritime borders.The weight of the terrorism through the emergence of new set of threats is changing the situation in creating new needs of control through a global approach. The recent sea trial of the US department of Homeland Security is an indicator of this evolution. Space technologies have unique capabilities to support this kind of global approaches:• GNSS and the satellite telecommunication fleet (e.g. INMARSAT, ORBCOM) have a direct contribution to the extension of the AIS.• Satellite remote sensing is the logic extension of the control of the "VTMS" area.The new generation of satellite fleet (e.g. Pléiades, TerraSar, COSMO/SkyMed, Radarsat) should ensure an acceptable first level of control.The revisitation time, the near real time transmission with fast processing is an effective answer to the need of the Maritime Security Authorities.

Maritime surveillance problems are drawing the attention of multiple institutional actors. National and international security agencies are interested in matters like maritime traffic security, maritime pollution control, monitoring migration flows and detection of illegal fishing activities. Satellite imaging is a good way to identify ships but, characterized by large swaths, it is likely that the imaged scenes contain a large number of ships, with the vast majority, hopefully, performing legal activities. Therefore, the imaging system needs a supporting system which identifies legal ships and limits the number of potential alarms to be further monitored by patrol boats or aircrafts. In this framework, spaceborne Synthetic Aperture Radar (SAR) sensors, terrestrial AIS and the ongoing satellite AIS systems can represent a great potential synergy for maritime security. Starting from this idea the paper develops different designs for an AIS constellation able to reduce the time lag between SAR image and AIS data acquisition. An analysis of SAR-based ship detection algorithms is also reported and candidate algorithms identified.

The Indonesian under President Joko Widodo has new goal to make Indonesia as the world maritime axis. This is supported by the geographic of Indonesia as the largest archipelagic country where the sea is two-thirds wide among the whole spacious. Indonesia is the world largest archipelagic state. More than two-third of its territory consist of seas. The ecosystem of littoral and coastal has correlative relationship with country development. There is no doubt of physically facts that Indonesian littoral and coastal with total wide of 5.8 million km2 is rich with various natural resources. Therefore, the condition of Indonesia with its world second longest coastline has several comparative advantages. Not only the country has an abundant natural resources, but it also blessed by demographic bonus advantage. The population of Indonesian is the fifth largest in the world which approximately 220 million people and approximately 60 percent among them live at coastal areas. The people in coastal area relies their live from its surrounding natural resource. Hence, most of their life and daily activity is related with the presence of natural resources. The dealing of conflict potential and attention to maritime security are important to be studied as a reference in preparing and facing the government policies that will lead to the development of maritime.

Coastguard and Navy assets are increasingly involved in Maritime Security Operations (MSO) for countering piracy, weapons and drugs smuggling, terrorism and illegal trafficking. Persistent tracking of vessels in interrupted time series over long distances and the modelling of intent and behaviour from multiple data sources are key enablers for Situation Assessment in MSO. Results of situation assessment are presented for AIS/VTS observations in the Dutch North Sea and for simulated scenarios in the Gulf of Oman.

Redeployment of existing law enforcement resources and optimal use of geographic terrain are examined for countering the threat of a maritime based small-vessel radiological or nuclear attack. The evaluation was based on modeling conducted by the Savannah River National Laboratory that involved the development of options for defensive resource allocation that can reduce the risk of a maritime based radiological or nuclear threat. A diverse range of potential attack scenarios has been assessed. As a result of identifying vulnerable pathways, effective countermeasures can be deployed using current resources. There has been a significant increase in the proliferation and implementation of Wireless Sensor Networks (WSNs) in different disciplines, including the monitoring of maritime environments, healthcare systems, and industrial sectors. It has now become critical to address the security issues of data communication while considering sensor node constraints. There are many proposed schemes, including the scheme being proposed in this paper, to ensure that there is a high level of security in WSNs. This paper presents a symmetric security scheme for a maritime coastal environment monitoring WSN. The scheme provides security for travelling packets via individually encrypted links between authenticated neighbors, thus avoiding a reiteration of a global rekeying process. Furthermore, this scheme proposes a dynamic update key based on a trusted node configuration, called a leader node, which works as a trusted third party. The technique has been implemented in real time on a Waspmote test bed sensor platform and the results from both field testing and indoor bench testing environments are discussed in this paper.

As the maritime boundary delimitation is important for the purpose of securing marine resources, in addition to the aspect of maritime security, interest in maritime boundary delimitation to help national benefits are increasing over the world. In Korea, the importance of maritime boundary delimitation with the neighbouring countries is also increasing in practice. The quantity of obtainable marine resources depending on maritime boundary acts as an important factor for maritime boundary delimitation. Accordingly, a study is required to calculate quantity of our obtainable marine resources depending on maritime boundary delimitation. This study intends to calculate obtainable marine resources depending on various maritime boundary scenarios insisted by several countries. It mainly aims at developing a GIS-based automation system to be utilized for decision making of the maritime boundary delimitation. For this target, it has designed a module using spatial analysis technique to automatically calculate profit and loss waters area of each country upon maritime boundary and another module to estimate economic profits and losses obtained by each country using the calculated waters area and pricing information of the marine resources. By linking both the designed modules, it has implemented an automatic economic profit and loss calculation system for the GIS-based maritime boundary delimitation. The system developed from this study automatically calculate quantity of the obtainable marine resources of a country for the maritime boundary to be added and created in the future. Thus, it is expected to support decision making for the maritime boundary negotiators.

Relevance of carbon stocks of marine sediments for national greenhouse gas inventories of maritime nations.

Determining national carbon stocks is essential in the framework of ongoing climate change mitigation actions. Presently, assessment of carbon stocks in the context of greenhouse gas (GHG)-reporting on a nation-by-nation basis focuses on the terrestrial realm, i.e., carbon held in living plant biomass and soils, and on potential changes in these stocks in response to anthropogenic activities. However, while the ocean and underlying sediments store substantial quantities of carbon, this pool is presently not considered in the context of national inventories. The ongoing disturbances to both terrestrial and marine ecosystems as a consequence of food production, pollution, climate change and other factors, as well as alteration of linkages and C-exchange between continental and oceanic realms, highlight the need for a better understanding of the quantity and vulnerability of carbon stocks in both systems. We present a preliminary comparison of the stocks of organic carbon held in continental margin sediments within the Exclusive Economic Zone of maritime nations with those in their soils. Our study focuses on Namibia, where there is a wealth of marine sediment data, and draws comparisons with sediment data from two other countries with different characteristics, which are Pakistan and the United Kingdom. Results indicate that marine sediment carbon stocks in maritime nations can be similar in magnitude to those of soils. Therefore, if human activities in these areas are managed, carbon stocks in the oceanic realm-particularly over continental margins-could be considered as part of national GHG inventories. This study shows that marine sediment organic carbon stocks can be equal in size or exceed terrestrial carbon stocks of maritime nations. This provides motivation both for improved assessment of sedimentary carbon inventories and for reevaluation of the way that carbon stocks are assessed and valued. Unmanned Aerial Vehicles (UAVs) are being used by numerous nations for defence-related missions. In some cases, the UAV is considered a cost-effective means to acquire data such as imagery over a location or object. Considering Canada's geographic expanse, UAVs are also being suggested as a potential platform for use in surveillance of remote areas, such as northern Canada. However, such activities are typically associated with security as opposed to defence. The use of a defence platform for security activities introduces the issue of information exchange between the defence and security communities and their software applications. This paper explores the flow of information from the system used by the UAVs employed by the Royal Canadian Navy. Multiple computers are setup, each with the information system used by the UAVs, including appropriate communication between the systems. Simulated data that may be expected from a typical maritime UAV mission is then fed into the information system. The information structures common to the Canadian security community are then used to store and transfer the simulated data. The resulting data flow from the defence-oriented UAV system to the security-oriented information structure is then displayed using an open source geospatial application. Use of the information structures and applications relevant to the security community avoids the distribution restrictions often associated with defence-specific applications.

US Customs is responsible for monitoring all incoming air and maritime traffic, including the island of Puerto Rico as a US territory. Puerto Rico offers potentially obscure points of entry to drug smugglers. This environment sets forth a formula for an illegal drug trade - based relatively near the continental US. The US Customs Caribbean Air and Marine Operations Center (CAMOC), located in Puntas Salinas, has the charter to monitor maritime and Air Traffic Control (ATC) radars. The CAMOC monitors ATC radars and advises the Air and Marine Branch of US Customs of suspicious air activity. In turn, the US Coast Guard and/or US Customs will launch air and sea assets as necessary. The addition of a coastal radar and camera system provides US Customs a maritime monitoring capability for the northwestern end of Puerto Rico (Figure 1). Command and Control of the radar and camera is executed at the CAMOC, located 75 miles away. The Maritime Microwave Surveillance Radar performs search, primary target acquisition and target tracking while the Midwave Infrared (MWIR) camera performs target identification. This wide area surveillance, using a combination of radar and MWIR camera, offers the CAMOC a cost and manpower effective approach to monitor, track and identify maritime targets.

The US Congress is considering how best to respond to concerns that EMP is a real and present danger to US security. The threats come from a variety of areas: solar storms, non-nuclear EMP from man-made machines and devices; and nuclear EMP from a nuclear device exploded above CONUS or other critical areas important to the United States and its allies. Responses have to date included passage in the House of legislation to protect the electrical grid in the United States from such threats and hearings before the Homeland Security Committee. Additional efforts include examining missile defense responses, protection of the maritime domain, and hardening of US military and related civilian infrastructure. The House of Representatives has also examined what Europe, the European Union and NATO, both government and private industry, have done in these areas. Complicating matters are related issues of cyber-security and overall homeland security priorities.

The delimitation of maritime zones and boundaries foreseen by the United Nations Convention on the Law of the Sea (UNCLOS) is a factor of economic growth, effective management of the coastal and ocean environment and the cornerstone for maritime spatial planning. Maritime zones and boundaries form the outermost limits of coastal states and their accurate delineation and cartographic portrayal is a matter of national priority. Although UNCLOS is a legal document, its implementation -at first place- is purely technical and requires -amongst others- theoretical and applied background on Geodesy, Cartography and Geographic Information Systems (GIS) for those involved. This paper provides a brief historical background of the evolution of the UNCLOS, presents the various concepts of the Convention and identifies the problems inherent in the maritime delimitation process. Furthermore, it presents solutions that will facilitate the cartographer's work in order to achieve unquestionable results. Through the paper it becomes evident that the role of the cartographer and the GIS expert is critical for the successful implementation of maritime delimitation.

The need for Anti-Terrorism and Force Protection (AT/FP), for both shore and sea platform protection, has resulted in a need for imager design and evaluation tools which can predict field performance against maritime asymmetric threats. In the design of tactical imaging systems for target acquisition, a discrimination criterion is required for successful sensor realization. It characterizes the difficulty of the task being performed by the observer and varies for different target sets. This criterion is used in both assessment of existing infrared sensor and in the design of new conceptual sensors. In this experiment, we collected 8 small craft signatures (military and civilian) in the short wave infrared (SWIR) band during the day. These signatures were processed to determine the targets' characteristic dimension and contrast. They were also processed to bandlimit the signature's spatial information content (simulating longer range) and a perception experiment was performed to determine the task difficulty (N50 and V50). The results are presented in this paper and can be used for maritime security imaging sensor design and evaluation.

The contemporary dynamics of Sino-Indian relations: Examining maritime security, economics, energy and elite dialogue

This dissertation examines the modern-day dynamics of the Sino-Indian relationship---with a particular focus on issues relating to maritime security, economics, energy and elite bilateral dialogue. In exploring the contemporary nature of the Sino-Indian relationship, the dissertation also seeks to assess the accuracy of predominant neorealist accounts of the Sino-Indian relationship. Since the 1962 Sino-Indian War, most analysts have continued to emphasize the conflictual and competitive elements within the Sino-Indian relationship. The dissertation first explores the crucial post-independence history of Sino-Indian relations to provide the appropriate contextual background (chapter one). Thereafter, the dissertation explores the geopolitical significance of the Indian Ocean in light of soaring (global) energy demands. This then leads into an analysis of China and India's naval modernization and China's strategic partnership with Pakistan and Myanmar (chapter two). While acknowledging the credibility of neorealist insights in the realm of maritime security by detailing China and India's naval buildup and naval strategy, overall, it is found that the security dilemma argument is overstated. There is both a lack of threat perception and the existence of alternate explanations for both Chinese and Indian activities in Southern Asia. The dissertation then moves on to explore the positive elements within the Sino-Indian relationship---growing economic interdependence, energy convergence and elite consensus. In the economic realm (chapter three) it is found that Sino-Indian bilateral trade is increasingly being framed institutionally and rapidly expanding every year. The areas where the Sino-Indian economic relationship could be fruitfully expanded are traced and the great potential of bilateral trade is discussed. In addition to facilitating peaceful trade and economic development, sovereign territory, territorial waters and international waters are being used by various criminal groups that pose threats to governments, businesses and civilian population in Southeast Asia. Nonstate criminal maritime activities were not receiving appropriate attention as they were overshadowed by traditional military security challenges. Yet more and more frequently, the non-traditional actors challenge lines of communication, jeopardize access to strategic resources, complicate traditional defence tasks, and harm the environment. Understanding the nature of non-traditional threats, and the ways to combat them, requires international legal, historical and political science analysis within a united problem-oriented approach. A fair critique to pure interest, power and knowledge -based theories of regime formation was developed by E.K. Leonard's1, who explained the evolution of the international system from the global governance perspective. The present study is based on the premise that pure nation-state approaches are incapable of providing a theoretical ground for addressing the growing influence of international criminal networks in South East Asia. From an international relations theory perspective, the author of this study agrees with D.Snidal2 that the hegemonic stability theory has "limits" and is insufficient in describing modern challenges to sustainable international security regime, including non-traditional threats, where collective action is more efficient from an interest and capability standpoint. At the same time the author of this study does not share the viewpoint on "marginalization"3 of international law in current international order due to its fragmentation and regionalization4 and "global power shifts"5 . The modular aerial camera system (MACS) is a development platform for optical remote sensing concepts, algorithms and special environments. For real-time services for maritime security (EMSec joint project), a new multi-sensor configuration MACS-Mar was realized. It consists of four co-aligned sensor heads in the visible RGB, near infrared (NIR, 700-950 nm), hyperspectral (HS, 450-900 nm) and thermal infrared (TIR, 7.5-14 µm) spectral range, a mid-cost navigation system, a processing unit and two data links. On-board image projection, cropping of redundant data and compression enable the instant generation of direct-georeferenced high-resolution image mosaics, automatic object detection, vectorization and annotation of floating objects on the water surface. The results were transmitted over a distance up to 50 km in real-time via narrow and broadband data links and were visualized in a maritime situation awareness system. For the automatic onboard detection of floating objects, a segmentation and classification workflow based on RGB, IR and TIR information was developed and tested. The completeness of the object detection in the experiment resulted in 95%, the correctness in 53%. Mostly, bright backwash of ships lead to an overestimation of the number of objects, further refinement using water homogeneity in the TIR, as implemented in the workflow, couldn't be carried out due to problems with the TIR sensor, else distinctly better results could have been expected. The absolute positional accuracy of the projected real-time imagery resulted in 2 m without postprocessing of images or navigation data, the relative measurement accuracy of distances is in the range of the image resolution, which is about 12 cm for RGB imagery in the EMSec experiment.

It is an important thing to build maritime awareness to children regarding Indonesia as a maritime nation. The research is done by interviewing 40 pupils from elementary schools located in inland and coastal area. The result shows that pupils know 1-2 maritime based songs (1,6 in average in inland area and 1,45 in coastal area). Its main functions are to improve maritime communications via satellite, thereby facilitating more efficient emergency communications, ship management, and maritime public correspondence services. INMARSAT's aims are similar to those of the Intergovernmental Maritime Consultative Organization (IMCO), the main United Nations organization dealing with maritime affairs. The specific functions of INMARSAT have been established by an Intersessional Working Group (IWG) which met three times between general conference meetings. Initial investment shares for the creation of INMARSAT were shared by the United States (17%), the United Kingdom (12%), the U.S.S.R. (11%), Norway (9.50%), Japan (8.45%), Italy (4.37%), and France (3.50%).

This paper presents results of the Canadian-German research project PASSAGES (Protection and Advanced Surveillance System for the Arctic: Green, Efficient, Secure)1 on an advanced surveillance system for safety and security of maritime operations in Arctic areas. The motivation for a surveillance system of the Northwest Passage is the projected growth of maritime traffic along Arctic sea routes and the need for securing Canada's sovereignty by controlling its arctic waters as well as for protecting the safety of international shipping and the intactness of the arctic marine environment. To ensure border security and to detect and prevent illegal activities it is necessary to develop a system for surveillance and reconnaissance that brings together all related means, assets, organizations, processes and structures to build one homogeneous and integrated system. The harsh arctic conditions require a new surveillance concept that fuses heterogeneous sensor data, contextual information, and available pre-processed surveillance data and combines all components to efficiently extract and provide the maximum available amount of information. The fusion of all these heterogeneous data and information will provide improved and comprehensive situation awareness for risk assessment and decision support of different stakeholder groups as governmental authorities, commercial users and Northern communities.

The Polish public awareness of the crucial importance of the own maritime economy to the very existenceof the national state has its historical reasons. The Polish maritime involvement has seen several dramaticcrises, but the Polish nationals have become an established group in the global marine trade workforceand are entitled to the proper health care. In this paper the main maritime health issues are mentioned.To meet the issues, also the national education system provides the opportunities for both seafarers andmedical professionals. The Polish doctors can specialise in the maritime medicine. In many cases the generalmedicine students formations include these topics as well. The psychological aspects are also takeninto account, both of the education of the seafarers and the organisational structure of the Polish healthcare system. Some recent aspects of the Polish participation in the international cooperation in the fieldof the medical support of the maritime economy are also described.

The possible loss to the People's Republic of China of important U.S. nuclear-weapons-related information has aroused concern about interactions of scientists employed by the national laboratories with foreign nationals. As a result, the National Academies assembled a committee to examine the roles of the national laboratories, the contribution of foreign interactions to the fulfillment of those roles, the risks and benefits of scientific openness in this context, and the merits and liabilities of the specific policies being implemented or proposed with respect to contacts with foreign nationals. The committee concluded that there are many aspects of the work at the laboratories that benefit from or even demand the opportunity for foreign interactions. The committee recommended five principles for guiding policy: (1) Maintain balance. Policy governing international dialogue by laboratory staff should seek to encourage international engagement in some areas, while tightly controlling it in others. (2) Educate staff. Security procedures should be clear, easy to follow, and serve an understandable purpose. (3) Streamline procedures. Good science is compatible with good security if there is intelligent line management both at the labs and in Washington, which applies effective tools for security in a sensible fashion. (4) Focus efforts. DOE should focus its efforts governing tightened security for information. The greatest attention should obviously be provided to the protection of classified information by appropriate physical and cybersecurity measures, and by personnel procedures and training. (5) Beware of prejudice against foreigners. Over the past half-century foreign-born individuals have contributed broadly and profoundly to national security through their work at the national laboratories.

The economies of East Asia are predominantly export based and, therefore, place special emphasis on the security of the sea lines of communication (SLOCs). Due to economic globalization, the United States shares these concerns. Cooperative measures by the concerned parties could reduce the potential for disruption by maritime conflicts. Primary threats against the SLOCs are disputes over the resources under the seas, disputes over some small island groups, disputes between particular parties (China-Taiwan and North-South Korea), or illegal activities like smuggling, piracy, or terrorism. The importance of health security in the United States has been highlighted by recent emergencies such as the H1N1 influenza pandemic, Superstorm Sandy, and the Boston Marathon bombing. The nation's health security remains a high priority today, with federal, state, territorial, tribal, and local governments, as well as nongovernment organizations and the private sector, engaging in activities that prevent, protect, mitigate, respond to, and recover from health threats. The Association of State and Territorial Health Officials (ASTHO), through a cooperative agreement with the Centers for Disease Control and Prevention (CDC) Office of Public Health Preparedness and Response (OPHPR), led an effort to create an annual measure of health security preparedness at the national level. The collaborative released the National Health Security Preparedness Index (NHSPI(™)) in December 2013 and provided composite results for the 50 states and for the nation as a whole. The Index results represent current levels of health security preparedness in a consistent format and provide actionable information to drive decision making for continuous improvement of the nation's health security. The overall 2013 National Index result was 7.2 on the reported base-10 scale, with areas of greater strength in the domains of health surveillance, incident and information management, and countermeasure management. The strength of the Index relies on the interdependencies of the many elements in health security preparedness, making the sum greater than its parts. Moving forward, additional health security-related disciplines and measures will be included alongside continued validation efforts.

In order to analyse optical satellite images for maritime security issues in Near-Real-Time (NRT) an interactive graphical user interface (GUI) based on NASA World Wind was developed and is presented in this article. Targets or activities can be detected, measured and classified with this tool simply and quickly. The service uses optical satellite images, currently taken from 6 sensors: Worldview-1 and Worldview-2, Ikonos, Quickbird, GeoEye-1 and EROS-B. The GUI can also handle SAR-images, air-borne images or UAV images. Software configurations are provided in a job-order file and thus all preparation tasks, such as image installation are performed fully automatically. The imagery can be overlaid with vessels derived by an automatic detection processor. These potential vessel layers can be zoomed in by a single click and sorted with an adapted method. Further object properties, such as vessel type or confidence level of identification, can be added by the operator manually. The heading angle can be refined by dragging the vessel's head or switching it to 180° with a single click. Further vessels or other relevant objects can be added. The objects length, width, heading and position are calculated automatically from three clicks on top, bottom and an arbitrary point at one of the object's longer side. In case of an Activity Detection, the detected objects can be grouped in area of interests (AOI) and classified, according to the ordered activities. All relevant information is finally written to an exchange file, after quality control and necessary correction procedures are performed. If required, image thumbnails can be cut around objects or around whole areas of interest and saved as separated, geo-referenced images.

Eduard Bohlen II, wrecked in 1909 on the coast of Namibia in Africa, has an illustrious history, which is part of a larger maritime cultural landscape linked to the diamond mining industry. The ship, like many artifacts and sites, served many different purposes over time and the historical and archaeological record incorporates different levels of meaning, some of which may be nationally divisive or reconciliatory. The role of historical archaeologists is not only to document, interpret, preserve and manage grandiose elements of heritage that evoke stakeholder nationalism, but also to explore the mundane, unsavory aspects of the historical narrative. In 2010, a team from the Program in Maritime Studies of East Carolina University supported by the Maritime Archaeology Division of the Windhoek Underwater Club investigated a surf boat, diamond mining settlement and some of the remaining structure of Eduard Bohlen II, while posing mitigation and management questions about legacy of historical memory within Skeleton Coast Park.

Bridging the gap between climate change and maritime security: Towards a comprehensive framework for planning.

For the past two decades, the need to shield strategic maritime interests, to tackle criminality and terrorism at or from the sea and to conserve valuable marine resources has been recognized at the highest political level. Acknowledging and accounting for the interplay between climate change, the vulnerability of coastal populations and the occurrence of maritime criminality should be part of any ocean governance process. Still, given the complex interactions between climate change and socio-economic components of the marine realm, it has become urgent to establish a solid methodological framework, which could lead to sound and effective decisions. We propose that any such framework should not be built from scratch. The adaptation of well tested, existing uncertainty-management tools, such as Cumulative Effect Assessments, could serve as a solid basis to account for the magnitude and directionality of the dependencies between the impacts of climate change and the occurrence of maritime criminality, offering spatial explicit risk evaluations. Multi-Criteria Decision Making could then be employed to better and faster inform decision-makers. These mechanisms could provide a framework for comparison of alternative mitigation and adaptation actions and are essential in assessing responses to tackle maritime crime in the context of climate change. The UN defines water security as the capacity of a population to safeguard sustainable access to adequate quantities of acceptable quality water for sustaining livelihoods, human well-being, and socio-economic development, for ensuring protection against water-borne pollution and water-related disasters, and for preserving ecosystems in a climate of peace and political stability. This definition highlights complex and interconnected challenges and underscores the centrality of water for environmental services and human aactivities. Global risks are expressed at the national level. The 2010 Quadrennial Defense Review and the 2010 National Security Strategy identify climate change as likely to trigger outcomes that will threaten U.S. security including how freshwater resources can become a security issue. Impacts will be felt on the National Security interest through water, food and energy security, and critical infrastructure. This recognition focuses the need to consider the rates of change in climate extremes, in the context of more traditional political, economic, and social indicators that inform security analyses. There is a long-standing academic debate over the extent to which resource constraints and environmental challenges lead to inter-state conflict. It is generally recognized that water resources as a security issue to date exists mainly at the substate level and has not led to physical conflict between nation states. In conflict and disaster zones, threats to water security increase through inequitable and difficult access to water supply and related services, which may aggravate existing social fragility, tensions, violence, and conflict. Little is known regarding the symptoms of fatigue that maritime pilots experience during shift work. Moreover, the strategies these individuals use to cope with the onset of fatigue are also unknown. The current study explored the symptoms of fatigue and coping strategies experienced by maritime pilots when on-shift. Fifty maritime pilots were recruited via an advertisement in the national association's quarterly newsletter (Mage = 51.42; SD = 9.81). Participants responded to a modified version of the questionnaire used with aviation pilots that assessed overall fatigue, and the symptoms pilots associated with fatigue on duty. Methods pilots used to cope with fatigue before shift and when on the bridge were also assessed. There were significant effects for pilot vitality on 4 categories of fatigue: cognitive dysfunction; emotional disturbance; mean physical effects; and sleepiness. There were no significant effects for vitality on any of the self-reported coping strategy factors. The findings indicated that maritime pilots experience a variety of physical, behavioural, and cognitive fatigue symptoms when on shift. Some of these symptoms are similar to those reported by aviation pilots. However, unlike aviation pilots, maritime pilots reported utilising self-sufficient coping strategies to deal with the experience of fatigue.

Natural disasters, infectious disease epidemics, terrorism, and major events like the nuclear incident at Fukushima all pose major potential challenges to public health and security. Events such as the anthrax letters of 2001, Hurricanes Katrina, Irene, and Sandy, severe acute respiratory syndrome (SARS) and West Nile virus outbreaks, and the 2009 H1N1 influenza pandemic have demonstrated that public health, emergency management, and national security efforts are interconnected. These and other events have increased the national resolve and the resources committed to improving the national health security infrastructure. However, as fiscal pressures force federal, state, and local governments to examine spending, there is a growing need to demonstrate both what the investment in public health preparedness has bought and where gaps remain in our nation's health security. To address these needs, the Association of State and Territorial Health Officials (ASTHO), through a cooperative agreement with the Centers for Disease Control and Prevention (CDC) Office of Public Health Preparedness and Response (PHPR), is creating an annual measure of health security and preparedness at the national and state levels: the National Health Security Preparedness Index (NHSPI).

Major opportunities for microsystem insertion into commercial applications, such as telecommunications and medical prosthesis, are well known. Less well known are applications that ensure the security of our nation, the protection of its armed forces, and the safety of its citizens. Microsystems enable entirely new possibilities to meet National Security needs, which can be classed along three lines: anticipating security needs and threats, deterring the efficacy of identified threats, and defending against the application of these threats. In each of these areas, specific products that are enabled by MEMS and MOEMS are discussed. In the area of anticipating needs and threats, sensored microsystems designed for chem/bio/nuclear threats, and sensors for border and asset protection can significantly secure our borders, ports, and transportation systems. Key features for these applications include adaptive optics and spectroscopic capabilities. Microsystems to monitor soil and water quality can be used to secure critical infrastructure, food safety can be improved by in-situ identification of pathogens, and sensored buildings can ensure the architectural safety of our homes and workplaces. A challenge to commercializing these opportunities, and thus making them available for National Security needs, is developing predictable markets and predictable technology roadmaps. The integrated circuit manufacturing industry provides an example of predictable technology maturation and market insertion, primarily due to the existence of a "unit cell" that allows volume manufacturing. It is not clear that microsystems can follow an analogous path. The possible paths to affordable low-volume production, as well as the prospects of a microsystems unit cell, are discussed.

A new electron cyclotron resonance ion/plasma source has been designed and will be built at Oshima National College of Maritime Technology by early 2014. We have developed an ion source that allows the control of the plasma parameters over a wide range of electron temperatures for material research. A minimum-B magnetic field composed of axial mirror fields and radial cusp fields was designed using mainly Nd-Fe-B permanent magnets. The axial magnetic field can be varied by three solenoid coils. The apparatus has 2.45 GHz magnetron and 2.5–6.0 GHz solid-state microwave sources.

Due to increased security concerns, the commitment to monitor and maintain security in the maritime environment is increasingly a priority. A country's coast is the most vulnerable area for the incursion of illegal immigrants, terrorists and contraband. This work illustrates the ability of a low-cost, light-weight, multi-spectral, multi-channel imaging system to handle the environment and see under difficult marine conditions. The system and its implemented detecting and tracking technologies should be organic to the maritime homeland security community for search and rescue, fisheries, defense, and law enforcement. It is tailored for airborne and ship based platforms to detect, track and monitor suspected objects (such as semi-submerged targets like marine mammals, vessels in distress, and drug smugglers). In this system, automated detection and tracking technology is used to detect, classify and localize potential threats or objects of interest within the imagery provided by the multi-spectral system. These algorithms process the sensor data in real time, thereby providing immediate feedback when features of interest have been detected. A supervised detection system based on Haar features and Cascade Classifiers is presented and results are provided on real data. The system is shown to be extendable and reusable for a variety of different applications.

In today's rapidly changing globalized world, remarkably fast and important developments have been faced in the area of national security as in almost all other areas. Advancements in communication and transportation technologies have removed physical boundaries almost completely. National security institutions now have to fight against new and complicated security threats that go beyond the boundaries such as organized crimes and terror crimes. These ever-changing threats and dangerous environment which become more and more complex every single day force nations to review their current security structures and to take new and effective measures in the required areas in order to ensure their national security. As a matter of fact, counter-intelligence, which was quite important due to the frequency of spying acts during the Cold War but lost its importance after the Cold War had ended, has been one of these measures. Today, counterintelligence has once again become one of the most important functions in the fight against national security threats with changing dimensions. It is only possible for a nation to ensure its national security fully by having not only a defensive and passive approach but also offensive counter-intelligence.

Adaptive maritime video surveillance

Maritime assets such as ports, harbors, and vessels are vulnerable to a variety of near-shore threats such as small-boat attacks. Currently, such vulnerabilities are addressed predominantly by watchstanders and manual video surveillance, which is manpower intensive. Automatic maritime video surveillance techniques are being introduced to reduce manpower costs, but they have limited functionality and performance. For example, they only detect simple events such as perimeter breaches and cannot predict emerging threats. They also generate too many false alerts and cannot explain their reasoning. To overcome these limitations, we are developing the Maritime Activity Analysis Workbench (MAAW), which will be a mixed-initiative real-time maritime video surveillance tool that uses an integrated supervised machine learning approach to label independent and coordinated maritime activities. It uses the same information to predict anomalous behavior and explain its reasoning; this is an important capability for watchstander training and for collecting performance feedback. In this paper, we describe MAAW's functional architecture, which includes the following pipeline of components: (1) a video acquisition and preprocessing component that detects and tracks vessels in video images, (2) a vessel categorization and activity labeling component that uses standard and relational supervised machine learning methods to label maritime activities, and (3) an ontology-guided vessel and maritime activity annotator to enable subject matter experts (e.g., watchstanders) to provide feedback and supervision to the system. We report our findings from a preliminary system evaluation on river traffic video.

Lasercomm technology continues to be of interest for many applications both in the commercial and defense sectors because of its potential to provide high bandwidth communications that are secure without the need for RF spectrum management. Over the last decade, terrestrial Lasercomm development has progressed from initial experiments in the lab through field demonstrations in airborne and maritime environments. While these demonstrations have shown high capability levels, the complexity, size, weight, and power of the systems has slowed transition into fielded systems. This paper presents field test results of a recently developed maritime Lasercomm terminal and modem architecture with a compact form factor for enabling robust, 10-Gbps class data transport over highly scintillated links as found in terrestrial applications such as air-to-air, air-to-surface, and surface-to-surface links.

Advanced Ship Detection For Spaceborne Based Maritime Awareness

In the last years the increase in marine traffic generated the necessity of global monitoring for marine environment management in terms of safety, security and fisheries. The increasing number of new satellite-based Synthetic Aperture Radar (SAR) systems, and the intrinsic capability of the transmitted electromagnetic pulses to interact with the ships and to retrieve its cinematic characteristics, made this instrument particularly fit to improve global maritime awareness through the fusion with cooperative data (AIS, VMS, LRIT). The growing need of global maritime awareness gave a push to the realization of different projects in the European context, each one focused on a different particular objective. Particularly useful is the synergy between the operational and research aspects, being the goal of the last to improve the state of the art in the field of ship detection. Two European projects are the key to strive this synergy: the project MARitime Security Service (MARISS), which implements the operational capability, and the R&D Dolphin projects, which is focused on the deep exploitation of remote sensing data and on the technological development of advanced techniques for ship detection and classification purposes, and Seabilla project, which is also dedicated to improve the current ship detection capability and to fuse all the available information from different data sources for border surveillance optimization. This paper introduces the multipurpose Edisoft Vessel Detection software (EdiVDC) implemented by the EDISOFT company, which comes from the necessity to respect increasingly stringent requirements in terms of ship detection. This Nevada National Security Site Environmental Report (NNSSER) was prepared to satisfy DOE Order DOE O 231.1B, “Environment, Safety and Health Reporting.” Its purpose is to (1) report compliance status with environmental standards and requirements, (2) present results of environmental monitoring of radiological and nonradiological effluents, (3) report estimated radiological doses to the public from releases of radioactive material, (4) summarize environmental incidents of noncompliance and actions taken in response to them, (5) describe the National Nuclear Security Administration Nevada Field Office (NNSA/NFO) Environmental Management System and characterize its performance, and (6) highlight significant environmental programs and efforts. This NNSSERmore » summarizes data and compliance status for calendar year 2016 at the Nevada National Security Site (NNSS) and its two Nevada-based support facilities, the North Las Vegas Facility (NLVF) and the Remote Sensing Laboratory–Nellis (RSL-Nellis). This paper proposes that current maritime smuggling routes in the western Indian Ocean region are similar to those in the past and that the motivations of terrorist groups and the presence of radioactive sources in the Indian Ocean littoral and other states present a significant security threat. The majority of regional terrorist groups have a hybrid structure, piggybacking on criminal activity to fund their terror activities. A terrorist attack such as poisoning and sabotage of the national water supply and water-quality infrastructure of the continental United States or any country, could disrupt the delivery of vital human services, threaten both public health and the environment, potentially cause mass casualties and pose grave public concern for homeland security. Most significantly, an attack on water resources would weaken social cohesion and trust in government. A threat to continuity of services is a potential threat to continuity of government since both are necessary for continuity of operations. Water infrastructure is difficult to protect, as it extends over vast areas across the U.S. and for which ownership is overwhelmingly nonfederal (approximately 85 percent). Since the 9111 attacks, federal dam operators and water and wastewater utilities have established counter measures. Similar measures have been taken in countries around the world. These include enhanced physical security, improved coordination between corporate ownership, Department of Homeland Security, and local law enforcement, and research into risk assessment and vulnerability analysis to ensure greater system safety. A key issue is the proportionate additional resources directed at public and private sector specific priorities. Agencies that have the scientific and technological ability to leverage resources, exploit integrated science approaches, focus on interdisciplinary practices, utilize informatics expertise and employ a wide use of evolving technologies should play a key role in water security and related issues.

This summary provides an abbreviated and more readable version of the full NNSSER. NNSA/NFO prepares the NNSSER to provide the public an understanding of the environmental monitoring and compliance activities that are conducted on the Nevada National Security Site (NNSS) to protect the public and the environment from radiation hazards and from potential nonradiological impacts. It is a comprehensive report of environmental activities performed at the NNSS andmore » offsite facilities over the previous calendar year. The NNSS is currently the nation’s unique site for ongoing national security–related missions and high-risk operations. The NNSS is located about 65 miles northwest of Las Vegas. The approximately 1,360-square-mile site is one of the largest restricted access areas in the United States. It is surrounded by federal installations with strictly controlled access as well as by lands that are open to public entry. In 2016, National Security Technologies, LLC (NSTec), was the NNSS Management and Operations Contractor accountable for ensuring work was performed in compliance with environmental regulations. NNSS activities in 2016 continued to be diverse, with the primary goal to ensure that the existing U.S. stockpile of nuclear weapons remains safe and reliable. Other activities included weapons of mass destruction first responder training; the controlled release of hazardous material at the Nonproliferation Test and Evaluation Complex (NPTEC); remediation of legacy contamination sites; characterization of waste destined for the Waste Isolation Pilot Plant in Carlsbad, New Mexico, or the Idaho National Laboratory in Idaho Falls, Idaho; disposal of low-level and mixed low-level radioactive waste; and environmental research. It is a highly restricted area that is free of hunting and has surprisingly pristine areas. This 22-minute program highlights an extraordinary study on how mountain lions interact with their prey. It shows how the scientists use helicopters and classical lion tracking to check on these animals' health, follow their movements, and fit them with GPS collars. As the United States embarks on a new era of nuclear arms control, the tools for treaty verification must be accurate and reliable, and must work at stand-off distances. The National Center for Nuclear Security, or NCNS, at the Nevada National Security Site, is poised to become the proving ground for these technologies. The center is a unique test bed for non-proliferation and arms control treaty verification technologies. The NNSS is an ideal location for these kinds of activities because of its multiple environments; its cadre of experienced nuclear personnel, and the artifacts of atmospheric and underground nuclear weapons explosions. The NCNS will provide future treaty negotiators with solid data on verification and inspection regimes and a realistic environment in which future treaty verification specialists can be trained. Work on warhead monitoring at the NCNS will also support future arms reduction treaties.

The United States failed to achieve its goals in waging a war in Vietnam. This thesis endeavors to show that this failure was due to errors in the formulation of American national security policy regarding Vietnam. The policy making process went astray, at least in part, due to a narrowing of the role of senior military officers as national security policy makers. The restricted role of senior officers as national security policy makers adversely affected American policy formulation regarding Vietnam. The United States response to the coup against Diem in 1963 and the deployment of conventional American forces to groundmore » combat in Vietnam, in 1965 were undertaken without a clear recognition of the considerable costs of the commitments being assumed. Senior military officers had prompted such a recognition in similar previous crises but were not in a policy making position to do so concerning Vietnam. The policymaking input that was absent was ethical counsel of a fundamental nature. Clausewitz viewed the mortality of a war as being embodied in the national will to fight that war. The absence of an accurate appreciation of the costs of a military solution in Vietnam denied civilian officials a critical policy making factor and contributed significantly to the defeat of the American purpose there.« less

Between his graduation from the Department of Archaeology at Cambridge University in 1974 and his death in 1980, Keith Muckelroy’s work and ideology were crucial in promoting an alternative research methodology in maritime archaeology. Instead of a particularist or historiographic approach, methods prominent both then and now, Muckelroy’s methodology was grounded in the foundations of the prehistoric archaeology he learned under Grahame Clark and David Clarke at Cambridge, and the basic tenets of New Archaeology maturing in the United States during the 1970s. This paper, which elucidates Muckelroy’s methods and research, is neither a complete biography nor an exhaustive study of his ideas. Although unpublished letters, papers and notes were studied in archives at Cambridge University and the National Maritime Museum, there is still much more to be learned from many of his former colleagues and their memories—only a handful of those individuals were consulted during the creation of this work. Nevertheless, this paper was written in the hope that by understanding Muckelroy’s ideas, and placing them in the larger framework of the discipline of archaeology, maritime archaeologists who are attempting to pursue a variety of approaches may find inspirations, models and, perhaps, questions that still need to be answered.

Underreporting of maritime accidents to vessel accident databases.

Underreporting of maritime accidents is a problem not only for authorities trying to improve maritime safety through legislation, but also to risk management companies and other entities using maritime casualty statistics in risk and accident analysis. This study collected and compared casualty data from 01.01.2005 to 31.12.2009, from IHS Fairplay and the maritime authorities from a set of nations. The data was compared to find common records, and estimation of the true number of occurred accidents was performed using conditional probability given positive dependency between data sources, several variations of the capture-recapture method, calculation of best case scenario assuming perfect reporting, and scaling up a subset of casualty information from a marine insurance statistics database. The estimated upper limit reporting performance for the selected flag states ranged from 14% to 74%, while the corresponding estimated coverage of IHS Fairplay ranges from 4% to 62%. On average the study results document that the number of unreported accidents makes up roughly 50% of all occurred accidents. Even in a best case scenario, only a few flag states come close to perfect reporting (94%). The considerable scope of underreporting uncovered in the study, indicates that users of statistical vessel accident data should assume a certain degree of underreporting, and adjust their analyses accordingly. Whether to use correction factors, a safety margin, or rely on expert judgment, should be decided on a case by case basis. Copyright © 2011 Elsevier Ltd. All rights reserved.

This is the third report in a series of studies to examine how US attitudes about nuclear security are evolving in the post-Cold War era and to identify trends in public perceptions and preferences relevant to the evolution of US nuclear security policy. It presents findings from three surveys: a nationwide telephone survey of randomly selected members of the US general public; a written survey of randomly selected members of American Men and Women of Science; and a written survey of randomly selected state legislators from all fifty US states. Key areas of investigation included nuclear security, cooperation between USmore » and Russian scientists about nuclear issues, vulnerabilities of critical US infrastructures and responsibilities for their protection, and broad areas of US national science policy. While international and US national security were seen to be slowly improving, the primary nuclear threat to the US was perceived to have shifted from Russia to China. Support was found for nuclear arms control measures, including mutual reductions in stockpiles. However, respondents were pessimistic about eliminating nuclear armaments, and nuclear deterrence continued to be highly values. Participants favored decreasing funding f/or developing and testing new nuclear weapons, but supported increased investments in nuclear weapons infrastructure. Strong concerns were expressed about nuclear proliferation and the potential for nuclear terrorism. Support was evident for US scientific cooperation with Russia to strengthen security of Russian nuclear assets. Elite and general public perceptions of external and domestic nuclear weapons risks and external and domestic nuclear weapons benefits were statistically significantly related to nuclear weapons policy options and investment preferences. Objectives: To examine patterns in the timing and location of incidents of maritime piracy to see whether, like many urban crimes, attacks cluster in space and time. Methods: Data for all incidents of maritime piracy worldwide recorded by the National Geospatial Intelligence Agency are analyzed using time-series models and methods originally developed to detect disease contagion. Results: At the macro level, analyses suggest that incidents of pirate attacks are concentrated in five subregions of the earth’s oceans and that the time series for these different subregions differ. At the micro level, analyses suggest that for the last 16 years (or more), pirate attacks appear to cluster in space and time suggesting that patterns are not static but are also not random. Conclusions: Much like other types of crime, pirate attacks cluster in space, and following an attack at one location the risk of others at the same location or nearby is temporarily elevated. The identification of such regularities has implications for the understanding of maritime piracy and for predicting the future locations of attacks. PMID:25076796

Climate Change, Globalization and Geopolitics in the New Maritime Arctic

Early in the 21st century a confluence of climate change, globalization and geopolitics is shaping the future of the maritime Arctic. This nexus is also fostering greater linkage of the Arctic to the rest of the planet. Arctic sea ice is undergoing a historic transformation of thinning, extent reduction in all seasons, and reduction in the area of multiyear ice in the central Arctic Ocean. Global Climate Model simulations of Arctic sea ice indicate multiyear ice could disappear by 2030 for a short period of time each summer. These physical changes invite greater marine access, longer seasons of navigation, and potential, summer trans-Arctic voyages. As a result, enhanced marine safety, environmental protection, and maritime security measures are under development. Coupled with climate change as a key driver of regional change is the current and future integration of the Arctic's natural wealth with global markets (oil, gas and hard minerals). Abundant freshwater in the Arctic could also be a future commodity of value. Recent events such as drilling for hydrocarbons off Greenland's west coast and the summer marine transport of natural resources from the Russian Arctic to China across the top of Eurasia are indicators of greater global economic ties to the Arctic. Plausible Arctic futures indicate continued integration with global issues and increased complexity of a range of regional economic, security and environmental challenges.

Climate Change and Risks to National Security

Climate change impacts national security in three ways: through changes in the operating environments of the military; by increasing risks to security infrastructure, specifically bases and training ranges; and by exacerbating and accelerating the risks of state collapse and conflict in regions that are already fragile and unstable. Additionally there will be unique security challenges in the Arctic as sea-ice melts out and human activities increase across multiple dimensions. Military forces will also likely see increased demand for Humanitarian Assistance and Disaster Relief resulting from a combination of increased human population, rising sea-level, and potentially stronger and wetter storms. The talk will explore some of the lesser known aspects of these changes, examine selected climate-driven 'wild cards' that have the potential to disrupt regional and global security, and explore how migration in the face of a changing climate may heighten security issues. I will assess the positions U.S. executive and legislative branches with respect to climate & security, and how those positions have evolved since the November 2016 election, sometimes in counter-intuitive ways. The talk will close with some recommended courses of action the security enterprise can take to manage this climate risk.
