    With the U.S. National Science Foundation's Division of Earth Sciences (NSF EAR) facing a number of challenges and opportunities—including helping to meet a growing need for basic research in a number of Earth science disciplines and seeing significant budget growth over the past several years—a panel of the U.S. National Research Council (NRC) has begun a study entitled “New Research Opportunities in the Earth Sciences at the National Science Foundation.” The study, funded by NSF, begins nearly 10 years after NRC's 2001 influential report entitled “Basic Research Opportunities in Earth Sciences” (BROES), which helped to guide EAR, a division within NSF's Directorate of Geosciences (GEO). NRC's Board on Earth Sciences and Resources set up an ad hoc committee to direct this new study.

    Great advances have been made in fundamental scientific research in recent years. The new knowledge gathered, in addition to deepening our understanding of the physical universe, contributes a range of abilities and opportunities to society that would not otherwise be available. Much research that may be called applied because it addresses needs of society is quite fundamental in character, and support of such research at the National Science Foundation is to be handled in tandem by the research directorates. Other areas that require a refocusing of support are engineering science and education, at all levels, in science and engineering. Increasing our strength in these areas is essential to achieve our national economic, social, and political goals. Steps are being taken by the National Science Foundation to make its structure better able to deal with engineering and applied research and to provide greater mutual reinforcement between applied and basic research.     We invite you to the Town Meeting on the role of the National Science Foundation (NSF) in supporting basic and applied research in Plasma Physics in the U.S. The overarching goal of NSF is to promote the progress of science and to enable training of the next generation of scientists and engineers at US colleges and universities. In this context, the role of the NSF Physics Division in leading the nearly 20 year old NSF/DOE Partnership in Basic Plasma Science and Engineering serves as an example of the long history of NSF support for basic plasma physics research. Yet, the NSF interest in maintaining a healthy university research base in plasma sciences extends across the Foundation. A total of five NSF Divisions are participating in the most recent Partnership solicitation, and a host of other multi-disciplinary and core programs provide opportunities for scientists to perform research on applications of plasma physics to Space & Solar Physics, Astrophysics, Accelerator Science, Material Science, Plasma Medicine, and many sub-disciplines within Engineering. This Town Meeting will provide a chance to discuss the full range of relevant NSF funding opportunities, and to begin a conversation on the present and future role of NSF in stewarding basic plasma science and engineering research at US colleges and universities.     President Barack Obama's proposed budget for the U.S. National Science Foundation (NSF) for fiscal year (FY) 2013 would provide the agency with $7.37 billion, a $340 million increase, 4.8% above the FY 2012 estimated budget under which NSF has been operating. NSF has fared well during previous budget cycles, and the Obama administration's budget document for FY 2013 states that “NSF plays a critical role in the implementation of the President's Plan for Science and Technology.” With federal agencies operating under tighter budgets in a difficult financial climate, NSF director Subra Suresh said the budget includes substantial increases for core programs, frontier science, education, and human resources. “I am confident that NSF merits the $7.4 billion the president proposed. I'm optimistic Congress will approve the budget,” Suresh said at a 13 February NSF budget briefing.

    The Obama administration's proposed fiscal year (FY) 2010 budget for the U.S. National Science Foundation (NSF) is US$7.05 billion, $555 million (8.5%) above its FY 2009 budget, and is in addition to $3 billion in stimulus funding from the 2009 American Recovery and Reinvestment Act (ARRA). The proposed funding, which represents strong support from the administration for NSF and for science and technology, would put the foundation on track to double its budget between 2006 and 2016 (see Eos, 90(10), 83, 2009; 90(20), 175, 2009; and 90(21), 183, 2009). Agency-wide, the FY 2010 request would increase most appropriations accounts. Research and Related Activities would receive $5.73 billion, up $550.1 million (10.6%) compared with the FY 2009 budget. Education and Human Resources would register a slight rise to $857.8 million, up $12.5 million (1.5%). Major Research Equipment and Facilities Construction ( MREFC) would dip to $117.3 million, down $34.7 million (22.8%). The MREFC account would include $46.3 million for the Advanced Laser Interferometer Gravitational Wave Observatory, $42.8 million for the Atacama Large Millimeter Array (down from $82.3 million), $14.3 million for the Ocean Observatories Initiative (which received $105.9 million in stimulus funding), and $0.95 million for IceCube (down from $11.3 million in its final year of funding).

    Every 3 years the U.S. National Science Foundation (NSF), through its Advisory Committee on Geosciences, forms a Committee of Visitors (COV) to review different aspects of the Directorate for Geosciences (GEO). This year a COV was formed to review the Biological Oceanography (BO), Chemical Oceanography (CO), and Physical Oceanography (PO) programs in the Ocean Section; the Marine Geology and Geophysics (MGG) and Integrated Ocean Drilling Program (IODP) science programs in the Marine Geosciences Section; and the Ocean Education and Ocean Technology and Interdisciplinary Coordination (OTIC) programs in the Integrative Programs Section of the Ocean Sciences Division (OCE). The 2012 COV assessed the proposal review process for fiscal year (FY) 2009-2011, when 3843 proposal actions were considered, resulting in 1141 awards. To do this, COV evaluated the documents associated with 206 projects that were randomly selected from the following categories: low-rated proposals that were funded, high-rated proposals that were funded, low-rated proposals that were declined, high-rated proposals that were declined, some in the middle (53 awarded, 106 declined), and all (47) proposals submitted to the Rapid Response Research (RAPID) funding mechanism.     The National Science Foundation (NSF) Grant Proposal Guide (NSF 09-29) contains new guidance regarding compliance with the mentoring requirement of the America COMPETES Act. NSF Program Staff will review the Postdoctoral Researcher Mentoring Plan Requirement with regard to NSF proposal submissions. Each NSF proposal that requests funding to support postdoctoral researchers must include, as a supplementary document, a description of the mentoring activities that will be provided for such individuals. In no more than one page, the mentoring plan must describe the mentoring that will be provided to all postdoctoral researchers supported by the project, irrespective of whether they reside at the submitting organization, any subawardee organization, or at any organization participating in a simultaneously submitted collaborative project. Examples of mentoring activities include, but are not limited to: career counseling; training in preparation of grant proposals, publications and presentations; guidance on ways to improve teaching and mentoring skills; guidance on how to effectively collaborate with researchers from diverse backgrounds and disciplinary areas; and training in responsible professional practices. The proposed mentoring activities will be evaluated as part of the merit review process under the Foundation's broader impacts merit review criterion. Proposals that include funding to support postdoctoral researchers, and, do not include the requisite mentoring plan will be returned without review.

NCED’s disciplinary research spans the physical, biological and engineering issues associated with developing an integrative, quantitative and predictive understanding of rivers and river basins. Funded in 2002, we have had the opportunity to partner with individuals and institutions ranging from formal to informal education and from science museums to Tribal and women’s colleges. We have developed simple table top physical models, complete museum exhibitions, 3D paper maps and interactive computer based visualizations, all of which have helped us communicate with this wide variety of learners. Many of these materials themselves or plans to construct them are available online; in many cases they have also been formally evaluated. We have also listened to the formal and informal educators with whom we partner, from whom we have learned a great deal about how to design Broader Impacts activities and programs.   6. Space Weather Research at the National Science Foundation

    There is growing recognition that the space environment can have substantial, deleterious, impacts on society. Consequently, research enabling specification and forecasting of hazardous space effects has become of great importance and urgency. This research requires studying the entire Sun-Earth system to understand the coupling of regions all the way from the source of disturbances in the solar atmosphere to the Earth's upper atmosphere. The traditional, region-based structure of research programs in Solar and Space physics is ill suited to fully support the change in research directions that the problem of space weather dictates. On the observational side, dense, distributed networks of observations are required to capture the full large-scale dynamics of the space environment. However, the cost of implementing these is typically prohibitive, especially for measurements in space. Thus, by necessity, the implementation of such new capabilities needs to build on creative and unconventional solutions. A particularly powerful idea is the utilization of new developments in data engineering and informatics research (big data). These new technologies make it possible to build systems that can collect and process huge amounts of noisy and inaccurate data and extract from them useful information. The shift in emphasis towards system level science for geospace also necessitates the development of large-scale and multi-scale models. The development of large-scale models capable of capturing the global dynamics of the Earth's space environment requires investment in research team efforts that go beyond what can typically be funded under the traditional grants programs. This calls for effective interdisciplinary collaboration and efficient leveraging of resources both nationally and internationally. This presentation will provide an overview of current and planned initiatives, programs, and activities at the National Science Foundation pertaining to space weathe research.

  8. Mentoring Faculty: Results from National Science Foundation's ADVANCE Program

    Faculty mentoring programs are common components of National Science Foundation ADVANCE awards. The ADVANCE program aims to increase the number of women on the faculty in science, technology, engineering and mathematics (STEM) departments through grants to individuals and to entire institutions. These grants target a change in institutional culture so that faculty from non-majority groups will succeed and thrive. Mentoring programs are generally designed to fit the particular institution(s) or target population (e.g., meteorologists at the beginning of their careers). A successful mentoring program makes the implicit knowledge necessary for faculty success explicit: policies and practices are made transparent; routes for finding answers are clarified or generated with faculty input; faculty overcome a sense of isolation and develop a community. Mentoring programs may be formal, with assigned mentors and mentees, or informal, with opportunities for beginning, middle and advanced career STEM faculty to mingle, generally over food and sometimes with a formal speaker. The programs are formally evaluated; in general, attention to mentoring generates better outcomes for all faculty. Research indicates that most successful scientists have a network of mentors rather than relying on one person to help navigate department, institution, and profession. The University of Nebraska-Lincoln's (UNL) award, ADVANCE-Nebraska, offered opportunities for faculty to informally network over luncheons with women speakers, advanced in their careers. We also offered after-hours networking receptions. In response to faculty feedback, we shifted to a series of panel discussions entitled "Conversations". Most panels were conducted by successful UNL faculty; about one-third had an outside expert on a given topic.     High scientific literacy is widely considered a public good. Methods of assessing public scientific knowledge or literacy are equally important. In an effort to measure lay scientific literacy in the United States, the National Science Foundation (NSF) science literacy scale has been a part of the last three waves of the General Social Survey. However, there has been debate over the validity of some survey items as indicators of science knowledge. While many researchers treat the NSF science scale as measuring a single dimension, previous work (Bann and Schwerin, 2004; Miller, 1998, 2004) suggests a bidimensional structure. This paper hypothesizes and tests a new measurement model for the NSF science knowledge scale and finds that two items about evolution and the big bang are more measures of a religious belief dimension termed "Young Earth Worldview" than they are measures of scientific knowledge.   19. The Role of the National Science Foundation: Providing Opporunities to Enhance Geoscience Education

    Over the past two or three decades several trends have led to a decrease in the availability of courses in Earth and space sciences at the secondary and undergraduate levels. This is particularly frustrating given the continued need for well-trained Earth and space scientists, the need for greater sophistication in scientific training of our community and the lack of diversity of our scientific community. The National Science Foundation has responded to this challenge in several ways. At the most general level, the second criterion for evaluation of proposals requires the identification of the broader impact of the research. Many scientists choose to address this criterion by creative efforts to integrate research and education. These efforts are already resulting in substantially more focus on educational and diversity issues. At a more specific level, the Geosciences Directorate of the National Science Foundation has increased our funding for the education and diversity efforts of the earth, ocean and atmospheric sciences communities. In each of the three divisions of Geosciences - Earth Sciences, Ocean Sciences and Atmospheric Sciences - there are special programs for funding educational efforts. In addition, programs in Geoscience Education and in Opportunities to Enhance the Diversity of the Geosciences, provide funding opportunities for geoscientists of all disciplines to propose innovative ways to meet the challenge of training a new generation of geoscientists.

    The mission of the NSF Division of Ocean Sciences (OCE) is to support basic, curiosity-driven research, using a competitive process based on peer-review to guide selection of grants for financial support. OCE is the leading U.S. government source of ocean science funding for academic institutions. OCE supports research in biological, chemical and physical oceanography, and marine geology and geophysics; ocean technology development; dedicated educational activities; large shipboard equipment and shared-use instruments; the U.S. academic research fleet, submersibles, and scientific ocean drilling (ODP/IODP). In our poster, we describe OCE plans for new infrastructure projects to support research, and some of the new research and education programs being developed. Two large ocean science infrastructure projects -- a drilling vessel conversion and the ocean observatories initiative -- have already been approved for possible inclusion in a future NSF budget request. The drilling vessel will contribute to a new international scientific ocean drilling program to replace the Ocean Drilling Program (ODP), which ends in 2003. We continue to refine our plan for the Ocean Observatories Initiative (OOI), another large infrastructure program that will provide a continuous ocean presence to advance research and education. We are also working closely with the Office of Naval Research and other agency partners to implement a federal plan to renew the academic fleet. We continue to initiate new research and education programs. Two recent examples are Centers for Ocean Science Education Excellence (COSEE) and Centers for Oceans and Human Health; the latter supported jointly with the National Institute for Environmental Health Sciences. COSEE is building a nationally coordinated effort in ocean science education designed to integrate ocean science research into delivery of high-quality education programs in the ocean sciences.     The Polar Cyberinfrastructure Program at the Division of Polar Programs at the National Science foundation (NSF) is part of a cross-foundation initiative, the Cyberinfrastructure Framework for 21st Century Science and Engineering (CIF21). This initiative supports the building of a comprehensive, integrated, secure and sustainable cyberinfrastructure necessary to support complex science and engineering research, supporting the development of a broad range of computational and data-enabled scientists and engineers, and assisting and encouraging their careers. The main goal of the Polar Cyberinfrastructure Program is the advance of discovery, research and education across both the Arctic and Antarctic disciplines through the integration of cyberinfrastructure and polar research and activities. The integration of updated computing, data management, information, networking, sensor and software technologies into polar research is one aspect of the evolution of a polar cyberinfrastructure. Data-enabled discoveries, the storage and distribution of large complex data sets and the continuity to access long-lived publicly accessible data sets are some examples of outcomes. In this talk I will provide an overview of the previous and currently funded research activities with the program. I will also summarize the outcome of an NSF-funded Workshop on Polar Cyberinfrastructure and will discuss potential areas of future programmatic investments.

    U.S. president Barack Obama announced on 3 June his intent to nominate Subra Suresh as the next director of the U.S. National Science Foundation (NSF). Arden Bement, who served as NSF director since 2004, resigned earlier this year to lead Purdue University's Global Policy Research Institute, in West Lafayette, Indiana. Suresh is dean of the School of Engineering and the Vannevar Bush Professor of Engineering at Massachusetts Institute of Technology (MIT), Cambridge. Suresh joined MIT in 1993 as the R. P. Simmons Professor of Materials Science and Engineering. Since then, he has held joint faculty appointments in the departments of Mechanical Engineering and Biological Engineering, as well as the Division of Health Sciences and Technology. He previously was head of the university's Department of Materials Science and Engineering. Suresh has a B.S. from the Indian Institute of Technology, Madras, India; an M.S. from Iowa State University of Science and Technology, Ames; and a Sc.D. from MIT.

    Although the Obama administration has promoted its proposed $3.8 trillion federal budget for fiscal year (FY) 2011 as one that works toward reining in budget deficits and living within the nation's means, research is among the areas slated for increases. The National Science Foundation (NSF) would receive $7.42 billion, an 8% increase above the FY 2010 enacted level of $6.87 billion, which pleases NSF administrators. This proposal would keep the agency on track for doubling its budget between about 2007 and 2017. “The president sees science as a way to build our economy. It’s a way to make the nation strong in the future. It’s a way of bringing change in society, and in addressing some of the global challenges that we are facing,” NSF director Arden Bement Jr. explained at a 1 February briefing. Bement, who has been at the helm of the agency for more than 6 years, announced in early February that he is leaving later this year to head up the Global Policy Research Institute at Purdue University.

    The activities of the National Academy of Sciences (NAS), in relation to the Radiation Effects Research Foundation (RERF), has a long history and the specific time period supported by this contract is but a small piece of the long-term continuing program. As a background, in August 1945, atomic bombs were dropped on Hiroshima (6 August) and Nagasaki (9 August). Shortly after the bombings, US medical teams joined forces with their Japanese counterparts to form a Joint Commission for the Investigation of the Effects of the Atomic Bombs. As a result of the Joint Commission's investigations, it was determined that consideration should be given to the establishment of a long-term study of the potential late health effects of exposure of the survivors to radiation from the bombs. The results obtained from RERF studies contribute the vast majority of information that provides a better understanding of radiation effects on humans. This information has been used extensively by national organizations and international committees for estimating risks associated with radiation exposures. The estimated risks developed by these independent organizations are used by government agencies around the world to establish standards for protection of individuals exposed in the occupational, medical, and general environment. Some of these results are described briefly in this report.

    The National Science Foundation encourages the participation of geoscientists in K-14 education and outreach and provides support for that participation through a wide variety of programs. At the most general level, NSF requires that scientists describe the broader impacts of their research in their proposals. While broader impacts are not restricted to education and outreach, this requirement has encouraged many scientists to consider opportunities for K-14 education and outreach. Many NSF-wide programs provide financial support for K-14 education and outreach. Some are long-standing programs like Research Experiences for Undergraduates (REU), which have been used effectively by the geoscience community to introduce undergraduates to our field. Other programs, like CAREER, encourage faculty to develop innovative teaching and curricular approaches and to relate them to their research program. The Education and Human Resources Directorate (EHR) of NSF provides funds for a variety of undergraduate education improvements, and for elementary and secondary education activities. EHR also provides opportunities for informal education that have been used by the geoscience community to develop museum exhibits, IMAX films, television programs, and other high visibility outreach activities. The Directorate for Geosciences (GEO) holds competitions in the Geoscience Education Program and Opportunities to Enhance Diversity in the Geosciences that provide funds focused on development in our own field. Other specialized competitions, like awards associated with the Center for Ocean Science Education Excellence, have targeted the specific K-14 education and outreach needs of portions of our community. Finally, GEO has facilitated the development of the Digital Library for Earth System Education (DLESE) that has established a digital portal to age-appropriate, peer-reviewed curricular material for teachers.

    The National Science Foundation sponsors Coupling, Energetics, and Dynamics of Atmospheric Regions (CEDAR) Workshops, which have been held every summer, for the past 29 years. CEDAR Workshops are on the order of a week long and at various locations with the goal of being close to university campuses where CEDAR type scientific research is done. Although there is no formal student group within the CEDAR community, the workshops are very student-focused. Roughly half the Workshop participants are students. There are two Student Representatives on the CEDAR Science Steering Committee (CSSC), the group of scientists who organize the CEDAR Workshops. Each Student Representative is nominated by his or her peers, chosen by the CSSC and then serves a two year term. Each year, one of the Student Representatives is responsible for organizing and moderating a day-long session targeted for students, made up of tutorial talks, which aim to prepare both undergraduate and graduate students for the topics that will be discussed in the main CEDAR Workshop. The theme of this session changes every year. Past themes have included: upper atmospheric instrumentation, numerical modeling, atmospheric waves and tides, magnetosphere-ionosphere coupling, equatorial aeronomy and many others. Frequently, the Student Workshop has ended with a panel of post-docs, researchers and professors who discuss pressing questions from the students about the next steps they will take in their careers. As the present and past CSSC Student Representatives, we will recount a brief history of the CEDAR Workshops, our experiences serving on the CSSC and organizing the Student Workshop, a summary of the feedback we collected about the Student Workshops and what it's like to be student in the CEDAR community.

    NSF's budget request is $2.72 billion for FY 1992, 17.5% above what it received last year. In introducing the budget, Frederick M. Bernthal, NSF acting director, stressed the critical role that scientific research and education must play to keep America competitive in the world economy—a context that has shaped the budget. Bernthal called the request “an extraordinarily good budget,” characterizing NSF's allotment as “favored treatment.” NSF cited two major objectives behind its budget: to “strengthen the research base and infrastructure,” and “to develop human resources, broaden participation, and improve science and engineering education and training.” Bernthal ranked NSF's priorities as people first, instrumentation next, and facilities third. About three-fourths of the budget would fund research and infrastructure. One special high-priority area is high performance computing and communications ($213 million, up 26%), “to provide the cutting-edge computing and networking technology and the development and infrastructure necessary for advanced research in all science and engineering disciplines,” according to NSF. Another special area is global change research, receiving $118.5 million (up 36%) for basic research on “future changes in the Earth-s environment.” Eight other federal agencies are part of this initiative. Education and human resources also receives priority ($582 million, with $390 million devoted to education).

    The National Science Foundation (NSF) is an independent federal agency created 60 years ago by the U.S. Congress "to promote the progress of science; to advance the national health, prosperity, and welfare; to secure the national defense…" NSF is the primary funding agency in the U.S. to support basic, frontier research across all fields in science, engineering, and education, except for medical sciences. With a FY 2011 budget request of more than $955 million, the NSF Directorate for Geosciences (GEO) is the principle source of federal funding for university-based fundamental research in the geosciences and preparation of the next generation of geoscientists. Since its inception, GEO has supported the education and training of a diverse and talented pool of future scientists, engineers, and technicians in the Earth, Ocean, Atmospheric and Geospatial Sciences sub-fields, through support of graduate research assistants, post-doctoral fellows, and undergraduate research experiences. In the late 1990’s and early 2000’s, GEO initiated several programs that expanded these investments to also support improvements in pre-college and undergraduate geoscience education through a variety of mechanisms (e.g., professional development support for K-12 teachers, development of innovative undergraduate curricula, and scientist-mentored research experiences for elementary and secondary students).     This dissertation provides a critical analysis of three informal science education partnerships that resulted from a 2003-2006 National Science Foundation grant titled, "Archaeology Pathways for Native Learners" (ESI-0307858), hosted by the Mashantucket Pequot Museum and Research Center. This dissertation is designed to contribute to understandings of learning processes that occur within and at the intersection of diverse worldviews and knowledge systems, by drawing upon experiences derived from three disparate contexts: 1) The Navajo Nation Museum in Window Rock, Arizona; 2) The A:shiwi A:wan Museum and Heritage Center on the Zuni Reservation in Zuni, New Mexico; and 3) Science learning camps at the Mashantucket Pequot Museum and Research Center for Native youth of southern New England. While informal science education is increasingly moving toward decolonizing and cross-cutting institutional boundaries of learning through critical thinking and real-world applications, the construction of "science" (even within diverse contexts) continues to be framed within a homogenous, predominantly Euro-American perspective. This study analyzes the language of Western science employed in these partnerships, with particular attention to the use of Western/Native binaries that shape perceptions of Native peoples and communities, real or imagined. Connections are drawn to broader nation-state interests in education, science, and the global economy. The role of educational evaluation in these case studies is also critically analyzed, by questioning the ways in which it is constructed, conducted, and evaluated for the purposes of informing future projects and subsequent funding. This study unpacks problems of the dominant language of "expert" knowledge embedded in Western science discourse, and highlights the possibilities of indigenous knowledge systems that can inform Western science frameworks of education and evaluation.   15. Version 2 data of the National Science Foundation's Ultraviolet Radiation Monitoring Network: South Pole

    Spectral ultraviolet (UV) and visible irradiance has been measured at the South Pole between 1991 and 2003 by a SUV-100 spectroradiometer, which is part of the U.S. National Science Foundation's UV Monitoring Network. Here we present a new data edition, labeled "Version 2." The new version was corrected for wavelength shift errors and deviations of the spectroradiometer from the ideal cosine response. A comprehensive uncertainty budget of the new data set was established. Below 400 nm the expanded standard uncertainty (coverage factor 2) varies between 4.6 and 7.2%, depending on wavelength and sky condition. The uncertainty of biologically relevant UV irradiances is approximately 6%. Compared to the previously published data set, Version 2 UV data are higher by 5-14%, depending on wavelength, solar zenith angle (SZA), and year of observation. By comparing Version 2 data with results of a radiative transfer model, the good consistency and homogeneity of the new data set were confirmed. The data set is used to establish a UV climatology for the South Pole, focusing on the effects of aerosols, clouds, and total column ozone. Clouds are predominantly optically thin; 71% of all clouds have an optical depth between 0 and 1. The average attenuation of UV irradiance at 345 nm by clouds is less than 5% and no attenuations greater than 23% were observed. Attenuation by homogeneous clouds is generally larger in the visible than in the UV. The wavelength dependence of cloud attenuation is quantitatively explained with the wavelength-dependent radiance distribution on top of clouds and the incidence-angle dependence of cloud transmittance. Largest radiation levels occur in late November and early December when low stratospheric ozone amounts coincide with relatively small SZAs. Owing to the large effect of the "ozone hole," short- and long-term variability of UV during the austral spring is very high.     Many organizations make an effort to reach the general public and children in the area of science understanding and appreciation. These include museums, universities, professional societies, government agencies, corporations and television networks. When studies are made of the composition of the audiences for many of these outreach programs one finds a great overlap. For example, those who like to go to science museums often enjoy viewing NOVA programs. The challenge is to bring Science to the People in places, times and venues not usual associated with science. For the past six years the Science & the Arts program at the Graduate Center of the City University of New York has made use of the performing arts to bring science to old and new audiences. See http://web.gc.cuny.edu/sciart. While this program has been effective, we have tried additional approaches in new modes and novel sites. In this paper we relate our experience with a citywide science festival, which we operated in New York City in November 2006. This idea was based on the science festival held in Atlanta in conjunction with the APS Centennial in 1999. We will review the history, effectiveness and various styles of Science Festivals in the United States and worldwide. In an even more adventurous outreach effort, in June 2006 our program rented booths at a conventional New York City weekend street fair, offering hands-on science experiences amidst the typical street fair food and wares. Adults and children were delighted to find science in this setting and welcomed the fact that they could get science with their tasty kielbasa sandwiches as well as a bargain on tube sox. Their responses were documented in a video. We will present parts of this video and offer suggestions for adapting this project to other locations

    The future of meaningful scientific research in the United States depends heavily upon the quality of the science and mathematics education received by students in our grade K-12 education system. The National Science Foundation's GK-12 Teaching Fellowship Program provides opportunities for scientific enrichment for students and their teachers at the K-12 level. Currently in its fifth year at the University of Maine, Orono, the program is one of over 100 such programs in the country. Last year, the program was honored by the New England Board of Higher Education with a Regional Award for Excellence in Project Achievement. The program has three broad goals: to enrich the scientific education of students by providing equipment, role models, and expertise that they may not otherwise be exposed; to provide professional development for teachers through curriculum enrichment and participation at scientific conferences; and to improve the teaching and communication skills of fellows. Fellows represent a broad spectrum of research interests at the University of Maine, including Biology, Chemistry, Engineering, Forestry, Geological Sciences, and Marine Science. This past year, 13 graduate students and 1 undergraduate student worked with 52 teachers and 2300 students in 26 schools across the state of Maine. The benefits of this program are tangible and substantial. New awareness of the innovative ways that K-12 and University education systems can work together to promote hands-on science and the scientific method, is one of the major contributions of the NSF GK-12 Teaching Fellowship Program.

  7. The National Science Foundation CAREER Award: A Unique Solution to the Challenges of the Tenure Process

    There is a dichotomy inherent in the tenure process at most research-strong universities. Most institutions require strong performance in research production and grant acquisition, while at the same time very good to excellent teaching performance. However, in the first several years of the tenure process, many new faculty spend most of their time preparing lectures for new classes and writing grant proposals, leaving little time to forge new directions and define their individual paths in their research, which, somewhat ironically, is the primary factor by which tenure is either granted or denied. The CAREER grant is a unique solution to this problem, as it enables beginning faculty members to directly thread their research into their teaching, and vice versa. My CAREER award, the first granted by the (at the time) fledgling EarthScope Science program at NSF, enabled me to bring EarthScope data and science directly into the classroom. One cadre of efforts was a focus on software development, which is a critical roadblock in geophysics for students who do not have extensive experience with Unix-based coding. For example, Kevin Eagar developed the MATLAB-based FuncLab software system that enables one to quickly and efficiently analyze receiver functions, allowing one to image layers within Earth's interior, such as the crust-mantle boundary. This system is now publically available at http://geophysics.asu.edu/funclab. At Arizona State University, 5 undergraduate students and 2 graduate students have already used this software package to produce publishable scientific results over the past 2 years, enabling them to experience research firsthand and learn a range of key research skills for their future endeavors. The CAREER award also provided ample opportunities for my research group and me to forge into new research directions given the broad scope of the proposed work.   9. From the NSF: The National Science Foundation's Investments in Broadening Participation in Science, Technology, Engineering, and Mathematics Education through Research and Capacity Building.

    The National Science Foundation (NSF) has a long history of investment in broadening participation (BP) in science, technology, engineering, and mathematics (STEM) education. A review of past NSF BP efforts provides insights into how the portfolio of programs and activities has evolved and the broad array of innovative strategies that has been used to increase the participation of groups underrepresented in STEM, including women, minorities, and persons with disabilities. While many are familiar with these long-standing programmatic efforts, BP is also a key component of NSF's strategic plans, has been highlighted in National Science Board reports, and is the focus of ongoing outreach efforts. The majority of familiar BP programs, such as the Louis Stokes Alliances for Minority Participation (now 25 years old), are housed in the Directorate for Education and Human Resources. However, fellowship programs such as the Graduate Research Fellowships and Postdoctoral Research Fellowships under the Directorate for Biological Sciences (and parallel directorates in other STEM disciplines) are frequently used to address underrepresentation in STEM disciplines. The FY2016 and FY2017 budget requests incorporate funding for NSF INCLUDES, a new cross-agency BP initiative that will build on prior successes while addressing national BP challenges. NSF INCLUDES invites the use of innovative approaches for taking evidence-based best practices to scale, ushering in a new era in NSF BP advancement. PMID:27587853

  10. Real-time ultraviolet and column ozone from multichannel ultraviolet radiometers deployed in the National Science Foundation's ultraviolet monitoring network

    Multichannel moderate-bandwidth ground-based ultraviolet (GUV) filter radiometers have recently been installed at several sites of the U.S. National Science Foundation's UV monitoring network where they complement high-resolution solar UV-100 (SUV-100) spectroradiometers. The five GUV channels are characterized for their spectral response and calibrated against SUV systems as well as irradiance standard lamps. Results indicate that accurate spectral characterization of GUV channels in the UV-B is crucial for obtaining high-quality UV measurements, in particular if instruments are calibrated with standard lamps. Using an inversion algorithm suggested by Dahlback (1996), total column ozone and approximately 30 different UV integrals and dose rates are routinely calculated from GUV measurements. For UV-A irradiance, GUV and SUV data agree to within +/-5% for solar zenith angles (SZAs) up to 90 deg. A similarly good agreement can be achieved for the UV index if solar measurements are restricted to SZAs smaller than 78 deg. The agreement for data products that are dominated by wavelengths in the UV-B is generally worse, but can be substantially improved if GUV instruments are equipped with an additional channel at 313 nm. GUV total column ozone values agree on average to within +/-5% with observations from the National Aeronautics and Space Administration's (NASA's) total ozone mapping spectrometer (TOMS) on board the earth probe satellite. GUV data products are disseminated via the website www.biospherical.com/NSF in near real time.

  13. National Science Foundation Grant Implementation: Perceptions of Teachers and Graduate Fellows in One School Regarding the Barriers and Successes

    The purpose of this qualitative case study was to examine the perceptions of partner teachers and graduate fellows in 1 school regarding the barriers and successes made during their participation in a National Science Foundation Grant. This study included 9 partner teachers and 7 graduate fellows who participated in the Science First! NSF GK-12 Grant. There were 16 participants in this study. This study was conducted at North Side Elementary and East Tennessee State University. Partner teachers and graduate fellows were interviewed to gain perceptions of the barriers and successes of their participation in the implementation of the Science First! grant at North Side and East Tennessee State University from 2008-2013. A list of possible participants in the study was provided from the grant leadership team. The 16 participants in the study were chosen through purposeful sampling. During data analysis, 4 themes arose as successes and 4 themes arose as barriers. The success themes were (a) relationships, (b) mutual appreciation, (c) increased academic depth, and (d) professional growth. The barriers were (a) communication, (b) time, (c) expectations, and (d) preparation. Based on the research, the following conclusions were presented. The coordination of a major NSF-GK12 grant can provide STEM support and academic rigor for a high poverty school with leadership. Positive relationships between the graduate fellows and partner teachers as well as the 2 participating institutions are critical in fostering successful grant implementation. Professional growth through the grant partnerships was obtained. The participants gained a mutual appreciation for the roles and responsibilities of each other. There are ups and downs in implementing a large grant at 1 elementary school with a university, but the rewards of the potential to influence teacher practices in STEM and student learning are great.     With new career openings in the geosciences expected and a large number of presently employed geoscientists retiring in the next decade there is a critical need for a new cadre of geoscientists to fill these positions. A project funded by the National Science Foundation titled K-12 Students, Teachers, Parents, Administrators and Higher Education Faculty: Partners Helping Rural Disadvantaged Students Stay on the Pathway to a Geoscience Career involving Wright State University and the Ripley, Lewis, Union, Huntington k-12 school district in Appalachian Ohio took led to dozens of seventh and eighth grade students traveling to Sandy Hook, New Jersey for a one week field experience to study oceanography with staff of the New Jersey Sea Grant Consortium. Teachers, parent chaperones, administrators and university faculty accompanied the students in the field. Teachers worked alongside their students in targeted professional development during the weeklong field experience. During the two academic years of the project, both middle school and high school teachers received professional development in Earth system science so that all students, not just those that were on the summer field experience could receive enhanced science learning. All ninth grade high school students were given the opportunity to take a high school/college dual credit Earth system science course. Community outreach provided widespread knowledge of the project and interest among parents to have their children participate. In addition, ninth grade students raised money themselves to fund a trip to the International Field Studies Forfar Field Station on Andros Island, Bahamas to study a tropical aquatic system. Students who before this project had never traveled outside of Ohio are currently discussing ways that they can continue on the pathway to a geoscience career by applying for internships for the summer between their junior and senior years.     Did the Third International Mathematics and Science Study (TIMSS) ask science teachers the right questions about their use of instructional time? Part I of this 2-part study used the TIMSS database to answer the question: Do 8th grade science teachers in the U.S., Czech Republic, Hungary, Japan, and Korea differ significantly in their perceived use of instructional time? Using the instructional activities in the TIMSS teacher question "How did the lesson proceed?" the teacher-reported times were analyzed using a repeated measures multivariate analysis. Significant differences were found between teacher-reported times in the U.S. and the other 4 TIMSS countries, whose 8th grade students outperformed U.S. students on TIMSS achievement tests. Post-hoc analysis indicated that TIMSS U.S. 8th grade science teachers report spending more time on homework in class, on group activities, and on lab activities, but less time on topic development, than TIMSS teachers from some or all of the other countries. Part II of this study further examined the question "How did the lesson proceed?" by videotaping 6 classes of 8th grade science in Alabama and Virginia and comparing observer coding of the video to the teachers' recalled descriptions of the same class. The difference between observer and teacher responses using TIMSS categories was not significant; however, 43% of the total variance was explained by whether the teacher or the observer reported the times for the instructional activities. The teachers also responded to questions from the NSF Local Systemic Change Through Teacher Enhancement K--8 Teacher Questionnaire to describe the same class. The difference found between the teacher and the observer coding was not significant, but the amount of variance explained by the data source (observer or teacher) dropped to 33% when using NSF student activity categories and to 26% when using NSF teacher activity categories.     The biennial reports on women, minorities, and persons with disabilities produced by the National Science Foundation (NSF) because of congressional mandate laid the statistical foundation for NSF initiatives to redress the underrepresentation of these groups. Programs established in the 1980s such as Research Opportunities for Women, Visiting Professorships for Women, Graduate Fellowships for Women, and Career Advancement Awards provided support to individual women for their research. In the 1990s, the NSF also began to focus on systemic initiatives, creating the Program for Women and Girls, although it continued to address the problem through support of individual researchers in the newly created Professional Opportunities for Women in Research and Education (POWRE) initiative. The responses from more than 400 awardees during the 4 years of POWRE provide insights into the current issues these women perceive surrounding their grants, funding, and interactions with NSF bureaucracy and staff members. The results of the POWRE survey support the institutional, systemic thrust of the NSF’s new ADVANCE initiative to attempt to solve problems such as balancing career and family that cannot be addressed solely by supporting research projects of individual female scientists and engineers.

    The day will come when the United States will want to return to the Earth's Moon. When that occurs, NASA may look to the Apollo program for technical and inspirational guidance. The Apollo program, however, was designed to be an end to itself--the landing of a man on the Moon and his return safely within the decade of the 1960's. When that was accomplished, the program folded because it was not self-sustaining. The next time we return to the Moon, we should base our planning on a program that is designed to be a sustained effort for an indefinite period. It is the thrust of this report that the South Pole Station of the National Science Foundation can be used to develop analogs for the construction, funding, and logistical support of a lunar base. Other analogs include transportation and national efforts versus international cooperation. A recommended lunar base using the South Pole Station as inspiration is provided, as well as details concerning economical construction of the base over a 22-year period.

    The functional relations among philosophy, science, technology, and intuition are examined. Those domains are each defined as behaviors, and each of them is then classified either as verbal, nonverbal, or both. Finally, those classes of behavior are organized into one integral behavioral system. The concept of a science of philosophy is introduced. A science and technology of philosophy are not only possible but necessary. Such an approach to the discipline of philosophy could lead to a new disciplinary structure for philosophy. Philosophy could be taught in academic departments as a verbal behavioral science. The discipline of behaviorology provides the foundations necessary to capacitate the traditional discipline of philosophy as a science and technology of verbal behavior commensurate with its potential cultural mission.     The GK-12 OCEANS program is an initiative of the National Science Foundation (NSF). This program provides marine science graduate students within the College of Marine Science, USF, weekly interactions with K-12 teachers and students in Pinellas County schools with the overall purpose of enhancing the quality and effectiveness of science teaching. The GK-12 OCEANS program provides hands-on and minds-on ocean science learning inquiries. Campbell Park Elementary is a Marine Science attractor school designed to provide a child-centered approach to learning that integrates marine science activities into the daily curriculum while meeting the required state education standards. In 2003-04 a GK-12 Fellow helped third and fourth grade teachers design new teaching curricula that integrated ocean sciences. The current 2004-04 Fellow and teachers are implementing the new curriculum, assessing feasibility and impact on students' learning. One characteristic of the new curriculum includes several field trips to local natural settings during which students have the opportunity to collect data the way scientists do, and use real scientific instruments and approaches. The information collected is then used in different activities within the classroom. These activities encourage the students to use inquiry as the basis of their learning experience, in which the application of scientific thinking and methods are keys. This process also requires the students to apply skills from other disciplines such as writing, reading, and math. Towards the end of the school year the students have the opportunity to highlight their accomplishments through two projects, 1) a hall display of different ocean zones, which includes habitat characteristics and species adaptations, and 2) a marine science experiment presented at the school science fair. The results and accomplishments from the implementation of these new curricula will be presented at the conference.
