All the world events apparently did not affect the attendance or the spirit of the attendees. The Conference was a huge success and very well attended. Many feel that it was the best Techcon yet. This year's Conference really raised the bar for the 47th Annual Technical Conference in Dallas next year. Congratulations go out to the program committee, board of directors, education committee, scholarship committee and Management Plus for a job well done.     We led two discussion groups during the 2007 National GAP Conference. These discussion groups provided information to help develop a survey of National Gap Analysis Program (GAP) data users. One group discussed technical issues, and the second group discussed the use of GAP data for decisionmaking. Themes emerging from the technical issues group included concerns about data quality, need for information on how to use data, and passive data distribution. The decisionmaking discussion included a wide range of topics including the need to understand presentation of information, the need to connect with and understand users of data, the revision of GAP's mission, and the adaptability of products and data. The decisionmaking group also raised concerns regarding technical issues. One conclusion is that a deep commitment to ongoing information transfer and support is a key component of success for the GAP program.

    The National Conference of Black Physics Students began in 1986 when several Black physics graduate students at MIT and Harvard decided to address the 'pipeline problem' of African Americans in physics by organizing a conference for Black physics undergraduates. The goals of the conference were: (1) to develop a network within the Black physics community, (2) to make Black students in physics, particularly at graduate level, aware of academic and professional opportunities and (3) to bring important issues and developments in the field to the attention of these students. We are pleased to announce the Seventh Annual National Conference of Black Physics Students held February 12 and 13, 1993 served the largest population of students so far. The largest conference previous to this one hosted 150 students. We registered and prepared for 240 students with 210 actually attenting. We received so many qualified abstracts for technical talks by students that instead of NCBPS's tradition of 3-4 student presentations, we ran 4 parallel sessions in different rooms with 4-5 presentations in each room. In response to comments from previous conferences, the program contained 3 workshop/discussion sessions. The topics for the interactive discussion workshops were: 'Getting Ready for Graduate School,' 'How to Succeed in Graduate School,' and 'Issues Facing Black Scientists.'

    The 4 international population conferences held under the auspices of the United Nations (UN) are placed in historical perspective. Although each was unique, together they comprise a coherent whole reflecting the changing world situation and the increasing understanding of population dynamics and policies. The 1st UN Population Congress was held in Rome in 1954. Organized in collaboration with the International Union for the Scientific Study of Population, it was comprised of experts and emphasized methods and technics of demography, which was still evolving as an independent discipline. The 2nd Conference at Belgrade in 1965, resembled its predecessor in that the delegates were experts. However, it expanded the scope of demographic concerns to related fields and policy issues. For the 1st time fertility was viewed as a policy variable in the context of development planning. The Bucharest conference, held a decade later, was the 1st comprised of government representatives. Since the scientific and technical topics had been explored in preparatory symposia, the conference focused on drawing up the 1st international document on population policy, the World Population Plan of Action, which reflected the tension between states emphasizing the need for fertility decline and those emphasizing the need for a new international economic order. The 1984 conference, held in Mexico City, was also made up of government representatives. Benefitting from extensive preparations including 4 scientific symposia, 5 regional meetings and meetings of the Preparatory Committee, it was successful in refining and making more concrete the World Population Plan of Action. Taken together, the 4 conferences transformed demography from a purely statistical discipline to a multidisciplinary science extending into the domain of population policies and programs.     The Centers for Disease Control and Prevention's National Center for Environmental Health and the Agency for Toxic Substances and Disease Registry committed to making their 2009 National Environmental Public Health Conference a model for green and healthy conferences. The conference included increased opportunities for physical activity, both as part of conference events and for transportation to the conference. In addition, conference meals were healthy and sustainably sourced. The conference also implemented intuitive, accessible recycling; online scheduling and evaluation to minimize hard-copy materials; and the purchase of carbon offsets to reduce the unwanted environmental impact of the conference. Public health professionals have an opportunity and obligation to support healthy behaviors at their events and to serve as leaders in this area. Facilitating healthy and sustainable choices is in alignment with goals for both public health and broader social issues-such as environmental quality-that have a direct bearing on public health.     This volume contains selected full length technical papers amongst forty oral presentations made in the 4th National Conference on Processing and Characterization of Materials (NCPCM 2014), NIT Rourkela, Rourkela, Odisha, India, December 5 - 6, 2014. The first conference of the NCPCM series was held at the same place in December 2011. Seeing the enthusiasm of the participants, it was decided to organize such conference in Rourkela every year. The basic idea was to establish a periodical national forum for multi-scale approaches in processing and characterization of materials in the eastern part of India. The conference NCPCM 2014 has successfully carried the tradition of previous conferences; more than fifty participants from twenty different organizations across India have registered. The conference was consisted of six technical sessions of about fifty contributory talks along with three keynote lectures. A metallography contest was also organized during the event. Out of these, thirty four best peer-reviewed contributions are published in this volume of IOP Conference Series: Materials Science and Engineering. We would like to thank all the contributors, members of the organizing committee, session chairs as well as colleagues and students who helped with the preparation of the conference and, particularly, with the preparation of this volume.     The UN International Conference on Population to be held in Mexico City in August 1984, responding to an unprecedented upsurge of interest in population over the last decade, offers developed and developing countries the opportunity to assess current and likely future population trends, to comment on programs and progress during the past 10 years, and to determine desirable future directions. More developing countries are reporting diminished declining fertility and family size in countries of widely varying ethnic, social, and economic makeup. Although it is likely that the future will bring a steadily declining rate of world population growth, culminating in stability, present trends indicate that it will take more than a century for world population to stabilize. Meanwhile growth continues. The developing world's annual average birthrate from1975-80 was twice as high as the developed world's. Also there are large areas, much of Latin America and most of Africa, where growth rates continue very high. Other areas, such as parts of Asia, do not follow the general declining trend despite trend despite, in some instances, a long history of population programs. Interest in population programs and demand for resources to support them are growing, but the population dimension is sometimes unrecognized in development planning. The experience of the last decade illustrates that population assistance can make a uniquely valuable contribution to national development when it is given in accord with national policies, is appropriate to local conditions and needs, and is delivered where it can make the most impact. Substantial evidence exists that women in the developing world undertand the risks of repeated pregrancy and would like to take steps to reduce them. It is evident that providers of family planning services are not yet sufficiently responsive to women's own perceptions of their needs and that the social and economic conditions which make family planning a reasonable

    The conference goals were: (1) to provide a setting for Space Grant College/Consortia leaders to meet and discuss program plans; (2) to provide participants with updates on major NASA science and engineering programs and educational affairs activities; and (3) to hold workshops on themes of critical importance to the program. Developing such a plan required a broad spectrum of experience and disciplines. The Strategic Plan team needed the participation of industry, government, and academia. The plan provides, if followed, a means for the U.S. to maintain technical excellence and world leadership in rocket propulsion. To implement the National Rocket Propulsion Strategic Plan is to invest in the social, economic, and technological futures of America. The plan lays the basis for upgrading existing propulsion systems and a firm base for future full scale development, production, and operation of rocket propulsion systems for space, defense, and commercial applications.

    The Western Photosynthesis Conference is a regional conference that is held on an annual basis to bring together researchers primarily from the Western United States to share their newest research advances on photosynthetic processes. The 23rd conference was focused on both fundamental and more applied research on the biological conversion of solar energy to various energy storage forms. Several particular areas of solar energy conversion were emphasized in this conference (see below). Some of these topics, such as carbon limitations on photosynthesis, biomimicry and phenotyping, have traditionally not been incorporated extensively in the Western Photosynthesis Conference. We found that these topics have substantially broadened of the scope of this meeting.

A number of commissions are beginning to scrutinize the planning processes of local gas distribution companies (LDCs) because of the increased control that LDCs have over their purchased gas costs (as well as the associated risks) and because of questions surrounding the role and potential of gas end-use efficiency options. Traditionally, resource planning (LDCs) has concentrated on options for purchasing and storing gas. Integrated resource planning involves the creation of a process in which supply-side and demand-side options are integrated to create a resource mix that reliably satisfies customers` short-term and long-term energy service needs at the lowest cost. As applied to gas utilities, an integrated resource plan seeks to balance cost and reliability, and should not be interpreted simply as the search for lowest commodity costs. The National Association of Regulatory Utility Commissioners` (NARUC) Energy Conservation committee asked Lawrence Berkeley Laboratory (LBL) to survey state PUCs to determine the extent to which they have undertaken least cost planning for gas utilities. The survey included the following topics: status of state PUC least-cost planning regulations and practices for gas utilities; type and scope of natural gas DSM programs in effect, including fuel substitution; economic tests and analysis methods used to evaluate DSM programs; relationship between prudency reviews of gas utility purchasing practices and integrated resource planning; key regulatory issued facing gas utilities during the next five years.

    This conference was the second in a series devoted to a particular area of inverse problems. The theme of this series is to discuss problems of major scientific importance in a specific area from a mathematical perspective. The theme of this symposium was geophysical applications. In putting together the program we tried to include a wide range of mathematical scientists and to interpret geophysics in as broad a sense as possible. Our speaker came from industry, government laboratories, and diverse departments in academia. We managed to attract a geographically diverse audience with participation from five continents. There were talks devoted to seismology, hydrology, determination of the earth`s interior on a global scale as well as oceanographic and atmospheric inverse problems.

    The 1994 BOC Priestly Conference was held at Bucknell University in Lewisburg, PA, from June 24 through June 27, 1994. This conference, managed by the American Chemical Society (ACS), was a joint celebration with the Royal Society of Chemistry (RSC) commemorating Joseph Priestley`s arrival in the US and his discovery of oxygen. There were 120 attendees. The basic theme of the conference was Oxidants and Oxidation in the Earth`s Atmosphere, with a keynote lecture on the history of ozone. A distinguished group of US and international atmospheric chemists addressed the issues dominating current research and policy agendas. Topics crucial to the atmospheric chemistry of global change and local and regional air pollution were discussed. The program for the conference included four technical sessions on the following topics: Oxidative fate of atmospheric pollutants; Photochemical smog and ozone; Stratospheric ozone; and, Global tropospheric ozone.

    This is a conference committee report of the House and Senate to amend the Public Health Service Act to improve the national cancer program and to authorize appropriations for such programs. Title 1, Extension of Cancer Program, deals with administrative, budgetary, and personnel matters; programs of routine exfoliative cytology tests; and requirements of peer review of grant applications and contract projects. Title 2, Biomedical Research, establishes a President's Biomedical Research Panel to study and make recommendations concerning the subject, content, organization, and operation of biomedical and behavioral reserach conducted and supported under programs of the National Institutes of Health and the National Institutes of Mental Health. After 15 months, the panel will submit to the President and Congress a comprehensive report of its findings and recomendations. The 7-member panel shall expire after 18 months. PMID:12229414

    The EPRI-DOE Conference on Environmentally-Enhanced Hydropower Turbines was a component of a larger project. The goal of the overall project was to conduct the final developmental engineering required to advance the commercialization of the Alden turbine. As part of this effort, the conference provided a venue to disseminate information on the status of the Alden turbine technology as well as the status of other advanced turbines and research on environmentally-friendly hydropower turbines. The conference was also a product of a federal Memorandum of Understanding among DOE, USBR, and USACE to share technical information on hydropower. The conference was held in Washington, DC on May 19 and 20, 2011 and welcomed over 100 attendees. The Conference Organizing Committee included the federal agencies with a vested interest in hydropower in the U.S. The Committee collaboratively assembled this conference, including topics from each facet of the environmentally-friendly conventional hydropower research community. The conference was successful in illustrating the readiness of environmentally-enhanced hydropower technologies. Furthermore, the topics presented illustrated the need for additional deployment and field testing of these technologies in an effort to promote the growth of environmentally sustainable hydropower in the U.S. and around the world

    This research focused on identifying the key technical water issues of federally recognized California Native American tribes, the context within which these water issues arise for the tribes, and an appropriate format for potentially opening further dialogue on water research issues between the tribes and Lawrence Livermore National Laboratory (LLNL) scientists. At LLNL, a Water Quality and Resource Management Issues Workshop held in January of 2003 resulted in multiple recommendations, one proposing a LLNL dialogue with California tribes to further inform LLNL's prioritization of water issues based on identified needs across national sectors. The focus of this aforementioned Water Quality and Resource Management Issues Workshop was to identify national and international priority water research issues with which LLNL may align their research efforts and contribute to resolving these needs. LLNL staff researched various sectors to delineate the key water issues associated with each. This preliminary water issue research included diverse entities such as international water agencies, federal and state agencies, industry, non-governmental agencies, and private organizations. The key (identified) water issues across these sectors were presented to workshop attendees and used during workshop debates and sessions. However, the key water issues of federally recognized Native American tribes remained less understood, resulting in a workshop proposal for additional research and LLNL potentially hosting a dialog with representatives of these tribes. Federally recognized Native American tribes have a unique government-to-government relationship with the United States (U.S.) government, in contrast to other sectors researched for the workshop. Within the U.S., the number of federally recognized tribes currently stands at 562 and, in addition to this large number of tribes, much diversity across these tribes exists.     A December 2010 meeting, “Down Syndrome: National Conference on Patient Registries, Research Databases, and Biobanks,” was jointly sponsored by the Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) at the National Institutes of Health (NIH) in Bethesda, MD, and the Global Down Syndrome Foundation (GDSF)/Linda Crnic Institute for Down Syndrome based in Denver, CO. Approximately 70 attendees and organizers from various advocacy groups, federal agencies (Centers for Disease Control and Prevention, and various NIH Institutes, Centers, and Offices), members of industry, clinicians, and researchers from various academic institutions were greeted by Drs. Yvonne Maddox, Deputy Director of NICHD, and Edward McCabe, Executive Director of the Linda Crnic Institute for Down Syndrome. They charged the participants to focus on the separate issues of contact registries, research databases, and biobanks through both podium presentations and breakout session discussions. Among the breakout groups for each of the major sessions, participants were asked to generate responses to questions posed by the organizers concerning these three research resources as they related to Down syndrome and then to report back to the group at large with a summary of their discussions.     Global climate change is widely recognized as the most important environmental problem today that requires complex, global solutions with international cooperation. Teaching the science of climate change is relatively simple compared to the challenges of determining solutions to this problem. It is important for students to learn that solutions do exist and that international negotiations are underway to achieve reductions. What are the (policy) solutions to this vexing problem, which countries should take responsibility, and specifically how can this be done? In the final week of an advanced undergraduate environmental science class: Global Environmental Change, students engage in a week-long classroom simulation of the annual United Nations Framework Convention on Climate Change Conference of the Parties (UNFCCC/COP). Small groups of students represent one nation that has a particular, and important, interest in the negotiations. Each group researches the positions their country has with respect to the negotiations, determines their possible allies, and who might have interests that are in conflict with their country. While NGOs such as environmental organizations and industry groups are not formally represented, I include some of these groups since they are influential and provide interesting insight into different interests. For simplicity, about 8-10 nations and NGOs are included. In preparation for the conference, students produce a background paper and draft resolution. At the end of the conference, they refine these documents to produce an updated position paper and resolution on how to mitigate global warming. Students are asked to focus on: 1. How much to change global greenhouse gas emissions over the next decade and over the next century; 2. How much of these emission reductions their country should be responsible for; 3. How will their country meet these goals? They must focus on whether and how to implement two mechanisms: a) Clean Development

    The Technical Library collection consists of the following types of materials: (1) 45,000 cataloged books, (2) 100,000 cataloged reports originating from Sandia and other private and governmental agencies which grows at the rate of approximately 6000 reports per year, (4) 1500 cataloged periodical subscriptions, (5) A 216,000-item central technical file composed of memos, correspondence, trip reports, minutes of meetings, test reports and similar documents originated by Sandia, which grows at the rate of about 3000 items per year, and (6) A 60,000-item document accountability file which serves to track the movement of classified documents from origination to destruction. Sandia's Technical Library has been automated since the 1960's using an in-house designed system. The automated system provided acquisitions, cataloging, circulation, Boolean searching and SDI services for the books collection using indexed-sequential files and batch updating. Various automated functions were provided for the other types of materials using sequential files with batch updating. In early 1981 the library began the process of acquiring a stand-alone computer. Library software packages were evaluated and DOBIS was selected as the software which was best able to meet our needs. As of January 1983 DOBIS acquisition and circulation functions are being used for the books file, cataloging for new reports was started and manual key-in begun on the borrower (about 7000 records) and funds files. The reports and CTF files on the Univac were written to tape until modifications of the conversion program have been done. Conversion of the periodicals records has been postponed until the periodicals functions release is available. In the meantime, manual records are being kept.

Over 1,247 participants attended the conference, representing federal, state and local governments, university and colleges across the US, civil society organizations, the business community, and international entities. In addition, the conference was webcast to an audience across several states. The conference provided a forum to examine the profound changes our ocean will undergo over the next 25-50 years and share various perspectives on the new research, tools, and policy initiatives to protect and sustain our ocean.     Population conferences have evolved through three overlapping stages, each stage reflecting a different perspective on the relationship between national policy formulation and the international system. Initially, at Rome in 1954 and in Belgrade in 1965, participants were invited on the basis of their expertise and were not expected to represent their governments. By the time of the Bucharest Conference in 1974, the United Nations, in an attempt to give conferences a greater role in shaping population policy and to inspire member governments to show greater concern for their own population problems, decided that conferences would be intergovernmental gatherings and that national delegations would be selected by governments. The effect of this change was that governments gave less weight to scientific expertise and, conversely, greater weight to political and bureaucratic considerations. At the present time, although conferences remain intergovernmental gatherings, the door has been opened for nongovernmental organizations--civil society--to play a more active role in the conference process and in deliberations. As conferences have become more inclusive, their focus has veered from what has conventionally been regarded as population concerns. The changing composition of participants at UN conferences has had the effect of altering the policy agenda in the international population field and, as some have argued since Cairo, has redefined the meaning of population. Conferences in the twenty-first century likely will be compelled to confront diverse demographic problems in addition to social issues demanding the attention of the political system at every level.     Preparation has yet to be completed for the 1992 Earth Summit, UN Conference on Environment and Development (UNCED), in Rio de Janeiro, Brazil. Nonetheless, it has been planned as a forum in which recommendations will be made to governments and international organizations on how to alleviate environmental damage caused by human activities and how to prevent future damage without retarding development in the Third World. It will declare basic principles for national and individual conduct regarding environmental preservation and sustainable development; adopt international conventions to protect biodiversity and manage climatic change; lay out Agenda 21 activities as specified by UNCED; provide an agenda to help Third World governments manage environmental matters; and provide an agenda for improving the transfer of technology to developing countries. Where biotechnology is concerned, scientists and policy makers in developing countries have shown their interest. Limited resources and capabilities, however, constrain their abilities to engage in serious research and development. International organizations such as the UN Industrial Development Organization (UNIDO) may help UNCED and developing countries with biotechnology. Since 1986, UNIDO has held the International Centre for Genetic Engineering and Biotechnology (ICGEB) as a special project. The ICGEB conducts research and development (R&D) on high priority topics in developing countries; trains scientific and technical personnel from member countries in advanced biotechnology techniques; helps member countries implement and operate ICGEB-affiliated R&D and training centers; and manages an information exchange for internationally affiliated centers. To maximize the potential of biotechnology to help Third World nations clear their environments of pollutants while safely exploiting natural resources, organizations should promote full use of available training resources; promote biosafety and the dissemination of

    In late March 1928, 32 experimental psychologists met in Carlisle, Pennsylvania. The National Research Council (NRC) sponsored the conference, which was organized by Knight Dunlap, chair of the NRC's Division of Anthropology and Psychology. The purpose of the Carlisle conference was to examine the status of experimental psychology, and Dunlap used it to propose a national laboratory for psychology, to be created in Washington, DC. This vision clashed with the traditional university-centered research model and the group resisted Dunlap's plan. Dunlap persisted, the eventual result being a National Institute of Psychology, which accomplished little. The Carlisle conference did succeed in being the impetus for small NRC-funded grants-in-aid to researchers, and it set in motion events that eventually led to the American Psychological Association publication manual.
