    Pharmaceutical companies increasingly perform clinical trials in developing nations. Governments of host nations see the trials as a way to provide otherwise unaffordable medical care, while trial sponsors are drawn to those countries by lower costs, the prevalence of diseases rare in developed nations, and large numbers of impoverished patients. Local governments, however, fail to police trials, and the FDA does not monitor trials in foreign countries, resulting in the routine violation of international standards for the protection of human subjects. This Note proposes independent accreditation of those institutions involved in clinical trials--the institutional review boards which oversee trial protocol; the organizations, such as pharmaceutical companies, which sponsor the trials; and the research organizations that conduct the trials. Accreditation, similar to that used in the footwear and apparel industries, would increase the transparency of pharmaceutical trials and would enable the United States government and consumers to hold trial sponsors accountable for their actions.     This paper provides an overview of the history and process of establishing a cooperative research and development agreement (CRADA) between Sandia National Laboratories and Magnavox Electronic Systems Company for the design, development, and testing of a 360-degree scanning, imaging, intrusion detection sensor. The subject of the CRADA is the Advanced Exterior Sensor (AES). It is intended for exterior use at ranges from 50 to 1,500 meters and uses a combination of three sensing technologies (infrared, visible, and radar) and a new data processing method to provide low false-alarm intrusion detection and tracking combined with immediate visual assessment. The establishment of this CRADA represents a new paradigm in the cooperation between the Department of Defense, the Department of Energy, the National Laboratories and Private Industry. Although a formal document has now been executed, a CRADA is, nonetheless, primarily an agreement to work with each other to achieve goals that might otherwise be unattainable.

    National laboratories have limited resources to devote to the transfer of government-funded technologies to the commercial sector. Companies, too, face resource constraints in their attempt to identify and assimilate innovations which fit with their strategic objectives. For these reasons, persons engaged in technology transfer should attempt to identify laboratory developments which represent the best possible match with industry needs and focus their attention on those technologies which are most likely to make and impact in the marketplace. In a structured approach designed to meet this objective, Martin Marietta Energy Systems, which operates Oak Ridge National Laboratory for the Department of Energy, has established formal ties with the University of Tennessee Business School, to enhance the role of marketing for technology transfer. The school's MBA students continue to play a key role in the formulation and execution of plans designed to transform Oak Ridge technologies into new products, new jobs, and economic prosperity for US companies.

  6. Space industrialization: A national perspective

    Space industrialization (or commercialization) has the potential to be a major player in America's space program. If this potential is to be realized, however, industrialization efforts must be considered within the context of the other major portions of the space program: shuttle, space station, and civil remote sensing. Further, development efforts must be based upon a sound scientific and technical understanding of the products and processes, and there must be a trained cadre of dedicated individuals willing to devote time and effort to this effort. There remain considerable risks and uncertainties. Given all this, the best path to follow would seem to be a long term, balanced commitment, emphasizing government, industry, and academia partnerships. Several points are addressed: (1) the place of space industrialization in the overall national space program; (2) the meaning of space industrialization with respect to the historic, national aims of space; and (3) specifically what is being industrialized.

    The mission of the National Ignition Facility is to achieve ignition and gain in inertial confinement fusion targets in the laboratory. The facility will be used for defense applications such as weapons physics and weapons effects testing, and for civilian applications such as fusion energy development and fundamental studies of matter at high temperatures and densities. The National Ignition Facility construction project will require the best of our construction industries and its success will depend on the best products offered by hundreds of the nation's high technology companies. Three-fourths of the construction costs will be invested in industry. This article reviews the design, cost and schedule, and required industrial involvement associated with the construction project.

  14. National Development Generates National Identities

    The purpose of the article is to test the relationship between national identities and modernisation. We test the hypotheses that not all forms of identity are equally compatible with modernisation as measured by Human Development Index. The less developed societies are characterised by strong ascribed national identities based on birth, territory and religion, but also by strong voluntarist identities based on civic features selected and/or achieved by an individual. While the former decreases with further modernisation, the latter may either decrease or remain at high levels and coexist with instrumental supranational identifications, typical for the most developed countries. The results, which are also confirmed by multilevel regression models, thus demonstrate that increasing modernisation in terms of development contributes to the shifts from classical, especially ascribed, identities towards instrumental identifications. These findings are particularly relevant in the turbulent times increasingly dominated by the hardly predictable effects of the recent mass migrations. PMID:26841050

    The Biomedical Sciences (BMS) Cluster is one of four key pillars of the Singapore economy. The Singapore Government has injected research funding for basic and translational research to attract companies to carry out their commercial R&D activities. To further intensify the R&D efforts, the National Research Foundation (NRF) was set up to coordinate the research activities of different agencies within the larger national framework and to fund strategic R&D initiatives. In recent years, funding agencies began to focus on support of translational and clinical research, particularly those with potential for commercialization. Translational research is beginning to have traction, in particular research funding for the development of innovation medical devices. Therefore, the Biomedical Sciences sector is projected to grow which means that there is a need to invest in human capital development to achieve sustainable growth. In support of this, education and training programs to strengthen the manpower capabilities for the Biomedical Sciences industry have been developed. In recent years, undergraduate and graduate degree courses in biomedical engineering/bioengineering have been developing at a rapid rate. The goal is to train students with skills to understand complex issues of biomedicine and to develop and implement of advanced technological applications to these problems. There are a variety of career opportunities open to graduates in biomedical engineering, however regardless of the type of career choices, students must not only focus on achieving good grades. They have to develop their marketability to employers through internships, overseas exchange programs, and involvement in leadership-type activities. Furthermore, curriculum has to be developed with biomedical innovation in mind and ensure relevance to the industry.     This first session at the Wind Energy and Birds/Bats workshop consisted of two presentations followed by a question and answer period. The session was intended to provide a general overview of wind energy product development, from the industry's perspective. Tom Gray of AWEA presented a paper titled ''State of the Wind Energy Industry in 2004'', highlighting improved performance and lower cost, efforts to address avian impacts, a status of wind energy in comparison to other energy-producing sources, and ending on expectations for the near future. Sam Enfield of Atlantic Renewable Energy Corporation presented a paper titled ''Key Factors for Consideration in Wind Plant Siting'', highlighting factors that wind facility developers must consider when choosing a site to build wind turbines and associated structures. Factors covered include wind resources available, ownership and land use patterns, access to transmission lines, accessibility and environmental impacts. The question and answer sum mary included topics related to risk taking, research and development, regulatory requirements, and dealing with utilities.

  3. Computer Industry as a National Task

    This article studies a forgotten research project of recent Finnish history of information technology by the name of “Suomalainen tietokoneprojekti”, in English “The Finnish Computer Project” (FICO). The FICO project was a government-sponsored research project initially aimed at producing a Finnish (mini) computer for international markets, especially in socialist countries. Researchers carried out the project in 1975-1976. However, after the researchers had produced their preliminary study report in six months time, the project was not continued. I argue that historians have misrepresented the FICO project in recent research and when properly studied, the project can offer new perspectives to an early development phase of present-like science and technology policy in Finland. Notwithstanding FICO’s topicality, this article focuses on examining what the involved people meant by the “national task” of the project. I further argue that we can best understand FICO as a continuation of earlier ideas on building high technology, in this case electronics and computers, capabilities and expertise as a Finnish national project. Moreover, focusing on these distinct national projections in action might offer one key to understanding similar attempts at “national projects” in other countries as well.

    The Solar Energy Grid Integration Systems (SEGIS) initiative is a three-year, three-stage project that includes conceptual design and market analysis (Stage 1), prototype development/testing (Stage 2), and commercialization (Stage 3). Projects focus on system development of solar technologies, expansion of intelligent renewable energy applications, and connecting large-scale photovoltaic (PV) installations into the electric grid. As documented in this report, Advanced Energy Industries, Inc. (AE), its partners, and Sandia National Laboratories (SNL) successfully collaborated to complete the final stage of the SEGIS initiative, which has guided new technology development and development of methodologies for unification of PV and smart-grid technologies. The combined team met all deliverables throughout the three-year program and commercialized a broad set of the developed technologies.

More specifically, according to the Statement of Work in this contract The Los Alamos Economic Development Corporation shall assist the Los Alamos National Laboratory Industrial Applications Office in establishing and strengthening connections between potential entrepreneurs at the Laboratory and the business assistance community throughout New Mexico, directed toward enhancing the number, of successful start up businesses spinning off the Laboratory's technology base.'' As part of this contract and subsequent modifications thereof, the LAEDC was to perform seven tasks: 1. Provide business planning assistance to potential entrepreneurs. 2. (Assist IAO in preparing and distributing) informational materials on technology transfer. 3. (Organize and manage) meetings and seminars on technology transfer and entrepreneurship. 4. The purpose of this report, is to summarize the accomplishments of the LAEDC under its contract with IAO, and to fulfill its reporting requirements. This objective was carried out through the award and administration, by OSIDA, the Oklahoma Space Industry Development Authority, of eleven smaller grants to fund thirteen projects at schools determined by competitive application. Applications were graded on potential outreach, experimentation objectives and impact on students' awareness of space sciences. We chose projects from elementary, middle and high schools as well as colleges that would encourage students through research and experimentation to consider education and careers in related disciplines. Each organization did not receive an equal share of the grant; instead, OSIDA distributed the money to each project based on the organization's need. A copy of the dispersement record is enclosed with this final grant report. The projects covered topics such as: space colonization, space stations, constellations, model rocketry, and space commerce.

  8. Nevada National Security Site Industrial Sites Project Closeout - 12498

    The U.S. Department of Energy (DOE), National Nuclear Security Administration Nevada Site Office is responsible for environmental restoration (ER) at the Nevada National Security Site (NNSS). This includes remediation at Industrial Sites where past nuclear testing activities and activities that supported nuclear testing may have or are known to have resulted in the release of contaminants into the environment. Industrial Sites at the NNSS have included nuclear facilities that supported the nuclear rocket/missile development programs, gas stations, landfills, spill sites, ordnance sites, and numerous other waste disposal and release sites. The NNSS Industrial Sites activities neared completion at the end of fiscal year 2011 while other activities required under the Federal Facility Agreement and Consent Order (FFACO) and part of the same NNSS ER Project are forecasted to extend to 2027 or beyond. With the majority of Industrial Sites corrective action units (CAUs) completed (more than 250 CAUs and over 1,800 corrective action sites), it was determined that an activity closeout process should be implemented to ensure that the work completed over the past 15 years is well documented in a comprehensive and concise summary. While the process used to close each individual CAU is described in approved documents, no single document describes in summary fashion the work completed to close the many individual Industrial Sites. The activity closeout process will be used to develop an Industrial Sites closeout document that describes these years of work. This document will summarize the number of Industrial Sites closed under the FFACO and provide general descriptions of projects, contaminants removed, and sites closed in place with corresponding Use Restrictions. Other pertinent information related to Industrial Sites work such as the project history, closure decisions, historical declarations, remediation strategies, and final CAU status will be included in the closeout

    policies in France strongly favor increasing the birthrate. Major sacrifices are made to further this goal. Yet, the Ministry for the Rights of Women in 1981 launched a broadly based campaign increasing the use and availability of contraceptives. While in developing nations these programs frequently are used with the goal of decreasing birthrates, in this case pronatalist France is implementing a similar program for emancipatory reasons. In a number of industrialized nations programs are introduced stimulating women to participate in the labor force with the argument that external employment has the effect of providing women with opportunities for self realization and emancipation. Whatever the priorities these nations have, regulating population growth or increasing female emancipation, it makes little sense to further both objectives with mutually counteracting programs.   15. Chaos theory perspective for industry clusters development

    Industry clusters have outperformed in economic development in most developing countries. The contributions of industrial clusters have been recognized as promotion of regional business and the alleviation of economic and social costs. It is no doubt globalization is rendering clusters in accelerating the competitiveness of economic activities. In accordance, many ideas and concepts involve in illustrating evolution tendency, stimulating the clusters development, meanwhile, avoiding industrial clusters recession. The term chaos theory is introduced to explain inherent relationship of features within industry clusters. A preferred life cycle approach is proposed for industrial cluster recessive theory analysis. Lyapunov exponents and Wolf model are presented for chaotic identification and examination. A case study of Tianjin, China has verified the model effectiveness. The investigations indicate that the approaches outperform in explaining chaos properties in industrial clusters, which demonstrates industrial clusters evolution, solves empirical issues and generates corresponding strategies.

    This project works to develop technologies capable of replacing traditional energy-intensive distillations so that a 20% improvement in energy efficiency can be realized. Consistent with the DOE sponsored report, Technology Roadmap for the Petroleum Industry, the approach undertaken is to develop and implement entirely new technology to replace existing energy intensive practices. The project directly addresses the top priority issue of developing membranes for hydrocarbon separations. The project is organized to rapidly and effectively advance the state-of-the-art in membranes for hydrocarbon separations. The project team includes ChevronTexaco and BP, major industrial petroleum refiners, who will lead the effort by providing matching resources and real world management perspective. Academic expertise in separation sciences and polymer materials found in the Chemical Engineering and Petroleum Refining Department of the Colorado School of Mines is used to invent, develop, and test new membrane materials. Additional expertise and special facilities available at the Idaho National Engineering and Environmental Laboratory (INEEL) are also exploited in order to effectively meet the goals of the project. The proposed project is truly unique in terms of the strength of the team it brings to bear on the development and commercialization of the proposed technologies.

    Included in the portfolio of IP's projects are the R and D activities for several advanced technologies targeted at the textile industry, one of the top ten energy intensive industries in the country. These R and D projects have primarily been aimed at improving the energy efficiency and productivity of textile production processes. Many projects in this area have been successfully completed, and some have resulted in the development and implementation of new technologies (e.g., foam processing) for various process steps. Other projects have produced technical results that have later been utilized by the industry in other capacities (e.g., hyperfiltration). Several projects at various stages of development are currently underway. This brochure describes the Office of Industrial Programs' R and D activities relevant to the textile industry.     Occupational health and safety research and prevention programs in developing countries have focused almost exclusively on large-scale industries. The informal sector--especially home-based arts and crafts industries such as pottery, jewelry, weaving, and woodworking, as well as other cottage industries--are a major and neglected part of the economies of developing countries. These industries have many hazards, including lead, silica, toxic woods, cadmium, dyes, and ergonomic problems. Since the work is often done in the home and can involve whole families, the entire family, including children, can be at risk. Prevention programs involving training and education about the hazards, suitable precautions, and development of safer substitutes are needed. This will also require training of local health care providers in the diagnosis and treatment of occupational diseases related to hazards in these cottage industries. PMID:8844041

    The pharmaceutical industry’s profitability depends on identifying and successfully developing new drug candidates while trying to contain the increasing costs of drug development. It is actively searching for new sources of innovative compounds and for mechanisms to reduce the enormous costs of developing new drug candidates. There is an opportunity for academia to further develop as a source of drug discovery. The rising levels of industry outsourcing also provide prospects for organisations that can reduce the costs of drug development. We explored the potential returns to New Zealand (NZ) from its drug discovery expertise by assuming a drug development candidate is out-licensed without clinical data and has anticipated peak global sales of $350 million. We also estimated the revenue from NZ’s clinical research industry based on a standard per participant payment to study sites and the number of industry-sponsored clinical trials approved each year. Our analyses found that NZ’s clinical research industry has generated increasing foreign revenue and appropriate policy support could ensure that this continues to grow. In addition the probability-based revenue from the out-licensing of a drug development candidate could be important for NZ if provided with appropriate policy and financial support. PMID:24065037

    Gelcasting, a ceramic forming process, was developed to overcome some of the limitations of other complex-shape forming techniques such as injection molding and slip casting. In gelcasting, a concentrated slurry of ceramic powder in a solution of organic monomers is poured into a mold and then polymerized in-situ to form a green body in the shape of the mold cavity. Thus, it is a combination of polymer chemistry with slip processing and represents minimal departure from standard ceramic processing. The simplicity of the process has attracted industrial partners and by collaboration between them and the developers, the process is being advanced from the laboratory toward industrial production.

    This report documents the objectives, analytical approach, and development of the National Energy Modeling System (NEMS) Industrial Demand Model. The report catalogues and describes model assumptions, computational methodology, parameter estimation techniques, and model source code. This document serves three purposes. First, it is a reference document providing a detailed description of the NEMS Industrial Model for model analysts, users, and the public. Second, this report meets the legal requirement of the Energy Information Administration (EIA) to provide adequate documentation in support of its models. Third, it facilitates continuity in model development by providing documentation from which energy analysts can undertake model enhancements, data updates, and parameter refinements as future projects. The NEMS Industrial Demand Model is a dynamic accounting model, bringing together the disparate industries and uses of energy in those industries, and putting them together in an understandable and cohesive framework. The Industrial Model generates mid-term (up to the year 2015) forecasts of industrial sector energy demand as a component of the NEMS integrated forecasting system. From the NEMS system, the Industrial Model receives fuel prices, employment data, and the value of industrial output. Based on the values of these variables, the Industrial Model passes back to the NEMS system estimates of consumption by fuel types.

    An experimental project is reported which was undertaken. to determine if selected types of technology developed for the aerospace program during the past decade are relevant to specific industrial problems of a developing nation and to test whether a structured program could facilitate the transfer of relevant technologies. The Korea Institute of Science and Technology and the IIT Research Institute were selected as the active transfer agents to participate in the program. The pilot project was based upon the approach to the transfer of domestic technology developed by the NASA Technology Utilization Division and utilized the extensive data and technical resources available through the Space Agency and its contractors. This pilot project has helped to clarify some aspects of the international technology transfer process and to upgrade Korean technological capabilities.

    Industrial strain development requires system-wide engineering and optimization of cellular metabolism while considering industrially relevant fermentation and recovery processes. It can be conceptualized as several strategies, which may be implemented in an iterative fashion and in different orders. The key challenges have been the time-, cost- and labor-intensive processes of strain development owing to the difficulties in understanding complex interactions among the metabolic, gene regulatory and signaling networks at the cell level, which are collectively represented as overall system performance under industrial fermentation conditions. These challenges can be overcome by taking systems approaches through the use of state-of-the-art tools of systems biology, synthetic biology and evolutionary engineering in the context of industrial bioprocess.     Objective: To describe the role of the tobacco industry in the development of ventilation standards for indoor air quality by influencing the American Society of Heating, Refrigeration, and Air Conditioning Engineers (ASHRAE). Methods: Review of tobacco industry documents available on the internet between January 2001 and March 2002. Search terms included "ASHRAE", "ventilation", "minutes", "memo", and the names of key players and organisations as identified in the initial searches. Analysis of ASHRAE and other relevant documents publicly available and the personal files of a Standard 62 committee member; interviews of a selected number of ASHRAE players; observation of an ASHRAE meeting. Results: The tobacco industry has been involved in the development of ventilation standards for over 20 years. It has successfully influenced the standard and continues to attempt to change the standard from a smoke-free framework into an "accommodation" framework. The industry acts directly and through consultants and allies. The major health groups have been largely absent and the health interests have been poorly represented in standard development. While concentrated in the USA, ASHRAE standards are adopted worldwide. Conclusion: The tobacco industry determined that allowing smoking in ventilation standards for indoor air quality was a high priority and dedicated significant human and financial resources to ensure that its interests were represented. The health groups, until recently, have largely ignored the policy implications for tobacco control of standard development. This situation is changing, but unless health groups maintain high visibility within ASHRAE, the tobacco industry may succeed in creating a standard that ignores the dangers of secondhand smoke.     The industrial sector consumes 25% of the total energy in the U.S. and produces 18% of the greenhouse gas (GHG) emissions. Energy Systems Integration (ESI) opportunities can reduce those values and increase the profitability of that sector. This presentation outlines several options. Combined heat and power (CHP) is an option that is available today for many applications. In some cases, it can be extended to trigeneration by adding absorbtion cooling.     Technology and engineering have helped make mining safer and cleaner for both humans and the environment. Inevitably, mineral development entails costs as well as benefits. Developing a mine is an environmental, engineering, and planning challenge that must conform to many Federal, State, and local regulations. Community collaboration, creative design, and best management practices of sustainability and biodiversity can be positive indicators for the mining industry. A better understanding of aesthetics, culture, economics, geology, climate, vegetation and wildlife, topography, historical significance, and regional land planning is important in resolving land-use issues and managing mineral resources wisely. Ultimately, the consuming public makes choices about product use (including water, food, highways, housing, and thousands of other items) that influence operations of the mineral industry. Land planners, resource managers, earth scientists, designers, and public groups have a responsibility to consider sound scientific information, society's needs, and community appeals in making smart decisions concerning resource use and how complex landscapes should change. An effort to provide comprehensive geosciences data for land management agencies in central Colorado was undertaken in 2003 by scientists of the U.S. Geological Survey and the Colorado Geological Survey. This effort, the Central Colorado Assessment Project, addressed a variety of land-use issues: an understanding of the availability of industrial and metallic rocks and minerals, the geochemical and environmental effects of historic mining activity on surface water and groundwater, and the geologic controls on the availability and quality of groundwater.     The United Nations have studied how the oil and gas resource classification developed jointly by the SPE, the World Petroleum Congress (WPC) and the American Association of Petroleum Geologists (AAPG) could be harmonized with the United Nations Framework Classification (UNFC) for Solid Fuel and Mineral Resources (1). The United Nations has continued to build on this and other works, with support from many relevant international organizations, with the objective of updating the UNFC to apply to the extractive industries. The result is the United Nations Framework Classification for Energy and Mineral Resources (2) that this paper will present. Reserves and resources are categorized with respect to three sets of criteria: ??? Economic and commercial viability ??? Field project status and feasibility ??? The level of geologic knowledge The field project status criteria are readily recognized as the ones highlighted in the SPE/WPC/AAPG classification system of 2000. The geologic criteria absorb the rich traditions that form the primary basis for the Russian classification system, and the ones used to delimit, in part, proved reserves. Economic and commercial criteria facilitate the use of the classification in general, and reflect the commercial considerations used to delimit proved reserves in particular. The classification system will help to develop a common understanding of reserves and resources for all the extractive industries and will assist: ??? International and national resources management to secure supplies; ??? Industries' management of business processes to achieve efficiency in exploration and production; and ???     We have argued that development strategies aimed at the reduction of all forms of deprivation, according to an explict statement of values and priorities, are necessary for the integration of nutrition planning into overall national development planning. We do not regard this as likely to lead to the neglect of the key issues of investment and production. Instead, we argue that consideration of investment and production strategies should be explicitly directed to their purpose, the reduction of deprivation, rather than, as in the past, treated as the necessary means to that purpose. Thus investment and production strategies would be aimed directly at relieving deprivation including, especially, nutritional deprivation, and their impact in this respect will need to be explicitly predicted and evaluated. We have argued that problems and potentials differ greatly at the area level and that planning must be an iterative process in which national and area-level strategies and programmes are brought to consistency through successive cycles of adjustment and reappraisal. A major role in planning, especially in detailed design and implementation, is assigned to area level. Planning must proceed from an identification of the deprivations under attack to the identification of intervention measures. Elsewhere we have argued the case for the 'functional classification" of malnutrition and the use of "typical profiles" in the understanding of "the ecology and etiology of malnutition". Where planning accepts the need for an integrated approach to the attack on all forms of deprivation, these analyses of nutritional deprivation would from part of a more comprehensive analysis of general deprivation. The existence of "functional classification" and "typical profiles" analysis with respect to malnutrition would provide an excellent base from which a more comprehensive view might be developed.     High dietary salt is a major contributor to increased blood pressure, the leading risk for death worldwide. In several countries, national programmes to reduce dietary salt have been implemented with leadership and involvement of hypertension experts. Other hypertension experts may be interested in assisting or leading a national programme to reduce dietary salt, however, may not have the experience or training to do so. The article is based on the experiences of three hypertension experts who have led the development of national dietary salt reduction programmes in the United Kingdom, Australia and Canada. The article advises developing leadership and a coalition, conducting a nation-specific environmental scan of facilitators and barriers, estimating the national health and financial costs of high dietary salt and the benefits of reducing salt intake, obtaining core documents to provide the scientific rational for the programme, developing a policy statement to outline the required actions to be undertaken, engaging government and industry, using media to gain public support, overcoming industry supported opposition and sustaining the effort long term. Resources and potential sources for international collaboration are provided as well as caveats for developing the programme within the specific nations' context and overall effort to improve health. Developing and leading a national salt reduction programme is a major commitment, however, reducing dietary salt is estimated to be one of the most effective strategies to improve a nation's health.     One of the major issues with technology in general, and nanotechnology in particular, is that it could exacerbate the divide between developed and developing nations. If the benefits of the research do not flow beyond the national and geographical borders of the traditional major bastions of R&D, these benefits will not be equally and globally available. The consequence is that the technological divide becomes wider at the expense of mutual reliance. As much as developed nations need to rethink the strategy and the policy to bring nanotechnology products to market with the goal of global prosperity, developing nations cannot afford to simply wait for the lead from the developed nations. In the spirit of collaboration and collegiality, we describe issues with the current practices in nanotechnology R&D in the developing world and suggest a path for nanotechnology research in energy, water and the environment that developing nations could follow in order to become contributors rather than simply consumers.

    Two industrial development alternatives have been proposed for the East Coast of Iceland in order to strengthen its socio-economic basis. The favoured option is to build a large aluminium smelter, which requires massive hydropower development in the nearby highlands. Another viable option is the construction of a 6-million-ton oil refinery, following the planned exploitation of the Timan Pechora oil reserves in the Russian Arctic. A third 'fictitious' alternative could be general development of existing regional industry and new knowledge-based industries, development of ecotourism, establishment of national parks, accompanied by infrastructure improvement (roads, tunnels, communications, schools, etc.). The three alternatives will have different environmental consequences. The controversial hydropower plant for the smelter requires a large water reservoir as well as considerable land disturbance in this unique mountain territory, considered to be the largest uninhabited wilderness in Western Europe. The aluminium smelter and the oil refinery will give rise to substantial increase of the greenhouse gas (GHG) emissions of the country (about 20%). Then there is potential environmental risk associated with the refinery regarding oil spills at sea, which could have disastrous impact on the fisheries industry. However, the oil refinery does not require any hydropower development, which is a positive factor. Finally, the third alternative could be defined as a ''green'' solution whereby the detrimental environmental consequences of the two industrial solutions are mostly avoided. In order to compare the three alternatives in an orderly manner, the analytic hierarchy process methodology of Saaty was applied to calculate the environmental quality index of each alternative, which is defined as a weighted sum of selected environmental and socio-economic factors.   9. Establishing Ergonomics in Industrially Developing Countries

    The introduction of ergonomics is an ongoing effort in industrially developing countries and will ultimately require an organized, programmatic approach spanning several countries and organizations. Our preliminary efforts with our partner countries of Viet Nam, Thailand, and Nicaragua have demonstrated that a one-time course is just the first step in a series of necessary events to provide skills and create an infrastructure that will have lasting impact for the host country. To facilitate that any sort of training has a lasting impact, it is recommended that host countries establish a 'contract' with class participants and the guest instructors for at least one follow-up visit so instructors can see the progress and support the participants in current and future efforts. With repeated exchanges, the class participants can become the 'in country experts' and the next generation of ergonomic trainers. Additionally, providing participants with an easy to use hazard assessment tool and methods for evaluating the financial impact of the project (cost/benefit analysis) will assist increase the likelihood of success and establish a foundation for future projects. In the future, developing trade and regionally/culturally specific 'ergonomics toolkits' can help promote broader implementation, especially where training resources may be limited.

    Although the First FCCC COP did not reach agreement on controlling greenhouse gases, the intention of international society on limiting climate change problems is obvious. Among the important greenhouse gases of CO{sub 2}, CH{sub 4}, and N{sub 2}O, the control of CO{sub 2} emission is more important for industrial countries than for the others due to their large emission. The CO{sub 2} reduction for export-oriented NICs (Newly Industrialized Countries) is a growth-limited or -killing policy that will severely hurt the national economics and will be carefully evaluated before taking any action. On the other hand, the reduction of methane emission by proper managing solid wastes, especially landfills, stands for good short- and long-term investments for NICs and developing countries. A 50 to 90% CH{sub 4} recovery from landfill is feasible and profitable, but the methane recovery technology or capital cost needs to come from industrial countries. Taking the example in Taiwan, more than 60% of methane emission is from landfills. A medium 50% reduction can contribute to more than 5% reduction of CO{sub 2} equivalent basis on global warming potentials (GWPs). However, the landfill gas recovery program is still under demonstration without actual applications.

    Good Physics requires good education. Good education translates into good Physics professionals. The process starts early with Science, Technology, Engineering and Mathematics (STEM) education programs for Middle and High-School students. Then it continues with competitive higher education programs (2 years and 4 years) at colleges and universities designed to satisfy the needs of industry and academia. The research work conducted by graduate students in Physics (and Engineering Physics) frequently translates into new discoveries and innovations that have direct impact in society (e.g. Proton Cancer Therapy). Some of the major and largest scientific experiments in the world today are physics-centered (e.g. Large Hadron Collider-LHC) that generate employment and business opportunities for thousands of scientists, academic research groups and companies from around the world. New superconducting magnets and advanced materials that have resulted from previous research in physics are commonly used in these extreme experiments. But not all physicists will end up working at these large high-energy physics experiments, universities or National Laboratories (e.g. Fermilab); industry requires new generations of (industrial) physicists in such sectors as semiconductor, energy, space, life sciences, defense and advanced manufacturing. This work presents an industry perspective about the role of Physics in economic development and the need for a collaborative Academic-Industry approach for a more effective translational research. A series of examples will be presented with emphasis in the measurement, control, diagnostics and computing capabilities needed to translate the science (physics) into innovations and practical solutions that can benefit society as a whole.

    In October 1989, the Los Alamos Economic Development Corporation (LAEDC) entered into a contract with the Industrial Applications office (IAO) of Los Alamos National Laboratory (LANL) whereby the LAEDC was to provide support services to IAO. More specifically, according to the Statement of Work in this contract ``The Los Alamos Economic Development Corporation shall assist the Los Alamos National Laboratory Industrial Applications Office in establishing and strengthening connections between potential entrepreneurs at the Laboratory and the business assistance community throughout New Mexico, directed toward enhancing the number, of successful start up businesses spinning off the Laboratory`s technology base.`` As part of this contract and subsequent modifications thereof, the LAEDC was to perform seven tasks: 1.     As a US Department of Energy (DOE) Office of Science (SC) National Laboratory, the Oak Ridge National Lab (ORNL) participates in the Laboratory Technology Research (LTR) Program. The mission of the LTR Program is to advance science and technology, in support of DOE missions, toward innovative applications through cost-shared partnerships with the private sector. The benefits to industry participants include gaining access to world-class researchers and facilities, while the benefits to the ORNL researchers includes leveraging the declining government-provided funds. Thus, the importance placed upon industry partner satisfaction is large, especially if the LTR Program is to be sustained during episodes of government budget constraints. Realizing the critical nature of partner satisfaction, in 1998 the DOE-SC National Laboratories surveyed industrial partners to assess their satisfaction with the cooperative research projects in which they were involved. This paper will describe the survey methodology including development of the questionnaire and a summary of the responses (particularly those which are germane to the ORNL.) The results of the survey will be categorized as follows: (1) Desire to partner again with ORNL; (2) Benefits obtained by the company from the partnership; and (3) LTR Program ratings assigned in 11 key areas (i.e., quality of work, expertise, protection of intellectual property, value, facilities, understanding company needs, reliability of funding, schedule responsiveness, project management, contract negotiation, and contract administration.)     This article offers a strategy for achieving sustainable development of population and the national economy in China. It is argued that economic growth and population growth must be in balance and coordinated. In 1993 it was estimated that a national economic growth rate of 4.03-4.60% was needed in order to balance the natural population growth rate of 1.15% at the existing standard of living. When the national economy grows faster than population in the life expectancy time period, overpopulation can be checked. Population must be balanced with sufficient means for subsistence. The key measure of sustainable development is the ratio between the size of the working-age population and the means of production. The number of people in the labor force is positively related to fixed assets and negatively related to the labor force's technical equipment. China's problems include weak industrial fixed assets, a surplus labor force, and slow growth in industrial and agricultural productivity. Potential solutions are to shift employment from a cultivation-oriented rural economy to a diversified rural economy, to increase the pace of change to an industrial and commercial economy, and to increase the pace of change to nonmaterial production and to raising employment efficiency. Solutions are dependent upon improvement in the quality of population, which means increased levels of education. China still has 181,610,00 people who are illiterate or semi-illiterate among the working-age population. Sustainable development also relies on active promotion of social support for the elderly by a pension system, family support, and reemployment of the elderly. Surplus labor should be absorbed by the service industry. Population structure and economic development are more advanced in coastal areas that have 41% of total population. Inland areas should develop labor-intensive, technology-intensive, and investment-intensive industries. Northwest areas need an educated population

    As the United States moves toward a vision of greatly expanded wind energy use as outlined in the U.S. Department of Energy's 20% Wind Energy by 2030 report, the need for skilled workers at all levels in the industry is repeatedly identified as a critical issue. This presentation is an overview of the educational infrastructure and expected industry needs to support the continued development of a vibrant U.S. wind industry through a discussion of the activities identified that must be put in place to train workers. The paper will also provide a framework to address issues raised from each of the education and industry sectors, identifying a roadmap for developing an educational infrastructure to support wind technology. The presentation will also provide an understanding of the available resources, materials, and programs available across the industry. This presentation provides an overview of the educational infrastructure and expected industry needs to support the continued development of a vibrant U.S. wind industry as part of a collaborative effort to develop a wind workforce roadmap. This presentation will provide 1) A review of needed programs to train workers for the wind industry; 2) An overview of the importance education will play if the nation is to expand wind energy (both in development and deployment terms) and a review of ongoing activities with a focus on federal efforts; 3) A review of the materials and resources available across the industry and a framework to address issues raised from each of the education and industry sectors.

    The French government supports a structuring project for French Photonics. This project name DEFI Photonique is carried by the CNOP (National Committee for Optics and Photonics) for a period of 5 years (2013-2017). One of the most important tasks is dedicated to training for industry, particularly SMEs. The project aims at elaborating a training offer based on the experience of PYLA, the Bordeaux training facility for Optics and Photonics, and create a national network throughout all the French Photonics clusters. The project plans to initiate, develop and coordinate training courses based on the players skills in the sector, in particular regional clusters, depending on their field of excellence. This deployment of training courses should enable a mesh structure both thematically and geographically. Collaborative work between training players in each pole, including joint actions, will facilitate access to training courses for companies, especially SMEs. A market survey is already being conducted in 2013 in photonics industry and application sectors. Implementation of actions involves all French photonics clusters as well as professional organizations. We will rely on the feedback we have with PYLA to show how training courses can be a strategic tool for development of technologies and industries. At this stage of the DEFI Photonique project we will be able to present the results of different analyses that have been conducted in key sectors and plans that will be implemented for the realization of the first actions.

  18. The Prevalence of Short Sleep Duration by Industry and Occupation in the National Health Interview Survey

    Study Objectives: To explore whether employment in industries likely to have non-standard work schedules (e.g., manufacturing and service) and occupations with long work-weeks (e.g., managerial/ professional, sales, and transportation) is associated with an increased risk of short sleep duration. Design: Cross-sectional epidemiologic survey. Setting: Household-based face-to-face survey of civilian, non-institutionalized US residents. Participants: Sample adults interviewed for the National Health Interview Survey in 1985 or 1990 (N = 74,734) or between 2004 and 2007 (N = 110,422). Most analyses focused on civilian employed workers interviewed between 2004 and 2007 (N = 66,099). Interventions: N/A Measurements and Results: The weighted prevalence of self-reported short sleep duration, defined as ≤6 h per day, among civilian employed workers from 2004-2007 was 29.9%. Among industry categories, the prevalence of short sleep duration was greatest for management of companies and enterprises (40.5%), followed by transportation/warehousing (37.1%) and manufacturing (34.8%). Occupational categories with the highest prevalence included production occupations in the transportation/warehousing industry, and installation, maintenance, and repair occupations in both the transportation/warehousing industry and the manufacturing industry. In the combined sample from 1985 and 1990, 24.2% of workers reported short sleep duration; the prevalence of short sleep duration was significantly lower during this earlier time period compared to 2004–2007 for 7 of 8 industrial sectors. Conclusions: Self-reported short sleep duration among US workers varies by industry and occupation, and has increased over the past two decades. These findings suggest the need for further exploration of the relationship between work and sleep, and development of targeted interventions for specific industry/occupation groups.     In 1984 approximately 12.1% of the employed population in Zhejiang Province were in the tertiary industry, which is an increase over 1978's 8.1%. However, the province's level lags behind the national level. Changes in the province's labor force in the tertiary industry can be divided into 4 periods: 1) 1952-1957, a period of rather rapid development; 2) 1958-1962, marked by many great fluctuations (the percent of tertiary labor force rose from 7.1% to 12.6% and fell to 7.1%); 3) 1963-1978, a period of fluctuation between 8.1% and less than 7%; and 4) 1979-1984, a period of recovery and rather rapid development, when the percent of tertiary labor force rose from 9.1% in 1980 to 12.1% in 1984. The slow development of the tertiary industry resulted in the following: 1) an irrational urban-rural structure of the tertiary industry, 2) a growing tension in the transportation and telecommunication industries because of their insufficient development, 3) reduction of commerce and service trade, 4) a small proportion of industries aimed at raising the knowledge level (2.6% of the province's total employed versus 3.7% of the nation's), 5) poorly systematized living installations and public utilities, and 6) an increasing problem of disposition of the labor force. Favorable conditions for the development of Zhejiang Province's tertiary industry include 1) both the Party Central and the State Council give priority to the tertiary industry; 2) in recent years, industrial and agricultural productions have developed rapidly and the labor productivities of primary and secondary industries have been raised;) 3) there have been improved living standards and changes in consumption structure, and 4) light industry and agriculture, favorable for the development of the tertiary industry, are the major components of the province's economy.     Scientific research has characterized the effects of dredging, an underwater excavation process for navigational purposes or material extraction, and has shown its association with a number of chemical, physical and biological impacts. Due to this, much environmental management has been applied in the dredging industry in order to manage its detrimental effects. However, developing nations may have different approaches towards their dredging environmental management to compare to their companions with higher economic strength. Moreover, scientific evidence to make an informed decision is often lacking, hence affecting the number of research executed at these nations, limiting their efforts to preserve the environment. This paper reviews the dredging environmental impacts and its two important factors, dredging technology and sediment characteristic, that determine the magnitude of impacts through literature review, and discusses the need for a more integrated dredging environmental management to be developed for developing nations.     Plastic automobiles may have passed a milestone on the long road to commercial reality with the development of Composite Concept Vehicle (CCV) from Chrysler Corp. in Auburn Hills, Mich. This basic compact car--so basic it could be called bare bones--is built by attaching an injection-molded thermoplastic polyester body onto a tubular steel chassis. The 1,200-pound CCV, which is expected to require one-third the labor and investment needed to build a conventional small car, was designed for new buyers in the emerging economies of China, India, and Southeast Asia. If commercialized, the car would likely cost about $6,000--halfway between a motorcycle and an entry-level auto. The small car was unveiled in September 1996 at the Frankfurt Auto Show in Germany.

    NASA, Department of Defense, and rocket propulsion industry representatives are working together to create a national rocket propulsion materials development roadmap. This "living document" will facilitate collaboration among the partners, leveraging of resources, and will be a highly effective tool for technology development planning. The structuring of the roadmap, and development plan, which will combine the significant efforts of the Integrated High Payoff Rocket Propulsion Technology (IHPRPT) Program, and NASA's Integrated Space Transportation Plan (ISTP), is being lead by the IHPRPT Materials Working Group (IMWG). The IHPRPT Program is a joint DoD, NASA, and industry effort to dramatically improve the nation's rocket propulsion capabilities. This phased program is structured with increasingly challenging goals focused on performance, reliability, and cost to effectively double rocket propulsion capabilities by 2010. The IHPRPT program is focused on three propulsion application areas: Boost and Orbit Transfer (both liquid rocket engines and solid rocket motors), Tactical, and Spacecraft. Critical to the success of this initiative is the development and application of advanced materials, processes, and manufacturing technologies. NASA's ISTP is a comprehensive strategy focusing on the aggressive safety, reliability, and affordability goals for future space transportation systems established by the agency. Key elements of this plan are the 2 nd and 3 d Generation Reusable Launch Vehicles (RLV). The affordability and safety goals of these generational systems are, respectively, 10X cheaper and 100X safer by 2010, and 100X cheaper and 10,000X safer by 2025.     The rapid development of the Chinese economy over the past two decades has led to significant growth in China's energy consumption and greenhouse gas (GHG) emissions. Between 1980 and 2000, China's energy consumption more than doubled from 602 million to 1.3 billion tons of coal-equivalent (NBS, 2003). In 2000, China's GHG emissions were about 12% of the global total, ranked second behind only the US. According to the latest national development plan issued by the Chinese government, China's energy demand is likely to double again by 2020 (DRC, 2004), based on a quadrupling of its gross domestic product (GDP). The objectives of the national development plan imply that China needs to significantly raise the energy efficiency of its economy, i.e., cutting the energy intensity of its economy by half. Such goals are extremely ambitious, but not infeasible. China has achieved such reductions in the past, and its current overall level of energy efficiency remains far behind those observed in other developed economies. However, challenges remain whether China can put together an appropriate policy framework and the institutions needed to improve the energy efficiency of its economy under a more market-based economy today. Shanghai, located at the heart of the Yangtze River Delta, is the most dynamic economic and financial center in the booming Chinese economy. With 1% of Chinese population (13 million inhabitants), its GDP in 2000 stood at 455 billion RMB yuan (5% of the national total), with an annual growth rate of 12%--much higher than the national average. It is a major destination for foreign as well as Chinese domestic investment. In 2003, Shanghai absorbed 10% of actual foreign investment in all China (''Economist'', January 17-23, 2004).     We investigate the role of national institutions on subnational African development in a novel framework that accounts for both local geography and cultural-genetic traits. We exploit the fact that the political boundaries on the eve of African independence partitioned more than 200 ethnic groups across adjacent countries subjecting similar cultures, residing in homogeneous geographic areas, to different formal institutions. Using both a matching type and a spatial regression discontinuity approach we show that differences in countrywide institutional structures across the national border do not explain within-ethnicity differences in economic performance, as captured by satellite images of light density. The average noneffect of national institutions on ethnic development masks considerable heterogeneity partially driven by the diminishing role of national institutions in areas further from the capital cities.     The Cold War has been won; won in part by superior technology; superior technology such as that found in the DOE national laboratories. However, new challenges face the country, for it is clear that our historic notions of national security have changed to include economic security as well as defense. Economic security means that our industries are able to successfully compete in international markets in order to provide a high domestic standard of living. It is also recognized that US industries must achieve and maintain a leadership in technology and that the technology base of the DOE national laboratories must now be mobilized to support US industry. Once again the laboratories are called upon to support the country in a time of need. Because of this need we are seeing a significant change in mission for the Department of Energy national laboratories in their role as problem solvers for the nation. In particular, the Defense Programs (DP) national labs (Lawrence Livermore, Los Alamos, Sandia National Laboratories, and Martin Marietta Energy Systems Y-12) are moving from dosed institutions to open centers with significant resources ready to support US industry more vigorously than ever before.     The United Nations implements technical cooperation projects in developing countries through its Department of Technical Cooperation for Development (DTCD). The DTCD is mandated to explore for and develop natural resources (water, minerals, and relevant infrastructure) and energy - both conventional and new and renewable energy sources. To date, the United Nations has been involved in over 30 geothermal exploration projects (completed or underway) in 20 developing countries: 8 in Africa (Djibouti, Ethiopia, Kenya, Madagascar); 8 in Asia (China, India, Jordan, Philippines, Thailand); 9 in Latin America (Bolivia, Chile, El Salvador, Honduras, Mexico, Nicaragua, Panama) and 6 in Europe (Greece, Romania, Turkey, Yugoslavia). Today, the DTCD has seven UNDP geothermal projects in 6 developing countries. Four of these (Bolivia, China, Honduras, and Kenya) are major exploration projects whose formulation and execution has been possible thanks to the generous contributions under cost-sharing arrangements from the government of Italy. These four projects are summarized.

    The development of vaccines against rare emerging infectious diseases is hampered by many disincentives. In the face of growing in-house expenditures associated with research and development projects in a complex legal and regulatory environment, most pharmaceutical companies prioritize their projects and streamline their product portfolio. Nevertheless, for humanitarian reasons, there is a need to develop niche vaccines for rare diseases not preventable or curable by other means. The U.S. Orphan Drug Act of 1983 and a similar proposal from the European Commission (currently under legislative approval) provide financial and practical incentives for the research and development of drugs to treat rare diseases. In addition, updated epidemiologic information from experts in the field of emerging diseases; increased disease awareness among health professionals, patients, and the general public; a list of priority vaccines; emergence of a dedicated organization with strong leadership; and the long-term pharmacoeconomic viability of orphan products will be key factors in overcoming the complexity of orphan status and the limited need for vaccine.     This document contains major provisions of chapters 6 and 20 of Zambia's Fourth National Development Plan (1989-93). Chapter 6 deals with the interrelationship between population and development. The high rate of population growth has placed enormous pressure on the country's educational system, health sector, and employment and has led to increased rural-urban migration and urbanization. The rate of population growth has outstripped the ability of the country to produce enough food for self-sufficiency. Thus, population dynamics are being considered as part of the national development process for the first time in this development plan, and a national population policy has been adopted. The objectives of the population policy are to slow population growth, to improve maternal-child health, to integrate population into the development planning process, to strengthen institutions involved in population activities, to establish a National Population Council, to strengthen the population data base, to extend family planning (FP) coverage to all adults, to reduce total fertility from 7.2 to 4, and to reduce infant mortality from 97/1000 to 75/1000. The strategies to implement the policy include population education measures, upgrading and expanding FP programs, expanding primary health care and maternal-child health (MCH) programs, and providing human resource training in appropriate fields. The institutional framework to implement these goals and strategies exists in Zambia, and various programs will be coordinated by a newly created National Population Council. Chapter 20 of the development plan covers health issues and specifies measures to improve MCH care, and FP services.     The Office of Science and Technology (OST) manages an aggressive program for RD and D, as well as testing and evaluation for the Department of Energy`s (DOE`s) Environmental Management (EM) organization. The goal is to develop new and improved environmental restoration and waste management technologies to clean up the inventory of the DOE weapons complex faster, safer, and cheaper than is possible with currently available technologies. Robotic systems reduce worker exposure to the absolute minimum, while providing proven, cost-effective, and, for some applications, the only acceptable technique for addressing challenging problems. Development of robotic systems for remote operations occurs in three main categories: tank waste characterization and retrieval; decontamination and dismantlement; and characterization, mapping, and inspection systems. In addition, the Federal Energy Technology Center (FETC) has some other projects which fall under the heading of supporting R and D. The central objective of all FETC robotic projects is to make robotic systems more attractive by reducing costs and health risks associated with the deployment of robotic technologies in the cleanup of the nuclear weapons complex. This will be accomplished through development of robots that are cheaper, faster, safer, and more reliable, as well as more straightforward to modify/adapt and more intuitive to operate with autonomous capabilities and intelligent controls that prevent accidents and optimize task execution.

    As the world gets ready to begin the second decade of the twenty-first century, global climate change has been recognized as a real threat to civilization as we know it. The rapid and successful economic growth of developing nations, particularly China and India, is contributing to climate change. The route to initial economic success in China followed that of the developed nations through the development of industries. Unfortunately, China's environmental protection efforts have not been the same as in developed countries because China is vastly different culturally, socially, economically and, especially, politically from developed nations. When China started to deal with environmental concerns in the late 1970s, it took advantage of the experiences of other countries in establishing environmental standards and regulations, but it did not have a model to follow when it came to implementing these standards and regulations because of the abovementioned differences. Economically, China is transitioning from an agricultural base into an industrial base; however, even now, 60% of the population remains farmers. China has been and still is heavily dependent upon coal for energy, resulting in serious atmospheric particulate pollution. While growing efforts have been expended on the environment, at this juncture of its economic development, China would be well served to revisit the traditional "develop first and clean up later" approach and to find a balance between development and protecting the environment. Against this backdrop, a reflective look of the effort to manage air quality from 1949-2008 (with an emphasis on the past 30 years) in China is presented in this paper. The environmental component of the 2008 Olympic Games is examined as a special example to illustrate the current measures being used to improve air quality in China.

    Since the end of the cold war the world economy has become dominated by Western [largely US] interests. In this period there have developed several pandemics or epidemics of infectious diseases that have affected most nations. HIV, SARS, Avian Influenza, Hepatitis-C, Bovine Spongiform Encephalopathy, drug-resistant TB, viral zoonoses, are specific examples that will be discussed in terms of their genesis, economic impact and consequences for ways of life in the range of economies – developed, developing and under developed countries. The burden falls most on the underdeveloped countries who are least able to mount the resources to combat the consequences of these global infections. The capability to diagnose, prevent, treat and manage is largely in the hands of commercial interests that are anchored into international trade agreements. This circumstance contrasts with the situation that existed for vaccine development and distribution in the early parts of 20th century. Most countries established “public good” institutions that developed vaccines for public health purposes [diphtheria, tetanus, polio, pneumococcal antisera are examples]. In this 21st century the international capability for developing vaccines is largely in the hands of industry. Thus the developing countries need support of UN or similar global organizations to underwrite product development that suits their needs. The process of product development, safety and efficacy assessment will be presented in a manner that indicates the crucial and essential role of developing nations – and why they should receive fair recognition for their contributions.

    The Coherent Laser Vision System (CLVS) is being developed to provide precision real-time 3D world views to support site characterization and robotic operations and during facilities Decontamination and Decommissioning. Autonomous or semiautonomous robotic operations requires an accurate, up-to-date 3D world view. Existing technologies for real-time 3D imaging, such as AM laser radar, have limited accuracy at significant ranges and have variability in range estimates caused by lighting or surface shading. Recent advances in fiber optic component technology and digital processing components have enabled the development of a new 3D vision system based upon a fiber optic FMCW coherent laser radar. The approach includes a compact scanner with no-moving parts capable of randomly addressing all pixels. The system maintains the immunity to lighting and surface shading conditions which is characteristic to coherent laser radar. The random pixel addressability allows concentration of scanning and processing on the active areas of a scene, as is done by the human eye-brain system. The precision measurement capability of the coherent laser radar (CLR) technology has already been demonstrated in the form of the CLR 3D Mapper, of which several copies have been delivered or are under order. The CLVS system, in contrast to the CLR 3D Mapper, will have substantially greater imaging speed with a compact no-moving parts scanner, more suitable for real-time robotic operations.

The purpose of this literature study is therefore to describe and analyze how Swedish manufacturing industry manages work environment and production development in the new millennium. The description and analysis is based on recently reported Swedish research and development. The gathered picture of how production systems generally are developed in Sweden strongly contrasts against the idealized theoretical and legal view of how production systems should be developed. Even if some of the researchers' and authorities' ambitions and demands may seem unrealistically high today, there still is a very large potential for improving the processes and tools for designing production systems and work environment.     A critical area being addressed to improve industrial turbine performance is reducing the parasitic leakage flows through the various static and dynamic seals. Implementation of advanced seals into General Electric (GE) industrial turbines has progressed well over the last few years with significant operating performance gains achieved. Advanced static seals have been placed in gas turbine hot gas-path junctions and steam turbine packing ring segment end gaps. Brush seals have significantly decreased labyrinth seal leakages in gas turbine compressors and turbine interstages, steam turbine interstage and end packings, industrial compressor shaft seals, and generator seals. Abradable seals are being developed for blade-tip locations in various turbine locations. This presentation summarizes the status of advanced seal development for industrial turbines at GE.

    This chapter addresses past, ongoing, and short (to 2010) and medium-term (to 2030) future actions that can be taken to mitigate GHG emissions from the manufacturing and process industries. Globally, and in most countries, CO{sub 2} accounts for more than 90% of CO{sub 2}-eq GHG emissions from the industrial sector (Price et al., 2006; US EPA, 2006b). These CO{sub 2} emissions arise from three sources: (1) the use of fossil fuels for energy, either directly by industry for heat and power generation or indirectly in the generation of purchased electricity and steam; (2) non-energy uses of fossil fuels in chemical processing and metal smelting; and (3) non-fossil fuel sources, for example cement and lime manufacture. Industrial processes also emit other GHGs, e.g.: (1) Nitrous oxide (N{sub 2}O) is emitted as a byproduct of adipic acid, nitric acid and caprolactam production; (2) HFC-23 is emitted as a byproduct of HCFC-22 production, a refrigerant, and also used in fluoroplastics manufacture; (3) Perfluorocarbons (PFCs) are emitted as byproducts of aluminium smelting and in semiconductor manufacture; (4) Sulphur hexafluoride (SF{sub 6}) is emitted in the manufacture, use and, decommissioning of gas insulated electrical switchgear, during the production of flat screen panels and semiconductors, from magnesium die casting and other industrial applications; (5) Methane (CH{sub 4}) is emitted as a byproduct of some chemical processes; and (6) CH{sub 4} and N{sub 2}O can be emitted by food industry waste streams. Many GHG emission mitigation options have been developed for the industrial sector. They fall into three categories: operating procedures, sector-wide technologies and process-specific technologies.   5. Sugar Industry Influence on the Scientific Agenda of the National Institute of Dental Research’s 1971 National Caries Program: A Historical Analysis of Internal Documents

    Background In 1966, the National Institute of Dental Research (NIDR) began planning a targeted research program to identify interventions for widespread application to eradicate dental caries (tooth decay) within a decade. In 1971, the NIDR launched the National Caries Program (NCP). The objective of this paper is to explore the sugar industry’s interaction with the NIDR to alter the research priorities of the NIDR NCP. Methods and Findings We used internal cane and beet sugar industry documents from 1959 to 1971 to analyze industry actions related to setting research priorities for the NCP. The sugar industry could not deny the role of sucrose in dental caries given the scientific evidence. They therefore adopted a strategy to deflect attention to public health interventions that would reduce the harms of sugar consumption rather than restricting intake. Industry tactics included the following: funding research in collaboration with allied food industries on enzymes to break up dental plaque and a vaccine against tooth decay with questionable potential for widespread application, cultivation of relationships with the NIDR leadership, consulting of members on an NIDR expert panel, and submission of a report to the NIDR that became the foundation of the first request for proposals issued for the NCP. Seventy-eight percent of the sugar industry submission was incorporated into the NIDR’s call for research applications. Research that could have been harmful to sugar industry interests was omitted from priorities identified at the launch of the NCP. Limitations are that this analysis relies on one source of sugar industry documents and that we could not interview key actors. Conclusions The NCP was a missed opportunity to develop a scientific understanding of how to restrict sugar consumption to prevent tooth decay. A key factor was the alignment of research agendas between the NIDR and the sugar industry. This historical example illustrates how industry protects

    As landslides continue to be a hazard that account for large numbers of human and animal casualties, property loss, and infrastructure damage, as well as impacts on the natural environment, it is incumbent on developed nations that resources be allocated to educate affected populations in less developed nations, and provide them with tools to effectively manage this hazard. Given that the engineering, planning and zoning, and mitigation techniques for landslide hazard reduction are more accessible to developed nations, it is crucial that such landslide hazard management tools be communicated to less developed nations in a language that is not overly technical, and provides information on basic scientific explanations on where, why and how landslides occur. The experiences of the United States, Canada, and many other nations demonstrate that, landslide science education, and techniques for reducing damaging landslide impacts may be presented in a manner that can be understood by the layperson. There are various methods through which this may be accomplished–community-level education, technology transfer, and active one-on-one outreach to national and local governments, and non-governmental organizations (NGOs), who disseminate information throughout the general population. The population at large can also benefit from the dissemination of landslide information directly to individual community members. The United States Geological Survey and the Geological Survey of Canada have just published and will distribute a universal landslide handbook that can be easily made available to emergency managers, local governments, and individuals. The handbook, “The Landslide Handbook: A Guide to Understanding Landslides” is initially published as U.S. Geological Survey Circular 1325, in English, available in print, and accessible on the internet.     The NIH has had a great influence in guiding the biological research agenda for the last half of the 20th century. This may change if the increases in research funding from the private sector that occurred in the last ten years continue into the 21st century. Ten years ago, industry supplied 55% of the US R&D funds. In 2000, industry support of R&D had increased to 76%, with industry carrying out 70% of the nations applied and 91% of its development research. Given this shift, one of the biggest challenges that NIH may face in coming years is sharing control of America's research agenda with industry. For this to occur policies that encourage cooperative ventures with industry are needed. In a unique experiment, I was invited to the National Institute of Dental and Craniofacial Research (NIDCR), one of the 25 NIH Institutes and Centers, to develop programs and policies that would promote interactions with industry. This talk will introduce the strategy and programs developed to commercialize products and technologies from basic science discoveries and introducing an entrepreneurial atmosphere within the Institute. The results of this experiment will be discussed by comparing differences between discovery-driven and customer-driven innovation. One outcome of this experience is a greater appreciation of the obstacles to introducing disruptive technologies into the market place and of the paradigms that serve as barriers to commercialization. One recommendation is that the NIDCR consider a policy that allows for some participation by industry in setting the research and training agenda of the Institute, and that a mechanism for industry input be introduced into its administrative organization.

    The Energy Policy Act of 1992 calls for a program to further the commercialization of renewable energy and energy efficient technologies for the industrial sector.. The primary objective of the Office of Industrial Technologies Chemical Industry Team is to work in partnership with the US chemical industry to maximize economic, energy, and environmental benefits through research and development of innovative technologies. This document was developed to inventory organizations within the federal government on current chemical industry-related research and development. While an amount of funding or number of projects specifically relating to chemical industry research and development was not defined in all organizations, identified were about 60 distinct organizations representing 7 cabinet-level departments and 4 independent agencies, with research efforts exceeding $3.5 billion in fiscal year 1995. Effort were found to range from less than $500 thousand per year at the Departments of Agriculture and the Interior to over $100 million per year at the Departments of Commerce, Defense, Energy, and Health and Human Services and the National Aeronautics and Space Administration. The total number of projects in these programs exceeded 10,000. This document is complete to the extent that agencies volunteered information. Additions, corrections, and changes are encouraged and will be incorporated in future revisions.

    The Oak Ridge National Laboratory (ORNL) is ''bringing science to life'' through the creation of knowledge; the invention of new tools and techniques; the scientific analysis of complex situations; and the design, construction and operation of research facilities used by scientists and engineers from throughout the world. ORNL creates and uses partnerships as a means for conducting collaborative research and development (R and D), facilitating access to its capabilities, improving the utilization of its unique science and technological facilities, and assisting in commercialization of technology. This paper will concentrate on seven of the mechanisms used to access ORNL facilities and expertise namely, Cooperative Research and Development Agreements, License Agreements, Personnel Exchanges, Small Business Innovative Research and Small Business Technology Transfer Partnerships, Technical Assistance Program, User Facility Agreements, and Work For Others Agreements. Cooperative Research and Development Agreements, also known as CRADAs, create formal teams of researchers from ORNL and private industry for the purpose of collaborating on an R and D area of interest to both partners. License Agreements give commercial entities authorization to use ORNL-developed technologies for specified purposes. A Personnel Exchange either locates ORNL employees at the site of the partner organization, or, brings the employee(s) of the outside organization to ORNL to enhance their technical capabilities. The Small Business Innovative Research (SBIR) Program and the Small Business Technology Transfer (STTR) Program provide government-funded partnership opportunities for qualified small private companies. The ORNL Technical Assistance Program can provide a rapid response to a technical question from a business entity.     The pharmaceutical industry associations, as it happened with other businesses, had a significant rise during the dictatorship of Primo de Rivera and II Republic. The 'Cámara Nacional de Industrias Químicas', in Barcelona, represented the national chemical industry to its ultimate assimilation by the 'Organización Sindical' in 1939. In this association, matters relating to pharmaceutical products -- which we will especially deal with in this work -- were managed by the 'Unión Nacional de Laboratorios Químico-Farmacéuticos', which defended the interests of pharmaceutical companies in the presence of government authorities, using the resources and mechanisms also managed by business pressure groups.     With a development phase launched in spring, a delivery of 60 flight models and a QR beginning 2004, the 200N FCV development sets a record in the European space business in terms of development duration. The success of this program owes to the co-operation EADS Space Transportation tied with small companies since some years. In order to adapt to ever-shorter development cycles, EADS Space Transportation propulsion equipment business line has developed industrial ties with small companies, namely AER in France. This article will present the reasons for such an industrial alliance, then the actual work share and organisation of the 200N program used as an example of such a cooperation. Finally, the key successes of this development along with a performance description of the 200N valve will be presented.

    Research was conducted with West Moberly First Nations, Halfway First Nation and the Treaty 8 Tribal Association (located in northeastern British Columbia, Canada) on effective engagement in environmental assessment processes. As part of this research, we examined the perspectives of a subset of resource industry proponents and their consultants, as well as staff from the British Columbia Environmental Assessment Office on their experiences with the requirement to consult with Canada's indigenous peoples. Research into the perspectives of industry proponents and consultants is almost non-existent, yet industry and governments are key participants within environmental assessments. This research found that industry proponents were disenfranchised by the British Columbia environmental assessment process and its mechanisms for consulting with First Nations, and that they sought changes to that process. Their concerns and their implications are documented and some recommendations are offered for addressing those concerns. Understanding industry and government views on First Nations engagement could suggest not only potential improvements in EA processes that facilitate all parties but provide common grounds for mutually engaging to resolve challenges.

    It appears likely that everyone in the time and frequency community can agree on goals to be realized through the expenditure of resources. These goals are the same as found in most fields of technology: lower cost, better performance, increased reliability, small size and lower power. Related aspects are examined in the process of clock and frequency standard development. Government and industry are reviewed in a highly interactive role. These interactions include judgements on clock performance, what kind of clock, expenditure of resources, transfer of ideas or hardware concepts from government to industry, and control of production. Successful clock development and production requires a government/industry relationship which is characterized by long-term continuity, multidisciplinary team work, focused funding and a separation of reliability and production oriented tasks from performance improvement/research type efforts.

    The main focus of ergonomics is the improvement of working conditions and safety. Studies of workers in industrialized countries (ICs) have focused on subjects like occupational health, work physiology, biomechanics, design, and cognition. However, in industrially developing countries (IDCs), the characteristics and conditions of the worker and his workplace are different. This paper suggests an alternative approach to improve working conditions for ergonomists in industrially developing countries. Together with the ergonomic factors previously stated, this approach also considers the broader social and cultural context within which the worker and his workplace exist. The operator is regarded as a product of his socio-cultural environment. His work place (e.g. its ambience, organization, shopfloor conditions, and the state of technology) and his work practices (e.g. attitudes, behavior, ethics, and problem-solving abilities) are affected by societal conditions (like quality of training and education, technical infrastructure, and technical culture).     The use of imagery from the Landsat spacecraft for the monitoring and management of natural resources in developing countries is discussed. The Landsat imagery can be used to make cartographic maps at scales of 1:250,000 which meet the US National Map Accuracy Standards, providing a means of map updating to correct for river meanders or changing shorelines. The Landsat data can also be used in defining and measuring agricultural areas, identifying pest breeding areas, and monitoring irrigation practices and crop performance. Total volume estimates can be obtained in many cases for surface bodies of water, and subsurface water supplies can be detected from changes in vegetation in some instances.

    The National Imagery Transmission Format Standard (NITFS) is the collaborative result of a U. S. Government and industry effort to provide a common facility for exchanging imagery and image-associated data among a wide range of legacy, migration, and future intelligence systems. The purpose of the NITFS is to provide a common standard for the transmission of files composed of images, symbols, labels, text, and other information that relate to imagery. NITFS had its genesis in the early 1980s as a vehicle to meet the challenges imposed by a changing military/intelligence paradigm. Early successes spurred increased interest in the standard's evolution. Non-DoD program offices and commercial vendors began to develop NITFS compliant systems and products. The National Imagery Transmission Format (NITF) component of the NITFS was selected as the basis for a North Atlantic Treaty Organization (NATO) Standard Agreement (STANAG) for secondary imagery dissemination. Similarly, the International Standards Organization (ISO) recently accepted a new work item, using the NITF as a point of departure, called the Basic Image Interchange Format (BIIF). Products based on this new standard are expected to be NITF compatible while at the same time providing for increased functionality.

Potential industrial users and potential IPH system designers were identified as the prime targets for market development activities. The bulk of the directory is a listing of these two groups. The third group, solar IPH equipment manufacturers, was included to provide an information source for potential industrial users and potential IPH system designers. Trade associates and their publications are listed for selected four-digit Standard Industrial Code (SIC) industries. Since industries requiring relatively lower temperature process heat probably will comprise most of the near-term market for solar IPH systems, the 80 SIC's included in this chapter have process temperature requirements less than 350/sup 0/F. Some key statistics and a location list of the largest plants (according to number of employees) in each state are included for 15 of the 80 SIC's. Architectural/engineering and consulting firms are listed which are known to have solar experience. Professional associated and periodicals to which information on solar IPH sytstems may be directed also are included. Solar equipment manufacturers and their associations are listed. The listing is based on the SERI Solar Energy Information Data Base (SEIDB).

    Urban growth should be evaluated less as good or bad in itself than in terms of whether it promotes the efficient and equitable performance of vital economic functions within a nation. Much urban growth in developing nations both reflects national growth and promotes it. Cities are sources of economic growth, which is their dominant characteristic. There is a strong tendency for large cities and their surrounding core regions to be the most active, rapidly growing areas of developing nations. Certain economic functions tend to be found only in cities and tend to cluster into certain cities because it is economically efficient. 3 mechanisms which make cities economically efficient are 1) internal economies of scale, 2) localization economies, and 3) agglomeration economies. Urban areas can provide support functions for rural areas and, in turn, their growth depends on the support of an agricultural base. Urban areas also provide alternative employment and income opportunities for the rural surplus population. There are 4 prominent questions often raised about possible negative effects of urbanization on national growth and development. One question is urban growth and urban bias, which the authors argue is overemphasized. Another question is diseconomies of scale in large cities; this, the authors suggest, is not a matter of size as much as operating efficiently. Third is urbanization and regional dualism, which the authors argue can be maintained through a strategy of changing a nation's mix and location of urban activity. Fourth is the question of cities and rural outmigration. The authors argue that although most people who leave rural areas are younger, more motivated, and better educated than those left behind, their departures are economically favorable.     Scientific, technological, and economic criteria were established to clarify, in a total context, the choices open to Belgium in meeting the energy crisis and in reducing dependence on foreign sources of fuels and strategic materials. Mathematical models were developed to describe the energy supply and demand in both the industrial and residential sectors. For the period from 1982 to 1987, activities concentrate on analyzing the energy system; determining reasonable use of energy in all sectors; investigating fossil energy and the energetic vectors of substitution and biomass; automating processes for the production of solar cells and the development solar receivers and photovoltaic systems; and recycling and stockpiling strategic materials. A documentation center was established to evaluate national and international research results.

    This study presents the first national level quantitative environmental justice assessment of industrial air pollution in Australia. Specifically, our analysis links the spatial distribution of sites and emissions associated with industrial pollution sources derived from the National Pollution Inventory, to Indigenous status and social disadvantage characteristics of communities derived from Australian Bureau of Statistics indicators. Our results reveal a clear national pattern of environmental injustice based on the locations of industrial pollution sources, as well as volume, and toxicity of air pollution released at these locations. Communities with the highest number of polluting sites, emission volume, and toxicity-weighted air emissions indicate significantly greater proportions of Indigenous population and higher levels of socio-economic disadvantage. The quantities and toxicities of industrial air pollution are particularly higher in communities with the lowest levels of educational attainment and occupational status. These findings emphasize the need for more detailed analysis in specific regions and communities where socially disadvantaged groups are disproportionately impacted by industrial air pollution. Our empirical findings also underscore the growing necessity to incorporate environmental justice considerations in environmental planning and policy-making in Australia.

  6. Photogrammetry in the line: recent developments in industrial photogrammetry

    In recent years industrial photogrammetry has emerged from a highly specialized niche technology to a well established tool in industrial coordinate measurement applications with numerous installations in a significantly growing market of flexible and portable optical measurement systems. This is due to the development of powerful, but affordable video and computer technology. The increasing industrial requirements for accuracy, speed, robustness and ease of use of these systems together with a demand for the highest possible degree of automation have forced universities and system manufacturers to develop hard- and software solutions to meet these requirements. The presentation will show the latest trends in hardware development, especially new generation digital and/or intelligent cameras, aspects of image engineering like use of controlled illumination or projection technologies,and algorithmic and software aspects like automation strategies or new camera models. The basic qualities of digital photogrammetry-like portability and flexibility on one hand and fully automated quality control on the other -- sometimes lead to certain conflicts in the design of measurement systems for different online, offline or real-time solutions. The presentation will further show, how these tools and methods are combined in different configurations to be able to cover the still growing demands of the industrial end-users.

  8. The pharmaceutical industry and the German National Socialist Regime: I.G. Farben and pharmacological research.

    Before the National Socialist party came to power, the German pharmaceutical industry constituted an international reference as far as the development of new medicines was concerned, having been responsible for synthetic analgesics (phenacetin, phenazones, acetylsalicylic acid), arsphenamine, barbiturates and sulfonamides. The year 1925 saw the founding of I.G. Farben (Interessen-Gemeinschaft Farbenindustrie AG), a conglomerate of companies that would monopolize the country's chemical production and come to own all its major pharmaceutical industries. During the World War II, I.G. Farben participated in numerous operations associated with the criminal activities of the Nazi executive, including the use of slave labour in plants built close to concentration camps, such as that at Auschwitz. With regard to medical and pharmacological research projects, I.G. Farben became involved in experimental programmes using patients from the Nazi regime's euthanasia programmes and healthy subjects recruited without their consent from concentration camps, on whom various pharmacological substances were tested, including sulfamide and arsenical derivatives and other preparations whose composition is not precisely known (B-1012, B-1034, 3382 or Rutenol, 3582 or Acridine), generally in relation to the treatment of infectious diseases, such as typhus, erysipelas, scarlet fever or paratyphoid diarrhoea. Furthermore, I.G. Farben played a decisive role in the German army's chemical warfare programme, contributing to the development of the first two neurotoxic substances, later known as 'nerve agents', tabun and sarin. Some of these activities came to light as a result of the one the famous Nuremberg Trials in 1947, which saw 24 executives and scientists from I.G. Farben brought to justice for, among other offences, the use of slave labour in the concentration camps and forced experimentation with drugs on prisoners. PMID:19125905

  9. Current situation and the development of the dairy industry in Jordan, Saudi Arabia, and Syria.

    The development of the dairy industry plays an important role in the economy of Middle Eastern countries. Judged by its growth rate, the dairy industry is viewed as one of the most progressive food industries in the Middle East. During the early 1970s, countries established executive programs to promote dairy farming; the major objective was to attain self-sufficiency in milk production. A massive investment was set up for importing top class cattle, complying with top industry operating standards, and a simultaneous introduction of the latest technology in processing, packaging, and distributing. Milk production has grown tremendously at rates of 6.6% and 4.9% in Syria and Saudi Arabia, respectively, between 2002 and 2007, which resulted in these nations being almost self-sufficient. Regarding Jordan, milk production has not yet met this target. An excessive growth in the dairy industry is quite noticeable in this region with an expanding capacity for exports. The aim of this study is to show the most recent trends and future prospects of the dairy industries in Syria, Saudi Arabia, and Jordan. It also attempts to investigate the drivers for the development of milk production, consumption, and trade in the region. PMID:20352329
