    Twenty-three public health schools and 492 university schools of nursing were surveyed to gather specific information on educational programs related to nuclear war. Twenty public health schools and 240 nursing schools responded. Nuclear war-related content was most likely to appear in disaster nursing and in environmental health courses. Three schools of public health report that they currently offer elective courses on nuclear war. Innovative curricula included political action projects for nuclear war prevention.

  3. Nuclear metaphors: Why risk communication and public education haven't worked

    Broad public acceptability is a necessary condition for the future success of nuclear power in the US and will be determined by the way the public perceives nuclear power - specifically, through nuclear power's metaphoric equivalences. A content analysis of a cross section of the debate over nuclear power shows that the public does not share a single concept of what nuclear power is - nuclear energy has yet to be firmly anchored in a particular context or caught in a web of relations to the rest of society. The political battleground for the contest over nuclear power is not patterns of risk perception or shortcomings in public education but rather nuclear power as metaphor. For example, is nuclear power a factory producing electricity, or is it indistinguishable from nuclear weapons By highlighting the metaphors that underlie competing conceptions of nuclear power, one can illuminate parts of the political debate that otherwise are consigned to psychology, irrationality, or ignorance. Understanding these metaphors also makes clear the kind of deep changes that would be necessary to secure public acceptance of nuclear power.

  7. Lessons learned from Fukushima Daiichi nuclear power plant accident: efficient education items of radiation safety for general public.

    The Fukushima Daiichi nuclear power plant (FNP-1) accident, while as tragic as the tsunami, was a man-made disaster created by the ignorance of the effects of radiation and radioactive materials. Therefore, it is important that all specialists in radiation protection in medicine sympathize with the anxiety of the general public regarding the harmful effects of radiation and advise people accordingly. All questions and answers were collected related to inquiries from the general public that were posted to reliable websites, including those of the government and radiation-related organizations, from March 2011 to November 2012. The questions were summarized and classified by similarity of content. (1) The total number of questions is 372. The content was broadly classified into three categories: inquiries for radiation-related knowledge and about health effects and foods. The questions asked to obtain radiation-related knowledge were the most common, accounting for 38 %. Thirty-six percentage of the questions were related to health effects, and 26 % involved foods, whereas 18 % of the questions were related to children and pregnancy. (2) The change over time was investigated in 290 questions for which the time of inquiry was known. Directly after the earthquake, the questions were primarily from people seeking radiation-related knowledge. Later, questions related to health effects increased. The anxiety experienced by residents following the nuclear accident was caused primarily by insufficient knowledge related to radiation, concerns about health effects and uncertainties about food and water safety. The development of educational materials focusing on such content will be important for risk communication with the general public in countries with nuclear power plants. Physicians and medical physicist should possess the ability to respond to questions such as these and should continue with medical examinations and treatments in a safe and appropriate manner. PMID

    The Inreach program combines the Deep River Science Academy (DRSA) 'learning through research' approach with state of the art communication technology to bring scientific research to high school classrooms. The Inreach program follows the DRSA teaching model where a university student tutor works on a research project with scientific staff at AECL's Chalk River Laboratories. Participating high school classes are located across Canada. The high school students learn about the ongoing research activities via weekly web conferences. In order to engage the students and encourage participation in the conferences, themed exercises linked to the research project are provided to the students. The DRSA's Inreach program uses a cost-effective internet technology to reach a wide audience, in an interactive setting, without anyone leaving their desks or offices. An example Inreach research project is presented here: an investigation of the potential of the Canadian supercritical water cooled reactor (SCWR) concept to burn transuranic elements (Np, Pu, Am, Cm) to reduce the impact of used nuclear fuel. During this project a university student worked with AECL (Atomic Energy of Canada Limited) researchers on technical aspects of the project, and high school students followed their progress and learned about the composition, hazards, and disposition options for used nuclear fuel. Previous projects included the effects of tritium on cellular viability and neutron diffraction measurement of residual stresses in automobile engines.

    This Interim Report summarizes the findings of our first twenty in-depth interviews in the Advanced Nuclear Reactor Public Opinion Project. We interviewed 6 industry trade association officials, 3 industry attorneys, 6 environmentalists/nuclear critics, 3 state officials, and 3 independent analysts. In addition, we have had numerous shorter discussions with various individuals concerned about nuclear power. The report is organized into the four categories proposed at our April, 1991, Advisory Group meeting: safety, cost-benefit analysis, science education, and communications. Within each category, some change of focus from that of the Advisory Group has been required, to reflect the findings of our interviews. This report limits itself to describing our findings. An accompanying memo draws some tentative conclusions.

    In keeping with a mandate from the US Congress to provide opportunities for consumer education and information and to seek consumer input on national issues, the Department of Energy's Office of Consumer Affairs held a three-hour educational forum on the proposed nuclear waste disposal legislation. Nearly one hundred representatives of consumer, public interest, civic and environmental organizations were invited to attend. Consumer affairs professionals of utility companies across the country were also invited to attend the forum. The following six papers were presented: historical perspectives; status of legislation (Senate); status of legislation (House of Representatives); impact on the legislation on electric utilities; impact of the legislation on consumers; implementing the legislation.     The objective of this research was to study the DOE's program for educating the public about nuclear power and nuclear waste management. DOE's organizational structuree and the procedures used within this structure to disseminate information were studied and readability tests on nuclear information distributed by DOE were conducted. Initial information was obtained through interviews with 29 local, state, and federal DOE representatives. This was supplemented with additional information as it was released by the DOE. The primary goals of the DOE's information program are to encourage two-way communication between the DOE and the public and to encourage public participation in policy-making decisions. Most of this communication, however, is presented orally. Relative to other energy technologies and conservation, very few nuclear brochures are currently being distributed by the DOE. This is especially true with regard to information about nuclear waste. A recent public survey found that a majority of the public wants to learn more about nuclear power and that, with regard to the nuclear fuel cycle, the public wants most to learn about nuclear waste management. Thus, the DOE appears to be missing an eager audience.

    The advancement of space exploration using nuclear science and technology has been a goal sought by many individuals over the years. The quest to enable space nuclear applications has experienced many challenges such as funding restrictions; lack of political, corporate, or public support; and limitations in educational opportunities. The Center for Space Nuclear Research (CSNR) was established at the Idaho National Laboratory (INL) with the mission to address the numerous challenges and opportunities relevant to the promotion of space nuclear research and education.1 The CSNR is operated by the Universities Space Research Association and its activities are overseen by a Science Council comprised of various representatives from academic and professional entities with space nuclear experience. Program participants in the CSNR include academic researchers and students, government representatives, and representatives from industrial and corporate entities. Space nuclear educational opportunities have traditionally been limited to various sponsored research projects through government agencies or industrial partners, and dedicated research centers. Centralized research opportunities are vital to the growth and development of space nuclear advancement. Coordinated and focused research plays a key role in developing the future leaders in the space nuclear field. The CSNR strives to synchronize research efforts and provide means to train and educate students with skills to help them excel as leaders.

These sessions have met with a great show of interest from patients, doctors and the public in general, as indicated by the consistently large number of over 100 participants. This continual educational work with its accompanying measures, such as, asthma-sport, breathing exercises, and books and videos on loan, represents an effective alternative to the formally structured, patient training programs limited to a specific time period.   2. ARES Education and Public Outreach

    The ARES Directorate education team is charged with translating the work of ARES scientists into content that can be used in formal and informal K-12 education settings and assisting with public outreach. This is accomplished through local efforts and national partnerships. Local efforts include partnerships with universities, school districts, museums, and the Lunar and Planetary Institute (LPI) to share the content and excitement of space science research. Sharing astromaterials and exploration science with the public is an essential part of the Directorate's work. As a small enclave of physical scientists at a NASA Center that otherwise emphasizes human space operations and engineering, the ARES staff is frequently called upon by the JSC Public Affairs and Education offices to provide presentations and interviews. Scientists and staff actively volunteer with the JSC Speaker's Bureau, Digital Learning Network, and National Engineers Week programs as well as at Space Center Houston activities and events. The education team also participates in many JSC educator and student workshops, including the Pre-Service Teacher Institute and the Texas Aerospace Scholars program, with workshop presentations, speakers, and printed materials.

    Current science and science-friendly philosophy jointly yield a picture of the world and ourselves in it that is more substantial, detailed and coherent than any other produced before by natural philosophy. When carefully formulated this picture provides us with: (a) an unprecedentedly reliable representation of vast regions of the natural world; and (b) a non-arbitrary public framework for understanding and furthering important areas of public concern. This paper comments on the cultural and educational significance of this picture. Influential arguments against granting a privileged role to serious science on the basis of differential credibility are examined and found wanting. This result is then folded into an analysis of the significance of scientific thought and practice for a cautious conception of the goals and methods of public education.

It is based on some two dozen in-depth interviews with key communicators representing the nuclear power industry, the environmental community, and government, as well as on the parallel efforts in our research project: (1) review of federal court case law, (2) a selective examination of the Nuclear Regulatory Commission (NRC) administrative process, and (3) the preceding George Mason University research project in this series. The paper synthesizes our findings about public attitudes towards nuclear power as expressed through federal court case law, NRC administrative law, public opinion surveys, and direct personal interviews. In so doing, we describe the public opinion environment in which the nuclear regulatory process must operate. Our premise is that public opinion ultimately underlies the approaches government agencies take towards regulating nuclear power, and that, to the degree that the nuclear power industry`s practices are aligned with public opinion, a more favorable regulatory climate is possible.

The paper synthesizes our findings about public attitudes towards nuclear power as expressed through federal court case law, NRC administrative law, public opinion surveys, and direct personal interviews. In so doing, we describe the public opinion environment in which the nuclear regulatory process must operate. Our premise is that public opinion ultimately underlies the approaches government agencies take towards regulating nuclear power, and that, to the degree that the nuclear power industry's practices are aligned with public opinion, a more favorable regulatory climate is possible.

A recent international workshop in Finland provided insights into other features that might also be important to building and sustaining public confidence in nuclear activities. The workshop was held in Finland in close cooperation with Finnish stakeholders. This was most appropriate because of the recent successes in achieving positive decisions at the municipal, governmental, and Parliamentary levels, allowing the Finnish high-level radioactive waste repository program to proceed, including the identification and approval of a proposed candidate repository site. Much of the workshop discussion appropriately focused on the roles of public participation and public communications in building public confidence. It was clear that well constructed and implemented programs of public involvement and communication and a sense of fairness were essential in building the extent of public confidence needed to allow the repository program in Finland to proceed. It was also clear that there were a number of other elements beyond public involvement that contributed substantially to the success in Finland to date. And, in fact, it appeared that these other factors were also necessary to achieving the Finnish public acceptance.     In this poster, we describe the LSST Education and Public Outreach (EPO) program structure and how it will be used to promote classroom research projects, deliver an ongoing program of citizen science, and facilitate unprecedented visualization possibilities. LSST EPO programs are being developed that will actively engage a broad audience in many venues. We are emphasizing Internet-based activities to reach larger numbers of users, with additional face-to-face elements that enhance both classroom learning and informal learning experiences. The LSST project will provide cyberinfrastructure and web-based data access tools to enable student and public participation in the process of scientific discovery. In collaboration with the LSST Data Management group, an EPO database is being designed to accommodate anticipated user load and deliver required data products. These tools and products and their use in the prototype project Light Curve Zoo will be described.

  19. Public perception of the nuclear area in Brazil

    In Brazil electricity production is proving increasingly important, the Brazilian government has recently launched the National Energy Plan, PNE-2030 which aims, among other objectives, to conclude construction of the Angra 3 plant and to deploy new nuclear power plants in the Northeast region. The Brazilian government wants to assess how the public has perceived its energy policy and what the public thinks about the nuclear issue. A public opinion survey was performed and sampling resulted in 127 respondents who were stratified by gender, age and educational level. The survey results show that although most respondents have post-graduate degrees, 64.6% are not aware of, or had never heard of PNE-2030. While 72 respondents consider nuclear energy as an alternative source of clean energy, 84 respondents did not know where the next Brazilian nuclear power plant will be built. The nuclear regulator, CNEN, is seen by 45.7% of respondents as the body that has most credibility to talk about the safety of nuclear power plants and the media most used to obtain information about the nuclear area were newspapers and discussion forums, with 52 and 50 votes respectively. These results prove the need to implement communication plans with clear and concise goals for different segments of society, since the degree of understanding differs within each segment.

    Life-style is now recognized as a main determinant of cancer risk. Public education is an important component of cancer control programmes and has been shown to be effective in leading to life-style changes. Four basic types of education programmes are reviewed: for increasing the public's awareness of cancer, for changing specific risk behaviour (such as stopping smoking), for learning self-examination skills (such as breast self-examination), and for promoting early cancer detection in the community.To change human behaviour it is best to approach the risk habit through the same forces that develop and sustain the habit. Simply giving information of an association between specific habits and cancer, even if repeated several times, will lead to increased public awareness and encourage some to make a minimal effort to change their behaviour, but in general the new habit does not persist and continuing and intensifying this approach are ineffective. An alternative strategy utilizes socially active forces to support the prevention practice and remove possible barriers to action. For example, an antismoking programme should create a favourable social image of the non-smoker. Although a culturally and socially relevant mass media campaign can influence knowledge and beliefs and induce people to participate in a screening activity, this needs to be supplemented over a period of time by personal contact methods, such as group discussions, telephone conversations and home visits, in order to promote a regular screening habit. Contrary to popular opinion, mass communication methods can be expensive on a per person cost-effectiveness basis because of low participation rates and weakness in sustaining healthy behaviour.     In the years 1976 to 1982 officialdom intensified the safety regulations in German nuclear power plants out of all proportion, without actually bringing about a recognizable plus in safety or indeed a greater acceptance by the public of the peaceful use of nuclear energy. Although the risk to employees of nuclear power plants and to the population living in their vicinity is substantially smaller than the dangers of modern civilization, the general public still regards with concern the consequences of radioactive exposure and the hazards to later generations from long-life radionuclides. The task for the coming years must be to maintain the safety standard now attained, while simultaneously reducing those exaggerated individual requirements in order to establish a balance in safety precautions. Additionally, a proposal put forward by Sir Walter Marshall, Chairman of the CEGB, should be pursued, i.e., to put the presumed risks of nuclear energy into their correct perspective in the public eye using comprehensible comparisons such as the risks from active or passive smoking. This cannot be accomplished by quoting abstract statistics.

    NASA's Aqua satellite was launched on May 4, 2002, with six instruments designed to collect data about the Earth's atmosphere, biosphere, hydrosphere, and cryosphere. Since the late 1990s, the Aqua mission has involved considerable education and public outreach (EPO) activities, including printed products, formal education, an engineering competition, webcasts, and high-profile multimedia efforts. The printed products include Aqua and instrument brochures, an Aqua lithograph, Aqua trading cards, NASA Fact Sheets on Aqua, the water cycle, and weather forecasting, and an Aqua science writers' guide. On-going formal education efforts include the Students' Cloud Observations On-Line (S'COOL) Project, the MY NASA DATA Project, the Earth System Science Education Alliance, and, in partnership with university professors, undergraduate student research modules. Each of these projects incorporates Aqua data into its inquiry-based framework. Additionally, high school and undergraduate students have participated in summer internship programs. An earlier formal education activity was the Aqua Engineering Competition, which was a high school program sponsored by the NASA Goddard Space Flight Center, Morgan State University, and the Baltimore Museum of Industry. The competition began with the posting of a Round 1 Aqua-related engineering problem in December 2002 and concluded in April 2003 with a final round of competition among the five finalist teams. The Aqua EPO efforts have also included a wide range of multimedia products. Prior to launch, the Aqua team worked closely with the Special Projects Initiative (SPI) Office to produce a series of live webcasts on Aqua science and the Cool Science website aqua.nasa.gov/coolscience, which displays short video clips of Aqua scientists and engineers explaining the many aspects of the Aqua mission.     This Interim Report summarizes the findings of our first twenty in-depth interviews in the Advanced Nuclear Reactor Public Opinion Project. We interviewed 6 industry trade association officials, 3 industry attorneys, 6 environmentalists/nuclear critics, 3 state officials, and 3 independent analysts. In addition, we have had numerous shorter discussions with various individuals concerned about nuclear power. The report is organized into the four categories proposed at our April, 1991, Advisory Group meeting: safety, cost-benefit analysis, science education, and communications. Within each category, some change of focus from that of the Advisory Group has been required, to reflect the findings of our interviews. This report limits itself to describing our findings. An accompanying memo draws some tentative conclusions.

    Emergency medicine (EM) has an important role in public health, but the ideal approach for teaching public health to EM residents is unclear. As part of the national regional public health–medicine education centers-graduate medical education (RPHMEC-GM) initiative from the CDC and the American Association of Medical Colleges, three EM programs received funding to create public health curricula for EM residents. Curricula approaches varied by residency. One program used a modular, integrative approach to combine public health and EM clinical topics during usual residency didactics, one partnered with local public health organizations to provide real-world experiences for residents, and one drew on existing national as well as departmental resources to seamlessly integrate more public health–oriented educational activities within the existing residency curriculum. The modular and integrative approaches appeared to have a positive impact on resident attitudes toward public health, and a majority of EM residents at that program believed public health training is important. Reliance on pre-existing community partnerships facilitated development of public health rotations for residents. External funding for these efforts was critical to their success, given the time and financial restraints on residency programs.     Nuclear and chemical waste facilities can be successfully sited, despite nimby responses, if siting programs account for the sources of public concern. Irrational fear is not the main source; instead, waste managers must deal with perceived inequities in the distribution of benefits and costs, and concern about facility safety. Benefit-cost inequities may be dealt with in part by keeping wastes where they are generated, through political restrictions, or by providing economic compensation and political incentives (for example, a local veto). Assuring people of facility safety includes allowing local control (monitoring, health assessment, regulation), and enhancing trust of facility managers through such means as rectifying past mistakes, individual-oriented education campaigns, and negotiation of compensation packages with local residents. These means should reduce —without eliminating—public opposition to local siting of nuclear and chemical waste facilities.

    Clearly, the national government of the Philippines has decided to increase the number and comprehensiveness of its public colleges and universities. While private colleges and universities are likely to dominate higher education in the Philippines for the remainer of this century, it appears that public, tax-supported higher education will become increasingly available there. The Philippines is not a wealthy country but it is devoting a substantial portion of its national resources to public higher education. In 1983, higher education received 2.85 percent of the national budget, a figure that has been rising for years. Compared with some highly developed countries, this is not a large percentage, but for a country that has traditionally relied on private higher education, it is a major and growing investment in the public sector. While many of the better universities in the Philippines are private, many other private educational institutions are small and struggling. As their financial resources become more limited, and as less expensive, tax-supported higher education becomes increasingly available, a lot of the struggling private colleges will probably close. This process is also being hastened by actions of the government to upgrade quality, for example in the case of the many private colleges that developed after World War II. In an attempt to improve the academic quality of these marginal institutions, the Ministry of Education, Culture and Sports has been given extensive authority, and while its intrusion into private institutions has been modest by some measures, its requirements are affecting them all and will speed the demise of some. This is bound to lead to a stronger role for public higher education in the Philippines, a country that is striving diligently to improve the education and hence the quality of life of its people.

    In the winter of 2007-08 a new public-facing antimicrobial campaign was agreed by the Advisory Committee on Antimicrobial Resistance and Healthcare-Associated Infection (ARHAI) Education sub-Group (later divided into subgroups for professional and public education): it comprised posters with a positive message on how the public could help themselves when they had a cold. However, the poster campaign, used in isolation in England, did not improve antibiotic use; therefore, the Public Education sub-Group took forward educational approaches to change the behaviour of the public and health professionals. Professionals have been encouraged to give patients clear information about the likely duration of symptoms, self-care, and benefits and harms of antibiotics, reinforcing the public poster campaigns in surgeries, hospitals and pharmacies. Since 2008, campaigns have been launched in England to coincide with European Antibiotic Awareness Day (EAAD) on 18 November, using Department of Health and EAAD materials. Professional education has been facilitated by the 2008 National Institute for Health and Clinical Excellence respiratory tract infection delayed prescribing guidance for general practitioners. A toolkit of materials for medicines management teams, to facilitate good antimicrobial stewardship in primary care (ASPIC), is being taken forward by the Public Education sub-Group and professional societies. After advice from ARHAI, in 2009 the General Medical Council requested that all postgraduate deans and Royal Colleges ensure infection prevention and control and antimicrobial prescribing become standard practice implemented in all clinical settings, and that they are emphasized strongly in undergraduate and postgraduate medical training. ARHAI has also taken a keen interest in reviewing, advising and leading on a number of European Union initiatives dealing with professional education. PMID:22855873

Both systems are under pressure to adopt the general organizational reform of privatization. The debate over privatization in public education is contentious, but in public health, the shift of functions from the public to the private sector has been accepted with limited deliberation. We assess the benefits and concerns of privatization and suggest that shifting public health functions to the private sector raises questions about the values and mission of public health.     Objective: To provide an overview of the limited amount of peer-reviewed literature on athletic training education that has been published in athletic training journals. Publications that related specifically to the development of evaluation tools or specific addenda to the required athletic training curriculum were not included. Background: As education reform continues to unfold in athletic training, it is important for all certified athletic trainers to understand the research that undergirds the educational practices in athletic training. Many of the profession's educational practices have been taken from standards and methods developed by the discipline of education, with very little validation for applicability to the discipline of athletic training. A very limited number of comprehensive scientific investigations of the educational standards and practices in athletic training education have been carried out; however, for more research to be conducted, it is essential that the currently available research be reviewed. Description: The summaries of athletic training educational research in this article include the topics of learning styles, facilitation of learning and professional development, instructional methods, clinical instruction and supervision, predictors of success on the National Athletic Trainers' Association Board of Certification certification examination, program administration, and continuing education. The amount of research in athletic training education is limited when compared with the amount and quality of educational research available in other professions, such as medicine, nursing, dentistry, physical therapy, and occupational therapy. In this article, I attempt to describe the existing literature and identify what is needed to expand the breadth and depth of research in athletic training education.   12. Preventing HIV infection: educating the general public.

    This essay discusses the rationale for targeting HIV prevention programs to the general public, as opposed to focusing strictly on high-risk populations. The author first considers varying definitions of the term "general public," then explains the goal of general public education programs. Additionally, the author lays down the theoretical foundations of general audience education programs and weights related research findings. Finally, he offers recommendations for future practice. Noting the complex socioecological elements involved in health behavior, the author argues in favor of a broad definition for the general public. This broad outlook allows programs to still target high-risk population while not bypassing low-risk persons, who are sometimes treated as irrelevant because they do not contribute to excess morbidity or mortality. When it comes to HIV educational programs for the general public, their goals should be to instruct the public on how the virus is transmitted, to allay unfounded fears, and to increase the level of support for AIDS prevention and control. Such a program would require a theoretical basis drawn from multiple sources: health education, health communication, clinical and social psychology, and social marketing. The author concludes by proving recommendations designed to reinforce existing programs: 1) strengthen efforts to ensure that all people are educated about HIV and to encourage people to treat AIDS patients with compassion; 2) continue to explore for the most effective communication channels; 3) strengthen the communication infrastructure for those who are disenfranchised from health education; and 4) strengthen evaluation efforts of health communication programs.     The threat of a nuclear war creates a chronic erosion of moral and intellectual integrity and places the future of humanity in the hands of a few hundred people. The nuclear elite probably requires a degree of psychological numbing and desensitization in order to separate themselves emotionally from decisions that might require exercise of their power. They may also lose the ability to question basic assumptions and may identify themselves with the rightness of their policies and the need to use nuclear technology to preserve those policies. To reform the nuclear-industrial complex, the American public must become educated to give the prevention of nuclear war a higher priority than the economy. Fears and anxieties may underlie apparent apathy, taking the form of denial and a focus on immediate problems. A campaign by knowledgeable people to educate the public should stress the empirical data necessary for objectivity and should use a multidisciplinary approach in the same way that recent death education programs have broken the taboos about discussing the Nazi holocaust. An outline of a nuclear-education program suggests a number of social and economic benefits. 13 references. (DCK)

  17. Space Nuclear Power Public and Stakeholder Risk Communication

    The 1986 Challenger accident coupled with the Chernobyl nuclear reactor accident increased public concern about the safety of spacecraft using nuclear technology. While three nuclear powered spacecraft had been launched before 1986 with little public interest, future nuclear powered missions would see significantly more public concern and require NASA to increase its efforts to communicate mission risks to the public. In 1987 a separate risk communication area within the Launch Approval Planning Group of the Jet Propulsion Laboratory was created to address public concern about the health, environmental, and safety risks of NASA missions. The lessons learned from the risk communication strategies developed for the nuclear powered Galileo, Ulysses, and Cassini missions are reviewed in this paper and recommendations are given as to how these lessons can be applied to future NASA missions that may use nuclear power systems and other potentially controversial NASA missions.

    Radiological and nuclear incidents are low probability but very high risk events. Measures can be, and have been, implemented to limit or prevent the impact on the public. Preparedness, however, remains the key to minimizing morbidity and mortality. Incidents may be related to hospital-based mis-administration of radiation in interventional radiology or nuclear medicine, industrial or nuclear power plant accidents. Safety and security measures are in place to prevent or mitigate such events. Despite efforts to prevent them, terrorist-perpetrated incidents with, for example, a radiological dispersal device (RDD) are also possible. Due to a misunderstanding of, or lack of, formal education regarding things in this realm, there can be considerable anxiety, even fear, about radiation-related incidents. Multiple studies evaluating healthcare provider willingness to report to work rank radiation as the hazard that will keep the largest number of workers at home. Even incidents that do not constitute a disaster can spiral out of control quite rapidly, placing considerable demands on community resources. Our communities will face these threats in the future and it is the responsibility of physicians and allied healthcare personnel to be trained and ready to care for those affected. The scope of resources needed to prepare for and respond to such incidents is indeed vast. It encompasses the coordinated effort of first responders and physicians, the preparedness of national agencies involved in responding to such events, and individual community cooperation and solidarity. This article reviews the approach to the short- and long-term effects of a radiological or nuclear incident on an affected population, with a specific focus on the medical and public health issues. It also summarizes the strengths and weaknesses of our current ability to respond effectively and makes recommendations to improve these capabilities. PMID:25348384

    As reflected in the nursing literature, nurses have only recently begun discussing professional responsibilities for avoidance of nuclear war. The literature of the 1950s and 1960s focused on issues of civil defense. The 1970s were mostly silent, but with the onset of the 1980s a few articles identified the need for the nursing profession to recognize the importance of nuclear war prevention. The responsibility of nursing education for including content about nuclear issues has not been discussed in the professional literature. The author surveyed baccalaureate programs of nursing education to determine whether this lack of discussion was reflected in nursing curricula. Responses indicated that the literature does not adequately reflect the level of activity and interest occurring within nursing education about nuclear issues. Nevertheless, because there is so little discussion in the professional literature, an implicit message is sent that nuclear issues are not of importance and that nurses should not openly address them.24 references.

    The American Association of Variable Star Observers (AAVSO) published a comprehensive variable star curriculum, "Hands-On Astrophysics, Variable Stars in Science, Math, and Computer Education" in 1997. The curriculum, funded by the National Science Foundation, was developed for a comprehensive audience -- amateur astronomers, classroom educators, science fair projects, astronomy clubs, family learning, and anyone interested in learning about variable stars. Some of the activities from the Hands-On Astrophysics curriculum have been incorporated into the educational materials for the Chandra X-Ray Observatory's Educational and Public Outreach (EPO) Office. On two occasions, in 2000 and 2001, triggered by alerts from amateur astronomers, Chandra observed the outburst of the dwarf nova SS Cygni. The cooperation of amateur variable star astronomers and Chandra X-Ray scientists provided proof that the collaboration of amateur and professional astronomers is a powerful tool to study cosmic phenomena. Once again, the Chandra and AAVSO have teamed up -- this time to promote variable star education. The Hands-On Astrophysics curriculum is being re-designed and updated from the original materials to a web-based format. The new version, re-named Variable Star Astronomy, will provide formal and informal educators, and especially amateur astronomers, educational materials to help promote interest in and knowledge of variable stars.

    NASA's Dawn mission, the 9th Discovery mission, is the first to orbit two solar system bodies: Vesta (Oct 2011-Apr 2012), then Ceres (Feb-Jul 2015), the most massive Main Belt asteroids. The Education and Public Outreach (EPO) goals are to inspire the next generation of explorers; motivate students to pursue careers in science, technology, engineering and mathematics (STEM); to enhance the quality of STEM education at the K-13 level and engage the public in exploration and discovery. Dawn's website (dawn.jpl.nasa.gov) is central to the dissemination of products and activities. The Dawn E-Newsletter, with 2,301 subscribers, is produced on a quarterly basis. Leonard Nimoy narrated the mission video available on Google videos. Dawn Young Engineers build a paper model of the Dawn spacecraft and submit photos with their constructions. 366,050 names were collected to send to the asteroids. Speaker's kits for the Solar System Ambassadors are online and a poster can be printed via web at a local Office Max. Educational materials about dwarf planets, history and discovery of asteroids, ion propulsion and finding meteorites have been developed. In addition, numerous activities including an interactive activity on ion propulsion, identifying craters (ClickWorkers) and observing asteroids (Telescopes in Education and Amateur Observers' Program) appeal to formal and informal educational audiences. Educators from over 20 states convened in Florida for a workshop in June with the opportunity to meet mission scientists, learn about the modules and activities, observe Vesta through a telescope and tour KSFC. Plans for the coming years include developing modules on instrumentation, theories of the origin of the solar system and data analysis. A planetarium show, museum displays, a video field trip to the asteroid belt and additional educator workshops are planned. This work is funded by NASA's Discovery Program.

    This report focuses on public meetings as a vehicle for public participation in nuclear waste management. The nature of public meetings is reviewed and the functions served by meetings highlighted. The range of participants and their concerns are addressed, including a review of the participants from past nuclear waste management meetings. A sound understanding of the expected participants allows DOE to tailor elements of the meeting, such as notification, format, and agenda to accommodate the attendees. Finally, the report discusses the organization of public meetings on nuclear waste management in order to enhance the DOE's functions for such meetings. Possible structures are suggested for a variety of elements that are relevant prior to, during and after the public meeting. These suggestions are intended to supplement the DOE Public Participation Manual.

    In July 2002, the U.S. Congress approved Yucca Mountain in Nevada as the nation's first long-term geologic repository site for spent nuclear fuel and high-level radioactive waste. This major milestone for the country's high-level radioactive waste disposal program comes after more than twenty years of scientific study and intense public interaction and outreach. This paper describes public interaction and outreach challenges faced by the U.S. Department of Energy's (DOE) Yucca Mountain Project in the past and what additional communication strategies may be instituted following the July 2002 approval by the U.S. Congress to develop the site as the nation's first long-term geologic repository for spent nuclear fuel and high-level radioactive waste. The DOE public involvement activities were driven by two federal regulations--the National Environmental Policy Act (NEPA) and the Nuclear Waste Policy Act (NWPA) of 1982, as amended. The NEPA required that DOE hold public hearings at key points in the development of an Environmental Impact Statement (EIS) and the NWPA required the agency to conduct public hearings in the vicinity of the site prior to making a recommendation regarding the site's suitability. The NWPA also provided a roadmap for how DOE would interact with affected units of government, which include the state of Nevada and the counties surrounding the site. Because the Department anticipated and later received much public interest in this high-profile project, the agency decided to go beyond regulatory-required public involvement activities and created a broad-based program that implemented far-reaching public interaction and outreach tactics. Over the last two decades, DOE informed, educated, and engaged a myriad of interested local, national, and international parties using various traditional and innovative approaches.     Ensuring the availability of high-quality, affordable child care to all families who need it is a goal of national importance. The authors suggest that a comprehensive financing and service delivery system for child care is needed to achieve this goal, and the system should ideally be grounded in an existing institution, already present in every community--the public school. The linkage of child care with the public education system would eliminate the false distinction between child care and education, and would create a universally accessible system of child care services for children. The School of the 21st Century is an example of such a system. Initially conceptualized by Zigler, it has now been implemented in 400 schools across 13 states, with the leadership and direction of Finn-Stevenson. This article describes how school districts that have implemented the program employ a mixture of parent fees and local, state, federal, and private dollars to fund it, and then proposes an ideal financing model for the program. In the ideal model, the same mix of funding sources would be retained, but a per-pupil expenditure of about $9,000 per year is advocated to deliver child care and other social services to three- and four-year-olds. Funds for initial start-up could be derived from reallocation of existing dollars, especially state prekindergarten programs, but eventually new funds would be needed to support ongoing operations.
