    This document outlines the strategy by which the Office of Space Science, in collaboration with the Office of Advanced Concepts and Technology and the Office of Space Communications, will meet the challenge of the national technology thrust. The document: highlights the legislative framework within which OSS must operate; evaluates the relationship between OSS and its principal stakeholders; outlines a vision of a successful OSS integrated technology strategy; establishes four goals in support of this vision; provides an assessment of how OSS is currently positioned to respond to the goals; formulates strategic objectives to meet the goals; introduces policies for implementing the strategy; and identifies metrics for measuring success. The OSS Integrated Technology Strategy establishes the framework through which OSS will satisfy stakeholder expectations by teaming with partners in NASA and industry to develop the critical technologies required to: enhance space exploration, expand our knowledge of the universe, and ensure continued national scientific, technical and economic leadership.

    The US Department of Energy's Office of Industrial Technologies (OIT) conducts R D activities which focus on the objectives of improving energy efficiency and providing for fuel flexibility within US industry in the area of industrial energy conservation. The Office also conducts programs to reduce waste generation, increase recycling efforts, and improve the use of wastes as process feedstocks. An active program of technology transfer and education supports these activities and encourages adoption of new technologies. To accomplish these objectives OIT cooperates with the private sector to identify its technological needs and to share R D efforts. R D is conducted to the point that a new technology is shown to work and that it can be transferred to the private sector end-users. This bibliography contains information on all scientific and technical reports sponsored by the DOE Industrial Energy Conservation Program during the years 1988--1990.

    The U.S. Department of Energy (DOE) Office of Industrial Technology`s (OIT`s) Technology Benefits Recording System (TBRS) was developed by Pacific Northwest Laboratory (PNL). The TBRS is used to organize and maintain records of the benefits accrued from the use of technologies developed with the assistance of OIT. OIT has had a sustained emphasis on technology deployment. While individual program managers have specific technology deployment goals for each of their ongoing programs, the Office has also established a separate Technology Deployment Division whose mission is to assist program managers and research and development partners commercialize technologies. As part of this effort, the Technology Deployment Division developed an energy-tracking task which has been performed by PNL since 1977. The goal of the energy-tracking task is to accurately assess the energy savings impact of OIT-developed technologies. In previous years, information on OIT-sponsored technologies existed in a variety of forms--first as a hardcopy, then electronically in several spreadsheet formats that existed in multiple software programs. The TBRS was created in 1993 for OIT and was based on information collected in all previous years from numerous industrial contacts, vendors, and plants that have installed OIT-sponsored technologies. The TBRS contains information on technologies commercialized between 1977 and the present, as well as information on emerging technologies in the late development/early commercialization stage of the technology life cycle. For each technology, details on the number of units sold and the energy saved are available on a year-by-year basis. Information regarding environmental benefits, productivity and competitiveness benefits, or impact that the technology may have had on employment is also available.

    Working in partnership with industry, the US Department of Energy`s (DOE`s) Office of Industrial Technologies (OIT) is helping reduce industrial energy use, emissions, and waste while boosting productivity. Operating within the Office of Energy Efficiency and Renewable Energy (EE), OIT conducts research, development, demonstration, and technology transfer efforts that are producing substantial, measurable benefits to industry. This document summarizes some of the impacts of OIT`s programs through 1997. OIT tracks energy savings as well as other benefits associated with the successfully commercialized technologies resulting from OIT-supported research partnerships. Specifically, a chart shows current and cumulative energy savings as well as cumulative reductions of various air pollutants including particulates, volatile organic compounds (VOCs), nitrogen oxides (NO{sub x}), sulfur oxides (SO{sub x}), and the greenhouse gas, carbon dioxide (CO{sub 2}). The bulk of the document consists of four appendices. Appendix 1 describes the technologies currently available commercially, along with their applications and benefits; Appendix 2 describes the OIT-supported emerging technologies that are likely to be commercialized within the next year or two; Appendix 3 describes OIT-sponsored technologies used in commercial applications in the past that are no longer tracked; and Appendix 4 describes the methodology used to assess and track OIT-supported technologies.

    The total problem concept of technology assessment, involving a comprehensive information management activity with an objective orientation to the assessment function is discussed. A brief overview of the technology assessment function and some past experiences are given. Fragmentation of assessment systems, optimum social subsystem for examination in particular assessments, and adequacy of assessments are studied. The magnitude of the technology assessment function and the level of support required for the effective performance of this function are also discussed.     High-level objective of this project is to develop nanoparticle based additive technology to improve friction and wear characteristics of engine oil with a long-term focus to enhance durability and efficiency of engines. The project encompasses a detailed investigation of various chemicals that favors stable boundary film formation and therefore reduce friction and wear of engine components. These active chemicals designed as nanomaterials will be surface-stabilized to gain maximum dispersion stability in a lubricant media. This effort shall be focused with the following objectives in mind: develop active nanoparticle composite, optimize process design, detailed tribological testing and surface characterization, physical and chemical characterization of nanomaterials, and limited component level testing to document friction and wear improvements. Additional motivation is to minimize sulfur/phosphorous contents and lower ash forming components in additives and therefore improve aftertreatment functioning and emission. This effort shall be focused, over a two year funding period: Phase-I will be primarily a feasibility study, which includes selection of components for active nanoparticles, design and formulation, and synthesis of the active nanoparticles, optimize process design, physical and chemical characterization of nanomaterials, tribological testing and document friction and wear improvements. As a continuous effort of the Phase-I, Phase-II will focus on the optimization of the identified nanoparticle-based additives specifically for DOE strategic goal - minimizing S and P contents in additives and lowering ash-forming components. Additional efforts will also be invested in extended component level tribo-testing, manufacturing process scale-up, cost evaluation, and commercial viability assessment.     There exists a continuing need to disseminate technical information and facilities capabilities from NASA field centers in an effort to promote the successful transfer of technologies developed with public funds to the private sector. As technology transfer is a stated NASA mission, there exists a critical need for NASA centers to document technology capabilities and disseminate this information on as wide a basis as possible. Certainly local and regional dissemination is critical, but global dissemination of scientific and engineering facilities and capabilities gives NASA centers the ability to contribute to technology transfer on a much broader scale. Additionally, information should be disseminated in a complete and rapidly available form. To accomplish this information dissemination, the unique capabilities of the Internet are being exploited. The Internet allows widescale information distribution in a rapid fashion to aid in the accomplishment of technology transfer goals established by the NASA/MSFC Technology Transfer Office. Rapid information retrieval coupled with appropriate electronic feedback, allows the scientific and technical capabilities of Marshall Space Flight Center, often unique in the world, to be explored by a large number of potential benefactors of NASA (or NASA-derived) technologies. Electronic feedback, coupled with personal contact with the MSFC Technology Transfer Office personnel, allows rapid responses to technical requests from industry and academic personnel as well as private citizens. The remainder of this report gives a brief overview of the Mosaic software and a discussion of technology transfer office and laboratory facilities data that have been made available on the Internet to promote technology transfer.

New technologies to address these problem areas are demonstrated to the point that they are proven to work and that they can be transferred to the private sector end-users. Since 1991, OTD has led aggressive technology development efforts designed to accelerate the process of developing, demonstrating, and implementing innovative new technologies that will meet DOE`s national cleanup needs. OTD instituted integrated demonstrations (IDs) and integrated programs (IPs) to take a national rather than a site-specific view of DOE cleanup problems. Deploying innovative or more efficient technologies could save billions of dollars for Hanford alone. In addition to cost savings, many of these new technologies offer the opportunity for regional diversification and establishment of new services to support Hanford as well as other market areas. These benefits will yield a second-generation economy that can thrive in the absence of Hanford and thus reduce the national investment in economic transition for the region over the long term.

    The Office of Waste Processing identifies and reduces engineering and technical risks and uncertainties of the waste processing programs and projects of the Department of Energy's Environmental Management (EM) mission through the timely development of solutions to technical issues. The risks, and actions taken to mitigate those risks, are determined through technology readiness assessments, program reviews, technology information exchanges, external technical reviews, technical assistance, and targeted technology development and deployment. The Office of Waste Processing works with other DOE Headquarters offices and project and field organizations to proactively evaluate technical needs, identify multi-site solutions, and improve the technology and engineering associated with project and contract management. Participants in this program are empowered with the authority, resources, and training to implement their defined priorities, roles, and responsibilities. The Office of Waste Processing Multi-Year Program Plan (MYPP) supports the goals and objectives of the U.S. Department of Energy (DOE) - Office of Environmental Management Engineering and Technology Roadmap by providing direction for technology enhancement, development, and demonstration that will lead to a reduction of technical risks and uncertainties in EM waste processing activities.     The authors successfully deployed thermal simulation technology to a field office to enable the staff responsible for operating steamfloods to conduct on-site studies of their projects. The success was attributed to a number of factors, including (1) placement of a simulation expert in the field office, (2) formation of a thermal modeling focus group, (3) introduction of simulation software on PC`s, (4) increased speed and memory of desktop PC`s, and (5) designation of reservoir heat management as a key job responsibility for thermal engineers. Field engineers now routinely use this technology to evaluate investment decisions and development alternatives, manage steamflood reservoirs, and optimize project operations. Field engineers have carried out many simulation studies by use of the desktop technology. Examples include (1) optimizing slim-hole injector-injector spacing and injector-horizontal producer spacing in a dipping reservoir, (2) fine-tuning water and steam injection periods in a field wide application of the water-alternating-steam process, and (3) evaluating the economic potential of heavy oil, trough reservoirs.   13. Applications of Technology in Neuropsychological Assessment

    Most neuropsychological assessments include at least one measure that is administered, scored, or interpreted by computers or other technologies. Despite supportive findings for these technology-based assessments, there is resistance in the field of neuropsychology to adopt additional measures that incorporate technology components. This literature review addresses the research findings of technology-based neuropsychological assessments, including computer-, and virtual reality-based measures of cognitive and functional abilities. We evaluate the strengths and limitations of each approach, and examine the utility of technology-based assessments to obtain supplemental cognitive and behavioral information that may be otherwise undetected by traditional paper and pencil measures. We argue that the potential of technology use in neuropsychological assessment has not yet been realized, and continued adoption of new technologies could result in more comprehensive assessment of cognitive dysfunction and in turn, better informed diagnosis and treatments.     This project developed an inventory of the Office of Building Technologies (OBT) from a survey administered in 1988 to program managers and principal investigators from OBT. Information provided on these surveys was evaluated to identify equipment and practices that are near-term opportunities for technology commercialization and to determine whether they needed some form of assistance from OBT to be successful in the marketplace. The near-term commercial potential of OBT technologies was assessed by using a technology selection screening methodology. The screening first identified those technologies that were ready to be commercialized in the next two years. The second screen identified the technologies that had a simple payback period of less than five years, and the third identified those that met a current need in the marketplace. Twenty-six OBT technologies met all the criteria. These commercially promising technologies were further screened to determine which would succeed on their own and which would require further commercialization support. Additional commercialization support was recommended for OBT technologies where serious barriers to adoption existed or where no private sector interest in a technology could be identified. Twenty-three technologies were identified as requiring commercialization support from OBT. These are categorized by each division within OBT and are shown in Table S.1. The methodology used could easily be adapted to screen other DOE-developed technologies to determine commercialization potential and to allocate resources accordingly.     The Rapid Office Strain Assessment (ROSA) was designed to quickly quantify risks associated with computer work and to establish an action level for change based on reports of worker discomfort. Computer use risk factors were identified in previous research and standards on office design for the chair, monitor, telephone, keyboard and mouse. The risk factors were diagrammed and coded as increasing scores from 1 to 3. ROSA final scores ranged in magnitude from 1 to 10, with each successive score representing an increased presence of risk factors. Total body discomfort and ROSA final scores for 72 office workstations were significantly correlated (R = 0.384). ROSA final scores exhibited high inter- and intra-observer reliability (ICCs of 0.88 and 0.91, respectively). Mean discomfort increased with increasing ROSA scores, with a significant difference occurring between scores of 3 and 5 (out of 10). A ROSA final score of 5 might therefore be useful as an action level indicating when immediate change is necessary. ROSA proved to be an effective and reliable method for identifying computer use risk factors related to discomfort. PMID:21529772

    The known processes for producing RDX were assessed with the goal of identifying the process that would generate the least waste and pollution. It was concluded that the Bachman process employed at Holston AAP is the most economical process for producing RDX and that it probably produces less waste than any other process. It was generally agreed that the entire Holston operation is a very clean one that complies with all federal and state emission standards. In addition, a number of opportunities in which Holston could reduce their wastes were identified. Preliminary assessments of waste and pollution profiles for alternate materials, with emphasis on dual-use materials, were performed.

  1. Assessing the correctional orientation of corrections officers in South Korea.

    The correctional goal in South Korea has recently changed from the straightforward punishment of inmates to rehabilitation. Currently, emphases are being placed on education, counseling, and other treatment programs. These changes have consequently begun to also change the corrections officers' roles from a purely custodial role to a human service role, in which officers are expected to manage rehabilitation and treatment programs. Despite these changes, few studies have examined the attitudes of corrections officers toward rehabilitation programming. This is an important dimension to examine in rehabilitation programming, as corrections officers play a major role in the delivery of institutional programs. This study examines the attitudes of South Korean corrections officers toward rehabilitation programs. Approximately 430 corrections officers were sampled. Results show that correctional attitudes are largely influenced by not only officers' own motivations for joining corrections but also by institutional factors such as job stress.     Army environmental planning and compliance activities continue to grow in magnitude and complexity, straining the resources of installation environmental offices. New efficiencies must be found to meet the increasing demands of planning and compliance imperatives. This study examined how office automation/information technology (OA/IT) may boost productivity in U.S. Army Training and Doctrine Command (TRADOC) installation environmental offices between now and the year 2000. A survey of four TRADOC installation environmental offices revealed that the workload often exceeds the capacity of staff. Computer literacy among personnel varies widely, limiting the benefits available from OA/IT now in use. Since environmental personnel are primarily gatherers and processors of information, better implementation of OA/IT could substantially improve work quality and productivity. Advanced technologies expected to reach the consumer market during the 1990s will dramatically increase the potential productivity of environmental office personnel. Multitasking operating environments will allow simultaneous automation of communications, document processing, and engineering software. Increased processor power and parallel processing techniques will spur simplification of the user interface and greater software capabilities in general. The authors conclude that full implementation of this report's OA/IT recommendations could double TRADOC environmental office productivity by the year 2000.

Four sets of activities involved in technology assessment are considered: (1) Technology forecasting is necessary to warn of future dangers and opportunities, for effective timing, and to identify tradeoffs and alternatives. But forecasting is also chancy at best. (2) Social indicators need to be developed for the characterization of social status and measurement of social progress, as well as a better understanding of social needs. (3) With respect to technology assessment, the conflict between profitable directions of innovations and socially desirable directions is described, and a systematic way is needed to determine in advance what is technologically feasible to meet social needs.     The Office of Pipeline Safety (OPS) of the Research and Special Programs Administration (RSPA), US Department of Transportation, is developing and implementing a process of Risk Assessment Prioritization (RAP). The objective of RAP is to use pipeline safety resources to yield the greatest improvement to pipeline safety and protection of the environment without unduly burdening industry, government, or the public. The RAP process involves extensive participation by stakeholders outside of OPS who have interests in pipeline safety and environmental protection. The process will be used to calculate a numeric value as the basis for prioritization of pipeline safety activity, whether by rulemaking or other alternatives, such as compliance emphasis, education, research, information dissemination, and interactive external relations. The RAP process will identify pipeline safety issues and their multiple solutions. A panel of experts will rate each solution for its effect on the probability and consequence of accident occurrence, and the cost to implement the solution. Using the ratings, OPS will calculate a risk reduction value for each solution. Resources will be assigned to implementing the solutions having the highest risk reduction values. OPS management will establish an action plan aimed at implementing solutions having the highest risk reduction value, while continuing action on those solutions mandated by law.

  4. Probation Officer Role Emphases and Use of Risk Assessment Information before and after Training.

    This research examined how probation officers use risk information about offenders, and how its use is affected by what aspects of their role they emphasize. Officers (N = 152) were invited to complete surveys before and after a risk assessment tool training (46.0-65.8% participation rate). Surveys assessed estimates of reoffense and officers' likely supervision approach given a probationer's risk level. Officers tended to overestimate the likelihood of medium- and high-risk offenders to reoffend. As risk level rose, officers tended to increase the number of meetings and referrals. Officers' role emphases were related to how they perceived low-risk offenders' likelihood to reoffend, but not for offenders at other risk levels. There was relative consistency in officers' role emphases, supervision decisions, and responses to violations, so that differences in practice did not appear to be systematic. Under this contract, BNF has provided management support services for OUT R&D activities for the following Program offices: (1) Office of Energy Management; (2) Office of Solar Energy Conversion; (3) Office of Renewable Energy Conversion; and (4) Deputy Assistant Secretary. During the period between 4/17/91 and 9/17/93, BNF furnished the necessary personnel, equipment, materials, facilities and travel required to provide management support services for each of the above Program Offices. From 9/18/93 to 12/17/93, BNF has been involved in closeout activities, including final product deliverables. Moving grates and fluidized bed direct combustion cost data are calculated. The ''waterwall incineration'' is found to be the most economical. Gasification, of air and oxygen type, and pyrolysis, are calculated. Anaerobic digestion uses plug flow and single tank complete mix digesters. The plug flow cost data is derived. Fermentation of starch crops, cheese whey, and cellulose is studied, and cost data determined.

    Technology assessment (TA) is a tool recently employed by Congress to enhance its analytical capabilities and reduce uncertainty in decision making that involves science and technology. The goal of this research was to increase understanding of the functions that TA serves in producing knowledge for action in policy making and the ways in which that knowledge is used in the public and private sectors. Four categories of use of TA - conceptual, strategic, instrumental, and knowledge driven - were investigated. Five components of TA - analysis of evidence, dynamic analysis, impact assessment, trend analysis, and synthesis - are discussed. Six TAs commissioned by Congress served as case studies to determine whether certain components of TA contribute more to certain types of use. These relationships were examined for Congress, the executive branch, special-interest groups, and industry. Interviews were conducted with project directors and users to determine patterns of use. Conceptual use, which accounts for over half of the reported use of TA, plays an important role in reducing uncertainty in decision making. Strategic use, found a third of the time, is used by the policy maker to buttress power and exert influence. Instrumental use, occurring in 13% of the instances, is reported most frequently by Congressional staff. Knowledge-driven use occurs rarely, leading to the conclusion that other factors lead an organization to seek additional information.

    This article evaluates the life cycle assessment (LCA) of three biogas upgrading technologies. An in-depth study and evaluation was conducted on high pressure water scrubbing (HPWS), as well as alkaline with regeneration (AwR) and bottom ash upgrading (BABIU), which additionally offer carbon storage. AwR and BABIU are two novel technologies that utilize waste from municipal solid waste incinerators - namely bottom ash (BA) and air pollution control residues (APC) - and are able to store CO(2) from biogas through accelerated carbonation processes. These are compared to high pressure water scrubbing (HPWS) which is a widely used technology in Europe. The AwR uses an alkaline solution to remove the CO(2) and then the solution - rich in carbonate and bicarbonate ions - is regenerated through carbonation of APC. The BABIU process directly exposes the gas to the BA to remove and immediately store the CO(2), again by carbonation. It was determined that the AwR process had an 84% higher impact in all LCA categories largely due to the energy intensive production of the alkaline reactants. The BABIU process had the lowest impact in most categories even when compared to five other CO(2) capture technologies on the market. AwR and BABIU have a particularly low impact in the global warming potential category as a result of the immediate storage of the CO(2). For AwR, it was determined that using NaOH instead of KOH improves its environmental performance by 34%. For the BABIU process the use of renewable energies would improve its impact since accounts for 55% of the impact. PMID:22230660

Technology Assessment #8 (TA8) was Science Instruments, Observatories and Sensor Systems (SIOSS). SIOSS assessed the needs for optical technology ranging from detectors to lasers, x-ray mirrors to microwave antenna, in-situ spectrographs for on-surface planetary sample characterization to large space telescopes. This needs assessment looked across the entirety of NASA and not just the Science Mission Directorate. This paper summarizes the SIOSS findings and recommendations.

    The development of new system capabilities typically depends upon the prior success of advanced technology research and development efforts. These systems developments inevitably face the three major challenges of any project: performance, schedule and budget. Done well, advanced technology programs can substantially reduce the uncertainty in all three of these dimensions of project management. Done poorly, or not at all, and new system developments suffer from cost overruns, schedule delays and the steady erosion of initial performance objectives. It is often critical for senior management to be able to determine which of these two paths is more likely—and to respond accordingly. In the mid 1970s, the National Aeronautics and Space Administration (NASA) introduced the concept of "technology readiness levels" (TRLs) as a discipline-independent, programmatic figure of merit (FOM) to allow more effective assessment of, and communication regarding the maturity of new technologies. In 1995, the TRL scale was further strengthened by the articulation of the first definitions of each level, along with examples (J. Mankins, Technology readiness levels, A White Paper, NASA, Washington, DC, 1995. [1]). Since then, TRLs have been embraced by the U.S. Congress' General Accountability Office (GAO), adopted by the U.S. Department of Defense (DOD), and are being considered for use by numerous other organizations. Overall, the TRLs have proved to be highly effective in communicating the status of new technologies among sometimes diverse organizations. This paper will review the concept of "technology readiness assessments", and provide a retrospective on the history of "TRLs" during the past 30 years.     This document has been prepared by the Department of Energy`s (DOE) Environmental Management (EM) Office of Technology Development (OTD) in order to highlight research, development, demonstration, testing, and evaluation (RDDT&E) activities funded through the Idaho Operations Office. Technologies and processes described have the potential to enhance DOE`s cleanup and waste management efforts, as well as improve US industry`s competitiveness in global environmental markets. OTD programs are designed to make new, innovative, and more cost-effective technologies available for transfer to DOE environmental restoration and waste management end-users. Projects are demonstrated, tested, and evaluated to produce solutions to current problems. Transition of technologies into more advanced stages of development is based upon technological, regulatory, economic, and institutional criteria. New technologies are made available for use in eliminating radioactive, hazardous, and other wastes in compliance with regulatory mandates. The primary goal is to protect human health and prevent further contamination. OTD`s technology development programs address three major problem areas: (1) groundwater and soils cleanup; (2) waste retrieval and processing; and (3) pollution prevention. These problems are not unique to DOE, but are associated with other Federal agency and industry sites as well. Thus, technical solutions developed within OTD programs will benefit DOE, and should have direct applications in outside markets.

  13. Probation officers' perceptions of youths' risk of reoffending and use of risk assessment in case management.

    Juvenile probation officers (JPOs) are required to make numerous decisions about the case management of young offenders on a daily basis. This multi-site study examined JPOs' (N=64) perceptions of the typical youth's risk of reoffending before implementation of a risk/needs assessment (RNA) tool, and their self-reported, case management decision-making after implementation of an RNA tool. Results indicated that JPOs tended to overestimate the likely base rates of reoffending while RNA tool estimates were more accurate. Further, most JPOs appeared to be making service referral and placement decisions commensurate with youths' risk levels, regardless of whether they claimed to use the RNA tool in their decisions. Variability in application of risk to case management practices was more a function of the probation office than of the specific JPO. Implications for use of risk assessment in juvenile probation are discussed. PMID:22740174

    The Ultra-Efficient Engine Technology (UEET) Office at NASA Glenn Research Center is a part of the Aeronautics Directorate. Its vision is to develop and hand off revolutionary turbine engine propulsion technologies that will enable future generation vehicles over a wide range of flight speeds. There are seven different technology area projects of UEET. During my tenure at NASA Glenn Research Center, my assignment was to assist three different areas of UEET, simultaneously. I worked with Kathy Zona in Education Outreach, Lynn Boukalik in Knowledge Management, and Denise Busch with Financial Management. All of my tasks were related to the business side of UEET. As an intern with Education Outreach I created a word search to partner with an exhibit of a Turbine Engine developed out of the UEET office. This exhibit is a portable model that is presented to students of varying ages. The word search complies with National Standards for Education which are part of every science, engineering, and technology teachers curriculum. I also updated a Conference Planning/Workshop Excel Spreadsheet for the UEET Office. I collected and inputted facility overviews from various venues, both on and off site to determine where to hold upcoming conferences. I then documented which facilities were compliant with the Federal Emergency Management Agency's (FEMA) Hotel and Motel Fire Safety Act of 1990. The second area in which I worked was Knowledge Management. a large knowledge management system online which has extensive documentation that continually needs reviewing, updating, and archiving. Knowledge management is the ability to bring individual or team knowledge to an organizational level so that the information can be stored, shared, reviewed, archived. Livelink and a secure server are the Knowledge Management systems that UEET utilizes, Through these systems, I was able to obtain the documents needed for archiving.     The NASA Dust Management Project (DMP) was established to provide technologies (to TRL 6 development level) required to address adverse effects of lunar dust to humans and to exploration systems and equipment, which will reduce life cycle cost and risk, and will increase the probability of sustainable and successful lunar missions. The technology portfolio of DMP consisted of different categories of technologies whose final product is either a technology solution in itself, or one that contributes toward a dust mitigation strategy for a particular application. A Decision Gate Process (DGP) was developed to assess and validate the achievement and priority of the dust mitigation technologies as the technologies progress through the development cycle. The DGP was part of continuous technology assessment and was a critical element of DMP risk management. At the core of the process were technology-specific criteria developed to measure the success of each DMP technology in attaining the technology readiness levels assigned to each decision gate. The DGP accounts for both categories of technologies and qualifies the technology progression from technology development tasks to application areas. The process provided opportunities to validate performance, as well as to identify non-performance in time to adjust resources and direction. This paper describes the overall philosophy of the DGP and the methodology for implementation for DMP, and describes the method for defining the technology evaluation criteria. The process is illustrated by example of an application to a specific DMP technology.

    The DOE Office of Science, Basic Energy Sciences, supports a number of basic research projects in materials, chemicals, and biosciences at the National Renewable Energy Laboratory (NREL) that impact several renewable energy technologies, including photovoltaics (PV). The goal of the Material Sciences projects is to study the structural, optical, electrical, and defect properties of semiconductors and related materials using state-of-the-art experimental and theoretical techniques. Specific projects involving PV include: ordering in III-V semiconductors, isoelectronic co-doping, doping bottlenecks in semiconductors, solid-state theory, and computational science. The goal of the Chemical Sciences projects is to advance the fundamental understanding of the relevant science involving materials, photochemistry, photoelectrochemistry, nanoscale chemistry, and catalysis that support solar photochemical conversion technologies. Specific projects relating to PV include: dye-sensitized TiO2 solar cells, semiconductor nanostructures, and molecular semiconductors. This presentation will give an overview of some of the major accomplishments of these projects.

    A survey and an evaluation of recent studies of transportation systems done in a technology-assessment framework were undertaken as the basis for a detailed statement of work for a US Department of Energy technology assessment of transportation energy-conservation strategies. Several bibliographies were searched and numerous professionals in the field of technology assessment were contacted regarding current work. Detailed abstracts were prepared for studies judged to be sufficiently broad in coverage of impacts assessed, yet detailed in coverage of all or part of the nation's transportation systems. Some studies were rich in data but not comprehensive in their analytical approach; brief abstracts were prepared for these. An explanation of the criteria used to screen the studies, as well as abstracts of 37 reports, are provided in this compendium of transportation-technology-assessment literature.

The summaries are useful to principal investigators who want to link their work to others doing similar work, to staff in DOE operating programs who are looking for better solutions to current problems, and to private industry which may be interested in teaming with PNL to commercialize the technology. The tasks are organized within Hanford`s overall Work Breakdown Structure (WBS), which is a hierarchical organization of the Hanford mission into subordinate missions. The technology development tasks are all in WBS 3.2. The first subordinate steps under WBS 3.2 are general categories of technology development, such as Soils and Groundwater Cleanup. The next level is the Integrated Program (IP) and Integrated Demonstration (ID) level. An IP is a centrally managed series of projects which explore and develop a particular technology, such as characterization, for application to a wide spectrum of problems. An ID brings multiple technology systems to bear on an actual problem; for example, a carbon tetrachloride plume migrating through the soil is being remediated with biological agents, heating the soil, and destruction of the contamination in vapor removed from the soil. IDs and IPs are identified by an alphanumeric code: GSO2 is the second ID under Groundwater and Soils Cleanup. The final step in the breakout is the Technical Task Plan (TTP). These are individual tasks which support the ID/IP. They are identified by a six-digit number in the format 3211-01. The WBS structure for Technology Development down to the ID/IP level is shown.

    The mission of the Department of Energy's (DOE's) Office of Environmental Management (EM) is to clean up the environmental legacy of nuclear weapons research and production during the Cold War. That mission includes cleaning up nuclear waste, contaminated groundwater and soil, nuclear materials, and contaminated facilities covering two million acres of land in thirty-five states. EM's principal program goals include timely completion of tank waste treatment facilities, reduction of the life-cycle costs and acceleration of the cleanup of the Cold War legacy, and reduction of the EM footprint. The mission of the EM Technology Innovation and Development program is to transform science and innovation into practical solutions to achieve the EM mission. During fiscal year 2010 (October 2009-September 2010), EM focused upon accelerating environmental cleanup by expeditiously filling identified gaps in available knowledge and technology in the EM program areas. This report describes some of the approaches and transformational technologies in tank waste processing, groundwater and soil remediation, nuclear materials disposition, and facility deactivation and decommissioning developed during fiscal year 2010 that will enable EM to meet its most pressing program goals.

  13. Audit Report on "The Office of Science's Management of Information Technology Resources"

    The Department of Energy's Office of Science (Science) and its facility contractors are aggressive users of information technology (IT) to support fundamental research in areas such as energy, environmental remediation and computational sciences. Of its $4 billion Fiscal Year 2008 budget, Science spent about $287 million to manage its IT program. This included cyber security activities, acquisition of hardware and software, and support service costs used to maintain the operating environments necessary to support the missions of the program. Prior Office of Inspector General reports have identified various issues with Science's management of its IT programs and resources. For instance, our report on Facility Contractor Acquisition and Management of Information Technology Hardware (DOE/IG-0768, June 2007) noted that the Science sites reviewed spent more than necessary when acquiring IT hardware. In another example, our review of The Department's Efforts to Implement Common Information Technology Services at Headquarters (DOE/IG-0763, March 2007) disclosed that Science's reluctance to adopt the Department of Energy Common Operating Environment (DOE-COE) at Headquarters contributed to the Department's inability to fully realize potential cost savings through consolidation and economies of scale. In light of the magnitude of the Office of Science IT program and previously identified program weaknesses, we initiated this audit to determine whether Science adequately managed its IT resources. Science had taken a number of actions to improve its cyber security posture and align its program to Federal requirements. Yet, our review disclosed that it had not taken some basic steps to enhance security and reduce costs. In particular, we found that: (1) For their non-scientific computing environments, all seven of the field sites reviewed (two Federal, five contractor) had implemented security configurations that were less stringent than those included in the Federal Desktop

    This paper is an outgrowth of an effort undertaken by the Department of Energy's Office of Energy Research to assess the fundamental research needs to support a national program in carbon management. Five topics were identified as areas where carbon management strategies and technologies might be developed: (1) capture of carbon dioxide, decarbonization strategies, and carbon dioxide disposal and utilization; (2) hydrogen development and fuel cells; (3) enhancement of the natural carbon cycle; (4) biomass production and utilization; and (5) improvement of the efficiency of energy production, conversion, and utilization. Within each of these general areas, experts came together to identify targets of opportunity for fundamental research likely to lead to the development of mid- to long-term solutions for stabilizing or decreasing carbon dioxide and other greenhouse gases in the atmosphere. Basic research to support the options outlined above are far reaching-from understanding natural global processes such as the ocean and terrestrial carbon cycles to development of new materials and concepts for chemical separation. Examples of fundamental research needs are described in this paper.

  2. Measuring Impact of U.S. DOE Geothermal Technologies Office Funding: Considerations for Development of a Geothermal Resource Reporting Metric

    This paper reviews existing methodologies and reporting codes used to describe extracted energy resources such as coal and oil and describes a comparable proposed methodology to describe geothermal resources. The goal is to provide the U.S. Department of Energy's (DOE) Geothermal Technologies Office (GTO) with a consistent and comprehensible means of assessing the impacts of its funding programs. This framework will allow for GTO to assess the effectiveness of research, development, and deployment (RD&D) funding, prioritize funding requests, and demonstrate the value of RD&D programs to the U.S. Congress. Standards and reporting codes used in other countries and energy sectors provide guidance to inform development of a geothermal methodology, but industry feedback and our analysis suggest that the existing models have drawbacks that should be addressed. In order to formulate a comprehensive metric for use by GTO, we analyzed existing resource assessments and reporting methodologies for the geothermal, mining, and oil and gas industries, and we sought input from industry, investors, academia, national labs, and other government agencies. Using this background research as a guide, we describe a methodology for assessing and reporting on GTO funding according to resource knowledge and resource grade (or quality). This methodology would allow GTO to target funding or measure impact by progression of projects or geological potential for development.

    The U.S. Department of Energy (DOE) Vehicle Technologies Office (VTO) has been developing more energy-efficient and environmentally friendly highway transportation technologies that will enable America to use less petroleum. The long-term aim is to develop "leapfrog" technologies that will provide Americans with greater freedom of mobility and energy security, while lowering costs and reducing impacts on the environment. This report reviews the results of the DOE VTO. It gives an assessment of the fuel and light-duty vehicle technologies that are most likely to be established, developed, and eventually commercialized during the next 30 years (up to 2045). Because of the rapid evolution of component technologies, this study is performed every two years to continuously update the results based on the latest state-of-the-art technologies.

  4. FY94 Office of Technology Development Mixed Waste Operations Robotics Demonstration

    The Department of Energy (DOE) Office of Technology Development (OTD) develops technologies to help solve waste management and environmental problems at DOE sites. The OTD includes the Robotics Technology Development Program (RTDP) and the Mixed Waste Integrated Program (MWIP). Together these programs will provide technologies for DOE mixed waste cleanup projects. Mixed waste contains both radioactive and hazardous constituents. DOE sites currently store over 240,000 cubic meters of low level mixed waste and cleanup activities will generate several hundred thousand more cubic meters. Federal and state regulations require that this waste must be processed before final disposal. The OTD RTDP Mixed Waste Operations (MWO) team held several robotic demonstrations at the Savannah River Site (SRS) during November of 1993. Over 330 representatives from DOE, Government Contractors, industry, and universities attended. The MWO team includes: Fernald Environmental Management Project (FEMP), Idaho National Engineering Laboratory (INEL), Lawrence Livermore National Laboratory (LLNL), Oak Ridge National Engineering Laboratory (ORNL), Sandia National Laboratory (SNL), and Savannah River Technology Center (SRTC). SRTC is the lead site for MWO and provides the technical coordinator. The primary demonstration objective was to show that robotic technologies can make DOE waste facilities run better, faster, more cost effective, and safer. To meet the primary objective, the demonstrations successfully showed the following remote waste drum processing activities: non-destructive drum examination, drum transportation, drum opening, removing waste from a drum, characterize and sort waste items, scarify metal waste, and inspect stored drums. To further meet the primary objective, the demonstrations successfully showed the following remote waste box processing activities: swing free crane control, workcell modeling, and torch standoff control.

LLNL efforts in the development of the Photochromic Radiation Dosimeter and the Imaging Assessment System will be described. Initial use of these technologies in decontamination and decommissioning of contaminated facilities demonstrates several significant advantages over standard techniques such as survey meters and swipes.

    Technical and economic assessments completed in FY 1982 in support of the Seasonal Thermal Energy Storage (STES) segment of the Underground Energy Storage Program included: (1) a detailed economic investigation of the cost of heat storage in aquifers, (2) documentation for AQUASTOR, a computer model for analyzing aquifer thermal energy storage (ATES) coupled with district heating or cooling, and (3) a technical and economic evaluation of several ice storage concepts. This paper summarizes the research efforts and main results of each of these three activities. In addition, a detailed economic investigation of the cost of chill storage in aquifers is currently in progress. The work parallels that done for ATES heat storage with technical and economic assumptions being varied in a parametric analysis of the cost of ATES delivered chill. The computer model AQUASTOR is the principal analytical tool being employed.

    The role of technology in the cost of health care is a primary issue in current debates concerning national health care reform. The broad scope of studies for understanding technological impacts is known as technology assessment. Technology policy makers can improve their decision making by becoming more aware, and taking greater advantage, of key trends in health care technology assessment (HCTA). HCTA is the systematic evaluation of the properties, impacts, and other attributes of health care technologies, including: technical performance; clinical safety and efficacy/effectiveness; cost-effectiveness and other economic attributes; appropriate circumstances/indications for use; and social, legal, ethical, and political impacts. The main purpose of HCTA is to inform technology-related policy making in health care. Among the important trends in HCTA are: (1) proliferation of HCTA groups in the public and private sectors; (2) higher standards for scientific evidence concerning technologies; (3) methodological development in cost analyses, health-related quality of life measurement, and consolidation of available scientific evidence (e.g., meta-analysis); (4) emphasis on improved data on how well technologies work in routine practice and for traditionally under-represented patient groups; (5) development of priority-setting methods; (6) greater reliance on medical informatics to support and disseminate HCTA findings.

    In many ways, the Advanced Industrial Materials (AIM) Program underwent a major transformation in FY95 and these changes have continued to the present. When the Program was established in 1990 as the Advanced Industrial Concepts (AIC) Materials Program, the mission was to conduct applied research and development to bring materials and processing technologies from the knowledge derived from basic research to the maturity required for the end use sectors for commercialization. In 1995, the Office of Industrial Technologies (OIT) made radical changes in structure and procedures. All technology development was directed toward the seven `Vision Industries` that use about 80% of industrial energy and generated about 90% of industrial wastes. These are: aluminium; chemical; forest products; glass; metal casting; refineries; and steel. OIT is working with these industries, through appropriate organizations, to develop Visions of the desired condition of each industry some 20 to 25 years in the future and then to prepare Road Maps and Implementation Plans to enable them to reach their goals. The mission of AIM has, therefore, changed to `Support development and commercialization of new or improved materials to improve productivity, product quality, and energy efficiency in the major process industries.`

The analytical methodology modifications and inputs, the correlation, and the results of the assessment are documented. The primary emphasis was on the high-speed forward flight performance of the rotor. The correlation data base included both the wind tunnel and the flight test results. An advanced ABC rotor design was examined; the suitability of the ABC for a particular mission was not considered. The US Geological Survey (USGS) has developed and applied spatial information handling procedures and digital cartographic techniques to a recent study involving the assessment of oil and gas resource potential for 74 million acres of designated and proposed wilderness lands in the western United States.     The driver to improve surgical instrument decontamination has been the introduction of vCJD into the UK population over the last two decades, although concerns over transmission of other infectious agents remain valid. Though significant improvements have been made in primary care, this is usually in spite of limited access to technical advice on decontamination equipment. A technology assessment for key elements of equipment and processes used in this environment should be welcomed. However, two reports by the Scottish Health Technology Assessment Panel are flawed in estimating costs associated with wrapping instruments, omission of appropriate references and inaccurate data in the costing models.     Emerging science and technologies are often characterised by complexity, uncertainty and controversy. Regulation and governance of such scientific and technological developments needs to build on knowledge and evidence that reflect this complicated situation. This insight is sometimes formulated as a call for integrated assessment of emerging science and technologies, and such a call is analysed in this article. The article addresses two overall questions. The first is: to what extent are emerging science and technologies currently assessed in an integrated way. The second is: if there appears to be a need for further integration, what should such integration consist in? In the article we briefly outline the pedigree of the term 'integrated assessment' and present a number of interpretations of the concept that are useful for informing current analyses and discussions of integration in assessment. Based on four case studies of assessment of emerging science and technologies, studies of assessment traditions, literature analysis and dialogues with assessment professionals, currently under-developed integration dimensions are identified. It is suggested how these dimensions can be addressed in a practical approach to assessment where representatives of different assessment communities and stakeholders are involved.     This paper presents approaches to modelling three different remediation technologies that are designed to support site operators during their assessment of remediation options for the management of radioactively contaminated land on nuclear licensed sites in the UK. The three selected technologies were soil washing, permeable reactive barrier and in-situ stabilisation. The potential exists to represent electrokinetics in the future. These technologies were chosen because it was considered that enough information already existed for site operators to assess mature technologies such as soil dig and disposal and groundwater pump and treat. Using the software code GoldSim, the models have been designed to allow site operators to make both a reasonable scoping level assessment of the viability of treatment and understand the cost-benefits of each technology. For soil washing, a standard soil leaching technique was simulated whereby the soil is separated into fines and oversize particles, and subsequently a chemical reagent is used to strip contamination off the soil. The cost benefit of this technology in terms of capital costs for the plant and materials, operational costs and waste disposal costs can also be assessed. The permeable reactive barrier (PRB) model can represent either a continuous wall or a funnel and gate system. The model simulates the transport of contaminants through the reactive material contained in the PRB. The outputs from the model include concentration of contaminants in the groundwater flow downstream of the PRB, mass of contaminants retained by the PRB, total mass and volume of waste and the various costs associated with the PRB remediation technology. The in-situ stabilisation (ISS) model has the capability to represent remediation by the addition of reagents that immobilise contaminated soil. The model simulates the release of contaminants from the treated soil over time. Performance is evaluated by comparison of the mass of contaminants

    The Decentralized Solar Energy Technology Assessment Program (TAP), sponsored by the Office of Solar Energy, Department of Energy, is a technology assessment and planning activity directed at local communities. Specifically, the objectives of the TAP are: (1) to assess the socioeconomic and institutional impacts of the widespread use of renewable energy technologies; (2) to involve communities in planning for their energy futures; and (3) to plan for local energy development. This report discusses two major efforts of the TAP during the period April 1978 to December 1979: the community TA's and several support studies. Four communities have been contracted to undertake an assessment-planning exercise to examine the role of solar renewable energy technologies in their future. The communities selected are the Southern Tier Central Region of New York State, (STC); Richmond, Kentucky, Kent, Ohio; and Franklin County, Massachusetts. Descriptions and progress to date of the community TA's are presented in detail. Two major support study efforts are also presented. A review of existing literature on the legal and institutional issues relative to the adoption of decentralized solar technologies is summarized. A preliminary analysis of potential socioeconomic impacts and other social considerations relative to decentralized solar technologies is also described.

  20. Computer technology futures for the improvement of assessment

    With a focus on the interaction between computer technology and assessment, we first review the typical functions served by technology in the support of various assessment purposes. These include efficiencies in person and item sampling and in administration, analysis, and reporting. Our major interest is the extent to which technology can provide unique opportunities to understand performance. Two examples are described: a tool-based knowledge representation approach to assess content understanding and a team problem-solving task involving negotiation. The first example, using HyperCard as well as paper-and-pencil variations, has been tested in science and history fields. Its continuing challenge is to determine a strategy for creating and validating scoring criteria. The second example, involving a workforce readiness task for secondary school, has used expert-novice comparisons to infer performance standards. These examples serve as the context for the exploration of validity, equity, and utility.

    To guide future R and D program planning, the U.S. Department of Energy (DOE) commissioned an assessment of all viable battery techniques for EV applications. Sixty-seven technology developers in the United States, Canada, Europe, Asia, and Africa were solicited to design a power pack for an Improved Dual-Shaft Electric Propulsions (IDSEP) van. A team of 10 consultants and 8 representatives from DOE's National Laboratories evaluated 43 developer responses and consultant-prepared conceptual designs. Using six criteria---five technical/economic criteria and a maturity/technical barriers criterion---the assessment identified 12 most promising battery technologies.

    The U.S. Department of Energy Office of Environmental Management (EM) is engaging the national laboratories to provide the scientific and technological rigor to support EM program and project planning, technology development and deployment, project execution, and assessment of program outcomes. As an early demonstration of this new responsibility, Pacific Northwest National Laboratory (PNNL) and Savannah River National Laboratory (SRNL) were chartered to implement a science and technology program addressing low-temperature waste forms for immobilization of DOE aqueous waste streams, including technetium removal as an implementing technology. As a first step, the laboratories examined the technical risks and uncertainties associated with the Cast Stone waste immobilization and technetium removal projects at Hanford. Science and technology gaps were identified for work associated with 1) conducting performance assessments and risk assessments of waste form and disposal system performance, and 2) technetium chemistry in tank wastes and separation of technetium from waste processing streams. Technical approaches to address the science and technology gaps were identified and an initial sequencing priority was suggested. A subset of research was initiated in 2013 to begin addressing the most significant science and technology gaps. The purpose of this paper is to report progress made towards closing these gaps and provide notable highlights of results achieved to date.
