The United States Pharmacopeia (USP) is a private standards-setting body created in 1820 by practitioners who wished to promote the quality of therapeutic products in commerce. The principal product of USP, then and now, is the United StatesPharmacopeia (USP), to which was added the National Formulary (NF) in 1975. The two compendia are published as a combined text annually (USP-NF). Originally a book of process standards, USP-NF evolved over time into compendia containing primarily product standards that are expressed in monographs for therapeutic ingredients, products, and excipients. As a public health service, USP supplies official USP Reference Standards to manufacturers and others who wish to test an article according to selected procedures of a monograph or General Chapter. During the past decade, understanding of USP monographs and official USP Reference Standards as a means of controlling the quality of a therapeutic article has evolved, based on advances in metrology, on activities in the International Conference on Harmonization of Technical Requirements for the Registration of Pharmaceuticals for Human Use (ICH), and on considerations by the USP Council of Experts and its Expert Committees and USP staff. This article discusses the evolution of this understanding, focusing on drug substances and excipients for well-characterized small molecules and their corresponding dosage forms.

The National Spatial Reference System (NSRS) is that system of datums, reference frames, shorelines, software and standards which serve the entire federal civilian geospatial community. It is the mission of the National Geodetic Survey (NGS) to define, maintain and provide access to the NSRS. Currently the NSRS contains three geometric reference frames (NAD 83(2011), NAD 83(PA11) and NAD 83(MA11)), one dynamic height datum (IGLD 85) and 6 vertical datums (NAVD 88, PRVD02, ASVD02, NMVD03, GUVD04, VIVD09). All of these datums are built on aging technology and contain systematic errors that grow more noticeable as access to accurate positioning becomes more widespread. It was determined by NGS in 2007 that this was not sustainable and as such, all datums and reference frames are scheduled to be replaced in 2022. [At the time of this abstract, the exact names of the replacements are being finalized and are expected to be announced by the AGU fall meeting.] Replacing the official datums and reference frames requires a carefully coordinated effort of dozens of interrelated technical projects spanning years (over a decade in some cases) and involving a majority of NGS employees. This talk will cover the plans thus far, projects completed, projects underway and will summarize the NSRS as it is expected to look and be accessed in 2022 and beyond.

The National Reference Centre for Genetically Modified Organisms (GMO) detection was established in 2002 within the Istituto Zooprofilattico Sperimentale Lazio e Toscana, with the aim of providing scientific and technical support to the National Health System and to the Ministry of Health within the scope of the regulation of GMO use in food and feed.The recently adopted EU legislation on GMOs (Regulation CE no. 1829/2003 and no. 1830/2003) introduced more rigorous procedures for the authorisation, labelling and analytical control of food and feed consisting, containing or derived from GMOs. The National Reference Centre, besides its institutional tasks as one of the laboratories of the Italian National Health System, collects and analyses data and results of the national official control of GMOs; carries out scientific research aimed at developing, improving, validating and harmonising detection and quantification methods, in cooperation with other scientific institutions, the Community Reference Laboratory and within the European Network of GMOs laboratories (ENGL); collaborates with the Ministry of Health in the definition of control programmes and promotes educational and training initiatives. Objectives defined for 2004-2006, activities in progress and goals already achieved are presented.

The experiences of parents who report youth bullying victimization to school officials.

Current research offers a limited understanding of parental experiences when reporting bullying to school officials. This research examines the experiences of middle-school parents as they took steps to protect their bullied youth. The qualitative tradition of interpretive phenomenology was used to provide in-depth analysis of the phenomena. A criterion-based, purposeful sample of 11 parents was interviewed face-to-face with subsequent phone call follow-ups. Interviews were taped, transcribed, and coded. MAX qda software was used for data coding. In analyzing the interviews, paradigm cases, themes, and patterns were identified. Three parent stages were found: discovering, reporting, and living with the aftermath. In the discovery stage, parents reported using advice-giving in hopes of protecting their youth. As parents noticed negative psychosocial symptoms in their youth escalate, they shifted their focus to reporting the bullying to school officials. All but one parent experienced ongoing resistance from school officials in fully engaging the bullying problem. In the aftermath, 10 of the 11 parents were left with two choices: remove their youth from the school or let the victimization continue. One paradigm case illustrates how a school official met parental expectations of protection. This study highlights a parental sense of ambiguity of school officials' roles and procedures related to school reporting and intervention. The results of this study have implications in the development and use of school-wide bullying protocols and parental advocacy.

According to Undang-Undang Dasar Republik Indonesia 1945 Pasal 36, Bahasa Indonesia is a National Language of Indonesia. It means Bahasa Indonesia must be used as an official language in all levels ranging from government to education as well as in development of science and technology. The Government of Republic of Indonesia as the highest and formal authority must use official Bahasa Indonesia in their activities including in their official websites. Therefore, the government issued a regulation instruction called Instruksi Presiden (Inpres) No. 2 Tahun 2001 to govern the usage of official computer terms in Bahasa Indonesia. The purpose of this research is to evaluate the usage of official computer terms in Bahasa Indonesia compared to the computer terms in English. The data are obtained from the government official websites in Indonesia. The method consists of data gathering, template detection, string extraction and data analysis. The evaluation of official computer terms in Bahasa Indonesia falls into three categories, such as good, moderate and poor. The number of websites in good category is 281 websites, the moderate category is 512 websites and the poor category is 290 websites. The authorized institution may use this result as additional information to evaluate the implementation of official information technology terms in Bahasa Indonesia.

tweets was similar (2.25-2.49) and well below the average for non-official tweets mentioning #sandy and #nyc (3.82). Most official tweets were with substantial retweets including a link for further reading. Of the 448 tweets analyzed from six official city and state Twitter accounts from the Nemo blizzard, 271 were related to the storm, and 174 had actionable information for the public. Actionable storm messages were retweeted approximately 24x per message, compared to 31x per message for general storm information. During two weather emergencies, New York public officials were able to convey storm-related information that was shared widely beyond existing follower bases, potentially improving situational awareness and disaster response. Official Sandy tweets, characterized by a lower lexical diversity score than other city- and Sandy-related tweets, were likely easier to understand, and often linked to further information and resources. Actionable information in the Nemo blizzard, such as specific instructions and cancellation notices, was not shared as often as more general warnings and "fun facts," suggesting agencies mix important instructions with more general news and trivia, as a way of reaching the broadest audience during a disaster.

Officiating in football depends, at least to some extent, upon adequate visual function. However, there is no vision standard for football officiating and the nature of the relationship between officiating performance and level of vision is unknown. As a first step in characterising this relationship, we report on the clinically-measured vision and on the perceived level of vision in elite-level, Portuguese football officials. Seventy-one referees (R) and assistant referees (AR) participated in the study, representing 92% of the total population of elite level football officials in Portugal in the 2013/2014 season. Nine of the 22 Rs (40.9%) and ten of the 49 ARs (20.4%) were international-level. Information about visual history was also gathered. Perceived vision was assessed using the preference-values-assigned-to-global-visual-status (PVVS) and the Quality-of-Vision (QoV) questionnaire. Standard clinical vision measures (including visual acuity, contrast sensitivity and stereopsis) were gathered in a subset (n = 44, 62%) of the participants. Data were analysed according to the type (R/AR) and level (international/national) of official, and Bonferroni corrections were applied to reduce the risk of type I errors. Adopting criterion for statistical significance of p<0.01, PVVS scores did not differ between R and AR (p = 0.88), or between national- and international-level officials (p = 0.66). Similarly, QoV scores did not differ between R and AR in frequency (p = 0.50), severity (p = 0.71) or bothersomeness (p = 0.81) of symptoms, or between international-level vs national-level officials for frequency (p = 0.03) or bothersomeness (p = 0.07) of symptoms. Situation criticality and basketball officials' stress levels.

Officials are expected to perform impeccably despite the wide range of stressors they experience. A stressor that officials frequently report is situation criticality. Situation criticality is comprised of score differential (i.e., more pressure in close games) and time remaining in a game (i.e., more pressure as time expires), which affects athletes' stress levels. The present study explored the effect of situation criticality on officials' stress levels. High school basketball officials (n = 108) with an average of 18.1 (SD = 11.2) years of officiating experience were given a survey packet containing game situations that varied in criticality. For each game situation (n = 9) officials completed the overall stress and appraisal portions of the Stress Appraisal Measure (SAM). Results revealed that situation criticality has an effect on officials' perceived stress levels. Both threat and challenge appraisals were positively correlated with perceived stress. Overall, these findings indicate that officials' stress levels fluctuate within games depending on score differential and time of game. The findings encourage officials to recognise and manage their stress, possibly through their appraisals. Additionally, the findings can affect the training of officials in the management of stress, as well as prompt the consideration of potential rule changes that reflect the increased situational demands on officials in critical situations (e.g., expanded instant replay).

Health Management Information System (HMIS) is one of the important components of National Rural Health Mission (NRHM). The web portal of HMIS was launched by the Ministry of Health and Family Welfare (MOHFW), Govt. of India (GOI) in 21(st) Oct. 2008 to enable capturing of public health data from both public and private institutions in rural and urban areas across the country. The aim of the study was to assess the quality perspectives and challenges among HMIS officials in implementing HMIS at their respective levels, i.e. district and block level. We conducted a pilot qualitative study in two districts of Assam. HMIS officials working at district and block level were interviewed in-depth with the help of a semi-structured interview schedule which lasted from May to July 2014. Both HMIS and MCTS (Mother and Child Tracking System) formats were considered useful, by the HMIS officials, for data collection, planning at various levels, tracking maternal and neonatal deaths, institutional deliveries. HMIS officials reported that MCTS is useful for monitoring individual health status especially the status of the mother and child and HMIS being helpful as a health facility monitoring tool. The study used a small sample size, hence similar type of studies are required with large sample size to understand the perspectives and challenges of HMIS officials in the implementation of HMIS.

Introduction Health Management Information System (HMIS) is one of the important components of National Rural Health Mission (NRHM). The web portal of HMIS was launched by the Ministry of Health and Family Welfare (MOHFW), Govt. of India (GOI) in 21st Oct. 2008 to enable capturing of public health data from both public and private institutions in rural and urban areas across the country. Aim The aim of the study was to assess the quality perspectives and challenges among HMIS officials in implementing HMIS at their respective levels, i.e. district and block level. Materials and Methods We conducted a pilot qualitative study in two districts of Assam. HMIS officials working at district and block level were interviewed in-depth with the help of a semi-structured interview schedule which lasted from May to July 2014. Results Both HMIS and MCTS (Mother and Child Tracking System) formats were considered useful, by the HMIS officials, for data collection, planning at various levels, tracking maternal and neonatal deaths, institutional deliveries. HMIS officials reported that MCTS is useful for monitoring individual health status especially the status of the mother and child and HMIS being helpful as a health facility monitoring tool. Conclusion The study used a small sample size, hence similar type of studies are required with large sample size to understand the perspectives and challenges of HMIS officials in the implementation of HMIS. Reference laboratories are of central importance for consumer protection. Field expertise and high scientific competence are basic requirements for the nomination of a national reference laboratory. To ensure a common approach in the analysis of zoonotic hazards, standards have been developed by the reference laboratories together with national official laboratories on the basis of Art. 33 of Directive (EG) No. 882/2004. Reference laboratories function as arbitrative boards in the case of ambivalent or debatable results. New methods for detection of zoonotic agents are developed and validated to provide tools for analysis, e. g., in legal cases, if results from different parties are disputed. Besides these tasks, national reference laboratories offer capacity building and advanced training courses and control the performance of ring trials to ensure consistency in the quality of analyses in official laboratories. All reference laboratories work according to the ISO standard 17025 which defines the grounds for strict laboratory quality rules and in cooperation with the respective Community Reference Laboratories (CRL). From the group of veterinary reference laboratories for food-borne zoonoses, the national reference laboratories are responsible for Listeria monocytogenes, for Campylobacter, for the surveillance and control of viral and bacterial contamination of bivalve molluscs, for E. coli, for the performance of analysis and tests on zoonoses (Salmonella), and from the group of parasitological zoonotic agents, the national reference laboratory for Trichinella.

Albendazole, one of the benzimidazole anthelmintics, is used in ruminants and has maximum residue limits in muscle, fat and other tissue owing to reported teratogenicity. Albendazole is extensively metabolised in domestic animals and humans with rapid conversion to a sulphoxide and subsequently sulphone and amino sulphone metabolites. Sulphoxide metabolites are responsible for the systemic biological activity of benzimidazole drugs. Herein we report a case of disputed results for albendazole in a consignment sampled at import in which the Official Analyst certified against the consignment for excess albendazole. A laboratory acting for the importer reported data below the MRL, including a finding of the parent drug which is not included in the residue definition. The Government Chemist has a statutory duty as a route of technical appeal in the UK Official Food Control system and the case was referred for referee analysis. We report our findings based on a LC-MS/MS method, which confirmed the official findings, did not reveal the presence of the parent drug but identified hot spots of albendazole marker residues in the consignment. We discuss the need for recommendations on official sampling at import and interpretation of results.

The concept of "big data" stands to change the face of official statistics over the coming years, having an impact on almost all aspects of data production. The tasks of future statisticians will not necessarily be to produce new data, but rather to identify and make use of existing data to adequately describe social and economic phenomena. Until big data can be used correctly in official statistics, a lot of questions need to be answered and problems solved: the quality of data, data protection, privacy, and the sustainable availability are some of the more pressing issues to be addressed. The essential skills of official statisticians will undoubtedly change, and this implies a number of challenges to be faced by statistical education systems, in universities, and inside the statistical offices. The national statistical offices of the European Union have concluded a concrete strategy for exploring the possibilities of big data for official statistics, by means of the Big Data Roadmap and Action Plan 1.0. This is an important first step and will have a significant influence on implementing the concept of big data inside the statistical offices of Germany.

Online social aggression, or cyberbullying, involves speech. Many incidents involve off-campus online speech that either creates or has the potential to create disruption at school or that may interfere with the targeted student's ability to participate in educational activities and programs. Addressing these situations requires an assessment of the extent of authority and responsibility of school officials to respond. "Authority" refers to the legally justified right to impose formal discipline. Because cyberbullying involves online speech, the question of legal authority necessarily involves addressing the balance between the student right of free speech and student safety and security. "Responsibility" refers to the legal obligation under negligence theory and civil rights laws to exercise reasonable precautions to protect students from online social aggression and to intervene in response to reports of actual incidents.

A reliable PCR reference assay for relative genetically modified organism (GMO) quantification must be specific for the target taxon and amplify uniformly along the commercialised varieties within the considered taxon. Different reference assays for maize (Zea mays L.) are used in official methods for GMO quantification. In this study, we evaluated the reliability of eight existing maize reference assays, four of which are used in combination with an event-specific polymerase chain reaction (PCR) assay validated and published by the Community Reference Laboratory (CRL). We analysed the nucleotide sequence variation in the target genomic regions in a broad range of transgenic and conventional varieties and lines: MON 810 varieties cultivated in Spain and conventional varieties from various geographical origins and breeding history. In addition, the reliability of the assays was evaluated based on their PCR amplification performance. A single base pair substitution, corresponding to a single nucleotide polymorphism (SNP) reported in an earlier study, was observed in the forward primer of one of the studied alcohol dehydrogenase 1 (Adh1) (70) assays in a large number of varieties. The SNP presence is consistent with a poor PCR performance observed for this assay along the tested varieties. The obtained data show that the Adh1 (70) assay used in the official CRL NK603 assay is unreliable. Based on our results from both the nucleotide stability study and the PCR performance test, we can conclude that the Adh1 (136) reference assay (T25 and Bt11 assays) as well as the tested high mobility group protein gene assay, which also form parts of CRL methods for quantification, are highly reliable. Despite the observed uniformity in the nucleotide sequence of the invertase gene assay, the PCR performance test reveals that this target sequence might occur in more than one copy. "The Office of the Actuary, U.S. Social Security Administration, produces alternative forecasts of mortality to reflect uncertainty about the future.... In this article we identify the components and assumptions of the official forecasts and approximate them by stochastic parametric models. We estimate parameters of the models from past data, derive statistical intervals for the forecasts, and compare them with the official high-low intervals. We use the models to evaluate the forecasts rather than to develop different predictions of the future. Analysis of data from 1972 to 1985 shows that the official intervals for mortality forecasts for males or females aged 45-70 have approximately a 95% chance of including the true mortality rate in any year. For other ages the chances are much less than 95%." excerpt

Impact of Official Matches on Soccer Referees' Power Performance.

The evaluation of match officials' neuromuscular performance is now an important consideration and the vertical jump test is considered suitable for assessing lower limb power, partly because it is directly related to refereeing. The aim of this study, therefore, was to determine the effect of soccer matches on match officials' vertical jump performance by assessing various biomechanical variables. Eighteen field referees (FRs) and 36 assistant referees (ARs) who officiated in 18 official matches participated in this study. Before the match, at half time and immediately after the match, officials performed two countermovement jumps. Flight phase time (FT), maximum force production (MFpropulsion), time to production of maximum force (TMFpropulsion), production of maximum power (MP), maximum landing force (MFlanding) and time to stabilization (TTS) were calculated for all jumps. There was a tendency for match officials' jumping performance to improve after matches than beforehand (FR: effect size (ES) = 0.19 ± 0.36, possibly trivial; AR: ES = 0.07 ± 0.17, likely trivial). There were also likely small and very likely moderate differences between FRs' MP in pre-match and half-time jumps (ES = 0.46 ± 0.47) and in their pre- and post-match jumps (ES = 0.71 ± 0.48). These results indicate that refereeing soccer matches does not reduce vertical jump performance; the subsequent neuromuscular fatigue is not sufficient to affect landing technique.

In the last 5 years, several treatments have become available for erectile dysfunction (ED). During this same period, consumer use of the Internet for health information has increased rapidly. In traditional direct-to-consumer advertisements, viewers are often referred to a pharmaceutical company Web site for further information. To evaluate the accessibility and informational content of 5 pharmaceutical company Web sites about ED treatments. Using 10 popular search engines and 1 specialized search engine, the accessibility of the official pharmaceutical company-sponsored Web site was determined by searching under brand and generic names. One company also manufactures an ED device; this site was also included. A structured, explicit review of information found on these sites was conducted. Of 110 searches (1 for each treatment, including corresponding generic drug name, using each search engine), 68 yielded the official pharmaceutical company Web site within the first 10 links. Removal of outliers (for both brand and generic name searches) resulted in 68 of 77 searches producing the pharmaceutical company Web site for the brand-name drug in the top 10 links. Although all pharmaceutical company Web sites contained general information on adverse effects and contraindications to use, only 2 sites gave actual percentages. Three sites provided references for their materials or discussed other treatment or drug options, while 4 of the sites contained profound advertising or emotive content. None mentioned cost of the therapy. The information contained on pharmaceutical company Web sites for ED treatments is superficial and aimed primarily at consumers. It is largely promotional and provides only limited information needed to effectively compare treatment options.
