    The Space Launch System (SLS) is the new NASA heavy lift launch vehicle and is scheduled for its first mission in 2017. The goal of the first mission, which will be uncrewed, is to demonstrate the integrated system performance of the SLS rocket and spacecraft before a crewed flight in 2021. SLS has many of the same logistics challenges as any other large scale program. Common logistics concerns for SLS include integration of discreet programs geographically separated, multiple prime contractors with distinct and different goals, schedule pressures and funding constraints. However, SLS also faces unique challenges. The new program is a confluence of new hardware and heritage, with heritage hardware constituting seventy-five percent of the program. This unique approach to design makes logistics concerns such as commonality especially problematic. Additionally, a very low manifest rate of one flight every four years makes logistics comparatively expensive. That, along with the SLS architecture being developed using a block upgrade evolutionary approach, exacerbates long-range planning for supportability considerations. These common and unique logistics challenges must be clearly identified and tackled to allow SLS to have a successful program. This paper will address the common and unique challenges facing the SLS programs, along with the analysis and decisions the NASA Logistics engineers are making to mitigate the threats posed by each.

    Antibiotic lock therapy (ALT) for the prevention and treatment of catheter-related bloodstream infections is a simple strategy in theory, yet its real-world application may be delayed or avoided due to technical questions and/or logistical challenges. This review focuses on these latter aspects of ALT, including preparation information for a variety of antibiotic lock solutions (ie, aminoglycosides, beta-lactams, fluoroquinolones, folate antagonists, glycopeptides, glycylcyclines, lipopeptides, oxazolidinones, polymyxins, and tetracyclines) and common clinical issues surrounding ALT administration. Detailed data regarding concentrations, additives, stability/compatibility, and dwell times are summarized. Logistical challenges such as lock preparation procedures, use of additives (eg, heparin, citrate, or ethylenediaminetetraacetic acid), timing of initiation and therapy duration, optimal dwell time and catheter accessibility, and risks of ALT are also described. Development of local protocols is recommended in order to avoid these potential barriers and encourage utilization of ALT where appropriate. PMID:25548523

    There is relatively little literature that characterizes transportation and logistics challenges and the associated effects on U.S. wind markets. The objectives of this study were to identify the transportation and logistics challenges, assess the associated impacts, and provide recommendations for strategies and specific actions to address the challenges. The authors primarily relied on interviews with wind industry project developers, original equipment manufacturers, and transportation and logistics companies to obtain the information and industry perspectives needed for this study. They also reviewed published literature on trends and developments in increasing wind turbine size, logistics, and transportation issues.

    During the last two decades, EU legislation has put increasing pressure on member countries to achieve specified recycling targets for municipal household waste. These targets can be obtained in various ways choosing collection methods, separation methods, decentral or central logistic systems, etc. This paper compares municipal solid waste (MSW) management practices in various EU countries to identify the characteristics and key issues from a waste management and reverse logistics point of view. Further, we investigate literature on modelling municipal solid waste logistics in general. Comparing issues addressed in literature with the identified issues in practice result in a research agenda for modelling municipal solid waste logistics in Europe. We conclude that waste recycling is a multi-disciplinary problem that needs to be considered at different decision levels simultaneously. A holistic view and taking into account the characteristics of different waste types are necessary when modelling a reverse supply chain for MSW recycling. PMID:26704064

  13. Solar PV Project Financing: Regulatory and Legislative Challenges for Third-Party PPA System Owners

    Residential and commercial end users of electricity who want to generate electricity using on-site solar photovoltaic (PV) systems face challenging initial and O&M costs. The third-party ownership power purchase agreement (PPA) finance model addresses these and other challenges. It allows developers to build and own PV systems on customers? properties and sell power back to customers. However, third-party electricity sales commonly face five regulatory challenges. The first three challenges involve legislative or regulatory definitions of electric utilities, power generation equipment, and providers of electric services. These definitions may compel third-party owners of solar PV systems to comply with regulations that may be cost prohibitive. Third-party owners face an additional challenge if they may not net meter, a practice that provides significant financial incentive to owning solar PV systems. Finally, municipalities and cooperatives worry about the regulatory implications of allowing an entity to sell electricity within their service territories. This paper summarizes these challenges, when they occur, and how they have been addressed in five states. This paper also presents alternative to the third-party ownership PPA finance model, including solar leases, contractual intermediaries, standardized contract language, federal investment tax credits, clean renewable energy bonds, and waived monopoly powers.

  14. Soil Carbon Decomposition: "Quality control" or logistic challenge?

    A long tradition of soil organic matter research has generated the belief that there is "stable" soil organic carbon, thought to be recalcitrant because molecular compounds such as aromatic rings and aliphatic chains are joined to polymeric macromolecules by processes of secondary syntheses. The Carbon-Quality Temperature (CQT) theory posits that such materials should be considered "low quality" substrates, because they would require large Arrhenius activation energies for full conversion to CO2. This, in turn, has generated the notion that recalcitrant organic matter should be more temperature sensitive to elevated temperatures than less complex, more "labile" soil organic matter. Yet the molecular properties of stable carbon are elusive - so far, it has not been possible to parameterize molecular recalcitrance in a context -independent fashion. Classic humic substances and even charcoal are readily broken down when placed in an environment where microorganisms with a suitable catabolic toolbox can resort to a plentiful supply of cometabolites and oxygen. At the same time we find labile substrates such as glucose to survive for decades when enclosed within soil aggregates. What then determines the temperature sensitivity of decomposition? Should the scientific community continue to hunt for some molecular proxy for organic matter quality (such as degree of polymerization, aromaticity, aqueous solubility etc) to predict the fate of soil organic carbon in a changing world? This contribution proposes a fundamentally different approach by treating soils as reaction vessels analogous to an industrial bioreactor. Soils are considered as capable of processing dead plant material in all its molecular variations. Decomposition is seen as constrained by environmental drivers, microbial ecology and community composition, and the physical structure of the soil environment.     The challenges of achieving successful inter-agency logistic coordination in preparing for and responding to natural disasters and complex emergencies are both well understood and well documented. However, although many of these challenges remain unresolved, the literature reveals that the organisations that form the urban search and rescue (USAR) community have attained a high level of coherence and interoperability that results in a highly efficient and effective response. Therefore, this paper uses the idea of 'borrowing' from other fields as it explores how the processes and procedures used by the USAR community might be applied to improve humanitarian logistic operations. The paper analyses the USAR model and explores how the resultant challenges might be addressed in a humanitarian logistic context. The paper recommends that further research be undertaken in order to develop a modified USAR model that could be operationalised by the international community of humanitarian logisticians.     This paper analyzed the uniqueness and challenges in designing the logistics system for dedicated biomass-to-bioenergy industry, which differs from the other industries, due to the unique features of dedicated biomass (e.g., switchgrass) including its low bulk density, restrictions on harvesting season and frequency, content variation with time and circumambient conditions, weather effects, scattered distribution over a wide geographical area, and so on. To design it, this paper proposed a mixed integer linear programming model. It covered from planting and harvesting switchgrass to delivering to a biorefinery and included the residue handling, concentrating on integrating strategic decisions on the supply chain design and tactical decisions on the annual operation schedules. The present numerical examples verified the model and demonstrated its use in practice. This paper showed that the operations of the logistics system were significantly different for harvesting and non-harvesting seasons, and that under the well-designed biomass logistics system, the mass production with a steady and sufficient supply of biomass can increase the unit profit of bioenergy. The analytical model and practical methodology proposed in this paper will help realize the commercial production in biomass-to-bioenergy industry. PMID:20863690

  17. Facilitation of Third-party Development of Advanced Algorithms for Explosive Detection Using Workshops and Grand Challenges

    The US Department of Homeland Security (DHS) has requirements for future explosive detection scanners that include dealing with a larger number of threats, higher probability of detection, lower false alarm rates and lower operating costs. One tactic that DHS is pursuing to achieve these requirements is to augment the capabilities of the established security vendors with third-party algorithm developers. The purposes of this presentation are to review DHS's objectives for involving third parties in the development of advanced algorithms and then to discuss how these objectives are achieved using workshops and grand challenges. Terrorists are still trying and they are getting more sophisticated. There is a need to increase the number of smart people working on homeland security. Augmenting capabilities and capacities of system vendors with third-parties is one tactic. Third parties can be accessed via workshops and grand challenges. Successes have been achieved to date. There are issues that need to be resolved to further increase third party involvement.

  18. Direct-field acoustic testing of a flight system : logistics, challenges, and results.

    Before a spacecraft can be considered for launch, it must first survive environmental testing that simulates the launch environment. Typically, these simulations include vibration testing performed using an electro-dynamic shaker. For some spacecraft however, acoustic excitation may provide a more severe loading environment than base shaker excitation. Because this was the case for a Sandia Flight System, it was necessary to perform an acoustic test prior to launch in order to verify survival due to an acoustic environment. Typically, acoustic tests are performed in acoustic chambers, but because of scheduling, transportation, and cleanliness concerns, this was not possible. Instead, the test was performed as a direct field acoustic test (DFAT). This type of test consists of surrounding a test article with a wall of speakers and controlling the acoustic input using control microphones placed around the test item, with a closed-loop control system. Obtaining the desired acoustic input environment - proto-flight random noise input with an overall sound pressure level (OASPL) of 146.7 dB-with this technique presented a challenge due to several factors. An acoustic profile with this high OASPL had not knowingly been obtained using the DFAT technique prior to this test. In addition, the test was performed in a high-bay, where floor space and existing equipment constrained the speaker circle diameter. And finally, the Flight System had to be tested without contamination of the unit, which required a contamination bag enclosure of the test unit. This paper describes in detail the logistics, challenges, and results encountered while performing a high-OASPL, direct-field acoustic test on a contamination-sensitive Flight System in a high-bay environment.

  19. The management challenge for household waste in emerging economies like Brazil: realistic source separation and activation of reverse logistics.

    Business opportunities in the household waste sector in emerging economies still evolve around the activities of bulk collection and tipping with an open material balance. This research, conducted in Brazil, pursued the objective of shifting opportunities from tipping to reverse logistics in order to close the balance. To do this, it illustrated how specific knowledge of sorted waste composition and reverse logistics operations can be used to determine realistic temporal and quantitative landfill diversion targets in an emerging economy context. Experimentation constructed and confirmed the recycling trilogy that consists of source separation, collection infrastructure and reverse logistics. The study on source separation demonstrated the vital difference between raw and sorted waste compositions. Raw waste contained 70% biodegradable and 30% inert matter. Source separation produced 47% biodegradable, 20% inert and 33% mixed material. The study on collection infrastructure developed the necessary receiving facilities. The study on reverse logistics identified private operators capable of collecting and processing all separated inert items. Recycling activities for biodegradable material were scarce and erratic. Only farmers would take the material as animal feed. No composting initiatives existed. The management challenge was identified as stimulating these activities in order to complete the trilogy and divert the 47% source-separated biodegradable discards from the landfills. PMID:24990590

  20. Remediation of Centre Pier, Port Hope, Ontario: Historical, Logistical, Regulatory and Technical Challenges - 13118

    Centre Pier is a 3.9 ha property owned by the Commissioners of the Port Hope Harbour in the Municipality of Port Hope, Ontario, Canada. It is centrally located on the Port Hope waterfront and is bounded on the west by the Port Hope Harbour, on the east by the Ganaraska River, on the south by Lake Ontario, and on the north by a railway corridor. The property is currently leased by the Commissioners of the Port Hope Harbour to the Cameco Corporation which owns the four onsite building that are used as warehouse space for their uranium conversion facility located on the western side of the Harbour. Remediation of this site forms part of the Port Hope Project being undertaken by Atomic Energy of Canada Limited (AECL) and Public Works and Government Services Canada (PWGSC) as part of the Port Hope Area Initiative (PHAI). Soil impacts include radiological, metals and petroleum hydrocarbons resulting from long term historical industrial use. Radiological impacts in soil extend across most of the site primarily within the upper metre of fill. Metals-contaminated soil is present across the entire site in the underlying fill material. The metals-contaminated fill extends to a maximum depth of 2.0 m below grade at the north end of the site which is underlain by peat. However, the metals-contaminated soil could extend to the top of the bedrock on the remainder of the site. Based on the elevation of the bedrock in the adjacent river and Harbour Basin, the metals-contaminated soil may extend to a depth of 5.6 m or 6.5 m below existing grade. Petroleum-contaminated soil is present on the southeast side of the site, where a storage tank farm was previously located. Challenges include: - The complex history of the site both relating to site use and Pier construction. Pier development began in the 1800's and was undertaken by many different entities. Modifications and repairs were made over the years resulting in several different types of Pier walls and fill that must be considered

    The Port Hope Project is part of the larger CAN$1.28 billion Port Hope Area Initiative (PHAI), a community-based program for the development and implementation of a safe, local, long-term management solution for historic Low-Level Radioactive Waste (LLRW) in the Municipalities of Port Hope and Clarington, Ontario, Canada. Atomic Energy of Canada (AECL) is the Project Proponent, Public Works and Government Services (PWGSC) is managing the procurement of services and the MMM Group Limited - Conestoga Rovers and Associates Joint Venture (MMM-CRA Joint Venture) is providing detailed design and construction oversight and administration services for the Project. The Port Hope Project includes the construction of a long-term waste management facility (LTWMF) in the Municipality of Port Hope and the remediation of 18 (eighteen) large-scale LLRW, numerous small-scale sites still being identified and industrial sites within the Municipality. The total volume to be remediated is over one million cubic metres and will come from sites that include temporary storage sites, ravines, beaches, parks, private commercial and residential properties and vacant industrial sites all within the urban area of Port Hope. Challenges that will need to be overcome during this 10 year project include: - Requirements stipulated by the Environmental Assessment (EA) that affect Project logistics and schedule. - Coordination of site remediation with the construction schedule at the LTWMF. - Physical constraints on transport routes and at sites affecting production rates. - Despite being an urban undertaking, seasonal constrains for birds and fish (i.e., nesting and spawning seasons). - Municipal considerations. - Site-specific constraints. - Site interdependencies exist requiring consideration in the schedule.     Equipment manufacturers have made rapid improvements in biomass harvesting and handling equipment. These improvements have increased transportation and handling efficiencies due to higher biomass densities and reduced losses. Improvements in grinder efficiencies and capacity have reduced biomass grinding costs. Biomass collection efficiencies (the ratio of biomass collected to the amount available in the field) as high as 75% for crop residues and greater than 90% for perennial energy crops have also been demonstrated. However, as collection rates increase, the fraction of entrained soil in the biomass increases, and high biomass residue removal rates can violate agronomic sustainability limits. Advancements in quantifying multi-factor sustainability limits to increase removal rate as guided by sustainable residue removal plans, and mitigating soil contamination through targeted removal rates based on soil type and residue type/fraction is allowing the use of new high efficiency harvesting equipment and methods. As another consideration, single pass harvesting and other technologies that improve harvesting costs cause biomass storage moisture management challenges, which challenges are further perturbed by annual variability in biomass moisture content. Monitoring, sampling, simulation, and analysis provide basis for moisture, time, and quality relationships in storage, which has allowed the development of moisture tolerant storage systems and best management processes that combine moisture content and time to accommodate baled storage of wet material based upon “shelf-life.” The key to improving biomass supply logistics costs has been developing the associated agronomic sustainability and biomass quality technologies and processes that allow the implementation of equipment engineering solutions.

  3. Application of Geographic Information System (GIS) in Drug Logistics Management Information System (LMIS) at District Level in Malawi: Opportunities and Challenges

    District pharmacies in Malawi use a computerised IS to monitor the flow of products from a warehouse to health service delivery points and determine understocked or overstocked products at each health facility. Currently, all drug LMIS reports are in tabular forms. The GIS can help health and drug logistics officers to get additional spatial information, such as locations of health facilities and environmental factors, to the existing reports in the form of maps. This paper highlights some opportunities and challenges of applying the GIS in the drug LMIS, which basically involve technologies, organisation, and standards and data integration. It has been found that this idea is very good but it requires much effort, commitment and resources for successful implementation.

    The logistic regression originally is intended to explain the relationship between the probability of an event and a set of covariables. The model's coefficients can be interpreted via the odds and odds ratio, which are presented in introduction of the chapter. The observations are possibly got individually, then we speak of binary logistic regression. When they are grouped, the logistic regression is said binomial. In our presentation we mainly focus on the binary case. For statistical inference the main tool is the maximum likelihood methodology: we present the Wald, Rao and likelihoods ratio results and their use to compare nested models. The problems we intend to deal with are essentially the same as in multiple linear regression: testing global effect, individual effect, selection of variables to build a model, measure of the fitness of the model, prediction of new values… . The methods are demonstrated on data sets using R. Finally we briefly consider the binomial case and the situation where we are interested in several events, that is the polytomous (multinomial) logistic regression and the particular case of ordinal logistic regression.

  6. Third Party Involvement in Barroom Conflicts

    This study examines the effect of situational variables on whether third parties intervene in conflicts in barroom settings, and whether they are aggressive or not when they intervene. Based on research on bystander intervention in emergencies, we hypothesized that third parties would be most likely to become involved in incidents with features that convey greater danger of serious harm. The situational variables indicative of danger were severity of aggression, whether the aggression was one-sided or mutual, gender, and level of intoxication of the initial participants in the conflict. Analyses consist of cross-tabulations and three-level Hierarchical Logistic Models (with bar, evening, and incidents as levels) for 860 incidents of verbal and physical aggression from 503 nights of observation in 87 large bars and clubs in Toronto, Canada. Third party involvement was more likely during incidents in which: (1) the aggression was more severe; (2) the aggression was mutual (vs. one-sided) aggression; (3) only males (vs. mixed gender) were involved; and (4) participants were more intoxicated. These incident characteristics were stronger predictors of nonaggressive third party involvement than aggressive third party involvement. The findings suggest that third parties are indeed responding to the perceived danger of serious harm. Improving our knowledge about this aspect of aggressive incidents is valuable for developing prevention and intervention approaches designed to reduce aggression in bars and other locations.     Background. Long-distance truck drivers are at risk of acquiring and transmitting HIV and have suboptimal access to care. New HIV prevention strategies using antiretroviral drugs to reduce transmission risk (early antiretroviral therapy (ART) at CD4 count >350 cells/μL) have shown efficacy in clinical trials. Demonstration projects are needed to evaluate “real world” programme effectiveness. We present the protocol for a demonstration study to evaluate the feasibility, acceptability, and cost of an early ART intervention for HIV-positive truck drivers along a transport corridor across South Africa, Zimbabwe, and Zambia, as part of an enhanced strategy to improve treatment adherence and retention in care. Methods and Analysis. This demonstration study would follow an observational cohort of truck drivers receiving early treatment. Our mixed methods approach includes quantitative, qualitative, and economic analyses. Key ethical and logistical issues are discussed (i.e., choice of drug regimen, recruitment of participants, and monitoring of adherence, behavioural changes, and adverse events). Conclusion. Questions specific to the design of tailored early ART programmes are amenable to operational research approaches but present substantial ethical and logistical challenges. Addressing these in demonstration projects can inform policy decisions regarding strategies to reduce health inequalities in access to HIV prevention and treatment programmes. PMID:23606977

    From 2006 to 2012, the South Sudan Guinea Worm Eradication Program reduced new Guinea worm disease (dracunculiasis) cases by over 90%, despite substantial programmatic challenges. Program logistics have played a key role in program achievements to date. The program uses disease surveillance and program performance data and integrated technical–logistical staffing to maintain flexible and effective logistical support for active community-based surveillance and intervention delivery in thousands of remote communities. Lessons learned from logistical design and management can resonate across similar complex surveillance and public health intervention delivery programs, such as mass drug administration for the control of neglected tropical diseases and other disease eradication programs. Logistical challenges in various public health scenarios and the pivotal contribution of logistics to Guinea worm case reductions in South Sudan underscore the need for additional inquiry into the role of logistics in public health programming in low-income countries.     The extensive logistics required to support extended crewed operations in space make effective modeling of logistics requirements and deployment critical to predicting the behavior of human lunar exploration systems. This paper discusses the software that has been developed as part of the Campaign Manifest Analysis Tool in support of strategic analysis activities under the Constellation Architecture Team - Lunar. The described logistics module enables definition of logistics requirements across multiple surface locations and allows for the transfer of logistics between those locations. A key feature of the module is the loading algorithm that is used to efficiently load logistics by type into carriers and then onto landers. Attention is given to the capabilities and limitations of this loading algorithm, particularly with regard to surface transfers. These capabilities are described within the context of the object-oriented software implementation, with details provided on the applicability of using this approach to model other human exploration scenarios. Some challenges of incorporating probabilistics into this type of logistics analysis model are discussed at a high level.

    As NASA has embarked on a new Vision for Space Exploration, there is new energy and focus around the area of manned space exploration. These activities encompass the design of new vehicles such as the Crew Exploration Vehicle (CEV) and Crew Launch Vehicle (CLV) and the identification of commercial opportunities for space transportation services, as well as continued operations of the Space Shuttle and the International Space Station. Reaching the Moon and eventually Mars with a mix of both robotic and human explorers for short term missions is a formidable challenge in itself. How to achieve this in a safe, efficient and long-term sustainable way is yet another question. The challenge is not only one of vehicle design, launch, and operations but also one of space logistics. Oftentimes, logistical issues are not given enough consideration upfront, in relation to the large share of operating budgets they consume. In this context, a group of 54 experts in space logistics met for a two-day workshop to discuss the following key questions: 1. What is the current state-of the art in space logistics, in terms of architectures, concepts, technologies as well as enabling processes? 2. What are the main challenges for space logistics for future human exploration of the Moon and Mars, at the intersection of engineering and space operations? 3. What lessons can be drawn from past successes and failures in human space flight logistics? 4. What lessons and connections do we see from terrestrial analogies as well as activities in other areas, such as U.S. military logistics? 5. What key advances are required to enable long-term success in the context of a future interplanetary supply chain? These proceedings summarize the outcomes of the workshop, reference particular presentations, panels and breakout sessions, and record specific observations that should help guide future efforts.

    Human exploration missions under study are very limited by the launch mass capacity of existing and planned vehicles. The logistical mass of crew items is typically considered separate from the vehicle structure, habitat outfitting, and life support systems. Consequently, crew item logistical mass is typically competing with vehicle systems for mass allocation. NASA's Advanced Exploration Systems (AES) Logistics Reduction and Repurposing (LRR) Project is developing five logistics technologies guided by a systems engineering cradle-to-grave approach to enable used crew items to augment vehicle systems. Specifically, AES LRR is investigating the direct reduction of clothing mass, the repurposing of logistical packaging, the use of autonomous logistics management technologies, the processing of spent crew items to benefit radiation shielding and water recovery, and the conversion of trash to propulsion gases. The systematic implementation of these types of technologies will increase launch mass efficiency by enabling items to be used for secondary purposes and improve the habitability of the vehicle as the mission duration increases. This paper provides a description and the challenges of the five technologies under development and the estimated overall mission benefits of each technology.

  8. Party Characteristics, Drinking Settings, and College Students' Risk of Intoxication: A Multi-Campus Study.

    We examined party characteristics across different college drinking settings, associations between party characteristics and likelihood of drinking to intoxication, and the mediating role of perceived prevalence of intoxicated partygoers. Students (N = 6903) attending 14 public universities in California during the 2010 and 2011 fall semesters completed surveys on individual and party characteristics in six unique settings (e.g., residence hall). We used descriptive statistics to examine party characteristics by setting. We estimated multilevel logistic regression models to identify party characteristics associated with drinking to intoxication, and we used RMediation to determine significance of mediating effects. Individual and party characteristics varied by drinking context. Greater time at a party was associated with drinking to intoxication at five of six settings, while larger party size was significant only for outdoor settings. Enforcing the legal drinking age and refusing to serve intoxicated patrons were associated with lower likelihood of intoxication at Greek and off-campus parties. The presence of a keg was associated with drinking to intoxication at Greek, off-campus and outdoor parties; at bars, cover charges and drink promotions were positively associated with drinking to intoxication. In four of six settings, we found evidence of significant mediating effects through perceived prevalence of intoxicated partygoers. Findings highlight risk and protective characteristics of parties by drinking setting, and have prevention implications. PMID:25976418

That value will often approach 1 due to the feedback that drives switching that is intrinsic to most concurrent schedules. A model of that feedback reproduced some features of concurrent data. The GML is a law only in the strained sense that any equation that maps data is a law. The machine under the hood of matching is in all likelihood the very law that was displaced by the Matching Law.     We advocate Logistic Regression (LR) as an alternative to the Support Vector Machine (SVM) classifiers commonly used in steganalysis. LR offers more information than traditional SVM methods - it estimates class probabilities as well as providing a simple classification - and can be adapted more easily and efficiently for multiclass problems. Like SVM, LR can be kernelised for nonlinear classification, and it shows comparable classification accuracy to SVM methods. This work is a case study, comparing accuracy and speed of SVM and LR classifiers in detection of LSB Matching and other related spatial-domain image steganography, through the state-of-art 686-dimensional SPAM feature set, in three image sets.

    Most work on listeners' ability to separate streams of speech has focused on adults. Yet infants also find themselves in noisy environments. In order to learn from their caregivers' speech in these settings, they must first separate it from background noise such as that from television shows and siblings. Previous work has found that 7.5-month-old infants can separate streams of speech when the target voice is more intense than the distractor voice (Newman and Jusczyk, 1996), when the target voice is known to the infant (Barker and Newman, 2000) or when infants are presented with an audiovisual (rather than auditory-only) signal (Hollich, Jusczyk, and Newman, 2001). Unfortunately, the paradigm in these studies can only be used on infants at least 7.5 months of age, limiting the ability to investigate how stream segregation develops over time. The present work uses a new paradigm to explore younger infants' ability to separate streams of speech. Infants aged 4.5 months heard a female talker repeat either their own name or another infants' name, while several other voices spoke fluently in the background. We present data on infants' ability to recognize their own name in this cocktail party situation. [Work supported by NSF and NICHD.

With regard to a long term requirement of a shift from a linear economy towards a cycle economy, businesses should be motivated to embrace change brought about by consumers, government, competition, and ethical responsibility. To achieve business goals and objectives, a company must reply to increasing consumer demand for "green" products and implement environmentally responsible plans. Reverse logistics is an activity within organizations delegated to the customer service function, where customers with warranted or defective products would return them to their supplier. Emergence of reverse logistics enables to provide a competitive advantage and significant return on investment with an indirect effect on profitability. Many organizations are hiring third-party providers to implement reverse logistics programs designed to retain value by getting products back. Reverse logistics vendors play an important role in helping organizations in closing the loop for products offered by the organizations. In this regard, the selection of third-party providers issue is increasingly becoming an area of reverse logistics concept and practice. This study aims to assist managers in determining which third-party logistics provider to collaborate in the reverse logistics process with an alternative approach based on an integrated model using neural networks and fuzzy logic. An illustrative case study is discussed and the best provider is identified through the solution of this model.

    The Vision for Space Exploration sets out a number of goals, involving both strategic and tactical objectives. These include returning the Space Shuttle to flight, completing the International Space Station, and conducting human expeditions to the Moon by 2020. Each of these goals has profound logistics implications. In the consideration of these objectives,a need for a study on NASA logistics lessons learned was recognized. The study endeavors to identify both needs for space exploration and challenges in the development of past logistics architectures, as well as in the design of space systems. This study may also be appropriately applied as guidance in the development of an integrated logistics architecture for future human missions to the Moon and Mars. This report first summarizes current logistics practices for the Space Shuttle Program (SSP) and the International Space Station (ISS) and examines the practices of manifesting, stowage, inventory tracking, waste disposal, and return logistics. The key findings of this examination are that while the current practices do have many positive aspects, there are also several shortcomings. These shortcomings include a high-level of excess complexity, redundancy of information/lack of a common database, and a large human-in-the-loop component. Later sections of this report describe the methodology and results of our work to systematically gather logistics lessons learned from past and current human spaceflight programs as well as validating these lessons through a survey of the opinions of current space logisticians. To consider the perspectives on logistics lessons, we searched several sources within NASA, including organizations with direct and indirect connections with the system flow in mission planning. We utilized crew debriefs, the John Commonsense lessons repository for the JSC Mission Operations Directorate, and the Skylab Lessons Learned.     The characterization of ever smaller and fainter extrasolar planets requires an intricate understanding of one's data and the analysis techniques used. Correcting the raw data at the 10-4 level of accuracy in flux is one of the central challenges. This can be difficult for instruments that do not feature a calibration plan for such high precision measurements. Here, it is not always obvious how to de-correlate the data using auxiliary information of the instrument and it becomes paramount to know how well one can disentangle instrument systematics from one's data, given nothing but the data themselves. We propose a non-parametric machine learning algorithm, based on the concept of independent component analysis, to de-convolve the systematic noise and all non-Gaussian signals from the desired astrophysical signal. Such a "blind" signal de-mixing is commonly known as the "Cocktail Party problem" in signal processing. Given multiple simultaneous observations of the same exoplanetary eclipse, as in the case of spectrophotometry, we show that we can often disentangle systematic noise from the original light-curve signal without the use of any complementary information of the instrument. In this paper, we explore these signal extraction techniques using simulated data and two data sets observed with the Hubble Space Telescope NICMOS instrument. Another important application is the de-correlation of the exoplanetary signal from time-correlated stellar variability. Using data obtained by the Kepler mission we show that the desired signal can be de-convolved from the stellar noise using a single time series spanning several eclipse events. Such non-parametric techniques can provide important confirmations of the existent parametric corrections reported in the literature, and their associated results. Additionally they can substantially improve the precision exoplanetary light-curve analysis in the future.

We propose a non-parametric machine learning algorithm, based on the concept of independent component analysis, to de-convolve the systematic noise and all non-Gaussian signals from the desired astrophysical signal. Such a 'blind' signal de-mixing is commonly known as the 'Cocktail Party problem' in signal processing. Given multiple simultaneous observations of the same exoplanetary eclipse, as in the case of spectrophotometry, we show that we can often disentangle systematic noise from the original light-curve signal without the use of any complementary information of the instrument. In this paper, we explore these signal extraction techniques using simulated data and two data sets observed with the Hubble Space Telescope NICMOS instrument. Another important application is the de-correlation of the exoplanetary signal from time-correlated stellar variability. Using data obtained by the Kepler mission we show that the desired signal can be de-convolved from the stellar noise using a single time series spanning several eclipse events. Such non-parametric techniques can provide important confirmations of the existent parametric corrections reported in the literature, and their associated results. Additionally they can substantially improve the precision exoplanetary light-curve analysis in the future.

    This article proposes a method for multiclass classification problems using ensembles of multinomial logistic regression models. A multinomial logit model is used as a base classifier in ensembles from random partitions of predictors. The multinomial logit model can be applied to each mutually exclusive subset of the feature space without variable selection. By combining multiple models the proposed method can handle a huge database without a constraint needed for analyzing high-dimensional data, and the random partition can improve the prediction accuracy by reducing the correlation among base classifiers. The proposed method is implemented using R, and the performance including overall prediction accuracy, sensitivity, and specificity for each category is evaluated on two real data sets and simulation data sets. To investigate the quality of prediction in terms of sensitivity and specificity, the area under the receiver operating characteristic (ROC) curve (AUC) is also examined. The performance of the proposed model is compared to a single multinomial logit model and it shows a substantial improvement in overall prediction accuracy.     We consider the Verhulst logistic equation and a couple of forms of the corresponding logistic maps. For the case of the logistic equation we show that using the general Riccati solution only changes the initial conditions of the equation. Next, we consider two forms of corresponding logistic maps reporting the following results. For the map xn + 1 = rxn(1 - xn) we propose a new way to write the solution for r = -2 which allows better precision of the iterative terms, while for the map xn + 1 - xn = rxn(1 - xn + 1) we show that it behaves identically to the logistic equation from the standpoint of the general Riccati solution, which is also provided herein for any value of the parameter r.

    The Galileoscope is a low-cost, high optical quality telescope kit designed for education and outreach during the International Year of Astronomy 2009. The Galileoscope has been used in a variety of formal and informal education settings around the world. We have been developing a model for large star parties by collaborating with school districts and Science Foundation Arizona. We held our first large start party last fall in Flagstaff and have our next one scheduled for April of 2011 in Yuma, Arizona. The model we are using includes and extensive professional development component for teacher. Each teacher attends a day-long professional development workshop that covers the optics of a telescope, how to assemble a Gaileoscope and how to make astronomical observations. Each teacher receives an optics eduction kit including all the materials necessary to do the activities in their classrooms. The teachers receive Galileoscopes and tripods for their classrooms as well. Before the star party, NOAO staff visit the classrooms to assist students and teachers with the Galileoscope and to teach observing techniques to ensure all the Galileoscopes are working and can be used at the star party. The evening of the star party students gather at the site (usually a local park or school grounds) for an evening of observing. Each student tries to find a variety of different objects to get their passports stamped. At the end of the evening, a drawing is held for students who have observed the designated objects. We will detail the process of planning and holding the star party including professional development, logistics and follow up with the students.

Our semantic structure analysis uses multidimensional scaling and social network analysis to extract, explore, and visualize word patterns and word associations in response to the stimulus statement "I'm a Republican, because …" which were collected from the official website of the Republican Party.     The global network of the International Monitoring System (IMS) of the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO), once completed, will consist of 321 monitoring facilities of four different technologies: hydroacoustic, seismic, infrasonic, and radionuclide. As of today, about 65% of the installations are completed and contribute data to the products issued by the International Data Centre (IDC) of the CTBTO. In order to accomplish the task to reliably collect evidence for any potential nuclear test explosion anywhere on the planet, all stations are required to perform to very high data availability requirements (at least 98% data availability over a 12-month period). To enable reaching this requirement, a three-layer concept has been developed to allow efficient support of the IMS stations: Operations, Maintenance and Logistics, and Engineering. Within this concept Maintenance and Logistics provide second level support of the stations, whereby problems arising at the station are assigned through the IMS ticket system to Maintenance if they cannot be resolved on the Operations level. Maintenance will then activate the required resources to appropriately address and ultimately resolve the problem. These resources may be equipment support contracts, other third party contracts, or the dispatch of a maintenance team. Engineering Support will be activated if the problem requires redesign of the station or after catastrophic failures when a total rebuild of a station may be necessary. In this model, Logistics Support is responsible for parts replenishment and support contract management. Logistics Support also collects and analyzes relevant failure mode and effect information, develops supportability models, and has the responsibility for document management, obsolescence, risk & quality, and configuration management, which are key elements for efficient station support.   14. Lessons Learned from the Arizona Galileoscope Star Party Program

    The National Optical Astronomy Observatory has joined together multiple audiences in various communities to conduct outreach using Galileoscopes. The audience consists of 5th grade students and teachers, their families and friends, and anyone else who wants to attend a special star party led by students using Galileoscopes. However, across one community there are many subcultures that one should be responsive to in the program design. The program model, which has been independently evaluated, combines professional development and classroom visits by NOAO education practitioners with the goal of a community star party. We have conducted the program in several mid-sized Arizona cities after an initial prototype star party held near the state capitol building in Phoenix. In this program, with Galileoscopes purchased with funding from Science Foundation Arizona, we have now held Galileoscope star parties in Flagstaff, Safford, and Globe, with two programs in Yuma, Arizona. We will discuss planning efforts, professional development plans and lessons learned, and specific logistical issues that have arisen in the program. Although the professional development component for teachers is rather traditional, the overall lessons learned are applicable to many astronomy programs for non-traditional audiences.

In this paper, we present the first 3-party PAKE protocol proven secure against both online and offline dictionary attacks as well as insider and outsider dictionary attacks. Our construct can be viewed as a protocol compiler that transforms any 2-party PAKE protocol into a 3-party PAKE protocol with 2 additional rounds of communication.     This article identifies the major political party positions on population policy (PP) in Australia. Australia has the Governing Coalition, comprised of the Liberal and National Parties, and the Australian Labor Party (ALP), the main opposition party. The ALP adopted a PP at its national conference in 1998. The Government Minister for Immigration and Multicultural Affairs (DIMA) does not view a PP as a need. The ALP policy identifies the need to decide on a long term sustainable population size as determined within a PP framework. The visa classification system needs to reflect national priorities. Labor will support a fair refugee and humanitarian program. Skilled labor migration must be linked with labor market needs. Business migration is a means of transferring resources and technology to Australia. The DIMA Minister announced the target intake of 80,000 visa immigrants in 1998- 99, which would produce a peak population of about 23 million in 2050. Settler arrivals from New Zealand would increase population size. A group of scientists and scholars published their recommendations about development of a PP. The Minister of DIMA's defense of the lack of a PP is included in this publication. Labor in several publications indicates support for a larger immigration intake, or an adjustment of the intake within the existing numbers. The Prime Minister, who supports the concept of multiculturalism, argues that people must accept immigration policy.     In this article we develop methods for assessing parameter sensitivity in logistic regression models. To set the stage for this work, we first review Waller's (2008) equations for computing fungible weights in linear regression. Next, we describe 2 methods for computing fungible weights in logistic regression. To demonstrate the utility of these methods, we compute fungible logistic regression weights using data from the Centers for Disease Control and Prevention's (2010) Youth Risk Behavior Surveillance Survey, and we illustrate how these alternate weights can be used to evaluate parameter sensitivity. To make our work accessible to the research community, we provide R code (R Core Team, 2015) that will generate both kinds of fungible logistic regression weights.     How many top executives have ever visited with managers who move materials from the factory to the store? How many still reduce the costs of logistics to the rent of warehouses and the fees charged by common carriers? To judge by hours of senior management attention, logistics problems do not rank high. But logistics have the potential to become the next governing element of strategy. Whether they know it or not, senior managers of every retail store and diversified manufacturing company compete in logistically distinct businesses. Customer needs vary, and companies can tailor their logistics systems to serve their customers better and more profitably. Companies do not create value for customers and sustainable advantage for themselves merely by offering varieties of goods. Rather, they offer goods in distinct ways. A particular can of Coca-Cola, for example, might be a can of Coca-Cola going to a vending machine, or a can of Coca-Cola that comes with billing services. There is a fortune buried in this distinction. The goal of logistics strategy is building distinct approaches to distinct groups of customers. The first step is organizing a cross-functional team to proceed through the following steps: segmenting customers according to purchase criteria, establishing different standards of service for different customer segments, tailoring logistics pipelines to support each segment, and creating economics of scale to determine which assets can be shared among various pipelines.     By February 1981 the refugee relief operation in Somalia was close to breakdown. The Governor of Somalia and the United Nations High Commission for Refugees (UNHCR) contracted the agency CARE to manage the logistics of the operation. By August 1981 over 99 % of food received at Mogadishu was reaching the camps. Here we describe this apparent success, and attempt to diagnose the contributing factors. Chief among these are dynamic leadership, 'systems' management, adaptability of personnel, the use of professional Indian food monitors in the camps, and the support given by the Government. The chief qualification on the success of the operation has been the continued dependency on expatriate expertise. General conclusions are offered relating to the management of logistics in relief operations. The most important conclusion is that there is a prime need for logistics to be centralized in a single organization at the start of major emergencies. We point to the current inadequacy in an international relief system which fails to ensure this, and suggest that a new or existing part of the United Nations family be given a 'brief for in-country logistics' to become a UN Emergency Logistics Office.   15. Logistic Stick-Breaking Process

    A logistic stick-breaking process (LSBP) is proposed for non-parametric clustering of general spatially- or temporally-dependent data, imposing the belief that proximate data are more likely to be clustered together. The sticks in the LSBP are realized via multiple logistic regression functions, with shrinkage priors employed to favor contiguous and spatially localized segments. The LSBP is also extended for the simultaneous processing of multiple data sets, yielding a hierarchical logistic stick-breaking process (H-LSBP). The model parameters (atoms) within the H-LSBP are shared across the multiple learning tasks. Efficient variational Bayesian inference is derived, and comparisons are made to related techniques in the literature. Experimental analysis is performed for audio waveforms and images, and it is demonstrated that for segmentation applications the LSBP yields generally homogeneous segments with sharp boundaries.     Logistical functions that are normally associated with US underground coal mining are investigated and analyzed. These functions imply all activities and services that support the producing sections of the mine. The report provides a better understanding of how these functions impact coal production in terms of time, cost, and safety. Major underground logistics activities are analyzed and include: transportation and personnel, supplies and equipment; transportation of coal and rock; electrical distribution and communications systems; water handling; hydraulics; and ventilation systems. Recommended areas for future research are identified and prioritized.

However, a constrained budget and increasing requirements are a way of life at NASA Kennedy Space Center (KSC), making it a natural environment for the application of CI tools and techniques. This paper describes how KSC, and specifically the Space Shuttle Logistics Project, a key contributor to KSC's mission, has embraced the CI management approach as a means of achieving its strategic goals and objectives. An overview of how the KSC Space Shuttle Logistics Project has structured its CI effort and examples of some of the initiatives are provided.

    Innovative strategies are needed to increase minorities' research participation. Using existing social networks within the African American community, "home health parties" were tested as a way to recruit African American women to a breast cancer control study. Parties included social, educational, and recruitment components. All women attending health parties consented, completed a survey, and received the study's preliminary breast cancer risk assessment. There were no differences in rates of participation for subsequent study components between women recruited via parties versus other methods. Health parties are viable recruitment strategies, reduce barriers to participation, provide a supportive environment, and are relatively inexpensive. PMID:17020516

  1. Three-party quantum summation without a trusted third party

    In this paper, we propose a quantum summation protocol, in which the genuinely maximally entangled six-qubit states found by Borras et al., are employed. Because of the excellent properties of the genuinely maximally entangled six-qubit states, the presented protocol allows three participants to compute the summation of their inputs without the help of a trusted third party and preserve the privacy of their inputs, respectively. The participants do not need any unitary operations. In addition, the proposed protocol utilizes the one-step quantum transmission and therefore is congenitally free from Trojan horse attacks. We have also shown that our protocol is secure against other well-known attacks over lossy and noisy quantum channels.

    Current Army logistical systems and databases contain massive amounts of data that need an effective method to extract actionable information. The databases do not contain root cause and case-based analysis needed to diagnose or predict breakdowns. A system is needed to find data from as many sources as possible, process it in an integrated fashion, and disseminate information products on the readiness of the fleet vehicles. 21st Century Systems, Inc. introduces the Agent- Enabled Logistics Enterprise Intelligence System (AELEIS) tool, designed to assist logistics analysts with assessing the availability and prognostics of assets in the logistics pipeline. AELEIS extracts data from multiple, heterogeneous data sets. This data is then aggregated and mined for data trends. Finally, data reasoning tools and prognostics tools evaluate the data for relevance and potential issues. Multiple types of data mining tools may be employed to extract the data and an information reasoning capability determines what tools are needed to apply them to extract information. This can be visualized as a push-pull system where data trends fire a reasoning engine to search for corroborating evidence and then integrate the data into actionable information. The architecture decides on what reasoning engine to use (i.e., it may start with a rule-based method, but, if needed, go to condition based reasoning, and even a model-based reasoning engine for certain types of equipment). Initial results show that AELEIS is able to indicate to the user of potential fault conditions and root-cause information mined from a database.

    This paper describes modeling and simulation of reverse logistics networks for collection of used computers in one of the company in Selangor. The study focuses on design of reverse logistics network for used computers recycling operation. Simulation modeling, presented in this work allows the user to analyze the future performance of the network and to understand the complex relationship between the parties involved. The findings from the simulation suggest that the model calculates processing time and resource utilization in a predictable manner. In this study, the simulation model was developed by using Arena simulation package.

  5. Activist model of political party growth

    The membership of British political parties has a direct influence on their political effectiveness. This paper applies the mathematics of epidemiology to the analysis of the growth and decline of such memberships. The party members are divided into activists and inactive members, where all activists influence the quality of party recruitment, but only a subset of activists recruit and thus govern numerical growth. The activists recruit for only a limited period, which acts as a restriction on further party growth. This Limited Activist model is applied to post-war and recent memberships of the Labour, Scottish National and Conservative parties. The model reproduces data trends, and relates realistically to historical narratives. It is concluded that the political parties analysed are not in danger of extinction but experience repeated periods of growth and decline in membership, albeit at lower numbers than in the past.

    Adolescent participants in a study aimed at exploring the nature and characteristics of girls' dating relationships revealed the phenomenon of sex parties. These teens defined a sex party as an opportunity to engage in sexual contact outside of typical dating relationships. Sexual activity could involve actual intercourse, but usually involved sex acts without vaginal intercourse. Data were collected through 22 semistructured interviews with female adolescents, ages 15-18. All the participants knew of sex parties, however, only a subgroup of these adolescents actually participated in activities loosely defined by teens as sex parties. Alcohol was common at these parties, but female teens asserted that they consumed alcohol willingly to relax, as opposed to being coerced to do so. Some teens expressed regret following participation in a sex party, although none reported sexual coercion or abuse. PMID:17172201

NASA is Advanced Exploration Systems (AES) Logistics Reduction and Repurposing (LRR) Project is developing four logistics technologies guided by a systems engineering cradle-to-grave approach to enable used crew items to augment vehicle systems. Specifically, AES LRR is investigating the direct reduction of clothing mass, the repurposing of logistical packaging, the processing of spent crew items to benefit radiation shielding and water recovery, and the conversion of trash to propulsion supply gases. The systematic implementation of these types of technologies will increase launch mass efficiency by enabling items to be used for secondary purposes and improve the habitability of the vehicle as the mission duration increases. This paper provides a description, benefits, and challenges of the four technologies under development and a status of progress at the mid ]point of the three year AES project.

    The MPLM Program was initiated through a Memorandum of Understanding (MOU) between the United States' National Aeronautics and Space Administration (NASA) and Italy's ASI, the Italian Space Agency, that was signed on 6 December 1991. The MPLM is a pressurized logistics module that will be used to transport supplies and materials (up to 20,000 lb), including user experiments, between Earth and International Space Station Alpha (ISSA) using the Shuttle, to support active and passive storage, and to provide a habitable environment for two people when docked to the Station. The Italian Space Agency has selected Alenia Spazio to develop MPLM modules that have always been considered a key element for the new International Space Station taking benefit from its design flexibility and consequent possible cost saving based on the maximum utilization of the Shuttle launch capability for any mission. In the frame of the very recent agreement between the U.S. and Russia for cooperation in space, that foresees the utilization of MIR 1 hardware, the Italian MPLM will remain an important element of the logistics system, being the only pressurized module designed for re-entry. Within the new scenario of anticipated Shuttle flights to MIR 1 during Space Station phase 1, MPLM remains a candidate for one or more missions to provide MIR 1 resupply capabilities and advanced ISSA hardware/procedures verification. Based on the concept of Flexible Carriers, Alenia Spazio is providing NASA with three MPLM flight units that can be configured according to the requirements of the Human-Tended Capability (HTC) and Permanent Human Capability (PHC) of the Space Station. Configurability will allow transportation of passive cargo only, or a combination of passive and cold cargo accommodated in R/F racks.     The aim of this paper is to deepen the understanding of the relationship between country logistics performance and disaster impact. The relationship is analysed through correlation analysis and regression models for 117 countries for the years 2007 to 2012 with disaster impact variables from the International Disaster Database (EM-DAT) and logistics performance indicators from the World Bank. The results show a significant relationship between country logistics performance and disaster impact overall and for five out of six specific logistic performance indicators. These specific indicators were further used to explore the relationship between country logistic performance and disaster impact for three specific disaster types (epidemic, flood and storm). The findings enhance the understanding of the role of logistics in a humanitarian context with empirical evidence of the importance of country logistics performance in disaster response operations.     Punishment can help maintain cooperation by deterring free-riding and cheating. Of particular importance in large-scale human societies is third-party punishment in which individuals punish a transgressor or norm violator even when they themselves are not affected. Nonhuman primates and other animals aggress against conspecifics with some regularity, but it is unclear whether this is ever aimed at punishing others for noncooperation, and whether third-party punishment occurs at all. Here we report an experimental study in which one of humans' closest living relatives, chimpanzees (Pan troglodytes), could punish an individual who stole food. Dominants retaliated when their own food was stolen, but they did not punish when the food of third-parties was stolen, even when the victim was related to them. Third-party punishment as a means of enforcing cooperation, as humans do, might therefore be a derived trait in the human lineage. PMID:22927412

    With the introduction of new vaccines, developing countries are facing serious challenges in their vaccine supply and logistics systems. Storage capacity bottlenecks occur at national, regional, and district levels and system inefficiencies threaten vaccine access, availability, and quality. As countries adopt newer and more expensive vaccines and attempt to reach people at different ages and in new settings, their logistics systems must be strengthened and optimized. As a first step, national governments, donors, and international agencies have crafted a global vision for 2020 vaccine supply and logistics systems with detailed plans of action to achieve five priority objectives. Vaccine products and packaging are designed to meet the needs of developing countries. Immunization supply systems support efficient and effective vaccine delivery. The environmental impact of energy, materials, and processes used in immunization systems is minimized. Immunization information systems enable better and more timely decision-making. Competent and motivated personnel are empowered to handle immunization supply chain issues. Over the next decade, vaccine supply and logistics systems in nearly all developing countries will require significant investments of time and resources from global and national partners, donors, and governments.     Human exploration missions under study are limited by the launch mass capacity of existing and planned launch vehicles. The logistical mass of crew items is typically considered separate from the vehicle structure, habitat outfitting, and life support systems. Although mass is typically the focus of exploration missions, due to its strong impact on launch vehicle and habitable volume for the crew, logistics volume also needs to be considered. NASA's Advanced Exploration Systems (AES) Logistics Reduction and Repurposing (LRR) Project is developing six logistics technologies guided by a systems engineering cradle-to-grave approach to enable after-use crew items to augment vehicle systems. Specifically, AES LRR is investigating the direct reduction of clothing mass, the repurposing of logistical packaging, the use of autonomous logistics management technologies, the processing of spent crew items to benefit radiation shielding and water recovery, and the conversion of trash to propulsion gases. Reduction of mass has a corresponding and significant impact to logistical volume. The reduction of logistical volume can reduce the overall pressurized vehicle mass directly, or indirectly benefit the mission by allowing for an increase in habitable volume during the mission. The systematic implementation of these types of technologies will increase launch mass efficiency by enabling items to be used for secondary purposes and improve the habitability of the vehicle as mission durations increase. Early studies have shown that the use of advanced logistics technologies can save approximately 20 m(sup 3) of volume during transit alone for a six-person Mars conjunction class mission.

    While we cannot predict the future, we can ascertain trends and examine them through the use of alternative futures methodologies and tools. From a logistics perspective, we know that many different futures are possible, all of which are obviously dependent on decisions we make in the present. As professional logisticians we are obligated to provide the field - our Soldiers - with our best professional opinion of what will result in success on the battlefield. Our view of the future should take history and contemporary conflict into account, but it must also consider that continuity with the past cannot be taken for granted. If we are too focused on past and current experience, then our vision of the future will be limited indeed. On the one hand, the future must be explained in language that does not defy common sense. On the other hand, the pace of change is such that we must conduct qualitative and quantitative trend analyses, forecasting, and explorative scenario development in ways that allow for significant breaks - or "shocks" - that may "change the game". We will need capabilities and solutions that are constantly evolving - and improving - to match the operational tempo of a radically changing threat environment. For those who provide quartermaster services, this article will briefly examine what this means from the perspective of creating what might be termed a preferred future.

    Technologies that reduce logistical mass, volume, and the crew time dedicated to logistics management become more important as exploration missions extend further from the Earth. Even modest reductions in logistical mass can have a significant impact because it also reduces the packaging burden. NASA's Advanced Exploration Systems' Logistics Reduction Project is developing technologies that can directly reduce the mass and volume of crew clothing and metabolic waste collection. Also, cargo bags have been developed that can be reconfigured for crew outfitting, and trash processing technologies are under development to increase habitable volume and improve protection against solar storm events. Additionally, Mars class missions are sufficiently distant that even logistics management without resupply can be problematic due to the communication time delay with Earth. Although exploration vehicles are launched with all consumables and logistics in a defined configuration, the configuration continually changes as the mission progresses. Traditionally significant ground and crew time has been required to understand the evolving configuration and to help locate misplaced items. For key mission events and unplanned contingencies, the crew will not be able to rely on the ground for logistics localization assistance. NASA has been developing a radio-frequency-identification autonomous logistics management system to reduce crew time for general inventory and enable greater crew self-response to unplanned events when a wide range of items may need to be located in a very short time period. This paper provides a status of the technologies being developed and their mission benefits for exploration missions.

    Two different forms of the logistic equation for population growth appear in the ecological literature. In the form of the logistic equation that appears in recent ecology textbooks the parameters are the instantaneous rate of natural increase per individual and the carrying capacity of the environment. In the form of the logistic equation that appears in some older literature the parameters are the instantaneous birth rate per individual and the carrying capacity. The decision whether to use one form or the other depends on which form of the equation is biologically more realistic. In this study the form of the logistic equation in which the instantaneous birth rate per individual is a parameter is shown to be more realistic in terms of the birth and death processes of population growth. Application of the logistic equation to calculate yield from an exploited fish population also shows that the parameters must be the instantaneous birth rate per individual and the carrying capacity.     Recently, conventional logistic maps have been used in different vital applications like modeling and security. However, unfortunately the conventional logistic maps can tolerate only one changeable parameter. In this paper, three different generalized logistic maps are introduced with arbitrary powers which can be reduced to the conventional logistic map. The added parameter (arbitrary power) increases the degree of freedom of each map and gives us a versatile response that can fit many applications. Therefore, the conventional logistic map is considered only a special case from each proposed map. This new parameter increases the flexibility of the system, and illustrates the performance of the conventional system within any required neighborhood. Many cases will be illustrated showing the effect of the arbitrary power and the equation parameter on the number of equilibrium points, their locations, stability conditions, and bifurcation diagrams up to the chaotic behavior.     Research on partying and nightlife often emphasizes commercial control while overlooking participants' creativity and agency. Due to their age, appearance and transgressive partying, participants in the Norwegian high school graduation celebration have limited access to bars and pubs in the ordinary night-time economy. To create alternative party spaces under their own control they utilize the spatial opportunities offered by automobility. Groups of students get together many years in advance and buy old buses which they refurbish to become rolling nightclubs that enable them to 'transcend space' through partying while on the move. These mobile party spaces provide a material and symbolic centre of communion and a tight space for physical assembly that enhances the production of intense positive emotions. In a cat-and-mouse game with the police, the buses provide a sense of nomadic autonomy, and enable participants to drink heavily for days on end. The study examines how youth may creatively zone their own party spaces within the context of automobility and how these mobile spaces again shape the partying that goes on within them. While this party practice opens up for autonomy, creativity and social transgressions reminiscent of liminal phases or carnivals, at a deeper level participants clearly reproduce class-based differences and exaggerate conventional practices and symbols.     Technologies that reduce logistical mass, volume, and the crew time dedicated to logistics management become more important as exploration missions extend further from the Earth. Even modest reductions in logical mass can have a significant impact because it also reduces the packing burden. NASA's Advanced Exploration Systems' Logistics Reduction Project is developing technologies that can directly reduce the mass and volume of crew clothing and metabolic waste collection. Also, cargo bags have been developed that can be reconfigured for crew outfitting and trash processing technologies to increase habitable volume and improve protection against solar storm events are under development. Additionally, Mars class missions are sufficiently distant that even logistics management without resupply can be problematic due to the communication time delay with Earth. Although exploration vehicles are launched with all consumables and logistics in a defined configuration, the configuration continually changes as the mission progresses. Traditionally significant ground and crew time has been required to understand the evolving configuration and locate misplaced items. For key mission events and unplanned contingencies, the crew will not be able to rely on the ground for logistics localization assistance. NASA has been developing a radio frequency identification autonomous logistics management system to reduce crew time for general inventory and enable greater crew self-response to unplanned events when a wide range of items may need to be located in a very short time period. This paper provides a status of the technologies being developed and there mission benefits for exploration missions.

    I was assigned to the Logistics Division of the International Space Station (ISS)/Spacecraft Processing Directorate. The Division consists of eight NASA engineers and specialists that oversee the logistics portion of the Checkout, Assembly, and Payload Processing Services (CAPPS) contract. Boeing, their sub-contractors and the Boeing Prime contract out of Johnson Space Center, provide the Integrated Logistics Support for the ISS activities at Kennedy Space Center. Essentially they ensure that spares are available to support flight hardware processing and the associated ground support equipment (GSE). Boeing maintains a Depot for electrical, mechanical and structural modifications and/or repair capability as required. My assigned task was to learn project management techniques utilized by NASA and its' contractors to provide an efficient and effective logistics support infrastructure to the ISS program. Within the Space Station Processing Facility (SSPF) I was exposed to Logistics support components, such as, the NASA Spacecraft Services Depot (NSSD) capabilities, Mission Processing tools, techniques and Warehouse support issues, required for integrating Space Station elements at the Kennedy Space Center. I also supported the identification of near-term ISS Hardware and Ground Support Equipment (GSE) candidates for excessing/disposition prior to October 2010; and the validation of several Logistics Metrics used by the contractor to measure logistics support effectiveness.

    This paper summarizes the current state of the art in interplanetary supply chain modeling and discusses SpaceNet as one particular method and tool to address space logistics modeling and simulation challenges. Fundamental upgrades to the interplanetary supply chain framework such as process groups, nested elements, and cargo sharing, enabled SpaceNet to model an integrated set of missions as a campaign. The capabilities and uses of SpaceNet are demonstrated by a step-by-step modeling and simulation of a lunar campaign.

    Much has been written about how emergency management (EM) needs to look to the future regarding issues of resource management (monetary, human, and material). Constraints on budgets are ongoing and the staffing of emergency response activities is often difficult because volunteers have little to no training. The management of material resources has also been a challenge because 1) the categories of material vary by the type of emergency, 2) the necessary quantities of material are often not located near the ultimate point of need, and 3) the transportation assets are rarely available in the form and quantity required to allow timely and effective response. The logistics and resource management functions of EM (what we refer to as EM logistics) have been largely reactive, with little to no pre-event planning for potential demand. We applied the Supply Chain Operational Reference (SCOR) model to EM logistics in an effort to transform it to an integrated and scalable system of physical, information, and financial flows into which are woven the functions of sourcing, making, delivering, and returning, with an overarching planning function that transcends the organizational boundaries of participants. The result is emergency supply chain management, which embraces many more participants who share in a larger quantity of more useful information about the resources that need to be deployed when responding to and recovering from emergency events. In turn, the third party (Charlie) can condition the process by means of local operations and classical communication. We find the best measurement that Charlie can implement on his own mode that preserves the Gaussian character of the three-mode state and optimizes the teleportation fidelity between Alice and Bob.

    The potential use of logistic regression in rainfall estimation from satellite measurements is investigated. Satellite measurements provide covariate information in terms of radiances from different remote sensors.The logistic regression technique can effectively accommodate many covariates and test their significance in the estimation. The outcome from the logistical model is the probability that the rainrate of a satellite pixel is above a certain threshold. By varying the thresholds, a rainrate histogram can be obtained, from which the mean and the variant can be estimated. A logistical model is developed and applied to rainfall data collected during GATE, using as covariates the fractional rain area and a radiance measurement which is deduced from a microwave temperature-rainrate relation. It is demonstrated that the fractional rain area is an important covariate in the model, consistent with the use of the so-called Area Time Integral in estimating total rain volume in other studies. To calibrate the logistical model, simulated rain fields generated by rainfield models with prescribed parameters are needed. A stringent test of the logistical model is its ability to recover the prescribed parameters of simulated rain fields. A rain field simulation model which preserves the fractional rain area and lognormality of rainrates as found in GATE is developed. A stochastic regression model of branching and immigration whose solutions are lognormally distributed in some asymptotic limits has also been developed.

    The rise of the political party Podemos, within the context of a crisis in political representation, can be explained from a perspective of transformative interactions between public spheres, social movements and new technologies. The emergence of the 15M movement allowed Podemos to offer a new diagnosis of politics that has been actively promoted on social media, which represent a true campaign platform for low-budget parties. An analysis of Twitter and Facebook reveals the rapid growth of Podemos, its prominence on social networks, the profile of its followers and its most influential publications in these new discourses.     The goal of two-party cryptography is to enable two parties, Alice and Bob, to solve common tasks without the need for mutual trust. Examples of such tasks are private access to a database, and secure identification. Quantum communication enables security for all of these problems in the noisy-storage model by sending more signals than the adversary can store in a certain time frame. Here, we initiate the study of device-independent (DI) protocols for two-party cryptography in the noisy-storage model. Specifically, we present a relatively easy to implement protocol for a cryptographic building block known as weak string erasure and prove its security even if the devices used in the protocol are prepared by the dishonest party. DI two-party cryptography is made challenging by the fact that Alice and Bob do not trust each other, which requires new techniques to establish security. We fully analyse the case of memoryless devices (for which sequential attacks are optimal) and the case of sequential attacks for arbitrary devices. The key ingredient of the proof, which might be of independent interest, is an explicit (and tight) relation between the violation of the Clauser–Horne–Shimony–Holt inequality observed by Alice and Bob and uncertainty generated by Alice against Bob who is forced to measure his system before finding out Alice’s setting (guessing with postmeasurement information). In particular, we show that security is possible for arbitrarily small violation.

    Following a private party in Río Piedras, PR, 23 (56 percent) of those who attended developed an illness characterized by pharyngitis, myalgia, fatigue, headache, and fever. Consumption of carrucho (conch) salad was significantly associated with illness (P = 0.013, Fisher's exact test). Group A beta-hemolytic streptococci (M nontypable T12, serum opacity factor positive) were isolated both from throat cultures in 11 of 47 persons who attended the party and from the implicated food. The original source of contamination of the conch salad was not identified. Because complications may still occur from such infections and only a small percentage of persons with sore throats seek medical attention and ultimately receive treatment for their illnesses, it is important to recognize these outbreaks.     Reverse logistics in construction refers to the movement of products and materials from salvaged buildings to a new construction site. While there is a plethora of studies looking at various aspects of the reverse logistics chain, there is no systematic review of literature on this important subject as applied to the construction industry. Therefore, the objective of this study is to integrate the fragmented body of knowledge on reverse logistics in construction, with the aim of promoting the concept among industry stakeholders and the wider construction community. Through a qualitative meta-analysis, the study synthesises the findings of previous studies and presents some actions needed by industry stakeholders to promote this concept within the real-life context. First, the trend of research and terminology related with reverse logistics is introduced. Second, it unearths the main advantages and barriers of reverse logistics in construction while providing some suggestions to harness the advantages and mitigate these barriers.     Each year, millions of people worldwide are affected by disasters, underscoring the importance of effective relief efforts. Many highly visible disaster responses have been inefficient and ineffective. Humanitarian agencies typically play a key role in disaster response (eg, procuring and distributing relief items to an affected population, assisting with evacuation, providing healthcare, assisting in the development of long-term shelter), and thus their efficiency is critical for a successful disaster response. The field of disaster and emergency response modeling is well established, but the application of such techniques to humanitarian logistics is relatively recent. This article surveys models of humanitarian response logistics and identifies promising opportunities for future work. Existing models analyze a variety of preparation and response decisions (eg, warehouse location and the distribution of relief supplies), consider both natural and manmade disasters, and typically seek to minimize cost or unmet demand. Opportunities to enhance the logistics of humanitarian response include the adaptation of models developed for general disaster response; the use of existing models, techniques, and insights from the literature on commercial supply chain management; the development of working partnerships between humanitarian aid organizations and private companies with expertise in logistics; and the consideration of behavioral factors relevant to a response. Implementable, realistic models that support the logistics of humanitarian relief can improve the preparation for and the response to disasters, which in turn can save lives. PMID:19069032

Some of the key benefits of AM include customizing products, localizing production and reducing logistics. Due to these and numerous other benefits, AM is enabling a globally distributed manufacturing process and supply chain spanning multiple parties, and hence raises concerns about the reliability of the manufactured product. In this work, we first present a brief overview of the potential risks that exist in the cyber-physical environment of additive manufacturing. We then evaluate the risks posed by two different classes of modifications to the AM process which are representative of the challenges that are unique to AM. The risks posed are examined through mechanical testing of objects with altered printing orientation and fine internal defects. Finite element analysis and ultrasonic inspection are also used to demonstrate the potential for decreased performance and for evading detection. The results highlight several scenarios, intentional or unintentional, that can affect the product quality and pose security challenges for the additive manufacturing supply chain.
