    Medical technology, which today makes it possible to bear a child after death, enables planned orphanhood. The first part of this paper will discuss the medical innovations in human conception, the psycho-social aspects of the wish for children from the genes of someone who is no longer alive, and the ensuing orphanhood and its implications. The second part will discuss the ethical issues relating to planned orphanhood: Who are involved in the matter of planned orphanhood? Is the decision to produce a planned orphan a private or public matter? Whose responsibility is the birth and bringing up of the planned orphan? To whom does society have more responsibility - the children who already exist or future children? And can planned orphanhood be regarded as a justification for wrongful conception? The last part of the paper will examine the judicial aspects of planned orphanhood in Israel and elsewhere and discuss the application of the principles of human dignity, human welfare, and justice. The paper argues for discouraging planned orphanhood so as to avoid violating the principles of human dignity and liberty, human welfare, and human justice, from the perspectives of both those who are involved in the process in general and the orphan who is the target of the medical intervention in particular.     Motor planning colloquially refers to any process related to the preparation of a movement that occurs during the reaction time prior to movement onset. However, this broad definition encompasses processes that are not strictly motor-related, such as decision-making about the identity of task-relevant stimuli in the environment. Furthermore, the assumption that all motor-planning processes require processing time, and can therefore be studied behaviorally by measuring changes in the reaction time, needs to be reexamined. In this review, we take a critical look at the processes leading from perception to action and suggest a definition of motor planning that encompasses only those processes necessary for a movement to be executed-that is, processes that are strictly movement related. These processes resolve the ambiguity inherent in an abstract goal by defining a specific movement to achieve it. We propose that the majority of processes that meet this definition can be completed nearly instantaneously, which means that motor planning itself in fact consumes only a small fraction of the reaction time.     Industry proposals for the Crew Exploration Vehicle that NASA plans as a replacement for the space shuttle are due next week, but the agency's new chief says it might be necessary to slow the CEV procurement at first to speed it up later. After a quick trip to Kennedy Space Center for briefings on getting the space shuttle back in operation, Michael D. Griffin sat down with his growing staff last week to begin work on modifying the CEV procurement. "We are going to rethink our entire program in that area," he said during an inaugural press conference Apr. 18. The proposals due May 2 are being prepared in response to NASA's call for a "risk-reduction flight effort" in 2008 that would lead to delivery of a human-rated CEV in 2014. But Griffin was co-leader on an independent study in 2004 that recommended a way to get the CEV flying astronauts in 2010, the year President Bush has set as a deadline for retiring the space shuttle fleet. In that study, produced for The Planetary Society, Griffin and his team called for development of a 13-15-ton "Block 1" CEV limited to low Earth orbit (LEO) that would be launched atop a single space shuttle solid rocket motor (SRM), with a new cryogenic upper stage based on existing rocket engine technology, Under this approach, NASA would develop a "Block 2" CEV later for human exploration beyond LEO.

    There are several types of planning processes and plans, including strategic, operational, tactical, and contingency. For this document, operational planning includes tactical planning. This chapter examines the strategic planning process and includes an introduction into disaster response plans. "A strategic plan is an outline of steps designed with the goals of the entire organisation as a whole in mind, rather than with the goals of specific divisions or departments". Strategic planning includes all measures taken to provide a broad picture of what must be achieved and in which order, including how to organise a system capable of achieving the overall goals. Strategic planning often is done pre-event, based on previous experience and expertise. The strategic planning for disasters converts needs into a strategic plan of action. Strategic plans detail the goals that must be achieved. The process of converting needs into plans has been deconstructed into its components and includes consideration of: (1) disaster response plans; (2) interventions underway or planned; (3) available resources; (4) current status vs. pre-event status; (5) history and experience of the planners; and (6) access to the affected population. These factors are tempered by the local: (a) geography; (b) climate; (c) culture; (d) safety; and (e) practicality. The planning process consumes resources (costs). All plans must be adapted to the actual conditions--things never happen exactly as planned. PMID:24785808

    Advance care planning should be available to all patients with chronic kidney disease, including end-stage kidney disease on renal replacement therapy. Advance care planning is a process of patient-centred discussion, ideally involving family/significant others, to assist the patient to understand how their illness might affect them, identify their goals and establish how medical treatment might help them to achieve these. An Advance Care Plan is only one useful outcome from the Advance Care Planning process, the education of patient and family around prognosis and treatment options is likely to be beneficial whether or not a plan is written or the individual loses decision making capacity at the end of life. Facilitating Advance Care Planning discussions requires an understanding of their purpose and communication skills which need to be taught. Advance Care Planning needs to be supported by effective systems to enable the discussions and any resulting Plans to be used to aid subsequent decision making. PMID:23586906

    Sandia embarked on its first exercise in corporate strategic planning during the winter of 1989. The results of that effort were disseminated with the publication of Strategic Plan 1990. Four years later Sandia conducted their second major planning effort and published Strategic Plan 1994. Sandia`s 1994 planning effort linked very clearly to the Department of Energy`s first strategic plan, Fueling a Competitive Economy. It benefited as well from the leadership of Lockheed Martin Corporation, the management and operating contractor. Lockheed Martin`s corporate success is founded on visionary strategic planning and annual operational planning driven by customer requirements and technology opportunities. In 1996 Sandia conducted another major planning effort that resulted in the development of eight long-term Strategic Objectives. Strategic Plan 1997 differs from its predecessors in that the robust elements of previous efforts have been integrated into one comprehensive body. The changes implemented so far have helped establish a living strategic plan with a stronger business focus and with clear deployment throughout Sandia. The concept of a personal line of sight for all employees to this strategic plan and its objectives, goals, and annual milestones is becoming a reality.

    Generating plans for execution imposes a different set of requirements on the planning process than those imposed by planning alone. In highly unpredictable execution environments, a fully-grounded plan may become inconsistent frequently when the world fails to behave as expected. Intelligent execution permits making decisions when the most up-to-date information is available, ensuring fewer failures. Planning should acknowledge the capabilities of the execution system, both to ensure robust execution in the face of uncertainty, which also relieves the planner of the burden of making premature commitments. We present Plan Identification Functions (PIFs), which formalize what it means for a plan to be executable, md are used in conjunction with a complete model of system behavior to halt the planning process when an executable plan is found. We describe the implementation of plan identification functions for a temporal, constraint-based planner.   10. Planned hospital birth versus planned home birth

    Background Observational studies of increasingly better quality and in different settings suggest that planned home birth in many places can be as safe as planned hospital birth and with less intervention and fewer complications. This is an update of a Cochrane review first published in 1998. Objectives To assess the effects of planned hospital birth compared with planned home birth in selected low-risk women, assisted by an experienced midwife with collaborative medical back up in case transfer should be necessary. Search methods We searched the Cochrane Pregnancy and Childbirth Group’s Trials Register (30 March 2012) and contacted editors and authors involved with possible trials. Selection criteria Randomised controlled trials comparing planned hospital birth with planned home birth in low-risk women as described in the objectives. Data collection and analysis The two review authors as independently as possible assessed trial quality and extracted data. We contacted study authors for additional information. Main results Two trials met the inclusion criteria but only one trial involving 11 women provided some outcome data and was included. The evidence from this trial was of moderate quality and too small to allow conclusions to be drawn. Authors’ conclusions There is no strong evidence from randomised trials to favour either planned hospital birth or planned home birth for low-risk pregnant women. However, the trials show that women living in areas where they are not well informed about home birth may welcome ethically well-designed trials that would ensure an informed choice. As the quality of evidence in favour of home birth from observational studies seems to be steadily increasing, it might be as important to prepare a regularly updated systematic review including observational studies as described in the Cochrane Handbook for Systematic Reviews of Interventions as to attempt to set up new randomised controlled trials.     Purpose: Over a decade ago, the 'Van Herk margin recipe paper' introduced plan evaluation through DVH statistics based on population distributions of systematic and random errors. We extended this work for structures with correlated uncertainties (e.g. lymph nodes or parotid glands), and considered treatment plans containing multiple (overlapping) dose distributions (e.g. conventional lymph node and hypo-fractionated tumor doses) for which different image guidance protocols may lead to correlated errors. Methods: A command-line software tool 'PlanJury' was developed which reads 3D dose and structure data exported from a treatment planning system. Uncertainties are specified by standard deviations and correlation coefficients. Parameters control the DVH statistics to be computed: e.g. the probability of reaching a DVH constraint, or the dose absorbed at given confidence in a (combined) volume. Code was written in C++ and parallelized using OpenMP. Testing geometries were constructed using idealized spherical volumes and dose distributions. Results: Negligible stochastic noise could be attained within two minutes computation time for a single target. The confidence to properly cover both of two targets was 90% for two synchronously moving targets, but decreased by 7% if the targets moved independently. For two partially covered organs at risk the confidence of at least one organ below the mean dose threshold was 40% for synchronous motion, 36% for uncorrelated motion, but only 20% for either of the organs separately. Two abutting dose distributions ensuring 91% confidence of proper target dose for correlated motions led to 28% lower confidence for uncorrelated motions as relative displacements between the doses resulted in cold spots near the target. Conclusions: Probabilistic plan evaluation can efficiently be performed for complicated treatment planning situations, thus providing important plan quality information unavailable in conventional PTV based evaluations.

    Agent-Independent Planning is a technique that allows the construction of activity plans without regard to the agent that will perform them. Once generated, a plan is then validated and translated into instructions for a particular agent, whether a robot, crewmember, or software-based control system. Because Space Station Freedom (SSF) is planned for orbital operations for approximately thirty years, it will almost certainly experience numerous enhancements and upgrades, including upgrades in robotic manipulators. Agent-Independent Planning provides the capability to construct plans for SSF operations, independent of specific robotic systems, by combining techniques of object oriented modeling, nonlinear planning and temporal logic. Since a plan is validated using the physical and functional models of a particular agent, new robotic systems can be developed and integrated with existing operations in a robust manner. This technique also provides the capability to generate plans for crewmembers with varying skill levels, and later apply these same plans to more sophisticated robotic manipulators made available by evolutions in technology.

    For a given problem, the optimal Markov policy over a finite horizon is a conditional plan containing a potentially large number of branches. However, there are applications where it is desirable to strictly limit the number of decision points and branches in a plan. This raises the question of how one goes about finding optimal plans containing only a limited number of branches. In this paper, we present an any-time algorithm for optimal k-contingency planning. It is the first optimal algorithm for limited contingency planning that is not an explicit enumeration of possible contingent plans. By modelling the problem as a partially observable Markov decision process, it implements the Bellman optimality principle and prunes the solution space. We present experimental results of applying this algorithm to some simple test cases.

    Strategic planning needs to be done as one of the integral steps in fulfilling our overall Departmental mission. The role of strategic planning is to assure that the longer term destinations, goals, and objectives which the programs and activities of the Department are striving towards are the best we can envision today so that our courses can then be set to move in those directions. Strategic planning will assist the Secretary, Deputy Secretary, and Under Secretary in setting the long-term directions and policies for the Department and in making final decisions on near-term priorities and resource allocations. It will assist program developers and implementors by providing the necessary guidance for multi-year program plans and budgets. It is one of the essential steps in the secretary's Strategic Planning Initiative. The operational planning most of us are so familiar with deals with how to get things done and with the resources needed (people, money, facilities, time) to carry out tasks. Operating plans like budgets, capital line item projects, R D budgets, project proposals, etc., are vital to the mission of the Department. They deal, however, with how to carry out programs to achieve some objective or budget assumption. Strategic planning deals with the prior question of what it is that should be attempted. It deals with what objectives the many programs and activities of the Department of Department should be striving toward. The purpose of this document is to provide guidance to those organizations and personnel starting the process for the first time as well as those who have prepared strategic plans in the past and now wish to review and update them. This guideline should not be constructed as a rigid, restrictive or confining rulebook. Each organization is encouraged to develop such enhancements as they think may be useful in their planning.     An essential element in crisis recovery is the protection and/or recovery of reputation. This calls for a crisis communications function that is of more than passing interest to the business continuity specialist and which presents two major challenges in this era of process-driven management: (1) it is an inexact science, more about common sense, psychology, empathy and 'playing it by ear' than about box ticking; (2) it does not lend itself to detailed, rigid plans, although some degree of planning is essential. This paper outlines a flexible approach that will help the crisis team to develop a workable communications plan that strikes a balance between being too detailed and too sketchy. It argues that the whole management team should be involved in developing the plan and sets a number of questions, which, on being answered, will help a realistic, achievable and effective plan to evolve. When published in summer 2011, the Sellafield Performance Plan set out exactly what work would be completed at Sellafield between 2010/11 and 2025/26, how all of the facilities on the site interact, and what new facilities would be needed in order to deliver the risk and hazard reduction mission. The plan is the first credible and underpinned lifetime plan for the Sellafield site - the most complex part of the UK's civil nuclear estate. Under the Sellafield Performance Plan there are projected to be more jobs longer creating opportunities for the site, its workforce and the economic stability of West Cumbria. The Sellafield Ltd performance plan sets out how NMP will apply their global experience to improve operations, generate efficiencies and deliver detailed programmes of work with the aim of accelerating decommissioning and providing value for money. Successful delivery of the plan will also ensure the site continues to effectively operate critical national infrastructure that supports the UK's energy programme, and maintains the safe and secure management and storage of nuclear materials.     The Government Performance and Results Act (GPRA) passed by Congress and signed by the President in 1993 provides a new tool to improve the efficiency of all Federal agencies. The goals of GPRA are to: Improve citizen confidence in Government performance; Improve Federal program management, effectiveness, and public accountability; and Improve congressional decisionmaking on where to commit the Nation's financial and human resources. The Act directs Executive Branch agencies to develop a customer-focused strategic plan that aligns activities with concrete missions and goals. The first plans were submitted in September 1998 as part of the Fiscal Year 1999 (FY99) budget process. These budget submissions were expected to support the goals expressed in the agency strategic plans. The Act also directs agencies to manage and measure results to justify congressional appropriations and authorizations. Six months after the completion of the fiscal year, agencies will report on the degree of success in achieving the goals and evaluation measures defined in the strategic and performance plans.     This document contains planned actions to correct the deficiencies identified in the Pre-Tiger Team Self-Assessment (PTTSA), January 1991, of Sandia National Laboratories (SNL -- Albuquerque, New Mexico; Tonopah, Nevada; and Kauai, Hawaii).     The purpose of preliminary examination of the Genesis sample collectors is to provide information on the condition and availability of collector materials to the science community as a basis for allocation requests. Similarly, the information will be used by the Genesis Sample Allocation sub-committee of CAPTEM to determine the optimum allocation scheme, and by the Genesis Curator to determine the processing sequence for allocation production. The plan includes a decision process and detailed examination and documentation protocol for whole arrays and individual collectors (wafers, concentrator targets, bulk metallic glass, gold foil, and polished aluminum). It also includes a plan for communicating the information obtained to the scientific community. The plan does not include a detailed plan for preliminary examination of the SRC lid foil collectors, the process for removal of individual collectors from their frames, or for the subsequent subdivision of collector materials for allocation.

    A preliminary spacecraft servicing demonstration plan is prepared which leads to a fully verified operational on-orbit servicing system based on the module exchange, refueling, and resupply technologies. The resulting system can be applied at the space station, in low Earth orbit with an orbital maneuvering vehicle (OMV), or be carried with an OMV to geosynchronous orbit by an orbital transfer vehicle. The three phase plan includes ground demonstrations, cargo bay demonstrations, and free flight verifications. The plan emphasizes the exchange of multimission modular spacecraft (MMS) modules which involves space repairable satellites. Three servicer mechanism configurations are the engineering test unit, a protoflight quality unit, and two fully operational units that have been qualified and documented for use in free flight verification activity. The plan balances costs and risks by overlapping study phases, utilizing existing equipment for ground demonstrations, maximizing use of existing MMS equipment, and rental of a spacecraft bus.

    Traditionally, abstraction in planning has been accomplished by either state abstraction or operator abstraction, neither of which has been fully automatic. We present a new method, predicate relaxation, for automatically performing state abstraction. PABLO, a nonlinear hierarchical planner, implements predicate relaxation. Theoretical, as well as empirical results are presented which demonstrate the potential advantages of using predicate relaxation in planning. We also present a new definition of hierarchical operators that allows us to guarantee a limited form of completeness. This new definition is shown to be, in some ways, more flexible than previous definitions of hierarchical operators. Finally, a Classical Truth Criterion is presented that is proven to be sound and complete for a planning formalism that is general enough to include most classical planning formalisms that are based on the STRIPS assumption.

    One of the main focuses for network planning is on the optimization of network resources required to build a network under certain traffic demand projection. Traditionally, the inputs to this type of network planning problems are treated as deterministic. In reality, the varying traffic requirements and fluctuations in network resources can cause uncertainties in the decision models. The failure to include the uncertainties in the network design process can severely affect the feasibility and economics of the network. Therefore, it is essential to find a solution that can be insensitive to the uncertain conditions during the network planning process. As early as in the 1960's, a network planning problem with varying traffic requirements over time had been studied. Up to now, this kind of network planning problems is still being active researched, especially for the VPN network design. Another kind of network planning problems under uncertainties that has been studied actively in the past decade addresses the fluctuations in network resources. One such hotly pursued research topic is survivable network planning. It considers the design of a network under uncertainties brought by the fluctuations in topology to meet the requirement that the network remains intact up to a certain number of faults occurring anywhere in the network. Recently, the authors proposed a new planning methodology called Generalized Survivable Network that tackles the network design problem under both varying traffic requirements and fluctuations of topology. Although all the above network planning problems handle various kinds of uncertainties, it is hard to find a generic framework under more general uncertainty conditions that allows a more systematic way to solve the problems.     The mission design for Cassini-Huygens calls for a four-year orbital survey of the Saturnian system and the descent into the Titan atmosphere and eventual soft-landing of the Huygens probe. The Cassini orbiter tour consists of 76 orbits around Saturn with 44 close Titan flybys and 8 targeted icy satellite flybys. The Cassini orbiter spacecraft carries twelve scientific instruments that will perform a wide range of observations on a multitude of designated targets. The science opportunities, frequency of encounters, the length of the Tour, and the use of distributed operations pose significant challenges for developing the science plan for the orbiter mission. The Cassini Science Planning Process is the process used to develop and integrate the science and engineering plan that incorporates an acceptable level of science required to meet the primary mission objectives far the orbiter. The bulk of the integrated science and engineering plan will be developed prior to Saturn Orbit Insertion (Sol). The Science Planning Process consists of three elements: 1) the creation of the Tour Atlas, which identifies the science opportunities in the tour, 2) the development of the Science Operations Plan (SOP), which is the conflict-free timeline of all science observations and engineering activities, a constraint-checked spacecraft pointing profile, and data volume allocations to the science instruments, and 3) an Aftermarket and SOP Update process, which is used to update the SOP while in tour with the latest information on spacecraft performance, science opportunities, and ephemerides. This paper will discuss the various elements of the Science Planning Process used on the Cassini Mission to integrate, implement, and adapt the science and engineering activity plans for Tour.

    There has been considerable work in AI on planning under uncertainty. However, this work generally assumes an extremely simple model of action that does not consider continuous time and resources. These assumptions are not reasonable for a Mars rover, which must cope with uncertainty about the duration of tasks, the energy required, the data storage necessary, and its current position and orientation. In this paper, we outline an approach to generating contingency plans when the sources of uncertainty involve continuous quantities such as time and resources. The approach involves first constructing a "seed" plan, and then incrementally adding contingent branches to this plan in order to improve utility. The challenge is to figure out the best places to insert contingency branches. This requires an estimate of how much utility could be gained by building a contingent branch at any given place in the seed plan. Computing this utility exactly is intractable, but we outline an approximation method that back propagates utility distributions through a graph structure similar to that of a plan graph.

    Countries, states, and island nations often need forward planning of their radiotherapy services driven by different motives. Countries without radiotherapy services sponsor patients to receive radiotherapy abroad. They often engage professionals for a feasibility study in order to establish whether it would be more cost-beneficial to establish a radiotherapy facility. Countries where radiotherapy services have developed without any central planning, find themselves in situations where many of the available centers are private and thus inaccessible for a majority of patients with limited resources. Government may decide to plan ahead when a significant exodus of cancer patients travel to another country for treatment, thus exposing the failure of the country to provide this medical service for its citizens. In developed countries, the trigger has been the existence of highly visible waiting lists for radiotherapy revealing a shortage of radiotherapy equipment. This paper suggests that there should be a systematic and comprehensive process of long-term planning of radiotherapy services at the national level, taking into account the regulatory infrastructure for radiation protection, planning of centers, equipment, staff, education programs, quality assurance, and sustainability aspects. Realistic budgetary and cost considerations must also be part of the project proposal or business plan. PMID:25505730

    The Project Rulison Monitoring Plan has been developed as part of the U.S. Department of Energy (DOE) Office of Legacy Management's mission to protect human health and the environment. The purpose of the plan is to monitor fluids from gas wells for radionuclides that would indicate contamination is migrating from the Rulison detonation zone to producing gas wells, allowing action to be taken before the contamination could pose a risk. The Monitoring Plan (1) lists the contaminants present and identifies those that have the greatest potential to migrate from the detonation zone (radionuclide source term), (2) identifies locations that monitor the most likely transport pathways, (3) identifies which fluids will be sampled (gas and liquid) and why, (4) establishes the frequency of sampling, and (5) specifies the most practical analyses and where the analysis results will be reported. The plan does not affect the long-term hydrologic sampling conducted by DOE since 1972, which will continue for the purpose of sampling shallow groundwater and surface water near the site. The Monitoring Plan was developed in anticipation of gas wells being drilled progressively nearer the Rulison site. DOE sampled 10 gas wells in 1997 and 2005 at distances ranging from 2.7 to 7.6 miles from the site to establish background concentrations for radionuclides. In a separate effort, gas industry operators and the Colorado Oil and Gas Conservation Commission (COGCC) developed an industry sampling and analysis plan that was implemented in 2007. The industry plan requires the sampling of gas wells within 3 miles of the site, with increased requirements for wells within 1 mile of the site. The DOE plan emphasizes the sampling of wells near the site (Figure 1), specifically those with a bottom-hole location of 1 mile or less from the detonation, depending on the direction relative to the natural fracture trend of the producing formation.     Since the initial voluntary efforts of the Singapore Family Planning Association in 1949, family planning in Singapore has made important progress. This effort extended over the years until the end of 1965 when the government accepted full responsibility for family planning on a national scale. In September 1965, the government announced a 5-year National Family Planning Program with the goal of reducing the birthrate from 32/1000 in 1964 to below 20/1000 by 1970. This would result in a growth rate of not more than 1.5%. The government program aims at reaching 60% of married women in the reproductive age range of 15-45. It is estimated that out of 450,000 in this age range, some 300,000 are married. The target is 180,000 in 5 years. The Singapore Family Planning & Population Board was established by an Act of Parliament and charged with responsibility for the implementation of the 5-year plan. The national program offers a menu card of all family planning methods except abortion. Initial focus was on the IUD as the method of choice for 80%. Oral contraception (OC) was the preferred alternative for the remaining 20%. Other conventonal methods also were available. A few months after the plan began in 1966, the IUD became unacceptable to Singapore women. Its side effects of bleeding, cramps, perforation, and pregnancy were exaggerated by rumors. By the middle of 1966, attendance and acceptors in the national program had declined. Emphasis in the national program was changed to OCs, which now are the mainstay of family planning. Currently, nearly 65% of the acceptors use OCs. The program also demonstrates the importance, especially in urban areas, of the tremendous impact of a postpartum family planning service. Over 70% of the births in Singapore take place at the Kandang Kerbau Maternity Hospitals. Government midwives deliver another 5%.     The planning and using of open spaces in urban areas very much depend on the shading of the surrounding building structures. This article presents a method for the investigation of the sunlight and the bioclimatic conditions in dependence on the surrounding buildings. It is illustrated for typical courtyards in Berlin, Germany, as one type of open spaces. The programme HelioDat determines the shading of any spot of an open space. It gives the possible duration of direct sunlight for the selected spot for each day of the year. The sunlight conditions in the courtyards differ from one another a lot in dependence on their size the tallness of the surrounding buildings. The calculation of the PMV on the basis of the results of the programme HelioDat determine the bioclimatic situation in the discussed courtyards. Although the results of HelioDat are only one input among the weather conditions and the personal characteristics of the test-person, the bioclimatic conditions correlate very much with the sunlight conditions. In a projected building structure, the sunlight conditions vary a lot between the present situation and the two architectural alternatives. Since the bioclimatic situation is correlated to the sunlight conditions, this example demonstrates the importance for the investigation of the sunlight conditions and the bioclimate already during the planning process of buildings.

    The ever increasing sophistication of reconnaissance sensors reinforces the importance of timely, accurate, and equally sophisticated mission planning capabilities. Precision targeting and zero-tolerance for collateral damage and civilian casualties, stress the need for accuracy and timeliness. Recent events have highlighted the need for improvement in current planning procedures and systems. Annotating printed maps takes time and does not allow flexibility for rapid changes required in today's conflicts. We must give aircrew the ability to accurately navigate their aircraft to an area of interest, correctly position the sensor to obtain the required sensor coverage, adapt missions as required, and ensure mission success. The growth in automated mission planning system capability and the expansion of those systems to include dedicated and integrated reconnaissance modules, helps to overcome current limitations. Mission planning systems, coupled with extensive integrated visualization capabilities, allow aircrew to not only plan accurately and quickly, but know precisely when they will locate the target and visualize what the sensor will see during its operation. This paper will provide a broad overview of the current capabilities and describe how automated mission planning and visualization systems can improve and enhance the reconnaissance planning process and contribute to mission success. Think about the ultimate objective of the reconnaissance mission as we consider areas that technology can offer improvement. As we briefly review the fundamentals, remember where and how TAC RECCE systems will be used.     When a planning agent works in a complex, real-world domain, it is unable to plan for and store all possible contingencies and problem situations ahead of time. The agent needs to be able to fall back on an ability to construct plans at run time under time constraints. This thesis presents a method for planning at run time that incrementally builds up plans at multiple levels of abstraction. The plans are continually updated by information from the world, allowing the planner to adjust its plan to a changing world during the planning process. All the information is represented over intervals of time, allowing the planner to reason about durations, deadlines, and delays within its plan. In addition to the method, the thesis presents a formal model of the planning process and uses the model to investigate planning strategies. The method has been implemented, and experiments have been run to validate the overall approach and the theoretical model.

    Organizational and content features of various national family planning programs are reviewed. The Thai program is cited as an example of a family planning program organized on a massive unipurpose compaign basis. The Korean and Taiwan programs have utilized special field workers while upgrading the general health care network. 3 major problems with family planning programs are: 1) the lack of experience with such programs; 2) lack of commitment at the highest political levels; and 3) medical conservatism. Utilization of all available contraceptive methods instead of reliance on 1 method would improve most programs. Nursing and auxiliary personnel could be trained to take over the work of physicians in family planning programs. This is already being done with IUD insertion and pill prescription in several programs. The postpartum tubal ligation approach has proven effective and should be extended. There is a place in all national programs for both the private and the commercial sectors. Incentives for clinics, personnel, and acceptors might spread family planning more rapidly. PMID:12309877

This Waste Minimization Crosscut Plan responds to the Secretary`s direction and supports the National Energy Strategy (NES) goals of achieving greater energy security, increasing energy and economic efficiency, and enhancing environmental quality. It provides a DOE-wide planning framework for effective coordination of all DOE WMin activities. This Plan was jointly prepared by the following Program Secretarial Officer (PSO) organizations: Civilian Radioactive Waste Management (RW); Conservation and Renewable Energy (CE); Defense Programs (DP); Environmental Restoration and Waste Management (EM), lead; Energy Research (ER); Fossil Energy (FE); Nuclear Energy (NE); and New Production Reactors (NP).     A system of software implements an extended version of an approach, denoted shared activity coordination (SHAC), to the interleaving of planning and the exchange of plan information among organizations devoted to different missions that normally communicate infrequently except that they need to collaborate on joint activities and/or the use of shared resources. SHAC enables the planning and scheduling systems of the organizations to coordinate by resolving conflicts while optimizing local planning solutions. The present software provides a framework for modeling and executing communication protocols for SHAC. Shared activities are represented in each interacting planning system to establish consensus on joint activities or to inform the other systems of consumption of a common resource or a change in a shared state. The representations of shared activities are extended to include information on (1) the role(s) of each participant, (2) permissions (defined as specifications of which participant controls what aspects of shared activities and scheduling thereof), and (3) constraints on the parameters of shared activities. Also defined in the software are protocols for changing roles, permissions, and constraints during the course of coordination and execution.

    The purpose of this study is to specify the design for an initial optics supply planning system for NIF, and to present quality assurance and test plans for the construction of the system as specified. The National Ignition Facility (NIF) is a large laser facility that is just starting operations. Thousands of specialized optics are required to operate the laser, and must be exchanged over time based on the laser shot plan and predictions of damage. Careful planning and tracking of optic exchanges is necessary because of the tight inventory of spare optics, and the long lead times for optics procurements and production changes. Automated inventory forecasting and production planning tools are required to replace existing manual processes. The optics groups members who are expected to use the supply planning system are the stakeholders for this project, and are divided into three groups. Each of these groups participated in a requirements specification that was used to develop this design. (1) Optics Management--These are the top level stakeholdersk, and the final decision makers. This group is the interface to shot operations, is ultimately responsible for optics supply, and decides which exchanges will be made. (2) Work Center Managers--This group manages the on site optics processing work centers. They schedule the daily work center operations, and are responsible for developing long term processing, equipment, and staffing plans. (3) Component Engineers--This group manages the vendor contracts for the manufacture of new optics and the off site rework of existing optics. They are responsible for sourcing vendors, negotiating contracts, and managing vendor processes. The scope of this analysis is to describe the structure and design details of a system that will meet all requirements that were described by stakeholders and documented in the analysis model for this project. The program is based on the following 3 aspects of Chinese society: 1) the equality of women, 3) late marriage, and 3) free and accessible contraceptive services. No incentives are offered since family planning is considered a national duty. Participation is said to be voluntary but peer opinion exerts its own social pressure. All contraceptive devices used in China are domestically produced. Barefoot doctors have a large role in their distribution.     A subsumption planner using a parallel distributed computational paradigm based on the subsumption architecture for control of real-world capable robots is described. Virtual sensor state space is used as a planning tool to visualize the robot's anticipated effect on its environment. Decision sequences are generated based on the environmental situation expected at the time the robot must commit to a decision. Between decision points, the robot performs in a preprogrammed manner. A rudimentary, domain-specific partial world model contains enough information to extrapolate the end results of the rote behavior between decision points. A collective network of predictors operates in parallel with the reactive network forming a recurrrent network which generates plans as a hierarchy. Details of a plan segment are generated only when its execution is imminent. The use of the subsumption planner is demonstrated by a simple maze navigation problem.

    We describe Occam, a query planning algorithm that determines the best way to integrate data from different sources. As input, Occam takes a library of site descriptions and a user query. As output, Occam automatically generates one or more plans that encode alternative ways to gather the requested information. Occam has several important features: (1) it integrates both legacy systems and full relational databases with an efficient, domain-independent, query-planning algorithm, (2) it reasons about the capabilities of different information sources, (3) it handles partial goal satisfaction i.e., gathers as much data as possible when it can`t gather exactly all that the user requested, (4) it is both sound and complete, and (5) it is efficient. We present empirical results demonstrating Occam`s performance on a variety of information gathering tasks.

Population activities began aimlessly in 1974 and HIV prevention efforts only began in 1988. After the coup, Haitians lost their newly found hope for meaningful development. All foreign assistance ended and they did not trust the army. In fact, other than essential child survival activities, no health and family planning services operated for several weeks. The situation grew worse after the economic embargo. 3 months after the coup, the US considered adding family planning assistance. Still little movement of condom, family planning, and health supplies left Port-au-Prince for the provinces which adversely affected all health related efforts. Condoms could no longer be distributed easily either in the socially marketed or US supplied condom distribution programs. Before the coup, HIV prevention and family planning programs depended on peer educators to educate the public (this approach made these programs quite successful), but the 2 experts feared that they would not return to those roles and that these programs would need to completely rebuild. Another concern was the large scale urban-rural migration making it difficult for them to continue care. Early in the AIDS epidemic, the Haitian government was on the defensive because the US considered Haitians as a high risk group so it did little to prevent HIV transmission. After 1988, HIV prevention activities in Haiti centered on raising awareness and personalizing the epidemic. The AIDS specialist noted, however, that a major obstacle to increasing knowledge is that AIDS is just 1 of many fatal diseases in Haiti. Moreover few health professionals in Haiti have ever had public health training. PMID:12159262

  19. Improving Plan Quality in SAT-Based Planning

    Planning as Satisfiability (SAT) is the best approach for optimally (wrt makespan) solving classical planning problems. SAT-based planners, like SATPLAN, can thus return plans having minimal makespan guaranteed. However, the returned plan does not take into account plan quality issues introduced in the last two International Planning Competitions (IPCs): such issues include minimal-actions plans and plans with "soft" goals, where a metric has to be optimized over actions/goals. Recently, an approach to address such issues has been presented, in the framework of planning as satisfiability with preferences: by modifying the heuristic of the underlying SAT solver, the related system (called SATPLAN(P)) is guaranteed to return plans with minimal number of actions, or with maximal number of soft goals satisfied. But, besides such feature, it is well-known that introducing ordering in SAT heuristics can lead to significant degradation in performances. In this paper, we present a generate-and-test approach to tackle the problem of dealing with such optimization issues: without imposing any ordering, a (candidate optimal) plan is first generated, and then a constraint is added imposing that the new plan (if any) has to be "better" than the last computed, i.e., the plan quality is increased at each iteration. We implemented this idea in SATPLAN, and compared the resulting systems wrt SATPLAN(P) and SGPlan on planning problems coming from IPCs. The analysis shows performance benefits for the new approach, in particular on planning problems with many preferences.

    The use of a genetic algorithm (GA) for solving the mobile transporter path planning problem is investigated. The mobile transporter is a traveling robotic vehicle proposed for the space station which must be able to reach any point of the structure autonomously. Elements of the genetic algorithm are explored in both a theoretical and experimental sense. Specifically, double crossover, greedy crossover, and tournament selection techniques are examined. Additionally, the use of local optimization techniques working in concert with the GA are also explored. Recent developments in genetic algorithm theory are shown to be particularly effective in a path planning problem domain, though problem areas can be cited which require more research.

    When a planning agent works in a complex, real-world domain, it is unable to plan for and store all possible contingencies and problem situations ahead of time. This thesis presents a method for planning a run time that incrementally builds up plans at multiple levels of abstraction. The plans are continually updated by information from the world, allowing the planner to adjust its plan to a changing world during the planning process. All the information is represented over intervals of time, allowing the planner to reason about durations, deadlines, and delays within its plan. In addition to the method, the thesis presents a formal model of the planning process and uses the model to investigate planning strategies.

  14. Integrated Planning: Consolidating Annual Facility Planning - More Time for Execution

    Previously, annual planning for Readiness in Technical Base and Facilities (RTBF) at the Nevada National Security Site (NNSS) was fragmented, disconnected, circular, and occurred constantly throughout the fiscal year (FY) comprising 9 of the 12 months, reducing the focus on implementation and execution. This required constant “looking back” instead of “looking forward.” In FY 2009, annual planning was consolidated into one comprehensive integrated plan (IP) for each facility/project, which comprised annual task planning/outyear budgeting, AMPs, and investment planning (i.e., TYIP). In FY 2010, the Risk Management Plans were added to the IPs. The integrated planning process achieved the following: 1) Eliminated fragmented, circular, planning and moved the plan to be more forward-looking; 2) Achieved a 90% reduction in schedule planning timeframe from 40 weeks (9 months) to 6 weeks; 3) Achieved an 80% reduction in cost from just under $1.0M to just over $200K, for a cost savings of nearly $800K (reduced combined effort from over 200 person-weeks to less than 40); 4) Reduced the number of plans generated from 21 plans (1 per facility per plan) per year to 8 plans per year (1 per facility plus 1 program-level IP); 5) Eliminated redundancy in common content between plans and improved consistency and overall quality; 6) Reduced the preparation time and cost of the FY 2010 SEP by 50% due to information provided in the IP; 7) Met the requirements for annual task planning, annual maintenance planning, ten-year investment planning, and risk management plans.

    Multiple competing uses of continental-shelf environments have led to a proliferation of marine spatial planning initiatives, together with expert guidance on marine spatial planning. This study provides an empirical review of marine spatial plans, their attributes, and the extent to which the expert guidance is actually being followed. We performed a structured review of 16 existing marine spatial plans and created an idealized marine spatial plan from the steps included in recent expert papers. A cluster analysis of the yes/no answers to 28 questions was used to ordinate the 16 marine spatial plans and to compare them with the idealized plan. All the plans that have been implemented have a high-level government mandate and the authority to implement spatial planning vested in existing institutions. Almost all the plans used data with clear criteria for data inclusion. Stakeholders were included in almost all the plans; they did not participate in all stages of the planning process but their roles were generally clearly defined. Decision-support tools were applied inconsistently across plans and were seldom used dynamically over time. Most spatial planning processes did not select specific outcomes, such as preferred use scenarios. Success is defined inconsistently across plans; in half the cases there are no metrics of success with reference benchmarks. Although monitoring is included in the majority of plans, only in some cases do monitoring results feed back into management decisions. The process of marine spatial planning had advanced in that some of the more recent plans were developed more quickly and contain more desirable attributes than earlier plans. Even so, existing marine spatial plans are heterogeneous—there are essential ingredients, but no single recipe for success.
