    CIRRPC`s eighth year was marked by the completion of several CIRRPC projects, including: An independent study on the possible health effects of extremely low-frequency electric and magnetic fields; a report evaluating the uncertainties identified in a National Academy of Sciences (NAS) report on the biological effects of ionizing radiation and their impact on the report`s application to Federal risk assessment; an analysis of the use of two reports on radiation risk assessment from NAS and the United Nations; and an update of Part 11 of ORAU`s radiation protection fact sheets, a compilation of major US radiation protection standards and guides. CIRRPC also sponsored a workshop on internal dosimetry and provided financial support to the 1991 Health Physics Society Summer School on the biological basis of radiation protection practice. The program highlights are briefly described in this report.

    Three CIRRPC efforts were brought to completion this last year. One of this year`s highlights was the publication of the BEIR V report cited above. This report provides a comprehensive review of up-to- date risk estimations to be used in assessing potential health effects from exposure to ionizing radiation. Also completed for publication during this period was CIRRPC Science Panel Report No. 7, Planning for Human Health Effects Research in the Event of a Nuclear Accident. Efforts of the Subpanel addressing the policy implications and use of the National Institutes of Health Radioepidemiological Tables were terminated following the Subpanel`s unanimous conclusion that further effort to develop a consensus report was unnecessary because the scientific limitations upon the uses of the Tables had already been correctly described in several publications, and there were no indications of any significant instances of the Tables being misused.

    As CIRRPC moved into its fifth year of operation, and in preparation for the transition to a new Presidential Administration, the Executive Committee held a retreat of its members to review I performance and seek guidance on future activities. An Ad Hoc planning group was established to develop a plan to address radiation issues that are important to the Nation. The Report of the Ad Hoc Planning Group. Stressed that there are both broad and specific issues, some of which are extensions of ongoing activities, that need to be considered by CIRRPC. Of high priority to agencies is the development of consensus views on issues which involve both science and policy considerations, for example, on ``acceptable risk,`` and the consistency of radiation protection standards (follow-up to ``Fact Sheets`` report). The role of CIRRPC`s in defining policy issues, identifying research gaps and objectives, and participating in public awareness and education requires reexamination of the ``coordination only`` and ``low visibility`` image presently in place. OSTP`s support role should be addressed in this reexamination.

    This is the second annual report of the Committee on Interagency Radiation Research and Policy Coordination (CIRRPC). CIRRPC was established on April 9, 1984, to replace the Committee on Interagency Radiation Policy and was assigned responsibilities of the former Interagency Radiation Research Committee and former Radiation Policy Council. CIRRPC is chartered under the Federal Coordinating Council for Science, Engineering and Technology (FCCSET) and reports to the Office of Science and Technology Policy (OSTP), Executive Office of the President. Its overall charge is to coordinate radiation matters between agencies, evaluate radiation research, and provide advice on the formulation of radiation policy. During CIRRPC`s second year, the member agencies have called upon this interagency resource to assist in coordinating science and policy issues and to provide a vehicle to accomplish multiagency tasks.

    Ten years ago, on April 9, 1984, the Science Advisor to the President, and Director of the Office of Science and Technology Policy, established the Committee on Interagency Radiation Research and Policy Coordination (CIRRPC) to meet the need for an interagency committee to address Congressionally mandated and agency-identified issues related to radiation research and policy. CIRRPC replaced the Committee on Interagency Radiation Policy, a committee of the Federal Coordinating Council for Science, Engineering and Technology, and assumed the responsibilities of the Interagency Radiation Research Committee and the Radiation Policy Council, whose charters had expired. Since then, CIRRPC has been recognized as an effective and respected mechanism for coordinating radiation policy among Federal agencies and as an efficient coordinator and evaluator of Federal efforts on designated radiation research projects. In the last 10 years, CIRRPC has established various Policy and Science Subpanels to undertake the oftentimes difficult task of resolving and coordinating agency policies and responses to issues dealing with radiation. These subpanels addressed such issues as the metrication of radiation units, the policy impact of the radioepidemiological tables, naturally occurring and accelerator-produced radioactive materials, radon protection and health effects, predisaster planning for human health effects research, and ionizing radiation risk assessment. These subpanels and their work represent CIRRPC`s continuing effort to seek a common position on issues of national significance and interest.

    The report was prepared in response to a request from the Administrator of Veterans Affairs, Veterans Administration (VA) Coordination (CIRRPC) to provide guidelines to the VA with respect to the questions ``...for what levels of radiation exposure, if any, the radioepidemiological tables can be used credibly in the rule-making we are conducting pursuant to Public Law 98-542`` and ``...whether CIRRPC`s views in this regard vary with the type of cancer involved and whether use of the NIH tables for certain cancers may be more justifiable than for other cancers.`` The report prepared by the Science Subpanel on Radioepidemiological Tables and approved by the CIRRPC Science Panel answers these questions by listing those cancers both considered to be radiogenic in the NIH Report and to be applicable to veterans and by providing, for these cancers, radiation doses that allow the VA to exclude from further consideration those claims having ``no reasonable possibility`` (a VA stated criteria) of merit. The report provides important scientific information which can be used as part of the evidence for evaluating, along with other evidence, claims not eliminated by the screening procedure.

    In this article, we study the coordination mechanism dealing with a production-transshipment policy across the multiple regions supplying multiple products. It is assumed that each production site has its own dedicated demand region consuming multiple products. The main concern is how to determine both the production quantity and the lot-apportioning policy while minimising the relevant supply chain cost. This decision issue is formulated as a non-linear mathematical model to determine several relevant decision variables. We propose the solution procedure for deriving the production-transshipment policy minimising the overall supply chain cost.

  1. Beyond leadership: political strategies for coordination in health policies.

    Health in All Policies (HiAP) promises to improve population health by harnessing the energies and activities of various sectors. Nevertheless, it faces well-documented bureaucratic obstacles and appears to require intersectoral governance if it is to be established. The basic problems of establishing intersectoral governance for HiAP are known to public administration and political science. On reading that literature, we find that the difficulty of establishing intersectoral governance for HiAP breaks down into two kinds of problems: that of establishing coordinated actions at all (coordination); and ensuring that they endure in changed political circumstances (durability). We further find that policymakers' solutions fall into three categories: visible ones of political will (e.g., plans and targets); bureaucratic changes such as the introduction of Health Impact Assessment or reorganization; and indirect methods such as data publication and support from outside groups to put pressure on the government. It can seem that Health in All Policies, like much of public health, depends on effective and committed policymakers but is vulnerable to changing political winds. The three kinds of strategies suggest how policymakers can, and do, create intersectoral governance that functions and persists, expanding the range of effective policy recommendations.   2. Supporting the Whole Child Through Coordinated Policies, Processes, and Practices

    BACKGROUND The Whole School, Whole Community, Whole Child (WSCC) model provides a framework for promoting greater alignment, integration, and collaboration between health and education across the school setting and improving students' cognitive, physical, social, and emotional development. By providing a learning environment that ensures each student is emotionally and physically healthy, safe, actively engaged, supported, and challenged, the WSCC model presents a framework for school systems to evaluate, streamline, implement, and sustain policies, processes, and practices. METHODS This article examines the essential roles of the school district and of schools in aligning, developing, and implementing policy, processes, and practices to create optimal learning environments that support the whole child. RESULTS Three key factors advance efforts to align policies, processes, and practices. These include hiring a coordinator at the district and school levels, having collaborative teams address health and learning at the district and school levels, and using data to make decisions and build health outcomes into school and district accountability systems. CONCLUSIONS These key factors provide a road map for successfully implementing WSCC. More research is needed to determine the extent that coordinators, collaborative teams, and the inclusion of health indicators in accountability systems impact student health and learning.   6. Bimanual coordination as task-dependent linear control policies.

    When we perform actions with two hands in everyday life, coordination has to change very quickly depending on task goals. Here, we study these task-dependent changes using a bimanual reaching task in which participants move two separate cursors to two visual targets, or move a single cursor, displayed at the average position of the two hands, to a single target. During the movement, one of the hands is perturbed in a random direction using a viscous curl field. We have previously shown that feedback control, the structure of noise, and adaptation change between these two tasks as predicted by optimal control theory: feedback control is independent when the hands control two cursors, but becomes dependent when they move one cursor together. The same changes are observed even on trials in which no visual feedback about the cursor position is given. One assumption in this model is that coordinative motor commands can be described as a linear function of the state of the left and right hands. Here we test the assumption by studying the feedback corrections for 25 combinations of force fields applied to the two hands. Our study shows that feedback gains are constant across all levels of force fields strength, providing strong evidence that intermanual coordination for this task can accurately be explained by optimal task-dependent linear feedback gains.   8. Supply coordination based on bonus policy in assembly under uncertain delivery time

    The existing research of supply coordination under uncertain delivery time mainly focuses on the collaboration between the supplier and the manufacturer, which aim at minimizing the total cost of each side and finding comparative optimal solutions under decentralized decision. In the supply coordination, the collaboration between suppliers in assembly system is usually not considered. As a result, the manufacturer's production is often delayed due to mismatching delivery of components between suppliers. Therefore, to ensure supply coordination in assembly system, collaboration between suppliers should be taken into consideration. In this paper, an assembly system with two suppliers and one manufacturer under uncertain delivery time is considered. The model is established and optimal solution is given under decentralized decision. Furthermore, the cost functions of two suppliers are both convex, and a unique Nash equilibrium exists between two suppliers. Then the optimal decision under supply coordination is analyzed, which is regarded as a benchmark for supply coordination. Additionally, the total cost of the assembly system is jointly convex in agreed delivery time. To achieve supply coordination a bonus policy is explored in the assembly system under uncertain delivery time, and the total cost under bonus policy must be lower than under decentralized decision. Finally the numerical and sensitivity analysis shows the cost of assembly system under bonus policy equals that under supply coordination, and the cost of each side in assembly system under bonus policy is lower compared to that under decentralized decision. The proposed research minimizes the total cost of each side with bonus policy in assembly system, ensures the supply coordination between suppliers and the manufacturer, and improves the competiveness of the whole supply chain.

    GRACEnet (Greenhouse gas Reduction through Agricultural Carbon Enhancement network) was conceived to build upon ongoing USDA Agricultural Research Service (ARS) research to improve soil productivity, while addressing the challenges and opportunities of interest in C sequestration from a climate change perspective. The vision for GRACEnet was and remains: Knowledge and information used to implement scientifically based agricultural management practices from the field to national policy scales on C sequestration, greenhouse gas (GHG) emissions, and environmental benefits. The national focus of GRACEnet uses a standardized approach by ARS laboratories and university and land manager (e.g. farmer and rancher) cooperators to assess C sequestration and GHG emission from different crop and grassland systems. Since 2002, GRACEnet has significantly expanded GHG mitigation science and delivered usable information to agricultural research and policy organizations. Recent developments suggest GRACEnet will have international impact by contributing leadership and technical guidance for the Global Research Alliance on Agricultural Greenhouse Gases.

    The terms coordination and integration refer to a wide range of interventions, from strategies aimed at coordinating clinical care for individuals to organizational and system interventions such as managed care, which contract medical and support services. Ongoing debate about whether financial and organizational integration are needed to achieve clinical integration is evident in policy debates over several decades, from a focus through the 1990s on improving coordination through structural reform and the use of market mechanisms to achieve allocative efficiencies (better overall service mix) to more recent attention on system performance to improve coordination and quality. We examine this shift in Australia and ask how has changing the policy driver affected efforts to achieve coordination? Care planning, fund pooling and purchasing are still important planks in coordination. Evidence suggests that financial strategies can be used to drive improvements for particular patient groups, but these are unlikely to improve outcomes without being linked to clinical strategies that support coordination through multidisciplinary teamwork, IT, disease management guidelines and audit and feedback. Meso level organizational strategies might align the various elements to improve coordination. Changing the policy driver has refocused research and policy over the last two decades from a focus on achieving allocative efficiencies to achieving quality and value for money. Research is yet to develop theoretical approaches that can deal with the implications for assessing effectiveness. Efforts need to identify intervention mechanisms, plausible relationships between these and their measurable outcomes and the components of contexts that support the emergence of intervention attributes.     This article proposes that coordination among health stakeholders is reflected in the structural relations within state health care lobbies and treats lobbies as a mechanism of social control over the industry. This article compares the effects of structural relations of lobbies and also professional associations and economic conditions upon a regulatory typology of health policy outcomes. Results of network analysis show that special interest structures exert social control, regulatory policy reflects choices between markets and regulation and vertical industry relations, and network analysis is useful for studying these complex ideas.   1. Coordinating two-period ordering and advertising policies in a dynamic market with stochastic demand

    In this paper, we study the optimal two-stage advertising and ordering policies and the channel coordination issues in a supply chain composed of one manufacturer and one retailer. The manufacturer sells a short-life-cycle product through the retailer facing stochastic demand in dynamic markets characterised by price declines and product obsolescence. Following a two-period newsvendor framework, we develop two members' optimal ordering and advertising models under both the centralised and decentralised settings, and present the closed-form solutions to the developed models as well. Moreover, we design a two-period revenue-sharing contract, and develop sufficient conditions such that the channel coordination can be achieved and a win-win outcome can be guaranteed. Our analysis suggests that the centralised decision creates an incentive for the retailer to increase the advertising investments in two periods and put the purchase forward, but the decentralised decision mechanism forces the retailer to decrease the advertising investments in two periods and postpone/reduce its purchase in the first period. This phenomenon becomes more evident when demand variability is high.

    In alignment with a major shift toward patient-centered care as the model for improving care in our health system, informatics is transforming patient-provider relationships and overall care delivery. AMIA's 2013 Health Policy Invitational was focused on examining existing challenges surrounding full engagement of the patient and crafting a research agenda and policy framework encouraging the use of informatics solutions to achieve this goal. The group tackled this challenge from educational, technical, and research perspectives. Recommendations include the need for consumer education regarding rights to data access, the need for consumers to access their health information in real time, and further research on effective methods to engage patients.     This paper examines the decentralization of European space technology research and development through the joint lenses of policy, systems architecture, and innovation contexts. It uses a detailed longitudinal case history of the development of a novel astrophysics instrument to explore the link between policy-imposed institutional decomposition and the architecture of the technical system. The analysis focuses on five instances of collaborative design decision-making and finds that matching between the technical and institutional architectures is a predictor of project success, consistent with the mirroring hypothesis in extant literature. Examined over time, the instances reveal stability in the loosely coupled nature of institutional arrangements and a trend towards more integral, or tightly coupled, technical systems. The stability of the institutional arrangements is explained as an artifact of the European Hultqvist policy and the trend towards integral technical systems is related to the increasing complexity of modern space systems. If these trends persist, the scale of the mismatch will continue to grow. As a first step towards mitigating this challenge, the paper develops a framework for balancing upfront decomposition and in-process coordination in collaborative development projects. The astrophysics instrument case history is used to illustrate how collaborations should be defined for a given inherent system complexity.

We find that the impact of the coordination mode on the performance and the speed of performance improvement is critically affected by the selected multiobjective decision making approach. In certain setups, the performances achieved with the more complex multiobjective decision making approaches turn out to be less sensitive to the coordination mode than the performances achieved with the less complex multiobjective decision making approaches. Furthermore, we present results on the impact of the nature of interactions among decisions on the achieved performance in multiobjective setups.     Family planning is recognized as among the 4 core components of safe motherhood. This survey aimed to map evidence-based best policy and programme practices in family planning in the Member States of the WHO Eastern Mediterranean Region. A self-administered, structured questionnaire was developed to survey different components of 7 essential elements of successful family planning programmes. Responses were received from the ministry of health in 18 out of 22 Member States. A total of 17 out of 18 responding countries (94%) (including 7 priority countries for Millennium Development Goals 4 and 5) confirmed the availability of at least 5 out of the 7 surveyed essential elements of successful family planning programmes. Documented available best practices in family planning suggest a need for close coordination and collaboration among stakeholders in scaling up these best practices, especially in priority countries, to improve maternal and child health in the Region.     The objective of the Commission created by this Resolution is to coordinate the activities of the ministries and institutions of the executive branch of Guatemala's Government in order to promote the more effective operation and protection of human rights and guarantee the communication and cooperation of the President of the Republic with the judicial branch of government and the Human Rights Prosecutor. The Commission is composed of members of various government departments and headed by an Executive Director appointed by the President. The specific duties of the Commission include a) ensuring the effective communication of the Human Rights Prosecutor with the judicial branch of government; b) coordinating activities of various ministries and institutions of the executive branch in order to implement the policy of protecting human rights; c) centralizing information on complaints of violations of human rights within the country and promote their investigation; d) creating a mechanism for following these investigations and judicial proceedings that result, in order to be in a position to give information to the community and international organizations when required; e) studying and proposing to the President legal projects or initiatives relating to human rights that create better respect for these rights in Guatemala; f) promoting international cooperation and technical and financial assistance for the purpose of strengthening democratic institutions that have the responsibility of guaranteeing a regime of law in Guatemala; and g) establishing ties of cooperation, information, and assistance with international organizations concerned with the protection of human rights.     The eventual goal of this work is to develop an approximate analytical representation of solar-wind streamlines in the magnetosheath surrounding a magnetosphere of rather general shape. Previous analytical representations of magnetosheath streamlines and magnetic fields have invoked magnetopause shapes that conform to standard coordinate systems (e.g., spherical, cylindrical, paraboloidal, ellipsoidal), but it seems now that such a restriction on magnetopause shape is unnecessary. In the present work it is assumed only that the magnetopause is a continuously differentiable convex surface axisymmetric about the Sun-Earth line. This geometry permits the construction of an orthogonal coordinate system (mu, eta, chi) such that eta is the cosine of the cone angle between the Sun-Earth line and any conical surafce extending normally outward from the magnetopause, mu is a measure of the perpendicular distance of any magnetosheath point from the magnetopause, and chi is an azimuthal coordinate measured around the Sun-Earth line. It is convenient here to assign a label mu = mu* to the magnetopause itself, so that mu - mu* denotes perpendicular distance from the magnetopause and mu* is an adjustable parameter roughly comparable to the radius of the magnetotail. This choice provides for a rough correspondence between the (mu, eta, chi) coordinates introduced here and the ellipsoidal coordinates used in our previous efforts at magnetosheath modeling.

    Partially observable Markov decision processes (POMDPs) axe an attractive representation for representing agent behavior, since they capture uncertainty in both the agent's state and its actions. However, finding an optimal policy for POMDPs in general is computationally difficult. In this paper we present Markov Tracking, a restricted problem of coordinating actions with an agent or process represented as a POMDP Because the actions coordinate with the agent rather than influence its behavior, the optimal solution to this problem can be computed locally and quickly. We also demonstrate the use of the technique on sequential POMDPs, which can be used to model a behavior that follows a linear, acyclic trajectory through a series of states. By imposing a "windowing" restriction that restricts the number of possible alternatives considered at any moment to a fixed size, a coordinating action can be calculated in constant time, making this amenable to coordination with complex agents.

    Behavioral coordination and synchrony contribute to a common biological mechanism that maintains communication, cooperation and bonding within many social species, such as primates and birds. Similarly, human language and social systems may also be attuned to coordination to facilitate communication and the formation of relationships. Gross similarities in movement patterns and convergence in the acoustic properties of speech have already been demonstrated between interacting individuals. In the present studies, we investigated how coordinated movements contribute to observers’ perception of affiliation (friends vs. strangers) between two conversing individuals. We used novel computational methods to quantify motor coordination and demonstrated that individuals familiar with each other coordinated their movements more frequently. Observers used coordination to judge affiliation between conversing pairs but only when the perceptual stimuli were restricted to head and face regions. These results suggest that observed movement coordination in humans might contribute to perceptual decisions based on availability of information to perceivers. PMID:25119189

    A variety of coordinate systems have been used to study the N-body problem for cases involving a dominant central mass. These include the traditional Keplerian orbital elements and the canonical Delaunay variables, which both incorporate conserved quantities of the two-body problem. Recently, Cartesian coordinate systems have returned to favour with the rise of mixed-variable symplectic integrators, since these coordinates prove to be more efficient than using orbital elements. Three sets of canonical Cartesian coordinates are well known, each with its own advantages and disadvantages. Inertial coordinates (which include barycentric coordinates as a special case) are the simplest and easiest to implement. However, they suffer from the disadvantage that the motion of the central body must be calculated explicitly, leading to relatively large errors in general. Jacobi coordinates overcome this problem by replacing the coordinates and momenta of the central body with those of the system as a whole, so that momentum is conserved exactly. This leads to substantial improvements in accuracy, but has the disadvantage that every object is treated differently, and interactions between each pair of bodies are now expressed in a complicated manner involving the coordinates of many bodies. Canonical heliocentric coordinates (also known as democratic heliocentric coordinates) treat all bodies equally, and conserve the centre of mass motion, but at the cost of introducing momentum cross terms into the kinetic energy. This complicates the development of higher order symplectic integrators and symplectic correctors, as well as the development of methods used to resolve close encounters with the central body. Here I will re-examine the set of possible canonical Cartesian coordinate systems to determine if it is possible to (a) conserve the centre of mass motion, (b) treat all bodies equally, and (c) eliminate the momentum cross terms. As a result of this fragmentation, coordinating solutions to water problems remains difficult.     This paper presents a new form of quartic equation based on Lagrange's extremum law and a Groebner basis under the constraint that the geodetic height is the shortest distance between a given point and the reference ellipsoid. A very explicit and concise formulae of the quartic equation by Ferrari's line is found, which avoids the need of a good starting guess for iterative methods. A new explicit algorithm is then proposed to compute geodetic coordinates from Cartesian coordinates. The convergence region of the algorithm is investigated and the corresponding correct solution is given. Lastly, the algorithm is validated with numerical experiments.

The roles and responsibilities of a coordination and control centre include: (1) planning; (2) maintenance of inventories; (3) activation of the disaster response plan; (4) application of indicators of function; (5) surveillance; (6) information management; (7) coordination of activities of the BSFs; (8) decision-making; (9) priority setting; (10) defining overarching goal and objectives for interventions; (11) applying indicators of effectiveness; (12) applying indicators of benefit and impact; (13) exercising authority; (14) managing resources; (15) initiating actions; (16) preventing influx of unneeded resources; (17) defining progress; (18) providing information; (19) liasing with responding organisations; and (20) providing quality assurance. Coordination and control is impossible without communications. To accomplish coordination and control, three factors must be present: (1) mandate; (2) power and authority; and (3) available resources. Coordination and control is responsible for the evaluation of the effectiveness and benefits/impacts of all interventions. Coordination and control centres (CCCs) are organised hierarchically from the on-scene CCCs (incident command) to local provincial to national CCCs. Currently, no comprehensive regional and international CCCs have been universally endorsed. Systems such as the incident command system, the unified command system, and the hospital incident command system are described as are the humanitarian reform movement and the importance of coordination and control in disaster planning and preparedness.     Team coordination consists of both the dynamics of team member interaction and the environmental dynamics to which a team is subjected. Focusing on dynamics, an approach is developed that contrasts with traditional aggregate-static concepts of team coordination as characterized by the shared mental model approach. A team coordination order parameter was developed to capture momentary fluctuations in coordination. Team coordination was observed in three-person uninhabited air vehicle teams across two experimental sessions. The dynamics of the order parameter were observed under changes of a team familiarity control parameter. Team members returned for the second session to either the same (Intact) or different (Mixed) team. 'Roadblock' perturbations, or novel changes in the task environment, were introduced in order to probe the stability of team coordination. Nonlinear dynamic methods revealed differences that a traditional approach did not: Intact and Mixed team coordination dynamics looked very different; Mixed teams were more stable than Intact teams and explored the space of solutions without the need for correction. Stability was positively correlated with the number of roadblock perturbations that were overcome successfully. The novel and non-intuitive contribution of a dynamical analysis was that Mixed teams, who did not have a long history working together, were more adaptive. It is suggested that layer-by-layer growth of a structure, occurring along the geodetics of the digraph of a net defined by the local rules of bonding of polycubes, justifies the phenomenological laws of shaping (self-similarity during the growth, independence of the polyhedron shape on the 'seed,' the symmetry of the growth polyhedron, etc.). Specific results of the analysis of number sequences of the increase in coordination circles for planar periodic partitions of model and real crystal structures, as well as the preliminary results of investigation of standing coordination topological waves, revealed for the first time in computer experiments, are reported.

    Policy incoherence at the interface between trade policy and health can take many forms, such as international trade commitments that strengthen protection of pharmaceutical patents, or promotion of health tourism that exacerbates the shortage of physicians in rural areas. Focusing on the national policy-making process, we make recommendations regarding five conditions that are necessary, but not sufficient, to ensure that international trade policies are coherent with national health objectives. These conditions are: space for dialogue and joint fact-finding; leadership by ministries of health; institutional mechanisms for coordination; meaningful engagement with stakeholders; and a strong evidence base.     One-dimensional lanthanide coordination polymers with the formula Ln(isonicotinate){sub 3}(H{sub 2}O){sub 2} (Ln = Ce, Pr, Nd, Sm, Eu, Tb; 1a-f) were synthesized by treating nitrate or perchlorate salts of Ln(III) with 4-pyridinecarboxaldehyde under hydro(solvo)thermal conditions. Single-crystal and powder X-ray diffraction studies indicate that these lanthanide coordination polymers adopt two different structures. While Ce(III), Pr(III), and Nd(III) complexes adopt a chain structure with alternating Ln-(carboxylate){sub 2}-Ln and Ln-(carboxylate){sub 4}-Ln linkages, Sm(III), Eu(III), and Tb(III) complexes have a doubly carboxylate-bridged infinite-chain structure with one chelating carboxylate group on each metal center. In both structures, the lanthanide centers also bind to two water molecules to yield an eight-coordinate, square antiprismatic geometry. The pyridine nitrogen atoms of the isonicotinate groups do not coordinate to the metal centers in these lanthanide(III) complexes; instead, they direct the formation of Ln(III) coordination polymers via hydrogen bonding with coordinated water molecules. Photoluminescence measurements show that Tb(isonicotinate){sub 3}(H{sub 2}O){sub 2} is highly emissive at room temperature with a quantum yield of {approximately}90%. These results indicate that highly luminescent lanthanide coordination polymers can be assembled using a combination of coordination and hydrogen bonds.     Typical scientific data is represented on a grid with appropriate interpolation or approximation schemes,defined on a continuous domain. The visualization of such data in parallel coordinates may reveal patterns latently contained in the data and thus can improve the understanding of multidimensional relations. In this paper, we adopt the concept of continuous scatterplots for the visualization of spatially continuous input data to derive a density model for parallel coordinates. Based on the point-line duality between scatterplots and parallel coordinates, we propose a mathematical model that maps density from a continuous scatterplot to parallel coordinates and present different algorithms for both numerical and analytical computation of the resulting density field. In addition, we show how the 2-D model can be used to successively construct continuous parallel coordinates with an arbitrary number of dimensions. Since continuous parallel coordinates interpolate data values within grid cells, a scalable and dense visualization is achieved, which will be demonstrated for typical multi-variate scientific data.     Geospace phenomena such as the aurora, plasma motion, ionospheric currents and associated magnetic field disturbances are highly organized by Earth's main magnetic field. This is due to the fact that the charged particles that comprise space plasma can move almost freely along magnetic field lines, but not across them. For this reason it is sensible to present such phenomena relative to Earth's magnetic field. A large variety of magnetic coordinate systems exist, designed for different purposes and regions, ranging from the magnetopause to the ionosphere. In this paper we review the most common magnetic coordinate systems and describe how they are defined, where they are used, and how to convert between them. The definitions are presented based on the spherical harmonic expansion coefficients of the International Geomagnetic Reference Field (IGRF) and, in some of the coordinate systems, the position of the Sun which we show how to calculate from the time and date. The most detailed coordinate systems take the full IGRF into account and define magnetic latitude and longitude such that they are constant along field lines. These coordinate systems, which are useful at ionospheric altitudes, are non-orthogonal. We show how to handle vectors and vector calculus in such coordinates, and discuss how systematic errors may appear if this is not done correctly.

Substantial increases in resolution and reliability, as well as reduction in sampling time, were achieved through hardware replacement; vibration effects were reduced substantially through modification of the machine component dampening and software routines; and the majority of the machine's geometry error was corrected through software geometry error correction. Because of these modifications, the uncertainty of coordinate standards calibrated on this device has been reduced dramatically.

    This study investigates the validity of the assumption that coordination and citizen participation are related inversely and, thus, are incompatible as features in the same social service reform strategy. Seventeen social service organizations situated in the same urban area were studied. Data were obtained by structured interview. The concepts of coordination and citizen participation were operationalized by means of scales. The findings support the validity of the assumption noted above. Although interpretations of the findings can be provided, they are post-factum.     The neural control of hand movement involves coordination of the sensory, motor, and memory systems. Recent studies have documented the motor coordinates for hand shape, but less is known about the corresponding patterns of somatosensory activity. To initiate this line of investigation, the present study characterized the sense of hand shape by evaluating the influence of differences in the amount of grasping or twisting force, and differences in forearm orientation. Human subjects were asked to use the left hand to report the perceived shape of the right hand. In the first experiment, six commonly grasped items were arranged on the table in front of the subject: bottle, doorknob, egg, notebook, carton, and pan. With eyes closed, subjects used the right hand to lightly touch, forcefully support, or imagine holding each object, while 15 joint angles were measured in each hand with a pair of wired gloves. The forces introduced by supporting or twisting did not influence the perceptual report of hand shape, but for most objects, the report was distorted in a consistent manner by differences in forearm orientation. Subjects appeared to adjust the intrinsic joint angles of the left hand, as well as the left wrist posture, so as to maintain the imagined object in its proper spatial orientation. In a second experiment, this result was largely replicated with unfamiliar objects. Thus, somatosensory and motor information appear to be coordinated in an object-based, spatial-coordinate system, sensitive to orientation relative to gravitational forces, but invariant to grasp forcefulness.     Dealing with electromagnetic fields, in particular current and related magnetic fields, yields "natural" physical vector relations in 3-D. However, when it comes to choosing local coordinate systems, the "usual" right-handed systems are not necessarily the best choices, which means that there are several options being chosen. In the magnetic fusion community such a difficulty exists for the choices of the cylindrical and of the toroidal coordinate systems. In addition many codes depend on knowledge of an equilibrium. In particular, the Grad-Shafranov axisymmetric equilibrium solution for tokamak plasmas, ψ, does not depend on the sign of the plasma current Ip nor that of the magnetic field B0. This often results in ill-defined conventions. Moreover the sign, amplitude and offset of ψ are of less importance, since the free sources in the equation depend on the normalized radial coordinate. The signs of the free sources, dp/dψ and dF2/dψ (p being the pressure, ψ the poloidal magnetic flux and F=RBφ), must be consistent to generate the current density profile. For example, RF and CD calculations (Radio Frequency heating and Current Drive) require an exact sign convention in order to calculate a co- or counter-CD component. It is shown that there are over 16 different coordinate conventions. This paper proposes a unique identifier, the COCOS convention, to distinguish between the 16 most-commonly used options. Given the present worldwide efforts towards code integration, the proposed new index COCOS defining uniquely the COordinate COnventionS required as input by a given code or module is particularly useful. As codes use different conventions, it is useful to allow different sign conventions for equilibrium code input and output, equilibrium being at the core of any calculations in magnetic fusion. Additionally, given two different COCOS conventions, it becomes simple to transform between them. The relevant transformations are described in detail.

As a result, the coordination of programming and policy in the transition from relief to recovery has been a central preoccupation of academics and practitioners alike. Intergovernmental bodies such as the United Nations Economic and Social Council (ECOSOC) have made these topics a subject of regular discussion, while some countries have altered their bureaucratic structures to respond more effectively in post-crisis settings, particularly in cases involving the deployment of national troops. The United Nations Resident Coordinator's Office in Sudan provides a model for other transitional countries and is a useful case study of the broader challenges of post-crisis programming. Effective coordination structures and planning/programming processes are identified as interdependent prerequisites for ensuring a successful transition from relief to recovery. PMID:23601119

    Shared Activity Coordination (ShAC) is a computer program for planning and scheduling the activities of an autonomous team of interacting spacecraft and exploratory robots. ShAC could also be adapted to such terrestrial uses as helping multiple factory managers work toward competing goals while sharing such common resources as floor space, raw materials, and transports. ShAC iteratively invokes the Continuous Activity Scheduling Planning Execution and Replanning (CASPER) program to replan and propagate changes to other planning programs in an effort to resolve conflicts. A domain-expert specifies which activities and parameters thereof are shared and reports the expected conditions and effects of these activities on the environment. By specifying these conditions and effects differently for each planning program, the domain-expert subprogram defines roles that each spacecraft plays in a coordinated activity. The domain-expert subprogram also specifies which planning program has scheduling control over each shared activity. ShAC enables sharing of information, consensus over the scheduling of collaborative activities, and distributed conflict resolution. As the other planning programs incorporate new goals and alter their schedules in the changing environment, ShAC continually coordinates to respond to unexpected events.

    In his "Histoire de l'Astronomie Ancienne" Delambre concludes unequivocally that Hipparchus knew and used a definite system of celestial spherical coordinates, namely the right ascension and declination system that we use today. The basis of Delambre's conclusion was disarmingly simple: he pointed out that in the "Commentary to Aratus" Hipparchus actually quotes the positions of numerous stars directly in right ascension and declination (or more often its complement, polar distance). Nearly two centuries later, in his "A History of Ancient Mathematical Astronomy", Neugebauer not only completely ignores Delambre's conclusion on this issue, but goes further to propose his own, as we shall see quite fanciful, theory that begins "From the Commentary to Aratus, it is quite obvious that at Hipparchus' time a definite system of spherical coordinates for stellar positions did not yet exist." and concludes "...nowhere in Greek astronomy before the catalogue of stars in the Almagest is it attested that orthogonal spherical coordinates are used to determine stellar positions." Today it is clear that Neugebauer's theory is conventionally accepted. It is the purpose of this paper to offer fresh arguments that Delambre was correct.

    Mechatronic systems incorporate multiple actuators and sensor which must be properly coordinated to achieve the desired system functionality. Many mechatronic systems are designed as one-of-a-kind custom projects without consideration for facilitating future system or alterations and extensions to the current syste. Thus, subsequent changes to the system are slow, different, and costly. It has become apparent that manufacturing processes, and thus the mechatronics which embody them, need to be agile in order to more quickly and easily respond to changing customer demands or market pressures. To achieve agility, both the hardware and software of the system need to be designed such that the creation of new system and the alteration and extension of current system is fast and easy. This paper describes the design of a Universal Mechatronics Coordinator (UMC) which facilitates agile setup and changeover of coordination software for mechatronic systems. The UMC is capable of sequencing continuous and discrete actions that are programmed as stimulus-response pairs, as state machines, or a combination of the two. It facilitates the modular, reusable programing of continuous actions such as servo control algorithms, data collection code, and safety checking routines; and discrete actions such as reporting achieved states, and turning on/off binary devices. The UMC has been applied to the control of a z- theta assembly robot for the Minifactory project and is applicable to a spectrum of widely differing mechatronic systems.

Each application has specific needs, but they all share the one crucial underlying problem: how to ensure that the interactions of a large number of heterogenous agents lead to coordinated system behavior. This proposal describes a new paradigm that addresses that very issue in a systematic way. Key Results and Findings: All milestones have been completed. Our results demonstrate that by properly shaping agent objective functions, we can develop large (up to 10,000 devices) heterogeneous sensor networks with key desirable properties. The first milestone shows that properly choosing agent-specific objective functions increases system performance by up to 99.9% compared to global evaluations. The second milestone shows evolutionary algorithms learn excellent sensor network coordination policies prior to network deployment, and these policies can be refined online once the network is deployed. The third milestone shows the resulting sensor networks networks are extremely robust to sensor noise, where networks with up to 25% sensor noise are capable of providing measurements with errors on the order of 10⁻³. The fourth milestone shows the resulting sensor networks are extremely robust to sensor failure, with 25% of the sensors in the system failing resulting in no significant performance losses after system reconfiguration.

    The Work Coordination Engine (WCE) is a Java application integrated into the Service Management Database (SMDB), which coordinates the dispatching and monitoring of a work order system. WCE de-queues work orders from SMDB and orchestrates the dispatching of work to a registered set of software worker applications distributed over a set of local, or remote, heterogeneous computing systems. WCE monitors the execution of work orders once dispatched, and accepts the results of the work order by storing to the SMDB persistent store. The software leverages the use of a relational database, Java Messaging System (JMS), and Web Services using Simple Object Access Protocol (SOAP) technologies to implement an efficient work-order dispatching mechanism capable of coordinating the work of multiple computer servers on various platforms working concurrently on different, or similar, types of data or algorithmic processing. Existing (legacy) applications can be wrapped with a proxy object so that no changes to the application are needed to make them available for integration into the work order system as "workers." WCE automatically reschedules work orders that fail to be executed by one server to a different server if available. From initiation to completion, the system manages the execution state of work orders and workers via a well-defined set of events, states, and actions. It allows for configurable work-order execution timeouts by work-order type. This innovation eliminates a current processing bottleneck by providing a highly scalable, distributed work-order system used to quickly generate products needed by the Deep Space Network (DSN) to support space flight operations. WCE is driven by asynchronous messages delivered via JMS indicating the availability of new work or workers. It runs completely unattended in support of the lights-out operations concept in the DSN.

These services include the design and assembly of irradiation capsules as well as arranging for their exposure, disassembly, and return of specimens. During this period, the final design of the facility and specimen baskets was determined through an iterative process involving the designers and thermal analysts. The resulting design should permit the irradiation of all test specimens to within 5{degrees}C of their desired temperature. Detailing of all parts is ongoing and should be completed during the next reporting period. Procurement of the facility will also be initiated during the next review period.

    Introduction Insights into effective policy strategies for improved coordination of care is needed. In this study we describe and compare the policy strategies chosen in Denmark and Sweden, and discuss them in relation to interorganisational network theory. Policy practice The policy initiatives to improve collaboration between primary and secondary healthcare in Denmark and Sweden include legislation and agreements aiming at clarifying areas of responsibility and defining requirements, creation of links across organisational boarders. In Denmark many initiatives have been centrally induced, while development of local solutions is more prominent in Sweden. Many Danish initiatives target the administrative level, while in Sweden initiatives are also directed at the operational level. In both countries economic incentives for collaboration are weak or lacking, and use of sanctions as a regulatory mean is limited. Discussion and conclusion Despite a variety of policy initiatives, lacking or poorly developed structures to support implementation function as barriers for coordination. The two cases illustrate that even in two relatively coherent health systems, with regional management of both the hospital and general practice sector, there are issues to resolve in regard to administrative and operational coordination. The interorganisational network literature can provide useful tools and concepts for interpreting such issues. PMID:19340328

    The Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and the National Oil and Hazardous Substances Pollution Contingency Plan (NCP) mandate protection of public health, welfare, and the environment at Superfund hazardous waste sites. The NCP requires lead response agenciesto integrate baseline risk assessments into the remedial process that "assess threats to the environment." EPA policy statements direct regional offices to perform thorough, consistent ecological risk assessments, and stress the importance of coordination and technical consultation with the natural resource trustees. As a Federal natural trustee, the National Oceanic and Atmospheric Administration's (NOAA) role and responsibilities within the CERCLA process also are defined and mandated by Federal law. NOAA is responsible for identifying sites in the coastal zone that may affect natural resources, evaluating injury to trust resources, and providing technical advice on assessments and remedial and restoration alternatives. Statutes require lead cleanup agencies and trustee agencies to notify and coordinate with each other during CERCLA response. Over the past ten years, NOAA has gained valuable experience and technical expertise in environmental assessments and in evaluating contaminated aquatic environments. NOAA fulfills its responsibilities through an effective network of Coastal Resource Coordinators (CRCs) who can rapidly respond to local technical requirements and priorities, and coordinate effectively with technical and trustee representatives. In addition to CRCs, an interdisciplinary support group provides technical expertise in the scientific disciplines required to respond to the needs of regional activities. NOAA provides CRCs to coastal EPA regional offices for technical support, and to act as liaisons with Federal and state natural resource trustee agencies.     This report includes an assessment of the network performance in terms of lost observing time for the 2012 calendar year. Overall, the observing time loss was about 12.3%, which is in-line with previous years. A table of relative incidence of problems with various subsystems is presented. The most significant identified causes of loss were electronics rack problems (accounting for about 21.8% of losses), antenna reliability (18.1%), RFI (11.8%), and receiver problems (11.7%). About 14.2% of the losses occurred for unknown reasons. New antennas are under development in the USA, Germany, and Spain. There are plans for new telescopes in Norway and Sweden. Other activities of the Network Coordinator are summarized.

    In December 1992, western governors and four federal agencies established a Federal Advisory Committee to Develop On-site Innovative Technologies for Environmental Restoration and Waste Management (the DOIT Committee). The purpose of the Committee is to advise the federal government on ways to improve waste cleanup technology development and the cleanup of federal sites in the West. The Committee directed in January 1993 that information be collected from a wide range of potential stakeholders and that innovative technology candidate projects be identified, organized, set in motion, and evaluated to test new partnerships, regulatory approaches, and technologies which will lead to improve site cleanup. Five working groups were organized, one to develop broad project selection and evaluation criteria and four to focus on specific contaminant problems. A Coordinating Group comprised of working group spokesmen and federal and state representatives, was set up to plan and organize the routine functioning of these working groups. The working groups were charged with defining particular contaminant problems; identifying shortcomings in technology development, stakeholder involvement, regulatory review, and commercialization which impede the resolution of these problems; and identifying candidate sites or technologies which could serve as regional innovative demonstration projects to test new approaches to overcome the shortcomings. This report from the Coordinating Group to the DOIT Committee highlights the key findings and opportunities uncovered by these fact-finding working groups. It provides a basis from which recommendations from the DOIT Committee to the federal government can be made. It also includes observations from two public roundtables, one on commercialization and another on regulatory and institutional barriers impeding technology development and cleanup.

  8. On a new coordinate system with astrophysical application: Spiral coordinates

    In this presentation are introduced spiral coordinates, which are a particular case of conformal coordinates, i.e. orthogonal curvelinear coordinates with equal factors along all coordinate axis. The spiral coordinates in the plane have as coordinate curves two families of logarithmic spirals, making a constant angle, respectively phi and pi / 2-phi, with all radial lines, where phi is a parameter. They can be obtained from a complex function, representing a spiral potential flow, due to the superposition of a source/sink with a vortex; the parameter phi in this case specifies the ratio of the ass flux of source/sink to the circulation of the vortex. Regardless of hydrodynamical or other interpretations, spiral coordinates are particulary convenient in situation where physical quantities vary only along a logarithmicspiral. The example chosen is the propagation of Alfven waves along a logarithmic spiral, as an approximation to Parker's spiral. The equation of dissipative MHD are written in spiral coordinates, and eliminated to specify the Alfven wave equation in spiral coordinates; the latter is solved exactly in terms of Bessel functions, and the results analyzed for values of the parameters corresponding to the solar wind.

    In this paper, the problem of the coordination policy is investigated for vendor-managed consignment inventory supply chain subject to consumer return. Here, the market demand is assumed to be affected by promotional effort and consumer return policy. The optimal consignment inventory and the optimal promotional effort level are proposed under the decentralized and centralized decisions. Based on the optimal decision conditions, the markdown allowance-promotional cost-sharing contract is investigated to coordinate the supply chain. Subsequently, the comparison between the two extreme policies shows that full-refund policy dominates the no-return policy when the returning cost and the positive effect of return policy are satisfied certain conditions. Finally, a numerical example is provided to illustrate the impacts of consumer return policy on the coordination contract and optimal profit as well as the effectiveness of the proposed supply chain decision.

    Supramolecular chemistry utilizes coordination bonds to assemble molecular building blocks into a variety of sophisticated constructs. However, traditional coordination assemblies are based on organic compounds that have limited ability to transport charge. Herein, we describe coordination assembly of anisotropic FeS2 pyrite nanoparticles (NPs) that can facilitate charge transport. Zn(2+) ions form supramolecular complexes with carboxylate end-groups on NP surface, leading to multiparticle sheets with liquid-crystal-like organization. Conductivity and Hall carrier mobility of the p-type layered semiconductor films with Zn(2+) coordination bridging exceed those known for coordination compounds, some by several orders of magnitude. The nanoscale porosity of the assembled sheets combined with fast hole transport leads to high electrocatalytic activity of the NP films. The coordination assembly of NPs embraces the versatility of several types of building blocks and opens a new design space for self-organized materials combining nanoscale and supramolecular structural motifs.     MHADIE project (Measuring Health and Disability in Europe: Supporting policy development) aimed at developing realistic, evidence-based and effective national policies for persons with disabilities. A preliminary step towards this goal was the demonstration on the feasibility of employing the ICF in clinical, educational and statistical fields, which corresponds to the recognised need to enhance the European Union's capacity of analysis of disability, as highlighted in its Disability Action Plan 2006-2007. The ultimate outcome of the project is the production of 13 policy recommendations, dealing with statistics clinical and educational areas, and four general policy recommendations focusing on: (a) the need of coordinating and integrating disability conceptualization at all policy levels and across sectors; (b) the need of conducting longitudinal cohort studies which include children aged 0-6; (c) the need of reviewing transportation policies in light of the requirements of persons with disabilities; (d) the need of reviewing all disability policies to emphasise and support the role of the family, which is a consistent and substantial environmental facilitator in the lives of persons with disabilities.     We present results from coordinated observations in which instruments on Solar and Heliospheric Observatory (SOHO) and Ulysses were used to measure the density and flow speed of plasma at the Sun and to again measure the same properties of essentially the same plasma in the solar wind. Plasma was sampled by Ultraviolet Coronagraph Spectrometer (UVCS) at 3.5 and 4.5 solar radii and by Ulysses/SWOOPS at 5 AU. Data were acquired during a nearly 2 week period in May-June 1997 at a latitude of 9-10 degrees north of the equator, on the east limb and, hence, in the streamer belt and the source location of slow wind. Density and outflow speed are compared, in order to check for preservation of the near Sun characteristics in the interplanetary medium. By chance, Ulysses was at the very northern edge of the visible streamer belt. Nevertheless, no evidence of fast wind, or mixing with fast wind coming from the northern polar coronal hole, was evident at Ulysses. The morphology of the streamer belt was similar at the beginning and end of the observation period, but was markedly different during the middle of the period. A corresponding change in density (but not flow speed) was noted at Ulysses.

In Coordinate transformation, coordinates are transformed from coordinate reference system A to coordinate referance system B. Geodetic studies based on physical measurements. Coordinate transformation needs identical points which were measured in each coordinate reference system (A and B). However it is difficult (and need a big reserved budget) to measure in some places like as top of mountain, boundry of countries and seaside. In this study, this sample problem solution was researched. The method of learning which is one of the neural network methods, was used for solution of this problem.

The Committee has the task of identifying and making operational strategies to coordinate activities in the areas of interest, improving service to all users, implementing synergies and economies, while guaranteeing a single INAF contact point for all external institutions working in the field.

    Effective mitigation of climate change will require deep international cooperation, which is much more difficult to organize than the shallow coordination observed so far. Assessing the prospects for effective joint action on climate change requires an understanding of both the structure of the climate change problem and national preferences for policy action. Preferences have become clearer in light of the United Nations Framework Convention on Climate Change Conference of the Parties in December 2015. Although deep cooperation remains elusive, many partial efforts could build confidence and lead to larger cuts in emissions. This strategy of decentralized policy coordination will not solve the climate problem, but it could lead incrementally to deeper cooperation.

The history, activities, and investment strategy of this Consortium are described briefly. A variety of the most promising power electronics devices considered by the Consortium are discussed, leading to the conclusion that field-effect transistors and Metal-Oxide Semiconductor (MOS) controlled thyristors (MCTs) will eventually dominate power-switching applications. New packaging techniques are also presented, in which silicon is used to replace bulky ceramic insulators and copper contacts - an arrangement that promises to lower costs and weight while improving devices performance and life. Finally, the article reviews policy issues related to power semiconductor research and recommends that R and D in this field be treated as a leading national priority.

    Coordination is a widely employed term across recent quantitative and qualitative approaches to intersubjectivity, particularly approaches that give embodiment and enaction central explanatory roles. With a focus on linguistic and bodily coordination in conversational contexts, I review the operational meaning of coordination in recent empirical research and related theorizing of embodied intersubjectivity. This discussion articulates what must be involved in treating linguistic meaning as dynamic processes of coordination. The coordination approach presents languaging as a set of dynamic self-organizing processes and actions on multiple timescales and across multiple modalities that come about and work in certain domains (those jointly constructed in social, interactive, high-order sense-making). These processes go beyond meaning at the level that is available to first-person experience. I take one crucial consequence of this to be the ubiquitously moral nature of languaging with others. Languaging coordinates experience, among other levels of behavior and event. Ethical effort is called for by the automatic autonomy-influencing forces of languaging as coordination. PMID:25520693

  7. Robust Coordination for Large Sets of Simple Rovers

    The ability to coordinate sets of rovers in an unknown environment is critical to the long-term success of many of NASA;s exploration missions. Such coordination policies must have the ability to adapt in unmodeled or partially modeled domains and must be robust against environmental noise and rover failures. In addition such coordination policies must accommodate a large number of rovers, without excessive and burdensome hand-tuning. In this paper we present a distributed coordination method that addresses these issues in the domain of controlling a set of simple rovers. The application of these methods allows reliable and efficient robotic exploration in dangerous, dynamic, and previously unexplored domains. Most control policies for space missions are directly programmed by engineers or created through the use of planning tools, and are appropriate for single rover missions or missions requiring the coordination of a small number of rovers. Such methods typically require significant amounts of domain knowledge, and are difficult to scale to large numbers of rovers. The method described in this article aims to address cases where a large number of rovers need to coordinate to solve a complex time dependent problem in a noisy environment. In this approach, each rover decomposes a global utility, representing the overall goal of the system, into rover-specific utilities that properly assign credit to the rover s actions. Each rover then has the responsibility to create a control policy that maximizes its own rover-specific utility. We show a method of creating rover-utilities that are "aligned" with the global utility, such that when the rovers maximize their own utility, they also maximize the global utility. In addition we show that our method creates rover-utilities that allow the rovers to create their control policies quickly and reliably.     Participants in the Seminar on Population Policies for Top-level Policy Makers and Program Managers, meeting in Thailand during January 1987, examined the challenges now facing them regarding the implementation of fertility regulation programs in their respective countries -- Bangladesh, China, India, Indonesia, Malaysia, Nepal, Pakistan, the Philippines, the Republic of Korea, and Thailand. This Seminar was organized to coincide with the completion of an Economic and Social Commission for Asia and the Pacific (ESCAP) study investigating the impact and efficiency of family planning programs in the region. Country studies were reviewed at the Seminar along with policy issues about the status of women, incentive and disincentive programs, and socioeconomic factors affecting fertility. In Bangladesh the government recognizes population growth as its top priority problem related to the socioeconomic development of the country and is working to promote a reorientation strategy from the previous clinic-oriented to a multidimensional family welfare program. China's family planning program seeks to postpone marraige, space the births of children between 3-5 years, and promote the 1-child family. Its goal is to reduce the rate of natural increase from 12/1000 in 1978 to 5/1000 by 1985 and 0 by 2000. India's 7th Five-Year-Plan (1986-90) calls for establishing a 2-child family norm by 2000. In Indonesia the government's population policy includes reducing the rate of population growth, achieving a redistribution of the population, adjusting economic factors, and creating prosperous families. The government of Indonesia reversed its policy to reduce the population growth rate in 1984 and announced its goal of achieving a population of 70 million by 2100 in order to support mass consumption industries. It has created an income tax deduction system favoring large families and maternity benefits for women who have up to 5 children as incentives. Nepal's official policy is to

    In this response, the major criticisms of the target article are addressed. Terminology from the target article that may have caused some confusion is clarified. In particular, the tasks that have the basic features of muscle coordination, as identified in the target article, have been limited in scope. A new metabolic optimization criterion suggested by Alexander (2000) is examined for its ability to predict muscle coordination in walking. Issues concerning the validation of muscle force predictions, the rules of muscle coordination, and the role of directional constraints in coordination of two-joint muscles are discussed. It is shown in particular that even in one-joint systems, the forces predicted by the criterion of Crowninshield and Brand (1981) depend upon the muscle moment arms and the physiological cross-sectional areas in much more complex ways than either previously assumed in the target article, or incorrectly derived by Herzog and Ait-Haddou (2000). It is concluded that the criterion of Crowninshield and Brand qualitatively predicts the basic coordination features of the major one- and two-joint muscles in a number of highly skilled, repetitive motor tasks performed by humans under predictable conditions and little demands on stability and accuracy. A possible functional significance of such muscle coordination may be the minimization of perceived effort, muscle fatigue, and/or energy expenditure. PMID:10675817

  10. AXAF Coordinate Transformation at XRCF

    Coordinate transformation between focal plane and detector pixel systems must be handled carefully at the X-ray Calibration Facility (XRCF) as it will be during flight. The High Resolution Mirror Assembly (HRMA) X-ray Detection System (HXDS) stage dithers, and the five-axis mount (FAM) attachment points underwent various types of motion during testing. At the XRCF when the FAM moved, the Science Instrument Module (SIM) travel direction was not necessarily aligned with the mirror axis motion, and, in addition, an arbitrary position offset had to be calibrated. Misalignment from the mirror axis was assessed by measuring its displacement from the boresight configuration of the default FAM frame, and the HXDS stage was monitored for motion from the default FAM reference point. Mirror position, prescribed in a mirror modal coordinate system, was measured in HRMA pitch and yaw axes. Prior to corrections for dithering and FAM movement, the coordinate data at XRCF also had to be corrected for possible misalignments of the mirror mount relative to XRCF and the default FAM axes due to the movement of the FAM feet. Those misalignments were processed in terms of yaw-pitch-roll Euler angles in the mirror nodal coordinate, and in the default FAM frame, respectively. An AXAF Science Center (ASC) coordinate library, pixlib, has been built to support these coordinate transformations and was used during x-ray calibration at the George C. Marshall Space Flight Center, Huntsville, AL. The design and implementation of this library will be discussed.

Eleven MDS coordinators from 10 geographically dispersed nursing homes (NHs) were interviewed between May and September 2013. Four broad themes emerged from content analysis: (a) information gathering, (b) interdisciplinary coordination, (c) role challenges, and (d) resources. The first two themes referred to key components and competencies in the MDS coordinators' role, the third theme dealt with certain challenges inherent in the role, and the fourth theme highlighted resources that helped address these challenges. The current study provides insight into how MDS coordinators perceive their role, as well as some of the challenges they face to successfully enact that role. The current findings can help inform NH management staff, such as directors of nursing and NH administrators, and policy makers, on how best to support MDS coordinators' work to enable efficient and accurate resident assessment processes.   15. Setting standards at the forefront of delivery system reform: aligning care coordination quality measures for multiple chronic conditions.

    The primary study objective is to assess how three major health reform care coordination initiatives (Accountable Care Organizations, Independence at Home, and Community-Based Care Transitions) measure concepts critical to care coordination for people with multiple chronic conditions. We find that there are major differences in quality measurement across these three large and politically important programs. Quality measures currently used or proposed for these new health reform-related programs addressing care coordination primarily capture continuity of care. Other key areas of care coordination, such as care transitions, patient-centeredness, and cross-cutting care across multiple conditions are infrequently addressed. The lack of a comprehensive and consistent measure set for care coordination will pose challenges for healthcare providers and policy makers who seek, respectively, to provide and reward well-coordinated care. In addition, this heterogeneity in measuring care coordination quality will generate new information, but will inhibit comparisons between these care coordination programs. PMID:24004040

  20. Mechanisms of coordination in distributed neural circuits: encoding coordinating information.

    We describe synaptic connections through which information essential for encoding efference copies reaches two coordinating neurons in each of the microcircuits that controls limbs on abdominal segments of the crayfish, Pacifastacus leniusculus. In each microcircuit, these coordinating neurons fire bursts of spikes simultaneously with motor neurons. These bursts encode timing, duration, and strength of each motor burst. Using paired microelectrode recordings, we demonstrate that one class of nonspiking neurons in each microcircuit's pattern-generating kernel--IPS--directly inhibits the ASCE coordinating neuron that copies each burst in power-stroke (PS) motor neurons. This inhibitory synapse parallels IPS's inhibition of the same PS motor neurons. Using a disynaptic pathway to control its membrane potential, we demonstrate that a second type of nonspiking interneuron in the pattern-generating kernel--IRSh--inhibits the DSC coordinating neuron that copies each burst in return-stroke (RS) motor neurons. This inhibitory synapse parallels IRS's inhibition of the microcircuit's RS motor neurons. Experimental changes in the membrane potential of one IPS or one IRSh neuron simultaneously changed the strengths of motor bursts, durations, numbers of spikes, and spike frequency in the simultaneous ASCE and DSC bursts. ASCE and DSC coordinating neurons link the segmentally distributed microcircuits into a coordinated system that oscillates with the same period and with stable phase differences. The inhibitory synapses from different pattern-generating neurons that parallel their inhibition of different sets of motor neurons enable ASCE and DSC to encode details of each oscillation that are necessary for stable, adaptive synchronization of the system.   2. Congruency effects in interpersonal coordination.

    Research on interpersonal coordination has demonstrated that incongruent tasks lead to unintended movements in the orthogonal plane. These effects have been interpreted using both an embodied simulation and coordination dynamics approach. To distinguish between these two perspectives, two experiments examined whether this congruency effect is best defined spatially or anatomically. In the first experiment, participants coordinated congruent and incongruent rhythmic arm movements with an actor. To dissociate spatial and anatomical congruency, the actor was rotated 90° in the coronal plane for half of the trials. In the second experiment, participants coordinated movements of different limbs (leg and arm). Spatial and anatomical congruency was dissociated here by rotating the actor in the transverse plane. In both experiments, the unintended movements associated with the congruency effect emerged as a function of spatial congruency; there was no congruency effect associated with anatomical congruency. The data suggests that these unintended movements represent the recruitment of additional df necessary to stabilize an unstable form of coordination. PMID:23458094

    The Internet is now widely regarded as essential infrastructure for our global economy and society. It is in our homes and businesses. We use it to communicate and socialize, for research, and as a platform for E-commerce. In the late 1990s, much was predicted about what the Internet has become at present; but now, we have actual experience living with the Internet as a critical component of our everyday lives. Although the Internet has already had profound effects, there is much we have yet to realize. The present volume represents a third installment in a collaborative effort to highlight the all-encompassing, multidisciplinary implications of the Internet for public policy. The first installment was conceived in 1998, when we initiated plans to organize an international conference among academic, industry, and government officials to discuss the growing policy agenda posed by the Internet. The conference was hosted by the European Commission in Brussels in 1999 and brought together a diverse mix of perspectives on what the pressing policy issues would be confronting the Internet. All of the concerns identified remain with us today, including how to address the Digital Divide, how to modify intellectual property laws to accommodate the new realities of the Internet, what to do about Internet governance and name-space management, and how to evolve broadcast and telecommunications regulatory frameworks for a converged world.

    This chapter briefly revisits the constraints and opportunities of mitigation and adaptation, and highlights and the multiple linkages, synergies and trade-offs between mitigation, adaptation and urban development. The chapter then presents future policy directions, focusing on local, national and international principles and policies for supporting and enhancing urban responses to climate change. In summary, policy directions for linking climate change responses with urban development offer abundant opportunities; but they call for new philosophies about how to think about the future and how to connect different roles of different levels of government and different parts of the urban community. In many cases, this implies changes in how urban areas operate - fostering closer coordination between local governments and local economic institutions, and building new connections between central power structures and parts of the population who have often been kept outside of the circle of consultation and discourse. The difficulties involved in changing deeply set patterns of interaction and decision-making in urban areas should not be underestimated. Because it is so difficult, successful experiences need to be identified, described and widely publicized as models for others. However, where this challenge is met, it is likely not only to increase opportunities and reduce threats to urban development in profoundly important ways, but to make the urban area a more effective socio-political entity, in general - a better city in how it works day to day and how it solves a myriad of problems as they emerge - far beyond climate change connections alone. It is in this sense that climate change responses can be catalysts for socially inclusive, economically productive and environmentally friendly urban development, helping to pioneer new patterns of stakeholder communication and participation.

    Buyer-vendor coordination has been widely addressed; however, the fixed lifetime of the product is seldom considered. In this paper, we study the coordination of an integrated production-inventory system with quantity discount for a fixed lifetime product under finite production rate and deterministic demand. We first derive the buyer's ordering policy and the vendor's production batch size in decentralised and centralised systems. We then compare the two systems and show the non-coordination of the ordering policies and the production batch sizes. To improve the supply chain efficiency, we propose quantity discount contract and prove that the contract can coordinate the buyer-vendor supply chain. Finally, we present analytically tractable solutions and give a numerical example to illustrate the benefits of the proposed quantity discount strategy.

  6. Measuring motor coordination in mice.

    Mice are increasingly being used in behavioral neuroscience, largely replacing rats as the behaviorist's animal of choice. Before aspects of behavior such as emotionality or cognition can be assessed, however, it is vital to determine whether the motor capabilities of e.g. a mutant or lesioned mouse allow such an assessment. Performance on a maze task requiring strength and coordination, such as the Morris water maze, might well be impaired in a mouse by motor, rather than cognitive, impairments, so it is essential to selectively dissect the latter from the former. For example, sensorimotor impairments caused by NMDA antagonists have been shown to impair water maze performance(2). Motor coordination has traditionally been assessed in mice and rats by the rotarod test, in which the animal is placed on a horizontal rod that rotates about its long axis; the animal must walk forwards to remain upright and not fall off. Both set speed and accelerating versions of the rotarod are available. The other three tests described in this article (horizontal bar, static rods and parallel bars) all measure coordination on static apparatus. The horizontal bar also requires strength for adequate performance, particularly of the forelimbs as the mouse initially grips the bar just with the front paws. Adult rats do not perform well on tests such as the static rods and parallel bars (personal observations); they appear less well coordinated than mice. I have only tested male rats, however, and male mice seem generally less well coordinated than females. Mice appear to have a higher strength:weight ratio than rats; the Latin name, Mus musculus, seems entirely appropriate. The rotarod, the variations of the foot fault test(12) or the Catwalk (Noldus)(15) apparatus are generally used to assess motor coordination in rats. PMID:23748408

    The information that has appeared during the last 15 years relating to enantioselectivity in the formation and reactions of kinetically inert and kinetically labile complexes is classified in the present review. Attention is mainly given to chiral discrimination of ligands that are exchanged in the internal or external coordination spheres of the complexes. The occurrence of enantioselective effects has also been recorded in reactions of coordination compounds that occur without ligand exchange, in particular, in photochemical processes. The variety of forms in which enantioselectivity is displayed is shown and methods for studying it are described. The bibliography includes 223 references.

    The COCO program converts star coordinates from one system to another. Both the improved IAU system, post-1976, and the old pre-1976 system are supported. COCO can perform accurate transformations between multiple coordinate systems. COCO's user-interface is spartan but efficient and the program offers control over report resolution. All input is free-format, and defaults are provided where this is meaningful. COCO uses SLALIB (ascl:1403.025) and is distributed as part of the Starlink software collection (ascl:1110.012).

    The noninvariance of Lyapunov exponents in general relativity has led to the conclusion that chaos depends on the choice of the space-time coordinates. Strikingly, we uncover the transformation laws of Lyapunov exponents under general space-time transformations and we find that chaos, as characterized by positive Lyapunov exponents, is coordinate invariant. As a result, the previous conclusion regarding the noninvariance of chaos in cosmology, a major claim about chaos in general relativity, necessarily involves the violation of hypotheses required for a proper definition of the Lyapunov exponents.     Glasses containing mixtures of cations and anions of nominal compositions [Sb2O3]x - [ZnCl2]1-x where x = 0.25, 0.50, 0.75, and 1.00, have been studied by means of neutron diffraction and Raman and Mössbauer spectroscopy. There is preferential bonding within the system with the absence of Sb-Cl bonds. Antimony is found to be threefold coordinated to oxygen, and zinc fourfold coordinated. The main contributing species are of the form [Sb(OSb)2(OZn)] and [Zn(ClZn)2(OSb)2].
