CSP is a dispatchable, renewable energy option that uses mirrors to focus and concentrate sunlight onto a receiver, from which a heat transfer fluid carries the intense thermal energy to a power block to generate electricity. CSP systems can store solar energy to be used when the sun is not shining. It will help meet the nation’s goal of making solar energy fully cost-competitive with other energy sources by the end of the decade. The DOE SunShot Initiative is a collaborative national initiative to make solar energy technologies cost-competitive with other forms of energy by reducing the cost of solar energy systems by about 75% by the end of the decade. Reducing the total installed cost for utility-scale solar electricity to roughly 6 cents per kilowatt hour without subsidies will result in rapid, large-scale adoption of solar electricity across the United States. Reaching this goal will re-establish American technological leadership, improve the nation's energy security, and strengthen U.S. economic competitiveness in the global clean energy race. SunShot will work to bring down the full cost of solar - including the costs of solar cells and installation by focusing on four main pillars: (1) Technologies for solar cells and arrays that convert sunlight to energy; (2) Electronics that optimize the performance of the installation; (3) Improvements in the efficiency of solar manufacturing processes; and (4) Installation, design, and permitting for solar energy systems.

    This fact sheet provides an overview of the U.S. Department of Energy's Wind and Water Power Program's water power research activities. Water power is the nation's largest source of clean, domestic, renewable energy. Harnessing energy from rivers, manmade waterways, and oceans to generate electricity for the nation's homes and businesses can help secure America's energy future. Water power technologies fall into two broad categories: conventional hydropower and marine and hydrokinetic technologies. Conventional hydropower facilities include run-of-the-river, storage, and pumped storage. Most conventional hydropower plants use a diversion structure, such as a dam, to capture water's potential energy via a turbine for electricity generation. Marine and hydrokinetic technologies obtain energy from waves, tides, ocean currents, free-flowing rivers, streams and ocean thermal gradients to generate electricity. The United States has abundant water power resources, enough to meet a large portion of the nation's electricity demand. Conventional hydropower generated 257 million megawatt-hours (MWh) of electricity in 2010 and provides 6-7% of all electricity in the United States. According to preliminary estimates from the Electric Power Resource Institute (EPRI), the United States has additional water power resource potential of more than 85,000 megawatts (MW). This resource potential includes making efficiency upgrades to existing hydroelectric facilities, developing new low-impact facilities, and using abundant marine and hydrokinetic energy resources. EPRI research suggests that ocean wave and in-stream tidal energy production potential is equal to about 10% of present U.S. electricity consumption (about 400 terrawatt-hours per year). The greatest of these resources is wave energy, with the most potential in Hawaii, Alaska, and the Pacific Northwest. The proposed approach is based on mathematical decomposition and network compensation techniques.     Big-boat yacht racing is one of the only able bodied sporting activities where standing arm-cranking ('grinding') is the primary physical activity. However, the physiological capabilities of elite sailors for standing arm-cranking have been largely unreported. The purpose of the study was to assess aerobic parameters, VO(2peak) and onset of blood lactate (OBLA), and anaerobic performance, torque-crank velocity and power-crank velocity relationships and therefore peak power (P (max)) and optimum crank-velocity (omega(opt)), of America's Cup sailors during standing arm-cranking. Thirty-three elite professional sailors performed a step test to exhaustion, and a subset of ten grinders performed maximal 7 s isokinetic sprints at different crank velocities, using a standing arm-crank ergometer. VO(2peak) was 4.7 +/- 0.5 L/min (range 3.6-5.5 L/min) at a power output of 332 +/- 44 W (range 235-425 W). OBLA occurred at a power output of 202 +/- 31 W (61% of W(max)) and VO(2) of 3.3 +/- 0.4 L/min (71% of VO(2peak)). The torque-crank velocity relationship was linear for all participants (r = 0.9 +/- 0.1). P (max) was 1,420 +/- 37 W (range 1,192-1,617 W), and omega(opt) was 125 +/- 6 rpm. These data are among the highest upper-body anaerobic and aerobic power values reported. The unique nature of these athletes, with their high fat-free mass and specific selection and training for standing arm cranking, likely accounts for the high values. The influence of crank velocity on peak power implies that power production during on-board 'grinding' may be optimised through the use of appropriate gear-ratios and the development of efficient gear change mechanisms.     More than 100 years ago, Thomson and Tait's classic "Treatise on Natural Philosophy" cautioned its readers against "considering the formula and not the fact as physical reality". Deciding what the facts actually _were, however, was left as an exercise for the reader ... Complex systems offer many examples [1] of the ambiguity Thomson and Tait were trying to point out. This presentation will be about a formula-the "1/f" spectral shape seen in many areas of physics including climate science; and an empirical fact-the growth of rescaled range originally seen in river time series and now known as the Hurst effect. It is well known that Mandelbrot kicked off the study of long range dependence (LRD) in the mid 1960s [2] with a stationary model for 1/f noise and the Hurst effect. This fractional Gaussian model is now so well known that it is often seen as synonymous with both 1/f noise and the Hurst effect. However Mandelbrot himself was aware that there were other models that produced 1/f noise, including a family [3-6] which he called "conditionally stationary", with power law distributions of times between switching of states. Late in his life he re-emphasised the clear contrasts between their behaviour and that of fGn. I will explain why these other models are also physically interesting, and will show why real systems including climate examples may potentially map more closely to one or the other, or may in fact combine both aspects.   2. America's top fifty power plant mercury pollutants

    The fifty most-polluting coal-burning power plants in the United States emitted twenty tons of mercury into the air in 2007. Of the ten highest-emitting plants, all but one reported an increase as compared to 2006. Coal-fired power plants are the single largest source of mercury air pollution in the U.S., accounting for roughly 40 per cent of all mercury emissions. This report rates the power plants both in terms of sheer mercury pollution and mercury pollution adjusted per kilowatt hour. It also outlines the ways in which mercury removal is achievable with existing technology. Activated carbon injection, which is commercially available and has been tested, can achieve mercury reductions of 90 per cent (and better when coupled with a fabric filter for particulate control) on both bituminous and sub-bituminous coals. In addition, mercury can be significantly reduced as a 'co-benefit' of controls for other pollutants, such as fabric filters, flue gas desulphurization, and selective catalytic reduction. 3 tabs.

Evidence from Chile and Argentina - whose restructuring is well ahead of that in the U.S. - demonstrates that more efficient power markets can be created, and that the need remains for appropriate treatment of the competitive and monopolistic portions of the market. Centrally planned electric systems have a long history in industrial states around the world: Marxist and capitalist, totalitarian and democratic. A growing enthusiasm world-wide for economic democracy has recently brought the concept of central planning under greater scrutiny, and alternative solutions have been sought. This paper describes experiences with the deregulation of the utility industry in Chile and Argentina and assesses the relevance of those experiences to the ongoing evolution of market-based systems in the United States. The lessons of the Southern Cone are very relevant to the ongoing dialogue on deregulation in the U.S. Experience there suggests a number of conditions that are important for the creation of competitive and efficient energy markets: (1) Mandatory separation of regulated functions, and clear delineation of the limits of involvement by regulated entities in competitive markets; (2) Unbundling of transmission charges and provision of {open_quotes}comparable{close_quotes} fair transmission access; (3) Clearly defined, published nodal or zonal transmission prices reflecting incremental operating and upgrade costs; (4) Establishment of a centrally dispatched commodity market, spot markets for both capacity and energy priced at system marginal cost, and a parallel bilateral market based on long term contracts; and (5) Access by generators and marketers to at least a portion of the retail market.

    The ARIES Collaborative, a U.S. Department of Energy Building America research team, partnered with NeighborWorks America affiliate Homeowners' Rehab Inc. (HRI) of Cambridge, Massachusetts, to study improvements to the central hydronic heating system in one of the nonprofit's housing developments. The heating controls in the three-building, 42-unit Columbia Cambridge Alliance for Spanish Tenants housing development were upgraded. Fuel use in the development was excessive compared to similar properties. A poorly insulated thermal envelope contributed to high energy bills, but adding wall insulation was not cost-effective or practical. The more cost-effective option was improving heating system efficiency. Efficient operation of the heating system faced several obstacles, including inflexible boiler controls and failed thermostatic radiator valves. Boiler controls were replaced with systems that offer temperature setbacks and one that controls heat based on apartment temperature in addition to outdoor temperature. Utility bill analysis shows that post-retrofit weather-normalized heating energy use was reduced by 10%-31% (average of 19%). Indoor temperature cutoff reduced boiler runtime (and therefore heating fuel consumption) by 28% in the one building in which it was implemented. Nearly all savings were obtained during night which had a lower indoor temperature cut off (68 degrees F) than day (73 degrees F). This implies that the outdoor reset curve was appropriately adjusted for this building for daytime operation. Nighttime setback of heating system supply water temperature had no discernable impact on boiler runtime or gas bills.

Additionally, the U.S. federal agencies represent the largest institutional load in the world, and thus are a potential large market for green (wind) energy. Rural America is economically stressed and traditional agricultural incomes are seriously threatened; wind development in these windy regions offers one of the most promising''crops'' of the 21st century. Public power serves these communities, and local development of wind with low-cost financing appears to be competitive with new conventional fossil energy sources.

    We use daily data on bilateral interbank exposures and monthly bank balance sheets to study network characteristics of the Russian interbank market over August 1998-October 2004. Specifically, we examine the distributions of (un)directed (un)weighted degree, nodal attributes (bank assets, capital and capital-to-assets ratio) and edge weights (loan size and counterparty exposure). We search for the theoretical distribution that fits the data best and report the "best" fit parameters. We observe that all studied distributions are heavy tailed. The fat tail typically contains 20% of the data and can be mostly described well by a truncated power law. Also the power law, stretched exponential and log-normal provide reasonably good fits to the tails of the data. In most cases, however, separating the bulk and tail parts of the data is hard, so we proceed to study the full range of the events. We find that the stretched exponential and the log-normal distributions fit the full range of the data best. These conclusions are robust to (1) whether we aggregate the data over a week, month, quarter or year; (2) whether we look at the "growth" versus "maturity" phases of interbank market development; and (3) with minor exceptions, whether we look at the "normal" versus "crisis" operation periods. In line with prior research, we find that the network topology changes greatly as the interbank market moves from a "normal" to a "crisis" operation period.

    The debate over the role and performance of public power will not go away. Perhaps, however, the debate can occur at a level transcending pure ideological disputes. Certainly the evidence is clear. There is no legitimacy to the argument that public power lacks economic legitimacy. There is no legitimacy to the proposition that private power companies are inherently more efficient than their public power counterparts. Likewise, there is no legitimacy to the complaints that public power's lower rates can be explained away by subsidies. Instead, the facts indicate that, on average, public power systems and their managers have been excellent stewards of the resources needed to produce electric service. Rather than ignoring these facts and resorting to questionable indirect proofs of why private utilities are likely to out-perform public ones, researchers should study first-hand the institutional arrangements under which public power systems operate and are held accountable for providing low-cost, high-quality service.

    North Americans are among the world's most intense consumers of electricity. The vast majority in the United States and Canada access power from a network of transmission lines that stretch from the East Coast to the West Coast and from Canada to the Mexican Baja. This network, known as the largest interconnected machine in the world, evolved during the first two thirds of the twentieth century. With the very first link-ups occurring at the end of the 1890s, a wide variety of public and private utilities extended power lines to reach markets, access and manage energy resources, balance loads, realize economies of scale, provide backup power, and achieve economic stability. In 1967, utility managers and the Bureau of Reclamation connected the expansive eastern and western power pools to create the North American grid. Unlike other power grids around the world, built by single, centrally controlled entities, this large technological system emerged as the result of multiple decisions across eighty-five years of development, and negotiations for control at the economic, political, and technological levels. This dissertation describes the process of building the North American grid and the paradoxes the resulting system represents. While the grid functions as a single machine moving electricity across the continent, it is owned by many independent entities. Smooth operations suggest that the grid is a unified system; however, it operates under shared management and divided authority. In addition, although a single power network seems the logical outcome of electrification, in fact it was assembled through aggregation, not planning. Interconnections intentionally increase the robustness of individual sub-networks, yet the system itself is fragile, as demonstrated by major cascading power outages. Finally, the transmission network facilitates increased use of energy resources and consumption of power, but at certain points in the past, it also served as a technology of

    Obtaining optimal power flow solution is a strenuous task for any power system engineer. The inclusion of FACTS devices in the power system network adds to its complexity. The dual objective of OPF with fuel cost minimization along with FACTS device location for IEEE 30 bus is considered and solved using proposed Enhanced Bacterial Foraging algorithm (EBFA). The conventional Bacterial Foraging Algorithm (BFA) has the difficulty of optimal parameter selection. Hence, in this paper, BFA is enhanced by including Nelder-Mead (NM) algorithm for better performance. A MATLAB code for EBFA is developed and the problem of optimal power flow with inclusion of FACTS devices is solved. After several run with different initial values, it is found that the inclusion of FACTS devices such as SVC and TCSC in the network reduces the generation cost along with increased voltage stability limits. It is also observed that, the proposed algorithm requires lesser computational time compared to earlier proposed algorithms. PMID:23759251

    As part of the NAHB Research Center Industry Partnership, Southface partnered with TaC Studios, an Atlanta based architecture firm specializing in residential and light commercial design, on the construction of a new test home in Atlanta, GA in the mixed-humid climate. This home serves as a residence and home office for the firm's owners, as well as a demonstration of their design approach to potential and current clients. Southface believes the home demonstrates current best practices for the mixed-humid climate, including a building envelope featuring advanced air sealing details and low density spray foam insulation, glazing that exceeds ENERGY STAR requirements, and a high performance heating and cooling system. Construction quality and execution was a high priority for TaC Studios and was ensured by a third party review process. Post construction testing showed that the project met stated goals for envelope performance, an air infiltration rate of 2.15 ACH50. The homeowner's wished to further validate whole house energy savings through the project's involvement with Building America and this long-term monitoring effort. As a Building America test home, this home was evaluated to detail whole house energy use, end use loads, and the efficiency and operation of the ground source heat pump and associated systems. Given that the home includes many non-typical end use loads including a home office, pool, landscape water feature, and other luxury features not accounted for in Building America modeling tools, these end uses were separately monitored to determine their impact on overall energy consumption.

An obvious solution to this problem is to bring the duct system into the interior of the house, either by sealing the area where the ducts are installed (sealed attic or crawlspace) or by building an interior cavity or chase above the ceiling plane (raised ceiling or fur-up chase) or below the ceiling plane (dropped ceiling or fur-down) for the duct system. This case study examines one Building America builder partner's implementation of an inexpensive, quick and effective method of building a fur-down or dropped ceiling chase.

    In 1975, Congress created the Nuclear Regulatory Commission (NRC). Its primary responsibility was to be the regulation of the nuclear power industry in order to maintain public health and safety. On March 28, 1979, in the worst commercial nuclear accident in US history, the plant at Three Mile Island began to leak radioactive material. How was Three Mile Island possible. Where was the NRC. This analysis by the Union of Concerned Scientists (UCS) of the NRC's first decade, points specifically to the factors that contributed to the accident at Three Mile Island. The NRC, created as a watchdog of the nuclear power industry, suffers from problems of mindset, says the UCS. The commission's problems are political, not technical; it repeatedly ranks special interests above the interest of public safety. This book critiques the NRC's performance in four specific areas. It charges that the agency has avoided tackling the most pervasive safety issues; has limited public participation in decision making and power plant licensing; has failed to enforce safety standards or conduct adequate regulation investigations; and, finally, has maintained a fraternal relationship with the industry it was created to regulate, serving as its advocate rather than it adversary. The final chapter offers recommendations for agency improvement that must be met if the NRC is to fulfill its responsibility for safety first.

  1. Building America Case Study: Excavationless Exterior-Side Foundation Insulation for Existing Homes, Minneapolis, Minnesota (Fact Sheet)

    Building science research supports installing exterior (soil side) foundation insulation as the optimal method to enhance the hygrothermal performance of new homes. With exterior foundation insulation, water management strategies are maximized while insulating the basement space and ensuring a more even temperature at the foundation wall. However, such an approach can be very costly and disruptive when applied to an existing home, requiring deep excavation around the entire house. The NorthernSTAR Building America Partnership team implemented an innovative, minimally invasive foundation insulation upgrade technique on an existing home. The approach consisted of using hydrovac excavation technology combined with a liquid insulating foam. The team was able to excavate a continuous 4" wide by 4' to 5' deep trench around the entire house, 128 linear feet, except for one small part under the stoop that was obstructed with concrete debris. The combination pressure washer and vacuum extraction technology also enabled the elimination of large trenches and soil stockpiles normally produced by backhoe excavation. The resulting trench was filled with liquid insulating foam, which also served as a water-control layer of the assembly. The insulation was brought above grade using a liquid foam/rigid foam hybrid system and terminated at the top of the rim joist. Cost savings over the traditional excavation process ranged from 23% to 50%. The excavationless process could result in even greater savings since replacement of building structures, exterior features, utility meters, and landscaping would be minimal or non-existent in an excavationless process.

    A new construction pilot community was constructed by builder-partner Wathen-Castanos Hybrid Homes (WCHH) based on a single occupied test house that was designed to achieve greater than 30% energy savings with respect to the House Simulation Protocols (Hendron, Robert; Engebrecht, Cheryn (2010). Building America House Simulation Protocols. Golden, CO: National Renewable Energy Laboratory.). Builders face several key problems when implementing a whole-house systems integrated measures package (SIMP) from a single test house into multiple houses. Although a technical solution already may have been evaluated and validated in an individual test house, the potential exists for constructability failures at the community scale. This report addresses factors of implementation and scalability at the community scale and proposes methodologies by which community-scale energy evaluations can be performed based on results at the occupied test house level. Research focused on the builder and trade implementation of a SIMP and the actual utility usage in the houses at the community scale of production. Five occupants participated in this community-scale research by providing utility bills and information on occupancy and miscellaneous gas and electric appliance use for their houses. IBACOS used these utility data and background information to analyze the actual energy performance of the houses. Verification with measured data is an important component in predictive energy modeling. The actual utility bill readings were compared to projected energy consumption using BEopt with actual weather and thermostat set points for normalization.

    The purpose of this project was to evaluate integrated packages of advanced measures in individual test homes to assess their performance with respect to Building America Program goals, specifically compliance with the DOE Challenge Home Program. BSC consulted on the construction of five test houses by three Cold Climate production builders in three separate US cities. BSC worked with the builders to develop a design package tailored to the cost-related impacts for each builder. Therefore, the resulting design packages do vary from builder to builder. BSC provided support through this research project on the design, construction and performance testing of the five test homes. Overall, the builders have concluded that the energy related upgrades (either through the prescriptive or performance path) represent reasonable upgrades. The builders commented that while not every improvement in specification was cost effective (as in a reasonable payback period), many were improvements that could improve the marketability of the homes and serve to attract more energy efficiency discerning prospective homeowners. However, the builders did express reservations on the associated checklists and added certifications. An increase in administrative time was observed with all builders. The checklists and certifications also inherently increase cost due to: 1. Adding services to the scope of work for various trades, such as HERS Rater, HVAC contractor. 2. Increased material costs related to the checklists, especially the EPA Indoor airPLUS and EPA WaterSense Efficient Hot Water Distribution requirement.

    Nowadays, it is well-understood that the burning of fossil fuels in electric power station has a significant influence on the global climate due to greenhouse gases. In many countries, the use of cost-effective and reliable low-carbon electricity energy sources is becoming an important energy policy. Among different kinds of clean energy resources- such as solar power, hydro-power, ocean wave power and so on, wind power is the fastest-growing form of renewable energy at the present time. Moreover, adjustable speed generator wind turbines (ASGWT) has key advantages over the fixed-speed generator wind turbines (FSGWT) in terms of less mechanical stress, improved power quality, high system efficiency, and reduced acoustic noise. One important class of ASGWT is the doubly-fed induction generator (DFIG), which has gained a significant attention of the electric power industry due to their advantages over the other class of ASGWT, i.e. fully rated converter-based wind turbines. Because of increased integration of DFIG-based wind farms into electric power grids, it is necessary to transmit the generated power from wind farms to the existing grids via transmission networks without congestion. Series capacitive compensation of DFIG-based wind farm is an economical way to increase the power transfer capability of the transmission line connecting wind farm to the grid. For example, a study performed by ABB reveals that increasing the power transfer capability of an existing transmission line from 1300 MW to 2000 MW using series compensation is 90% less than the cost of building a new transmission line. However, a factor hindering the extensive use of series capacitive compensation is the potential risk of sub- synchronous resonance (SSR).     Sustainable biomass can play a transformative role in the transition to a decarbonized economy, with potential applications in electricity, heat, chemicals and transportation fuels. Deploying bioenergy with carbon capture and sequestration (BECCS) results in a net reduction in atmospheric carbon. BECCS may be one of the few cost-effective carbon-negative opportunities available should anthropogenic climate change be worse than anticipated or emissions reductions in other sectors prove particularly difficult. Previous work, primarily using integrated assessment models, has identified the critical role of BECCS in long-term (pre- or post-2100 time frames) climate change mitigation, but has not investigated the role of BECCS in power systems in detail, or in aggressive time frames, even though commercial-scale facilities are starting to be deployed in the transportation sector. Here, we explore the economic and deployment implications for BECCS in the electricity system of western North America under aggressive (pre-2050) time frames and carbon emissions limitations, with rich technology representation and physical constraints. We show that BECCS, combined with aggressive renewable deployment and fossil-fuel emission reductions, can enable a carbon-negative power system in western North America by 2050 with up to 145% emissions reduction from 1990 levels. In most scenarios, the offsets produced by BECCS are found to be more valuable to the power system than the electricity it provides. Advanced biomass power generation employs similar system design to advanced coal technology, enabling a transition strategy to low-carbon energy.

I reached the conclusion that the crisis is entirely solvable, and I developed a three-part solution that includes 1) nationally standardizing and coordinating care, 2) prioritizing resources and incentives in the delivery of emergency care, and 3) inspiring young clinicians to careers in emergency care. Among various renewable energy sources, wind power is the most rapidly growing one. Therefore, how to provide efficient, reliable, and high-performance wind power generation and distribution has become an important and practical issue in the power industry. In addition, because of the new constraints placed by the environmental and economical factors, the trend of power system planning and operation is toward maximum utilization of the existing infrastructure with tight system operating and stability margins. This trend, together with the increased penetration of renewable energy sources, will bring new challenges to power system operation, control, stability and reliability which require innovative solutions. Flexible ac transmission system (FACTS) devices, through their fast, flexible, and effective control capability, provide one possible solution to these challenges. To fully utilize the capability of individual power system components, e.g., wind turbine generators (WTGs) and FACTS devices, their control systems must be suitably designed with high reliability. Moreover, in order to optimize local as well as system-wide performance and stability of the power system, real-time local and wide-area coordinated control is becoming an important issue. Power systems containing conventional synchronous generators, WTGs, and FACTS devices are large-scale, nonlinear, nonstationary, stochastic and complex systems distributed over large geographic areas. Traditional mathematical tools and system control techniques have limitations to control such complex systems to achieve an optimal performance.     The purpose grinding is a physically demanding component of America's Cup sailing that is important to overall team performance, but little research is available on the determinants of grinding performance. We examined the relationship between various measures of muscular performance and the performance of upper-body grinding. Eleven elite male America's Cup sailors (33.9 +/- 5.5 yr, 97.8 +/- 12.5 kg, 186.0 +/- 7.1 cm) who performed grinding as part of their on-board role with extensive strength training experience participated in this study. Muscular performance testing examined the force, velocity, and power capabilities of the upper-body musculature, with upper-body push (bench press) and pull (bench pull) movements performed across loads of 10-100% of 1 repetition maximum (1RM). Functional grinding performance was examined for both forward and backward grinding and at 2 different resistances (moderate = 48 N x m, heavy = 68 N x m) using a land-based ergometer. Bench press 1RM and maximum force capability were the measures demonstrating the strongest correlation with forward grinding performance (r = 0.88-0.99 and 0.87-0.99, respectively), with the relationship increasing with grinding load. For backward grinding, there was a very strong relationship with bench pull maximum power (r = 0.85-0.98) in addition to 1RM (r = 0.90-0.95) and maximum force (r = 0.87-0.95). It appears that although maximal strength is a crucial muscular performance characteristic for grinding performance in all conditions, for backward grinding, there is the additional need to focus on the development of speed strength/power to maximize performance gains. This information was used by the Emirates Team New Zealand physical conditioner to develop a conditioning intervention to help improve grinding performance. PMID:19675468

    Beginning in 2010, DOE conducted an assessment of Wind Powering America (WPA) activities to determine whether the methods the department had used to help grow the wind industry to provide 2% of the nation's electrical energy should be the same methods used to achieve 20% of the nation's energy from wind (as described in the report 20% Wind Energy by 2030: Increasing Wind Energy's Contribution to U.S. Electricity Supply). After the assessment, it was determined that the initiative's state-based activities should be phased out as part of a shift to regional-based approaches. To assist with this transition, WPA hosted a series of 1-day regional meetings at six strategic locations around the country and a single teleconference for island states, U.S. territories, and remote communities. This report summarizes the results of the inaugural regional meetings and the state reports with a focus on ongoing wind deployment barriers in each region.

    This work presents particle swarm optimization (PSO) based method to solve the optimal power flow in power systems incorporating flexible AC transmission systems controllers such as thyristor controlled phase shifter, thyristor controlled series compensator and unified power flow controller for security enhancement under single network contingencies. A fuzzy contingency ranking method is used in this paper and observed that it effectively eliminates the masking effect when compared with other methods of contingency ranking. The fuzzy based network composite overall severity index is used as an objective to be minimized to improve the security of the power system. The proposed optimization process with PSO is presented with case study example using IEEE 30-bus test system to demonstrate its applicability. The results are presented to show the feasibility and potential of this new approach.

Such development holds promise as a provider of short-term employment during facility construction and long-term employment from ongoing facility operation and maintenance (O&M). It may also add to the supply of electric power in the area and support some expansion of the local economy through ripple effects resulting from initial increases in jobs and income. These ripple effects stem from subsequent expenditures for goods and services made possible by first-round income from the development, and are expressed in terms of a multiplier. If the local economy offers a wide range of goods and services the resulting multiplier can be substantial--as much as three or four. If not, then much of the initial income will leave the local economy to buy goods and services from elsewhere. Loss of initial income to other locales is referred to as a leakage. While there is a growing body of information about the local impacts of wind power, the economic impacts from existing wind power developments have not been thoroughly and consistently analyzed. Northwest Economic Associates, under contract to the National Wind Coordinating Committee (NWCC), conducted a study and produced a report entitled ''Assessing the Economic Development Impacts of Wind Power.'' The primary objective of the study was to provide examples of appropriate analyses and documentation of economic impacts from wind power development, using case studies of three existing projects in the United States.     Wide-area coordinating control is becoming an important issue and a challenging problem in the power industry. This paper proposes a novel optimal wide-area coordinating neurocontrol (WACNC), based on wide-area measurements, for a power system with power system stabilizers, a large wind farm and multiple flexible ac transmission system (FACTS) devices. An optimal wide-area monitor (OWAM), which is a radial basis function neural network (RBFNN), is designed to identify the input-output dynamics of the nonlinear power system. Its parameters are optimized through particle swarm optimization (PSO). Based on the OWAM, the WACNC is then designed by using the dual heuristic programming (DHP) method and RBFNNs, while considering the effect of signal transmission delays. The WACNC operates at a global level to coordinate the actions of local power system controllers. Each local controller communicates with the WACNC, receives remote control signals from the WACNC to enhance its dynamic performance and therefore helps improve system-wide dynamic and transient performance.     The Lawrence Berkeley National Laboratory (Berkeley Lab) andthe Center for Sustainable Development in the Americas (CSDA) conductedtechnical studies and organized two training workshops to developcapacity in Central America for the evaluation of climate changeprojects. This paper describes the results of two baseline case studiesconducted for these workshops, one for the power sector and one for thecement industry, that were devised to illustrate certain approaches tobaseline setting. Multiproject baseline emission rates (BERs) for themain Guatemalan electricity grid were calculated from 2001 data. Inrecent years, the Guatemalan power sector has experienced rapid growth;thus, a sufficient number of new plants have been built to estimateviable BERs. We found that BERs for baseload plants offsetting additionalbaseload capacity ranged from 0.702 kgCO2/kWh (using a weighted averagestringency) to 0.507 kgCO2/kWh (using a 10th percentile stringency),while the baseline for plants offsetting load-followingcapacity is lowerat 0.567 kgCO2/kWh. For power displaced from existing load-followingplants, the rate is higher, 0.735 kgCO2/kWh, as a result of the age ofsome plants used for meeting peak loads and the infrequency of their use.The approved consolidated methodology for the Clean Development Mechanismyields a single rate of 0.753 kgCO2/kWh. Due to the relatively smallnumber of cement plants in the region and the regional nature of thecement market, all of Central America was chosen as the geographicboundary for setting cement industry BERs. Unfortunately, actualoperations and output data were unobtainable for most of the plants inthe region, and many data were estimated. Cement industry BERs rangedfrom 205 kgCO2 to 225 kgCO2 per metric ton of cement.

    In this second study on solutions to ice dams in 1-1/2 story homes, five test homes located in both cold and very cold climates were analyzed for air leakage reduction rates following modifications by independent contractors on owner-occupied homes. The reason for choosing this house type was they are very common in our area and very difficult to air seal and insulate effectively. Two projects followed a roof-only Exterior Thermal Moisture Management System (ETMMS) process. One project used an interior-only approach to roof air sealing and insulation. The remaining two projects used a deep energy retrofit approach for whole house (foundation wall, above grade wall, roof) air leakage and heat loss reduction. All were asked to provide information regarding project goals, process, and pre and post-blower door test results. Additional air leakage reduction data was provided by several NorthernSTAR Building America industry partners for interior-applied, roof-only modifications on 1-1/2 story homes. The data represents homes in the general market as well as homes that were part of the state of Minnesota weatherization program. A goal was to compare exterior air sealing methods with interior approaches. This pool of data enabled us to compare air tightness data from over 220 homes using similar air seal methods.

    This report, Evaluation of the Performance of Houses with and without Supplemental Dehumidification in a Hot-Humid Climate, describes a research study that that was conducted by the Building Science Corporation (BSC) Building America Research Team. BSC seeks to research and report on the field monitoring of the performance of in-situ supplemental dehumidification systems in low energy, high performance, homes in a Hot-Humid climate. The purpose of this research project was to observe and compare the humidity control performance of new, single family, low energy, and high performance, homes. Specifically, the study sought to compare the interior conditions and mechanical systems operation between two distinct groups of houses, homes with a supplemental dehumidifier installed in addition to HVAC system, and homes without any supplemental dehumidification. The subjects of the study were ten single-family new construction homes in New Orleans, LA. Data logging equipment was installed at each home in 2012. Interior conditions and various end-use loads were monitored for one year. In terms of averages, the homes with dehumidifiers are limiting elevated levels of humidity in the living space. However, there was significant variation in humidity control between individual houses. An analysis of the equipment operation did not show a clear correlation between energy use and humidity levels. In general, no single explanatory variable appears to provide a consistent understanding of the humidity control in each house. Indoor humidity is likely due to all of the factors we have examined, and the specifics of how they are used by each occupant.

    The U.S. Department of Energy?s Wind Powering America Program is committed to educating state-level policymakers and other stakeholders about the economic, CO2 emissions, and water conservation impacts of wind power. This analysis highlights the expected impacts of 1000 MW of wind power in Pennsylvania. Although construction and operation of 1000 MW of wind power is a significant effort, six states have already reached the 1000-MW mark. We forecast the cumulative economic benefits from 1000 MW of development in Pennsylvania to be $1.2 billion, annual CO2 reductions are estimated at 3.4 million tons, and annual water savings are 1,837 million gallons.

    This fact sheet describes how the DEVAP air conditioner was invented, explains how the technology works, and why it won an R&D 100 Award. Desiccant-enhanced evaporative (DEVAP) air-conditioning will provide superior comfort for commercial buildings in any climate at a small fraction of the electricity costs of conventional air-conditioning equipment, releasing far less carbon dioxide and cutting costly peak electrical demand by an estimated 80%. Air conditioning currently consumes about 15% of the electricity generated in the United States and is a major contributor to peak electrical demand on hot summer days, which can lead to escalating power costs, brownouts, and rolling blackouts. DEVAP employs an innovative combination of air-cooling technologies to reduce energy use by up to 81%. DEVAP also shifts most of the energy needs to thermal energy sources, reducing annual electricity use by up to 90%. In doing so, DEVAP is estimated to cut peak electrical demand by nearly 80% in all climates. Widespread use of this cooling cycle would dramatically cut peak electrical loads throughout the country, saving billions of dollars in investments and operating costs for our nation's electrical utilities. Water is already used as a refrigerant in evaporative coolers, a common and widely used energy-saving technology for arid regions. The technology cools incoming hot, dry air by evaporating water into it. The energy absorbed by the water as it evaporates, known as the latent heat of vaporization, cools the air while humidifying it. However, evaporative coolers only function when the air is dry, and they deliver humid air that can lower the comfort level for building occupants. And even many dry climates like Phoenix, Arizona, have a humid season when evaporative cooling won't work well. DEVAP extends the applicability of evaporative cooling by first using a liquid desiccant-a water-absorbing material-to dry the air. The dry air is then passed to an indirect evaporative

    Diversity and the underrepresentation of women, African-Americans, Hispanics and American Indians in the nation's science, technology, engineering and mathematics (STEM) fields are the subjects of the XV: A View from the Gatekeepers—STEM Department Chairs at America's Top 200 Research Universities on Female and Underrepresented Minority Undergraduate STEM Students. Annual public opinion research project commissioned by Bayer Corporation, the Bayer Facts surveys examine science education and science literacy issues. The 15th in the series and the fifth to explore diversity and underrepresentation, this research is a direct outgrowth of last year's results which found 40 percent of the country's female and underrepresented minority (URM) chemists and chemical engineers working today were discouraged from pursuing their STEM career at some point in their lives. US colleges were cited as places where this discouragement most often happened and college professors as the individuals most likely responsible. Does such discouragement still occur in American colleges today? To answer this and other questions about the undergraduate environment in which today's students make their career decisions, the survey polls 413 STEM department chairs at the nation's 200 top research universities and those that produce the highest proportion of female and URM STEM graduates. The survey also asks the chairs about their institutions track record recruiting and retaining female and URM STEM undergraduates, preparedness of these students to study STEM, the impact of traditional introductory STEM courses on female and URM students and barriers these students face pursuing their STEM degrees.

  10. Powering Up: Assessing the growing municipal energy resilience building efforts in North America

    Energy related shortages and price volatilities can impact all levels of society. With coming fossil fuel depletion related to peak oil, it is expected these shortages and volatilities will increase in frequency, duration, and intensity. Resilience building is a strategy to minimize the effects of these events by modifying systems so they are less impacted and/or recover more quickly from disruptive events. Resilience building is being used, particularly at the municipal scale, to prepare for these coming energy related changes. These municipal efforts have only been in existence for five to ten years, and full implementation is still in progress. Little evaluation has been done of these municipal efforts to date, particularly in North America. Despite this, it is important to begin to assess the effectiveness of these efforts now. As a result, future efforts can be redirected to address weak areas and that lessons learned by vanguard communities can be applied in other communities attempting to build energy resilience in the future. This thesis involved the creation of a hybrid framework to evaluate municipal energy resilience building efforts. The framework drew primarily from planning process and factors identified as important to build resilience in social-ecological systems. It consisted of the following categories to group resilience building efforts: Economy, Resource Systems & Infrastructure, Public Awareness, Social Services, Transportation, Built Environment, and Natural Environment. Within these categories the following process steps should be observed: Context, Goals, Needs, Processes, and Outcomes. This framework was then tested through application to four case-study communities (Bloomington, IN, Hamilton, ON, Oakland, CA, Victoria, BC) currently pursuing energy resilience building efforts in North America.     This study uses life cycle assessment (LCA) to compare climate impacts of landfill (LF) and waste-to-energy (WTE) for disposal of municipal solid waste (MSW). To avoid possibly arbitrary assumptions about landfill gas (LFG) capture rates, the study develops a crossover function for LFG capture that indicates the capture rate at which LF and WTE breakeven for climate impacts. Above the crossover rate LF is better for the climate; below WTE is superior. Base case and sensitivity analyses show how this crossover rate is affected by waste composition, electricity conversion efficiency, heat capture, scrap metal recovery, greenhouse gas (GHG) intensity of displaced power, and LCA time horizon. In general, crossover rates are in the 50% to 70% range. Notable exceptions include much higher crossover when WTE has high heat recovery, and much lower crossover for low carbon displaced power. The study also compares GHG emissions for electricity generated by WTE, captured LF methane, coal and natural gas, and concludes that none are carbon neutral. Further, the study tentatively suggests that MSW is a particularly carbon intensive fuel due to GHGs avoidable when readily recyclable materials in MSW are used in manufacturing new products rather than used to generate electricity.     I enjoy reading online news and opinions not only because of convenience, but also because of the responses from the readers. I know that these responses tend to be biased towards the extremes of opinions, but it is always interesting to see the diverse reactions from even seemingly non-controversial subjects. A recent example was the response to an editorial by Richard Gallaghar (October, 2008) that proffered the seemingly obvious opinion that science students need a strong understanding of scientific history and philosophy to help them face future challenges. This provoked a response from a reader, a college professor, that a major reason for the lack of good university science education was the laziness of his colleagues. They were taking the “easy way out” by concentrating on teaching facts rather than scientific concepts. In the respondent’s viewpoint, it was far better to teach students how to think. Facts could always be looked up in textbooks. If you did not understand how to think critically and create knowledge, you could not be considered educated. Although I am very sympathetic to this point of view, I don’t believe that laziness is the reason why students are flooded with facts rather than concepts in biology class.

    A model has recently been proposed to predict the changes of mechanical power (W) during a maximal explosive effort (such as a standing high jump off both feet) following an adaptation (e.g. training/de-training). The model is based on the assumption that, all other things being equal (ceteris paribus), the predicted changes in W depend on the measured changes of muscle force (F) or cross-sectional area (CSA) only. It follows that, if the measured changes in W are not equal to those predicted by the model, factors other than a change in F (or CSA) must be responsible for this difference. The model does not allow the determination of factors specifically involved in the adaptation process but it helps in discriminating whether an adaptation has taken place at a local level (when the observed changes in F would be attributed to factors other than the observed changes in CSA, e.g. co-contractions, fibre type modifications...), or at a central level (when the observed changes in W would be attributed to other factors than the observed changes in F, e.g. co-ordination of multiple joints and muscle groups...), or in both regions. In this paper the model has been applied to data reported in the literature on disuse (BR, bed rest), de-conditioning (SF, space flight), strength training (ST) and de-training (DT). The results of these calculations have confirmed previous observations on the determinants of the adaptation process and further suggest: (1) that training for one specific motor task (e.g. ST) could affect the performance of a second task (e.g. a maximal explosive jump) but that, as soon as the trained motor task is terminated (DT), this ability is re-gained; and (2) that neuromuscular impairment in disuse (BR) is closer to de-training than to the de-conditioning brought about by weightlessness (SF).   11. Children show heightened knew-it-all-along errors when learning new facts about kinds: Evidence for the power of kind representations in children's thinking.

    Several proposals in the literature on conceptual development converge on the claim that information about kinds of things in the world has a privileged status in children's cognition, insofar as it is acquired, manipulated, and stored with surprising ease. Our goal in the present studies (N = 440) was to test a prediction of this claim. Specifically, if the early cognitive system privileges kind (or generic) information in the proposed ways, then learning new facts about kinds should be so seamless that it is often accompanied by an impression that these facts were known all along. To test this prediction, we presented 4- to 7-year-old children with novel kind-wide and individual-specific facts, and we then asked children whether they had prior knowledge of these facts. As predicted, children were under the impression that they had known the kind-wide facts more often than the individual-specific facts, even though in reality they had just learned both (Experiments 1, 2, 3, and 5). Importantly, learning facts about (nongeneric) plural sets of individuals was not similarly accompanied by heightened knew-it-all-along errors (Experiment 4), highlighting the privileged status of kind information per se. Finally, we found that young children were able to correctly recognize their previous ignorance of newly learned generic facts when this ignorance was made salient before the learning event (Experiment 6), suggesting that children's frequent knew-it-all-along impressions about such facts truly stem from metacognitive difficulties rather than being a methodological artifact. In sum, these 6 studies indicate that learning information about kinds is accompanied by heightened knew-it-all-along errors. More broadly, this evidence supports the view that early cognition privileges kind representations. PMID:26147777

  15. Did Geomagnetic Activity Challenge Electric Power Reliability During Solar Cycle 23? Evidence from the PJM Regional Transmission Organization in North America

    During solar cycle 22, a very intense geomagnetic storm on 13 March 1989 contributed to the collapse of the Hydro-Quebec power system in Canada. This event clearly demonstrated that geomagnetic storms have the potential to lead to blackouts. This paper addresses whether geomagnetic activity challenged power system reliability during solar cycle 23. Operations by PJM Interconnection, LLC (hereafter PJM), a regional transmission organization in North America, are examined over the period 1 April 2002 through 30 April 2004. During this time PJM coordinated the movement of wholesale electricity in all or parts of Delaware, Maryland, New Jersey, Ohio, Pennsylvania, Virginia, West Virginia, and the District of Columbia in the United States. We examine the relationship between a proxy of geomagnetically induced currents (GICs) and a metric of challenged reliability. In this study, GICs are proxied using magnetometer data from a geomagnetic observatory located just outside the PJM control area. The metric of challenged reliability is the incidence of out-of-economic-merit order dispatching due to adverse reactive power conditions. The statistical methods employed make it possible to disentangle the effects of GICs on power system operations from purely terrestrial factors. The results of the analysis indicate that geomagnetic activity can significantly increase the likelihood that the system operator will dispatch generating units based on system stability considerations rather than economic merit.

    The Crohn's and Colitis Foundation of America Partners Patient-Powered Research Network (PPRN) seeks to advance and accelerate comparative effectiveness and translational research in inflammatory bowel diseases (IBDs). Our IBD-focused PCORnet PPRN has been designed to overcome the major obstacles that have limited patient-centered outcomes research in IBD by providing the technical infrastructure, patient governance, and patient-driven functionality needed to: 1) identify, prioritize, and undertake a patient-centered research agenda through sharing person-generated health data; 2) develop and test patient and provider-focused tools that utilize individual patient data to improve health behaviors and inform health care decisions and, ultimately, outcomes; and 3) rapidly disseminate new knowledge to patients, enabling them to improve their health. The Crohn's and Colitis Foundation of America Partners PPRN has fostered the development of a community of citizen scientists in IBD; created a portal that will recruit, retain, and engage members and encourage partnerships with external scientists; and produced an efficient infrastructure for identifying, screening, and contacting network members for participation in research.     The cholera epidemic 1st hit South America in January 1991 in the coastal town of Chancay, Peru. In 2 weeks, it spread over 2000 km of the Pacific coast. By the end of the 1st month, it had already reached the mountains and tropical forests. By August 1991, cholera cases were reported in order of appearances in Ecuador, Colombia, Chile, Brazil, the US, Mexico, Guatemala, Bolivia, and El Salvador. Health authorities still do not know how it was introduced into South America. The case fatality rate has remained at a low of 1%, probably due to the prompt actions of health authorities in informing the public of the epidemic and what preventive cautions should be taken. This epidemic is part of the 7th pandemic which originated in Celebes, Indonesia in 1961. Cholera can spread relatively unchecked in Latin America because sewage in urban areas is not treated even though they do have sewage collection systems. The untreated wastewater enters rivers and the ocean. Consumption of raw seafood is not unusual and has been responsible for cholera infection in some cases. In fact, many countries placed import restrictions on marine products from Peru following the outbreak at a loss of $US10-$US40 million. Municipal sewage treatment facilities, especially stabilization ponds, would prevent the spread of cholera and other pathogens. In rural areas, pit latrines located away from wells can effectively dispose of human wastes. Most water supplies in Latin America are not disinfected. Disinfection drinking water with adequate levels of chlorine would effectively destroy V. cholera. If this is not possible, boiling the water for 2-3 minutes would destroy the pathogen. Any cases of cholera must be reported to PAHO. PAHO has responded to the outbreak by forming a Cholera Task Force and arranged transport of oral rehydration salts, intravenous fluids, antibiotics, and other essential medical supplies.     This dissertation is a social, business, and technological history of electrification in the United States. It examines the origins of the electric utility industry, the development of light, heat and power technology, the marketing of electric service, and the adoption of electricity and domestic appliances in the late nineteenth and early twentieth centuries in two communities: Harrisburg and West Chester, Pennsylvania. Beginning in the 1880s, manufactured gas and electric utilities waged an intense and lengthy battle for the urban energy marketplace. Many villages, small towns and big cities had multiple gas and electric companies, driving technological change as they worked to increase reliability, lower costs, and improve lamps, lighting fixtures, and appliances. Producers as well as consumers grappled with these new sources of energy, looking for profitable and practical ways to incorporate them into everyday life. Gas and utility executives, locked in head-to-head competition, realized that marketing their invisible product was an uncertain process. Utilities redefined the concepts of "tradition" and "modernity" to attract investors and offer appliances and installation in addition to selling energy. Upper and middle class households seeking a modern comfortable home could use gas or electricity (and often both), while working classes made do with kerosene, coal and wood. Mixed technologies, based on consumer preference, access, product availability, price, and service greatly influenced the creation of "modern" America. Initially, Pennsylvania law mandated local energy systems-electricity and gas had to be consumed within the same town. Only in the early twentieth century were these laws amended to permit inter-connections, allowing merger and consolidation of utilities to serve a wider geographic area. By the 1910s, law, technology, and capital made it possible to abandon local central stations. In only a few decades, the industry shifted from locally

    The Flexible Array Concentrator Technology (FACT) is a lightweight, high-performance reflective concentrator blanket assembly that can be used on flexible solar array blankets. The FACT concentrator replaces every other row of solar cells on a solar array blanket, significantly reducing the cost of the array. The modular design is highly scalable for the array system designer, and exhibits compact stowage, good off-pointing acceptance, and mass/cost savings. The assembly s relatively low concentration ratio, accompanied by a large radiative area, provides for a low cell operating temperature, and eliminates many of the thermal problems inherent in high-concentration-ratio designs. Unlike other reflector technologies, the FACT concentrator modules function on both z-fold and rolled flexible solar array blankets, as well as rigid array systems. Mega-ROSA (Mega Roll-Out Solar Array) is a new, highly modularized and extremely scalable version of ROSA that provides immense power level range capability from 100 kW to several MW in size. Mega-ROSA will enable extremely high-power spacecraft and SEP-powered missions, including space-tug and largescale planetary science and lunar/asteroid exploration missions. Mega-ROSA's inherent broad power scalability is achieved while retaining ROSA s solar array performance metrics and missionenabling features for lightweight, compact stowage volume and affordability. This innovation will enable future ultra-high-power missions through lowcost (25 to 50% cost savings, depending on PV and blanket technology), lightweight, high specific power (greater than 200 to 400 Watts per kilogram BOL (beginning-of-life) at the wing level depending on PV and blanket technology), compact stowage volume (greater than 50 kilowatts per cubic meter for very large arrays), high reliability, platform simplicity (low failure modes), high deployed strength/stiffness when scaled to huge sizes, and high-voltage operation capability.     Examination of microscopic sections of animal tissues reveals facts which are not always related to its normal histology or pathology. Processing of tissue specimens consists of lengthy procedures from the stage of surgical removal to the stained and mounted microscopic sections. Defects are common in tissue sections as a result of faulty procedures. These defects are referred to as artifacts. They lead to misinterpretation of histopathological diagnosis but at times they throw limelight into diagnosis.     The U.S. Environmental Protection Agency (EPA) developed the RE-Powering America's Land initiative to re-use contaminated sites for renewable energy generation when aligned with the community's vision for the site. The former Kaiser Aluminum Landfill in St. Bernard Parish, Louisiana, was selected for a feasibility study under the program. Preliminary work focused on selecting a biomass feedstock. Discussions with area experts, universities, and the project team identified food wastes as the feedstock and anaerobic digestion (AD) as the technology.

    The U.S. Environmental Protection Agency (EPA), in accordance with the RE-Powering America's Land initiative, selected the Lakeview Uranium Mill site in Lakeview, Oregon, for a feasibility study of renewable energy production. The EPA contracted with the National Renewable Energy Laboratory (NREL) to provide technical assistance for the project. The purpose of this report is to describe an assessment of the site for possible development of a geothermal power generation facility and to estimate the cost, performance, and site impacts for the facility. In addition, the report recommends development pathways that could assist in the implementation of a geothermal power system at the site.

    This study used a state-of-the-art planning model called SWITCH for the electric power system to investigate the evolution of the power systems of California and western North America from present-day to 2050 in the context of deep decarbonization of the economy. Researchers concluded that drastic power system carbon emission reductions were feasible by 2050 under a wide range of possible futures. The average cost of power in 2050 would range between $149 to $232 per megawatt hour across scenarios, a 21 to 88 percent increase relative to a business-as-usual scenario, and a 38 to 115 percent increase relative to the present-day cost of power. The power system would need to undergo sweeping change to rapidly decarbonize. Between present-day and 2030 the evolution of the Western Electricity Coordinating Council power system was dominated by implementing aggressive energy efficiency measures, installing renewable energy and gas-fired generation facilities and retiring coal-fired generation. Deploying wind, solar and geothermal power in the 2040 timeframe reduced power system emissions by displacing gas-fired generation. This trend continued for wind and solar in the 2050 timeframe but was accompanied by large amounts of new storage and long-distance high-voltage transmission capacity. Electricity storage was used primarily to move solar energy from the daytime into the night to charge electric vehicles and meet demand from electrified heating. Transmission capacity over the California border increased by 40 - 220 percent by 2050, implying that transmission siting, permitting, and regional cooperation will become increasingly important. California remained a net electricity importer in all scenarios investigated. Wind and solar power were key elements in power system decarbonization in 2050 if no new nuclear capacity was built.
