Many aspects of the evaluation process for grants and promotions are deeply ingrained in institutions and funding agencies and have been altered very little in the past several decades, despite substantial changes that have taken place in the scientific work force, the funding landscape, and the way that science is being conducted. This article examines how scientific productivity is being evaluated, what it is rewarding, where it falls short, and why richer information than a standard curriculum vitae/biosketch might provide a more accurate picture of scientific and educational contributions. The article also explores how the evaluation process exerts a profound influence on many aspects of the scientific enterprise, including the training of new scientists, the way in which grant resources are distributed, the manner in which new knowledge is published, and the culture of science itself.     The Nondestructive Evaluation (NDE) thrust area at Lawrence Livermore National Laboratory (LLNL) supports initiatives that advance inspection science and technology. The goal is to provide cutting-edge technologies, that show promise for quantitative inspection and characterization tools two to three years into the future. The NDE thrust area supports a multidisciplinary team, consisting of mechanical and electronics engineers, physicists, materials and computer scientists, chemists, technicians, and radiographers. These team members include personnel that cross departments within LLNL, and some are from academia and industry, within the US and abroad. This collaboration brings together the necessary and diver disciplines to provide the key scientific and technological advancements required to meet LLNL programmatic and industrial NDE challenges. The primary contributions of the NDE thrust area this year are described in these five reports: (1) Image Recovery Techniques for X-Ray Computed Tomography for Limited-Data Environments; (2) Techniques for Enhancing Laser Ultrasonic Nondestructive Evaluation; (3) Optical Inspection of Glass-Epoxy Bonds; (4) Miniature X-Ray Source Development; and (5) Improving Computed Tomography Design and Operation Using Simulation Tools.

    This report discusses Nondestructive Evaluation (NDE) thrust area which supports initiatives that advance inspection science and technology. The goal of the NDE thrust area is to provide cutting-edge technologies that have promise of inspection tools three to five years in the future. In selecting projects, the thrust area anticipates the needs of existing and future Lawrence Livermore National Laboratory (LLNL) programs. NDE provides materials characterization inspections, finished parts, and complex objects to find flaws and fabrication defects and to determine their physical and chemical characteristics. NDE also encompasses process monitoring and control sensors and the monitoring of in-service damage. For concurrent engineering, NDE becomes a frontline technology and strongly impacts issues of certification and of life prediction and extension. In FY-92, in addition to supporting LLNL programs and the activities of nuclear weapons contractors, NDE has initiated several projects with government agencies and private industries to study aging infrastructures and to advance manufacturing processes. Examples of these projects are (1) the Aging Airplanes Inspection Program for the Federal Aviation Administration, (2) Signal Processing of Acoustic Signatures of Heart Valves for Shiley, Inc.; and (3) Turbine Blade Inspection for the Air Force, jointly with Southwest Research Institute and Garrett. In FY-92, the primary contributions of the NDE thrust area, described in this report were in fieldable chemical sensor systems, computed tomography, and laser generation and detection of ultrasonic energy.

  3. RTAP evaluation

    An in-depth analysis of the RTAP product was undertaken within the CNC associate program to determine the feasibility of utilizing it to replace the current Supervisory Control System that supports the AVLIS program. This document contains the results of that evaluation. With some fundamental redesign the current Supervisory Control system could meet the needs described above. The redesign would require a large amount of software rewriting and would be very time consuming. The higher level functionality (alarming, automation, etc.) would have to wait until its completion. Our current understanding and preliminary testing indicate that using commercial software is the best way to get these new features at the minimum cost to the program. Additional savings will be obtained by moving the maintenance costs of the basic control system from in-house to commercial industry and allowing our developers to concentrate on the unique control areas that require customization. Our current operating system, VMS, has become a hindrance. The UNIX operating system has become the choice for most scientific and engineering systems and we should follow suit. As a result of the commercial system survey referenced above we selected RTAP, a SCADA product developed by Hewlett Packard (HP), as the most favorable product to replace the current supervisory system in AVLIS. It is an extremely open system, with a large, well defined Application Programming Interface (API). This will allow the seamless integration of unique front end devices in the laser area (e.g. Optical Device Controller). RTAP also possesses various functionality that is lacking in our current system: integrated alarming, real-time configurable database, system scalability, and a Sequence Control Language (SQL developed by CPU, an RTAP Channel Partner) that will facilitate the automation necessary to bring the AVLIS process to plant-line operation. It runs on HP-9000, DEC-Alpha, IBM-RS6000 and Sun Workstations.

    Although peripheral displays have been a domain of inquiry for over a decade now, evaluation criteria and techniques for this area are still being created. Peripheral display evaluation is an acknowledged challenge in a field setting. This chapter first describes models and methods that have been tailored specifically to evaluating peripheral displays (measuring how well they achieve their goals). Then, we present evaluation criteria used in past evaluations of peripheral displays, ranging from issues such as learnability to distraction. After explaining how these criteria have been assessed in the past, we present a case study evaluation of two e-mail peripheral displays that demonstrates the pros and cons of various evaluation techniques.

This report recommends to evaluate new training requests in the same way new procurement or new projects are evaluated. This includes examining training requests from the perspective of KSC goals and objectives, and determining expected ROI of proposed training program (does training result in improved productivity, through savings of time, improved outputs, and/or personnel reduction?). To determine whether a specific training course is effective, a statement of what constitutes 'good performance' is required. The user (NOT the Training Branch) must define what is 'required level of performance'. This 'model' will be the basis for the design and development of an objective, performance-based, training evaluation instrument.

    Visualization software is widely used in scientific and engineering research. But computed visualizations can be very misleading, and the errors are easy to miss. We feel that the software producing the visualizations must be thoroughly evaluated and the evaluation process as well as the results must be made available. Testing and evaluation of visualization software is not a trivial problem. Several methods used in testing other software are helpful, but these methods are (apparently) often not used. When they are used, the description and results are generally not available to the end user. Additional evaluation methods specific to visualization must also be developed. We present several useful approaches to evaluation, ranging from numerical analysis of mathematical portions of algorithms to measurement of human performance while using visualization systems. Along with this brief survey, we present arguments for the importance of evaluations and discussions of appropriate use of some methods.

    The binational Eulerian Model Evaluation Field Study (EMEFS) consisted of several coordinated data gathering and model evaluation activities. In the EMEFS, data were collected by five air and precipitation monitoring networks between June 1988 and June 1990. Model evaluation is continuing. This interim report summarizes the progress made in the evaluation of the Regional Acid Deposition Model (RADM) and the Acid Deposition and Oxidant Model (ADOM) through the December 1990 completion of a State of Science and Technology report on model evaluation for the National Acid Precipitation Assessment Program (NAPAP). Because various assessment applications of RADM had to be evaluated for NAPAP, the report emphasizes the RADM component of the evaluation. A protocol for the evaluation was developed by the model evaluation team and defined the observed and predicted values to be used and the methods by which the observed and predicted values were to be compared. Scatter plots and time series of predicted and observed values were used to present the comparisons graphically.     This presentation outlines in viewgraph format a general approach to the evaluation of display system quality for aviation applications. This approach is based on the assumption that it is possible to develop a model of the display which captures most of the significant properties of the display. The display characteristics should include spatial and temporal resolution, intensity quantizing effects, spatial sampling, delays, etc. The model must be sufficiently well specified to permit generation of stimuli that simulate the output of the display system. The first step in the evaluation of display quality is an analysis of the tasks to be performed using the display. Thus, for example, if a display is used by a pilot during a final approach, the aesthetic aspects of the display may be less relevant than its dynamic characteristics. The opposite task requirements may apply to imaging systems used for displaying navigation charts. Thus, display quality is defined with regard to one or more tasks. Given a set of relevant tasks, there are many ways to approach display evaluation. The range of evaluation approaches includes visual inspection, rapid evaluation, part-task simulation, and full mission simulation. The work described is focused on two complementary approaches to rapid evaluation. The first approach is based on a model of the human visual system. A model of the human visual system is used to predict the performance of the selected tasks. The model-based evaluation approach permits very rapid and inexpensive evaluation of various design decisions. The second rapid evaluation approach employs specifically designed critical tests that embody many important characteristics of actual tasks. These are used in situations where a validated model is not available. These rapid evaluation tests are being implemented in a workstation environment.

    The quality of data plays an important role in business analysis and decision making, and data accuracy is an important aspect in data quality. Thus one necessary task for data quality management is to evaluate the accuracy of the data. And in order to solve the problem that the accuracy of the whole data set is low while a useful part may be high, it is also necessary to evaluate the accuracy of the query results, called relative accuracy. However, as far as we know, neither measure nor effective methods for the accuracy evaluation methods are proposed. Motivated by this, for relative accuracy evaluation, we propose a systematic method. We design a relative accuracy evaluation framework for relational databases based on a new metric to measure the accuracy using statistics. We apply the methods to evaluate the precision and recall of basic queries, which show the result's relative accuracy. We also propose the method to handle data update and to improve accuracy evaluation using functional dependencies. And in order to solve the problem that the accuracy of the whole data set is low while a useful part may be high, it is also necessary to evaluate the accuracy of the query results, called relative accuracy. However, as far as we know, neither measure nor effective methods for the accuracy evaluation methods are proposed. Motivated by this, for relative accuracy evaluation, we propose a systematic method. We design a relative accuracy evaluation framework for relational databases based on a new metric to measure the accuracy using statistics. We apply the methods to evaluate the precision and recall of basic queries, which show the result's relative accuracy. We also propose the method to handle data update and to improve accuracy evaluation using functional dependencies. Extensive experimental results show the effectiveness and efficiency of our proposed framework and algorithms. PMID:25133752

    If much psychotherapy literature goes unread and unused by therapists, one reason may be the apparent irrelevance of theory-derived hypotheses to actual practice. Methods that uncover tacit knowledge that practicing therapists already possess can provide the empirical basis for more relevant theories and the testing of more meaningful hypotheses. This study demonstrates application of the phenomenological method to the question of evaluating psychotherapy. To discover how experienced psychotherapists evaluate interpretations made in actual psychotherapy sessions, therapists were asked to evaluate such interpretations from videotapes; analysis of responses yielded a set of 10 dimensions of evaluation.     Major reform in nursing education is underway, with increased emphasis being placed on the importance of the teacher-student relationship. An instrument for evaluation of teaching effectiveness, developed at the Oregon Health Sciences University School of Nursing, attempts to capture the student's perception of the quality of the teacher-student relationship as well as other salient aspects of teaching practices. The evaluation tool contains 26 items evaluating teaching effectiveness and 14 items that evaluate the course. The teaching effectiveness items yield five scales including: knowledge and expertise, facilitative teaching methods, communication style, use of own experiences, and feedback. Psychometric testing has been completed and there is evidence of construct validity in relation to teaching effectiveness and internal consistency reliability for the five scales. PMID:8583255

    This chapter describes the current status of evaluated nuclear data for nuclear technology applications. We start with evaluation procedures for neutron-induced reactions focusing on incident energies from the thermal energy up to 20 MeV, though higher energies are also mentioned. This is followed by examining the status of evaluated neutron data for actinides that play dominant role in most of the applications, followed by coolants/moderators, structural materials and fission products. We then discuss neutron covariance data that characterize uncertainties and correlations. We explain how modern nuclear evaluated data libraries are validated against an extensive set of integral benchmark experiments. Afterwards, we briefly examine other data of importance for nuclear technology, including fission yields, thermal neutron scattering and decay data. A description of three major evaluated nuclear data libraries is provided, including the latest version of the US library ENDF/B-VII.0, European JEFF-3.1 and Japanese JENDL-3.3. A brief introduction is made to current web retrieval systems that allow easy access to a vast amount of up-to-date evaluated nuclear data for nuclear technology applications.

    The purpose of this study is to respond to U.S. Department of Energy (DOE) Technical Direction Letter (TDL) 02-003 (Waisley 2001), which directs Bechtel SAIC Company, LLC (BSC) to complete a design study to recommend repository design options to support receipt and/or emplacement of any or all of the following: commercial spent nuclear fuel (CSNF), high-level radioactive waste (HLW), DOE-managed spent nuclear fuel (DSNF) (including naval spent nuclear fuel [SNF]), and immobilized plutonium (if available), as soon as practicable, but no later than 2010. From the possible design options, a recommended approach will be determined for further evaluation to support the preliminary design of the repository. This study integrates the results of the repository Design Evolution Study (Rowe 2002) with supporting studies concerning national transportation options (BSC 2002b) and Nevada transportation options (Gehner 2002). The repository Design Evolution Study documents the processes used to reevaluate the design, construction, operation, and cost of the repository in response to TDL 02-003 (Waisley 2001), and to determine possible repository conceptual design options. The transportation studies evaluate the national and Nevada transportation options that support the repository conceptual design options. An evaluation methodology was established, based on Program-level requirements developed for the study in reference BSC 2001a, to allow the repository and system design options to be evaluated on a consistent basis. The transportation options and the design components were integrated into system design implementation options, which were evaluated using receipt and emplacement scenarios. The scenarios tested the ability of the design concept to adapt to changes in funding, waste receipt rate, and Nevada rail transportation availability. The six hour session was broken down into three two hour sessions. Each session was built upon an instructional model which moved from general understanding to specific IITA application. Examples and practice exercises served to demonstrate tand reinforce the workshop concepts. Each successive session built upon the previous session and addressed the major steps in the evaluation process. The major steps covered in the workshop included: project descriptions, writing goals and objectives for categories, determining indicators and indicator systems for specific projects, and methods and issues of data collection. The workshop served as a baseline upon which the field centers will build during the summer in undertaking a comprehensive examination and evaluation of their existing K-12 education projects.

    Active matrix organic light emitting diode (AMOLED) technology is one candidate to become a low power alternative in some applications to the currently dominant, active matrix liquid crystal display (AMLCD), technology. Furthermore, fabrication of the AMOLED on stainless steel (SS) foil rather than the traditional glass substrate, while presenting a set of severe technical challenges, opens up the potential for displays that are both lighter and less breakable. Also, transition to an SS foil substrate may enable rollable displays - large when used but small for stowage within gear already worn or carried or installed. Research has been initiated on AMOLED/SS technology and the first 320 x 240 color pixel 4-in. demonstration device has been evaluated in the AFRL Display Test and Evaluation Laboratory. Results of this evaluation are reported along with a research roadmap.

    The evaluation of the disabilities of patients with respiratory disease is regulated by the Spanish Ministry of Labor and Social Security, as are disabilities of any other type. We believe, however, that in respiratory pathologies this evaluation is especially complicated because, as they are chronic processes, they inter-relate with other systems. Furthermore, they tend to have occasional exacerbations; therefore, normal periods may alternate with other periods of important functional limitations. The present document arises from the desire of SEPAR to update this topic and to respond to the requests of respiratory disease patient associations who have asked us to do so. In this paper, we analyze the current situation of work disability legislation as well as the determination of degrees and percentages, including the current criteria for assigning disabilities due to respiratory tract deficiencies.     An evaluation of two different pyrolysis concepts which recover energy from solid waste was conducted in order to determine the merits of each concept for integration into a Integrated Utility System (IUS). The two concepts evaluated were a Lead Bath Furnace Pyrolysis System and a Slagging Vertical Shaft, Partial Air Oxidation Pyrolysis System. Both concepts will produce a fuel gas from the IUS waste and sewage sludge which can be used to offset primary fuel consumption in addition to the sanitary disposal of the waste. The study evaluated the thermal integration of each concept as well as the economic impact on the IUS resulting from integrating each pyrolysis concepts. For reference, the pyrolysis concepts were also compared to incineration which was considered the baseline IUS solid waste disposal system.

    The objective of this study is to evaluate the accuracy and adequacy of current airframe noise prediction methods using available airframe noise measurements from tests of a narrow body transport (DC-9) and a wide body transport (DC-10) in addition to scale model test data. General features of the airframe noise from these aircraft and models are outlined. The results of the assessment of two airframe prediction methods, Fink's and Munson's methods, against flight test data of these aircraft and scale model wind tunnel test data are presented. These methods were extensively evaluated against measured data from several configurations including clean, slat deployed, landing gear-deployed, flap deployed, and landing configurations of both DC-9 and DC-10. They were also assessed against a limited number of configurations of scale models. The evaluation was conducted in terms of overall sound pressure level (OASPL), tone corrected perceived noise level (PNLT), and one-third-octave band sound pressure level (SPL).

  2. Noninvasive Urodynamic Evaluation

    The longevity of the world's population is increasing, and among male patients, complaints of lower urinary tract symptoms (LUTS) are growing. Testing to diagnose LUTS and to differentiate between the various causes should be quick, easy, cheap, specific, not too bothersome for the patient, and noninvasive or minimally so. Urodynamic evaluation is the gold standard for diagnosing bladder outlet obstruction (BOO) but presents some inconveniences such as embarrassment, pain, and dysuria; furthermore, 19% of cases experience urinary retention, macroscopic hematuria, or urinary tract infection. A greater number of resources in the diagnostic armamentarium could increase the opportunity for selecting less invasive tests. A number of groups have risen to this challenge and have formulated and developed ideas and technologies to improve noninvasive methods to diagnosis BOO. These techniques start with flowmetry, an increase in the interest of ultrasound, and finally the performance of urodynamic evaluation without a urethral catheter. Flowmetry is not sufficient for confirming a diagnosis of BOO. Ultrasound of the prostate and the bladder can help to assess BOO noninvasively in all men and can be useful for evaluating the value of BOO at assessment and during treatment of benign prostatic hyperplasia patients in the future. The great advantages of noninvasive urodynamics are as follows: minimal discomfort, minimal risk of urinary tract infection, and low cost. This method can be repeated many times, permitting the evaluation of obstruction during clinical treatment. A urethral connector should be used to diagnose BOO, in evaluation for surgery, and in screening for treatment. In the future, noninvasive urodynamics can be used to identify patients with BOO to initiate early medical treatment and evaluate the results. This approach permits the possibility of performing surgery before detrusor damage occurs. PMID:23094216

The authors review the radiological evaluation of the esophagus and esophagogastric region in patients with esophageal dysphagia and discuss the roentgenographic techniques used, radiological efficacy for common structural disorders, and evaluation of esophageal motor function. Comparison is made with endoscopy in assessing dysphagia, with the conclusion that the radiological examination be used initially in patients with this complaint.

    The conveyorized wetblast machine was characterized for epoxy/glass and polyimide/glass multilayers using a 12-run Plackett-Burman screening experiment and a four-variable factorial experiment. Test panels were processed using slurry and water mixtures and water only. Plated-through-holes were evaluated after wetblasting and copper plating for plating characteristics. Test panels were wetblasted and processed through photolithography operations. Photoresist adhesion characteristics were evaluated. As a result, the optimum production conditions were determined for slurry concentration, blast pressure, oscillator speed, conveyor speed, and blast gun distance.

    This paper describes image evaluation techniques used to standardize camera system characterizations. Key areas of performance include resolution, noise, and sensitivity. This team has developed a set of analysis tools, in the form of image processing software used to evaluate camera calibration data, to aid an experimenter in measuring a set of camera performance metrics. These performance metrics identify capabilities and limitations of the camera system, while establishing a means for comparing camera systems. Analysis software is used to evaluate digital camera images recorded with charge-coupled device (CCD) cameras. Several types of intensified camera systems are used in the high-speed imaging field. Electro-optical components are used to provide precise shuttering or optical gain for a camera system. These components including microchannel plate or proximity focused diode image intensifiers, electro-static image tubes, or electron-bombarded CCDs affect system performance. It is important to quantify camera system performance in order to qualify a system as meeting experimental requirements. The camera evaluation tool is designed to provide side-by-side camera comparison and system modeling information.

    Dissimilar metals tubular joints between 2219-T851 aluminum alloy and 304L stainless steel were fabricated and tested to evaluate bonding processes. Joints were fabricated by four processes: (1) inertia (friction) weldings, where the metals are spun and forced together to create the weld; (2) explosive welding, where the metals are impacted together at high velocity; (3) co-extrusion, where the metals are extruded in contact at high temperature to promote diffusion; and (4) swaging, where residual stresses in the metals after a stretching operation maintain forced contact in mutual shear areas. Fifteen joints of each type were prepared and evaluated in a 6.35 cm (2.50 in.) O.D. size, with 0.32 cm (0.13 in.) wall thickness, and 7.6 cm (3.0 in) total length. The joints were tested to evaluate their ability to withstand pressure cycle, thermal cycle, galvanic corrosion and burst tests. Leakage tests and other non-destructive test techniques were used to evaluate the behavior of the joints, and the microstructure of the bond areas was analyzed.

    Integrated assessment models of climate change (IAMs) are widely used to provide insights into the dynamics of the coupled human and socio-economic system, including emission mitigation analysis and the generation of future emission scenarios. Similar to the climate modeling community, the integrated assessment community has a two decade history of model inter-comparison, which has served as one of the primary venues for model evaluation and confirmation. While analysis of historical trends in the socio-economic system has long played a key role in diagnostics of future scenarios from IAMs, formal hindcast experiments are just now being contemplated as evaluation exercises. Some initial thoughts on setting up such IAM evaluation experiments are discussed. Socio-economic systems do not follow strict physical laws, which means that evaluation needs to take place in a context, unlike that of physical system models, in which there are few fixed, unchanging relationships. Of course strict validation of even earth system models is not possible (Oreskes etal 2004), a fact borne out by the inability of models to constrain the climate sensitivity. Energy-system models have also been grappling with some of the same questions over the last quarter century. For example, one of "the many questions in the energy field that are waiting for answers in the next 20 years" identified by Hans Landsberg in 1985 was "Will the price of oil resume its upward movement?" Of course we are still asking this question today. While, arguably, even fewer constraints apply to socio-economic systems, numerous historical trends and patterns have been identified, although often only in broad terms, that are used to guide the development of model components, parameter ranges, and scenario assumptions.     Concentrated solar thermal energy can be utilized in a variety of high temperature applications for both terrestrial and space environments. In each application, knowledge of the collector and absorber's heat exchange interaction is required. To understand this coupled mechanism, various concentrator types and geometries, as well as, their relationship to the physical absorber mechanics were investigated. To conduct experimental tests various parts of a 5,000 watt, thermal concentrator, facility were made and evaluated. This was in anticipation at a larger NASA facility proposed for construction. Although much of the work centered on solar thermal propulsion for an upper stage (less than one pound thrust range), the information generated and the facility's capabilities are applicable to material processing, power generation and similar uses. The numerical calculations used to design the laboratory mirror and the procedure for evaluating other solar collectors are presented here. The mirror design is based on a hexagonal faceted system, which uses a spherical approximation to the parabolic surface. The work began with a few two dimensional estimates and continued with a full, three dimensional, numerical algorithm written in FORTRAN code. This was compared to a full geometry, ray trace program, BEAM 4, which optimizes the curvatures, based on purely optical considerations. Founded on numerical results, the characteristics of a faceted concentrator were construed. The numerical methodologies themselves were evaluated and categorized. As a result, the three-dimensional FORTRAN code was the method chosen to construct the mirrors, due to its overall accuracy and superior results to the ray trace program. This information is being used to fabricate and subsequently, laser map the actual mirror surfaces.     The performance of the Advanced Synthetically Enhanced Detector Resolution Algorithm (ASEDRA) was evaluated by performing a blind test of 29 sets of gamma-ray spectra that were provided by DNDO. ASEDRA is a post-processing algorithm developed at the Florida Institute of Nuclear Detection and Security at the University of Florida (UF/FINDS) that extracts char-acteristic peaks in gamma-ray spectra. The QuickID algorithm, also developed at UF/FINDS, was then used to identify nuclides based on the characteristic peaks generated by ASEDRA that are inferred from the spectra. The ASEDRA/QuickID analysis results were evaluated with respect to the performance of the DHSIsotopeID algorithm, which is a mature analysis tool that is part of the Gamma Detector Response and Analysis Software (GADRAS). Data that were used for the blind test were intended to be challenging, and the radiation sources included thick shields around the radioactive materials as well as cargo containing naturally occurring radio-active materials, which masked emission from special nuclear materials and industrial isotopes. Evaluation of the analysis results with respect to the ground truth information (which was provided after the analyses were finalized) showed that neither ASEDRA/QuickID nor GADRAS could identify all of the radiation sources correctly. Overall, the purpose of this effort was primarily to evaluate ASEDRA, and GADRAS was used as a standard against which ASEDRA was compared. Although GADRAS was somewhat more accurate on average, the performance of ASEDRA exceeded that of GADRAS for some of the unknowns. The fact that GADRAS also failed to identify many of the radiation sources attests to the difficulty of analyzing the blind-test data that were used as a basis for the evaluation. This evaluation identified strengths and weaknesses of the two analysis approaches.     An important aspect when developing assistive technical services for persons with dementia is the assessment of usability and usefulness from the perspective of the user. The COGKNOW project aims at developing an assistive device for persons with mild dementia and the evaluation of the first pilot device was based on a multiple case study design using mainly a qualitative approach in data collection. The design of the evaluation used a mix method approach using semi-structured interviews, combining structured and open questions, and semi-structured observations. Persons with dementia provide special challenges in assessing usefulness and user friendliness due to their cognitive impairments. The experiences from the first test of the COGKNOW device showed that the use of a mix method approach provides a comprehensive understanding of the usefulness and user friendliness that overcome some of the challenges.

    My summer project evaluates the Kinect game sensor input/output and its suitability to perform as part of a human interface for a spacecraft application. The primary objective is to evaluate, understand, and communicate the Kinect system's ability to sense and track fine (human) position and motion. The project will analyze the performance characteristics and capabilities of this game system hardware and its applicability for gross and fine motion tracking. The software development kit for the Kinect was also investigated and some experimentation has begun to understand its development environment. To better understand the software development of the Kinect game sensor, research in hacking communities has brought a better understanding of the potential for a wide range of personal computer (PC) application development. The project also entails the disassembly of the Kinect game sensor. This analysis would involve disassembling a sensor, photographing it, and identifying components and describing its operation.

The compilation is to be used with its index, which includes about 200 contaminants. Entries include soil contaminant criteria from other countries, contaminant guidelines for applying sewage sludge to soil, guidelines for evaluating sediments, background soil concentrations for various elements, citations to scientific articles that may help estimate the potential movement of soil contaminants into wildlife food chains, and a few odds and ends. Articles on earthworms were emphasized because they are a natural bridge between soil and many species of wildlife.

    Although much has been written on the role of randomized controlled trials and mechanistic reasoning in the evaluation of therapeutic treatments, philosophers of medicine have not yet turned their attention to the question of how diagnostic tests and procedures should be evaluated. I aim to begin to fill this gap by examining each of the following questions: What is the best way to determine the accuracy of a diagnostic test? What is the best way to determine the clinical effectiveness of a diagnostic test? Can an accurate diagnostic test be considered medically valuable even if it is not clinically effective? I argue that while diagnostic accuracy is a minimum requirement for both clinical effectiveness and medical value, accuracy and effectiveness are not sufficient for determining the value of a diagnostic test, because diagnostic value extends beyond patient outcomes.     The laboratory evaluation of anemia begins with a complete blood count and reticulocyte count. The anemia is then categorized as microcytic, macrocytic or normocytic, with or without reticulocytosis. Examination of the peripheral smear and a small number of specific tests confirm the diagnosis. The serum iron level, total iron-binding capacity, serum ferritin level and hemoglobin electrophoresis generally separate the microcytic anemias. The erythrocyte size-distribution width may be particularly helpful in distinguishing iron deficiency from thalassemia minor. Significant changes have occurred in the laboratory evaluation of macrocytic anemia, and a new syndrome of nitrous oxide-induced megaloblastosis and neurologic dysfunction has been recognized. A suggested approach to the hemolytic anemias includes using the micro-Coombs' test and ektacytometry. Finally, a number of causes have been identified for normocytic anemia without reticulocytosis, including normocytic megaloblastic anemia and the acquired immunodeficiency syndrome. PMID:3577135

    This paper criticizes the quick system proposed by Henk Moll for evaluating microfinance projects in the article ¿How to Pre-Evaluate Credit Projects in Ten Minutes¿. The author contended that there is a need to emphasize the objectives of the project. The procedure used by Moll, he contended, is applicable only to projects that have only two key objectives, such as credit operations, and the provision of services. Arguments are presented on the three specific questions proposed by Moll, ranging from the availability of externally audited financial reports, the performance of interest rate on loans vis-a-vis the inflation rate, and the provision of loans according to the individual requirements of the borrowers. Lastly, the author emphasizes that the overall approach is not useful and suggests that careful considerations should be observed in the use or abuse of a simple scoring system or checklist such as the one proposed by Moll.     A major step in transferring technology is to disseminate information about new developments to the appropriate sector(s). A useful vehicle for transferring technology from the government sector to industry has been demonstrated with the use of periodical and journal announcements to highlight technological achievements which may meet the needs of industries other than the one who developed the innovation. To meet this end, NASA has very successfully pursued the goal of identifying technical innovations through the national circulation publication; NASA Tech Briefs. At one time the Technology Utilization Offices of the various centers coordinated the selection of appropriate technologies through a common channel. In recent years, each NASA field center has undertaken the task of evaluating submittals for Tech Brief publication independently of the others. The University of Alabama in Huntsville was selected to assist MSFC in evaluating technology developed under the various programs managed by the NASA center for publication in the NASA Tech Briefs journal. The primary motivation for the NASA Tech Briefs publication is to bring to the attention of industry the various NASA technologies which, in general, have been developed for a specific aerospace requirement, but has application in other areas. Since there are a number of applications outside of NASA that can benefit from innovative concepts developed within the MSPC programs, the ability to transfer technology to other sectors is very high. In most cases, the innovator(s) are not always knowledgeable about other industries which might potentially benefit from their innovation. The evaluation process can therefore contribute to the list of potential users through a knowledgeable evaluator.

    Recommender systems are now popular both commercially and in the research community, where many approaches have been suggested for providing recommendations. In many cases a system designer that wishes to employ a recommendation system must choose between a set of candidate approaches. A first step towards selecting an appropriate algorithm is to decide which properties of the application to focus upon when making this choice. Indeed, recommendation systems have a variety of properties that may affect user experience, such as accuracy, robustness, scalability, and so forth. In this paper we discuss how to compare recommenders based on a set of properties that are relevant for the application. We focus on comparative studies, where a few algorithms are compared using some evaluation metric, rather than absolute benchmarking of algorithms. We describe experimental settings appropriate for making choices between algorithms. We review three types of experiments, starting with an offline setting, where recommendation approaches are compared without user interaction, then reviewing user studies, where a small group of subjects experiment with the system and report on the experience, and finally describe large scale online experiments, where real user populations interact with the system. In each of these cases we describe types of questions that can be answered, and suggest protocols for experimentation. We also discuss how to draw trustworthy conclusions from the conducted experiments. We then review a large set of properties, and explain how to evaluate systems given relevant properties. We also survey a large set of evaluation metrics in the context of the properties that they evaluate.

    Hemoptysis is the expectoration of blood from the lung parenchyma or airways. The initial step in the evaluation is determining the origin of bleeding. Pseudohemoptysis is identified through the history and physical examination. In adults, acute respiratory tract infections (e.g., bronchitis, pneumonia), bronchiectasis, asthma, chronic obstructive pulmonary disease, and malignancy are the most common causes. Tuberculosis is a major cause of hemoptysis in endemic regions of the world. Although tuberculosis rates are low in the United States, they are increased in persons who are homeless or who were born in other countries; consideration for testing should be made on an individual basis. Hemodynamic instability, abnormal gas exchange, cardiopulmonary comorbidities, and lesions at high risk of massive bleeding warrant inpatient evaluation. Chest radiography is recommended as the initial diagnostic test for hemodynamically stable patients with hemoptysis. Further evaluation with computed tomography with or without bronchoscopy is recommended in patients with massive hemoptysis, those with abnormal radiographic findings, and those with risk factors for malignancy despite normal radiographic findings.   14. Evaluating intensified camera systems

    This paper describes image evaluation techniques used to standardize camera system characterizations. The authors group is involved with building and fielding several types of camera systems. Camera types include gated intensified cameras, multi-frame cameras, and streak cameras. Applications range from X-ray radiography to visible and infrared imaging. Key areas of performance include sensitivity, noise, and resolution. This team has developed an analysis tool, in the form of image processing software, to aid an experimenter in measuring a set of performance metrics for their camera system. These performance parameters are used to identify a camera system's capabilities and limitations while establishing a means for camera system comparisons. The analysis tool is used to evaluate digital images normally recorded with CCD cameras. Electro-optical components provide fast shuttering and/or optical gain to camera systems. Camera systems incorporate a variety of electro-optical components such as microchannel plate (MCP) or proximity focused diode (PFD) image intensifiers; electro-static image tubes; or electron-bombarded (EB) CCDs. It is often valuable to evaluate the performance of an intensified camera in order to determine if a particular system meets experimental requirements.

    The purpose of this analysis is to evaluate impacts to the retrieval concept presented in the Design Analysis ''Retrieval Equipment and Strategy'' (Reference 6), from abnormal events based on Design Basis Events (DBE) and Beyond Design Basis Events (BDBE) as defined in two recent analyses: (1) DBE/Scenario Analysis for Preclosure Repository Subsurface Facilities (Reference 4); and (2) Preliminary Preclosure Design Basis Event Calculations for the Monitored Geologic Repository (Reference 5) The objective of this task is to determine what impacts the DBEs and BDBEs have on the equipment developed for retrieval. The analysis lists potential impacts and recommends changes to be analyzed in subsequent design analyses for developed equipment, or recommend where additional equipment may be needed, to allow retrieval to be performed in all DBE or BDBE situations. This analysis supports License Application design and therefore complies with the requirements of Systems Description Document input criteria comparison as presented in Section 7, Conclusions. In addition, the analysis discusses the impacts associated with not using concrete inverts in the emplacement drifts. The ''Retrieval Equipment and Strategy'' analysis was based on a concrete invert configuration in the emplacement drift. The scope of the analysis, as presented in ''Development Plan for Retrieval Events Evaluation'' (Reference 3) includes evaluation and criteria of the following: Impacts to retrieval from the emplacement drift based on DBE/BDBEs, and changes to the invert configuration for the preclosure period. Impacts to retrieval from the main drifts based on DBE/BDBEs for the preclosure period.

    This study intends to establish a sound testing and evaluation methodology based upon the human visual characteristics for appreciating the image restoration accuracy; in addition to comparing the subjective results with predictions by some objective evaluation methods. In total, six different super resolution (SR) algorithms - such as iterative back-projection (IBP), robust SR, maximum a posteriori (MAP), projections onto convex sets (POCS), a non-uniform interpolation, and frequency domain approach - were selected. The performance comparison between the SR algorithms in terms of their restoration accuracy was carried out through both subjectively and objectively. The former methodology relies upon the paired comparison method that involves the simultaneous scaling of two stimuli with respect to image restoration accuracy. For the latter, both conventional image quality metrics and color difference methods are implemented. Consequently, POCS and a non-uniform interpolation outperformed the others for an ideal situation, while restoration based methods appear more accurate to the HR image in a real world case where any prior information about the blur kernel is remained unknown. However, the noise-added-image could not be restored successfully by any of those methods. The latest International Commission on Illumination (CIE) standard color difference equation CIEDE2000 was found to predict the subjective results accurately and outperformed conventional methods for evaluating the restoration accuracy of those SR algorithms.

    Based on the example of the evaluation of service organization models, this article shows how a configurational approach overcomes the limits of traditional methods which for the most part have studied the individual components of various models considered independently of one another. These traditional methods have led to results (observed effects) that are difficult to interpret. The configurational approach, in contrast, is based on the hypothesis that effects are associated with a set of internally coherent model features that form various configurations. These configurations, like their effects, are context-dependent. We explore the theoretical basis of the configuration approach in order to emphasize its relevance, and discuss the methodological challenges inherent in the application of this approach through an in-depth analysis of the scientific literature. We also propose methodological solutions to these challenges. We illustrate from an example how a configurational approach has been used to evaluate primary care models. Finally, we begin a discussion on the implications of this new evaluation approach for the scientific and decision-making communities.

    The atomic masses are important input parameters for nuclear astrophysics calculations. The Atomic Mass Evaluation (AME) is the most reliable source for comprehensive information related to atomic masses. The latest AME was published in 2003. A new version, which will include the impact of a wealth of new, high-precision experimental data, will be published in December 2012. In this paper we will give the current status of AME2012. The mass surface has been changed significantly compared to AME2003, and the impact on astrophysics calculations is discussed.

    Hair loss is a very common complaint. Patients may describe increased shedding and diffuse or localized alopecia. The differential diagnosis of hair loss includes a number of disorders causing cicatricial or noncicatricial alopecias. This paper describes the clinical approaches and diagnostic tests that are useful in the evaluation of patients presenting with alopecia. It also reviews treatments for noncicatricial alopecias, including androgenetic alopecia, alopecia areata, and telogen effluvium, as well as cicatricial alopecias, including lichen planopilaris, its clinical variant frontal fibrosing alopecia, and discoid lupus erythematosus.     Results of evaluations of electroslag castings of ferritic (2-1/4 Cr-1 Mo and 9 Cr-1 Mo) and austenitic (CF8M or type 316) steels are presented. The castings have been characterized for surface finish, cracking, solidification structure, chemical composition, hardness, ferrite distribution, tensile properties, Charpy impact properties, and creep properties. Pertinent data are compared with equivalent data for sand castings and wrought products of the same materials. Based on the results of these studies, the properties of electroslag castings compare favorably with those of sand castings and wrought materials.

  7. Ultrasonic cleaner evaluation

    A method to evaluate the capabilities of ultrasonic cleaners is described. This method utilizes a ceramic plate on which a metallized coating has been deposited. The plate is immersed in a beaker filled with DI water and a few drops of liquid detergent. The plate is then subjected to a two-minute cleaning cycle. Measurement of the amount of metallized coating that is removed is determined with an image enhancement system. Use of this test reveals several factors that influence cleaning capabilities. These include system frequency, use of a wetting agent in the bath, bath temperature, fixture materials and fixture mounting.

    Results of experimental work to evaluate the degradation rate of a parasol that was used as a means of alleviating thermal problems encountered soon after the launch of the Skylab 1 space vehicle are presented. Material selection criteria are discussed; the material chosen is described, and results of tests performed after environmental exposure at five facilities are given. The facilities used for exposure to ultraviolet radiation/thermal-vacuum environments and the equipment used for testing physical properties before and after exposure are described. Comparisons of ground test and flight test data are included.

  10. Escalator design features evaluation

    Escalators are available with design features such as dual speed (90 and 120 fpm), mat operation and flat steps. These design features were evaluated based on the impact of each on capital and operating costs, traffic flow, and safety. A human factors engineering model was developed to analyze the need for flat steps at various speeds. Mat operation of escalators was found to be cost effective in terms of energy savings. Dual speed operation of escalators with the higher speed used during peak hours allows for efficient operation. A minimum number of flat steps required as a function of escalator speed was developed to ensure safety for the elderly.
