    In January 1999, the 7th Regional Technical Committee of the Asia Regional Project, which seeks to strengthen community-based delivery of reproductive health (RH) care and family planning (FP), met at JOICFP. The 15 participants from Bangladesh, Laos, Nepal, the Philippines, the UN Population Fund, and the International Planned Parenthood Federation (IPPF) reviewed project activities during 1996-98 and finalized a work plan for 1999, reviewed evaluation outcomes, drafted a set of guidelines for the implementation of community-based RH programs, and consolidated plans to ensure program sustainability beyond 2000. The delegates from each country reported on their accomplishments and future challenges, and these experiences will be incorporated into manuals that will be useful tools for policy-makers and grassroots activists alike. A representative of the IPPF recommended continued sharing of accumulated project experience, sharing IEC (information, education, communication) materials with other nongovernmental and governmental organizations, fostering site visits to expand projects, and involving local governments to raise local resources. She noted that the IPPF would explore ways to continue project support. The UNFPA representative called for increased regional activities in the areas of adolescent sexual and RH education and services, quality of care training, advocacy, and furthering male involvement.   13. Update of technical coordinating committee activities

    The Technical Coordinating Committee has its origins in the earliest days of implementing the Low-Level Radioactive Waste Policy Act. Between 1982 and 1985, individuals in several of the states felt that coordination among the states would be beneficial to all by affording states a cost-effective method for sharing ideas, discussing alternatives, and presenting solutions to common problems. At the current time, the committee comprises members from each of the sited states. Various compacts, federal agencies, and industry groups participate in committee activities. The Low-Level Management Program provides support for the committee through the provision of logistical support and limited manpower allocation. Activities of the committee have recently focused on waste treatment and minimization technologies. The committee also has worked diligently to see the review of the 3RSTAT computer code completed. The committee has taken a position on various regulatory proposals the past year. The committee expects to continue its work until new sites are brought online.

    Beginning this year, the AGU has adopted a series of new policies designed to highlight the interdisciplinary aspects of the Union. As part of these new policies, members will soon be able to affiliate with the AGU Technical Committees, including the Nonlinear Geophysics (NG) Committee. In addition, the Technical Committees are now able to sponsor or co-sponsor technical sessions at both the Spring and Fall annual meetings, as well as make awards for best research and papers, and sponsor nominations for AGU Fellows and Union-wide awards.A website for the NG committee, with descriptions of the committee's activities and other functions, can be found via a link from the main AGU website, which is maintained by Jon Pelletier (University of Arizona). An AGU/NG listserver is maintained by the AGU staff liaison to NG, Dan Moore (DMoore@agu.org). AGU members wishing to be apprised of NG committee activities by inclusion in the listserv should either sign up through the NG web site, or send email to Dan Moore. As described, the NG committee can nominate an AGU member for election to AGU Fellow status. Don Turcotte (Cornell University) chairs the NG subcommittee on Fellow nominations.

    Human research ethics has developed in both theory and practice mostly from experiences in medical research. Human participants, however, are used in a much broader range of research than ethics committees oversee, including both basic and applied research at technical universities. Although mandated in the United States, the United Kingdom, Canada, and Australia, non-medical research involving humans need not receive ethics review in much of Europe, Asia, Latin America, and Africa. Our survey of the top 50 technical universities in the world shows that, where not specifically mandated by law, most technical universities do not employ ethics committees to review human studies. As the domains of basic and applied sciences expand, ethics committees are increasingly needed to guide and oversee all such research regardless of legal requirements. We offer as examples, from our experience as an ethics committee in a major European technical university, ways in which such a committee provides needed services and can help ensure more ethical studies involving humans outside the standard medical context. We provide some arguments for creating such committees, and in our supplemental article, we provide specific examples of cases and concerns that may confront technical, engineering, and design research, as well as outline the general framework we have used in creating our committee.   18. AIAA Survivability Technical Committee Draft

    A relatively new area of interest in aerospace systems survivability is the growing threat of spacecraft penetration by orbital debris. Orbital debris, or "space junk", is composed of the man-made remnants of non-functioning spacecraft still orbiting the Earth. NASA estimates that there are currently over 100,000 orbital debris particles 1 centimeter in diameter or larger that cannot be tracked by existing radar, with the population growing at approximately 4% per year in low earth orbits. With an average velocity of over 8.7 km/sec, these projectiles can penetrate and disable many vulnerable spacecraft systems. Since the likelihood of spacecraft penetration increases with spacecraft surface area, large spacecraft (such as the International Space Station) and communication satellite fleets (such as Iridium) have begun to adopt survivability enhancement strategies similar to those employed by combat aircraft. Collision avoidance maneuvers are commonly practiced by the Space Shuttle and are planned by the International Space Station to decrease their susceptibility to impact by trackable orbital debris; likewise, improved shielding, internal equipment placement, and improved crew operations following penetration can reduce the vulnerability of spacecraft to loss following orbital debris impact. Computer simulations such as the Manned Spacecraft and Crew Survivability (MSCSurv) program at the NASA-Marshall Space Flight Center have recently been developed to quantify and reduce the likelihood of crew or spacecraft loss following orbital debris penetration. The AIAA Survivability Technical Committee is working to enable the transfer of military-developed survivability technologies to help the aerospace industry cope with this growing threat.

    This article describes the make-up and activities of the Technical Vaccination Committee (CTV) that serves as the National Immunization Technical Advisory Group (NITAG) in France. Comprised of a variety of technical experts, the CTV makes recommendations concerning vaccination. The committee functions as an independent expert advisory committee, and its proceedings are confidential, although its recommendations are made public. It helps to make decisions about using new vaccines, as well as re-examining guidelines for vaccines already in use. It obtains technical expertise from a variety of sources, including specialized national centres. Although it is not obliged to do so, in most cases, the French government implements CTV recommendations. Information regarding CTV activities is disseminated through publications, its website, and letters to health officials. Efforts need to be enhanced in order to avoid creating a gap between the issuing of complex vaccination policies and their understanding by general practitioners who are responsible for the administration of over 80% of all vaccines.     The DOE Energy Materials Coordinating Committee (EMaCC) serves primarily to enhance coordination among the Department`s materials programs and to further effective use of materials expertise within the Department. These functions are accomplished through the exchange of budgetary and planning information among program managers and through technical meetings/workshops on selected topics involving both DOE and major contractors. In addition, EMaCC assists in obtaining materials-related inputs for both intra- and interagency compilations. This report summarizes EMaCC activities for FY 1997 and describes the materials research programs of various offices and divisions within the Department.

    The aim of this review is to present once again the basic properties of microemulsions and to relate them to some already established applications and also to show further potential fields of application. This review will survey this area, focusing mainly on the last decade. Earlier publications on the technical relevance of microemulsions and reverse micelles were reviewed by Langevin in 1982. The most important properties of these systems, which are of significance for technical applications, will be described. The applications discussed are: enhanced oil recovery; liquid-liquid extraction; extraction from chemically contaminated soils; lubricants and cutting oils; pharmaceuticals and cosmetics; washing; impregnation and textile finishing; and chemical reactions in microemulsions. 143 refs.

The volume of waste treated during the Phase 1 is a small percentage of the tank waste. During Phase 2, DOE intends to procure treatment services for the balance of the waste. The TWRS Privatization Process Technical Baseline (PPTB) provides a summary level flowsheet/mass balance of tank waste treatment operations which is consistent with the tank inventory information, waste feed staging studies, and privatization guidelines currently available. The PPTB will be revised periodically as privatized processing concepts are crystallized.

    The Department of the Navy designed a proactive community relations approach to accompany its environmental investigations, the Installation Restoration (IR) Program. The IR Program process mirrors that of the comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). The goal of the IR Program is to identify, investigate, and if necessary, to clean up sites to reduce or eliminate threats to human health and the environment. The Environmental Protection Agency (EPA) is the lead agency at private facilities and the Navy is the lead agency at naval installations requiring study. While CERCLA mandates that sites listed on the National Priority List (NPL) fulfill community relations requirements, the Navy guidance states that all installations in the IR Program where a Remedial Investigation is conducted engage in proactive community relations, including non-NPL facilities. A primary part of the community involvement included forming Technical Review Committees (TRCs). TRCs were established to provide technical review of and public involvement in the IR Program. The Navy discovered that the technical nature of the TRCs excluded most of the public, and realized that increased community participation in the IR Program would benefit both the community and the Navy. Thus, the formation of Restoration Advisory Boards (RABs) was mandated in 1994. The additional community participation has enriched the entire community relations program. The partnering between the Navy, the community, the local, state, and federal environmental agencies has benefited the IR Program process.

    The Advanced Scientific Computing Advisory Committee (ASCAC) was charged to form a standing subcommittee to review the Department of Energy’s Office of Scientific and Technical Information (OSTI) and to begin by assessing the quality and effectiveness of OSTI’s recent and current products and services and to comment on its mission and future directions in the rapidly changing environment for scientific publication and data. The Committee met with OSTI staff and reviewed available products, services and other materials. This report summaries their initial findings and recommendations.

    The Object Management Group (OMG) Platform Technology Committee (PTC) ratified its support for a new asynchronous messaging service for CORBA at OMG's recent Technical Committee Meeting in Orlando, FL. The meeting, held from 8 - 12 June, saw the PTC send the Messaging Service out for a final vote among the OMG membership. The Messaging Service, which will integrate Message Oriented Middleware (MOM) with CORBA, will give CORBA a true asynchronous messaging capability - something of great interest to users and developers. Formal adoption of the specification will most likely occur by the end of the year. The Messaging Service The Messaging Service, when adopted, will be the world's first standard for Message Oriented Middleware and will give CORBA a true asynchronous messaging capability. Asynchronous messaging allows developers to build simpler, richer client environments. With asynchronous messaging there is less need for multi-threaded clients because the Asynchronous Method Invocation is non-blocking, meaning the client thread can continue work while the application waits for a reply. David Curtis, Director of Platform Technology for OMG, said: `This messaging service is one of the more valuable additions to CORBA. It enhances CORBA's existing asynchronous messaging capabilities which is a feature of many popular message oriented middleware products. This service will allow better integration between ORBs and MOM products. This enhanced messaging capability will only make CORBA more valuable for builders of distributed object systems.' The Messaging Service is one of sixteen technologies currently being worked on by the PTC. Additionally, seventeen Revision Task Forces (RTFs) are working on keeping OMG specifications up to date. The purpose of these Revision Task Forces is to take input from the implementors of OMG specifications and clarify or make necessary changes based on the implementor's input. The evaluation process for a replacement item has one simple goal: to specify an effective set of technical and quality requirements that will result in the procurement of an item meeting the plant design basis. The evaluation process is depicted in a simplified block diagram showing the elements of engineering evaluation from a functional perspective.     The theoretical construct under which technical writing exercises operate and results from a survey distributed to a random sample of teachers of technical writing are described. The survey, part of a study to develop materials that did not stress prescriptive formats, drew on diverse elements in report writing to enhance writing as a process. Areas of agreement and disagreement related to problem solving, paper evaluation, and individualizing instruction were surveyed. Areas of concern in contemplating the composition process include: (1) the need to create an environment that helps students want to succeed, (2) the role of peer group activity in helping some students who might not respond through lecture or individual study, and (3) encouraging growth in abilities and helping motivate students' interest in writing projects through relevant assignments or simulations students perceive as relevant.

    This technical report is a comprehensive evaluation of the proposal by the Ukrainian State Committee on Nuclear Power Utilization to create a central facility for radioactive waste (not spent fuel) processing. The central facility is intended to process liquid and solid radioactive wastes generated from all of the Ukrainian nuclear power plants and the waste generated as a result of Chernobyl 1, 2 and 3 decommissioning efforts. In addition, this report provides general information on the quantity and total activity of radioactive waste in the 30-km Zone and the Sarcophagus from the Chernobyl accident. Processing options are described that may ultimately be used in the long-term disposal of selected 30-km Zone and Sarcophagus wastes. A detailed report on the issues concerning the construction of a Ukrainian Central Radioactive Waste Processing Facility (CRWPF) from the Ukrainian Scientific Research and Design institute for Industrial Technology was obtained and incorporated into this report. This report outlines various processing options, their associated costs and construction schedules, which can be applied to solving the operating and decommissioning radioactive waste management problems in Ukraine. The costs and schedules are best estimates based upon the most current US industry practice and vendor information. This report focuses primarily on the handling and processing of what is defined in the US as low-level radioactive wastes.

    The Technical Committee on Laboratory Informatics of the Japan Society of Clinical Pathology (JSCP) was established in 1988 by the late Professor Takaoki Miyati, Department of Clinical Laboratory Medicine, Yamaguchi University School of Medicine at the 35th JSCP Annual Meeting. Since then, the chairpersons have been succeeded by Prof. Nobuyoshi Matsuda (Kawasaki Medical University) and currently Prof. Masayuki Kambe (Hiroshima University School of Medicine). Open committee meetings have been held twice a year; the one during the JSCP Annual Meeting and the other independently in Spring.     The government of Ukraine, a now-independent former member of the Soviet Union, has asked the United States to assist its State Committee for Nuclear and Radiation Safety (SCNRS) in improving its regulatory control in technical fields for which it has responsibility. The US Nuclear Regulatory Commission (NRC) is providing this assistance in several areas, including management of radioactive waste and spent fuel. Radioactive wastes resulting from nuclear power plant operation, maintenance, and decommissioning must be stored and ultimately disposed of appropriately. In addition, radioactive residue from radioisotopes used in various industrial and medical applications must be managed. The objective of this program is to provide the Ukrainian SCNRS with the information it needs to establish regulatory control over uranium mining and milling activities in the Zheltye Vody (Yellow Waters) area and radioactive waste disposal in the Pripyat (Chernobyl) area among others. The author of this report, head of the Environmental Technology Section, Health Sciences Research Division of Oak Ridge National Laboratory, accompanied NRC staff to Ukraine to meet with SCNRS staff and visit sites in question. The report highlights problems at the sites visited and recommends license conditions that SCNRS can require to enhance safety of handling mining and milling wastes. The author`s responsibility was specifically for the visit to Zheltye Vody and the mining and milling waste sites associated with that facility. An itinerary for the Zheltye Vody portion of the trip is included as Appendix A.

    Human research projects must have a scientifically valid study design, analytic plan, and be operationally feasible in order to be successfully completed and thus to have translational impact. To ensure this, institutions that conduct clinical research should have a scientific review process prior to submission to the Institutional Review Committee (IRB). This paper reports the Clinical and Translational Science Award (CTSA) Consortium Scientific Review Committee (SRC) Consensus Working Group's proposed framework for a SRC process. Recommendations are provided for institutional support and roles of CTSAs, multisite research, criteria for selection of protocols that should be reviewed, roles of committee members, application process, and committee process. Additionally, to support the SCR process effectively, and to ensure efficiency, the Working Group recommends information technology infrastructures and evaluation metrics to determine outcomes are provided.     The Indonesian Food and Drug Agency began to evaluate drug applications in the early 1970s through an Advisory Committee. This was in response to the perestroika-like policy applied to our drug industry; nowadays there are more than 300 drug companies formulating some 13,5600 drug products. During 1977-1988, 603 drugs were evaluated by the Advisory Committee; 66% were single drugs and 34% were fixed dose combinations. Nine-hundred and twenty-five sessions were needed to arrive at decisions. Most of the applications (88.5%) were reviewed in one or two sessions but 8 drugs took 6-12 sessions. The time needed for assessment may vary from 1 to 3 months (61%), but some have needed almost a year and a half. There were 60% acceptances for single drugs and 35% for fixed combinations.     The Bonneville Power Administration (BPA) contracted with the Pacific Northwest National Laboratory (PNNL) to provide technical analytical support for system-wide fish passage information (BPA Project No. 2006-010-00). The goal of this project was to produce rigorous technical analysis products using independent analysts and anonymous peer reviewers. This project provided an independent technical source for non-routine fish passage analyses while allowing routine support functions to be performed by other well-qualified entities. The Independent Technical Analysis Process (ITAP) was created to provide non-routine analysis for fish and wildlife agencies and tribes in particular and the public in general on matters related to juvenile and adult salmon and steelhead passage through the mainstem hydrosystem. The process was designed to maintain the independence of analysts and reviewers from parties requesting analyses, to avoid potential bias in technical products. The objectives identified for this project were to administer a rigorous, transparent process to deliver unbiased technical assistance necessary to coordinate recommendations for storage reservoir and river operations that avoid potential conflicts between anadromous and resident fish. Seven work elements, designated by numbered categories in the Pisces project tracking system, were created to define and accomplish project goals as follows: (1) 118 Coordination - Coordinate technical analysis and review process: (a) Retain expertise for analyst/reviewer roles.     Engineering design is a challenging activity for any product. Since launch vehicles are highly complex and interconnected and have extreme energy densities, their design represents a challenge of the highest order. The purpose of this document is to delineate and clarify the design process associated with the launch vehicle for space flight transportation. The goal is to define and characterize a baseline for the space transportation design process. This baseline can be used as a basis for improving effectiveness and efficiency of the design process. The baseline characterization is achieved via compartmentalization and technical integration of subsystems, design functions, and discipline functions. First, a global design process overview is provided in order to show responsibility, interactions, and connectivity of overall aspects of the design process. Then design essentials are delineated in order to emphasize necessary features of the design process that are sometimes overlooked. Finally the design process characterization is presented. This is accomplished by considering project technical framework, technical integration, process description (technical integration model, subsystem tree, design/discipline planes, decision gates, and tasks), and the design sequence. Also included in the document are a snapshot relating to process improvements, illustrations of the process, a survey of recommendations from experienced practitioners in aerospace, lessons learned, references, and a bibliography.
