  1. College Bound American Indian Math and Science Enrichment Program (AIMS). Final report

    Southwestern Indian Polytechnic Institute (SIPI), was founded in 1971 and is located on 164 acres in northwest Albuquerque, New Mexico in the center of New Mexico`s agricultural and high-tech corridors. SIPI became accredited as a community college in 1993, serves Native Americans nationwide, and is governed by a nationally-tribally appointed Board of Regents (Jicarilla Apache, Joint Oklahoma Tribes, Mescalero Apache, Navajo Nation-Arizona, Navajo Nation-New Mexico, Ten Southern Pueblos, and Eight Northern Pueblos, Southern Ute, Inter-tribal Council of Arizona, and Oglala Sioux). In 1993, The US Department of Education, TRIO Programs no longer funded the Southwestern Indian Polytechnic Institute (SIPI) Summer Math and Science Enrichment Program. However, with US Department of Energy funding SIPI was able to continue service to the Native American community under the new title of College Bound American Indian Math and Science (AIMS) Enrichment Program. This new program continued the goals and objectives of the TRIO program with an expanded focus that included students from more Native American communities nationwide. The program also interfaced with a teacher enrichment program (Rural American Indian Science Education-RAISE) sponsored by the Bureau of Indian Affairs and Sandia National Labs (SNL). SIPI in collaboration with Sandia National Laboratories and Lawrence Livermore National (LLNL) Laboratory established a mathematics and science enrichment program at SIPI for students attending rural high schools serving predominantly Native American populations. The primary goal of the program was to provide 9th--12th grade students, mostly Native American, the skills and knowledge, interest and motivation, and strategies to remain in high school and pursue a college education in a math, science, or technology based field.     The Advanced Industrial Materials (AIM) Program administers a Graduate Fellowship Program focused toward helping students who are currently under represented in the nation`s pool of scientists and engineers, enter and complete advanced degree programs. The objectives of the program are to: (1) establish and maintain cooperative linkages between DOE and professors at universities with graduate programs leading toward degrees or with degree options in Materials Science, Materials Engineering, Metallurgical Engineering, and Ceramic Engineering, the disciplines most closely related to the AIM Program at Oak Ridge National Laboratory (ORNL); (2) strengthen the capabilities and increase the level of participation of currently under represented groups in master`s degree programs, and (3) offer graduate students an opportunity for practical research experience related to their thesis topic through the three-month research assignment or practicum at ORNL. The program is administered by the Oak Ridge Institute for Science and Education (ORISE).

  4. Towards Excellence in Asthma Management: Final report of an eight-year program aimed at reducing care gaps in asthma management in Quebec

    BACKGROUND AND OBJECTIVES: Asthma care in Canada and around the world persistently falls short of optimal treatment. To optimize care, a systematic approach to identifying such shortfalls or ‘care gaps’, in which all stakeholders of the health care system (including patients) are involved, was proposed. METHODS: Several projects of a multipartner, multidisciplinary disease management program, developed to optimize asthma care in Quebec, was conducted in a period of eight years. First, two population maps were produced to identify regional variations in asthma-related morbidity and to prioritize interventions for improving treatment. Second, current care was evaluated in a physician-patient cohort, confirming the many care gaps in asthma management. Third, two series of peer-reviewed outcome studies, targeting high-risk populations and specific asthma care gaps, were conducted. Finally, a process to integrate the best interventions into the health care system and an agenda for further research on optimal asthma management were proposed. RESULTS: Key observations from these studies included the identification of specific patterns of noncompliance in using inhaled corticosteroids, the failure of increased access to spirometry in asthma education centres to increase the number of education referrals, the transient improvement in educational abilities of nurses involved with an asthma hotline telephone service, and the beneficial effects of practice tools aimed at facilitating the assessment of asthma control and treatment needs by general practitioners. CONCLUSIONS: Disease management programs such as Towards Excellence in Asthma Management can provide valuable information on optimal strategies for improving treatment of asthma and other chronic diseases by identifying care gaps, improving guidelines implementation and optimizing care.     In many ways, the Advanced Industrial Materials (AIM) Program underwent a major transformation in Fiscal Year 1995 and these changes have continued to the present. When the Program was established in 1990 as the Advanced Industrial Concepts (AIC) Materials Program, the mission was to conduct applied research and development to bring materials and processing technologies from the knowledge derived from basic research to the maturity required for the end use sectors for commercialization. In 1995, the Office of Industrial Technologies (OIT) made radical changes in structure and procedures. All technology development was directed toward the seven ``Vision Industries`` that use about 80% of industrial energy and generated about 90% of industrial wastes. The mission of AIM has, therefore, changed to ``Support development and commercialization of new or improved materials to improve productivity, product quality, and energy efficiency in the major process industries.`` Though AIM remains essentially a National Laboratory Program, it is essential that each project have industrial partners, including suppliers to, and customers of, the seven industries. Now, well into FY 1996, the transition is nearly complete and the AIM Program remains reasonably healthy and productive, thanks to the superb investigators and Laboratory Program Managers. This Annual Report for FY 1995 contains the technical details of some very remarkable work by the best materials scientists and engineers in the world. Areas covered here are: advanced metals and composites; advanced ceramics and composites; polymers and biobased materials; and new materials and processes.

    The Advanced Industrial Materials (AIM) Program is a part of the Office of Industrial Technologies (OIT), Energy Efficiency and Renewable Energy, US Department of Energy (DOE). The mission of AIM is to support development and commercialization of new or improved materials to improve energy efficiency, productivity, product quality, and reduced waste in the major process industries. OIT has embarked on a fundamentally new way of working with industries--the Industries of the Future (IOF) strategy--concentrating on the major process industries that consume about 90% of the energy and generate about 90% of the waste in the industrial sector. These are the aluminum, chemical, forest products, glass, metalcasting, and steel industries. OIT has encouraged and assisted these industries in developing visions of what they will be like 20 or 30 years into the future, defining the drivers, technology needs, and barriers to realization of their visions. These visions provide a framework for development of technology roadmaps and implementation plans, some of which have been completed. The AIM Program supports IOF by conducting research and development on materials to solve problems identified in the roadmaps. This is done by National Laboratory/industry/university teams with the facilities and expertise needed to develop new and improved materials. Each project in the AIM Program has active industrial participation and support.

    We present views and analysis of the execution of several PVM (Parallel Virtual Machine) codes for Computational Fluid Dynamics on a networks of Sparcstations, including: (1) NAS Parallel Benchmarks CG and MG; (2) a multi-partitioning algorithm for NAS Parallel Benchmark SP; and (3) an overset grid flowsolver. These views and analysis were obtained using our Automated Instrumentation and Monitoring System (AIMS) version 3.0, a toolkit for debugging the performance of PVM programs. We will describe the architecture, operation and application of AIMS. The AIMS toolkit contains: (1) Xinstrument, which can automatically instrument various computational and communication constructs in message-passing parallel programs; (2) Monitor, a library of runtime trace-collection routines; (3) VK (Visual Kernel), an execution-animation tool with source-code clickback; and (4) Tally, a tool for statistical analysis of execution profiles. Currently, Xinstrument can handle C and Fortran 77 programs using PVM 3.2.x; Monitor has been implemented and tested on Sun 4 systems running SunOS 4.1.2; and VK uses XIIR5 and Motif 1.2. Data and views obtained using AIMS clearly illustrate several characteristic features of executing parallel programs on networked workstations: (1) the impact of long message latencies; (2) the impact of multiprogramming overheads and associated load imbalance; (3) cache and virtual-memory effects; and (4) significant skews between workstation clocks. Interestingly, AIMS can compensate for constant skew (zero drift) by calibrating the skew between a parent and its spawned children. In addition, AIMS' skew-compensation algorithm can adjust timestamps in a way that eliminates physically impossible communications (e.g., messages going backwards in time). Our current efforts are directed toward creating new views to explain the observed performance of PVM programs.     The Department of Veterans Affairs (VA) adopts, with changes, the interim final rule concerning VA's Program of Comprehensive Assistance for Family Caregivers. VA administers this program to provide certain medical, travel, training, and financial benefits to caregivers of certain veterans and servicemembers who were seriously injured during service on or after September 11, 2001. Also addressed in this rulemaking is the Program of General Caregiver Support Services that provides support services to caregivers of veterans from all eras who are enrolled in the VA health care system. Specifically, changes in this final rule include a requirement that Veterans be notified in writing should a Family Caregiver request revocation (to no longer be a Family Caregiver), an extension of the application timeframe from 30 days to 45 days for a Family Caregiver, and a change in the stipend calculation to ensure that Primary Family Caregivers do not experience unexpected decreases in stipend amounts from year to year.     The overall goal of the project partially funded by DOE was to encourage a greater number of the targeted high school students to acquire the necessary skills to succeed in rigorous college academic programs and to enter science-based disciplines. These goals were met and the program was judged to be a success. Students participating in the program were involved in a rigorous daily academic program of formal instruction. Participants lived in the residence halls and participated in many aspects of college life, including planned recreational activities. Students were also involved in academic year activities to maintain a heightened awareness and interest in science-based fields. The program sought to provide students with the following hands on laboratory and field site learning experiences as well as minority role models--scientists and engineers, resident advisors, and tutors. Curricular focal points were environmental science, supported by courses and labs in mathematics, technical writing, and chemistry. The 1994 summer program was the second year of the environmental science focus. Students chose topics relevant to New Mexico such as Coal Mining, Landfills, and Tribal Water Rights. The program was judged to have succeeded in the overall goal of encouraging targeted precollege students to acquire the necessary skills to succeed in rigorous college academic programs and to enter science-based disciplines.

    The specific goals of the ASTC program were: to pilot and administer a year round program to engage and support ethnic minority and women students to enter the pre-college teaching profession; and to develop the ASTC program across California on all twenty CSU campuses. The initial goal of piloting a year round program to engage and support ethnic or underrepresented science students to enter the teaching profession was put in place at CSUS in the Fall of 1993, with the recruitment of students to enter the program in the Spring of 1993. Three students were selected to enter the program, one male Latino, one female Latina and one Caucasian female. The areas of study of these students was respectively biology, physics and geology. All of the students were within two years or less of completing their degree requirements. During the first semester of the program the authors worked on the portion of the model dealing with student participation in the schools with a mentor teacher. The idea being the students would spend a minimum of six hours a week in the classroom of the mentor teacher working with them and their students. In addition the students were assigned to a faculty mentor within their discipline, a person whom they could go to for help and support in their academic efforts. The report discusses what was learned.

    Knowledge contained within in vivo imaging annotated by human experts or computer programs is typically stored as unstructured text and separated from other associated information. The National Cancer Informatics Program (NCIP) Annotation and Image Markup (AIM) Foundation information model is an evolution of the National Institute of Health's (NIH) National Cancer Institute's (NCI) Cancer Bioinformatics Grid (caBIG®) AIM model. The model applies to various image types created by various techniques and disciplines. It has evolved in response to the feedback and changing demands from the imaging community at NCI. The foundation model serves as a base for other imaging disciplines that want to extend the type of information the model collects. The model captures physical entities and their characteristics, imaging observation entities and their characteristics, markups (two- and three-dimensional), AIM statements, calculations, image source, inferences, annotation role, task context or workflow, audit trail, AIM creator details, equipment used to create AIM instances, subject demographics, and adjudication observations. An AIM instance can be stored as a Digital Imaging and Communications in Medicine (DICOM) structured reporting (SR) object or Extensible Markup Language (XML) document for further processing and analysis. An AIM instance consists of one or more annotations and associated markups of a single finding along with other ancillary information in the AIM model. An annotation describes information about the meaning of pixel data in an image. A markup is a graphical drawing placed on the image that depicts a region of interest. This paper describes fundamental AIM concepts and how to use and extend AIM for various imaging disciplines. PMID:24934452

  4. Aiming accuracy in preferred and non-preferred limbs: implications for programing models of motor control

    Most models of motor programing contend that one can perform learned actions with different muscle groups or limbs demonstrating the concept of motor equivalence. The goal of this review is to determine the generality of this concept within the context of aiming movements performed by both preferred and non-preferred limbs. Theoretical approaches to motor programing are described, followed by a comparison of a variety of kinematic measures taken from preferred and non-preferred limbs from simple and more complex aiming tasks. In general, the support for motor equivalency is strong for one- and two-dimensional aiming tasks and for simultaneous bimanual movements, but mixed for unconstrained throwing tasks and tasks that require feedback-based corrections. The AIM Program supports IOF by conducting research and development on materials to solve problems identified in the roadmaps. This is done by National Laboratory/industry/university teams with the facilities and expertise needed to develop new and improved materials. Each project in the AIM Program has active industrial participation and support. Assessments of materials needs and opportunities in the process industries are an on-going effort within the program. These assessments are being used for program planning and priority setting, followed by support of work to satisfy those needs. All the industries have identified materials as critical, particularly for high-temperature strength, corrosion resistance, and wear resistance. Also important from the energy efficiency viewpoint are membranes, catalytic membranes, and reactors for separations, both for processing and waste reduction. AIM focuses, therefore, on high-temperature materials, corrosion resistant materials, wear resistant materials, strong polymers, coatings, and membrane materials for industrial applications.

    According to a recent national survey of Hospital chief executive officers, financial challenges are their top concern, especially government reimbursement. Moreover, the patient faces greater deductibles forcing hospitals to prioritize price transparency. The Triple Aim program is a tool available to hospital management to help address these challenges. This study indicates that the Triple Aim is valuable to healthcare providers and patients by reducing medical errors, improving healthcare quality, and reducing costs on a per capita basis. Managerial implications are discussed for hospitals and health systems considering this approach to addressing financial challenges. PMID:25529789

    With the rapid pace of advancements in biological research brought about by the application of computer science and information technology, we believe the time is right for introducing genomics and bioinformatics tools and concepts to secondary school students. Our approach has been to offer a full-day field trip in our research facility where secondary school students carry out experiments at the laboratory bench and on a laptop computer. This experience offers benefits for students, teachers, and field trip instructors. In delivering a wide variety of science outreach and education programs, we have learned that a number of factors contribute to designing a successful experience for secondary school students. First, it is important to engage students with authentic and fun activities that are linked to real-world applications and/or research questions. Second, connecting with a local high school teacher to pilot programs and linking to curricula taught in secondary schools will enrich the field trip experience. Whether or not programs are linked directly to local teachers, it is important to be flexible and build in mechanisms for collecting feedback in field trip programs. Finally, graduate students can be very powerful mentors for students and should be encouraged to share their enthusiasm for science and to talk about career paths. Our experiences suggest a real need for effective science outreach programs at the secondary school level and that genomics and bioinformatics are ideal areas to explore. PMID:22956895

  9. The StrongWomen-Healthy Hearts program in Pennsylvania: RE-AIM analysis.

    Dissemination of evidence-based programs is needed to reduce CVD risk among midlife and older women. The aim of this study is to examine the public health impact of StrongWomen-Healthy Hearts in Pennsylvania using the RE-AIM framework. Reach, adoption, implementation, and maintenance were assessed using qualitative and quantitative measures; effectiveness was assessed using a pretest-posttest within-participants design. Reach into the target population was 5 in 100,000. Compared to the target population, a greater percentage of participants were white, married, middle-class, and had a graduate degree. Effectiveness was demonstrated (weight loss -2.0 kg, p < 0.001). Adoption among trained leaders was high (83.3 %), as was fidelity in implementation (average score 9.3 of 10). No leaders maintained the program. To increase impact of the StrongWomen-Healthy Hearts Program, it will be important to lower the costs and modify the recruitment and training strategies to better reach low-income and minority women.   13. Evaluation of a School-Based Program Aimed at Preventing Depressive Symptoms in Adolescents

    The aim of this pilot study was to evaluate the implementation of a universal school-based cognitive behavioral program whose target is to prevent depressive symptoms in adolescents. The study had a quasi-experimental design with pretest, posttest, and a 1-year follow-up and provides an illustrative calculation for the implementation costs of the intervention. Sixty-two students (aged 14) and seven tutors participated. A majority of the students and all of the tutors were satisfied with the intervention. The students, both females and males, rated their depressed symptoms as significantly lower after the course; and for the females, this was maintained 1-year postintervention. The implementation costs for the initial 2 years were about US$300 per student. Positive effects of a universal school-based cognitive behavioral intervention aiming at preventing depressive symptoms in adolescents were found, especially among females. PMID:24526572

    This report presents the highlights and main findings of the USNRC, EPRI, and Westinghouse cooperative FLECHT SEASET program. The report indicates areas in which the results of the program can contribute to revising the current licensing requirements for Loss of Coolant (LOCA) safety analysis for PWRs. Also identified are several technical areas in which the new FLECHT SEASET data and analysis can lead to improved safety analysis modeling, and thereby to predicted PWR response for postulated accident scenarios. Significant progress has been made in the modeling areas of nonequilibrium dispersed two-phase flow during reflood. Improved models and understanding of this rod bundle cooling regime are summarized in this report. Another important result of the FLECHT SEASET program arises from the natural circulation test series, which investigated single-phase, two-phase, and reflux condensation cooling modes of a scaled PWR under small-break LOCA conditions. The tests and subsequent analysis constitute one of few complete sets of data for these cooling modes in which full-height, multitube steam generators with sufficient instrumentation were used to examine primary-to-secondary heat transfer in the generators. It is believed that the natural circulation test data will be extremely useful to benchmark the improved post-TMI small-break LOCA computer codes. 170 figs., 13 tabs.

    The Kestrel 2 program began in 1986 as an outgrowth of the original Kestrel program, which used conventional balloon techniques and facilities, and was completed in 1988. It was undertaken to extend operational and geographic flexibility beyond that achievable using traditional techniques observed in the original program. During that time, we developed a tandem-balloon system that can be launched from any single launch site in winds up to 20 knots. We also developed a fast-fill tow balloon, which we tested by filling a tow balloon directly from it shipping container without laying it out on a long clean surface. To test the endurance of the tow balloon, we filled and repackaged the same balloon four times, once while at sea, at a fill rate of 3000 to 4000 ft/sup 3//min, using helium gas. This testing showed that the tow balloon is indeed quite rugged. We also demonstrated how to control the tow balloon with handling lines and rig the balloon in winds up to 26 knots at sea on a small ship. The tandem-balloon deployment system includes a lightweight, high-strength, waterproof payload containment canister and an explosive flight-termination system. The launch release mechanism that we designed was tested at sea. An electronics and power supply system provided tracking and command termination and was used to perform simple command functions.

    International aid health programs directed at the poorest play an undoubtedly constructive role in relieving acute human suffering. These programs may, however, be counterproductive and even harmful if they obscure the need to eliminate social inequities, which are the primary cause of health inequities. The present article reviews the effectiveness of two state programs that received support from international aid to (a) improve food security in rural households and vulnerable urban groups in Colombia (1996-2005) and (b) develop a local health system in the northern area of San Salvador, El Salvador (1992-1997). International aid supports successful healthcare programs, such as food programs, could generate dependency in its beneficiaries. Factors extrinsic to cooperation (political and economic factors of the context) may affect the programs and generate social conflicts. This is the case of the program to improve access to food by subsistence production in rural areas of Colombia, which failed to reach the small farmers and benefited agricultural export production owned by wealthier groups, or interventions designed to improve health among the poorest in El Salvador. Section 713 states the Secretary shall establish a smoking cessation program under the TRICARE program. The smoking cessation program under TRICARE shall, at a minimum, include the following: The availability, at no cost to the beneficiary, of pharmaceuticals used for smoking cessation, with the limitation on the availability of such pharmaceuticals to the mail-order pharmacy program under the TRICARE program; smoking cessation counseling; access to a toll-free quit line 24 hours a day, 7 days a week; access to print and Internet web-based tobacco cessation material.     The Iranian family planning program was relaunched in 1989 to improve maternal and child health. As coverage was extended throughout the country, it had the challenge to achieve harmonization and improve and maintain quality of care. Five strategies were put in place: (1) expand the method mix, (2) standardize provider training through the adoption of national norms and guidelines, (3) facilitate and harmonize service provision, (4) improve integration of family planning in family health services and (5) address myths and misconceptions surrounding contraception in the general population. This was supported by regular monitoring and evaluation. To date, this program is regarded as one of the most successful programs worldwide. While the direct impact of these quality improvements is difficult to evaluate, it is believed to have built the trust that family planning clients place in the program. Challenges remain, particularly facing a total fertility rate below replacement level nationally and providing quality services to an ever-growing peri-urban population. PMID:26593406

    A Matter of Balance/Volunteer Lay Leader model is an evidence-based program to change behavior to adopt falls prevention strategies. The purpose was to translate this program to assisted living communities. A single-arm intervention study was designed to assess for falls-related and physical performance measures. Forty-one residents, with a mean age of 87 years, were eligible for participation. The Falls Management Scale (P = .02) and the Physical Component Summary Score (P = .01) significantly improved from baseline to 8 weeks. Gait speed (P = .059) was borderline significant from baseline to 6 months. We showed evidence for successful translation within the assisted living communities sampled. PMID:24569160

Separate reports on the monitoring completed on each site was submitted as well as the final summary report for each state. The scope of monitoring consisted of a review of current contracts, budgets, program operating procedures, staffing, inventory control, financial and procurement procedures, review of client files and audit reports, inspection of completed dwelling units and assessment of monitoring, training, and technical assistance provided by the grantees. A random sampling of completed units were selected and visits were made to inspect these weatherized dwellings.

    Context: Evaluating the translatability and feasibility of an intervention program has become as important as determining the effectiveness of the intervention. Objective: To evaluate the applicability of a 3-month jump-landing training program in basketball players, using the RE-AIM (reach, effectiveness, adoption, implementation, and maintenance) framework. Design: Randomized controlled trial. Setting: National and regional basketball teams. Patients or Other Participants: Twenty-four teams of the second highest national division and regional basketball divisions in Flanders, Belgium, were randomly assigned (1:1) to a control group and intervention group. A total of 243 athletes (control group = 129, intervention group = 114), ages 15 to 41 years, volunteered. Intervention(s): All exercises in the intervention program followed a progressive development, emphasizing lower extremity alignment during jump-landing activities. Main Outcome Measure(s): The results of the process evaluation of the intervention program were based on the 5 dimensions of the RE-AIM framework. The injury incidence density, hazard ratios, and 95% confidence intervals were determined. Results: The participation rate of the total sample was 100% (reach). The hazard ratio was different between the intervention group and the control group (0.40 [95% confidence interval = 0.16, 0.99]; effectiveness). Of the 12 teams in the intervention group, 8 teams (66.7%) agreed to participate in the study (adoption). Eight of the participating coaches (66.7%) felt positively about the intervention program and stated that they had implemented the training sessions of the program as intended (implementation). All coaches except 1 (87.5%) intended to continue the intervention program the next season (maintenance). Conclusions: Compliance of the coaches in this coach-supervised jump-landing training program was high. In addition, the program was effective in preventing lower extremity injuries. PMID:23675788

As explained in greater detail below, in light of legislative changes that occurred after publication of the IFC, this final rule does not finalize waivers of the application of the CMP law provision relating to "gainsharing'' arrangements. Section 1899(f) of the Act, as added by the Affordable Care Act, authorizes the Secretary to waive certain fraud and abuse laws as necessary to carry out the provisions of section 1899 of the Act.     The Education and Public Outreach (EPO) component of the satellite-based research mission "Aeronomy of Ice In the Mesosphere" (AIM) will bridge the unique scientific aspects of the mission to informal education organizations. The informal education materials developed by the EPO will utilize AIM data and educate the public about the environmental implications associated with the data. This will assist with creating a scientifically literate workforce and in developing a citizenry capable of making educated decisions related to environmental policies and laws. The objective of the AIM mission is to understand the mechanisms that cause Polar Mesospheric Clouds (PMCs) to form, how their presence affects the atmosphere, and how change in the atmosphere affects them. PMCs are sometimes known as Noctilucent Clouds (NLCs) because of their visibility during the night from appropriate locations. The phenomenon of PMCs is an observable indicator of global change, a concern to all citizens. Recent sightings of these clouds over populated regions have compelled AIM educators to expand informal education opportunities to communities worldwide. Collaborations with informal organizations include: Museums/Science Centers; NASA Sun-Earth Connection Forum; Alaska Native Ways of Knowing Project; Amateur Noctilucent Cloud Observers Organization; National Parks Education Programs; After School Science Clubs; Public Broadcasting Associations; and National Public Radio. The Native Ways of Knowing Project is an excellent example of informal collaboration with the AIM EPO. This Alaska based project will assist native peoples of the state with photographing NLCs for the EPO website. It will also aid the EPO with developing materials for informal organizations that incorporate traditional native knowledge and science, related to the sky. Another AIM collaboration that will offer citizens lasting informal education opportunities is the one established with the United States National Parks

  17. Perceptions about community applications of RE-AIM in the promotion of evidence-based programs for older adults.

    Despite the growing literature about the RE-AIM framework as a planning, implementation, and evaluation tool, little is known about practitioners' adoption of the framework, confidence to utilize framework elements, or perceptions of its usefulness. To assess how RE-AIM was implemented by state aging service providers and public health partners, data were collected using an Internet-delivered, cross-sectional survey from 40 stakeholders in 27 funded states in an evidence-based disease prevention initiative for older adults. Most participants agreed the framework was useful for planning, implementation, and evaluation and relevant for evaluators, providers, community leaders, and policy makers. Yet nearly half felt monitoring RE-AIM requirements requires special expertise, and one third felt the different RE-AIM elements were difficult to measure. Findings indicate the RE-AIM's appropriateness and utility for planning and evaluating the dissemination of evidence-based programs to older adults; however, additional trainings, resources, and technical assistance are warranted to enhance uptake in community-wide intervention efforts.     This final report deals with the results of a 5-yr project for developing a more energy-efficient, environmentally friendly, less costly process for producing hot metal than current coke ovens and blast furnaces. In the process, iron ore pellets are smelted in a foamy slag created by reaction of coal char with molten slag to produce CO. The CO further reacts with oxygen, which also reacts with coal volatile matter, to produce the heat necessary to sustain the endothermic reduction reaction. The uncombusted CO and H{sub 2} from the coal are used to preheat and prereduce hematite pellets for the most efficient use of the energy in the coal. Laboratory programs confirmed that the process steps worked. Pilot plant studies were successful. Economic analysis for a 1 million tpy plant is promising.

    Mask manufacturing for the 45nm node for hyper NA lithography requires tight defect and printability control at small features sizes. The AIMS TM1 technology is a well established methodology to analyze printability of mask defects, repairs and critical features by scanner emulation. With the step towards hyper NA imaging by immersion lithography the AIMS TM technology has been faced with new challenges like vector effects, polarized illumination and tighter specs for repeatability and tool stability. These requirements pushed the development of an entirely new AIMS TM generation. The AIMS TM 45-193i has been designed and developed by Carl Zeiss to address these challenges. A new mechanical platform with a thermal and environmental control unit enables high tool stability. Thus a new class of specification becomes available. The 193nm optical beam path together with an improved beam homogenizer is dedicated to emulate scanners up to 1.4 NA. New features like polarized illumination and vector effect emulation make the AIMS TM 45- 193i a powerful tool for defect disposition and scanner emulation for 45nm immersion lithography. In this paper results from one of the first production tools will be presented. Aerial images from phase shifting and binary masks with different immersion relevant settings will be discussed. Also, data from a long term repeatability study performed on masks with programmed defects will be shown. This study demonstrates the tool's ability to perform defect disposition with high repeatability. It is found that the tool will fulfill the 45nm node requirements to perform mask qualification for production use.

  20. The Effectiveness of a 6-Week Intervention Program Aimed at Modifying Running Style in Patients With Chronic Exertional Compartment Syndrome

    Background: Previous studies have reported on the promising effects of changing running style in patients with chronic exertional compartment syndrome (CECS) using a 6-week training program aimed at adopting a forefoot strike technique. This study expands that work by comparing a 6-week in-house, center-based run training program with a less extensive, supervised, home-based run training program (50% home training). Hypothesis: An alteration in running technique will lead to improvements in CECS complaints and running performance, with the less supervised program producing less dramatic results. Study Design: Cohort study; Level of evidence, 3. Methods: Nineteen patients with CECS were prospectively enrolled. Postrunning intracompartmental pressure (ICP), run performance, and self-reported questionnaires were taken for all patients at baseline and after 6 weeks of running intervention. Questionnaires were also taken from 14 patients (7 center-based, 6 home-based) 4 months posttreatment. Results: Significant improvement between preintervention and postintervention rates was found for running distance (43%), ICP values (36%), and scores on the questionnaires Single Assessment Numeric Evaluation (SANE; 36%), Lower Leg Outcome Survey (LLOS; 18%), and Patient Specific Complaints (PSC; 60%). The mean posttreatment score on the Global Rating of Change (GROC) was between +4 and +5 (“somewhat better” to “moderately better”). In 14 participants (74%), no elevation of pain was reported posttreatment, compared with 3 participants (16%) at baseline; in all these cases, the running test was aborted because of a lack of cardiorespiratory fitness. Self-reported scores continued to improve 4 months after the end of the intervention program, with mean improvement rates of 48% (SANE), 26% (LLOS), and 81% (PSC).     The molecular basis of BLAD is the D128G mutation of the gene coding for the CD18 subunit of beta-2 integrin. This mutation is lethal, since homozygous (BL/BL) animals die before they reach sexual maturity. In the 1990s, BLAD was the most widespread genetic disease in HF cattle worldwide. The aim of the present study was to determine the frequency of BLAD carriers among 4645 young breeding bulls in Poland in 1995-2006. The frequency of carriers of the mutated allele showed a clear decreasing trend. The highest frequency (7.9%) was recorded while implementing the BLAD control program (1995-1997). Regular monitoring has enabled a great reduction of this threat to the tested population. Today only sporadic cases of BL/TL heterozygotes are reported (ca. 0.8% in 2004-2006). PMID:17998595

    In 2008, NANA Regional Corporation (NRC) assessed geothermal energy potential in the NANA region for both heat and/or electricity production. The Geothermal Assessment Project (GAP) was a systematic process that looked at community resources and the community's capacity and desire to develop these resources. In October 2007, the US Department of Energy's Tribal Energy Program awarded grant DE-FG36-07GO17075 to NRC for the GAP studies. Two moderately remote sites in the NANA region were judged to have the most potential for geothermal development: (1) Granite Mountain, about 40 miles south of Buckland, and (2) the Division Hot Springs area in the Purcell Mountains, about 40 miles south of Shungnak and Kobuk. Data were collected on-site at Granite Mountain Hot Springs in September 2009, and at Division Hot Springs in April 2010. Although both target geothermal areas could be further investigated with a variety of exploration techniques such as a remote sensing study, a soil geochemical study, or ground-based geophysical surveys, it was recommended that on-site or direct heat use development options are more attractive at this time, rather than investigations aimed more at electric power generation.

    The study was aimed at optimizing the policy of forming a permanent vascular access (PVA) by means of preoperative colour duplex scanning (CDS) of vessels in patients on programmed haemodialysis. The study included 420 patients undergoing from September 2003 to September 2011 a total of 595 PVAs. The Study Group (Group I) patients (351 PVAs) were subjected to preoperative PVA of vessels of limbs accompanied by assessing velocity parameters of the venous blood flow. The comparison group (Group II) patients (244 PVAs) underwent clinical examination only. The end point of the study was early diagnosis of incompetence of the PVA. Using preoperative PVA of vessels improved the outcomes of forming the PVA, significantly increasing the number of native arteriovenous fistulas (AVF) as a whole: (88.0% for Group I and 65.6% for Group II; p<0.01), their variants: radial-cephalic (I - 57.5%, II - 32.2%; p<0.01) and secondary radial-cephalic variants (I - 8.3%, II - 3.7%; p<0.01), leading to decreased frequency of using synthetic prostheses both totally (I - 12.0%, II - 34.4%; p<0.01) and in all positions (p<0.01) taken apart. Also decreased the frequency of the development of incompetence of all PVAs (I - 10.8%, II - 29.9%; p<0.01), AVFs as a whole (I - 7.4%, II - 18.0%; p<0.01) and accesses with a synthetic prosthesis both as a whole (I - 1.7%, II - 11.9%; p<0.01) and in all positions separately (p<0.01). Determining the velocity parameters of venous blood flow made it possible to exclude the development of significant proximal venous obstruction and to refuse phlebography. We consider it obligatory to perform CDS of vessels prior to forming a PVA. PMID:24300492

    The Jointly Sponsored Research Program (JSRP) is a US Department of Energy (DOE) program funded through the Office of Fossil Energy and administered at the Morgantown Energy Technology Center. Under this program, which has been in place since Fiscal Year 1990, DOE makes approximately $2.5 million available each year to the Energy and Environmental Research Center (EERC) to fund projects that are of current interest to industry but which still involve significant risk, thus requiring some government contribution to offset the risk if the research is to move forward. The program guidelines require that at least 50% of the project funds originate from nonfederal sources. Projects funded under the JSRP often originate under a complementary base program, which funds higher-risk projects. The projects funded in Fiscal Year 1996 addressed a wide range of Fossil Energy interests, including hot-gas filters for advanced power systems; development of cleaner, more efficient processing technologies; development of environmental control technologies; development of environmental remediation and reuse technologies; development of improved analytical techniques; and development of a beneficiation technique to broaden the use of high-sulfur coal.   3. Implementation of evidence-based home visiting programs aimed at reducing child maltreatment: A meta-analytic review.

    In recent years there has been an increase in the popularity of home visitation programs as a means of addressing risk factors for child maltreatment. The evidence supporting the effectiveness of these programs from several meta-analyses, however, is mixed. One potential explanation for this inconsistency explored in the current study involves the manner in which these programs were implemented. In the current study we reviewed 156 studies associated with 9 different home visitation program models targeted to caregivers of children between the ages of 0 and 5. Meta-analytic techniques were used to determine the impact of 18 implementation factors (e.g., staff selection, training, supervision, fidelity monitoring, etc.) and four study characteristics (publication type, target population, study design, comparison group) in predicting program outcomes. Results from analyses revealed that several implementation factors, including training, supervision, and fidelity monitoring, had a significant effect on program outcomes, particularly child maltreatment outcomes. Study characteristics, including the program's target population and the comparison group employed, also had a significant effect on program outcomes. Implications of the study's results for those interested in implementing home visitation programs are discussed. A careful consideration and monitoring of program implementation is advised as a means of achieving optimal study results. PMID:26724823

    This report documents the TFE Conceptual Design, which provided the design guidance for the TFE Verification program. The primary goals of this design effort were: (1) establish the conceptual design of an in-core thermionic reactor for a 2 Mw(e) space nuclear power system with a 7-year operating lifetime; (2) demonstrate scalability of the above concept over the output power range of 500 kW(e) to 5 MW(e); and (3) define the TFE which is the basis for the 2 MW (e) reactor design. This TFE specification provided the basis for the test program. These primary goals were achieved. The technical approach taking in the conceptual design effort is discussed in Section 2, and the results are discussed in Section 3. The remainder of this introduction draws a perspective on the role that this conceptual design task played in the TFE Verification Program.

    As part of its contrast to design, build and operate the SRC-1 Demonstration Plant in cooperation with the US Department of Energy (DOE), International Coal Refining Company (ICRC) was required to collect and evaluate data related to wastewater streams and wastewater treatment procedures at the SRC-1 Pilot Plant facility. The pilot plant is located at Wilsonville, Alabama and is operated by Catalytic, Inc. under the direction of Southern Company Services. The plant is funded in part by the Electric Power Research Institute and the DOE. ICRC contracted with Catalytic, Inc. to conduct wastewater sampling. Tasks 1 through 5 included sampling and analysis of various wastewater sources and points of different steps in the biological treatment facility at the plant. The sampling program ran from May 1 to July 31, 1982. Also included in the sampling program was the generation and analysis of leachate from SRC product using standard laboratory leaching procedures. For Task 6, available plant wastewater data covering the period from February 1978 to December 1981 was analyzed to gain information that might be useful for a demonstration plant design basis. This report contains a tabulation of the analytical data, a summary tabulation of the historical operating data that was evaluated and comments concerning the data. The procedures used during the sampling program are also documented.

    Maglev systems represent a promising evolution in the high-speed ground transportation, offering speeds in excess of 300 mph along with the potential for low operating costs and minimal environmental impact. The goal of this effort is to investigate the feasibility and viability of maglev systems in the United States. The emergence of a sophisticated technology such as maglev requires a need for a coordinated research test program and the determination of test requirements to identify and mitigate development risk and to maximize the use of domestic resources. The study is directed toward the identification and characterization of maglev systems development risks tied to a preliminary system architecture. Research objectives are accomplished by surveying experiences from previous maglev development programs, both foreign and domestic, and interviews with individuals involved with maglev research and testing. Findings include ninety-four distinct development risks and twenty risk types. Planning and implementation requirements are identified for a maglev test program, including the development of a facilities strategy to meet any operational concepts that evolve out of early development effort. Also specified is the logical development flow and associated long-lead support needs for sub-scale and full-scale testing.

    Aerogels are extremely light weight, high surface area, very insulative materials that offer many potential improvements to commercial products. Aerogels have been the subject of extensive research at Department of Energy Laboratories and have been considered one of the technology most ready for commercialization. However, commercialization of the technology had been difficult for the National Laboratories since end users were not interested in the high temperature and high pressure chemical processes involved in manufacturing the raw material. Whereas, Aerojet as a supplier of rocket fuels, specialty chemicals and materials had the manufacturing facilities and experience to commercially produce aerogel-type products. Hence the TRP provided a link between the technology source (National Laboratories), the manufacturing (Aerojet) and the potential end users (other TRP partners). The program successfully produced approximately 500 ft{sup 2} of organic aerogel but failed to make significant quantities of silica aerogel. It is significant that this production represents both the largest volume and biggest pieces of organic aerogel ever produced. Aerogels, available from this program, when tested in several prototype commercial products were expected to improve the products performance, but higher than expected projected production costs for large scale manufacture of aerogels has limited continued commercial interest from these partners. Aerogels do, however, offer potential as a specialty material for some high value technology and defense products.

    This report documents the development and initial use of remote reconnaissance vehicle No. 1 (RRV-1) in the Three Mile Island Unit 2 (TMI-2) cleanup. The RRV-1 is a rugged, remotely operated, highly maneuverable six-wheeled vehicle which is tethered to transmit power and control signals. It has a system for controlled reel-in and pay-out of the tether, TV cameras with remotely controlled lighting, pan, tilt, and zoom capabilities and radiation detectors for floor, wall, and general area measurements. The design, development, and modifications of the vehicle and the operator training program are described, as are the TMI-2 reactor building modifications, the initial entries into the highly contaminated reactor building basement, the data gathered during the initial entries and recommendations for future improvements. The potential for future missions at TMI-2 and the general applicability of such remote devices to other nuclear power plants is also discussed.

    Thirty-three test elements were irradiated in the Peach Bottom high-temperature gas-cooled reactor (HTGR) as part of the testing program for advanced HTGRs. Extensive postirradiation examinations and evaluations of 21 of these irradiation experiments were performed. The test element irradiations were simulated using HTGR design codes and data. Calculated fuel burnups, power profiles, fast neutron fluences, and temperatures were verified via destructive burnup measurements, gamma scanning, and in-pile thermocouple readings corrected for decalibration effects. Analytical techniques were developed to improve the quality of temperature predictions through feedback of nuclear measurements into thermal calculations. Dimensional measurements, pressure burst tests, diametral compression tests, ring-cutting tests, strip-cutting tests, and four-point bend tests were performed to measure residual stress, strain, and strength distributions in H-327 graphite structures irradiated in the test elements.

    Bonneville Power Administration (BPA) proposes to decrease the number of northern squawfish (Ptychocheilus oregonensis) in reservoirs in the Columbia River system. The goal of the Squawfish Management Program is to reduce losses of outmigrating juvenile salmon and steelhead (salmonids) to northern squawfish predation. The objective is to reduce the number of northern squawfish that feed on juvenile salmonids (smolts) by 10 to 20 percent to alter the age and size structure of the northern squawfish population. The hypothesis, based on computer modeling, indicates that sustained northern squawfish harvest (5 to 10 years) and the resultant population restructuring may reduce losses of juvenile salmonids to predation by up to 50 percent or more within 10 years. The proposed action would target northern squawfish 11 inches and longer, the size in which northern squawfish being preying significantly on juvenile salmonids. BPA proposes to fund three types of fisheries to harvest northern squawfish. BPA also proposes to fund monitoring activities of these fisheries to determine whether desired or other results occur. The three fisheries methods proposed are: (1) commercial Tribal fishing; (2) sport reward fishing; and (3) fishing from restricted areas of each dam ( dam angling''). These fisheries were tested in 1990 and 1991.

  13. New Madrid Seismotectonic Program. Final report

    The New Madrid Seismotectonic Program was a large-scale multidisciplinary effort that was designed to define the structural setting and tectonic history of the New Madrid area in order to realistically evaluate earthquake risks in the siting of nuclear facilities. The tectonic model proposed to explain the New Madrid seismicity is the ''zone of weakness'' model, which suggests that an ancient rift complex formed a zone of weakness in the earth's crust along which regional stresses are relieved. The Reelfoot Rift portion of the proposed rift complex is currently seismically active, and it must be considered capable and likely to be exposed to large-magnitude earthquakes in the future. Earthquakes that occur in the Wabash Valley area are less abundant and generally have deeper hypocenters than earthquakes in the New Madrid area. The area of the Southern Indiana Arm must be considered to have seismic risk, although a lesser extent than the Reelfoot Rift. The east-west trending Rough Creek Graben is practically aseismic, probably in large part due to its orientation in the current stress field. The northwest-trending St. Louis Arm of the proposed rift complex includes a pattern of seismicity that extends from southern Illinois along the Mississippi River. This arm must be considered to have seismic risk, but because of the lack of development of a graben associated with the arm and the orientation of the arm in the current stress field, the risk appears to be less than in the Reelfoot Rift portion of the rift complex.

    NANA Regional Corporation (NRC) of northwest Alaska is located in an area with abundant wind energy resources. In 2007, NRC was awarded grant DE-FG36-07GO17076 by the US Department of Energy's Tribal Energy Program for funding a Wind Resource Assessment Project (WRAP) for the NANA region. The NANA region, including Kotzebue Electric Association (KEA) and Alaska Village Electric Cooperative (AVEC) have been national leaders at developing, designing, building, and operating wind-diesel hybrid systems in Kotzebue (starting in 1996) and Selawik (2002). Promising sites for the development of new wind energy projects in the region have been identified by the WRAP, including Buckland, Deering, and the Kivalina/Red Dog Mine Port Area. Ambler, Shungnak, Kobuk, Kiana, Noorvik & Noatak were determined to have poor wind resources at sites in or very near each community. However, all five of these communities may have better wind resources atop hills or at sites with slightly higher elevations several miles away.

    A rapid glass refiner (RGR) technology which could be applied to both conventional and advanced class melting systems would significantly enhance the productivity and the competitiveness of the glass industry in the United States. Therefore, Vortec Corporation, with the support of the US Department of Energy (US DOE) under Cooperative Agreement No. DE-FC07-90ID12911, conducted a research and development program for a unique and innovative approach to rapid glass refining. To provide focus for this research effort, container glass was the primary target from among the principal glass types based on its market size and potential for significant energy savings. Container glass products represent the largest segment of the total glass industry accounting for 60% of the tonnage produced and over 40% of the annual energy consumption of 232 trillion Btu/yr. Projections of energy consumption and the market penetration of advanced melting and fining into the container glass industry yield a potential energy savings of 7.9 trillion Btu/yr by the year 2020.

    The data reduction program used to analyze the performance of the Aerothermodynamic Integration Model is described. Routines to acquire, calibrate, and interpolate the test data, to calculate the axial components of the pressure area integrals and the skin function coefficients, and to report the raw data in engineering units are included along with routines to calculate flow conditions in the wind tunnel, inlet, combustor, and nozzle, and the overall engine performance. Various subroutines were modified and used to obtain species concentrations and transport properties in chemical equilibrium at each of the internal and external engine stations. It is recommended that future test plans include the configuration, calibration, and channel assignment data on a magnetic tape generated at the test site immediately before or after a test, and that the data reduction program be designed to operate in a batch environment.

Characterization of these high temperature materials has, consequently, concentrated heavily upon application conditions similiar to to that encountered in the turbine engine environment. Significantly less work has been performed on hot corrosion degradation of these materials in a diesel engine environment. This report examines both the current high temperature alloy capability and examines the capability of advanced nickle-based alloys and methods to improve production costs. Microstructures, mechanical properties, and the oxidation/corrosion behavior of commercially available silicon nitride ceramics were investigated for diesel engine valve train applications. Contact, sliding, and scratch damage mechanisms of commercially available silicon nitride ceramics were investigated as a function of microstructure. The silicon nitrides with a course microstructure showed a higher material removal rate that agrees with a higher wear volume in the sliding contact tests. The overall objective of this program is to develop catalyst materials systems for an advanced Lean-NOx aftertreatment system that will provide high NOx reduction with minimum engine fuel efficiency penalty. With Government regulations on diesel engine NOx emissions increasingly becoming more restrictive, engine manufacturers are finding it difficult to meet the regulations solely with engine design strategies (i.e. improved combustion, retarded timing, exhaust gas recirculation, etc.). Aftertreatment is the logical technical approach that will be necessary to achieve the required emission levels while at the same time minimally impacting the engine design and its associated reliability and durability concerns.

    Since its introduction to the USA, the Triple Aim is now being adopted in the healthcare systems of other advanced economies. Verma and Bhatia (2016) (V&B) argue that provincial governments in Canada now need to step up to the plate and lead on the implementation of a Triple Aim reform program here. Their proposals are wide ranging and ambitious, looking for governments to act as the "integrators" within the healthcare system, and lead the reforms. Our view is that, as a vision and set of goals for the healthcare system, the Triple Aim is all well and good, but as a pathway for system reform, as articulated by V&B, it misses the mark in at least three important respects. First, the emphasis on improvement driven by performance measurement and pay-for-performance is troubling and flies in the face of emerging evidence. Second, we know that scarcity can be recognized and managed, even in politically complex systems, and so we urge the Triple Aim proponents to embrace more fully notions of resource stewardship. Third, if we want to take seriously "population health" goals, we need to think very differently and consider broader health determinants; Triple Aim innovation targeted at healthcare systems will not deliver the goals.     This final rule implements a legislative provision on milk substitutes that is consistent with current regulations on menu exceptions for students with disabilities and adds requirements for the optional substitution of nondairy beverage for fluid milk for children with medical or special dietary needs in the National School Lunch Program and the School Breakfast Program. Specifically, this final rule establishes nutrient standards for nondairy beverage alternatives to fluid milk, allows schools to accept a written substitution request from a parent or legal guardian, grants schools discretion to select the acceptable nondairy beverages, and continues to make school food authorities responsible for substitution expenses that exceed the Federal reimbursement. This rule ensures consistency of standards among milk substitutes offered in the school lunch and breakfast programs, and assures that students who consume nondairy beverage alternates receive important nutrients found in fluid milk.     This Final Report on the Tidd Hot Gas Clean Up Program covers the period from initial Proof-of-Concept testing in August, 1990, through final equipment inspections in May, 1995. The Tidd Hot Gas Clean Up (HGCU) system was installed in the Tidd Pressurized Fluidized Bed Combustion (PFBC) Demonstration Plant, which is the first utility-scale PFBC plant in the United States. Detailed design work on the project began in July, 1990, and site construction began in December, 1991. Initial operation of the system occurred in May, 1992, and the hot gas filter was commissioned in October, 1992. The test program ended in March, 1995, when the Tidd Plant was shut down following its four-year test program. Section 1.0 of this report is an executive summary of the project covering the project background, system description, test results and conclusions. Section 2.0 is an introduction covering the program objectives and schedule. Section 3.0 provides detailed descriptions of the system and its major components. Section 4.0 provides detailed results of all testing including observations and posttest inspection results. Sections 5.0 and 6.0 list the program conclusions and recommendations, respectively. Appendix I is a report prepared by Southern Research Institute on the properties of Tidd PFBC ash sampled during the test program.     The program EPHEMS computes the orbital parameters for up to two vehicles orbiting the earth for up to 549 days. The data represents a continuous swath about the earth, producing tables which can be used to determine when and if certain land segments will be covered. The program GRID processes NASA's climatology tape to obtain the weather indices along with associated latitudes and longitudes. The program LUMP takes substrata historical data and sample segment ID, crop window, crop window error and statistical data, checks for valid input parameters and generates the segment ID file, crop window file and the substrata historical file. Finally, the System Error Executive (SEE) Program checks YES error and truth data, CAMS error data, and signature extension data for validity and missing elements. A message is printed for each error found.

    The Hawaii Alternative Fuels Utilization Program originated as a five-year grant awarded by the US Department of Energy (USDOE) to the Hawaii Natural Energy Institute (HNEI) of the University of Hawaii at Manoa. The overall program included research and demonstration efforts aimed at encouraging and sustaining the use of alternative (i.e., substitutes for gasoline and diesel) ground transportation fuels in Hawaii. Originally, research aimed at overcoming technical impediments to the widespread adoption of alternative fuels was an important facet of this program. Demonstration activities centered on the use of methanol-based fuels in alternative fuel vehicles (AFVs). In the present phase, operations were expanded to include flexible fuel vehicles (FFVs) which can operate on M85 or regular unleaded gasoline or any combination of these two fuels. Additional demonstration work was accomplished in attempting to involve other elements of Hawaii in the promotion and use of alcohol fuels for ground transportation in Hawaii.

    The satellite-based research mission "Aeronomy of Ice In the Mesosphere" (AIM), has developed an exciting partnership of formal and informal education programs that will connect students and the public to the unique scientific aspects of the mission. The AIM satellite mission is dedicated to providing a scientific basis for understanding why Polar Mesospheric Clouds (PMCs) form and vary. PMCs are sometimes known as Noctilucent Clouds (NLCs) or "night shinning" clouds because of their visibility at dawn and dusk. The visible manifestation of PMCs provides a unique opportunity for Education and Public Outreach. The AIM outreach programs will utilize the beautiful images of "clouds on the edge of space" as a tool to motivate students and the public to increase their knowledge and understanding about issues surrounding changes in our atmosphere. In an effort to provide formal and informal outreach opportunities worldwide, AIM has developed a partnership with the GLOBE program. GLOBE is a network of schools, science centers, and clubs from over 105 countries where participants collect scientific data according to precise protocols and enter the data into a central database allowing both scientists and students to utilize the data. The collaboration between AIM and GLOBE will involve participants in collecting and utilizing NLC data worldwide. This partnership will provide a mechanism for sustaining AIM education opportunities for both formal and informal education venues in the future. Included in the formal education component of AIM outreach is the implementation of two educator workshops that will establish partnerships between the mission and classrooms nationwide. The educator workshops will be held in Alaska due to the optimal location for viewing NLCs.     In October of 1992, Los Alamos National Laboratory and Merex Corporation began a pilot basic skills program to enhance workers` skills. The program, known as the NEWS (Now Enhancing Working Skills) Program, was implemented by the Training and Development Group of the Human Resources Division. A group of 106 employees known as Radiological Control Technicians (RCTs) from ESH-1 (Environmental, Safety, and Health) were targeted to take mandated DOE (Department of Energy) training. The main goal of the LANL/Merex partnership was to help RCTs prepare for mandated DOE Rad Con training and job performance by improving their information processing and math skills. A second goal of this project was to use the information from this small group to make some predictions about the Laboratory as a whole. This final report contains the description and an appendix for the ``NEWS`` program. The topics in this report include Merex class descriptions, test score results for the MAT, the WAT, the TABE, and Challenge test, a follow-up survey to Merex IPS and math training, student feedback statistics for skills programs, and lessons learned from the program.

    This is the final report of the International Piping Integrity Research Group (IPIRG) Program. The IPIRG Program was an international group program managed by the U.S. Nuclear Regulatory Commission and funded by a consortium of organizations from nine nations: Canada, France, Italy, Japan, Sweden, Switzerland, Taiwan, the United Kingdom, and the United States. The program objective was to develop data needed to verify engineering methods for assessing the integrity of circumferentially-cracked nuclear power plant piping. The primary focus was an experimental task that investigated the behavior of circumferentially flawed piping systems subjected to high-rate loadings typical of seismic events. To accomplish these objectives a pipe system fabricated as an expansion loop with over 30 meters of 16-inch diameter pipe and five long radius elbows was constructed. Five dynamic, cyclic, flawed piping experiments were conducted using this facility. This report: (1) provides background information on leak-before-break and flaw evaluation procedures for piping, (2) summarizes technical results of the program, (3) gives a relatively detailed assessment of the results from the pipe fracture experiments and complementary analyses, and (4) summarizes advances in the state-of-the-art of pipe fracture technology resulting from the IPIRG program.

    This final rule adds a definition of Bariatric Surgery, amends the definition of Morbid Obesity, and revises the language relating to the treatment of morbid obesity to allow benefit consideration for newer bariatric surgical procedures that are considered appropriate medical care. The final rule removes language that specifically limits the types of surgical procedures to treat co-morbid conditions associated with morbid obesity and retains the TRICARE Program exclusion of non-surgical interventions related to morbid obesity, obesity and/or weight reduction. This final rule is necessary to allow coverage for other surgical procedures that reduce or resolve co-morbid conditions associated with morbid obesity and the use of the Body Mass Index (BMI), which is the more accurate measure for excess weight to estimate relative risk of disease. As new technologies or procedures evolve from investigational into generally accepted norms for medical practice, the statutes and regulations governing the TRICARE Program allow the Department to offer beneficiaries these new benefits. These changes are required in order to allow the Department to provide these newer technologies and procedures for the treatment of morbid obesity as they evolve. PMID:21348347

    This final report summarizes the Health Program under the Solvent Refined Coal (SRC) Process Contract from January 1, 1976 through December 31, 1981 with particular emphasis on the period January 1, 1980 through December 31, 1981. The major areas of activity within the Health program were: an industrial hygiene monitoring program, a clinical medical examination program, a personal hygiene and educational program, an epidemiology program, and a toxicological program. The industrial hygiene monitoring program during the past two years continued evaluation of occupational exposures to various air contaminants. The major emphasis was directed to the development, refinement and implementation of the skin contamination evaluation project. The medical examination program continued to indicate the absence of discernible occupationally related changes in employee medical profiles. In addition, appreciable effort was expended on efforts to develop a single layered garment which would prevent the appearance of black specks on the anterior thighs of plant operators working in areas of high particulate concentrations. The employee personal hygiene and educational program was extended to include both temporary and contract personnel. An epidemiology program was initiated during the period and efforts were concentrated primarily on program design and data collection. In the toxicological program, acute and genetic studies were completed on most of the SRC-II materials but no studies were initiated in the SRC-I portion of the program because of unavailability of test materials.

    Background Workers with rheumatoid arthritis (RA) often experience restrictions in functioning at work and participation in employment. Strategies to maintain work productivity exist, but these interventions do not involve the actual workplace. Therefore the aim of this study is to investigate the (cost)effectiveness of an intervention program at the workplace on work productivity for workers with RA. Methods/design This study is a randomized controlled trial (RCT) in specialized rheumatology treatment centers in or near Amsterdam, the Netherlands. Randomisation to either the control or the intervention group is performed at patient level. Both groups will receive care as usual by the rheumatologist, and patients in the intervention group will also take part in the intervention program. The intervention program consists of two components; integrated care, including a participatory workplace intervention. Integrated care involves a clinical occupational physician, who will act as care manager, to coordinate the care. The care manager has an intermediate role between clinical and occupational care. The participatory workplace intervention will be guided by an occupational therapist, and involves problem solving by the patient and the patients’ supervisor. The aim of the workplace intervention is to achieve consensus between patient and supervisor concerning feasible solutions for the obstacles for functioning at work. Data collection will take place at baseline and after 6 and 12 months by means of a questionnaire. The primary outcome measure is work productivity, measured by hours lost from work due to presenteeism. Secondary outcome measures include sick leave, quality of life, pain and fatigue. Cost-effectiveness of the intervention program will be evaluated from the societal perspective.     Throughout the United States, government and private payers are exploring new payment models such as accountable care organizations and shared savings agreements. These models are widely based on the construct of the Triple Aim, a set of three principles for health services reform: improving population-based outcomes, improving patient care experiences, and reducing costs through better delivery systems. Wound programs may adapt to the new health financing environment by incorporating initiatives known to promote the Triple Aim, such as diabetes amputation reduction and pressure ulcer prevention programs, and by rethinking how health services can best be delivered to meet these new criteria. The existing literature supports that programmatic approaches can improve care, quality, and cost, especially in the field of diabetic foot ulcers. Wound healing programs have opportunities to develop new business plan models that provide quality, cost-efficient care to their patient population and to be leaders in the development of new types of partnerships with payers and health delivery organizations.     The aim of the project was to express in E. coli components that would allow a formation of oxidative phosphorylation based on a sodium cycle. This would improve the resistance of cells to organic solvents, detergents and other toxins. The author cloned and expressed the nqr operon from H. influenzae in E. coli. Experiments with membrane vesicles indicated the presence of the functional recombinant sodium pumping NADH dehydrogenase. A gene for a hybrid E. coli/P.modestum ATPase was constructed which will enable one to co-express a sodium ATPsynthase together with a sodium NADH dehydrogenase.

  13. Federal program for regulating highly hazardous materials finally takes off

    The Risk Management Program (RMP) rule, Section 112(r) of the Clean Air Act (CAA), was signed on May 24 and finalized on June 20. RMP is one of the most comprehensive, technically based regulatory programs for preventing, detecting and responding to accidental hazardous materials releases to have been issued in recent times. Although facilities have three years to comply, EPA estimates that the rule will affect an estimated 66,000 facilities that store highly hazardous or acutely toxic materials. The 1990 CAA Amendments are designed to prevent accidental releases of highly hazardous chemicals from stationary sources. Two significant regulatory programs that have emerged from the revised CAA are the Process Safety Management (PSM) standard and RMP. PSM is designed to protect employees and regulated by the Occupational Safety and Health Administration. RMP`s purpose is to protect the public and the environment from highly hazardous chemicals. It authorizes EPA to create a list of substances (distinct from the list generated under PSM) known to cause serious adverse effects and to implement a program for accidental chemical release prevention.

    In March 1995 AISI completed a five-year, $60 million collaborative development program on Direct Steelmaking cost-shared by DOE under the Metals Initiative. This program defined an energy-efficient and environmentally-friendly technology to produce hot metal for steelmaking directly from coal and iron ore pellets without incurring the high capital costs and environmental problems associated with traditional coke oven and blast furnace technology. As it becomes necessary to replace present capacity, this new technology will be favored because of reduced capital costs, higher energy efficiency, and lower operating costs. In April 1994, having failed to move forward with a demonstration plant for direct ironmaking, despite substantial efforts by both Stelco and Geneva Steel, an alternative opportunity was sought to commercialize this new technology without waiting until existing ironmaking capacity needed to be replaced. Recycling and resource recovery of steel plant waste oxides was considered an attractive possibility. This led to approval of a ten-month, $8.3 million joint program with DOE on recycling steel plant waste oxides utilizing this new smelting technology. This highly successful trial program was completed in December 1994. The results of the pilot plant work and a feasibility study for a recycling demonstration plant are presented in this final technical report.

    The Seismic Safety Margins Research Program (SSMRP) is a multiyear, multiphase program whose overall objective is to develop improved methods for seismic safety assessments of nuclear power plants, using a probabilistic computational procedure. The program is being carried out at the Lawrence Livermore National Laboratory and is sponsored by the US Nuclear Regulatory Commission, Office of Nuclear Regulatory Research. Phase I of the SSMRP was successfully completed in January 1981: A probabilistic computational procedure for the seismic risk assessment of nuclear power plants has been developed and demonstrated. The methodology is implemented by three computer programs: HAZARD, which assesses the seismic hazard at a given site, SMACS, which computes in-structure and subsystem seismic responses, and SEISIM, which calculates system failure probabilities and radioactive release probabilities, given (1) the response results of SMACS, (2) a set of event trees, (3) a family of fault trees, (4) a set of structural and component fragility descriptions, and (5) a curve describing the local seismic hazard. The practicality of this methodology was demonstrated by computing preliminary release probabilities for Unit 1 of the Zion Nuclear Power Plant north of Chicago, Illinois. Studies have begun aimed at quantifying the sources of uncertainty in these computations. Numerous side studies were undertaken to examine modeling alternatives, sources of error, and available analysis techniques. Extensive sets of data were amassed and evaluated as part of projects to establish seismic input parameters and to produce the fragility curves. 66 refs., 29 figs., 10 tabs.

    This final rule clarifies our interpretation of the meaning of "entity" in the final rule titled "Medicare Program; Establishment of the Medicare Advantage Program" published in the Federal Register on January 28, 2005 (70 FR 4588). Subsequent to the publication of the Medicare Advantage (MA) final rule on January 28, 2005, we have received inquiries from parties interested in offering an MA Regional Plan concerning whether they could jointly enter into a contract with us to offer a single MA Regional Plan in a multistate region. The participating health plans wish to contract with each other to create a single "joint enterprise." They have asked us whether such a joint enterprise could be considered an "entity" under sections 1859(a)(1)and 1855(a)(1) of the Social Security Act, for purposes of offering an MA Regional Plan. The MA final rule is scheduled to take effect on March 22, 2005.   18. Flammability Assessment Methodology Program Phase I: Final Report

    The Flammability Assessment Methodology Program (FAMP) was established to investigate the flammability of gas mixtures found in transuranic (TRU) waste containers. The FAMP results provide a basis for increasing the permissible concentrations of flammable volatile organic compounds (VOCs) in TRU waste containers. The FAMP results will be used to modify the ''Safety Analysis Report for the TRUPACT-II Shipping Package'' (TRUPACT-II SARP) upon acceptance of the methodology by the Nuclear Regulatory Commission. Implementation of the methodology would substantially increase the number of drums that can be shipped to the Waste Isolation Pilot Plant (WIPP) without repackaging or treatment. Central to the program was experimental testing and modeling to predict the gas mixture lower explosive limit (MLEL) of gases observed in TRU waste containers. The experimental data supported selection of an MLEL model that was used in constructing screening limits for flammable VOC and flammable gas concentrations. The MLEL values predicted by the model for individual drums will be utilized to assess flammability for drums that do not meet the screening criteria. Finally, the predicted MLEL values will be used to derive acceptable gas generation rates, decay heat limits, and aspiration time requirements for drums that do not pass the screening limits. The results of the program demonstrate that an increased number of waste containers can be shipped to WIPP within the flammability safety envelope established in the TRUPACT-II SARP.

    This document represents the final Regional Demonstration Project Technical Performance Report (TPR) for Pecan Street Inc.’s (Pecan Street) Smart Grid Demonstration Program, DE-OE-0000219. Pecan Street is a 501(c)(3) smart grid/clean energy research and development organization headquartered at The University of Texas at Austin (UT). Pecan Street worked in collaboration with Austin Energy, UT, Environmental Defense Fund (EDF), the City of Austin, the Austin Chamber of Commerce and selected consultants, contractors, and vendors to take a more detailed look at the energy load of residential and small commercial properties while the power industry is undergoing modernization. The Pecan Street Smart Grid Demonstration Program signed-up over 1,000 participants who are sharing their home or businesses’s electricity consumption data with the project via green button protocols, smart meters, and/or a home energy monitoring system (HEMS). Pecan Street completed the installation of HEMS in 750 homes and 25 commercial properties. The program provided incentives to increase the installed base of roof-top solar photovoltaic (PV) systems, plug-in electric vehicles with Level 2 charging, and smart appliances. Over 200 participants within a one square mile area took advantage of Austin Energy and Pecan Street’s joint PV incentive program and installed roof-top PV as part of this project. Of these homes, 69 purchased or leased an electric vehicle through Pecan Street’s PV rebate program and received a Level 2 charger from Pecan Street. Pecan Street studied the impacts of these technologies along with a variety of consumer behavior interventions, including pricing models, real-time feedback on energy use, incentive programs, and messaging, as well as the corresponding impacts on Austin Energy’s distribution assets.The primary demonstration site was the Mueller community in Austin, Texas.     The objective of this study was to compare the reproductive performance of lactating dairy cows using a treatment (TRT) program for second and subsequent artificial insemination (AI) services aimed at (1) increasing AI upon estrus detection based on increased physical activity (AIAct) and (2) increasing fertility of timed AI (TAI) services for cows not AIAct through presynchronization of the estrous cycle and improved physiological milieu before TAI. Cows in the control (CON) group were managed with a program that combined AIAct and TAI after the Ovsynch protocol. After nonpregnancy diagnosis (NPD) by transrectal ultrasonography at 31 ± 3 d after AI, cows received the following treatments: (1) CON (n=634), AIAct any time after a previous AI and resynchronization with the Ovsynch-56 protocol (GnRH-7d-PGF2α-56 h-GnRH-16 h-TAI) 1d after NPD, or (2) TRT (n = 616): cows with a corpus luteum (CL) ≥ 20 mm (TRT-CL) received a PGF2α injection 1d after NPD, whereas cows with no CL or a CL < 20 mm (TRT-NoCL) received a GnRH injection 3d after NPD. Cows in TRT-CL and TRT-NoCL not AIAct were enrolled in a 5-d Ovsynch + progesterone protocol (GnRH + controlled internal drug release-5d-PGF2α + controlled internal drug release removal-24 h-PGF2α -32 h-GnRH-16 h-TAI) 9 and 7d after the PGF2α or GnRH injection, respectively, to receive TAI. The hazard of pregnancy up to 270 DIM was similar for cows in the CON and TRT group (hazard ratio = 1.07, 95% CI = 0.95 to 1.21), but it was affected by parity (primiparous greater than multiparous cows). Median days to pregnancy for the CON and TRT group were 111 and 110 d, respectively. When evaluated after 104 DIM (first time point at which cows were affected by the treatments), the hazard of pregnancy was similar for the CON and TRT group (hazard ratio = 1.15, 95% CI = 0.95 to 1.39).     The Sodium Heat Engine (SHE) is an efficient thermoelectric conversion device which directly generates electricity from a thermally regenerative electrochemical cell that relies on the unique conduction properties of {beta}{double_prime}-alumina solid electrolyte (BASE). Laboratory models of a variety of SHE devices have demonstrated the feasibility and efficiency of the system, engineering development of large prototype devices has been slowed by a series of materials and fabrication problems. Failure of the electrolyte tubes has been a recurring problem and a number of possible causes have been postulated. To address these issues, a two-phase engineering development program was undertaken. This report summarizes the final results of the first phase of the program, which included extensive materials characterization activities, a study of applicable nondestructive evaluation methods, an investigation of possible stress states that would contribute to fracture, and certain operational issues associated with the electromagnetic pumps used in the SHE prototype. Mechanical and microstructural evaluation of commercially obtained BASE tubes revealed that they should be adequate for SHE applications and that sodium exposure produced no appreciable deleterious strength effects. Processing activities to produce a more uniform and smaller grain size for the BASE tubes were completed using isostatic pressing, extrusion, and slip casting. Green tubes were sintered by conventional and microwave plasma methods. Of particular interest is the residual stress state in the BASE tubes, and both analysis and nondestructive evaluation methods were employed to evaluate these stresses. X-ray and neutron diffraction experiments were performed to determine the bulk residual stresses in commercially fabricated BASE tubes; however, tube-to-tube variations and variations among the various methods employed did not allow formulation of a definitive definition of the as-fabricated stress state.

The location of the aiming device in the radiographic image is used to aim a disrupter towards the target.

    The Amchitka Radiobiological Program, to collect biological and environmental samples for radiological analyses, began in 1970 and continued through 1979. The principal objective was to determine the extent of radionuclide contamination from worldwide atmospheric fallout and from the detonation of three underground nuclear tests on Amchitka. Leakage of radionuclides from the underground test sites would be suspected if the amount of contamination was significantly greater than could be attributed to worldwide fallout or if an unexpected assemblage of radionuclides was detected. No radionuclides from the underground sites were detected, except for tritium from the Long Shot test (1965) which produced increased tritium concentrations in surface water and freshwater plants near the test site. This final report compiles all previous data into one report and considers the temporal trends in these data. Two naturally occurring radionuclides, /sup 40/K and /sup 7/Be, were the most abundantly occurring radionuclides in most samples; in lichen samples either /sup 137/Cs or /sup 144/Ce had the highest activity. All samples were below applicable Radiation Protection Guides and by 1979 most samples were near or below the statistical detection limits. Increased concentrations of short-lived fallout radionuclides following the Chinese atmospheric tests were found in freshwater and seawater samples and in most indicator organisms.

    This rule adopts the interim rule implementing the Supplemental Nutrition Assistance Program (SNAP) nutrition education and obesity prevention grant program with changes as provided in this rule. This rule also amends SNAP regulations to implement section 28 of the Food and Nutrition Act (FNA) of 2008, as added by section 241 of the Healthy, Hunger-Free Kids Act (HHFKA) of 2010, to award grants to States for provision of nutrition education and obesity prevention programs. These programs provide services for eligible individuals that promote healthy food choices consistent with the current Dietary Guidelines for Americans (DGAs). The rule provides State agencies with requirements for implementing section 28, including the grant award process and describes the process for allocating the Federal grant funding for each State's approved SNAP-Ed plan authorized under the FNA to carry out nutrition education and obesity prevention services each fiscal year. This final rule also implements section 4028 of the Agricultural Act of 2014 (Farm Bill of 2014), which authorizes physical activity promotion in addition to promotion of healthy food choices as part of this nutrition education and obesity prevention program.     Most large parallel computers now built use a hybrid architecture called a shared memory cluster. In this design, a computer consists of several nodes connected by an interconnection network. Each node contains a pool of memory and multiple processors that share direct access to it. Because shared memory clusters combine architectural features of shared memory computers and distributed memory computers, they support several different styles of parallel programming or programming models. (Further information on the design of these systems and their programming models appears in Section 2.)     This is the Final Technical Report for DOE's Energy Efficiency and Conservation Block Grant, Award No. DE-EE0003813, submitted by St. Lucie County, FL (prime recipient) and the Solar and Energy Loan Fund (SELF), the program's third-party administrator. SELF is a 501(c)(3) and a certified Community Development Financial Institution (CDFI). SELF is a community-based lending organization that operates the Clean Energy Loan Program, which focuses on improving the overall quality of life of underserved populations in Florida with an emphasis on home energy improvements and cost-effective renewable energy alternatives. SELF was launched in 2010 through the creation of the non-profit organization and with a $2.9 million Energy Efficiency and Conservation Block (EECBG) grant from the U.S. Department of Energy (DOE). SELF has its main office and headquarters in St. Lucie County, in the region known as the Treasure Coast in East-Central Florida. St. Lucie County received funding to create SELF as an independent non-profit institution, outside the control of local government. This was important for SELF to create its identity as an integral part of the business community and to help in its quest to become a Community Development Financial Institution (CDFI). This goal was accomplished in 2013, allowing SELF to focus on its mission to increase energy savings while serving markets that have struggled to find affordable financial assistance. These homeowners are most impacted by high energy costs. Energy costs are a disproportionate percentage of household expenses for low to moderate income (LMI) households. Electricity costs have been steadily rising in Florida by nearly 5% per year. Housing in LMI neighborhoods often includes older inefficient structures that further exacerbate the problem. The TFE Verification Program built directly on the technology and data base developed in the 1960s and early 1970s in an AEC/NASA program, and in the SP-100 program conducted in 1983, 1984 and 1985. In the SP-100 program, the attractive features of thermionic power conversion technology were recognized but concern was expressed over the lack of fast reactor irradiation data. The TFE Verification Program addressed that concern.

    This report documents the development, execution outcomes and lessons learned of the Highly Insulating Windows Volume Purchase (WVP) Program carried out over a three-year period from 2009 through 2012. The primary goals of the program were met: 1) reduce the incremental cost of highly insulating windows compared to ENERGY STAR windows; and 2) raise the public and potential buyers’ awareness of highly insulating windows and their benefits. A key outcome of the program is that the 2013 ENERGY STAR Most Efficient criteria for primary residential windows were adopted from the technical specifications set forth in the WVP program.

    This document contains final regulations, consistent with the Affordable Care Act, regarding nondiscriminatory wellness programs in group health coverage. Specifically, these final regulations increase the maximum permissible reward under a health-contingent wellness program offered in connection with a group health plan (and any related health insurance coverage) from 20 percent to 30 percent of the cost of coverage. The final regulations further increase the maximum permissible reward to 50 percent for wellness programs designed to prevent or reduce tobacco use. These regulations also include other clarifications regarding the reasonable design of health-contingent wellness programs and the reasonable alternatives they must offer in order to avoid prohibited discrimination.     This document provides a comprehensive review of Bonneville Power Administration (BPA) funded activities within the Hood River Basin from 1991 to 2001. These activities, known as the Hood River Production Program (HRPP), are intended to mitigate for fish losses related to operation of federal dams in the Columbia River Basin, and to contribute to recovery of endangered and/or threatened salmon and steelhead, as directed by Nation Oceanic and Atmospheric Administration - Fisheries (NOAA Fisheries). The Environmental Impact Statement (EIS) for the HRPP, which authorized BPA to fund salmon and steelhead enhancement activities in the Hood River Basin, was completed in 1996 (BPA 1996). The EIS specified seven years of monitoring and evaluation (1996-2002) after program implementation to determine if program actions needed modification to meet program objectives. The EIS also called for a program review after 2002, that review is reported here.

    This report summarizes the progress made by the Advanced Thermionic Technology Program during the past several years. This Program, sponsored by the US Department of Energy, has had as its goal adapting thermionic devices to generate electricity in a terrestrial (i.e., combustion) environment. Volume 4 (Part E) is a highly technical discussion of the attempts made by the Program to push the state-of-the-art beyond the current generation of converters and is directed toward potential researchers engaged in this same task. These technical discussions are complemented with Appendices where appropriate.
