    The Lawrence Berkeley National Laboratory (LBNL) Issues Management Program encompasses the continuous monitoring of work programs, performance and safety to promptly identify issues to determine their risk and significance, their causes, and to identify and effectively implement corrective actions to ensure successful resolution and prevent the same or similar problems from occurring. This document describes the LBNL Issues Management Program and prescribes the process for issues identification, tracking, resolution, closure, validation, and effectiveness of corrective actions. Issues that are governed by this program include program and performance deficiencies or nonconformances that may be identified through employee discovery, internal or external oversight assessment findings, suggested process improvements and associated actions that require formal corrective action. Issues may also be identified in and/or may result in Root Cause Analysis (RCA) reports, Price Anderson Amendment Act (PAAA) reports, Occurrence Reporting and Processing System (ORPS) reports, Accident Investigation reports, assessment reports, and External Oversight reports. The scope of these issues may include issues of both high and low significance as well as adverse conditions that meet the reporting requirements of the University of California (UC) Assurance Plan for LBNL or other reporting entities (e.g., U.S. Environmental Protection Agency, U.S. Department of Energy). Issues that are found as a result of a walk-around or workspace inspection that can be immediately corrected or fixed are exempt from the requirements of this document.

    Training programs at DOE nuclear facilities should provide well-trained, qualified personnel to safely and efficiently operate the facilities in accordance with DOE requirements. A need has been identified for guidance regarding analysis, design, development, implementation, and evaluation of consistent and reliable performance-based training programs. Accreditation of training programs at Category A reactors and high-hazard and selected moderate-hazard nonreactor nuclear facilities will assure consistent, appropriate, and cost-effective training of personnel responsible for the operation, maintenance, and technical support of these facilities. Training programs that are designed and based on systematically determined job requirements, instead of subjective estimation of trainee needs, yield training activities that are consistent and develop or improve knowledge, skills, and abilities that can be directly related to the work setting. Because the training is job-related, the content of these programs more efficiently meets the needs of the employee. Besides a better trained work force, a greater level of operational reactor safety can be realized. This manual is intended to provide an overview of the accreditation process and a brief description of the elements necessary to construct and maintain training programs that are based on the requirements of the job. Two companion manuals provide additional information to assist contractors in their efforts to accredit training programs.

The manual provides smaller public power systems with the information and specific skills needed to design and develop a program of residential energy audits. The program is based on the following precepts: locally owned public systems are the best, and in many cases the only agencies available to organize and coordinate energy conservation programs in many smaller communities; consumers' rights to energy conservation information and assistance should not hinge on the size of the utility that serves them; in the short run, public power systems of all sizes should offer residential energy conservation assistance to their consumers, because such assistance is desirable, necessary, and in the public interest; and in the long run, such programs will complement national energy goals and will produce economic benefits for both consumers and the public power system.     This document describes the elements, schedule, roles, and responsibilities of the Lawrence Berkeley National Laboratory (LBNL) Environmental Compliance Audit & Assessment Program (ECAAP). The ECAAP has been developed to meet the requirements of DOE Order 450.1A,1 and Executive Order 13423.2 These referenced Orders stipulate that government agencies must develop environmental compliance audit programs to monitor and improve compliance with environmental regulations. As stated specifically in the DOE Order, as a part of a DOE facility's Environmental Management System (EMS), 'An environmental compliance audit and review program that identifies compliance deficiencies and root causes of non-compliance' shall be developed and implemented. The ECAAP has also been developed to satisfy LBNL's institutional technical assurance assessment requirements promulgated in the Environment, Safety and Health (ES&H) Self-Assessment Program (LBNL/PUB-5344) and described by the ES&H Technical Assurance Program (TAP) Manual (LBNL/PUB-913E). The ES&H TAP Manual provides the framework for systematic reviews of ES&H programs with the intent to provide assurance that these programs comply with their guiding regulations, are effective, and are properly implemented. As required by the DOE and Executive Orders and by LBNL's TAP, the goal of the ECAAP is to identify environmental regulatory compliance deficiencies and to determine their respective causes. The ECAAP then provides a means of correcting any deficiencies identified, and leads to continually improving environmental compliance performance.

    Training programs at DOE facilities should provide well-trained, qualified personnel to safely and efficiently operate the facilities in accordance with DOE requirements. A need has been identified for guidance regarding analysis, design, development, implementation, and evaluation of consistent and reliable performance-based training programs. Accreditation of training programs at Category A reactors and high-hazard and selected moderate-hazard nonreactor nuclear facilities will assure consistent, appropriate, and cost-effective training of personnel responsible for the operation, maintenance, and technical support of these facilities. Training programs that are designed and based on systematically determined job requirements, instead of subjective estimation of trainee needs, yield training activities that are consistent and develop or improve knowledge, skills, and abilities that can be directly related to the work setting. Because the training is job-related, the content of these programs more efficiently and effectively meets the needs of the employee. Besides a better trained work force, a greater level of operational reactor safety can be realized. This manual is intended to provide an overview of the accreditation process and a brief description of the elements necessary to construct and maintain training programs that are based on the requirements of the job. Two companion manuals provide additional information to assist contractors in their efforts to accredit training programs.

    The manual snow survey program of the Arctic Research Centre of the Finnish Meteorological Institute (FMI-ARC) consists of numerous observations of natural seasonal taiga snowpack in Sodankylä, northern Finland. The easily accessible measurement areas represent the typical forest and soil types in the boreal forest zone. Systematic snow measurements began in 1909 with snow depth (HS) and snow water equivalent (SWE). In 2006 the manual snow survey program expanded to cover snow macro- and microstructure from regular snow pits at several sites using both traditional and novel measurement techniques. Present-day snow pit measurements include observations of HS, SWE, temperature, density, stratigraphy, grain size, specific surface area (SSA) and liquid water content (LWC). Regular snow pit measurements are performed weekly during the snow season. Extensive time series of manual snow measurements are important for the monitoring of temporal and spatial changes in seasonal snowpack. This snow survey program is an excellent base for the future research of snow properties.

    A numerical technique is presented for evaluating the geometrical radiant exchange factors (also called shape or view factors) between surfaces with interposed obstructions. Since the program is developed for plane surfaces, arbitrary surfaces are expressed by the juxtaposition of plane surfaces; to simplify the input and output, the program respectively combines and decomposes these elemental surfaces. The data input format, although designed for manual input, is ideally suited for standard three-dimensional mesh-generated programs. When obstructions are not present, the calculated exchange factors are accurate to within tenths of a percent; but when obstructions are present, the accuracy depends on the nature of the problem, the refinement of the elemental area mesh, and the amount of computation called for by the user. This program has been adapted for solving central-receiver cavity problems.

    Over the past year, the Department of Energy (DOE) Office of Health (EH-40) has taken a leading role in the development of new standardized radiological control training programs for use throughout the DOE complex. The Department promulgated its Radiological Control (RadCon) Manual in June 1992. To ensure consistent application of the criteria presented in the RadCon Manual, standardized radiological control core training courses and training materials have been developed for implementation at all DOE facilities. In producing local training programs, standardized core courses are to be supplemented with site-specific lesson plans, viewgraphs, student handbooks, qualification standards, question banks, and wallet-sized training certificates. Training programs for General Employee Radiological Training, Radiological Worker I and II Training, and Radiological Control Technician Training have been disseminated. Also, training committees under the direction of the Office of Health (EH-40) have been established for the development of additional core training courses, development of examination banks, and the update of the existing core training courses. This paper discusses the current activities and future direction of the DOE radiological control core training program.

    'Gaussian Windows' is a method for exploring a set of multivariate data, in order to estimate the shape of the underlying density function. The method can be used to find and describe structural features in the data. The method is described in two earlier papers. I assume that the reader has access to both of these papers, so I will not repeat material from them. The program described herein is written in BASIC and it runs on an IBM PC or PS/2 with the DOS 3.3 operating system. Although the program is slow and has limited memory space, it is adequate for experimenting with the method. Since it is written in BASIC, it is relatively easy to modify. The program and some related files are available on a 3-inch diskette. A listing of the program is also available. This user's manual explains the use of the program. First, it gives a brief tutorial, illustrating some of the program's features with a set of artificial data. Then, it describes the results displayed after the program does a Gaussian window, and it explains each of the items on the various menus.

This Guidance Manual includes all of the sampling and testing methodologies accepted by the WIPP Project Office (DOE/WPO) for use in implementing the Program requirements specified in the QAPP. This includes methods for characterizing representative samples of transuranic (TRU) wastes at DOE generator sites with respect to the gas generation controlling variables defined in the WIPP bin-scale and alcove test plans, as well as waste container headspace gas sampling and analytical procedures to support waste characterization requirements under the WIPP test program and the Resource Conservation and Recovery Act (RCRA). The procedures in this Guidance Manual are comprehensive and detailed and are designed to provide the necessary guidance for the preparation of site specific procedures. The use of these procedures is intended to provide the necessary sensitivity, specificity, precision, and comparability of analyses and test results. The solutions to achieving specific program objectives will depend upon facility constraints, compliance with DOE Orders and DOE facilities' operating contractor requirements, and the knowledge and experience of the TRU waste handlers and analysts. With some analytical methods, such as gas chromatography/mass spectrometry, the Guidance Manual procedures may be used directly. With other methods, such as nondestructive/destructive characterization, the Guidance Manual provides guidance rather than a step-by-step procedure.

    This document establishes the basis for collaborative writing of transportable computer programs for x-ray crystallography. The concepts and general-purpose utility subroutines described here can be readily adapted to other scientific calculations. The complete system of crystallographic programs and subroutines is called XTAL and replaces the XRAY (6,7,8) system of programs. The coding language for the XTAL system is RATMAC (5). The XTAL system of programs contains routines for controlling execution of application programs. In this sense it forms a suboperating system that presents the same computational environment to the user and programmer irrespective of the operating system in use at a particular installation. These control routines replace all FORTRAN I/O code, supply character reading and writing, supply binary file reading and writing, serve as a support library for applications programs, and provide for interprogram communication.

    The Impulsive Mission Analysis (IMA) computer program provides a user-friendly means of designing a complete Earth-orbital mission profile using an 80386-based microcomputer. The IMA program produces a trajectory summary, an output file for use by the new Simplex Computation of Optimum Orbital Trajectories (SCOOT) program, and several graphics, including ground tracks on a world map, altitude profiles, relative motion plots, and sunlight/communication timelines. The user can design missions using any combination of three basic types of mission segments: double co-eliptic rendezvous, payload delivery, and payload de-orbit/spacecraft recovery.     The automatic surveillance, tracking and imaging program (ASTIP) is a phased-array radar system which carries out surveillance of a designated field of view, and acquires and tracks multiple targets in its surveillance space. The user manual provides a detailed description of the device and file preparations that must be completed before ASTIP is run. The device and file preparations are summarized as an acquisition of resources list for quick reference by operators familiar with ASTIP. A detailed explanation of the preparations are presented in subsequent sections of the user manual. Each option in the menu-driven operator interface is discussed in detail. As a follow on program to the FLEXSTAB computer analysis system, the primary function of this FORTRAN IV program is to integrate panel pressure coefficients computed by FLEXSTAB to obtain total shear, bending, and torque airloads on various surfaces, summed relative to user specified axes. The program essentially replaces the ALOADS module in FLEXSTAB with expanded capabilities and flexibility. As such, FSLIP is generalized to work on any FLEXSTAB model or other pressure data if in a compatible format.

    CONMIN is a FORTRAN program, in subroutine form, for the solution of linear or nonlinear constrained optimization problems. The basic optimization algorithm is the Method of Feasible Directions. The user must provide a main calling program and an external routine to evaluate the objective and constraint functions and to provide gradient information. If analytic gradients of the objective or constraint functions are not available, this information is calculated by finite difference. While the program is intended primarily for efficient solution of constrained problems, unconstrained function minimization problems may also be solved, and the conjugate direction method of Fletcher and Reeves is used for this purpose. This manual describes the use of CONMIN and defines all necessary parameters. Sufficient information is provided so that the program can be used without special knowledge of optimization techniques. Sample problems are included to help the user become familiar with CONMIN and to make the program operational.

    The Bermuda Bio-Optics Project (BBOP) is a collaborative effort between the Institute for Computational Earth System Science (ICESS) at the University of California at Santa Barbara (UCSB) and the Bermuda Biological Station for Research (BBSR). This research program is designed to characterize light availability and utilization in the Sargasso Sea, and to provide an optical link by which biogeochemical observations may be used to evaluate bio-optical models for pigment concentration, primary production, and sinking particle fluxes from satellite-based ocean color sensors. The BBOP time-series was initiated in 1992, and is carried out in conjunction with the US JGOFS Bermuda Atlantic Time-series Study (BATS) at the Bermuda Biological Station for Research. The BATS program itself has been observing biogeochemical processes (primary productivity, particle flux at and elemental cycles) in the mesotrophic waters of the Sargasso Sea since 1988. Closely affiliated with BBOP and BATS is a separate NASA-funded study of the spatial variability of biogeochemical processes in the Sargasso Sea using high-resolution Advanced Very High Resolution Radiometer (AVHRR) and Sea-Viewing Wide Field-of-view Sensor (SeaWiFS) data collected at Bermuda. The collaboration between BATS and BBOP measurements has resulted in a unique data set that addresses not only the SIMBIOS goals but also the broader issues of important factors controlling the carbon cycle.

    The SIMBIOS Program was conceived in 1994 as a result of a NASA management review of the agency's strategy for monitoring the bio-optical properties of the global ocean through space-based ocean color remote sensing. At that time, the NASA ocean color flight manifest included two data buy missions, the Sea-viewing Wide Field-of-view Sensor (SeaWiFS) and Earth Observing System (EOS) Color, and three sensors, two Moderate Resolution Imaging Spectroradiometers (MODIS) and the Multi-angle Imaging Spectro-Radiometer (MISR), scheduled for flight on the EOS-Terra and EOS-Aqua satellites. The review led to a decision that the international assemblage of ocean color satellite systems provided ample redundancy to assure continuous global coverage, with no need for the EOS Color mission. At the same time, it was noted that non-trivial technical difficulties attended the challenge (and opportunity) of combining ocean color data from this array of independent satellite systems to form consistent and accurate global bio-optical time series products. Thus, it was announced at the October 1994 EOS Interdisciplinary Working Group meeting that some of the resources budgeted for EOS Color should be redirected into an intercalibration and validation program (McClain et al., 2002).

    The purpose of program VIEW is to compute view factors between specified surfaces and to be compatible with level 15.5 of the NASTRAN structural analysis program. Program VIEW is a modification of a (finite element) view factor computation program called RAVFAC. VIEW is designed to run on an IBM System/360 operating under OS (operating system), with a minimum region size of 110 K bytes. The actual computation of view factors is still performed exactly as it was in the original version of RAVFAC. In developing VIEW, RAVFAC was modified to satisfy the following compatibility requirements: (1) accept finite element input which can also be used as input to NASTRAN, (2) produce output (view factors) in a format which can be used as input to NASTRAN, and (3) follow NASTRAN program design so that in the future VIEW can be incorporated into NASTRAN as a subroutine. The VIEW program permits computation of the view factors between surfaces, taking into account the presence of any intermediate surfaces. VIEW also computes these view factors either by contour integration or by finite difference (double summation) methods.

    The ASTOP program (an Arbitrary Space Trajectory Optimization Program) designed to generate optimum low-thrust trajectories in an N-body field while satisfying selected hardware and operational constraints is presented. The trajectory is divided into a number of segments or arcs over which the control is held constant. This constant control over each arc is optimized using a parameter optimization scheme based on gradient techniques. A modified Encke formulation of the equations of motion is employed. The program provides a wide range of constraint, end conditions, and performance index options. The basic approach is conducive to future expansion of features such as the incorporation of new constraints and the addition of new end conditions.

    This program was designed to be an editor for the Lewis Chemical Equilibrium program input files and is used for storage, manipulation and retrieval of the large amount of data required. The files are based on the facility name, case number, and table number. The data is easily recalled by supplying the sheet number to be displayed. The retrieval basis is a sheet defined to be all of the individual flow streams which comprise a given portion of a coal gasification system. A sheet may cover more than one page of output tables. The program allows for the insertion of a new table, revision of existing tables, deletion of existing tables, or the printing of selected tables. No calculations are performed. Only pointers are used to keep track of the data.

    The user's manual for the rocket combustor interactive design (ROCCID) computer program is presented. The program, written in Fortran 77, provides a standardized methodology using state of the art codes and procedures for the analysis of a liquid rocket engine combustor's steady state combustion performance and combustion stability. The ROCCID is currently capable of analyzing mixed element injector patterns containing impinging like doublet or unlike triplet, showerhead, shear coaxial, and swirl coaxial elements as long as only one element type exists in each injector core, baffle, or barrier zone. Real propellant properties of oxygen, hydrogen, methane, propane, and RP-1 are included in ROCCID. The properties of other propellants can easily be added. The analysis model in ROCCID can account for the influence of acoustic cavities, helmholtz resonators, and radial thrust chamber baffles on combustion stability. ROCCID also contains the logic to interactively create a combustor design which meets input performance and stability goals. A preliminary design results from the application of historical correlations to the input design requirements. The steady state performance and combustion stability of this design is evaluated using the analysis models, and ROCCID guides the user as to the design changes required to satisfy the user's performance and stability goals, including the design of stability aids. Output from ROCCID includes a formatted input file for the standardized JANNAF engine performance prediction procedure.

The modal Calculation Program calculates the amplitude and phase of modal structures by means of acoustic pressure measurements obtained from microphones placed at selected locations within the fan inlet duct. In addition, the Modal Calculation Program also calculates the first-order errors in the modal coefficients that are due to tolerances in microphone location coordinates and inaccuracies in the acoustic pressure measurements.

    The Timeline Resource Analysis Program (TRAP), developed for scheduling and timelining problems, is described. Given an activity network, TRAP generates timeline plots, resource histograms, and tabular summaries of the network, schedules, and resource levels. It is written in ANSI FORTRAN for the Honeywell SIGMA 5 computer and operates in the interactive mode using the TEKTRONIX 4014-1 graphics terminal. The input network file may be a standard SIGMA 5 file or one generated using the Interactive Graphics Design System. The timeline plots can be displayed in two orderings: according to the sequence in which the tasks were read on input, and a waterfall sequence in which the tasks are ordered by start time. The input order is especially meaningful when the network consists of several interacting subnetworks. The waterfall sequence is helpful in assessing the project status at any point in time.

PSIICOSTMODEL95 is an EXCEL-based program that estimates the cost for implementing a PSII system in a manufacturing setting where the number of parts to be processed is over 5,000 parts per day and the shape of each part does not change from day to day. Overall, the manufacturing process must be very well defined and should not change. This document is a self-contained manual for PSIICOSTMODEL95. It assumes the reader has some general knowledge of the technical requirements for PSII. Configuration of the PSII process versus design is used as the methodology in PSIICOSTMODEL95. The reason behind this is twofold. First, the design process cannot be programmed into a computer when the relationships between design variables are not understood. Second, the configuration methodology reduces the number of assumptions that must be programmed into our software. Misuse of results are less likely to occur if the user has fewer assumptions to understand.

    Program synthesis is the systematic, automatic construction of efficient executable code from high-level declarative specifications. AutoBayes is a fully automatic program synthesis system for the statistical data analysis domain; in particular, it solves parameter estimation problems. It has seen many successful applications at NASA and is currently being used, for example, to analyze simulation results for Orion. The input to AutoBayes is a concise description of a data analysis problem composed of a parameterized statistical model and a goal that is a probability term involving parameters and input data. The output is optimized and fully documented C/C++ code computing the values for those parameters that maximize the probability term. AutoBayes can solve many subproblems symbolically rather than having to rely on numeric approximation algorithms, thus yielding effective, efficient, and compact code. Statistical analysis is faster and more reliable, because effort can be focused on model development and validation rather than manual development of solution algorithms and code.

    This users manual is the second part of a two-part report describing the NASA Lewis CEA (Chemical Equilibrium with Applications) program. The program obtains chemical equilibrium compositions of complex mixtures with applications to several types of problems. The topics presented in this manual are: (1) details for preparing input data sets; (2) a description of output tables for various types of problems; (3) the overall modular organization of the program with information on how to make modifications; (4) a description of the function of each subroutine; (5) error messages and their significance; and (6) a number of examples that illustrate various types of problems handled by CEA and that cover many of the options available in both input and output. Seven appendixes give information on the thermodynamic and thermal transport data used in CEA; some information on common variables used in or generated by the equilibrium module; and output tables for 14 example problems. The CEA program was written in ANSI standard FORTRAN 77. CEA should work on any system with sufficient storage. There are about 6300 lines in the source code, which uses about 225 kilobytes of memory. The compiled program takes about 975 kilobytes.

    The Two Dimensional Kinetics (TDK) computer program is a primary tool in applying the JANNAF liquid rocket thrust chamber performance prediction methodology. The development of a methodology that includes all aspects of rocket engine performance from analytical calculation to test measurements, that is physically accurate and consistent, and that serves as an industry and government reference is presented. Recent interest in rocket engines that operate at high expansion ratio, such as most Orbit Transfer Vehicle (OTV) engine designs, has required an extension of the analytical methods used by the TDK computer program. Thus, the version of TDK that is described in this manual is in many respects different from the 1973 version of the program. This new material reflects the new capabilities of the TDK computer program, the most important of which are described.
