    Traditional job description techniques were developed to support compensation decisions for hourly wage earners in a manufacturing environment. Their resultant focus on activities performed on the job works well in this environment where the ability to perform the activity adequately is objectively verifiable by testing and observation. Although many organizations have adapted these techniques for salaried employees and service environments, the focus on activities performed has never been satisfactory. For example, stating that a project manager `prepares regular project status reports' tells us little about what to look for in a potential project manager or how to determine if a practicing project manager is ready for additional responsibilities. The concept of a `competency model' has been developed within the last decade to address this shortcoming. Competency models focus on what skills are needed to perform the tasks defined by the job description. For example, a project manager must be able to communicate well both orally and in writing in order to `prepare regular project status reports.'

    Approximately two years after promulgation of the Energy Employees Occupational Illness Compensation Program Act, the National Institute for Occupational Safety and Health Office of Compensation and Analysis Support selected a contractor team to perform many aspects of the radiation dose reconstruction process. The project scope and schedule necessitated the development of an organization involving a comparatively large number of health physicists. From the initial stages, there were many technical and managerial challenges that required continuous planning, integration, and conflict resolution. This paper identifies those challenges and describes the resolutions and lessons learned. These insights are hopefully useful to managers of similar scientific projects, especially those requiring significant data, technical methods, and calculations. The most complex challenge has been to complete defensible, individualized dose reconstructions that support timely compensation decisions at an acceptable production level. Adherence to applying claimant-favorable and transparent science consistent with the requirements of the Act has been the key to establishing credibility, which is essential to this large and complex project involving tens of thousands of individual stakeholders. The initial challenges included garnering sufficient and capable scientific staff, developing an effective infrastructure, establishing necessary methods and procedures, and integrating activities to ensure consistent, quality products. The continuing challenges include maintaining the project focus on recommending a compensation determination (rather than generating an accurate dose reconstruction), managing the associated very large data and information management challenges, and ensuring quality control and assurance in the presence of an evolving infrastructure.     The Department of Energy/Office of Civilian Radioactive waste Management (DOE/OCRWM) is responsible for the characterization of Yucca Mountain, Nevada, to determine its potential as a site of a high-level radioactive waste repository. The characterization of Yucca Mountain encompasses many diverse investigations, both onsite and in laboratories across the country. Investigations are being conducted of the geology, hydrology, mineralogy, paleoclimate, geotechnical properties, and archeology of the area, to name a few. Effective program management requires that data from site investigations be processed, interpreted and disseminated in a timely manner to support model development and validation, repository design, and performance assessment. The Program must also meet regulatory requirements for making the technical data accessible to a variety of external users throughout the life of the Project. Finally, the DOE/OCRWM must make available the data or its description and access location available for use in support of the license application and supporting documentation. To accomplish these objectives, scientific and engineering data, generated by site characterization activities, and technical data, generated by environmental and socioeconomic impact assessment activities, must be systematically identified, cataloged, stored and disseminated in a controlled manner.

  9. Technical approach to finalizing sensible soil cleanup levels at the Fernald Environmental Management Project

    The remedial strategy for addressing contaminated environmental media was recently finalized for the US Department of Energy`s (DOE) Fernald Environmental Management Project (FEMP) following almost 10 years of detailed technical analysis. The FEMP represents one of the first major nuclear facilities to successfully complete the Remedial Investigation/Feasibility Study (RI/FS) phase of the environmental restoration process. A critical element of this success was the establishment of sensible cleanup levels for contaminated soil and groundwater both on and off the FEMP property. These cleanup levels were derived based upon a strict application of Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) regulations and guidance, coupled with positive input from the regulatory agencies and the local community regarding projected future land uses for the site. The approach for establishing the cleanup levels was based upon a Feasibility Study (FS) strategy that examined a bounding range of viable future land uses for the site. Within each land use, the cost and technical implications of a range of health-protective cleanup levels for the environmental media were analyzed. Technical considerations in driving these cleanup levels included: direct exposure routes to viable human receptors; cross- media impacts to air, surface water, and groundwater; technical practicality of attaining the levels; volume of affected media; impact to sensitive environmental receptors or ecosystems; and cost. This paper will discuss the technical approach used to support the finalization of the cleanup levels for the site. The final cleanup levels provide the last remaining significant piece to the puzzle of establishing a final site-wide remedial strategy for the FEMP, and positions the facility for the expedient completion of site-wide remedial activities.

    The Internal Medicine Services have a central role in the medical care in our hospital system both as to the volume of patients attended and their variety, reflecting of the preparation and multi-tasking ability of their professionals. The current norms for coverage of heads-of-service demands the presentation of a management project that must test our knowledge, skills and aptitudes for the clinical and medical management and in order to reflect them in a document of commitment with the management and with our fellows who are a part of the care unit. The person in charge of the service, as boss, agent or leader, is the one who must mark the strategic lines, to indicate the aims, to define the projects, to coordinate the tasks and to evaluate the results with other offers to obtain agreed-upon aims controlling the different points of view. Our professional and social commitment is: sharing clinical management with ethics, quality and welfare safety, to offer our patients (consumer or users) the best results (effectiveness), with useful measurements (efficacy) and with the minors drawbacks and costs (efficiency).     This manual has been prepared to help establish a consistent baseline of management practices across all ALS projects. It describes the initial process of planning a project, with a specific focus on the production of a formal project plan. We feel that the primary weakness in ALS project management efforts to date stems from a failure to appreciate the importance of ''up-front'' project planning. In this document, we present a guide (with examples) to preparing the documents necessary to properly plan, monitor, and control a project's activities. While following the manual will certainly not guarantee good project management, failure to address the issues we raise will dramatically reduce the chance of success. Here we define success as meeting the technical goals on schedule and within the prescribed budget.

    The importance and necessity for a fully developed and implemented National Incident Management System (NIMS) has been demonstrated in recent years by the impact of national events such as Hurricane Katrina in 2005. Throughout the history of emergency response to major disasters, especially when multiple response organizations are involved, there have been systemic problems in the consistency and uniformity of response operations. Identifying national standards that support the development and implementation of NIMS is key to helping solve these systemic problems. The NIMS seeks to provide uniformity and consistency for incident management by using common terminology and protocols that will enable responders to coordinate their efforts to ensure an efficient response.

    Data collected from an exploratory study concerned with the technical communications practices of aerospace engineers and scientists were analyzed to test the primary assumption that profit and nonprofit managers in the aerospace community have different technical communications practices. Five assumptions were established for the analysis. Profit and nonprofit managers in the aerospace community were found to have different technical communications practices for one of the five assumptions tested. It was, therefore, concluded that profit and nonprofit managers in the aerospace community do not have different technical communications practices.

    The Uranium Mill Tailings Remedial Action (UMTRA) Project is a Department of Energy (DOE) designated Major System Acquisition (MSA). To execute and manage the Project mission successfully and to comply with the MSA requirements, the UMTRA Project Office ( Project Office'') has implemented and operates an Integrated Project Management System (IPMS). The Project Office is assisted by the Technical Assistance Contractor's (TAC) Project Integration and Control (PIC) Group in system operation. Each participant, in turn, provides critical input to system operation and reporting requirements. The IPMS provides a uniform structured approach for integrating the work of Project participants.     The U.S. Department of Energy (DOE) is currently evaluating the water management procedures at the Separations Process Research Unit (SPRU). The facility has three issues related to water management that require technical assistance: (1) due to a excessive rainfall event in October, 2010, contaminated water collected in basements of G2 and H2 buildings. As a result of this event, the contractor has had to collect and dispose of water offsite; (2) The failure of a sump pump at a KAPL outfall resulted in a Notice of Violation issued by the New York State Department of Environment and Conservation (NYSDEC) and subsequent Consent Order. On-site water now requires treatment and off-site disposition; and (3) stormwater infiltration has resulted in Strontium-90 levels discharged to the storm drains that exceed NR standards. The contractor has indicated that water management at SPRU requires major staff resources (at least 50 persons). The purpose of this review is to determine if the contractor's technical approach warrants the large number of staff resources and to ensure that the technical approach is compliant and in accordance with federal, state and NR requirements.

The first three companies have worked together effectively on the UMTRA Project for more than 10 years. With the initiation of the UMTRA Groundwater Project in April 1991, a need arose to increase the TAC`s groundwater technical breadth and depth, so G&M was brought in to augment the team`s capabilities. The TAC contract`s scope is to provide technical, analytical, environmental, engineering, design, inspection, and management support services to the US Department of Energy (DOE) for both surface and groundwater projects. The TAC team continues to support the DOE in completing surface remedial actions and initiating groundwater remediation work for start-up, characterization, design, construction oversight, and remedial operations. A key feature of the TAC`s management approach is the extensive set of communication systems implemented for the UMTRA Project. These systems assist all functional disciplines in performing UMTRA Project tasks associated with management, technical support, administrative support, and financial/project controls.

The need to be able to manage and understand the technical risks from the project to senior management level has been recognized as an enabler to successfully completing the mission. In 2008, DOE-EM developed the Technical Risk Rating as a new method to assist in managing technical risk based on specific criteria. The Technical Risk Rating, and the criteria used to determine the rating, provides a mechanism to foster open, meaningful communication between the Federal Project Directors and DOE-EM management concerning project technical risks. Four indicators (technical maturity, risk urgency, handling difficulty and resolution path) are used to focus attention on the issues and key aspects related to the risks. Pressing risk issues are brought to the forefront, keeping DOE-EM management informed and engaged such that they fully understand risk impact. Use of the Technical Risk Rating and criteria during reviews provides the Federal Project Directors the opportunity to openly discuss the most significant risks and assists in the management of technical risks across the portfolio of DOE-EM projects. Technical Risk Ratings can be applied to all projects in government and private industry.     This paper reports on a research study by the author that examined ten contemporary National Aeronautics and Space Administration (NASA) complex projects. In-depth interviews with the project managers of these projects provided qualitative data about the inner workings of the project and the methodologies used in establishing and managing the projects. The inclusion of a variety of space, aeronautics, and ground based projects from several different NASA research centers helped to reduce potential bias in the findings toward any one type of project, or technical discipline. The findings address the participants and their individual approaches. The discussion includes possible implications for project managers of other large, complex, projects.

    Data collected from an exploratory study concerned with the technical communications practices of aerospace engineers and scientists were analyzed to test the primary assumption that aerospace managers and nonmanagers have different technical communications practices. Five assumptions were established for the analysis. Aerospace managers and nonmanagers were found to have different technical communications practices for three of the five assumptions tested. Although aerospace managers and nonmanagers were found to have different technical communications practices, the evidence was neither conclusive nor compelling that the presumption of difference in practices could be attributed to the duties performed by aerospace managers and nonmanagers.

    The photovoltaic solar panels on the International Space Station (ISS) track the Sun through continuous rotating motion enabled by large bearings on the main truss called solar array alpha rotary joints (SARJs). In late 2007, shortly after installation, the starboard SARJ had become hard to turn and had to be shut down after exceeding drive current safety limits. The port SARJ, of the same design, had been working well for over 2 years. An exhaustive failure investigation ensued that included multiple extravehicular activities to collect information and samples for engineering forensics, detailed structural and thermal analyses, and a careful review of the build records. The ultimate root cause was determined to be kinematic design vulnerability coupled with inadequate lubrication, and manufacturing flaws; this was corroborated through ground tests, metallurgical studies, and modeling. A highly successful recovery plan was developed and implemented that included replacing worn and damaged components in orbit and applying space-compatible grease to improve lubrication. Beyond the technical aspects, however, lie several key programmatic lessons learned. These lessons, such as running ground tests to intentional failure to experimentally verify failure modes, are reviewed and discussed so they can be applied to future projects to avoid such problems.

    On August 6-7, 2002, a Technical Assistance Team (''Team'') from the U.S. Department of Energy (DOE) Subsurface Contaminants Focus Area (SCFA) met with Fernald Environmental Management Project (FEMP) personnel in Ohio to assess approaches to remediating uranium-contaminated leachate from the On-Site Disposal Facility (OSDF). The Team was composed of technical experts from national labs, technology centers, and industry and was assembled in response to a request from the FEMP Aquifer Restoration Project. Dave Brettschneider of Fluor Fernald, Inc., requested that a Team of experts be convened to review technologies for the removal of uranium in both brine ion exchange regeneration solution from the Advanced Wastewater Treatment facility and in the leachate from the OSDF. The Team was asked to identify one or more technologies for bench-scale testing as a cost effective alternative to remove uranium so that the brine regeneration solution from the Advanced Waste Water Treatment facility and the leachate from the OSDF can be discharged without further treatment. The Team was also requested to prepare a recommended development and demonstration plan for the alternative technologies. Finally, the Team was asked to make recommendations on the optimal technical solution for field implementation. The Site's expected outcomes for this effort are schedule acceleration, cost reduction, and better long-term stewardship implementation. To facilitate consideration of the most appropriate technologies, the Team was divided into two groups to consider the brine and the leachate separately, since they represent different sources with different constraints on solutions, e.g., short-term versus very long-term and concentrated versus dilute contaminant matrices. This report focuses on the technologies that are most appropriate for the leachate from the OSDF.     Founded in 1987 and owned by several research facilities, the DKRZ is the German national service centre for climate researchers. It is responsible for the operation of a high performance computer system for basic and applied research in the field of climatology and related disciplines. Its fundamental task is the provision of computer power and mass storage for quantitative computation of complex processes in the climate and earth system with numerical models. In 2003 the Data Management department was approved as World Data Centre for Climate Data (WDCC) by the International Council for Science (ICSU). WDCC provides a data archiving service and offers data management consulting for climate data over the whole life time of data. This includes advice in data storage structure as well as support in metadata layout and creation. Storage of data in the long term tape archive, including appropriate pre-processing is offered to earth-system scientists and is increasingly often being required by funding agencies. Access to the data-sets present in the WDCC tape archive is provided by web-interfaces through which the desired data may be sought-out and downloaded. Despite the impression of simplicity conveyed by the web-interface, however, an extensive hardware and software infrastructure is required to process the steady stream of data requests submitted by users. A distinguishing characteristic of the WDCC archive is that data-sets are maintained as time-series of distinct variables, and this leads to a demand for storage of vast collections of modestly sized items. The challenge here is, to obtain equally good performance for download of single time steps and for long continuous epochs. To address this and other requirements posed by storage of such time-series, we are operating an internally designed and implemented software system (Large Object Storage and Efficient Retrieval, LObStER) that receives SQL-language requests for complete or partial time-series (sent by

    This article examines the extent to which challenges in the workplace may cause female project managers to be in a significantly small minority. A survey of members of the Australian Institute of Project Management in Queensland is described. This compares the experiences and observations of both men and women on various issues related to technical and gender aspects in project management workplaces. The results show that although female project managers experience many problems, male project managers also experience most of the same problems. Likewise, there are also few differences between more and less experience, the level of management, and types of industries. The differences that do occur involve discrimination against women in general, differences in project management styles, and support from other project managers.

    A radical new strategy for dealing with the problems of energy and the environment in the Sahel is being implemented in Niger. Rather than have urban wood traders go into the countryside to cut the wood and truck it back to the cities, the government is giving village communities control over their natural woodlands in return for a commitment to manage the woodlands and the production of fuelwood sustainability. This paper details the rationale, history, and prospects of this innovative energy strategy. It describes local physical and socioeconomic conditions, with particular attention to the `tiger bush` that forms much of Niger`s natural woodland. If the strategy can be expanded, it will have potential for replication over much of the Sahel and other countries in Sub-Saharan Africa.

Finally, supplying deliverables to a prime vehicle customer, also in the formative stage, adds further complexity to the development and management of research-based projects. The Biomedical Research and Countermeasures Projects Branch at NASA Johnson Space Center encompasses several diverse applied research-based or research-enabling projects within the newly-formed Human Research Program. This presentation will provide a brief overview of the organizational structure and environment in which these projects operate and how the projects coordinate to address and manage technical requirements.     Various NASA Langley Research Center and other center projects were attempted for analysis to obtain historical data comparing pre-phase A study and the final outcome for each project. This attempt, however, was abandoned once it became clear that very little documentation was available. Next, extensive literature search was conducted on the role of risk and reliability concepts in project management. Probabilistic risk assessment (PRA) techniques are being used with increasing regularity both in and outside of NASA. The value and the usage of PRA techniques were reviewed for large projects. It was found that both civilian and military branches of the space industry have traditionally refrained from using PRA, which was developed and expanded by nuclear industry. Although much has changed with the end of the cold war and the Challenger disaster, it was found that ingrained anti-PRA culture is hard to stop. Examples of skepticism against the use of risk management and assessment techniques were found both in the literature and in conversations with some technical staff. Program and project managers need to be convinced that the applicability and use of risk management and risk assessment techniques is much broader than just in the traditional safety-related areas of application. The time has come to begin to uniformly apply these techniques. The whole idea of risk-based system can maximize the 'return on investment' that the public demands. Also, it would be very useful if all project documents of NASA Langley Research Center, pre-phase A through final report, are carefully stored in a central repository preferably in electronic format.

    The Large Synoptic Survey Telescope (LSST) project has evolved from just a few staff members in 2003 to about 100 in 2010; the affiliation of four founding institutions has grown to 32 universities, government laboratories, and industry. The public private collaboration aims to complete the estimated $450 M observatory in the 2017 timeframe. During the design phase of the project from 2003 to the present the management structure has been remarkably stable. At the same time, the funding levels, staffing levels and scientific community participation have grown dramatically. The LSSTC has introduced project controls and tools required to manage the LSST's complex funding model, technical structure and distributed work force. Project controls have been configured to comply with the requirements of federal funding agencies. Some of these tools for risk management, configuration control and resource-loaded schedule have been effective and others have not. Technical tasks associated with building the LSST are distributed into three subsystems: Telescope & Site, Camera, and Data Management. Each sub-system has its own experienced Project Manager and System Scientist. Delegation of authority is enabling and effective; it encourages a strong sense of ownership within the project. At the project level, subsystem management follows the principle that there is one Board of Directors, Director, and Project Manager who have overall authority.

    In the development of complex spacecraft missions, project management authority is usually extended hierarchically from NASA's highest agency levels down to the implementing institution's project team level, through both the center and the program. In parallel with management authority, NASA utilizes a complementary, but independent, hierarchy of technical authority (TA) that extends from the agency level to the project, again, through both the center and the program. The chief engineers (CEs) who serve in this technical authority capacity oversee and report on the technical status and ensure sound engineering practices, controls, and management of the projects and programs. At the lowest level, implementing institutions assign project CEs to technically engage projects, lead development teams, and ensure sound technical principles, processes, and issue resolution. At the middle level, programs and centers independently use CEs to ensure the technical success of their projects and programs. At the agency level, NASA's mission directorate CEs maintain technical cognizance over every program and project in their directorate and advise directorate management on the technical, cost, schedule, and programmatic health of each. As part of this vertically-extended CE team, a program level CE manages a continually varying balance between penetration depth and breadth across his or her assigned missions. Teamwork issues and information integration become critical for management at all levels to ensure value-added use of both the synergy available between CEs at the various agency levels, and the independence of the technical authority at each organization.

    This manual provides guidance to all appropriate personnel for implementation of DOE Project Management Policy. It sets forth the principles and requirements that govern the development, approval, and execution of DOE's outlay programs as embodied within the Project Management System (PMS). Its primary goal is to assure application of sound management principles providing a disciplined, systematic, and coordinated approach resulting in efficient planning, organization, coordination, budgeting, management, review, and control of DOE projects. The provisions of this manual are mandatory for the Department's Major Systems Acquisitions (MSA's) and Major Projects and will be used for other projects to the extent practicable. Department's project-management task is over 250 projects, with a total estimated cost in excess of $24 billion at completion. This diverse array of project activities requires a broad spectrum of scientific, engineering, and management skills to assure that they meet planned technical and other objectives and are accomplished on schedule, within cost and scope, and that they serve the purposes intended. In recognition of these requirements and the Department's ever-increasing magnitude of responsibilities, an interim Project Management System was established and has been in use for over a year. This manual constitutes an update of the system based on the experience gained and lessons learned during this initial period.

    Electrical engineering and estates personnel at Sodexo--which manages a wide range of soft and hard facilities management services for five hospitals under a PFI contract at the Manchester Royal Infirmary--have successfully planned, managed, and co-ordinated, a complex electrical engineering project which saw high voltage (HV) switchgear in the site's main intake sub-station dismantled by the supplier to repair a potential earthing mechanism fault which would have prevented individual switchgear panels being shut down, to, for example, cater for renovation of electrical cabling or components cross the site's high voltage network. With detailed planning, including provision for bringing onto site temporary bulk generators, and the formulation of a 600-step switching programme, the replacement of potential faulty driver components in the disconnect mechanism for 20 HV switchgear panels was completed in just four weeks, with minimal interruption to the vast complex's power supply.     This report assesses the US Agency for International Development`s (A.I.D.`s) capital assistance program in Egypt in terms of both its commercial benefits for the United States and its developmental benefits for Egypt. In regard to the first aspect, the study found that few A.I.D.-funded projects or studies generated either participation by other donors or follow-on sales for U.S. companies. The report places much of the blame for this on U.S. firms` failure to take advantage of a clear opportunity to develop the Egyptian commercial market. Findings regarding the developmental benefits of the projects are mixed. (1) The projects helped support strong private sector growth in Egypt through the 1980`s. Nonetheless, their economic and financial rates of return were generally disappointing. (2) The projects were built to a high technical standard, but their sustainability is in doubt. (3) The pursuit of commercial advantage for U.S. firms did not distort the developmental goals of the projects. Overall, the report attributes the disappointing economic results of A.I.D.`s capital assistance program to a poor policy environment, which the reforms pursued in connection with the program did little to change.

    The U.S. Department of Energy, Nevada Operations Office (DOE/NV) has initiated the Off-Site Project to characterize the hazards posed to human health and the environment as a result of underground nuclear testing activities at facilities other than the Nevada Test Site (NTS). The Project Shoal Area (PSA) is one of the Off-Sites Project areas located off the NTS, but within the state of Nevada. The PSA is located approximately 48 kilometers (30 miles) southeast of Fallon, Nevada. Four wells were drilled at the PSA in 1996 as part of the site investigation administered through the Federal Facility Agreement and Consent Order (FFACO) (1996). The hydrogeologic data gathered from these wells was used to support the groundwater flow and contaminant transport modeling of the PSA. However, the subsequent evaluation of the groundwater model concluded that further delineation of the subsurface was required to reduce uncertainties in the model. In accordance with the FFACO, an addendum to the Corrective Action Investigation Plan (CAIP) for the proposed PSA subsurface investigation, Corrective Action Unit 447, was developed. The addendum proposed the drilling and construction of four additional wells and the conduct of hydrologic testing at the PSA. This Fluid Management Plan (FMP) provides guidance for the management of fluids generated from the well construction and testing activities at the PSA.

    Report VI presents a comprehensive plan for the management of the Breckinridge Project. For the purpose of this report, the project work is divided into five major project phases: Development, Engineering, Procurement, Construction, and Operations. The results of the Development Phase (Initial Effort) of the project are discussed in Section 1.0. This phase of the project was performed under a Cooperative Agreement with US Department of Energy and has produced 43 volumes of documentation. Fifteen volumes contain information of proprietary nature for patented processes and are therefore classified as Limited Access; however, twenty-eight volumes are not classified and are suitable for public dissemination. This Project Management Plan is a volume of the unclassified documentation. The other twenty-seven volumes contain comprehensive data on technical, financial, and environmental aspects of the project. Each of the four remaining project phases is presented starting with the extensive planning that will be performed and continuing through to the execution and completion of each phase. The major roles of the Operator, Ashland Synthetic Fuels, Inc. (ASFI), and the Managing Contractor are defined. Although a contract has not yet been executed with a Managing Contractor, the procedures, controls, organization and management philosophy of Bechtel Petroleum, Inc., are presented in this report as being representative of those used by contractors in the business of performing the engineering, procurement, and construction of projects of this size and complexity. The organizational structures of the Operator and the Managing Contractor are described, with designation of key project team personnel by job description and organization charts. Provisions for cost, schedule, and material control are described.

While this may lead to brilliant technical solutions to customer requirements, a lack of management ability can result in failed programs that over-run on cost, are late to critical path schedules, fail to fully utilize the diversity of talent available within the program team, and otherwise disappoint key stakeholders. This research study identifies the key competencies that a project manager should possess in order to successfully lead and manage a project in the aerospace industry.     The Plutonium Immobilization Project (PIP) is one of several fissile materials disposition projects managed by the Department of Energy (DOE) Office of Fissile Materials Disposition (OFMD). The PIP is expected to evolve from the current Development and Testing (D and T) effort, to design, to construction, and finally to operations. Overall management and technical management of the D and T effort resides at the Lead Laboratory, Lawrence Livermore National Laboratory (LLNL), through the LLNL Manager, Fissile Materials Disposition Program (FMDP). Day to day project activities are managed by the D and T Technical Project Office (TPO), which reports to the LLNL Manager, FMDP. The D and T TPO consists of the Technical Manager, the TPO Quality Assurance (QA) Program Manager, and TPO Planning and Support Staff. This Quality Assurance Program Description (QAPD) defines the QA policies and controls that will be implemented by these TPO personnel in their management of D and T activities. This QAPD is consistent with and responsive to the Department of Energy Fissile Materials Disposition Program Quality Assurance Requirements Document (FMDP QARD). As the Project and upper level requirement's documents evolve, this QAPD will be updated as necessary to accurately define and describe the QA Program and Management of the PIP. The TPO has a policy that all development and testing activities be planned, performed and assessed in accordance with its customer's requirements, needs and expectations, and with a commitment to excellence and continuous improvement. The TPO QAPD describes implementation requirements which, when completed, will ensure that the project development and testing activities conform to the appropriate QA requirements. For the program to be effective, the TPO QA Program Manager will ensure that each site participating in D and T activities has developed a QAPD, which meets the customer's requirements, and has a designated quality leader in place. Additionally the program must meet all applicable regulatory requirements. The need for improvement was highlighted when a change in the Groundwater/Vadose Zone Integration Project's waste management practices resulted in a larger amount of waste being generated than the waste management organization had been set up to handle.

    Oil and gas drilling projects are the primary means by which oil companies recover large volumes of commercially available hydrocarbons from deep reservoirs. These types of projects are complex in nature, involving management of multiple stakeholder interfaces, multidisciplinary personnel, complex contractor relationships, and turbulent environmental and market conditions, necessitating the application of proven project management best practices and critical success factors (CSFs) to achieve success. Although there is some practitioner oriented literature on project management CSFs for drilling projects, none of these is based on empirical evidence, from research. In addition, the literature has reported alarming rates of oil and gas drilling project failure, which is attributable not to technical factors, but to failure of project management. The aim of this quantitative correlational study therefore, was to discover an empirically verified list of project management CSFs, which consistent application leads to successful implementation of oil and gas drilling projects. The study collected survey data online, from a random sample of 127 oil and gas drilling personnel who were members of LinkedIn's online community "Drilling Supervisors, Managers, and Engineers". The results of the study indicated that 10 project management factors are individually related to project success of oil and gas drilling projects. These 10 CSFs are namely; Project mission, Top management support, Project schedule/plan, Client consultation, Personnel, Technical tasks, Client acceptance, Monitoring and feedback, Communication, and Troubleshooting. In addition, the study found that the relationships between the 10 CSFs and drilling project success is unaffected by participant and project demographics---role of project personnel, and project location.     On July 13, 1998, the U.S. Department of Energy, Richland Operations Office (DOE-RL) Manager transmitted a letter to Fluor Daniel Hanford, Inc. (FDH) describing several DOE-RL identified failed opportunities for FDH to improve the Quality Assurance (QA) Program and its implementation. In addition, DOE-RL identified specific Quality Program performance deficiencies. FDH was requested to establish a periodic reporting mechanism for the corrective action program. In a July 17, 1998 response to DOE-RL, FDH agreed with the DOE concerns and committed to perform a comprehensive review of the Project Hanford Management Contract (PHMC) QA Program during July and August, 1998. As a result, the Project Hanford Management Contract Quality Improvement Plan (QIP) (FDH-3508) was issued on October 21, 1998. The plan identified corrective actions based upon the results of an in-depth Quality Program Assessment. Immediately following the scheduled October 22, 1998, DOE Office of Enforcement and Investigation (EH-10) Enforcement Conference, FDH initiated efforts to effectively implement the QIP corrective actions. A Quality Improvement Project (QI Project) leadership team was assembled to prepare a Project Management Plan for this project. The management plan was specifically designed to engage a core team and the support of representatives from FDH and the major subcontractors (MSCs) to implement the QIP initiatives; identify, correct, and provide feedback as to the root cause for deficiency; and close out the corrective actions. The QI Project will manage and communicate progress of the process.

    Current space project cost models attempt to predict space flight project cost via regression equations, which relate the cost of projects to technical performance metrics (e.g. weight, thrust, power, pointing accuracy, etc.). This paper examines the introduction of engineering management parameters to the set of explanatory variables. A number of specific engineering management variables are considered and exploratory regression analysis is performed to determine if there is statistical evidence for cost effects apart from technical aspects of the projects. It is concluded that there are other non-technical effects at work and that further research is warranted to determine if it can be shown that these cost effects are definitely related to engineering management.

    Sandia National Laboratories is providing technical assistance to farmer members of the Carlsbad Irrigation District (CID) to better plan the storage, delivery, and application of water to the Carlsbad Project. The surface waters along the Pecos River are allocated by the State of New Mexico to three major entities: 1) The State of Texas - each year a percentage of water from the natural river flow must be delivered to Texas as governed by the Interstate Streams Commission; 2) CID farmer members - a fixed portion of water must be delivered to the farming members of the CID; and 3) wildlife - an amount of water must be allocated to support the wildlife habitat in the Pecos River, most notably, the endangered Pecos Bluntnose Shiner Minnow. The Pecos Bluntnose Shiner Minnow habitat preference is under investigation by other state and national agencies and preliminary work has established that water depth, water velocity, and sediment activity (dunes, ripples, etc.) are the key parameters influencing minnow habitat preference. The amount of water (river flow rate) necessary to maintain a preferable habitat to support this species has yet to be determined. With a limited amount of water in the Pecos River and its reservoirs, it is critical to allocate water efficiently such that habitat is maintained, the farmers of the CID are supported, and New Mexico meets its commitments to the State of Texas. This study investigates the relationship between flow rate in the river and water depth, water velocity, and sediment activity. The goal is to establish a predictive tool that supports informed decisions about water management practices along the Pecos River that will maximize water available for agriculture and the State of Texas while maintaining the aquatic habitat.

    Effective space systems engineering (SSE) is conducted in a fully electronic manner. Competitive hardware, software, and system designs are created in a totally digital environment that enables rapid product design and manufacturing cycles, as well as a multitude of techniques such as modeling, simulation, and lean manufacturing that significantly reduce the lifecycle cost of systems. Because the SSE lifecycle depends on the digital environment, managing the enormous volumes of technical data needed to describe, build, deploy, and operate systems is a critical factor in the success of a project. This chapter presents the key aspects of Technical Data Management (TDM) within the SSE process. It is written from the perspective of the System Engineer tasked with establishing the TDM process and infrastructure for a major project. Additional perspectives are reflected from the point of view of the engineers on the project who work within the digital engineering environment established by the TDM toolset and infrastructure, and from the point of view of the contactors who interface via the TDM infrastructure. The team has demonstrated to the energy industry a combination of processes, techniques and technologies that have been successfully implemented in the commercial, defense, and intelligence communities to identify, mitigate and continuously monitor the cyber security of critical systems. Guided by the results of a Cyber Security Risk-Based Assessment completed in Phase I, the Boeing-PJM team has completed multiple iterations through the Phase II Development and Phase III Deployment phases. Multiple cyber security solutions have been completed across a variety of controls including: Application Security, Enhanced Malware Detection, Security Incident and Event Management (SIEM) Optimization, Continuous Vulnerability Monitoring, SCADA Monitoring/Intrusion Detection, Operational Resiliency, Cyber Range simulations and hands on cyber security personnel training.     The Office of River Protection (ORP) Project Management Plan (PMP) for the River Protection Project (RPP) describes the process for developing and operating a Waste Treatment Complex (WTC) to clean up Hanford Site tank waste. The Plan describes the scope of the project, the institutional setting within which the project must be completed, and the management processes and structure planned for implementation. The Plan is written from the perspective of the ORP as the taxpayers' representative. The Hanford Site, in southeastern Washington State, has one of the largest concentrations of radioactive waste in the world, as a result of producing plutonium for national defense for more than 40 years. Approximately 53 million gallons of waste stored in 177 aging underground tanks represent major environmental, social, and political challenges for the U.S. Department of Energy (DOE). These challenges require numerous interfaces with state and federal environmental officials, Tribal Nations, stakeholders, Congress, and the US Department of Energy-Headquarters (DOE-HQ).     The Uranium Mill Tailings Remedial Action (UMTRA) Project Office maintains two distinct records handling areas. One of the areas is maintained by a Technical Assistance Contractor (TAC), and is referred to as the UMTRA Project Document Control Center (UPDCC). The UPDCC manages all UMTRA records except those dealing with contracts, personnel, budgeting, finance, and any other documents which are of a purely administrative nature. The second area, the UMTRA Project Administrative Files Collection (UPAFC), contains all those records listed above that are not managed by the UPDCC. This Records Management Plan (RMP) for the UPAFC will be the framework for identifying the elements and activities that relate to the management and operational aspects involved in the handling of UPAFC. Guidelines for the program will be obtained from US Department of Energy (DOE) Orders. DOE Orders implement the guidelines issued by the National Archives and Records Administration (NARA), the final authority for records management. The RMP will address the life cycle of records, including their creation, maintenance, use, and disposition.

    In the Functional Department Dimension, functional departments such as project management, design, and construction would be maintained to maximize consistency among project teams, evenly allocate training opportunities, and facilitate the crossfeeding of lessons learned and innovative ideas. Functional departments were also determined to be the surest way of complying uniformly with all project control systems required by the Department of Energy (Sandia`s primary external customer). The Technical Discipline dimension was maintained to enhance communication within the technical disciplines, such as electrical engineering, mechanical engineering, civil engineering, etc., and to evenly allocate technical training opportunities, reduce technical obsolescence, and enhance design standards. The third dimension, the Project Dimension, represents the next step in the project management evolution at Sandia, and together with Functional Department and Technical Discipline Dimensions constitutes the three-dimensional matrix. It is this Project Dimension that will be explored thoroughly in this paper, including a discussion of the specific roles and responsibilities of both management and the project team.

    As interest and investment in offshore wind projects increase worldwide, some turbines will be installed in locations where ice of significant thickness forms on the water surface. This ice moves under the driving forces of wind, current, and thermal effects and may result in substantial forces on bottom-fixed support structures. The North and Baltic Seas in Europe have begun to see significant wind energy development and the Great Lakes of the United States and Canada may host wind energy development in the near future. Design of the support structures for these projects is best performed through the use of an integrated tool that can calculate the cumulative effects of forces due to turbine operations, wind, waves, and floating ice. The dynamic nature of ice forces requires that these forces be included in the design simulations, rather than added as static forces to simulation results. The International Electrotechnical Commission (IEC) standard[2] for offshore wind turbine design and the International Organization for Standardization (ISO) standard[3] for offshore structures provide requirements and algorithms for the calculation of forces induced by surface ice; however, currently none of the major wind turbine dynamic simulation codes provides the ability to model ice loads. The scope of work of the project described in this report includes the development of a suite of subroutines, collectively named IceFloe, that meet the requirements of the IEC and ISO standards and couples with four of the major wind turbine dynamic simulation codes. The mechanisms by which ice forces impinge on offshore structures generally include the forces required for crushing of the ice against vertical-sided structures and the forces required to fracture the ice as it rides up on conical-sided structures. Within these two broad categories, the dynamic character of the forces with respect to time is also dependent on other factors such as the velocity and thickness of the moving ice

    The need to objectively evaluate the progress being made by the Basalt Waste Isolation Project (BWIP) toward establishing the feasibility of siting a nuclear waste repository in basalt (NWRB) mandates a process for evaluating the technical work of the project. To assist BWIP management in the evaluation process, the Systems Department staff has developed a BWIP Technical Program Evaluation Process (TPEP). The basic process relates progress on project technical work to the SWIP Functional and System Performance Criteria as defined in National Waste Terminal Storage (MWTS) Criteria Documents. The benefits of the TPEP to BWIP and future plans for TPEP are discussed. During fiscal year (FY) 1982, TPEP will be further formalized and further applied to the review of BWIP technical activities.

    Three innovative software inventions from Ames Research Center (NETMARK, Program Management Tool, and Query-Based Document Management) are finding their way into NASA missions as well as industry applications. The first, NETMARK, is a program that enables integrated searching of data stored in a variety of databases and documents, meaning that users no longer have to look in several places for related information. NETMARK allows users to search and query information across all of these sources in one step. This cross-cutting capability in information analysis has exponentially reduced the amount of time needed to mine data from days or weeks to mere seconds. NETMARK has been used widely throughout NASA, enabling this automatic integration of information across many documents and databases. NASA projects that use NETMARK include the internal reporting system and project performance dashboard, Erasmus, NASA s enterprise management tool, which enhances organizational collaboration and information sharing through document routing and review; the Integrated Financial Management Program; International Space Station Knowledge Management; Mishap and Anomaly Information Reporting System; and management of the Mars Exploration Rovers. Approximately $1 billion worth of NASA s projects are currently managed using Program Management Tool (PMT), which is based on NETMARK. PMT is a comprehensive, Web-enabled application tool used to assist program and project managers within NASA enterprises in monitoring, disseminating, and tracking the progress of program and project milestones and other relevant resources. The CMG programme's multidisciplinary approach at Alabama A&M University, combines essential components of construction techniques with concepts of business management to develop technically qualified individuals for responsible management roles in the design, construction and operation of major construction projects. This paper analyses the performance of the students and improvement due to the interaction with the faculty advisors and industrial panel during the two semester Capstone project. Most project managers are familiar with the Project Management Institute's "Guide to the Project Management Body of Knowledge" (PMBOK), which identifies the skills and knowledge crucial to successful project management. Project managers need to make sure that all the elements of a project work together. They must develop and execute plans and coordinate changes to those plans.     The Research Institute for Advanced Computer Science (RIACS) was established by the Universities Space Research Association (USRA) at the NASA Ames Research Center (ARC) on June 6, 1983. RIACS is privately operated by USRA, a consortium of universities with research programs in the aerospace sciences, under contract with NASA. The primary mission of RIACS is to provide research and expertise in computer science and scientific computing to support the scientific missions of NASA ARC.     Polychlorinated biphenyls (PCBs) were important industrial chemicals featuring high thermal and chemical stability and low flammability. They were widely used as dielectric and thermal fluid in closed electro-technical applications (transformers, capacitors…) and also in numerous dispersive uses, ranking from auto-copying paper to sealant or coatings. During the 1960s, severe environmental consequences started becoming apparent. The stability of PCBs contributed to their persistence in the environment, their lipophilic character to bio-magnification. Fish-eating species seemed threatened in their existence. In Japan and in Taiwan, thousands of people consumed PCB-contaminated oil. The production of PCBs stopped completely during the 1980s. Usage could continue in closed applications only. In this paper, particular attention is given to two issues: the cleaning of PCB electric transformers and the potential impact of PCB-containing building materials. Other contributions will cover the management and treatment of PCB-contaminated soil, sludge or fly ash.     Oak Ridge National Laboratory (ORNL) has operated with a balanced matrix organization for over sixteen years. Much of the work at the Laboratory is accomplished with good customer satisfaction through programs, projects, and matrix management. During the past several years concerns about program and project management at ORNL have been expressed by both the Department of Energy and ORNL staff. In May 1993 the ORNL Division/Program/Office Directors Caucus chartered a ``fox team`` to identity and to recommend improvements to matrix management that would lead to resolution of these concerns. Nine experienced ORNL staff members served on this Matrix Management Upgrade Solutions Team (MMUST). The MMUST adopted a four-phase approach in which they first gathered information and then developed and proposed recommended actions. In the fourth phase the team was available to support implementation of the recommendations. They began work in June 1993, gathering and evaluating information in biweekly meetings for six months. Recommendations developed in October and November 1993 were presented to ORNL management in December. The MMUST issued three principal recommendations based on their evaluation of the information gathered. They are: Renew and enhance the ORNL management commitment to matrix management, program managers, and project managers; Implement actions to ensure career path parity between the program/project manager family of positions and the technical line manager family of positions across all directorates and divisions; and Clarify and document program/project manager roles, responsibilities, and authorities.

    Over the past decade, the NASA Langley Research Center developed a series of 'grand challenge' applications demonstrating the use of parallel and distributed computation and multidisciplinary design optimization. All but the last of these applications were focused on the high-speed civil transport vehicle; the final application focused on reusable launch vehicles. Teams of discipline experts developed these multidisciplinary applications by integrating legacy engineering analysis codes. As teams became larger and the application development became more complex with increasing levels of fidelity and numbers of disciplines, the need for applying software engineering practices became evident. This paper briefly introduces the application projects and then describes the approaches taken in project management and software engineering for each project; lessons learned are highlighted.

    To leap past the limitations of existing propulsion, the NASA Breakthrough Propulsion Physics (BPP) Project seeks further advancements in physics from which new propulsion methods can eventually be derived. Three visionary breakthroughs are sought: (1) propulsion that requires no propellant, (2) propulsion that circumvents existing speed limits, and (3) breakthrough methods of energy production to power such devices. Because these propulsion goals are presumably far from fruition, a special emphasis is to identify credible research that will make measurable progress toward these goals in the near-term. The management techniques to address this challenge are presented, with a special emphasis on the process used to review, prioritize, and select research tasks. This selection process includes these key features: (a) research tasks are constrained to only address the immediate unknowns, curious effects or critical issues, (b) reliability of assertions is more important than the implications of the assertions, which includes the practice where the reviewers judge credibility rather than feasibility, and (c) total scores are obtained by multiplying the criteria scores rather than by adding. Lessons learned and revisions planned are discussed.

    There are numerous technical reviews that occur throughout the systems engineering process life cycle. Many are well known by project managers and stakeholders such as developers and end users, an example of much is the critical design review (CDR). This major milestone for a large, complex new project may last two or more days, include an extensive agenda of topics, and entail hundreds of hours of developer time to prepare presentation materials and associated documents. Additionally, the weeks of schedule spent on review preparation is at least partly at the expense of other work. This paper suggests an approach for tailoring technical reviews, based on the project characteristics and the project manager s identification of the key stakeholders and understanding of their most important issues and considerations. With this insight the project manager can communicate to, manage expectations oc and establish formal agreement with the stakeholders as to which reviews, and at what depth, are most appropriate to achieve project success. The authors, coming from diverse organizations and backgrounds, have drawn on their personal experiences and summarized the best practices of their own organizations to create a common framework to provide guidance on the adaptation of design reviews to other system engineers.

    The Uranium Mill Tailings Remedial Action (UMTRA) Project Technical Assistance contractor (TAC) Quality Assurance Implementation Plan (QAIP) outlines the primary requirements for integrating quality functions for TAC technical activities applied to the surface and ground water phases of the UMTRA Project. The QAIP is subordinate to the latest issue of the UMTRA Project TAC Quality Assurance Program Plan (QAPP) (DOE, 1993a), which was developed using US Department of Energy (DOE) Order 5700.6C quality assurance (QA) criteria. The QAIP addresses technical aspects of the TAC UMTRA Project surface and ground water programs. All QA issues in the QAIP shall comply with requirements contained in the TAC QAPP (DOE, 1933a). Because industry standards for data acquisition and data control are not addressed in DOE Order 5700.6C, the QAIP has been formatted to the 14 US Environmental Protection Agency (EPA) Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) QA requirements. DOE Order 5700.6C criteria that are not contained in the CERCLA requirements are added to the QAIP as additional requirements in Sections 15.0 through 18.0. Project documents that contain CERCLA requirements and 5700.6 criteria shall be referenced in this document to avoid duplication. Referenced documents are not included in this QAIP but are available through the UMTRA Project Document Control Center.

    The MYWP technical baseline describes the work to be accomplished by the Project and the technical standards which govern that work. The Waste Management Project manages and integrates (non-TWRS) waste management activities at the site. Activities include management of Hanford wastes as well as waste transferred to Hanford from other DOE, Department of Defense, or other facilities. This work includes handling, treatment, storage, and disposition of radioactive, nonradioactive, hazardous, and mixed solid and liquid wastes. Major Waste Management Projects are the Solid Waste Project (SW), Liquid Effluents Project (LEP), and Analytical Services. Existing facilities (e.g., grout vaults and canyons) shall be evaluated for reuse for these purposes to the maximum extent possible. The paper tabulates the major facilities that interface with this Project, identifying the major facilities that generate waste, materials, or infrastructure for this Project and the major facilities that will receive waste and materials from this Project.

    The Weatherization Leveraging Partnership Project was established to provide three types of technical assistance support to W.A.P. network organizations seeking to achieve the Weatherization Plus goal of expanding their non-federal resources. It provided: (1) Analysis that profiled W.A.P.-eligible household energy characteristics and finances for all in determining efficiency investment targets and goals; (2) Detailed information on leveraged partnerships linked from many sources and created a website with finding aids to meet the needs the network identified. There are five major market segments with related, but different, technical assistance needs; (3) Direct, sustained assistance in preparing strategies, analyses, and communications for a limited set of local network initiatives that were in early stages of initiating or changing their resource expansion strategies.     This paper details the development of the Rocky Flats Integrated Closure Project Baseline - an innovative project management effort undertaken to ensure proactive management of the Rocky Flats Closure Contract in support of the Department's goal for achieving the safe closure of the Rocky Flats Environmental Technology Site (RFETS) in December 2006. The accelerated closure of RFETS is one of the most prominent projects within the Department of Energy (DOE) Environmental Management program. As the first major former weapons plant to be remediated and closed, it is a first-of-kind effort requiring the resolution of multiple complex technical and institutional challenges. Most significantly, the closure of RFETS is dependent upon the shipment of all special nuclear material and wastes to other DOE sites. The Department is actively working to strengthen project management across programs, and there is increasing external interest in this progress. The development of the Rocky Flats Integrated Closure Project Baseline represents a groundbreaking and cooperative effort to formalize the management of such a complex project across multiple sites and organizations. It is original in both scope and process, however it provides a useful precedent for the other ongoing project management efforts within the Environmental Management program.

At the beginning of fiscal year 2010, the ISS program manager requested that the amine-based, pressure-swing carbon dioxide and humidity absorption technology (designed by Hamilton Sundstrand, baselined for the Orion Multi-Purpose Crew Vehicle, and tested at the Johnson Space Center in relevant environments, including with humans, since 2005) be developed into a payload for ISS Utilization. In addition to evaluating the amine technology in a flight environment before the first launch of the Orion vehicle, the ISS program wanted to determine the capability of the amine technology to remove carbon dioxide from the ISS cabin environment at the metabolic rate of the full 6 ]person crew. Because the amine technology vents the absorbed carbon dioxide and water vapor to space vacuum (open loop), additional hardware needed to be developed to minimize the amount of air and water resources lost overboard. Additionally, the payload system would be launched on two separate Space Shuttle flights, with the heart of the payload-the swingbed unit itself-launching a full year before the remainder of the payload. This paper discusses the project management and challenges of developing the amine swingbed payload in order to accomplish the technology objectives of both the open -loop Orion application as well as the closed-loop ISS application.

    Modern scientific and technological projects are increasingly in competition over scientific aims, technological innovation, performance, time and cost. They require a dedicated and innovative organization able to satisfy contemporarily various technical and logistic constraints imposed by the final user, and guarantee the satisfaction of technical specifications, identified on the basis of scientific aims. In order to satisfy all the above, the management has to be strategically innovative and intuitive, by removing, first of all, the bottlenecks that are pointed out, usually only at the end of the projects, as the causes of general dissatisfaction. More than 30 years spent working on complex multidisciplinary systems and 20 years of formative experience in managing contemporarily both scientific, technological and industrial projects have given the author the possibility to study, test and validate strategies for parallel project management and integrated design, merged in a sort of unique optimized task, using the newly-coined word "Technomethodology". This data would serve as a critical step towards the responsible advancement of commercial scale tidal energy in the United States and around the world. In late 2014, Project activities were discontinued due to escalating costs, and the DOE award was terminated in early 2015. Permitting, licensing, and engineering design activities were completed under this award. Final design, deployment, operation, and monitoring were not completed. This report discusses the results and accomplishments achieved under the subject award.

    A survey to determine the review and reading processes used by technical managers and nonmanagers indicates that the summary, abstract, conclusion, title page, and introduction are the components used most frequently by both groups to decide whether to read a NASA technical report. In the review process, significantly more managers than nonmanagers use the summary and conclusion, whereas significantly more nonmanagers use the abstract and title page. The most common sequence of review consists of the title page, abstract, and summary, in that order, for both groups. In the reading process, the conclusion, results and discussion, and summary are the components read by the highest percentage of both groups.

    the planning effort leading to this Master Plan, a Technical Working Group (TWG) was established that represents most, if not all, fish and wildlife agencies/interests in the subbasin. This TWG met regularly throughout the planning process to provide input and review and was instrumental in the development of this plan. Preparation of this plan included the development of a quantitative prioritization process to rank 40,000 parcels within the Urban Growth Area based on the value of fish and wildlife habitat each parcel provided. Biological and physical criteria were developed and applied to all parcels through a GIS-based prioritization model. In the second-phase of the prioritization process, the TWG provided local expert knowledge and review of the properties. In selecting the most critical areas within the Urban Growth Area for protection, this project assessed the value of fish and wildlife habitat on the Yakima River. Well-developed habitat acquisition efforts (e.g., Yakima River Basin Water Enhancement Project by the Bureau of Reclamation and Yakama Nation acquisition projects) are already underway on the Yakima River mainstem. These efforts, however, face several limitations in protection of floodplain function that could be addressed through the support of the Yakima Habitat Improvement Project. This Master Plan integrates tributary habitat acquisition efforts with those ongoing on the Yakima River to best benefit fish and wildlife in the Urban Growth Area. The parcel ranking process identified 25 properties with the highest fish and wildlife value for habitat acquisition in the Yakima Urban Area. These parcels contain important fish and wildlife corridors on Ahtanum and Wide Hollow Creeks and the Naches River. The fifteen highest-ranking parcels of the 25 parcels identified were considered very high priority for protection of fish and wildlife habitat.     This paper presents the lessons that were learned in technical assistance during the Preventive Marketing Initiative local site demonstration project in the US. The program has been ongoing for 5 years, with social marketers from the Academy for Educational Development and Porter Novelli using social marketing and behavioral science principles to develop HIV prevention programs for and with local teens. With the success of the program, community-based prevention programs are increasingly being requested since better outcomes resulted from a few dollars of investment. Likewise, funders and prevention researchers were challenged to transfer state-of-the-art prevention technologies for communities to apply it readily. The success achieved by the project, however, provides important lessons that would save time and money for future community-based Prevention Marketing efforts. Among the lessons were the need to seek out or establish conditions in the community that are conducive to success, as well as the need to offer technical assistance that would mobilize communities in developing more effective Prevention Marketing programs.     The Facilities Revitalization Project (FRP) has been established at Oak Ridge National Laboratory (ORNL) to provide new and/or refurbished research and support facilities for the Laboratory's science mission. The FRP vision is to provide ORNL staff with world-class facilities, consolidated at the X-10 site, with the first phase of construction to be completed within five years. The project will utilize a combination of U.S. Department of Energy (DOE), State of Tennessee, and private-sector funds to accomplish the new construction, with the facilities requirements to be focused on support of the ORNL Institutional Plan. This FRP Project Management Plan has been developed to provide the framework under which the project will be conducted. It is intended that the FRP will be managed as a programmatic office, with primary resources for execution of the project to be obtained from the responsible organizations within ORNL (Engineering, Procurement, Strategic Planning, etc.).     The Kotzebue Wind Power Project is a joint undertaking of the U.S. Department of Energy (DOE); Kotzebue Electric Association (KEA); and the Alaska Energy Authority (AEA). The goal of the project is to develop, construct, and operate a wind power plant interconnected to a small isolated utility grid in an arctic climate in Northwest Alaska. The primary objective of KEA’s wind energy program is to bring more affordable electricity and jobs to remote Alaskan communities. DOE funding has allowed KEA to develop a multi-faceted approach to meet these objectives that includes wind project planning and development, technology transfer, and community outreach. The first wind turbines were installed in the summer of 1997 and the newest turbines were installed in the spring of 2007. The total installed capacity of the KEA wind power project is 1.16 MW with a total of 17 turbines rated between 65 kW and 100 kW. The operation of the wind power plant has resulted in a wind penetration on the utility system in excess of 35% during periods of low loads. This document and referenced attachments are presented as the final technical report for the U.S. Department of Energy (DOE) grant agreement DE-FG36-97GO10199. Interim deliverables previously submitted are also referenced within this document and where reasonable to do so, specific sections are incorporated in the report or attached as appendices.

    A survey of engineers and scientists concerning the format of NASA technical reports indicates that a summary as well as an abstract should be included, that the definitions of symbols and glossary of terms should be located in the front of the report, and that the illustrative material should be integrated with the text rather than grouped at the end of the report. Citation of references by number, one-column, ragged-right-margin layout, and third-person writing style are also preferred by a majority of the respondents. The preferences of managers and nonmanagers are very similar for all aspects of technical report format covered by the survey.

    Over the years astronomical instrumentation projects are becoming increasingly complex making necessary to find efficient ways for project communication management. While all projects share the need to communicate project information, the required information and the methods of distribution vary widely between projects and project staff. A particular problem experienced on many projects regardless of their size, is related to the amount of design, planning information and how that is distributed among the project stakeholders. One way to improve project communications management is to use a workflow that offers a predefined way to share information in a project. Virtual Reality (VR) offers the possibility to get a visual feedback of designed components without the expenses of prototype building, giving an experience that mimics real life situations using a computer. In this contribution we explore VR as a communication technology that helps to manage instrumentation projects by means of a workflow implemented on a software package called Discut designed at Universidad Nacional Autónoma de Mexico (UNAM). The workflow can integrate VR environments generated as CAD models.

    In its simplest form, risk management is a continuous assessment from project start to completion that identifies what can impact your project (i.e., what the risks are)., which of these risks are important, and identification and implementation of strategies to deal with these risks (both threats and opportunities). The National Compact Stellerator Experiment (NCSX) Project was a "first-of-a-kind" fusion experiment that was technically very challenging, primarily resulting from the complex component geometries and tight tolerances. Initial risk quantification approaches proved inadequate and contributed to the escalation of costs as the design evolved and construction started. After the Project was well into construction, a new risk management plan was adopted. This plan was based on successful Department of Energy (DOE) and industrial risk management precepts. This paper will address the importance of effective risk management processes and lessons learned. It is of note that a steady reduction of risk was observed in the last six months of the project.

    The management and control of a representative, highly integrated high-technology project, in the X-29A aircraft flight test project is addressed. The X-29A research aircraft required the development and integration of eight distinct technologies in one aircraft. The project management system developed for the X-29A flight test program focuses on the dynamic interactions and the the intercommunication among components of the system. The insights gained from the new conceptual framework permitted subordination of departments to more functional units of decisionmaking, information processing, and communication networks. These processes were used to develop a project management system for the X-29A around the information flows that minimized the effects inherent in sampled-data systems and exploited the closed-loop multivariable nature of highly integrated projects.

    Scientific Projects today have increased in complexity, requiring multidisciplinarity, and requiring a mix of diverse individuals from different countries who must be integrated into an effective project. Effective team building is one of the prime responsibilities of the project manager. When the project is supported by a funding, the integration and the implication of the different partners are quite easy. Particularly when partners are developing high-performing teams. However, management of research project requires further skills when the budget is not very high and/or when partners are from non-European countries and are not using the same vocabulary. The various cultures, values, beliefs and social usages, particularly with Mediterranean countries cause a special style of communication for an individual or group of individuals. This communication style participates in the success of the project and encompasses a lot of diplomatic skills which will be highlighted.

  7. Forecast Inaccuracies in Power Plant Projects From Project Managers' Perspectives

    Guided by organizational theory, this phenomenological study explored the factors affecting forecast preparation and inaccuracies during the construction of fossil fuel-fired power plants in the United States. Forecast inaccuracies can create financial stress and uncertain profits during the project construction phase. A combination of purposeful and snowball sampling supported the selection of participants. Twenty project managers with over 15 years of experience in power generation and project experience across the United States were interviewed within a 2-month period. From the inductive codification and descriptive analysis, 5 themes emerged: (a) project monitoring, (b) cost control, (c) management review frequency, (d) factors to achieve a precise forecast, and (e) factors causing forecast inaccuracies. The findings of the study showed the factors necessary to achieve a precise forecast includes a detailed project schedule, accurate labor cost estimates, monthly project reviews and risk assessment, and proper utilization of accounting systems to monitor costs. The primary factors reported as causing forecast inaccuracies were cost overruns by subcontractors, scope gaps, labor cost and availability of labor, and equipment and material cost. Results of this study could improve planning accuracy and the effective use of resources during construction of power plants. The study results could contribute to social change by providing a framework to project managers to lessen forecast inaccuracies, and promote construction of power plants that will generate employment opportunities and economic development.
