    NREL and subcontractor Garrick & Associates are conducting the Advancement of integrated resource planning (IRP) in Public Power Program, sponsored by DOE. The program is intended to develop a consistent strategy for DOE to advance IRP practices in the publicly and cooperatively owned utility sector. The IRP advancement program includes two major tasks: key participant involvement and strategy development. The Program`s initial task is to involve key public and cooperative utility organizations and their constituents in the development of the IRP advancement strategy. Key Participant Involvement is accomplished through two distinct subtasks: Needs Assessment and Steering Committee Involvement. The Needs Assessment identifies key participant needs, expectations, common interests, issues, and divergences that must be addressed by the IRP program. The results of this effort, which are presented in this {open_quotes}Needs Assessment Summary Report,{close_quotes} provide a foundation for the specific strategy development efforts conducted later in the IRP project. The remaining sections of this report present the approach to the Needs Assessment subtask and summarize the findings of this effort.

    This report discusses the demonstration of LIFAC sorbent injection technology at Richmond Power and Light`s (RP&L) Whitewater Valley Unit No. 2 under the auspices of the U.S. Department of Energy`s (DOE) Clean Coal Technology Program. LIFAC is a sorbent injection technology capable of removing 75 to 85 percent of a power plant`s SO{sub 2} emissions using limestone at calcium to sulfur molar ratios of between 2 and 2.5. The site of the demonstration is a coal-fired electric utility power plant located in Richmond, Indiana. The project is being conducted by LIFAC North American (LIFAC NA), a joint venture partnership of Tampella Power Corporation and ICF Kaiser Engineers, in cooperation with DOE, RP&L, and several other organizations including the Electric Power Research Institute (EPRI), the State of Indiana, and Black Beauty Coal Company. The purpose of Final Report Volume 1: Public Design is to consolidate, for public use, all design and cost information regarding the LIFAC Desulfurization Facility at the completion of construction and startup.

    High-volume horizontal hydraulic fracturing (HVHF) in unconventional gas reserves has vastly increased the potential for domestic natural gas production. HVHF has been promoted as a way to decrease dependence on foreign energy sources, replace dirtier energy sources like coal, and generate economic development. At the same time, activities related to expanded HVHF pose potential risks including ground- and surface water contamination, climate change, air pollution, and effects on worker health. HVHF has been largely approached as an issue of energy economics and environmental regulation, but it also has significant implications for public health. We argue that public health provides an important perspective on policymaking in this arena. The American Public Health Association (APHA) recently adopted a policy position for involvement of public health professionals in this issue. Building on that foundation, this commentary lays out a set of five perspectives that guide how public health can contribute to this conversation. PMID:23552646

    The purpose of this report, Electric Power Annual 1998 Volume 1 (EPAVI), is to provide a comprehensive overview of the electric power industry during the most recent year for which data have been collected, with an emphasis on the major changes that occurred. In response to the changes of 1998, this report has been expanded in scope. It begins with a general review of the year and incorporates new data on nonutility capacity and generation, transmission information, futures prices from the Commodity futures Trading commission, and wholesale spot market prices from the pennsylvania-new Jersey-Maryland Independent System Operator and the California Power Exchange. Electric utility statistics at the Census division and State levels on generation, fuel consumption, stocks, delivered cost of fossil fuels, sales to ultimate customers, average revenue per kilowatthour of electricity sold, and revenues from those retail sales can be found in Appendix A. The EPAVI is intended for a wide audience, including Congress, Federal and State agencies, the electric power industry, and the general public.

It is based on some two dozen in-depth interviews with key communicators representing the nuclear power industry, the environmental community, and government, as well as on the parallel efforts in our research project: (1) review of federal court case law, (2) a selective examination of the Nuclear Regulatory Commission (NRC) administrative process, and (3) the preceding George Mason University research project in this series. The paper synthesizes our findings about public attitudes towards nuclear power as expressed through federal court case law, NRC administrative law, public opinion surveys, and direct personal interviews. In so doing, we describe the public opinion environment in which the nuclear regulatory process must operate. Our premise is that public opinion ultimately underlies the approaches government agencies take towards regulating nuclear power, and that, to the degree that the nuclear power industry`s practices are aligned with public opinion, a more favorable regulatory climate is possible.

The public comments include those submitted in writing, as well as those provided at public meetings that were held with other Federal agencies, State agencies, nuclear industry representatives, public interest groups, and the general public.     An outreach experiment was conducted to improve the results of the satellite power system (SPS) concept development and evaluation program. The objectives of the outreach were to: (1) determine the areas of major concern relative to the SPS concept and (2) gain experience with an outreach process for use in future public involvement. The response to the outreach effort was positive, suggesting that the effort extended by the SPS project division to encourage an information exchange with the public was well received. The responses were analyzed and from them some questions and answers about the satellite power system are presented.

    The orbit-to-orbit laser energy conversion system analysis established a mission model of satellites with various orbital parameters and average electrical power requirements ranging from 1 to 300 kW. The system analysis evaluated various conversion techniques, power system deployment parameters, power system electrical supplies and other critical supplies and other critical subsystems relative to various combinations of the mission model. The analysis show that the laser power system would not be competitive with current satellite power systems from weight, cost and development risk standpoints.

    The orbit-to-ground laser power conversion system analysis investigated the feasibility and cost effectiveness of converting solar energy into laser energy in space, and transmitting the laser energy to earth for conversion to electrical energy. The analysis included space laser systems with electrical outputs on the ground ranging from 100 to 10,000 MW. The space laser power system was shown to be feasible and a viable alternate to the microwave solar power satellite. The narrow laser beam provides many options and alternatives not attainable with a microwave beam.

Comments and questions are solicited from the public and government agencies during the scoping process and during the comment period and public hearing on the DEIS, to find out what is of most concern to them.     Municipal cable television (TV) with its potential for community service in towns served by public power must compete with the large profits corporations now seen in cable franchises as a result of satellite transmission and other new technology. Conway, Arkansas' municipal system is able to deliver a broad-based service including energy, water and sanitation, security, and television at attractive bulk rates to certain customers. The system will eventually expand to provide banking and medical-diagnostic services. Public utilities have an advantage because of their experience in running an electric system and their possession of rights of way. They see cable television as a way to signal load control and read meters. Conway has a 16-member program committee of elected officials to counter First Amendment challenges. Two neighboring towns in Iowa are exploring a joint action approach to cable TV, while larger cities without public power are interested in local TV ownership and control and others explore cooperative and other strategies. A directory lists 33 current municipally owned cable TV systems. 7 references. (DCK)

  16. Satellite power system (SPS) public outreach experiment

    To improve the results of the Satellite Power System (SPS) Concept Development and Evaluation Program, an outreach experiment was conducted. Three public interest groups participated: the L-5 Society (L-5), Citizen's Energy Project (CEP), and the Forum for the Advancement of Students in Science and Technology (FASST). Each group disseminated summary information about SPS to approximately 3000 constituents with a request for feedback on the SPS concept. The objectives of the outreach were to (1) determine the areas of major concern relative to the SPS concept, and (2) gain experience with an outreach process for use in future public involvement. Due to the combined efforts of all three groups, 9200 individuals/organizations received information about the SPS concept. Over 1500 receipients of this information provided feedback. The response to the outreach effort was positive for all three groups, suggesting that the effort extended by the SPS Project Division to encourage an information exchange with the public was well received. The general response to the SPS differed with each group. The L-5 position is very much in favor of SPS; CEP is very much opposed and FASST is relatively neutral. The responses are analyzed, and from the responses some questions and answers about the satellite power system are presented in the appendix. (WHK)

    This report presents research on public key, digital signature algorithms for cryptographic authentication in low-powered, low-computation environments. We assessed algorithms for suitability based on their signature size, and computation and storage requirements. We evaluated a variety of general purpose and special purpose computing platforms to address issues such as memory, voltage requirements, and special functionality for low-powered applications. In addition, we examined custom design platforms. We found that a custom design offers the most flexibility and can be optimized for specific algorithms. Furthermore, the entire platform can exist on a single Application Specific Integrated Circuit (ASIC) or can be integrated with commercially available components to produce the desired computing platform.

    This interim study on the generation of electricity from tidal power in the Severn Estuary has been carried out by the Severn Tidal Power Group (STPG0) under a joint funding arrangement with the Department of Energy. Two schemes have been examined, one being an extension to the work carried out by the Severn Barrage Committee in 1981, under the chairmanship of Sir Herman Bondi, and relates to the barrage alignment between Lavernock Point on the Welsh shore and Brean Down on the English shore (known as the Cardiff Weston line). The other scheme would be much smaller with a barrage in the vicinity of English Stones, some eight kilometres downstream from the existing Severn Bridge (English Stones scheme). The results of the investigation are presented. The main purpose of this report is to present the results of the commercial viability studies and discuss their implications. It also summarises the findings of the technical, environmental, infrastructure, economic and financing studies.

    A preliminary top level study was completed to define power system concepts applicable to Mars surface applications. This effort included definition of power system requirements and selection of power systems with the potential for high commonality. These power systems included dynamic isotope, Proton Exchange Membrane (PEM) regenerative fuel cell, sodium sulfur battery, photovoltaic, and reactor concepts. Design influencing factors were identified. Characterization studies were then done for each concept to determine system performance, size/volume, and mass. Operations studies were done to determine emplacement/deployment maintenance/servicing, and startup/shutdown requirements. Technology development roadmaps were written for each candidate power system (included in Volume 2). Example power system architectures were defined and compared on a mass basis. The dynamic isotope power system and nuclear reactor power system architectures had significantly lower total masses than the photovoltaic system architectures. Integrated development and deployment time phasing plans were completed for an example DIPS and reactor architecture option to determine the development strategies required to meet the mission scenario requirements.

    The 1986 Challenger accident coupled with the Chernobyl nuclear reactor accident increased public concern about the safety of spacecraft using nuclear technology. While three nuclear powered spacecraft had been launched before 1986 with little public interest, future nuclear powered missions would see significantly more public concern and require NASA to increase its efforts to communicate mission risks to the public. In 1987 a separate risk communication area within the Launch Approval Planning Group of the Jet Propulsion Laboratory was created to address public concern about the health, environmental, and safety risks of NASA missions. The lessons learned from the risk communication strategies developed for the nuclear powered Galileo, Ulysses, and Cassini missions are reviewed in this paper and recommendations are given as to how these lessons can be applied to future NASA missions that may use nuclear power systems and other potentially controversial NASA missions.

    A literature review was conducted to obtain information on the status of hazardous waste solidification technology and application of this technology to low-volume power plant waste sludges. Because of scarcity of sludge composition data, anticipated major components were identified primarily by chemical reactions that are known to occur during treatment of specific wastewaters. Chemical and physical properties of these sludges were critically analyzed for compatibility with several types of commercially available solidification processes. The study pointed out the need for additional information on the nature of these sludges, especially leaching characteristics and the presence of substances that will interfere with solidification processes. Laboratory studies were recommended for evaluation of solidification process which have the greatest potential for converting hazardous low-volume sludges to non-hazardous waste forms.

    Public power will soon have no choice but to compete in markets where losers are bankrupted. It could once justify itself on grounds that one franchise competitor was better than none, but soon the market will be open to any seller that investors are willing to fund. What role then remains for it? Deregulation is already orienting the private sector toward aggressive competition for customers. The nature of corporate organization will drive the change in private supply, but the nature of government will make any such change harder for public power, if it is even possible. If public power cannot adapt, both its underlying rationale and its survival are in question. If public power did not already exist, would there be any reason to invent it today? The author provides a thumbnail history of the competitive relationships of public and private power. For the past 50 years the two systems have coexisted in a stasis that has survived upheavals in economics, technology, and the industry`s legal environment. The stasis itself is evidence of the constraints that regulation placed on competition. The author also examines the comparative economics of corporate and governmental institutions in order to determine the prospects for private and public power in markets dominated by competition for customers. The article ends with a critical look at strategies that public power systems are adopting to cope with the new competition.

    Using the Generalized Lotka Volterra model adapted to deal with mutiagent systems we can investigate economic systems from a general viewpoint and obtain generic features common to most economies. Assuming only weak generic assumptions on capital dynamics, we are able to obtain very specific predictions for the distribution of social wealth. First, we show that in a ‘fair’ market, the wealth distribution among individual investors fulfills a power law. We then argue that ‘fair play’ for capital and minimal socio-biological needs of the humans traps the economy within a power law wealth distribution with a particular Pareto exponent α∼ {3}/{2}. In particular, we relate it to the average number of individuals L depending on the average wealth: α∼ L/( L-1). Then we connect it to certain power exponents characterizing the stock markets. We find that the distribution of volumes of the individual (buy and sell) orders follows a power law with similar exponent β∼α∼ {3}/{2}. Consequently, in a market where trades take place by matching pairs of such sell and buy orders, the corresponding exponent for the market returns is expected to be of order γ∼2 α∼3. These results are consistent with recent experimental measurements of these power law exponents (S. Maslov, M. Mills, Physica A 299 (2001) 234 for β; P. Gopikrishnan et al., Phys. Rev. E 60 (1999) 5305 for γ).

Equally as complex as the process by which public opinion is formed is the process by which it is converted into public policy. The American political system has numerous checks and balances designed to moderate the power of public opinion. A complex series of legislative, judicial, and executive branch hurdles must be cleared before any idea, however popular, can become day-to-day operating reality in government. As a result, major changes in policy or programs are difficult, and we may expect that nuclear power will be no different; radical change in one direction or the other is unlikely. Nevertheless, carefully focused programs could achieve modest progress, and carefully designed public opinion surveys could support such programs.

    Travel and tourism is one of the world's largest businesses. Its gross revenues exceed $400 billion per year in the U.S. alone, and it is our second largest employer. U.S. private sector business revenues in the space information area now approximate $10 billion per year, and are increasing rapidly. Not so in the human spaceflight area. After spending $100s of billions (1998 dollars) in public funds thereon, and continuing to spend over $5 billion per year, the government is still the only customer for human spaceflight goods and services. Serious and detailed consideration was first given to the possibility of space being opened up to trips by the general public three decades ago, and some initial attempts to do so were made a dozen years ago. But the difficulties were great and the Challenger disaster put an end to them. In recent years professional space tourism studies have been conducted in the United Kingdom, Germany and, especially, Japan. In the U.S., technological progress has been pronounced; we have had nearly a decade's experience in seeing our astronauts travel to-from low Earth orbit (LEO) safely, and we expect to commence assembly of a LEO space station housing a half-dozen people this year. Too, NASA and our space industry now have new and promising space transportation development programs underway, especially the X-33 and X-34 programs, and some related, further generation, basic technology development programs. And five private companies are also working on the design of new surface - LEO vehicles. The first professional space tourism market studies have been conducted in several countries in the past few years, especially in Japan and here. The U.S. study makes it clear that, conceptually, tens of millions of us would like to take a trip to space if we could do so with reasonable safety, comfort and reliability, and at an acceptable price.   13. Theoretical and perceived balance of power inside Spanish public hospitals

    Background The hierarchical pyramid inside Spanish public hospitals was radically changed by the Health Reform Law promulgated in 1986. According to it, the manpower of the hospitals was divided into three divisions (Medical, Nursing, General Services/Administration), which from then on occupied the same level, only subject to the general manager. Ten years after the implementation of the law, the present study was designed in order to investigate if the legal changes had indeed produced a real change in the balance of power inside the hospitals, as perceived by the different workers within them. Materials and Methods A questionnaire was administered to 1,027 workers from four different public hospitals (two university-based and two district hospitals). The participants belonged to all divisions, and to all three operative levels (staff, supervisory and managerial) within them. The questionnaire inquired about the perceived power inside each division and hierarchical level, as well as about that of the other divisions and hierarchical levels. Results Every division attributed the least power to itself. The Nursing and the Administrative division attributed the highest power to the physicians, and these attributed the highest power to the General Services/Administrative division. All hierarchical levels (including the formal top of the pyramid) attributed significantly more power to the other than to them. Conclusions More than ten years after the implementation of the new law, the majority of workers still perceive that the real power within the hospitals is held by the physicians (whereas these feel that it has shifted to the administrators).     In volumetric brain imaging analysis, volumes of brain structures are typically assumed to be proportional or linearly related to intracranial volume (ICV). However, evidence abounds that many brain structures have power law relationships with ICV. To take this relationship into account in volumetric imaging analysis, we propose a power law based method—the power-proportion method—for ICV correction. The performance of the new method is demonstrated using data from the PREDICT-HD study. PMID:25414635

  17. Exponential and power laws in public procurement markets

    We analyze for the first time a unique public procurement database, which includes information about a number of bidders for a contract, a final price, an identification of a winner and an identification of a contracting authority for each of more than 40000 public procurements in the Czech Republic between 2006 and 2011, focusing on the distributional properties of the variables of interest. We uncover several scaling laws —the exponential law for the number of bidders, and the power laws for the total revenues and total spendings of the participating companies, which even follows Zipf's law for the 100 most spending institutions. We propose an analogy between extensive and non-extensive systems in physics and the public procurement market situations. Through an entropy maximization, such analogy yields some interesting results and policy implications with respect to the Maxwell-Boltzmann and Pareto distributions in the analyzed quantities.

    Until the early 1970s, the tide of public opinion in the United States was strongly in favor of nuclear power. New power plants were coming on line frequently, and in 1973-74, there were close to 40 new orders per year for new reactors in the United States. Official government projections estimated 1000 operating reactors by the year 2000. Fuel reprocessing, plutonium recycle, and breeder reactor development were also proceeding smoothly and rapidly. But, in the mid-1970s, the tide suddenly turned against the nuclear industry. How did this come about? In the late 1960s, energetic and idealistic young people who had never experienced economic insecurity or World Wars came of age. Environmentalism was an attractive outlet for their activity in most of the Western world. In the United States, opposition to the Vietnam War, in which these young people had a personal stake, was even more popular at first, but by the early 1970s, Vietnam was winding down, and they turned also to Environmentalism. Numerous environmental groups started up, aided heavily by the favorable connotation of the very word {open_quotes}environmentalist{close_quotes} in the public mind. Their organizational experience, political savvy, and media connections gained from their antiwar protests were powerful assets. But the groups needed specific targets to attack, and they soon found that nuclear power was well-suited for that purpose. Here was a new technology, coming on at a very rapid pace. To the public, radiation was highly mysterious, and people were well aware that it could be dangerous. And, the word danger had taken on a new meaning. Previous generations were well acquainted with death and were much less averse to risk-taking than the generation of the 1970s.

    The Phase I study was performed to assist the Public Power Corporation (PPC) of Greece in making decisions regarding the need for new power generation or for repowering existing facilities. An analysis of both new power generation requirements and the feasibility of repowering the existing Aliveri and St. George Stations with coal is provided. The study concludes: Repowering of Aliveri Units 3 and 4 with coal should commence now. Present and committed capacity of the PPC system is adequate until 1997 to 1999, at which time a new 600 MW pulverized coal boiler unit at the Aliveri Station would be commissioned. St. George Station has very little possibility for siting of coal-based new generation or repowering. New facilities should be designed for imported coal to conserve lignite resources for existing and committed units. An alternative to PPC ownership is private sector ownership. A Phase II study for repowering should be initiated and funded by PPC following acceptance of the Phase I study.

The types of wastes and their chemical, physical, and radiological characteristics are identified. Methods used by industry for processing radioactive wastes are reviewed and compared to the new techniques for processing and reducing the volume of radioactive wastes. A detailed system description and report on operating experiences follow for each of the new volume reduction techniques. In addition, descriptions of volume reduction methods presently under development are provided. The Appendix records data collected during site surveys of vendor facilities and operating power plants.     The construct of sarcopenia is still discussed with regard to best appropriate measures of muscle volume and muscle function. The aim of this post-hoc analysis of a cross-sectional experimental study was to investigate and describe the hierarchy of the association between thigh muscle volume and measurements of functional performance in older women. Thigh muscle volume of 68 independently living older women (mean age 77.6 years) was measured via magnetic resonance imaging. Isometric strength was assessed for leg extension in a movement laboratory in sitting position with the knee flexed at 90° and for hand grip. Maximum and habitual gait speed was measured on an electronic walk way. Leg muscle power was measured during single leg push and during sit-to-stand performance. Thigh muscle volume was associated with sit-to-stand performance power (r = 0.628), leg push power (r = 0.550), isometric quadriceps strength (r = 0.442), hand grip strength (r = 0.367), fast gait speed (r = 0.291), habitual gait speed (r = 0.256), body mass index (r = 0.411) and age (r = -0.392). Muscle power showed the highest association with thigh muscle volume in healthy older women. Sit-to-stand performance power showed an even higher association with thigh muscle volume compared to single leg push power. PMID:27315060

    A technical and economic feasibility study of the engineering aspects of a hybrid wood-fired geothermal electrical generating plant is presented. The proposed plant location is in Lassen County, California, near the Wendel Amedee Known Geothermal Resource Area. This power plant uses moderate temperature geothermal fluid to augment the heat supplied from a wood waste fired boiler. This report defines major plant systems for implementation into the plant conceptual design and provides sufficient design information for development of budgetary cost estimates. Emphasis is placed on incorporation of geothermal heat into the power generation process. Plant systems are designed and selected based on economic justification and on proven performance. The culminating economic analysis provides the financial information to establish the incentives for construction of the plant. The study concludes that geothermal energy and energy from wood can be combined in a power generating plant to yield attractive project economics.

  1. In-volume heating using high-power laser diodes

    High-power lasers are useful instruments suitable for applications in various fields; the most common industrial applications include cutting and welding. We propose a new application of high-power laser diodes as in-bulk heating source for food industry. Current heating processes use surface heating with different approaches to make the heat distribution more uniform and the process more efficient. High-power lasers can in theory provide in-bulk heating which can sufficiently increase the uniformity of heat distribution thus making the process more efficient. We chose two media (vegetable fat and glucose) for feasibility experiments. First, we checked if the media have necessary absorption coefficients on the wavelengths of commercially available laser diodes (940-980 nm). This was done using spectrophotometer at 700-1100 nm which provided the dependences of transmission from the wavelength. The results indicate that vegetable fat has noticeable transmission dip around 925 nm and glucose has sufficient dip at 990 nm. Then, after the feasibility check, we did numerical simulation of the heat distribution in bulk using finite elements method. Based on the results, optimal laser wavelength and illuminator configuration were selected. Finally, we carried out several pilot experiments with high-power diodes heating the chosen media.

    The multihundred kilowatt electrical power aspects of a mannable space platform in low Earth orbit is analyzed from a cost and technology viewpoint. At the projected orbital altitudes, Shuttle launch and servicing are technically and economically viable. Power generation is specified as photovoltaic consistent with projected planning. The cost models and trades are based upon a zero interest rate (the government taxes concurrently as required), constant dollars (1980), and costs derived in the first half of 1980. Space platform utilization of up to 30 years is evaluated to fully understand the impact of resupply and replacement as satellite missions are extended. Such lifetimes are potentially realizable with Shuttle servicing capability and are economically desirable.

    Wireless traffic volume detectors play a critical role for measuring the traffic-flow in a real-time for current Intelligent Traffic System. However, as a battery-operated electronic device, regularly replacing battery remains a great challenge, especially in the remote area and wide distribution. Here, we report a self-powered active wireless traffic volume sensor by using a rotating-disk-based hybridized nanogenerator of triboelectric nanogenerator and electromagnetic generator as the sustainable power source. Operated at a rotating rate of 1000 rpm, the device delivered an output power of 17.5 mW, corresponding to a volume power density of 55.7 W/m(3) (Pd = P/V, see Supporting Information for detailed calculation) at a loading resistance of 700 Ω. The hybridized nanogenerator was demonstrated to effectively harvest energy from wind generated by a moving vehicle through the tunnel. And the delivered power is capable of triggering a counter via a wireless transmitter for real-time monitoring the traffic volume in the tunnel. This study further expands the applications of triboelectric nanogenerators for high-performance ambient mechanical energy harvesting and as sustainable power sources for driving wireless traffic volume sensors.     The debate over the role and performance of public power will not go away. Perhaps, however, the debate can occur at a level transcending pure ideological disputes. Certainly the evidence is clear. There is no legitimacy to the argument that public power lacks economic legitimacy. There is no legitimacy to the proposition that private power companies are inherently more efficient than their public power counterparts. Likewise, there is no legitimacy to the complaints that public power's lower rates can be explained away by subsidies. Instead, the facts indicate that, on average, public power systems and their managers have been excellent stewards of the resources needed to produce electric service. Rather than ignoring these facts and resorting to questionable indirect proofs of why private utilities are likely to out-perform public ones, researchers should study first-hand the institutional arrangements under which public power systems operate and are held accountable for providing low-cost, high-quality service.

    The boiler portion of RP1681/2153 deals with the development of procedures for determining the optimum fireside operating conditions in a coal fired power plant and the development of instrumentation and monitoring systems for achieving the resulting improvements in heat rate. This annual report describes the rsults of the project for the period beginning in October, 1982. A computer code was developed which takes information on the plant and calculates heat rate as a function of parameters such as excess air and steam flow rate. Computational results obtained to date for Potomac Electric Power Company's Morgantown Unit No. 2 show that the net unit heat rate is a very sensitive function of grind size of the coal, level of excess air and exit gas temperature. The theoretical calculations suggest that by optimizing these three parameters, improvements in net unit heat rate of the order of 100 Btu/Kwh may be possible at Morgantown. An intrumentation assessment was carried out. Preparations are underway for boiler tests.

    Environmental, energy, and economic factors associated with building a tidal power barrage in the Bristol channel were studied. An ebb generation scheme is recommended since it minimizes the unit cost of electricity generation and has less effect on ports than flood or two way generation. The economic justification for a barrage depends on factors which are not known when the decision on whether to build is taken, e.g., the extent of nuclear generation, or the price of coal in the first third of the next century. Further study of the environmental consequences of the barrage is required. An inner barrage is recommended since the larger output of an outer barrage does not outweigh engineering, environmental and economic disadvantages.

The highest ranked systems were the heat-pipe thermoelectric systems, heat-pipe Stirling, in-core thermionic, and liquid-metal thermoelectric systems. The next group contained the liquid-metal Stirling, heat-pipe Alkali Metal Thermoelectric Converter (AMTEC), heat-pipe Brayton, liquid-metal out-of-core thermionic, and heat-pipe Rankine systems. The least preferred systems were the liquid-metal AMTEC, heat-pipe thermophotovoltaic, liquid-metal Brayton and Rankine, and gas-cooled Brayton. The three nonheat-pipe technologies selected matched the top three nonheat-pipe systems ranked by this study.

    On May 12, 1995, the U.S. Department of Energy (DOE) issued the draft Dual Axis Radiographic Hydrodynamic Test Facility Environmental Impact Statement (DARHT EIS) for review by the State of New Mexico, Indian Tribes, local governments, other Federal agencies, and the general public. DOE invited comments on the accuracy and adequacy of the draft EIS and any other matters pertaining to their environmental reviews. The formal comment period ran for 45 days, to June 26, 1995, although DOE indicated that late comments would be considered to the extent possible. As part of the public comment process, DOE held two public hearings in Los Alamos and Santa Fe, New Mexico, on May 31 and June 1, 1995. In addition, DOE made the draft classified supplement to the DARHT EIS available for review by appropriately cleared individuals with a need to know the classified information.     Small power system technology as applied to power plants up to 10 MW in size was considered. Markets for small power systems were characterized and cost goals were established for the project. Candidate power plant system design concepts were selected for evaluation and preliminary performance and cost assessments were made. Breakeven capital costs were determined for leading contenders among the candidate systems. The potential use of small power systems in providing part of the demand for pumping power by the extensive aqueduct system of California, was studied. Criteria and methodologies were developed for the ranking of candidate power plant system design concepts. Experimental power plant concepts of 1 MW rating were studied to define a power plant configuration for subsequent detail design construction, testing and evaluation. Site selection criteria and ground rules were developed.

    Spacecraft historically have had sub-1kW(sub e), electrical requirements for GN&C, science, and communications: Galileo at 600W(sub e), and Cassini at 900W(sub e), for example. Because most missions have had the same order of magnitude power requirements, the Power Distribution Systems (PDS) use existing, space-qualified technology and are DC. As science payload and mission duration requirements increase, however, the required electrical power increases. Subsequently, this requires a change from a passive energy conversion (solar arrays and batteries) to dynamic (alternator, solar dynamic, etc.), because dynamic conversion has higher thermal and conversion efficiencies, has higher power densities, and scales more readily to higher power levels. Furthermore, increased power requirements and physical distribution lengths are best served with high-voltage, multi-phase AC to maintain distribution efficiency and minimize voltage drops. The generated AC-voltage must be stepped-up (or down) to interface with various subsystems or electrical hardware. Part of the trade-space design for AC distribution systems is volume and mass estimation of high-power transformers. The volume and mass are functions of the power rating, operating frequency, the ambient and allowable temperature rise, the types and amount of heat transfer available, the core material and shape, the required flux density in a core, the maximum current density, etc. McLyman has tabulated the performance of a number of transformers cores and derived a "cookbook" methodology to determine the volume of transformers, whereas Schawrze had derived an empirical method to estimate the mass of single-phase transformers. Based on the work of McLyman and Schwarze, it is the intent herein to derive an empirical solution to the volume and mass estimation of three-phase, laminated EI-core power transformers, having radiated and conducted heat transfer mechanisms available. This two-volume report examines the development, implementation, and evaluation of RTP at Georgia Power. Its primary focus is on the pilot program period. The first volume discusses the service design employed at Georgia Power and presents the various stages in the implementation of RTP. It contains information on the design of RTP, the estimation of future marginal costs, and the management and support of RTP. The second volume evaluates customer satisfaction and load response.     The purpose of this research was to collect, analyze, and summarize all of the nuclear power-related surveys conducted in the United States through June 1981, that we could obtain. The surveys collected were national, statewide, and areawide in scope. Slightly over 100 surveys were collected for an earlier, similar effort carried out in 1977. About 130 new surveys were added to the earlier survey data. Thus, about 230 surveys were screened for inclusion in this report. Because of space limitations, national surveys were used most frequently in this report, followed distantly by state surveys. In drawing our conclusions about public beliefs and attitudes toward nuclear power, we placed most of our confidence in survey questions that were used by national polling firms at several points in time. A summary of the research findings is presented, beginning with general attitudes toward nuclear power, followed by a summary of beliefs and attitudes about nuclear power issues, and ended by a summary of beliefs and attitudes regarding more general energy issues.

    This EIS analyzes the significant environmental impacts that could occur if various technologies for management and disposal of high-level and transuranic wastes from commercial nuclear power reactors were to be developed and implemented.     This Public Design Report describes the Pinon Pine Project which will be located at the Sierra Pacific Power Company`s (SPPCO) Tracy Station near Reno, Nevada. The integrated gasification combined-cycle (IGCC) plant is designed to process 880 tones per day (TPD) of bituminous coal producing approximately 107 gross megawatts of electric power (MWe). This project is receiving cost-sharing from the US Department of Energy (DOE) in accordance with DOE Cooperative Agreement DE-FC2192MC29309. The plant incorporates the Kellogg-Rust-Westinghouse (KRW) fluidized bed gasification technology which produces a low-Btu gas which is used as fuel in a combined cycle power plant which has been modified to accommodate the fuel gas produced by an air-blown gasifier. The gasification system also includes hot gas removal of particulates and sulfur compounds from the fuel gas resulting in a plant with exceptionally low atmospheric emissions. Desulfurization is accomplished by a combination of limestone injection into the KRW fluidized bed gasifier and by a transport reactor system. Particulate removal is accomplished by high efficiency cyclones and a barrier filter. The Pinon Pine Project Schedule is divided into three phases. Phase I includes permitting and preliminary design. Phase II, which overlaps Phase I, covers detailed design, procurement, and construction. Phase III will cover the initial operation and demonstration portion of the project.

    This study investigated whether loss of power with aging is fully accounted for by a decrease in muscle volume. Triceps surae power and volume (VOL) were measured in 18 older (OM: 69-82 years) and 12 younger men (YM: 19-35 years). Isokinetic peak torque was measured to determine torque-velocity and power-velocity relationships. Both peak power observed (PP(obs)) and peak power estimated from Hill's equation (PP(est)) were markedly reduced in the OM (PP(obs) was 45% and PP(est) was 43% of those of the YM). VOL was 81% of that of the YM (p <.001). Specific power (PP(est)/VOL) of the OM was 55.2% of that of the YM (p <.001). Torque at PP(est) accounted for a greater proportion of the decline in PP(est) in the OM than did optimum velocity (50% vs 13%, respectively). Hence, the present results showed that only approximately half of the loss in triceps surae peak power in old age is due to decreases in muscle VOL. PMID:16183948

    The Microwave Fower Beam Ionosphere effects and critical interfaces between th Microwave Power Transmission System (MPTS) and the Satellite were studied as part of the NASA/MSFC continuing research on the feasibility of power transmission from geosynchronous orbit. Theoretical predications of ionospheric modifications produced by the direct interaction of the MPTS on the earth's upper atmosphere are used to determine their impact on the performance of the Microwave Power Beam and Pilot Beam System as well as on other RF systems effected by the ionosphere. A technology program to quantitatively define these interactions is developed. Critical interface areas between the MPTS and the satellite which could have a major impact on cost and performance of the power system are idenfified and analyzed. The areas selected include: use of either a 20 kV versus 40 kV Amplitron, thermal blockage effects of Amplitron heat radiation by the satellite structure, effect of dielectric carry-through structure on power beam, and effect of material sublimation on performance of the Amplitron in Geosynchronous Orbit.

    Drug addiction is a major public health problem, one that is most acutely felt in major cities around the globe. Harm reduction and safe injection sites are an attempt to address this problem and are at the cutting edge of public health policy and practice. One of the most studied safe injection sites is INSITE located in Vancouver, British Columbia. Using INSITE as a case study, this paper argues that knowledge translation offers a limited framework for understanding the development of public health policy. This paper also argues that the experience of INSITE suggests that science and social justice, the meta-ideas that lie at the core of the public health enterprise, are an inadequate basis for a theory of public health policy making. However, on a more positive note, INSITE also shows the value of concepts drawn from the ways in which political science analyzes the policy process. PMID:22549176

    Bed load transport during storm events is both an agent of geomorphic change and a significant natural hazard in mountain regions. Thus, predicting bed load transport is a central challenge in fluvial geomorphology and natural hazard risk assessment. Bed load transport during storm events depends on the width and depth of bed scour, as well as the transport distances of individual sediment grains. We traced individual gravels in two steep mountain streams, the Erlenbach (Switzerland) and Rio Cordon (Italy), using magnetic and radio frequency identification tags, and measured their bed load transport rates using calibrated geophone bed load sensors in the Erlenbach and a bed load trap in the Rio Cordon. Tracer transport distances and bed load volumes exhibited approximate power law scaling with both the peak stream power and the cumulative stream energy of individual hydrologic events. Bed load volumes scaled much more steeply with peak stream power and cumulative stream energy than tracer transport distances did, and bed load volumes scaled as roughly the third power of transport distances. These observations imply that large bed load transport events become large primarily by scouring the bed deeper and wider, and only secondarily by transporting the mobilized sediment farther. Using the sediment continuity equation, we can estimate the mean effective thickness of the actively transported layer, averaged over the entire channel width and the duration of individual flow events. This active layer thickness also followed approximate power law scaling with peak stream power and cumulative stream energy and ranged up to 0.57 m in the Erlenbach, broadly consistent with independent measurements.

    High-power and highly efficient operation of a single-mode cladding-pumped Raman fiber laser with narrow lasing bandwidth is demonstrated. The spectral narrowing was realized by an external cavity containing a volume Bragg grating with a center wavelength of 1658 nm. A maximum output power of 10.4 W at 1658.3 nm with a spectral linewidth (FWHM) of ∼0.1  nm was obtained for the launched pump power of 18.4 W, corresponding to a slope efficiency of 109% with respect to the launched pump power. Lasing characteristics of free-running operation are also evaluated and discussed. PMID:25608067

    The results of the Independent Orbiter Assessment (IOA) of the Failure Modes and Effects Analysis (FMEA) and Critical Items List (CIL) are presented. The IOA approach features a top-down analysis of the hardware to determine failure modes, criticality, and potential critical items. To preserve independence, this analysis was accomplished without reliance upon the results contained within the NASA FMEA/CIL documentation. This report documents the independent analysis results corresponding to the Orbiter Electrical Power Distribution and Control (EPD and C) hardware. The EPD and C hardware performs the functions of distributing, sensing, and controlling 28 volt DC power and of inverting, distributing, sensing, and controlling 117 volt 400 Hz AC power to all Orbiter subsystems from the three fuel cells in the Electrical Power Generation (EPG) subsystem. Volume 2 continues the presentation of IOA analysis worksheets and contains the potential critical items list.

    Practical designs for power transmission were developed to meet requirements and constraints. Microwave link error was analyzed to confirm attainability of acceptable link efficiency. Silicon photovoltaic was determined to be the best overall choice for energy conversion, with a potassium Rankine cycle as the backup choice. Space transportation operations provide low cost because of traffic level, and the payload volume is the launch vehicle design driver. The power cost is 4 to 5 /kwh, which will be competitive with fossil fuel sources by the year 2000.

The trade-off studies performed to establish the feasibility, cost effectiveness, required level of development, and boundaries of application of IPACS to a wide variety of spacecraft are discussed.     The Department of Energy (DOE) is considering several options for generating electrical power to meet future energy needs. The satellite power system (SPS), one of these options, would collect solar energy through a system of satellites in space and transfer this energy to earth. A reference system has been described that would convert the energy to microwaves and transmit the microwave energy via directive antennas to large receiving/rectifying antennas (rectennas) located on the earth. At the rectennas, the microwave energy would be converted into electricity. The potential environmental impacts of constructing and operating the satellite power system are being assessed as a part of the Department of Energy's SPS Concept Development and Evaluation Program. This report is Revision I of the Preliminary Environmental Assessment for the Satellite Power System published in October 1978. It refines and extends the 1978 assessment and provides a basis for a 1980 revision that will guide and support DOE recommendations regarding future SPS development. This is Volume 2 of two volumes. It contains the technical detail suitable for peer review and integrates information appearing in documents referenced herein. The key environmental issues associated with the SPS concern human health and safety, ecosystems, climate, and electromagnetic systems interactions. In order to address these issues in an organized manner, five tasks are reported: (I) microwave-radiation health and ecological effects; (II) nonmicrowave health and ecological effectss; (III) atmospheric effects; (IV) effects on communication systems due to ionospheric disturbance; and (V) electromagnetic compatibility.     High-power gyrotrons prepared for the electron cyclotron heating at 77 GHz has been used for a collective Thomson scattering (CTS) study in LHD. Due to the difficulty in removing fundamental and/or second harmonic resonance in the viewing line of sight, the subtraction of the background ECE from measured signal was performed by modulating the probe beam power from a gyrotron. The separation of the scattering component from the background has been performed successfully taking into account the response time difference between both high-energy and bulk components. The other separation was attempted by fast scanning the viewing beam across the probing beam. It is found that the intensity of the scattered spectrum corresponding to the bulk and high energy components were almost proportional to the calculated scattering volume in the relatively low density region, while appreciable background scattered component remains even in the off volume in some high density cases. The ray-trace code TRAVIS is used to estimate the change in the scattering volume due to probing and receiving beam deflection effect.

    Autonomous liquid-volume monitoring is crucial in ubiquitous healthcare. However, conventional approach is based on either human visual observation or expensive detectors, which are costly for future pervasive monitoring. Here we introduce a novel approach based on passive harmonic transponder antenna sensor and frequency hopping spread spectrum (FHSS) pattern analysis, to provide a very low cost wireless μL-resolution liquid-volume monitoring without battery or digital circuits. In our conceptual demonstration, the harmonic transponder comprises of a passive nonlinear frequency multiplier connected to a metamaterial-inspired 3-D antenna designed to be highly sensitive to the liquid-volume within a confined region. The transponder first receives some FHSS signal from an interrogator, then converts such signal to its harmonic band and re-radiates through the antenna sensor. The harmonic signal is picked up by a sniffer receiver and decoded through pattern analysis of the high dimensional FHSS signal strength data. A robust, zero power, absolute accuracy wireless liquid-volume monitoring is realized in the presence of strong direct coupling, background scatters, distance variance as well as near-field human-body interference. The concepts of passive harmonic transponder sensor, metamaterial-inspired antenna sensor, and FHSS pattern analysis based sensor decoding may help establishing cost-effective, energy-efficient and intelligent wireless pervasive healthcare monitoring platforms.     We aimed to examine the effect of maintaining or reducing resistance training volume during Ramadan-intermittent-fasting (RIF) on short-term maximal performances. 20 footballers (age: 18.4 ± 0.8 years; body-mass: 72.4 ± 4.1 kg; height: 183.4 ± 4.6 cm) were matched and randomly assigned to a normal-training-group (G1) or a tapering-group (G2). They were tested for muscular strength (maximal-voluntary-contraction) and power (squat-jump and counter-movement-jump) 1 month before RIF (T0), 1 week before RIF (T1), after 2 weeks of fasting (T2) and at the end of RIF (T3). From T1 to T2, subjects performed a whole-body resistance training program (8-repetitions × 4-sets with 4-min recovery in-between). During RIF, G1 maintained the same training program, while G2 performed a period of reduced training volume (3 sets/exercise; - 22%). Muscle strength and power increased significantly from T0 to T1, from T0 to T2 and from T0 to T3 in G1 and G2 and from T1 to T2 and from T1 to T3 only in G2 (p<0.05). Performance was higher in G2 than G1 during T2 (p<0.01). Moreover, the ∆-change of performance between T0 and T2 and T3 was significantly higher in G2 than G1 (p<0.05). For young soccer players, a tapering period characterized by a reduced training volume during RIF may lead to significant improvement in muscle strength and power. PMID:24048913

  10. Perception and evaluation of public opinion by decision makers: civilian nuclear power in the US

    This study treats public opinion as problematic and focuses on the way it is defined, identified, and evaluated by nuclear decision makers in industry, government, and the scientific community. The data are based largely on questionnaire responses and interviews. Though public opinion is a social process amenable to empirical investigation, its identification is not self-evident. It is defined within the context of an already-existing set of often unconscious beliefs and value commitments. Like students of public opinion, decision makers focus on such characteristics of public opinion as its membership, direction, intensity, level of information, prior attitudinal predispositions, and representativeness, and on the factors that influence public opinion. They also select among the indicators of public opinion - those that seem to represent the public as against those that claim to speak for it. They identify public opinion in terms of their beliefs about what public opinion is or should be in a democracy. The antinuclear movement and the mass media are seen as important, but their equation with public opinion is challenged. Decision makers see the antinuclear movement as distinct from, though an important influence on, public opinion. Decision makers believe the public has a legitimate role in negotiating nuclear power issues, but expect the public to be informed through exposure to the relevant information and expertise.
