In 1990, to cover the outer range of potential load growth with new resources, BPA embarked upon the Resource Contingency Program (RCP). Instead of buying or building generating plants now, BPA has purchased options to acquire power later, if and when it is needed. The decision to acquire any of these option energy projects to fulfill statutory supply obligations will be influenced by Federal system load growth, the outcome of BPA`s Business Plan, required operational changes in Columbia-Snake River Hydroelectric facilities, and the loss of major generating resources. In September 1993, three option development agreements were signed with three proposed natural gas-fired, combined cycle combustion turbine CT projects near Chehalis and Satsop, Washington, and near Hermiston, Oregon. Together these three projects could supply BPA with 1,090 average megawatts (aMW) of power. Under these agreements, sponsors are obtaining permits and conducting project design work, and BPA is completing this EIS process. In September 1993, BPA published a Notice of Intent to prepare an environmental impact statement (EIS) on these three proposed gas-fired combustion turbine projects and held public scoping meetings in October 1993 at each site. In February 1994, BPA released an Implementation Plan on the proposed scope of the EIS. A draft EIS on the three proposed projects was published in February 1995. The impacts of the Chehalis and Satsop projects located in Washington State will be covered in one EIS document, while the impacts of the Hermiston project located in Oregon are covered in this final EIS document. It is BPA`s intent to continue to base the analysis of impacts on the assumption that all three projects may be constructed at some point in the future.

    significant concern in designing complex systems implementing new technologies is that while knowledge about the system is acquired incrementally, substantial financial commitments, even make-or-break decisions, must be made upfront, essentially in the unknown. One practice that helps in dealing with this dichotomy is the smart embedding of contingencies and margins in the design to serve as buffers against surprises. This issue presents itself in full force in the aerospace industry, where unprecedented systems are formulated and committed to as a matter of routine. As more and more aerospace mission concepts are generated by concurrent design laboratories, it is imperative that such laboratories apply well thought-out contingency and margin structures to their designs. The first part of this publication provides an overview of resource management techniques and standards used in the aerospace industry. That is followed by a thought provoking treatise on margin policies. The expose presents the actual flight telemetry data recorded by the thermal discipline during several recent NASA Goddard Space Flight Center missions. The margins actually achieved in flight are compared against pre-flight predictions, and the appropriateness and the ramifications of having designed with rigid margins to bounding stacked worst case conditions are assessed. The second half of the paper examines the particular issues associated with the application of contingencies and margins in the concurrent engineering environment. In closure, a discipline-by-discipline disclosure of the contingency and margin policies in use at the Integrated Design Center at NASA s Goddard Space Flight Center is made.

    This Technical Report is a detailed presentation of the actions Bonneville Power Administration (BPA) will take to develop new resources to meet the power requirements of its customers. The primary focus of this report is on what BPA will do in Fiscal Years (FY's) 1992 and 1993. However, much care has been taken to define near-term actions aimed at meeting BPA's long-term needs. An aggressive, steadily increasing conservation program forms the foundation of the 1990 Resource Program and resource acquisitions for FY's 1992 and 1993. BPA's commitment to a steady ramp-up of the conservation program is key to achieving the least-cost approach to resource development, and to making the conservation resource deliverable in the long run. By itself, conservation can meet much of the likely range of load growth that BPA faces. A diverse mix of generation resources in small increments is the second cornerstone of the 1990 Resource Program. These generation resources can meet the rest of the likely range of BPA resource needs. Finally, a Resource Contingency Plan prepares BPA to reliably meet load in the event that load growth exceeds the likely range. 14 figs., 27 tabs.

    Progress in biomedical research is largely driven by improvements, innovations, and breakthroughs in technology, accelerating the research process, and an increasingly complex collaboration of both clinical and basic science. This increasing sophistication has driven the need for centralized shared resource cores ("cores") to serve the scientific community. From a biomedical research enterprise perspective, centralized resource cores are essential to increased scientific, operational, and cost effectiveness; however, the concentration of instrumentation and resources in the cores may render them highly vulnerable to damage from severe weather and other disasters. As such, protection of these assets and the ability to recover from a disaster is increasingly critical to the mission and success of the institution. Therefore, cores should develop and implement both disaster and business continuity plans and be an integral part of the institution's overall plans. Here we provide an overview of key elements required for core disaster and business continuity plans, guidance, and tools for developing these plans, and real-life lessons learned at a large research institution in the aftermath of Superstorm Sandy.   11. Contingency contracting and systematic desensitization for heroin addicts in methadone maintenance programs.

    The use and effectiveness of contingency contracting and systematic desensitization with heroin addicts being treated in methadone maintenance programs are discussed. Both behavior therapies can be practically implemented in methadone maintenance programs to supplement methadone pharmacotherapy. Contingency contracting has been effectively employed to reduce illicit drug use and to manage patients in the clinic. Systematic desensitization has less effect on actual heroin usage yet effectively reduces the fear of withdrawal and general anxiety, while improving self-image, assertiveness, and adjustment in the community. A clinic protocol that incorporates all three therapies-methadone maintenance, contingency contracting, and systematic desensitization-is proposed. PMID:11061683

  12. Contingency learning and unlearning in the blink of an eye: a resource dependent process.

    Recent studies show that when words are correlated with the colours they are printed in (e.g., MOVE is presented 75% of the time in blue), colour identification is faster when the word is presented in its correlated colour (MOVE in blue) than in an uncorrelated colour (MOVE in green). The present series of experiments explored the possible mechanisms involved in this colour-word contingency learning effect. Experiment 1 demonstrated that the effect is already present after 18 learning trials. During subsequent unlearning, the effect extinguished equally rapidly. Two reanalyses of data from Schmidt, Crump, Cheesman, and Besner (2007) ruled out an account of the effect in terms of stimulus repetitions. Experiment 2 demonstrated that participants who carry a memory load do not show a contingency effect, supporting the hypothesis that limited-capacity resources are required for learning. Experiment 3 demonstrated that memory resources are required for both storage and retrieval processes. PMID:20116294

    With increasing population pressure and water usage coupled with climate variability and change, water issues are being reported by numerous groups as the most critical environmental problems facing us in the 21st century. Competitive uses and the prevalence of river basins and aquifers that extend across boundaries engender political tensions between communities, stakeholders and countries. In addition to the numerous water availability issues, water quality related problems are seriously affecting human health and our environment. The potential crises and conflicts especially arise when water is competed among multiple uses. For example, urban areas, environmental and recreational uses, agriculture, and energy production compete for scarce resources, not only in the Western U.S. but throughout much of the U.S. and also in numerous parts of the world. Mitigating these conflicts and meeting water demands and needs requires using existing water resources more efficiently. The NASA Water Resources Program Element works to use NASA products and technology to address these critical water issues. The primary goal of the Water Resources is to facilitate application of NASA Earth science products as a routine use in integrated water resources management for the sustainable use of water. This also includes the extreme events of drought and floods and the adaptation to the impacts from climate change. NASA satellite and Earth system observations of water and related data provide a huge volume of valuable data in both near-real-time and extended back nearly 50 years about the Earth's land surface conditions such as precipitation, snow, soil moisture, water levels, land cover type, vegetation type, and health.     This report represents the schedule contingency evaluation done on the FY-93 Major System Acquisition (MSA) Baseline for the Idaho National Engineering Laboratory`s (INEL) Environmental Restoration Program (EPP). A Schedule Contingency Evaluation Team (SCET) was established to evaluate schedule contingency on the MSA Baseline for the INEL ERP associated with completing work within milestones established in the baseline. Baseline schedules had been established considering enforceable deadlines contained in the Federal Facilities Agreement/Consent Order (FFA/CO), the agreement signed in 1992, by the State of Idaho, Department of Health & Welfare, the U.S. Environmental Protection Agency, Region 10, and the U.S. Department of Energy, Idaho Operations Office. The evaluation was based upon the application of standard schedule risk management techniques to the specific problems of the INEL ERP. The schedule contingency evaluation was designed to provided early visibility for potential schedule delays impacting enforceable deadlines. The focus of the analysis was on the duration of time needed to accomplish all required activities to achieve completion of the milestones in the baseline corresponding to the enforceable deadlines. Additionally, the analysis was designed to identify control of high-probability, high-impact schedule risk factors.

    Contingency management (CM) utilizing monetary incentives is efficacious in enhancing abstinence in an adolescent smoking cessation program, but how adolescents spend their money has not been examined. We assessed spending habits of 38 adolescent smokers in a CM-based smoking cessation project prior to quitting and during treatment using a questionnaire about spending in a number of categories, including cigarettes, other addictive substances, durable goods, and disposable goods. Our preliminary results indicate that participation in a CM based program for smoking cessation did not lead to greater spending on cigarettes and other substances and may have produced more socially acceptable spending.   9. Engineering discovery learning: The contingency adduction of some precursors of textual responding in a beginning program

    A learning situation in which the principal content of what is to be learned is not given but is independently discovered by the learner is often considered “discovery learning.” Recently, learning scientists have been able to make explicit some of the conditions under which such independent discovery is likely to occur (Andronis, 1983; Epstein, 1996; Johnson & Layng, 1992). One form of “discovery” can often be observed when skills learned under one set of conditions are recruited under new conditions to serve a new or different function—a process of “contingency adduction” (Andronis, Layng, & Goldiamond, 1997). The research reported here investigated the application of contingency adduction in a discovery learning context to establish sound-to-letter correspondence as part of an online reading/decoding program, Headsprout Early Reading. Beginning readers acquired novel letters/sounds correspondence with minimal presentations and few errors—often requiring only one presentation. This research suggests that instructional sequences may be designed to provide effective discovery learning activities to teach some phonics skills. PMID:22477292

  10. Effectiveness of very low-cost contingency management in a community adolescent treatment program.

    Controlled studies have shown that motivational incentives reduce drug use, but community implementation has been limited. This observational study examines the effect of a contingency management (CM) program on urine, attendance, and cost measures in a community substance abuse treatment program for adolescents. Treatment included elements of 12-step facilitation, cognitive behavioral therapy, and motivational enhancement. All urine tests included cannabinoids, opioids, benzodiazepines, cocaine, and amphetamines. Patients with negative urines or perfect attendance earned chances to draw weekly from a bag for prizes of varying value, and the number of draws increased with each consecutive negative urine test. Data were collected for those patients (age 12-18) treated immediately before (n=83) and after (n=264) the CM program was introduced to the treatment center, and positive urine rates were compared using chi-square tests. Patients treated with the CM program had lower rates of urines positive for opioids (p<0.005) and cocaine (p<0.05), and non-significantly but consistently lower rates of urines positive for all other drug classes. Altogether, the proportion of urines positive for any drug decreased from 33.3% to 23.4% (p<0.01). Pre- and post-CM comparisons of attendance reveal lower daily attendance rates but longer retention in treatment. Expenses were minimal at $0.39 per patient per day. These data yield additional evidence for the feasibility and effectiveness of CM methods in community adolescent treatment programs. PMID:19250774

  11. Effects of a pairing contingency on behavior in a three-person programmed environment

    Four groups of three subjects resided for 10 days within a continuously programmed environment. Subjects followed a behavioral program of contingently scheduled activities that determined individual and social behaviors. A triadic condition was in effect when all three subjects were required to select simultaneous access to a group area before it became available for a social episode. A dyadic condition was in effect when access to a group area was permitted to any combination of two, and only two, subjects. The effects of these two conditions on individual and social behaviors were studied in reversal designs with several successive days devoted to each condition. Results showed that durations of social activities and synchronization of individual activities were greater during triadic conditions than during dyadic conditions. Under both conditions, wake-sleep cycles departed from a typical day-night rhythm for most subjects. Instances when subjects did not respond to each others' attempts to initiate conversations using the intercom were generally more frequent during dyadic than triadic conditions. Physical distance during triadic social episodes was found to be related to sociability levels during dyadic conditions. PMID:16812058

  13. Disseminating contingency management: impacts of staff training and implementation at an opiate treatment program.

    Guided by a comprehensive implementation model, this study examined training/implementation processes for a tailored contingency management (CM) intervention instituted at a Clinical Trials Network-affiliate opioid treatment program (OTP). Staff-level training outcomes (intervention delivery skill, knowledge, and adoption readiness) were assessed before and after a 16-hour training, and again following a 90-day trial implementation period. Management-level implementation outcomes (intervention cost, feasibility, and sustainability) were assessed at study conclusion in a qualitative interview with OTP management. Intervention effectiveness was also assessed via independent chart review of trial CM implementation vs. a historical control period.     Guided by a comprehensive implementation model, this study examined training/implementation processes for a tailored contingency management (CM) intervention instituted at a Clinical Trials Network-affiliate opioid treatment program (OTP). Staff-level training outcomes (intervention delivery skill, knowledge, and adoption readiness) were assessed before and after a 16-hour training, and again following a 90-day trial implementation period. Management-level implementation outcomes (intervention cost, feasibility, and sustainability) were assessed at study conclusion in a qualitative interview with OTP management. Intervention effectiveness was also assessed via independent chart review of trial CM implementation vs. a historical control period. Results included: 1) robust, durable increases in delivery skill, knowledge, and adoption readiness among trained staff; 2) positive managerial perspectives of intervention cost, feasibility, and sustainability; and 3) significant clinical impacts on targeted patient indices.     This paper reports that the Resource Conservation and Recovery Act (RCRA) requires hazardous waste treatment, storage and disposal facilities (TSDFs) to prepare a contingency plan. The plan is a blueprint for emergency response, and must be designed to minimize health and environmental hazards resulting from fires, explosions or other unplanned hazardous releases. Hazardous waste contingency plans often are neglected and considered an unnecessary regulatory exercise by facility operators. However, an effective contingency plan is a valuable tool for reducing liability, protecting workers and the community, and avoiding costly shutdowns. The requirement under Title III of the Superfund Amendments and Reauthorization Act (SARA) that regulated facilities report to EPA annually on releases to the environment has caused regulators to renew emphasis on the importance of RCRA contingency plans. However, regulatory agencies historically have provided insufficient information on the elements of an adequate contingency plan. Nevertheless, facility operators seriously should consider going beyond minimum regulatory requirements and create a comprehensive contingency plan.

    We discuss contemporary trends and developments that affect colleges and universities and describe several central contingencies that have given rise to, maintain, and operate in response to these trends and developments. We identify the differential impacts of these contingencies on faculty, students, and administrators in various types of higher education institutions. These contingencies are sources of conflict between and among these three groups within the academy that, we argue, cause significant instability in contemporary academe.     The Nevada Resource Assessment Team has been working in three areas of Nevada: the first is a potential industrial heat application site - Golconda; the second area has potential for space heating - Hawthorne; and the third area has applications for space heating at a Naval Air Station - Fallon. Several exploration techniques have been employed including: chemical analyses of fluids, hydrogen and oxygen stable light isotope analyses, low sun-angle photography interpretation, micro-gravity surveys, two-meter temperature probe surveys, LANDSAT imagery analysis, and geologic reconnaissance. Several of these techniques are discussed and the positive and negative aspects are addressed as they pertain to particular areas of investigation. The areas of investigation are shown.

    The central intention of this survey is to review dynamic programming models for water resource problems and to examine computational techniques which have been used to obtain solutions to these problems. Problem areas surveyed here include aqueduct design, irrigation system control, project development, water quality maintenance, and reservoir operations analysis. Computational considerations impose severe limitation on the scale of dynamic programming problems which can be solved. Inventive numerical techniques for implementing dynamic programming have been applied to water resource problems. Discrete dynamic programming, differential dynamic programming, state incremental dynamic programming, and Howard's policy iteration method are among the techniques reviewed. Attempts have been made to delineate the successful applications, and speculative ideas are offered toward attacking problems which have not been solved satisfactorily.

  5. Incremental Contingency Planning

    There has been considerable work in AI on planning under uncertainty. However, this work generally assumes an extremely simple model of action that does not consider continuous time and resources. These assumptions are not reasonable for a Mars rover, which must cope with uncertainty about the duration of tasks, the energy required, the data storage necessary, and its current position and orientation. In this paper, we outline an approach to generating contingency plans when the sources of uncertainty involve continuous quantities such as time and resources. The approach involves first constructing a "seed" plan, and then incrementally adding contingent branches to this plan in order to improve utility. The challenge is to figure out the best places to insert contingency branches. This requires an estimate of how much utility could be gained by building a contingent branch at any given place in the seed plan. Computing this utility exactly is intractable, but we outline an approximation method that back propagates utility distributions through a graph structure similar to that of a plan graph.

    The Resource Program is the Bonneville Power Administration's primary process for deciding how to meet future electricity resource needs, how much new resources to develop, which types of resources to acquire or option and how to go about acquiring them, and how much BPA will have to spend for these resources. Recognizing that BPA must make a long-term commitment to acquiring conservation effectively, the 1992 Resource Program outlines a 10-year plan. Draft 2 of the 1992 Resource Program provides a framework for discussing the funding levels proposed in the Programs in Perspective (PIP) process. Previous final resource programs have been released prior to the PIP process. This version of the Resource Program recognizes that the PIP discussions are an integral part of the resource decision-making process and, therefore, it will be finalized after PIP.

    NANA Regional Corporation (NRC) of northwest Alaska is located in an area with abundant wind energy resources. In 2007, NRC was awarded grant DE-FG36-07GO17076 by the US Department of Energy's Tribal Energy Program for funding a Wind Resource Assessment Project (WRAP) for the NANA region. The NANA region, including Kotzebue Electric Association (KEA) and Alaska Village Electric Cooperative (AVEC) have been national leaders at developing, designing, building, and operating wind-diesel hybrid systems in Kotzebue (starting in 1996) and Selawik (2002). Promising sites for the development of new wind energy projects in the region have been identified by the WRAP, including Buckland, Deering, and the Kivalina/Red Dog Mine Port Area. Ambler, Shungnak, Kobuk, Kiana, Noorvik & Noatak were determined to have poor wind resources at sites in or very near each community. However, all five of these communities may have better wind resources atop hills or at sites with slightly higher elevations several miles away.

    The Timeline Resource Analysis Program (TRAP), developed for scheduling and timelining problems, is described. Given an activity network, TRAP generates timeline plots, resource histograms, and tabular summaries of the network, schedules, and resource levels. It is written in ANSI FORTRAN for the Honeywell SIGMA 5 computer and operates in the interactive mode using the TEKTRONIX 4014-1 graphics terminal. The input network file may be a standard SIGMA 5 file or one generated using the Interactive Graphics Design System. The timeline plots can be displayed in two orderings: according to the sequence in which the tasks were read on input, and a waterfall sequence in which the tasks are ordered by start time. The input order is especially meaningful when the network consists of several interacting subnetworks. The waterfall sequence is helpful in assessing the project status at any point in time.

    Our NASA-funded E/PO program, the Student-Teacher Astronomy Resource (STAR) Program, designed around the Stardust and Genesis Missions, focuses on the reciprocal relationship between technological progress and advances in scientific understanding. We work directly with the public, teachers, classrooms, and individual school students. Both formal and informal evaluations suggest that our four-step approach to outreach has been effective. This annual program may serve as a model for the partnership between a national research institution, local scientists, and local teachers. The program has four components: 1."Space Stations" developed around the technology and science of the Genesis and Stardust Missions, are offered as child-friendly booths at the annual National High Magnetic Field Laboratory (NHMFL) Open House. The stations allow for direct interaction between the scientists and the public (over 3000 visitors). 2. STAR teachers (15) receive training and supplies to lead their classrooms through "Technology for Studying Comets". After attending a one-day in-service at the NHMFL, teachers can bring to their students an inquiry-based space science unit about which they are knowledgeable and excited. 3. We offer "Comet Tales," an informal education experience based on the NASA classroom activity "Comet Basics," to 15 local classrooms. We visit local classrooms and engage students with inquiry about comets, sampling of Wild 2, and what scientists hope to learn from the Stardust Mission. Visits occur during the two-week "Technology for Studying Comets" unit taught by each STAR teacher. 4. The "Stellar Students" component involves 15 high-achieving students in research activities. From each classroom visited during "Comet Tales," one student is selected to visit the NHMFL for a day.     There has been considerable work in AI on planning under uncertainty. But this work generally assumes an extremely simple model of action that does not consider continuous time and resources. These assumptions are not reasonable for a Mars rover, which must cope with uncertainty about the duration of tasks, the power required, the data storage necessary, along with its position and orientation. In this paper, we outline an approach to generating contingency plans when the sources of uncertainty involve continuous quantities such as time and resources. The approach involves first constructing a "seed" plan, and then incrementally adding contingent branches to this plan in order to improve utility. The challenge is to figure out the best places to insert contingency branches. This requires an estimate of how much utility could be gained by building a contingent branch at any given place in the seed plan. Computing this utility exactly is intractable, but we outline an approximation method that back propagates utility distributions through a graph structure similar to that of a plan graph.

    The concept of contingency is central to theoretical discussions of learned behavior and in the application of learning research to problems of social significance. This paper reviews three aspects of the contingency concept as it has been developed by behavior analysts. The first is the empirical analysis of contingency through experimental studies of both human and nonhuman behavior. The second is the synthesis of experimental studies in theoretical and conceptual frameworks to yield a more general account of contingency and to integrate the concept with other behavioral processes.   12. An Integrative Review of Pain Resource Nurse Programs.

    Mismanaged pain challenges health care systems. In the early 1990s, pain resource nurse programs were developed by Ferrell and colleagues. Variations of the model have existed for more than 20 years. While results of these programs have been disseminated, conclusive evidence has not been examined via a synthesis of the literature. A structured systematic search using multiple databases was conducted for research studies published 2005-2012. The search identified 11 studies on effective use of a pain resource nurse and/or a pain resource nurse program. The results revealed wide variations existing in program design, research methodology, practice settings, and reported outcomes. Overall, the strength of the evidence on pain resource nurse programs was determined to range from low to moderate quality for making generalizable conclusions. However, 4 key elements were identified as integral to effective pain resource nurse programs and useful for the program design and development: leadership commitment and active involvement in embedding a culture of effective pain management throughout the organization; addressing staff-related and organization-related challenges and barriers to pain management; a combination of strategies to overcome these barriers; and collaborative multidisciplinary teamwork and communication. Specific recommendations are provided for program implementation. Although the evidence was inconclusive, useful information exists to create the design of effective pain resource nurse programs. Collaborative multisite studies on the long-term effects of pain resource nurse programs are recommended. PMID:26633161

If we choose a rate of decline of the rate of extraction of the resource such that the integrated total of all future extraction equals the present size of the remaining resource then we have a program which will allow the resource to be available in declining amounts for use forever. This program is called Sustained Availability (SA) and it is somewhat analogous to the program of ``sustained yield'' in the management of renewable resources such as agriculture. The mathematics of this program, the opportunities it presents, and its consequences are examined in detail.

    The Royal Thai Government requested assistance of the United States Agency for International Development for the development and implementation of a more comprehensive scientific approach to the design, operation, and evaluation of Thailand's weather modification program. Upon visiting Thailand, a team of American scientists recommended a 5-year developmental program to improve Thai technical capabilities through training, additional equipment, and a demonstration cloud seed project. The program will test for an increase in rainfall from: (1) warm clouds seeded with hygroscopic agents; and (2) cold clouds seeded for dynamic effects with glaciogenic materials. The field program will be conducted in the Nam Mae Tun River Watershed of western Thailand. The primary response variable is rainfall measured by rain-gauge-adjusted radar. Given equal numbers of warm and cold cloud units and typical operations problems and weather variability, at least four seasons of field experimentation are required.

  10. Investigating Group Contingencies to Promote Brief Abstinence from Cigarette Smoking

    In contingency management (CM), monetary incentives are contingent on evidence of drug abstinence. Typically, incentives (e.g., “vouchers” exchangeable for goods or services) are contingent on individual performance. We programmed vouchers contingent on group performance to investigate whether these contingencies would promote brief abstinence from cigarette smoking. Thirty-two participants were divided into small teams (n = 3 per team). During three 5-day within-subject experimental conditions, participants submitted video recordings of breath carbon monoxide (CO) measures twice daily via Mōtiv8 Systems™, an Internet-based remote monitoring application. During the interdependent contingency condition, participants earned vouchers each time they and their teammates submitted breath CO samples indicative of abstinence (i.e., negative samples). During the independent contingency condition, participants earned vouchers each time they submitted negative samples, regardless of their teammates' performance. During the no vouchers condition, no monetary incentives were contingent on abstinence. In addition, half of the participants (n = 16) could communicate with their teammates through an online peer support forum. Although forum access did not appear to promote smoking abstinence, monetary incentives did promote brief abstinence. Significantly more negative samples were submitted when vouchers were contingent on individual performance (56%) or team performance (53%) relative to when no vouchers were available (35%; F = 6.9, p = 0.002). The results show that interdependent contingencies can promote brief abstinence from cigarette smoking. Moreover, the results suggest that these contingencies may help lower treatment costs and promote social support. PMID:23421358

    Competitive bidding has emerged as the dominant method for procuring new resources by US utilities. In New York, the Public Service Commission (NYPSC) ordered the state`s seven investor-owned utilities to develop bidding programs to acquire supply and DSM resource options. Utilities were allowed significant discretion in program design in order to encourage experimentation. Competitive bidding programs pose formidable policy, design, and management challenges for utilities and their regulators. Yet, there have been few detailed case studies of bidding programs, particularly of those utilities that take on the additional challenge of having supply and DSM resources compete head-to-head for a designated block of capacity. To address that need, the New York State Energy Research and Development Authority (NYSERDA), the New York Department of Public Service, and the Department of Energy`s Integrated Resource Planning program asked Lawrence Berkeley Laboratory (LBL) to review the bidding programs of two utilities that tested the integrated ``all-sources`` approach. This study focuses primarily on Consolidated Edison Company of New York`s (Con Edison) bidding program; an earlier report discusses our review of Niagara Mohawk`s program (Goldman et al 1992). We reviewed relevant Commission decisions, utility filings and signed contracts, interviewed utility and regulatory staff, surveyed DSM bidders and a selected sample of DSM non-bidders, and analyzed the bid evaluation system used in ranking bids based on detailed scoring information on individual bids provided by Con Edison.

    The United States uses tremendous amounts of geologic energy resources. In 2004 alone, the United States consumed more than 7.4 billion barrels of oil, 21.9 trillion cubic feet of natural gas, and 1.1 billion short tons of coal. Forecasts indicate the Nation's need for energy resources will continue to grow, raising several questions: How much domestic and foreign petroleum resources are available to meet the growing energy demands of the Nation and world? Does the United States have coal deposits of sufficient quantity and quality to meet demand over the next century? What other geologic energy resources can be added to the U.S. energy mix? How do the occurrence and use of energy resources affect environmental quality and human health? Unbiased information from robust scientific studies is needed for sound energy policy and resource management decisions addressing these issues. The U.S. Geological Survey Energy Resources Program provides impartial, scientifically robust information to advance the understanding of geologically based energy resources including: petroleum (oil, natural gas, natural gas liquids), coal, gas hydrates, geothermal resources, oil shale, oil sands, uranium, and heavy oil and natural bitumen. This information can be used to contribute to plans for a secure energy future and to facilitate evaluation and responsible use of resources.

    As a federal agency, the U.S. Department of Energy has been directed by Congress, the U.S. president, and the American public to provide leadership in the preservation of prehistoric, historic, and other cultural resources on the lands it administers. This mandate to preserve cultural resources in a spirit of stewardship for the future is outlined in various federal preservation laws, regulations, and guidelines such as the National Historic Preservation Act, the Archaeological Resources Protection Act, and the National Environmental Policy Act. The Idaho National Engineering and Environmental Laboratory Site is located in southeastern Idaho, and is home to vast numbers and a wide variety of important cultural resources representing at least 13,000-year span of human occupation in the region. These resources are nonrenewable, bear valuable physical and intangible legacies, and yield important information about the past, present, and perhaps the future. There are special challenges associated with balancing the preservation of these resources with the management and ongoing operation of an active scientific laboratory, while also cleaning up the waste left by past programs and processes. The Department of Energy Idaho Operations Office has administrative responsibility for most of the Site, excluding lands and resources managed by the Naval Reactors Facility and (in 2004) Argonne National Laboratory-West. The Department of Energy is committed to a cultural resource program that accepts these challenges in a manner reflecting both the spirit and intent of the legislative requirements. The primary goal of the NASA Applied Science Program is to improve future and current operational systems by infusing them with scientific knowledge of the Earth system gained through space-based observation, assimilation of new observations, and development and deployment of enabling technologies, systems, and capabilities. This paper discusses major problems facing water resources managers, including having timely and accurate data to drive their decision support tools.     Health geography has emerged from under the “shadow of the medical” to become one of the most vibrant of all the subdisciplines. Yet, this success has also meant that health research has become increasingly siloed within this subdisciplinary domain. As this article explores, this represents a potential lost opportunity with regard to the study of global health, which has instead come to be dominated by anthropology and political science. Chief among the former's concerns are exploring the gap between the programmatic intentions of global health and the unintended or unanticipated consequences of their deployment. This article asserts that recent work on contingency within geography offers significant conceptual potential for examining this gap. It therefore uses the example of alcohol taxation in Botswana, an emergent global health target and tool, to explore how geographical contingency and the emergent, contingent geographies that result might help counter the prevailing tendency for geography to be side-stepped within critical studies of global health. At the very least, then, this intervention aims to encourage reflection by geographers on how to make explicit the all-too-often implicit links between their research and global health debates located outside the discipline.     Local Long-Term Care Ombudsman Programs (LLTCOPs) protect the health, safety, welfare, and rights of residents in long-term care (LTC) facilities. This study examines the (a) existing resources available to LLTCOPs in Georgia, California, and New York, (b) relationship of resources to LLTCOP's reported effectiveness in meeting its federal mandates, and (c) state-specific mediating factors influencing LLTCOPs' resources and reported effectiveness. Quantitative and qualitative data from the National Ombudsman Reporting System (NORS) and a telephone survey of LLTCOPs in Georgia, California, and New York were collected and analyzed. Resource adequacy, as measured by beds per full-time equivalent staff (beds/FTE), is inconsistently associated with effectiveness in meeting federal mandates across and within the states studied. Analysis of alternate resource measures suggests a threshold of LLTCOP size, under which program effectiveness may be lower. LLTCOPs report the changing LTC environment and additional state mandates as factors influencing resource adequacy. PMID:25474795

    Many theoretical and research-based approaches suggest how to best use mentoring to enhance an undergraduate research program. The Institute for Broadening Participation's Pathways to Engineering and Pathways to Ocean Sciences projects synthesized a set of mentoring studies, theoretical sources, and other texts pertinent to undergraduate research program design into a suite of practical tools that includes an online mentoring manual, an online reference library of mentoring and diversity literature, and practical guides such as Using Social Media to Build Diversity in Your REU. The overall goal is to provide easy-to-access resources that can assist faculty and program directors in implementing or honing the mentoring elements in their research programs for undergraduates. IBP's Online Mentoring Manual addresses common themes, such as modeling, student self-efficacy, career development, retention and evaluation. The Online Diversity Reference Library provides a comprehensive, annotated selection of key policy documents, research studies, intervention studies, and other texts on broadening participation in science, technology, engineering and mathematics. IBP's suite of tools provides the theoretical underpinnings and research findings that can help leaders in education integrate site-appropriate mentoring elements into their educational programs. Program directors and faculty from a variety of program types and disciplines have benefitted from using the Manual and other resources. IBP continues the work of translating and synthesizing theory to practice and welcomes your participation and partnership in that effort.

    Because the use of the Mathematical Programming System -Extended (MPSX) to solve large linear and mixed integer programs requires the preparation of many input data cards, a matrix generator program to produce the MPSX input data from a much more limited set of data may expedite the use of the mixed integer programming optimization technique. The Model Definition and Control Program (MODCQP) is intended to assist a planner in preparing MPSX input data for the Puerto Rico Water Resources Planning Model. The model utilizes a mixed-integer mathematical program to identify a minimum present cost set of water resources projects (diversions, reservoirs, ground-water fields, desalinization plants, water treatment plants, and inter-basin transfers of water) which will meet a set of future water demands and to determine their sequence of construction. While MODCOP was specifically written to generate MPSX input data for the planning model described in this report, the program can be easily modified to reflect changes in the model's mathematical structure.

    The NASA Applied Sciences Program works within NASA Earth sciences to leverage investment of satellite and information systems to increase the benefits to society through the widest practical use of NASA research results. Such observations provide a huge volume of valuable data in both near-real-time and extended back nearly 50 years about the Earth's land surface conditions such as land cover type, vegetation type and health, precipitation, snow, soil moisture, and water levels and radiation. Observations of this type combined with models and analysis enable satellite-based assessment of numerous water resources management activities. The primary goal of the Earth Science Applied Science Program is to improve future and current operational systems by infusing them with scientific knowledge of the Earth system gained through space-based observation, model results, and development and deployment of enabling technologies, systems, and capabilities. Water resources is one of eight elements in the Applied Sciences Program and it addresses concerns and decision making related to water quantity and water quality. With increasing population pressure and water usage coupled with climate variability and change, water issues are being reported by numerous groups as the most critical environmental problems facing us in the 21st century. Competitive uses and the prevalence of river basins and aquifers that extend across boundaries engender political tensions between communities, stakeholders and countries. Mitigating these conflicts and meeting water demands requires using existing resources more efficiently. The potential crises and conflicts arise when water is competed among multiple uses.     For a given problem, the optimal Markov policy over a finite horizon is a conditional plan containing a potentially large number of branches. However, there are applications where it is desirable to strictly limit the number of decision points and branches in a plan. This raises the question of how one goes about finding optimal plans containing only a limited number of branches. In this paper, we present an any-time algorithm for optimal k-contingency planning. It is the first optimal algorithm for limited contingency planning that is not an explicit enumeration of possible contingent plans. By modelling the problem as a partially observable Markov decision process, it implements the Bellman optimality principle and prunes the solution space. We present experimental results of applying this algorithm to some simple test cases.

  9. Strategies for Energy Efficient Resource Management of Hybrid Programming Models

    Many scientific applications are programmed using hybrid programming models that use both message-passing and shared-memory, due to the increasing prevalence of large-scale systems with multicore, multisocket nodes. Previous work has shown that energy efficiency can be improved using software-controlled execution schemes that consider both the programming model and the power-aware execution capabilities of the system. However, such approaches have focused on identifying optimal resource utilization for one programming model, either shared-memory or message-passing, in isolation. The potential solution space, thus the challenge, increases substantially when optimizing hybrid models since the possible resource configurations increase exponentially. Nonetheless, with the accelerating adoption of hybrid programming models, we increasingly need improved energy efficiency in hybrid parallel applications on large-scale systems. In this work, we present new software-controlled execution schemes that consider the effects of dynamic concurrency throttling (DCT) and dynamic voltage and frequency scaling (DVFS) in the context of hybrid programming models. Specifically, we present predictive models and novel algorithms based on statistical analysis that anticipate application power and time requirements under different concurrency and frequency configurations. We apply our models and methods to the NPB MZ benchmarks and selected applications from the ASC Sequoia codes. Overall, we achieve substantial energy savings (8.74% on average and up to 13.8%) with some performance gain (up to 7.5%) or negligible performance loss.

  20. The 1980-1982 Geothermal Resource Assessment Program in Washington

    Since 1978, the Division of Geology and Earth Resources of the Washington Department of Natural Resources has participated in the U.S. Department of Energy's (USDOE) State-Coupled Geothermal Resource Program. Federal and state funds have been used to investigate and evaluate the potential for geothermal resources, on both a reconnaissance and area-specific level. Preliminary results and progress reports for the period up through mid-1980 have already been released as a Division Open File Report (Korosec, Schuster, and others, 1981). Preliminary results and progress summaries of work carried out from mid-1980 through the end of 1982 are presented in this report. Only one other summary report dealing with geothermal resource investigations in the state has been published. An Information Circular released by the Division (Schuster and others, 1978) compiled the geology, geochemistry, and heat flow drilling results from a project in the Indian Heaven area in the south Cascades. The previous progress report for the geothermal program (Korosec, Schuster, and others, 1981) included information on temperature gradients measured throughout the state, heat flow drilling in the southern Cascades, gravity surveys for the southern Cascades, thermal and mineral spring investigations, geologic mapping for the White Pass-Tumac Mountain area, and area specific studies for the Camas area of Clark County and Mount St. Helens. This work, along with some additional studies, led to the compilation of the Geothermal Resources of Washington map (Korosec, Kaler, and others, 1981). The map is principally a nontechnical presentation based on all available geothermal information, presented as data points, tables, and text on a map with a scale of 1:500,000.

    This dissertation consists of three essays on the contingent valuation methodology. The first essay develops a theoretical model of how agents respond to willingness to pay questions in a survey context. In particular, this essay focuses on the difference between a voluntary contribution mechanism and a mandatory contribution mechanism. The second essay applies this theory to a survey of willingness to pay for renewable energy by varying the mechanism by which the public good is supplied. The third essay proposes a methodology for choosing the number, location and range of contributions or bid levels in dichotomous choice contingent valuation surveys. The first essay, "Mandatory vs. Voluntary Payment to a Public Good" models the differing incentive effects of two different payment mechanisms in contingent valuations surveys. It is shown that under rationed voluntary payment (where each agent can contribute either a fixed amount or nothing) there exists a Nash equilibrium in which the level of public good provided is strictly below the level provided under a mandatory provision rule. This result is generalized to hypothetical valuation surveys and a set of condition ranking willingness to pay under each mechanism is described. The second essay "Valuing a Public Good" describes the result of a survey designed to test the above theory. This essay considers willingness to pay for renewable energy. In order to test the theory, a split sample survey of over fifteen hundred respondents was conducted. One half of the sample was asked whether they would volunteer to pay for green power and the other half was asked whether they would vote to support a program in which the entire population was required to contribute towards the provision of the public good. On average, respondents' willingness to pay was higher for the public good provided by the mandatory provision mechanism. The Fourth Framework Programme is divided into 4 main activities comporting a total of 18 programs. These programs are dealing with general topics as information and communication, industrial technologies, environment, life sciences and technologies, energy, transport and socioeconomic research. One line is devoted to marine sciences and technology, but offshore activities could also be included in the other topics as offshore oil and gas in energy, ship building and harbor in transport, aquaculture and fisheries in life sciences and technology, etc. In order to maintain a coherent approach toward offshore activities, the European maritime industries met intensively front 1991 to 1994 and recommended a series of proposal for Research and Development of marine resources. The methodology and content of these proposals is exposed.

  5. Remote sensing programs and courses in engineering and water resources

    The content of typical basic and advanced remote sensing and image interpretation courses are described and typical remote sensing graduate programs of study in civil engineering and in interdisciplinary environmental remote sensing and water resources management programs are outlined. Ideally, graduate programs with an emphasis on remote sensing and image interpretation should be built around a core of five courses: (1) a basic course in fundamentals of remote sensing upon which the more specialized advanced remote sensing courses can build; (2) a course dealing with visual image interpretation; (3) a course dealing with quantitative (computer-based) image interpretation; (4) a basic photogrammetry course; and (5) a basic surveying course. These five courses comprise up to one-half of the course work required for the M.S. degree. The nature of other course work and thesis requirements vary greatly, depending on the department in which the degree is being awarded.

    CoalVal is a menu-driven Windows program that produces cost-of-mining analyses of mine-modeled coal resources. Geological modeling of the coal beds and some degree of mine planning, from basic prefeasibility to advanced, must already have been performed before this program can be used. United States Geological Survey mine planning is done from a very basic, prefeasibility standpoint, but the accuracy of CoalVal's output is a reflection of the accuracy of the data entered, both for mine costs and mine planning. The mining cost analysis is done by using mine cost models designed for the commonly employed, surface and underground mining methods utilized in the United States. CoalVal requires a Microsoft Windows? 98 or Windows? XP operating system and a minimum of 1 gigabyte of random access memory to perform operations. It will not operate on Microsoft Vista?, Windows? 7, or Macintosh? operating systems. The program will summarize the evaluation of an unlimited number of coal seams, haulage zones, tax entities, or other area delineations for a given coal property, coalfield, or basin. When the reader opens the CoalVal publication from the USGS website, options are provided to download the CoalVal publication manual and the CoalVal Program. The CoalVal report is divided into five specific areas relevant to the development and use of the CoalVal program: 1. Introduction to CoalVal Assumptions and Concepts. 2.   8. Expected Utility Distributions for Flexible, Contingent Execution

    This paper presents a method for using expected utility distributions in the execution of flexible, contingent plans. A utility distribution maps the possible start times of an action to the expected utility of the plan suffix starting with that action. The contingent plan encodes a tree of possible courses of action and includes flexible temporal constraints and resource constraints. When execution reaches a branch point, the eligible option with the highest expected utility at that point in time is selected. The utility distributions make this selection sensitive to the runtime context, yet still efficient. Our approach uses predictions of action duration uncertainty as well as expectations of resource usage and availability to determine when an action can execute and with what probability. Execution windows and probabilities inevitably change as execution proceeds, but such changes do not invalidate the cached utility distributions, thus, dynamic updating of utility information is minimized.

  10. US DOE Radiological Assistance Program: personnel, equipment and resources

    The Radiological Assistance Program (RAP) of the US Department of Energy (DOE) is intended to provide emergency advice and assistance in the event of radiological incidents. Each of DOE's eight Regional Coordinating Offices in the US provide a 24-hour reporting and response capability. Specifically, the Brookhaven Area Office (BHO) is responsible for DOE's Region I, which includes the 11 northeastern states of the US. Although an inventory of dedicated equipment is assigned to BHO-RAP, it draws upon the resources of Brookhaven National Laboratory (BNL) for trained personnel in health physics and for other specialized personnel in both the day to day operation of the program and in the on-the-scene response to an incident. The organization of the BHO-RAP program and its response procedures are described in detail. An inventory and brief description of the contents of a variety of emergency equipment kits and of additional state-of-the-art instruments is included. The BHO-RAP guidelines and requirements for field operations are also indicated, as are other DOE resources upon which it can draw.

Thus, one of the most pressing issues facing an experimental cancer biology research program in genetics is incorporating data from multiple sources to annotate, visualize, and analyze the system under study. Fortunately, there are several computational resources to aid in this process. However, a significant effort is required to adapt a molecular biology-based research program to take advantage of these datasets. Here, we discuss the lessons learned in our laboratory and share several recommendations to make this transition effectively.   12. Application of dynamic programming to control khuzestan water resources system

    An approximate optimization technique based on discrete dynamic programming called discrete differential dynamic programming (DDDP), is employed to obtain the near optimal operation policies of a water resources system in the Khuzestan Province of Iran. The technique makes use of an initial nominal state trajectory for each state variable, and forms corridors around the trajectories. These corridors represent a set of subdomains of the entire feasible domain. Starting with such a set of nominal state trajectories, improvements in objective function are sought within the corridors formed around them. This leads to a set of new nominal trajectories upon which more improvements may be sought. Since optimization is confined to a set of subdomains, considerable savings in memory and computer time are achieved over that of conventional dynamic programming. The Kuzestan water resources system considered in this study is located in southwest Iran, and consists of two rivers, three reservoirs, three hydropower plants, and three irrigable areas. Data and cost benefit functions for the analysis were obtained either from the historical records or from similar studies. ?? 1977.

  14. Oil, biological communities and contingency planning

    The Oil Pollution Act of 1990 mandates the inclusion of a fish and wildlife response plan in the National Contingency Plan (NCP) and the creation of Area Committees that must develop an Area Contingency Plan (ACP). Area Contingency Plans must include a detailed annex containing a Fish and Wildlife and Sensitive Environments Plan. Tank vessels, offshore facilities, and certain onshore facilities must have response plans consistent with the requirements of the NCP and the ACP. New regulations to supersede the Type A and B procedures of the Natural Resources Damage Assessment Regulations are being developed for oil spills. Currently, four assessment methods have been proposed: (1) Type A, (2) comprehensive (Type B), (3) intermediate (between types A and B), and (4) compensation tables. The Oil Spill Liability Trust Fund is approaching its ceiling of $1 billion, but only $50 million has been appropriated. Effective biological contingency planning requires extensive knowledge of (1) the environmental fate of petroleum, (2) the effects of petroleum on organisms, (3) the existing biological resources, and (4) the establishment of a system of biological priorities. The characteristics and fate of petroleum and the biological effects of petroleum are reviewed. Assessment of biological resources includes plant and animal distributions, important habitat, endangered or threatened species, and economic considerations. The establishment by Area Committees of priorities for environmental protection, injury assessment, and restoration will promote efficient spill response. Three special issues are discussed: (1) improving our ability to restore natural resources, (2) the potential role of biological diversity in spill response planning, and (3) planning for animal rehabilitation.

    Geoscience faculty, departments, and programs play an important role in preparing future geoscience professionals. One challenge is supporting the diversity of student goals for future employment and the needs of a wide range of potential employers. Students in geoscience degree programs pursue careers in traditional geoscience industries; in geoscience education and research (including K-12 teaching); and opportunities at the intersection of geoscience and other fields (e.g., policy, law, business). The Building Strong Geoscience Departments project has documented a range of approaches that departments use to support the development of geoscience majors as professionals (serc.carleton.edu/departments). On the Cutting Edge, a professional development program, supports graduate students and post-doctoral fellows interested in pursuing an academic career through workshops, webinars, and online resources (serc.carleton.edu/NAGTWorkshops/careerprep). Geoscience departments work at the intersection of student interests and employer needs. Commonly cited program goals that align with employer needs include mastery of geoscience content; field experience; skill in problem solving, quantitative reasoning, communication, and collaboration; and the ability to learn independently and take a project from start to finish. Departments and faculty can address workforce issues by 1) implementing of degree programs that develop the knowledge, skills, and attitudes that students need, while recognizing that students have a diversity of career goals; 2) introducing career options to majors and potential majors and encouraging exploration of options; 3) advising students on how to prepare for specific career paths; 4) helping students develop into professionals, and 5) supporting students in the job search.     This paper presents a formal symbolic language, with its own specialized vocabulary and grammar, for codifying any behavioral contingency, including the complex multiparty contingencies encountered in law, economics, business, public affairs, sociology, education, and psychotherapy. This language specifies the "if, then" and temporal relationships between acts and their consequences for the parties involved. It provides for the notation of the probabilities, magnitudes, positive or negative valences, or time delays of the consequences for the parties, and for the parties that would perceive, misperceive, not perceive, predict, mispredict, or not predict events. The language's fractal-like hierarchical and recursive grammar provides for the flexible combination and permutation of the modifiers of the language's four nouns: acts, consequences, time intervals, and agents of acts; and its four verbs: consequate, prevent, perceive, and predict-thereby giving the language the ability to describe and codify various nuances of such complex contingencies as fraud, betting, blackmail, various types of games, theft, crime and punishment, contracts, family dynamics, racing, competition, mutual deterrence, feuding, bargaining, deception, borrowing, insurance, elections, global warming, tipping for service, vigilance, sexual overtures, decision making, and mistaken identity.   5. Worker programs and resource use: Evidence from better work jordan

    This paper examines data collected for the Better Work program in Jordan which aims to protect laborers in the garment industry from poor working conditions. Data are examined to look for benefits to the factories participating in the program beyond improved compliance with labor law. In particular, potential impacts to firm energy use are examined and correlations are tested between electricity use rates and measures of worker outcomes and a number of factory traits such as size and production input costs. Evidence was found to back up work done in Vietnam with regard to resource use and distribution of electricity expenses. It was also found that the type of data being collected is not ideal for examinations of energy, and more direct methods are desirable, and that considerable production obstacles are worker skill level, electricity prices, and to a greater degree in Jordan than in previously examined countries, water prices.

    In support of the US Department of Energy`s (DOE`s) pollution prevention efforts being conducted under the aegis of DOE`s Office of Environmental Restoration and Waste Management (EM) program, Pacific Northwest Laboratory was tasked with evaluating pollution prevention information resources. The goal of this activity was to improve the effectiveness of DOE`s pollution prevention activities through improved information flow, both within the complex, and more specifically, between DOE and other organizations that share similar pollution prevention challenges. This report presents our findings with respect to the role of information collection and dissemination within the complex, opportunities for teaming from successes of the private sector, and specific information needs of the DOE pollution prevention community. These findings were derived from a series of interviews with pollution prevention coordinators from across the DOE complex, review of DOE site and facility pollution prevention plans, and workshops with DOE information users as well as an information resources workshop that brought together information specialists from private industry, non-profit organizations, as well as state and regional pollution prevention assistance programs.

    On 15 October 1997 at 4:43 AM EDT, the Cassini spacecraft was successfully launched on a Titan IVB/Centaur on a mission to explore the Saturnian system. It carried three Radioisotope Thermoelectric Generators (RTGs) and 117 Light Weight Radioisotope Heater Units (LWRHUs). As part of the joint National Aeronautics and Space Administration (NASA)/U.S. Department of Energy (DoE) safety effort, a contingency plan was prepared to address the unlikely events of an accidental suborbital reentry or out-of-orbital reentry. The objective of the plan was to develop procedures to predict, within hours, the Earth impact footprints (EIFs) for the nuclear heat sources released during the atmospheric reentry. The footprint predictions would be used in subsequent notification and recovery efforts. As part of a multi-agency team, The Johns Hopkins University Applied Physics Laboratory (JHU/APL) had the responsibility to predict the EIFs of the heat sources after a reentry, given the heat sources' release conditions from the main spacecraft. (No ablation burn-through of the heat sources' aeroshells was expected, as a result of earlier testing.) JHU/APL's other role was to predict the time of reentry from a potential orbital decay. The tools used were a three degree-of-freedom trajectory code, a database of aerodynamic coefficients for the heat sources, secure links to obtain tracking data, and a high fidelity special perturbation orbit integrator code to predict time of spacecraft reentry from orbital decay. In the weeks and days prior to launch, all the codes and procedures were exercised. Notional EIFs were derived from hypothetical reentry conditions. EIFs predicted by JHU/APL were compared to those by JPL and US SPACECOM, and were found to be in good agreement. The reentry time from orbital decay for a booster rocket for the Russian Progress M-36 freighter, a cargo ship for the Mir space station, was predicted to within 5 minutes more than two hours before reentry.   15. A framework for evaluating and designing citizen science programs for natural resources monitoring.

    We present a framework of resource characteristics critical to the design and assessment of citizen science programs that monitor natural resources. To develop the framework we reviewed 52 citizen science programs that monitored a wide range of resources and provided insights into what resource characteristics are most conducive to developing citizen science programs and how resource characteristics may constrain the use or growth of these programs. We focused on 4 types of resource characteristics: biophysical and geographical, management and monitoring, public awareness and knowledge, and social and cultural characteristics. We applied the framework to 2 programs, the Tucson (U.S.A.) Bird Count and the Maui (U.S.A.) Great Whale Count. We found that resource characteristics such as accessibility, diverse institutional involvement in resource management, and social or cultural importance of the resource affected program endurance and success. However, the relative influence of each characteristic was in turn affected by goals of the citizen science programs. Although the goals of public engagement and education sometimes complimented the goal of collecting reliable data, in many cases trade-offs must be made between these 2 goals. Program goals and priorities ultimately dictate the design of citizen science programs, but for a program to endure and successfully meet its goals, program managers must consider the diverse ways that the nature of the resource being monitored influences public participation in monitoring.   17. Disease management program for asthma: baseline assessment of resource use.

    Resource use by asthma patients was assessed as a step in the development of a disease management program by a university teaching hospital, a health maintenance organization (HMO), and a national pharmacy benefit management company (PBM). Medication profiles and medical records were reviewed for all HMO patients who had a diagnosis of asthma and a pharmacy claim for an asthma-related drug in 1993; patients with chronic obstructive pulmonary disease were excluded. These 656 patients' use of health care resources (outpatient clinic visits, emergency room and urgent care visits, hospital admissions, and, the associated costs were determined, as were variances from the PBM's clinical guidelines for asthma. Members 0-4 years of age had the most outpatient and emergency/urgent care visits and the most hospital admissions. Forty-four of the patients received high-dose beta-agonist therapy, and 20 of these patients did not receive either an inhaled anti-inflammatory drug or a short course of corticosteroids. The 44 patients had more outpatient clinic and emergency room/urgent care visits, more admissions, and greater total health care costs than the other patients with asthma. The asthma patients' mean health care cost in 1993 was $203, compared with $110 for all enrollees in the HMO. For patients with high use of beta-agonists, the mean cost was nearly three times that for the other asthma patients. The baseline review of resource use identified aspects of medication use that were at variance with treatment guidelines for asthma patients. PMID:8697013

    The effectiveness of functional communication training as treatment for problem behavior depends on the extent to which treatment can be extended to typical environments that include unavoidable and unpredictable reinforcement delays. Time-based progressive delay (TBPD) often results in the loss of acquired communication responses and the resurgence of problem behavior, whereas contingency-based progressive delay (CBPD) appears to be effective for increasing tolerance for delayed reinforcement. No direct comparison of TBPD and CBPD has, however, been conducted. We used single-subject designs to compare the relative efficacy of TBPD and CBPD. Four individuals who engaged in problem behavior (e.g., aggression, vocal and motor disruptions, self-injury) participated. Results were consistent across all participants, and showed lower rates of problem behavior and collateral responses during CBPD than during TBPD. The generality of CBPD treatment effects, including optimal rates of communication and compliance with demands, was demonstrated across a small but heterogeneous group of participants, reinforcement contingencies, and contexts.     The Institute for Geophysics at The University of Texas at Austin and 4empowerment.com, a Texas-based for-profit educational enterprise, teamed up with the Texas Water Development Board to develop and implement a Web-based water resources education program for Texas high school students. The program, Water Exploration uses a project-based learning approach called the Legacy Cycle model to permit students to conduct research and build an understanding about water science and critical water-related issues, using the Internet and computer technology. The three Legacy Cycle modules in the Water Exploration curriculum are: Water Basics, Water-Earth Dynamics and People Need Water. Within each Legacy Cycle there are three different challenges, or instructional modules, laid out as projects with clearly stated goals for students to carry out. Each challenge address themes that map to the water-related “Big Ideas” and supporting concepts found in the new Earth Science Literacy Principles: The Big Ideas and Supporting Concepts of Earth Science. As students work through a challenge they follow a series of steps, each of which is associated (i.e., linked online) with a manageable number of corresponding, high quality, research-based learning activities and Internet resources, including scholarly articles, cyber tools, and visualizations intended to enhance understanding of the concepts presented. The culmination of each challenge is a set of “Go Public” products that are the students’ answers to the challenge and which serve as the final assessment for the challenge. The “Go Public” products are posted to a collaborative workspace on the Internet as the “legacy” of the students’ work, thereby allowing subsequent groups of students who take the challenge to add new products.     Background Research on contingency management to treat excessive alcohol use is limited due to feasibility issues with monitoring adherence. This study examined the effectiveness of using transdermal alcohol monitoring as a continuous measure of alcohol use to implement financial contingencies to reduce heavy drinking. Methods Twenty-six male and female drinkers (from 21–39 years old) were recruited from the community. Participants were randomly assigned to one of two treatment sequences. Sequence 1 received 4 weeks of no financial contingency (i.e., $0) drinking followed by 4 weeks each of $25 and then $50 contingency management; Sequence 2 received 4 weeks of $25 contingency management followed by 4 weeks each of no contingency (i.e., $0) and then $50 contingency management. During the $25 and $50 contingency management conditions, participants were paid each week when the Secure Continuous Remote Alcohol Monitor (SCRAM-II™) identified no heavy drinking days. Results Participants in both contingency management conditions had fewer drinking episodes and reduced frequencies of heavy drinking compared to the $0 condition. Participants randomized to Sequence 2 (receiving $25 contingency before the $0 condition) exhibited less frequent drinking and less heavy drinking in the $0 condition compared to participants from Sequence 1. Conclusions Transdermal alcohol monitoring can be used to implement contingency management programs to reduce excessive alcohol consumption. PMID:25064019

    GateWay Community College Water Resources Technologies (WRT) Program offers Certificate of Completions and Associate Degrees on Hydrologic Studies, Water Treatment and Wastewater Treatment. The program has been in existence since 1998 and has gone through several updates to meet the demand for professionals in those areas. The program includes theoretical and practical hands-on training in the monitoring of water quality and quantity as well as in water and industrial wastewater treatment. The WRT program offers online, face-to-face, and hybrid courses to address different student's needs for training. The program only Full-time faculty is supported by 15 adjunct- faculty professionals. Adjunct faculty is usually hired from a wide variety of professional people already working in the industry that have shown interest on teaching. Adjunct faculty also provide free tutoring to the WRT students when they are not teaching courses. The college Learning Center provides funding to support these tutoring activities. The program has an active Advisory Committee that provides guidance and recommends program changes to meet their training needs. This Advisory Committee is made of professionals from different federal, state, county agencies, and municipalities, private industry and consulting companies in the area. The Advisory Committee meets every year to provide feedback to GateWay on curriculum changes and commit to potential internship opportunities for the WRT students. Those internships (or voluntary work) are paid directly by the municipalities or agencies or can be paid by the GateWay WRT program. These internship jobs provides with an opportunity to actively promote the WRT program throughout the valley.     Contingency analysis is a key function to assess the impact of various combinations of power system component failures. It involves combinatorial numbers of contingencies which exceed the capability of even very large supercomputing platforms. Therefore, it is critical to select contingency cases within the constraint of computing power. This paper presents a contingency selection method employing graph theory (edge betweenness centrality) to power grid weighted graphs to remove low-impact components. The parallel implementation of the method was successfully carried out on the Cray XMT machine. The implementation takes advantage of the superior capabilities of the Cray XMT for graph-based problems and its programming features. This paper presents the performance scalability of Cray XMT and comparison with a cache-based, shared-memory machine.

    Four experiments address the degree of top-down selectivity in attention capture by feature singletons through manipulations of the spatial relationship and featural similarity of target and distractor singletons in a modified spatial cuing paradigm. Contrary to previous studies, all four experiments show that when searching for a singleton target, an irrelevant featural singleton captures attention only when defined by the same feature value as the target. Experiments 2, 3, and 4 provide a potential explanation for this empirical discrepancy by showing that irrelevant singletons can produce distraction effects that are independent of shifts of spatial attention. The results further support the notion that attentional capture is contingent on top-down attention control settings but indicates that such settings can be instantiated at the level of feature values.

    This report presents the results from FY 1998 technical studies conducted by Lawrence Livermore National Laboratory (LLNL) as part of the Hydrology and Radionuclide Migration Program (HRMP) and Underground Test Area (UGTA) project. The HRMP is sponsored by Defense Programs (DP) of the U.S. Department of Energy, Nevada Operations Office (DOE/NV), and supports DP operations at the Nevada Test Site (NTS) through studies of radiochemistry and resource management related to the defense programs mission. Other participating organizations include the Los Alamos National Laboratory (LANL), the United States Geological Survey (USGS), the Desert Research Institute (DRI) of the University of Nevada, the United States Environmental Protection Agency (EPA), and Bechtel-Nevada (BN). The UGTA project is an Environmental Management (EM) activity of DOE/NV that supports a Federal Facilities Agreement and Consent Order between the Department of Energy, the Department of Defense, and the State of Nevada. UGTA's primary function is to address the legacy release of hazardous constituents at the Nevada Test Site, the Tonopah Test Range, and off-Nevada Test Site underground nuclear testing areas. Participating contractors include LLNL (Earth and Environmental Sciences Directorate, Analytical and Nuclear Chemistry Division), LANL, DRI, USGS, BN, HSI-GeoTrans, and IT Corporation.   12. Education resources in remote Australian Indigenous community dog health programs: a comparison of community and extra-community-produced resources.

    Commercial dog health programs in Australian Indigenous communities are a relatively recent occurrence. Health promotion for these programs is an even more recent development, and lacks data on effective practices. This paper analyses 38 resources created by veterinary-community partnerships in Indigenous communities, to 71 resources available through local veterinary service providers. On average, community-produced resources used significantly more of the resource area as image, more imagery as communicative rather than decorative images, larger fonts and smaller segments of text and used images of people with a range of skin tones. As well as informal registers of Standard Australian English, community-produced resources used Aboriginal English and/or Creole languages in their text, while extra-community (EC)-produced resources did not. The text of EC resources had Flesh-Kincaid reading grade levels that excluded a large proportion of community recipients. Also, they did not cover some topics of importance in communities, used academic, formal and technical language, and did not depict people of a representative range of skin tones. As such, community-produced resources were more relevant to the unique situations in remote communities, while EC resources were often inappropriate and in some cases could even distance recipients by using inappropriate language, formats and imagery.   13. National aerial photography program as a geographic information system resource

    The National Aerial Photography Program (NAPP) is jointly funded by Federal agencies and States that choose to participate in a 50-50 cost sharing cooperative arrangement. The NAPP is designed to acquire black-and-white (B&W) or color infrared (CIR) photography at a scale of 1:40,000. The status of NAPP flying, now going into the first year of its second 5-year cycle, is reviewed to inform the user community of NAPP's coverage. The resolution, geometric quality and flight parameters are used to estimate the system's cartographic potential to produce orthophotoquads, digital elevation models, topographic maps and digital information to meet national map accuracy standards at 1:12,000 and 1:24,000-scale and serve as a geographic information system resource. Also, a technique is presented to compute the optimum scanning spot size (15 ??m) and storage required for converting the B&W or CIR photography to digital, machine-readable pixel form. The resulting digital NAPP data are suitable for a wide variety of new applications, including use in geographic information systems.

    As a response to the health effects associated with the Fukushima Daiichi Nuclear Power Plant accident that occurred after the Great East Japan Earthquake, the Thyroid Ultrasound Examination program as a part of the Fukushima Health Management Survey was started on Oct. 9th, 2011. Since this project required a large-scale cohort comprising all residents aged ≤ 18 years living in Fukushima when the earthquake happened, the nurturing of many ultrasound examiners was a matter of great urgency. Moreover, the standardization of examination procedures and skills of examiners were also important issues. Therefore, educational projects were established to develop ultrasound skills for medical doctors and technicians in Fukushima Prefecture. Marked efforts for this project resulted in increases in ultrasound examiners and institutions taking part in the Thyroid Ultrasound Examination project. Medical technicians specialized in ultrasound examinations are actively involved in these educational projects. We report the details of human resource development projects from the point of view of such medical technicians. PMID:27192802

    Among the legume family, mungbean (Vigna radiata) has become one of the important crops in Asia, showing a steady increase in global production. It provides a good source of protein and contains most notably folate and iron. Beyond the nutritional value of mungbean, certain features make it a well-suited model organism among legume plants because of its small genome size, short life-cycle, self-pollinating, and close genetic relationship to other legumes. In the past, there have been several efforts to develop molecular markers and linkage maps associated with agronomic traits for the genetic improvement of mungbean and, ultimately, breeding for cultivar development to increase the average yields of mungbean. The recent release of a reference genome of the cultivated mungbean (V. radiata var. radiata VC1973A) and an additional de novo sequencing of a wild relative mungbean (V. radiata var. sublobata) has provided a framework for mungbean genetic and genome research, that can further be used for genome-wide association and functional studies to identify genes related to specific agronomic traits. Moreover, the diverse gene pool of wild mungbean comprises valuable genetic resources of beneficial genes that may be helpful in widening the genetic diversity of cultivated mungbean. This review paper covers the research progress on molecular and genomics approaches and the current status of breeding programs that have developed to move toward the ultimate goal of mungbean improvement.     From early 1975 to mid 1979, Lawrence Livermore National Laboratory (LLNL) participated in the Hydrogeochemical Stream Sediment Reconnaissance (HSSR), part of the National Uranium Resource Evaluation (NURE) program sponsored by the Department of Energy (DOE). The Laboratory was initially responsible for collecting, analyzing, and evaluating sediment and water samples from approximately 200,000 sites in seven western states. Eventually, however, the NURE program redefined its sampling priorities, objectives, schedules, and budgets, with the increasingly obvious result that LLNL objectives and methodologies were not compatible with those of the NURE program office, and the LLNL geochemical studies were not relevant to the program goal. The LLNL portion of the HSSR program was consequently terminated, and all work was suspended by June 1979. Of the 38,000 sites sampled, 30,000 were analyzed by instrumental neutron activation analyses (INAA), delayed neutron counting (DNC), optical emission spectroscopy (OES), and automated chloride-sulfate analyses (SC). Data from about 13,000 sites have been formally reported. From each site, analyses were published of about 30 of the 60 elements observed. Uranium mineralization has been identified at several places which were previously not recognized as potential uranium source areas, and a number of other geochemical anomalies were discovered.

This report examines how resource requirements can be managed effectively by controlling the ways in which parallelism is exposed. A mechanism for controlling parallelism in scientific programs, called k-bounded loops, is presented. This involves compiling loops into dataflow graphs in a manner that allows the maximum number of concurrent iterations to be set dynamically, when the loop is invoked. A policy for employing this mechanism is developed and tested on a variety of programs. Through static analysis of the program, parametric resource expressions are formulated and the potential parallelism is characterized. Based on this analysis, the program is augmented with resource management code that computes the k-bounds by simple formulae, involving program variables and an overall resource parameter that reflects the capacity of the machine. This approach is shown to be effective for containing the resource requirements of scientific dataflow programs, while exposing adequate parallelism.
