    The 11-million gallon Exxon Valdez oil spill highlighted deficiencies in the nation's ability to contain and recover spilled oil. The Oil Pollution Act of 1990 represents a major effort by Congress to address these deficiencies and to clarify the roles and responsibilities of the private sector and the federal government in preventing, preparing for, and responding to oil spills. This report examines the Coast Guard's efforts to avoid unnecessary and wasteful duplication by coordinating with the private sector and others, including federal and state agencies, its plans to buy oil spill response equipment and the new responsibilities the act places on the private sector and the Coast Guard and if these responsibilities call for a shift in emphasis in Coast Guard oil spill response activities.

    This paper testifies that water pollution by oil remains significant, and noncompliance with federal regulations to prevent oil pollution continues to be great in the four ports GAO visited. Additionally, the impact of the Coast Guard's efforts to reduce oil spill in unknown because the agency does not compile and analyze inspection and spill data needed to make this determination. Further, the Coast Guard has not been inspecting portions of pipes that transport oil between docks and storage tanks. Coast Guard officials now acknowledge this responsibility.

    GAO found the situation in the Philadelphia and New York ports similar to that in Prince William Sound-neither industry nor the Coast Guard are prepared to respond to major oil spills. This report discusses how this unpreparedness is due to a lack of specificity in the industry and Coast Guard's plan on how to deal with spills of various sizes and Coast Guard authority to require ship owners and operators to have contingency plans or to require changes in existing plans. On the basic of recent experiences, GAO believes that prevention of oil spills rather than responding to them should be the main priority. Experiences in Price William Sound and in Philadelphia, however, show that much needs to be done to improve prevention measures like monitoring and guiding ship movements and using harbor pilots or vessel escorts.

    This paper reports that about 16,000 oil spills involving the release of more than 46 million gallons of oil took place in U.S. navigable waters in 1988; spills at water-front facilities, where vessels load and unload oil, accounted for about half of the oil spilled. While the Coast Guard acknowledges its responsibility for regulating and inspecting waterfront facilities, it efforts in this area have fallen short because it has not been inspecting portions of intrafacility pipes that transport oil between docks and storage tanks. Water pollution and noncompliance with federal oil pollution prevention regulations continue to be high at waterfront facilities. Yet the Coast Guard cannot determine how effective its inspection program has been in reducing the risk of oil spills because information on program results, such as the types, severity, and frequency of deficiencies found by inspectors, is not compiled an linked with information on the causes of oil spills found by investigators. Until the Coast Guard collects this type of information, it will not be in a position to establish measurable goals.

    The US Coast Guard's interest in marine salvage arises from its responsibility under the Federal Water Pollution Control Act and other laws dealing with oil spills. At vessel stranding situations, which could result in significant environmental damage through the release of oil or hazardous chemicals, the Coast Guard is represented by an On-Scene Coordinator (OSC), who must evaluate whether or not appropriate salvage techniques are applied to the stranded vessel by commercial salvors. To assist the OSC, who may not be trained in marine salvage, and other Coast Guard personnel assigned to such salvage operations, a portable salvage computer has been programmed to accomplish salvage calculations in a user-friendly manner. In this final report, the development of the salvage program and selection of a portable computer are described along with results of field testing with actual stranding situations.

  5. Mortality among United States Coast Guard marine inspectors

    Work history records and fitness reports were obtained for 1,767 marine inspectors of the U.S. Coast Guard between 1942 and 1970 and for a comparison group of 1,914 officers who had never been marine inspectors. Potential exposure to chemicals was assessed by one of the authors (RP), who is knowledgeable about marine inspection duties. Marine inspectors and noninspectors had a deficit in overall mortality compared to that expected from the general U.S. population (standardized mortality ratios (SMRs = 79 and 63, respectively)). Deficits occurred for most major causes of death, including infectious and parasitic diseases, digestive and urinary systems, and accidents. Marine inspectors had excesses of cirrhosis of the liver (SMR = 136) and motor vehicle accidents (SMR = 107), and cancers of the lymphatic and hematopoietic system (SMR = 157), whereas noninspectors had deficits for these causes of death. Comparison of mortality rates directly adjusted to the age distribution of the inspectors and noninspectors combined also demonstrated that mortality for these causes of death was greater among inspectors than noninspectors (directly adjusted ratio ratios of 190, 145, and 198) for cirrhosis of the liver, motor vehicle accidents, and lymphatic and hematopoietic system cancer, respectively. The SMRs rose with increasing probability of exposure to chemicals for motor vehicle accidents, cirrhosis of the liver, liver cancer, and leukemia, which suggests that contact with chemicals during inspection of merchant vessels may be involved in the development of these diseases among marine inspectors.

    Federal agencies are mandated to purchase alternative fuel vehicles, increase consumption of alternative fuels, and reduce petroleum consumption. Available plug-in electric vehicles (PEVs) provide an attractive option in the selection of alternative fuel vehicles. PEVs, which consist of both battery electric vehicles (BEVs) and plug-in hybrid electric vehicles (PHEVs), have significant advantages over internal combustion engine (ICE) vehicles in terms of energy efficiency, reduced petroleum consumption, and reduced production of greenhouse gas (GHG) emissions, and they provide performance benefits with quieter, smoother operation. This study intended to evaluate the extent to which the United States Coast Guard Headquarters (USCG HQ) could convert part or all of their fleet of vehicles from petroleum-fueled vehicles to PEVs.

    This report covers the first year of operation of a fuel cell power plant, installed by PPL Spectrum, Inc. (PPL) under contract with the United States Coast Guard (USCG), Research and Development Center (RDC). The fuel cell was installed at Air Station Cape Cod in Bourne, MA. The project had the support of the Massachusetts Technology Collaborative (MTC), the Department of Energy (DOE), and Keyspan Energy. PPL selected FuelCell Energy, Inc. (FCE) and its fuel cell model DFC{reg_sign}300 for the contract. Grant contributions were finalized and a contract between PPL and the USCG for the manufacture, installation, and first year's maintenance of the fuel cell was executed on September 24, 2001. As the prime contractor, PPL was responsible for all facets of the project. All the work was completed by PPL through various subcontracts, including the primary subcontract with FCE for the manufacture, delivery, and installation of the fuel cell. The manufacturing and design phases proceeded in a relatively timely manner for the first half of the project. However, during latter stages of manufacture and fuel cell testing, a variety of issues were encountered that ultimately resulted in several delivery delays, and a number of contract modifications. Final installation and field testing was completed in April and May 2003. Final acceptance of the fuel cell was completed on May 16, 2003. The fuel cell has operated successfully for more than one year. The unit achieved an availability rate of 96%, which exceeded expectations. The capacity factor was limited because the unit was set at 155 kW (versus a nameplate of 250 kW) due to the interconnection with the electric utility. There were 18 shutdowns during the first year and most were brief. The ability of this plant to operate in the island mode improved availability by 3 to 4%. Events that would normally be shutdowns were simply island mode events. The mean time between failure was calculated at 239 hours, or slightly less

    This article presents a case study of United States Coast Guard Auxiliary Flotilla 81. Flotilla 81 created its first formal, single agency contingency plan. The research question addressed is "How can a flotilla successfully develop a contingency plan?" Five emergent themes are identified. They are offered as suggested promising practices for other flotillas in need of creating a contingency plan. Findings suggest successful contingency planning is a result of effective collaboration with community partners. Network management theory is a key to an effective contingency planning process. The MOEs constructed in this study are specific to the Marine Inspection and Boarding Program, but the methodology of the study is based on sound theoretical principles that are probably applicable to a range of USCG activities. Hence the methodology applies equally to other important USCG programs and can be similarly used to measure their effectiveness and as an aid to decision-making.

    A comparison of 78 Coast Guard wives' and 30 firefighters' wives' scores on Zung's self-rating scale for depression showed no differences, but the Coast Guard wives had more often been prescribed antidepressants. Scores on a scale to assess the negative effects of moving were positively associated with current depression for the Coast Guard wives. PMID:20099556

  5. Management improvement could enhance enforcement of Coast Guard marine safety programs

    In managing its marine safety programs, the Coast Guard periodically inspects and boards vessels entering the United States to determine compliance with safety regulations. The Coast Guard uses data on vessels' enforcement history to assist it in determining those warranting inspection and boarding. The Coast Guard also relies on data from its field units to assist it in making personnel resource determinations. GAO found that the Coast Guard used inaccurate and incomplete information in its oversight of enforcement activities at the field level. Accordingly, GAO is recommending that the Coast Guard improve its collection, analysis, and use of information on marine industry activities to execute its marine safety responsibilities more effectively. The Department of Transportation said that the Coast Guard is aware of the GAO identified weaknesses and has taken steps to improve many of the issues brought out in this report.

    GAO concluded that the Coast Guard still has most of its major hazardous waste cleanup work to do - an effort that will cost millions and will take decades to complete. Yet the Coast Guard cannot confidently estimate long-term cleanup costs until it assesses and investigates potential hazardous waste locations. While Coast Guard data suggest that it is complying with hazardous waste regulations, this GAO report maintains that the Coast Guard may not be collecting the type of information needed to support long-term budget requests. The Coast Guard is planning to reissue reporting instructions in order to stress the importance of reporting violations and related costs. If successful, this effort could help ensure that the Coast Guard has the information necessary to estimate future funding needs.
