  1. The impact of European Registers of Road Transport Undertakings on security and enforcement of the system of digital tachograph

    Secure digital tachograph system is indisputably a means having the great influence on road safety, enforcement of the social conditions for drivers in road transport as well as supporting the fair competition between road transport undertakings. In order to better monitor the compliance of road transport with the rules in force, inter alia the provisions on usage the digital tachographs, the European Union regulation introduces the European Registers of Road Transport Undertakings (ERRU), a system that allows a better exchange of information between Member States. The main purpose of this analysis is to present the measures for enforcement the execution of the provisions on obligation of installation and usage of digital tachographs in road transport and for improving the security of data recorded within digital tachograph system especially through exchange of the information on the most serious infringements committed by hauliers in any Member State, which may lead to the loss of good repute and the e-document engineering method used by the ERRU system.

  2. Speed Consistency in the Smart Tachograph.

    In the transportation sector, safety risks can be significantly reduced by monitoring the behaviour of drivers and by discouraging possible misconducts that entail fatigue and can increase the possibility of accidents. The Smart Tachograph (ST), the new revision of the Digital Tachograph (DT), has been designed with this purpose: to verify that speed limits and compulsory rest periods are respected by drivers. In order to operate properly, the ST periodically checks the consistency of data from different sensors, which can be potentially manipulated to avoid the monitoring of the driver behaviour. In this respect, the ST regulation specifies a test procedure to detect motion conflicts originating from inconsistencies between Global Navigation Satellite System (GNSS) and odometry data. This paper provides an experimental evaluation of the speed verification procedure specified by the ST regulation. Several hours of data were collected using three vehicles and considering light urban and highway environments. The vehicles were equipped with an On-Board Diagnostics (OBD) data reader and a GPS/Galileo receiver. The tests prescribed by the regulation were implemented with specific focus on synchronization aspects. The experimental analysis also considered aspects such as the impact of tunnels and the presence of data gaps. The analysis shows that the metrics selected for the tests are resilient to data gaps, latencies between GNSS and odometry data and simplistic manipulations such as data scaling. The new ST forces an attacker to falsify data from both sensors at the same time and in a coherent way. This makes more difficult the implementation of frauds in comparison to the current version of the DT.

  3. Reduction of police vehicle accidents through mechaniically aided supervision

    Tachograph recorders were installed in 224 vehicles of a metropolitan police department to monitor vehicle operation in an attempt to reduce the rate of accidents. Police sergeants reviewed each tachograph chart and provided feedback to officers regarding their driving performance. Reliability checks and additional feedback procedures were implemented so that upper level supervisors monitored and controlled the performance of field sergeants. The tachograph intervention and components of the feedback system nearly eliminated personal injury accidents and sharply reduced accidents caused by officer negligence. A cost-benefit analysis revealed that the savings in vehicle repair and injury claims outweighed the equipment and operating costs. PMID:16795634
