The National Immunization Technical Advisory Group (NITAG) was established in Iran in 1982 and has made many important technical recommendations (e.g., regarding polio eradication, introduction of new vaccines, organizing special studies) that have contributed to a dramatic decline in vaccine preventable disease burden. The NITAG consists of experts from the Ministry of Health and Medical Education (MOHME), vaccine manufacturers, and medical universities with national Expanded Program of Immunization (EPI) staff serving as the secretariat. It is not completely independent from MOHME or EPI. It meets on a quarterly basis, and publishes national guidelines and immunization schedules that are updated regularly. Although primarily an advisory body, representation from MOHME members, including the EPI manager, ensures almost universal implementation of NITAG recommendations. Copyright © 2010 Elsevier Ltd. National Immunization Technical Advisory Groups (NITAGs) are facing increasingly complex vaccination issues together with a lack of human resources for evidence assessment and data analysis. One way to reduce these burdens could be to share some of the preparatory work across NITAGs. We conducted an inventory of all the advisory reports issued by five well-established European NITAGs from 2011 to 2014 to assess overlaps in issues and activities. A total of 104 advisory reports were retrieved. Advisory reports on the same issues were compared to identify overlapping activities and processes. Advisory reports issued by the five NITAGs showed little overlap in issues and processes. A first step towards efficient collaboration would be to establish an independent platform to provide insight into each NITAG's work and to facilitate the exchange of agendas, assessment frameworks and evidence. Civil and political participation lies at the core of citizenship. Increasingly, people with intellectual disability are members of disability advisory bodies. This study investigated the political orientations of advisory body members with intellectual disability, their participatory experiences, and the types of support they received. The 9 people with intellectual disability who in 2005 were members of disability advisory bodies at a state, national, and Victorian local government level were interviewed, together with 12 other members or secretariat staff of these bodies. Observations were also conducted of advisory body meetings. The political perspective of members with intellectual disability varied, but all had a background in self-advocacy. They found the work hard but rewarding and encountered both practical and intangible obstacles to participation. Members received varying types of practical support, but a supportive collegial milieu was characteristic among members who felt most confident about their participation. The milieu, structures, and processes of advisory bodies must all be adjusted to accommodate people with intellectual disability if they are to participate meaningfully.

This report summarizes probable causes and contributing factors that led to a rocket motor initiating prematurely while employees were preparing instrumentation for an AIII rocket sled test at SNL/NM, resulting in a Type-B Accident. Originally prepared by the Technical Advisory Team that provided technical assistance to the NNSA's Accident Investigation Board, the report includes analyses of several proposed causes and concludes that the most probable source of power for premature initiation of the rocket motor was the independent battery contained in the HiCap recorder package. The report includes data, evidence, and proposed scenarios to substantiate the analyses.

In 1976 NASA awarded The Boeing Company a contract to develop IPAD (Integrated Programs for Aerospace-Vehicle Design). This contract included a requirement for Boeing to form an Industrial Technical Advisory Board (ITAB), with members representing major aerospace and computer companies. The purpose of this board was to guide the development of IPAD. The specific goal of IPAD is to increase United States aerospace industry productivity through the application of computers to manage engineering data. This goal clearly is attainable; in fact, IPAD's influence can reach beyond the aerospace industry to many businesses where product development is based on the design-building process. An enhanced IPAD, therefore, is a national asset of significance. The role of ITAB in guiding the development of this system is described.

As governments around the world begin to implement regulations aimed at controlling nanotechnology, those regulations should be based upon the best available science, applied as consistently as possible within jurisdictions and, to the extent feasible, across jurisdictions. These goals would be easier to achieve with the creation of an international nanoscience advisory board. Such a body could be modeled on similar international scientific advisory bodies for other issues, such as the Intergovernmental Panel on Climate Change (IPCC) and the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services. Such a body should also take into account lessons learned from these similar organizations. An international nanoscience advisory board could assist regulatory bodies by providing a central source of accurate scientific information about the risks and benefits of nanotechnology, including relevant uncertainties, rather than having each regulatory body make these determinations independently. An international nanoscience advisory board could facilitate harmonization within and between jurisdictions by involving the top experts in the field to produce a centralized knowledge base for regulatory decisions. While an international nanoscience advisory board presents many potential benefits, it also faces significant difficulties, which are best illustrated by examining the history and challenges of existing international science advisory bodies.

National Immunization Technical Advisory Groups (NITAGs) provide independent, evidence-informed advice to assist their governments in immunization policy formation. This is complex work and many NITAGs face challenges in fulfilling their roles. Inter-country NITAG collaboration opportunities have the potential to enhance NITAG function and grow the quality of recommendations. Hence the many requests for formation of a network linking NITAGs together so they can learn from each other. The first Global NITAG Network (GNN) meeting, held in 2016, led to a push to launch the GNN and grow the network. At the second GNN meeting, held June 28-29, 2017 in Berlin, the GNN was formally inaugurated. Participants discussed GNN governance, reflected on the April 2017 Strategic Advisory Group of Experts (SAGE) on Immunization conclusions concerning strengthening of NITAGs and also shared NITAG experiences in evaluation and inter-country collaborations and independence. They also discussed the role of Regional Technical Advisory Groups on Immunization (RTAGs) and regional networks. A number of issues were raised including NITAGs and communications, dissemination of recommendations and vaccine implementation as well as implications of off-label recommendations. Participants were alerted to immunization evidence assessment sites and value of sharing of resources. They also discussed potential GNN funding opportunities, developed an action plan for 2017-18 and selected a Steering Committee to help move the GNN forward. All participants agreed on the importance of the GNN and the value in attracting more countries to join the GNN. Copyright © 2017.

Standard-setting agencies such as the U.S. Nuclear Regulatory Commission and the U.S. Environmental Protection Agency depend on advice from external expert advisory groups on matters of public policy and standard-setting. Authoritative bodies including the National Research Council and the National Council on Radiation Protection and Measurements provide analyses and recommendations that enable the technical and scientific soundness in decision-making. In radiological protection the nature of the scientific evidence is such that risk assessment at radiation doses typically encountered in environmental and occupational settings is highly uncertain, and several policy alternatives are scientifically defensible. The link between science and policy is problematic. The fundamental issue is the failure to properly consider risk assessment, risk communication, and risk management and then consolidate them in a process that leads to sound policy. Authoritative bodies should serve as unbiased brokers of policy choices by providing balanced and objective scientific analyses. As long as the policy-decision environment is characterized by high scientific uncertainty and a lack of values consensus, advisory groups should present unbiased evaluations of all scientifically plausible alternatives and recommend selection criteria that decision makers can use in the policy-setting process. To do otherwise (e.g., by serving as single position advocates) weakens decision-making by eliminating options and narrowing discussions of scientific perspectives. Understanding uncertainties and the limitations on available scientific information and conveying such information to policy makers remain key challenges for the technical and policy communities.

Few health-based guidelines are available to inform decisions regarding the reoccupation of buildings or sites, or the re-use of water resources, following their contamination through the accidental or intentional release of toxic chemicals or chemical warfare agents, or following a large-scale disaster. To address this need, EPA/ORD’s National Homeland Security Research Center (NHSRC) develops health-based Provisional Advisory Levels (PALs) for high priority chemicals including toxic industrial chemicals and chemical warfare agents, for both inhalation and oral exposures. Oral PALs are targeted to drinking water ingestion, but are applicable to other oral exposures such as soil ingestion. This product will be used as a hand-out at professional meetings to promote awareness of NHSRC's Provisional Advisory values. It will be posted on the intra and internet sites describing activities and products of EPA/ORD/NHSRC.

Control of liquid cooling garments: technical control of body heat storage.

This paper describes a concept of how liquid cooling garments (LCG) can be automatically controlled by the objective physiological state. The technically controlled parameter was mean body temperature which was calculated from the measured rectal and mean skin temperature. This was motivated by the fact that mean body temperature is the basis for estimating body heat storage, a commonly used measure of thermal strain. Here the setpoint of mean body temperature was the individual value taken in a preceeding resting period and it was the task of the technical controller to keep the actual value of mean body temperature as close as possible to the setpoint. The most important tuning parameters of the controller were the weighting coefficients for rectal and mean skin temperature in the calculation for mean body temperature. The ratio of these two coefficients determined the degree of compensation for any rectal temperature shift by changing mean skin temperature. Test experiments were carried out (n = 5) in which the controller was able to clamp mean body temperature to the setpoint thereby preventing heat storage. Although exercise rate (75 W) was the same, sweating and warm discomfort occurred in some cases due to the individual rectal temperature rise. Another source of discomfort were delays or paradoxical time courses of rectal temperature at the start or end of exercise which were responsible for a delayed onset of cooling or heating. To avoid these effects, the oxygen consumption signal, which is very fast and directly correlated to the exercise rate, was added to the control loop. Each increase of this parameter above its resting level lowered suit temperature. As heat storage should not be completely rejected by this new signal pathway, the controller for mean body temperature still remained active. The introduction of firearms in the fifteenth century led to the continuous development of bulletproof personal protection. Due to recent industrial progress and the emergence of a new generation of ballistic fibers in the 1960s, the ability of individual ballistic protections to stop projectiles greatly increased. While protective equipment is able to stop increasingly powerful missiles, deformation during the impact can cause potentially lethal nonpenetrating injuries that are grouped under the generic term of behind armor blunt trauma, and the scope and consequences of these are still unclear. This review first summarizes current technical data for modern bulletproof vests, the materials used in them, and the stopping mechanisms they employ. Then it describes recent research into the specific ballistic injury patterns of soldiers wearing body armor, focusing on behind-armor blunt trauma.

Oligometastatic cancer is being increasingly managed with aggressive local therapy using stereotactic body radiation therapy (SBRT). However, few guidelines exist. We summarize the results of an international survey reviewing technical factors for extracranial SBRT for oligometastatic disease to guide safe management. Seven high-volume centers contributed. Levels of agreement were categorized as strong (6-7 common responses), moderate (4-5), low (2-3) or no agreement. We present the results of a multi-national and multi-institutional survey of technical factors of SBRT for extracranial oligometastases. Key methods including target delineation, prescription doses, normal tissue constraints, imaging and set-up for safe implementation and practice of SBRT for oligometastasis have been identified. This manuscript will serve as a foundation for future clinical evaluations.

To determine the physical demands placed on female elite team handball (TH) players in relation to playing position and body anthropometry, female elite TH primarily field players were monitored during match-play using video recording and subsequent computerized technical match analysis during 5 regular tournament match seasons. Technical match activities were distributed in 6 major types of playing actions (shots, breakthroughs, fast breaks, technical errors, defensive errors, and tackles) and further divided into various subcategories (e.g., type of shot, hard or light tackles, claspings, screenings, and blockings). Furthermore, anthropometric measurements were performed. Each player had 28.3 ± 11.0 (group means ± SD) high-intense playing actions per match with a total effective playing time of 50.70 ± 5.83 minutes. On average, each player made 2.8 ± 2.6 fast breaks, gave 7.9 ± 14.4 screenings, received 14.6 ± 9.2 tackles in total, and performed 7.7 ± 3.7 shots while in offense, along with 3.5 ± 3.8 blockings, 1.9 ± 2.7 claspings, and 6.2 ± 3.8 hard tackles in defense. Mean body height, body mass, and age in the Danish Premier Female Team Handball League were 175.4 ± 6.1 cm, 69.5 ± 6.5 kg, and 25.4 ± 3.7 years, respectively. Wing players were lighter (63.5 ± 4.8 kg, p < 0.001) and smaller (169.3 ± 4.9 cm, p < 0.001) than backcourt players (BP) (70.6 ± 5.3 kg, 177.0 ± 5.4 cm) and pivots (PV) (72.5 ± 4.9 kg, 177.7 ± 4.9 cm). In conclusion, the present match observations revealed that female elite TH players during competitive games intermittently perform a high number of short-term, high-intense technical playing actions making modern female elite TH a physically demanding team sport. No sign of technical fatigue were observed, since the amount of intense technical playing actions remained unchanged in the second half. National Immunisation Technical Advisory Groups (NITAGs) provide independent guidance to health ministries to support evidence-based and nationally relevant immunisation decisions. We examined NITAGs' value, sustainability, and need for support in low and middle-income countries, drawing from a mixed-methods study including 130 global and national-level key informant interviews. NITAGs were particularly valued for providing independent and nationally owned evidence-based decision-making (EBDM), but needed to be integrated within national processes to effectively balance independence and influence. Participants agreed that most NITAGs, being relatively new, would need developmental and strengthening support for at least a decade. While national governments could support NITAG functioning, external support is likely needed for requisite capacity building. This might come from Gavi mechanisms and WHO, but would require alignment among stakeholders to be effective.

Diverse areas of expertise are needed to describe and assess a changing climate and provide guidance for the agency that runs the largest state-built, multi-purpose water project in the U.S. California's State Water Project provides: drinking water for more than 25 million people, flood control, power generation, recreation, fish and wildlife protection, and water quality improvements. Hydrologic impacts under a changing climate include rising seas, reduced ratio of snow to rain, earlier snowmelt and higher temperatures; all of which are being detected. To improve the scientific basis for decisions and enhance the consistency of climate change approaches, the California Department of Water Resources (DWR) empaneled a Climate Change Technical Advisory Group (CCTAG) for guidance on the scientific aspects of climate change, its impacts on water resources, the use and creation of planning approaches and analytical tools, and the development of adaptation responses. To carry out DWR's mission, incorporation of climate change into DWR's planning, projects, and other activities must be consistent, science-based, and continually improved through an iterative process. Hydrologists, academicians, modelers, planners, lawyers and practitioners convened regularly to tackle these complicated issues in water management policy, including climate change impacts on extreme events. Actions taken in response to the CCTAG recommendations will move California toward more sustainable management of water and related resources. DWR will release a technical report of CCTAG guidance and perspectives in 2015. The process to convene, collaborate and distribute the findings of this CCTAG will be the focus of this presentation. An academician and water resources practitioner will share their perspectives on the processes driving CCTAG's work.

Fish consumption and advisory awareness among older Wisconsin fishermen.

The provision of fish consumption advice issued by the Wisconsin Department of Health Services (DHS) and Department of Natural Resources (DNR) has evolved over the past 40 years. In 2010, DHS received a US Environmental Protection Agency Great Lakes Restoration Initiative (GLRI) grant to evaluate existing advisory approaches, identify gaps, and adapt current communication approaches. Previous research conducted by DHS found that older, male anglers eat more sport fish and have higher body burdens of persistent contaminants found in fish than other groups. As part of the GLRI, Wisconsin DHS and DNR aimed to engage this subpopulation and improve communication by using an Internet-based survey to collect information about fishing habits, consumption, and advisory awareness. At the end of the survey, participants were provided with answers to advisory questions and links to relevant online information. From fall 2011 through spring 2012, 827 men aged 50 and older completed this survey. Nearly all fishermen were aware of the existence of consumption advisories. Although awareness was high, penetration of traditional outreach materials was low with fewer than 35% having seen any of the pamphlets featured in the survey. Knowledge of the advisories was significantly higher among residents of counties along Lakes Michigan and Superior and among more frequent sport fish consumers. Men who were aware of these advisories were significantly more likely to have modified their consumption behavior. Wisconsin's experience suggests general awareness among older male anglers. Participation in the online survey and responses to sources of advisory information supports the need to expand the current outreach program to reach and inform the fish-consuming public.

National Immunization Technical Advisory Groups (NITAGs) are established by national authorities to provide them with independent, bias-free, objective, and evidence-based advice on vaccines and immunization challenges. As of December 2015, 125 countries have reported having set up an NITAG. The Health Policy and Institutional Development Center at the Agence de Médecine Préventive, a World Health Organization (WHO) Collaborative Center for evidence-informed immunization, through its Supporting Independent Immunization and Vaccine Advisory Committees (SIVAC) Initiative project, provides assistance to low- and middle-income countries in the establishment and strengthening of their NITAGs. The Indonesian NITAG (ITAGI) was formed in December 2006 and Uganda's (UNITAG) was formed in November 2014. Both Uganda and Indonesia have introduced inactivated polio vaccine (IPV) as part of the Global Polio Eradication and Endgame Strategic Plan (the Endgame plan). The authors reflect on the process and the role played by NITAGs in the introduction of IPV in the routine immunization program and the lessons learned. This commentary is a reflection of the authors' experience on NITAG's role as observed in 2 particular local settings and applied to a global public health issue, the polio eradication Endgame plan. The reflection is backed up by the relevant (policy and technical) documents on polio eradication, along with minutes and reports from countries' ministries of health, immunization programs, WHO, and NITAGs. NITAGs are valuable tools for ministries of health to ensure sustainable, evidence-informed immunization policies that are trusted and accepted by their communities. Early engagement with NITAGs also ensures that the adoption of strategies addressing global public health threats at the country level reinforces the national immunization programs. Concern about the role of beverages, especially those containing sugar, in the obesity epidemic continues to escalate. Bans on sugar-sweetened beverages and chocolate milk have expanded from the school cafeteria to the ballpark and convenience store. This review describes the experience of the 2010 Dietary Guidelines Advisory Committee (DGAC) in conducting an evidence-based review of dietary exposure and health outcomes. The following four topics relevant to fluids and body weight were reviewed: added sugar, noncaloric sweeteners, food form and body weight, and macronutrients and satiety. There were limited and conflicting data on how liquids and solids affect energy intake and body weight. Fluid intake is typically not tracked in prospective, cohort longitudinal studies; thus, data are not available on fluid intake and health status from studies using the strongest epidemiologic designs. Despite public perception that beverages are linked to increased body weight compared with whole foods, evidence-based reviews of this topic do not support that liquid calories are processed differently in the body. The practical recommendation to replace caloric beverages with water as an aid to control weight is based on calorie reduction, rather than a link between added-sugar intake and obesity. © 2012 International Life Sciences Institute.

We describe the digital library (DL) for the National Advisory Committee for Aeronautics (NACA), the NACA Technical Report Server (NACATRS). The predecessor organization for the National Aeronautics and Space Administration (NASA), NACA existed from 1915 until 1958. The primary manifestation of NACA's research was the NACA report series. We describe the process of converting this collection of reports to digital format and making it available on the World Wide Web (WWW) and is a node in the NASA Technical Report Server (NTRS). We describe the current state of the project, the resulting DL technology developed from the project, and the future plans for NACATRS.

One of the aims of the WHO Global Action Plan for Influenza Vaccines (GAP) was to transfer influenza vaccine production technology to interested manufacturers and governments in developing countries, to enable greater influenza vaccine manufacturing capacity against any pandemic threat or pandemic. For this objective, the GAP was supported by an independent Technical Advisory Group (TAG) to assist WHO to select vaccine manufacturing proposals for funding and to provide programmatic support for successful grantees. While there were many challenges, for both the TAG and grantees, there were also notable successes with an additional capacity of 338-600 million pandemic vaccine doses being made possible by the programme between 2007 and 2015, and a potential capacity of more than 600 million by 2016/17 with up to one billion doses expected by 2018/19. Seasonal vaccine production was also developed in 4 countries with another 4-5 countries expected to be producing seasonal vaccine by 2018/19. The relatively small WHO investments - in time and funding - made in these companies to develop their own influenza vaccine production facilities have had quite dramatic results. Development of the prototype Earthquake Advisory Service (EAS) is reported. The EAS is designed to provide direct technical assistance and written materials to advise people who wish to make informed decisions about earthquake hazard reduction in their residences. In many countries, national vaccination recommendations are developed by independent expert committees, so-called national immunisation technical advisory groups (NITAG). Since the evaluation of vaccines is complex and resource-demanding, collaboration between NITAGs that evaluate the same vaccines could be beneficial. We conducted a cross-sectional survey among 30 European countries in February 2014, to explore basic characteristics and current practices of European NITAGs and identify potential modes and barriers for collaboration. Of 28 responding countries, 26 reported to have a NITAG or an equivalent expert group. Of these, 20 apply a systematic approach in the vaccine decision-making process, e.g. by considering criteria such as country-specific disease epidemiology, vaccine efficacy/effectiveness/safety, health economics, programme implementation/logistics or country-specific values/preferences. However, applied frameworks and extent of evidence review differ widely. The use of systematic reviews is required for 15 of 26 NITAGs, while results from transmission modelling and health economic evaluations are routinely considered by 18 and 20 of 26 NITAGs, respectively. Twenty-five countries saw potential for NITAG-collaboration, but most often named structural concerns, e.g. different NITAG structures or countries’ healthcare systems. Our survey gathered information that can serve as an inventory on European NITAGs, allowing further exploration of options and structures for NITAG collaboration.

Modern team handball match-play imposes substantial physical and technical demands on elite players. However, only limited knowledge seems to exist about the specific working requirements in elite team handball. Thus, the purpose of this study was to examine the physical demands imposed on male elite team handball players in relation to playing position and body anthropometry. Based on continuous video recording of individual players during elite team handball match-play (62 tournament games, ∼4 players per game), computerized technical match analysis was performed in male elite team handball players along with anthropometric measurements over a 6 season time span. Technical match activities were distributed in 6 major types of playing actions (shots, breakthroughs, fast breaks, tackles, technical errors, and defense errors) and further divided into various subcategories (e.g., hard or light tackles, type of shot, claspings, screenings, and blockings). Players showed 36.9 ± 13.1 (group mean ± SD) high-intense technical playing actions per match with a mean total effective playing time of 53.85 ± 5.87 minutes. In offense, each player performed 6.0 ± 5.2 fast breaks, received 34.5 ± 21.3 tackles in total, and performed in defense 3.7 ± 3.5 blockings, 3.9 ± 3.0 claspings, and 5.8 ± 3.6 hard tackles. Wing players (84.5 ± 5.8 kg, 184.9 ± 5.7 cm) were less heavy and smaller (p < 0.001) than backcourt players (94.7 ± 7.1 kg, 191.9 ± 5.4 cm) and pivots (99.4 ± 6.2 kg, 194.8 ± 3.6 cm). In conclusion, modern male elite team handball match-play is characterized by a high number of short-term, high-intense intermittent technical playing actions. Indications of technical fatigue were observed. Physical demands differed between playing positions with wing players performing more fast breaks and less physical confrontations with opponent players than backcourt players and pivots. Body anthropometry seemed to have an important influence on playing performance

The objective of this study was to document and review advances and groundbreaking progress in cardiac and body MR at ultrahigh fields (UHF, B0 ≥ 7.0 T) with the goal to attract talent, clinical adopters, collaborations and resources to the biomedical and diagnostic imaging communities. This review surveys traits, advantages and challenges of cardiac and body MR at 7.0 T. The considerations run the gamut from technical advances to clinical opportunities. Key concepts, emerging technologies, practical considerations, frontier applications and future directions of UHF body and cardiac MR are provided. Examples of UHF cardiac and body imaging strategies are demonstrated. Their added value over the kindred counterparts at lower fields is explored along with an outline of research promises. The achievements of cardiac and body UHF-MR are powerful motivators and enablers, since extra speed, signal and imaging capabilities may be invested to overcome the fundamental constraints that continue to hamper traditional cardiac and body MR applications. If practical obstacles, concomitant physics effects and technical impediments can be overcome in equal measure, sophisticated cardiac and body UHF-MR will help to open the door to new MRI and MRS approaches for basic research and clinical science, with the lessons learned at 7.0 T being transferred into broad clinical use including diagnostics and therapy guiding at lower fields. National Immunization Technical Advisory Groups (NITAGs) provide independent, evidence-informed advice to assist their governments in immunization policy formation. However, many NITAGs face challenges in fulfilling their roles. Hence the many requests for formation of a network linking NITAGs together so they can learn from each other. To address this request, the Health Policy and Institutional Development (HPID) Center (a WHO Collaborating Center at the Agence de Médecine Préventive - AMP), in collaboration with WHO, organized a meeting in Veyrier-du-Lac, France, on 11 and 12 May 2016, to establish a Global NITAG Network (GNN). The meeting focused on two areas: the requirements for (a) the establishment of a global NITAG collaborative network; and (b) the global assessment/evaluation of the performance of NITAGs. 35 participants from 26 countries reviewed the proposed GNN framework documents and NITAG performance evaluation. Participants recommended that a GNN should be established, agreed on its governance, function, scope and a proposed work plan as well as setting a framework for NITAG evaluation. Copyright © 2017.

The goal is the creation of a generally accepted, systematically developed and implemented, but user focused, research agenda for the Advisory Group for Aerospace Research and Development (AGARD) and the Technical Information Panel (TIP) member countries. Information use seldom exists as an isolated incident. Information use usually takes place within organizational and interpersonal contexts. Therefore, it should not be studied in isolation, but rather in an holistic environment. Once implemented, this research agenda could be completed within 3 to 5 years. The results would be generalizable to AGARD member nations, would form the basis for the development of theory based practice, and would form a significant body of knowledge that can be used by AGARD information professionals for policy, practice, product, and systems development.

As a response to the selection of the Gravitational Universe as the science theme for ESA's L3 mission, ESA formed the Gravitational-Wave Observatory Advisory Team (GOAT) to advise ESA on the scientific and technological approach for a gravitational wave observatory. NASA is participating with three US scientists and one NASA observer; JAXA was also invited and participates with one observer. The GOAT looked at a range of mission technologies and designs, discussed their technical readiness with respect to the ESA schedule, recommended technology development activities for selected technologies, and worked with the wider gravitational-wave community to analyze the impact on the science of the various mission designs. The final report is expected to be submitted to ESA early March and I plan to summarize its content.

The California Earthquake Advisory Plan: A history

Since 1985, the California Office of Emergency Services (Cal OES) has issued advisory statements to local jurisdictions and the public following seismic activity that scientists on the California Earthquake Prediction Evaluation Council view as indicating elevated probability of a larger earthquake in the same area during the next several days. These advisory statements are motivated by statistical studies showing that about 5% of moderate earthquakes in California are followed by larger events within a 10-km, five-day space-time window (Jones, 1985; Agnew and Jones, 1991; Reasenberg and Jones, 1994). Cal OES issued four earthquake advisories from 1985 to 1989. In October, 1990, the California Earthquake Advisory Plan formalized this practice, and six Cal OES Advisories have been issued since then. This article describes that protocol’s scientific basis and evolution.
