  7. Re-Evaluation of the AASHTO-Flexible Pavement Design Equation with Neural Network Modeling

    PubMed Central

    Tiğdemir, Mesut

    2014-01-01

Here we establish that equivalent single-axle loads values can be estimated using artificial neural networks without the complex design equality of American Association of State Highway and Transportation Officials (AASHTO). More importantly, we find that the neural network model gives the coefficients to be able to obtain the actual load values using the AASHTO design values. Thus, those design traffic values that might result in deterioration can be better calculated using the neural networks model than with the AASHTO design equation. The artificial neural network method is used for this purpose. The existing AASHTO flexible pavement design equation does not currently predict the pavement performance of the strategic highway research program (Long Term Pavement Performance studies) test sections very accurately, and typically over-estimates the number of equivalent single axle loads needed to cause a measured loss of the present serviceability index. Here we aimed to demonstrate that the proposed neural network model can more accurately represent the loads values data, compared against the performance of the AASHTO formula. It is concluded that the neural network may be an appropriate tool for the development of databased-nonparametric models of pavement performance. PMID:25397962

  12. Investigation of a supplementary tool to assist in the prioritization of emphasis areas in North American strategic highway safety plans.

    2012-03-01

An important potential benefit of a jurisdiction developing an upper-level traffic safety policy statement, such as a strategic highway safety plan (SHSP) or a traffic safety action plan, is the creation of a manageable number of focus areas, known as emphasis areas. The responsible agencies in the jurisdiction can then direct their finite resources in a systematic and strategic way designed to maximize the effort to reduce the number and severity of roadway collisions. In the United States, the federal government through AASHTO has suggested 22 potential emphasis areas. In Canada, CCMTA's 10 potential emphasis areas have been listed for consideration. This study reviewed the SHSP and traffic safety action plan of 53 jurisdictions in North America, and conducted descriptive data analyses to clarify the issues that currently affect the selection and prioritization process of jurisdiction-specific emphasis areas. We found that the current process relies heavily on high-level collision data analysis and communication among the SHSP stakeholders, but may not be the most efficient and effective way of selecting and prioritizing the emphasis areas and allocating safety improvement resources. This study then formulated a formal collision diagnosis test, known as the beta-binomial test, to clarify and illuminate the selection and the prioritization of jurisdiction-specific emphasis areas. We developed numerical examples to demonstrate how engineers can apply the proposed diagnosis test to improve the selection and prioritization of individual jurisdictions' emphasis areas. 9. Tiering strategic environmental assessment and project environmental impact assessment in highway planning in Sao Paulo, Brazil

    SciTech Connect

    Sanchez, Luis E.; Silva-Sanchez, Solange S.

    2008-10-15

Constructing highways in dense urban areas is always a challenge. In Sao Paulo Metropolitan Region, heavy truck traffic contributes to clog streets and expressways alike. As part of the traffic neither originates nor head to the region, a peripheral highway has been proposed to reduce traffic problems. This project, called Rodoanel, is an expressway approximately 175 km long. The fact that the projected south and north sections would cross catchments that supply most of the metropolis water demand was strongly disputed and made the environmental permitting process particularly difficult. The agency in charge commissioned a strategic environmental assessment (SEA) ofmore » a revamped project, and called it the Rodoanel Programme. However, the SEA report failed to satisfactorily take account of significant strategic issues. Among these, the highway potential effect of inducing urban sprawl over water protection zones is the most critical issue, as it emerged later as a hurdle to project licensing. Conclusion is that, particularly where no agreed-upon framework for SEA exists, when vertical tiering with downstream project EIA is sought, then a careful scoping of strategic issues is more than necessary. If an agreement on 'what is strategic' is not reached and not recognized by influential stakeholders, then the unsettled conflicts will be transferred to project EIA. In such a context, SEA will have added another loop to the usually long road to project approval.« less

    2018-04-01

This study investigated the association between driving safety and seven sleep disorders amongst 3541 participants of the Second Strategic Highway Research Program (SHRP 2) naturalistic driving study. SHRP 2 collected naturalistic driving data from participants between 16 and 98 years old by instrumenting participants' vehicles. The analyses used logistic regression to determine the likelihood of crash or near-crash involvement, Poisson log-linear regression to assess crash or near-crash rate, and ordinal logistic regression to assess driver maneuver appropriateness and crash or near-crash severity. These analyses did not account for any medical treatments for the sleep disorders. Females with restless legs syndrome/Willis-Ekbom disease (RLS/WED), drivers with insomnia or narcolepsy, are associated with significantly higher risk of crash or near-crash. Drivers with shift work sleep disorder (SWSD) are associated with significantly increased crash or near-crash rate. Females with RLS/WED or sleep apnea and drivers with SWSD are associated with less safe driver maneuver and drivers with periodic limb movement disorder are associated with more severe events. The four analyses provide no evidence of safety decrements associated with migraine. This study is the first examination on the association between seven sleep disorders and different measures of driving risk using large-scale naturalistic driving study data. The results corroborate much of the existing simulator and epidemiological research related to sleep-disorder patients and their driving safety, but add ecological validity to those findings. These results contribute to the empirical basis for medical professionals, policy makers, and employers in making decisions to aid individuals with sleep disorders in balancing safety and personal mobility.

    2005-09-01

Research in Europe, as documented by an FHWA/AASHTO European Scan Tour held in May 2004, and recent activity in Arizona and California, has fostered much interest in ``quiet pavements.'' On September 14-16, 2004, an FHWA sponsored Roadmap to Quieter Highways workshop was held at Purdue University. Participants were from the disciplines of pavement, safety, and noise from FHWA, State departments of transportation, industry (paving associations, general contractors, tire, and vehicle manufacturers), and academia. After several breakout sessions in the areas of policy, construction, maintenance, analysis (measurement and prediction), research, and design, the group had identified the knowledge gaps and developed a plan to fill those gaps. Several activities have been implemented based on the Roadmap to Quieter Highways. An Expert Task Group was formed to provide a draft provisional standard for the measurement methodologies, e.g., source, wayside, pavement absorption. A Tire/Pavement 101 workshop is being developed to educate pavement practitioners in noise concepts and noise practitioners in pavement concepts. A Tire/Pavement Noise clearinghouse is being developed as a one-stop location for all current tire/pavement noise or quiet pavement activities. Several research studies have been started and a second workshop will be held in 2006 to assess progress of the Roadmap.

    2006-07-01

In late 2004, as part of American Coal Ash Association's (ACAA) strategic planning process, a plan was approved by its Board of Directors implementing a 'green highways' concept which emphasized use of coal combustion products (CCPs) in highways in a variety of ways including being used alone, in combination with other forms of CCPs, and combined with non ash materials. The incentives behind the developed concept were the derived advantages from beneficial technical economic and environmental impacts. Although the primary use of fly ash is concrete, other forms of CCPs could be considered for more non-traditional highway applications. For example, more » these might include soils stabilization, binders for in-place pavement recycling, use in flowable fills, aggregates, source materials for structural fills and embankments, components in manufactured soils, and for granular base courses beneath pavements. At this same time, unknown to ACCA, EPA Region 3 in Philadelphia was working with the Wetlands and Watershed Work Group, a non-profit organization involved in wetlands policy and management along with the Federal Highway Administration (FHWA) on their own Green Highways initiative. These groups were planning a conference, the 'Green Highway Forum'. This was held in College Park, Maryland at the University of Maryland, Nov 8-10 2005. At the conference a draft 'roadmap' was presented as a guide to executive level participants bringing the diverse viewpoints of many agencies and interest groups together. Ten guiding principals were considered. The 'Green Highways' is a new effort to recognize the 'greenness' of many projects already completed and those to be initiated. 2 photos.« less

    2017-10-01

During steam curing of concrete, temperature and moisture gradients are developed, which are difficult to measure experimentally and can adversely affect the durability of concrete. In this research, a model of cement hydration coupled to moisture and heat transport was used to simulate the process of steam curing of mortars with water-to-cement ( w/c ) ratios by mass of 0.30 and 0.45, considering natural convection boundary conditions in mortar and concrete specimens of AASHTO Type VI beams. The primary variables of the model were moisture content, temperature, and degree of hydration. Moisture content profiles of mortar specimens (40 mm in diameter and 50 mm in height) were measured by magnetic resonance imaging. The degree of hydration was obtained by mass-based measurements of loss on ignition to 1000 °C. The results indicate that the model correctly simulates the moisture distribution and degree of hydration in mortar specimens. Application of the model to the steam curing of an AASHTO Type VI beam indicates temperature differences (between the surface and the center) higher than 20 °C during the cooling stage, and internal temperatures higher than 70 °C that may compromise the durability of the concrete.

This study concerned a stretch of 17 km of a 94-km highway alignment in Southeastern Nigeria that has a high incidence of pavement failure arising from subgrade failure. The subgrade of this section of the roadway is composed of Ekenkpon shale, New Netim marl, and Nkporo shale. Under the Unified Soil Classification System, the shales classify as OH (organic clay) and the marl classifies as MH (inorganic silt). Under the American Association of State and Transportation Officials (AASHTO) M 145 soil classification, all these soils classify as A-7-5 soil. Using the AASHTO M 145 group index, none of these soils was considered suitable as subgrade in its native form. Therefore, cement was investigated as a stabilizing agent. Testing demonstrated that 7, 3 and 12 % by weight were the optimum cement contents to reinforce the Ekenkpon shale, New Netim marl, and Nkporo shale, respectively.

Advanced fiber-reinforced polymer composite (FRP) has been increasingly used in bridge deck to replace concrete or steel. A FRP bridge deck can be designed to meet AASHTO HS-25 load requirements. FRP decks have many advantages over the conventional reinforced concrete or steel decks owing to their lightweight, high strength and corrosion resistance. However, such new deck system requires extensive monitoring to ensure its designed performance before its widespread acceptance by the bridge community. For inspection and evaluation purpose, a proper monitoring system consisting of various kinds of sensors installed in the FRP deck is critical. This paper provides a framework for designing an efficient monitoring system. The strategic sensor locations are identified based on the stress analysis of the FRP deck.

the ASD is compared to the required SSD on each highway. Three different levels of SSD are defined (SSD for drivers with limited ability, AASHTOs SSD requirements and SSD for drivers with high skill). The results show that, when compared to SSD requirements which integrate limitations in cognitive abilities, a substantial portion of the analyzed segments do not meet the requirements (up to 20%). Similarly, when compared to AASHTO's SSD requirements, up to 6% of the analyzed segments do not meet the requirements. In an attempt to explore the effects of such design limitations on safety, the paper also explores crash rates in noncompliant regions (i.e. regions that do not provide sufficient SSD) and compares them to crash rates in compliant regions. On average, it was found that noncompliant regions experience crash rates that are 2.15 and 1.25 times higher than compliant regions for AASHTO's SSD requirements and those integrating driver limitations, respectively. Furthermore, the study found that a significantly higher proportion of drivers involved in collisions in the noncompliant regions were old drivers. Copyright © 2018 Elsevier Ltd. 2009-01-01

In the UK, the Highways Agency is responsible for operating, maintaining and improving the strategic road network in England. One focus of the Highways Agency's ongoing research into the nature and impact of highway runoff is aimed at ensuring that the Highways Agency will meet the requirements of the EU Water Framework Directive. A research programme, undertaken in partnership with the Environment Agency, is in progress to develop a better understanding of pollutants in highway runoff and their ecological impact. The paper presents the outcome of a study to: (1) monitor pollutants in highway runoff under different climate and traffic conditions; (2) develop standards to assess potential ecological risks from soluble pollutants in highway runoff; and (3) develop a model to predict pollutant concentrations in highway runoff. The model has been embedded in a design tool incorporating risk assessment procedures and receiving water standards for soluble and insoluble pollutants--the latter has been developed elsewhere in another project within the research programme. The design tool will be used to support improved guidance on where, and to what level, treatment of runoff is required for highway designers to manage the risk of ecological impact from highway runoff.

Electronic hardware has been developed to telemetrically transmit temperature and strain measurements from within a public highway in the UK. These measurements provide an important health check for monitoring fatigue damage in pavements. Previous attempts at measuring strain and temperature have required lengths of cable to be installed in the highway. The installation of these cables is both expensive and damaging to the pavement and provides potentially unreliable electrical connections. The new systems consist of a retrofitted instrumented asphalt core which is bonded into the pavement structure. The core contains all the electronics necessary to record two temperatures and two strains. An analogue front end provides signal conditioning which is digitized and passed to microcontroller for endcoding. From there the data is transmitted via a low power radio link to a receiver and data logger positioned by the side of the road. The system has an in-situ operating life of 6 months on AA alkaline batteries. Results are presented of power management and fault tolerant radio protocol techniques, long term temperature variations, dynamic strain measurements within the highway, and RF transmission capabilities through a layer of asphalt.

  2. On the required complexity of vehicle dynamic models for use in simulation-based highway design.

    PubMed

    Brown, Alexander; Brennan, Sean

    2014-06-01

This paper presents the results of a comprehensive project whose goal is to identify roadway design practices that maximize the margin of safety between the friction supply and friction demand. This study is motivated by the concern for increased accident rates on curves with steep downgrades, geometries that contain features that interact in all three dimensions - planar curves, grade, and superelevation. This complexity makes the prediction of vehicle skidding quite difficult, particularly for simple simulation models that have historically been used for road geometry design guidance. To obtain estimates of friction margin, this study considers a range of vehicle models, including: a point-mass model used by the American Association of State Highway Transportation Officials (AASHTO) design policy, a steady-state "bicycle model" formulation that considers only per-axle forces, a transient formulation of the bicycle model commonly used in vehicle stability control systems, and finally, a full multi-body simulation (CarSim and TruckSim) regularly used in the automotive industry for high-fidelity vehicle behavior prediction. The presence of skidding--the friction demand exceeding supply--was calculated for each model considering a wide range of vehicles and road situations. The results indicate that the most complicated vehicle models are generally unnecessary for predicting skidding events. However, there are specific maneuvers, namely braking events within lane changes and curves, which consistently predict the worst-case friction margins across all models. This suggests that any vehicle model used for roadway safety analysis should include the effects of combined cornering and braking. The point-mass model typically used by highway design professionals may not be appropriate to predict vehicle behavior on high-speed curves during braking in low-friction situations. However, engineers can use the results of this study to help select the appropriate vehicle dynamic

    2007-04-01

Highway runoff has been identified as a significant source of contaminants that impact on the receiving aquatic environment. Several studies have been completed documenting the characteristics of highway runoff and its implication to the receiving water in the UK and elsewhere. However, very little information is available for Ireland. The objective of this study was to determine the quality of highway runoff from major Irish roads under the current road drainage design and maintenance practice. Four sites were selected from the M4 and the M7 motorways outside Dublin. Automatic samplers and continuous monitoring devices were deployed to sample and monitor the runoff quality and quantity. More than 42 storm events were sampled and analysed for the heavy metals Cd, Cu, Pb, and Zn, 16 US EPA specified PAHs, volatile organic compounds including MTBE, and a number of conventional pollutants. All samples were analysed based on the Standard Methods. Significant quantities of solids and heavy metals were detected at all sites. PAHs were not detected very often, but when detected the values were different from quantities observed in UK highways. The heavy metal concentrations were strongly related to the total suspended solids concentrations, which has a useful implication for runoff management strategies. No strong relationship was discovered between pollutant concentrations and event characteristics such as rainfall intensity, antecedent dry days (ADD), or rainfall depth (volume). This study has demonstrated that runoff from Irish motorways was not any cleaner than in the UK although the traffic volume at the monitored sites was relatively smaller. This calls for a site specific investigation of highway runoff quality before adopting a given management strategy.

    2004-01-01

Objectives. We describe an emerging public health concern regarding silicosis in the fast-growing highway repair industry. Methods. We examined highway construction trends, silicosis surveillance case data, and environmental exposure data to evaluate the risk of silicosis among highway repair workers. We reviewed silicosis case data from the construction industry in 3 states that have silicosis registries, and we conducted environmental monitoring for silica at highway repair work sites. Results. Our findings indicate that a large population of highway workers is at risk of developing silicosis from exposure to crystalline silica. Conclusions. Exposure control methods, medical screenings, protective health standards, and safety-related contract language are necessary for preventing future occupational disease problems among highway repair workers. 10. The influence of curbs on driver behaviors in four-lane rural highways--A driving simulator based study.

    PubMed

    2013-01-01

The speed limit of 55mph (88km/h) is typically used on rural highways in the U.S. For locations where curbs are installed along these roadways, some transportation agencies have suggested the use of a lower 45mph (72km/h) speed limit because, according to AASHTO, running into curbs at high speeds may cause significant vehicular damage and even severe injuries. However, it has also been argued that lowering the speed limit after the installation of curbs may cause confusion in drivers, who do not perceive the risk associated with the newly installed curbs and tend to operate their vehicles at the same speed as before. To better understand driver behavior on rural highways before and after curb installation, and with different speed limits, researchers at the University of Tennessee conducted a series of experiments in two-lane and four-lane highways on a high-fidelity driving simulator. This paper mainly presents the findings from the four-lane study, and compares the results from the previous two-lane study. The scenario matrix consists of several dimensions including posted speed limit (45 and 55mph, or 72 and 88km/h), curb installation, lateral clearance between the edge of travel lane and the curb (2ft, 6ft, and no-curb, or 0.6m, 1.8m, and no-curb), weather (clear and fog), traffic conditions in the next lane (1400veh/h and 400veh/h), etc. For each subject under different experimental scenarios, detailed driving parameters, such as driving speed and vehicle position in the travel lane, were recorded and analyzed subsequently. Results of the study suggest that driver behaviors are influenced by the various factors in a complex and interrelated manner. It is likely that drivers do not perceive the risk from the curb in determining their speed on four-lane rural highways. However, it is found that curbs may provide certain guidance to drivers, especially in selecting lane position. Compared to the previous research in two-lane conditions, it is found that drivers

Vehicle emissions include different pollutants such as heavy metals, oil and grease, particulates from sources such as fuels, brake pad wear and tire wear, and litter. To understand the magnitude and nature of the stormwater emissions, a 3-year study was conducted to quantify stormwater pollutant concentrations, mass emission rates, and the first flush of pollutants. Eight highway sites were monitored over 3 years for a large suite of pollutants. The monitoring protocol emphasized detecting the first flush and quantifying the event mean concentration. Grab and flow-weighted composite samples, rainfall, and runoff data were collected. A new runoff model with four parameters was developed that to describe the first flush of pollutants for a variety of rainfall and runoff conditions. The model was applied to more than 40 events for 8 pollutants, and the parameters were correlated to storm and site conditions, such as total runoff, antecedent dry days, and runoff coefficient. Improved definitions of first flush criteria are also presented.

  10. Indicate severe toxicity of highway runoff.

    PubMed

    Dorchin, Achik; Shanas, Uri

    2013-09-01

Road runoff is recognized as a substantial nonpoint source of contamination to the aquatic environment. Highway seasonal first flushes contain particularly high concentrations of pollutants. To fully account for the toxicity potential of the runoff, the cumulative effects of the pollutants should be assessed, ideally by biological analyses. Acute toxicity tests with were used to measure the toxicity of runoff from three major highway sections in Israel for 2 yr. Highway first flushes resulted in the mortality of all tested individuals within 24 to 48 h. A first flush collected from Highway 4 (traffic volume: 81,200 cars d) remained toxic even after dilution to <5% (48 h EC <5%). Synthetic solutions with metal concentrations corresponding to highways' first flushes revealed a synergistic adverse effect on survival and a potential additive effect of nonmetal pollutants in the runoff. Because daphnids and other invertebrates constitute the base of the aquatic food chain, detrimental effects of highway runoff may propagate to higher levels of biological organization. The observed high potential of environmental contamination warrants the control of highway runoff in proximity to natural watercourses. Strategic analysis supports strategic decision making by senior management through comparable analysis of alternative strategies, provision of a consistent set of high level value metrics, and the enabling of cost-benefit analysis. The tools developed to implement the strategic analysis methodology are not element design and sizing tools. Rather, these models evaluate strategic performance using predefined elements, imported into a library from expert-driven design/sizing tools or expert analysis. Specific components of the strategic analysis tool set include scenario definition, requirements generation, mission manifesting, scenario lifecycle costing, crew time analysis, objective satisfaction benefit, risk analysis, and probabilistic evaluation. Results from all components of strategic analysis are evaluated a set of pre-defined figures of merit (FOMs). These FOMs capture the high-level strategic characteristics of all scenarios and facilitate direct comparison of options. The strategic analysis methodology that is described in this paper has previously been applied to the Space Shuttle and International Space Station Programs and is now being used to support the development of the baseline Constellation Program lunar architecture. This paper will present an overview of the strategic analysis methodology and will present sample results from the application of the strategic analysis methodology to the Constellation Program lunar architecture.

Strategic planning is becoming essential to neuroradiology as the health care environment continues to emphasize cost efficiency, teamwork and collaboration. A strategic plan begins with a mission statement and vision of where the neuroradiology division would like to be in the near future. Formalized strategic planning frameworks, such as the strengths, weaknesses, opportunities and threats (SWOT), and the Balanced Scorecard frameworks, can help neuroradiology divisions determine their current position in the marketplace. Communication, delegation, and accountability in neuroradiology is essential in executing an effective strategic plan. Copyright © 2012 Elsevier Inc. All rights reserved.

    2002-02-07

The off-highway sector is under increasing pressure to reduce operating costs (including fuel costs) and to reduce emissions. Recognizing this, the Society of Automotive Engineers and the U.S. Department of Energy (DOE) convened a workshop in April 2001 (ANL 2001) to (1) determine the interest of the off-highway sector (consisting of agriculture, construction, surface mining, inland marine) in crafting a shared vision of off-highway, heavy machines of the future and (2) identify critical research and development (R&D) needs for minimizing off-highway vehicle emissions while cost-effectively maintaining or enhancing system performance. The workshop also enabled government and industry participants to exchangemore » information. During the workshop, it became clear that the challenges facing the heavy, surface-based off-highway sector can be addressed in three major machine categories: (1) engine/aftertreatment and fuels/lubes, (2) machine systems, and (3) thermal management. Working groups convened to address these topical areas. The status of off-highway technologies was determined, critical technical barriers to achieving future emission standards were identified, and strategies and technologies for reducing fuel consumption were discussed. Priority areas for R&D were identified. Given the apparent success of the discussions at the workshop, several participants from industry agreed to help in the formation of a joint industry/government ''roadmap'' team. The U.S. Department of Energy's Office of Heavy Vehicle Technologies has an extensive role in researching ways to make heavy-duty trucks and trains more efficient, with respect to both fuel usage and air emissions. The workshop participants felt that a joint industry/government research program that addresses the unique needs of the off-highway sector would complement the current research program for highway vehicles. With industry expertise, in-kind contributions, and federal government funding (coupled with

    NASA Technical Reports Server (NTRS)

    1978-01-01

Prospects for solar electric power in applications related to highways within the continental United States are examined. Principal prospective users are found to be the highway departments of the various states. Economic analysis is employed to demonstrate that suitable applications can occur when powering apparatus such as signs, crossing signals, or instruments which consume less than 100 watts on the average, provided they are located at least one-half mile from existing utility power. Such applications are projected to occur two or three times per state per year. Attitudes of highway officials toward possible use of solar power are sampled and described. Although falling photovoltaic cell prices are expected to have little effect on sales potential here, methods for federal stimulation of this market are discussed.

    2014-05-01

There are several types of planning processes and plans, including strategic, operational, tactical, and contingency. For this document, operational planning includes tactical planning. This chapter examines the strategic planning process and includes an introduction into disaster response plans. "A strategic plan is an outline of steps designed with the goals of the entire organisation as a whole in mind, rather than with the goals of specific divisions or departments". Strategic planning includes all measures taken to provide a broad picture of what must be achieved and in which order, including how to organise a system capable of achieving the overall goals. Strategic planning often is done pre-event, based on previous experience and expertise. The strategic planning for disasters converts needs into a strategic plan of action. Strategic plans detail the goals that must be achieved. The process of converting needs into plans has been deconstructed into its components and includes consideration of: (1) disaster response plans; (2) interventions underway or planned; (3) available resources; (4) current status vs. pre-event status; (5) history and experience of the planners; and (6) access to the affected population. These factors are tempered by the local: (a) geography; (b) climate; (c) culture; (d) safety; and (e) practicality. The planning process consumes resources (costs). All plans must be adapted to the actual conditions--things never happen exactly as planned.

    2002-01-01

The purpose of this document is to present the strategic plan and associated organizational structure that the National Space Biomedical Research Institute (NSBRI) will utilize to achieve the defined mission and objectives provided by NASA. Much of the information regarding the background and establishment of the NSBRI by NASA has been provided in other documentation and will not be repeated in this Strategic Plan. This Strategic Plan is presented in two volumes. Volume I (this volume) begins with an Introduction (Section 2) that provides the Institute's NASA-defined mission and objectives, and the organizational structure adopted to implement these through three Strategic Programs: Countermeasure Research; Education, Training and Outreach; and Cooperative Research and Development. These programs are described in Sections 3 to 5. Each program is presented in a similar way, using four subsections: Goals and Objectives; Current Strategies; Gaps and Modifications; and Resource Requirements. Section 6 provides the administrative infrastructure and total budget required to implement the Strategic Programs and assures that they form a single cohesive plan. This plan will ensure continued success of the Institute for the next five years. Volume II of the Strategic Plan provides an in-depth analysis of the current and future strategic programs of the 12 current NSBRI teams, including their goals, objectives, mutual interactions and schedules.

  4. Assessment of highway pavements using GPR

    NASA Astrophysics Data System (ADS)

    Plati, Christina; Loizos, Andreas

    2015-04-01

Highway infrastructure is a prerequisite for a functioning economy and social life. Highways, often prone to congestion and disruption, are one of the aspects of a modern transport network that require maximum efficiency if an integrated transport network, and sustainable mobility, is to be achieved. Assessing the condition of highway structures, to plan subsequent maintenance, is essential to allow the long-term functioning of a road network. Optimizing the methods used for such assessment will lead to better information being obtained about the road and underlying ground conditions. The condition of highway structures will be affected by a number of factors, including the properties of the highway pavement, the supporting sub-base and the subgrade (natural ground), and the ability to obtain good information about the entire road structure, from pavement to subgrade, allows appropriate maintenance programs to be planned. The maintenance of highway pavements causes considerable cost and in many cases obstruction to traffic flow. In this situation, methods that provide information on the present condition of pavement structure non-destructively and economically are of great interest. It has been shown that Ground-Penetrating-Radar (GPR), which is a Non Destructive Technique (NDT), can deliver information that is useful for the planning of pavement maintenance activities. More specifically GPR is used by pavement engineers in order to determine physical properties and characteristics of the pavement structure, information that is valuable for the assessment of pavement condition. This work gives an overview on the practical application of GPR using examples from highway asphalt pavements monitoring. The presented individual applications of GPR pavement diagnostics concern structure homogeneity, thickness of pavement layers, dielectric properties of asphalt materials etc. It is worthwhile mentioning that a number of applications are standard procedures, either

    1982-01-01

A long-range program in support of the aerospace industry aimed at reducing the use of strategic materials in gas turbine engines is discussed. The program, which is called COSAM (Conservation of Strategic Aerospace Materials), has three general objectives. The first objective is to contribute basic scientific understanding to the turbine engine technology bank so that our national security is not jeopardized if our strategic material supply lines are disrupted. The second objective is to help reduce the dependence of United States military and civilian gas turbine engines on worldwide supply and price fluctuations in regard to strategic materials. The third objective is, through research, to contribute to the United States position of preeminence in the world gas turbine engine markets by minimizing the acquisition costs and optimizing the performance of gas turbine engines. Three major research thrusts are planned: strategic element substitution; advanced processing concepts; and alternate material identification. Results from research and any required supporting technology will give industry the materials technology options it needs to make tradeoffs in material properties for critical components against the cost and availability impacts related to their strategic metal content.

  20. Toxicity of herbicides in highway runoff.

    PubMed

Huang, Xinjiang; Fong, Stephanie; Deanovic, Linda; Young, Thomas M

    2005-09-01

Previous field monitoring at two highway sites found highway-applied herbicides in storm water runoff at maximum concentrations ranging from 10 microg/L for glyphosate and diuron to as high as 200 microg/L for oryzalin. To determine whether these herbicides at these concentrations can cause any toxicity to aquatic organisms, a standard toxicity study was conducted. Storm water was collected along Highway 37, Sonoma County, California, USA, and the herbicides isoxaben, oryzalin, diuron, clopyralid, and glyphosate were spiked into the storm water at the highest concentrations observed during the five previous field-monitoring campaigns. Three different toxicity studies were conducted and the results showed the following: No significant reduction in reproduction or increase in mortality relative to the control for an 8-d Ceriodaphnia (water flea) toxicity test; no significant increase in mortality or decrease in biomass compared to the control during a 7-d Pimephales (fish) toxicity test; and, in a 96-h Selenastrum (algae) toxicity test, both the 10-microg/L diuron treatment and the combined 50-microg/L isoxaben plus 200-microg/L oryzalin treatment produced significant (p < 0.05) reductions in algal growth compared to the controls, although the 30-microg/L clopyralid or 10-microg/L glyphosate treatments did not exhibit any toxic effects.
