The Veterans Administration has developed a program of asbestos abatement for its more than 1000 buildings, where health care personnel from 173 hospitals and 238 ambulatory care clinics are likely to encounter respirable asbestos. This is a costly program, which has averaged about $25 million annually for the past ten years. The VA has banned the use of new asbestos products containing more than 1% of asbestos in building construction or renovation projects. Industrial hygiene engineering programs have been ordered instituted at all VA medical centers to monitor dust levels in compliance with OSHA and EPA requirements. Health surveillance programs, managed by an environmental health physician at each medical center, have been instituted for all personnel who have been identified to have breathed asbestos fibers in excess of OSHA-EPA threshold limit values. The health care program focuses on the identification of asbestosis and asbestos-related cancer through periodic X-ray films, lung function tests, and electrocardiographic and physical examination screening. The program also stresses cessation of smoking.

    SciTech Connect

    Hostick, D.J.; Larson, L.L.; Hostick, C.J.

    1998-03-01

Federal legislation allows federal agencies to retain up to 50% of the savings associated with implementing energy efficiency and water conservation measures and practices. Given budget pressures to reduce expenditures, the use of retained savings to fund additional projects represents a source of funds outside of the traditional budget cycle. The Southwest Region Federal Aviation Administration (FAA) has tasked Pacific Northwest National Laboratory (PNNL) to develop a model retained savings program for Southwest Region FAA use and as a prototype for consideration by the FAA. PNNL recommends the following steps be taken in developing a Southwest Region FAA retained savings program: Establish a retained savings mechanism. Determine the level at which the retained savings should be consolidated into a fund. The preliminary recommendation is to establish a revolving efficiency loan fund at the regional level. Such a mechanism allows some consolidation of savings to fund larger projects, while maintaining a sense of facility ownership in that the funds will remain within the region.

    SciTech Connect

    Witherspoon, M.J.; Marabate, R.; Weinhaus, M.; Eisenberg, J.F.

    1993-09-01

This manual is designed to provide Low-Income Home Energy Assistance Program (LIHEAP) directors with information about weatherization and innovative ways they can utilize LIHEAP funds for weatherization activities. It contains a description of innovative weatherization programs which demonstrate creative uses of LIHEAP funds in weatherization activities. In many of the innovative examples, state and local administrators are coordinating their LIHEAP funds with the US Department of Energy (DOE) Low-Income Weatherization Assistance Program`s funding and with a variety of other federal, state and utility company resources. The innovative programs demonstrate how LIHEAP funds can be used in client education, targeting high energy users, staff training, assessment and audits for weatherization services. The reader will find in the appendices lists of contact persons and further descriptions of the programs highlighted. Although designed with LIHEAP directors in mind, the practices and programs highlighted in this manual are of practical use to any state, local or utility weatherization program administrator. The glossary at the end of the descriptive chapters will assist readers with the terminology used throughout the manual. This manual and the many resource entities cited in its appendices provide ready access to a wealth of state-of-the-art information which could lead to a more cost-effective expenditure of LIBEAP weatherization dollars.

  10. Health Services Research and Development: the Veterans Administration Program.

    PubMed Central

    Goldschmidt, P G

    1986-01-01

Health expenditures are rising inexorably; health status shows relatively little gain; technological possibilities are outstripping our ability or willingness to provide a commensurate level of resources. Clinical and administrative managers face increasingly difficult choices among alternative interventions in attempting to resolve these problems. If health services research is to succeed as a tool for assisting these decisions, clinicians, administrators, and researchers must view it as an integral part of management. This paper describes this concept of health services research and its implementation by the VA HSR&D Service, results from 1981 to date, and future directions. Four programs implement the Service's system to make relevant, valid information accessible to VA staff who can use it to improve veterans' health care: Investigator-Initiated Research (IIR) Program; HSR&D Field Program, which implements the Service's mission in various local areas VA-wide; Special Projects Program, responsive to system-wide issues, including technology assessment and transfer; and Resources Program, the Service's own management system. The Service's impact on improving veterans health care is already apparent. However, the true value of the HSR&D system will become apparent only in the 1990s, after the capacity for conducting health services research has been built and integrated fully with clinical and administrative practice. The VA, the nation's largest health care system, has a unique opportunity to demonstrate how health services research can improve health care. PMID:3081467

  14. The Program Administrator Cost of Saved Energy for Utility Customer-Funded Energy Efficiency Programs

    SciTech Connect

Billingsley, Megan A.; Hoffman, Ian M.; Stuart, Elizabeth; Schiller, Steven R.; Goldman, Charles A.; LaCommare, Kristina

    2014-03-19

End-use energy efficiency is increasingly being relied upon as a resource for meeting electricity and natural gas utility system needs within the United States. There is a direct connection between the maturation of energy efficiency as a resource and the need for consistent, high-quality data and reporting of efficiency program costs and impacts. To support this effort, LBNL initiated the Cost of Saved Energy Project (CSE Project) and created a Demand-Side Management (DSM) Program Impacts Database to provide a resource for policy makers, regulators, and the efficiency industry as a whole. This study is the first technical report of the LBNL CSE Project and provides an overview of the project scope, approach, and initial findings, including: • Providing a proof of concept that the program-level cost and savings data can be collected, organized, and analyzed in a systematic fashion; • Presenting initial program, sector, and portfolio level results for the program administrator CSE for a recent time period (2009-2011); and • Encouraging state and regional entities to establish common reporting definitions and formats that would make the collection and comparison of CSE data more reliable. The LBNL DSM Program Impacts Database includes the program results reported to state regulators by more than 100 program administrators in 31 states, primarily for the years 2009–2011. In total, we have compiled cost and energy savings data on more than 1,700 programs over one or more program-years for a total of more than 4,000 program-years’ worth of data, providing a rich dataset for analyses. We use the information to report costs-per-unit of electricity and natural gas savings for utility customer-funded, end-use energy efficiency programs. The program administrator CSE values are presented at national, state, and regional levels by market sector (e.g., commercial, industrial, residential) and by program type (e.g., residential whole home programs, commercial new

  19. Administrative Reinstatement Interlock Programs: Florida, a 10-Year Study

    PubMed Central

Voas, Robert B.; Tippetts, A. Scott; Grosz, Milton

    2013-01-01

Background Interlocks reduce driving-under-the-influence (DUI) recidivism by 64%, but offenders resist installing them, preferring to risk driving while their driver’s licenses are revoked. One method of motivating offenders to install an interlock is require it for reinstatement of their driver’s license. This report updates an earlier evaluation of the administrative reinstatement interlock program (ARIP) procedure implemented in Florida in 2002. Method Driver records and interlock program records covering 120,000 DUI offenders were followed over 10 years. The flow through the sanction system—conviction, reinstatement, interlock program, and postinterlock period—is described. Logistical regression was used to identify the characteristics of offenders who installed interlocks, and survival analysis was used to evaluate the recidivism of offenders in the various stages in the ARIP. Results At any given time, approximately one third of the convicted offenders were serving their license-revocation periods. Half of the offenders who completed their revocation periods remain unqualified for reinstatement because they do not fulfill other requirements. ARIP offenders who do qualify for reinstatement and install interlocks have lower recidivism rates while the devices are on their vehicles. Conclusions After 10 years, Florida’s ARIP is a mature system that succeeds in forcing all offenders in the program who qualify for reinstatement to install an interlock for at least 6 months. However, half of all offenders who complete their mandatory revocation period are either unable to, or choose not to, qualify for reinstatement. PMID:23442206

    2008-01-01

Objective To evaluate the academic experience and satisfaction of students who completed a dual PharmD/MBA degree program and the program's long-term impact on the students' career choice and earning potential. Methods GPAs, job placement, and starting job salaries were compared between graduates who completed the dual PharmD/MBA program and those who completed only the PharmD program. A satisfaction survey instrument was administered to 17 students who completed the dual PharmD/MBA degree program in May 2007. Data from a standardized job placement and starting salary survey instrument completed by all PharmD graduates were also obtained, as well as all students' final grade point averages (GPAs). GPAs, job placement, and starting job salaries were compared between graduates who had completed the dual PharmD/MBA program and those who had completed only the PharmD program. Results The graduating GPAs of dual-degree students were higher than those of both pharmacy (3.52 vs 3.41, p > 0.10) and business (3.82 vs. 3.68, p = 0.018) students not enrolled in the dual-degree program. Dual-degree students were slightly less likely to enter a residency (17% vs. 27%, p = 0.44) than other pharmacy graduates. Among those who elected not to pursue a residency, both mean starting salaries ($111,090 vs. $101,965) and mean total first-year compensation ($127,290 vs. $110,388) were significantly higher for dual-degree graduates compared to the PharmD graduates. Conclusions Students enrolled in the dual-degree program did slightly better academically than students who completed only the MBA or PharmD programs and indicated a high level of satisfaction with the program. Dual-degree graduates reported increased career opportunities and were slated to earn significantly more during their first year in the workforce. These results affirm continuation of our program and make the case for support of similar programs across the nation. PMID:18483594

The design of the Advanced Communications Technology Satellite MBA system, which provides both spot beam and scanning beam coverage to both high and low burst rates data-users is examined. The MBA consists of receive and transmit antennas installed on a common precision mounting platform that is integrated to the bus through three flexures; a lightweight system with low thermal distortion is obtained by using composite materials for the MBA structures. The RF design, which is a Cassegrain reflector with a large equivalent focal length/aperture size, is described. Consideration is given to the position of the feed in order to minimize scan loss and sidelobe levels, the size of the subreflector in order to minimize feed spillover, and antenna performance degradation caused by reflector surface distortion. Breadbroad model test result reveal that the maximum sidelobe level outside the 2.5 HPBW region is -30 dB or lower relative to the power.

Under the current version of the Supplemental Nutrition Assistance Program (SNAP), participants can purchase virtually any food or beverage (collectively, food). Research indicates that SNAP recipients may have worse dietary quality than income-eligible nonparticipants. Policymakers have urged the U.S. Department of Agriculture (USDA) to pilot SNAP purchasing restrictions intended to support a healthier diet, and state legislators have proposed similar bills. The USDA rejected these invitations, stating that it would be administratively and logistically difficult to differentiate among products, amid other concerns. However, the USDA's Dietary Guidelines for Americans and the Supplemental Nutrition Program for Women, Infants, and Children (WIC) do just that. Further, state governments define and differentiate among foods and beverages for tax purposes. This paper reviews several factors intended to inform future policy decisions: the science indicating that SNAP recipients have poorer diet quality than income-eligible nonparticipants; the public's support for revising the SNAP program; federal, state, and city legislators' formal proposals to amend SNAP based on nutrition criteria and the USDA's public position in opposition to these proposals; state bills to amend eligible foods purchasable with SNAP benefits; state retail food tax laws; and the retail administration and program requirements for both WIC and SNAP. The paper finds that the government has a clear ability to align SNAP benefits with nutrition science and operationalize this into law. PMID:26091926

In community-based wellness programs, Social Security Numbers (SSNs) are rarely collected to encourage participation and protect participant privacy. One measure of program effectiveness includes changes in health care utilization. For the 65 and over population, health care utilization is captured in Medicare administrative claims data. Therefore, methods as described in this article for linking participant information to administrative data are useful for program evaluations where unique identifiers such as SSN are not available. Following fuzzy matching methodologies, participant information from the National Study of the Chronic Disease Self-Management Program was linked to Medicare administrative data. Linking variables included participant name, date of birth, gender, address, and ZIP code. Seventy-eight percent of participants were linked to their Medicare claims data. Linking program participant information to Medicare administrative data where unique identifiers are not available provides researchers with the ability to leverage claims data to better understand program effects. 16. Federal Aviation Administration's behavioral research program for defense against hijackings.

    PubMed

    Dailey, J T; Pickrel, E W

    1975-04-01

Behavioral research has been significant contributions to the government's successful program for defense against hijackers. Today's boarding gate defenses have a leading role in that program, but they were rejected until creation of the behavioral profile made selective search feasible. Metal detectors now make search of all travelers practical but with increasing involvement of boarding gate employees, so a behavioral program is used to monitor their performance. Experience shows that some persons have penetrated boarding gate defenses, so another requirement was in-flight defenses. Flightpersonnel had defeated some past hijackers, so a behavioral analysis of past hijackings was used to identify tactics for in-flight defense. These were incorporated into training programs and distributed to all U.S. airlines, many government organizations, and foreign carriers. Research continues for updating these and developing new courses for special needs, such as defense against gangs. PMID:1147877

    1994-09-01

The UPAFC Records Management Plan is based on the life cycle of a record - the evolution of a record from creation until final disposition. There are three major phases in the life cycle of a record: (1) creation and receipt, (2) maintenance and use, and (3) disposition. Accordingly, the Records Management Plan is structured to follow each of those phases. During each of the three phases, some kind of control is mandatory. The Records Management Plan establishes appropriate standards, policies, and procedures to ensure adequate control is always maintained. It includes a plan for records management, a plan for records management training activities, and a plan for auditing and appraising the program.

  3. Bonneville Power Administration Wildlife Mitigation Program : Draft Environmental Impact Statement.

    SciTech Connect

    United States. Bonneville Power Administration.

    1996-08-01

Bonneville Power Administration (BPA) is responsible for mitigating the loss of wildlife habitat caused by the development of the Federal Columbia River Power System. BPA accomplishes this mitigation by funding projects consistent with those recommended by the Northwest Power Planning Council (Council). The projects are submitted to the Council from Indian Tribes, state agencies, property owners, private conservation groups, and other Federal agencies. Future wildlife mitigation actions with potential environmental impacts are expected to include land acquisition and management, water rights acquisition and management, habitat restoration and enhancement, installation of watering devices, riparian fencing, and similar wildlife conservation actions. BPA needs to ensure that individual wildlife mitigation projects are planned and managed with appropriate consistency across projects, jurisdictions, and ecosystems, as well as across time. BPA proposes to standardize the planning and implementation of individual wildlife mitigation projects funded by BPA. Alternative 1 is the No Action alternative. Five standardizing alternatives are identified to represent the range of possible strategies, goals, and procedural requirements reasonably applicable to BPA-funded projects under a standardized approach to project planning and implementation. All action alternatives are based on a single project planning process designed to resolve site-specific issues in an ecosystem context and to adapt to changing conditions and information.

  9. Evaluating development programs: administrative self-assessment in four Asian nations.

    PubMed

    Gable, R W; Springer, J F

    1979-01-01

In the belief that self-assessment is a valid technique of evaluation, self-assessments were gathered in the effort to help evaluate the administrative capabilities of specific programs essential to the economic development of Indonesia, Korea, the Philippines, and Thailand. The government of each country established agricultural development programs in the late 1960s in order to improve the production of rice, the major food crop. The data for analysis were collected by means of lengthy interviews with a random sample of rice production officials in the 4 countries. By using the self-anchoring scale, administrative personnel evaluated their administrative systems in their own terms. The free-answer responses demonstrated that, even at the local level, program personnel are aware of the major issues which confront policy-makers and administrators in their countries. Their criteria for assessing administrative capability emphasize different aspects of resource inputs, administrative procedures, and policy outputs. Significant differences emerged in the degree to which administrative practices measured up to the ideals of rice program officials in the 4 countries. Officials in the Philippines were consistently more optimistic and assessed their conditions more favorably than respondents in other countries, and this is particularly true of assessments of the capabilities of the rice program itself. Indonesian rice officials were less enthusiastic about their own program in comparison to government programs as a whole. The Koreans found that current government performance in general came closest to their expectations. The Thais were more favorable in their assessments of their personal situations and of the rice program. PMID:12146252

    PubMed

    Petros, Ryan; Solomon, Phyllis

    2015-11-01

Illness self-management (ISM) programs for adults with serious mental illness offer strategies to increase self-directed recovery activities to maximize wellness and increase independence from the service delivery system. This article describes five of the most popular ISM programs: Pathways to Recovery, The Recovery Workbook, Building Recovery of Individual Dreams and Goals through Education and Support, Wellness and Recovery Action Planning, and Illness Management and Recovery. It provides guidance for administrators, practitioners, and consumers for the purposes of selecting the program or programs providing the best fit. The framework for describing the five programs encompasses four contextual domains that supplement empirical evidence for a more comprehensive evaluation: structure, value orientation toward recovery, methods of teaching, and educational content. Contextual domains distinguish programs from one another, including length and time commitment, requisite resources, inclusion of group support, utilization of medical language and pathology, degree of traditional didactic education, and prioritization of consumer-driven self-exploration. The authors also searched PsycINFO, Google Scholar, and Cochrane Reviews for empirical evidence and evaluated the five programs on the strength of the evidence and the effectiveness of the intervention. Evidence of program effectiveness was found to range from low to moderate. However, empirical evidence alone is insufficient for selecting among the five programs, and contextual domains may offer the most relevant guidance by matching program features with goals of consumers, practitioners, and administrators. 13. M4Ag44(p-MBA)30 Molecular Nanoparticles

    NASA Astrophysics Data System (ADS)

    Conn, Brian E.

In recent years, molecular nanoparticles have attracted much attention due to their unique physical, optical, and electronic properties. The properties of molecular nanoparticles are shown to deviate from their larger bulk counterparts, due to quantum confinement effects and large surface-to-volume ratios. As the size of the nanoparticle shrinks to a cluster of metal atoms (<3 nm in diameter), there is an emergence of a HOMO-LUMO band gap, which is not present in transitional d-block metals. The HOMO-LUMO band gap gives rise to discrete electronic states, leading to new chemical and physical properties. Molecular nanoparticles have had a substantial impact across a diverse range of fields, including catalysis, sensing, photochemistry, optoelectronic, energy conversion, and medicine. Currently many of the synthetic procedures for molecular nanoparticles require low temperatures, long incubation times, multistep purification and hazardous reagents that produce low yields and polydisperse molecular nanoparticles with poor stability. Although silver has very desirable physical properties, good relative abundance and low cost, gold molecular nanoparticles have been widely favored owing to their proved stability and ease of use. Unlike gold, silver is notorious for its susceptibility to oxidation, i.e., tarnishing, which has limited the development of silver-based nanotechnologies. Despite two decades of synthetic efforts, silver molecular nanoparticles that are inert or have long-term stability have remained unrealized. Herein we report a simple synthetic protocol for producing ultrastable M4Ag44(p-MBA)30 nanoparticles as a single-sized molecular product and in exceptionally large quantities. The stability, purity, and yield are substantially better than other metal nanoparticles, including gold, due to several stabilization mechanisms. Also, reported are the structural and mechanical properties of extended crystalline solids of Na4Ag44(p-MBA)30 from large-scale quantum

A new open access database, Brazilian Marine Biodiversity (BaMBa) (https://marinebiodiversity.lncc.br), was developed in order to maintain large datasets from the Brazilian marine environment. Essentially, any environmental information can be added to BaMBa. Certified datasets obtained from integrated holistic studies, comprising physical-chemical parameters, -omics, microbiology, benthic and fish surveys can be deposited in the new database, enabling scientific, industrial and governmental policies and actions to be undertaken on marine resources. There is a significant number of databases, however BaMBa is the only integrated database resource both supported by a government initiative and exclusive for marine data. BaMBa is linked to the Information System on Brazilian Biodiversity (SiBBr, http://www.sibbr.gov.br/) and will offer opportunities for improved governance of marine resources and scientists' integration. Given the far-reaching effects of the terrorist attacks on September 11, 2001, a study was conducted under the supervision of the New York State Office of Alcoholism and Substance Abuse Services to assess the impact on New York City's substance abuse treatment programs. A stratified, random sample of 15 treatment programs was selected to represent the system's major modalities. Administrators representing these programs were interviewed face-to- face using a structured interview schedule. The questions mainly probed the problems experienced on 9/11 and afterwards, patient issues and the lessons learned. The findings show major concerns for the mental health of both staff members and patients, the failure of the telephone communication system, the particular sensitivity of drug-free outpatient clinics, the challenges experienced by methadone programs, and the need to update disaster planning. A host of problems came to the fore now requiring another level of thinking. PMID:16597568

    1981-01-01

A typology of organizational arrangements between state and local public health agencies was used as a framework within which the organizational environment of the local health department was studied for its effects on program development and implementation by local public health departments. Data collected in a national sample of local health officers were used in measuring the effect of four different patterns of administrative relationships on the selected characteristics of local health department programs. Important differences were observed among the four organizational types with regard to constraints on programs and program priorities, and health officers' perceptions of the primary functions of local health departments and sources of local health department funding. These findings were then used as a baseline from which to consider the possible impact of recent federal health budgetary proposals (specifically, block grants) both on existing patterns of intergovernmental relations and on the funding and operation of local health department programs. It was determined that the most likely general development arising from these proposed changes in federal budgetary policy is that the administrative control of state health agencies over those at the local level is likely to be enhanced. Other likely developments include changes in the programs and priorities of local health departments related to reductions in overall funding levels for human services and forced competition for fewer dollars by an enlarged constituency.
