    2011-12-01

The approach of the new year is a traditional time to tally up successes, failures, and the path ahead. Jane Lubchenco, administrator of the U.S. National Oceanic and Atmospheric Administration (NOAA), examined some agency advances and significant challenges during the 7 December Union Agency Lecture at the AGU Fall Meeting, during a press briefing, and in an interview with Eos. Lubchenco focused on several key areas including the concern about monitoring, mitigating, and managing extreme events; budgetary pressures the agency faces in current fiscal year (FY) 2012 and in FY 2013, with President Barack Obama on 18 November having signed into law a bill, HR 2112, following congressional agreement on a budget legislation conference report; and NOAA's newly released scientific integrity policy (see "NOAA issues scientific integrity policy," Eos Trans. AGU, 92(50), 467, doi:10.1029/2011EO500004, 2011).

  4. The antiabortion movement and Baby Jane Doe.

    PubMed

    Paige, C; Karnofsky, E B

    1986-01-01

In the early 1980s, the leadership of the antiabortion movement became involved in a campaign to establish legal rights to extraordinary medical care for seriously handicapped newborns. Armed with political contacts in the Reagan administration and Congress, and allied with advocates for the disabled, the antiabortion movement searched for a test case to guide through the courts. Antiabortion advocate Lawrence Washburn found such a case in Baby Jane Doe, who was being treated at Stony Brook Medical Center. The movement went on to amend the Child Abuse Act to include protections for handicapped newborns. Activists in the movement chose the issue of Baby Jane Doe because they believed it would attract welcome publicity, give them the appearance of supporting civil rights, and enhance their argument as to the legal rights of the fetus and thus strengthen the case against abortion. The movement was partially successful in obtaining its goals. PMID:3745839

    Wilson, Graham A

    2012-11-01

Today, no other classic novelist has the popularity or power of Jane Austen, and in 2013 the world will celebrate 200 years of her comic masterpiece Pride and Prejudice. Her millions of fans have an abiding fascination with all aspects of her life, including her health and the cause of her death. This historical ophthalmic study of Jane Austen, based on very incomplete medical bibliographic data, finds that she had a mild ocular surface disorder from age 23. This disorder did not significantly impact on her visual performance for writing. There are many references to eyes in her novels, but Jane's eyes and those of her characters cannot contribute further to the debate around the cause of her death at age 41. PMID:22923461

  15. Jane Austen on love and pedagogical power.

    PubMed

    Fessenbecker, Patrick

    2011-01-01

This essay notes initially recent prominence of theories of pedagogy that attempt to "de-mystify" it and reveal troubling power relations, and their subsequent contention that love is impossible in the student-teacher relationship. "Pedagogical" interpretations of Jane Austen's fiction, however, see pedagogy as essential to love. I argue that this is so precisely because of the power dynamics involved; drawing on Jessica Benjamin's psychoanalytic interpretation of G. W. F. Hegel's analysis of the "Lord-Bondsman," I suggest that Austen portrays the loving relationship as inherently involving the occupation and subsequent exchange of roles as superior and inferior, incarnated as "teacher" and "student." 16. Heat flow in Jane Basin, northwest Weddell Sea

    NASA Astrophysics Data System (ADS)

Lawver, Lawrence A.; Della Vedova, Bruno; von Herzen, Richard P.

    1991-02-01

The Jane Basin is a marginal basin situated immediately to the east of the South Orkney microcontinent in the Northwest section of the Weddell Sea. Thirty-five heat flow measurements made in the Jane Basin ranged in value from 67.5±4.3 to 92.1±3.0 mW/m2. Excluding values that were corrected for tilting or were on the very edge of the basin, the remaining 28 values range between 75.0±8.0 and 84.6±9.1 mW/m2. Magnetostratigraphy on the recovered core from Ocean Drilling Program hole 697, which was drilled in Jane Basin to a depth of 322 m, allowed sedimentation rates to be calculated back to 4.5 Ma. Single-channel seismic reflection data from RSS Shackleton allowed estimations of total sediment thickness for the Jane Basin to be made. We calculate that the measured heat flow is only 86-89% of the actual heat flow as a result of sedimentation. Heat generation in the sediments contributes 1.5-1.9 mW/m2to the total heat flow. The corrected heat flow gives an age for the Jane Basin of between 25 and 32 Ma from age-versus-heat flow comparisons, similar to the age determined from basement depth. The Scotia Sea, located to the north of Jane Basin and the South Orkney microcontinent, has been dated as anomaly 10 (30 Ma) and younger. Our calculated age for the Jane Basin would indicate that it may have been created prior to the initiation of seafloor spreading in the Scotia Sea. Evidence from major plate motions indicate that Antarctica began to rotate clockwise away from South America at about 65 Ma. Such motion may have triggered subduction along the southeast side of Jane Bank and the opening of Jane Basin as a back arc basin. Subduction at Jane Bank ended at anomaly 6A time (22 Ma) as evidenced by the age of the identified magnetic anomalies on the Antarctic plate found immediately to the east of Jane Bank. We conclude that Jane Basin opened prior to the opening of the Scotia Sea and that the spreading center that opened Jane Basin may have jumped to the Scotia Sea and

A review of national television, magazine, and newspaper coverage of the case of Baby Jane Doe indicates that most of it lacked perspective and context; stories were generally incomplete and often imprecise; reporting was sometimes inaccurate; and overall, inadequate attention was paid to the medical, legal, philosophical, and social implications of the case. Human-interest and political elements of the story were generally well covered. Even after taking account of the pressures and constraints of daily and weekly news reporting, we conclude that the print press and television could have done a better job without devoting more space or time to the story. This could have been done by assigning reporters with greater expertise and by paying more attention to the needs of a hypothetical "reasonable reader." PMID:3745840

  1. Jane: a new tool for the cophylogeny reconstruction problem

    PubMed Central

    2010-01-01

Background This paper describes the theory and implementation of a new software tool, called Jane, for the study of historical associations. This problem arises in parasitology (associations of hosts and parasites), molecular systematics (associations of orderings and genes), and biogeography (associations of regions and orderings). The underlying problem is that of reconciling pairs of trees subject to biologically plausible events and costs associated with these events. Existing software tools for this problem have strengths and limitations, and the new Jane tool described here provides functionality that complements existing tools. Results The Jane software tool uses a polynomial time dynamic programming algorithm in conjunction with a genetic algorithm to find very good, and often optimal, solutions even for relatively large pairs of trees. The tool allows the user to provide rich timing information on both the host and parasite trees. In addition the user can limit host switch distance and specify multiple host switch costs by specifying regions in the host tree and costs for host switches between pairs of regions. Jane also provides a graphical user interface that allows the user to interactively experiment with modifications to the solutions found by the program. Conclusions Jane is shown to be a useful tool for cophylogenetic reconstruction. Its functionality complements existing tools and it is therefore likely to be of use to researchers in the areas of parasitology, molecular systematics, and biogeography. PMID:20181081

  2. Jane Austen and Addison's disease: an unconvincing diagnosis.

    PubMed

    White, K G

    2009-12-01

Jane Austen's letters describe a two-year deterioration into bed-ridden exhaustion, with unusual colouring, bilious attacks and rheumatic pains. In 1964, Zachary Cope postulated tubercular Addison's to explain her symptoms and her relatively pain-free illness. Literary scholars later countered this posthumous diagnosis on grounds that are not well substantiated, while medical authors supported his conclusion. Important symptoms reported by contemporary Addison's patients-mental confusion, generalised pain and suffering, weight loss and anorexia-are absent from Jane Austen's letters. Thus, by listening to the patient's perspective, we can conclude it is unlikely that Addison's disease caused Jane Austen's demise. Disseminated bovine tuberculosis would offer a coherent explanation for her symptoms, so that Cope's original suggestion of infective tuberculosis as the cause of her illness may have been correct. 15. Jane Doe: a cautionary tale for case reports.

    PubMed

    Putnam, Frank W

    2014-12-01

Historically, clinical case reports have played an essential role in the professional communication of medical and psychiatric knowledge. Case reports continue to play important roles in the initial identification of new syndromes or unusual variants of established conditions. Case reports and case series also serve to alert clinicians to preliminary evidence of the efficacy of novel treatments or adaptations to new populations. The Jane Doe Case provides a seminal example of the ethical/medico-legal dilemma arising from a patient's right to confidentiality versus the principle of independent review/replication as a necessary requirement for scientific credibility. As a result of being the subject of dueling case reports concerning the validity of her delayed recall of childhood sexual abuse, Jane Doe's identity was revealed. Consequently, she suffered significant emotional distress, bankruptcy, and the end of her career as a naval officer and aviator. Current medical journal guidelines call for protection of confidentiality of the patient's identity; yet, scientific credibility requires the possibility of an independent outside review if there are legitimate reasons to question facts or claims advanced in a case report. A potential solution is proposed as a starting point for resolving the dilemma posed for case study subjects and authors by the conflicting requirements of patient confidentiality and, if warranted, the possibility of an independent scientific review. 20. "Typhoid Mary" and "HIV Jane": responsibility, agency and disease prevention.

    PubMed

Chan, Kit Yee; Reidpath, Daniel D

    2003-11-01

The construction of disease risks as knowable, calculable and preventable in dominant social science and public health discourses has fostered a certain kind of logic about individual risk and the responsibility for infection. Disease control measures that have developed out of this logic typically fail to recognise the socio-structural roots of many high-risk behaviours that are linked to the spread of infection. Instead, they hold the disease carrier responsible for managing his/her own risk of infection of others, and rely on constraining the agency of the carrier (e.g. by constraining movement, contact or occupation). In occupations associated with a high risk of infection, the idea of responsibility of the actor implicitly raises issues of "professional responsibility". Using the case of "Typhoid Mary" and a hypothetical case of "HIV Jane", this paper explores some of the problems with making sex workers responsible for the prevention of HIV transmission. It argues that for the notion of "responsibility" to make any sense, the HIV-positive person must be in a position to exercise responsibility, and for this they must have agency. PMID:14708397

    PubMed

    Lynch, Deidre Shauna

    2010-01-01

By annotating how in Mansfield Park and Northanger Abbey Jane Austen tracks between the novelist's domain and the naturalist's, this essay seeks to unsettle some entrenched assumptions about her relationship to realism—and the ideological work of naturalization that realism is said to sponsor—as well as to romanticism. Austen's era, which we customarily identify as the time of a romantic return to nature, was marked by conflicts over what nature did and did not include—conflicts between, in the parlance of the period, "the botanist" and "the florist," between an account of nature as that which was given and an account of nature as that which (as with the modern nurseryman's new hybrids and luxuriants) might be manufactured. In arranging for her young heroines' stories of growing up to unfold in the "artificial climates" of modern fashionable gardening and amidst "florists' flowers," Austen deliberately works through those conflicts. She inhabits the plot of "natural development" to which she is often linked in elusively oppositional ways. PMID:21114061

During a 30 November presentation, NOAA administrator Jane Lubchenco provided an overview of NOAA's Next Generation Strategic Plan. The document focuses on four long-term goals: climate adaptation and mitigation, a weather-ready nation, resilient coastal communities and economies, and healthy oceans.

Jane Wright was a fundamental researcher in cancer chemotherapy in the 1950s-1980s and was one of the first scientists to test anti-cancer drugs on humans rather than solely on mice, discovering the use of the popular antimetabolite drug methotrexate on solid tumours. From her research she was able to conclude which specific anti-cancer agents would have the greatest lethal effect on a patient's certain cancer type and she invented a method of delivering chemotherapy agents directly to an internal cancer site. During a time when the Civil Rights in the United States of America were undergoing a transformation to reduce the discrimination and segregation imposed on African Americans and the civil rights activist Martin Luther King Jr made a speech to call for an end to racism in 1963, Jane Wright became the first African American to hold such a high position at a nationally recognised institution and the first woman to be elected President of the New York Cancer Society. US President Lyndon B Johnson appointed Jane to the President's Commission of Heart Disease, Cancer and Stroke (serving 1964-1965) and the National Cancer Advisory Board (serving 1966-1970). 2015-01-01

Background References to neurologic disorders are frequently found in fictional literature and may precede description in the medical literature. Aim Our aim was to compare Charlotte Brontë’s depiction of Bertha Mason in Jane Eyre to the tenets set forth in George Huntington’s original essay “On chorea” with the hypothesis that Mason was displaying features of Huntington disease. Results Charlotte Brontë’s 1847 Victorian novel Jane Eyre features the character Bertha Mason, who is portrayed with a progressive psychiatric illness, violent movements, and possible cognitive decline. Similar to Huntington’s tenets, Mason has a disorder with a strong family history suggestive of autosomal dominant inheritance with onset in adulthood, and culminating in suicide. Conclusion Brontë’s character had features of Huntington disease as originally described by Huntington. Brontë’s keen characterization may have increased awareness of treatment of neuropsychiatric patients in the Victorian era. PMID:26273542

Acid mine drainage (AMD) is a widespread environmental problem associated with both working and abandoned mining operations. As part of an overall strategy to determine a long-term treatment option for AMD, a pilot passive treatment plant was constructed in 1994 at Wheal Jane Mine in Cornwall, UK. The plant consists of three separate systems; each containing aerobic reed beds, anaerobic cell and rock filters, and represents the largest European experimental facility of its kind. The systems only differ by the type of pre-treatment utilised to increase the pH of the influent minewater (pH<4): lime-dosed (LD), anoxic limestone drain (ALD) and lime free (LF), which receives no form of pre-treatment. The Wheal Jane pilot plant offered a unique facility and a major research project was established to evaluate the pilot plant and study in detail the biological mechanisms and the geochemical and physical processes that control passive treatment systems. The project has led to data, knowledge, models and design criteria for the future design, planning and sustainable management of passive treatment systems. A multidisciplinary team of scientists and managers from the U.K. universities, the Environment Agency and the Mining Industry has been put together to obtain the maximum advantage from the excellent facilities facility at Wheal Jane. Laser microdissection is an invaluable tool in medical research that facilitates collecting specific cell populations for molecular analysis. Diversity of research targets (e.g., cancerous and precancerous lesions in clinical and animal research, cell pellets, rodent embryos, etc.) and varied scientific objectives, however, present challenges toward establishing standard laser microdissection protocols. Sample preparation is crucial for quality RNA, DNA and protein retrieval, where it often determines the feasibility of a laser microdissection project. The majority of microdissection studies in clinical and animal model research are conducted on frozen tissues containing native nucleic acids, unmodified by fixation. However, the variable morphological quality of frozen sections from tissues containing fat, collagen or delicate cell structures can limit or prevent successful harvest of the desired cell population via laser dissection. The CryoJane Tape-Transfer System®, a commercial device that improves cryosectioning outcomes on glass slides has been reported superior for slide preparation and isolation of high quality osteocyte RNA (frozen bone) during laser dissection. Considering the reported advantages of CryoJane for laser dissection on glass slides, we asked whether the system could also work with the plastic membrane slides used by UV laser based microdissection instruments, as these are better suited for collection of larger target areas. In an attempt to optimize laser microdissection slide preparation for tissues of different RNA stability and cryosectioning difficulty, we evaluated the CryoJane system for use with both glass (laser capture microdissection) and membrane (laser cutting microdissection) slides. We have established a sample preparation protocol for glass and membrane slides including manual coating of membrane slides with CryoJane solutions, cryosectioning, slide staining and dissection procedure, lysis and RNA extraction that facilitated

Jane Austen's novels are particularly appropriate for adolescents. These classics deal with topics of high interest to young people: money, family relationships and obligations, headstrong behavior, and society's rules, all combined in the romantic interplay between the sexes. Indeed, some critics have accused Austen of writing the same book over and over again, in that they deal exhaustively with finding appropriate partners for young people. Yet, each is concerned with personal integrity in different circumstances. Austen grapples with the question of what the individual owes to society and what he or she is obliged to tolerate in the way of strictures on behavior, a question that is especially relevant for adolescents. Pregnant minors can obtain an abortion without parental consent through a judicial bypass procedure in 38 states. To grant such a petition in Ohio, the Court must determine that the young woman is either "sufficiently mature and well enough informed to intelligently decide whether to have an abortion," or that notification of her parents is "not in her best interest," usually due to abuse. For the sake of anonymity in these emotionally and politically charged cases, the evaluee is referred to as "Jane Doe." This project sought to describe characteristics of teenagers seeking judicial bypass for abortion, which have not been well described in the scientific literature. Data were collected from Jane Doe evaluations completed at a metropolitan juvenile court psychiatric clinic, over 3 years. The mean age of the evaluees (N = 55) was 16.4 years. The vast majority (95%) were granted a judicial bypass. They usually had long-term boyfriends of comparable age. They had often told trusted adults about their pregnancy, though not their parents, due to concerns of violence or being excluded from the family. This study presents the first comprehensive description of characteristics of minors seeking judicial bypasses for abortion. Psychiatrists may apply general principles of informed consent in such evaluations, including ascertaining whether the decision is being made voluntarily, knowingly, and with sufficient decision-making capacity. Sometimes the opinion regarding the cause of death in “John Doe or Jane Doe” i.e. on unknown dead bodies is a test of ability of the forensic expert and on many occasions it yields little or no results. Here the identification of the body as such poses problems; rest aside the opinion regarding the cause/ manner of death. The present 5yr study was undertaken in the Department of Forensic Medicine & Toxicology, Government Medical College & Hospital, Chandigarh to find the patterns of cause of death in unknown dead bodies, as very little literature is available with regard to John Doe or Jane Doe cases as a group, in India. Unidentified bodies comprised 4 % of the total 3165 cases brought for post-mortem examination to the department. Maximum cases belonged to the age group 41 - 50 years, 30 %. Majority of the opinions regarding the cause of death were given as “no definite opinion” (31%), followed by “cranio-cerebral damage” (30 %) and coronary insufficiency/ Cardiac disease/ aortic aneurysm rupture, (8.9%). Following measures should be undertaken to increase the chances of getting these unknown bodies identified and thereby increasing the chances of arriving at a definite cause of death: drafting of additional legislation for the management of unidentified dead bodies along with streamlining of work on the part of police, use of active investigation and modern investigative techniques, fixing the accountability of the police. Internet based sites of the police like ZIPNET (Zonal Integrated Police Networking) in Northern India, should also be used. PMID:25302219

    PubMed

    2014-06-01

In her final fragmentary novel Sanditon, Jane Austen develops a theme that pervades her work from her juvenilia onward: illness, and in particular, illness imagined, invented, or self-inflicted. While the "invention of odd complaints" is characteristically a token of folly or weakness throughout her writing, in this last work imagined illness is also both a symbol and a cause of how selves and societies degenerate. In the shifting world of Sanditon, hypochondria is the lubricant for a society bent on turning health into a commodity. As a result, people's rationality and their moral character come under attack. Catherine Belling's recent subtle study, A Condition of Doubt: The Meanings of Hypochondria, unveils hypochondria's discursive and cultural character. Running sharply against the tenor of Austen's treatment, however, she argues in defense of the rationality of hypochondriacs; the notion that the condition may involve morally significant defects is not entertained; any connection to the commercialization of health care is muted. Here, I contrast Austen's morally and epistemically negative rendering of her hypochondriacal characters in Sanditon with Belling's efforts to create a sympathetic understanding of people with hypochondria. I will argue that, despite time gaps and genre differences, joint consideration of these texts can help bioethicists better appreciate how medicine can intensify, pathologize, and exploit anxieties about illness and death, thus adding to the challenges of living well in the face of mortality and morbidity. Historical data (1994-1997) indicate median Fe reduction between 55% and 92%, sulphate removal in the range of 3-38% and removal of target metals (cadmium, copper and zinc) below detection limits, depending on pretreatment and flow rates through the system. A new model to simulate the processes and dynamics of the wetlands systems is described, as well as the application of the model to experimental data collected at the pilot plant. The model is process based, and utilises reaction kinetic approaches based on experimental microbial techniques rather than an equilibrium approach to metal precipitation. The model is dynamic and utilises numerical integration routines to solve a set of differential equations that describe the behaviour of 20 variables over the 17 pilot plant cells on a daily basis. The model outputs at each cell boundary are evaluated and compared with the measured data, and the model is demonstrated to provide a good representation of the complex behaviour of the wetland system for a wide range of variables. Swash, P M; Monhemius, A J

    2005-02-01

The characteristics and solubilities of residues formed during effluent treatment at the Wheal Jane constructed wetland facility in Cornwall, UK are described. The constructed wetland treats an acidic (pH 3 to 4) mine discharge enriched in iron (<100 mg/l), zinc (<80 mg/l), manganese (<20 mg/l) and arsenic (<2 mg/l). The processing strategy adopted at the site is to remove elements selectively from the mine water in distinct unit process operations and concentrate the iron and base metals into residues within the circuits. Solubility tests conducted on the materials from the aerobic and anaerobic cells attempt to simulate future possible leaching processes within landfill sites used for ultimate disposal. The tests used in the evaluation included TCLP, MARG, washing and column leaching. The aerobic solids overall have very low solubilities which are well below the TCLP thresholds for As, Cd and Pb. The TCLP results for these toxic elements are supported by the washing and column test work. The anaerobic substrates are carbonaceous in nature, composed of straw, wood pulp and manure. They contain minimal amounts of toxic compounds and are considered to be less of a disposal problem. Ochre precipitated at a pH of 3-4 in the aerobic cells contains significant concentrations of arsenic (>0.1%). This element is carcinogenic, and such residues are classified as hazardous waste under current UK landfill regulations. This classification does not take into consideration the solubility of the material but is based solely on the bulk chemical composition. PMID:15680630

Jane Austen is typically described as having excellent health until the age of 40 and the onset of a mysterious and fatal illness, initially identified by Sir Zachary Cope in 1964 as Addison's disease. Her biographers, deceived both by Cassandra Austen's destruction of letters containing medical detail, and the cheerful high spirits of the existing letters, have seriously underestimated the extent to which illness affected Austen's life. A medical history reveals that she was particularly susceptible to infection, and suffered unusually severe infective illnesses, as well as a chronic conjunctivitis that impeded her ability to write. There is evidence that Austen was already suffering from an immune deficiency and fatal lymphoma in January 1813, when her second and most popular novel, Pride and Prejudice, was published. Four more novels would follow, written or revised in the shadow of her increasing illness and debility. Whilst it is impossible now to conclusively establish the cause of her death, the existing medical evidence tends to exclude Addison's disease, and suggests there is a high possibility that Jane Austen's fatal illness was Hodgkin's disease, a form of lymphoma. 14. NOAA budget would boost satellite funding but cut some key areas

    Showstack, Randy

    2012-03-01

The White House's proposed fiscal year (FY) 2013 budget for the National Oceanic and Atmospheric Administration (NOAA), announced on 13 February, looks favorable at first glance. The administration's request calls for $5.1 billion, an increase of $153 million (3.1%) above the FY 2012 estimated budget. However, the increase for NOAA satellites is $163 million, which means that other areas within the agency would be slated for decreased funding, including programs within the National Ocean Service (NOS), National Marine Fisheries Service (NMFS), National Weather Service (NWS), and some NOAA education programs. The proposed overall budget for the agency “reflects the overarching importance of weather satellites to public safety, to national security, and to the economy,” NOAA director Jane Lubchenco said at a 16 February briefing, noting that difficult choices were made regarding the budget. “Due to significant resources required for our weather satellites and the economic conditions in the country, other parts of our budget have been reduced, in some cases quite significantly,” she said. She added that the imperative to fund both the Joint Polar Satellite System (JPSS) and geostationary satellites in FY 2013 “imposes serious constraints on the rest of NOAA's budget.”

    2015-01-01

The Marine Biological Laboratory (MBL) in Woods Hole, MA provided opportunities for women to conduct research in the late 19th and early 20th century at a time when many barriers existed to their pursuit of a scientific career. One woman who benefited from the welcoming environment at the MBL was Mary Jane Hogue. Her remarkable career as an experimental biologist spanned over 55 years. Hogue was born into a Quaker family in 1883 and received her undergraduate degree from Goucher College. She went to Germany to obtain an advanced degree, and her research at the University of Würzburg with Theodor Boveri resulted in her Ph.D. (1909). Although her research interests included experimental embryology, and the use of tissue culture to study a variety of cell types, she is considered foremost a protozoologist. Her extraordinary demonstration of chromidia (multiple fission) in the life history of a new species of Flabellula associated with diseased oyster beds is as important as it is ignored. We discuss Hogue's career path and her science to highlight the importance of an informal network of teachers, research advisors, and other women scientists at the MBL all of whom contributed to her success as a woman scientist. 16. Telecommunications administration standard

    SciTech Connect

    Gustwiller, K.D.

    1996-05-01

The administration of telecommunications is critical to proper maintenance and operation. The intent is to be able to properly support telecommunications for the distribution of all information within a building/campus. This standard will provide a uniform administration scheme that is independent of applications, and will establish guidelines for owners, installers, designers and contractors. This standard will accommodate existing building wiring, new building wiring and outside plant wiring. Existing buildings may not readily adapt to all applications of this standard, but the requirement for telecommunications administration is applicable to all buildings. Administration of the telecommunications infrastructure includes documentation (labels, records, drawings, reports, and work orders) of cables, termination hardware, patching and cross-connect facilities, telecommunications rooms, and other telecommunications spaces (conduits, grounding, and cable pathways are documented by Facilities Engineering). The investment in properly documenting telecommunications is a worthwhile effort. It is necessary to adhere to these standards to ensure quality and efficiency for the operation and maintenance of the telecommunications infrastructure for Sandia National Laboratories.

  1. 7. Administrative structures.

    PubMed

    2014-05-01

The basic systems of any society rarely can operate independently. Instead, they are dependent and often interdependent upon other entities. Such entities control the resources within their respective systems. Thus, coordination and control agencies require contracts or memoranda of understanding with these entities in order to assure access to the resources required during a crisis. These administrative structures include: (1) governmental institutions and agencies, including the military; (2) intergovernmental organisations; (3) nongovernmental organisations; (4) commercial private sector organisations; and (5) academic institutions. These dependencies create potential barriers to the provision of coordination and control including: (1) the complexity of the administrative structures with which coordination and control must interact; (2) the location of resources; (3) finding responsible person(s); (4) the competence and compatibility; (5) methods of access; (6) payment; (7) contracts and memoranda of understanding; (8) inventories of accessible resources; (9) competition for the mandate, power, and resources; and (10) jealousy. The need for potential interactions between administrative structures requires that agreements for the sharing of resources during crises be reached as part of planning and preparedness. Gaining an understanding of these relationships is an important area for research. PMID:24785804

  18. [Alternative routes for insulin administration].

    PubMed

    Lassmann-Vague, V

    1994-01-01

Ideally, insulin administration should be done through portal route, with a precise kinetic. It should also lead to a reproducible biologic effect, with minimal side-effects and be acceptable for the majority of diabetic patients. Many alternative routes of insulin administration try to fulfill one or more of these criteria. Intraperitoneal route is already used with implantable pumps. It has proven safety and metabolic efficacy, particularly upon the reduction of severe hypoglycaemia. Nasal route could provide a rapid kinetic, but its long-term utilisation depends on improvement of bioavailability and studies of local toxicity. Results concerning intrabronchic insulin seem promising, but are still preliminary. In the future, the choice among these alternative routes of insulin administration will be guided by the development of a closed-loop system. PMID:8001707

    1990-01-01

A detection method for testosterone administration was developed using radioimmunoassay to measure the urinary ratios of testosterone (T) to epitestosterone (E) and to luteinizing hormone (LH). A comparative study of the effect on these ratios of a single intramuscular injection of testosterone heptanoate followed by stimulation with human chorionic gonadotrophin (HCG) in three normal men was undertaken. To allow immediate investigation, a commercially supplied epitestosterone antiserum was used. This study showed that both T/E and T/LH ratios could be used to detect testosterone administration, the latter also being an indicator of HCG use due to cross-reactivity with the LH antiserum. Subsequently, an epitestosterone antiserum of superior specificity was raised and used in a study to demonstrate the insignificant effect of exercise on these ratios. Finally, an intramuscular injection of a combined preparation of testosterone/epitestosterone heptanoates resulted in raised ratios of T/LH but not of T/E. This demonstrated the importance of the T/LH ratio in circumstances where the T/E ratio can be easily circumvented. PMID:2097025
