    Globalisation, transnational policies and adult education - This paper examines policy documents produced by the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the European Union (EU) in the field of adult education and learning. Both these entities address adult education as an explicit object of policy. This paper investigates how globalisation processes are constructed as policy problems when these transnational political agents propose adult education as a response. The author's main argument is that while UNESCO presents the provision of adult education as a means for governments worldwide to overcome disadvantages experienced by their own citizenry, the EU institutionalises learning experiences as a means for governments to sustain regional economic growth and political expansion. After reviewing the literature on globalisation to elucidate the theories that inform current understanding of contemporary economic, political, cultural and ecological changes as political problems, she presents the conceptual and methodological framework of her analysis. The author then examines the active role played by UNESCO and the EU in promoting adult education as a policy objective at transnational level, and unpacks the specific problem "representations" that are substantiated by these organisations. She argues that UNESCO and EU processes assign specific values and meanings to globalisation, and that these reflect a limited understanding of the complexity of globalisation. Finally, she considers two of the effects produced by these problem representations.

    Adult education is governed at many levels - internationally, nationally and locally. The authors of this paper look at the challenges, structures and practices of adult education policy at the local level, more specifically in North Denmark (Northern Jutland), one of the five administrative regions of the Danish nation-state. In many ways, the current educational challenges in this remote region of Europe are similar to what can be observed worldwide and especially in countries which are generally considered welfare states. The authors see the growing social and educational divide between the region's peripheral areas and its largest city centre as a major challenge - for society as a whole and for adult education in particular. It is from this perspective that the authors describe the present structures of adult education in the region and the strategies employed by local authorities and educational institutions. This is followed by an evaluation of both structures and efforts in terms of their ability to cope with the challenges.

However, at times when social and economic crises have revealed the fragility of existing institutions and policies, it is important to consider how sustainability is - and could be - integrated into educational policies. In this theoretical contribution to a special issue on "Societal sustainability", the authors draw on available literature and knowledge. They begin their paper by summarising the conditions under which the concept of "sustainability" entered political discourse in the early 1970s and outline how it has influenced educational research. They then introduce the longstanding debate about the relative role of tradition (in terms of traditional cultural and social order) and change (in terms of efforts to provide learning opportunities for everyone) in adult education. Finally, they argue for a rethinking of the ontology of sustainability: this, they suggest, can shed new light on its relationships with adult education and learning and social justice.

    The acquisition of new skills in adulthood can positively affect an individual's quality of life, including their earning potential. In some cases, such as the learning of literacy in developing countries, it can provide an avenue to escape from poverty. In developed countries, job retraining in adulthood contributes to the flexibility of labour markets. For all adults, learning opportunities increase participation in society and family life. However, the popular view is that adults are less able to learn for an intrinsic reason: their brains are less plastic than in childhood. This article reviews what is currently known from neuroscientific research about how brain plasticity changes with age, with a particular focus on the ability to acquire new skills in adulthood. Anchoring their review in the examples of the adult acquisition of literacy and new motor skills, the authors address five specific questions: (1) Are sensitive periods in brain development relevant to learning complex educational skills like literacy? (2) Can adults become proficient in a new skill? (3) Can everyone learn equally effectively in adulthood? (4) What is the role of the learning environment? (5) Does adult education cost too much? They identify areas where further research is needed and conclude with a summary of principles for enhancing adult learning now established on a neuroscience foundation.

This research note discusses the topic from a comparative perspective, finding that adult educators' required competences are wide-ranging, heterogeneous and complex. They are subject to context in terms of national and cultural environment as well as the kind of adult education concerned (e.g. basic education, work-related education etc.). However, it seems that it is possible to identify certain competence requirements which transcend national, cultural and functional boundaries. This research note summarises these common or "core" requirements, organising them into four thematic subcategories: (1) communicating subject knowledge; (2) taking students' prior learning into account; (3) supporting a learning environment; and (4) the adult educator's reflection on his or her own performance. At the end of his analysis of different competence profiles, the author notes that adult educators' ability to train adult learners in a way which then enables them to apply and use what they have learned in practice (thus performing knowledge transfer) still seems to be overlooked.

    Secular variation in the heritability of educational attainment are proposed to be due to the implementation of more egalitarian educational policies leading to increased equality in educational opportunities in the second part of the 20th century. The action of effect is hypothesized to be a decrease of shared environmental (e.g., family socioeconomic status or parents' education) influences on educational attainment, giving more room for genetic differences between individuals to impact on the variation of the trait. However, this hypothesis has not yet found consistent evidence. Support for this effect relies mainly on comparisons between countries adopting different educational systems or between different time periods within a country reflecting changes in general policy. Using a population-based sample of 1271 pairs of adult twins, we analyzed the effect of the introduction of a specific educational policy in Spain in 1970. The shared-environmental variance decreased, leading to an increase in heritability in the post-reform cohort (44 vs. 67%) for males. Unstandardized estimates of genetic variance were of a similar magnitude (.56 vs. .57) between cohorts, while shared environmental variance decreased from .56 to .04. Heritability remained in the same range for women (40 vs. 34%). Our results support the role of educational policy in affecting the relative weight of genetic and environmental factors on educational attainment, such that increasing equality in educational opportunities increases heritability estimates by reducing variation of non-genetic familial origin.

    This article examines the impact of social change and economic transformation on adult education and lifelong learning in post-Soviet Russia. The article begins with a brief economic and historical background to lifelong learning and adult education in terms of its significance as a feature of the Russian cultural heritage. An analysis of Ministerial education policy and curriculum changes reveals that these policies reflect neo-liberal and neo-conservative paradigms in the post-Soviet economy and education. Current issues and trends in adult education are also discussed, with particular attention to the Adult Education Centres, which operate as a vast umbrella framework for a variety of adult education and lifelong learning initiatives. The Centres are designed to promote social justice by means of compensatory education and social rehabilitation for individuals dislocated by economic restructuring. The article comments on their role in helping to develop popular consciousness of democratic rights and active citizenship in a participatory and pluralistic democracy.

    Controversy about sex education programs has hampered sustained actin or curricular extension in Mexico beyond programs directly related to demographic policies. The 1st sex education in Mexico perhaps dated back to 1908 when physicians and other health professionals, inspired by the eugenics movement, offered sex education to prevent venereal diseases and maternal and/infant mortality. A 2nd attempt occurred in 1916 in the context of the women's suffrage movement. The 2 perspectives were integrated in a sex education project in 1933, as part of the program of "revolutionary education" legitimized by the progressive and modernizing government of the time. Conservative groups including some parents' associations and religious organizations insisted on their exclusive right to provide sex education, and in following decades they opposed social programs related to primary health care and women's rights. In the 1960, the introduction to Mexico of modern contraceptives and the questioning by young people of virginity and the double standard of sexual morality were not aided by any formal program of sex education in Mexico. In the early 1970s, the need to transform fertility patterns led to establishment of formal sex education programs at the national level. The focus was on reproduction and demographic aspects. Most students were exposed to classes and textbooks covering puberty, human reproduction, contraception, and sexually transmitted diseases. The intense activity of the early years did not continue in the subsequent program, but currently, the threat of AIDS and economic and social pressures are prompting a new political will in favor of sex education. Sex education is seen as the main strategy for AIDS prevention programs.     The initiative to establish a programme of recurrent education in Sweden arose from a government commission appointed in 1968. The idea received strong support from certain sections of the Swedish trade union movement, who saw it as a way of sharing the benefits of education more equitably among the population. The scheme, however, ran into opposition and was never implemented as a comprehensive strategy. In the 1980s, with the shift of emphasis towards the private sector and the rapid development of information technology, the idea of recurrent education reappeared, although not explicitly acknowledged as official policy. During this period there was a rapid expansion of courses sponsored by employers. Under the present government, recurrent education has ceased to play an important role in education policy. The author argues that these shifts in priorities illustrate how education, and especially adult and recurring education, acts as an arena for ideological struggle.

He notes, for example, that only three-quarters of U.S. high school students graduate four years after beginning ninth grade and that the National Assessment of Educational Progress found no improvement in reading or mathematics for seventeen-year-olds between 1971 and 2004. The nation's system for educating teenagers, says Stern, seems to be stuck, despite the constant efforts of teachers and repeated waves of reform. Citing two widely accepted public purposes of educating teenagers-preparation for civic participation and for economic self-sufficiency-Stern proposes four new strategies to achieve those goals. He draws on empirical evidence suggesting that these are promising directions for research and policy, but acknowledges that existing studies provide only limited guidance. First, he says, schools should continue the current trend toward integrating educational options to provide young people with skills and experiences that pave the way to both college and careers. Second, states and districts should tie education funding not simply to the number of students attending school, but also to what young people learn, whether they graduate, and whether they find jobs or enroll in postsecondary education.     Most governments today accept in principle that provision of education is a basic human right as embodied in article 26 of the Declaration of Human Rights. Through education, peace, good international relations, better prospects for economic developments, and improvement of human resources are possible. Despite this awareness, most governments cannot fulfill this requirement of education due to large population sizes, rapid growth and competition for scarce natural resources. An historical survey of the development of educational policies in Nigeria reveals that the Machiavellian policy of the colonial period largely created the present imbalance in the educational development of the Moslem north (where slow development was encouraged) compared to the Christian south. The 1st government participation in education by 1877 was minimal. The colonial government relied heavily on missionary educational activities. Political motives and religious conflicts between the northern and southern regions retarded missionary activities. Not until 1926 did active cooperation begin between the government and local states, reinforced by Elliot's Commission Report, the Phillipson Commission Report and the memorandum on Educational Policy in Nigeria. These reports laid out guidelines for government's aid and participation in provision of educational facilities. Post independence requirements for skilled manpower led to the adoption of the Ashby Commission Report as a basis for higher education. 1980 was set as the desired date for free compulsory education by a conference of African states. Nigeria, persuing this ideal goal, aimed at making education free at all levels and for every citizen. The burden and implications of these policies are examined in the context of projections of primary and secondary school enrollments, costs, and manpower needs.     Both environmental governance1 and education governance 2 occupy contested territory in contemporary US political discourse. Environmental education (EE) policy has emerged at this intersection and taken on aspects of both controversies. Central to debates surrounding environmental education are still unresolved issues concerning the role of the federal government in education, the role of education in citizen-making, and the role of the public in environmental governance. As a case study of the politics of environmental education policy, I explore these issues as they relate to the National Environmental Education Act of 1990,3 attempts at its reauthorization, its continued appropriations, and its current state of policy stasis. The political controversy over the federal role in environmental education is an appropriate case study of environmental education politics insofar as it reflects the different positions held by actor groups with regard to the definition, efficacy, and legitimacy of environmental education. At the core of these debates, as we will see, is a definitional crisis---that is, there is no common understanding across the relevant actor groups as to what environmental education is, or should be. I suggest here that this definitional issue can be best understood as having technical, ideological, and structural components4---all of which are mutually reinforcing and thus perpetuate the stasis in federal environmental education policy. 1I rely on Durant, Fiorino and O'leary's definition of environmental governance in Environmental Governance Reconsidered ; "In the term environmental governance, we refer to the increasingly collaborative nature of [environmental and natural resource] policy formulation and implementation.     Social networking use has increased exponentially in the past few years. A literature review related to social networking and nursing revealed a research gap between nursing practice and education. Although there was information available on the appropriate use of social networking sites, there was limited research on the use of social networking policies within nursing education. The purpose of this study was to identify current use of social media by faculty and students and a need for policies within nursing education at one institution. A survey was developed and administered to nursing students (n = 273) and nursing faculty (n = 33). Inferential statistics included χ², Fisher exact test, t test, and General Linear Model. Cronbach's α was used to assess internal consistency of social media scales. The χ² result indicates that there were associations with the group and several social media items. t Test results indicate significant differences between student and faculty for average of policies are good (P = .0127), policies and discipline (P = .0315), and policy at the study school (P = .0013). General Linear Model analyses revealed significant differences for "friend" a patient with a bond, unprofessional posts, policy, and nursing with class level.   17. Purposes, pedagogies and practices in lifewide adult education in New Zealand: A preview

    This paper is interested in projecting the likely purposes, pedagogies and practices influencing lifewide adult education in New Zealand ten years from now. It first identifies learning spaces in which lifewide adult education takes place. It explores formal, non-formal and informal spaces which conform to or oppose dominant ideological policies, trends and discourses. Second, it discusses current purposes, pedagogies and practices in lifewide adult education. The official purposes are seen as adult education contributing to New Zealand's success in a global marketplace. While lifewide adult education provides spaces to achieve such official purposes, it also creates spaces of neutrality and opposition. In the third section, the paper uses causal layered analysis (CLA) to project the likely future of lifewide adult education. The paper concludes that that while neoliberal purposes, pedagogies and practices will remain dominant, what will be flourishing in diverse spaces is counter-learning.

  11. Effects of Welfare Reform on Education Acquisition of Adult Women

    Education beyond traditional ages for schooling is an important source of human capital acquisition among adult women. Welfare reform, which began in the early 1990s and culminated in the passage of the Personal Responsibility and Work Opportunity Reconciliation Act in 1996, promoted work rather than education acquisition for this group. Exploiting variation in welfare reform across states and over time and using relevant comparison groups, we undertake a comprehensive study of the effects of welfare reform on adult women’s education acquisition. We first estimate effects of welfare reform on high school drop-out of teenage girls, both to improve upon past research on this issue and to explore compositional changes that may be relevant for our primary analyses of the effects of welfare reform on education acquisition among adult women. We find that welfare reform significantly reduced the probability that teens from disadvantaged families dropped out of high school, by about 15%. We then estimate the effects of welfare reform on adult women’s school enrollment and conduct numerous specification checks, investigate compositional selection and policy endogeneity, explore lagged effects, stratify by TANF work incentives and education policies, consider alternative comparison groups, and explore the mediating role of work. We find robust and convincing evidence that welfare reform significantly decreased the probability of college enrollment among adult women at risk of welfare receipt, by at least 20%. It also appears to have decreased the probability of high school enrollment among this group, on the same order of magnitude. Future research is needed to determine the extent to which this behavioral change translates to future economic outcomes. PMID:23504449

    The application of the best practices of teaching adults to the education of adults in medical education settings is important in the process of transforming learners to become and remain effective physicians. Medical education at all levels should be designed to equip physicians with the knowledge, clinical skills, and professionalism that are required to deliver quality patient care. The ultimate outcome is the health of the patient and the health status of the society. In the translational science of medical education, improved patient outcomes linked directly to educational events are the ultimate goal and are best defined by rigorous medical education research efforts. To best develop faculty, the same principles of adult education and teaching adults apply. In a systematic review of faculty development initiatives designed to improve teaching effectiveness in medical education, the use of experiential learning, feedback, effective relationships with peers, and diverse educational methods were found to be most important in the success of these programs. In this article, we present 5 examples of applying the best practices in teaching adults and utilizing the emerging understanding of the neurobiology of learning in teaching students, trainees, and practitioners. These include (1) use of standardized patients to develop communication skills, (2) use of online quizzes to assess knowledge and aid self-directed learning, (3) use of practice sessions and video clips to enhance significant learning of teaching skills, (4) use of case-based discussions to develop professionalism concepts and skills, and (5) use of the American Academy of Pediatrics PediaLink as a model for individualized learner-directed online learning. These examples highlight how experiential leaning, providing valuable feedback, opportunities for practice, and stimulation of self-directed learning can be utilized as medical education continues its dynamic transformation in the years ahead.
