An Orbital Debris Workshop was conducted in July 1982. The working groups established were related to measurements of large particles, modeling of large particles, measurements of small particles, spacecraft hazard and shielding requirements, and space object management. The results of the Orbital Debris Workshop reaffirm the need for research to better understand the character of orbital debris, its effects on future spacecraft, and the related requirements for policy. A clear charter is required for this research to receive the necessary support, focus, and coordination. It was recommended that NASA assume the role of lead agency. The first task is to develop an overall plan with both Department of Defense and the North American Aerospace Defense Command participation.

The Soldier-Warfighter Operationally Responsive Deployer for Space (SWORDS) project was a joint project between the U.S. Army Space & Missile Defense Command (SMDC) and NASA. The effort, lead by SMDC, was intended to develop a three-stage liquid bipropellant (liquid oxygen/liquid methane), pressure-fed launch vehicle capable of inserting a payload of at least 25 kg to a 750-km circular orbit. The vehicle design was driven by low cost instead of high performance. SWORDS leveraged commercial industry standards to utilize standard hardware and technologies over customized unique aerospace designs. SWORDS identified broadly based global industries that have achieved adequate levels of quality control and reliability in their products and then designed around their expertise and business motivations.
Cost-effective lightweight mirrors for aerospace and defense

The demand for high performance, lightweight mirrors was historically driven by aerospace and defense (A&D) but now we are also seeing similar requirements for commercial applications. These applications range from aerospace-like platforms such as small unmanned aircraft for agricultural, mineral and pollutant aerial mapping to an eye tracking gimbaled mirror for optometry offices. While aerospace and defense businesses can often justify the high cost of exotic, low density materials, commercial products rarely can. Also, to obtain high performance with low overall optical system weight, aspheric surfaces are often prescribed. This may drive the manufacturing process to diamond machining thus requiring the reflective side of the mirror to be a diamond machinable material. This paper summarizes the diamond machined finishing and coating of some high performance, lightweight designs using non-exotic substrates to achieve cost effective mirrors. The results indicate that these processes can meet typical aerospace and defense requirements but may also be competitive in some commercial applications.

Flight experiments were conducted on Ames Research Center's V/STOL Systems Research Aircraft (VSRA) to assess the influence of advanced control modes and head-up displays (HUD's) on flying qualities for precision approach and landing operations. Evaluations were made for decelerating approaches to hover followed by a vertical landing and for slow landings for four control/display mode combinations: the basic YAV-8B stability augmentation system; attitude command for pitch, roll, and yaw; flightpath/acceleration command with translational rate command in the hover; and height-rate damping with translational-rate command. Head-up displays used in conjunction with these control modes provided flightpath tracking/pursuit guidance and deceleration commands for the decelerating approach and a mixed horizontal and vertical presentation for precision hover and landing. Flying qualities were established and control usage and bandwidth were documented for candidate control modes and displays for the approach and vertical landing. Minimally satisfactory bandwidths were determined for the translational-rate command system. Test pilot and engineer teams from the Naval Air Warfare Center, the Boeing Military Airplane Group, Lockheed Martin, McDonnell Douglas Aerospace, Northrop Grumman, Rolls-Royce, and the British Defense Research Agency participated in the program along with NASA research pilots from the Ames and Lewis Research Centers. The results, in conjunction with related ground-based simulation data, indicate that the flightpath/longitudinal acceleration command response type in conjunction with pursuit tracking and deceleration guidance on the HUD would be essential for operation to instrument minimums significantly lower than the minimums for the AV-8B. It would also be a superior mode for performing slow landings where precise control to an austere landing area such as a narrow road is demanded. The translational-rate command system would reduce pilot workload for demanding vertical landing tasks aboard ship and in confined land-based sites.

The success of a project is dependent in part on the skills, knowledge, and behavior of its leader, the project manager. Despite advances in project manager certifications and professional development, the aerospace and defense industry has continued to see highly visible and expensive project failures partially attributable to failures in leadership. Servant leadership is an emerging leadership theory whose practitioners embrace empowerment, authenticity, humility, accountability, forgiveness, courage, standing back, and stewardship, but has not yet been fully examined in the context of the project manager as leader. The objective of this study was to examine the relationship between servant leadership behaviors demonstrated by aerospace and defense project managers and the resulting success of their projects. Study participants were drawn from aerospace and defense oriented affinity groups from the LinkedInRTM social media web system. The participants rated their project managers using a 30-item servant leadership scale, and rated the success of their project using a 12-item project success scale. One hundred and fifteen valid responses were analyzed from 231 collected samples from persons who had worked for a project manager on an aerospace and defense project within the past year. The results of the study demonstrated statistically significant levels of positive correlation to project success for all eight servant leadership factors independently evaluated. Using multiple linear regression methods, the servant leadership factors of empowerment and authenticity were determined to be substantial and statistically significant predictors of project success. The study results established the potential application of servant leadership as a valid approach for improving outcomes of projects.

NPOESS replaces the current NOAA Polar-orbiting Operational Environmental Satellites (POES) and Dod's Defense Meteorological Satellite Program (DMSP). The NPOESS satellites carry a suite of sensors that collect meteorological, oceanographic, climatological, and solar-geophysical observations of the earth, atmosphere, and space. The command & telemetry portion of NPOESS is the Command, Control and Communications Segment (C3S), developed by Raytheon Intelligence & Information Systems. C3S is responsible for managing the overall NPOESS mission from control and status of the space and ground assets to ensuring delivery of timely, high quality data from the Space Segment (SS) to the Interface Data Processing Segment (IDPS) for processing. In addition, the C3S provides the globally distributed ground assets necessary to collect and transport mission, telemetry, and command data between the satellites and the processing locations. The C3S provides all functions required for day-to-day commanding & state-of-health monitoring of the NPP & NPOESS satellites, and delivery of Stored Mission Data (SMD) to each US Weather Central Interface Data Processor (IDP) for data products development and transfer to System subscribers. The C3S also monitors and reports system-wide health and status & data communications with external systems and between NPOESS segments. Two crucial elements of NPOESS C3S expandability are SafetyNetTM and communications improvements to McMurdo Station, Antarctica. SafetyNetTM is a key feature of NPOESS and a vital element of the C3S and Northrop Grumman Aerospace Systems patented data collection architecture. The centerpiece of SafetyNetTM is the system of fifteen globally-distributed ground receptors developed by Raytheon Company. These antennae will collect up to five times as much environmental data approximately four times faster than current polar-orbiting weather satellites. Once collected, these data will be forwarded near-instantaneously to US weather centrals via the global fiber optic network for processing in environmental prediction models. In January 2008, Raytheon Company achieved a significant milestone for the NPOESS program by successfully completing the first phase of a major communications upgrade for Antarctica. The upgrade of the off-continent satellite communications link at McMurdo Station more than tripled the bandwidth available for scientific research, weather prediction, and health & safety of those stationed at McMurdo. The project is part of the company’s C3S under development for NPOESS. This upgrade paves the way for a second major communications upgrade planned for 2012 in preparation for the use of McMurdo Station as one of the 15 NPOESS ground stations worldwide that will be receiving environmental data collected by the NPOESS satellites. SafetyNet is a trademark of Northrop Grumman Aerospace Systems.

This study was designed to investigate flying qualities requirements of alternate pitch command systems for fighter aircraft at high angle of attack. Flying qualities design guidelines have already been developed for angle of attack command systems at 30, 45, and 60 degrees angle of attack, so this research fills a similar need for rate command systems. Flying qualities tasks that require post-stall maneuvering were tested during piloted simulations in the McDonnell Douglas Aerospace Manned Air Combat Simulation facility. A generic fighter aircraft model was used to test angle of attack rate and pitch rate command systems for longitudinal gross acquisition and tracking tasks at high angle of attack. A wide range of longitudinal dynamic variations were tested at 30, 45, and 60 degrees angle of attack. Pilot comments, Cooper-Harper ratings, and pilot induced oscillation ratings were taken from five pilots from NASA, USN, CAF, and McDonnell Douglas Aerospace. This data was used to form longitudinal design guidelines for rate command systems at high angle of attack. These criteria provide control law design guidance for fighter aircraft at high angle of attack, low speed flight conditions. Additional time history analyses were conducted using the longitudinal gross acquisition data to look at potential agility measures of merit and correlate agility usage to flying qualities boundaries. This paper presents an overview of this research.

An analysis of disruptions in aerospace/defense organizations that affect the supply chain

The purpose of this quantitative study was to determine whether or not functions of procurement organizations structures' and aerospace suppliers were perceived as disruptions and to identify their effects on lead time and costs within a supply chain. An analysis of employees' perception of centralized and decentralized procurement functions, aerospace and defense suppliers, lead times of goods and services, price increases, and schedule delays was conducted. Prior studies are limited in regards to understanding how specific procurement functions affects an organization procurement structure. This non-experimental quantitative study allowed for a survey to be administered to aerospace and defense companies throughout the United States to obtain information from sourcing and procurement professionals with 5 or more years of experience. The current study utilized a 10 question survey based on the 5- point Likert -type scale to determine the findings. Through descriptive and inferential statistics, using regression analysis, standard deviation, and P-value; findings indicated that the majority of the participants surveyed perceived both centralized and decentralized procurement functions affected lead time and cost of goods and services resulted in a positive effect and were considered as supply chain disruptions.

STS078-736-064 (20 June - 7 July 1996) --- As photographed by the flight crew of the Space Shuttle Columbia in Earth-orbit, the city of Colorado Springs, Colorado, is seen near the eastern base of Pikes Peak. It was built on a mesa at 6,008 feet (1,831 meters) sea level. Pikes Peak is the large tan patch on the bottom left or west portion of the photo. The city is the headquarters of Pike National Forest, located on its west side. Founded in 1871 as Fountain Colony by General William J. Palmer, builder of the Denver and Rio Grande Western Railroad, it was renamed for the nearby Manitou mineral springs. Growth of the area followed the Cripple Creek gold strikes in the 1890s and the promotion of the tourist-health-resort trade in the area. The establishment of military installations gave further impetus to development. The North American Air Defense and Aerospace Defense commands are headquartered at Peterson Air Force Base (Peterson Field). Fort Carson (1942), on the city's southern edge, is the home of the Fourth United States Infantry Division. The United States Air Force Academy (1954), just to the north, is set against a backdrop of the Rampart Range. Its population in 1990 was 281,140.

For many current applications, hydraulic power is still the preferred method of gaining mechanical advantage. However, in many of these applications, this power comes with the penalties of high weight, size, cost, and maintenance due to the system's distributed nature and redundancy requirements. A high authority smart material Integrated Electric Actuator (IEA) is a modular, self-contained linear motion device that is capable of producing dynamic output strokes similar to those of hydraulic actuators yet at significantly reduced weight and volume. It provides system simplification and miniaturization. This actuator concept has many innovative features, including a TERFENOL-D-based pump, TERFENOL-D- based active valves, control algorithms, a displacement amplification unit and integrated, unitized packaging. The IEA needs only electrical power and a control command signal as inputs to provide high authority, high response rate actuation. This approach is directly compatible with distributed control strategies. Aircraft control, automotive brakes and fuel injection, and fluid power delivery are just some examples of the IEA's pervasive applications in aerospace, defense and commercial systems.

The NASA Ames-Dryden Flight Research Facility developed a computerized aircraft battery servicing facility called the Aerospace Energy Systems Laboratory (AESL). This system employs distributed processing with communications provided by a 2.4-megabit BITBUS local area network. Customized handlers provide real time status, remote command, and file transfer protocols between a central system running the iRMX-II operating system and ten slave stations running the iRMX-I operating system. The hardware configuration and software components required to implement this BITBUS application are required.

Aerospace Meteorology came into being in the 1950s as the development of rockets for military and civilian usage grew in the United States. The term was coined to identify those involved in the development of natural environment models, design/operational requirements, and environment measurement systems to support the needs of aerospace vehicles, both launch vehicles and spacecraft. It encompassed the atmospheric environment of the Earth, including Earth orbit environments. Several groups within the United States were active in this area, including the Department of Defense, National Aeronautics and Space Administration, and a few of the aerospace industry groups. Some aerospace meteorology efforts were similar to those being undertaken relative to aviation interests. As part of the aerospace meteorology activities a number of lessons learned resulted that produced follow on efforts which benefited from these experiences, thus leading to the rather efficient and technologically current descriptions of terrestrial environment design requirements, prelaunch monitoring systems, and forecast capabilities available to support the development and operations of aerospace vehicles.

The role of control allocation (CA) in modern aerospace vehicles is to compute a command vector delta(sub c) is a member of IR(sup n(sub a)) that corresponding to commanded or desired body-frame torques (moments) tou(sub c) = [L M N](sup T) to the vehicle, compensating for and/or responding to inaccuracies in off-line nominal control allocation calculations, actuator failures and/or degradations (reduced effectiveness), or actuator limitations (rate/position saturation). The command vector delta(sub c) may govern the behavior of, e.g., acrosurfaces, reaction thrusters, engine gimbals and/or thrust vectoring. Typically, the individual moments generated in response to each of the n(sub a) commands does not lie strictly in the roll, pitch, or yaw axes, and so a common practice is to group or gang actuators so that a one-to-one mapping from torque commands tau(sub c) actuator commands delta(sub c) may be achieved in an off-line computed CA function.

Workforce diversity is a growing concern at a global level and enlightened economic self-interest and corporate image compels industries to leverage it as a competitive advantage. The US aerospace and defense industry (US ADI) addresses workforce diversity through socially responsible diversity management. Prior research into the topic of approaching workforce diversity as a business rationale and a moral imperative has been limited. Scharmer and Kaufer's (2013) Theory U guided this longitudinal explanatory quantitative study, leading from the future as it emerged relative to socially responsible diversity management to compel industry to remove blind spots and co-create an economy that benefits all by promoting workforce diversity as a dual agenda. This study filled a research gap investigating the business case for diversity as a dual agenda in aerospace industry science, technology, engineering, and mathematics (STEM) disciplines. The study also investigated the America COMPETES Act as a moderator of the relationship between historically black colleges and universities (HBCUs) and industry. Data was retrieved for secondary data analysis from the National Science Foundation (NSF) and other public government services and agency websites. Two hypotheses were tested using quantitative analysis including descriptive statistics, linear regression, ANOVA, and two factor analysis. The statistical results were analyzed and deductive logic employed to develop conclusions for the study. There was a significant relationship found between both predictors and socially responsible diversity management. The results reinforce the necessity for the aerospace defense industry to promote the dual agenda of the business case for diversity as complementary; not as competing mandates.

Nichols Research Corporation is developing the BM/C3 Requirements Analysis Tool (BRAT) for the U.S. Army Strategic Defense Command. BRAT uses embedded CLIPS/Ada to model the decision making processes used by the human commander of a defense system. Embedding CLlPS/Ada in BRAT allows the user to explore the role of the human in Command and Control (C2) and the use of expert systems for automated C2. BRAT models assert facts about the current state of the system, the simulated scenario, and threat information into CLIPS/Ada. A user-defined rule set describes the decision criteria for the commander. We have extended CLIPS/Ada with user-defined functions that allow the firing of a rule to invoke a system action such as weapons release or a change in strategy. The use of embedded CLIPS/Ada will provide a powerful modeling tool for our customer at minimal cost.

Metal matrix composites (MMC) are attractive materials for aerospace applications because of their high specific strength, high specific stiffness, and lower thermal expansion coefficient. They are affordable since complex parts can be produced by low cost casting process. As a result there are many commercial and Department of Defense applications of MMCs today. This seminar will give an overview of MMCs and their state-of-the-art technology assessment. Topics to be covered are types of MMCs, fabrication methods, product forms, applications, and material selection issues for design and manufacture. Some examples of current and future aerospace applications will also be presented and discussed.

Performance specifications: the nearly impossible versus the merely difficult

Affordability is the objective of acquisition reform. The institution of 'performance' specifications in lieu of 'design' specifications is a key strategy. Design of a cockpit display, for example, is left to the prime contractor based on a performance requirement stated by the government. The prime delegates to the integrator. The integrator develops the display and bill of materials provided by vendors. There is no feedback loop from the vendors to the ultimate customer, the government. As a result of this situation a communication gap exists: the government, primes, and integrators have concluded that they should pay commodity prices for custom displays. One step in the closing of this gap is the establishment of cross- cutting common reference performance specifications for aerospace and defense displays. The performance specification for cockpit displays is nearly impossible to achieve -- the last ounce of technology and more is required. Commodity markets, such as consumer notebook computers, are based on but a fraction of currently available technology -- companies 'bank' technology and roll it out across several 18-month product generations. Ruggedized consumer displays can be used in aerospace and defense applications other than the cockpit, such as mission crew stations. The performance specification for non-cockpit aerospace and defense applications is merely difficult. Acquisition reform has been defined by the Secretary of Defense to mean DoD should leverage the commercial market to the maximal extent possible. For the achievement of this end, an entirely different approach is wanted for cockpit displays versus large platform mission displays. That is, the nearly impossible requires a different design and business approach from the merely difficult.
