Geophysical methods are widely used monitoring tools for investigating subsurface processes. Compared to more traditional methods, they are low cost and minimally invasive. Magnetic susceptibility (MS) is a geophysical technique particularly sensitive to the presence of ferri/ ferro-magnetic particles such as iron oxides (e.g., magnetite, hematite and goethite). These oxides can be formed through microbially mediated redox reactions, inducing changes in the soil properties that can be observed by MS measurements. Monitoring MS changes over time provides indications of iron mineral transformations in the ground. These transformations are of particular interest for the characterization of contaminated sites. We acquired borehole MS measurements from two contaminated sites: Brandywine, MD and Bemidji, MN. Active remediation was applied at Brandywine, whereas natural attenuation has been geophysically monitored at Bemidji since 2011 using MS log measurements. High MS values were observed at both sites within the contaminated area only. We hypothesize that this is due to iron reducing bacteria reducing Fe-(III) to Fe-(II) and utilizing contaminants and/or amendments injected as a carbon source. At Bemidji, elevated MS readings were observed in the smear zone and correlate to the presence of magnetite. Furthermore, time-lapse MS observations at Bemidji indicate a decay in signal amplitude over time suggesting further redox transformation into less magnetic particles. For both field examples presented here, we observe variations in magnetic susceptibility within the contaminated areas that can be linked with redox reactions and mineral transformations occurring during the degradation of organic contaminants.

In an effort to make physicians more aware of the hazards of the workplace to pregnant workers, the Council on Scientific Affairs' Advisory Panel on Reproductive Hazards in the Workplace prepared this third and final report reviewing the effects of chemical exposure. A total of 120 chemicals were considered for reviews based on an estimation of their imminent hazard, ie, widespread use and/or inherent toxicity. Following a brief introduction, which sets out general principles, clinical applications, and aids to the recognition of a human teratogen, the report presents reviews and opinions for three representative chemicals. The Accreditation Council for Graduate Medical Education implemented new intern work-hour regulations in July 2011 that have unique implications for surgical training at Veterans Affairs (VA) medical centers. Implementation of these new regulations required profound restructuring of trainee night coverage systems at many VA medical centers. This article offers approaches and potential solutions to the Accreditation Council for Graduate Medical Education regulations used by different surgery programs throughout the country that are applicable to the VA training environment. The information contained in this article was derived from the opinion of a panel of academic surgical leaders in the VA system and responses to a survey that was sent to national VA surgical leaders. The most common solution chosen by the VA centers was hiring physician extenders (37%). The most common type of extender was a nonphysician extender, that is, nurse practitioner or physician assistant (70%), followed by a surgical hospitalist (33%), and surgical resident moonlighter (24%). Other common solutions included the following: night float for residents (22%) or interns (19%), establishing early versus late shifts (19%), or establishing cross-institutional or disciplinary coverage (19%). The public expects the medical community to produce safe, experienced surgeons, while demanding they are well rested and directly supervised at all times. Medical futility in end-of-life care: report of the Council on Ethical and Judicial Affairs.

Use of life-sustaining or invasive interventions in patients in a persistent vegetative state or who are terminally ill may only prolong the dying process. What constitutes futile intervention remains a point of controversy in the medical literature and in clinical practice. In clinical practice, controversy arises when the patient or proxy and the physician have discrepant values or goals of care. Since definitions of futile care are value laden, universal consensus on futile care is unlikely to be achieved. Rather, the American Medical Association Council on Ethical and Judicial Affairs recommends a process-based approach to futility determinations. The process includes at least 4 steps aimed at deliberation and resolution including all involved parties, 2 steps aimed at securing alternatives in the case of irreconcilable differences, and a final step aimed at closure when all alternatives have been exhausted. The approach is placed in the context of the circumstances in which futility claims are made, the difficulties of defining medical futility, and a discussion of how best to implement a policy on futility.

Inverse modeling of BTEX dissolution and biodegradation at the Bemidji, MN crude-oil spill site

The U.S. Geological Survey (USGS) solute transport and biodegradation code BIOMOC was used in conjunction with the USGS universal inverse modeling code UCODE to quantify field-scale hydrocarbon dissolution and biodegradation at the USGS Toxic Substances Hydrology Program crude-oil spill research site located near Bemidji, MN. This inverse modeling effort used the extensive historical data compiled at the Bemidji site from 1986 to 1997 and incorporated a multicomponent transport and biodegradation model. Inverse modeling was successful when coupled transport and degradation processes were incorporated into the model and a single dissolution rate coefficient was used for all BTEX components. Assuming a stationary oil body, we simulated benzene, toluene, ethylbenzene, m,p-xylene, and o-xylene (BTEX) concentrations in the oil and ground water, respectively, as well as dissolved oxygen. Dissolution from the oil phase and aerobic and anaerobic degradation processes were represented. The parameters estimated were the recharge rate, hydraulic conductivity, dissolution rate coefficient, individual first-order BTEX anaerobic degradation rates, and transverse dispersivity. Results were similar for simulations obtained using several alternative conceptual models of the hydrologic system and biodegradation processes. The dissolved BTEX concentration data were not sufficient to discriminate between these conceptual models. The calibrated simulations reproduced the general large-scale evolution of the plume, but did not reproduce the observed small-scale spatial and temporal variability in concentrations. The estimated anaerobic biodegradation rates for toluene and o-xylene were greater than the dissolution rate coefficient. In 2005, the American Dental Association (ADA) Council on Scientific Affairs convened an expert panel to develop clinical recommendations for dentists treating patients who are receiving oral bisphosphonate therapy. The Journal of the American Dental Association published the resulting report in 2006. This 2008 advisory statement is the first of projected periodic updates of the 2006 clinical recommendations. This 2008 advisory statement concludes, on the basis of a review of the current literature, that for patients receiving bisphosphonate therapy, the risk of developing bisphosphonate-associated osteonecrosis (BON) of the jaw apparently remains low. It also newly concludes that current screening and diagnostic tests are unreliable for predicting a patient's risk of developing the condition. This statement updates the 2006 recommendations regarding general dentistry, management of periodontal diseases, implant placement and maintenance, oral and maxillofacial surgery, endodontics, restorative dentistry and prosthodontics, and orthodontics.

A crude-oil spill occurred in 1979 when a pipeline burst near Bemidji, MN. In 1998, the pipeline company installed a dual-pump recovery system designed to remove crude oil remaining in the subsurface at the site. The remediation from 1999 to 2003 resulted in removal of about 115,000 L of crude oil, representing between 36% and 41% of the volume of oil (280,000 to 316,000 L) estimated to be present in 1998. Effects of the 1999 to 2003 remediation on the dissolved plume were evaluated using measurements of oil thicknesses in wells plus measurements of dissolved oxygen in groundwater. Although the recovery system decreased oil thicknesses in the immediate vicinity of the remediation wells, average oil thicknesses measured in wells were largely unaffected. Dissolved-oxygen measurements indicate that a secondary plume was caused by disposal of the pumped water in an upgradient infiltration gallery; this plume expanded rapidly immediately following the start of the remediation in 1999. The result was expansion of the anoxic zone of groundwater upgradient and beneath the existing natural attenuation plume. Oil-phase recovery at this site was shown to be challenging, and considerable volumes of mobile and entrapped oil remain in the subsurface despite remediation efforts.

Background: In June 1997, the American Academy of Pediatrics introduced a resolution asking the American Medical Association (AMA) to support efforts to place certified athletic trainers in all secondary schools. The AMA Council on Scientific Affairs studied that resolution and presented this report to the AMA House of Delegates in June 1998. Objective: To identify the professional responsibilities, educational requirements, and current use of certified athletic trainers in the prevention and care of high school sports injuries. Data Sources: MEDLINE and HealthSTAR databases were searched for English-language articles published from 1980 to 1998. Additional references were derived from references in pertinent articles, communication with experts, and the Internet sites of athletic training and sports medicine associations. Data Synthesis: One in 5 of approximately 6 million adolescents who participate in high school sports each year sustains a sport-related injury. Most of these injuries are minor and occur during practices rather than competitions. Approximately 1 of every 100000 high school athletes will sustain a catastrophic injury. About 35% of US high schools use the services of a certified athletic trainer, who, under a physician's supervision, is responsible for the prevention and care of athletic injuries and coordination of the school athletic health program. Conclusions/Recommendations: Emphasis should be given to ensuring the health, safety, and well-being of participants in high school sports. Whereas most high school sports injuries are minor, adequately trained personnel should be present on site to ensure that such injuries are recognized early, treated immediately, and allowed to heal properly, thereby reducing the risk of more serious injury or reinjury. For such care, team physicians and coaches should have the assistance of a certified athletic trainer. PMID:16558576

In recent decades forensic fingerprinting of oil-spill hydrocarbons has emerged as an important tool for correlating oils and for evaluating their source and character. Two long-term hydrocarbon spills, an off-road diesel spill (Mandan, ND) and a crude oil spill (Bemidji, MN) experiencing methanogenic biodegradation were previously shown to be undergoing an unexpected progression of homologous n-alkane and n-alkylated cyclohexane loss. Both exhibited degradative losses proceeding from the high-molecular-weight end of the distributions, along with transitory concentration increases of lower-molecular-weight homologs. Particularly in the case of the diesel fuel spill, these methanogenic degradative patterns can result in series distributions that mimic lower cut refinery fuels or admixture with lower cut fuels. Forensic fingerprinting in this long-term spill must therefore rely on more recalcitrant series, such as polycyclic aromatic hydrocarbon or drimane sesquiterpane profiles, to prove if the spilled oil is single-sourced or whether there is verifiable admixture with other extraneous refinery fuels. Degradation processes impacting n-alkanes and n-alkylated ring compounds, which make these compounds unsuitable for fingerprinting, nevertheless are of interest in understanding methanogenic biodegradation. This narrative review of osteonecrosis of the jaw in patients with low bone mass receiving treatment with antiresorptive agents is based on an appraisal of the literature by an advisory committee of the American Dental Association Council on Scientific Affairs. It updates the committee's 2008 advisory statement. The authors searched MEDLINE for literature published between May 2008 (the end date of the last search) and February 2011. This report contains recommendations based on the findings of the literature search and on expert opinion that relate to general dentistry; periodontal disease management; implant placement and maintenance; oral and maxillofacial surgery; endodontics; restorative dentistry and prosthodontics; orthodontics; and C-terminal telopeptide testing and drug holidays. The highest reliable estimate of antiresorptive agent-induced osteonecrosis of the jaw (ARONJ) prevalence is approximately 0.10 percent. Osteoporosis is responsible for considerable morbidity and mortality. Therefore, the benefit provided by antiresorptive therapy outweighs the low risk of developing osteonecrosis of the jaw. An oral health program consisting of sound hygiene practices and regular dental care may be the optimal approach for lowering ARONJ risk. No validated diagnostic technique exists to determine which patients are at increased risk of developing ARONJ. Discontinuing bisphosphonate therapy may not lower the risk but may have a negative effect on low-bone-mass-treatment outcomes.

The U.S. Geological Survey has begun a research project to improve understanding of the mobilization, transport, and fate of petroleum contaminants in the shallow subsurface and to use this understanding to develop predictive models of contaminant behavior. The project site is near Bemidji in northern Minnesota where an accidental spill of 10,500 barrels of crude oil occurred when a pipeline broke on August 20, 1979. Regulatory and remedial actions have been completed. The site is in a remote area with neither man-made hydraulic stresses nor other anthropogenic sources of the compounds of interest. The spill is in the recharge area of a local flow system that discharges to a small closed lake approximately 1,000 feet down the hydraulic gradient. The aquifer is pitted outwash dissected by younger glacial channels and is underlain by poorly permeable till at a depth of about 80 feet. Ground water dissolves oil floating on the water table under the spill site and moves toward the lake. At the water table, ground water enters the lake through lacustrine sediments; at depth, flow may be underneath the lake through the outwash. Contaminant transport has been as rapid as 4 feet per day based on the rate of movement of contaminants monitored through wells installed within a few days of the spill, but average rates are undoubtedly much less.

Dissolved organic matter samples extracted from ground water at the USGS Bemidji oil spill site in Minnesota were investigated by ultrahigh resolution mass spectrometry. Principle component analysis (PCA) of the elemental composition assignments of the samples showed that the score plots for the contaminated sites were well separated from those for the uncontaminated sites. Additionally, spectra obtained from the same sampling site 7 and 19 years after the spill were grouped together in the score plot, strongly suggesting a steady state of contamination within the 12 year interval. The double bond equivalence (DBE) of Ox class compounds was broader for the samples from the contaminated sites, because of the complex nature of oil and the consequent formation of compounds with saturated and/or aromatic structures from the oxygenated products of oil. In addition, Ox class compounds with a relatively smaller number of x (x < 8; x = number of oxygen) and OxS1 class compounds were more abundant in the samples from the contaminated sites, because of the lower oxygen and higher sulfur contents of the oil compared to humic substances. The molecular-level signatures presented here can be a fundamental basis for in-depth analysis of oil contamination.

A Proposal for a UK Ethics Council for Animal Policy: The Case for Putting Ethics Back into Policy Making.

Substantial controversy is a consistent feature of UK animal health and welfare policy. BSE, foot and mouth disease, bovine TB and badger culling, large indoor dairies, and wild animals in circuses are examples. Such policy issues are inherently normative; they include a substantial moral dimension. This paper reviews UK animal welfare advisory bodies such as the Animal Health and Welfare Board of England, the Farm Animal Welfare Council and the Animals in Science Committee. These bodies play a key advisory role, but do not have adequate expertise in ethics to inform the moral dimension of policy. We propose an "Ethics Council for Animal Policy" to inform the UK government on policy that significantly impacts sentient species. We review existing Councils (e.g., the Nuffield Council on Bioethics and The Netherlands Council on Animal Affairs) and examine some widely used ethical frameworks (e.g., Banner's principles and the ethical matrix). The Ethics Council for Animal Policy should be independent from government and members should have substantial expertise in ethics and related disciplines. A pluralistic six-stage ethical framework is proposed: (i) Problematisation of the policy issue, (ii) utilitarian analysis, (iii) animal rights analysis, (iv) virtue-based analysis, (v) animal welfare ethic analysis, and (vi) integrated ethical analysis. The paper concludes that an Ethics Council for Animal Policy is necessary for just and democratic policy making in all societies that use sentient nonhuman species.

Biodegradation of crude oil into nonvolatile organic acids in a contaminated aquifer near Bemidji, Minnesota

As the result of a pipeline burst, a body of light aliphatic crude oil floats atop the groundwater in a shallow sand and gravel aquifer in a remote area outside Bemidji, Minnesota. Biodegradation has resulted in the formation of a plume of DOC downgradient from the oil body. Groundwater has also been contaminated in an area known as the spray zone, from vertical infiltration of DOC resulting from biodegradation of crude oil in the overlying unsaturated zone. The majority of DOC in the contaminated groundwater is in the form of nonvolatile organic acids (NVOA's) which represent the partial oxidation products of the crude oil constituents. The NVOA's have been classified into three fractions according to their isolation on XAD resins: hydrophobic neutrals (HPO-N), hydrophobic acids (HPO-A) and hydrophilic acids (HPI-A). These fractions of NVOA's were isolated from a well downgradient from the oil body (well 530; DOC=21 mg C/l), from a well in the spray zone (well 603; DOC=15 mg C/l) and from an uncontaminated well upgradient of the oil body where the naturally occurring DOC is 2.9 mg C/l (well 310). The three sets of NVOA's were characterized by elemental analyses, molecular weight determinations, 14C ages and liquid phase 1H and 13C NMR. The crude oil and the saturate, aromatic, resin and asphaltene fractions of the crude oil were similarly analyzed by elemental analysis and NMR. The NVOA's from the contaminated wells were clearly distinguishable from the naturally occurring groundwater DOC. Based upon molecular weights, sulfur contents, aromaticities and the presence of methyl groups bonded to aromatic rings, the characterization data suggests that the NVOA's originate from the C18 or greater alkylaromatic, naphthenoaromatic and sulfur-containing constituents of the crude oil, including possibly the resins and asphaltenes.

Naphthalene and benzene degradation under Fe(III)-reducing conditions in petroleum-contaminated aquifers

Naphthalene was oxidized anaerobically to CO2 in sediments collected from a petroleum-contaminated aquifer in Bemidji, Minnesota in which Fe(III) reduction was the terminal electron-accepting process. Naphthalene was not oxidized in sediments from the methanogenic zone at Bemidji or in sediments from the Fe(III)-reducing zone of other petroleum-contaminated aquifers studied. In a profile across the Fe(III)-reducing zone of the Bemidji aquifer, rates of naphthalene oxidation were fastest in sediments with the highest proportion of Fe(III), which was also the zone of the most rapid degradation of benzene, toluene, and acetate. The comparative studies attempted to elucidate factors that might account for the fact that unsubstituted aromatic hydrocarbons such as benzene and naphthalene were degraded under Fe(III)-reducing conditions at Bemidji, but not at the other aquifers examined. These studies indicated that the ability of Fe(III)-reducing microorganisms to degrade benzene and naphthalene at the Bemidji site cannot be attributed to groundwater components that make Fe(III) more available for reduction or other potential factors that were evaluated. However, unlike the other aquifers evaluated, uncontaminated sediments at the Bemidji site could be adapted for anaerobic benzene degradation merely with the addition of benzene. These findings indicate that Bemidji sediments naturally contain Fe(III) reducers capable of degradation of unsubstituted aromatic hydrocarbons.

Analytical methods including fluorescence spectroscopy, NMR spectroscopy, and ultrahigh resolution mass spectrometry have significantly advanced the understanding of compositional controls on dissolved organic matter (DOM) processing and fate. Yet, we still heavily rely on extrapolation of chemical changes identified at the edges of the compositional continuum (i.e., endmembers) to assess DOM reactivity and stability. While extrapolation of chemical transformations is useful for determining relative changes in DOM composition, a comprehensive understanding of the underlying core structures and composition is required to develop advanced biogeochemical models. Studying DOM from natural systems is complicated by many variables associated with an open system including input from multiple sources, simultaneous photo-alteration and microbial processing, and obtaining samples that cover high spatial and temporal resolution. A 38-year biodegradation study at the National Crude Oil Spill Research site near Bemidji, MN provides a unique opportunity to monitor DOM in a relatively closed system. An extensively characterized 1 m thick oil body is confined to a 25 x 75 m2 area at the water table in the aquifer. Oxidized metabolites partition from the oil into the underlying aquifer increase the DOC concentration to > 100 ppm from < 2 ppm up-gradient from the oil body. This newly produced DOM is comprised of aliphatic compounds with high H/C, low O/C and blue-shifted fluorescence, similar in composition to permafrost- and algal-derived DOM. The aliphatic DOM is transported laterally from the oil pool by groundwater, creating a plume that ultimately discharges into the Unnamed Lake 325 m downgradient. More than 10 years later and hundreds of meters downgradient from the oil body, the DOC concentration has decreased to 3-5 ppm and the DOM is compositionally non-distinct. Microbes have left behind degradation products and selectively preserved compounds that exhibit red

Recent investigations suggest that dispersion in aquifers is scale dependent and a function of the heterogeneity of aquifer materials. Theoretical stochastic studies indicate that determining hydraulic-conductivity variability in three dimensions is important in analyzing the dispersion process. Even though field methods are available to approximate hydraulic conductivity in three dimensions, the methods are not generally used because of high cost of field equipment and because measurement and analysis techniques are cumbersome and time consuming. The hypothesis of this study is that field-determined values of dispersivity are scale dependent and that they may be described as a function of hydraulic conductivity in three dimensions. The objectives of the study at the Bemidji research site are to (1) determine hydraulic conductivity of the porous media in three dimensions, (2) determine field values of dispersivity and its scale dependence on hydraulic conductivity, and (3) develop and apply a computerized data-collection, storage, and analysis system for field use in comprehensive determination of hydraulic conductivity and dispersivity. Plans for this investigation involve a variety of methods of analysis. Hydraulic conductivity will be determined separately in the horizontal and vertical planes of the hydraulic-conductivity ellipsoid. Field values of dispersivity will be determined by single-well and doublet-well injection or withdrawal tests with tracers. A computerized data-collection, storage, and analysis system to measure pressure, flow rate, tracer concentrations, and temperature will be designed for field testing. Real-time computer programs will be used to analyze field data. The initial methods of analysis will be utilized to meet the objectives of the study. Council held a very productive meeting on 17 June using telephone conferencing and a Web-based system for sharing documents. Although the Executive Committee and many other committees have long conducted their business telephonically, this was a first for Council. Anaerobic biodegradation of organic amendments and contaminants in aquifers can trigger secondary water quality impacts that impair groundwater resources. Reactive transport models help elucidate how diverse geochemical reactions control the spatiotemporal evolution of these impacts. Using extensive monitoring data from a crude oil spill site near Bemidji, Minnesota (USA), we implemented a comprehensive model that simulates secondary plumes of depleted dissolved O2 and elevated concentrations of Mn2+, Fe2+, CH4, and Ca2+ over a two-dimensional cross section for 30 years following the spill. The model produces observed changes by representing multiple oil constituents and coupled carbonate and hydroxide chemistry. The model includes reactions with carbonates and Fe and Mn mineral phases, outgassing of CH4 and CO2 gas phases, and sorption of Fe, Mn, and H+. Model results demonstrate that most of the carbon loss from the oil (70%) occurs through direct outgassing from the oil source zone, greatly limiting the amount of CH4 cycled down-gradient. The vast majority of reduced Fe is strongly attenuated on sediments, with most (91%) in the sorbed form in the model. Ferrous carbonates constitute a small fraction of the reduced Fe in simulations, but may be important for furthering the reduction of ferric oxides. The combined effect of concomitant redox reactions, sorption, and dissolved CO2 inputs from source-zone degradation successfully reproduced observed pH. The model demonstrates that secondary water quality impacts may depend strongly on organic carbon properties, and impacts may decrease due to sorption and direct outgassing from the source zone.

The AGU Council will meet on Sunday, 2 December 2012, at the InterContinental Hotel in San Francisco, Calif. The meeting, which is open to all AGU members, will include discussions of AGU's new Grand Challenge Project (a project that will be introduced to members at the 2012 Fall Meeting), the proposed AGU scientific ethics policy, publishing strategies, future plans for honors and recognition, and leadership transition as new members join the Council. This year the Council experimented with a new approach to conducting business. By holding virtual meetings throughout the year, Council members have been able to act in a more timely manner and provide input on important membership and science issues on the Board of Directors' agenda. The Council Leadership Team—an elected subset of the Council—also experimented with a new approach, meeting every month to keep moving projects forward. This approach has increased communication and improved effectiveness in Council decision making.

Stable isotopic ratios of C and H in dissolved CH4 and C in dissolved inorganic C in the ground water of a crude-oil spill near Bemidji, Minnesota, support the concept of CH4production by acetate fermentation with a contemporaneous increase in HCO3−concentration. Methane concentrations in the saturated zone decrease from 20.6 mg L−1 to less than 0.001 mg L−1 along the investigated flow path. Dissolved N2 and Ar concentrations in the ground water below the oil plume are 25 times lower than background; this suggests that gas exsolution is removing dissolved CH4 (along with other dissolved gases) from the ground water. Oxidation of dissolved CH4 along the flow path seems to be minimal because no measurable change in isotopic composition of CH4 occurs with distance from the oil body. However, CH4 is partly oxidized to CO2 as it diffuses upward from the ground water through a 5- to 7-m thick unsaturated zone; theδ13C of the remaining CH4 increases, theδ13C of the CO2 decreases, and the partial pressure of CO2 increases.Calculations of C fluxes in the saturated and unsaturated zones originating from the degradation of the oil plume lead to a minimum estimated life expectancy of 110 years. This is a minimum estimate because the degradation of the oil body should slow down with time as its more volatile and reactive components are leached out and preferentially oxidized. The calculated life expectancy is an order of magnitude estimate because of the uncertainty in the average linear ground-water velocities and because of the factor of 2 uncertainty in the calculation of the effective CO2 diffusion coefficient.

China's prevention and control of parasitic diseases has made remarkable achievements. However, the prevalence and transmission of parasitic diseases is impacted by the complicated natural and social factors of environment, natural disasters, population movements, and so on. Therefore, there are still the risks of the outbreak of emergency parasitic diseases affairs, which may affect the control effectiveness of parasitic diseases and endanger the social stability seriously. In this article, we aim at the analysis of typical cases of emergency parasitic disease affairs and their impacts on public health security in China in recently years, and we also elaborate the disposal characteristics of emergency parasitic disease affairs, and propose the establishment of response system to emergency parasitic disease affairs in China, including the organizational structure and response flow path, and in addition, point out that, in the future, we should strengthen the system construction and measures of the response system to emergency parasitic disease affairs, so as to control the risk and harm of parasitic disease spread as much as possible and to realize the early intervention and proper disposal of emergency parasitic disease affairs.

Social theory and current affairs: a framework for intellectual engagement.

The paper aims to facilitate more adequate critical engagement with current affairs events by journalists, and with current affairs texts by audiences. It draws on social theory to provide the intellectual resources to enable this. The academic ambition is for the framework to be adopted and developed by social thinkers in producing exemplary critical readings of news and current affairs texts. To this end it is offered as a research paradigm. The paper situates its argument in relation to the wider literature in media and cultural studies, acknowledging the subtle skills required to appreciate the relative autonomy of texts. However, it draws attention to the lack of an adequate perspective with which to assess the frames, representations, and judgments within news and current affairs texts. To address this lacuna it proposes the conception of a social-theoretical frame, based on a number of meta-theoretical approaches, designed to provide audiences with a systematic means of addressing the status and adequacy of individual texts. Social theoretical frames can reveal the shortcomings of media framing of the contextual fields within which news and current affairs events take place. Two illustrative case studies are used to indicate the value and potential of the approach: the analysis of a short newspaper report of the return of protesters to Cairo's Tahrir Square in 2011, and a critique of four current affairs reports from various genres on the political turmoil in Thailand leading up to the clashes of May 2010. © London School of Economics and Political Science 2014.

On 30 April 2013, the German Ethics Council ('Council') published its opinion on 'The future of genetic diagnostics--from research to clinical application' ('the Opinion'). The Council was asked by the German government to discuss the future of genetic diagnostic methods in relation to the current applicable laws and regulations as well as the ethical stand points. The Council's 23 recommendations show that the existing regulations in Germany, and indirectly on a European level, lack in protecting consumers sufficiently. Consumer protection built the major focus of the Council's opinion. However, the opinion misses a critical overall analysis of genetic testing and, for example, the potential misuse of genetic test results by insures or the risk of disclosure toward employers. The Council missed an opportunity to discuss which barriers are necessary from a legal and ethical perspective but which still do not prohibit genetic testing and research.

Secondary water quality impacts can result from a broad range of coupled reactions triggered by primary groundwater contaminants. Data from a crude-oil spill research site near Bemidji, MN provide an ideal test case for investigating the complex interactions controlling secondary impacts, including depleted dissolved oxygen and elevated organic carbon, inorganic carbon, CH4, Mn, Fe, and other dissolved ions. To better understand these secondary impacts, this study began with an extensive data compilation of various data types, comprising aqueous, sediment, gas, and oil phases, covering a 260 m cross-sectional domain over 30 years. Mass balance calculations are used to quantify pathways that control secondary components, by using the data to constrain the sources and sinks for the important redox processes. The results show that oil constituents other than BTEX (benzene, toluene, ethylbenzene, o-, m- and p-xylenes), including n-alkanes and other aromatic compounds, play significant roles in plume evolution and secondary water quality impacts. The analysis underscores previous results on the importance of non-aqueous phases. Over 99.9% of the Fe2 + plume is attenuated by immobilization on sediments as Fe(II) and 85-95% of the carbon biodegradation products are outgassed. Gaps identified in carbon and Fe mass balances and in pH buffering mechanisms are used to formulate a new conceptual model. This new model includes direct out-gassing of CH4 and CO2 from organic carbon biodegradation, dissolution of directly produced CO2, and sorption with H+ exchange to improve pH buffering. The identification of these mechanisms extends understanding of natural attenuation of potential secondary impacts at enhanced reductive dechlorination sites, particularly for reduced Fe plumes, produced CH4, and pH perturbations.

In 1979 a crude-oil pipeline ruptured near Bemidji, Minnesota spilling about 1.7 million liters of crude oil onto a glacial-outwash deposit. Initial remediation efforts in 1979-80 removed about 75% of this oil. In 1983 the U.S. Geological Survey and several academic institutions began research to study the fate and transport of the petroleum hydrocarbons in the unsaturated and saturated zones at the site. In 1998 the Minnesota Pollution Control Agency (MPCA) requested that the pipeline company remove as much of the remaining oil as possible. A dual-pump recovery system was installed using five wells to remove the free-phase oil. Each well had an oil skimming pump as well as a deeper pump in the groundwater, which was used to create a cone of depression in the water table near the well. The oil/water mixture from the skimming pump was pumped to a treatment facility where the oil was separated for later removal from the site. Pumped wastewater was injected into an upgradient infiltration gallery. Despite large public and private expenditures on development and implementation of this type of remediation system, few well-documented field-scale case studies have been published. The renewed remediation presented an opportunity to document how the dissolution, biodegradation, vapor transport, and other processes changed as the site transitioned from natural attenuation to a condition of pump-and-treat remediation and back again following termination of the remediation. Impacts of the remediation were evaluated in part using measurements of oil thicknesses in wells, dissolved-oxygen concentrations in groundwater, and concentrations of methane and other gases in the unsaturated zone. The remediation from 1999 - 2004 resulted in removal of about 114,000 liters of crude oil from the site, or about 27% of the total that remained following the initial remediation in 1979-80. Although the renewed remediation decreased oil thicknesses in the immediate vicinity of remediation

In their submission to the government in advance of the white paper on science policy in the United Kingdom the Medical Research Council commends the MRC's own approach to managing directly funded research. But a series of semi-structured interviews with the directors of some of the MRC's units suggests a gap between the MRC's model of managed research and the reality. Although such units are theoretically managed from MRC head office (and units are charged an overhead for this), in practice each unit runs its own affairs. Between major reviews average contact time with the head office contact person is seven hours a year. The first paper argues that a purchaser-provider split would recognise the benefits of decentralisation and allow units to bid for research funds from several sources, the successful ones guaranteeing their survival through a rolling series of research programmes. The second paper criticises the MRC's cumbersome peer review system. Reliance on outside experts atrophies the scientific skills of head office staff and builds delays into decision making. A purchaser-provider model would allow the head office scientific staff to act like commercial research and development managers, commissioning research, and using the outcome, rather than peer review, as a criterion for continued funding.
